APPLICATIONS IN. WORKING ON BUILDING THE NEXT CLASS. OH, WOW! MY VOICE GOT A LITTLE LOUDER. GOT IT. UM. A COUPLE OF OTHER THINGS. WE ARE ALSO RETOOLING AND RE LAUNCHING WHAT USED TO BE MCKINNEY ONLINE, WHICH WAS ARE WE OPERATE TO WEBSITES? WE'VE GOT A CHAMBER WEBSITE THAT'S DEDICATED TOWARDS THE BUSINESS COMMUNITY AND HAS MORE INFORMATION THAT HELPS SMALL TO LARGE SIZED COMPANIES ARE BUSINESS OR MARKETING ONLINE WAS MORE OF A B TWO C, SO IT WAS

[00:10:07]

REALLY FOR THE COMMUNITY, BUT IT ALLOWED A LOT OF OUR COMPANY IS TO BE ABLE TO BROADCASTER NEWS AND CONNECT WITH POTENTIAL CUSTOMERS IN THE COMMUNITY. WE'RE RELAUNCHING, REPACKAGING IT. IT'S GOING TO BE CALLED MCKENNEY. TODAY WE HAVE A SOFT LAUNCH DATE AND PROBABLY ABOUT THREE WEEKS AND THEN WE'LL BE DOING A MUCH BIGGER SPLASH. BUT IT'S BEEN A PRETTY SUCCESSFUL WEBSITE. IT'S BEEN SOMETHING THAT OUR BUSINESS COMMUNITY, PARTICULARLY SOME OF OUR SMALLER BUSINESSES, AND RETAIL AND CUSTOMERS, SERVICE FACING BUSINESSES HAVE REALLY UTILIZED TO REALLY GROW THEIR BUSINESS. SO WE ARE EXCITED TO UPDATE THAT SITE. AND THEN ONCE THAT'S DONE , WE'LL BEGIN WORK ON OUR CHAMBER WEBSITE AND REPACKAGING AND RELAUNCHING AND CREATING SOMETHING THAT'S A LOT MORE USER FRIENDLY AND HOPEFULLY HAS A LOT OF GREAT CONTENT AND RESOURCES FOR OUR COMMUNITY. WE'LL ALSO BE WORKING. YOU'LL SEE A SURVEY COMING OUT VERY SHORTLY. WE'RE WORKING WITH COLLIN COLLEGE CORPORATE CAMPUS TO PUT TOGETHER A TRAINING PROGRAM, SO THIS COULD BE SOMETHING THAT EITHER A SMALL BUSINESS COULD ACCESS OR A LARGE COMPANY THAT WANTS TO PROVIDE TRAINING FOR SOME OF THEIR MID MANAGEMENT EMPLOYEES WILL BE DOING A SURVEY TO FIND OUT WHAT TOPICS ARE TOP OF MIND AND WE'RE GOING TO PUT TOGETHER A COHORT, SO TO SPEAK ABOUT 66 DIFFERENT TRAINING SESSIONS THAT WOULD BE AT EITHER OUR LOCATION OR AT COLLIN COLLEGE, AND, UM, COMPANIES COULD THEN SEND FOR A VERY AFFORDABLE PRICE. THEIR EMPLOYEES FOR THAT TRAINING OR THEY COULD DO THE WHOLE PACKAGE FOR A CERTAIN PRICE WHERE THEY COULD DO AN ALA CARTE. IF THERE'S A ONE THAT ONE SESSION THAT'S REALLY IMPORTANCE TO THEM, SO WE ARE EXCITED ABOUT THAT WILL BE DOING THE SURVEY FIRST BEFORE WE DECIDE WITH THAT PACKAGING LOOKS LIKE BUT WE APPRECIATE THE PARTNERSHIP. WE HAVE A CALL IN COLLEGE AND WANT TO LEVERAGE THOSE RESOURCES AND PROVIDE TRAINING TO OUR COMPANIES. AND THEN LAST, BUT NOT LEAST, I JUST WANT TO PUT ON YOUR RADAR BECAUSE WE DON'T HAVE A DATE SET YET, BUT WE WILL BE DOING A NEW SUPERINTENDENT AND MY SD HIRED A SUPERINTENDENT. FIRST BUT WE'LL DO A WELCOME RECEPTION FOR HIM SO THAT BUSINESS COMMUNITY CAN COME OUT. WE THINK IT'S REALLY IMPORTANT THAT WE SHOW SUPPORT FOR OUR SCHOOL DISTRICT, PARTICULARLY OUR SUPERINTENDENT, OF COURSE, OUR SCHOOL BOARD. AND UM, SPEAKING OF SCHOOL BOARD, WE WILL ALSO BE HOLDING A HAIL AND FAREWELL. THAT'S H A L SO HAILING THE NEW PEOPLE WHO ARE COMING ON BOARD. UM AND ALSO THANKING THOSE WHO ARE WILL BE LEAVING THEIR POSITIONS, THANKING THEM FOR THEIR SERVICE. SO MORE TO COME ON THAT WE HAVEN'T SET A DATE OR LOCATION YET, BUT THAT SHOULD BE VERY SHORTLY. I WILL MAKE SURE THAT WE GET THAT INFORMATION OUT TO YOU AS A BOARD AND ALSO TO THE COMMUNITY AS A WHOLE. SO WITH THAT, I'LL ENTERTAIN ANY QUESTIONS. ANY QUESTIONS? I HAVE A COMMENT, THOUGH I JUST I THINK IT'S WORTH SAYING IT HAD BEEN SAID BEFORE, BUT I REALLY APPRECIATE WHAT YOU'VE BROUGHT TO THE TO THE COMMUNITIES FOREST ON LEGISLATIVE. WORKING, UPDATES. NOT JUST NOW, BUT OVER THE YEARS AND I DON'T THINK A LOT OF PEOPLE THAT ARE REALLY NOT FAMILIAR WITH WHAT THE CHAMBER DID. WHAT YOU GUYS DO REALIZE? HOW DIFFERENT IT IS NOW AND JUST THE EFFORT TO BRING FORWARD INFORMATION. LOCALLY AS FAR AS WHAT'S HAPPENING IN AUSTIN AND AS WELL AS JUST HELPING WITH DIFFERENT EVENTS AND ELECTIONS AND THINGS THAT NATURE SEVERALLY APPRECIATE YOU AND YOUR STAFF. THANK YOU FOR US. PEOPLE DON'T REALIZE HOW MUCH THE WORK THAT HAPPENS IN AUSTIN, IMPACTS US LOCALLY, SO YEAH. THANK YOU. THANK YOU VERY MUCH. ALL RIGHT. THANK YOU VERY MUCH. CDC CINDY. TAKE A COMMUNITY DEVELOPMENT CORPORATION. FOR THOSE WHO DON'T LIKE ACRONYMS. GOOD MORNING, MR CHAIRMAN, MEMBERS OF THE BORN MR TOKER. AH CINDY SCHNABEL M C. D.

C. THANK YOU FOR THE OPPORTUNITY TO PROVIDE A QUICK UPDATE JUST WANTED TO START OUT BY GIVING A SHOUT OUT TO MY COLLEAGUES ACROSS THE CITY FOR THE WORK THAT WAS DONE ON THE BYRON NELSON. UM HAD A GREAT WEEKEND AND IT TRULY IS A COLLABORATIVE EFFORT. THAT INCLUDES VISIT MCKINNEY, OF COURSE, BUT MAIN STREET, THE CITY COMMUNICATIONS TEAM, THE CITY MANAGER'S OFFICE AND CBC AND I HAD AN OPPORTUNITY TO WORK. HOPEFULLY Y'ALL HAD AN OPPORTUNITY TO COME BY THE CITY BOOTH ON THE WAY IN BY THE MAIN ENTRANCE, BUT HAD AN OPPORTUNITY TO WORK A COUPLE OF AFTERNOONS AND I THINK THAT THE CITY'S PRESENCE THERE HELPED CREATE A REALLY POSITIVE FUND ENVIRONMENT FOR THOSE ATTENDING THE CITY AND REALLY PUT MCKINNEY'S BEST FOOT FORWARD, SO IT WAS A GREAT EVENT . OUR HOTTEST ITEM GIVEAWAY WAS SUNSCREEN, WHICH WE DIDN'T KNOW ON THE FIRST DAY OF THAT WOULD

[00:15:06]

BE THE CASE BECAUSE OF THE WEATHER FORECAST, BUT IT WAS A GOOD PRODUCT TO HAVE THIS YEAR.

UM SERIOUSLY WILL MEET NEXT AWAY FROM THIS THURSDAY AND WE'LL CONSIDER FUNDING APPLICATIONS FROM FOUR ENTITIES. TWO OF THEM ARE FOR AFFORDABLE HOUSING, ONE FROM MCKINNEY HOUSING AUTHORITY FOR RENOVATION OF TWO OF THEIR REMAINING PROPERTIES THAT HAVE NOT BEEN RENOVATED AND THEN ONE FOR AN APARTMENT PALLADIUM. MCKINNEY AN APARTMENT COMPLEX IN VIRGINIA, SO THOSE WILL BE CONSIDERED BY THE BOARD NEXT WEEK, ALONG WITH FUNDING FOR CONSTRUCTION OF A FACILITY HAD HEARD WILDLIFE MUSEUM AND THEN THERE'S A REQUEST BY HOTEL DENNISON FOR SOME INFRASTRUCTURE SUPPORT. ON THE TUBS FRONT. WE'RE STILL MOVING TOWARDS A JUNE TCO AND SUBSTANTIAL COMPLETION AT THE END OF JULY WITH FINAL COMPLETION END OF AUGUST FOUR. CEO BY END OF AUGUST EARLY SEPTEMBER. THE SERIOUSLY SUBCOMMITTEE HAD AN OPPORTUNITY TO MEET ON SITE AND , UM, TOUR LAST WEEK, AND IT REALLY IS IMPRESSIVE. THE BREWERY IN PARTICULAR. WE SPENT SOME TIME LOOKING IN THERE AND THEY'VE STARTED THE PROCESS OF BRINGING UP EQUIPMENT AND TESTING IT. SO UM, YOU COULD REALLY SEE THAT IT'S ABOUT TO HAPPEN SO CONTINUING ON THAT FRONT AND THE LAST THING I MENTIONED WE'RE CURRENTLY ACCEPTING PROMOTIONAL GRANT APPLICATIONS THROUGH THE END OF THIS MONTH, SO I WANT TO MAKE SURE THAT'S ON EVERYONE'S RADAR AS WELL. AND I'M HAPPY TO STAND FOR QUESTIONS. QUESTION. THANK YOU. THANK YOU. ERIN VISIT MCKINNEY. GOOD MORNING, MR. CHAIR, MR PRESIDENT. MEMBERS OF THE BOARD. ERIN WARNER VISIT MCKINNEY. WHAT A WEEK. WE HAD AN ECHO CINDY'S COMMENTS EARLIER ABOUT THE BYRON WAS SO NEED TO WALK AROUND DURING SETUP EVEN DURING THE EVENT. SEE WHAT ALL YOU GUYS ARE DOING, AND US AND YOUR SWEET SEE WHAT'S HAPPENING ALL THROUGHOUT THE EVENT, PUTTING MCKINNEY ON THE NATIONAL STAGE ONCE AGAIN, IT WAS IT WAS JUST A PHENOMENAL THING. AGAIN. I THINK ALL THE CITY DEPARTMENTS ASSISTED WITH OUR BOOTH UP FRONT . UH, THIS IS MY FIRST YEAR TO ACTUALLY GET TO WORK THAT AND TO SEE IT IN ACTION. AND WHAT A NEAT WAY TO WELCOME THAT MANY PEOPLE AS THEY WALK IN THE LOCATION OF THE BOOTH. IF YOU DIDN'T MAKE IT THROUGH THAT ENTRANCE WAS THE FIRST BOOTH YOU SAW WHEN YOU WALKED IN. AND SO WE GOT TO REALLY MAKE AN IMPACT. HAS PEOPLE CAME TO THE EVENT.

SECOND TO THAT LAST WEEK WAS ALSO NATIONAL TRAVEL AND TOURISM WEEK AND SO YOU KNOW, IN THE PAST, WE MAY HAVE DONE SOME EXTRA EVENTS THAT WEEK TO PROMOTE IT. BUT WE ALL DECIDED THAT THE BYRON WAS ACQUIRED GREAT WAY TO HOST NATIONAL TRAVEL TOURISM WEEK, BUT I DID WANT TO KIND OF THROW THIS OUT FOR YOU GUYS, IF YOU IF YOU MISSED IT THROUGH ALL THE TIMES WE WERE TALKING ABOUT THE BYRON WE USE THAT WEEK TO TALK ABOUT THE UPDATED NUMBERS FOR THE PREVIOUS YEAR, WHEN IT COMES TO VISITORS BEEN IN THE COMMUNITY. AND LAST YEAR IN 2022, THERE WERE $260 MILLION SPENT BY VISITORS IN MCKINNEY, WHICH WAS A RECORD THAT WE HAVE ON OUR WITH OUR DATA. AND TO PUT THAT IN PERSPECTIVE FOR EVERYONE IN ORDER TO MAKE THAT UP IN OUR COMMUNITY. EVERY RESIDENT MCKINNEY WOULD HAVE TO SPEND AN EXTRA 1200 OR SO DOLLARS AND TO MAKE THAT DIFFERENCE UP OF WHAT OUR VISITORS COME IN AND SPEND, WHICH IS REALLY IMPRESSIVE THING. WE OBVIOUSLY WANT TO KEEP THAT NUMBER OF GROWING BECAUSE THAT MEANS THOSE DOLLARS LIKE ANYTHING ELSE, GO BACK INTO OUR COMMUNITY AND HELP US WITH OUR QUALITY OF LIFE. PROJECTS AND WITH WHAT YOU GUYS DO, AND CDC DOES END BEYOND AND SO PHENOMENAL YEAR. I CAN'T WAIT TO SEE WHAT THE NUMBERS LOOK LIKE. NEXT YEAR. WE'RE PUSHING HARD FOR IT AND THEN DIRECT IT UP AS I THINK I'VE STATED AT A PREVIOUS MEETING THE DAY AFTER THE BYRON COMPLETED WE FLIPPED HOTELS, AND NOW WE'RE HOSTING THAT NJC, A ONE TENNIS CHAMPION SHIP OVER AT THE COURTS IN MCKINNEY. AND SO IT'S ANOTHER GREAT EVENT IN MCKINNEY, OUR HOPING TO KEEP IT HERE NEXT YEAR. WE'RE PUSHING HARD FOR THAT, UM, BUT PHENOMENAL WEEK, KICKING OFF A BUSY SPRING AND SUMMER, AND WE'RE EXCITED TO BE A PART OF IT. STAY FOR ANY QUESTIONS. QUESTIONS. THANK YOU VERY MUCH. OKAY SO I JUST HAVE A FEW COMMENTS. FIRST OF ALL, IT'S REALLY TO LAST WEEKEND. BYRON NELSON. I WANT TO THANK OUR STAFF. YOU GUYS DID A TREMENDOUS JOB. YOU KNOW, EMILY? CAROLINE, YOU GUYS WERE OUT THERE. EVERY DAY, WORKING REALLY HARD AND MICHAEL AND EVERYBODY'S PETERS SO I WAS VERY EVIDENT THE EFFORT THAT WAS GIVEN TO MAKE SURE THAT PEOPLE WERE VISITING. NOT ONLY HAD A GOOD TIME BUT HAD OPPORTUNITY IN MEDICINE AS WELL, TOO. REALLY LEARN ABOUT MCKINNEY LEARN ABOUT OUR BUSINESS COMMUNITY AND THE ENVIRONMENT THAT WE HAVE HERE. FOR BRINGING BUSINESS AND ALSO CINDY, THANKS TO YOU AND YOUR BOARD AS WELL BECAUSE IT IS A COLLABORATIVE

[00:20:04]

EFFORT. WE HAD AN EVENT FRIDAY NIGHT. SEVERAL BOARD MEMBERS AND CINDY, WERE THERE. AND I THINK THAT REALLY SHOWS WELL, ESPECIALLY GIVEN THE AMOUNT OF PEOPLE WE HAVE COMING IN FROM OUT OF TOWN OR OUT OF STATE. TO SEE THAT IT'S NOT JUST OUR BOARD, BUT YOU KNOW, CITY STAFF CITY COUNCIL. CHAMBER, ALL OF US SOMEWHERE TOGETHER, ALL KIND OF YOU KNOW, SAYING THE SAME MESSAGE, SO THAT WAS GREAT FOR MR STATISTIC STANDPOINT. AS IT RELATES TO THE X SPACE IS AT THE EVENT WE HAD REALLY, REALLY GOOD YEAR THIS YEAR. IN YEAR THREE COMPARED TO EVEN PRIOR YEARS.

OVER THE COURSE OF THE FOUR DAYS WE HAD AT LEAST 2011 DIFFERENT SITE SELECTORS 20 DIFFERENT VISITORS. FROM OUT OF THE MARKET FROM OTHER STATES. UH, NEW YORK , ILLINOIS NASHVILLE AREA TO NAME JUST A FEW. AND THEN WE HAD SEVERAL BROKERS AND DEVELOPERS FROM FROM THIS AREA AS WELL AS I PERSONALLY MET A COUPLE OF PEOPLE THAT WERE IN THE VENTURE CAPITAL MARKET. OR BANKING THAT DEALT SPECIFICALLY WITH DEVELOPMENT PROJECTS THAT UH, YOU KNOW, AS FAR AS I KNOW HOW I HAD NOT MET BEFORE THEY WERE NOT BANKS THAT, UH, ARE THAT ARE TYPICAL OF WHAT YOU SEE IN THE AREA, SO THEY WERE SPECIFIC TO THE DEVELOPMENT. TYPE OF PRODUCT PROSPECTS. WE HAD ADDITION TO THAT WE HAD 33 DIFFERENT GUESTS FROM EXISTING COMPANIES. FROM BUSINESS RETENTION STANDPOINT.

WE HAD IN TERMS OF PROSPECTS. AT LEAST TWO NEW PROJECTS THAT WITH INTERNATIONAL TIES ONE LOCAL EXPANSION PROJECT. THREE NEW DEVELOPMENT OPPORTUNITIES AND ONE NEW INNOVATION FUND. SUPPORT POSSIBLE PROJECT THAT ALL CAME THROUGH OUR SIDES WHILE WE WERE THERE. UM AND, INTERESTINGLY ENOUGH, ONE OF THE I WAS JUST TALKING ABOUT THIS EARLIER, ONE OF THE PEOPLE THAT I MET WERE BROUGHT BY FORMER BOARD MEMBER WE'RE FROM NOT ONLY OUT OF STATE BUT OUT OF THE COUNTRY. AND HAVE TURNED A THREE WEEK VISITING THE MCKINNEY AND TOO MUCH LONGER STAY AND ARE NOW LOOKING AT POSSIBLY MOVING A BUSINESS HERE. AND WE ALSO HAD A FOLLOW UP FROM A COMPANY THAT PETER HAD MATT OVER IN GERMANY. SO VERY, VERY GOOD RESULTS FROM THAT STANDPOINT. I WILL BE IN AS WE DO EACH YEAR IN THE VERY NEW NEAR FUTURE. THE SALESMANSHIP CLUB WILL BE HAVING A DEBRIEF FOR LUNCHEON THAT TYPICALLY HAVE BEEN INVITED TO THE PAST WHERE THEY GIVE US THE STATISTICS. ON THE VALUE ADD OF THE TOURNAMENT TO THE LOCAL REGION, EVERYTHING FROM ADD VALUE NUMBER OF VIEWERS WORLDWIDE THROUGH TV MARKETS. AND ALL THAT SO AND THEN DOLLARS RAISED. BOTH FOR THE CHARITY AND AS THE TOURNAMENT AS A WHOLE. SO AS WE GET THAT INFORMATION, I'LL BE SURE TO MAKE SURE THAT WE GET THAT OUT. TO EVERYBODY. BUT THANK YOU ALL VERY MUCH FOR THAT. IT WAS VERY GOOD. EVENT AND CERTAINLY LOOK FORWARD TO NEXT YEAR. SO THAT'S ALL I HAVE ON THAT. NEXT. WE HAVE. 23 0400.

MM DC MONTHLY REPORTS. OH, WHAT YEAH, THAT'S GOOD. GIVE ME THE C COMMITTEE UPDATES. WE DO HAVE

[Consider/Discuss MEDC Monthly Reports]

THOSE GOOD DAY. WELL, JUST JUST SAY WHAT EVERYONE ELSE HAS SAID. WE JUST CAME OFF THE LARGEST, IF NOT THE LARGEST MARKETING EVENT. IT WENT GREAT AGAIN. JUST KUDOS TO THE STAFF. IT WAS. IT WAS AWESOME. IN OUR NEXT MARKETING COMMITTEE. WE WILL DO A LITTLE POSTMORTEM. SEE WHAT WORKS SEE WHAT WE CAN IMPROVE ON, BUT OVERALL, IT WAS A HUGE THANK YOU. REAL ESTATE. YES, SIR.

WE'VE GOT SEVERAL THINGS IN EXECUTIVE SESSION THAT ARE EXCITING AND INNOVATIVE THAT WE WANT TO TALK ABOUT TODAY. BUT I DID WANT TO MENTION THE CONSULTANT CONNECT COMPANY WAS HERE LAST WEEK. UM AND REAL ESTATE COMMITTEE MET WITH THEM FRIDAY, ALONG WITH MICHAEL AND PETER AND WHAT THEY ARE IS THEY COME TO TOWN AND BASICALLY LOOK AT THE OPERATIONS OF OUR ORGANIZATION AND THEY BRING FROM AROUND THE COUNTRY OUT. THERE WAS CALIFORNIA, CHICAGO. NORTH CAROLINA. THEY BRING SITE SELECTORS FROM AROUND THE COUNTRY AND THOSE GUYS GO AROUND WITH US WITH THEM. CONSULTANT CONNECT FOLKS AND AGAIN. LOOK AT OUR COMMUNITY AND OUR OPERATIONS AND WE GOT REALLY STRONG. GRADE FROM THOSE PEOPLE. THEY WERE VERY IMPRESSED WITH OUR

[00:25:01]

OPERATIONS, SO I CONGRATULATE PETER AND MICHAEL AND EVERYBODY ON THE STAFF BECAUSE THESE GUYS WERE THEY DO IT ALL OVER THE COUNTRY, AND THEY WERE VERY IMPRESSED WITH OUR DEAL SO ANYWAY. REST OF IT. WE'LL TALK ABOUT EXECUTIVE SESSION. RIGHT FINANCE. YOU WANT ME TO? YEP SO FINANCE COMMITTEE MET, WE WENT OVER THE INITIAL BUDGET WENT THROUGH SOME CHANGES FROM LAST YEAR. WHAT WE WHAT WE ANTICIPATE FOR THE NEXT YEAR. UM SOME NEW THINGS. WE'RE GOING TO ADD SOME THINGS WE'RE GOING TO TAKE AWAY BASED UPON SOME CHANGES WHEN IT COMES TO REAL ESTATE AND THOSE SORT OF THINGS THAT AFFECT US. BUT THOSE ARE MORE TO COME BEFORE THE BOARD ONCE IT'S FINALLY APPROVED SOME QUESTIONS THAT WE JUST NEED SOME CLARIFICATION ON ONCE WE GET THOSE WE'LL BRING IT BEFORE THE FULL BOARD FOR AN APPROVAL OF THE BUDGET. OKAY GOVERNANCE MARK. NOTHING TO REPORT. FORGET ALL RIGHT. RIGHT NOW. WE HAVE CONSIDERED DISCUSSING BDC MONTHLY REPORTS 23 04400 ORGANIZATION REPORT MARKET REPORT KPI METRICS SUPPORT.

PETER. MR CHAIRMAN, I DON'T HAVE ANYTHING IN TO ADD IN ADDITION TO THE REPORT THAT WAS PROVIDED OTHER THAN NOW THAT WE HAD ANOTHER IMPORTANT EVENT LAST WEEK THAT WE DEFINITELY WANT TO CELEBRATE. BUT IT WAS BEING AT BYRON WEEK. WE JUST WANTED TO FOCUS ON BYRON. BUT LAST WEDNESDAY, MAY 10TH WAS THE BBC'S BIRTHDAY. WE RETURNED 30 SO YOU AND I MAY 10TH 1993. THE DC WAS FORMALLY INCORPORATED. SO MAY 10TH WAS FORMALLY OUR 30TH BIRTHDAY FOR THE E D. C AND NOW THAT WE'RE THROUGH BYRON AND THROUGH THE MONUMENTAL TASK THAT IS, WE'RE PUTTING TOGETHER FOR THE REMAINDER OF THE YEAR KIND OF 1/30 ANNIVERSARY. BLITZ FOR THE CIA, AND WE'LL KIND OF INCORPORATE THAT INTO A LOT OF OUR MARKETING. I DON'T KNOW IF YOU NOTICED ON THE LITTLE LANYARDS WE'RE GIVING AWAY IT SAID WE D C 30TH LITTLE SUBTLE. THING JUST JUST TO GET IT OUT THERE BECAUSE IT DID HAPPEN THAT WEEK, BUT VERY IMPORTANT WEEK AND I'LL JUST ECHO WHAT UM EVERYONE ELSE HAS SAID YOU KNOW, THE BYRON NELSON IS A IS A HERCULEAN TASK FOR THE WITH OVER 5 520 TICKETS TO ALLOCATE EVERY YEAR AND SWEETS TO GET SET UP GUEST LIST PARKING YOU NAME IT.

IT'S THERE'S A LOT THAT GOES ON BEHIND THE SCENES, AND IT WOULD NOT. GO AS WELL AS IT DID, IF NOT FOR THE STAFF AND AWESOME JOB THAT THEY DO. EMILY IS ONLY WHAT TWO MONTHS IN FORMALLY ON THE JOB AS OUR NEW EVENTS MANAGER AND SHE CAME IN AND SAID , GIVE IT TO ME. I GOT THIS, SO SHE'S DONE A FANTASTIC JOB ARE REALLY HAPPY TO HAVE HER OWN STAFF AND THE REST OF STAFF DID A GREAT JOB SUPPORTING IT. SO JUST KUDOS TO THEM FOR HELP, MAKING IT A REALLY GREAT WEEK.

OKAY? UH OKAY. SO MOVE ON TO THE FUEL. THE ARE KIND OF A KPI REPORTS. SO AGAIN, WE HAVE UM.

49 MILLION SIGNED CONTRACTS. SIX MILLION PENDING WE HAVE WE'VE BEEN TALKING IN EXECUTIVE SESSION ABOUT ANOTHER COUPLE PROJECTS THAT COULD BE ADDED TO THAT VERY SHORTLY. HOPEFULLY WE WILL DO THAT. EVERYTHING ELSE IS ON TRACK WITH OUR PROJECT PIPELINE ACTIVITY WE ACTUALLY HAVE WILL BE UPDATING THAT NEXT MONTH FROM SEVERAL NEW PROJECTS THAT WE'VE GOT A RESULT OF THE BYRON MARKETING IS ON ON TRACK. PRETTY MUCH EVERYTHING IS ON TRACK FOR THIS YEAR WILL BE LOOKING AT LAUNCHING A COMMUNITY FORUM HERE IN UH, PROBABLY IN THE SUMMERTIME AND THEN ANOTHER ONE IN THE FALL SO WELL, WE'RE ALREADY IN THE PROCESS OF GETTING THOSE SCHEDULED. UM AND ALL OTHER METRICS LOOK GOOD IF YOU HAVE ANY QUESTIONS. THAT'S ALL OKAY? REGULAR AGENDA. 23

[Consider/Discuss/Act on the March 2023 Financials]

0401 CONSIDERED DISCUSSED ACT ON MARCH 2023 FINANCIALS. CAN'T. GOOD MORNING CHANCE. MILLER ACCOUNTING MANAGER WILL BE GOING OVER THE MONTH OF MARCH. THOSE ARE RELATIVELY QUIET MONTH.

WE'LL START OFF WITH THE INCOME STATEMENT. TOTAL REVENUES FOR THE MONTH OF MARCH WAS 1.7 MILLION, WHICH IS MADE UP MOSTLY OF THE 1.54 MILLION OF SALES TAX REVENUE. MOVING ON TO EXPENDITURES. WE HAD A TOTAL OF 860,000 OF EXPENSES 258,000 WASL EXPENSES. 360,000 OF THAT WAS FOR PROJECT EXPENSES. THEN WE HAD NON DEPARTMENTAL EXPENSES OF 237,000. THAT'S THE MONTHLY TRANSFER FOR YOUR DEBT SERVICE PAYMENTS THAT WE MAKE TWICE A YEAR. MOVING ON TO SELLS TAX OKAY? OKAY SO COLLECTIONS FOR THE MONTH OF MARCH ACTUALLY APPLIES TO JANUARY SALES. SO, UM

[00:30:04]

WE HAD A 2.6% INCREASE OVER LAST YEAR, ALLEN HAD A 6.8% INCREASE . FIRST GO AHEAD AND 6.1% INCREASE IN PLANO HAD A 14.5% INCREASE. LAST YEAR. WE HAD AUDIT COLLECTIONS, SO ARE TRUE PERIOD PERIOD INCREASES 6% IT WAS LIKE 5.95, SO THAT'S BEEN STANDARD FOR THE PAST FOUR OR FIVE MONTHS. NOW WE'VE BEEN AROUND THAT RANGE OVER LOOKING AT, YOU KNOW, TRUE PERIOD PERIOD INCREASES. OUR YEAR DAY SO FAR IS 8.4% LIKE I MENTIONED BEFORE THE FIRST TWO MONTHS CALCULATED IN THAT IF I'M LOOKING DOWN THE BOTTOM OCTOBER NOVEMBER ACTUALLY APPLIED TO LAST FISCAL YEAR, SO WE'VE ONLY COLLECTED FOUR MONTHS OF THIS YEAR CELL STACKS. WE STILL GOT EIGHT MORE MONTHS TO COLLECT, AND IF WE'RE LOOKING AT THE INCREASE FOR THOSE FOUR MONTHS, WE'RE CLOSER TO THAT 5.5 OR 6% SO FAR THIS YEAR. UM AND LAST PAGE I HAVE IS THE CELL SACKS BY INDUSTRY. THE RETAIL TRADE IS THE ONE THAT HIGHLIGHT MOST EACH MONTH. THE 7% THAT IS OUR FIFTH STRAIGHT MONTH NOW OF THE BETWEEN THE 5 TO 7% RANGE. CONSTRUCTION WAS DOWN 65% BUT LAST MONTH IT WAS UP CLOSE TO 41% SO THOSE SOME OF THOSE INDUSTRIES WILL FLUCTUATE ON A MONTH TO MONTH BASIS ON NOT TOO WORRIED ABOUT THAT. AND HONESTLY, UM, NOTHING ELSE WAS OF NOTE. TO ME. THE RETAIL TRADE IS STILL THE MOST NOTED ITEM. MY HALF OF STAYING CONSISTENT OF THAT FATHER 7% RANGE AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS. QUESTIONS CONSTRUCTIONS THAT MOSTLY COMMERCIAL CONSTRUCTION WOULD YOU SAY, OR THAT'S WHERE IT TENDS TO BE, UM, SOMETIMES DIDN'T 90% OF THAT WILL BE COMMERCIAL CONSTRUCTIONS. QUESTIONS. THE MOTION. THANK YOU. MOTION TO APPROVE IS PRESENTED. SECOND. GOODBYE. MR KEENE'S THE VOTE IS THE YES. MR BOOTS. I HAVE ONE.

SOMETHING LIKE OUTS UP HERE. REFRESHING. TRUE. I DON'T EVEN KNOW WHAT THAT MEANS. OKAY? UNPLUG IT. TURN A BANG ON ON. YEAH. HE HAD THIS TECHNOLOGY SPEEDS UNIVERSAL. I T DID YOU TURN IT OFF AND TURN IT BACK ON? YES, I DID THAT. DID YOU UNPLUG IT? YES, I PARKED IT. QUALITY.

HE STILL CAN'T DO THE HOMEWORK. ALL RIGHT.

THEN MOTION PASSED. LOOK AT THEIR ANTICIPATION DEPARTMENT. RIGHT NEXT WE HAVE THE CONSIDER

[Consider/Discuss/Act on 2023-2026 MEDC Strategic Plan]

DISCUSSED ARE 23 THROUGH 26 VDC STRATEGIC PLAN. PETER. YES SO EVERYONE WAS PROVIDED THE STRATEGIC PLAN FOR COMMENTS. WE DID GET SOME COMMENTS BACK. I KNOW BOTH MARKED US AND JULIE SENSE OF COMMENTS AND WE ARE, WE WILL GET THAT INFORMATION TO YOU. A LOT OF THAT WAS SUPPORT INFORMATION FOR THE STRATEGIC PLANS. WE WILL MAKE THAT AS A KIND OF AN ADDENDUM. BUT THE BASE STRATEGIC PLAN. WE DIDN'T RECEIVE ANY COMMENTS FOR MAJOR EDITS IN THERE. SO FAR. SO THIS IS OUR. OUR GUIDE. THIS WILL BE OUR GUIDING PRINCIPLES. THE ONLY THING THAT WILL CHANGE OVER THE NEXT THREE YEARS IS HOW WE EVALUATE DIFFERENT KPI S AND COUNCIL. SHE'S STRATEGIC PRIORITIES WITH IT IN EVERY ANSWER ANY ADDITIONAL QUESTIONS? QUESTIONS OR COMMENTS. I WOULD JUST I WOULD JUST COMMENT THAT WE HAD A PRODUCTIVE WORKING SESSION WITH THE COUNCIL AND I THINK CONTINUING TO GET UM REFINEMENT ON ALIGNMENT BETWEEN . WHERE THE COUNCIL WOULD LIKE TO SEE ECONOMIC DEVELOPMENT GO AND WHERE WE'RE WORKING EVERY DAY TO MAKE THAT HAPPEN IS CRUCIALLY IMPORTANT. WE MADE A REALLY GOOD FIRST STEP AT THAT WHEN WE MET. THANK YOU. AND THE ONLY THING I WOULD ADD, IS EVEN THOUGH IT SAYS 2023 TO 2026 ARE BYE LAWS TO PROVIDE FOR.

ADOPTING A STRATEGIC PLAN ON AN ANNUAL BASIS. DOESN'T MEAN WE HAVE TO REWRITE IT EVERY YEAR

[00:35:06]

BUT CERTAINLY GIVES US SELF TRAINED TO REVIEW IT AND MAKE MODIFICATIONS. BUT AND THEN VOTE ANNUALLY ON ANY CHANGES OR ANY ESPECIALLY GIVEN THE LOT OF TIMES THE TARGETED MARKET SECTORS OR WHATEVER THAT WE HAVE BUSINESS SECTORS. OR SOMEWHAT MARKET DRIVEN, AND THOSE CAN CHANGE FROM TIME TO TIME BASED ON WHAT'S HAPPENING WITH THE CITY OR THE POLICIES AND DIRECTIVE OF THE CITY COUNCIL. SO AT THIS POINT, WE DO, UH I NEED A MOTION. SOMEONE WANTS TO MAKE PROMOTION. I'LL MOVE TO ACCEPT AS PRESENTED. I'LL SECOND MY MYSTERY KEEN SECOND, MR HELMSLEY. VOTES. HEY, IT WORKED. MOTION PASSES. I FEEL GOOD. NEXT IS CONSIDERED DISCUSS. ACT ON

[Consider/Discuss/Act on Resolution Appointing MEDC Standing Committees]

RESOLUTION APPOINTING IMMEDIACY , STANDING COMMITTEES. I BROUGHT THIS UP LAST MEETING AS FAR AS CHANGES GIVEN THE CHANGE IN THE BOARD. THE ONLY CHANGES AT THIS POINT WOULD BE TO END MOHAMED CASE IN TO THE FINANCE COMMITTEE. GOVERNANCE COMMITTEE REMAINS THE SAME ON INNOVATION AND MOHAMMED TO THE INNOVATION COMMITTEE. I HAD MYSELF TO MARKETING AND THAT SCOTT WOULD HAVE TO THE REAL ESTATE COMMITTEE. THAT WOULD BE MY SIGNATURE SUGGESTED CHANGES ANYBODY. IF ANYBODY HAS AN ALTERNATE SUGGESTIONS, CERTAINLY TAKE THAT AT THIS TIME, IF NOT ONLY ENTERTAIN A MOTION. MAKE A MOTION TO APPROVE. I'LL SECOND. FLIPPING THE SCRIPT. WE GOT MOTION BY MR HOUSELY AND SECOND MR VOTES. PASSES. ALL RIGHT. AND WITH THAT WE HAVE ANY PUBLIC COMMENTS. UM ANY OTHER MATTERS THAT ARE NOT ON THE AGENDA. YES, I DO. AH! THANK YOU FOR

[BOARD COMMENTS]

COMMENTS. UH, MR ROGERS. THANK YOU SO MUCH FOR YOUR SERVICE TO THE CITY MCKINNEY. APPRECIATE EVERYTHING THAT YOU'VE DONE FOR US. YOU ACTUALLY THE SURVEY YEAR TOGETHER ON COUNCIL AND YEAH, AND TWO YEARS IT SEEMS LIKE A YEAR, BUT ANYWAY, I JUST REALLY ALWAYS APPRECIATE YOUR PERSPECTIVE ON THINGS. AND YOU KNOW WHAT YOU BROUGHT TO THE COUNCIL, ESPECIALLY SOMEBODY WHO'S LIVED IN GROWING UP IN THE AREA. GIVEN THAT WE HAVE SO MANY NEW PEOPLE HERE, IT'S GREAT TO HAVE A HISTORIC PERSPECTIVE AS WELL. AND SO I JUST WANT TO THANK YOU VERY MUCH AND GOOD LUCK TO WHATEVER YOU DECIDE TO DO NEXT. THANK YOU. EVERYBODY ELSE. OKAY? AND WITH THAT WE

[EXECUTIVE SESSION]

WILL GO INTO EXECUTIVE SESSION. IN ACCORDANCE WITH TEXT. GOVERNMENT CODE SECTION 551071 SUB PARAGRAPH TWO CONSULTATION WITH GENERAL COUNSEL. ON ANY WORK SESSIONS. SPECIAL REGULAR SESSION AGENDA ITEM REQUIRING CONFIDENTIAL ATTORNEY CLIENT ADVICE AND ASSISTED BY THE DELIBERATION OR DISCUSSIONS SAID ITEMS AS NEEDED AND LEGAL CONSULTATION ON THE FOLLOWING ITEMS OF ANY 551087 ECONOMIC DEVELOPMENT MATTERS PROJECT URGENT AND HIMALAYAN VENTURES LP IT IS 8 38 AM ALL RIGHT. WE ARE BACK FROM EXECUTIVE SESSION. IT IS 9 44

[ACTION ON EXECUTIVE SESSION]

PER THE BIG CLOCK IN THE BACK OF THE ROOM. AND WE DO HAVE SOME ACTIONS OUT OF EXECUTIVE SESSIONS THAT NEED TO BE TAKEN CARE OF. FIRST. ONE MAKE SURE IT'S NOT I GUESS THE FIRST ONE IS PROJECT TERROR AGAIN. YES SIR . I'LL MAKE A MOTION THAT WE AMEND THAT AGREEMENT AS DISCUSSED AN EXECUTIVE SESSION 2ND 2ND. OKAY UM, MOTION BY MR SADLY SECOND BY MR SCOTT. FAVOR.

SORRY. IN YOUR LAST NAME. SCOTT. SORRY. MOTION PASSES. SECOND ONE IS HIMALAYAN VENTURES LP. I'LL MAKE A MOTION THAT WE AMANDA AND EXTEND THAT AGREEMENT AS DISCUSSED IN EXECUTIVE SESSION. MOVED BY MR HILL'S LEAGUE SECOND BY SECOND. MR DIMSON. ALL IN FAVOR. OH, I'M SORRY. I DON'T HAVE IT DOESN'T HAVE A MOTION, BUT HIS MOTION. ALL IN FAVOR.

[00:40:07]

THERE IT IS. NOW IT SHOWS UP ACTIONS FROM EXECUTIVE SESSION HAVE BEEN TAKEN CARE OF. THANK

[Sales Tax Type A Training]

YOU VERY MUCH ON TWO. THE NEXT ITEM. DO YOU NEED SOMETHING, MARK? NOPE NOPE. NEXT ITEM IS 23-0404 SALES TAX TYPE A TRAINING. JUST WANNA INTRODUCE JEFF MORE. MY PARTNER WHO WAS THE GURU? TWO STATUTE AND HE'S GOING TO GIVE YOU YOUR REQUIRED TRAINING THE SHORT VERSION I UNDERSTAND. YOU HAVE MORE DO YOU THINK WE NEED THANK YOU, MARK. BY SHORT. I HEARD IT WAS 90 MINUTES. IS THAT IS THAT RIGHT COMEDIAN TO NINE. OKAY NINE MINUTES. OKAY WELL, I THINK I'VE GOT 30 SLIDES. I THINK I CAN DO THEM IN 15. OKAY IF THAT WORKS FOR EVERYBODY AND. THE FIRST PART OF THIS PRESENTATION WILL BE MORE PROCEDURAL ISSUES AND THEN THE LAST PART IS GOING TO BE THE VARIOUS STATUTES ON I BASICALLY GOT THREE TYPES OF EXPENDITURES YET PROJECTS, UH, ADVERTISING AND THEN JOB TRAINING AND SO YOU KNOW, LET'S LET'S JUST KIND OF PLOW THROUGH THIS REAL QUICK. UM LET'S SEE WHAT YOU.

I THINK I CAN THERE WE GO. AND THAT'S IT. MOVE UP A LITTLE BIT. OKAY THIS FIRST, YOU KNOW, JUST, YOU KNOW, BASICALLY BASED ON YOUR EXECUTIVE SESSION, YOU KNOW? CAN YOU HAVE A PROSPECT? COME TO YOU. CAN YOU JUST GIVE THEM MONEY? AND THE ANSWER IS NO. YOU HAVE TO HAVE A PERFORMANCE AGREEMENT. STATE LAW SAYS THERE'S SOME MINIMUM THINGS THAT PERFORMANCE AGREEMENT AND I THINK YOU KNOW WE DO LOAN AGREEMENTS, IT STILL CONSTITUTES A PERFORMANCE AGREEMENT AND YOU HAVE TO HAVE CERTAIN THINGS IN THERE JUST CAPITAL INVESTMENT TO BE MADE JOBS CREATED OR RETAINED , AND THEN THE PENALTY FOR NON COMPLIANCE. YOU KNOW, IF THEY SAY THEY'RE GOING TO CREATE 10 JOBS, I CREATE FIVE AS A BOARD. YOU GET TO DECIDE WHAT THE PENALTY IS, BUT THAT'S THE MINIMUM REQUIREMENTS FOR ANY SORT OF PERFORMANCE AGREEMENT. AND, UM THERE'S AND IF THAT CAN BE ADJUSTED, BUT YOU KNOW WHO OVERSEES THE SALES TAX? IT'S YOUR AS A NONPROFIT CORPORATION.

YOU KNOW, AS BORDER DIRECTORS, YOU GET YOU EVER SEE THE CORPORATE CORPORATE ENTITY AND THEN AT THE VERY BOTTOM OF THAT SLIDE, IT DOES SAY THAT CITY COUNCIL GETS TO APPROVE ALL PROGRAMS AND EXPENDITURES, AND A LOT OF THAT IS DONE DURING THE BUDGET. YOU KNOW, YOU GET A LOT OF THAT TAKEN CARE OF DURING THE BUDGET ALSO VIA YOUR BYLAWS, BUT STATE LAW DOES PROVIDE THAT CITY COUNCIL RETAINS THAT AUTHORITY. THOSE REFERENCES THERE OR TO THE LOCAL GOVERNMENT CODE CHAPTER 501 OF THE LOCAL GOVERNMENT CODE. THEY KIND OF LEADS IN THE NEXT QUESTION. DOES CITY COUNCIL GETS APPROVED EXPENDITURES AND THE ANSWER IS YES. THEY GET TO PROVE ALL EXPENDITURES AND AGAIN THAT THAT'S YOU KNOW, TYPICALLY LOT OF THAT'S TAKEN CARE OF DURING THE BUDGET. UH AND SO, YEAH, THEY DO GET TO APPROVE. THE CITY COUNCIL APPOINTED DIRECTORS. OBVIOUSLY YES. YOU KNOW, THEY GET TO APPOINT THE DIRECTORS YOU HAVE A SEVEN MEMBER BOARD, WHICH IS UNIQUE STATE LAW SAYS. YOU KNOW, FOR TAIPEI, YOU HAVE TO HAVE AT LEAST A FIVE MEMBER BOARD. AND SO Y'ALL NUMBER OF YEARS AGO WITH THAT, I GUESS THE BILL THAT GOT PASSED CHANGING THAT STATUTE YOUR MOVE TO A SEVEN MEMBER BOARD. YOU KNOW, AS A BOARD MEMBER, YOU KNOW, PURSUANT TO YOUR POLICIES, YOU HAVE TO RESIDE IN THE CITY STATE LAW DOES NOT IMPOSE ANY SORT OF RESIDENCY AND THEN YOU KNOW, THE BOARD MEMBERS ARE APPOINTED TO MY CITY COUNCIL AND CAN BE REMOVED WITH OR WITHOUT CAUSE. YOU KNOW, AS FAR AS TERM, YOU KNOW, YOUR STATE LAW DOESN'T IMPOSE ANY TERM LIMITS. BUT YOU KNOW, THE CITY HASN'T THROUGH THE THROUGH THE POLICY IS IMPOSED TWO YEAR TERMS WITH THREE CONSECUTIVE FULL TERM TERM LIMITS. AND SO THE CITY CAN DO THAT. AS FAR AS OFFICERS. HOW AM I DOING ON TIME? HERE AM I GOING TOO FAST, TOO? SLOW DOWN OR OKAY

[00:45:01]

. FEEL LIKE I'M JUST PLOWING RIGHT THROUGH, YOU KNOW, WORK QUARTER OF THE WAY THROUGH ALREADY. SO HEY, YOU KNOW, YOU KNOW BOARD MEMBERS AS FAR AS OFFICERS, YOU KNOW, THE COUNCIL APPOINTS THE BOARD. AND THEN YOU YOU AS A YOU KNOW, THE BOARD DETERMINED WHO IS GOING TO BE CHAIRMAN, VICE CHAIR, SECRETARY AND TREASURER. YOU KNOW HOW LONG DO YOU YOU SERVE AS AN OFFICER? THAT YES. STATE LAW REALLY DOESN'T ADDRESS THAT ISSUE OTHER THAN THEY SAY. I MEAN, TYPICALLY , IF IT'S NOT ADDRESSING YOUR ARTICLES OR YOUR BYLAWS, YOU'RE DOING ANNUAL ELECTIONS AND THE BYLAWS HERE SPECIFICALLY PROVIDE FOR ONE YEAR TERMS ENDING IN SEPTEMBER. YEAH YOU GOTTA FOR MEETING BASICALLY, STATE LAW SAYS A MAJORITY OF THE BOARDS FOR THE SEVENTH IS A FORM FOR THE YOU KNOW, M E. D. C. ARE YOU SUBJECT? THE OPEN MEETINGS ACT? YES ARE YOU SUBJECT? PUBLIC INFORMATION ACT? YES CAN YOU AMEND BYLAWS? THE ANSWER IS YEAH. AND YOU CAN AMEND BYLAWS CITY COUNCIL HAS TO PROVE ANY AMENDMENT. THEY HAVE TO PROVE THAT AMENDMENT BY RESOLUTION, JUST ANY SORT OF AMENDMENT TO YOUR BYLAWS CAN'T CONFLICT WITH THE STATE LAW OR JUST CERTIFICATE FORMATION? TRYING TO FIGURE OUT WHY I GOT THIS IN HERE. THERE'S A REPORT THAT YOU HAVE TO DO THE COMPTROLLER'S OFFICE ONCE A YEAR. THIS IS REALLY ONE OF THE TWO AREAS OF OVERSIGHT FOR THE COMPTROLLER'S OFFICE BECAUSE THE SALES TAXES LOCAL TAXES VOTERS VOTED IN VOTERS CAN VOTE IT OUT. AND SO FOR THE MOST PART, IT'S A LOCAL ISSUE. THE STATE HAS SOME LIMITED OVERSIGHT. THIS IS THE ONE AREA FOR THE CONTROL. THEY GOT TWO AREAS. OF THIS ANNUAL REPORT THAT'S DUE EVERY YEAR IN 2019 THAT CHANGE FROM BEING DUE BY FEBRUARY. 1 APRIL 1 JUST IT'S A ONE PAGE REPORT. YOU KNOW THAT THERE'S A PENALTY FOR FAILURE TO FILE INSTEAD OF CONTROLLER HAS NEVER IMPOSED THAT PENALTY ON ANYBODY. THE OTHER AREA WHERE THE COMPTROLLER'S OVERSIGHT IS SOME STATE MANDATED SALES TAX TRAINING, WHICH HELPED PUT ON THEY THERE IS A PENALTY THAT FOR FAILURE TO DO THAT, BASICALLY ONE FROM THE CITY, ONE FROM THE E. D. C HAS TO DO IT EVERY 24 MONTHS. AND THEN YOU KNOW, THE ATTORNEY GENERAL'S OFFICE HAS OVERSIGHT FOR HIRING. IT'S A VERY LIMITED STATUE, BUT THIS IS THE ONE AREA WHERE THE ATTORNEY GENERAL'S OFFICE HAS OVERSIGHT IS WHERE, IF YOU HIRE SOME THIRD PARTY TO DO BUSINESS RECRUITMENT AND YOU DON'T HAVE A WRITTEN CONTRACT WITH THEM. THE ATTORNEY GENERAL'S OFFICE CAN YOU KNOW? GO AFTER THAT E. D. C FOR NOT HAVING A WRITTEN CONTRACT APPROVED BY THE BOARD OF DIRECTORS SAY IT'S NEVER BEEN OPPOSED THE COMPANY OR THE A G S OFFICE HAS NEVER HAD TO PURSUE THAT. BUT THOSE ARE THE THREE AREAS WHERE YOU ANY SORT OF STATE AGENCY HAS ANY OVERSIGHT. THIS IS WHAT THE REPORT USED TO LOOK LIKE YEARS AGO. NOW IT'S ON THE INTERNET, AND SO THE DCS JUST HAVE TO FILE THAT ANNUALLY.

AND SO THOSE ARE MORE. THAT'S THE PROCEDURAL ISSUES. AND THIS IS MORE OF THE FUN STUFF. YOU KNOW. WHAT CAN YOU SPEND THE MONEY ON THAT YOU GET THROUGH THE SALES TAX THAT'S COLLECTED THROUGH THE CITY AND AGAIN, THERE'S THREE AREAS. YOU GET PROJECTS. YOU GOT ADVERTISING.

THEN YOU GOT JOB TRAINING. AND SO I'M GOING TO GO THROUGH THOSE STATUTES REAL QUICK. I THINK I'VE GOT SEVEN MINUTES LEFT, SO WE'LL SEE IF WE CAN MAKE IT. UM THEN, AND SOME OF THESE HAVE STARS THAT THIS IS WHERE I SEE A LOT OF ECONOMIC DEVELOPMENT FOR TYPE A'S SO THERE'S A STORE NEXT TO THIS ONE. IT'S A LENGTHY STATUTE. BUT IT SAYS YOU CAN PROVIDE AS A BOARD YOU CAN PROVIDE LAND BUILDINGS, EQUIPMENT FACILITIES EXPENDITURES, YOU CAN PROVIDE A MONEY, TARGETED INFRASTRUCTURE IMPROVEMENTS, BUT IT SAYS IT HAS TO CREATE A RETAINER PRIMARY JOB AND YOU KNOW, I'LL TALK ABOUT THAT. AND THEN IT GIVES YOU A LIST OF CATEGORIES LIKE MANUFACTURING, INDUSTRY AND RESEARCH AND DEVELOPMENT. NOW SEE DNA. WE'LL TALK ABOUT THOSE IN A FEW SLIDES. UM BUT THEN YOU HAVE LIKE DISTRIBUTION CENTERS, REGIONAL OR NATIONAL CORPORATE HEADQUARTERS. AND SO IF IT'S THAT TYPE OF PROJECT, SEE IF I CAN GO BACK HERE YEAH, YOU CAN PROVIDE LAND BUILDINGS, EQUIPMENT FACILITIES, EXPENDITURE MONEY, TARGETED INFRASTRUCTURE IMPROVEMENTS FOR THAT TYPE OF INDUSTRY. AND SO A LOT OF TAIPEI PROJECTS ARE DONE.

WITH THAT STATUTE. NOW I MENTIONED THAT SUGGESTS HAS TO CREATE A RETAINER PRIMARY JOB.

THAT'S THE DEFINITION IN THE STATUTE BASICALLY SAYS YOU GOT AN EXPORT SOMETHING TO EXPORT SOMETHING ORIGINALLY STATEWIDE, YOU KNOW, NATIONALLY OR INTERNATIONALLY. THEN YOU GOT TO MEET ONE OF THESE NORTH AMERICAN INDUSTRIAL CLASSIFICATION SECTOR CODES THAT THEY'RE PRETTY LENGTHY CODES. I WOULD SAY, YOU KNOW, THE USUAL SUSPECTS FOR, UM YOU KNOW, ANY SORT OF PROJECT IS MANUFACTURING. TRANSPORTATION, WAREHOUSING. THE MORE INTERESTING ONES OR TELEPHONE

[00:50:03]

CALL CENTERS AND CORRECTIONAL INSTITUTIONS. UM DOWN AT THE BOTTOM. YOU KNOW, I ALWAYS MENTIONED THAT THESE TRAINING SEMINARS AND I THINK AS A MISKITOS, PROBABLY THREE OR FOUR YEARS AGO AND SHOWED THE SAME SLIDE, AND I SAID, I DON'T KNOW WHAT A CORRECTIONAL INSTITUTION IS EXPORTING AND SOMEBODY RAISED THEIR HAND. AND THEY SAID, HEY, JEFF, THEY'RE EXPORTING JUSTICE AND SO YOU KNOW, SO THAT IT MAKES THE DEATH DEFINITION OF PRIMARY JOB THE LEGISLATURE MEANT TO INCLUDE IT, BUT YOU KNOW ON THAT PREVIOUS SLIDE, THEY'RE SUPPOSED TO EXPORT SOMETHING. SO THAT'S UH, THAT'S YOU KNOW, CREATION OF RETENTION OF PRIMARY JOBS. THIS NEXT SLIDE 501.103 LOCAL GOVERNMENT CODE THAT 90% OF PROJECTS. I WOULD I THINK YOU KNOW A HUGE PERCENTAGE OF PROJECTS. PARK CAN BE DONE UNDER THIS STATUTE. AND IT SAYS , YOU KNOW, BASICALLY IT'S INFRASTRUCTURE, ITS INFRASTRUCTURE THAT'S NECESSARY TO PROMOTE OR DEVELOP NEW EXPANDED BUSINESS ENTERPRISE. SO IS IT PROMOTING A NEW BUSINESS OR THE EXPANSION OF AN EXISTING BUSINESS? AND IF SO, THERE'S A LOT OF STUFF YOU CAN DO? YOU KNOW, STREETS AND ROADS, YOU KNOW, WATER, SEWER ELECTRIC, YOU KNOW, GAS DRAINAGE. THE NEBULOUS SITE IMPROVEMENTS AND RELATED IMPROVEMENTS. UM AND THEN IF YOU'RE YOU'RE LUCKY ENOUGH TO BE ON THE GOLF BEACH REMEDIATION ALONG THE GULF OF MEXICO. AND SO THERE'S SO A LOT OF PROJECTS GET DONE HERE WITH, YOU KNOW, INFRASTRUCTURE PROJECTS SO THAT THAT'S SOMETHING THAT Y'ALL UTILIZE QUITE A BIT. THIS WAS ADDED A FEW, YOU KNOW NUMBER OF YEARS AGO BY SENATOR FLORENCE SHAMIR SHAPIRO FOR MASS TRANSIT THAT YOU KNOW THERE'S ABILITY FOR TYPE. THIS ISN'T 502 OF THE LOCAL GOVERNMENT CODE, WHICH IS A KIND OF A UNIQUE, UNIQUE CHAPTER. IN THAT FOR TAIPEI'S GENERALLY YOU'RE LOOKING AT 501 TO DO PROJECTS OR 504. BUT THIS IS A 502 PROVISION THAT ALLOWS YOU TO DO TO ASSIST WITH MASS TRANSIT. I MENTIONED EARLIER THAT I TALKED ABOUT AND FIVE OR 1.1 OF ONE. SOME OF THESE STATUTES. THIS PROVISION SAYS YOU CAN'T DO THESE LATELY. YOU KNOW ONE THROUGH FIVE SOLID WASTE SEWAGE AIR. AND TO BE HONEST, I'VE NEVER REALLY SEEN A TYPE AIR TYPE B PURSUIT OR EVEN TIGHT, TIGHT BE PURSUE THESE TYPES OF PROJECTS. BUT THEN IT ADDS A PROJECT FOR YOU SAYS HEY, YOU CAN DO THESE. YOU CAN DO A GENERAL AVIATION BUSINESS SERVICE AIRPORT THAT IS AN INTEGRAL PART OF AN INDUSTRIAL PARK. SO THAT'S A PROVISION WHERE YOU CAN YOU CAN HELP WITH AIRPORTS. AND SO THAT TAKES AWAY SOME PROJECTS FOR YOU, BUT IT ALSO GIVES YOU A GRANT OF AUTHORITY TO DO SOME PROJECTS. AND SO THAT'S YOU KNOW, THE REALLY THE STATUTES LOOK TO FOR PROJECTS THE APPROVAL PROCESS. THAT'S THE STATUTE, THAT'S ALL IT SAYS. YEAH IT SAYS, YOU KNOW, THE CORPORATIONS AUTHORIZING UNIT WILL APPROVE ALL PROGRAMS AND EXPENDITURES THAT'S DEFINED TO MEAN CITY COUNCIL. DOESN'T SAY WHEN OR HOW YOU KNOW JUST GONNA BE THROUGH THE BYLAWS.

COULD IT BE DURING THE BUDGET? COULD IT BE WHEN YOU WANT TO BUY A BOX OF PENCILS. THAT'S AN AGENDA ITEM. YOU KNOW, I GUESS THAT COULD BE THAT TOO. BUT YOU KNOW, IT DOES SAY CITY COUNCIL GETS TO APPROVE ALL EXPENDITURES AND AGAIN MOST OF THAT HAS DONE DURING THE DURING THE BUDGET.

OKAY SO THAT THAT'S PROJECTS YOU'VE GOT TWO OTHER TYPES OF EXPENDITURES. GET PROMOTION. UM BASICALLY, STATE LAW SAYS YOU'RE LIMITED TO 10% OF YOUR REVENUE PER YEAR FOR ADVERTISING. YOU MIGHT ASK FOR WHAT'S PROMOTION IS NOT DEFINED. THERE'S AN ATTORNEY GENERAL OPINION YEARS AGO. GREG ABBOTT OPINION G A 86. THAT IT'S SAID, BASICALLY HAS TO PUBLICIZE OR ADVERTISE THE CITY FOR BUSINESS DEVELOPMENT. AND SO IF THAT EXPENDITURE IS GOING TO PUBLICIZE OR ADVERTISE THE CITY FOR BUSINESS DEVELOPMENT, THEN YEAH, YOU CAN DO IT. AND SO THAT THAT'S YOU KNOW THAT THAT'S PROMOTION OR ADVERTISING. AND THEN, LASTLY, JOB TRAINING. YOU KNOW THAT THAT'S THE STATUTE FOR JOB TRAINING, SAYS YOU CAN PAY FOR JOB TRAINING. IT USES THE TERM BUSINESS ENTERPRISE THAT YOU KNOW THE BUSINESS HAS TO COMMIT AND WRITING TO, YOU KNOW, CREATE NEW JOBS OR INCREASE THEIR PAYROLL. THAT'S GOING TO PAY THE PREVAILING WAGE FOR THAT OCCUPATION IN YOUR AREA. IF THEY'RE WILLING, YOU WRITTEN CONTRACT WILLING TO DO THAT YOU CAN PAY FOR THE JOB TRAINING.

YEAH IT DOES NOT HAVE TO BE A PRIMARY JOB. EMPLOYER IT DOES, SAY, BUSINESS ENTERPRISE THAT HAS TO BE A BUSINESS. BUT THAT IS JOB TRAINING AND WHAT I DO. GOOD I HAVE A QUESTION. SO, UM.

THE UNIVERSAL THEME PARK IS COMING TO A CITY JUST NORTH OF US WOULD HOW WOULD THAT FIT INTO THE DEFINITIONS. WE JUST LOOKED AT AS FAR AS BEING ELIGIBLE FOR, UM FUNDING FOR TYPE B. M C. THE C TYPE B CAN ASSIST WITH ENTERTAINMENT TOURIST FACILITIES NOW TAIPEI COULD IF YOU LIKE PUT

[00:55:05]

IT TO THE VOTE OF THE VOTERS. FOR A CITY THIS SIZE. THERE'S SOME OTHER STATUTES THAT ALLOWED FOR SMALLER COMMUNITIES LIKE UNDER 7500 POPULATION THAT TYPE BAKING, DO TYPE B STUFF, BUT FOR THIS COMMUNITY YOU'RE TALKING ABOUT. THEY HAVE TO GO TO A VOTE OF THE VOTERS FOR THE TAIPEI TO DO A TIGHT BEAT PROJECT. THANK YOU. YOU'RE WELCOME. THAT'S PAINLESS. WASN'T IT WAS PAINLESS . VERY NICE. THANK YOU VERY MUCH. THANK YOU. ALRIGHT THAT BRINGS US TO THE END OF OUR WONDERFUL DAY HERE TOGETHER. I JUST NEED ONE MOTION TO ADJOURN. I'LL MAKE THAT MOTION. MS WILLIAMS TAKE THE MOTION SECOND BY 2ND. 2ND BY MR STAD HELMSLEY. ULTRA DENNISON BEAT YOU TO IT ON FAVOR. RUNOFF WITH THAT.
