COMMENTS THIS MORNING. TO SPEAK OF. WE'VE GOT A LOT THAT WE'RE WORKING ON TODAY. EXCITING TIME FOR CITY MCKINNEY WITH ALL THE PROJECTS THAT WE HAVE GOING FORWARD, AND SO I'M NOT GONNA TAKE UP TIME. JUST TALKING. ONCE SO NEXT CITY MCKINNEY, MR GRIMES. MR CHAIRMAN, MR. PRESIDENT. MEMBERS OF THE BOARD FIND PAUL GRIMES CITY MANAGER. JUST FEW ITEMS TO UPDATE YOU ON THE CITY HAD A RECALL ELECTION. AS YOU KNOW, ON NOVEMBER, 3RD CITY COUNCIL NOW HAS A VACANCY THAT THEY HAVE INDICATED THE CITY COUNCIL'S INDICATED THAT THEY PREFER. TO FILL THE SEAT FOR DISTRICT ONE. UNTIL MAY HAVE 2021 WHEN THERE IS THE NORMAL LOCAL ELECTIONS. THAT SEAT AMONG OTHERS, WILL BE TURNED THAT ON THE REGULAR ELECTION ON MAY 2021 THAT WILL BE DETERMINED BY THE REGULAR VOTERS. UNTIL SUCH TIME THE COUNCIL COULD CHOOSE TO LEAVE THE VACANT. I THINK THEY PREFER TO NOT LET DISTRICT ONE BE UNREPRESENTED SO THEY PROBABLY WILL MOVE FORWARD WITH SOME SORT OF AN APPOINTMENT. AND THEY HAVE ASKED US TO PLACE AN ITEM ON THE AGENDA FOR DECEMBER 1ST FOR DISCUSSION OF THAT AND CONSIDERATION. IT'S NOVEMBER 3RD MEETING THE COUNCIL APPROVED IN AGREEMENT WITH LAKE FLATOW AND PARK HILL FOR THE FIRST PHASE OF ARCHITECTURAL DESIGN SERVICES FOR CITY HALL. WE'RE VERY EXCITED THEY ARE MOVING FORWARD WITH A TANGIBLE. A CONTRACT. IF YOU WILL. THIS'D THE FIRST PHASE OF THE CONTRACT, BUT THEY ARE MOVING FORWARD WITH THE DESIGN. WE'RE VERY EXCITED ABOUT THAT. THAT IS A MILESTONE FOR THE CITY TO ACTUALLY ENGAGE WITH THE ARCHITECT AND MOVE FORWARD WITH THAT. THAT IS ALL I HAVE. I WILL WISH ALL OF YOU A VERY HAPPY AND SAFE THANKSGIVING AND I WILL STAND FOR ANY QUESTIONS QUESTIONS. SIR. OKAY, THANK YOU VERY MUCH. EX CHAMBER OF COMMERCE LISA. GOOD MORNING. AND WHAT WE CAN MAYBE EXPECT. I THINK IT'S GONNA BE AN INTERESTING. 2021 AS THEY GO ABOUT DOING THEIR BUSINESS AND HOW THEY'RE GOING TO DO THEIR BUSINESS, ESPECIALLY WITH THE BUDGET DEFICIT THAT THEY'RE GONNA BE LOOKING AT. AND WITH REDISTRICTING COMING UP. MANY IMPORTANT DECISIONS SO DEFINITELY I ENCOURAGE YOU TORTO PATE IN THAT I THINK THERE'S GONNA BE VERY INFORMATIVE. I ALSO WANTED TO GIVE YOU AN UPDATE ON HOW WE HAVE REVAMPED ONE OF OUR PROGRAMS THAT ARE WOMEN'S ALLIANCE OF MCKINNEY HAS TRADITIONALLY PUT ON WHICH IS OUR SHOCK WALK IN WINE. ON THIS YEAR. WE DID NOT THINK THAT IT WAS A GOOD IDEA TO DO A BIG EVENT, BUT WE DID THINK IT WAS IMPORTANT TO EXPAND WHAT WE WERE DOING TO DO A CAMPAIGN TO BUY LOCAL. AS YOU KNOW, MANY OF OUR RETAILERS AND RESTAURANTS HAVE BEEN BY THE HARDEST HIT DURING 2020. SO WE'RE TAKING THAT CAMPAIGN AND PARTNERING ACTUALLY WITH A VISIT. MCKENNEY MCKENNEY, CDC, MAIN STREET MINT KENNY ON DOING A WEEKLONG CAMPAIGN WITH OUR RETAILERS AND RESTAURANTS, ENCOURAGING PEOPLE TO GO SHOP LOCALLY. AND WITH THAT WE'RE ASKING OUR MERCHANTS TO PROVIDE SOME SORT OF A DISCOUNT. IS IT INCENTIVE TO

[00:05:04]

COME INTO THEIR STORES? SO WE'LL BE UPLOADING ALL OF THOSE DISCOUNTS. WE'RE IN THE PROCESS OF REACHING OUT TO. A RETAIL AND RESTAURANTS RIGHT NOW WHERE WE WILL PUT ALL OF THAT ONLINE SO THAT THE GENERAL PUBLIC AND GO OUT AND UTILIZE THOSE DISCOUNTS AND HOPEFULLY BY THEIR CHRISTMAS PRESENTS. FROM ONE OF OUR LOCAL MERCHANTS, SO WE THOUGHT THAT WAS ONE WAY THAT WE COULD CONTINUE ON WITH THAT. JUST IN A SAFER, COVERT FRIENDLY WAY. ESSO WANTED JUST TO GIVE YOU AN UPDATE ON THAT AND LAST, BUT NOT LEAST, OUR BOARD IS GOING TO BE MEETING TOMORROW THEY HAVE THEIR STRATEGIC PLANNING SESSION. AND SO WE'LL BE WORKING ON OUR 2021 INITIATIVES ON PROJECTS THAT WILL BE WORKING ON. SO THAT I'LL STAND FOR ANY QUESTIONS QUESTIONS. THANK YOU. THANK YOU VERY MUCH. DEVELOPMENT CORPORATION, CINDY. THE. FIRST CYCLE FOR PROMOTIONAL COMMUNITY EVENT GRANTS OPENED ON NOVEMBER 1ST AND WE'RE ACCEPTING APPLICATIONS THROUGH MONDAY, THE 30TH FISHER, THE BOARD ALLOCATED A TOTAL OF $200,000.100,000 FOR EACH OF TWO CYCLES. SO. THOSE GRANTS OR FOUR EVENTS THAT SHOWCASE THE CITY OF MCKINNEY FOR TOURISM AND BUSINESS DEVELOPMENT. SO ENCOURAGE ANYONE WHO'S PLANNING THOSE EVENTS TO APPLY BEFORE THE NOVEMBER 30TH DEADLINE. UM WE INITIATED ABOUT A YEAR AGO BY MCKINNEY CAMPAIGN TO ENCOURAGE LOCAL SHOPPING AND ALSO TRY TO BETTER COMMUNICATE WITH RESIDENTS THE IMPACT THAT THEIR SHOPPING IN MCKINNEY HAS IN TERMS OF INVESTMENT IN THE COMMUNITY AND HAVE HAD. GREAT OPPORTUNITY TO PARTNER WITH THE CHAMBER AND VISIT MCKINNEY AND MAIN STREET AND E. D. C AND ONE OF THE THINGS THAT WE DID. THIS MONTH, TRYING TO TIME IT TO COINCIDE WITH MCKINNEY'S DOWNTOWN SHOPPING EFFORTS OVER THE HOLIDAYS WAS MAILING TO 3000 SMALL BUSINESSES IN MCKINNEY, WITH INFORMATION ABOUT BY LOCAL. AND THE BY MCKINNEY STICKER THAT THEY CAN DISPLAY IF THEY WISH, AND THEN ALSO TALKED ABOUT THE IMPACT OF THAT PROGRAM. AND THEN THE LAST THING I WANTED TO MENTION WAS AT THE END OF OCTOBER, THE CDC BOARD HAD AN OPPORTUNITY TO PARTICIPATE IN A GROUNDBREAKING FOR HABITAT FOR HUMANITY'S COTTON GROVES COMMUNITY. WHICH WILL BE LOCATED ON THE EAST SIDE. ON BUMPUS STREET. IT'S 35 TOWN HOME COMMUNITY MANUFACTURER CONSTRUCT FROM CONSTRUCTED FROM CONTAINERS. AND SO THEY'LL HAVE 23 AND FOUR BEDROOM APARTMENTS. TOO BAD. ON THE SECOND OF DECEMBER. THEY'RE HOSTING AN OPEN HOUSE TOE. LET THE COMMUNITY TAKE A LOOK AT THE PROTOTYPE FOR THE SERVICE CENTER THAT THEY'VE CONSTRUCTED IN THEIR PARKING LOT AT RESTORE. THEY'LL BE TOURS AVAILABLE BETWEEN NINE AND 7 30, SO ENCOURAGE EVERYBODY TOL ACHE. A LOOK AT THOSE. THEY'RE REALLY COOL, AND I THINK HAVE. PERHAPS STARTED A TREND FOR OTHER COMMUNITIES BECAUSE CELESTE AND HER TEAM HAVE SHARED THAT THEY ARE CONTACTED ALMOST ON A DAILY BASIS BACK COMMUNITIES THAT WANT TO EXPLORE CREATING A SIMILAR AFFORDABLE HOUSING TYPE PROJECT IN THEIR COMMUNITY. AND WITH THAT, I'M HAPPY TO SAVE FOR ANY QUESTIONS. QUESTIONS. THANK YOU. THANK YOU. DID HE VISIT MCKINNEY? GOOD MORNING. THANK YOU FOR THE OPPORTUNITY TO SPEAK S O THE DAY TRIPPERS, THE GIFT THAT KEEPS ON GIVING TO US.

THEY FEATURED THE YARD FOR IN THEIR BURGER TOUR FOR THEIR TEXAS EPISODE, SO WE'RE EXTREMELY EXCITED ABOUT THAT. WE WERE ALSO CONTACTED BY A MARKETING AGENCY FOR A BUILDER IN TOWN WHO WANTED TO ACCESS OUR PHOTOS S. OH, THAT'S ANOTHER GREAT THING. PEOPLE FEATURING MCKINNEY. ON BEN. STAMPER QUESTIONS ANY QUESTIONS? VERY MUCH. THANK YOU HAVE A HAPPY THANKSGIVING. YOU DO. WE HAVE 21 0 TO 2. CONSIDER

[Consider/Discuss MEDC Monthly Organizational Report]

DISCUSSING ME, DC MONTHLY ORGANIZATIONAL REPORT, PETER I DON'T HAVE ANYTHING. IN ADDITION TO THAT. MAY HAVE ANY QUESTIONS FROM THE ORGANIZATION REPORT. SEND IT BACK. NEXT IS

[Consider/Discuss MEDC Monthly Metrics Dashboard Report]

THE MONTHLY METRICS DASHBOARD REPORT TO 010 TO 3. ON THE METRICS THAT WE HAVE AGAIN WHERE WE'RE EXCEEDING EVERYTHING. UM. LEARNED TODAY THAT WE WILL BE REPORTING OUT IN JANUARY EXCEPT FOR THE VERY VISITS THAT CONTINUES TO BE A STRUGGLE GETTING TO MEET WITH COMPANIES JUST GIVEN ESPECIALLY NOW TOWARDS IN THE YEAR WITH NOW WE'RE SEEING INCREASING.

CASES WITH CODED PEOPLE ARE EVEN MORE. HASN'T INTO MEAT, SO THAT'S REALLY THE ONLY CHALLENGE WE'VE HAD. THIS YEAR IS WAY HAD A GOOD RUN OF VIRTUAL BIERI VISITS AT THE BEGINNING PART OF THE YEAR TOWARDS THE MIDDLE PART OF THE YEAR, AND THOSE STARTED TO PAID OFF A SWELL. WE KIND OF ATTRIBUTE THAT TO ZOOM FATIGUE THAT A LOT OF PEOPLE ARE EXPERIENCING AS WELL. SO IT'S CHALLENGING TO GET IN PERSON MEETINGS, AND IT'S NOW CHALLENGING TO GET. ZOOM MEETINGS AS EVERYTHING. EVERYBODY'S MEETING ONE ZOOM VERY FREQUENTLY NOW, SO THAT CONTINUES TO BE THE ONLY THING WE'RE PROBABLY GONNA FALL BEHIND WITH THIS YEAR, BUT AGAIN WELL, COULD BE THAT MOSTLY TOE COVET, NOT NOT FOR THE LACK OF EFFORT. MY STAFF. ON EVERYTHING ELSE IS GOING WELL, ACTUALLY, WE'RE SELLING IN AREAS WE'RE PUTTING TOGETHER RIGHT NOW. OUR YEAR IN REPORT FOR A METRIX WRITTEN INTO THE YEAR AND IT'S LOOKING VERY STRONG. S O. I THINK WE'LL BE WE WILL MEET. WE NIGHT 95% OF OUR GOALS THIS YEAR, WHICH IS INCREDIBLE FOR THE FOR THE YEAR WE'VE HAD QUESTIONS FOR PETER.

RIGHT. THANK YOU. ACTUALLY HAVE OUR REGULAR AGENDA TO 01024 CONSIDERED DISCUSS. ACT ON

[Consider/Discuss/Act on Resolution Appointing MEDC Standing Committee]

RESOLUTION APPOINTING MD SEE STANDING COMMITTEES ON THIS. GOING THROUGH COMMITTEES THAT WE HAVE AND THEN. COMMUNICATING WITH CITY ATTORNEY ONE OF THE THINGS THAT. BELIEVE I'M CORRECT ON HIS SET. WE COULD HAVE AN ALTERNATE. SERVE IN SOME CAPACITY AND SO HAS REALLY AND AS IT RELATES TO THAT. I THOUGHT ON THAT WOULD BE ON DOLL. MAKE THE SUGGESTIONS ON THE COMMITTEES IN A MINUTE, BUT I THOUGHT WOULD BE TO HAVE KIMBERLY SERVICE AN ALTERNATE ON ALL OF THE COMMITTEE. SO IN THE EVENT THAT YOU ARE ON A COMMITTEE AND YOU CAN'T MAKE A MEETING. IF YOU COULD REACH OUT TO KIMBERLY TO SEE IF SHE COULD MEET IN YOUR PLACE THAT WOULD GET HER. ENGAGED IN THE SUB COMMITTEE PROCESS. THINK THAT PROBABLY THE BEST WAY TO HANDLE IT. THANK YOU. AND THE OTHER THING IS THAT I TRIED TO DO BASICALLY IS. WE HAVE THE ABILITY TO HAVE TWO PEOPLE OR HAVE EACH PERSON SERVE ON. TWO COMMITTEES PRETTY MUCH ON THE REAL ESTATE COMMITTEE JUST MOVE SOME THINGS AROUND. I'M PROPOSING. MICHAEL JONES, GERMAN, ITALIAN PATRICK. THE FINANCE COMMITTEE. PATRICK CAN AND KURT. WE TALKED ABOUT HAVING AN M CDC LIAISON. GOING FORWARD. AND SINCE KURT JUST CAME FROM THAT BOARD THOUGHT WE COULD SEND HIM BACK. SO. WITH HIM AS LIAISON MARKETING DRE, JOE AND MYSELF. TECHNOLOGY AND INNOVATION. DRAKE CAN AND MICHAEL. SO WITH THAT EACH OF YOU WOULD THE BEST FOR YOU WORKING ON TOO. WHO WAS THE COMMITTEES? WITH EXCEPTION OF ME, I GUESS I WOULD BE ON ONE.

THAT WOULD BE MY RECOMMENDATION. IF ANYBODY HAS ANY. CHANGES THEY WANT TO MAKE OR ANY OTHER SUGGESTIONS, IF NOT ENTERTAIN A MOTION. MOTION TO APPROVE AS PROPOSED. THE MOTION OF THE GERMAN IS SALLY IS SECOND BY JURY. FELTUS RAISE YOUR HANDS. MOTION PASSES. I DON'T KNOW IF YOU ALL HAVE KIMBERLY'S CONTACT INFORMATION, BUT YOU CAN SEND THAT TO YOU.

WE'RE JUST FLYING RIGHT? NICE. RIGHT NEXT TO CITIZEN COMMENTS. AND, UH, THESE COMMENTS. MY

[00:15:01]

CITY COUNCIL DAYS GENERALLY LIMITED TO THREE MINUTES. I'M LATE. THAT COULD BE ABOUT ANYTHING THAT YOU WANT. TALK ABOUT WITH THE BOARD, WITH THE EXCEPTION OF THINGS THAT APPLY TO THE CITY COUNCIL, BECAUSE WE'RE NOT THE CITY COUNCIL, SO. WHAT TIME IS THERE? ANYBODY OUT THERE THAT WANTS TO TALK. NO GREAT. THE BOARD COMMENTS. RIGHT, THEN WE WILL GO INTO

[EXECUTIVE SESSION]

EXECUTIVE SESSION IN ACCORDANCE WITH THE TEXAS GOVERNMENT CODE SECTION 551071 SO PROGRAMMED TO CONSULTATION WITH GENERAL COUNSEL IN ANY WORK SESSION. SPECIAL REGULAR SESSION AGENDA ITEM REQUIRING CONFIDENTIAL ATTORNEY CLIENT VICE AND SAYS STATEMENT. DELIBERATION OF DISCUSSION SAID ITEMS LEGAL CONSULTATION ON THE FOLLOWING ITEMS, IF ANY. LIKE THE LAWYER'S DOING THE RADIO FAST, SO SECTION 551074 PERSONAL MATTERS. SECTION 551087 ECONOMIC DEVELOPMENT MATTERS. PROJECT FPS PROJECT CRUSH. WE WILL ADJOURN INTO EXECUTIVE SESSION.
