[CALL TO ORDER]

[00:00:05]

WILL CALL OUR CITY COUNCIL WORK SESSION INTO ORDER. TODAY IS TUESDAY, DECEMBER 1ST 2020, IT IS 3 30 IN THE AFTERNOON AND WE'RE IN COUNCIL CHAMBERS AT 2 22 NORTH TENNESSEE STREET IN THE GREAT CITY OF MCKINNEY. FIRST ORDER OF BUSINESS IS PUBLIC COMMENTS AND I HAVE

[PUBLIC COMMENTS ON AGENDA ITEMS]

LISTED TOO MR DELL. ANTONIO JOHN DOLAN. TONY IF YOU'LL COME UP STAGER. NAME AND ADDRESS FOR THE RECORD. YOU HAVE THREE MINUTES TO SPEAK. I THINK YOU KNOW T THERE I WOULD LIKE TO TALK ABOUT ITEM 2010 57 CAN WAIT TILL AFTER WE HEAR THAT PRESENTATION. I COULD SPEAK TO IT NOW, BUT I'D RATHER SPEAK AFTER I HEAR THAT. WELL, THAT WE DO HAVE PUBLIC COMMENTS AT THE END OF THE MEETING. I BELIEVE. ARE THERE ANY COMMENTS ALLOWED DURING THAT BECAUSE THAT'S THAT'S THAT'S NOT IT. IT'S NOT A IT'S NOT A PUBLIC HEARING ITEM. SO ACTUALLY ON OUR AGENDA. WE ONLY HAVE PUBLIC COMMENTS POSTED NOW, SO I'D HAVE TO HAVE YOU MAKE THEM.

NOW, IF THAT'S OKAY, OKAY. WELL, YOU'RE DOING TONY OF IT AND YOU 69 GRAND HAVEN LANE MCKINNEY, TEXAS. I'M SPEAKING ON BEHALF OF STONEBRIDGE RANCH ON THE THREAT BOARD PRESIDENT FOR STRONGER DRAFT COMMUNITY ASSOCIATION. I HAVE REVIEWED. 2010 57, THE THREE U. S. 3 80 ENVIRONMENTAL IMPACT STATEMENT THAT YOU'RE GONNA. REVIEW LATER TODAY, AND I WOULD JUST LIKE TO ENCOURAGE. THE COUNCIL TO CONSIDER MAKING A RESOLUTION HURT. TAKING YOUR RESOLUTION IN SUPPORT OF THE GOLD OR BROWN ROUTES. WHICH WAS FAR BETTER FOR THE CITY OF MCKINNEY THAN ANYTHING THAT'S BEEN PROPOSED. SO FAR. I WOULD MENTION THAT AT THE END OF A PROSPEROUS CITY COUNCIL MEETING ON OCTOBER 26. THEY IMMEDIATELY PASSED A RESOLUTION IN OPPOSITION TO THAT. SO I THINK IT'S TIME FOR US TO STEP UP AND PASS A RESOLUTION AND. SUPPORTING SOMETHING THAT WE CAN LIVE WITH. IT'S BETTER FOR THE CITY OF THE KIDNEY, AND CERTAINLY BETTER. FOR OUR COMMUNITY. THANK YOU. SIR. THANK YOU. JIM BURKLE. YEAH I'M JUST REPRESENTING MYSELF IS A RESIDENT MCKINNEY. AND I HAVE SOME QUESTIONS LIKE THREE IN REGARD TO 20-10 57. AROUND THE WRITING OF 3 80. THE FIRST QUESTION IS, HAS THE COUNCIL EVER CONSIDERED DISCUSSING OR HAD DISCUSSIONS WITH TECH START. REGARDING THE POSSIBILITY OF REROUTING 3 80 WHERE IT MEETS. THE EXPANDED TEXAS NORTH HALLWAY AS IT GOES NORTH OF PROSPER. THE REASON FOR THAT QUESTION IS THE CURRENT ALL THE CURRENT ROUTES.

I'M WOULD CAUSE TREMENDOUS NORTH SOUTH TRAFFIC THROUGH THE CITY OF MCKINNEY.

INCREASING THE LOAD ON OUR CITY STREETS AND ENDANGERING NOT ONLY DRIVERS, BUT CHILDREN GOING TO SCHOOL, ETCETERA. THE SECOND QUESTION IS. WHAT'S THE CITY WHEN WHAT'S THE CITY'S THINKING IN TERMS OF THE CURRENT ROUTES OF EXPANSIVE 3 80. IN REGARDS TO HOW THEY WOULD HANDLE AND DEAL WITH FUTURE TRAFFIC BECAUSE IT'S GOING TO PUT AN EXTREME STRAIN ON. CUSTER LAKE FOREST RIDGE ANY NORTH SOUTH ROUTES BECAUSE SOME OF THE PEOPLE COMING IN FROM EASTERN MCKINNEY OR GONNA WANT TO END UP GOING ON 1 21. AND IT SEEMS TO ME LOGICAL, TOO. CONSIDER TAKING THAT ROUTE. TO THE TEXAS NORTH TOLLWAY, WHICH WOULD BE A MORE EXPEDIENT EXPRESSWAY AND LISTEN THE STREET ON CITY TRAFFIC. APPRECIATE THE TIME. SIR. IT'S SEEN NOBODY ELSE EXCITED UP FOR COMMENTS. WE WILL MOVE TO 20 DAYS. 0012 M DISCUSS PARK LET'S

[Discuss Parklets and Use of Downtown Public Parking]

AND USE OF DOWNTOWN PUBLIC PARKING HIM. HELLO, MAYOR, MAYOR PRO TEM AND COUNCIL THIS AFTERNOON, ALEC MILLER AND I ARE GONNA BE TALKING TO A LITTLE BIT ABOUT THE USE OF DOWNTOWN ON STREET PARKING SPACES. AND PARK QUITS. SO WHY ARE WE HERE? HERE PRIMARILY BECAUSE OF, UNFORTUNATELY THE PANDEMIC AND WHAT WE KNOW IS THAT THE ATTEMPT THE PANDEMIC HAS IMPACTED OUR BUSINESSES, PARTICULARLY RESTAURANTS. A FEW WEEKS AGO, AT COUNCIL YOU HEARD FROM THE MCKINNEY RESTAURANT COUNSEL. MEMBERS THEY'RE ASKED FOR SOME FLEXIBILITY IN HOW WE INCORPORATE AND USE OUR ON STREET PARKING SPACES IN THE DOWNTOWN. THEY FOLLOWED THAT UP WITH A WRITTEN REQUEST TO THE CITY THAT ARE BLIND, THE SAME. IN RESPONSE TO THAT WE WORKED WITH AN INTERDEPARTMENTAL TEAM MAIN STREET BUILDING INSPECTION. THE WHOLE CREW THAT REVIEWS ARE SPECIAL EVENTS, THE DEVELOPMENT SERVICES DEPARTMENT ETCETERA TO COME UP WITH SORT OF A THREE.

WRONG APPROACH. I'M GOING TO GO OVER THAT WITH YOU TODAY. THE FIRST THING WE DID WAS VERY

[00:05:04]

QUICKLY INCREASED INFLEXIBILITY ON THINGS. WE ALREADY DO. SO WE ALREADY ALLOW BUSINESSES IN THE DOWNTOWN TO USE AT A STREET SPACES FOR SHORT AMOUNT OF TIME. AN EXAMPLE IS WHEN A BUSINESS IS GETTING A LARGE DELIVERY AND THEY MIGHT NEED A SPACE BLOCKED OFF FOR A DELIVERY PERIOD.

THAT'S A VERY EASY THING WE CAN DO. THEY COORDINATE THAT THROUGH AMY AT MAIN STREETS, TAKING CARE OF WE'VE EXPANDED THAT FLEXIBILITY TO ALLOW BUSINESSES TO DO THAT, FOR CERTAIN BUSINESS. OUR TIMES FOR UP TO THREE DAYS FOR. MORE THINGS THAN THEY USED TO BE ABLE TO DO IN THE PAST, SPECIFICALLY THINGS THAT ARE NOT DAY TO DAY OPERATIONS THAT RELATE TO A COVERT RESPONSE, MEANING IT KEEPS THEIR CUSTOMERS OUTDOORS AND SOCIALLY DISTANCE. IT MIGHT HELP DRAW CUSTOMERS BUT IN A VERY COVERT FRIENDLY MANNER, SO LET'S SAY A BUSINESS HAD MAYBE A SPECIAL EVENT THAT COULD POSSIBLY USE AN OUTDOOR SPACE ON LEE DURING SPECIFIC HOURS. TO HELP GIVE SPACE FOR THAT EVENT. THIS IS NOT A 24 HOUR USE OF THE SPACE.

IT'S ONLY DURING SPECIFIC TIME. SO WE DO THAT TODAY. ANY BUSINESS THAT WANTS TO DO THAT CAN JUST CONTACT AMY FROM MAIN STREET. IT'S A VERY QUICK APPROVAL. THE OTHER TWO THINGS WE LOOKED AT ARE RELATED TO PARKLANDS. SO WHAT? AS MR DELL ANTONIO ASKED ME BEFORE. WHAT IS APARTMENT WELL. THE PICTURE ON THE SCREEN SHOWS THAT AND ESSENTIALLY, IT IS THE CONVERSION OF A PARKING SPACE INTO A PEDESTRIAN FOCUSED PUBLIC SPACE. THIS AT THIS PICTURE SHOWS A GOOD EXAMPLE OF SOME OF THE COMMON ELEMENTS THAT USUALLY INCLUDE AH, BARRIER FROM THE TRAVEL LANE, A FLUSH PLATFORM THAT ALLOWS 88 ACCESSIBILITY. USUALLY SEATING FURNITURE LANDSCAPING TO TRY TO MAKE IT AS ATTRACTIVE AS POSSIBLE. NOW GIVEN, YOU KNOW, PARK LET'S AREN'T NEW. THEY'VE BEEN ACTUALLY AROUND FOR A LONG TIME. SOME COMMUNITIES DO THEM ON A SEASONAL BASIS TO GET MORE PEOPLE DINING OUTSIDE, ESPECIALLY NARROW SIDEWALK AREAS THEY HAVE BECOME. LOT MORE POPULAR DURING COVERT, ESPECIALLY IN COMMUNITIES THAT HAVE HIGHLY LIMITED OCCUPANCIES IN THE INDOOR DINING ARENA. WHAT WE WOULD LIKE TO DO IS INCORPORATE PARK. LET'S INTO OUR PANDEMIC RESPONSE. WE DID THIS IN TWO WAYS BASED ON THE MCKINNEY RESTAURANT COUNCIL SPEED BACK. THE FIRST IS THAT WE VERY QUICKLY ADVERTISED AND SOLICITED INTEREST IN A PILOT PROGRAM. WE DID THAT RIGHT BEFORE THANKSGIVING, AND WE SAID, LISTEN, WE KIND OF KNOW WHAT OUR DRAFT GUIDE WE DON'T HAVE OUR ORDINANCE IN PLACE TO THIS LONG TERM. BUT IF YOU WANT TO GET SOMETHING UP AND RUNNING CALL US WILL WORK WITH YOU TO GET SOMETHING UP AND RUNNING. THAT YOU CAN HAVE DURING THE HOLIDAY SEASON TO EXPAND. IN MOST INSISTENT BE A RESTAURANT FOR A DINING AREA. WE ALSO THEN STARTED TO REFINE OUR GUIDELINES WORKING WITH ALL OF OUR OTHER DEPARTMENTS TO MAKE SURE THAT WE ARE ADDRESSING SAFETY LIABILITY, ETCETERA AND ALEC MILLER IS GOING TO GO THROUGH SOME OF THOSE GUIDELINES BECAUSE WITH YOUR DIRECTION. WE'D LIKE TO INCORPORATE THAT INTO A LITTLE BIT MORE OF A FORMAL PROGRAM FOR THE PANDEMIC THAT WOULD ALLOW RESTAURANTS TO PUT THESE UP IN RESTAURANTS OR BUSINESSES TO PUT THESE UP AND UTILIZE THESE SPACES DURING EITHER THE OCCUPANCY LIMITS OF THE STATE OF EMERGENCY SOMETHING RELATED TO THE PANDEMIC. IF IT'S HIGHLY SUCCESSFUL, WE CAN ALWAYS REVISIT IT. AND MAYBE IT'S PART OF THE MCKINNEY REPERTOIRE DOWNTOWN IN THE FUTURE. TO DATE YOU I MENTIONED WE HAD THE PILOT PROGRAM AND OUTLINE THAT TODAY WE'VE HAD ONE INTERESTED PARTY THAT IS CURRENTLY WORKING WITH DAMIEN. EXPLORING THE POSSIBILITY OF A PARK LIT. THE ONE THING THAT WE LEARNED THROUGH OUR RESEARCH IS THAT THESE ARE NOT SMALL INVESTMENTS, ALMOST ALL PROGRAMS. WHILE THE CITY IS THE ENABLER TO ALLOW THE USE OF SPACE AND TO MAKE SURE THAT ALL THE APPROPRIATE INSURANCE REQUIREMENTS ARE IN PLACE AND THAT WE'RE COVERED FROM LIABILITY PERSPECTIVE. THE COST OF DESIGN AND CONSTRUCTION IS BORN BY THE BUSINESS OWNER AND THESE CAN RANGE ANYWHERE FROM 20 TO $50,000 AND UP. BASED ON THE TYPE OF DESIGN TYPE OF MATERIALS WHAT YOU'RE INCORPORATING SO FOR A SMALL BUSINESS IN PARTICULAR. YOUR WING, A RETURN ON INVESTMENT FOR A PRETTY BIG EXPENSE, SO THEY ARE A LITTLE BIT PRICEY. ONE OTHER THING WE DID IS WE REACHED OUT TO THE DOWNTOWN STAKEHOLDERS VIA A SURVEY TO SEEK THEIR INPUT. WE KNEW THE MCKINNEY RESTAURANT COUNCIL WAS INTERESTED IN THIS, BUT WE WANTED TO HEAR FROM EVERYONE.

THE RESULTS OF THOSE SURVEYS ARE IN YOUR PACKET. DEFINITELY NOT SCIENTIFIC, BUT WE GOT SOME GREAT COMMENTS AND FEEDBACK AND YOU'LL SEE A SPLIT THERE. WE HAD 27 PEOPLE THAT SAID THEY WEREN'T INTERESTED IN THIS FOR THEIR BUSINESS. BUT EVEN SOME OF THOSE SAID, HEY, IT'S NOT A BAD IDEA. I JUST DON'T WANT ONE. WE HAD 24 THAT WERE INTERESTED AND 13 THAT ONE AND MORE INFORMATION. AS YOU KNOW, PARKING DOWNTOWN IS A COMMODITY AND SOME FOLKS ARE VERY. LIKE VERY CONSCIOUS ABOUT THE AVAILABILITY FOR PARKING TO ACCOUNT FOR THAT AD IS GOING TO GO INTO SOME PARAMETERS TO MAKE SURE THAT WE HAVE THE RIGHT AMOUNT OF THE RIGHT SPACES AND

[00:10:03]

HAVE NEIGHBOR NEIGHBOR BUY IN. SO WITH THAT I WILL TURN IT OVER. SORRY I SHOULD HAVE ADVANCED TO SLIDE. I WILL TURN IT OVER TO ALEC. OUR GOAL IS TO SEEK DIRECTION AND THIS FROM YOU TODAY AND FOLLOW UP WITH AN ORDINANCE IF YOU PREFER ON DECEMBER 15TH. THANK YOU, KIM GET AFTERNOON COUNCIL MEMBERS, MAYOR. AS KIM MENTIONED THERE SEVERAL PARAMETERS IN YOUR PACKET. SEVERAL DETAILS. I'M GONNA TALK ABOUT BOTH THE LOCATION REQUIREMENTS AND DESIGN REQUIREMENTS. ANDRE BEFORE JUMPING INTO THAT ONE OF THE OTHER REQUIREMENTS FOR APPLYING FOR EVEN PROPOSING A PARTICLE. IT WOULD BE NEIGHBOR BY AND SO GETTING THE WRITTEN CONSENT OF YOUR TWO ADJACENT NEIGHBORS, JUST TO MAKE SURE THAT EVERYONE'S ON THE SAME PAGE ABOUT WHAT'S GOING ON ON OUR PUBLIC STREETS. DIRECTLY OUTSIDE THEIR BUSINESSES. IN TERMS OF LOCATION PARK. LET'S MAY BE LOCATED IN THE ON ST PARALLEL PARKING SPACES IN THE WAY WE'VE BEEN ENVISIONING IT. THIS WOULD BE LIMITED INITIALLY TO THOSE STREETS OUTSIDE THE SQUARE PROPER. BECAUSE THOSE BLOCKS TEND TO HAVE NARROWER SIDEWALKS AND LESS OPPORTUNITY FOR SIDEWALK DINING. DOES EACH PARTICLE IT WOULD BE REQUIRED TO OCCUPY OCCUPY TWO PARALLEL SPACE IS BECAUSE. IF YOU'RE IN JUST ONE SPACE, THERE'S AN INCLINATION TO CREEPER ENCROACH INTO THE ADJACENT SPACES. WE THINK, TOO, IS THE RIGHT NUMBER TO ENSURE THAT. NO OTHER PARALLEL SPACES ARE IMPACTED BY THIS. HUH? SIMILARLY PARK LET'S MAY NOT BE LOCATED WITHIN EXISTING 80 A SPACES OR EXISTING LOADING SPACES. WE THINK THOSE AIR NON NEGOTIABLES BECAUSE THERE'S NO ROOM TO MOVE THINGS AROUND AT THIS TIME. THERE THERE WOULD BE A REQUIREMENT TO HAVE A 15 FT BUFFER BETWEEN ANY PARK WIT AND ANY INTERSECTION, FOR THE MOST PART ARE CURB OLD OUTS. TAKE CARE OF THAT. BUT WE WANTED TO BE REALLY CLEAR THAT WE NEED THAT SPACE. AND THIS 250 FT PARAMETER. THAT'S REALLY THERE JUST TO SAY, HEY, WE ONLY WANT TO SEE ONE OF THESE ON EACH BLOCK FACE SO THAT WE'LL STILL MAINTAIN SOME PARKING AND. HAVE A QUICK QUESTION THAT 2 50? YES. THANKS FOR WHERE WHAT THE THINKING WAS BEHIND THAT. BUT EVEN BEYOND THAT, I MEAN, IT SEEMS LIKE THAT ALMOST CREATES A RACE TO THE FINISH. YOU KNOW, FIRST ONE WINS. SECOND ONE'S L LOOK. AND IT SEEMS LIKE TWO OR 50. I HAVE NOTHING TO BASE THIS ON OTHER THAN YOU KNOW, GOSH, THAT'S LIKE 10 OR 12 PARKING SPACES. IS THERE SOMETHING SIMILAR TO OTHER FOLKS HAVE DONE OR. IT IS S O. IF I DON'T HAVE AN EXAMPLE IN MY NOTES RIGHT NOW, BUT LIMITING IT TO ONE PER BLOCK FACE WE THINK IS. PRETTY REASONABLE BECAUSE THEN YOU MAINTAIN. SOME PARKING. I THINK YOUR RACE TO THE FINISH POINT IS A GOOD ONE, BUT ALSO THE FUNDING ISSUE WILL ALSO GENERALLY LIMIT THE AMOUNT THAT WE SEE ON THE STREET. ONE OF TWO PEOPLE OR WITHIN 250 FT. BOTH BUSINESSES WON'T WANT. DO WE HAVE A WRESTLING MATCH DO WAS BITTER. SO WE DID HAVE A NOTE IN THE LIST OF PARAMETERS THAT, UM. MORE COULD BE CONSIDERED IF THERE'S ADDITIONAL NEIGHBOR BY IN SO, FOR EXAMPLE, I THINK IF ALL THE NEIGHBORS ON THE BLOCK WANNA PUT A BIG ONE TOGETHER, WE CAN THINK ABOUT THAT. THANK YOU.

CERTAINLY THAT THAT LEADS TO THE NEXT QUESTION IS. HOW MANY RESTAURANTS ARE INTERESTED IN DOING THIS? SO AS KIM SAID, JUST ONE RESTAURANT HAS REACHED OUT TO AMY. SO FAR, THERE MAY BE MORE INTEREST AS WE GET A MORE SOLID. APPLICATION AND PROGRAM TOGETHER. BUT SO FAR, WE JUST KNOW OF ONE THAT'S KIND OF MY CONCERN IS ALWAYS. IN A LOT OF TIME HERE, EFFORT AND ENERGY, AND WE GOT ONE, MAYBE TWO THAT EVEN PARTICIPATE. I MEAN, IS THAT IS THAT WORTH IT? IS THAT. WELL. THE SURVEY DID SHOW THAT 24 BUSINESSES SAID HEY, MAYBE I MIGHT NEED MORE AND FROM 24 SAID, YES, UNTRADITIONAL, 13 SAID. HEY, MAYBE I NEED TO FIND OUT MORE.

UM. AND AT THE SAME TIME BASED ON THE RESEARCH THAT I'VE DONE WITH OTHER COMMUNITIES. IT MAY BE THAT THE LEVEL OF INVESTMENT IS WHAT KEEPS PEOPLE FROM FLYING. SO YEAH, NO, YOUR POINT'S WELL TAKEN UNTIL THEY SEE HIM. YEAH PRICE. SO DENTYNE, FOR EXAMPLE, PUT TOGETHER A REALLY NICE MANUAL, BUT THEY'VE GOT JUST ONE PARK WITH SO FAR. AND, UM YOU KNOW IT. THAT MAY BE WHAT HAPPENS. SO, YOU KNOW, I'M SORRY. GO AHEAD. YEAH, ON THE PRICE ISSUE, BECAUSE I

[00:15:06]

WOULD IMAGINE THAT THAT IS GOING TO BE THE ISSUE. PEOPLE CAN'T AFFORD. YOU TALK ABOUT A RESTAURANT LIKE RIGHT WHO I KNOW HAS REACHED OUT THERE. THAT'S A SMALL. RESTAURANT IN MY GUESS, IS THE COST TO DO APART THAT WOULD END UP ULTIMATELY BEING PROHIBITIVE.

WOULD BE IN FAVOR OF EXPLORING THE CITY BEARING THAT EXPENSE, AND WOULD IT NOT FIT UNDER OUR CARE? ZACH FUNDING THAT WE HAVE, WHERE WE COULD. THIS'D IS. GOT BUSINESSES THAT ARE OPERATING THAT PARTIAL CAPACITY STRUGGLING BUSINESSES. WOULD WE NOT BE ABLE TO USE CARES? ACT FUNDING TO FUND THESE PARK LIT? SO I BELIEVE WE COULD. I KNOW THERE IS SORT OF A SPECTRUM OF WHAT DIFFERENT CITIES HAVE DONE WHAT THEIR CARES ACT FUNDING RELATED TO HELPING RESTAURANTS, WHETHER THE PANDEMIC SO SOME HAVE. REIMBURSED BUSINESSES FOR THEIR COST. SOME HAVE. HIM.

I'LL LET YOU FINISH. RIGHT SOMETHING, AND I'VE DONE SOME INVESTIGATING MYSELF ON THE PARK. LET'S AND THERE'S QUITE A FEW COMPANIES THAT MAKE MODULAR PARK. LET'S UM THAT ARE THERE IS THE SAY EASILY. EASIER THAN IF YOU WERE TO CONSTRUCTED ON SITE, BUT THAT TO ASSEMBLE DIFFERENT SIZES, DIFFERENT APPLICATIONS. THERE'S A NUMBER OF COMPANIES THAT DO THAT. CAN I BEEN TO A NUMBER OF CITIES OVER THE LAST SIX MONTHS THAT AIR UTILIZING PARK? LET'S EXTENSIVELY IN COLORADO AND IN OTHER AREAS THAT. YOU KNOW, IT ENDS UP BEING ACTUALLY QUITE NICE AMBIENCE AS WELL FOR THE NEIGHBORHOOD, BUT I WOULD LIKE TO EXPLORE WHAT WE COULD DO IS A CITY TO ASSIST OUR SMALL BUSINESSES. I CAN CHIME IN WITH A LITTLE INFORMATION THAT WE RECEIVED FROM FINANCE. BEFORE I DO THAT. ALEC IS ABSOLUTELY RIGHT. WHAT DALLAS DID IS THEY ARE USING CARES ACT FUNDING, BUT THEY START ESTABLISHED A GRANT PROGRAM, SO A BUSINESS STILL PAYS FOR THE PARK LIT AND THE CITY THEN REIMBURSES FOR THAT. WE DO HAVE SOME CARES.

ACT FUNDING REMAINING. IT IS NOT A LOT, BUT THERE IS SOME AND WE PROBABLY COULD COVER THE COST OF A PARK LIT, HOWEVER, BE DUE TO THE CARES AT GUIDELINES IT WOULD NEED TO BE INSTALLED BY THE END OF THE YEAR. WE ACTUALLY HAD A COUPLE OF R R. YOU GUYS PROBABLY KNOW THE WORDS BETTER THAN ME, BUT WE'VE SATISFIED THE HUB REQUIREMENTS ALREADY BY SEEKING INFORMATION FROM SOME OF OUR VENDORS. NEITHER ONE OF THEM COULD PROVIDE THAT IN TIME, BUT BETTER BLOCK DID GIVE US A QUOTE IN THE TIME FRAME THAT WOULD POSSIBLY ALIGN WITH OUR NEEDS. IF THE COUNCIL WANTED TO GO THAT ROUTE. THANK YOU. AND BY THE WAY, MY INTEREST IN TRYING TO PURSUE THAT WOULD NOT STOP. IT CARES ACT FUNDING IF THAT WASN'T AVAILABLE. WOULD WANT IT. AT LEAST HAVE DISCUSSION ON WHAT ELSE WE COULD DO AND WHERE ELSE WHO MIGHT BE ABLE T. THOSE MONIES TO ASSIST THE BUSINESSES THAT ARE JUST STRUGGLING. SO. I THINK EVERYONE UNDERSTAND SORT OF PARKER. IT IS AT THIS POINT. I'LL BE QUICK WITH THIS. THERE WERE THERE SOME PHYSICAL REQUIREMENT DESIGN REQUIREMENTS THAT WOULD APPLY TO ALL PARK LIT. SO, FOR EXAMPLE, IN 88 COMPLAINTS PLATFORM THAT'S FLUSH WITH THE SIDEWALK.

VERTICAL ELEMENT UP TO 3 FT. IN HEIGHT ON ALL SIDES, EXCEPT WHERE THE WHERE IT'S ACCESS FROM THE SIDEWALK TO FOOT CLEAR ZONE AGAIN ON ALL SIDES. THIS IS A SAFETY REQUIREMENT. AND UM, CURB STOPS OR BULLARD'S TO PROTECT. EACH SIDE ON. OPTIONAL ELEMENTS COULD INCLUDE FURNITURE, PLANTERS, HEATERS AND LIGHTING THAT WOULD HAVE TO COMPLY WITH CODE REQUIREMENTS.

OF COURSE, A SWELL A SIGN IT AND UMBRELLAS. THEN, FINALLY WHEN IT COMES TO TENSE CANOPIES AND GENERATORS WERE THINKING THAT THOSE SHOULD NOT BE ALLOWED. ALL THE WEATHER IS GETTING COLDER. WE THINK THAT PARK LET'S WOULD BE BETTER WITHOUT THEM. AND SO WITH THAT, IF THE COUNCIL WANTS TO MOVE FORWARD WITH A COVERT PERMANENT PROGRAM STAFF IS PREPARED TO BRING AN ORDINANCE ON THE 15TH, A SAME TIME STAFF IS AVAILABLE FOR FURTHER QUESTIONS OR COMMENTS. SO YOU KNOW, I BROUGHT UP. CITY MAKING THE INVESTMENT, HOWEVER, THAT IS PREFERABLY BE FROM KARASEK. FUNNY, BUT HAS EVERYONE ELSE FEEL ABOUT THAT? JUST A COUPLE OF COMMENTS. MAYOR I WOULD CERTAINLY BE IN FAVOR OF FINDING WHAT WE CAN DO. WELL, MY CONCERN IS LIKE WITH EVERYTHING ELSE WE DO AND DECISIONS. WE MAKE EVERY PICKING WINNERS AND LOSERS. AND YOU KNOW, IT'S NOT. DEAL. IT'S NOT LIKE THE BUSINESS WHERE THAT WOULDN'T BE BEREFT OF INVESTMENT THEY'D STILL HAVE TO STAFF. IT STILL HAVE TO DO ALL THOSE THINGS, BUT THAT'S MY MAIN CONCERN WITH THAT, BUT WE'RE GONNA HAVE CARES THAT FUNDING AND I THINK NO, THAT'S. THAT'S LOW HANGING ABOUT TO EXPIRE FRUIT AT THE MOMENT, AND

[00:20:01]

SO IF WE'RE GONNA DO THAT, I WOULD LOVE TO SEE THIS AT THE NEXT MEETING. JUST TAKE A MAN JUST LIKE HIM SAID. I MEAN ALL OF THAT. EXPIRES AT THE END OF THEIR AT THE END OF THE YEAR.

SOME NUMBER THREE UM. MY CONCERN IS THAT WE'RE GETTING INTO THE WINTER MONTHS HERE, AND NOBODY'S GONNA WANT TO SIT OUTSIDE AND DECEMBER IN JANUARY AND FEBRUARY AND MAYBE A LITTLE BIT OF MARCH. SO THEN WHERE ARE WE GONNA BE WITH THIS? YOU KNOW THE CODE RED VIRUS AND YOU KNOW, IN FOUR MONTHS, SO. NO THERE'S TRULY A VACCINE COMING OUT AND THINGS LIKE THAT. MAYBE.

YOUR YOUR WERE A LITTLE BIT BACK TO NORMAL. HOPEFULLY. BY THE EARLY SPRING, AND THEN WE DON'T NECESSARILY NEED IT, SO THAT WOULD BE MY CONCERN. UM. A LOT OF EFFORT, ENERGY AND SOMETHING THAT WOULD MAKE MAYOR. HAD SOMETHING, PLEASE. I JUST WANT IT PARTIALLY, AND IT'S A GREAT QUESTION. ALL AGREE QUESTIONS. THAT'S SOMETHING THAT STAFF WRESTLES WITH AS WELL. I MEAN, IT IS POSSIBLE CERTAINLY POST PANDEMIC. WE'RE ALL LOOKING FORWARD TO THAT DAY. THAT THE POSSESSION THE CITY HAVING APARTMENT CAN BE REPURPOSED INTO A PROGRAM WHICH ALLOWS FOR RENTAL IF SOMEBODY, IF WE WANT TO SORT OF CONVERT THE PROGRAM AND TO A. RENTAL TYPE SCENARIO WHERE IT'S FIRST COME FIRST SERVE FOR A PERIOD OF TIME. WE COULD SET THOSE PARAMETERS AND THE WE WOULDN'T JUST HAVE SOMETHING THAT'S GOING TO SIT IN THE GARAGE OR SIT IN A STORAGE FACILITY ON DEFINITELY THERE MIGHT BE USED THAT WE COULD WE COULD MAKE OF IT. UM. FOR OUR BUSINESSES. IF WE CHOOSE TO DO THAT, WE WOULD BRING THAT BACK LATER. OF COURSE. I MEAN, DONE RIGHT. THEY. THEY LOOK GOOD. I WOULDN'T LIMIT IT TO JUST COVERT TIMES. I WOULD THINK THAT IT IS A. SOMETHING THAT WE THAT WE DO ON GOING. I MEAN, AGAIN. THERE'S A LOT OF CITIES OUT THERE THAT DO IT. NOW. I THINK IT'S WHEN PEOPLE WALK DOWN THE SQUARE AND THEY SEE PEOPLE DINING IT RIX OR IN FRONT OF SNUGS. THAT'S PART OF THE CHARM OF DOWNTOWN. WERE ABLE TO CAPTURE THAT ON SOME OF THE SIDE STREETS AS WELL. ONE WE'RE HELPING THE BUSINESS AND TO. I THINK IT I FIND IT AS A AS A POSITIVE STATIC POSITIVE.

I GOT A QUICKER. UH HUH. AND YOU MAY HAVE SAID THIS NIGHT. I JUST DIDN'T HEAR HOW MANY OF THESE THERE ARE OPERATING RIGHT NOW IN THE DALLAS AREA. WE HAVE ANY IDEA WHERE THIS IS THE MOST? I KNOW THAT'S AREA WHERE THIS ONE'S THAT. THIS PICTURE, BUT HOW MANY OF THOSE OUT THERE? BOY. I WOULDN'T WANT TO GUESS. I DON'T THINK IT'S VERY MANY. I KNOW TWO DEFINITELY IN DALLAS. SORRY CAN'T GO AHEAD. YEAH, I DON'T. WE DON'T HAVE AN EXACT NUMBER. SORRY WE COULD LOOK INTO THAT. THE BROAD. THE BROAD COMMENT IS THAT THERE ARE A LOT OF COMMUNITIES THAT HAVE IMPLEMENTED THIS PROGRAM. THE INTEREST IS USUALLY FAIRLY MINIMAL, MOSTLY DUE TO THE INVESTMENT REQUIRED. SO SOMEONE LIKE THAT MIGHT END UP WITH ONE EVEN COMMUNITIES. WE RESEARCHED A SIMILAR. POLICY IN MY FORMER COMMUNITY AND EVEN COMMUNITIES. I HAD A PLACE FOR SEVERAL YEARS.

YOU SHE? IT ONLY HAD ONE OR TWO BUSINESSES THAT TOOK ADVANTAGE OF IT. IT MEANT A LOT TO THOSE BUSINESSES. BUT IT'S NOT. I DON'T THINK WE'RE GOING TO SEE SORT OF A FLOODGATE. OF APPLICATIONS IN IF ANY. I WOULD TEND TO AGREE. I DON'T THINK YOU'VE GOT THAT MANY RESTAURANTS THAT ACTUALLY CAN UTILIZE THIS SO YOU MAY END UP WITH FOUR OR FIVE OF THESE.

MAYBE. BUT IF IT SAVES ONE BUSINESS OR HELPS ONE BUSINESS, I MEAN. I THINK AT THIS POINT IN TIME WITH ALL THE. HAD DISTRESSED THEY VALUED TOGETHER THROUGH IN THE PAST YEAR. YOU KNOW IF YOU COULD HELP ONE BUSINESS. TWO BUSINESSES. YOU KNOW IT'S WORTH PUTTING IT IN THERE, AND I REALLY LIKED THE IDEAS. YOU'RE BUYING HIS PARK. LET'S AND WE CAN USE THEM ALL OVER TOWN. IN DIFFERENT EVENTS, SO. I AGREE WITH RICK ON THAT. I THINK THIS WAS NOT BE A ONE TIME USE. THINK FOR AS MUCH AS WE DO IN OUR DOWNTOWN DISTRICT AREA. ON MAIN STREET. I THINK YOU WOULD. YOU WOULD SEE THESE MEAN, OBVIOUSLY, THAT COULD BE MOVED. OR PIECE TOGETHER FAIRLY QUICKLY WITH THEIR STEP, AND I DO LIKE THE FACT THAT WE HAVE THE CARES ACT OF MONEY THAT COULD CONTEND WITH DOING THIS FOR A BUSINESS AND. SMALL BUSINESSES WHAT WE'RE SUPPOSED TO BE ABOUT ANYWAY, SO I'M A I'M IN FAVOR OF IT. AND I THINK WE. HELP MAKE THE DEADLINE ON CARES THAT FUNDING WE COULD PLACE THE ORDER IMMEDIATELY. IF WE KNEW THAT THAT IS THE DIRECTION OF COUNSEL AND THEN PUT THE. ORDINANCE ON FOR THE 15TH PER PER FINANCE BECAUSE OF THE COST OF THE PARK LIT WAY DON'T NEED ANYTHING FORMAL FROM COUNSEL. BUT YOUR DIRECTION IS ALWAYS APPRECIATED AND WE COULD MOVE FORWARD THAT PURCHASE RIGHT AWAY. IN ADVANCE OF THE ORDINANCE THAT WOULD BECOMING DECEMBER 15TH. AND WHERE WOULD THEY STORE IT AGAIN? I DID SOME

[00:25:03]

RESEARCH ON MODULAR AND MOVEABLE. BUT NO MATTER HOW MUCH THEY'RE THERE, THEY SAID TO BE SOMEWHERE WHERE WOULD YOU ALL STORED THEM? YES. WHY NOT? THAT'S ONE OF THOSE DETAILS THAT I DON'T THINK WE WORKED OUT YET, BUT IT'S CERTAINLY GOING TO BE PART OF OUR DUE DILIGENCE MOVING FORWARD. THANK YOU. SO IS THAT DO WE HAVE CONSENSUS ON THAT? WE'D LIKE THEM TO MOVE FORWARD. RIGHT? THANK YOU. THANK YOU. NEXT ITEM, AND THEN WE'RE GONNA CIRCLE

[Consider/Discuss an Update to TxDOT’s US 380 Environmental Impact Statement (EIS) Project]

BACK TO DISCUSS REGULAR AGENDA ITEMS. 21 57 CONSIDERED ACT ON UPDATE TO TECH STOPPED OR CONSIDER DISCUSSING UPDATE TO TEXT THAT'S US 38 ENVIRONMENTAL IMPACT STATEMENT. BUDGET. THANK YOU. MAYOR CAST MEMBERS. I'M GETTING GRAHAM, DIRECTOR OF ENGINEERING AND BACK TO OUR FAVORITE TOPIC. WE HAVEN'T TALKED ABOUT THIS IN A FEW COUNCIL MEETINGS. SO WHY ARE WE HERE? THOUGH? MASS MR DELL ANTONIO MENTIONED THE TOWN OF PROSPER HAS TAKEN AN ACTION OF OPPOSITION. AGAINST TWO POTENTIAL OR TWO ROUTES THAT WILL BE DISCUSSED DURING THE TEXT THAT US 3 80 ENVIRONMENTAL IMPACT STATEMENT THAT THEY ARE PREPARING FOR THE CORRIDOR. AND SO WE WANTED TO BRIEF THE COUNCIL PROVIDE YOU AN UPDATE ON THE STATUS OF THE PROJECT, THE DETAILS OF IT WHAT THE SCHEDULE IS AND THEN TAKE ANY QUESTIONS YOU HAVE AND THEN SEE IF THERE'S ANY ACTION YOU WOULD LIKE STAFF TO FOLLOW UP WITH AT THE NEXT MEETING SO JUST TO RECAP IN MAY OF 2000 AND 19 TEXT GOT FINALIZED THEIR FEASIBILITY STUDY WITH THE RECOMMENDED ALIGNMENT SHOWN ON THE SCREEN. UM. YOU KNOW, I THINK THE IMPORTANT PART TO DETROIT TAKE TO TAKE AWAY FROM THE FEASIBILITY STUDY WAS THAT BYPASS WAS THE PREFERRED ALTERNATIVE AND NOT TO WIDEN IN PLACE ON EXISTING 3 80. ON BEN. THEY WANT TO CARRY. THIS IS ONE OF THE RECOMMENDATIONS MOVING FORWARD INTO THE FORMAL ENVIRONMENT IMPACT STATEMENT PROCESS. SO WHAT IS THAT? THE NATIONAL ENVIRONMENTAL PROTECTION ACT DEFINED A PROCESS THAT MUST BE FOLLOWED BY THE STATE AGENCIES WHEN THEY'RE GOING TO BE USING FEDERAL FUNDS FOR THE CONSTRUCTION OF ROADWAY, SO IT'S A VERY DETAILED PROCESS WHERE THEY EVALUATE ALL THE DIFFERENT ALTERNATIVES. NO BUILD ALTERNATIVE. A. YOU KNOW, IN THIS CASE, A WHITENING IN PLACE, NEW NEW LOCATION ALTERNATIVES, AND THEY LOOK AT THE ENVIRONMENTAL IMPACTS OF THE NOISE IMPACTS THE DISLOCATION, DISPLACEMENT BUSINESSES, RESIDENTS, THE IMPACT ON SOCIAL AND ECONOMIC CONDITIONS, COMMUNITIES. THE FULL GAMUT ANYTHING THAT COULD IMPACT PEOPLE AND THE ENVIRONMENT ON WITH THE NEW PROJECT, SO IT'S VERY MUCH MORE ROBUST ANALYSIS THAT WAS DONE IN THE FEASIBILITY STUDY. SO, UM. IT'S A VERY LENGTHY PROCESS. AND SO WHAT TECH STOCKS DONE IS THEY'VE DIVIDED THAT OVERALL STUDY INTO FIVE DIFFERENT SEGMENTS. SHOE THAN SEGMENTS IMPACT. MCKINNEY AND ONE WE'RE GONNA TALK ABOUT SPECIFICALLY IS THE ORANGE ONE ON THE NORTH OF 3 80. WE HAVE A SECOND ONE THAT IMPACTS MCKINNEY THAT GOES AROUND THE AIRPORT. THE SPUR 3 99 EXTENSION. AND I'LL JUST MENTION BRIEFLY ON THAT ONE THAT IT IS FOLLOWING A SIMILAR PATH TO THE STUDY WE'RE GONNA TALK ABOUT TODAY. IT'S ABOUT A MONTH BEHIND SCHEDULE WISE, THOUGH. SO AGAIN. SEGMENT WE'RE FOCUSED ON TONIGHT. THIS AFTERNOON IS THE COURT ROAD TO FM 18 27 SEGMENT THIS PURPLE ALIGNMENT ALTERNATIVE SHOWS BASICALLY THE COURT OR THAT WAS ADOPTED OR RECOMMENDED THROUGH THE FEASIBILITY STUDY. DURING THE I S TEXTILE HAS DEVELOPED, DEVELOPED SIX SEGMENTS THAT THEY'RE GOING TO BE EVALUATING. UM TWO SEGMENTS. ON THE WEST OR EAST SIDE OF THE WEST SIDE OF MCKINNEY SEGMENTS A AND B ONE SEGMENT A IS THE ROUGHLY THE SAME LOCATION AS THE PREFERRED ALTERNATIVE AND FEASIBILITY STUDY. SECOND B IS A NEW LOCATION THAT IT WAS NOT EVALUATED DURING THE FEASIBILITY STUDY THROUGH PROSPER. IT ACTUALLY CONNECTS NORTH OF THE MAIN GATE FACILITIES. REMEMBER MAIN GATE WAS A PARTICULAR ENVIRONMENTAL CONCERN THAT THEY HAD DURING THE FEASIBILITY STUDY. SO THIS ACTUALLY NEW ALIGNMENT THEY'RE PROPOSING IS FARTHER NORTH, WHICH THEY TEXT THAT FEELS IS NOT AN IMPACT TO THE MAIN GATE FACILITY. BUT STILL GOES THROUGH THE EMPTY SPACE BEHIND THE LOWS AND WHATNOT AT THE 3 18 CUSTER QUARTER. SEGMENT E IS ALONG GENERAL ON THE BLUEBELL CORRIDOR. THAT IS A COMMON ALIGNMENT TO ALL THE BYPASS OPTIONS AND THEN SEGMENT C AND D R. CONNECTING BACK ON THE

[00:30:02]

EAST SIDE OF MCKINNEY BACK TO 3. 80 C IS LOCATED ON THE EAST SIDE OF THE EAST FORK OF THE TRAINING RIVER SEGMENT. DEES WHAT LOCATED ON THE WEST SIDE OF THE. THE EAST. FOURTH OF THE TRINITY RIVER LOCATION. OUR SEGMENT IS WIDENING IN PLACE THAT THEY'VE LOOKED AT BEFORE.

UM. SINCE THE ENVIRONMENTAL ARE THE FEES WILL SAY WAS COMPLETED BACK IN MAY, TEXAS BEEN DOING A LOT OF WORK. REALIZING THAT THE BLOOM DALE SEGMENT IS COMMON TO ALL BYPASSING ALIGNMENTS. AND SO AS REMEMBER SEVERAL COUNCIL MEETINGS AGO, THE COUNCIL ADOPTED. A RESOLUTION OF SUPPORT OF WHAT IS SHOWN IN THE BOTTOM BOX TEX DOT HAS BEEN WORKING TO MODIFY THAT PREVIOUS ALIGNMENT. WORKING WITH THE CITY, THE COUNTY, NORTH TEXAS MIDDLE WATER WATER DISTRICT. ON SO WHAT THEY'RE REFLECTING IN E IS THE ALIGNMENT THAT THE COUNCIL ADOPTED RESOLUTION SUPPORT BACK IN. THAT WAS OCTOBER. DOES THAT MEAN THAT DISCUSSION IS A DONE DEAL OR THEY'RE AGREEING JUST TO LOOK AT IT. UM. THE EVALUATION THAT THEY'RE GOING THROUGH ON THE I S LOOKS AT THAT QUARTER THAT WE HAVE DEFINED NOW, IF SOMETHING COMES UP DURING THE FURTHER ANALYSIS THEY'RE DOING, YOU KNOW, THEY MADE SOME TWEAKS GEOMETRICALLY, RIGHT? BUT IF THEY GET THROUGH THAT DURING THIS PROCESS AND HAVE TO TWEAK A LITTLE BIT MORE, THAT'S WHAT THE WHOLE TEDIOUS PROCESS IS FOR. OKAY, SO THE BUT THE STATEMENT BE THE 80 FT BUFFER, INCREASING BUFFERS, NOW A PART OF THE STUDY. THAT'S CORRECT. GOOD SAID YES, THAT'S CORRECT.

ADDITIONALLY, SINCE THAT TIME THEY'VE BEEN LOOKING AT THE CORRIDOR FROM WHERE THE COUNCIL RESOLUTION STOPPED ON THE EAST SIDE NEAR HARDEN AND LOOKING THROUGH THE U. S 75 INTERCHANGE WITH THE FUTURE BYPASS, AND THEY'VE BEEN FURTHER REFINING THAT THEY HAVE NOT MADE THAT.

FINISH THAT REFINEMENT TO THE LEVEL THAT THEY HAD FURTHER TO THE WEST. THAT'S WHY WE HAVEN'T BROUGHT IT RESOLUTION OF SUPPORT TO THE COUNCIL, BUT THE TEXTILE AND THEIR TEAM HAVE BEEN WORKING WITH THE PROPERTY OWNERS IN THE AREA. A LOT MORE ENVIRONMENTAL CONCERNS IN THAT AREA WITH THE WETLANDS, THE CONFLUENCE OF THE HONEY CREEK AND HE SPOKE OF THE TRINITY RIVER, SO THEY'RE GENERALLY REPRESENTS IN THE BOTTOM SLIDE, WHERE THERE WILL BE CARRYING FORWARD INTO ENVIRONMENTAL PROCESS SO LET'S TALK ABOUT THE DIFFERENT ALIGNMENTS THAT TEXT THAT WILL BE EVALUATING. THERE'S FIVE ALIGNMENTS. AND SO BASICALLY THERE ARE TWO ALIGNMENTS. PURPLE IN THE BLUE THAT LOOK VARIATIONS ON THE EAST SIDE OF MCKINNEY AND THEN THE GOLD AND THE BROWN ALIGNMENT WILL LOOK AT WESTSIDE VARIATIONS. THE IS AGAIN CONSISTENT ALL THE DIFFERENT ALIGNMENTS. SO THE PURPLE ALIGNMENT USES SEGMENT A ON THE WEST SIDE. THAT IS THE ALIGNMENT THAT GENERALLY RUNS EAST OF TUCKER HILL, NORTH SOUTH. THEN TIES INTO THE SEGMENT E ALONG BLOOM DALE AND THEN SEGMENT D, WHICH IS ON THE WEST SIDE OF THE EAST FORT OF THE TRINITY RIVER. THERE'S A LOT OF EAST WEST SO. THE BLUE ALTERNATIVE AGAIN USE THE SEGMENT A EAST OF TRINITY OR TUCKER HILL SEGMENT ALONG BLOOM. DALE AND THEN SEGMENT C, WHICH IS, I THINK, YEAH, EAST OF THE EAST FORK SEGMENT C EAST OF THESE FORKS. SO, UM, NOW LET'S MOVE INTO THE ALIGNMENTS THAT MR DON ANTONIO MENTIONED THAT PROSPER HAS PASSED A RESOLUTION IN OPPOSITION TO AND THAT IS THE BROWN AND GOLD. AND THIS SORT OF TAKES THE ON THE WEST SIDE SEGMENT BE SO THAT PORTION THROUGH PROSPER USES SEGMENT E. AND THEN THE BROWN LOOKS AT SEGMENT. SEE, WHICH IS THE EAST SIDE OF THE EAST FORK.

AND THEN THE GOLD, THE SAME B E AND THEN D, WHICH SHOULD BE ON THE WEST SIDE, SO BUT WHEN YOU LOOK AT UM. BROWN AND GOLD. THEY'RE BOTH LOOKING AT. PEACE THROUGH PROSPER. I'VE SOME OF THE LANGUAGE I SAW ON SOME OF THE FACEBOOK. WHATEVER TALKING ABOUT TWO DIFFERENT ALIGNMENTS THROUGH PROSPER. IT'S REALLY ONE ALIGNMENT THROUGH PROSPER WITH DIFFERENT ENDS ON MCKINNEY SIDE, JUST TO MAKE SURE ABOUT IS CLEAR ON THAT. UM. THE LAST ALTERNATIVE THEY'RE EVALUATING AGAIN IS THE GREEN ALTERNATIVE, WHICH LOOKS AT IMPROVEMENTS TO EXISTING 3 80 SO UM. AGAIN. THE DEEPER PROCESS IS VERY STRUCTURED, INFORMAL PROCESS TEXT. I JUST FINISHED THE FORMAL AGENCY SCOPING PROCESS SO THEY INVITED ALL THE PUBLIC AGENCIES INVOLVED IN THE AREA.

NORTH TEXAS MINISTER WATER DISTRICT. TEXT SINCE THEY'RE LEADING IT. THA CITY OF TOWN, PROSPEROUS CITY MCKINNEY. ALL THE DIFFERENT COMMUNITIES INVOLVED. NEW HOPE LOWRY CROSSING. THEY'RE ALL LOOK, I HAVE TO SAY AND WHAT'S GOING ON? UM. AND THEY HAD GAVE THE THIS PRESENTATION TO THEM ALLOW THE AGENCY TO MAKE ANY COMMENTS ON THE PROPOSED ALTERNATIVES.

NEXT STEP IS THE NOTICE OF INTENT. THAT IS THE TEXT THAT WILL BE PUBLISHING PUBLISHING A NOTICE OF INTENT OF THE STUDY IN THE FEDERAL REGISTER. SO WHEN THAT IS PUBLISHED IN THE FEDERAL REGISTER, WHICH WERE ANTICIPATING WHAT HAPPENED DECEMBER TEXT THAT HAS TWO

[00:35:04]

YEARS TO COMPLETE THE S STATEMENT AND GET A RECORD OF DECISION. SO THAT SHOULD HAPPEN HERE IN DECEMBER AND THEN EARLY NEXT. YEAR JANUARY FEBRUARY TIME FRAME WILL DO A PUBLIC STOPPING MEETINGS. PUBLIC WILL BE ABLE TO SEE THESE ALTERNATIVES. THEY WILL HAVE THE OPPORTUNITY. COMMENT ON ALL THE DIFFERENT ALTERNATIVE HAVE BEEN PRESENTED TO SEE IF THERE'S ANY OTHER TEXT THAT SHOULD MOVE FORWARD INTO THE ACTUAL PROCESS ENVIRONMENTALLY.

THEN THEY WILL DO THE DRAFT E I S REVIEW THE DRAFT E. I S AND DEVELOPER FOR ALTERNATIVE AND THEN MOVED TO A RECORD DECISION. AND YOU KNOW CHECKS THAT WANTS TO BE CLEAR. THEY HAVE OPPORTUNITIES REPUBLICAN PUT ALONG THE WAY AND MULTIPLE OPPORTUNITIES, SO HERE'S A LITTLE BIT MORE DETAILED SCHEDULE. AGAIN THIS SAYS THE PUBLIC SCOPE PUBLIC SCOPING ME.

HE WOULD BE IN JANUARY FEBRUARY PUBLIC MEETING AGAIN IN THE FALL OF NEXT YEAR. AFTER THEY'VE DONE SOME EVALUATIONS OF THE WORK THAT. DIFFERENT ALTERNATIVES. AND THEN AGAIN, THEY WOULD DO TECHNICAL STUDIES AFTER THAT, ANOTHER OPPORTUNITY FOR PUBLIC COMMENT ON A PUBLIC HEARING IN THE SUMMER OF 2022, THEN LOOKING FOR A RECORD DECISION BY THE END OF 2022.

AND THEN AT THAT POINT, YOU WOULD MOVE INTO RIGHT AWAY ACQUISITION, FINAL DESIGN AND ACTUALLY ON A. ACTUAL SELECTED ALTERNATIVE. SO, UM. AND AS I MENTIONED EARLIER, 3 19 SPURS 93 99 EXTENSION IS GONNA BE ALL ABOUT A MONTH LATER THIS SO I WOULD EXPECT THAT PROCESS TO BE FINISHED EARLY 2023. SO THE PUBLIC SCARE THE PUBLIC'S EXCUSE ME. THE AGENCY SCOPING MEETING FOR THAT PROJECT HAS BEEN SET FOR NEXT WEEK. I BELIEVE SO. S SO WITH THAT I'M HERE TO TAKE ANY QUESTIONS. ANSWER ANY CONCERNS, YOU MAY HAVE ANY MORE DETAIL YOU NEED OR TAKE ANY DIRECTION FROM THE COUNCIL THAT YOU LIKE THAT SOUNDED ON THE BROWN AND GOLD.

WHERE DOES THAT END UP WITH REGARD TO WALNUT GROVE. IT IS NORTH OF NORTH OF IT. THERE'S NO OKAY AND IT AND IT DEFINITELY THIS'LL DESIGN MITIGATES THE CONCERN OF. AND YET THAT IS WHAT TEXTILE HAS TOLD US THAT THIS STAGE THEY REASON THEY SELECTED THIS ONE THAT FOLLOWS THOUGHT IT WAS FAR ENOUGH NORTH TO MITIGATE THAT CONCERN. GUESS MY QUESTION IS, SHOULD WE YES. SOMETHING THAT BASICALLY SAYS WE DON'T WANT HEY, YOU WON'T BE PROSPERS GOING TO DO IT. WHY DON'T WE DO IT? THAT'S A GREAT QUESTION. THAT'S A GREAT QUESTION RESOLUTION THAT WE PASSED THE CAUSE I WOULD PREFER BE. FOR MORE THAN I WOULD A. SO LET'S GET RID OF. LET'S LET'S DO SOMETHING LIKE THAT. SO WE SHOULD ALL EXPRESS THAT.

ABSOLUTELY THAT THE WILL OF COUNSEL. YES, YEAH. SO, YEAH, THAT CONSENSUS IS WE WOULD PASS A RESOLUTION THAT IS OPPOSED TO A AND SUPPORTS BE. WE WILL BRING THAT FOR YOU AND DECEMBER 15TH PERFECT.
