TWITTER. TODAY IS DECEMBER 15TH. AND IT IS ABOUT 303 IN THE AFTERNOON WHERE 2 22, NORTH TENNESSEE, ST KENNY, TEXAS AND COUNCIL CHAMBERS. THIS IS THE CITY COUNCIL WORK SESSION.

PUBLIC COMMENTS. DO WE HAVE ANYBODY HERE THAT WOULD LIKE TO PUBLIC COMMENT. GUARDING AGENDA ITEMS. SEEN NONE. WE WILL MOVE ON TO DISCUSS THE REGULAR MEETING AGENDA ITEMS FOR THEIR.

[DISCUSS REGULAR MEETING AGENDA ITEMS for the City Council Regular Meeting to be held Tuesday, December 15, 2020 at 6:00p.m. ]

TONIGHT'S ON TONIGHT'S AGENDA. I KNOW I HAVE A FEW QUESTIONS ANYONE. I'LL START. 201119 THE RESOLUTION ON THE REHABILITATION OF 406 CHURCH STREET. WHO HAS INFORMATION ON THAT. IT'S A CONTRACT WITH ABSOLUTE PAINTING COMPANY FOR A SIGNIFICANT SUM OF MONEY. YES KRYSTLE TO 01119. YES CRYSTAL THOUGHT I CAN SPEAK TO THAT. THIS IS ONE OF OUR REHAB.

PROJECTS NORMALLY THERE ON THE SMALLER END, THIS ONE THESE TWO HOUSES THAT WE HAVE ON THE AGENDA TONIGHT, ACTUALLY. HOUSES THERE SO FAR GONE, THAT THEY REALLY COULD BE A RECONSTRUCT, BUT WE'RE ABLE TO REALLY LOOK AT STRUCTURES THAT WE CURRENTLY HAVE. THE BONES THAT ARE THERE AND REALLY DO ALMOST COMPLETE. REBUILDS WITHOUT KNOCKING DOWN AND STARTING OVER. IT'S A LITTLE DECEIVING THAT THAT SAYS ABSOLUTE PAINTING BECAUSE I ACTUALLY MORE I DROVE BY BOTH OF THESE THAT ARE ON THE AGENDA TO LOOK AT IT BECAUSE I WAS WONDERING HOW COULD A PAINTING COMPANY. HAVE THAT KIND OF CONTRACT, SO I THOUGHT MAYBE IT WAS A 300,000 SQUARE FOOT BUILDING S. OH THAT'S FOR THE COMPLETE. YES, WE WILL, ACTUALLY ON BOTH OF THESE ATOMS BE REPLACING EVERYTHING FROM THE GROUND UP THE FOUNDATION, THE PLUMBING, ELECTRICAL. THE ROOF, THE PAINTING THAT I MEAN PRETTY MUCH THE ENTIRE STRUCTURES. UM. DO WE ON A PROJECT OF THIS SIZE? BECAUSE I KNOW AGAIN. WE'RE GENERAL ON THE SMALLER SIZE. DID THIS GO OUT FOR BID? YES SIR. I DID. THIS THING IS BOTH WERE FORMAL BIDS THROUGH OUR PURCHASING DEPARTMENT. AND THEN WE, UH OVER 1000 SUPPLIERS. RECEIVED THE INFORMATION I RECEIVED OVER, I GUESS FORBIDS. ON EACH OF THEM, OKAY, AND THAT IT WAS A WORD TO THE MOST RESPONSIVE BIT. THESE THIS IS BEING PAID OUT OF OUR CDBG FUNDING. RIGHT.

I HAD A SIMILAR QUESTION ON THE NEXT ITEM, BUT I'M GOING TO GUESS THAT IT'S THE SAME ANSWER BECAUSE IT LOOKS LIKE THAT FROM THE EXTERIOR. ALL RIGHT. MM. JUST BECAUSE THERE'S THERE HAD BEEN SOME QUESTIONS. COULD SOMEONE SPEAK TO THE 201115 ON THE $22 MILLION RE APPROPRIATION? JUST JUST TO GIVE. WHEN PEOPLE QUICK EDUCATION OVERVIEW ON HOW THESE KINDS OF THINGS HAPPEN, WHETHER THEIR PROJECTS OR THINGS THAT WE'VE. YES, SIR HOLLOWAY ON CHIEF FINANCIAL OFFICER FOR THE CITY. WE HAVE ACTUALLY TWO ITEMS TONIGHT FOR RE APPROPRIATIONS. THE FIRST ITEM TO 21 114 IS FOR THE GENERAL FUND AND ALL OF OUR OPERATING FUNDS HERE. THE SECOND ONE, WHICH IS THE ONE THAT QUESTION ABOUT THAT'S ABOUT 22 MILLION EYES FOR THE E. D. C AND THE CDC. THIS THE CDC IN THE EC FUNDS DON'T WORK QUITE LIKE THE REST OF OUR CAPITAL PROJECTS. FUNDS THAT ROLL OVER AFTER EACH FISCAL YEAR. THEIR PROJECTS HAVE TO BE ROLLED OVER BY THIS ACTION EACH YEAR BY THE COUNCIL. SO THOSE $22 MILLION WE'RE TALKING ABOUT ROLLING OVER OR SOME VERY, VERY LARGE CAPITAL PROJECTS THAT THE CDC HAS OUT THERE AND THAT ARE THAT NEED TO BE. IT'S JUST IT'S KIND OF A HOUSEKEEPING ITEM. WHERE WE MAKE SURE THAT THESE MULTI YOUR PROJECTS HAVE TO BE FUNDED EACH YEAR, BUT IT'S DONE BY THIS ACTION BY THE COUNCIL, RIGHT? YEAH YEAH, NOT IN. THERE WASN'T A QUESTION FROM ME. JUST JUST I KNOW IT'S A QUESTION OF BEEN ASKED A NUMBER OF TIMES, SO I THOUGHT I'D GO AHEAD ON RECORD AND SPLITTING UP. YOU HAVE GOOD, SO JUST JUST ONE QUICK WHEN MAYOR TO 0-112 700 BE REPEATING MYSELF. LAST ONE. I WAS GONNA QUESTION ON THIS 200009 AND, LIKE MARY. THREE YOU SPEAK TO THAT? TAKERS. JENNIFER. MY APOLOGIES. I HAD TO CHECK TO MAKE SURE IT WAS MY HEAD HIM GUESSER SO. JUST THERE'S KIND OF TWO ITEMS ON THIS. NOT REALLY. THEY'RE NOT COMPANION ITEM, SO ONE IS CHANGED TO SECTION 1 46 1-45. IT STRUCK ME

[00:05:05]

IT JUST. ZONING CHANGE SIGNS ARE NOT REQUIRED TO BE POSTED ON THE PROPERTIES THAT'S GOING TO BE A AMENDMENT. 21 46. THAT'S CORRECT. SO IN THE ZONING ORDINANCE THAT SECTION 1 46-45 RELATES TO HOW WE CONSIDER SITE PLAN ACTIONS, SO A SITE PLAN IS TYPICALLY A STAFF APPROVAL, WHICH MEANS THAT YOU WOULD NOT NORMALLY SEE THEM EITHER BEFORE PLANNING AND ZONING YOUR CITY COUNCIL. HOWEVER IF AN APPLICANT IS REQUESTING A VARIANCE FOR THAT SITE PLAN, AND OFTEN TIME THOSE VARIANCES, THEY'RE GOING TO BE FOR THINGS LIKE A SCREENING DEVICE OF ARCHITECTURAL ZEHR REQUIRED IF THEY'RE IN THE DOWNTOWN AREA. MAYBE ASKING FOR AN ARCHITECTURAL VARIANCE. THOSE ITEMS ACTUALLY DO HAVE TO GO EITHER BEFORE THE PLANNING AND ZONING COMMISSION OR THE CITY COUNCIL, IN WHICH CASE WE DO REQUIRE NOTICING ON THAT IS THAT PROPERTY UNDER NOTIFICATION THAT WOULD GO OUT TO PROPERTY OWNERS WITHIN 200 FT. THERE WAS SOME AMBIGUITY IN THE LANGUAGE THAT MADE IT SEEM AS THOUGH ZONING SIGNS MAY ALSO BE REQUIRED. HOWEVER WE HAVE HISTORICALLY NOT REQUIRED THAT WHEN WE'RE CONSIDERING THAT ZONING VARIANCE, I'M SORRY. THE SITE PLAN VARIANTS. IT'S JUST THAT PROPERTY OWNER NOTIFICATION SO WE WANTED TO CLEAN THAT LANGUAGE UP, SO THERE WAS NO MORE AMBIGUITY WITH THE VARIANTS PROCESS AND ANY SITE PLAN THAT MAY JUST BY WAY OF ITS OVERARCHING ZONING.

JUST REQUIRE APPROVAL BY BY A BORDER OR CONDITION, AND I AGREE WITH ALL THAT. I JUST SOMEONE READING THAT MIGHT THINK THAT. FOR NOW ON IT FOR GOING FROM COMMERCIAL TO MULTI FAMILY THERE WOULD NO LONGER BE ASSIGNED AND NO LONGER BE NOTIFIED. BUT THIS IS PURELY FOR JUST MODIFICATION TO A SITE PLAN, VARIANCES OF SIGHT CLAIMS IF ALL ZONING ACTIONS WILL STILL FOLLOW THAT SAME PROCESS WITH THE ZONING SCIENCE. AND WHAT WAS WHAT ELSE WAS ON THIS.

THE BREWERY YES, SIR. I'D BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU HAVE ON THAT AS WELL.

JUST ONE OF THE QUESTIONS I WAS ASKED LAST WEEK WAS. THIS PERTAINS BECAUSE WE IDENTIFY THAT PERTAINS JUST TO THESE PARTICULAR DISTRICT'S AND JUST FOR UNIFICATION. THE REASONING FOR THAT IS ABSOLUTELY SO. UM. THE MTC. THE MCKINNEY TOWN CENTER DEVELOPMENT CODE IS SORT OF A ZONING CODE WITHIN OUR ZONING ORDINANCE, SO IT'S SORT OF A STANDALONE COMPONENT. IT'S ACTUALLY AN APPENDIX IN ITS ENTIRETY. WE HAVE HAD SOME POTENTIAL DEVELOPERS WANTING TO LOOK AT DEVELOPING IN OUR MTC DISTRICT WITHIN THAT DOWNTOWN AREA ON BUT THERE HAS BEEN SOME DISTINCTIONS BETWEEN WHAT IS TRULY A BREWERY. MICROBREWERY A BREWPUB AND SO IN ORDER TO HELP ALLEVIATE SOME OF THAT TENSION OR PRESSURE, WE WANTED TO ADD THAT DEFINITION INTO THE NTC DISTRICT ITSELF. AT THIS POINT WE WERE NOT LOOKING AT, INCLUDING IT. ORDINANCE WISE OUR ORDINANCE WIDE FOR ALL OF THE CITY. THAT'S SOMETHING THAT WE THINK WE CAN DEFINITELY PICK UP WITH THAT CODE OVERHAUL THAT WE'RE DOING. WE'RE NOT FEELING THAT SAME AMOUNT OF PRESSURE THROUGHOUT THE REST OF THE COMMUNITY. BUT IN THESE DOWNTOWN AREAS, THOSE AIR DEFINITELY SOME OF THOSE USES THAT WE STARTED TO SEE MORE OF IN THE MARKE SO WE WANTED TO MAKE SURE THAT WE WERE KEEPING OPTIONS OPEN FOR THAT. TWO. SAY THAT AGAIN PHONE CALLER TO HOPEFULLY WE'LL START GETTING GOOD PHONE CALLS SO THAT WE CAN SAY HEY, WE'VE GOT IT HERE. BUT ANYONE ELSE HAVE THE THING ON THE AGENDA. THANK YOU, JENNIFER. MOVED OUR WORK SESSION ITEMS. FIRST ITEM IS 201131 CONSIDER. NOT UNTIL YOU CONSIDER DISCUSSING UPDATE TO

[Consider/Discuss an Update to the Citywide Wayfinding Master Plan]

THE CITYWIDE WAY FINDING MASTER PLAN. HELLO, MAYOR, COUNCIL MEMBERS AND CITY MANAGER. MY NAME IS PAMELA UNTIL I RECENTLY JOINED THE TRAFFIC ENGINEERING TEAM IN APRIL. SO VERY HAPPY TO BE HERE TO INTRODUCE MYSELF AND TO THANK YOU FOR THE OPPORTUNITY. TOMO PRESENT ON THE UPCOMING WAY FINDING MASTER PLAN UPDATE. SO THIS IS THE AGENDA FOR THE PRESENTATION. WE WILL DISCUSS WHAT IS WAY FINDING COVER SOME BACKGROUND INFORMATION ON THE LATEST WAY FINDING MASTER PLAN CONDUCTED IN 2000 AND FIVE. UM LIST OUT SOME OF THE REASONINGS WHY WE NEED TO UPDATE THE MASTER PLAN AND THEN GO INTO DETAIL ABOUT WHAT WE'RE PROPOSING TO CONDUCT FOR THE UPDATED MASTER PLAN. INCLUDING THE SCOPE. SCHEDULED THE COST. BOND I DID WANT TO POINT OUT THAT THROUGHOUT THE PRESENTATION, YOU WILL SEE THAT WE'RE CALLING THIS A 2021 UPDATE. BUT WE ARE HERE. THE PROJECT TEAM IS HERE TO RECEIVE COUNCILS. AND PUT ON. WHEN IS THE RIGHT TIME TO START THIS TYPE OF PROJECT AND ANY FEEDBACK YOU HAVE ON THE SCOPE OF SERVICES. SO WHAT IS WAY FINDING. THE FINDING IS A BRANDED NETWORK OF DIRECTIONAL

[00:10:06]

SIGNS INSTALLED TO GUIDE THE TRAVELING PUBLIC TO MAJOR DESTINATIONS ON THE TOP, RIGHT, YOU'LL SEE AN EXAMPLE OF. THE DESIGN THAT WAS ESTABLISHED IN 05. UM. COLORED THE TYPE OF STRUCTURE EVERYTHING THAT MAKES IT UNIQUE IS GOES INTO AWAY FINDING SIGN AND IT REALLY STANDS OUT TO THE PUBLIC. UM. IT IMPROVES. CIRCULATION OF TRAFFIC HELPS NAVIGATE PEDESTRIANS IN A SAFE MANNER. BY A DEFINITE IDENTIFYING THE DESTINATIONS THEY'RE HAVING TO RELY LESS ON THEIR NAVIGATION SYSTEMS. IT CREATES A SENSE OF PLACE AND BY IDENTIFYING ALL THE KEY DESTINATIONS IN OUR CITY. IT ENCOURAGES EXPLORATION. SO A LITTLE BIT OF BACKGROUND ON THE LATEST WAY FINDING MASTER PLAN. IT WAS MANAGED BY THE PLANNING AND MARKETING DEPARTMENTS. IT FOCUSED ON THE DOWNTOWN SHOPPING DISTRICT MUSEUMS, ARTS AND SPORTS VENUES. THE MASTER PLAN ITSELF COST THE CITY $50,000. WHAT ENTAILED AND THAT SCOPE OF SERVICES AND INCLUDED IDENTIFYING THE LOCATIONS OF THE SIGNS DEVELOPING MAPS LIKE ON THE SHOW ON THIS SLIDE. I'M PUTTING TOGETHER SCIENCE SPECIFICATIONS. ONLY ONE FACE WAS IMPLEMENTED OVER 60 SIGNS WERE INSTALLED FOR ABOUT A QUARTER MILLION DOLLARS. BUT THERE WERE SEVERAL SIGNS THAT WERE NOT INSTALLED DUE TO BUDGET CONSTRAINTS ON DCA MEDICATION ISSUES WITH TEXT ON. SO THERE ARE MANY NEEDS TO UPDATE THIS TYPE OF PLAN. BUT WE DID WANT TO BRING TO YOUR ATTENTION. THESE FOUR ITEMS. WE DO NEED TO GO THROUGH AN EXTENSIVE REVIEW OF THE EXISTING SIGNS THAT ARE CURRENTLY OUT THERE. FOR EXAMPLE, WE. THE ENGINEERING DEPARTMENT HAD TO GO THROUGH AND REPLACE ALL OF THE PARKING GUIDE SIGNS IN THE DOWNTOWN AREA. AH, LOT OF THEM WERE FADING SOMEWHERE KNOCKED DOWN.

AS MENTIONED, THE 2000 AND FIVE MASTER PLAN WAS NOT FULLY IMPLEMENTED. SO WE DO WANNA.

WITH THIS PLAN. WE WANT TO LOOK AT CITYWIDE BUT HAVE A BETTER. LAND WHERE IT'S FACED OUT FOR IMPLEMENTATION. SINCE 2005. THE CITY HAS GROWN TREMENDOUSLY. THERE ARE NEW DESTINATIONS SO MUCH DEVELOPMENT ALONG AS STAGE 1 21 ALONG US THROUGH 80, NORTH OF 3 80. AIRPORT SINCE THEN, HAS REBRANDED ITSELF HAS A NEW NAME. PARKS HAS PUT IN YOUR FACILITIES EXTENDED THE CHARLES THEIR TRAIL SYSTEM. A LOT OF NEW DESTINATIONS. WE HAVE CONDUCTED A LOT OF COMMUNICATION WITH THE DIFFERENT DEPARTMENTS AT THE CITY, ESPECIALLY THE PLANNING DEPARTMENT. CURRENTLY THEY'RE GOING THROUGH THEIR DOWNTOWN PARKING MANAGEMENT STUDY. AND THEY CONDUCTED A SURVEY IN NOVEMBER. AND ONE OF THE QUESTIONS ASKED WHAT WOULD BE THE PEOPLE'S CHOICE FOR THE MOST IMPORTANT IMPROVEMENT FOR THE HISTORIC DOWNTOWN MCKINNEY.

AND IMPROVEMENT THAT CAME OUT ON TOP WAS IMPROVING THE WAY FINDING AND THIS IS A RECOMMENDATION THAT HAS COME UP SEVERAL TIMES, INCLUDING THE 2019 2014 2004 DOWNTOWN PARKING STUDIES. T IS CURRENTLY WORKING ON THEIR PILOT. THEY'RE LOOKING AT HOW TO COMMUNICATE THE AVAILABLE PARKING IN THE DOWNTOWN AREA AND THE GARAGES. SO THERE'S A LOT OF.

COORDINATION AND MANY WAYS WE CAN TEAM UP AND WORK WITH THAT. ASSED FOREST DEVELOPING SIGNS.

AND THEN. THERE'S THE OPPORTUNITY TO HAVE DYNAMIC SIGNS FOR MAJOR EVENTS, FOR EXAMPLES, BOARDING COMPETITIONS AND CONFERENCES. FROM THIS SLIDE ON AND WE'LL BE TALKING ABOUT WHAT WE'RE PROPOSING OF WORK ON FOR THIS UPDATE. THROUGH AN R F Q PROCESS. WE SELECTED THE PART OF TEAM LIST MENTIONED THERE. SO KIM LEE HORN AND CORBIN DESIGN. THEY ARE A LOCAL EXPERT. WHEN IT COMES TO WAY FINDING THEY CONDUCTED THE FRISCO AND PLAIN AWAY FINDING MASTER PLANS. WE DO HAVE $300,000 IN RCMP BUDGET TO CONDUCT THE STUDY. AND WE HAVE DEVELOPED A CROSS FUNCTIONAL TEAM WITH THE DEPARTMENT'S LISTED ON THAT SLIDE. WE'VE BEEN COORDINATING WITH THEM, AND THEY HAVE PROVIDED THEIR INPUT ON THE SCOPE OF SERVICES. SO. THE SCOPE OF SERVICES. WE'VE BROKEN IT DOWN INTO THREE PHASES. WE

[00:15:09]

BELIEVE THIS WOULD ALLOW SOME FLEXIBILITY AS WE TAKE IT STEP BY STEP. I WILL QUICKLY SUMMARIZE EACH PHASE, BUT I DO HAVE SLIDES OFF FOLLOW THAT PROVIDE EXAMPLES OF THE TYPE OF DELIVERY VAL'S WERE EXPECTED TO RECEIVE. THE FACE. ONE WILL COVER THE INITIAL DESIGN OR INITIAL SIGN ANALYSIS AND CONCEPT DESIGN. SO IT FURTHER DELIVERY ABLE WILL BE LOOKING AT WHAT ARE THE MAIN OBJECTIVES FOR THE CITY RECOMMENDATIONS THAT TIE IN REVIEWING A LOT OF CITY DOCUMENTS LIKE OTHER DEPARTMENT. MASTER PLANS LOOKING BOUNDARIES. WHAT ARE OUR KEY DESTINATIONS, CIRCULATION ROUTES? WHAT TECHNOLOGY BUT IF IT'S THE CITY.

UM AND AS FOR THE CONCEPT DESIGN WILL BE PRESENTED WITH TWO INITIAL CONCEPTS ON AFTER RECEIVING INPUT FROM ALL THE STAKEHOLDERS. WE WILL SELECT ONE TO MOVE FORWARD ON THE NEXT FACE. WAS AN EXAMPLE OF. DISTRICTING. THIS IS THE CITY OF PLANE UP. IN THE DARKER REGIONS THEY'VE IDENTIFIED. THEIR TARGET DESTINATION OR THEIR DISTRICT THAT THEY'RE TARGETING. MOST OF THE VISITORS TO BE ATTRACTED TO INCLUDING THEIR DOWNTOWN. THIS MAP. WE'VE IDENTIFIED A WATER THE MAIN CORRIDORS THAT VISITORS ARE LIKELY TO TAKE. AS THEY'RE EXITING A FREEWAY TO THESE KEY DESTINATIONS. HERE'S AN EXERT IMAGES SHARING THE TYPES OF PEDESTRIAN WAY FINDING THAT WE WOULD BE REVEALING. THERE'S SO MANY TYPES OF DESIGNS SO MANY.

FOR SO MUCH INFORMATION THAT WE COULD BE SHARING WITH THE PUBLIC, SO THAT WILL BE A BIG DISCUSSION. WE'LL BE LOOKING AT THE LATEST TECHNOLOGY. WOOD BEST FITS THE CITY. MCKINNEY AND SO IT CAN INCLUDE. INTERACTIVE TOUCH GREEN PASTURE IN KIOSK AND DOWNTOWN. HOW DO WE TIE AND EVERYTHING THROUGH PHONE APPLICATIONS? ETCETERA. THIS IS AN EXAMPLE OF THE CITY OF PLANO DESIGN, COTTON OR SIGN DESIGN CONCEPT. SO AT THIS STAGE WILL BE LOOKING AT COLORS.

AND HOW DO WE WANT TO REPRESENT THE CITY WITH BRANDING? WE'LL ALSO BE LOOKING AT. HOW DO WE DESIGN SOMETHING THAT CAN BE EASILY MAINTAINED? FOR EXAMPLE? HERE, YOU'LL SEE THAT EACH DESTINATION HAS ITS OWN PLAQUE. SO IF SOMETHING CHANGES WE CAN EASILY REPLACED. JUST ONE SEGMENT OF THE SIGN. FACE TWO. WE WILL BE TAKING THAT CONCEPT THAT WE'VE APPROVED AND CREATING A FAMILY WAY FINDING SIGNS AND WILL ALSO BE LOOKING AT GATEWAYS SIGN DESIGN CONCEPTS. WILL BE CORNY WHEN TEX DOT AT THIS POINT DEVELOPING SCIENCE SPECIFICATIONS AND THEN WORKING ON PLANNING LEVEL COST ESTIMATES. THE GATEWAY DESIGN WILL BE LOOKING AT OUR TOP 10. POTENTIAL LOCATIONS AND THEN. GOING TO THE NEXT STEP FOR THREE LOCATIONS ON DEVELOPING CONCEPTS AND RENDERINGS OF THESE LARGER SCALE SIGNS.

HERE'S AN EXAMPLE OF THE FAMILY AWAY, FINDING SIGNS FOR THE CITY OF FRISCO, THE TOP AND THE BOTTOM LEFT OUR SCIENCE BURR VEHICULAR TRAFFIC. YOU HAVE IN THE MIDDLE OF THE BOTTOM OF PARKING SIGN ON THE BOTTOM RIGHT OR SIGNS FOR PEDESTRIANS. HERE'S AN EXAMPLE OF A PANEL DETAIL. THAT WAS INSTALLED OVER. FREEWAY SIGN, SO THAT'S SOMETHING WE'LL BE LOOKING AT.

WHAT ARE ALL THE PERMITTING? WE NEED TO LOOK INTO. HERE'S AN EXAMPLE OF A GATEWAY MONUMENT SIGN. THEY ARE LARGER IN SCALE. THEY REQUIRE MORE DETAIL WHEN WE GO INTO THE DESIGN PHASE, INCLUDING LIGHTING. IN THE FINAL PHASE WILL BE LOOKING AT THE SIGN MESSAGING, LOCATION PLANS AND DOCUMENTATION. SO WE WILL BE DOING FIELD WORK TO IDENTIFY THE PROPOSED LOCATIONS FOR EACH SIGN ON THE SELECTED ROUTES WILL MAKE SURE THAT THERE ARE IN ANY MAJOR CONSTRAINTS. CONFLICTS LIKE. UTILITY POLES. WE'LL BE DEVELOPING SOME LOCATION PLANS

[00:20:06]

SIGN MESSAGE SCHEDULES, WHICH I HAVE AN EXAMPLE ON THE NEXT SLIDES SUMMARY OF ALL THE SIGNS AND THEN DEVELOPING A TOTAL COST FOR THE PROJECT. SO THERE'S AN EXAMPLE OF SIGN LOCATION PLAN. UH, YOU EACH TIME WILL BE IDENTIFIED BY THE TYPE OF SIGN THE NUMBER THAT IT WAS A FIND. THE SIGN MESSAGE SCHEDULE GOES INTO MORE DETAIL. IT SHOWS EACH SIGN. WHAT UM, FIND MESSAGES MORE INFORMATION ABOUT THE EXACT LOCATION AND THEN A PHOTO OF EXISTING CONDITIONS. SIR. THE PROPOSED TOTAL FEE THAT WE RECEIVED FIRE OR CONSULTANT FOR THIS PROJECT IS 270,000. FOR $279,800. THERE'S THE BREAK DOWN, AND THEY WERE ALSO ABLE TO PROVIDE US THE TOTALS FOR THE TWO OTHER CITIES. THE OTHER MASTER PLANS FIRST GO IN 2009 PAY $219,000 PLANO IN 2017. A 345,000. SO WE ARE IN THE BALLPARK. IT'S VERY COMPARABLE. WE ALSO WANTED TO PROVIDE COUNSEL OF WHAT WE MAY POTENTIALLY BE LOOKING AT FOR THE FABRICATION INSULATION OF THE SIGNS WHEN WE GET TO THAT POINT. FIRST GO IN 2000 AND 12 PAID $850,000 FOR THE SIGNS.

PLAY KNOW THEY'RE IN THERE BEATING FACE, BUT THEY ESTIMATE THEY RECEIVED IS 1.5 MILLION.

SO BECAUSE OF THE SIZE AND COMPARISON THE CITY OF PLANO, AND IT'S THE LATEST ESTIMATE.

WE MAY POTENTIALLY BE LOOKING AT 1.5 MILLION FOR. OR THE ENTIRE CITY. BUT AGAIN, WE ARE PLANNING TO PHASE IT OUT INTO MORE MANAGEABLE FACES. SCHEDULE FOR THE PLAN ITSELF. WE'RE LOOKING AT A YEAR. 12 MONTHS AND THEN AFTERWARDS FUTURE PHASES INCLUDE DEVELOPING THEO ENGINEERING DESIGN PLANS AND THEN GOING INTO THE INSTALLATION FABRICATION FACE.

SO WITH THAT WE'RE OPEN TO QUESTIONS. THE PROJECT TEAM IS HERE. WE HAVE GARY GRAHAM, THE DIRECTOR OF ENGINEERING AND THEN TOM GRANT WITH KIM LEE HORN. KITCHENS. HAVE A QUESTION QUESTIONS. THIS JUST SEEMS LIKE A LOT OF MONEY. $300,000 TO GO AROUND PICKS AND PLACES FOR SOME SIGNS. YOU CAN'T HAVE EMPLOYEES DO THAT. WE CAN'T HAVE SOMEBODY THAT BECAUSE I WOULD IMAGINE THAT. HAVING A COUPLE OF EMPLOYEES GO AROUND AND DOING THAT WOULD PROBABLY GET ABOUT 85 90% OF WHAT THEY WOULD PROBABLY DO. ANYWAY WHAT THIS COMPANY IS GONNA CHARGE US $300,000 TO DO. HOW IMPORTANT IS THAT TOE HAVE PAY THAT KIND OF MONEY. YOU GO AROUND, SAYING THIS IS WHERE SIGNS NEED TO BE. HOW IMPORTANT IS THAT? WHY WHY SHOULD WE PAY $300,000 TO ACCOMPLISH THAT? WELL, MY RESPONSE WOULD BE THAT. THINGS TYPE OF STUDY. IT TAKES A LOT OF TIME TO. GO THROUGH, AND RESEARCH WOULD ALWAYS DONE PAST. THERE'S A LOT OF TIME TO LOOK AT COURTNEY WITH ALL THE DEPARTMENTS. OUR TEAM. HE HAS A LOT OF OTHER, UH. TRAFFIC ENGINEERING ITEMS THAT WERE WORKING ON S O. THIS IS A FULL TIME EFFORT. YEAH, AND I BELIEVE THAT IT'S VERY IMPORTANT TO GET THIS. STARTED NOW WE ARE IN A PANDEMIC, BUT.

THE ECONOMY'S IN THE TURN AROUND. WE ARE IN TEXAS. WE ARE GOING TO BUY THE TIME THAT WERE.

BACK TO NORMAL OR WHAT? NORMAL MAYBE WE'LL BE READY TO PUT IN THE FIRST FACE OF SIGNS AND HEALTH THAT ECONOMY COME BACK AND PICK UP. UM, BUT IT'S CALM CAN ANSWER TO THAT. YOU COME UP AND SPEAK TO. YEAH YOU DIDN'T SAY HOW MUCH TIME IS IT ANTICIPATED TO TAKE? I WAS TOLD.

DEFINITELY COUNCIL TOM GRANT WITH KIM LEE HORN. UH, SPEAKING TO YOUR. QUESTION I THINK THE FIRST TWO PHASES ESPECIALLY ARE A LOT MORE DETAILED WHERE CORBYN DESIGN IS OUR SUB FOR DOING. THEIR SIGN ARCHITECTS IS THEIR NICHE MARKET, AND THERE'S A FEW OF THOSE AROUND THE

[00:25:07]

COUNTRY THAT REALLY TAKE CARE OF THE DETAILS OF THE SIGNS. HOW THEY'RE MADE DISTRICTING OUT, I THINK IS A SPECIALTY. UM HOW WE GET TO THAT PART. PHASE THREE. AND THEN THE ENGINEERING AT THE END IS SOMETHING THAT I THINK. STAFF COULD EASIER ARE MORE EASILY TAKE ON A COMPONENT OF THAT. IF THAT WAS A THINK OF OUR STATE, WE CALLED PHASE THREE. THAT WAS WHERE YOU'RE TALKING ABOUT THE LOCATIONS WHERE EXACTLY WHAT THE SIGNS IN THE MESSAGI UM. PHASES ONE AND TWO ARE A LOT MORE SPECIALIZED. AND THEN WE'RE TALKING ABOUT THE FUTURE IMPLEMENTATION. SOMETIMES THAT GOES MORE OF A DESIGN BUILD. IMPLEMENTATION OF HOW YOU'VE DONE IT, BUT. IF THAT ANSWERS THE QUESTION YOU'RE ASKING ABOUT HOW MUCH TIME OR I'M JUST ACTUALLY WHAT'S WHY WOULD WHY WOULD ANYBODY. TAKE THE MONEY. I MEAN, WHAT IS THE VALUE THAT WE'RE GETTING FOR $300,000? WHAT WHY WOULD IT BE DIFFERENT THAT HIRING SOMEBODY TO GO AROUND AND EATING UP SIGNS WHERE. YOU KNOW, THEY THINK IS BEST TO PUT UP SIGNS. I MEAN, IS THERE SOME MATHEMATICAL WIZARD THAT IS ABLE TO COORDINATE EVERYTHING? THAT'S HELLO? THIS IS WHERE ASSIGNED GOES BECAUSE THIS IS I MEAN, THAT'S WHAT I DON'T UNDERSTAND.

300,000 HUH? MEAN THAT'S TWO OR THREE EMPLOYEES. FROM, YOU KNOW, I MEAN HERE. I MEAN, I JUST. IT'S A LOT OF MONEY, AND YOU MAY WANT IT. MAYOR PRETEND YOU'RE EXACTLY RIGHT. I MEAN, IT'S A LOT OF MONEY. BUT I THINK WHAT WE SAW IN 2005 WHEN WE TRY TO DO IT WITH STAFF, AND IT WAS NOT A SUCCESSFUL IMPLEMENTATION. YOU HAVING THE EXPERT IN THAT NICHE MARKET COME AND HELP US. MAKE SURE WE GET THE RIGHT DESIGN. HELP US TO THINK THROUGH ALL THE DIFFERENT DISTRICT'S TO MAKE SURE YOU'RE RIGHT. WE COULD GET CLOSE TO 75 80% OF THE SIGNS.

BUT WE WANT TO MAKE SURE WE HIT EVERYONE. WE DON'T WANT SOMEONE COMING BACK TO US AND SAYING WE'VE LEFT OUT THIS AREA OF THAT AREA, WE SHOWED FAVORITISM TO ONE AREA OR NOT. WE'RE GONNA HAVE A GROUP THAT WAS WORKING WITH OUR CROSS FUNCTIONAL TEAM TO MAKE SURE THAT WE GET ALL THE DIFFERENT LOCATIONS. PAM IS CORRECT. I MEAN, STAFFING. WE ARE. WE ARE HAVE A LOT OF WITHOUT A LOT OF THINGS ON A PLATE. AND YOU KNOW IF WE DO NOT PUT THE EFFORT AND THE FOCUS ON IT, IT'S NOT GONNA BE DONE WELL AGAIN, AND WE'RE GONNA HAVE ANOTHER PROJECT THAT WE WANNA REPLACE. AFTER A FEW YEARS. GARY IS PART OF THAT. TRAFFIC STUDIES. FOR LOCATION IDENTIFYING THAT. IS THAT PART OF IT OR NOT, THEY WILL BE USING SOME OF THE TRAFFIC ANALYSIS TOOLS TO HELP. SURE WE GET THE RIGHT LOCATIONS YOU KNOW, WORKING WITH ARE DIFFERENT DEPARTMENTS TOE MAXIMIZE THE. THE EXPOSURE TO THE DIFFERENT AREAS THAT WE WANT TO HIGHLIGHT IS A CITY TO BRING RESIDENTS IN THEM INTO MCKINNEY AND TO THESE DIFFERENT DESTINATIONS SHOPPING ON ENTERTAINMENT WISE. DID WE SHOP THIS AROUND HER? WE JUST ACCEPTED THEM. WHAT WE DID WAS WE WENT OUT WITH FOR ALL PROFESSIONAL SERVICES. WE WENT WITH AN R F Q REQUEST FOR QUALIFICATIONS. WE HAD SEVERAL FIRMS SUBMIT. CAN WE HORN WITH CORBIN DESIGN WAS THE TOP RATED CONSULTANT, AND THAT'S WHO WE'VE DISCUSSED A DESIGN FEE WITH. THE WAY PROFESSIONAL SERVICES WORK IS IF WE DECIDE WITH US, NOT THE FEE, WE GO TO THE NUMBER TWO FIRM AND WE DO NOT ENGAGE CONVERSATIONS WITH THEM AGAIN. WE CAN'T SHOT FEES FROM ONE FIRM TO THE OTHER FOR PROFESSIONAL SERVICES QUALIFICATIONS. SO AND THEN THE OTHER THING THAT REALLY E MEAN $1.5 MILLION DID THEY GET? ARE THEY DOING THE SIGNS? OR IS THAT JUST WHAT IS AN ESTIMATE TOE WHEN WE GO OUT FOR BID FOR THE SIGNS? THAT IS THAT IS OUR CURRENT ESTIMATE BASED ON WHAT WE SAW FROM PLANO AND FRISCO. FOR ABOUT THE MAGNITUDE OF CITY THAT'S COMPARABLE TO US OF A PROJECT. WE WOULD. ONCE WE GET TO THAT PHASE. WE WILL GO OUT AND BID THOSE PROJECTS. THAT IS A ESTIMATE ON LEE FOR PLAYING PURPOSES. WE WILL BE LOOKING FOR GRANTS THROUGH, YOU KNOW AMY ROSENTHAL, WITH THE MAIN STREET'S BEEN SUCCESSFUL IN SOME GREAT OPPORTUNITIES. THE CDC IS ALSO TALKED ABOUT WANTING TO BE A PARTNER WITH US AS WELL ON IMPLEMENT, IMPROVING WAY FINDING. S OH, YEAH, THAT'S JUST A PLACEHOLDER NUMBER. FOR NOW, ONCE WE GET THE EXACT NUMBER OF LOCATIONS KNOW WHAT THE SIGNING IT LOOKS LIKE WE CAN ACTUALLY START DOING SOME DETAILED COST ESTIMATING BECAUSE. AGAIN I JUST DO THE MATH. AND I THINK 500 SIGNS HAS $3000 A SIGN. SHE SEEMS CRAZY, EXPENSIVE $3000 PERCENT. SO IF YOU DID 500 OF THEM, AND I DON'T THINK WE'RE GONNA DO, 500, I HAVEN'T BEEN PUTTING PEN TO PAPER ON IT RIGHT NOW. I MEAN, WE REALLY JUST TOOK THE ESTIMATE BASED ON THE BALLPARK OF WHAT WE SAW FROM THE OTHE YOD COUNCILMAN ROGERS A GREAT QUESTIONS. THESE THINGS AIR ALWAYS. IT'S ALWAYS A QUESTION FROM A POLICY STANDPOINT. IS THIS A PRIORITY? IS THIS SOMETHING THAT'S NECESSARY? I THINK YOU LOOK AROUND AT OUR NEIGHBORING CITIES, THE CITIES THAT WE COMPETE WITH THE CITIES THAT WERE COMPARED WITH. THEY DO THESE TYPES OF WAY FINDING

[00:30:04]

SIGNS AND IF THEY'RE WELL DONE, THEY MAKE A DIFFERENCE THAT PEOPLE KNOW IT, POPS. AND PEOPLE SEE THAT AS A COMMUNITY THAT'S CERTAINLY NUMBER ONE WELCOMING. THEY'RE TRYING TO HELP PEOPLE FIND THEIR WAY, BUT NUMBER TWO, THEY ACTUALLY CARE WHAT THAT'S WHAT I WHEN WE DO THESE THINGS OURSELVES, IT'LL SHOW ON THAT DOESN'T THAT'S NOT A CRITICISM TO STAFF, BUT IT WILL BE ONE OF A NUMBER OF PROJECTS THAT WERE TRYING TO JUGGLE. AND SO WHAT WE DO IS WE TRY TO FARM THIS OUT TO A CONSULTANT TO ACTUALLY SPECIALIZES IN THIS. WHICH WE GENERALLY WORKS OUT WELL, BUT FUNDAMENTALLY, THE QUESTION IS, AND THIS IS THE QUESTION BEFORE THE COUNCIL WHEN YOU THINK YOU ASKED. WHAT WOULD THE VALUE BE TO THE COMMUNITY FOR THIS? THAT'S A QUESTION THAT YOU GUYS HAVE TO ANSWER. AT THE END OF THE DAY. WE PRESENT TO YOU WHAT WE THINK IS A PROGRAM THAT WILL ENHANCE THE AESTHETICS WILL HELP WITH WAY FINDING ETCETERA.

BUT AT THE END OF THE DAY, THE COUNCIL COULD SAY THIS IS NOT A PRIORITY RIGHT NOW OR THIS IS NOT ENOUGH VALUE FOR US AT THIS POINT IN TIME, GIVEN THE DOLLARS INVESTED. WE'RE TRYING TO PRESENT TO YOU THOSE THAT THE DOLLARS INVESTED ARE IN LINE WITH WHAT WE WOULD SEE IN OTHER COMMUNITIES NEARBY. IN THIS MARKETPLACE, THERE'S I'M I FELT COMFORTABLE THAT THE NUMBERS ARE CONSISTENT WITH WHAT YOU WOULD FIND IN OUR NEIGHBORING COMMUNITIES.

WHETHER OR NOT THE COUNCIL THINKS THAT'S A VALUE OR SUFFICIENT VALUE TO PROCEED.

THAT'S A DECISION YOU GUYS WILL HAVE TO MAKE. I COULD WEIGH IN AS WELL. GO AHEAD, CHARLIE.

CHRIS, DID YOU GET ANY FEEDBACK FROM ANY OF THESE CITIES THAT YOU TALKED WITH ABOUT? FEEDBACK THEY RECEIVED FROM THE GENERAL PUBLIC ON. FACT OF HAVING THOSE SIGNS FROM A STAFF LEVEL WHO WE DID. WE DID ASK THAT QUESTION, AND I BELIEVE THAT'S EXACTLY WHAT THE CITY MANAGER SAID. THE BUSINESS COMMUNITY. WE HAD POSITIVE COMMENTS BACK TO THEIR STAFFS ABOUT ENHANCING THE.

THEATRICS SS AND THE VISIBILITY OF THE DIFFERENT SHOPPING ENVIRONMENTS ON DIFFERENT DESTINATIONS. AND SO THEY FELT AS A STAFF LEVEL THERE WAS A POSITIVELY RECEIVED PROJECTS.

IS MY OTHER CONCERN IS WITH THE COST OF THIS PROJECT AND EVERYBODY GOING, ELEKTRONIK.

EVEN THOUGH I'VE TRIED TO RESIST FOR MANY YEARS NOW. WOULD IT NOT BE? MORE BENEFICIAL TO DEVELOP SOME KIND OF APP AND JUST MAKE ONE SIGN AND PUT IT AROUND THE CITY THAT SAYS PULL OVER AND LOOK IT UP ON THIS APP. GOD YOU THROUGH THE CITY. COULD WE NOT DO THAT FOR THE SAME AMOUNT OF MONEY? CHARLIE? RICK JUST ASKED ME WHAT? ANNAPOLIS. PLEASE BE DESCRIBED IN ALL SERIOUSNESS. YOUR RIGHT WAY. RECOGNIZE THAT YOU KNOW, PEOPLE ARE MOVING MORE TOWARDS THEIR PHONES AND OTHER DEVICES FOR. DIRECTIONS AND SO WE WANT INCORPORATE THE TECHNOLOGY INTO WHAT WE'RE DOING. THAT WAS ADDED FEATURE WE'VE HAD TO THE SCOPE OVER AND ABOVE WHAT THE OTHER CITIES HAVE DONE, ESPECIALLY IN THE DOWNTOWN AREA. HOW COULD BE CREATIVE WHEN WE HAVE A WAY FINDING SYSTEM AT A PEDESTRIAN LEVEL IN THE DOWNTOWN? YOU KNOW, THAT IS EASIER FOR OUR MAIN STREET BOARD TO OPERATE AND KEEP UP TO DATE. YOU KNOW THE STATIC SIGNS THAT ARE OUT THERE ON THE SIGNAL POLLS TODAY, ONE OF BUSINESS CHANGED OVER THAT'S DIFFICULT FOR OUR MAIN STREET STAFF TO GO OUT AND REPLACE THOSE AND SO WE'RE LOOKING AT THOSE ELECTRONIC KIOSK. THOSE TYPE OF THINGS T TRY TOE TO YOUR POINT, DO THAT.

BUT THERE IS. YOU KNOW, UH, FOR TRAVELERS SAFETY. WE LIKE THE VISUAL ENGINEERING DEPARTMENT LIKES THAT VISUAL SIGN OUT THERE. SO YOU'RE NOT LOOKING DOWN ON THE PHONE? OH I NEED TO TAKE THIS LEFT. I HAVE THE SIGN UP HERE THAT GUIDING ME. SO WILL THE CHIEF ASKED ME TO ASK THAT QUESTION SO IT COULD GET SOME MORE OFFICERS? YEAH, JUST LETTING CHIEF GOOD GET GARY, ANOTHER STAND. THE I THINK THE BIG PICTURE IS WHEN PEOPLE SEE THAT HOW MUCH MONEY SPENT ON IT. HOW WE'RE PUTTING THIS TOGETHER JUST TO GET GET IT OFF THE GROUND BEFORE IT EVEN STARTS. UM. THE SIGNAGE IS IMPORTANT PEOPLE AND UNDERSTAND THAT IF YOU COME FROM MANY CITIES LIKE NEW BRAUNFELS, TEXAS PLACES WHERE THEY HAVE AH, DOWNTOWN, THAT GOES DIFFERENT WAYS TO WHERE YOU HAVE SIGNAGE ISSUE TO WHERE TO GO. YOU THINK? WELL, THAT JUST GOT THERE. YOU DON'T UNDERSTAND HOW IT GOT THERE, AND I THINK THE STAFF SHOULD PLAY A BIGGER ROLE.

WE ALL KNOW KIMBERLY HORN'S GONNA DO A GREAT JOB ON THIS BECAUSE THEY'RE GOOD AT WHAT THEY DO. THE THING IS TRYING TO SELL THIS TO A CITIZENSHIP WHEN YOU'RE SAYING YOU'RE SPENDING $300,000 ON JUST TO TELL US WHAT TO DO. IS THE HARDER SELL. I UNDERSTAND IT. HAVE WE EVER LOOKED AT WHERE? ON THE SIGN IT AND YOU KNOW WHEN YOU'RE DRIVING DOWN THE HIGHWAY TEX DOT HAS THE SIGNS UP. AND IT SAYS, YOU KNOW, BURGER KING. WHATEVER ELSE YOU KNOW THOSE AIR PRETTY MUCH SPONSORED SIGNS. I WOULD THINK THAT'S A COMPLETELY THIRD PARTY SIGN.

YES. SO BUSINESS HAS TO CONTRACT WITH THAT FIRM. HAVE THAT SIGN WITH THEIR LOGO PUT ON THERE, AND THAT'S ALL IN. APPARENTLY, IT'S NOT EVEN OPERATED BY TECH STOCK. IT'S OUTSIDE. NO THEIR SYSTEM. NO, THAT WAS JUST A QUESTION. I DIDN'T. I'M TRYING TO FIGURE A

[00:35:06]

WAY THEY CUT SOME COSTS DOWN HERE ON THIS. I KNOW WE NEED THIS BECAUSE, YOU KNOW, WE ALL SEEN FRISCO AND HOW THEY'VE DONE IT, ESPECIALLY WHEN YOU GET CLOSER LIKE THE DR PEPPER BALLPARK AND ALL THAT AREA WHERE THEY'VE GOT A STONE BRIAR WHEN THEY'VE GOT IT GOING DIFFERENT WA PLANE. OKAY DID THERE'S IT LOOKED REALLY GOOD? ESPECIALLY WHEN THEY'RE DOWNTOWN GOT FINISHED TO KIND OF GET YOU WHERE YOU NEEDED TO GO AND. UM I UNDERSTAND IT.

IT'S JUST IT'S A TOUGH PILL TO SWALLOW WHEN YOU LOOK AT THE MONEY, AND ESPECIALLY LIKE AZIZ. PUTIN SAID. YOU KNOW, $1.5 MILLION PERCENT WERE LIKE WE'RE PRINTING GOLD SIGNS HERE.

IT JUST SEEMS LIKE A LOT A LOT OF MONEY. WELL ONE OF THE GOALS ON THE COST OF THE FOR IMPLEMENTATION IS TO FACE THAT OVER TIME. WHAT MAKES SENSE? OKAY, SO WE'RE INTO THE DOWNTOWN FIRST THAT COST 300,000. OKAY NOW WE WANT TO DO. AROUND ALL THE NEW BUSINESSES AROUND 3 80. THAT MIGHT BE ANOTHER PACKAGE THAT WE DO SEPARATELY TO HELP SPREAD THAT COST BURDEN OUT OVER TIME, EH? SO WE DON'T HAVE TO DO 1.5 MILLION IF THAT'S THE FINAL NUMBER. ALL AT ONE TIME SO WE CAN LOOK FOR OTHER OPPORTUNITIES. T O DO THAT. BUT I UNDERSTAND COMPLETELY THE COST NUMBER. THAT'S WHY WE WHAT FOR THE COMPARISON NUMBERS OF THE OTHER CITIES. I THINK ONE OF THE CHALLENGES THAT MCKINNEY HOUSE WHEN WE LOOK AT THIS IS OUR THE VAST LAND AREA, YOU KNOW, FROM THE WEST SIDE TO THE EAST SIDE, ALL THE DIFFERENT DESTINATIONS THAT WE HAVE THAT WE WANT TO HIGHLIGHT THE DIFFERENT PARK SYSTEMS THAT.

MAJKOWSKI IS CREATED AND WITH OUR PARKS DEPARTMENT. IT'S FANTASTIC. WE WANT TO GET PEOPLE THERE. TAKE CARE OF THOSE. AND SO WHEN YOU ADD THAT. SIZE COMPONENT THAT ALSO HELPS BRING UP THE COST. CAN I HAVE AN INTERJECTION HERE? BECAUSE CARRIE, I THINK WHEN YOU SAY THAT I'M GOING TO SPREAD IT OUT. THAT DOESN'T THAT DOESN'T ADDRESS THE CONCERNS JUST MEANS . SPEND ALL THAT MONEY OVER A LONGER PERIOD TIME. I THINK ON DEVIOUSLY I WILL BE TREMENDOUSLY CRITICAL WITH ME WHEN WE GET TO THAT PLACE, LOOKING AT A MILLION AND A HALF DOLLARS AND WANTED TO SEE WHAT THAT IS, BUT. I'LL ARGUE THE OTHER SIDE OF MINUTE BECAUSE THERE'S A LOT OF CONCERNS THAT HAVE BEEN BROUGHT UP THAT I SHARED. BY THE WAY ALL THOSE CONCERNS IF I WAS GONNA GIVE OTHER PERSPECTIVES. I WOULD SAY THAT. THIS IS NOT JUST ABOUT DECIDING WHERE WE PUT SIGNS. IT'S BUT CERTAINLY IT PRESENTS ITSELF THAT WAY ON THE AGENDA BY THE WAY TO THE GENERAL PUBLIC. I THINK IT'S REALLY ABOUT HOW WE'RE GONNA BRAND THE CITY. IT'S WHEN WE TALK ABOUT THE DESIGN COMPANY. IT'S NOT JUST DONE A THERE THERE SCOPE OF WORK IN THE COURSE THEY IDENTIFIED. THERE'S THAT THIRD PHASE WE COULD POTENTIALLY LOOK AT NOT DOING, BUT IT'S. IT'S LIKE WHEN YOU HIRE A MEDIA COMPANY TO DO AN AD. IT'S YOU END UP WITH A SINGLE PIECE OF PAPER PICTURE THAT GETS REPRODUCED, BUT THE MONEY ISN'T IN THE INTELLECTUAL CAPITAL OF THE ARTISTIC CAPITAL GOES INTO CREATING THAT DESIGN THAT SIGN IN THE BRANDY. AND I'M GOING TO GUESS THAT. WHAT WE'RE GOING TO SEE AND CORRECT ME IF I'M WRONG, TOM, BUT I'M GUESSING WHAT WE'LL SEE WHEN WE TALK ABOUT THIS KIND OF MONEY IS NOT DESIGNING A RECTANGULAR SIGN THAT SAYS. PARK WITH A NARROW WE'RE TALKING ABOUT A REAL BRANDING LIKE WE SEE IN FAIRVIEW AND WE SEE AND IN SOUTH LAKE, IT'S GOING TO BE A MYRIAD OF DIFFERENT KINDS OF SCIENCE. MAYBE MONUMENT SIGNS AS YOU COME OFF HIGHWAY FIVE INTO DOWNTOWN. INTRODUCING YOU TO THE HISTORIC DISTRICT. THEY'LL BE DESIGNED THAT KIND OF DESIGN AND SCHEMATIC. THERE'S THE DESIGN OF THE OF THE YOU KNOW, THE MULTI SYME LIKE THE CALL IT THE MASH, YOU KNOW. SIGN THAT IT'S ALL IT'S A LOT OF THIS IS DESIGNING BRANDING FOR A COMMUNITY. UH, IS. 11 THING. I DON'T THINK THAT WAS SAID ENOUGH AND THEN, SECONDLY, TO EVERYONE'S POINT UP HERE ON THE 1.5. CERTAINLY IF YOU TELL ME THAT THAT'S X NUMBER SIGNS FOR A MILLION FIVE. I'M GOING TO DO THE MATH AND. AND REALLY BUCKET, THE PRICE PER SIGN. BUT I THINK WHAT WE'RE TALKING ABOUT IS SOME REAL VARIATIONS OF MONUMENTS. SIGN AT THE ENTRANCE OF DOWNTOWN AND MASONRY ON AND ON. AND LIGHTING IS GOING TO BE THIS THIS AMOUNT OF MONEY AND THEN THESE OTHER SIGNS. ON AGAINST NOT JUST SIGNS IT'S BRANDING AGAIN. IF YOU LOOK AT FAIRVIEW AND SOME OF THE OTHERS THAT HAVE DONE SOMETHING THAT WHEN YOU GO INTO THAT CITY, YOU KNOW YOU'RE ENTERING A SPECIAL KIND OF PLACE. THAT'S JUST ANOTHER PERSPECTIVE. AT THE SAME TIME, I SHARE ALL THE CONCERN ON COST, YOU KNOW, BUT I BRING THAT UP IN OUR MEETINGS ALL THE TIME. AND IT'S. HARD TOE DIGEST SOMETIMES, BUT I THINK PART OF THAT IS NOT REALLY WE DON'T REALLY NOT UNDERSTANDING THE FULL SCOPE.

SO WITHOUT THE ACCURATE TIME THAT THIS IS THIS IS ALSO THIS EXPENSES IS BRANDING.

MESSENGER. YOU'RE CORRECT ON THAT. GARY. IT BROUGHT UP THAT FAMILY OF SIGNS. THIS IS WITH BASE TWO. YOU WOULD GET. THROUGH THIS COMPONENT AND THE SIGN DESIGN ARCHITECT GOES INTO THE DETAILS OF EACH OF THOSE SIGNS. SO THEN IT CAN GO TO A CONTRACTOR TO BID IT. SOME OF THAT THING WITH THE 1.5 MILLION FOR PLANO, AND THAT'S AN ESTIMATE THIS POINT THEY HAVEN'T PUT OUT TO BID, BU UH, HAVE I WANT TO, SAY 15 KIOSKS THAT ARE GONNA BE IN DOWNTOWN

[00:40:06]

AND LEGACY WHICH OF THOSE IS GONNA BE POWERED? SO IF YOU THINK ABOUT THE JUST THE COST OF BRINGING ELECTRIC POWER OVER TO ASSIGN JUST ADDS COST ON TOP OF JUST ASSIGN ITSELF. EACH OF THESE HAS THE FOUNDATION, SO THEY'RE DESIGNED TYPICALLY TO BE A BREAKAWAY POST. THE UNDERGROUND COMPONENT. ASSIGN A LOT TIMES IS A COUPLE OF $1000 TO PUT THOSE FOUNDATIONS AND SO THEY'RE GOING TO BE BUILT CORRECTLY, SO THEY'RE NOT GONNA F SO ARE ALL THESE SIGNS ON. PUBLIC PROPERTY CITY MCKINNEY PROPERTY THAT WE'RE NOT PAYING, HAVING TO PAY SOMEBODY. THEO PUT OUR SIGN UP CORRECT. THAT WOULD BE THE INTENT FOR THIS PUBLIC RIGHT AWAY, OKAY? AND AGAIN, I JUST WANT OH, REITERATE THAT IT'S LIKE WHEN YOU SAID HE GOES AND HIRES A COMPANY TO REBRAND THEMSELVES OR ANY PRODUCT. WAS COMING TO REBRAND THEMSELVES.

THERE'S A WHOLE LOT OF GONNA SAY INTELLECTUAL CREATIVE CAPITAL THAT GOES INTO THAT BRANDING. SO WHAT WE'RE PAYING FOR I'M IMAGINING IS. IN ADDITION TO ALL THE LOCATES ALL THE REVIEW OF TRAFFIC COUNTS, REVIEW OF LOCATIONS AND ULTIMATE DESIGNS IS. FIRST STARTING WITH WHAT IS HOW IS MCKINNEY GONNA BE BRANDED WHEN YOU DRIVE OFF THE FREEWAY AND THROUGHOUT MCKINNEY? WHAT'S THE CONSISTENCY? WHAT'S THE CONTINUITY IS IT IS IT PLEASANT? IS IT IS IT IMPRESSIVE VISIT, YOU KNOW, OR IS IT A GREEN SIGN WITH AN ARROW IN A METAL POLE. YES, SIR. WHEN YOU LOOK AT THIS ONE TO HAVE RUN UP THE PLANO OF.

YOU KNOW, DECIDED ON ITS CLOSE TO WHAT'S ON THE LEFT WHERE IT SAYS CONCEPT ONE. THE RIGHT WAS WHEN THEY DIDN'T GO WITH THAT MARK A SUBTLE P, BUT THEY WERE GOING WITH AND THEY WENT THROUGH. LOT OF EARLY JUST I'LL SAY QUICK SKETCHES BEFORE THEY DEVELOPED IT TO THIS LEVEL, AND THAT WAS THE TWO THEY BROUGHT FORWARD. TWO BACK TO COUNCIL AFTER GOING THROUGH ALL THE COMMITTEES. SO IT'S A SUBTLE PETE. THAT'S METALLIC THAT THEY WERE WANTING TO GO A BIT MORE MODERN, INCORPORATED THE COLORS OF THE CITY ON THE BACK OF THAT SCIENCE ALWAYS HAD, LIKE ZERO P EMBLEM THAT THEY HAVE. ON OTHER VERSIONS OF IT. IT WAS ON THE BACK SIDE OF THE SIGN. MEANING TO WHAT THEY WOULDN'T DO FOR THEIR KIOSK. SO THAT WAS A LOT THAT BRANDING EXERCISE THAT WENT REALLY CLOSELY WITH THE ECONOMIC DEVELOPMENT GROUP IN PLANO, AND PLANNING AND DEVELOPMENT AND USING YOUR OWN LOGO THAT YOU HAVE TRYING TO BUILD OFF THAT AND TRYING TO THINK OF WHERE YO. IT IS DEFINIA BRANDING OPPONENT. UPFRONT PHASE ONE. PHASE TWO IS A LOT MORE ON THE DESIGN. DETAILS OF. FAMILY OF SIGNS AND HOW THEY GOT YOU GET BUILT, WHAT THAT COMPONENT OR WHAT WE ALSO HAD IN THE PHASE TWO WAS DIVING A LOT MORE IN THE DETAIL ON THE MONUMENT SIGNS, WHICH A LOT OF TIMES THOSE AIR SERVICE THEIR OWN. SITE PLAN. YOU'LL SEE THOSE THAT YOUR MAJOR DEVELOPMENTS THAT THEY DO THOSE SO THAT IS INCORPORATED IN TO THIS PROJECT. A SWELL AS PART OF THAT PHASE TWO PART FACE SORRY THAT JUST PLEASE DON'T BRING US SOMETHING. IT LOOKS LIKE THE ONE ON THE RIGHT. I THINK I SPEAK FOR THE REST OF COUNS YOU SAID. IT UNDERMINES MY TRUST IN YOU RIGHT NOW, BUT THE ONE LEFT IS VERY IT'S GREAT NIGHT. APPRECIATE THAT PLANE. I WANTED TO GO A LOT MORE MODERN WITH IT. FRISCO WAS GOING OFF OF THERE AT THE RAILROAD AND THE SORT OF HISTORIC MORE RUGGED FEEL WHEN THEY IMPLEMENTED. THERE'S SO EACH. CITY CREATES IDENTITY, AND THAT'S A LOT OF THAT PHASE ONE PIECE. HOW WE BROKE THAT THOSE THREE PHASE THE PHASE THREE SCOPE OF WORK WAS WHERE WE WERE TALKING ABOUT ALL THE SPECIFIC LOCATIONS AND MESSAGING. THAT'S DEFINITELY QUESTION FOR STAFF, BUT SOMETHING THAT WE DON'T HAVE TO BE AS ENGAGED. IN THAT PART, NECESSARILY. NO ONE ELSE HAVE QUESTIONS OR COMMENTS. A COUPLE COMMENTS OF THE I MEAN, THIS IS BY FAR. NOWHERE CLOSE TO A SCIENTIFIC SURVEY. BUT I'LL GET THROUGH FOUR COMMENTS AND REALLY, I THINK I CATEGORIZED THE COMMENTS AND TWO THINGS. ONE IS WHEN THESE FOLKS GO TOE ARE SISTER CITIES. JUST THEY THINK WELL, NUMBER ONE. THEY HAVE THEIR STUFF TOGETHER. OVER TO, THEY CAN GET AROUND TO GET WHERE THEY NEED TO BE. SO THAT WAS THEIR COMMENTS ON OUR SISTER CITIES AND TH. FROM STANDPOINT HERE, THEY SAID THEY DID MENTION MONEY. YOU KNOW, IT WAS WAS A CHUNK. BUT THEY SAID, YOU KNOW, THEY WANT. PROBABLY THE BEST I COULD SAY IS MAYBE IT'S THE BRANDING. THEY WANT MCKINNEY TO HAVE A LOOK. THE SCHOOL HAS LOOKED PLAYING ON HIS LOOK. WHY DON'T WE HAVE A LOOK? AND IT'S NOT THAT WE ALWAYS COMPARE HERSELF TO HER SISTER CITIES, BUT THERE IS SOME CACHET INVOLVED TOE HAVING A BRANDING CARING ABOUT YOUR VISITORS GUIDING PEOPLE WHERE YOU WANT TO BE SO. THEY WERE BOTH OFF FOR THESE FOLKS WERE CONCERNED ABOUT THE DOLLARS, BUT IN THE END, THEY WANTED A NICE PROFIT. IT'S WORK. SO WITH THAT WE HAVE CONSENSUS TO BRING AN ITEM AT THE NEXT COUNCIL MEETING FOR A DESIGN CONTRACT.

WOULD YOU LIKE TO SEE IT BUT BROKE UP IN DESIGN PHASES AND APPROVE EACH ONE OF THESE TIME? I THINK FOR ME. ONLY PHASE THAT I WOULD IMAGINE WOULD BE SOMETHING WE WOULD EVEN. BE

[00:45:11]

CONCERNED. WE'RE SEEING THAT BROKEN. I WOULD BE THE THIRD PHASE, BUT I AM IN FAVOR OF MOVING FORWARD. I THINK IT'S IMPORTANT FOR US TO BRAND THE CITY AND AGAIN. I SAY .

SAME CONCERN THAT WAS EXPRESSED SEEMS VERY, VERY EXPENSIVE. EVERY TIME I SEE SOME OF THESE THINGS THAT MAKES ME THINK I'M IN THE WRONG BUSINESS, BUT BUT I ACTUALLY UNDERSTOOD. I SAY ALL THAT SOMEONE JUST SOMEONE SERIOUS. I ALSO UNDERSTAND THE IMPORTANCE OF BRANDING AND I'LL LIKE IN IT AS I DID BEFORE TO AN AD AGENCY THAT WE PAY. WE'RE NOT PAYING THEM FOR THE MAN. I THINK THAT WENT ON THE ONE PAGE TO CREATE THAT. THAT LOGO THAT WE'RE NOT GONNA BE BRANDED.

WE'RE PAYING FOR SOMETHING HOPEFULLY MUCH MORE. IN THE BRANDING ASPECT. NO. I CAN SEE THE BENEFIT TO HAVING THAT. FIGHTING TECHNOLOGY. IT ALSO. HELPS VISITORS IN MCKINNEY MEET THE LOCAL FOLKS WHEN YOU DON'T HAVE THOSE SIGNS BECAUSE THEY'LL PULL OVER AND ASK SOMEBODY MAKES MUCH MORE FRIENDLY ENVIRONMENT. BUT I DO UNDERSTAND THE BRANDING CONCEPT OF IT. THANK YOU. I HAVE NO PROBLEM SPENDING MONEY. I JUST WANT TO MAKE SURE WE'RE DOING IT SMART AND, YOU KNOW, I MEAN, I KNOW IT TAKES ME WAY ALL FIRST LOOK AT I THINK ALL OF THIS KIND OF THINKING, BUT WE WERE TALKING ABOUT FINDING OUT WHERE WE PUT STANDS SIGNS. BUT I THINK WHAT WE'VE IDENTIFIED IS IT'S MUCH, MUCH MORE THAN THAT. GOOD COUNSEL. WE HAVE CONSENSUS. YOU KNOW, I WAS GONNA SAY THE SAME THING. I DON'T HAVE THE PROBLEM SPENDING THE MONEY EITHER, BUT I, BUT WE HAD TO STUDY AFTER STUDY AFTER STUDY AFTER STUDY. SO WE GET HIT WITH ALL THESE STUDIES, AND THEY ADD UP AT THE END OF THE DAY WHAT WE'RE DOING ON STUDIES, AND THEN WE SEE STAFF WERE LIKE, WELL, WE DON'T UNDERSTAND HOW MUCH IT TAKES UP OF Y'ALL TO GET THIS DONE S SO IT'S NICE REALLY EXPLAIN IT, SO WE ACTUALLY KNOW WHAT'S ACTUALLY HAPPENING. WE'RE NOT. WE'RE NOT SITTING WHERE YOU'RE SITTING LOOKING AT. I THINK THE BRANDING HAS TO BE DONE. WE DON'T NEED TO MICKEY MOUSE'S THINGS LIKE LIKE IT HAPPENED IN 2000 AND FIVE WE DIDN'T WE NEVER CAUGHT UP SINCE. THE OTHER CITIES OF PRETTY GOING PAST THAT AND YOU'VE SEEN BIGGER BUSINESSES END UP IN THOSE CITIES. AND I'M NOT SAYING THAT'S THE REASON WHY ADDS TO IT, BUT EVERY PIECE THAT YOU MISS IS ANOTHER PIECE THAT A BUSINESS SEIZE OR ATTRACTION SEES WHETHER IT'S A HOME RUN OR ANYBODY ELSE.

WANTING TO MOVE THAT CITY. IF THEY SEE THAT YOU'RE NOT DOING CERTAIN THINGS, THEY SEE THAT YOU'RE CUTTING CORNERS SOMEWHERE, SO WE'VE GOT TO STOP CUTTING THOSE CORNERS AND MOVE FORWARD LIKE THE REST OF EVERYBODY ELSE HATES SAYING THAT, BUT WE JUST HAVE TO. I WOULDN'T MIND SEEING A LITTLE ATTENTION. BABY FACE THREE EITHER IF THERE WAS TO BE DIFFERENTIATION. IF IT HAS ANYTHING WITHOUT UNIQUE BY NATURE. I'M GONNA VOTE AGAINST IT SAYING, WHAT DO WE KNOW IF IT HAS ANYTHING TO DO WITH YOUR LITERATURE? ALL RIGHT, SO YOU HAVE CONSENSUS. THANK YOU, TOM. MAKE SURE YOU WOW. US. PLEASE. THANK YOU. NEXT ITEM. 20113 TO

[Update on Solid Waste Management Strategy]

UPDATE ON SOLID WASTE MANAGEMENT STRATEGY. BUT IT WAS. THE SHORT STRAW. MAYOR COUNCIL MANAGER. GOOD AFTERNOON. MY NAME IS ERIC HOPES ON THE CITY'S ENVIRONMENTAL SERVICES MANAGER. I HAVE A PROJECT ON CONSENT THIS EVENING, AND I WANT TO BRIEF YOU ON WHAT WE HAVE PLANNED WITH REGARDS TO DEVELOPING THE SOLID WASTE MANAGEMENT STRATEGY. SEE WITH YOU. EVER AGAIN. ALL RIGHT. WITH COUNCIL APPROVAL, CITY STAFF WILL BEGIN WORKING CLOSELY WITH THE SELECTED CONSULTING TEAM OVER A 12 MONTH PERIOD TO DEVELOP A COMPREHENSIVE STRATEGY, WHICH WILL GUIDE THE CITY'S ACTIVITIES OVER A 20 YEAR HORIZON. DEVELOPING THIS STRATEGY IS A CRITICAL STEP TOWARDS ACHIEVING SUSTAINABLE MATERIALS MANAGEMENT, THE IMPENDING STRATEGY. IS INTENDED TO BE FLEXIBLE AND OPEN FOR ADAPTION AND CHANGE AS NEEDED, AND IT WILL SERVE AS A PRINCIPLED FRAMEWORK FOR CITY LEADERSHIP TO MAKE INFORMED RESEARCH BASED DECISIONS. SYSTEMATIC APPROACH TO USE WILL REFLECT A PLAN FOCUSED ON THE TRIPLE BOTTOM LINE. THAT'S THE HAS DISPLAYED IN THE VENN DIAGRAM ECONOMIC, SOCIAL AND ENVIRONMENTAL FACTORS. BE THE BASIS, FRUIT WILL FORM THE BASIS FOR THE STRATEGY DEVELOPMENT. CRITICAL EMERGING TRENDS WILL BE EXAMINED BOTH HERE IN TEXAS AND NATIONALLY TO CREATE AN UNDERSTANDING OF LOCAL IMPLICATIONS. ROBUST STAKEHOLDER ENGAGEMENT PROCESS IS DEEMED KEY TO GAINING INPUT, ENGAGING COMMUNITY SUPPORT, WITH THE PRIMARY FOCUS ON COLLABORATIVE INPUT AND UNDERSTANDING. THE PROJECT WILL

[00:50:01]

REFLECT THE NORTH CENTRAL TEXAS PLANNING REGIONS, VALUES AND GUIDING PRINCIPLES BY GAINING.

UNNECESSARY INSIGHTS FROM THE COUNCIL OF GOVERNMENTS. 25 YEARS SUSTAINABLE MATERIALS MANAGEMENT PLAN. AND ALL THE PROJECT WILL ESTABLISH STRATEGIC GOALS AND OBJECTIVES BY PROVIDING SHORT, MIDDLE AND LONG TERM IMPLEMENTATION RECOMMENDATIONS BY PROGRAM AND SERVICE TYPE. ALSO ANALYSIS AND CONSIDERATION OF REASONABLE ALTERNATIVES OR A MENU OF OPTIONS WILL BE DEVELOPED. THESE ALTERNATIVE STRATEGIES AND PROGRAM OPTIONS THE CITY MAY WISH TO CONSIDER ITS FUTURE ENHANCEMENTS. ALSO DEVELOPED WILL BE AN IMPLEMENTATION AND FUNDING PLAN. THIS WILL BE THE DETAILS ON HOW WE WILL AFFECT THE ESTABLISHED STRATEGY.

PLANNING PROCESS WILL CONSIST OF TWO PHASES. PHASE ONE ENDEAVORS TO EVALUATE THE EXISTING SOLID WASTE AND RECYCLING SYSTEM AND GAINS, THE PERSPECTIVES AND SUPPORT OF CITY STAKEHOLDERS IN THE COMMUNITY. FROM THIS, THE CONSULTING TEAM CAN PROVIDE EARLY IMPROVEMENT RECOMMENDATIONS. DURING FACE TWO STRATEGIES AND OPTIONS WILL BE CONSIDERED AND DEVELOPED TO INCLUDE CREATING WITH FLEXIBLE MATRIX OF ALTERNATIVES.

ULTIMATELY A 20 YEAR, IMPLEMENTATION AND FUNDING PLAN WILL BE DEVELOPED ALONG WITH AN IMPLEMENTATION SCHEDULE. STRATEGY DOCUMENT WILL BE DRAFTED IN PRESENTED TO COUNSEL.

ONE MCKINNEY 2040 PLAN, ALONG WITH CITY COUNCIL'S GOALS AND STRATEGIES WILL PROVIDE THE NECESSARY INSIGHT. ON THE CITY'S DIVISION AND GOALS AND PROVIDE KEY DATA AND FORECASTING INFORMATION TO THE CONSULTING TEAM. THE PLANNING PROCESS WILL BE BASED ON THREE PRIMARY PRINCIPLES TO CREATE A COMMON VISION. THESE INCLUDE IDENTIFYING FUTURE ORIENTED SCENARIOS THAT MAY RESULT FROM RAPIDLY EMERGING SOCIAL AND TECHNOLOGICAL TRENDS.

CONDUCTING PEOPLE FOCUS STAKEHOLDER ENGAGEMENT TO BUILD KNOWLEDGE OF CRITICAL INTERESTS. THIS APPROACH WILL GO BEYOND. TRADITIONAL STAKEHOLDER ENGAGEMENT TO BUILD SUPPORT FOR A COMMON VISION. JUST WELCOME FRIES. THINK TANK STRATEGY VISION WORKSHOPS DESIGNED TO ENSURE THAT CRITICAL STAKEHOLDER INTERESTS ARE REPRESENTED. THIS WILL INCLUDE UP TO 80 STAKEHOLDERS AND CONSIST OF RESIDENTS. BUSINESS OWNERS, APARTMENT MANAGERS, ELECTED OFFICIALS. CITY STAFF CITY, OUR CIVIC ORGANIZATIONS AND THE LIKE.

ALSO THESE MEMBERS WILL BE ASKED TO TAKE A DETAILED LOOK AT EMERGING TRENDS AND PUBLIC POLICIES. FOCUS GROUPS WILL PROVIDE A FORUM TO GAIN KEY INSIGHTS FROM SPECIFICS.

STAKEHOLDERS SUCH AS NEIGHBORHOOD GROUPS AND DOWNTOWN CUSTOMERS. ONLINE SURVEYS WILL SEEK OBJECTIVITY TO EVALUATE THE CURRENT SOLID WASTE AND RECYCLING SYSTEM AND THE COMMUNITIES ADAPTABILITY TO POTENTIAL CHANGES. FACTORS AFFECTING SERVICE OPERATIONS AND RATES WILL BE EMPHASIZED. STAKEHOLDER INTERVIEWS WITH BUSINESS OWNERS, ELECTED OFFICIALS AND CITY STAFF AS WELL AS WASTE CONNECTIONS, NORTH TEXAS MUNICIPAL WATER DISTRICT AND OUR AREA CITIES. WILL BE CONDUCTED TO SEEK THEIR PERSPECTIVE AND INSIGHTS. CITY STAFF, ALONG WITH THE CONSULTING TEAM WILL PROVIDE UPDATES AT KEY POINTS THROUGHOUT THE PROJECT TO CITY COUNCIL. AND FINALLY DEVELOPING DATA DRIVEN ANALYSIS OF SOUND RESEARCH AND STAKEHOLDER ENGAGEMENT RESULTS WILL BE CONDUCTED AND USED TO SUPPORT STRATEGIC RECOMMENDATIONS. AGAIN ALL OF THIS AIMS TO EMPOWER CITY LEADERSHIP TO MAKE INFORMED RESEARCH BASED DECISIONS OVER A 20 YEAR HORIZON. LASTLY, SLIDE PROVIDES A DETAILED LOOK AT THE STRUCTURE AND APPROACH OF THE PROJECT TIMELINE WITH ITS INITIAL PHASE AND TWO PRIMARY PHASES SPANNING 12 MONTHS, STAFFS AIM IS TO BEGIN THIS PROJECT IN JANUARY WITH A COMPLETION IN DECEMBER OF 2021. AT THAT TIME WE EXPECT TO BRING A FINAL STRATEGY DOCUMENT BEFORE COUNSEL FOR APPROVAL. AT THIS TIME, I WOULD BE GLAD TO ADDRESS ANY QUESTIONS YOU MAY HAVE. SO, UM. WHAT ARE YOU TRYING TO DO HERE? SO YOU READ ALL THIS AND I'M NOT REALLY SURE EXACTLY WHAT'S GOING ON AND WHY THIS WAS NECESSARY. AND SO THAT'S KIND OF CAN YOU EXPLAIN? IN A NUTSHELL. KIND OF WHAT? WE'RE I SURE CAN. I'VE BEEN I HAVE BEEN RUNNING THE SOLID WASTE SYSTEM FOR 16 YEARS WHEN I GOT HERE. I'M JUST GOING TO GIVE YOU A BACK ROOM SURENESS. WHEN I GOT HERE IT WAS IN SHAMBLES. DIRECTION I RECEIVED FROM COUNSEL IN THE CITY MANAGER'S OFFICE WAS TO FIX IT. MAKE IT LIKE EVERYBODY

[00:55:04]

ELSE. OVER THE YEARS, I BROUGHT IT UP TO PAR, AND IT NOW FUNCTIONS AS WELL AS ANY OTHER CITY. THAT'S THE THAT'S WHERE WE'RE AT. SO WHEN YOU SAY IT'S UM IT WAS A MESS. EXPLAIN WHAT IS A MESS IS THAT THE BUILDING IS THAT THE, UM IT ACTUALLY WASN'T REALLY WORKING, AND WE WERE PUTTING IN SEWAGE THAT WERE SHOULDN'T BE CONTRACTS. THE CONTRACTORS WERE NOT PERFORMING. WITH PEOPLE. YES GO AHEAD. YOU'RE TALKING ABOUT SEWAGE IS SOLID WASTE AS IN TRASH. I'M SORRY. TAKING SEWAGE COURSE I'M HUMAN SOLID WAY I'M TALKING ABOUT SPREADING. I'M TALKING ABOUT SOME WAYS. I'M NOT TALKING ABOUT SEWAGE. OKAY, SOMEBODY BROUGHT UP SEWAGE. BUT TO MAKE THAT CLEAR, THAT'S THAT WAS A GOOD JOB OF SUCH. NOW A ZAY WAS SAYING SO. OVER THE YEARS WE'VE BROUGHT IT UP TO PAR AND YOU KNOW, WE. AS THE FIVE SEAS THAT MAKE UP THE SOLID WASTE SYSTEM WITHIN NORTH TEXAS. WE ALL WORK IN LINE. I THINK AS. THE DIRECTOR OF PUBLIC WORKS AND CITY MANAGER'S OFFICE. WE'VE LOOKED AT THIS AND WE'RE AT A POINT WHERE WE BELIEVE WE NEED TO LOOK AT WHERE OUR FUTURE IS GOING. DO WE WANT TO CONTINUE TO DO MORE OF THE SAME? ARE WE EFFICIENT? ARE WE DOING BEST PRACTICES? ARE WE DOING LEADING PRACTICES? UM WE UNDERSTAND OUR RECYCLING THE NATIONALLY RECYCLING SYSTEM. IS IN DISARRAY, RIGHT? WE DON'T KNOW YET. WHAT KIND OF INVESTMENTS ARE GOING TO BE MADE INTERNAL TO THE NATION? THAT'S WHERE IT'S GOING TO HAVE TO HAPPEN THAT WE CAN'T LOOK EXTERNAL ANYMORE. SO WITH THAT IN MIND, WHERE ARE WE GOING TO TAKE THINGS BECAUSE WE'RE LOSING IN THAT? MM. ASIDE FROM THAT, I'M THINKING ABOUT OTHER CITIES LIKE FRISCO. THEY COMPLETED A 20 YEAR STRATEGY GAVE THEIR COUNSEL IN THEIR CITY MANAGER'S OFFICE. GREAT INSIGHT. HAVE A BETTER VISION OF WHERE THEY'RE GOING TO TAKE. THE CITY OF DALLAS AND THE CITY OF FORT WORTH. I'VE WORKED WITH THEM WHILE THEY WERE DOING THERE IS I UNDERSTAND WHERE YOU KNOW THAT'S WHAT GAVE ME THE IDEA. I'VE BEEN WANTING TO DO THIS FOR AT LEAST FIVE YEARS. I THINK WE'RE AT A POINT. I RECOMMEND WHERE TO POINT AT 200,000 THAT WE PUSH FORWARD. BECAUSE THIS THIS IS A STRATEGY AS OPPOSED TO A PLAN. STRATEGIES REMAINS SO WE REMAIN FLEXIBLE. AH PLAN. IT'S VERY CONCRETE. IT'S VERY SEQUENTIAL. YOU KNOW, THERE'S NOT A LOT OF DEVIATION. PLUS, I DIDN'T WANT TO CALL IT A SWAMP. SO WE JUST WE CALL THE SWISS SO. THAT IN IN A NUTSHELL. THAT'S KIND OF WHERE WE'RE AT. SO WE'RE GONNA PUT TOGETHER A COMMITTEE THAT BASICALLY HELPS STRATEGICALLY TRY TO FIGURE OUT WHAT WHERE WE WANNA BE IN THE NEXT 20 YEARS EXACTLY WHERE WE'RE STARTING FROM 0 TO 5 TO 10 TO 20. WHERE WHERE WE GOING? WHO PUTS TOGETHER THAT? WE, UH. WITHOUT, NOR 50 WAY HAVE. CONSULTING FIRM BIRDS. MCDONALD SELECTED. WHICH IS GOING TO TAKE CARE OF THAT. THEY ARE AN INDUSTRY LEADER. THEY HAVE. THEY'VE DONE MANY PLANS NOT ONLY THROUGHOUT THE COUNTRY IN THE STATE OF TEXAS, BUT IN DALLAS FORT WORTH. HAVE DONE DALLAS.

THEY'VE DONE FORT WORTH, AND THEY'VE DONE FRISCO. THEY'RE VERY KNOWLEDGEABLE ABOUT OUR SPECIFIC ISSUES THAT WE HAVE APPEAR IN THIS NORTHEAST CORRIDOR. OF THE NATURAL PLACE, SO WE'RE GONNA FARM OUT MAKING A PLAN. WE HAVE STRATEGY RATHER IT'S A, UM. MUCH LIKE WE HAVE, LIKE ENGINEERING FARMS OUT. YOU KNOW A LOT OF THEIR THEY'RE PLANNING. IT'S UH, THROW. THESE ARE SPECIALIZED INDUSTRY SPECIFIC. PEOPLE FOR BOTH NOT ONLY THE PLANNING, BUT ALSO THE FINANCES INVOLVED. THEY UNDERSTAND THE INDUSTRY. THEY UNDERSTAND THE ENTIRE INDUSTRY AS OPPOSED TO SOMEONE LIKE ME BECAUSE I'M KIND OF IN A BUBBLE. REALLY? I DON'T KNOW.

HAVE TO GO TO PEOPLE LIKE THEM TO GET KEY INFORMATION THAT I CAN'T GET IN A NEWSLETTER OR SOMETHING LIKE THAT. LIKE ON THIS COMMITTEE, WILL IT BE A COMMITTEE? IT'S GOING TO BE IT'S GOING TO BE SEVERAL. IT'S GOING TO GENERAL COMMITTEES. IT'S GOING TO BE AS I MENTIONED HERE A FEW MINUTES AGO. YOU'RE GONNA HAVE. THINK TANK WORKSHOPS WHICH WILL BE STAKEHOLDERS. FOCUS GROUPS. UM. COURSE WILL BE ONLINE. YOU KNOW THE ONLINE ASPECT OF THAT. YOUR FOCUS GROUP IS NOT A COMMITTEE. IT'S MULTIPLE. THIS IS A COMPREHENSIVE PLAN FOR A SOLID WASTE MANAGEMENT STRATEGY. SO THINK ABOUT WHEN WE DID OUR COMPREHENSIVE PLAN. WE HAVE A SERIOUS OF MEETINGS. YOU HAVE FOCUS GROUPS WITH COMMUNITY STAKEHOLDERS. WE MEET WITH VARIOUS DIFFERENT GROUPS TO UNDERSTAND WHAT THEY'RE. NEEDS ARE WHERE THEY'RE GONNA BE

[01:00:02]

GOING WHERE THEY ENVISIONED THEIR INDUSTRY'S GOING SO WE CAN KIND OF FORECAST WHERE WE THINK SOLID WASTE IS GOING TO BE. ON BEN. WE COME UP WITH A GRAND STRATEGY AND WE'RE WORKING WITH BURNS. MCDONALD'S. THE PROPOSAL HERE IS TO HIRE BURNS MCDONALD TO WORK WITH US ON DEVELOPING THAT STRATEGY, JUST AS WE RECENTLY WORKED WITH ROOT POLICY TO WORK ON A HOUSING STRATEGY, JUST AS WE WORKED WITH. OUR CONSULTANT ON A COMPREHENSIVE PLAN AND OTHER RELATED TYPES OF THINGS. THAT SHOULD BE A SIMILAR THING. WE PUT MONEY IN THE BUDGET YOU COUNCIL APPROVED MONEY IN THE BUDGET TO DO THIS TYPE OF STUDY. WE WOULD THEN COME BACK WITH THE RESULTS. BRING THAT TO THE COUNSEL FOR THE NEXT BUDGET CYCLE FOR, YOU KNOW THE FIRST STEPS OF IMPLEMENTATION OF OUR STRATEGY. WHEN YOU'RE TALKING ABOUT STAKEHOLDERS. WHO ARE YOU TALKING ABOUT? STAKEHOLDERS YOUR WOULD BE STAKEHOLDERS, BUSINESS OWNERS WOULD BE STAKEHOLDERS. CIVIC ORGANIZATIONS WITH THE STAKEHOLDERS. OKAY, A SUPPOSED TO THE COMMUNITY, THE COMMUNITY WHERE YOU TALK ABOUT RESIDENTS OR EVEN COMMUNITY GROUPS OR GROUPS GIVE. COUNCILMAN FRANKLIN ONE EXAMPLE OF MANY OUR APARTMENT COMMUNITIES ARE STAKEHOLDERS. WE KNOW TODAY THAT OUR APARTMENT COMMUNITIES THERE'S VERY, VERY LITTLE RECYCLING BEING DONE BECAUSE THERE'S NO INCENTIVE THEY DON'T BUILD. RECYCLING RECEPTACLES.

IT'S ALL PRETTY MUCH GOES INTO THE SOLID WASTE STREAM. WE THINK WE COULD IMPROVE THAT AREA AND AWFUL LOT. CERTAINLY OUR BUSINESS COMMUNITY. A LOT OF OUR OFFICES, SORT OF THEIR OWN CORPORATE REQUIREMENTS MAY ASK FOR THEM TO RECYCLE, AND THEY HANDLE THAT ON THEIR OWN, BUT SOME OF THEM I THINK THERE'S PROBABLY SOME ROOM FOR IMPROVEMENT, PARTICULARLY SMALLE THESE ARE THE THINGS THESE ARE THE STAKEHOLDERS. WE'RE GONNA BE LOOKING AT VERY CAREFULLY AND UNDERSTANDING AND MEETING WITH AND UNDERSTAND. WHY IS IT THAT YOU DON'T RECYCLE? WHAT IS IN THE WAY? WHAT IS THE BARRIER? WHAT THINGS CAN THE CITY DO TO HELP YOU INCREASE YOUR RECYCLING, WHICH INCREASES ULTIMATELY, OUR DIVERSION RATE.

WHICH IS THE AMOUNT OF SOLID WASTE THAT IS DIVERTED FROM THE LANDFILL TO A RECYCLABLE OR OTHER PRODUCTIVE, RECYCLE RENEWABLE USE. WASTE AVOIDANCE IS ANOTHER BIG AREA THAT I THINK IS UNTAPPED. IN MANY RESPECTS, WE DON'T DO SPEND MUCH TIME AND EFFORT ON EDUCATING REPUBLICAN HOW TO AVOID WASTE. AND THIS IS ALL PART OF WHAT OUR STRATEGY WOULD BE TO KIND OF DEVELOP. APPROACH COMPREHENSIVE TO WASTE AVOIDANCE WASTE VERSION AND INCREASING OUR RECYCLING. I WOULD ASSUME A LOT OF HIS HIS EDUCATION AND TRYING TO GET IT OUT. WHAT TO THROW OUT WHAT NOT TO THROW OUT HOW IMPORTANT IT IS TO RECYCLE. UM YEAH. YEAH. I REMEMBER IS TALKING ABOUT THIS AND I APOLOGIZE. I CAN'T REMEMBER. BUT. YET ESTIMATE OUR CURRENT DIVERSION RATE. AND THEN WHAT IS A GOOD TARGET DIVERSION RATE BECAUSE THAT WAS A THAT'S A GREAT QUESTION. I'M GOING TO DEFER TO ERIC BECAUSE MAYBE HE KNOWS, BUT WE MAY NOT KNOW THE EXACT NUMBER. THAT'S SOMETHING WE NEED TO KNOW. I WILL TELL YOU. UM YEAH. BEST PRACTICES BENCHMARK CITIES THAT I HAVE ALWAYS BEEN FAMILIAR WITH AN R IN THE INDUSTRY IS 30% OR MORE IS WHAT YOU WOULD REALLY TARGET FOR YOUR DIVERSION RATE IF YOU'RE 30% OR MORE. THAT'S PRETTY GOOD. I DON'T KNOW WHERE WE ARE. I DON'T THINK WE'RE 30% E WOULD PREFER TO GO TO 40. NO E THINK IT'S GREAT. THANK YOU, GEORGIA 20, SO WE JUST HAD STRATEGY.

SO, UH, GET A QUESTION BECAUSE PAUL BROUGHT THIS UP ON FRIDAY AND I FORGOT. AND NOW YOU'RE THERE ARE MULTI FAMILY YOU ARE, YOU KNOW, UNITS THAT ARE ALL ACROSS THE MCKINNEY AREA.

THEY'RE NOT RECYCLING. AT THIS MOMENT. THEY DON'T HAVE RECYCLING RECEPTACLES OUT THERE THAT ARE REQUIRED RIGHT? THEY ARE NOT REQUIRED. THAT IS THAT IS THE DECISION OF THAT PROPERTY OWNER OR THE OWN OR THE MANAGER OF THAT FACILITY. WE CAN'T GO IN AND REQUIRE.

THAT AN ENTITY RECYCLE BECAUSE THESE MATERIALS HAVE NUMBER ONE. THEY HAVE INTRINSIC VALUE.

THEY HAVE VALUE TO THEM. NUMBER TWO. UM IT. I SAY THIS. THE CITY CAN. BASICALLY THE CITY CANNOT GO IN AND REQUIRE THAT THIS BUSINESS ENTITY RECYCLES. NOW WE CAN'T. NOW. WHY IS THAT? I GUESS I DON'T UNDERSTAND THAT, DON'T YOU? YEAH. THAT. BECAUSE OF THE INTRINSIC VALUE BECAUSE THAT THAT THAT MATERIAL HAS VALUE TO THEM. THEY. AND SINCE THEY CHOOSE THEY CAN CHOOSE WHAT THEY NEED TO DO WITH IT. THE REASON WE HAVE. IT'S THE REASON WE HAVE SOMETHING REASON WE HAVE RESIDENTIAL RECYCLING THAT'S ALONG WITH GARBAGE COLLECTION.

IS BECAUSE IT'S PART OF THE PACKAGE. SO YOU GET RECYCLING AND YOU GET YOUR GARBAGE COLLECTED. AS FAR AS BUT WHEN IT COMES TO THE COMMERCIAL SIDE. I CAN'T. I CAN'T REQUIRE THAT. WASTE CONNECTIONS IS THE ONLY GAME IN TOWN AND THEY'RE THE ONLY ONE THAT ANY ANY OF

[01:05:06]

THESE BUSINESSES CAN CAN USE TO RECYCLE. I HAVE TO PROVIDE A PERMITTING PROCESS TO ALLOW OUTSIDE HAULERS TO COME IN. BECAUSE IT'S AN OPEN MARKETS ESSENTIALLY AN OPEN MARKET. SO ERIC IS PART OF THE STRATEGY IDENTIFYING HOW TO INCENTIVIZE THEM. HOW DO WE GET THEM TO DO THAT? HOW DO WE INCENTIVIZING? IT REALLY COMES DOWN TO INCENTIVIZING. YES, ABSOLUTELY.

YEAH, AND I DID NOT KNOW THAT THEY WERE. THAT'S HOW THAT WORKED OUT SAYING, LIKE SAID, SAME WITH COMMERCIAL. ALL THE RETAIL ALL THE. AND HOW WOULD YOU OR THEIR PROGRAMS AND THE IN THE COUNTRY? THAT ACTUALLY PROVIDE INCENTIVES FOR PEOPLE TO. I'M THINKING BACK NOW, I'M THINKING BACK ABOUT 10 OR SO YEARS WHEN I WAS WORKING WITH DEVELOPMENT SERVICES AND WE WERE LOOKING. WE'RE LOOKING AT SEVERAL INCENTIVES. AND ONE THAT DIDN'T GET ANY TRACTION WAS REQUIRING THAT ALL NEW. COMMERCIAL BUILDS WOULD HAVE NOT ONLY WASTE NEED CLOSURE, BUT RECYCLING ENCLOSURE NOW WE COULDN'T FORCE THEM TO USE THAT RECYCLING ENCLOSURE. BUT IF THEY WANTED THEY NEED IF THEY WANTED TO USE IT. THAT'S WHAT THEY HAD TO USE IT FOR. SO THE INCENTIVE WAS WELL, SINCE I HAVE IT. I MIGHT AS WELL USE IT. IT DIDN'T GET ANY TRACTION. BUT THAT WAS THE LAST GOOD SENATE CONVERSATION WE'VE HAD, AND THAT'S BEEN AT LEAST A DECADE.

THERE YOU ARE YOU USING THE TERM INTRINSIC VALUE MEANS THIS IS THE ARGUMENT. APOLOGIZE FOR NOT CONNECTING DOTS IS THE ARGUMENT, THEN THE GOVERNMENT IS CONFISCATING PROPERTY. WE REQUIRE THEM TO RECYCLE. I DON'T UNDERSTAND WHAT THE INTENSITY I WOULD JUST SPEAKING WITH OUR ATTORNEYS OVER THE YEARS. YEAH, I THINK IT PROBABLY WOULD WALK DOWN THAT LINE. JUST FROM THE UNDERSTANDING SAID I'VE HAD IN THOSE CONVERSATIONS. I DON'T KNOW IF HE WANTS TO GO AND EXPLAIN. THIS WASN'T IN THE OPTION TO SPEAKER. I'LL CATCH HIM LATER. THERE'S CASE LAW ON THIS POINT THAT YOU CAN'T REQUIRE. SOMEONE TO RECYCLING A COMMODITY THAT'S BASICALLY HAS VALUE. SO AZUL ALWAYS. HIS CONFISCATION. YEAH, IT ZIPPED FOR KIND OF TAKING CASE, BUT IT'S BEEN LITIGATED ON EVERYTHING FROM MONOPOLY TOO.

TO TAKING SO I CAN'T GIVE YOU THAT BECAUSE IT'S. PRESSURE MY MIND TODAY. WHAT ABOUT INCENTIVIZED WHERE YOU GIVE LIKE A MULTI FAMILY IS BEING BUILT AND THEY'RE PUTTING OUT THERE TRASH AND YOU GAVE HIM SOMETHING FOR PUTTING OUT RECYCLING. CAN YOU DO THAT? YOU COULD DO THAT RIGHT? YOU COULD DO IT, AND THAT'S THAT WILL BE PART OF THE STRATEGY. CORRECT I THINK YOU'LL FIND THOSE THINGS. BUT THEY CHOOSE NOT TO USE AS WELL. YEAH, THEY MIGHT FIND ANOTHER HALL OR THAT THEY CAN. IF YOU KNOW THAT THEY WANT TO MAKE MONEY ON OR WHATEVER THEIR CHOICE, MIKE. NEXT MARK. ALL RIGHT, ERIC, YOU NEED FROM US TODAY. HAVEN'T UNCONSENTED AND I JUST NEED YOUR APPROVAL. E THINK WE'RE ALL GOOD. LEARNED HOW MUCH SIGNS COST. YEAH THANK YOU ARE LET'S WRAP IT WAS THAT KIND OF POWER, RIGHT? WELL, NOW MOVE. TO IS THERE ANY ANYONE

[COUNCIL LIAISON UPDATES REGARDING THE VARIOUS MCKINNEY BOARDS & COMMISSIONS]

HAVE A COUNCIL LIAISON UPDATE. THEY'D LIKE TO SHARE AND IF NOT, WE'LL MOVE INTO EXECUTIVE SESSION. JUST A QUICK QUICK NOTE THERE. SO M E D C E. NO MAYOR PRO TEM ALWAYS TALKED ABOUT THOSE THINGS WE CAN'T CAN'T TALK ABOUT. I THINK I JUST MIGHT PASS ON OBSERVATION NUMBER ONE. WE TALKED ABOUT THAT EVEN IN COVERT TIMES. M E. D C HAS EXCEEDED THEIR TARGET VALUES, ESPECIALLY CAPITAL INVESTMENT, AND MCKINNEY, WHICH I THINK IS. HE GOES TO PETER AND THE BOARD AND STAFF. I THINK THE OTHER THING THAT STRIKES ME AS I LISTENED TO.

THE DISCUSSIONS THAT ARE MADE IS. TALKING ABOUT BIGGER DEALS. I MEAN THAT THERE'S NOT UNNECESSARILY METRIC THERE, BUT IT SEEMS LIKE WE'RE SPENDING. THIS TIME ON THE SMALL THINGS AND MORE TIME IN THE BIG THINGS, WHICH I THINK IS A SIGN OF PROGRESS AND WE HAD WE HAD A RECORD YEAR ON CAPITAL INVESTMENT EMPLOYMENT. JOBS HERE. I HAVE SOMETHING WITH MCCAIN MAIN STREET WAY MET LAST WEEK. DOWNTOWN WAS VOTED THE TOP CHRISTMAS DESTINATION BY TRIPLE A. SO WE HAVE LIGHT UP LOUISIANA. IF YOU HAVEN'T BEEN DOWN THERE, YOU NEED TO GO DOWNTOWN. MY I TOOK A PICTURE OF THE CAROUSEL, AND I SENT IT TO ALL MY. UM SONS AND THEIR WIVES AND SAID, YOU NEED TO COME DOWNTOWN AND THEY'VE BEEN DOWNTOWN BECAUSE NOBODY KNEW ABOUT IT. SO WE HAVE A BEAUTIFUL CAROL CELL. THERE'S THINGS FOR THE KIDS TO DO THEIRS GAMES. THERE'S PROJECTS. THERE'S. THERE'S WE HAVE ARTWORK ALL AROUND THAT YOU COULD TAKE PICTURES WITH THINGS LIKE THAT. SO IF YOU HAVE NOT BEEN DOWNTOWN, SINCE WE'VE OPENED UP FOR CHRISTMAS, YOU NEED TO COME DOWNTOWN. AND IT'S A. IT'S A GREAT GREAT PLACE.

TOE TOL BE THERE. WE ALSO TALKED ABOUT PARK. LET'S TALK ABOUT TRYING TO HELP THE
