[PUBLIC COMMENTS ON AGENDA ITEMS (For Non-Public Hearing Agenda Items)]
PUBLIC COMMENTS ON AGENDA ITEMS. I HAVE ONE CARD FOR THAT. I HAVE BETH BENTLEY. GOOD EVENING. I HAVE OH, MY GOODNESS. IT JUST WENT AWAY. HAVE MULTIPLE ITEMS AND. THERE.THEY RANGE FROM COUNCIL WORK SESSION TO THE COUNCIL MEETING FOR TONIGHT, SO I PROMISE NOT TO TAKE THREE MINUTES ON EACH ONE. IF I COULD GET MY COMPUTER BUCKET, I APOLOGIZE. SORRY.
THANKS. OR THE CITY COUNCIL WORK SESSION ITEM CONCERNING WAY FINDING ON BOND. AND JUST SIMPLE TERMS FOR ME. HE HAD HELPED ME TO VIEW IT AS HELPING PEOPLE FIND THEIR WAY. AZIZ YOU CONSIDER THE PLANS FOR MARKETING SIGNAGE AND RE ENVISIONING THE CULTURE OF THE COMMUNITY. YOUR CONSIDERATION OF THE FOLLOWING IS REQUESTED TO WORK IN TANDEM WITH THE ONE MCKINNEY 2040 COMPREHENSIVE PLAN AT A MINIMUM. AND THAT WOULD BE TO INCLUDE AND INCORPORATE THE HISTORIC NEIGHBORHOODS OF LEWISVILLE. LA LOMA, THE HILL CENTRAL, THE RUN AND ROCK WALL AND A MINIMUM. AND ALSO INCLUDE THE HISTORIC CEMETERIES OF ROSS. CEMETERY THE MEXICAN CEMETERY PUT IN PECAN GROVE AT A MINIMUM AND. AS WE ARE CONTINUING TO BRING MORE HISTORIC PRESERVATION AND. MORE HIS THEIR HISTORIC. ACKNOWLEDGEMENT IN THE COMMUNITY WHERE YOU WILL LIKELY HAVE MORE OPPORTUNITIES TO SHARE MORE NEIGHBORHOODS WITH THE COMMUNITY. CONCERNING THE CITY COUNCIL MEETING. ITEMS FOR AGENDA ITEM 201119. AND ALSO TO 01120 THAT PERTAINED TO THE REHABILITATION OF THE TWO HOMES. AND LOOKING AT THE. THE ITEM AGENDA ITEM FOR THE RESOLUTION COMPONENT. IT LOOKS LIKE IT'S SILENT ON HOW THE FUNDS ARE GOING WITH WHO'S PAYING FOR. THE REHABILITATION ON BECAUSE IT'S SILENT. IT LOOKS LIKE IT MIGHT BE COMING FROM GENERAL FUNDS. BUT. IS PROBABLY COMING THROUGH CDBG.
SO JUST. IF THAT COULD BE INCLUDED JUST SO THE JUST FOR THE PUBLIC. OWN INFORMATION.
[00:05:03]
ALSO JUST GOING FORWARD IF THERE'S AN OPPORTUNITY TO INCLUDE BIDDING SHEETS, AND THE ACTUAL RFP OR THE ARCTIC. YOU THAT WAS SUBMITTED ALONG WITH IT AS WELL AS SUSPECTS WHETHER HE REHABILITATION BECAUSE IT NOT ONLY FOR TRANSPARENCY, BUT IT ALSO GIVES OTHERS THAT MIGHT WANT TO APPLY TO PARTICIPATE IN THE BIDDING PROCESS. AN OPPORTUNITY TO SEE WHAT MAY BE MISSING OR ARE WHAT OTHER OPPORTUNITIES THEY COULD USE T DO BETTER IN THE IN THE BIDDING PROCESS. FOR AGENDA ITEM 201115 DEPUTATION M C, D, C AND M E D. C. IN THE RE APPROPRIATION OF FUNDS. JUST A REQUEST FOR SOME ADDITIONAL INFORMATION. THERE ARE TWO ITEMS ACTUALLY ON THE AGENDA. ONE PERTAINS TO THE RE APPROPRIATION OF GENERAL FUND MONEY. AND IT COMES WITH THE PRESENTATION. BUT THIS PARTICULAR ONE DOES NOT INITIALLY COME WITH THE PRESENT. THIS PARTICULAR ITEM DOES INITIALLY COME WITH PRESENTATION. IT JUST HAS A CHANGE OF. YOU KNOW, JUST JUST WHERE THE MONEY IS GOING TO GO FROM THIS WON T O. BE USED OVER NOW IN THIS PARTICULAR BUDGET YEAR, AND SO JUST FOR TRANSPARENCY, SAY, JUST FOR PEOPLE UNDERSTAND WHY, BECAUSE $22 MILLION IN A LARGE BUDGET. MAY NOT SEEM LIKE A LOT, BUT IT Z JUST FOR TRANSPARENCY. IT'S A GOOD THING TO BE ABLE TO SHARE WITH THE GENERAL PUBLIC ON WHY THAT RE APPROPRIATION WOULD OCCUR. AND THEN THE FINAL ITEM PERTAINS TO 200009 A. M THREE.AND IT LOOKS LIKE THERE ARE TWO AMENDMENTS. OF SIGHT PLAN APPROVAL AND GROUP GROUP PUB BREWERY, BUT IT'S HARD TO TELL IF THEY ARE IF THERE ARE TWO ITEMS OR IF IT'S ONE ITEM. AS A STAND ALONE AS SITE PLAN APPROVAL. AND STAND ALONE FOR BREWPUB BURRY AS A STAND ALONE OR IF THEY WORK IN CONJUNCTION WITH ONE ANOTHER. SO IF THERE COULD JUST BE A LITTLE BIT MORE CLARITY ON THAT PARTICULAR ITEM, THAT WOULD BE GREAT. AND THANK YOU FOR THE OPPORTUNITY TO TOC AIR. THANK YOU BACK. THIS WE'RE ALL VERY GOOD SUGGESTIONS ON MORE INFORMATION THAT WE WILL PROVIDE IN THE FUTURE ON THOSE SPECIFIC ITEMS, SO ANYONE WATCHING THAT ONCE MORE INFORMATION ON THEM? WE DISCUSSED THEM. THOSE SPECIFIC WORDS, ACTUALLY, IN. WORK SESSION AS WELL. SO THOSE ANSWERS I THINK THEY'RE GOING TO BE COVERED. WHEN IF WHEN PEOPLE GO BACK AND WATCH WATCH THAT, BUT THE SUGGESTION TOE PUT MORE INFORMATION. ON THE AGENDA IS A GOOD ONE. CHRIS THORNTON. SIR. IF YOU WOULD COME UP AND. DRESSED THE ROOM.
I KNOW THAT YOU HAVE INFORMATION TO SHARE. YES, I WOULD. I CAN'T LET ANYBODY KNOW THAT. HMM. CANNOT BE THE COUNCILMAN FOR DISTRICT ONE. NOT BY CHOICE BUT BY REZO KNEE.
WHEN WE LOOKED AT THE ZONE, I AM 10 FT. 10 INCHES OUT OF DISTRICT ONE. SO BECAUSE OF THAT FACT CAN'T REPRESENT THIS TROUBLE. YEAH, BUT I WOULD LIKE TO SAY WHAT THIS DID FOR ME WAS TO MOTIVATE ME TO GET MORE INVOLVED. WHAT'S GOING ON WHEN I WAS JUST SITTING AT HOME DOING NOTHING BUT NOW. I AM MOTIVATED TO GET MORE INVOLVED. INTO WHAT'S GOING ON WITHIN OUR CITY. AND EVERYTHING THAT PERTAINS NOT ONLY THE DISTRICT ONE, BUT TO THE CITY. I AM.
GONNA ALWAYS BE A PART OF DISTRICT ONE DISTRICT ONE HAS BEEN IN MY FAMILY. MY FAMILY'S BEEN THERE FOR OVER 120 PLUS YEARS SO. I HATE THAT I CANNOT REPRESENT DISTRICT ONE. BUT WHO KNOWS? YOU MAY SEE MY NAME. IN THE FUTURE, AND WEI WILL SEE WHERE THIS JOURNEY LEADS TO SO I HATE IT, BUT THAT'S WHAT IT IS. THANK YOU, SIR. AND THANK YOU, CHRIS. BECAUSE I WANT TO SAY FOR THE SHORT TIME THAT I WAS ABLE TO SERVE WITH YOU. I REALLY ENJOYED IT AND. AND SO PEOPLE UNDERSTAND THIS IS NOT A THIS IS NOT SOME TECHNICALITY THAT WE'RE TRYING TO. WE'RE IMPOSING ON THIS ONE ISSUE. THIS IS IT'S PART OF OUR CORPORATE CHARTER OR CITY CHARTER. AND IT IS AN ABSOLUTE REQUIREMENT. AND I KNOW THAT THAT CHRIS THOUGHT THAT. THAT HE WAS IN DISTRICT WHEN HE HAD BEEN A DISTRICT ONE BEFORE WAS REDISTRICT. IT'S HARD TO IMAGINE HOW LITERALLY IT TRULY IS A 10 FT SEVERAL INCHES AWAY FROM DISTRICT ONE. UM, I KNOW
[00:10:03]
AS YOU STATED, YOUR HEART IS IN THAT COMMUNITY, YOU YOU SERVE THAT COMMUNION ADVOCATE FOR THAT COMMUNITY WILL CONTINUE TO BE THAT AN ADVOCATE FOR THAT COMMUNITY DESPITE A 10 FT.MEASUREMENT THAT SAYS YOU'RE NOT IN THE COMMUNITY, YOUR HEART AND YOU'RE IN YOUR PRESENCE IS THERE AND. AND SO AS MUCH AS MUCH AS WE WOULD. LOVE TO, AS YOU KNOW YOU AND I TALKED QUITE A BIT ABOUT IT. IT'S NOT A CHOICE THAT WE HAVE ON COUNCIL. WE CANNOT ELECT TO OVERLOOK THAT IT IS A LEGAL REQUIREMENT. UNFORTUNATELY, SO JUST SO EVERYONE UNDERSTANDS THAT REDISTRICTING HAPPENS NEXT YEAR, SO WATCH OUT. YEAH, WELL, I GUESS SAY FOR YEARS AND YEARS WE HAD BEEN APART OF DISTRICT YEAH. AND SO UNTIL. WE DECIDED TO LOOK AT THE MAP JUST TO SEE WHAT MY DISTRICT LOOK LIKE. THEN WE FIND OUT THAT I'M ACTUALLY NOT IN THE DISTRICT BY 10 FT OR SO BUT. LIKE I SAID, WHO KNOWS? WE'LL SEE WHAT WE'LL SEE. WHAT THE FUTURE GIRLS.
YEAH, AND THAT'S FOR STEPPING UP. THANK YOU, CHRIS VERY MUCH. I'M ALL RIGHT. YOU WANT TO GET IT, YOU KNOW. MAYOR CITY COUNCIL IN LIGHT OF THE NEWS THAT MR THORNTON JUST SHARED. I THINK IT'S APPROPRIATE FOR ME TO CLARIFY SOME OF THIS INFORMATION. OBVIOUSLY THIS IS AN UNFORTUNATE, UH SAID SHARING OF INFORMATION TO THE PUBLIC THAT WAS UNEXPECTED BY THEM. UM.
YOU KNOW, SOMETIMES WE IS PUBLIC SERVANTS. WE STRIVE ALL THE TIME TO DO THE RIGHT THING IN THE RIGHT WAY. WHEN THAT DOESN'T HAPPEN, YOU KNOW WE'RE ALL HUMAN AND WE FALL SHORT, BUT IT'S VERY IMPORTANT AND IN COMBAT BONUS TO TAKE OWNERSHIP OF THAT MISTAKE UNEQUIVOCALLY.
AND DO THE RIGHT THING AND MAKE THINGS RIGHT. SO SPECIFICALLY TO THE CASE OF SOMEONE WHO'S BEEN APPOINTED OR ELECTED TO CITY COUNCIL IS RESPONSIBILITY OF THE CITY SECRETARY TO VERIFY THE ELIGIBILITY. WELL, MR THORNTON WAS APPOINTED ON DECEMBER 1ST. IT WAS MY JOB. TO ENSURE OR TO CONFIRM THAT HE WAS A REGISTERED VOTER OF THE CITY FOR ONE YEAR AND ALSO A RESIDENT OF DISTRICT ONE FOR AT LEAST 20 YEAR. AM I REVIEW OF HIS INFORMATION? MISTAKENLY DETERMINED THAT MR. HORTON WAS A DISTRICT OF DISTRICT. MR. KHAN WAS A RESIDENT OF DISTRICT ONE, AND THIS WAS A MISTAKE. FOR THAT. I APOLOGIZE FOR THE PRO LOAN ACTIVITY THAT HAS TAKEN PLACE AND INVESTMENT OF TIME BY MR THORTON AND THE CITY STAFF TO GET HIM ACCLIMATED AND ESTABLISHED AS A COUNCIL MEMBER. I MADE A REGRETTABLE MISTAKE. AND I CAN ASSURE YOU AS THE INFORMATION THAT USED TO ESTABLISH THAT FACT OF RESIDENCY IS PUBLIC INFORMATION THAT'S ACCESSIBLE BY ANYONE. THIS WAS NOT A MISTAKE OR ERROR WITH ANY HARM, INTENT OR MISS LEADING INTENT. BUT IT WAS REALLY, UH HONEST MISTAKE OF OVERSIGHT. OKAY? AND I DO UNDERSTAND THAT THIS HAS CAUSED PUBLIC GRIEVANCE, OBVIOUSLY, OBVIOUSLY UNDER CRITICISM OVER THE WEEKEND OF THE CITY COUNCIL, IN SOME EMBARRASSMENT TO THE CITY OF ME, CANNY. AND FOR THAT I AM DEEPLY SORRY AND PERSONALLY EMBARRASSED. MR THORN. MAYOR FOOD CITY COUNCIL.
CITY MANAGER, GRAMS AND STAFF. I UNDERSTAND THAT THIS HAS HAD A NEGATIVE IMPACT ON YOU. AND PLEASE KNOW THAT I HOLD YOUR COLLECTIVE TRUST IN HIGHEST REGARD. AND I FULLY COMMITTED.
YOU ALWAYS ACT IN THE GREATEST FAITH OF MY OATH AND MY POSITION. THAT'S IN THE PUBLIC INTEREST. TO BE HONEST AND TRANSPARENT. IT IS MY EXPECTATION TO ALWAYS CONDUCT MYSELF IN MY WORK IN THE STAFF THAT REPORT TO ME IN A MANNER THAT MEETS YOUR EXPECTATIONS AND TO ALWAYS BE WORTHY OF THAT TRUST. THERE'S ALL A HALF IF YOU HAVE ANY QUESTIONS AND ME REGARDING THIS PROCESS AND THINGS THAT HAVE TAKEN PLACE OVER THE PAST DECEMBER 1ST. I'M HAPPY TO ANSWER THOSE QUESTIONS. I JUST LIKE TO MAKE A COMMENT. PERSONAL, YOU KNOW.
THE FACT THAT YOU GOT UP TO EVEN SAY THAT I WASN'T I WASN'T EXPECTING TO DO THAT. AND. AND
[00:15:01]
THAT TAKES ME THAT JUST SAYS A LOT. ABOUT WHAT ABOUT YOU? I HAD. GOD, ACTUALLY WHEN YOU AND I HAD TALKED WHEN YOU REALIZE WHEN THIS CAME TO LIGHT. I HAD SAID. YOU KNOW, THERE'S NO NEED TO. IT WAS A MISTAKE. THAT'S THE WILL JUST HANDLE IT FROM UP HERE. YOU APPARENTLY MADE THE DECISION TO NOT DO THAT TO GO OUT AND OWN IT, TOO. AND. THAT ZOO SPEAKS TO YOUR CHARACTER THAT SPEAKS TO YOU SPEAKS TO WHO YOU ARE AND HOW COMMITTED YOU ARE TO THIS JOB AND LISTEN.YES, YOU MADE A MISTAKE AND EVERYONE APPEAR MADE THE MISTAKE AND THE CHRIS MADE THE MISTAKE. AND SO WE ALL NEED TO IN THE FUTURE. LOOK HER DO BETTER, I GUESS, BUT BUT THE REALITY IS A LINE DRAWN AROUND A SIGNIFICANTLY LARGE DISTRICT. GOING DOWN THE MIDDLE OF THE STREET IS TREMENDOUSLY EASY TO INTERPRET THAT STREET, DEPENDING ON. YOU'RE LOOKING AT THAT HAD THAT MAP IN IT. TO WHAT LEVEL FROM THIS FROM ABOVE. YOU'RE LOOKING AT IT.
IT'S COMPLETELY UNDERSTANDABLE. AND, UH AND SO I. YEAH IT'S VERY UNDERSTANDING ONE AND THERE'S NOTHING NO, NO. NOTHING NEGATIVE UP HERE. MR MAYOR. I JUST WANT TO COMMENT A LITTLE BIT OUT OF ORDER, I SUPPOSE, BUT I JUST WANT TO POINT OUT THIS IS WHY YOU PERSIST IN PART OF OUR MANAGEMENT TEAM. HER INTEGRITY. HER CHARACTER. SHE'S SUCH A VALUABLE PART OF OUR MANAGEMENT TEAM. WE TRUST HER. WE LOVE HER AND THANK YOU FOR DOING THE RIGHT THING. WE EXPECT THAT OF ALL OF OUR EMPLOYEES. IT'S GREAT EXAMPLE. BUT WE DO OUR OUR MOTTO IS WE WANT TO BUILD TRUST WITH OUR COMMUNITY WANTED BILL TO MAINTAIN THAT TRUST. THAT'S PART OF OUR VISION. AND PART OF IT IS SOMETIMES WHEN WE MAKE MISTAKES OF STAFF, WE GOTTA OWN IT. WE DO THAT WITH YOU ALL WHEN IT HAPPENS ON WILL DO THAT. AND IT JUST ONCE AGAIN SPEAKS.
WHY EMPHASIS ON OUR MANAGEMENT TEAM, SO THANK YOU, EMPRESS. THANK YOU. THANK YOU. THANK YOU VERY MUCH AGAIN, JUST TO FINALLY JUST. BE VERY CLEAR TO THANK MR THORN FOR HIS EFFORT AND FOR HIS INVESTMENT IN HIS COMMUNITY, BUT ALSO TO BE TRANSPARENT WITH THE PUBLIC WHO DESERVED TO UNDERSTAND THESE ISSUES AND NOT PLACE A BLAME OR RESPONSIBILITY IN THE WRONG AREA AND UNDERSTAND WHAT THIS PROCESS IS. THAT THIS WAS A FAIR PROCESS, AND IT WAS ACCORDING TO LEGAL REQUIREMENT AND NOT NECESSARILY ANY PERSONAL INTEREST OF THE COUNCIL. THANK YOU. THANK YOU, EMPRESS. IT'S E THINK THAT THAT PROCESS WE WENT THROUGH A FAIRLY LENGTHY PROCESS WAS FAIRLY LENGTHY. THERE WAS A NUMBER OF PEOPLE THAT WERE ENGAGING, EVOLVED AND THE OTHER NAME THAT WAS VERY, VERY SERIOUSLY CONSIDERED WAS ANGELA RICHARDSON WOODS? ANGELA IS A DISTRICT ONE RESIDENT AGAIN. WE WILL. IF I THAT AGAIN SHE'S BEEN A REASON FOR QUITE A NUMBER OF YEARS. SHE'S CURRENTLY SERVES ON M. C. D C.
SHE IS VERY FAMILIAR WITH THE CITY. SHE HAS NO INTENT. NO DESIRES MATTER FACT COMMITTED THAT SHE WILL NOT RUN. IN MAY. SO TO THAT, WHICH WAS ALSO SOMETHING WE TALKED ABOUT ON COUNCIL NOT WANTING TO GIVE SOMEBODY AN UNFAIR ADVANTAGE BY APPOINTMENT. IT SATISFIES THAT HER AGAIN EXPERIENCE IN THE CURRENT EVOLVED IN THE CITY, I THINK MAKES HER READY TO HIT THE GROUND RUNNING. ON. VETTING AND HAVING A. YOU KNOW, MEETINGS WITH THE WITH THE DIFFERENT CANDIDATES, OR I SAY, CANDACE, DIFFERENT PEOPLE THAT WERE INSTEAD SEEKING APPOINTMENT. SO IF COUNCIL AGREES, WE CERTAINLY CAN'T TAKE ACTION TONIGHT. WE DON'T WANT TO RUSH IT, BUT I WOULD LIKE TO TAKE ACTION PRIOR TO THE NEXT. MEETINGS OF TRAINING COULD TAKE PLACE. SHE'D HAVE THE ABILITY. ASSUMING PEOPLE AGREE WITH ME UP HERE THAT SHE'D HAD ABILITY, REVIEW THE AGENDA AND BE PREPARED FOR THE NEXT MEETING. SOMETHING THAT WE DID NOT AFFORD, CHRIS THAT OPPORTUNITY AGAIN. I APOLOGIZE, CHRISTOPHER THAT. BUT WE LEARNED WE LEARNED SEVERAL THINGS FROM THAT, AND THAT'S ONE OF THEM. SO IF I HAVE CONSENSUS FROM COUNSELOR LIKE THE SCHEDULE A SPECIAL MEETING ON THE AFTERNOON OF MONDAY, WHICH I BELIEVE IS THE 20 THAT FIRST 21ST. SPECIAL MEETING TO APPOINT HER IF THERE'S CONSENSUS PRESENT. YOU HAVE CONSENSUS HERE. SIR. BE HERE. I'LL BE. FOUR OF US. YES. YEAH, IT IS THEIR CONSENSUS ON ANGELA. YES, YES, I HAVE. WILL POST A MEETING FOR MONDAY AT FOUR O'CLOCK. ON THE 21ST AND OUR INTENT WILL BE TO APPOINT ANGELA THAT WAY SHE CAN BEFORE THE NEXT MEETING, GO THROUGH THE TRAINING AND HAVE ACCESS TO ALL THE. ITEMS ACTUAL NEED FOR THE AGENDA IN THE NEXT MEETING
[00:20:01]

ACT ON A RESOLUTION FOR US 3 80 CONTROLLED ACCESS FREEWAY ALIGNMENTS GENERALLY BETWEEN POINT ROAD AND FUTURE RIDGE ROAD RELATED TO THE TEXAS DEPARTMENT OF TRANSPORTATION.US 3 80. COLLIN COUNTY FEASIBILITY STUDY AND ASSOCIATED ENVIRONMENTAL IMPACT STUDY. PROGRAM. JOSHUA, DID YOU BRING UP EXHIBIT A. GOOD EVENING MAYOR COUNCIL. WE WERE HERE. LAST COUNCIL WORK SESSION ON THE DECEMBER 1ST AND WE DISCUSSED TECH STOP MOVING FORWARD WITH THEIR ENVIRONMENTAL IMPACT STATEMENT, AND THE DIRECTION YOU GAVE STAFF WAS TO BRING A RESOLUTION. IN SUPPORT OF SEGMENT BE IS SHOWN ON EXHIBIT A HERE THE RESOLUTION AWAY WE HAVE AWARDED, YOU KNOW. DESCRIBES THE IMPROVED MOBILITY, REGIONAL MOBILITY OF SEGMENT BE, WHY WERE SUPPORTED IT ALSO REAFFIRMS YOUR OPPOSITION TO SEGMENT F. SO WITH THAT ALL SANFORD QUESTIONS. AND ALSO OPPOSITION TO SEGMENT A. WHAT WE WHAT WE WHAT THE RESOLUTION SAYS ON SEGMENT A IS THAT WE ACKNOWLEDGE THAT IT WILL STILL BE STUDIED HIS PART ENVIRONMENTAL STUDY, BUT WE SUPPORT SEGMENT BE. AND SEGMENT BE SOME OF THINGS THAT WERE. DRESSED EARLY ON THAT KEPT ME FROM BEING PURSUED HIS IT WAS LOCATED DIFFERENTLY AND IT IMPACTED MAIN GATE THAT HAS BEEN. MITIGATED NOW MOVED IT CONSIDERING NORTH AND AVOIDS MAIN GATE COMPLETELY. THAT IS WHAT TEXT THAT HAS TOLD US.
YES, SIR. AND WILL NOT GROVE. IT DOESN'T IMPACT WALNUT GROVE. I DO NOT BELIEVE IT IMPACTS ANY RESIDENCES IN WALNUT GROVE. THE OTHER QUESTIONS OR COMMENTS. UM, SO WE'RE NOT OPPOSING A.
WELL, ALL RIGHT TO ME. OUR RESOLUTION OF SUPPORT FOR B BY DEFINITION IS NOT SUPPORTING A OR F OKAY? WAS CONFUSED, TOO. YEAH. CAN YOU EXPLAIN THE DAY ON THE ENVIRONMENTAL WHY YOU'RE LEAVING IT LIKE WE'RE NOT SUPPORTING IT OR SUPPORTING IT OUT. HOW DID YOU WEAR THAT? WHAT WE SAID WAS, WE UNDERSTAND, ACKNOWLEDGE THAT THEY'RE GOING TO CONTINUE TO EVALUATE THE OPTION OF A THROUGH THE ENVIRONMENTAL STUDY MEAN NOTHING THAT WE SAY OPPOSITION OR SUPPORT. WILL PRECLUDE THEM FROM DOING THEIR EVALUATION. SO WE ACKNOWLEDGE THAT THEY'RE GOING TO EVALUATE A BUT WE SUPPORT SEGMENT BE. I'D MUCH RATHER BE A LITTLE BIT MORE.
FORCEFUL IN THAT. KIND OF. I THINK I THINK THAT THIS IS JUST MY OPINION. BUT TECH STOCKS GONNA DO WHAT TEX THAT'S GONNA DO ON YES, AND I'M A GEORGE. I MEAN, I UNDERSTAND EACH OTHER SAYING, BUT I'M A GEORGIA BE IF YOU SUPPORT B AND B GETS DONE IS OFF THE TABLE. SO. THEY'RE GONNA DO THE ENVIRONMENTAL STUDY, EVEN ON F O. THAT WAS WE'RE NOT GOING TO KEEP HIM FROM DOING ENVIRONMENTAL. I GRANT. I JUST I'M LOOKING AT IT IS IT'S CONFUSING TO OUR PUBLIC WHEN THEY SEE THAT HOW HOW IT'S BEING. JUST READ MANAGED. WHATEVER IT JUST IT SEEMS CONFUSING. YEAH, JUST KIND OF TRANSPARENCY SEEMS A LITTLE OFF. I UNDERSTAND WHAT YOU'RE SAYING. AND WHAT TEXT THAT'S GONNA DO GET THAT JUST IT'S A LITTLE CONFUSING. I GUESS. YOU KNOW, OF COURSE, THEY'RE ALSO LEAVING F UP THERE AS WELL. COURSE IT'S VERY KNOWN THAT WE DON'T SUPPORT SUPPORT F. IF I COULD PROVIDE SOME CLARITY GEAR, AND I SPOKE ABOUT THIS, AND WE WORRIED ABOUT THIS BECAUSE. YOU KNOW, WE DON'T WANT TO CREATE POLICY CONFUSION.
ON THE OTHER HAND, WE ARE WORKING WITH TEX DOT AND THEY HAVE THEIR PROCESS. THEY HAVE A PREFERRED A LINE THAT IS THEIR PREFERRED ALIGNMENT. WE WERE NEVER CRAZY ABOUT IT. WE'VE WEIGHED IN ON THAT BEFORE. BUT I THINK THE GENERAL THOUGHT WAS THAT IS BETTER THAN HALF. BUT
[00:30:08]
WE DO WITH THIS RESOLUTION SAYS IS G B IS BETTER THAN ALL OF THEM ON GUI. REALLY ENCOURAGE TEXT OUGHT TO TAKE A CLOSE. LOOK AT THAT. WE'RE HAPPY THAT THEY'VE COME TO THAT. THEY'VE ARRIVED AT THE. CONCLUSION THAT THAT SHOULD BE AT LEAST A NEW ALIGNMENT THAT THEY TAKE A CLOSER LOOK AT, PARTICULARLY IF THEY RESOLVED THE ISSUE WITH MAIN GATE BECAUSE THAT WAS.THAT WAS OSTENSIBLY THE REASON THAT TEXT THAT GAVE A Z A PRIMARY DETERRENT. SO WHAT THIS RESOLUTION DOESN'T SAY RIGHT ON. WE THINK YOU'RE GOING IN THE RIGHT DIRECTION. BUT WE ALSO UNDERSTAND THAT IS YOUR PRIMARY OR YOUR I'M SURE SORRY. YOUR PREFERRED ALIGNMENT. ANDRE UNDERSTAND THAT'S NOT AS CLEAN AS YOU'D LIKE IT TO BE. BUT NOT ALL THIS STUFF IS GOING TO BE SO CLEAR. OTHER THAN SAYING, WE ENCOURAGE YOU TO DO WHAT YOU'RE DOING WITH THIS NEW ALIGNMENT.
WE THINK IT'S THE RIGHT ALIGNME ON IF I MAY. THE ACTUAL WORDING OF THE RESOLUTIONS PARTICULARLY POINTS OUT THAT WE PREFER BE OVER A OR F. AND IT IN SOME OF THE FURTHER LANGUAGE THAT'S WRITTEN IN THERE. IT'S VERY, VERY PARTICULAR THAT B IS PREFERRED OVER SEGMENT F AND SIGMUND. SO IT'S ARTICULATED IN THERE, ALTHOUGH IT MAY NOT HAVE COME ACROSS A PRESENTATION BECAUSE WE'RE GOING QUICKLY, BUT I'M READING IT. IT'S DEFINITELY SAYING NOT AROUND. I FELT SO IS WELCOME. RIGHT. THANK YOU, GARY. UM, THIS IS NOT A. LOOK HERE IN, APP SAYS THEIR EMOTION. MAKE A MOTION WE APPROVE. CELL, ADAM I CAN'T.

SO THIS GENERAL DEVELOPMENT PLAN IS FOR THE APPROXIMATELY 17 ACRES OF THE AREA PREVIOUSLY KNOWN AS THE BALL FIELDS AT CRAIG RANCH. THE REQUIREMENT FOR THIS GENERAL DEVELOPMENT PLAN IS FOR THE EXISTING ZONING ON THE PROPERTY, WHICH WAS APPROVED BACK IN 2000 AND 18. AS PART OF A GENERAL DEVELOPMENT PLAN. WHAT WE'RE LOOKING AT IS THE STAFF IS JUST ENSURING WE DON'T HAVE THE LAYOUT ON THAT. WE'RE JUST EVALUATING THE GENERAL BUILDING LOCATIONS, ACCESS POINTS AND WE'RE PARKING IS GOING TO BE PROVIDED. WE HAVE REVIEWED THAT IT IS CONSISTENT WITH THE REQUIREMENTS OF THE ZONING ORDINANCE AND THE PD ON THE PROPERTY. WE ARE OFFERING RECOMMENDATION OF APPROVAL FOR THE COUNCIL. CONSIDER AN ACT ON A REQUEST BY THE CITY OF MCKINNEY TO AMEND CHAPTER 1 46 ZONING REGULATIONS, SECTION ONE SORT OF 46-45. SITE PLAN APPROVAL IN APPENDIX GMT. SEE MCKINNEY TOWN CENTERS ONLY DISTRICT OF THE CODE OF ORDINANCES AND ACCOMPANYING COORDINATES, JENNIFER THANK YOU, MR MAYOR. SO AS WE MENTIONED. STAY HERE, UH, TONIGHT EARLIER TODAY AT THE WORK SESSION. THIS ITEM IS TO CLEAN UP SOME LANGUAGE ABOUT SITE PLAN APPROVAL PROCESS AS WELL AS TONTO IDENTIFY, SORT OF A NEW, NUANCED USE BREW PUB. AND THAT DISTINGUISHED BETWEEN A BREW PUB AND BREWERY AS PROPOSED STAFF IS LOOKING TO CLEAN UP LANGUAGE RELATED TO THE PROPERTY OWNER. NOTIFICATION REQUIREMENTS FOR SITE PLAN APPROVALS THAT REQUIRE A VARIANCE, SO JUST TO CLARIFY AGAIN FOR THE RECORD, THIS WOULD NOT IMPACT ANY REZONING NOTIFICATION REQUIREMENTS. NOTIFICATIONS LEGAL NOTICES AND ZONING SIGNS WOULD STILL VERY MUCH BE INTACT. FOR THOSE. THIS IS JUST TO ADDRESS THOSE SITE PLANS, WHICH ARE RELATIVELY MINISTERIAL ITEMS. ONE A VARIANCE IS BEING REQUESTED. AS IT RELATES TO THE AMENDMENT FOR ADDING THE BREW PUB USE INTO THE MCKINNEY TOWN CENTER ZONING DISTRICT OF THE CITY OF MCKINNEY AGAIN. THIS WOULD I STAFF IS RECOMMENDING THAT THAT[00:35:03]
NEW USE BE INCLUDED IN THE MTC ON IT. WHAT DISTINGUISHES FROM THE BREWERY IS THAT A BREW PUB COULD BE PERMITTED. IN CONJUNCTION WITH THE RESTAURANT, THE DISTRIBUTION OF ANY ITEMS BROOD AT THAT BREWERY WOULD NOT BE PERMITTED. OBVIOUSLY WITH THE BREWERY OR A MICROBREWERY, YOU COULD HAVE THAT DISTRIBUTION THIS WOULD ALLOW FOR RESTAURANTS THAT HAVE THAT INSIDE A BREWERY WITHIN THEM TO OPERATE WITHIN THE EMPTY SEAT. CURRENTLY, WE DO NOT HAVE THAT IDENTIFIED AS THEY USED. THIS WOULD HELP TO CLARIFY THAT FOR THEM. HERE ON THE SIDE IS JUST THAT DISTINCTION BETWEEN THE DEFINITIONS AGAIN HIGHLIGHTING THE DIFFERENCE BETWEEN DISTRIBUTION VERSUS NOT BEING ALLOWED TO DISTRIBUTE WITH THAT BREW PUB. WHENEVER WE'RE INTRODUCING A NEW USED TO HIS ZONING ORDINANCE, WE ALSO HAVE TO IDENTIFY WHERE THOSE USES MIGHT BE PERMITTED. STAFF IS RECOMMENDING THAT THE GROUP HAVE BE PERMITTED AND ALL OF THE SAME ZONING DISTRICT'S WITHIN THE EMPTY SEE THAT A RESTAURANT IS CURRENTLY PERMITTED. SO IN THE MTC IF A RESTAURANT WERE PERMITTED ON A PARTICULAR PROPERTY, A BREW PUB WOULD ALSO BE PERMITTED AS WELL. WE'VE ALSO ADDED THIS DISTINCTION OF A SPECIFIC USE PERMIT FOR A BREW PUB OR IN MICROBREWERY. I'M IN ALL DISTRICTS OF THE MTC. THIS WOULD ALLOW FOR THE COUNCIL AT ITS DISCRETION TO EVALUATE WHETHER OR NOT A PARTICULAR LOCATION COULD ACCOMMODATE YOU, SUCH AS THAT IN THE MTC AREA. BOND AGAIN. THAT'S JUST THE MAP, AND I'D BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU HAVE. BUT AGAIN, THE TWO BIG TICKET ITEMS HERE ARE CLEANING UP THAT SITE PLAN APPROVAL PROCESS WITH A VARIANCE IS PRESIDENT AND IDENTIFYING THAT NEW BREW PUB USE FOR THE DOWNTOWN AREA. REALLY JUST A DISCUSS HER AND I THINK PUBLIC BE GOOD TO KNOW. I MEAN, YELLER AND INTENDING ON TAKING THESE DEFINITIONS CITYWIDE. WITH THE CODE OVERHAUL. WE WILL BE SO TONIGHT'S ACTION WILL BE COME.IF APPROVED, IT WILL BECOME A PART OF OUR ZONING ORDINANCE STARTING TOMORROW FOR THE AREA AS THE MTC, WHICH IS THE DOWNTOWN. ABSOLUTELY BUT WITH THE MAJOR CODE OVERHAUL WILL BE EVALUATING THIS ACROSS THE BOARD, AND WHEN THAT ULTIMATELY GETS CONSIDERED, IT'LL BE.
APPLICABLE ALL OVER. WE'RE GONNA MOTIVATE ME. YEAH. WHAT ELSE? SO THIS IS A. HEARING IS THERE ANYBODY HERE TO SPEAK ON THIS ITEM? SEEN NONE ENTERTAIN A MOTION. TO PROVE LEE. SECOND GOES PUBLIC AREA AND IMPROVE THE ITEM HERE. I'LL SECOND CAST YOUR VOTES. JUST ME. PRETTY. E GOT HIM TO GO GET YOU OUT OF THE CLOSET. ITEM 200012 EMPTY. CONSIDER AN ACT ON AN ORDINANCE
[Consider/Discuss/Act on an Ordinance Amending Chapter 87, “Special Events,” of the City’s Code of Ordinances by Adding New Provisions Permitting Parklets Within Certain Areas of the Corporate Limits of the City of McKinney and Providing Minimum Requirements Thereof; Repealing Conflicting Ordinances; Providing a Savings Clause; Providing a Severability Clause; Providing for Publication of the Caption of this Ordinance; and Providing for an Effective and Termination Date.]
AMENDING CHAPTER 87 SPECIAL EVENTS OF THE CITY'S CODE OF ORDINANCES BY ADDING NEW PROVISIONS PERMITTING PARK LET'S WITHIN CERTAIN AREAS OF THE CORPORATE LIMITS OF THE CITY OF MCKINNEY AND PROVIDING MINIMUM REQUIREMENTS T REPEALING CONFLICTING ORDINANCES PROVIDING THIS SITE A SAVINGS CLAUSE PROVIDING THE SEVERABILITY CLAUSE PROVIDING FOR PUBLICATION OF THE CAPTION OF THIS ORDINANCE AND PROVIDING FOR AN EFFECTIVE AND TERMINATION DATE HIM. HOW ARE YOU? GOOD HOW ARE YOU? THANK YOU, MR MAYOR. GOOD EVENING CITY COUNCIL. KIM BLAM, ASSISTANT CITY MANAGER AT THE DECEMBER 1ST WORK SESSIONS STAFFED, PRESENTED A PARK LIT PROGRAM FOR YOU FOR CONSIDERATION FOR THE DURATION OF THE COVE IN 19 PANDEMIC. THIS WOULD ALLOW RESTAURANTS AND BUSINESSES TO USE ON STREET PARKING SPACES. IN CERTAIN AREAS WITH CERTAIN REQUIREMENTS FOR YOUR DIRECTION. WE'RE FOLLOWING UP WITH AN ORDINANCE THAT GIVES IT THAT FORMAL AUTHORIZATION. THERE ARE TWO SMALL CHANGES. I WANT TO MAKE YOU AWARE OF. FIRST IS A MINOR INCREASE IN THE HEIGHT OF THE BARRIER THAT ACCOMMODATES THE DESIGN. WE CURRENTLY HAVE UNDERWAY AND HAVE WE HAVE CONFIRMED IS NOT CAUSING THE SIGHTLINE ISSUES. THE OTHER SMALL CHANGE. IS THAT PREVIOUSLY WE WERE LOOKING AT A TWO SPACE MINIMUM FOR A PARK LIT. WE ARE NOW ALLOWING ONE SPACE IN CERTAIN SITUATIONS IF IT MAKES SENSE. THOSE ARE THE ONLY TWO CHANGES IN THE ORDINANCE. ANOTHER UPDATE AT THE LAST MEETING STAT COUNSEL DIRECTED STAFF TO UTILIZE CARES ACT FUNDING TO PROCURE TO PARK. LET'S. WE ARE IN THE PROCESS OF DOING THAT AND ANTICIPATE THEY WILL BE INSTALLED BY THE END OF THE YEAR. WE RECEIVED FOUR APPLICATIONS OF INTEREST FROM DOWNTOWN BUSINESSES AND ARE CURRENTLY WORKING WITH THEM INDIVIDUALLY TO MAKE SURE THEY QUALIFY AND GET THAT PARK LIT, UTILIZED IN THE BEST WAY POSSIBLE. RIGHT, KIM. I WOULD IMAGINE THAT PART OF THE REASON THAT WENT FROM THE TWO SPACE MINIMUM MIGHT BE THAT THERE'S SOME OF THE RESTAURANTS THAT HAVE A SINGLE SPACE THAT IN FRONT OF THAT RESTAURANT, TWO SPACES WOULD BE IN FRONT OF ANOTHER BUSINESS, AND THERE'S BEEN BUSINESSES THAT HAVE EXPRESSED MAYBE OPPOSITION. SO IS THAT ALLOWING US THE FLEXIBILITY IS STILL ALLOWED THAT RESTAURANT. OF POTENTIALLY QUALIFIED FOR A PARK. LET THERE BE ONE OF THE REASONS USING THE[00:40:07]
ONE SPACE DEFINITELY ALLOWS FOR A LOT MORE FLEXIBILITY. SO YOU'RE ABSOLUTELY RIGHT. OUR PROGRAM DOES REQUIRE THAT YOU HAVE A LETTER OF SUPPORT FROM EACH OF YOUR ADJACENT. BUSINESS OR NEIGHBORS, AND THAT'S BECAUSE PARKING IS AT A PREMIUM FOR CERTAIN BUSINESSES DOWNTOWN.WE WANT TO MAKE SURE EVERYONE'S HAPPY ABOUT THIS CHANGE. THIS IS A 24 HOUR UTILIZATION OF A PARKING SPACE, SO YOU'RE RIGHT. GOING DOWN. ONE SPACE ALLOWS FOR A LOT MORE FLEXIBILITY, THE BUSINESS THAT I THINK YOU'RE TALKING ABOUT. WE STILL DO NOT HAVE NEIGHBORS SUPPORT, THOUGH, FOR ON. I WOULD HOPEFULLY ENCOURAGE. PEOPLE TO GIVE US MUCH CONSIDERATION AS THEY CAN.
I THINK THAT I KNOW THAT SOME OF THE CONCERN, OF COURSE, IS A PARKING SPACE AND MAYBE SOME VIEW OBSTRUCTION, THOUGH. OF COURSE, THESE AIR LOW. GROUND I FEEL STRONGLY THAT WHEN THESE ARE IMPLEMENTED, AND PEOPLE SEE PEOPLE DINING IN THAT KIND OF INTERACTION OUTSIDE, IT USUALLY WILL GENERATE TRAFFIC. IT'S A SYNERGISTIC THING. AND THEY WILL PROBABLY FIND THAT BUSINESS ACTUALLY IS ENHANCED BY HAVING PEOPLE EATING OUT OUT FRONT IN THE COMMUNITY REALLY GETTING ENGAGED IN THAT WAY, SO I HOPE THAT. YOU KNOW, EVERYONE CONSIDERS WHEN? WHEN A RESTAURANT ASKED THEM FOR PERMISSION THAT THEY CONSIDER BEYOND JUST THOSE TWO STATIC THINGS, BUT THINK ABOUT THE OPPORTUNITY PROVIDES FOR MORE ENGAGEMENT COMMUNITY. HAVE A QUESTION YOU SAID TO SEE IF THEY QUALIFY. BUT WHAT IS THE QUALIFICATIONS WHO CAME UP WITH THE QUALIFICATIONS SO WE PRESENTED MOST OF THOSE WE WOULD PRESENT ALL OF THEM AT THE WORK SESSION LAST TIME. SO, FOR EXAMPLE, YOU CANNOT PUT ONE OF THESE IN A LOADING SPACE.
YOU CANNOT PUT ONE IN A SPACE THAT HAS A STORM DRAIN. YOU ALSO CAN NOT PUT ONE IN A PLACE IF YOU DON'T HAVE YOUR NEIGHBOR SUPPORT, SO WE RECEIVED THE APPLICATIONS AND WE WE'VE MET WITH EACH BUSINESS INDIVIDUALLY TOW WALK THE SITE. MAKE SURE THAT THERE WAS NO STORM DRAINS.
MAKE SURE THERE WERE NO ISSUES BUT BEING NEAR CORNER AND ALSO TO CONFIRM THOSE LETTERS OF SUPPORT FROM THE BUSINESSES. ADDITIONALLY THEY DO NEED TO PROVIDE CERTIFICATE OF INSURANCE TO THE CITY BECAUSE THEY ARE STILL IN OUR PROPERTY. SO THAT'S WHAT I MEAN BY QUALIFICATION. THANK YOU. THE OTHER QUESTIONS. NO COMMENT. DO YOU KNOW THAT WHEN WE TALKED ABOUT THIS IS THE WORK SESSION, I WAS CONCERNED ABOUT THEM BEING LOCATED WITHIN 250 FT OF EACH OTHER. THANK YOU CHANGE THAT ONE PER CITY BLOCK, AND I APPRECIATE THAT VERY MUCH. SO, THANK YOU. RIGHT? ENTERTAIN A MOTION IF THERE'S NO OTHER COMMENTS. THANK YOU, KIM. MOVE THAT WE HAVE PROVED THIS ITEM. THANK YOU. NEWSCASTER VOTES. MISSION PASSAGE. NEXT ITEM

THANK YOU, MISS MAINLY FOR COMING TO DO SOME HOMES ON THANKSGIVING. WE HAD A GREAT TIME. I CANNOT TAKE THE CREDIT. THAT WAS MY MOTHER, BRENDA JACKSON AND ROSLYN JOSEPH OF NEWSOME HOMES. THEY PUT THAT TOGETHER, THEY WERE ABLE TO FEED 55 PEOPLE THAT HAD NOWHERE TO GO. ON THANKSGIVING, SO I JUST WANTED TO LET YOU KNOW WITH THAT CAME A NEW IDEA.
I HAVE A NONPROFIT THAT I JUST STARTED IT LAUNCHED LAST MONDAY. IT'S CALLED LEAD BY EXAMPLE, SERVING SENIORS IN OUR COMMUNITY, AND THAT'S JUST NOT DISTRICT ONE. THIS IS ALL OF YOUR DISTRICT'S SO I YOU WILL BE SEEING THIS FACE A LOT GET TO THOUGH THIS FACE RIGHT HERE.
BUT I WANTED TO LET YOU KNOW THAT IN THE SPIRIT OF CHRISTMAS, WE'RE DOING A SMALL GESTURE FOR ALL OF THE SENIORS RIGHT NOW. I HAVE PURCHASED BASKETS. SMALL BASKETS BECAUSE THIS IS A SMALL GESTURE, AND I'M ASKING EVERYBODY IN THE COMMUNITY TO TAKE 1235 10. AND FILLED THEM UP. AND LIKE I SAID, THIS IS MY MOM'S DREAM, AND I'M JUST EXECUTING IT FOR HER. AND BECAUSE MY MOM IS A SENIOR, AND I DON'T WANT MY MOM GETTING SICK, AND I KNOW WE'VE LOST SO MANY PEOPLE HERE LATELY, AND I JUST WANT TO MAKE SURE THAT I CAN DO MY PART. CALL ONE MCKINNEY 2040 COMPREHENSIVE PLAN. THIS COUNCIL HAS DRAWN UP AND APPROVED A PLAN THAT IS A REVITALIZATION OF SORTS FOR EAST MCKINNEY. WITHIN THIS PLAN. THERE ARE FEW MAJOR PROJECTS THAT WILL CHANGE THE LANDSCAPE OF WHAT HAS ALWAYS BEEN KNOWN AS LEWISVILLE. LIVELY HERE ROCK WALL AND WHAT HAS BEEN BROUGHT TO MY ATTENTION. ALOMA BECAUSE THE CHANGES ARE BEING FINALIZED WITHOUT A GREAT DEAL OF INPUT FROM THE GENERAL COMMUNITY. WE REQUESTED THAT THERE BE A SLOW DOWN AND BETTER COMMUNICATION
[00:55:01]
IMPLEMENTED. WITH REGULAR CITIZENS, FOR EXAMPLE, WITHIN THE PLAN, OUR HISTORICAL NEIGHBORHOODS ARE NOTED AS THE MILL DISTRICT. THE GENERAL PUBLIC HAS NO CLUE ABOUT THIS.THIS IS THE WAY THINGS EASE INTO CHANGE AND IN 25 TO 30 YEARS. THE AREA ACROSS HIGHWAY FIVE WILL BE CASUALLY KNOWN IN CONVERSATIONS AS THE MILL DISTRICT. WE'RE 100 YEARS PLUS THESE AREAS HAVE BEEN KNOWN AS PREVIOUSLY NOTED, BUT IS ABOUT TO SLIDE INTO THE ABYSS OF THE MILL DISTRICT. THAT WOULD NOT BE RIGHT. WE NEED TO DO TO GET KNOW WHAT DO WE NEED TO DO TO GET THE ONE MCKINNEY COMPREHENSIVE PLAN TO REFLECT THE AREA? BECAUSE WHAT IT IS LEWISVILLE, LOVELY HILL, ALOMA AND ROCK WALL. AND FURTHER DISCUSSION LAST MEETING. WE WERE ENCOURAGED TO HELP OUR NEIGHBORS TO KNOW WHAT IS GOING ON UP HERE. SO IT RESPONDS TO THAT CHALLENGE. A BLOCK HAS BEEN CREATED. THE BLOGGERS CALLED MCKINNEY DISTRICT, ONE NEIGHBORHOOD BLOCK. THIS BLOCK IS BEING DEVELOPED TO OFFER HELPFUL TIP. IT'S ABOUT THE THINGS THAT MAY IMPACT THE DISTRICT ONE NEIGHBORHOOD. IN ORDER TO ACCESS THE BLOGGED.
PLEASE GO TO MCKINNEY. DEEP ONE I N F O .COM. THIS IS AN INFORMATION SITE THAT ANYONE CAN GO TO FIND OUT WHAT IS KNOWN TO BE GOING ON AS FAR AS THE ADVANCEMENTS OF THE 2040 COMPREHENSIVE PLAN. IN ADDITION TO THE BLOCK SITE, THERE'S A TELEPHONE NUMBER LISTED. FOR THOSE WHO DO THAT HAVE INTERNET ACCESS TO CALL LEAVE A NAME AND ADDRESS AND A NEWSLETTER WITH THE SAME INFORMATION FROM THE BLOGGED WILL BE GENERATED ONCE PER WEEK AND SENT VIA U. S MAIL. THAT. IS CLAIRE. THERE IS A PROGRAM AND TEXAS SPONSORED BY THE Y M C, A ITS YOUTH IN GOVERNMENT PROGRAM AND TEACHES YOUNG PEOPLE ABOUT GETTING INVOLVED IN GOVERNMENT. WE HAVEN'T HAVE THE TEXAS STATE GOVERNOR HERE IN MCKINNEY, TEXAS, MISS VIVIAN GARNER IS THE FIRST GOVERNOR FROM MCKINNEY, TEXAS. VIVIAN IS THE DAUGHTER OF. LONG AND ROSALIND DAUGHTER, GARNER AND BIG SISTER TO GRACE ON ONE OF THE INSPIRING THINGS ABOUT HER WAS READ ABOUT THIS IN THE DALLAS MORNING NEWS IS THERE WAS ANOTHER YOUNG LADY UNDERCLASSMEN. I SAW HER AND SAID THAT THAT WAS THE VERY FIRST TIME SHE EVER SAW SOMEONE OF HER OWN SKIN TONE IN A POSITION OF GREAT LEADERSHIP, AND THAT YOUNG LADY IS NOW RUNNING FOR OFFICE STATEWIDE HERSELF. SO CONGRATULATIONS TO VIVIAN GARNER FOR MAKING MCKINNEY LOOKED GOOD AND REPRESENTING US ALL WELL. EMMA CRAM IS AT THE IMAGINE SCHOOL HERE IN MCKINNEY. SHE HAS PROJECT GOING ON HELP. PARENTS OF PREMIUMS THAT ARE STILL IN THE HOSPITAL, AND SHE HAS GONE OUT TO OUR LOCAL MERCHANTS, AND I WANTED TO CALL ATTENTION TO THEM. BUT IT'S NOT JUST. THESE MERCHANTS THAT I'M TALKING ABOUT. IT'S CONSTANT MCKINNEY THAT YOU REACH OUT TO OUR LOCAL MERCHANTS TO HELP KIDS WITH THEIR PROJECTS AND THINGS OF THIS NATURE. AND FOR HER, IT WAS CHICK PLAY MARKET STREET. WALMART NEIGHBORHOOD GROCERY, SONIC RAISING CAIN AND ONE OF BURGER AND THESE WERE ALL THE FOLKS THAT YOU SHOULD BE OUT SUPPORTING BECAUSE THEY'RE GIVING BACK TO THE COMMUNITY, AND IT'S NOT JUST THESE RESTAURANTS. THERE'S A LOT OF BUSINESSES IN MCKINNEY THAT DO THAT, AND I HOPE YOU'LL GO OUT AND SUPPORT HIM. ESPECIALLY IN THIS SECOND WAVE OF COVERT VIRUS. I WANT TO SAY CONGRATULATIONS, THE MCKINNEY NORTH GIRLS VOLLEYBALL TEAM. THEY WENT OUT OF STATE TOURNAMENT AT THE QUARTER FINALS THEY LOST TO THE EVENTUAL STATE CHAMPION. HAD A GREAT GREAT YEAR. THEY'VE GOT A LOT OF YOUNGER CLASS FROM THEIR LOSING THREE SENIORS, AND THEY'RE GOING TO SOME PRETTY IMPRESSIVE SCHOOLS, BUT THEY'LL HAVE A GREAT YEAR. GREAT YEARS COMING FORWARD. ALSO. MISSES HIM WIDE OPEN IN THE END ZONE. I'M THINKING HOW CAN YOU MISS A GUY WHO IS 67 £270? HOW CAN YOU OVERTHROW THEM? BUT SOMEHOW HE MANAGED TO DO THAT HE MADE UP FOR IT HIS FRESHMAN OUT THERE. HAD HIS FIRST CATCH. GEIGER'S WHO WORKS FOR THE CITY, HE IS WHAT I WOULD REFER TO HIS ART HISTORIAN. HE IS RETIRING, AND I WAS SORRY TO HEAR THAT GUY'S A TREMENDOUS ARTIST HE KNOWS A TON ABOUT MCKINNEY IS JUST A TREASURE. SO IF YOU HAD THE OPPORTUNITY, REACH OUT AND TELL HIM THANK YOU WISH HIM THE BEST IN HIS RETIREMENT YEARS. ALSO LIKE TO GIVE A THANK YOU HAVE TO LOVE LIFE FOUNDATION. WE ARE. FORTUNATE HAVE A GROUP LIKE THAT HERE IN MCKINNEY.I'VE BEEN HANGING AROUND ON THE SIDELINES AND I'VE SEEN A COUPLE OF DONATIONS COME OUT OF LOVE LIFE, TOO LOCAL. CHARITIES AND LOCAL ORGANIZATIONS THAT GIVE BACK TO THE COMMUNITY AND IT WAS REALLY TREMENDOUS. THOSE WERE SUPPOSED TO BE ANONYMOUS GIFTS, BUT I REALLY WANT TO SAY THANK YOU TO THE LOVE LIFE FOUNDATION. YOU DO GREAT THINGS FOR MCKINNEY. AND MOST OF ALL TONIGHT I WANT TO SAY THANK YOU TO THE FRAZER FAMILY FOR MAKING ME THESE LITTLE GOODIES. BUT THEY DIDN'T LAST VERY LONG. HE ONLY PUT THREE OF THEM IN THERE THEY NEED THOUSANDS ONLY MADE PUT 330 MINUTES. FOR 30 MINUTES AND THAT'S ALL I HAVE WITH YOU ALL THE VERY BEST THIS HOLIDAY SEASON. THANK YOU, MR MAYOR SCOTT. IT'S GOT NO, WAIT. DO YOU FAVOR? REMEMBER, MR FRANKLIN WANT YOU FOLLOW THAT? AREN'T YOU FOLLOW? OH, NICE JOB, HUH? THANK YOU. I WOULD JUST LIKE TO SAY THAT UH, DURING THIS NEXT PERIOD OF TIME. THERE'S GONNA BE A LOT OF DARK. KIND OF A DARK CHRISTMAS FOR A LOT OF PEOPLE. UM THERE'S A LOT OF PEOPLE THAT HAVE THAT WILL BE HERE THIS YEAR FOR THEIR FAMILIES. THERE'S A LOT OF PEOPLE THAT WON'T HAVE MEALS ON THEIR TABLE. UM, THIS IS A TIME OF GIVING, AND IT'S NEVER BEEN MORE IMPORTANT THAN THIS CHRISTMAS. SO IF YOU HAVE EXTRA MONEY IF YOU'RE FORTUNATE TO STILL HAVE YOUR JOB REMEMBER THOSE PEOPLE THAT DON'T. NO, GO TO YOUR CHECKBOOK AND WRITE A $10 CHECK OR $25 CHECK. TO YOUR FAVORITE CHARITY. ESPECIALLY THOSE WHO PROVIDE MEALS TO OUR RESIDENTS. WE'VE ALWAYS BEEN A COMMUNITY THAT TAKES CARE OF THEIR OWN, AND WE DON'T WANT TO LEAVE ANYBODY BEHIND. SO I JUST ENCOURAGE EVERYBODY TO REACH OUT AND HELP THOSE PEOPLE IN THE WELL DONE. I COULD NOT SAY THAT ANY BETTER. RICK. HOW TRUE THAT COULD BE RIGHT NOW. UM. LIKE WHAT WE DO WITH THE COVERT FUNDS IS ESPECIALLY WHAT'S GOING ON. RICK JUST SAID. YOU KNOW, THERE'S GONNA BE A DARK CHRISTMAS FOR A LOT OF FAMILIES OUT THERE. AND SO MANY OF US ARE FORTUNATE OF WHAT'S GOING ON ON OUR END. THE OVER FAMILIES TOGETHER AND WE HAVE THE MONEY TO DO WHAT WE NEED TO DO. SO LOOK FOR THOSE WHO NEED THE HELP POLICE GET BACK. I COULDN'T LOVE LIFE FOUNDATION.
I THINK THERE'S A TREMENDOUS JOB. ELLIOT I THINK YOU DO A TREMENDOUS JOB WITH THE FOOD THAT YOU HAVE MORE ENERGY THAN I EVER COULD THINK OF TO DO THAT. WE KNOW THE VACCINES COMING. WE'VE SOLD THAT YESTERDAY THAT IT WAS A METHODIST HOSPITAL IN DALLAS AT PARKLAND TODAY, YOU'RE GOING TO SEE A LOT OF THE NURSES. DOCTORS GET IT FIRST AND THE FIRST RESPONDERS WHO WILL GET IT. AND THAT'S THAT'S A GOOD THING. I KNOW THAT SOME PEOPLE DON'T BELIEVE IN IT. AND THEY JUST THINK THAT THEY WERE GOING TO GROW A THIRD EYE OR WHATEVER. I DON'T SEE THAT. I THINK YOU HAVE TO HAVE SOME TYPE OF TRUST. TO TRY TO CURVE THIS THIS. THIS DISEASE THAT'S OUT THERE. THAT'S KILLING SO MANY AMERICANS AND WE'VE GOT TO GET PAST THIS. UM. I WILL SAY THAT I WAS OFFERED THAT I'VE BEEN WATCHING THIS RIDE ALONG ON THE MCKINNEY POLICE TWITTER'S ACCOUNT. AND IF YOU GUYS HAVE WATCHED IT, BUT THIS KENDALL SAM, WHO'S DOING IT IS THIS RIGHT ALONG. AND EVERY DAY IS GOING TO CALL IN, AND IT'S SHOWING WHAT THE OFFICERS ACTUALLY DO. I'M SURE IT'S ON THEIR FACEBOOK AS WELL. BUT.
CAN'T TAKE THE COMMENTS ON FACEBOOK. SO I WATCH TWITTER. TWITTER. ACTUALLY TWITTER'S LATER, OKAY, BUT IT REALLY SHOWS HIM FROM GOING TOE, WHETHER IT'S A BURGLARY CALL OR 919 ASSISTS. IT'S JUST SHOWING WHAT THE WHAT THEY DO EVERY DAY AND WHY THEY DRIVE FAST AND THE THINGS THAT THEY HAVE TO DO TO GET TO THEIR DID THEIR JOB DONE. I THINK THAT A LOT OF OUR CITIZENS NEED TO SEE MORE OF THAT SIDE OF IT. WHETHER IT'S OUR FIREMAN, OR WHETHER IT'S OUR POLICEMEN AND WHAT THEY'RE ACCOMPLISHING AND WHY THEY'RE DOING IT. THERE'S A LOT OF EXPLANATION THERE, AND I THINK THAT WHOEVER PUT THAT TOGETHER ON OF THOSE CHIEF'S IDEA OF THE P I O IN THAT IN THAT AREA, TREMENDOUS JOB BECAUSE I HAVE NOT SEEN THAT. ON ANY CITY. I'M
[01:05:05]
SURE IT'S CAME FROM SOMEWHERE. BUT WE'RE DOING A GREAT JOB BEING AT THE FOREFRONT AGAIN BECAUSE I DON'T KNOW THE NO, NO, NO. THE OTHER AREA CITIES THEY'RE DOING THAT. UM. MR THORNTON. I KNOW HE LEFT. UH I WAS REALLY EXCITED BECAUSE YOU WEAR THAT COWBOY A MASK AND HE WAS GOING TO SIT HERE AND I WAS GONNA HAVE A COWBOY FAN TO TALK TO HIM. WE FINALLY WON A GAME.UH HE'S NOT HERE AND IT'S VERY UNFORTUNATE BECAUSE YOU KNOW. HE MISSED. HE MISSED IT BY A MIDDLE OF THE STREET. AND IT'S HARD TO EXPLAIN THAT THAT HE IS HEARTS THERE. EVERYTHING'S THERE. EVERYTHING WE WANTED AND HE WANTED WAS RIGHT THERE, BUT THE DISTRICT LINE. AND SO NO FAULT TO ANYBODY, ESPECIALLY EMPRESS. SHE CAME UP AND FELL ON THE SWORD FOR THAT. ANY ONE OF US WOULD HAVE MADE THAT MISTAKE. I PROMISE YOU THAT WE WOULD HAVE MADE THEM A THAT IS A HUMANS MAKE MISTAKES. THAT IS A HUMAN MISTAKE, AND IT'S JUST BECAUSE THE LINE IS DOWN THE MIDDLE OF THE STREET. IF YOU LOOKED AT THE STREET, YOUR SALARY LIVED. YOU SAY HE'S IN DISTRICT ONE. EVERYBODY WOULD HAVE THOUGHT THAT. AND SO, PLEASE, EMPERORS. DO NOT THINK THAT YOUR FAULT WE ALL WOULD HAVE DONE THE SAME THING. SHE GOES, I'M GONNA MAKE BRACELETS AND SELL THEM AND BRING THE MONEY TO HELP FEED PEOPLE. EIGHT YEARS OLD. WELL, WHERE THIS THING UNTIL IT WEARS OUT. JUST SHOUT OUT TO MADISON. AND FOR WHAT SHE DID, AND CERTAINLY HER MOM FOR ALL THE HELP THAT WENT WENT WITH IT. MASS INTO SO CUTE. SHE GOES WELL, YOU KNOW HOW MANY PEOPLE DOES THIS HELP? I SAID, LOOK, TENDERNESS AND MEDICINE. WHAT YOU DID WILL HELP FEED A FAMILY OF FOUR FOR SIX MONTHS.
EIGHT YEARS OLD. SO MADISON IS MY HERO OF THE WEEK AND I AM PROUD TO WEAR THIS BRACELET UNTIL FALLS APART AND I HOPE SHE'LL MAKE ME ANOTHER ONE. THANK YOU, MARY. REPRESENTED.
MM. I WAS I WAS DEVASTATED WITH, UM. CHRIS NORTON CALLED ME AND TOLD ME THAT HE DIDN'T LIVE IN THE DISTRICT ONE AND, UM. HEY WAS A DISTRICT AREAS COUNCILMAN FOR TWO WEEKS AND HE WAS INVOLVED IN AND. HEY WENT ON SEVERAL OCCASIONS AND MET WITH PEOPLE AND DID THINGS AND S O. WE MADE THE RIGHT CALL ON THE CHARACTER, THE CHARACTER OF THE MAN AND WHAT HE WAS WILLING TO DO AND HOW HE'S WILLING TO SERV S SO I'M I PLOT US ON THAT ONE ON THE KIND OF GUY THAT WE WANT ONE WANTED TO PUT IN THERE BECAUSE I THINK HE WAS ALL ABOUT UM THE, UH. THE OTHER THING IS I HAVE A BROTHER IN LAW AND A SISTER WHO GOT COVERT AND THEY WERE ACTUALLY ENDED UP IN THE HOSPITAL IN THE SAME ROOM. FORTUNATELY FOR A LITTLE BIT, BUT MY. A BROTHER IN LAW
[01:10:01]
STILL IN THERE KIND OF FIGHTING. DAY TODAY. NOW, UM. HE'S ON A VENTILATOR, AND HE HAS GOOD DAYS AND HAS NOT SO MUCH GOOD DAYS, BUT I'VE HAD THE OPPORTUNITY TO MEET SOME OF THE PEOPLE WHO WHO ARE HELPING THEM. UH, ONE OF THEM IS GONNA THORTON IS CHRIS'S. WIFE WHO WORKS ON THAT FLOOR. AND THE ONE THING THAT MY SISTER AND MY UH, NIECES AND NEPHEWS. NEPHEW HAVE JUST SAID HOW WONDERFUL THEY ARE UP THERE. AND SO I JUST GIVE A SHOUT OUT TO ALL THOSE FIRST LINE WORKERS WHO WERE OUT THERE MAKING A DIFFERENCE FOR EVERY INDIVIDUAL WHO WAS. WHO'S HOSPITALIZED WITH THAT, BECAUSE IT'S NOT EASY AND YOU KNOW, I WENT AND I WENT IN THERE FOR A REASON. AND I GOT PERMISSION TO GO IN THERE AND VISIT WITH HIM FOR A MINUTE AND. YOU KNOW WHEN THE LIGHT I CLEAN MY, YOU KNOW YOU GET ALL THIS. THEY DON'T GET TO DO THAT. UNTIL AFTER EIGHT OR 10 HOURS OF WORKING, YOU KNOW, THEY DON'T GET TO CLEAN THEMSELVES UP ON DNO NOT KNOW THAT. YOU KNOW YOU DON'T HAVE THAT VIRUS ON YOU SOMEWHERE SOMEHOW.
