AFTERNOON. WE CALL OUR MEETING TO ORDER TODAY IS TUESDAY, JANUARY 19TH YEAR 2021. IT IS
[CALL TO ORDER]
30. THAT'S ABOUT THREE O'CLOCK IN THE AFTERNOON, AND WE'RE IN COUNCIL CHAMBERS THAT TO 22, NORTH TENNESSEE ST GREAT CITY OF MCKINNEY. FIRST ORDER OF BUSINESS IS PUBLIC COMMENTS ON ANY AGENDA ITEMS. NOT SHOW ANYBODY WILL BE FIRST. WE'RE MOVING ON. DISCUSS REGULAR[DISCUSS REGULAR MEETING AGENDA ITEMS for the City Council Regular Meeting to be held Tuesday, January 19, 2021 at 6:00p.m. ]
MEETING JENNA ITEMS IF ANYONE HAS A NIGHT AND THEY LIKE TO DISCUSS WHILE STAFF IS HERE, I HAVE SOME PULL DOWNS, OKAY? UM 21 0047. BU CHIEF. YES, THE POLICE YES. HE'S DEAD. MR. I THINK IT'S THAT BRAND. YEAH, WELL, THE STEP. SO MY QUESTION IS I LOOK AT THAT BECAUSE IT TALKS ABOUT TRAFFIC CONTROL. THIS IS AH GRANT ABOUT TRAFFIC CONTROLLERS THAT MEAN TRYING TO GIVE OUT MORE TICKETS. IS THAT WHAT TRAFFIC CONTROL MEANS PRETTY MUCH AND MORNINGS. YEAH, IT'S A COMBINATION OF TICKETS AND WARNINGS AND WHAT THE PROGRAM DOES, AND WE'VE HAD THIS FOR A NUMBER OF YEARS NOW GOING BACK TO 20 REALLY, BEFORE THAT WAY WERE IN THE PROGRAM IN THE EARLY TWO THOUSANDS HAD BEEN OUT OF IT FOR A FEW YEARS IN 2016. WE GET INVOLVED IN THE PROGRAM AGAIN. AND THEY GIVE US A CERTAIN AMOUNT OF MONEY THIS YEAR, 54,000 FROM THE STATE AND ITS TOE WORK SPECIFIC AREAS THAT THE STATE IDENTIFIES AS HIGH ACCIDENTS. ARE THEY BASED UPON OUR ACCIDENT REPORTS? AND THEN THEY GIVE US MONEY BACK TO WORK IN THOSE AREAS WHERE WE'RE SEEING HIGH RATES OF ACCIDENTS. SO WE HAVE MORE POLICE IN THOSE AREAS SO YOU'LL TALK TRAFFIC OFFICERS MOSTLY WORKING IT RIGHT? YES TELL ME WHERE THOSE AREAS ARE. AFTERWARDS WE GET A FULL BRIEFING, PLEASE. GOOD LUCK. ALL I CAN SAY IS WE HIGHLY RECOMMEND DRIVING THE SPEED LIMIT, RIGHT? YES. AND I TRIED TO YES. SO WE? WE'VE HAD THIS FOR A FEW YEARS NOW. YES DO WE KNOW DO WE KNOW IS ARE NOTICEABLE DIFFERENCE IS THAT WE JUST GOING TO THE SAME SPOT EVERY YEAR. WHAT? YOU KNOW THAT THE SPOTS MOVE AROUND, AND THERE HAS. I WOULD SAY THERE'S BEEN SOME DIFFERENCE IN THE SPOTS WHERE WE'VE HAD ENFORCEMENT AND AS THE STATE EVALUATES THAT THEY KIND OF EVALUATE ME, THIS MONEY IS GOING DOWN FROM ALMOST IN HALF OVER THE YEARS, THEY KIND OF BASE IT ON THE RATE OF ACCIDENTS IN CERTAIN AREAS. OF COURSE, IT'S NOT BASED OFF CITY STREETS PER SE, AS IT IS OFF THE STATE ROADS AND STUFF. SO THAT'S WHERE THE PRIMARY SPOKESMAN IS. OKAY. I JUST NEEDED TO GET THAT CLARIFIED.THANK YOU. THAT. UM AND THEN I HAVE 21 0048 INVESTMENT POOL. YOU DON'T. DOING GOOD. JUST I WAS CURIOUS. WE ALWAYS CALL IT AN INVESTMENT POOL. BUT IT'S NOT REALLY AN INVESTMENT POOL AS MUCH AS IT IS JUST. INTEREST RATES RIGHT THERE DO INVESTMENTS OTHER THAN BONDS AND INTEREST. LOW INTEREST RATES. CORRECT CORRECT, SO IT'S IN WHAT'S CALLED A LOCAL GOVERNMENT INVESTMENT POOL WHERE THERE ARE. CALLS FROM THERE ARE MONIES FROM OTHER ENTITIES PUTTING IT BUT OUR MONEY IS SEGREGATED. AND. IT'S INVESTED IN IN, UM. LOWER RISK INVESTMENTS. SO THERE'S A. SMALL RETURN THAT WE GET ON THAT LITTLE ANYWAY. YEAH.
HELLO. OKAY, THAT'S I JUST WANTED TO CLARIFY THAT. SO NO PROBLEM. THANK YOU. THAT'S ALL I HAVE THERE. THEN I HAD ANOTHER 1 20-11 M TWO. CHANGE IN THE NOISE. MY S O. IT LOOKS LIKE THE ONLY THING THAT WE'RE CHANGING HERE IS THAT WE'RE THE NOTE FROM THE NOISE THING IS WE'RE GETTING RID OF ANY MUSICAL PERFORMANCE IS NOT INCLUDED IN THE. IN THAT.
WHAT'S A WHAT'S A MUSICAL PERFORMANCE MUSICAL PERFORMANCES ANY SORT OF A BAND? ANYBODY IT COULD RANGE FROM A BAND WITH WITH ALL OF INSTRUMENTS TO SOMEBODY JUST PLUGGING IN A GUITAR WITH AN AMPLIFIER. COULD BE CONSIDERED MUSICAL PERFORMANCE. SO REALLY, WHAT THIS IS DOING IS THAT THERE'S A CONTRADICTION BETWEEN BOTH OF OUR DOORS. NO NOISE ORDINANCES WERE TRYING TO CLEAR THAT UP WITH THIS AMENDMENT REMOVING MUSICAL PERFORMANCES OUT OF THAT SOMEBODY THEIR BACKYARD GETS HER BAND GOING, AND THAT'S NOT IT IS ALLOWED NOW AND NOT LIKE. OKAY SO IT'S ALLOWED. YEAH I WAS WHENEVER WE AMENDED IT BACK IN AUGUST OF 2019. WE MADE THIS UNFORTUNATE ERROR. AND SO HAS BEEN VERY HARD FOR OUR CODE PEOPLE TO
[00:05:05]
ACTUALLY ENFORCE THAT BECAUSE WE HAVE A CONTRADICTION BETWEEN AGAIN. THE TWO PARTS OF OUR NOISE ORDINANCE. OKAY, SO WE'RE TRYING TO CLEAN IT UP. OKAY? THAT'S TO WHERE. NO MUSICAL FORM. SO WITH ME, SO THERE IS NO THEY ARE NOT EXEMPT FROM ANY OF THE NOISE ORDINANCE THAT WE WERE JUST SAYING THAT THE MAYOR AND HIS EYES THERE FOR MAYBE THOMAS E CANNOT CONFIRM. I DON'T KNOW WHETHER COMPLAINTS WERE MADE ABOUT THAT. THAT'S ALL I HAD. THANK YOU, SIR. IT'S ALL AHEAD. MAYOR. I WAS LITERALLY THAT'S THE ONE I WAS GONNA ASK QUESTIONS ANYONE ELSE HAVE. THEY DIDN'T LIKE TOE. DISCUSS OFF THE REGULAR. IF NOT, WE WILL MOVE TO OUR WORK SESSION ITEMS. SIGHTING 210033 CONSIDERING ACTORS CONSIDER DISCUSS HOUSING POLICIES BASED[Consider/Discuss Housing Policies Based on the Recommendations of the “Housing Needs Assessment”]
ON THE RECOMMENDATIONS OF THE HOUSING NEEDS ASSESSMENT. AFTERNOON, MAYOR. COUNSEL. I'M ATTACHED TO MY MASK. WE ALL ARE RIGHT. KIM, FARM ASSISTANT CITY MANAGER, GIVING A BRIEF INTRODUCTION TO JANINE CRYSTAL, WHO WILL DO THE BULK OF THIS PRESENTATION TODAY. LAST YEAR ALMOST A YEAR AGO. IN FACT, THE COUNCIL MADE A SLIGHT AMENDMENT TO SOME OF OUR COUNCIL STRATEGIC GOALS TO INCLUDE MORE EMPHASIS ON WORKFORCE AND AFFORDABLE HOUSING. AND TO THAT END IN 2020 ROUTE POLICY, DID A FEW STUDIES FOR US THAT TALKED ABOUT THE NEEDS, AND MCKINNEY HAD SOME DATA BEHIND THAT AS WELL AS SOME INPUT FROM STAKEHOLDERS AND RESIDENTS.NEEDS IN THAT STUDY. THERE WERE FOUR NEEDS. AND IN ADDITION TO THOSE NEEDS, THE STUDY ALSO INCLUDED A TOOLBOX OF THINGS WE COULD DO POLICIES PROGRAMS PARTNERS. WHAT WE'VE DONE NOW IS TO TAKE THAT INFORMATION TO THE NEXT STEP IN TERMS OF THINGS WE COULD PRIORITIES FOR MCKINNEY SPECIFIC. THE TOOLBOX WAS VERY BROAD. WE DIDN'T NEED TO DO ALL OF THEM AT ONE TIME.
WHAT SHOULD WE BE DOING NOW? SO TODAY, JANIE AND CRYSTAL ARE GONNA WALK YOU THROUGH A QUICK REFRESH OF EACH OF THE FOUR NEEDS AND THEY'RE GOING TO THEN ALSO PROVIDE A VERY QUICK REFRESH AND THINGS WE ALREADY DO BECAUSE WE DO ALREADY PARTNER WITH LOCAL AGENCIES. WE DO ALREADY UTILIZE THE FUNDING. WE HAVE IN PLACE TO ADDRESS A LOT OF THESE ISSUES. THEN WE'RE GOING TO TALK ABOUT SOME OF THE THINGS WE COULD DO IN THE NEXT YEAR TO FURTHER THAT CONVERSATION, SO THEY'RE GOING TO GO THROUGH EACH OF THOSE WITH YOU. THIS IS AN INFORMATIONAL ITEM TODAY. WE'RE REALLY JUST SEEKING ANY QUESTIONS YOU MAY HAVE IN YOUR DIRECTION AS RELATED TO WHETHER WE ARE ON THE RIGHT PATH. WHAT I DO WANT TO CLARIFY. THIS IS.
HOUSING FOR ALL OF MCKINNEY. SO LAST TIME WE TALKED, WE TALKED A LITTLE BIT ABOUT EAST SIDE AND THE NEIGHBORHOOD PRESERVATION STUDY. THAT'S A LITTLE MORE SPECIFIC TO EAST MCKINNEY IN THE DOWNTOWN AREA. THIS TAKES. STEP BACK FROM THAT. THAT STUDY IS PART OF THIS INITIATIVE. BUT THIS WAS LOOKING AT MCKINNEY AS A WHOLE. SO THIS IS HOUSING AND MAKE ALL OF MCKINNEY AND WHAT WE COULD WORK ON. IN ADDITION TO WHAT WE ALREADY DO FOR 2020. SO WITH THAT I WILL INTRODUCE RENEE AND CRYSTAL TO GET YOU GUYS STARTED. GENETIC AND HAVING COMMUNITY DEVELOPMENT MANAGER. SO JUST AS A REMINDER, THE ROUTE POLICY RESEARCH STUDY THAT WAS UNDERTAKEN THIS LAST YEAR IN 2020. THESE WERE THE GOALS OF THE STUDY, AND THESE WERE THROUGH DATA ANALYSIS AND ALSO THROUGH INTERVIEWS WITH THE COMMUNITY AND STAKEHOLDERS.
SO TO ANALYZE AND PROFILE, THE CURRENT HOUSING MARKET AND THE KENNY LOOK AT OUR EXISTING HOUSING STOCK, UM, ANALYZED CURRENT AND PROJECTED LABOR FORCE. LOOK AT WHAT OUR ECONOMIC DEVELOPMENT GOALS ARE AND THE KINDS OF HOUSING. PRICE POINTS FOR HOUSING TEAMMATE THOSE GOALS. DEFINE THE GAP IN HOUSING NEEDS AND OPTIONS WITHIN THE CITY, ALONG WITH THE REASONS FOR THOSE GAPS PRIOR TO PRIORITIZE NEEDS BASED ON MAGNITUDE AND SEVERITY.
SUMMARIZED LOCAL POLICIES AND ORDINANCES GOVERNING HOUSING. AND PROVIDE A MATRIX BASED ON POPULATION DEMOGRAPHICS THAT CAN BE UPDATED ANNUALLY SO THAT WE CAN KIND OF KEEP TRACK OF HOW WE'RE DOING. AND IF WE'RE MEETING OUR HOUSING NEEDS. SO THE TOP HOUSING NEEDS THAT WERE IDENTIFIED BY THE ROUTE POLICY RESEARCH STUDY WERE ADDITIONAL AFFORDABLE RENTALS, PARTICULARLY FOR RESIDENTS EARNING LESS THAN $35,000 A YEAR. STARTER HOMES AND WORKFORCE HOUSING PRICED NEAR OR BELOW $200,000. INCREASE THE OWNERSHIP PRODUCT DIVERSITY. SO THE MISSING MIDDLE SOMETHING BETWEEN THE SINGLE FAMILY DETACHED IN THE HIGH DENSITY, MULTI FAMILY, SO FIND SOME ENTRY POINTS FOR FIRST TIME HOMEBUYERS OR OTHERS INTO THAT
[00:10:02]
THAT HOMEOWNERSHIP MARKET. AND THEN THE LAST WAS STRATEGIC REDEVELOPMENT CONDITION IMPROVEMENTS, SO I'M GOING TO TAKE THE FIRST TWO NEEDS AND CRYSTAL WILL TAKE NUMBER THREE AND NUMBER FOUR. SO THE FIRST FINDING FROM THE ROOT POLICY STUDY WAS THE NEED FOR ADDITIONAL AFFORDABLE RENTALS, ESPECIALLY FOR THOSE HOUSEHOLDS EARNING $35,000 OR LESS. YOU CAN SEE THE RENTAL DISTRIBUTION FROM 2010 TO 2000 AND 18 THE PRICING ON RENTAL UNITS. NOW A GREATER PERCENTAGE OF THOSE UNITS ARE $2000 A MONTH OR MORE SO, BASICALLY A MORTGAGE PAYMENT. SO THERE IS THE RE POLICY STUDY CAME UP WITH A SHORTAGE OF A LITTLE OVER 3700 AFFORDABLE UNITS, SO THAT'S FOR THOSE THAT ARE MAKING ABOUT. $35,000 A YEAR UP TO ABOUT 50% OF AM I WHICH IS AROUND 43,000. SO THE NEED NUMBER ONE WAS ADDITIONAL AFFORDABLE RENTALS.WHAT KIND OF GO OVER FROM? AH, HIRE VIEW WHAT OUR EXISTING PARTNER EFFORTS ARE IF YOU HAVE ANY QUESTIONS OR WANT MORE DETAIL ON THOSE POLICE STOPPED AND LET ME KNOW. SO THEN THE KIDNEY HOUSING AUTHORITY ADMINISTERS VOUCHERS FOR THE CITY OF MCKENNY. WE HAVE OUR LOW INCOME HOUSING TAX CREDIT DEVELOPMENTS WHICH PROVIDE AFFORDABLE RENTALS. TENANT BASE RENTAL ASSISTANCE PROGRAM. RAPID REHOUSING. WE USE OUR CITY FUNDING SO M C, D. C AND R CDBG FUNDING FOR PARTNER AGENCIES. AS WELL AS PARTNERSHIPS WITH THE MCKINNEY HOUSING FINANCE CORPORATION. SO THE PROPOSED PROGRAMS WOULD BE TO CONTINUE AND SUPPORT OUR EXISTING PARTNER PROGRAMS. TONTO. INCREASE AWARENESS OF THE LOW INCOME HOUSING TAX CREDIT PROGRAM. WHICH CAN BE USED TO PROVIDE REHABILITATION FOR EXISTING MARKET RATE APARTMENTS, WHICH WILL NOT ONLY BRING UP THE QUALITY OF SOME OF OUR OLDER MARKET RATE APARTMENTS STOCK. BUT IT THEN CONVERTS THOSE INTO TAX CREDIT PROPERTIES, WHICH MEANS THAT THEY ARE AFFORDABLE AND THAT AFFORDABILITY IS LOCKED IN FOR A CERTAIN PERIOD OF TIME.
CREATION OF A RENTAL REHAB PROGRAM THAT MIRRORS CURRENT HOMEOWNER PROGRAMS. SO THIS WOULD BE WITH UM. I GUESS THE LANDLORD'S THAT ARE CURRENTLY RENTING THEIR THEIR HOMES. AND YOU WOULD USE THE ARE LIKE OUR CURRENT HOMEOWNER PROGRAM, BUT IT WOULD BE FOCUSED MORE TOWARD LANDLORDS, AND IT WOULD HAVE THEM. PARTNER WITH US IN ORDER TO PROVIDE AFFORDABLE HOUSING FOR TENANTS UP TO 80% OF AREA MEDIAN INCOME, SO WE WOULD NEED TO MAKE SURE THAT WHILE WE WERE PROVIDING THEM WITH THIS ASSISTANCE TOL UPGRADE THEIR PROPERTIES. THAT THEY WOULD BE KEEPING THE PROPERTIES AFFORDABLE. AND THEN ALSO POSSIBLE FUTURE. MCKINNEY HOUSING FART PARTNERSHIP PROJECTS. THE SECOND FINDING WOZ FOR MORE STARTER HOMES AND WORKFORCE HOUSING PRICE NEAR OR BELOW $200,000. SO WHEN YOU LOOK AT THIS, YOU CAN SEE DOWN AT THE BOTTOM. THAT'S THE COLLIN COUNTY MEDIAN INCOME. AND THAT HAS STAYED PRETTY FLAT. THE HOME PRICES HAVE CONTINUED. TO GROW NOT ONLY WITHIN THE CITY OF MCKENNEY BUT CALLING COUNTY THE METROPLEX IN THE UNITED STATES. SO WHILE THE MEDIAN INCOME HAS REMAINED RELATIVELY FLAT. HOME PRICES HAVE CONTINUED TO INCREASE. SO OBVIOUSLY THIS IS NOT A CITY OF MCKINNEY PROBLEM. THAT IS ONLY OUR PROBLEM. THIS IS A NATIONWIDE PROBLEM. YOUR FLAT IS IF YOU GO BACK. I MEAN, YOU'RE LOOKING PROBABLY WHAT $65,000.97. ALMOST $100,000.
AND SO THAT'S. THAT'S A 40% 50 OR IT ACTUALLY SEVENTIES THAT 70% GAIN. I MEAN, SO THAT'S.
IT'S NOT AS FLAT AS YOU MIGHT THINK. I MEAN, I KNOW IT IS. IT DOESN'T LOOK LIKE THE OTHER ONES FOR IS THE INCOME HOUSING, BUT YOU KNOW, BUT THE UH, THAT'S SIGNIFICANTLY MORE. I WOULD. WELL THEN THAT'S THAT'S OVER ALMOST 27 YEARS. YEAH MAYBE JUST ADJUSTED FOR 20 YEARS TO 2% A YEAR WOULD WOULD PUT THAT AT THAT SAME 46% HAD ALMOST SAYS. IT'S ALMOST AS IF
[00:15:06]
WE REALLY HAVEN'T HAD AN INCREASE IN MEDIAN INCOME WHEN YOU ADJUST FOR INFLATION.RIGHT? RIGHT, AND THEN YOU CAN SEE HOW THE HOME PRICES HAVE TRENDED UPWARD. WHERE IS THE INCOME HAS STAYED RELATIVELY FLAT. OKAY. THANK YOU. SO AND THEN THE OTHER ISSUE IN MCKENNY IS THE PROPORTION OF HOMEOWNERS BY CENSUS TRACTS. SO IF YOU LOOK. WEST OF 75. YOU CAN SEE THAT THERE'S A MUCH GREATER PROPORTION OF HOME OWNERSHIP THAN THERE IS EAST OF 75. SO ONE OF THE ISSUES THAT THE STUDY IDENTIFIED IS THAT HOMEOWNERS MEDIAN HOUSEHOLD INCOME. IS ABOUT $114,000 A YEAR, WHEREAS A RENTER'S MEDIAN HOUSEHOLD INCOME IS ABOUT $55,000 A YEAR SO THAT THAT'S ONE OF THE ISSUES. IN ADDITION, 9200 RENTER HOUSEHOLDS ARE SPENDING 30% AT LEAST 30% OF THEIR INCOME ON HOUSING, SO THEY'RE HOUSING COST BURDEN AND ALMOST HALF. OF THOSE 9200 HOUSEHOLDS ARE SPENDING UP TO 50% OF THEIR INCOME. SO THAT'S WHERE THE ISSUES REALLY COME. WHEN YOU START TALKING ABOUT. MORE AFFORDABLE HOUSING, ESPECIALLY FOR HOME OWNERS. SO THAT'S THE STARTER, HOMES AND WORKFORCE HOUSING. SO WE HAVE OUR EXISTING PARTNER EFFORTS. WE PARTNER WITH HABITAT FOR HUMANITY, BUT YOU ALL ARE AWARE OF. YOU HAVE A SINGLE FAMILY AFFORDABLE INCENTIVE PROGRAM, WHICH FOR DEVELOPERS THAT ARE BUILDING SINGLE FAMILY, AFFORDABLE HOMES. THERE ARE FEE WAIVERS. THERE ARE DIFFERENT PROGRAMS THAT THEY COULD TAKE ADVANTAGE OF. THAT WAS PASSED BY CITY COUNCIL BACK IN 2006, SO THAT'S SOMETHING THAT WE COULD BRING BACK AND LOOK AT UPDATING. WE HAVE OUR PROPERTY MAINTENANCE AND REHAB PROGRAM AND OUR HOME. OUR ASSISTANCE PROGRAM, WHICH IS CURRENTLY $10,000 A YEAR IN HOMEBUYER ASSISTANCE FOR FIRST TIME HOMEBUYERS THAT AIR INCOME ELIGIBLE. WE ALSO HAVE AN M. C C PROGRAM, WHICH PROVIDES A TAX CREDIT OF UP TO $2000 A YEAR FOR FIRST TIME HOMEBUYERS. SO SOME OF OUR PROPOSED PROGRAMS ARE TO CONTINUE AND POSSIBLY EXPAND EXISTING PROPERTY MAINTENANCE AND REHAB PROGRAMS. UPDATE EXISTING SINGLE FAMILY AFFORDABLE INCENTIVE PROGRAM FROM 80% AM I 220% AND LINE SO THAT'S A LOCAL PROGRAM CITY MCKINNEY PROGRAM, SO WE HAVE THE ABILITY TO SET THAT AT WHATEVER AM I? WE WOULD LIKE.
AND TO UTILIZE MCKINNEY HOUSING FINANCE CORPORATION FOR FUNDING FOR SINGLE FAMILY MORTGAGE REVENUE BONDS OR DIRECT LOANS TO QUALIFIED HOMEBUYERS. ASSUME GIVEN THE. 80% THAT NO ONE'S REALLY TAKING ADVANTAGE OF THAT ONE RIGHT NOW. THAT'S CORRECT. THAT'S CORRECT. GOOD AFTERNOON.
CRYSTAL TODD. AFFORDABLE HOUSING ADMINISTRATOR. THANK YOU SO MUCH OF YOUR TIME. GONNA TAKE IT FROM HERE ON ON NUMBER THREE AND FOUR. SO ON SLIDE NUMBER EIGHT, OUR THIRD. NEED WAS TO INCREASE THE OWNERSHIP PRODUCT DIVERSITY AND MCKINNEY. WE HAVE AH LOT OF SINGLE FAMILY AND LOTS OF MULTI FAMILY BUT NOT A WHOLE LOT IN BETWEEN S SO FAR OLDER FAMILIES WHEN THEY'RE WANTING TOE. DOWNSIZE BECAUSE THE COLLEGE KIDS MOVE OUT AND THEY WANT TO STILL STAY HERE.
THERE'S NOT SO MUCH FOR THEM TO LOOK AT WHERE THE COLLEGE KIDS THAT COME BACK AND WANTED WORK HERE, FIND A JOB HERE TO FIND THAT HOUSING OR WHEN THEY START THEIR NEW FAMILIES. WE JUST DON'T HAVE A WHOLE LOT OF DIVERSITY IN THE TYPES OF HOUSING OR THE PRICE OF THAT HOUSING POINT FOR OUR LIFE CYCLE HOUSING. WE REALLY WOULD LIKE TO PEOPLE TO BE ABLE TO LIVE HERE FOR THE ENTIRE LIFE. THEY'RE ALL THE DIFFERENT CYCLES IN LIFE THAT THEY WITH TD OWNERSHIP PRODUCT DIVERSITY. WE KNOW THAT WE NEED DIVERSE HOUSING, BUT WE ALSO KNOW THAT SOME PEOPLE AREN'T COMFORTABLE WITH DENSITY. WHERE THEY'RE AT. SO WHEN WAS SO EVEN THOUGH WE STILL NEED IT, WE NEED TO CONSIDER WHEN WE LOOK AT THE DIFFERENT OPTIONS WE'RE LOOKING AT. WE NEED TO TAKE THAT IN CONSIDERATION FOR OUR FUTURE INITIATIVES. ON WHERE WE PUT THAT DENSITY. THIS SLIDE SHOWS THIS KIND OF WHAT WE'RE ALREADY DOING OUR CURRENT PARTNERSHIP EFFORTS WHICH WE, YOU KNOW, WE WORK WITH DIFFERENT DEVELOPERS AND WITH HABITAT AND OUR EXISTING EFFORTS. THE CITY HAS. BUT THE PART WE REALLY WANT TO LOOK AT IS WHAT'S PROPOSED.
WHAT WE'RE KIND OF LOOKING AT IS WE CONTINUE WITH OUR ZONING UPDATES. WE'RE CURRENTLY IN THE
[00:20:01]
PROCESS OF THAT, AND THEY ENCOURAGE HOUSING, PRODUCT DIVERSITY AND DWELLING UNITS.SO THERE'S THE FLEXIBILITY THERE WITH OUR ZONING CODES. NOW THAT ALLOWED US. TO FOCUS ON THIS INITIATIVE. SOME. ALSO TO INCLUDE DIVERSE TARGETS AND RESIDENTIAL PARTNERSHIPS. SO WITH THIS AND OUR PLAN DEVELOPMENT ZONING, IT ALLOWS US TO AH, REALLY REQUEST SPECIFIC CONDITIONS ON THE DEVELOPMENT AND SO THAT ALLOWS US TO FURTHER USE THIS INITIATIVE AS WELL AS WHEN WE. WE ENTER INTO OUR DEVELOPMENT AGREEMENTS THAT ALLOWS SO IT'S NOT. WE DON'T HAVE JUST OUR ZONING CODES. WE HAVE A LOT OF DIFFERENT OTHER OPTIONS THAT ALLOW US TO MEET THIS MISSING MIDDLE THAT WE HAVE. STILL JUST A QUICK QUESTION. THERE MAY BE MORE FOR MICHAEL OR JENNIFER. WHAT'S THE SMALLEST LOT SIZE FOR SINGLE FAMILY DETACHED? SORRY, JENNIFER. SO IN OUR STANDARD ZONING DISTRICT, THE SMALLEST LOT SIZE WOULD BE 5000 SQUARE FEET. I DON'T SEE ANYTHING SMALLER THAN THAT. SO THAT FAMILY DETACHED. I WILL TELL YOU THAT IN SOME OF OUR CRAIG RANCH AREAS WHERE WE'VE GOT THOSE PLAN DEVELOPMENT DISTRICT. THEY HAVE NEGOTIATED SOME SMALLER LOT SIZES IS PART OF THAT OVERALL VISION BUT STANDARD FOR OUR ZONING ORDINANCE. IT'S 5000. SO BESIDES CRAIG RANCH AND THE NEGOTIATIONS THAT OCCUR THEY NOT CONFORMING GRANDFATHER. HERE IS THAT YOU'RE AWARE OF NOT OFF THE TOP OF MY HEAD. NO. THANK YOU. LOOK AT ME. SO. SEE WITH THE STRATEGIC OF THE FOURTH ITEM WAS THE STRATEGIC REDEVELOPMENT IN CONDITION IMPROVEMENTS. SO WITH THIS SURVEY WITH THE RE DEVELOPMENTS, WE LEARNED THAT WE NEED TO REVITALIZE AND REFER, REFRESH OUR AGING HOUSING, STOCK AND INFRASTRUCTURE. AND ALSO CONTINUE TO CONTRIBUTE TO MIXED USE PLACE MAKING SORT, WHICH WOULD ALLOW US TO MIX RESIDENTIAL AND COMMERCIAL TOGETHER SO WE COULD BRING THAT ECONOMIC DEVELOPMENT COMPONENT. ALTOGETHER. SO THE WAY THAT WE CAN DO THIS IS WITH OUR EXISTING PARTNERS. OF COURSE, WE PARTNER CURRENTLY WITH HABITATS AND OUR CITY EFFORTS. WE HAVE OUR REHABILITATION PROGRAM. WE ALSO HAVE OUR INFRASTRUCTURE INVESTMENT. PROPOSED IN THIS AREA. WE MENTIONED THE NEIGHBORHOOD PRESERVATION PLAN BUILT WITH COMMUNITY ENGAGEMENTS. YOU KNOW, KIM MENTIONED THAT THIS IS, UM. SEE, WE'RE GONNA GO. THIS IS THIS IS NOT THE EAST, THE EAST SIDE DOWNTOWN ENGAGEMENT STRATEGY. BUT THIS STEPS BACK. THIS LOOKS AT THE COMPLETE PICTURE OF THE ENTIRE CITY IN DIFFERENT WAYS THAT WE CAN DO THAT IS WE'VE GOT PROPERTY ACQUISITION WHERE WE CAN DO LAND TRUST, OR WE CAN PURCHASE THE LAND WE CAN BUILD IN FILLED HOUSING. IF POSSIBLE.
HOMESTEAD PRESERVATION DISTRICT'S HOMEBUYER ASSISTANCE PROGRAMS. WE CAN DO DIFFERENT PARTNERSHIP AGREEMENTS TO BUILD IN THAT HOUSING COMPONENT FOR AFFORDABLE HOUSING, AND WE CAN LEVERAGE PROGRAMS WITH OUR HOUSING FINANCE CORPORATION M C. D. C TOURISTS FUNDING. AND TARGET NEW HOUSING FOR NEIGHBORHOOD PRESERVATION AREAS. SEE. HERE WE ARE. WE MET YOU LAST LINE, GUYS. HOW ABOUT THAT? SO THE ROOT PRIORITY RECOMMENDATIONS. THEY GAVE US A LOT OF DIFFERENT RECOMMENDATIONS. THE HOUSING GOAL COULD BE A SPECIFIC IS A NUMBER OF UNITS OR IT COULD BE SOME GOLD STATEMENTS AS WE'VE LISTED HERE, A LOT OF THESE OTHER RECOMMENDATIONS THAT ARE ON HERE. YOU'VE SEEN ON THE PREVIOUS SLIDE THAT GINNY AND I'VE GONE THROUGH ONE OF THE ONES. ITEMS THAT WAS NOT MENTIONED ON THE PREVIOUS SLIDE WAS THE IMPLEMENTATION OF THE FORECLOSURE, THE EVICTION PROGRA THAT IS SOMETHING THAT WE DID LIKE LAST YEAR WITH WITH THE COUNTY AND THIS YEAR WITH THE COVERT FUNDING, SO EVERYTHING WE'VE DONE UP TO THIS POINT HAS BEEN PANDEMIC RELATED, SO THAT MIGHT WANT TO BE THAT MIGHT BE AN AREA WE COULD LOOK AT IN THE FUTURE TO DO SOMETHING ON A MORE REGULAR BASIS AFTER THE PANDEMIC. WE'RE HAPPY TO STAND FOR ANY QUESTIONS OR COMMENTS THAT YOU MAY HAVE. I HAVE A SORT OF THE QUESTION. WE TALKED ABOUT THAT SHORTAGE OF 3700 PLUS UNITS AND.
FOR INCOMES BETWEEN 35 43,000. PROFESSIONS. IF YOU COULD JUST SPEAK TO WHO ARE THOSE PEOPLE IN GENERAL? SERVICE A LOT OF SERVICE INDUSTRY LOWER END MANUFACTURING, YOU KNOW, CITY EMPLOYEES. SOME CITY EMPLOYEES ARE IN THAT THAT PRICE RANGE AS WELL. INCOME RANGE. OF THOSE ARE YOU KNOW OUR RESTAURANT SERVERS OR FOLKS THAT ARE PERFORMING PERSONAL SERVICES? JUST, UH. I DON'T NEED AN ANSWER RIGHT NOW. JUST A SWEET TALK, YOU KNOW, WE NEED. IT'S GREAT. YOU KNOW SOME OF THE PROGRAMS WERE DOING I MEAN, THAT ARE EFFECTIVE, BUT YOU KNOW, WE NEED HUNDREDS OR THOUSANDS. WAS 3700 PLUS. I'LL EXPECT TO BE ABLE TO FREE ALL
[00:25:09]
BEATABLE NAIL THIS DOWN TODAY. BUT YOU KNOW IF YOU HAD TO PICK WHAT WOULD BE THE TOP THREE STRATEGIES, THAT WORD WHEN I SAY TALK TO YOUR RANK THEM BY POSSIBLE. TALK TO TALK TO TELL.BUT IF YOU HAD TO PICK THREE STRATEGIES THAT WERE PRODUCED THE GREATEST NUMBER OF UNITS, I WOULD BE CURIOUS ABOUT THOSE THREE ARE. DON'T NEED AN ANSWER RIGHT NOW, BUT YOU KNOW, THERE'S A LOT. THERE'S A LOT OF COOL IDEAS ON THERE. BUT YOU KNOW WHEN IT GETS RIGHT DOWN TO IT, IF WE HAVE TO FOCUS ON SOMETHING NO AGAINST HUNDREDS AND HUNDREDS OF UNITS WILL BE CURIOUS ABOUT THOSE THREE WOULD BE. AND THEN THERE'S THE RENTAL PRODUCT AND THEN ALSO THE HOMEOWNERSHIP PRODUCT. SO THE STRATEGIES FOR ACHIEVING BOTH OF THOSE IS GONNA BE VERY DIFFERENT AS WELL. GIVE EACH OF THE GREAT UH, GET A QUESTION. SO DO WE. AND I ASKED YOU GUYS THIS LAST TIME WE ALL SET MATT AND YOU KNOW IT'S A DIFFICULT NUMBER TO FIND. BUT WHAT IS OUR RENTAL VERSUS OWNERSHIP RIGHT NOW? SITTING IN MCKINNEY, DID WE DO WE GET SOMETHING CLOSE? 7% IS HOMEOWNERSHIP. NOW, DO WE HAVE A NUMBER IF WE GO BACK THREE YEARS, FIVE YEARS? WHAT'S THAT LOOKING LIKE? WHERE'S THE NUMBER? WHERE WAS THEN AND HOW IT'S GOING? WE DON'T HAVE THAT INFORMATION TODAY, BUT WE CAN CERTAINLY GET THAT. I WOULD LIKE TO SEE THE TREND ON THAT.
BECAUSE YOU KNOW WHEN I TALKED TO THE OTHER AREA CITIES THAT HAVE HAD THE RENTAL ISSUE BECOME THE BIGGER ISSUE. OF THEIR CITIES IN PLANO. BEING ONE OF THEM ONE OF OUR SISTER CITIES OVER 40 PLUS PERCENT OF ITS RENTAL NOW THAT'S THEIR BIG PROBLEM WITH THEIR RESIDENTS. I UNDERSTAND THE NEED FOR A LOT OF LOT OF THINGS. IN THE ONE OTHER THING I WANT TO LOOK AT IS OUR WHEN WE DO OUR WORKFORCE HOUSING OUR PROPERTY RENTAL AREAS THAT WE'RE USING FOR THE LABOR PERSON OR THE CITY STAFF. BUT I KNOW A LOT OF THE CITY STEP. DO NOT LIVE IN THE CITY MCKINNEY IT'S THE SAME WITH OUR POLICE AND FIRE. THEY DON'T LIVE IN THE CITY MCKINNEY. AND SO THAT'S BEEN A SORE SUBJECT FOR MANY CITIES FOR MANY YEARS THAT THEY DON'T LIVE IN THE CITY OR THE CITY THAT THEY WORK IN. THEY JUST DON'T. CAN'T FIX IT. SO THE PROP, BUT I'M ON THE WORKFORCE HOUSING. DO WE HAVE ANY IDEA HOW MANY ACTUALLY WORK HERE? WE DO AND THAT IS IN THE STUDY. THEY THREW THE SURVEY. THEY LOOKED AT HOW MANY FOLKS WERE IN COMMUTING. AND THEN HOW MANY FOLKS LIVE HERE WORK ELSEWHERE AND HOW MANY FOLKS LIVE HERE AND WORK HERE? WE CAN BREAK THOSE DOWN FOR YOU IN IN PERCENTAGES. THAT'S JUST BEEN A LONG TIME. ASK QUESTION FOR A LOT OF FOLKS WHEN THEY SAY, WELL, WE BUILD ALL THESE WHERE THEY ACTUALLY WORK OUT. ARE THEY WORKING IN OUR CITY OR THAT USING THE ABILITY TO GET THE RENTAL PROPERTY OR THE PROGRAM AND THEN GO WORK SOMEWHERE ELSE, SO I KNOW THAT'S A TOUGH SUBJECT, AND IT'S NEVER GONNA BE EASY TO HAVE THIS CONVERSATION. BUT IT IS THE CONVERSATION OF THE FUTURE BECAUSE THE SUM OF THE CITY'S TAKE THE BURDENS FOR THE OTHER CITIES. I KNOW THAT WE'RE TAKING A BIGGER BURDEN FOR MANY OF THE CITIES THAT WE SURROUND RIGHT NOW. CAUSE WE HAVE THE HOUSING EVEN THOUGH WE SAID WE DON'T BUT WE HAVE IT. WE DO HAVE A LOT OF HOUSING, ESPECIALLY OUR MULTI FAMILY UNITS THAT ARE POPPING UP LIKE CRAZY SO AND I KNOW I'M HARP ON THAT ALL THIS THING ALL THE TIME. BUT I KNOW DOWN THE ROAD.
WE'RE GONNA BE IN THE BIGGEST SINKHOLE BECAUSE OF THAT ISSUE, AND IT'S NOT GOING TO BE BECAUSE WE DON'T HAVE THE HOUSING IS GOING BECAUSE WE'RE THE INFRASTRUCTURE WE'RE GONNA PUT ON ALL THE OTHER SYSTEMS THAT DON'T PLAY FOR THE CITY ARE GOING TO TAKE THE BURDEN OF IT. ON BATS. YOU CAN ASK THAT QUESTION. WHEN YOU GO ASK THE OTHER CITY COUNCILMAN AND OTHER AREAS. WHAT WAS THE BIGGEST PROBLEM THAT IF YOU HAD TO FORECAST OR GO BACK IN TIME AND SEE WHAT WE COULD WE HAD CHANGED. WE WOULD HAVE DONE THIS AREA DIFFERENT AND THE ONE THING I WOULD LIKE TO SEE OUR CITY TOO. THE MOST IS BUILD HOMES THAT FIT THE EMPLOYEES THAT ARE GOING TO COME HERE THAT ARE ATTRACTIVE. SINGLE FAMILY HOUSING, AND I KNOW THAT'S TOUGH TO DO. BUT WE DO HAVE SEVERAL. THESE STRATEGIES ARE AWESOME. AND I LOVE THEY'RE THE REDEVELOPMENT AND CONDITIONING IMPROVEMENT PROGRAM. I THINK THAT I THINK THAT WE NEED TO BE MOVED UP A LITTLE BIT. I THINK WE COULD REVITALIZE SO MUCH AND FIX A LOT OF THINGS THAT IT'S JUST MY TWO CENTS OF. I'VE SAID THIS TO YOU BEHIND WHEN WE'RE IN THE MEETING LAST TIME, IT'S ALL THE SAME BROKEN RECORD JUST TO BE CLEAR THE WAY THAT THEY'RE ORDERED IN THE PRESENTATION. ON ORDER OF IMPORTANCE OR ORDER OF PREFERENCE. SO THOSE AIR ALL.
WELL, THAT'S GOOD TO KNOW. I'M SORRY. HAVE A QUESTION. UM. SOME OF YOUR SLASHED WITH YOUR EXISTING PROGRAMS THAT YOU HAVE. DO YOU HAVE, LIKE A PERCENTAGE? OF. IS THERE MONEY BEING LEFT ONABLE AT THE END OF THE FISCAL YEAR? YOU KNOW, WE'RE NOT USING ALL OF OUR VOUCHERS WERE NOT GETTING YOU KNOW WHERE WE HAD MONEY LEFT OVER IN RAPID BECAUSE WE
[00:30:01]
COULDN'T. WHERE IS THAT IF THERE WAS WHY. WAS THE CRITERIA TO STRANGE IN FOR THE INDIVIDUALS THAT ACTUALLY NEEDED. YOU KNOW WHEN YOU TALKED ABOUT THE CREATION OF THE RENTAL REHAB PROGRAM, AND I KNOW YOU SAID THERE WOULD BE SOME TYPE OF AGREEMENT CAUSE MY CONCERN WOULD BE IF A LANDLORD WAS TO GET INTO THIS AGREEMENT, YOU KNOW? IS IT A TWO YEAR AGREEMENT? IS IT A. LIFE OF THE LOAN, AND WE COME IN HERE, FIX UP YOUR PROPERTY. AND THEN IN FIVE YEARS YOU TURN IT BACK INTO A MORE MARKET, YOU KNOW MARKET WHERE THE AFFORDABLE HOUSING IS NO LONGER AVAILABLE FOR OUR WORKFORCE. SO YOU KNOW I HAVE COME. I WOULD LIKE TO HAVE SOME QUESTIONS ABOUT BIT, BUT I REALLY WOULD LIKE TO KNOW WITH THE CURRENT PROGRAM THAT YOU HAVE IN PLACE. IS THEIR MONEY OR THEIR VOUCHERS BEING LEFT AT THE TABLE. AND UNFORTUNATELY, THE VOUCHER PROGRAM IS OVERSUBSCRIBED. THERE'S I DON'T EVEN REMEMBER WHAT THE WAITING WAS FOR PUBLIC HOUSING. THERE'S QUITE A WAITING LIST FOR LONG COME HOUSING, TAX CREDIT HOUSING THERE. THERE'S A WAITING LIST, SO THERE IS DEFINITELY NO AND WE DO OUR BEST AND HOW. MOMENT NO NO WITHIN THE CITY TO UTILIZE ALL OF THE GRANT FUNDING, OKAY, THAT THAT WE THAT WE GET FOR THE PROGRAMS THAT WE HAVE. GOOD. THANK YOU.QUESTION. I'M FASCINATED WITH THE NUMBERS. BECAUSE IT SAYS 63 46364. WE'RE NOT ROUNDING OFF NUMBERS WERE TELLING. WHERE DO WE GET THAT? OUR NEED IS 6364. WHAT DO WE GET THAT NUMBER? EVERYWHERE THE AFFORDABLE THE NUMBER OF THE NEED, SAYS S O. THAT EARNERS REALLY MEAN SO IS THAT JUST LIKE WAY? JUST LOOK AT THEIR INCOME 35,000 AND EVERYBODY UNDER 35,000. WHO FILED A TAX RETURN. WHAT IS. THEY DID THE DATA ANALYSIS FROM FROM JOSE THE RE POLICY RESEARCH. OKAY, DID THE DATA ANALYSIS AND I CAN GO BACK AND LOOK AT THE CITATIONS ON THOSE.
I THINK THEY DECIDED WHERE THEY GOT THEIR THEIR INFORMATION FROM. ALSO DID SURVEYS OF MCKINNEY RESIDENTS AND THEN ALSO IN COMMUTERS, WHICH WOULDN'T BE PERTINENT TO YOUR QUESTION RIGHT HERE. SO IF WE'RE IF WE HAVE A SHORT OF 37 19 WHERE THESE PEOPLE NOW. THEY ARE CURRENTLY LIVING IN THE CITY OF MCKENNEY THAT THEY'RE PAYING MORE THAN 30% OF THEIR INCOME FOR HOUSING UP T 50. AND SO THAT'S WHAT REALLY CAME OUT OF THE STUDY. WOZ THE FOLKS THAT ARE CURRENTLY IN THE RENTAL MARKET IN THE CITY OF MCKENNEY. OUR HOUSE COST HOUSING COST BURDEN THEY ARE PAYING, YOU KNOW UP TO 50% SOMETIMES MORE OF THEIR INCOME FOR HOUSING. AND THAT'S WHERE THE NEED FOR THESE THESE AFFORDABLE UNITS COMES IN.
BECAUSE THIS IS E MEAN MY ISSUE, AND CONSTABLE FRASER KIND OF ALLUDED TO IT IS. I GO WHEN I SPEAK TO A LOT OF THESE PEOPLE WHO WERE IN OUR HOUSING NOW AFFORDABLE HOUSING PROJECT THAT WE HAVE NOW THEY DIDN'T COME FROM A KENNY. CAME FROM DALLAS. THEY CAME FROM LOUISIANA. THEY CAME FROM ALL OVER THE PLACE. THEY DIDN'T COME FROM A KENNY. AND SO MY PROBLEM IS IF WE BUILD A PROJECT FOR THIS LOW INCOME HOUSING. THEN WE ATTRACT THOSE NOT IN MCKINNEY WE ATTRACT AND WE LET PEOPLE FROM ALL OVER COME IN AND USE OUR PRODUCT. AND YET WE'RE ALWAYS GOING TO BE SHORT IT WE'RE ALWAYS GONNA BE SHORT. WE'RE ALWAYS GOING TO BE SHORT BECAUSE WE ALLOW OTHERS TO COME IN, AND I HAVE AN ISSUE WITH THAT. I MEAN, IF WE'RE IF WE'RE TRYING TO ADDRESS OUR SHORTAGE AND NOBODY ELSE'S, THEN WE BECOME THE MAGNET TO JUST GATHER ALL THESE LOW INCOME HOUSING PEOPLE FROM ALL OVER THE STATE OF TEXAS. IF IT IS A CITY SPONSORED PROGRAM, SO WE'RE USING NOT FEDERAL GRANT FUNDING THAT KIND OF THING. YOU CAN PUT THOSE PARAMETERS ON THE PROGRAM AND I THINK WE'VE TALKED ABOUT THIS. YOU WOULDN'T SAY THAT IT'S FOUR. EXISTING MCKINNEY RESIDENTS NOW, OF COURSE, WHEN WE'RE DOING LOW INCOME HOUSING TAX CREDITS THAT SORT OF THING YOU CAN'T SPECIFY OR WHEN IT'S GRANT FUNDING CAN'T SPECIFY FOR RAPID REHOUSING GRANT. INSTANCE THOUGH WE DID SPECIFY MCKINNEY RESIDENTS, SO FOR FOLKS WHO ARE HOMELESS OR HAVING HOUSING ISSUES. THERE'S THAT THAT PROGRAM IS FOR MCKINNEY RESIDENTS. WE WERE ABLE TO WRITE THE GRANT IN THAT THAT WAY. THIS IS A PLACE THAT PEOPLE WANT TO LIVE. THE CITY OF MCKENNY IS A PLACE THAT PEOPLE WANT TO LIVE, AND THAT'S THAT'S LOW INCOME, MID INCOME AND HIGH INCOME PEOPLE. AND THAT'S THAT'S PROBLEM WE'RE GOING TO HAVE BECAUSE IT'S A DESIRABLE PLACE TO LIVE. I DON'T KNOW IF WE COULD GET THE INFORMATION FROM THE TAX CREDIT PROPERTIES. I DON'T KNOW IF
[00:35:02]
THEY HAD THE INFORMATION ABOUT WHERE THEIR RESIDENTS CAME FROM. THAT'S THAT'S NOT THE SENSE THAT OUR OFFICE GETS NECESSARILY. WE GET A LOT OF CALLS FROM MCKINNEY RESIDENTS.THEY WANT A MORE AFFORDABLE PLACE TO LIVE IN THE CITY OF MCKINNEY. THEIR KIDS ARE IN SCHOOL HERE. THEY WANT. THEY WANT TO STAY HERE. THEIR FAMILIES WERE HERE. RIGHT, AND I DON'T HAVE A PROBLEM HELPING PEOPLE THAT AARON MCKINNEY, BUT WHEN? WHEN. DON'T I? AGAIN I'M CHURCH. IT'S THE FEDERAL STUFF THAT I'M SAYING IS BECAUSE THEY COME FROM ALL OVER AND IF WE CAN'T IF WE IF WE DON'T HAVE THAT CONTROL THAT I'M ALLOWED A LOT LESS LIKELY TO TRY TO PUT IN A HOUSING PROJECT THAT ALLOWS. OTHER PEOPLE COMING IN FROM EVERYWHERE THAT THEY CAN TRYING TO GET THEIR HOUSING BECAUSE MCKINNEY'S ON LEE OWN ON LEE. REALLY CITY AND COLLIN COUNTY. THAT SEEMS TO BE SOMEWHAT ADDRESSING THIS OTHER CITIES OR NOT. AND SO THAT'S WHAT I HAVE AN ISSUE WITH IS PROBABLY, I MEAN AGAIN. THAT'S NOTHING FOR YOU, BUT I JUST DON'T WANT TO BE THE CITY THAT YOU KNOW, IN THE IN THE ENTIRE COUNTY. THAT WHAT WE'RE GONNA BUILD ALL THE HOUSING AND THEN ALL THE OTHER SAID. HE'S JUST IGNORE IT. AND THIS WAS ALSO IF YOU REMEMBER BACK TO TWO YEARS AGO IN YOUR AND A HALF AGO, KIND OF IN RESPONSE TO THE BUSINESSES. OF MCKINNEY AND THEIR REQUEST FOR YOU KNOW, AND THEY'RE DIFFICULTY IN FINDING SERVICE EMPLOYEES AND FINDING. FOLKS THAT WOULD WORK AT THE RESTAURANTS AND WORK IN THE IN THE SERVICE INDUSTRY JOBS AND THE NEED FOR MORE AFFORDABLE HOUSING REALLY CAME FROM THAT CONVERSATION WITH THE CHAMBER OF COMMERCE AND MEMBERS OF THE CHAMBER AS WELL. SO. KIND OF KIND OF A COUNTER COUNTER VIEWPOINT THERE. SO IF YOU WERE TO WRITE THE GRANT YOU WOULD RATHER GRANT THAT SAYS THAT THEY. LIVE AND WORK IN MCKINNEY, OR THEY HAVE TO LIVE AND WORK IN MCKINNEY CONNECTION. OKAY, AND THEN IF THEY LIVED HERE WHEN THEY HAVE TO LIVE HERE A CERTAIN AMOUNT OF TIME. IN ORDER TO QUALIFY IT. YOU WRITE THAT IN THE GRANT TO KNOW THAT WE'RE GOING TO BE A GOOD CONNECTION TO HAVE KIDS IN SCHOOL HERE, THEIR JOBS AND KENNY OR THEY QUESTION. OKAY. I CAN'T AGREE WITH RAINY THAT WE'RE NEVER EVER GONNA CATCH UP. BECAUSE WE'RE GENERATING. OTHER PEOPLE COMING INTO MCKENNEY, BUT. I WOULD THINK THAT IF WE'RE WRITING THE GRANTS FOR THE FOR THE ONES THAT WE'RE GONNA GET. IF WE COULD WRITE THINGS LIKE THAT IN THERE TO WHERE WE MAKE SURE THAT THEY LIVE IN MCKINNEY, AND THEY ARE WORKING MCKENNEY. I MEAN, WE'RE CREATING THAT THAT NICHE FOR PEOPLE THAT ARE WORKING ON MCKINNEY. WELL, I WOULD LIKE TO GIVE IT TO ME GIVE IT DIFFERENT. I MEAN, BECAUSE THERE'S A LOT OF THINGS BEING SAID THAT I DEFINITELY UNDERSTAND AND HAVE. AGREE WITH PARTS OF IT. I WOULD SAY A COUPLE THINGS TO CONSIDER, THOUGH, WHEN WE SAY THAT PEOPLE ARE COMING FROM OUTSIDE, MCKINNEY WILL AUTHORITY LIVING TO MAKE ANY THEN THEY'RE PROBABLY REALLY HAVE HOUSING. SO THAT'S THAT'S YOU KNOW, HOPEFULLY WELL, HOPEFULLY, BUT I THINK CERTAINLY. THEY'RE COMING FROM OUTSIDE MCKINNEY. WAS AGAIN IF THEY'RE ALREADY IN MCKINNEY. THAT MEANS THEY'RE ALREADY LIVING IN MCKINNON, THE ALREADY HAVE A PLACE THAT THEY'RE ABLE TO AFFORD. SAYS THAT THEY'RE SPENDING TOO MUCH MONEY ON THAT. THAT WAS THE WHOLE. YEAH, THAT TOO. I MEAN, SO I DEFINITELY. AGREE WITH THAT ASPECT IN US TRYING TO HELP THOSE RESIDENTS. I'D ALSO SAY TO YOUR POINT IF THEY'RE COMING FROM OUTSIDE MCKINNEY.
BUT WORKING HERE IN MCKINNEY, I MEAN, THEY MOVE FROM WHEREVER THEY MOVE FROM HIM. MOVE INTO MCKINNEY ON BEND UP FILLING THOSE SERVICE JOBS AT EVERY BUSINESS ON RIGHT, TALK TO YOU.
MOSTLY MOST MOST BUSINESS SONGS I TALKED TO SAY THE BIGGEST ISSUE THEY HAVE US FINDING.
HELP THAT THEY DON'T HAVE. THERE'S JUST NOT THE EMPLOYEE BASE HERE, AND IT HAS INFLUENCED SOME TO GO TO OTHER CITIES VERSUS HERE AND THAT JUST ANECDOTALLY, I'D SAY THAT.
I AGREE WITH CONSUMMATE FRASER THAT THERE'S AREAS LIKE PLAY. NO, YOU KNOW THAT. HAVE GROWN IN A WAY THAT NOT HAPPY WITH NOW, I WOULD SAY THE IT BE INTERESTING FOR US TO ALWAYS DIFFERENTIATE WHEN WE TALK ABOUT APARTMENTS. WHAT STYLE OF APARTMENTS BECAUSE IN PLANO THERE, EARLY GROWTH WAS ALL GARDEN STYLE APARTMENTS. AND THAT'S A MUCH DIFFERENT PRODUCT THAN WHAT WE'RE MOSTLY SEEN HERE. MCKINNEY, WHICH BY THE WAY I UNDERSTAND IT'S NOT FEELING THAT. WORKFORCE HOUSING NEEDHAM THAT WE'RE TALKING ABOUT, BUT JUST IN REFERENCE TO MULTI FAMILY, ACTUALLY, PLANO TODAY LEADS PLANNING IN FRISCO ACTUALLY LEAD IN RENTERS. OVER HOMEOWNERSHIP IN OUR REGION OVER MCKINNEY AS WELL. BUT THEY'RE BUILDING SO WHY WOULD PLAY NO BE DOING THAT IF PLATO. THOUGHT THEY MADE A MISTAKE. BUT THE ANSWER IS BECAUSE THEY'RE RENTERS. THEY'RE RENTERS NOW ARE MOVING TOO MUCH HIGHER DENSITY. THE. LEGACY WEST'S OF THE WORLD AND THAT TYPE OF MIXED USE YOUR WORKING PLACE, SO I THINK. IT'S A
[00:40:05]
LITTLE OFF TOPIC, UM, NOT THE WORKFORCE. SERVICE ASPECT IN THE BEGINNING, BUT WHEN WE TALK ABOUT MULTI FAMILY IN GENERAL, I THINK IT'S GOOD FOR US, TOO. DIFFERENTIATE THE TYPE OF PRODUCT AND FOR JUST RESIDENTS. IN GENERAL, WE LUMP IT ALL TOGETHER, BUT THERE'S A SIGNIFICANT DIFFERENCE, AND I THINK PEOPLE HAVE A DIFFERENT PERCEPTION OF THE IMPACT. OF RENTAL UNITS WHEN IT'S A LEGACY WEST TYPE PRODUCT VERSUS A GARDEN STYLE THAT YOU SEE ELSEWHERE. I TOTALLY AGREE WITH, YOU KNOW, I WAS GONNA SAY SOMETHING BEFORE YOU GOT ON THERE. WAS IN THIS ROOM A DECADE AGO. WE'RE HAVING THE SAME CONVERSATION. IT WAS A TENTACLE. AND I MEAN, YOU COULD YOU COULD GO BACK IN TIME AND PUT IT RIGHT BACK TO BE LIKE YOU WERE HAVING THE SAME CONVERSATION WITH NEEDS AND WANTS AND WHAT THE CITIZENS BUT THE ONLY DIFFERENCE WAS THE ENTIRE ROOM WAS. HILL FILLED WITH CITIZENS WHO DIDN'T WANT THE CERTAIN TYPE OF JUST STRAIGHT UP BILL. THE BUILDING THE MULTI FAMILY. BECAUSE OF THAT MOVED HERE FROM A CAKE FROM SOMEWHERE ELSE TO GET AWAY FROM THAT. AND THAT'S ONE THING WE'VE SEEN FOR YEARS IS THE SAME THING TRENDING GOING ON. I KNOW WE'RE GOING A WHOLE DIFFERENT THIS IS THIS IS GOING BACK AND FORTH WITH WHAT WE ARE NEEDS ARE I GET THAT BUT THAT CONVERSATION IS STILL HAS TO BE HAD. OF WHAT OUR NEEDS ARE AND WHEN WE'RE SELLING APARTMENTS AT MARKET RATE THAT MORE THAN A HOME A $250,000 HOME. THEN WHY AREN'T WE WORKING ON A PROGRAM TO GET THESE FOLKS INTO A $250,000 HOUSE AND BUILD THE $250,000 HOUSE IN MCKINNEY? BECAUSE THEY COULD ACTUALLY HAVE REAL OWNERSHIP. PRESIDENT OBAMA DID PROBABLY THE BEST JOB OF ANY PRESIDENT AND REACHER AND RECENT TIME TRYING TO DEVELOP THAT HOMEOWNERSHIP FOR FOLKS THAT NEEDED IT. AND YOU'VE SEEN THAT OVER TIME. OTHER PRESIDENTS TRY, BUT HE TRIED THE I THINK HE DID THE BEST JOB AT IT. AND I THINK THAT'S A RECIPE THAT YOU COULD FOLLOW. OR WE COULD ALL FOLLOW OF LOOKING AT TRYING TO GET FOLKS IN THE HOMES LIKE THAT.VERSUS BUILDING MARKET PRICE. RENTALS THAT ARE JUST GONNA BE REVOLVING DOOR AT SOME POINT. I DON'T KNOW. NO, THAT THAT THE MAYOR, WE ALL HAVE GREAT OUT. I MEAN, I THINK WE ALL HAVE GREAT IDEAS OF HOW TO FIX IT. JUST I DON'T WANT TO COME BACK A DECADE HAVE THE SAME CONVERSATION. THAT KID IN THIS ROOM WOULD BE SITTING IN THE ROOM. WHAT'S HAPPENING? AND CERTAINLY IF THERE'S EVER TIMETO HELP PEOPLE GET IN HOMES, IT'S WITH CURRENT MORTGAGE RATES. MORTGAGE RATES ARE UNBELIEVABLE, INCREDIBLE. I UNDERSTAND THAT BIDEN'S GONNA HAVE SOME TYPE OF TAX CREDIT FOR FIRST TIME HOMEBUYERS. WHICH DOESN'T HURT. THIS MAN, WOULD YOU HAVE SOMETHING? HAS ALL BEEN COVERED IN THE DIFFERENT COMMENTS FROM THANK YOU. THE OTHER QUESTIONS. THANK YOU. WE MOVE ON. I LIKE TO NOTE THAT THIS HALF OVER HERE OF THE DIETS ALL HAS MATCHING MCKINNEY MASKS THIS SIDE. THE LONGER TENURE PEOPLE HAVE MATCHING MISS MAXIE MASKS LIKE HEY, I'M AN OUTSIDER. I JUST WANT TO SEE RAINEY'S TIE ON YOUR SHIRT.
YEAH. IT'S GONNA WEAR THE DIVIDED SO MAYBE IT'S INDICATIVE OF WHERE WE ARE.
FIRSTLY. MR QUINT, HOW ARE YOU? I DON'T KNOW WHERE TO GO WITH THAT. I'M JUST GONNA GO SIT BACK DOWN. UH MAYOR COUNCIL, JUST A BRIEF PRESENTATION REGARDING OUR MCKINNEY
[Consider and Discuss the Composition of the McKinney Development Committee]
DEVELOPMENT COMMITTEE. UH, IF THE COUNCIL WILL RECALL. BACK IN JULY OF 2000 AND 18. WE ESTABLISHED THE MCKINNEY DEVELOPMENT COMMITTEE. THE COMMITTEE WAS ESTABLISHED BASICALLY IS AN EXTENSION OF OUR PARTNERSHIP EFFORTS WITH THE DEVELOPMENT COMMUNITY.MAINLY FOCUSED ON BEING SERVING AS A SOUNDING BOARD AS WE WERE EVALUATING ORDINANCE AMENDMENTS, AS WE WERE CONSIDERING POLICY CHANGES OR PROCESS IMPROVEMENTS. WE COULD GO TO THIS COMMITTEE SAY, HEY, HERE'S WHAT WE'RE THINKING. HERE'S WHAT WE'VE HEARD. WHAT DO YOU THINK ABOUT THIS? DOES THIS HIT THAT SWEET SPOT? DO WE NEED TO RECALIBRATE SHIFT A LITTLE BIT? GO SOMEWHERE DIFFERENT? WE COULD GO TO THEM AS THAT FEEDBACK. GET THAT FEEDBACK INCORPORATED AND THEN MAKE CHANGES AS NEEDED. WHEN WE SET THIS COMMITTEE UP, WE TARGETED MEETING A DENISE QUARTERLY EVERY YEAR ON DOES FAR WE'VE DONE THAT. I THINK WE'VE MISSED. SECOND QUARTER MEETING IN 19 AND 20 JUST FOR A LACK OF TOPICS, BUT WE'VE MET EVERY OTHER TIME AND ACTUALLY HAVE A MEETING TOMORROW. CONTINUING THAT EFFORT. SO THE CURRENT COMPOSITION OF THE COMMITTEE AS YOU CAN SEE ABOVE TWO COUNCIL MEMBERS TO PNC MEMBERS TO MEMBERS APPOINTED FROM THE CHAMBER OF COMMERCE BOARD OF DIRECTORS TO LOCAL BUSINESS OWNERS FROM MCKINNEY FOR INDUSTRY PROFESSIONALS. THOSE COULD BE ENGINEERS, PLANNERS, CONTRACTORS, DEVELOPERS, ARCHITECTS. YOU NAME IT. THEY COULD BE APPOINTED ON THEN FOUR
[00:45:02]
MISCELLANEOUS MEMBERS OF THE DEVELOPMENT COMMUNITY AT LARGE THE COUNCIL WHEN WE SET THIS COMMITTEE UP IN 2018 INDICATED THAT WE WANTED TO REVISIT THE COMPOSITION OF THIS COMMITTEE EVERY TWO YEARS OR SO I'M A LITTLE BIT. LATE I APOLOGIZE, KNOWING THAT WE SET THIS UP BACK IN NOVEMBER OR JULY OF 2018 WERE ABOUT 2.5 YEARS, SO I APOLOGIZE FOR BEING LATE.CURRENT MEMBERSHIP OF THE COMMITTEE RIGHT NOW IS UP ON THE SCREEN. I WON'T GO THROUGH ALL OF THEM. I DO WANT TO POINT OUT. THE GRAIN MEMBERS ARE THOSE FOUR MEMBERS APPOINTED BY THE CHAMBER OF COMMERCE HAVE ALREADY REACHED OUT TO CHAMBER STAFF. TO SEE IF THEY WOULD LIKE TO REAPPOINT OR CHANGE SOME OF THEIR APPOINTEES. IT'S MY UNDERSTANDING THAT SOME OF THOSE BOARD MEMBERS ARE EITHER NO LONGER ON THE BOARD OR SERVING IN A LESSER OR MODIFIED CAPACITY, SO WE MAY SEE SOME CHANGES HERE IN THE NEAR FUTURE ON THOSE FOUR MEMBERS. S SO MY QUESTION TO THE COUNSEL IS SPECIFICALLY RECALLING WHAT THE TARGET GROUPING OR OR COMPOSITION OF THE COMMITTEE. IS THIS THE COUNCIL WANT TO REVISIT WHO'S ON THE COMMITTEE? DO WE WANT TO EXTEND THOSE TERMS? DO WE WANT TO NAME A NEW MEMBER? DO WE WANT TO SHIFT ANYBODY AROUND? ON. THAT WAS THAT SAID ALL STAND FOR ANY QUESTIONS YOU HAVE. ACTIONS.
I'VE GOT ONE QUESTION. IT'S JUST BEEN REALLY THE MOST VOCAL OUT OF THOSE CATEGORIES. IN TERMS OF THE COMPOSITION. PROBABLY LET ME GO BACK TO THIS ONE. I'D SAY. PROBABLY THE INDUSTRY PROFESSIONALS ON AND. PLANNING AND ZONING COMMISSION MEMBERS HAVE PROBABLY BEEN THE MOST VOCAL THUS FAR. PNC AND INDUSTRY PROFESSIONALS. GOT FROM FORWARD CONTRACTS AND CUSTOM HOMES, PROBABLY. SAYS A LITTLE BIT TOO. NO NO COMMENT, SIR. I'M GONNA GO WITH MATT HAMILTON FROM LOCAL YOKEL. I WILL. I WILL SAY MATT HAMILTON HAS BEEN INVALUABLE. HE RECENTLY WENT THROUGH AS A RESTAURANT OWNER JUST OPENED UP. HIS NEW RESTAURANT WENT THROUGH OUR DEVELOPMENT PROCESS, AND HE AND I HAD A NUMBER OF VERY POINTED CONVERSATIONS ABOUT HOW WE CAN IMPROVE. SO HIS FEEDBACK I WILL GIVE A SHOUT OUT TO MR HAMILTON. HE HAS BEEN VERY. INFLUENTIAL IN RECALIBRATING WHAT WE DO AND HOW WE DO IT. YEAH. EVERY COMMENT ABOUT COMPOSITION. I THINK THAT QUICK QUESTION FOR ME IS NOT WHAT WE WANT. BUT IF THIS GROUP IS SERVING YOUR NEEDS AND GETTING YOU FARTHER DOWN THE ROAD, AND I THINK THAT'S WHAT REALLY MATTERS. SURE. UM YOU KNOW TO THAT POINT, I WOULD SAY THERE ARE SOME MEMBERS THAT ARE NOT VERY VOCAL THERE. SOME MEMBERS THAT AIR CONCERT CONTRIBUTING QUITE A LOT. ULTIMATELY IT'S THE WILL OF THE COUNCIL WHO SERVES ON THIS COMMITTEE. THIS COMMITTEE.
I LIKE THE COMPOSITION. I LIKE THE GROUPING COUNCIL. PNC CHAMBER MEMBERS, BUSINESS OWNERS, INDUSTRY PROFESSIONALS, I THINK THAT IS THE SWEET SPOT. NOW IT'S JUST A MEMBER OF MATTER OF. ARE YOU GUYS COMFORTABLE WITH THESE THIEVES, FOLKS FILLING OR DO YOU WANT TO REVISIT? AND THAT REALLY IS ALL FOR YOU GUYS. LIKE THE COMPENSATION. UM. THERE'S A LOT OF GIVEN TAIK THERE'S A LOT OF COMMUNICATION MEETINGS THAT I'VE BEEN TO. IF I WERE IF I HAD TO INCREASE IT OR IF SOMEBODY WERE TO STEP OFF. I FEEL LIKE THE INDUSTRY PROFESSIONALS. PEOPLE THAT ARE ON PLANNING AND ZONING. THEY UNDERSTAND WHAT THE ISSUES ARE.
AND THOSE ARE THE ONES THAT WERE THE MOST VOCAL. AND UNDERSTAND WHAT COULD BE DONE TO INCREASE. UM. HELP PEOPLE GET THROUGH THE SYSTEM, AND SO. THAT WOULD BE MY RECOMMENDATION.
YOU KNOW, I LOOK AT THAT, AND I THINK IT WOULD BE TREATED AS ANY OTHER BOARD IS WE HAVE TWO COUNCIL MEMBERS ON THEIR THEIR THEIR PROBABLY MOST OF THE TIME TO SEE KIND OF WHAT'S GOING ON.
IF. IF THEY FEEL LIKE THERE'S A LACK OF COMMUNICATION OR LIKE CONTRIBUTE CONTRIBUTION FROM ONE OR TWO OR THREE OF THESE PEOPLE, AND IT SAYS THAT YOU KNOW IT'S TIMETO REPLACE HIM SO I WOULD. WOULD DEFER TO THE TWO COUNCIL MEMBERS ON THERE. TO AND IF THEY IF THEY LIKE IT AND DON'T SEE THE NEED TO CHANGE IT, AND YOU AGREE THAN THAT, I'M GOOD. BUT IF THEY'RE IF THEY SAY WELL, HEY, I THINK WE COULD DO BETTER WITH THIS PERSON AND LET'S TALK, SO THAT'S WHERE I WOULD GO. AND I THINK FOR YOU FROM YOUR STANDPOINT, IF YOU JUST COMMUNICATE THAT TO THESE TWO, THE TWO REPS AND VISIT WITH YOUR CONCERNS OR ISSUES, I'VE TALKED VERY COMFORTABLE WITH THAT HAPPY TO DO SO. SHE'S RIGHT. WE SHALL DO IT THAT WAY.
[00:50:04]
IF THAT'S THE CONSENSUS, ABSOLUTELY. I'LL REACH OUT TO THE TO COUNSEL. THE LIAISONS.PERFECT. THANKS SO MUCH. COME ON. 21 035 UPDATE ON 2021, GENERAL ELECTION CANDIDATE AND

ONCE WE HAVE SIGNED OFF ON THAT THAN THEY ARE CANDIDATES. BRUCE WAS THE ONE THIS MORNING APPROVED. THAT'S HIM. LET ME SEND IT MY WAY. I'LL REVIEW IT. THIS LITTLE SCREW NICE LITTLE ALL RIGHT. THANK YOU VERY MUCH.
THANK YOU. UPDATE ON CANCEL LIAISONS. MM. YOU DON'T COUNT THE DAYS ON. OH, I'M SORRY.
[Update on Council Liaisons]
YES, SORRY. CAREFUL MAYOR. THIS IS A QUICK UPDATE TO REVIEW THE COUNCIL LIAISON ASSIGNMENT BY THE MAYOR, UM, ACCORDING TO THE BOARDS AND COMMISSIONS POLICY. THIS DOES NOT REQUIRE FORMAL COUNCIL ACTION. THESE AIR ASSIGNMENTS THAT THEIR DESIGNATED BY MAYOR. WITH THE NEW OR THE RECENT CHANGES TO THE COUNCIL SEEDING. THIS IS AN OPPORTUNITY FOR MAYOR FULLER TO VISIT THOSE ASSIGNMENTS AND MAKE SOME CONFIRMATIONS ON WHETHER IT STAYS THE SAME OR MAKES ANY ADJUSTMENTS TO IT. DO YOU HAPPEN TO HAVE THE. IT WASN'T IN THE PACKED SO I'M GUESSING NOT. WE DON'T HAVE HANDY A LIST OF ALL THE DESCENDANTS OF THE A'S ON ASSIGNMENTS. YES ARE YOU CLICK ON THE TEXT FILE THERE, JOSH. IT IS, YEAH. PRESENTATION. MM.WE GOT THIS WOMAN. WOODS, OF COURSE, NEEDS TO BE. AND ONE OF THESE AND RIGHT NOW, MCKINNEY, HOUSING AUTHORITY AND PARKS AND RECREATION ARE MISSING. A COUNCIL LIAISON BASED ON OR STEVE COUNCILMAN THAT NO LONGER WITH US. IF YOU WOULD BE OKAY WITH THAT. JUST DO THAT FOR TODAY. AND THEN I WANT TO LOOK AT THIS MORNING TALKED EVERYBODY SEE IF YOU FEEL THAT THEY'RE IN THE RIGHT PLACE. IF ANYONE WANTS TO TELL ME NOW, DO THEY? OTHER IN THE RIGHT PLACE, OR WOULD THEY LIKE TO BE SOMEWHERE ELSE? I KNOW THAT HUNTSMEN. FRANKLY, I TALKED TO YOU ABOUT MCKINNEY ECONOMIC DEVELOPMENT CORPORATION. MR ELLIOT'S GOING TO BE LEAVING IN MAY. SO CERTAINLY YOU WOULD TAKE THAT YOU COULD TAKE THAT SPOT. I WANT TO SAY THAT I MEAN, GIVING THEM LEAVING INMATE TO HAVE SOMEBODY IN SOONER THAN LATER. YOU'D BE OKAY WITH THAT. I WOULD ABSOLUTELY OKAY WITH THAT MR FRANKLIN WOULD TAKE THAT SPOT.
OKAY? I'M GONNA SUBSTITUTE MR FRANKLIN FOR AUSTRALIA. UPGRADE. I THINK I PICK SHOES TO FILL. WHO WAS THAT ON? M E, D, C AND C, D C OR M E D. C OKAY, BUT THEN. WE'VE GOT COUNSELING, FRANKLIN'S ON THREE OTHER BOARDS. I THINK WE COULD TAKE THIS ONE OF THOSE. MOM.
YOUR THOUGHTS. I WOULD THINK IT'S EITHER. HE SHOULD STAND PNC UNLESS YOU DON'T WANT TO.
[01:00:03]
IS IT? KENNY BOARD? GO OFF. WE COULD ASSIGN SOMEBODY ELSE OR KIDDING. MAIN STREET FOUR THINGS THAT HE'S ON THE HOLY MAN S SO WE'RE GONNA TAKE. WE'RE TAKING HIM OFF ON FOR GAS.YEAH. WHERE DO YOU WHERE WOULD YOU? WHERE WOULD YOU PREFER TO COME OFF? IF YOU'RE GONNA COME OFF ONE, OR DO YOU WANT TO STAY ON ALL OF THOSE PROBABLY PROBABLY VISIT MECHANIC. IT'S RIGHT. RIGHT? LET ME UH, WE'RE GONNA COME BACK. I WILL. I WILL. VISIT WITH. NUMBER OF INDIVIDUALS BECAUSE THIS DOESN'T HAVE THE LIGHT BOARD OF ADJUSTMENTS AND I'M AMONG THE LIAISON ON BOARD OF ADJUSTMENTS. YEAH. YOU SURE THESE ARE THE LIST ACCORDING TO THE POLICY THAT THE POLICY REQUIRES, UH. LIAISONS ON SO ALL OF THE OTHER BOARDS MAY HAVE LIAISONS, BUT THEY'RE NOT REQUIRED BY THE POLICY. SO WE CAN WE CAN PULL UP THE FULL LIST AND PROVIDE YOU WITH SOMETHING THAT WOULD BE APPROPRIATE AGAIN. LET ME DO THAT. MY THOUGHT INITIALLY COMING IN WAS JUST TO APPOINT ANGELA AS LIAISON. IN PLACE OF THE FORMER DISTRICT ONE, BUT I THINK WE NEED TO DO A LITTLE MORE THAN THAT. SO. A LITTLE BIT OFF A RICK SHOULDERS, HOLY MACKEREL. FOUR BOARDS RIGHT NOW. DIFFERENT, RIGHT? ALL RIGHT. WE WILL NOT HAVE. WE'LL GO TO COUNCIL LIAISON UPDATES. HE'S JUST A FLIP OF ONE WORD.
[COUNCIL LIAISON UPDATES REGARDING THE VARIOUS MCKINNEY BOARDS & COMMISSIONS]
SEE THAT? YES. SO MR PHILLIPS DIDN'T HAVE NAMES REALLY? JUST A QUICK NOTE THE PRESENTATION OR IN THE PACKET FOR TODAY AND PRESENTATION ON THE M E. D. C. I THINK IT'S JUST. READ THE ENTIRE PRESENTATION BECAUSE IT'S LONG, BUT JUST 11 NEVER STOOD OUT. $290 MILLION WITH THE PROJECT'S GOAL WAS SIGNIFICANTLY EXCEEDED LAST YEAR IN A PANDEMIC AND. MR TOCAR TALKED ABOUT. KEEPING AT LEAST 20 PROJECTS IN THE PIPELINE AT ALL TIMES, AND THAT'S A HEALTHY PIPELINE, AND THEY HAVE HAD NO TROUBLE KEEPING THAT MANY PROJECTS IN THE PIPELINE. SO. WE COULD DO THAT. WELL, THE PANDEMIC. I'M EXCITED ABOUT WHAT 2021 HOLDS.LET'S VACCINATIONS TAKE HOLD SO EXCITED ABOUT FUTURE BUT THE PRESENTATION'S GOOD SPECIAL HERE IN ECONOMIC DEVELOPMENT NUMBERS PERSON. YES, I WOULD. SECOND WHAT SCOTT SAID PETERS DO IT DOES A GREAT JOB, BUT THE COMMITTEE SEE, IN FACT, ONE OF THE QUOTES THAT ARE ONE OF THE THINGS THAT WAS SAID THAT I WROTE DOWN IT SAYS ALL METRICS THAT WE GAUGE SUCCESS. THE M E.
D. C IS OFF THE CHARTS. THEY'RE DOING ALL THAT MEANS THAT THEY'RE DOING ALL THE THINGS NECESSARY TO BRING BUSINESSES AND A BETTER BUSINESS TAX BASE TO OUR CITY. THAT'S EXACTLY WHAT THEY'RE DESIGNED FOR. AND SO. IT'S ALWAYS FUN TO SIT IN THE MEETINGS AND REALLY MOST OF THE THINGS THAT KIND OF HAPPENED HAPPENED IN THE BEHIND THE SCENES BECAUSE THEIR PROJECTS THAT WE CAN'T RELEASE. PUBLICLY TALK ABOUT UNTIL THEY'RE ACTUALLY DONE. BUT THAT ZOO FUN SITTING IN THERE AND LISTENING TO THE PROJECTS THAT. THAT THIS GREAT TEAM THAT PETER HAS PUT TOGETHER AND. THEY DO A GREAT JOB, SO WE APPRECIATE ALL THAT THEY DO. THAT'S ALL I HAVE. MAYOR. SO MANY WORDS YOU HAVE. DO YOU HAVE A COUNCIL THE A'S ON REPORT NEXT MONTH. SHE JUST GOT US INTO NEXT MONTH. TALK ABOUT THE CDC, THOUGH I'M JUST THINKING. UM OF COURSE WE'RE DOING AMAZING THING. WE'RE DOING AMAZING THINGS AND HAVE SOME GREAT PROJECTS COMING FOR IT, SO I'LL HAVE MORE SPECIFICS NEXT MONTH. IT'S FROM FRANKLIN. I JUST GOT A QUICK COMMENT. HAD ON NINTH STREET BOARD MEETING LAST WEEK RADIANT OVER THERE. AND, UH, GREAT THING IS WE LOOKED AT OUR SCHEDULE. AND YOU KNOW THIS PAST YEAR WE'VE MISSED A LOT OF BIG EVENTS. OCTOBER FAST AND HOME FOR THE HOLIDAYS AND. THEY DID A GREAT JOB. MAIN STREET DID A GREAT JOB. KIND OF PLUGGING IN DIFFERENT PROGRAMS AND. OVER THE YEAR, BUT IT WAS SO GOOD TO SEE THOSE BACK ON THE CALENDAR AGAIN. AND SO, OCTOBER FEST WILL BE IN LATE SEPTEMBER AND THEN. WAS HOME FOR HOLIDAYS WOULD BE RIGHT AT CHRISTMAS. SO YEAH. HOPEFULLY, BY THEN WE'LL BE OUT OF COVERT. THOSE WILL ALL BE BACK ON SCHEDULE AND ON THE OTHER GREAT THING IS THAT THEY HAVEN'T COME TO THE CITY FOR MONEY. I MEAN, THEY'VE BEEN ABLE TO LIVE WITHIN THEIR BUDGET WITH THE MONEY. THEY HAVE A LOT OF TIMES. PEOPLE ASK US. WHY DO YOU HAVE YOU KNOW A NEST EGG OVER HERE AND TAKE OVER THERE? WE'VE JUST WITNESSED WHY WE HAVE CERTAIN NEST EGGS IN CERTAIN PLACES BECAUSE YOU JUST NEVER KNOW. AND SO WE
[01:05:05]
APPRECIATE MAIN STREET LIVING WITHIN THEIR BUDGET, DOING THE THINGS NECESSARY BECAUSE ALL THESE THINGS THAT WE HAD TO CANCEL THAT'S TYPICALLY WHAT BRINGS IN THE REVENUE TO SUPPORT. MCKINNEY MAIN STREET. SO WHEN YOU CANCEL THOSE YOU CANCEL THE REVENUE SOURCE, BUT THEY WERE STILL BE ABLE TO. THEY STILL ARE ABLE TO LIVE WITHIN THEIR MEANS AND. AND STILL PUT ON A GOOD PRODUCT IN DOWNTOWN SO SECOND ALONE, MR FRANKLIN SAID. NIGHT THE PRIVILEGE OF I WILL HAVE THE PRIVILEGE OF BEING ON THE PARK AND RECREATION BOARD. AND SO WHEN YOU SAY PARKING RECORD, ALWAYS THINK OF THE SHOW PARKING WRECK, APPARENTLY, PEOPLE LIKE WHEN I POST THAT ON MY TWITTER THEY LIKE TO PUT THE MEANS OF PARKING RIGHT, SO I THINK IT'S EVEN FUNNIER. THEY DO THAT. BUT THE IMPORTANT PART OF THE MEETING WAS ALL THE PROJECTS THAT WE'VE DONE, AND IT'S ALL BECAUSE OF OUR LEADERSHIP OVER THERE. AND REALLY WITH ALL OF THAT STAFF, TO BE HONEST WITH YOU, THE TEAM THAT MICHAEL'S BUILT ON SO. DFW PARKS AND RECREATION DIRECTOR ASSOCIATION PRIZE OF 50 CITIES, INCLUDING ALFRED NELSON, FORT WORTH RECOGNIZED RECOGNIZED US WITH FOUR WARDS OUT OF SIX. AND SO WE'VE GOT THE DISTINGUISHED PROFESSIONAL WORD LAW REGRETS. I SAY HER LAST NAME, PLEASE. SINGLE SKI. I WAS GONNA I WAS GONNA BUTCHER FOR THE SENIOR RECREATION CENTER SUPERVISOR. HAVE BEEN THE EXCELLENCE AND MENTORING OUR OWN MICHAEL KOWSKI THAT THEY GOT IT FOR THE DIRECTOR SUPREME SERVICE RICK MORENO FOR THE MCKINNEY PARKS FOUNDATION PRESIDENT AND THEN THE ARTS AND ENTERTAINMENT PARTY ON THE PATIO FOR THE RECREATION CENTER OF TOWN LIKE. SO THE BIG HAND TO THOSE GUYS BECAUSE IF TAKING FOUR YEARS FROM ALL THE OTHER CITIES, AND THEY ONLY GIVE UP ONE AWARD, SO IT'S NOT TO GET MULTIPLE WORDS FROM THE OTHER C SO I THOUGHT THAT WAS VERY UNIQUE THAT WE GOT FOUR OF THEM IN OUR OWN TOWN. AND IT'S REALLY BECAUSE OF THE ARCHITECT THAT SITTING OVER THERE, THAT'S THAT'S CHANGING HOW OUR PARKS ARE LOOKING. AND IF YOU HAVEN'T NOTICED THAT, THEN YOU HAVEN'T BEEN PAYING ATTENTION BECAUSE OUR PARKS ARE LOOKING A LOT DIFFEREN IN THE HEAD AND A LOT OF THEM ARE BEING REHABBED, BUT SOME OF THEM, YOU KNOW, WE'RE JUST THEY'RE TURNING INTO WHAT THEY SHOULD. THEY SHOULD LOOK LIKE AND WHAT OUR CITIZENS ACTUALLY EXPECT. ON THAT'S AND THAT'S THE BIG THING, BECAUSE ESPECIALLY DURING COVERT, THEY HAVE TO REALLY ENJOY THEM DURING THAT TIME, SO THANK YOU, MIKE, FOR ALL THE WORK YOU'VE DONE OVER THERE. IT'S ALL I HAVE. ARE MY MR MIKE KOWSKI, YOU ARE SO WELL APPRECIATED. D C. OF COURSE, I JUST SET HER THE SAME SENTIMENT THAT HAS ALREADY BEEN ECHOED AND PNC, WHICH SAID ON PNC. WILCOX AND THAT WHOLE, THE BOARD. ALWAYS GREAT QUESTIONS, EXTREMELY ENGAGED, EXTREMELY PREPARED. BILL DOESN'T A FANTASTIC JOB. IN IN LEADING THAT GROUP. AND MR QUINT, YOUR STAFF IS. ALWAYS, YOU KNOW, OBVIOUSLY, THEY'RE PROFESSIONAL. THEY'RE THOROUGH. THEY. I HAVE ANSWERED EVERY QUESTION I'VE EVER SEEN ASKED, AND THEY WELL PREPARED AND. LIVER INFORMATION IN A GREAT UNBIASED WAY AND SO COULDN'T BE. HAPPIER WITH OUR DEPARTMENT. AND YOU AND JENNIFER AND EVERYONE IN IT. WITH THAT. WE WILL GO INTO[EXECUTIVE SESSION]
