KIM, FARM ASSISTANT CITY MANAGER, GIVING A BRIEF INTRODUCTION TO JANINE CRYSTAL, WHO WILL DO THE BULK OF THIS PRESENTATION TODAY. LAST YEAR ALMOST A YEAR AGO. IN FACT, THE COUNCIL MADE A SLIGHT AMENDMENT TO SOME OF OUR COUNCIL STRATEGIC GOALS TO INCLUDE MORE EMPHASIS ON WORKFORCE AND AFFORDABLE HOUSING. AND TO THAT END IN 2020 ROUTE POLICY, DID A FEW STUDIES FOR US THAT TALKED ABOUT THE NEEDS, AND MCKINNEY HAD SOME DATA BEHIND THAT AS WELL AS SOME INPUT FROM STAKEHOLDERS AND RESIDENTS.

NEEDS IN THAT STUDY. THERE WERE FOUR NEEDS. AND IN ADDITION TO THOSE NEEDS, THE STUDY ALSO INCLUDED A TOOLBOX OF THINGS WE COULD DO POLICIES PROGRAMS PARTNERS. WHAT WE'VE DONE NOW IS TO TAKE THAT INFORMATION TO THE NEXT STEP IN TERMS OF THINGS WE COULD PRIORITIES FOR MCKINNEY SPECIFIC. THE TOOLBOX WAS VERY BROAD. WE DIDN'T NEED TO DO ALL OF THEM AT ONE TIME.

WHAT SHOULD WE BE DOING NOW? SO TODAY, JANIE AND CRYSTAL ARE GONNA WALK YOU THROUGH A QUICK REFRESH OF EACH OF THE FOUR NEEDS AND THEY'RE GOING TO THEN ALSO PROVIDE A VERY QUICK REFRESH AND THINGS WE ALREADY DO BECAUSE WE DO ALREADY PARTNER WITH LOCAL AGENCIES. SO THIS IS HOUSING AND MAKE ALL OF MCKINNEY AND WHAT WE COULD WORK ON. IN ADDITION TO WHAT WE ALREADY DO FOR 2020. SO WITH THAT I WILL INTRODUCE RENEE AND CRYSTAL TO GET YOU GUYS STARTED. GENETIC AND HAVING COMMUNITY DEVELOPMENT MANAGER. SO JUST AS A REMINDER, THE ROUTE POLICY RESEARCH STUDY THAT WAS UNDERTAKEN THIS LAST YEAR IN 2020. THESE WERE THE GOALS OF THE STUDY, AND THESE WERE THROUGH DATA ANALYSIS AND ALSO THROUGH INTERVIEWS WITH THE COMMUNITY AND STAKEHOLDERS.

SO TO ANALYZE AND PROFILE, THE CURRENT HOUSING MARKET AND THE KENNY LOOK AT OUR EXISTING HOUSING STOCK, UM, ANALYZED CURRENT AND PROJECTED LABOR FORCE. LOOK AT WHAT OUR ECONOMIC DEVELOPMENT GOALS ARE AND THE KINDS OF HOUSING. PRICE POINTS FOR HOUSING TEAMMATE THOSE GOALS. DEFINE THE GAP IN HOUSING NEEDS AND OPTIONS WITHIN THE CITY, ALONG WITH THE REASONS FOR THOSE GAPS PRIOR TO PRIORITIZE NEEDS BASED ON MAGNITUDE AND SEVERITY.

SUMMARIZED LOCAL POLICIES AND ORDINANCES GOVERNING HOUSING. AND PROVIDE A MATRIX BASED ON POPULATION DEMOGRAPHICS THAT CAN BE UPDATED ANNUALLY SO THAT WE CAN KIND OF KEEP TRACK OF HOW WE'RE DOING. AND IF WE'RE MEETING OUR HOUSING NEEDS. SO THE TOP HOUSING NEEDS THAT WERE IDENTIFIED BY THE ROUTE POLICY RESEARCH STUDY WERE ADDITIONAL AFFORDABLE RENTALS, PARTICULARLY FOR RESIDENTS EARNING LESS THAN $35,000 A YEAR. STARTER HOMES AND WORKFORCE HOUSING PRICED NEAR OR BELOW $200,000. INCREASE THE OWNERSHIP PRODUCT DIVERSITY. SO THE MISSING MIDDLE SOMETHING BETWEEN THE SINGLE FAMILY DETACHED IN THE HIGH DENSITY, MULTI FAMILY, SO FIND SOME ENTRY POINTS FOR FIRST TIME HOMEBUYERS OR OTHERS INTO THAT

INCREASE AWARENESS OF THE LOW INCOME HOUSING TAX CREDIT PROGRAM. WHICH CAN BE USED TO PROVIDE REHABILITATION FOR EXISTING MARKET RATE APARTMENTS, WHICH WILL NOT ONLY BRING UP THE QUALITY OF SOME OF OUR OLDER MARKET RATE APARTMENTS STOCK. BUT IT THEN CONVERTS THOSE INTO TAX CREDIT PROPERTIES, WHICH MEANS THAT THEY ARE AFFORDABLE AND THAT AFFORDABILITY IS LOCKED IN FOR A CERTAIN PERIOD OF TIME.

THIS IS A NATIONWIDE PROBLEM. YOUR FLAT IS IF YOU GO BACK. I MEAN, YOU'RE LOOKING PROBABLY WHAT $65,000.97. ALMOST $100,000.

YOU CAN SEE THAT THERE'S A MUCH GREATER PROPORTION OF HOME OWNERSHIP THAN THERE IS EAST OF 75. SO ONE OF THE ISSUES THAT THE STUDY IDENTIFIED IS THAT HOMEOWNERS MEDIAN HOUSEHOLD INCOME. IS ABOUT $114,000 A YEAR, WHEREAS A RENTER'S MEDIAN HOUSEHOLD INCOME IS ABOUT $55,000 A YEAR SO THAT THAT'S ONE OF THE ISSUES. IN ADDITION, 9200 RENTER HOUSEHOLDS ARE SPENDING 30% AT LEAST 30% OF THEIR INCOME ON HOUSING, SO THEY'RE HOUSING COST BURDEN AND ALMOST HALF. SO THAT'S THE STARTER, HOMES AND WORKFORCE HOUSING. SO WE HAVE OUR EXISTING PARTNER EFFORTS. WE PARTNER WITH HABITAT FOR HUMANITY, BUT YOU ALL ARE AWARE OF. YOU HAVE A SINGLE FAMILY AFFORDABLE INCENTIVE PROGRAM, WHICH FOR DEVELOPERS THAT ARE BUILDING SINGLE FAMILY, AFFORDABLE HOMES. THERE ARE FEE WAIVERS.
