[PUBLIC COMMENTS ON AGENDA ITEMS (For Non-Public Hearing Agenda Items)]

AGENDA ITEMS IS THERE FOR NON PUBLIC HEARING AGENDA ITEMS? I HAVE ONE PERSON I BELIEVE SIGNED UP THAT IS BETH BENTLEY IF YOU'LL COME UP STATE CHEER NAME AND ADDRESS. YOU HAVE THREE MINUTES. YOU KNOW THE. GOOD EVENING COUNCIL. MR MAYOR, MR GRIMES. I'M SPEAKING TO CARDS UP. I THINK THE FIRST ONE IS FOR ACTUAL ITEMS ON THE AGENDA, RIGHT? SO THE FIRST ONE IS REGARDING ITEM 21-51. THANK YOU FOR THE OPPORTUNITY TO ADDRESS THE RESOLUTION THAT WAS PREPARED REGARDING THE FEDERAL LEGISLATIVE AGENDA FOR 2021 2022. WHILE THE CITY'S 2021 2022 FEDERAL LEGISLATIVE AGENDA IS VERY HEFTY. WOULD APPEAL TO THIS COUNCIL TO CONSIDER ONE ADDITIONAL ITEM. THE VOTING RIGHTS ACT AND REDISTRICTING SPECIFICALLY. THE PROCESS OF REDRAWING DISTRICT BOUNDARIES TO GUARANTEE EQUAL VOTER REPRESENTATION THROUGH EQUAL OR EQUIVALENT POPULATION COUNTS. HAS A VERY BASIC HUMAN AND HUMANE, RIGHT. WE HAVE WITNESSED VOTING RIGHTS UNDER GREAT SCRUTINY AND UNDER SIEGE FROM THE LOCAL LEVEL. EXCUSE ME TO THE STATE AND NATIONAL LEVELS ALL ACROSS OUR NATION. PROTECTION OF THOSE RIGHTS MUST INCLUDE LOCAL LEVELS OF GOVERNANCE FOR MUNICIPAL RESOURCE IS GOVERNING BODIES, EDUCATION, FUNDING OPPORTUNITIES AND THE LIKE. SO IN LIGHT OF THE RECENT CENSUS COUNT, LOCAL POLICIES IN ORDINANCES AND ULTIMATELY STATE AND FEDERAL STATUTES MUST BE ADDRESSED TO ENSURE THAT IT IS VERY CORE. NO DISTRICT. AT LORD OR SPECIFICALLY NUMBERED. TO CREATE A BARRIER TO BASIC REPRESENTATION BASED ON RACE, CREED, COLOR, RELIGION, SOCIOECONOMIC STATUS OR LANGUAGE. KNOWINGLY OR OTHERWISE. THESE PRACTICES INCLUDE CHANGES TO METHODS OF ELECTION CHANGES TO JURISDICTION BOUNDARIES.

REDISTRICTING CHANGES TO VOTING LOCATIONS AND OPPORTUNITIES AND CHANGES TO VOTER REGISTRATION LIST MAINTENANCE. PERHAPS SO COLLABORATIVE STATEMENT COULD BE MADE FOR ALL POLITICAL SUBDIVISIONS AT THE CITY AND COUNTY LEVELS. YOUR CONSIDERATION OF INCLUDING THE VOTING VOTING RIGHTS ACT, INCLUDING BUT NOT LIMITED TO REDISTRICTING IS APPRECIATE IT.

THANK YOU FOR YOUR CONSIDERATION. THANK YOU, BETH. 210044 PROCLAMATION FOR

THE PHOTOGRAPH SHOWS A ROARING BLACK CLOUDS SAILING DOWN THE DIRT ROAD WITH A MODEL A IN FRONT OF IT, TRYING TO ESCAPE THE DUST. WAS THAT TYPE OF STORM THAT ACTUALLY ENDED UP CAUSING MY GRANDFATHER TO PASS AWAY WHOM I NEVER GOT A CHANCE TO MEET. BUT IN JOHN STEINBECK'S GRAPES OF WRATH, AND ALL OF YOU SHOULD READ THIS GREAT AMERICAN NOVELIST. IN THE GRAPES OF WRATH. IS A SCENE.

MOTHER'S PACKING OF CIGAR BOX WITH MEMENTOS. MEMENTOS OR THOSE LITTLE THINGS LIKE ROCKS IN THE SHAPE OF HEARTS THAT WE FIND ON VACATION. THAT SERVE IS SOMETHING TO JAR MEMORY. THE MOTHER'S PACKING THESE MEMENTOS IN THE SMALL BOX. HER BEST FRIEND SAYS TO HER. ARE YOU PACKING ALL THAT JUNK? YOU DON'T NEED IT. LEAVE IT HERE. MOTHER TURNED AND LOOKED AT HER FRIEND AND SAID. RESOLUTION AUTHORIZING THE AWARD OF CONTRACTS ASSOCIATED WITH SOLICITATION NUMBER 19. 20 RFP SOFTWARE IN IMPLEMENTATION SERVICES FOR UTILITY BUILDING, ASSET MANAGEMENT AND ENTERPRISE RESOURCE PLANNING THE R P SOFTWARE SYSTEMS ENVIRONMENT. LOGIC NUMBER I T ONCE YEARS THERE ARE SEVEN AND AUTHORIZES THE CITY MANAGER TO EXECUTE ALL CONTRACTS AND NECESSARY CHANGE ORDERS UNDER SAID CONTRACTS. THIS OR SO DAYS WILL BE ALL THE CONTRACTS FOR ORACLE A US, UM.

THE SIERRA CEDAR, THE IMPLEMENTER CITY WORK'S WORK ORDER SYSTEM. UM AND THEN WE ALSO HAVE A. TIME SCHEDULING SYSTEM BUILT INTO THAT FOR PUBLIC SAFETY AS WELL. THERE'S A TOTAL OF. BETWEEN ALL OF THESE ARE THE TOTAL OF SEVEN CONTRACTS. LEAVE. THE AMOUNT WAS WHEN WE JUMP OVER TO MY EMAIL. TOTAL AMOUNT FOR THE WHOLE PROJECT WAS 8.753 MILLION. MARY I JUST WANT TO SAY I APPRECIATE AGAIN. WE WENT OVER THE WHENEVER THESE FIGURES BEFORE, BUT I APPRECIATE ALL THE WORK, SAID HIS CREW AND A LOT OF OTHER DEPARTMENTS IN THE CITY TO GET WHERE WE ARE AND COME IN UNDER WHAT WE BUDGETED AS WELL. WHICH IS NOT ABOUT THAT. THAT IF YOU'RE ENTERTAINING EMOTION, I WOULD MOVE TO PROVE THE AUTUMN HAS PRESENTED I'LL SAY IT AGAIN. PLEASE CAST YOUR VOTES. MOTION PASSES SAID I THINK YOU HAVE

FOR INTERIM STAFFING SOLUTIONS DURING THE IMPLEMENTATION OF THE EUROPEAN CLOUD SERVICES PROJECT. YES, SIR. SO THIS WOULD BE FOR TEMPORARY SERVICES FOR EACH OF THE DEPARTMENTS AS THEY MOVE THROUGH THIS PROJECT, SO WHAT WE HAVE FOUND IN BACKGROUND AND DOING IMPLEMENTATIONS OF THE EUROPEANS. IT'S WAY MORE THAN JUST YOUR STAFF CAN HANDLE, SO THIS IS BRING IN TEMPORARY SERVICES TO BACKFILL THOSE POSITIONS, WHILE FULL TIME STAFFER CONCENTRATING ON THE IMPLEMENTATION AND CONFIGURATION OF ALL OF THESE PRODUCTS. UM. SO, YEAH, IT'S ALL TEMPORARY SERVICES THERE. BUT I WAS JUST CURIOUS ON THE $1 AT THE END THERE. WHAT. THAT THAT FINANCE DID THE MATH, SIR WAY DON'T WANT AROUND THAT KIND OF NUMBER. WE'RE NOT ROUNDING UP AGAIN. IT COULD HAVE BEEN 0.75. BUT I'LL GET MY HOLLOWAY DIG IN THERE. ALL RIGHT? THE QUESTIONS. IS THERE OBVIOUSLY ALL COMPANION ITEMS. [Conduct a Public Hearing to Consider/Discuss/Act on a Request by the City of McKinney to Amend Chapter 146 (Zoning Regulations), Section 146-134 (Performance Standards - Noise) of the Code of Ordinances, and Accompanying Ordinance]

A PUBLIC HEARING DISCUSS AN ACT ON REQUEST BY THE CITY OF MCKINNEY TO AMEND CHAPTER 1 46 ZONING REGULATIONS SECTION 1 46 31 34 PERFORMANCE STANDARDS. NOISE OF THE CODE OF ORDINANCES AND ACCOMPANYING ORDNANCE. GOOD EVENING. MAYOR MAYOR PRO TEM COUNCIL MEMBERS. MARK DODI'S ISN'T DIRECTOR OF PLANNING A ZOO. WE TALKED ABOUT A LITTLE BIT THIS AFTERNOON DURING WORK SESSION. WHAT WE'RE ASKING FOR IS FOR THE. EXEMPTION FOR A MUSICAL PERFORMANCE BE REMOVED FROM SECTION 1 46 1 34 IN THE NOISE ORDINANCE AGAIN WHENEVER WE WENT THROUGH BACK IN AUGUST OF 2019 AND DID SOME REVISIONS TO THE R, NOR NOISE ORDINANCES, BOTH CHAPTER 70 AND THIS ONE.

WE HAD A MUSICAL PERFORMANCE IN NOT REALIZING THAT THAT WOULD MEAN THAT WE EXEMPTED MUSICAL PERFORMANCES FROM HAVING TO FOLLOW ANY NOISE REGULATIONS AT ALL. AND SO WHAT WE'RE COMING BACK TO DO IS SAY. WE'RE SORRY FOR DOING THAT AND ASK FOR Y'ALL TO REAM YOU BUT TO REMOVE

[00:20:07]

A MUSICAL PERFORMANCE FROM OUR. A LIST OF EXEMPTION SO THAT OUR STAFF CODE IN PARTICULAR CAN START ACTUALLY FOLLOWING UP ON THESE NOISE COMPLAINTS AS WE HAVE THEM COME IN. I AM HERE FOR ANY QUESTIONS IF ANYBODY HAS ANY. MARKED IS THIS. I'M SO SECOND DOES THIS WAS THIS INSPIRED IT ALL BY MY BOYFRIEND ANYWAY? ALL I KNOW IS THAT MICHAEL QUINN, DIRECTOR OF DEVELOPMENT SERVICES HAS TAKEN FULL RESPONSIBILITY FOR THIS. SO THAT'S THAT IS ALL I'M GOING TO SAY ABOUT. YOU? NO SERENADING YOUR WIFE OUT IN THE BACKYARD. NO, LIKE NO MORE PLAYING GUITAR IN PUBLIC. SHE CAN'T SING IN PUBLIC WITHOUT A PERMIT. SO I'M CURIOUS. THIS IS IT'S HIS SICK, SO THERE'S OTHER PARTS OF THE NOISE ORDINANCE. I WOULD IMAGINE CORRECT OR IS THIS JUST? IT S SO THESE WERE THE ONLY LIST OF EXEMPTIONS. IS WITHIN. OKAY. SECTION NUMBER SIX CORRECT. SO THERE'S A LOT MORE TO THERE ARE NO WAYS ORDINANCE THAT OKAY? YES, SIR.

IT GOES OVER DECIBEL RANGE IS WHAT'S ALLOWED. WHAT'S NOT ALLOWED TIME? IS THERE A TIME THING WHERE YOU CAN. IN THE BEFORE BEFORE THEY'RE AFTER SEVEN CLOCK IN THE MORNING AND CORRECT BEFORE SIX O'CLOCK TONIGHT OR SOMETHING LIKE THAT, OR WHATEVER. OKAY, THANK YOU.

YOU CAN STILL SERENADE HER. BUT YOU JUST DID NOW HAVING THE DRINK AND HAVE A MUSICAL PERFORMANCE A SONGS YOU GET A PERMIT FOR IT. BASICALLY SHE AND I HAVE TO PERFORM SEPARATELY. OTHERWISE, IT'S CONSIDERED A THAT'S GREAT. GOT IT BEFORE. ANY QUESTIONS? RIGHT WITH THAT EXCEPT EMOTION. I'M SORRY. IT'S A PUBLIC HEARING. YOU'RE CORRECT. SORRY. THIS IS A PUBLIC HEARING. I APOLOGIZE. THERE'S SOMEONE LIKE TO SPEAK TO THIS ITEM. MY NAME'S GREG BOOTH. I LIVE IN 7200 MILES OF DR I'M HERE TO ASK THE COUNCIL TO ACTUALLY. POSTPONE THIS AMENDMENT UNTIL THEY'VE HAD A CHANCE TO REVIEW IT. ONE I'M GONNA HAND OVER TO THE CITY TURNING THIS FILE, WHICH IS A DETAILED RECORD OF CONVERSATIONS THAT I'VE HAD WITH CITY MCKINNEY ABOUT THE NOISE ORDINANCE. AND HOW THEY APPLY IT. ACTUALLY THEY'RE UNIFORMLY ENFORCED. I'VE BEEN INVESTIGATED BY CODE SERVICES MICHAEL QUINN HIMSELF. HERE.

TOO. IF YOU LOOK AT THE. EMAIL THAT MICHAEL DIED ACTUALLY IS REFERENCING TO THIS. THEY SPECIFICALLY CALL OUT OF DOWNTOWN MCKINNEY RUSH AROUND THE YARD. AS PART OF THIS, SO I'M GONNA ASK THE CITY TO ACTUALLY LOOK INTO THIS BECAUSE PART OF WHAT I'M HERE TO SAY, IS EITHER I WAS KIND OF PUT THROUGH THE RINGER ON AN ORDINANCE THAT SHOULD HAVE MADE ME EXEMPT. OR THE YARDS BEING SINGLED OUT BY DOWNTOWN MCKINNEY RESIDENTS. FOR PLAYING MUSIC. I WOULD LIKE THE CITY TO LOOK THROUGH THIS FILE AS WELL AS ANY INFORMATION THEY HAVE ON COMPLAINTS BEFORE THEY VOTE ON THIS. AS WELL AS ASKED SOME OF THE SOME OF THE LOCAL PROPRIETORS. WE ACTUALLY PAY FEES TO HAVE MUSIC AND OUR VENUES. WE GO THROUGH SPECIFIC STUFF THAT HAVE THAT MUSIC WE PROVIDED FOR US. AND RIGHT NOW WITH THE CITY OF MCKINNEY IS ACTUALLY LOOKING TO DO IS TO SHUT DOWN HOW TO OUR MUSIC OF ANY KIND. MAXIMUM DEATH.

DECIMAL IS 70, WHICH IS EQUIVALENT TO ALLOW TV. YOU VIOLATE THE CITY IN ORDERS IF YOU HAVE A TRUCK IDLING IN YOUR DRIVEWAY. SO JUST IMAGINE ANYBODY TRYING TO PLAY MUSIC AND THAT IT'S STANDARD. THERE'S NO ON OFF. IF YOU'RE ABOVE 70 DECIBELS, YOU ARE IN VIOLATION OF THE ORDINANCE. NO ONE WILL PLAY MUSIC OUTSIDE AGAIN. IN A QUOTE UNQUOTE MUSIC FRIENDLY CITY. IF YOU GUYS PASS THIS ORDINANCE AS IT STANDS, I'LL TAKE ANY QUESTIONS.

UNFORTUNATELY, GREAT. YOU DON'T HAVE QUESTIONS, BUT I APPRECIATE THE COMMENTS. E WAS.

HAD THERE WAS ANOTHER NAME IS THAT. ON HAMMER COMING UP. I AM ACTUALLY JOHN HILLMAN. SURE THE OTHER SPEAKER IT, SAID JOHN HELMER FOR HIM, BUT SO I GUESS I GET TO SPEAK TWICE. JOHN HELMER, SEVEN OR EIGHT PIERCE AND HAVE A NEW UM. I SAW THIS ORDINANCE IS AN OPPORTUNITY TO SPEAK UP ABOUT THE NOISE ORDINANCE. I'VE READ IT. IT'S ACTUALLY FINE. I GUESS AS WE GET OLDER, WE IRRITATED BY EVERY KIND OF NOISE. WE'VE BEEN 15 16 YEARS AND MCKINNEY AND SIX YEARS IN THE EAST SIDE WE LIVE IN. NEAR THE PEARSON AND BRADLEY ON THAT CORNER. I'VE SPOKEN WITH YOU, PAUL ABOUT THIS AND WITH YOU, MAYOR FOR UM. I ALSO WANNA COMPLIMENT OUR GREAT POLICE. THEY'VE BEEN VISIBLE IN OUR AREA AROUND PEARSON AND COLLEGE LATELY, I DON'T KNOW WHY, BUT IT'S A WELCOME SIGHT. SO I WANTED TO GET THAT OUT OF THE PROBLEM WE

[00:25:04]

HAVE. I MEAN, WE LIVE IN EAST SIDE. ON VERY SMALL PROPERTIES. BY AND LARGE, THEY'RE CLOSE TOGETHER. THEY'RE CLOSE TO THE SETBACKS ON THE STREETS. THESE ARE NARROW RESIDENTIAL STREETS.

WE HAVE I WE MOVED OVER HERE TO THE SIDE. WE LIVE ABOUT JUST A MILE FROM HERE. AND. THERE IS A RELIGION ON THIS SIDE OF TOWN ABOUT NOISE, PEOPLE. IT'S JUST IN THERE, DIDNA TO MAKE NOISE.

IT'S GOT TO BE ROLLING DOWN THE STREET AND EVERY VEHICLE. STEREOS 1000 WATTS, WINDOWS ROLLED DOWN CRUZ AND DOWN THE STREETS. YOUR CHINA VIBRATES OFF THE WALLS IN THESE HOMES.

FRAME HOUSES, MOSTLY UH, THESE ORDINANCES THAT YOU SPEND SO MUCH TIME ON. ARE MADE BY THE PEOPLE AND IMPLEMENTED BY THE COUNCIL. YOU HIRE ONE EMPLOYEE. CITY MANAGER TO BE A MONARCH TO RUN THE ENTIRE CITY AND WHATEVER. POLITICAL BAGGAGE COMES WITH HIM AND HIS DESIRE AND HIS T ENFORCE OR NOT ENFORCE THESE LAWS IS WHAT WE END UP WITH. THIS ORDINANCE IS GREAT. IT WORKS FOR VEHICLES. IT WORKS FOR ME. FIREWORKS ANOTHER NUISANCE NOISE, BUT THERE'S NO ENFORCEMENT THESE PEOPLE HAVE. THE HELL THEY ARE JUST THERE'S NO CONSEQUENCE FOR THE NOISE BEING MADE. BY THESE VEHICLES AND. WE'VE NOTICED THIS FOR SOME TIME IN THE KIDNEY, AND WHAT I FOUND IT, PUTTING THE PENCIL TO IT. AND I'M PRETTY SURE THAT I'M RIGHT IS THAT WE'RE SHORT AND WHAT I'M ASKING YOU TO DO IS TO BECOME AN AVERAGE CITY THAT DOESN'T SEEM VERY INSPIRING. BUT ON AVERAGE CITY PLANNING ROUND THE FRISCO. RIGHTS BASED ON OUR POPULATION WOULD BE WRITING 35,000 TRAFFIC CITATIONS. THEY WOULD HAVE OVER 400 POLICE OFFICERS, AND THEY WOULD BE PAYING $50 MILLION. A YEAR IN THEIR ANNUAL POLICE BUDGET. WE ARE QUITE SHORT. WE'RE NOT EVEN CLOSE TO. CAN'T MOVE THE METER. I'VE BEEN TALKING ABOUT THIS FOR SEVERAL YEARS. I'D APPRECIATE IT. I JUST DON'T KNOW HOW LONG WE WANNA BE MAYBERRY. MY POINT IS, WE NEED TO JOIN THE 21ST CENTURY. WE NEED TO START ENFORCING THESE LAWS. PUT THE IRON FIST BACK INTO THE GLOVE. AND MAKE THAT HAPPEN FOR THE SAKE OF ALL OUR RESIDENTS. THANKS FOR THANK YOU, JOHN. RIGHT? I DO NOT HAVE ANYONE ELSE ON MY LIST. HERE. I MAKE A MOTION TO CLOSE A PUBLIC HEARING. SECOND CAST YOUR VOTE TO CLOSE THE PUBLIC HEARING. RIGHT? DISCUSSION. HAVE A QUESTION FOR STAFF. THIS THIS FIRST TIME, I BROUGHT A BOOK TO ME A GOOD GREAT POINT. AND YOU KNOW, WITH. YOU HAVE RESTAURANTS THAT I GUESS THEY'RE CLOSE TO YOUR HOMES AND STUFF LIKE THAT. I MEAN, SO WHAT WERE WE BASICALLY SAYING? LOOK YOU KNOW THE MUSIC THAT YOU'RE PLAYING. IF IT'S BASICALLY SHUTTING THEM ANY MUSIC THAT THEY'RE PLAYING, WE SHUT THEM DOWN. NOT NECESSARILY.

AND SO I THINK IT'S PROBABLY TIME TOMO REMIND THAT ART NOISE ORDINANCE WAY TALK ABOUT THE NOISE ORDINANCE IN THE CITY MCKINNEY IN GENERAL, THEY'RE ACTUALLY TWO SECTIONS OF OUR CODE OF ORDINANCE THAT REGULATE NOISE CHAPTER. 70 IS WHAT I CONSIDER OUR NOISE NUISANCE SECTION AND THAT IS WHERE WE HAVE. PROHIBITIONS ON CERTAIN ACTIVITIES, NOISE DISTURBANCESOT OUTSIDE OUTDOORS, THE TIME LIMITS THAT YOU YOU WERE MENTIONING EARLIER WITHIN CHAPTER 70 OF OUR NOISE ORDINANCE, THERE IS SPECIFIC REGULATIONS FOR AREAS OF OUR DOWNTOWN WHERE THERE ARE CERTAIN EXEMPTIONS AND ALLOWANCES THAT ARE SLIGHTLY DIFFERENT THAN WHAT WE WOULD EXPECT CITYWIDE BECAUSE IT IS A DOWNTOWN AREA, AND WE KNOW THAT WE'RE GONNA HAVE. OUTDOOR ACTIVITIES SUCH AS RESTAURANTS AND COMINGS AND GOINGS OF PEOPLE IN OUR DOWNTOWN AREA, SO IT'S SLIGHTLY DIFFERENT. WHAT BEFORE YOU TONIGHT IS SORT OF THE SECOND ARM TO NOISE AND MCKINNEY AND THAT IS THE PERFORMANCE STANDARDS SECTION OF OUR ZONING ORDINANCE. SO THE PERFORMANCE STANDARDS SECTION OF OUR ZONING ORDINANCE INCLUDES A NUMBER OF STANDARDS THAT ALL BUSINESSES IN THE CITY HAVE TO ABIDE BY. NOT JUST NOISE, BUT WITH REAL ART RELATIONSHIP TO LIGHTING, AIR POLLUTION AND DUST WHEN WE MADE A MODIFICATION TO THE ZONING ORDINANCE ABOUT A YEAR AND A HALF AGO, WE FOLDED IN SOME SPECIFIC EXCLUSIONS, AND IN DOING SO THAT OUTDOOR PERFORMANCE WAS INCLUDED, SO IT WAS NOT EVER INTENDED TO CIRCUMVENT CHAPTER 70 OF THE NOISE. NUISANCE ORDINANCE OF OUR SECOND EVER ORDINANCE. IT WAS INTENDED TO MODERNIZE OUR PERFORMANCE STANDARDS FOR

[00:30:01]

DECIBEL LEVELS AND DBS, SO I DO KNOW THAT THERE WAS SOME CONCERNS ABOUT THE NOISE ORDINANCE PROVISIONS IN GENERAL, AND I THINK IF THE COUNCIL'S DESIRE FOR US TO EXPLORE THAT THAT'S PART OF CHAPTER 70. I THINK STAFF CERTAINLY HAPPY TO DO THAT. I'M SPEAKING OF A HALF OF MICHAEL AND OUR CODE SERVICES TEAM, BUT WHAT'S BEFORE YOU TONIGHT IS A CLEANUP ITEM, SOMETHING THAT SHOULD HAVE REALLY. WERE GENERALLY BEEN INCLUDED IN THAT PERFORMANCE STANDARDS SECTION BECAUSE WE'RE NOW HAVING THAT CONFLICT BETWEEN CHAPTER 70 AND PERFORMANCE STANDARDS OF OUR ZONING ORDINANCE. BECAUSE I FEEL FOR HIM, YOU KNOW WITH IT IF YOU HAVE A BUSINESS AND THAT MUSIC IS PART OF YOUR ON BEYONCE AND YOU WANT TO DO THAT, I DON'T. I DON'T WANT TO HURT BUSINESSES WITH THIS ORDINANCE. I MEAN, I'VE BEEN I MEAN, ABSOLUTELY. AND THERE ARE CERTAIN ALLOWANCES FOR THAT WITHIN WITHIN THE TIME LIMITS AND LET ME I'VE GOT CHAPTER 70 OPEN HERE. I'LL FLIP THROUGH IT. UM FOR AREAS THAT ARE IN THE DOWNTOWN. UM. YOU DO HAVE CERTAIN ALLOWANCES FOR THE USE OF MUSIC AND OUTDOOR, SO I THOUGHT SOMEONE COMING UPON ME MUSIC AND OUTDOOR NOISES WITHIN THE PARAMETERS OF CERTAIN TIME LIMITS SO I CAN I CERTAINLY CAN'T SPEAK TO THE EMAIL EXCHANGES OR WHATEVER CODE COMPLAINTS WERE HAD BY THAT PROPERTY OWNER. OVER THE LAST YEAR OR TWO. BUT I WOULD ASSUME THAT THOSE AIR HAPPENING OUTSIDE THE BOUNDS OF OUR TIME LIMITS OF THE NOISE ORDINANCE, AND THE TIME LIMIT IS MICHAEL, DO YOU KNOW THAT OFF THE TOP? HERE WE GO. ANY ACTIVITY THAT CREATES A NOISE DISTURBANCE. PURSE DAY BETWEEN THE HOURS OF 10 P.M. AND 7 A.M. SUNDAY THROUGH THURSDAY, AND BETWEEN THE HOURS OF 11:30 P.M. AND 7 A.M. FRIDAY AND SATURDAY.

REASONABLE. AGAIN. SURE. UH, BETWEEN THE HOURS OF 10 P.M. AND 7 A.M. SO EVENING HOURS 10, P.M. AND 7 A.M. SUNDAY THROUGH THURSDAY AND BETWEEN THE HOURS OF 11:30 P.M. AND 7 A.M. FRIDAY AND SATURDAY. SO THEY BUILD HAVE A MUSIC PERFORMANCE. 11 30 AT NIGHT. HMM. YEAH. RIGHT, BROTHER. YOU'VE GOT IT RIGHT THERE. SECTION E. YEAH. SORRY. AND I LET MICHAEL KIND OF MICHAEL SAY NO BEHIND YOU. I DON'T KNOW THAT I'M GONNA MAKE IT ANY MORE CLEAR. THIS IS THE CHALLENGE WE HAVE WITH TWO DIFFERENT ORDINANCES. WE'VE GOT PERFORMANCE STANDARDS IS MISS ARNOLD JUST REFERENCES WELL AS THE NOISE NUISANCE STANDARDS. SO ABSOLUTELY THESE AIR THE TIME LIMITS FOR OUTDOOR PERFORMANCES, BUT WE ALSO HAVE THE DECIBEL RANGE IS WHICH WERE THE COMPLAINTS THAT MR BOOTH IS REFERENCING. WE GOT A COMPLAINT FROM AN ADJACENT PROPERTY OWNER. THAT NOISE WAS GOING ON INTO THE LATE HOURS OF NIGHT. EXCEEDING THE DECIBEL RANGE IN A QUIET ZONE AGAIN WAY MORE TECHNICAL THAN YOU KNOW, THIS ITEM IS SPEAKING TO BUT. JUST BECAUSE THEY'RE OPERATING WITHIN THE ALLOWABLE HOURS DOESN'T MEAN THEY GET TO EXCEED THE DECIBEL RANGE IS AGAIN THEY'RE TWO DIFFERENT ORDINANCES THAT BOTH APPLY. IN REGARD TO MR BOOST SPECIFIC COMPLAINT. WE DID INVESTIGATE I PERSONALLY, THAT'S SOME OF THE EMAILS THAT HE WAS REFERENCING. I PERSONALLY WENT OUT THERE WITH A NOISE METER. WE DIDN'T PUT HIM THROUGH THE WRINGER. SO TO SPEAK. WE SAID WE GOT A NOISE COMPLAINT. WE WERE INVESTIGATING IT. I PERSONALLY INVESTIGATED IT WITH THE NOISE METER. WE FOUND THAT IT DID NOT VIOLATE AND WE. CLOSE THE LOOP WITH MR BOOTH. THERE WAS NO PUTTING HIM THROUGH THE WRINGER. THERE WAS JUST NOT TRUE. DO WE. WEEK IN LINE WITH OUR SISTER CITIES. I MEAN, WHERE DID WE GET THE DECIBEL LEVEL THAT WE'RE AT NOW? ACTUALLY THE DECIBEL RANGE THAT WE ADOPTED IN THE MIDDLE OF 2019 IS BASICALLY A HYBRID BETWEEN OUR SISTER CITIES. THE COUNCIL. AT THAT TIME WE PULL TOGETHER KIND OF A MATRIX OF WHAT? ALL OF OUR PLAN OF FRISCO ALAN DO THAT CURRENT DECIBEL RANGE IS AIR, ALMOST THE HYBRID BETWEEN PLANO AND ALAN FRISCO ACTUALLY DOESN'T HAVE DECIBEL RANGE IS OKAY? MICHAEL WITH THE DECIBEL RANGE BE IF SOMEONE'S.

PERFORMING ON A RESTAURANT WITH THE DECIBEL. READING BE TAKEN AT THE PROPERTY LINE. IT'S AT THE PROPERTY LINE. ABSOLUTELY YES. OH WE HAVE DIFFERENT DECIBEL RANGE IS FOR RESIDENTIAL AND NONRESIDENTIAL. SO FOR EXAMPLE, THE DAYTIME DECIBEL RANGE FOR RESIDENTIAL AT THE PROPERTY LINE. IS 65 DECIBELS AT NIGHTTIME. IT DROPS DOWN TO 58. THAT WAS THE COMPLAINT. NO DOUBT THE PROPERTY OWNER OR IN THIS CASE, THE RESTAURANT OWNER IS IN A NON RESIDENTIAL. ZONING DISTRICT. BUT IF THAT SOUND TRAVELS TO A RESIDENTIAL PROPERTY LINE, WHICH WAS WHERE THE COMPLAINT WAS, WE HAD TO GO OUT AND ENSURE THAT THE DECIBEL RANGE WAS NOT EXCEEDING 58 DECIBELS AND THAT'S WHAT WE DID. IT WASN'T THERE WAS NOT

[00:35:04]

AND THIS THIS WAS NOT OUTDOOR EVENT. THIS WAS INDOOR CLOTHES ON THEIR ON THEIR PATTERN THERE, PATTY, IS THAT RIGHT? YES, SIR. YEAH. SO WHAT DOES IT MEAN? SO WE'RE STRIKING MUSICAL PERFORMANCE? WHAT DOES THAT PREVENT? SO BASICALLY A ZOO. MISS ARNOLD MENTIONED, SO CAN WE SCROLL DOWN JUST TO SEE THIS MAP SO BACK UP, SO THIS MAP IS BASICALLY SPEAKING TONTO. IT WAS PROBABLY. DON'T KNOW 8 10 YEARS AGO THAT WE ESTABLISHED. WE WERE GOING FOR AMBIENCE DOWNTOWN. SO BASICALLY, WE STARTED ALLOWING OUTDOOR PERFORMANCES TO OCCUR, AND WE THOUGHT THIS WAS APPROPRIATE. BUT THEN, AS WE STARTED BUILDING IN THESE ALLOWANCES FOR OUTDOOR PERFORMANCES DOWNTOWN, WE STARTED GETTING COMPLAINTS FROM SOME OF THE ADJACENT RESIDENTIAL AREAS AS WE KNOW DOWNTOWN. THE NON RESIDENTIAL AND RESIDENTIAL KIND OF BLEEDS TOGETHER, SO WE WERE TRYING TO DO WITH THESE STANDARDS WAS CREATE AN ENVIRONMENT WHERE NOISE WHERE. PERFORMANCES COULD OCCUR, CREATING THE ENVIRONMENT THAT WE ALL KNOW AND LOVE TO BE DOWNTOWN MCKINNEY RIGHT NOW, BUT PROTECTING THE ADJACENT RESIDENTIAL WHEN WE ADDED, AND THAT IS IN CHAPTER 70 THE NUISANCE STANDARDS OF THE NOISE ORDINANCE, IF YOU WILL, SO THESE STANDARDS HAVE BEEN IN PLACE FOR. 8 10 YEARS A LONG TIME, BASICALLY ALLOWING THE AMBIENCE THAT YOU HAVE DOWNTOWN. WHEN WE MODIFIED WHEN I MODIFIED TO INCLUDE THE EXCEPTION IN CHAPTER IN THE ZONING ORDINANCE, 1 46 WHATEVER IT IS. BASICALLY IT, IT SAID. WE CAN'T ENFORCE THIS ANYMORE. WHEN YOU GO INTO THE EXEMPTIONS OF CHAPTER 70. IT INCLUDES. EXEMPTIONS FROM 1 31 46 1 34. I THINK IT IS WHATEVER THE PERFORMANCE STANDARDS 1 46 SO BY ADDING THAT EXEMPTION IN THE PERFORMANCE STANDARD IT EXEMPTED. ALL OF THIS NOISE STUFF DOWNTOWN. SO IF SOMEBODY IF I WANTED TO HAVE. A PERFORMANCE ON IMPACT SQUARE OR ON THE CORNER OF IMPACT TODAY AND I DECIDED I WANTED TO DO IT AT TWO IN THE MORNING. POLICE CODE ENFORCEMENT. WE COULDN'T DO ANYTHING. BECAUSE IT'S NOT A BUSINESS. IT'S NOT A FIXED PROPERTY. IT'S ME PLAYING THE TRUMPET OUT THERE AT TWO IN THE MORNING, AND IT'S EXEMPT BECAUSE IT'S A MUSICAL PERFORMANCE. WHAT WE'RE TRYING TO DO IS FIX THAT. WAY MORE TECHNICAL THAT I'M DOING A GOOD JOB OF EXPLAINING, BUT GENUINELY, THIS IS TO ALLOW US TO ENFORCE THESE PROVISIONS OF CHAPTER 70. BUT. BECAUSE WE HAVE THAT EXAMPLE EXEMPTION. WE CAN'T CURRENTLY ENFORCE THEM. CLEAR HIS BLOOD. IT MAKES SENSE. GUESS THE ONLY THING THAT CONFUSES ME ABOUT THAT EXAMPLE IS. MUSICAL PERFORMANCE, WHICH IS AN EXEMPTION, THOUGH IT'S UNDER NOISES PRODUCED BY LAWFULLY SCHEDULED EVENTS IN FULL COMPLIANCE WITH ALL ISSUED PERMITS, INCLUDING BUT NOT LIMITED TO. RIGHT, BUT IF I'M OUT THERE DOING A PERFORMANCE, THERE'S NO PERMIT TO BE ISSUED. YOU SEE WHAT I'M SAYING? IF I'M STANDING ON THE CORNER, PLAYING MY GUITAR AT TWO IN THE MORNING, IT'S MUSIC PERFORMANCE, BUT IT'S NOT. THERE'S NO. PERMANENT FIRE PERMANENT, IT'S PUBLIC AREA.

SEE THE NEED FOR THE CHANGE. THANK YOU. ANY OTHER QUESTIONS. GONNA POINT OUT FOR THE MIRROR THAT THIS IS OBVIOUSLY WRITTEN BY GUITARIST BECAUSE IT SAYS MUSICAL INSTRUMENT COME ON DRUMS. YEAH. YOU'RE MORE COMFORTABLE WITH THAT. NO. UNFORTUNATELY, UNDERSTAND, GREG.

I UNDERSTAND THAT YOU REFERENCED HIM AS WELL FIRST, SO I HAVE TO. WE HAVE TO ABIDE BY THE RULES. AND I DON'T MEAN THAT. BUSH. SURE. WE CLOSED THE PUBLIC HEARING UNFORTUNATE HAVE TO STAND BY THAT. I MEAN, I KNOW THIS IS THE. WE'RE STILL IN DISCUSSION, RIGHT? YEAH ABSOLUTELY. I DON'T. THIS IS IT'S CLEAR AS MUD, I THINK IS THE BEST WAY YOU PUT IT. UM I SAID, I KNOW THAT TWO RESTAURANTS HAVE BEEN I DON'T KNOW WHAT EXACTLY BEEN DONE TO EITHER ONE OF THEM OTHER THAN THEY'VE BEEN COMPLAINED ON. IN BOTH OF THEM ARE VERY POPULAR THAT MOST EVERYONE IN THIS ROOM HAS BEEN TOO. ON WE THE LAST THING WE WANNA DO IS HEARD ABOUT SMALL BUSINESS. I HAVE A BUSINESS FIND. WORK. I UNDERSTAND ONES IN DOWNTOWN ONES AND STONEBRIDGE TO COMPLETELY TWO DIFFERENT VAST AREAS. UM. NO, NO, I'M I MEAN, I'M STILL CONFUSED ON ON ON NOT HURTING OUR SMALL BUSINESSES AND ALLOWING SOMETHING THAT I

[00:40:03]

KNOW THAT THE RESIDENTS DON'T WANT AS WELL. YEAH, IT'S WELL, I THINK THAT THE. WHAT WHAT WE READ AS FAR AS OKAY. YOU CAN DO YOU CAN YOU CAN DO A MUSICAL PERFORMANCE. E ASSUMING YOU COULD HAVE MUSIC AND THINK, BUT YOU STILL HAVE THE DECIMAL RULES. YOU STILL HAVE. THE TIMES AND EVERYTHING ELSE LIKE THAT. THAT'S NOT CHANGING. ALL WE'RE DOING IS WE SAY YOU CAN'T GO AND PLAY GUITAR ELECTRIC GUITAR IN THE MIDDLE OF THE ROAD ON A SATURDAY NIGHT AT THREE O'CLOCK IN THE MORNING? WELL, THIS SAYS YOU CAN. WHAT WE'RE TRYING TO DO IS SAYING NO, YOU CAN'T. IT'S OVER. WHAT ELSE SEES IT? THAT'S HOW I SEE IT. I MEAN, BECAUSE WE'RE NOT CHANGING ANYTHING ELSE ASSED FAR AS THE ORDINANCE GOES. WE'RE DOING IS WE SAID, YOU KNOW YOU CAN. YOU KNOW THIS HAS NOTHING TO DO TO ME WITH WITH MUSIC AND. IN A RESTAURANT AND IF I COULD OFFER ONE OTHER THING, AND I DON'T KNOW IF IT HELPS OR HURTS, BUT BY STRIKING THIS EXCEPTION, YOU WILL BE PUTTING THE ORDINANCE BACK TO THE WAY IT STOOD. PRIOR TO 2019, SO WE'RE NOT OFFERING SOMETHING NEW. THIS IS HOW MINUS THIS EXEMPTION IS WHAT OUR ORDINANCES WERE LIKE, PRIOR TO 2000 AND 19. AND I DON'T RECALL HEARING ANY ISSUES OR COMPLAINTS PRIOR TO 2019. IT'S JUST DON'T KNOW IF THAT HELPS OR NOT, BUT. UM TRUTH. IT'S NOT.

THE PUBLIC HEARING IS CLOSED, BUT I WOULD LIKE TO ASK YOU A QUESTION. BUT THAT'S NOT A IT'S NOT AN INVITATION TO GO BACK INTO A PUBLIC HEARING. AND YOU DON'T HAVE TO ANSWER DON'T WANT BUT DOES THE. THE HOURS THAT WERE EXPRESSED TO 11 30 ON FRIDAY AND SATURDAY AND 2 10 30 YEARS IT ON THROUGH THURSDAY. 10 THROUGH THURSDAY. UH, DOES THAT? SUFFICE FOR ACOUSTIC TYPE PERFORMANCES IN YOUR RESTAURANT. IF. WHAT I'D LIKE TO I'D LIKE TO HEAR, BUT I DON'T WANT TO GET INTO A BACK AND FORTH WITH BETWEEN. SITE, MUSICAL PERFORMANCES AND DOWN THEY'RE CITING SPECIFIC RESTAURANT. SECURITY GUARD. COME IN. I UNDERSTAND THAT AND I DON'T WANT TO. BUT FOR ME, IT Z. I CAN TELL YOU FOR ME, I'M. I'M NOT AS CONCERNED ABOUT GOING BACK AND IDENTIFYING WHAT. WHAT WAS DONE. WHAT IF IT WAS CORRECTLY SAID NOT CORRECTLY SAID IT FOR ME. I JUST WANT TO KNOW, MOVING FORWARD. TRY TO MAKE THE BEST DECISION. I CERTAINLY EVERYONE UP HERE KNOWS THAT I'M A FAN OF MUSIC, AND I THINK MCKINNEY. WAY ARE A MUSIC FRIENDLY CITY IS DESIGNATED BY THE GOVERNOR. I LOVE YOU KNOW, AFTER MUSIC WITHIN REASONABLE LIMITS A SAME TIME. I CERTAINLY RESPECT THE FACT THAT THERE'S RESIDENTIAL PEOPLE THAT WOULD DISAGREE WHEN IT'S WHEN IT'S SOMETHING. THAT'S AFFECTING THEM. I LIKE THAT. I MEAN, I MEAN, WE'RE FAN OF YOUR RESTAURANT WHERE FAN OF YOUR ESTABLISHMENT AND THEN.

REALLY ABOUT THE WAY THAT THIS MUCH OF IOWA SAY. WHAT'S IN THOSE EMAILS AND THEN COME BACK? SEE, I DON'T THINK THIS HAS ANYTHING TO DO WITH HIS HIS COMPLAINT. NOTHING. I DON'T THINK ACOUSTIC INSTRUMENTS OR SPECIFICALLY RULE DOWN BECAUSE IT SAYS ANY SUCH ACTIVITY SHALL NOT CREATE A DISTURBANCE IF ACOUSTIC, NON AMPLIFIED MUSICAL INSTRUMENTS OR USED BETWEEN THE HOURS OF 10 P.M. AND 11 30 P. FROM WHAT I'M HEARING. THAT WAS WHAT THE COMPLAINT WAS ABOUT.

SO. SEEMS TO ME. YOU'RE FREDDY. USE ACOUSTIC, HUH? INSTRUMENTS UP TILL 11:30 P.M. THE WORDING OF THE STATUTE. THAT'S NOT SOMETHING THAT WAS CHANGED. CALL IT THE STATUTE ORDINANCE.

DON'T HAVE A PROBLEM WITH THE CHANGE. THE OTHER DISCUSSION. I SAID, I THINK I'VE RECRUITED RIGHT DON'T HAVE PROBABLY CHANGED, BUT I WOULD CERTAINLY WANT THEM MEAN IF WE ARE HIM.

LOVE. UNINTENDED CONSEQUENCES IS IN FULL. FULL PRESENCE ON AH, LOT OF. ACROSS THE COUNTRY, GOVERNMENTAL BODIES, SO IF WE HAVE SOME UNINTENDED CONSEQUENCES, I WOULD SURE LOVE TO HAVE STAFF COME BACK AND VISIT WITH US AND SAY, HEY, LISTEN, YOU KNOW YOU DID THIS, BUT HERE'S THE HERE'S THE SCOOP I'VE BEEN IN FAVOR OF STRIKING THIS TONIGHT. THE

[Receive/Discuss/Act on the Status of COVID-19 Vaccine Distribution Including Possible Direction and Authorization to the City Manager to Enter Into Cooperation Agreements for Distribution]

210055 RECEIVING ACT ON STATUS OF COVERT 19 VACCINE DISTRIBUTION, INCLUDING POSSIBLE DIRECTION, AUTHORIZATION TO THE CITY MANAGER TO ENTER INTO COOPERATION AGREEMENTS FOR DISTRIBUTION. MR. GOD, I WOULD KICK IT OFF AND THEN CHIEF KISSER WILL JOIN US BECAUSE WE'LL HAVE MORE DETAILS AND MYSELF. UM WE WANTED TIOGA RING THIS ITEM TO YOU TO BASICALLY UPDATE THE COUNCIL ON WHERE WE ARE. WITH RESPECT TO PREPARING A VACCINATION CENTER COMMUNITY VACCINATION CENTER HERE IN MCKINNEY CHIEF KISSED HER AND HIS STAFF JUST BEEN DOING A GREAT JOB WORKING. ALL HOURS TRYING TO COORDINATE A CENTER.

BUT WHAT WE'VE WHAT WE'VE BASICALLY OUTLINED HERE AND CHIEF KISSED. I'M GOING TO THE DETAILS FUNDAMENTALLY, IS WE WILL STAND UP A COMMUNITY VACCINATION CENTER. WHEN THE VACCINES WHEN WE START GETTING VACCINES, PARTICULARLY IN SUFFICIENT NUMBERS, WE WILL.

THEN YOU'D BE DRAW FROM THE LIST THAT WE'RE COLLABORATING WITH COLLIN COUNTY ON PULLING NAMES FROM THAT LIST AND PUTTING SHOTS AND ARMS. THIS IS A EXCITING EFFORT BECAUSE WE'RE WORKING. WE'RE COLLABORATING WITH OUR TWO MAIN HOSPITALS, WHICH ARE ACTUALLY CURRENTLY SERVICE JOINT MEDICAL DIRECTORS FOR THE CITY MCKINNEY, WHICH WAS SOMETHING WE PUT IN PLACE JUST JUST RECENTLY. UM WE THINK THAT THIS IS A GREAT OPPORTUNITY TO SHOWCASE THAT JOINT MEDICAL DIRECTOR SHIP WITH THE TWO HOSPITALS WORKING TOGETHER, UH, TO BE ABLE TO REALLY TRULY SERVE COMMUNITY NEED IN A TIME OF EMERGENCY. SO WITH THAT CHIEF HISTORY, WANT TO GO INTO SOME MORE DETAILS? I HAD SOMETHING TO THAT QUICK. UM. YEAH, IT'S GREAT WITH OUR HOSPITALS, BUT. AND I KNOW DANNY. YOU'RE GOING TOE TALK ABOUT IT, BUT I'M GOING TO GUESS THAT YOU'RE NOT GONNA. BRAG ABOUT YOURSELF YOUR DEPARTMENT BUT I WANT TO, UH, IT'S THE HOSPITALS HAVE BEEN FANTASTIC. THEY'VE THEY'VE STEPPED RIGHT UP AND SAID THEY'RE THERE IN DO DO ANYTHING THAT. WE NEED THEM TO DO THAT THEY'RE ABLE TO PROVIDE THEY'LL DO. EVERYTHING THEY CAN TO ASSIST US, BUT IT REALLY STARTED WITH YOU AND THE FIRE DEPARTMENT AMS, STEPPING UP FILLING IN THE GAP BACK. WEEKS AGO. WE'RE MONTH LONG AGO. FOR THOSE WHO HAVE HAD THIS QUESTION ASKED. I WANT TO ANSWER IT. I'VE HAD THE QUESTION, WHY DIDN'T THE CITY DO SOMETHING PRIOR? WELL, CITIES. OUR CITY WAS NEVER TO BE A PROVIDER. WE'RE NOT. WE'RE NOT DESIGNATED AS PROVIDERS. WE DON'T HAVE A HEALTH HEALTH DEPARTMENT. THERE WAS A WHOLE DIFFERENT PLAN THAT THE FEDERAL GOVERNMENT WAS TAKING THROUGH THE STATES. BUT AS SOON AS WE REALIZED. OR SEND US CHIEF. MR REALIZED THAT THE WE DIDN'T THEY? HE DIDN'T SEE THE. THE ABILITY TO ACCOMMODATE THE KIND OF FIND THAT WILL NEED TO WITH WHAT WAS BEING PUT IN PLACE. HE STEPPED UP AND CAME TO THE CITY AND ASKED, WHAT CAN WE DO? HOW DO WE? HOW CAN WE DO MORE THAN JUST OUR FIRST RESPONDERS? WHAT CAN WE DO TO HELP? WHAT CAN WE DO TO LEAD? WHAT CAN WE DO THAT. UM, JUST JUST JUST TO BE IN THE MIDDLE OF THIS AND BE A YOU HAVE A PROBLEM SOLVER AND. AND SO IT'S YOU. YOU'VE DRIVEN THIS AND YOU'VE YOU'VE DRIVEN. CITY BEING AT THE CENTER AND IN THE FRONT AND I JUST WANT EVERYONE TO KNOW THAT THAT'S THE FIRE DEPARTMENT. WE HAVE. OH, WELL, THANK YOU, SIR. UM, I WILL SAY, THOUGH, THAT IT IS. IT IS A TEAM EFFORT. WE'VE GOT A GREAT TEAM IN PLACE. WE SAW A VOID, AND WE ARE TRYING TO STEP UP TO FILL THAT VOID AS BEST WE CAN. HAS BEEN A NUMBER OF ALTERNATIVE OPTIONS ON THE TABLE, AND I THINK WE'RE PRESENTING WHAT WE FEEL IS PROBABLY THE BEST SOLUTION FOR THE TIME BEING. UM. WHEN WE WEIGH BECAME AWARE THAT THERE WAS NOT A WHOLE LOT OF MOVEMENT FOR VACCINE WITHIN COLLIN COUNTY, AND SO WE PETITION THE STATE TO INCREASE OUR ALLOTMENT. WHAT WE ORIGINALLY ASKED FOR. ON AND WE THROUGH THE COURSE OF DISCUSSION WITH THE STATE. THEY WERE LOOKING FOR SITES THAT MAYBE COULD NOT NECESSARILY BE A MEGA CENTER.

[00:50:02]

BUT ASIDE THAT COULD FILL A VOID. BE A HUB IF YOU WILL, AND WE STEP SAYING WE'D BE WILLING TO GRAMP UP TO 1000 VACCINES TODAY IF WE COULD GET THERE. WE ASKED THE STATE TO INCREASE OUR ALLOCATION TO 10,000, AND THAT IS STILL SOMETHING THAT WE CAN AMEND. AST. TIME GOES ON. BOND SINCE THEN, THE STATE OF TEXAS HAS DESIGNATED THE CITY OF MCKINNEY FIRE DEPARTMENT AS A VACCINATION HUB. AND WHAT THAT MEANS FOR US IS AS WE GET PRODUCT AS WE CAN. VACCINE IN HARM'S THEN THEN WE'LL GET ADDITIONAL PRODUCT. AND WE LEARNED ON A CONFERENCE CALL TODAY AND I'M GONNA. LAID BACK STEVIE FRANKS, WHO HAS REALLY STEPPED UP AND HELPED US OUT WITH OUR OFFICE OF EMERGENCY MANAGEMENT. WE WERE IN A CONFERENCE CALL TODAY WITH THE STATE AND THEY LOOT ALLUDED TO THE POSSIBILITY THAT THE. NUMBERS COULD SIGNIFICANTLY INCREASE UP TO MAYBE 4000 DOSES A WEEK, AND NOW THAT'S ALL TENTATIVE. IT'S ALL SUBJECT TO CHANGE. IT ALL DEPENDS ON HOW WE PROVE OURSELVES OVER THE NEXT FEW WEEKS. BUT WE THINK WE HAVE PUT TOGETHER A MODEL WITH ALL OUR PARTNERS SAID I'LL MENTION HERE IN JUST A MOMENT.

S O FIRST BULLET ON OUR SLIDE HERE IS THAT THE STATE HAS DESIGNATED THIS A HUB AND THAT IS ADVERTISED ON THEIR STATE WEBSITE. SOME OF THE PARTNERS THAT WE'VE REACHED OUT TO AND THAT ARE PARTICIPATING WITH US AND I'LL SAY THE CITY OF MCKINNEY BECAUSE IT'S NOT JUST THE FIRE DEPARTMENT. IT'S THE POLICE DEPARTMENT. IT'S PARKS AND RECS, HIS DEVELOPMENT SERVICES. EVERYBODY'S CHIPPING IN TO PROVIDE STAFFING AND HELP US. STAND UP. AH, VACCINATION, HUH? OUR MEDICAL DIRECTION TEAM AND IT IS. MR GRIMES POINTED OUT THIS THIS PARTICULAR PROGRAM THAT WE HAVEN'T PLACED NOW HAS ONLY BEEN IN PLACE LESS THAN A YEAR AND SO ARE OUR PARTNERS HAVE COME TOGETHER, WORKING VERY WELL TOGETHER. EACH STEPPING UP H IS COMMITTED SUPPORT, AND THAT'S WHAT BEST PMS AND QUEST CARE SERVICES ARE MEDICAL DIRECTION TEAM. LOCAL HOSPITALS IN THE AREA. BAYLOR SCOTT AND WHITE MCKINNEY AND HC MEDICAL CITY MCKINNEY HAVE BOTH PLEDGED THEIR SUPPORT FOR SUCH A HUB. AND TO PROVIDE WHAT RESOURCES THEY HAVE AVAILABLE TO CONTRIBUTE TO THIS HUB. MCKINNEY INDEPENDENT SCHOOL DISTRICT HAS ALSO PLEDGED THEIR SUPPORT AND LENDING OF THE FOOTBALL STADIUM. IS THE LOCATION OR THE SIDE THAT WE WOULD ADMINISTER THE VACCINES. COLLIN COUNTY IS STEPPING UP AS A PARTNER AND WHAT YOU ARE USUALLY UTILIZING THEIR REGISTRATION FORM TO HAVE PAID. YOU WILL GO TO JUST ONE SIDE WHERE THEY CAN SIGN UP TO TAKE THE VACCINE. AND RIGHT NOW WE'RE TAKING NAMES FOR A ONE A ONE B, ACCORDING TO STATE RECOMMENDATIONS, AND COLIN COLLEGES, WELL. SOME OF OUR MEDICAL DIRECTION TEAM HAS REACHED OUT TO COLLIN COLLEGE AND THE SCHOOL OF NURSING TO SEE MAYBE THEIR STUDENTS WOULD PARTICIPATE IN HELPING IN THE VACCINATION PROGRAM. SO THERE'S A LOT OF PARTNERS PULLING TOGETHER. EVERYBODY IS VERY MOTIVATED, VERY COMMITTED. SEO HELPING GET THE VACCINE OUT AND HELPING TO CURB THIS PANDEMIC WITHIN OUR COMMUNITY. SO THE STATUS THAT WE'RE AT TODAY, JANUARY 19TH THIS MORNING AT ZERO. A 30 HOURS WE DID RECEIVE SHIPMENT OF 2800 TOTAL DOSES. THAT'S 800 DOSES, THE SECOND VACCINE FOR THOSE THAT HAVE ALREADY RECEIVED ONE. AND WE STARTED GIVING ADMINISTERING THAT VACCINE TODAY. AND THEN 2001ST THOSE VACCINES AND WE SHOULD START ON THAT POTENTIALLY TOMORROW OR THURSDAY. NEXT TIME. YEAH. AND THERE'S AH PLACES THAT THE COMMUNITY CAN GO FOR INFORMATION. HERE'S AH LINK TO A WEBSITE FOR TO REQUEST A VACCINATION. HOTLINE NUMBER THAT THE CITY PROVIDES AND JUST DIFFERENT WAYS YOU CAN REGISTER TO GET INFORMATION ON THE VACCINE. SO THE FIRE DEPARTMENT ARE PARTNERS. WE STAND READY TO ASSIST IN ANY WAY ANY WAY THAT WE CAN WORK LIKE I SAID, EAGER AND MOTIVATED THEM HAPPY TO ANSWER ANY QUESTIONS YOU MIGHT HAVE. AND FOR JUST FOR INFORMATIONAL PURPOSES WITHIN THE COUNTY. THERE'S GOING TO BE A CENTER IN FRISCO AT THE STAR AT THE BAYLOR, SCOTT AND WHITE HOSPITAL THERE, WE'LL HAVE ONE HERE IN MCKINNEY AT THE STADIUM. THERE IS ONE BEING LOCATED. OUR LOCATION'S BEING IDENTIFIED IN PLANO. AND ALAN HAS JUST BEEN APPROVED AS WELL AS A HUB, SO WE HAVE FOUR.

SITES, ALL WORKING TOGETHER WITHIN THE COUNTY WORKING WITH THE COUNTY. UM, TO BE IN FULL, FULL STRIDE. HOPEFULLY IS COMING MONDAY AND I SAY HOPEFULLY BECAUSE, OF COURSE, EVERY EFFORT THAT WE HAVE IS DEPENDENT ON. OUR SUCCESSES DEPEND ON RECEIVING THE VACCINES. YES WE CAN BE AS PREPARED AND STAFFED IS WE NEED TO BE, BUT IF WE DON'T HAVE THE VACCINES WERE. JUST HAVE A LOT OF PEOPLE STANDING AROUND. SO FOR EVERYONE THAT IS ASKED, ARE THEY ON THE LIST IF THEY DIDN'T ANSWER A CALL, AS WE'VE SENT OUT EMAILS TO EVERYONE WE CAN.

THAT HAVE BROUGHT IT PROVIDED AN EMAIL. NOBODY NOBODY HAS BEEN REMOVED FROM THE LIST.

[00:55:02]

EVERYONE REMAINS ON THAT LIST. SO DON'T WORRY ABOUT THAT. IT WILL BE. YOU'LL BE CALLED IN THE ORDER THAT YOU ARE ON AND YOU'LL BE CALLED BY ALL FOUR SITES. IT'S JUST NOT. IT'LL BE JUST CLEVER OF EFFORT. CHIEF ON THIS. YOU GOT 802ND OF SISTERS THAT MATCH THE NUMBER OF FIRST DOSES THAT YOU ADMINISTERED. YES, AND IT IF I COULD EXPLAIN A LITTLE FURTHER THE WE RECEIVED 800 DOSES. THE FIRST GO AROUND IF YOU WILL, BUT BECAUSE OF THEIRS. PROBABLY A LITTLE EXTRA PRODUCTS IN EACH VIAL THAT WE RECEIVED THAT WE WERE ABLE TO ACTUALLY ADMINISTER 869. SO USING THE EXACT SAME METHODOLOGY IS WE DID FOR THE FIRST WILL BE ABLE TO REPRODUCE THAT SO. WHEN WE SAY 808 169. I JUST WANNA MAKE SURE THAT SOMEONE DIDN'T RECEIVE THE FIRST HALF BUT WASN'T AVAILABLE TO GET THE SECOND. YES. THANK YOU FOR WHAT YOUR DEPARTMENT'S DOING. THANK YOU. I JUST WANT TO SAY THANKS. YOU KNOW, WE'VE BEEN PUSHING THIS THING AS HARD AS WE CAN PUSH IT, BUT IT ALL HAS TO COME FROM SOMEWHERE ELSE, THAT WE WERE NOT IN CONTROL OF IT, AND THAT'S THE ONE THING WE'VE BEEN AT ANSWERING TO EVERYBODY.

THAT'S ASKED WHY WHY IS IT TAKING SO LONG? I WAS IN AUSTIN LAST WEEK. I HAD SEVERAL MEETINGS THERE IN PERSON, AND I WAS ASKING. WHY IS THIS TAKING SO LONG? AND IT'S ALMOST FRUSTRATING AS WE'VE ALL BEEN BECAUSE YOU'RE NOT GETTING AN ANSWER RIGHT THERE, BUT THE ONE THING HOW IT WAS EXPLAINED TO ME IS KIND OF WHEN THE TESTING CAME OUT. TESTING START OUT REALLY SLOW, AND THEN IT GAINED STEAM THAT IT GOT HERE. BUT THE VACCINE IS HARDER TO GET, AND THAT BECAUSE OF THE PRODUCTION, AND SO EVERY STATE IS IN THE SAME BOAT IS US. THEY'RE ASKING FOR IT. THANK YOU FOR PUTTING THIS TOGETHER AND US DOING IT AND NOT FARMING IT OUT. I'D LIKE TO SAY THAT BECAUSE I'VE SEEN A LOT OF THEM BEING FORMED OUT RIGHT NOW, AND I WOULD RATHER OUR PEOPLE DO IT. AND NOT THE PEOPLE THAT WE DON'T KNOW. SO THANK YOU FOR PUTTING US TOGETHER. THANK YOU. THE OTHER. RIGHT. THANK YOU, DANNY. THANK YOU. 201137 CONSIDERED

[Consider/Discuss/Act on the Removal and Appointment of a Seated Member to the Historic Preservation Advisory Board (HPAB)]

ACT ON REMOVAL AND APPOINTMENT OF A SEATED MEMBER TO THE HISTORIC PRESERVATION ADVISORY BOARD. AND CONSUMMATE PHILLIPS. I THINK YOU HAVE YES. YES SIR, MR MAYOR HAS SAID, IS THE LIAISON TO THAT BOARD AND THE CHAIRMAN. THAT BOARD CONTACTED ME AND ASKED THAT ONE MEMBER BE REMOVED DUE TO ABSENCES. AND I WOULD LIKE TO PROPOSE TO THE COUNCIL THAT CARL SMITH BE REPLACED BY JAMES WEST. JAMES IS AN ARCHITECT FAMILIAR WITH THE HISTORY OF MCKINNEY WAS VERY MUCH INVOLVED IN HAVING THIS BOARD CREATED IN ITS BEGINNING. WITH THE RETIREMENT OF GOD. GERSH I THINK IT'S ABSOLUTELY ESSENTIAL THAT WE HAVE PEOPLE ON THIS BOARD WHO ARE FAMILIAR WITH THE HISTORY OF MCKINNEY. AND BECAUSE OF THAT, I WOULD ASK THAT MR WEST B. NOMINATED TO FILL THE POSITION OF CARL SMITH AND THAT THE CURRENT ALTERNATE BE REPLACED. BUT TIM MICK WILLIAMS WAS A LIFETIME RESIDENT OF MCKINNEY AND LIVED IN HISTORIC DISTRICT AS WELL. WOULD MAKE THAT AS EMOTION. I SECOND THAT MOTION. DISCUSSION BEFORE WE VOTE ON HIS NAME WOULD HAVE SOMEBODY ELSE THAT THEY FEEL. I DON'T KNOW. IS AND THOSE AIR TO RESIDENTS WITH A LONG HISTORY HERE IN THE KIDNEY. RIGHT. SO THERE'S A MOTION AND A SECOND.

MOTION PASSES. 21 0056 CONSIDERED ACT ON APPOINTING A MEMBER TO THE MCKINNEY ARMED

[Consider/Discuss/Act on Appointing a Member to the McKinney Armed Services Memorial Board]

SERVICES MEMORIAL BOARD. EVERYONE SLOW DOWN ONE AT A TIME. GETTING A LITTLE RAMBUNCTIOUS. LAYS DOWN THERE. I'M NOT ONE OF THEM, ONE OF THEM. BUT I DON'T THINK SO.

YEAH. ALTHOUGH I'LL THROW OUT A NAME BY THE WAY, PETE MCCLELLAN UM. GREAT GUY. UH, HE WAS A.

WAS IN THE ROTARY FOR MANY YEARS AND VERY INVOLVED THERE AND UM. IN FACT, WE CELEBRATED HIS FATHER IN LAW'S 100TH BIRTHDAY OVER MY HOUSE. YEAH. 100 YEARS OLD. HE DROVE HIMSELF THERE. HE'S HE'S. HE'S AN AMAZING MAN. BUT HE WAS AH WORLD WAR TWO PILOT AND, UH, PETE HAS A GREAT LOVE AND FOR COMMUNITY SERVICE AND ESPECIALLY THE ARMED FORCES.

[01:00:03]

PEOPLE, CLELLAND. ACTUAL SECONDS. SOMETHING ONCE? NO. I HAVEN'T SPOKEN TO HIM, BUT HE WOULD SERVE IN A NEW YORK MINUTE. AND I'D LIKE TO ALSO RECOMMEND SEAN KEEFE. WHO IS A VETERAN. KENNY RESIDENT. BUT I THINK RATHER THAN APPOINT SOMEBODY THAT WE HAVEN'T SPOKEN TO YET WHEN WE TAKE THOSE TWO NAMES, UNLESS SOMEONE HAS A THIRD NAME WILL SPEAK TO THEM.

MAKE SURE THAT THEY HAVE THE ABILITY TO MAKE THE COMMITMENT. WE'LL BRING IT BACK NEXT MEETING SO WORK FOR EVERYONE SURE THAT COMMOTION THAT WOOD TABLE THIS UNTIL THE NEXT MEETING, THEN I'LL SECOND YOUR VOTES. SHOULD PASS IS 201129 CONCERN ACT ON APPOINTED A

[Consider/Discuss/Act on Appointing a Member to the North Texas Municipal Water District Board of Directors]

MEMBER TO THE NORTH TEXAS MUNICIPAL WATER DISTRICT BOARD OF DIRECTORS. UM, I'LL START WITH THIS. I WE GOT. WORD THAT WE NEEDED TO SELECT ANOTHER PERSON. I GOT ALL OF OUR.

APPLICATIONS FROM ALL THOSE THAT WE INTERVIEWED ON GLEE INTERVIEWED A. BUNCH OF APPLICANTS AND THERE WAS ONE THAT CAUGHT MY EYE. HE ACTUALLY DIDN'T SHOW UP FOR THE INTERVIEW, BUT THE ONLY THING THAT HE WANTED WAS THE AND AS I, I'M I WAS FAIRLY IMPRESSED. AND SO I CALLED HIM. I VISIT WITH HIM AND I FOUND HIM TO BE AN AMAZING. WHO KNEW? UM. VARIOUS THINGS THAT THE WATER YOU KNOW THAT WE NEED TO HAVE ON THE WATER BOARD. MY ON SO I WOULD LIKE TO NOMINATE ROBERT EPPOLITO. TO SERVE HIS E THINK, PROBABLY 15, OR 20 YEAR RESIDENT OF MCKINNEY. AND BUT HE KNOWS WATER. HE UNDERSTANDS WHAT MACKENZIE NEEDS AND ON. I THINK HE SERVED. VERY WELL. ANDRE THINK THIS IS KIND OF FINISHING UP A TERM THAT SO I THINK HE'S GOT ABOUT 18 MONTHS. LEFT FOR THIS TERM. AND SO I WOULD LIKE TOE. DOMINATE ROBERT EPPOLITO LIKE THE SECOND THAT FOR ROBERT NO. ONE. DOESN'T EVEN TURN AROUND MCKINNEY AND I THINK I'VE SPOKEN WITH YOU GUYS. PRIVATE THAT HE'S BEEN A GREAT. A GREAT SERVANT FOR MCKINNEY. COULD JUST BE ANOTHER CHAPTER FOR HIM, ESPECIALLY WITH THE KNOWLEDGE THAT HE HAS WITH WATE NOW ALSO HAS BEEN MENTIONED YET THAT HE CAME IN FOR A NINJA. YOU FAIRLY EXTENSIVE INTERVIEW, WE ALSO SENT HIM A LONG QUESTIONNAIRE TO GET DEEPER ANSWERS.

INFORMATION, WHICH HE HE'S THE MOST VETTED. ONE PERSON WE'VE EVER HAD ON THE BOARD. I THINK I THINK WE'VE WAY PUT THROUGH THE WRINGER. WE WE'VE WE'VE GROWN. WE SO YES, HE'S BEEN INTERVIEWED ON DAD VETTED AND THEN INTERVIEWED A SECOND TIME WITH A LONG ESSAY QUESTION.

QUESTIONNAIRE. SO. WE HAVE A MOTION AND A SECOND WITHOUT ANY OTHER DISCUSSION. CAST YOUR VOTE. NEXT ITEM. BE CITIZEN COMMENTS ON MATTERS NOT ON THE AGENDA. THE BENTLEY. UH HUH.

[CITIZEN COMMENTS ON MATTERS NOT ON THE AGENDA]

FRIENDS. GOOD EVENING COUNCIL AGAIN. I JUST WANTED TO SHARE AGAIN WITH YOU ALL ABOUT LEGACY KEEPERS OF OLDIES, MCKINNEY. THE LAST COUNCIL MEETING WE INTRODUCED WHO WE ARE, AND TONIGHT WE HAVE SOME OF THE PARTICIPATING PERSONS THAT ARE INVOLVED IN THAT I'M HERE TONIGHT. BETH WOULD YOU JUST WANNA MAKE SURE EVERYONE CAN HEAR YOU THAT'S WATCHING IF YOU'LL SPEAK INTO THE MIKE THERE, TOO. SO MR KAZIK, VERY WELL. PICK KOZIK AND COLIN CAMPBELL WAS HERE AND HE HAD TO LEAVE. I THINK. UM, BUT WE, JASON HERNANDEZ AND CHRIS MARTIN AND UM PASTOR, FORMER COUNSEL WHILE THE YOUNG PEOPLE YEAH. AND SO WE ARE. OUR GOAL WITH LEGACY KEEPERS IS TO DOCUMENT. AND HONOR AND PROMOTE THE LEGACY IN THE HERITAGE OF.

OLDIES MCKINNEY, PARTICULARLY IN THE BLACK AND MEXICAN COMMUNITIES, BECAUSE WE WANT THAT CULTURE TO BE A NATURAL PART OF WHO MCKINNEY IS WHEN WE CELEBRATE CULTURE AND MCKINNEY WE WANT ALL CULTURES TO BE REPRESENTED. SO WE THOUGHT IT WOULD BE ON LEE RIGHT TO START.

WHERE IT ALL BEGAN BEGAN. AND THAT IS OUT IN IN A WAY TO HONOR THOSE THAT HAVE PASSED ON

[01:05:01]

THAT HELPED BUILD THIS COMMUNITY. SO FEBRUARY 6. I HAVE WILL BE OUR KIND OF INTRO TO THE COMMUNITY BY HAVING A SACRED WALK AT BROTH CEMETERY. AND ROSS. UM WE WANT TO INVITE YOU ALL COUNSEL AND WE WANT TO INVITE THE ENTIRE COMMUNITY TO COME OUT TO A SACRED WALK MASK UP, OF COURSE. AND LEARN ABOUT SOME OF THE PERSONS THAT AND THE FAMILIES THAT ARE A PART OF THIS COMMUNITY THAT HELPED BUILD MCKINNEY. AND UM ROSS CEMETERY IS A PLACE WHERE THEY HAD HAD TO GO. IT WAS A SEGREGATED CEMETERY. SO, UM, WE WANTED PEOPLE TO UNDERSTAND THE STORIES BEHIND THE PEOPLE THAT WERE BURIED THERE. AND THEN WE'LL ALSO ON LATER ON THAT DAY AFTER WE DO, THE SACRED WALK WILL HAVE AN OPPORTUNITY. TO SEE A REENACTMENT OF OUR BUFFALO SOLDIERS THAT ARE BURIED THERE AND TO HONOR SOME OF THE VETERANS THAT ARE BURIED THERE. AND THEN FEBRUARY. 20TH WAS ALSO A SATURDAY. WE'LL HAVE AN OPPORTUNITY TO TONTO WALK THROUGH BOTH CEMETERIES, ROSS CEMETERY AS WELL AS THE MEXICAN CEMETERY AND HAVE A CHANCE TO HONOR THOSE FAMILIES. AND HERE, THE HISTORY AND ALL THAT, UM, MR HERNANDEZ HAS DONE TO BRING THAT CEMETERY SPACE. TOE WHERE IT IS TODAY. IT IS JUST AMAZING. AND WHEN YOU WALK ON THOSE PROPERTIES, YOU COULD JUST GET A SENSE THAT IT IS SACRED. IT IS SACRED. YOU HAVE TO BE ABLE TO HONOR. WORK AND ALL THAT HAS BEEN PUT IN PLACE. JUST TO JUST TO HELP BRING THIS COMMUNITY TO WHERE IT IS. AND IT'S ON LEE RIGHT THAT WE HONOR THE LEGACY OF THE HERITAGE OF MCKINNEY. SO WE ASK THAT YOU PLEASE PUT THAT ON YOUR CALENDAR AND 27 FEBRUARY 6TH AND THE TIME THE ONE 11 TO 1 AND THEN 123. AND THEN ON FEBRUARY 20TH. IT WILL BE FROM 11 TO 1, AND IT'S MORE OF A LEGACY. JUST THE HONOR ALL THE FAMILIES. AT THAT TIME AND ON THE 27TH WILL BE ON THE SQUARE WITH SOME BLUE SOME GOSPEL AND SOME JAZZ AND MAYOR. YOU COME ON OUT AND BRING YOUR GUITAR AND HELP BE IN VIOLATION OF AH, RIGHT NOISE ORDINANCE. BUT PLEASE COME OUT AND WE'LL GET SOME WRITTEN COLLATERAL TO YOU. ALSO, YOU CAN SHARE AND HELP US PROMOTION, OKAY? I WILL BE THERE AND I WILL BRING IT TURNS RIGHT. THANKS SO MUCH. I SEE. THANK YOU WERE ON THE FEBRUARY 6 BROUGHT CEMETERY CEMETERY RIGHT NEXT TO ROSS CEMETERY IS THE HISPANICS CEMETERY? ALL RIGHT, CAROL MITCHELL. CAROL MITCHELL. I LOVE AT 16 06 WEST. I FELL IN LOVE WITH ME, KENNY. THE FIRST TIME I VISITED THE CITY IN 1994, AND I BECAME A HOMEOWNER IN JULY OF 2000. IN 2014 MONEY MAGAZINE NAMED MCKINNEY, THE BEST PLACE TO LIVE IN THE COUNTRY. FIVE YEARS LATER. WE'RE NOT EVEN IN THE TOP 50 WHAT HAPPENED? HOW DID WE GO FROM BEING NUMBER ONE TO BEING A CITY WHERE HOMELESS CAMP IN ABANDONED ALLEYWAYS AND LEAVE BEHIND TRASH AND HUMAN WAYS. AUTOMOBILES RETAIN THE SPEED. 50 MILES AN HOUR ARE FASTER THROUGH OUR NEIGHBORHOODS. THESE ARE THE PLACES WHERE OUR KIDS PLAY WHERE OUR GRANDCHILDREN PLAY. E COULD BE STREETS THAT YOU LIVE ON. CARS CRUISE THE STREETS OR SIT IN FRONT OF A HOUSE BLARING BASE SO LOUD IT COULD BE HEARD FOR BLOCKS. NOW WE HAVE VEHICLES WITH MODIFIED EXHAUST AND. ENGINES PRODUCING WHAT SOUNDS LIKE GUNFIRE. YOU HEAR THESE, AND YOU WANT TO HIT THE GROUND OR GO INSIDE YOUR HOUSE AND HIDE? SHOULDN'T BE THAT WAY.

CITY WEBSITE. POLICE DEPARTMENT PAGE STATES COMMUNITY INTERACTION MAKES A DIFFERENCE.

WE NEED TO SEE OUR OFFICERS PATROLLING THE STREETS AND SIDING, SPEEDERS AND RECKLESS DRIVERS. WHY IS MCKINNEY SELF COMPLACENT ABOUT ENFORCING LAW AND CITY ORDINANCES? WINDED COMPLACENCY BECOMES SO ACCEPTABLE. MR MAYOR. AND CITY. MANAGER. THESE HAVE BEEN ISSUES THAT HAVE BEEN BROUGHT BEFORE YOUR ATTENTION BEFORE, ESPECIALLY THE LACK OF POLICE ENFORCEMENT. THE LACK OF PRESENCE. YET MCKINNEY CONTINUES TO FOLLOW BELOW THE BENCHMARK. OR THINGS LIKE POLICE ENFORCEMENT, POLICE BUDGET AND POLICE PERSONNEL.

CHIEF CONNOLLY IS NOT TO BLAME. HE IS SIMPLY DOING AS HE HASN'T BEEN INSTRUCTED BY CITY

[01:10:05]

LEADERS. THESE ARE PROBLEMS THAT MUST BE TAKEN SERIOUSLY. I THINK THEY'RE WORTH YOUR ATTENTION. RESIDENTS WANT MORE THAN JUST LIP SERVICE. I IN MY NEIGHBORS ASK. THAT YOU ADDRESS OUR CONCERNS AND PROVIDE SOLUTIONS. THAT'S WHAT WE NEED, AND THAT'S WHAT WE WANT.

ULTIMATELY FALLS ON YOU. THANK YOU FOR YOUR TIME. THANK YOU, CAROL. OKAY? LISA WASHINGTON.

EVERYBODY. BRING YOUR SPIRITS BACK BECAUSE SHE ALMOST MADE ME CRY. BUT I DO YOUR CONCERN. I REALLY DO SO FIRST OFF. I WANT TO LET YOU KNOW THAT ARE LEAD BY EXAMPLE. SENIOR CHRISTMAS BASKETS. I WANT TO SAY THANK YOU TO EVERYONE AND MCKINNEY. EVERYBODY CAME OUT AND PARTICIPATED. WE STARTED WITH 50 BASKETS. WE ENDED UP DELIVERING 81 BASKET, SO IT WAS PRETTY AWESOME. AND I REALLY APPRECIATE THAT. BUT NOW WE ARE DOING I HEART SENIORS. AND WHAT WE'RE DOING IS WE ARE DELIVERING THESE LITTLE HEARTS SHOW EVERYBODY AROUND HERE. AND WE ARE GOING TO HIT OUR GOAL AND OUR GOAL IS TO 1000 SENIORS AND WE'RE GOING TO BE PARTICIPATING WITH PRINCETON. ALAN AND MELISSA WERE GOING TO START MOVING OUT. LIKE I SAID, WE'RE GONNA JUST START GETTING ALL OF CALLING COUNTY. SO THIS IS OUR NEXT BIG VENTURE. UM I JUST HEARD WHAT BETH AND SAID THEY ARE GOING TO BE DOING SOMETHING ON THE SIX. SO ARE WE SO. I PROPOSE THAT WE'RE JUST GOING TO SPLIT CHILD JUST LIKE A DIVORCE. SO WE'RE GONNA NEED HALF OF Y'ALL TO COME OUT TO OUR EVENT AND THEN THE OTHER HALF, AND THEN Y'ALL TRADE OUT AND COME OUT. YOU KNOW, WE JUST TREAT YOU LIKE THE CHILDREN. SO ON FEBRUARY, THE SIX WE ARE GOING TO BE DECORATING VALENTINE CARDS AND PUTTING OUR GIFT BASKETS TOGETHER FOR SENIORS, AND THEN WE ARE ASKING FOR ALL VOLUNTEERS THAT CAN COME OUT ON FEBRUARY. THE 13TH, WHICH IS THE FOLLOWING SATURDAY. IN BETWEEN, BEST THEM CAN COME OUT THAT COULD HELP DELIVER BECAUSE WE HAVE 2000. SO WE'RE TRYING TO GET HIS MANY VOLUNTEERS THAT HAS CARS WITH INSURANCE. AND CELL PHONES. WE DON'T WANT ANYBODY GET INTO THE ACCIDENTS. WE WANT TO MAKE SURE THAT WE GIVE EVERYBODY OF LIST OF NAMES. AND IF YOU WANT TO DO IT IN YOUR NEIGHBORHOOD, THAT WOULD BE GREAT. SO WE WANT TOHRU TOUCHES MANY SENIORS AS WE CAN. UM I REALLY APPRECIATE EVERYTHING FROM EVERYONE AND ALL THE SUPPORT I'VE BEEN GETTING. WE ARE LOOKING TO TRY TO FIND US A BUILDING. THIS SOMETIME IN THE SUMMER HERE IN MCKINNEY, AND WE'RE GONNA WORK TOWARD THAT. ALSO, WE HAVE OUR WEBSITE IS UP. AND IF YOU ARE ONE OF MY FACEBOOK FRIENDS, OR IF YOU'VE ALREADY WENT AND JOINED LEAD BY EXAMPLE, IT IS ON LEAD BY EXAMPLE. OUR WEBSITE IS UP ALL THE RIGHT GALLERY PICTURES FROM THANKSGIVING AND FROM CHRISTMAS ARE THERE SO PLEASE TAKE SOME TIME. GO OUT AND LOOK AT IT AND JUST LEAD BY EXAMPLE. IT'S ALL I GOT. THANK YOU. THANK YOU. RIGHT. THERE'S ALL I HAVE ON MY LIST FOR OTHER COMMENTS. ASKED. ITEM COUNCIL

[COUNCIL AND MANAGER COMMENTS]

AND MANAGER COMMENTS. WE'LL START DOWN AT YOUR END, COUNCILWOMAN YES, AND DID YOU? WELL THANK YOU. THANK YOU FOR EVERYONE. THAT'S HERE TODAY. THANK YOU, MR WASHINGTON AND MISS BENTLEY. MR HERNANDEZ FOR. MR THORTON, AND I'M SORRY IF I MISSED ANYONE, BUT WHAT YOU'RE DOING IN COMMUNITY TO BRIDGE THE GAPS OF OUR CULTURE AND DOING THAT. I THINK IT'S AWESOME AND I DO PLAN TO BE IN ATTENDANCE. IF YOU DON'T, UH, GET IN THE WAY OF MY BABY'S ABOUT THE BOAT GAME, BUT I WILL MAKE THE SACRIFICE. BUT I'M I'M TRULY PROUD TO BE A PART OF THE GREAT THINGS IN THE GREAT LEADERS. NOT JUST HERE, BUT THE ONES THAT ARE IN THE COMMUNITY THAT ARE MOVERS AND SHAKERS AND MAKE YOU REALLY, REALLY MAKING THINGS HAPPEN ON IN THE STREET.

I JUST WANT TO SAY. THANK YOU FOR TO THE CURRENT COLLEGE FOR THE INVITE TO THE EMAIL, CAVE VIRTUAL BREAKFAST. I HAVE NEVER ATTENDED ONE EVEN PHYSICALLY, BUT HE WAS SO MOVING. AS I SAID AT MY DAUGHTER'S VOLLEYBALL GAME, I HAD MY EARPHONES AND WHEN THEY DID THE STUDENT PRESENTATION, I WAS NEAR IN TEARS BECAUSE THEY HAVE THOSE YOUNG STUDENTS AND JUST THEIR AUTHENTIC NOUS WAS JUST REALLY, REALLY AMAZING. SO. I'M JUST PROUD TO BE PART OF MCKINNEY.

I'M PROUD TO BE PART OF THIS COUNCIL IN JUST EVERYTHING THAT EVERYONE IS DOING TO MAKE US JUST UNIQUE OVERALL. SO THANK YOU. I DON'T HAVE ANYTHING. YEAH. DON'T HAVE ANYTHING TONIGHT. I CAN'T BELIEVE. HOW IS THAT POSSIBLE? REMEMBER? DON'T EVER EVER CAN'T REMEMBER.

CERTAIN CURE. MITCHELL WOULD. WELL, WE'LL MAKE SURE THAT WE LOOK AT WHAT YOU DO WHEN FOLKS

[01:15:06]

COME HERE AND THEY SAY, YOU KNOW, THEY POUR THEIR HEART OUT. WE DON'T WANT THEM TO LEAVE GOING. NO ONE WAS ONE OF I RAN HERE IS BECAUSE I FELT THE SAME WAY YOU DID WHEN YOU WENT UP THERE, SO I DON'T THINK THEY'RE NOT LISTENING TO YOU, OR WE'RE NOT LISTENING TO WE ARE SO JUST GIVE US SOME TIME TO. GO BACK AND LOOK AT ALL THOSE THINGS YOU SAID AND SEE WHAT WE COULD FIX THEIR. THAT'S BECAUSE THAT'S WHAT WE'RE SUPPOSED TO DO. UM LISA BETH.

BETTY EVERYBODY OVER THERE. THANK YOU GUYS FOR DOING IT. THE BRIDGING THAT GAP, CHRIS, ALL OF YOU GUYS FOR BRIDGING THE GAP. THAT'S A HUGE DEAL FOR OUR COMMUNITY. WE'VE GOT TO KEEP THAT GOING THERE. YOU KNOW, THE. YOU GUYS EVERY TIME. I MEAN, LISA, WHEN YOU POP IT WAS LIKE, BOOM. SHE'S HERE, YOU KNOW, SO WE KNOW YOU'RE HERE. UM I WANT TO SAY SOMETHING I HAD. LET'S SAY THANK YOU TO OUR CHIEF, OUR POLICE CHIEF. HE ALLOWED A POLICE ESCORT THIS WEEK FOR CANINE. UM, THAT WAS WITH THE A T F FOR LONG BORA. HIS HANDLER WAS A REALLY GOOD FRIEND OF MINE. AND I DIDN'T ASK, AND IT JUST IT MAGICALLY HAPPEN. AND WHEN YOU PUT DOWN A CANINE, IT'S REALLY HARD. THAT'S PART OF YOUR FAMILY THAT SUSPECT HE WAS A SPECIAL AGENT.

SO THAT DOG HAD DONE A WHAT A LOT OF MISSIONS, A LOT OF DIFFERENT PLACES AND THANK YOU, CHIEF FOR MAKING THAT HAPPEN FOR MOTORS TOE FOR THAT FAMILY THAT ZBIG DEAL. UM I ALSO HAD THE PRIVILEGE TO SUNDAY TO GO TO RETIREMENT FOR A MILITARY INDIVIDUAL IN OUR CITY. WHEN I GOT THERE. I DIDN'T REALLY KNOW HOW IMPORTANT HE WAS OTHER THAN HE WAS A LIEUTENANT COLONEL. IT ALSO NOTICED THAT HIS PENNING AND STUFF IT FLOWN AN ADMIRAL IN. I'VE NEVER SEEN A NET AND YOU'LL PROBABLY NEVER SEE ONE AND THEN THEY HAD A THREE STAR GENERAL THERE AS WELL. SO THAT'S A PRETTY IMPORTANT PERSON THAT'S IN OUR CITY. THAT'S HERE, LIVING WITH US.

AND I THOUGHT IT WAS REALLY NEED. HOW THEY WENT TO THE MEMORIAL WALL REVERENDS MEMORIAL AND PUT A REEF OUT FOR THE FELLOW THAT YOU KNOW THE FOLKS THAT THEY HAD LOST AND I THOUGHT THOSE WERE REALLY AND THEY CHOSE THAT THAT SPOT. TO DO THAT, BUT THEY CHOSE MCKINNEY BECAUSE THEY LOVE THIS TOWN. AND TO RELOCATE HERE AND RETIRE. I THOUGHT THAT WAS REALLY NEAT. AND IT SAYS A LOT ABOUT OUR CITY AND THE FOLKS THAT THEY HAD FLOWN IN HAD NEVER BEEN HERE. THEY HAD AN ABSOLUTE GREAT TIME ENJOYING OUR DOWNTOWN, DOING THE THINGS THAT THEY'VE NEVER SEEN OUR CITY BEFORE. I THOUGHT THAT WAS SUPER IMPRESSIVE PRESS AND I WAS JUST STILL IMPRESSED US ON ADMIRAL IN A THREE STAR GENERAL BECAUSE YOU JUST DON'T SEE THO EVER AND TOGETHER AT THE SAME TIME, NEVER SO, UM. AND YOU DIDN'T HEAR ME EARLIER OR PARKS DEPARTMENT. UM. IS DOING AMAZING THINGS. AND I WANT TO MAKE SURE I GET THIS ON THIS PART TWO, BUT THEY GIVE OUT THE SIX AWARDS FOR THE D FW AREA, AND THAT INCLUDES FORT WORTH AND DALLAS. AND EACH OF THOSE WARDS OR SIX OF THEM, YOU GET THERE'S ONE VOTE. AND WE WENT FOUR OF THEM. HERE IN OUR CITY. THAT SAYS A WHOLE LOT ABOUT OUR DIRECTOR, MY KOWSKI AND OUR STAFF THAT'S WORKING OVER THERE IN OUR CITY MANAGER AND OUR MAYOR AND THE CITY COUNCIL.

EVERYBODY ON THE CITY LAYS ON OVER THERE, SO IT SHOWS A LOT ABOUT ME, I GUESS. REALLY JOKING. I JUST THINK THE WORLD OF THIS TEAM THAT HAS BEEN BUILT AND I WE THINK THE WORLD OF OUR PARKS DEPARTMENT AND I THINK WE HAVE NO LIMIT ON WHAT THEY CAN DO IN THE FUTURE.

ESPECIALLY WE WENT FOR A SEQUIN GATE AT SIX. SO THAT'S ALL I HAVE HERE. IT'S WHAT PHILLIPS EVERY YEAR. THE CITY. VOLUNTEER LIST TO GO DOWN AND RING THE BELL AT SANDS FOR THE SALVATION ARMY AND THE SALVATION ARMY, HAS THE CORNICE CLUB COORDINATE ALL THE VOLUNTEERS DOWN. IT SOUNDS. AND AT THE LAST MEETING OF THE CORNERS CLUB. IT WAS POINTED OUT TO ME THAT BELINDA SIMMS HERE WITH MCKINNEY HAS BEEN THE YOUNG LADY WHO'S BEEN COORDINATING THAT FOR THE CITY WITH THE QANTAS AND THE CORNICE CLUB OF MCKINNEY. ONE MAKE SURE THAT SHE WAS RECOGNIZED FOR ALL THE WORK SHE DOES ON THAT. EVERY YEAR. SHE'S BEHIND THE SCENES. THE REST OF US ARE OUT THERE RINGING THE BELLS IN PUBLIC, BUT SHE'S THE ONE WHO MAKES IT ALL HAPPENED. SO THANKS TO BLEND IT FOR DOING A GREAT JOB, YEAR AFTER YEAR. ALSO IT THE CORNICE CLUB MEETING THIS LAST WEEK. PAUL SPARKMAN, OUR DIRECTOR OF PUBLIC WORKS, AND MARTHA COULD VOTE VASSOS PHIPPS CAME OUT TO VISIT WITH US. I WANT TO THANK BOTH OF THEM FOR COMING OUT AND BEING REPRESENTING THE CITY STAFF AND PUBLIC AND NOT THIS WEEK, BUT NEXT WEEK, I UNDERSTAND THAT PAUL GROUNDS WILL BE OUR GUEST SPEAKER AT THE CORNERS CLUBS SO THANKS TO THE CITY FOR MAKING THE QANTAS CLUB FEELING HOME. OUT FOOTBALL SEASON'S OVER SAD FOR MAY, BUT WE DO HAVE SOME GREAT BASKETBALL GOING ON. AND WHAT KENNY KENNY, NORTH LADIES OR 15,

[01:20:01]

AND FOUR OVERALL EIGHT AND ONE AND DISTRICT SO IT LOOKS LIKE THEY'LL BE HEADING TO THE PLAYOFFS THIS YEAR IS DIFFICULT YEAR BECAUSE YOU CAN'T GET TICKETS TO GET IN. BUT IF YOU WILL LOOK ON THE INTERNET. YOU CAN WATCH SOME OF OUR YOUNG PEOPLE MAKE AN IMPRESSION OUT THERE. SUPPORT THEM ONLINE. LET THEM KNOW THAT YOU'RE SUPPORTING THEM OUT OF MCKINLEY HIGH SCHOOL. THEY'RE RANKED NUMBER FIVE IN THE STATE WITH A RECORD OF 18 AND TWO AND THAT'S IN SIX A BASKETBALL. IT'S THE BIGGEST DIVISION IN THE STATE. SO WE GOT SOME GREAT THINGS GOING ON OUT THERE. MCKINNEY NORTH HAS THIS YOUNG MAN THAT THESE GUYS WERE 14 AND 36 AND ONE IN DISTRICT LOOKS LIKE THEY'LL BE GETTING SOME POSTSEASON PLAY AS WELL.

THERE'S ONE YOUNG MAN OUT THERE NUMBER 15 BY THE NAME OF JAMIE AND HOPKINS, AND YOU NEED TO SEE THIS YOUNG MAN BECAUSE HE'S INCREDIBLE YOUNG PLAYER. HE'S ALSO RELATED TO ONE OF OUR CITY SECRETARIES ON EXCELLENT BASKETBALL PLAYER AND OUR FAVORITE ATHLETE. MATTHEW JETER IS PLAYING IN P S A HERE AND MCKINNEY, BUT ONLY ONE PARENT CAN GET IN TO SEE THEM SO I'VE NOT BEEN ABLE TO SEE HIM, BUT I UNDERSTAND. THEY'RE UNDEFEATED IN LEAGUE PLAY SO FAR, SO A LOT OF YOUNG PEOPLE DOING GREAT THINGS IN MCKINNEY SOMETHING FOR Y'ALL TO BE PROUD OF. THANK YOU ALL VERY MUCH. ALL RIGHT. DID AT LEAST GIVE ME ONE WEEK. MAYOR TO NOT FOLLOW CHARLIE.

IT'S ALL RIGHT. JUST MANY A FEW KUDOS. SO, UH, GUY GERSH, EH? WHEN YOU SAY SOMEONE IS AN INSTITUTION AND MAKES HIM SOUND LIKE THEY'RE LIKE 83 YEARS OLD, AND HE'S NOT, BUT GUY IS AN INSTITUTION AND THE TREASURE AND SO JUST. THESE PEOPLE WISH GUY. BEST OF HAPPINESS. IN RETIREMENT. I DON'T KNOW IF HE WAS STILL MAINTAIN EVERY TIME I'M WITH PAUL. IT'S SNUG. ON OUR MONTHLY MEETING. YOU CAN COUNT ON GUY COMING THROUGH WITH HIS GRAPH. I'M WALKING OUT WITH A LOT MORE CAFFEINE THAN HE WALKED IN WITH. SO ANYWAY, I APPRECIATE WHAT YOU DID HAVE DONE AND I SUSPECT YOU'LL BE VOLUNTEERING ON THE NUMBER OF FRONTS. OH, THANK YOU. OVER IT.

VOLUNTEER MCKINNEY JUST WANNA HAVE A SHOUT OUT TO EDIE HI, NIKKI, WHO HAS LED VOLUNTEER MCKINNEY SINCE DANA RALLY TOOK ANOTHER SPOT IN THE CITY AND JUST THANK YOU FOR WHAT SHE DID AS THE EXECUTIVE DIRECTOR. AND THE BOARD IS SEARCHING FOR A NEW ONE AND ALSO ET IF YOU'RE TUNING IN BEST OF SUCCESS IN YOUR REAL ESTATE VENTURE. I WANT TO SAY THANK YOU TO JOHNNY AND CHARLIE TO, UM NO. THERE'S. DIFFICULT TO TALK ABOUT. THE DIFFICULTY IS THAT A LOT OF OUR FRIENDS AND NEIGHBORS HAVE HAD THAT LAST YEAR. AND HE DIDN'T JUST START LAST YEAR. WE'VE HAD.

BIBLE SAYS YOU WILL ALWAYS HAVE THE POOR WITH YOU. AND SO WE ALWAYS HAVE A JOB TO DO. WE ALWAYS HAVE PEOPLE THAT WE NEED TO NOTICE AND TAKE CARE OF, ESPECIALLY IN THE LAST YEAR HAS BEEN DIFFICULT. AND I JUST WANT TO SAY THANK YOU GINNY AND TRULY TO AND THEIR TEAMS FOR UH, EVERYTHING THEY'VE DONE TO HELP ADMINISTER CARES, ACT FUNDING EVERYTHING THEY'VE DONE TO DIRECT CITY AND CDBG FUNDS TO THE FOLKS THAT NEED IT. MOST. AND, UM. NO, IT'S I CAN POINT TO WHAT THEY'VE DONE IN SIGHT. MAN THERE'S NOT A WHOLE LOT OF PEOPLE THAT HAVE AFFECTED AS MANY PEOPLE AS THEY HAVE, AND WILL CONTINUE TO AFFECT AS MANY PEOPLE AS THEY WILL BE POSITIVELY AS THOSE TWO. SO ANYWAY, JUST TO SHOUT OUT TONTO JIN, A CHEERLEADER. UM COMMISSIONER'S COURT. THERE HAS BEEN ANOTHER ROUND OF STIMULUS PASSED BY OUR. FRIENDS AND IN D C AND JUST WANT TO SAY THANK YOU TO THE COURT FOR, UM. THE EFFORT THAT THEY'RE ABOUT TO EMBARK ON BECAUSE IT'S NO SMALL DEAL TO ACCEPT THE FUNDING THAT HAS BEEN ALLOCATED TO THE COUNTY BECAUSE THAT WILL RESULT IN A NO AWFUL LOT OF WORK AND SO IN ADVANCE. ON ALSO IN THANKS FOR THE WORK THAT WAS DONE WITH THE CARE, ZACK PREVIOUSLY BILL BILL YOU WHO HEADS UP THE HIS ADMINISTRATOR FOR THE COUNTY, PAUL GRIMES. EQUIVALENT, I GUESS IF YOU WANT TO, UH. COMPARE BUT JUST THANKS TO BILL AND HIS STAFF FOR ALL THE WORK THEY DID LAST YEAR AND GETTING A PROGRAM UP AND RUNNING INCREDIBLY QUICKLY AND LITERALLY AFFECTING HUNDREDS, IF NOT THOUSANDS OF PEOPLE, AND I KNOW THERE'S MORE WORK TO COME AS A RESULT OF COMMISSIONER COURT DECISION SO. THANK YOU TO THE COURT AND THANK YOU TO BILL FOR WHAT HIS STAFF IS ABOUT TO DO. IT'S FUN TO RECOGNIZE PEOPLE WHO GO SPEAK. I WAS INVITED TO SIT IN ON KING CARLY'S PRESENTATION TO THE SUNSET ROTARY CLUB THE OTHER NIGHT. AND KIND OF IN BEGIN. YOU KNOW, HE GETS TO TALK ABOUT COOL STUFF. EVERYBODY LIKES PLANES AND EVERYBODY LIKES AIRPORTS. AND YOU KNOW, I WAS JUST OVER THERE IN THE CORNER JUST LISTENING, AND NO ONE WANTED TO TALK TO ME, WHICH I CAN CERTAINLY UNDERSTAND, BUT CAN'T GET A

[01:25:02]

GREAT JOB IN. AND TALKING ABOUT WHAT'S GOING ON THE REPORT AND ALL THE EXCITING THINGS AND I DON'T THINK CAN MENTION IT THE OTHER NIGHT THAT I RECALL, BUT LET PEOPLE THINK GOSH, ADDISON AIRPORT IS SUCH A BUSY, YOU KNOW, BIG TIME AIRPORT. WE HAVE ABOUT 40% MORE TAKEOFFS AND LANDINGS. AND THEN ADDISON DOES WE CONSIDER THEM TO BE A NICE LITTLE BROTHER? BUT WE'RE THE BIG BROTHER THERE MAKE MAKE NO MISTAKE. THE LAST PLACE WE GO INTO INTO 2021. DO WE KNOW ME KNOW THAT I'M FAIRLY TERMINALLY OPTIMISTIC. WE'RE NOT THERE YET IN 2021. IT IS STILL THIS IS THE FIFTH QUARTER OF 2020. AND THERE IS STILL A LOT OF WORK TO BE DONE HAVE NO ROOTS OFF. HARD FOR A VACCINE IN MY LIFE. THANK YOU, CHIEF AND EVERYONE ELSE WHO'S BEEN A PART OF A GAME THAT SET UP MAYOR LEADING THE WAY IN THE COUNTY AS WELL. BUT LET'S SAY TO THE FOLKS LIKE LISA. AND A LOT OF OTHER PEOPLE WHO RUN NONPROFITS AND COMPLICATED THERE'S OVER 1000 NONPROFITS IN IN OUR COUNTY, WHICH MEANS THERE ARE TENS OF THOUSANDS OF PEOPLE THAT CARE.

IF YOU'RE INCLINED. I DON'T KNOW OF A SINGLE NON PROFIT, THEY WILL TURN AWAY HELP TURN AWAY DOOR NATION TURN AWAY FOOD. WHEN WE HAVE ALL THE FRIENDS AND NEIGHBORS THAT AIR IN DISTRESS THAT WE HAVE. SO IF YOU HAVE A FAVORITE NONPROFIT, I'M SURE THEY WOULD LOVE TO SEE YOU AND HEAR FROM GET MARRIED TILL THAT. PROTECT. JUST ONE THING. I WAS JUST THINKING THERE WAS A COUPLE OF MENTION. THE POLICE AND ALMOST KIND OF LACK OF. I WRITE NOT LACK, BUT I NEED FOR MORE POLICE WAS MENTIONED AND. UM AND I WANT EVERYBODY KNOW THAT.

YOU KNOW, WE TRY TO LISTEN TO ALL CITY EMPLOYEES AND PEOPLE WHO COME UP HERE AND TELL US WHAT THEIR NEEDS ARE SOMETHING LIKE THAT, PRIVATELY OR OR OR PUBLICLY. BUT THERE ARE TWO PEOPLE IN THAT WE ESPECIALLY LISTEN TO FROM THE CITY. AND THAT IS CHIEF KISSNER AND CHEAP CONLEY. I MEAN, WE IF WE IF CHIEF CALMLY THOUGHT THAT THERE WAS A NEED FOR MORE POLICE, AND HE. UM LET US KNOW THAT THAT WAS THE CASE. THEN HE WOULD GET WHAT HE NEEDS. UM AND SO I REALIZED THAT AND ARE EVERYBODY'S INDIVIDUAL EXPERIENCES DIFFERENT.

SOMETIMES YOU THINK ALL WHERE IS SOMEBODY WHEN YOU NEED EVER S? OH, I RECOGNIZE THAT. ALSO RECOGNIZED THE FACT THAT WE HAVE TO ME ONE OF THE BEST POLICE FORCES IN OF ANY CITY OUT THERE ON THAT'S IN LARGE PART BECAUSE OF OUR CHIEF. AND HOW HE MANAGES HIS EMPLOYEES.

AND SO I JUST ON? I THINK HE KNOWS THAT. I MEAN, THERE'S NOT ANYBODY UP HERE ON THE COUNCIL THAT DOESN'T 101 100% SUPPORT OUR POLICE AND WOULD GIVE THEM ANYTHING THAT THEY NEED. IF WE WERE ASKED, AND WE, YOU KNOW, AND WE WERE. GIVEN THEM SAFEST CITY DESIGNATION OF ALL THE CITIES IN TEXAS OVER WHAT 150 OR 200,000 QING WAS DETONATED THE SAFEST. SO YOU KNOW, I REALIZED THERE'S POCKETS AND TIMES AND THINGS THAT HAPPEN AND YOU JUST TO THINK YOU'RE MAYBE ALONE OR WE DON'T HAVE ENOUGH POLICE. BUT BELIEVE ME WAY ARE. ONE OF THE BEST COMMUNITIES, POLICE COMMUNITIES, YOU KNOW, AND THEY'RE THEY'RE THEY'RE WONDERFUL TO WORK WITH. THEY'RE WILLING TO HELP ANYBODY. I LOVE OUR POLICE HERE, AND SO I JUST WANTED TO GIVE OUT A SHOUT OUT TO THEM AND RECOGNIZE THEM. THAT'S ALL I HAVE. MAYOR. THE MANAGER. REMEMBER THE COUNCIL JUST ANNOUNCEMENT OF A FEW ITEMS. JUST WHAT I WANT TO ALSO PUBLICLY CONGRATULATE AND THANK GOD YEARS FOR HIS YEARS OF SERVICE. GUYS DID A GREAT JOB WORKS IN A GREAT APARTMENT. VERY CARING, TRULY THE HISTORICAL PRESERVATION OF A KIDNEY IS. NO, HE WEARS IT. HE LIVES IT AND WE CERTAINLY APPRECIATE IT WILL MISS WHAT GUY HAS BROUGHT TO THE CITY. BUT IT'S WELL EARNED RETIREMENT AND, YOU KNOW, WE ALWAYS WANT TO CONGRATULATE SOMEBODY. IT'S ALWAYS GREAT TO SEE SOMEBODY AFTER YEARS OF SERVICE BE ABLE TO REACH THAT POINT WHERE THEY CAN RETIRE AND SAY FAREWELL, SO. FAREWELL AND FOLLOWING SEAS, AS THEY SAY IN THE NAVY. I WANT TO ALSO POINT OUT THAT THE IF YOU GO TO MCKINNEY, TEXAS DOT ORG'S FORWARD SLASH EAST SIDE AGAIN MCKINNEY, TEXAS DOT ORG'S FORWARD SLASH EAST SIDE. YOU WILL FIND A WEBSITE THAT HAS LOTS OF INFORMATION. IT'S SORT OF A INFORMATION CENTER FOR DEVELOPMENT DEVELOPMENT RELATED ACTIVITIES EAST OF HIGHWAY FIVE, PARTICULARLY SENATE IN AROUND THE FLOUR MILL AREA. BUT, UH IT'S REALLY GEARED AND SET UP TO BE ABLE TO PROVIDE INFORMATION TO THE COMMUNITY ABOUT REDEVELOP ON THE EAST SIDE. THERE'S A SURVEY ON THAT WEBSITE ON THAT PARTICULAR PAGE. YOU COULD GO TO. GREAT INFORMATION THAT WOULD BE VERY INFORMATIVE. TOW US IF YOU COULD, IF THOSE OF YOU WHO CAN SHARE THAT INFORMATION, AND THEY HAVE ASKED FOLKS COMPLETE THE SURVEY THAT WOULD BE VERY HELPFUL TO US TO GET THAT KIND

[01:30:02]

OF FEEDBACK. COUPLE OF OTHER ITEMS. IT'S KIND OF A CONSTRUCTION RELATED NIGHT WE TALKED ABOUT SOME OF THE WORK GOING ON IN THE EAST SIDE. WE ALSO HAVE SOME WORK HAPPENING DOWNTOWN. WITH LIGHT UP LOUISIANA. PHASE TWO HAS BEGUN BEGAN ON JANUARY 4TH. THAT PROJECT WILL CONTINUE FOR SEVERAL MONTHS. THIS IS THE SECOND PHASE IS THE YOU KNOW THE COUNCIL WE USE A I THINK YOU DELIBERATED LONG AND HARD ABOUT IT GOT LOTS OF FEEDBACK.

THE END OF THE DAY, THE COUNCIL SAID, LET'S MOVE FORWARD. WE GOT PHASE ONE DONE. PHASE TWO IS UNDERWAY. NOW IT'S GOING TO BE A SIGNIFICANT IMPROVEMENT ON THAT SEGMENT OF LOUISIANA STREET, EAST OF THE SQUARE ALL THE WAY TO HIGHWAY FIVE, INCLUDING SOME INFANT BADLY NEEDED INFRASTRUCTURE IMPROVEMENTS AND SOME PEDESTRIAN IMPROVEMENTS. OF COURSE, AN AESTHETIC IMPROVEMENTS, INCLUDING. OR FESTOON LIGHTING ACROSS THAT WAY, WHICH WILL REALLY BRIGHTEN IT UP. CUSTER ROAD NORTH OF US 3 82 FM 14 61. THAT PROJECT WILL BE UNDER CONSTRUCTION VERY SOON. THE CONTRACTOR WAS AWARDED BY TEXT OUT THAT IS A TEXT OUT ROAD. ALTHOUGH THEY'RE NEVER JUST TEXT OUT ROADS WE HELP WITH SOME OF THE UTILITY RELOCATIONS, ETCETERA. AUSTIN BRIDGE AND ROAD WAS AWARDED THAT BID FOR THE CONTRACT AND CONSTRUCTION IS SLATED TO BEGIN ON JANUARY. 25TH. US 3 80 BYPASSED. THERE IS A VIRTUAL PUBLIC SCOPING MEETING ON JANUARY 21ST. IT'S OPEN TO THE PUBLIC AT 6 P.M. ON THURSDAY, JANUARY 24TH 21ST. THAT'S US 3 80 VIRTUAL PUBLIC SCOPING MEETING REMINDER, AND THEN FINALLY, WE ARE BEGINNING OUR OUR THIRD BI ANNUAL CITIZENS SURVEY. THIS IS A SURVEY THAT IS CONDUCTED BY THE NATIONAL RESEARCH CENTER. IT IS UNIQUE AND SURVEYS BECAUSE THIS ONE IS ACTUALLY SCIENTIFIC SURVEY TO RANDOMLY SAMPLED. SEGMENT OF RESIDENTS OF THE MCKINNEY POPULATION. THEY'RE MAILED A SURVEY PACKET. THEY DON'T TYPICALLY DO PHONE CALLS ANYMORE BECAUSE MOST PEOPLE DON'T ANSWER THE PHONE IF THEY DON'T KNOW THE PHONE NUMBER, SO IT'S A MALE AND SURVEY. IF ANY OF YOU GET THE GET THE PACKAGE, OR IF YOU KNOW OF ANYBODY THAT GETS THIS SURVEY WE WOULD ENCOURAGE THEM TO PLEASE DO THE SURVEY. IT'S VERY IMPORTANT.

THIS IS INFORMATION AGAIN. THAT IS COMPREHENSIVE ACROSS A WHOLE SUITE OF CITY SERVICES THAT ARE OFFERED AND WERE COMPARED WITH CITIES ALL AROUND AMERICA. BASED ON THE FEEDBACK WE GET.

IT'S GREAT INFORMATION, AND IT'S THE ONE SCIENTIFIC SURVEY THAT WE DO, AND WE DO ABOUT EVERY OTHER YEAR SO WE COULD GET THAT KIND OF FEEDBACK AND THEN SEE HOW WE'RE I EACH TIME WE TAKE THE SURVEY AND THEN FIND AREAS WHERE THERE MAY BE SOME CONCERN SO WE CAN ADDRESS THOSE AND THAT IS ALL I HAVE. RIGHT? EARLIER IN THE WORK SESSION. WE CAME OUT AND TATUM TECH WAS DISCUSSED. I JUST WANT TO FORMALLY WELCOME THEM PUBLICLY. THEY ARE A MANUFACTURING MANUFACTURING COMING THAT USES VERY. HI TECH TECHNOLOGY ROBOTICS PROCESS TO BUILD MODULAR HOUSING, HOTELS AND APARTMENTS. THEY'RE GOING TO START THE FIRST SPACE WITH OVER 200,000 SQUARE FEET BY YEAR FIVE. HAVE BUILT MUCH MORE THAN THAT PROVIDED OVER 424 JOBS IN THE CITY WITH AN AVERAGE SALARY OF 55,000, WHICH IS ABOUT 24, A HALF MILLION DOLLARS. ON DANIEL PAYROLL. IMPACT ON OUR CITY AND A SALES TAX BENEFIT. OF NEARLY ARE OVER $20 MILLION BY YOUR FIVE. SO WE WELCOME THEM. THEY ARE A GOOD COMPANY, VERY INNOVATIVE IN A VERY NEW INDUSTRY AND LEADING THAT INDUSTRY. WE'RE HAPPY TO HAVE HIM HERE. DR JIM WILSON HAS SERVED OUR COMMUNITY FOR DECADES AND DECADES. HE CELEBRATED HIS 90TH BIRTHDAY THIS PAST SUNDAY WITH THE DRIVE BY BIRTHDAY PARTY. AND HE'S SAID HIM AND HIS FAMILY JUST STAPLES IN THIS COMMUNITY ALSO WANT TO SHOUT OUT TO DOROTHY SWAN'S 104 YEAR OLD WOMAN IN MCKINNEY THAT HAS JUST SURVIVED COVE ID. AND THE FLU AND IS IN HIS IN IN, UH, YOU KNOW, KIND OF REHAB RIGHT NOW, BUT SHE'S DOING WELL AND GOT TO BE ONE OF OUR OLDEST RESIDENTS, IF NOT THE OLDEST RESIDENT. AND TOUGHEST. YES, SHE'S THE OFFICE AND TOUGHEST. SO CONGRATULATIONS, DOROTHY. WE WERE SO GLAD THAT YOU HAVE BEATEN THOSE TWO THINGS THAT MANY HAVE NOT. UM. CAROL CERTAINLY AZAZ AS COUNCILMAN, FRASER SAID. WE DO TAKE.

COMPLAINTS SERIOUSLY, AND WE AND WE DO HERE, YOU AND I CERTAINLY AM. HERE TO TAKE PART OF MY JOB CRITICISM. I NEED TO HEAR IT AND WE WE'VE LEARNED FROM IT WHEN IT'S WHEN IT'S RIGHT THAT WE DO AND WE ADAPT. BUT CRITICIZING OUR POLICE. I JUST YOU'RE PRO TEM SAID IT.

WELL BUT I HAVE TO ECHO IT WHEN YOU CRITICIZE OUR POLICE AND YOU TALK ABOUT THAT WE'RE COMPLACENT AND THEY'RE NOT DOING THEIR JOB. AS WAS STATED. WE'RE THE SAFEST CITY OVER 100,000 STATE OF TEXAS. THEY'VE MAINTAINED THE HIGHEST ICY S O CLASSIFICATIONS. THEY'VE

[01:35:04]

EXPANDED. THE NEIGHBORHOOD POLICE PROGRAM IN THE LAST YEAR IS NOT NOT DECREASED. THAT IT A MENTAL HEALTH COORDINATOR. AND. AS WAS SAID. CERTAINLY THERE ARE POCKETS AND PEOPLE DO HAVE EXPERIENCES THAT ARE DIFFERENT NOW. I UNDERSTAND THAT, BUT I ALSO ASKED WHEN WE TALK ABOUT HOMELESS AND WE TALKED ABOUT MAYBE MORE. I'M GONNA ASSUME YOUNGER PEOPLE IN THE STREET REVVING THEIR CARS OR WHATEVER YOU KNOW, WE'VE BEEN THROUGH A YEAR OF COVERT WE'VE EXPERIENCED IN THIS COUNTRY THE GREATEST. UM UNEMPLOYMENT NUMBERS THAT WE'VE SEEN. AND GOD KNOWS HOW LONG. SO HOMELESS IS AN ISSUE THAT ALL OVER THE COUNTRY. IS EXPERIENCING A GROWTH IN THAT, AND IT'S IT IS NO INDICTMENT ON OUR POLICE DEPARTMENT. QUITE FRANKLY, NO INDICTMENT ON THE CITY. IT'S IN ITS INDICTMENT ON WHERE WE ARE RIGHT NOW, ECONOMICALLY AS WE HAVE GONE THROUGH THIS PANDEMIC, AND MILLIONS OF PEOPLE HAVE LOST THEIR JOBS AND ARE FINDING THEMSELVES IN THAT IN THAT PLACE. WE AS A CITY DO BUT AN AWFUL HIGH. WE DO EVERYTHING WE CAN AND ENTITIES LIKE GOING THAT COUNCILMAN ELLIOT WITH COMMUNITY LIFELINE. WAY ADDRESS THOSE ISSUES AND ADDRESS THEM, I THINK BETTER THAN ANY CITY. I GO BACK TO OUR POLICE ARE POLICE DO NOTHING BUT THE ABSOLUTE FINEST JOB. THAT ANY POLICE DEPARTMENT DOES ANYWHERE IN THIS COUNTRY. SO CRITICIZE ME CRITICIZE US. BUT BEFORE YOU CRITICIZE OUR POLICE, YOU REALLY GOTTA GOTTA UNDERSTAND AND TAKE THE TIMETO. SEE WHAT. WHAT THEY'RE WHAT THEY'RE ACCOMPLISHING IN OUR COMMUNITY WHERE WE STAND AS A COMMUNITY BECAUSE OF THEM AND OUR FIRE DEPARTMENT AS WELL. SO I JUST I CAN'T. I CAN'T NOT RESPOND TO THAT. AT THE SAME TIME. I HEAR YOU AND WE DO UNDERSTAND THAT THERE ARE. WE'RE GETTING MORE COMPLAINTS OF LATE AGAIN. I'M GOING TO THINK OR BELIEVE THAT POTENTIALLY SOME OF THAT IS BECAUSE OF SUCH UNEMPLOYMENT IN GREATER UNEMPLOYMENT, AND PEOPLE ARE CRUISING STREETS MORE THAN THEY WERE BEFORE. SO WE HEAR YOU. WE UNDERSTAND THAT AND WE ARE. I'M WORKING TO ADDRESS THAT. BUT PLEASE UNDERSTAND THERE ARE FACTORS WELL BEYOND. POLICE ARE OTHER THINGS. AND WITH THAT. GEIGER'S YOU KNOW, IT'S ALL BEEN SAID HE IS. TAKING OUR CITY OR JUST KEPT OUR CITY THE HISTORIC BEAUTY THAT IT IS, AND WE SO APPRECIATE HIM AND WE KNOW HE'LL STAY AROUND. HE'S ALSO QUITE A PHOTOGRAPHER, BY THE WAY, IF YOU DIDN'T KNOW ARTISTS ARTIST, AN ARTIST AND HE HAS ARTWORK THAT MY WIFE AND I HAVE. HAVE PURCHASED AND LOVE IT VERY MUCH SO THAT THE MOTION TO ADJOURN YEAH. ALL IN FAVOR. HI.
