[PUBLIC COMMENTS (For General Comments and Comments for Non-Public Hearing Agenda Items)]

PODIUM, I NEED YOU TO STATE YOUR NAME AND YOUR ADDRESS AND THEN YOU'LL HAVE THREE MINUTES.

MM HMM. MY NAME IS KALINA COOPER. WOULD MY BUSINESS IS LOCATED ON 12 OR THREE NORTH KENTUCKY STREET HERE? MCKINNEY, UM. HELLO TO THE PRISON AND THE BOARD MEMBERS FOR ALLOWING ME TO BE PRESENT TODAY. SORRY ABOUT MY LIKENESS TARDINESS BECAUSE I WAS ACROSS THE STREET. MY NAME IS KAREENA KAPOOR. I'M THE OWNER OF FLAVORS BEAUTY ACADEMY, LOCATED ON 12 OR THREE NORTH KENTUCKY STREET SUITE. SEE HERE, MCKINNEY. I STARTED MY BUSINESS AS THE EYELASH EXTENSIONS SALON. SERVING OVER 80 MORE CLIENTS A MONTH WHICH I HAVE BEEN A LICENSE, I'LL ISH SPECIALIST HAS 2012. I HAVE BEEN A CITIZEN OF THE CITY OF MCKINNEY SINCE 2000 AND 10 BEING A WOMAN WHO USED TO RECEIVE SECTION EIGHT ASSISTANCE AND WORKING FOR FRITO LAY FOR SIX YEARS, GETTING OFF A GOVERNMENT ASSISTANCE. BY WORKING FOR CORPORATE AMERICA HAS TAUGHT ME TO BE A BUSINESS. I NOTICED THAT I HAD TO HAVE SYSTEMS IN PLACE TO RUN MY BUSINESS. BUT WHAT I DIDN'T KNOW IS THAT IT TRULY TOOK MONEY TO MAKE MONEY. I DIDN'T KNOW ABOUT THE GRANTS, FUNDING OR BUSINESS CAPITAL.

THAT HAS THAT MANY PEOPLE HAVE TO JUMP START THEIR BUSINESS END UP SAVING TWO FOR TWO YEARS. $20,000 OF MY OWN MONEY TO PUT INTO MY LAST BUSINESS IN 2018 BY UPGRADING MY SOLOSSA FLOORS, FIXTURES AND GETTING SUPPLIES. TO BE ABLE TO OPERATE. UM IS BOARD MEMBER LINDA SAID. IF WE COULD GIVE MONEY TO EVERYONE WE WOULD AND I UNDERSTAND THIS STATEMENT BECAUSE I FEEL THE SAME WAY THAT IF I COULD GIVE FREE STATE LICENSES TO EVERYONE, I WOULD ALSO BUT THEY HAVE TO WORK FOR WHY I'M NOT HERE ASKING FOR HANDOUTS. I DO REMEMBER LANDO SAYING THAT THERE ARE THERE ARE CODES THAT THE M C. D. C MUST ABIDE BY FOR BUSINESSES TO RECEIVE GREAT MONEY. AND THAT I DID NOT QUALIFY FOR MY BUSINESSES HERE AND MCKINNEY TO HELP STUDENTS GET THEIR STATE LICENSE TO BE ABLE TO PROVIDE SKINCARE LASHES, INSTRUCTOR AND BEAUTY NEEDS. MY COSMETOLOGY SCHOOL IS PERSON IS PERSONALLY RESPONSIBLE FOR PROVIDING JOB PLACEMENT AFTER GRADUATION. I HAVE 100% STATE BOARD PASSING RIGHT AND I DO CREATE HAVE CREATED AN ENVIRONMENT FOR MY STUDENTS TO BE ABLE TO PROVIDE THOSE BEAUTY BEAUTY SERVICES.

FOR EXAMPLE, WORKS IN THE CITY AND UPCOMING DERMATOLOGY AND PLASTIC SURGERY CENTERS THAT ARE POPPING UP AROUND THE CITY. WITHOUT THOSE STATE LICENSES, THESE BUSINESSES WOULD NOT BE ABLE TO THRIVE. I HAVE A VISION FOR THE CITY OF MCKINNEY TO BE JUST HIS BIGGEST ALICE, AND TO BE THE BEAUTY EMPIRE OF THE DALLAS FORT WORTH AREA. I AM ASKING THE BOARD TO RECONSIDER THEIR WAY OF HEALTHY GREAT MONEY IS BEING DISTRIBUTED, ESPECIALLY FOR SMALL BUSINESSES SUCH AS MY BUSINESS BECAUSE I DO CREATE A CAREER PATH FOR THOSE WHO ARE LOOKING TO FURTHER THEIR FUTURE WITHIN THE BEAUTY INDUSTRY, AND I KNOW THAT MANY OF YOU ALL SITTING ON THIS BOARD HAVE HAD SOME TYPE OF BEAUTY PERFECTIONS, WHETHER IT'S GETTING YOUR EYEBROWS DONE, OR YOU'RE HERE. HAIR DONE, SO I WANTED TO MAKE SURE THAT MY COSMETOLOGY PROGRAM WOULD BE EXTENDED AS WELL IS OFFERING AH BARBER SCHOOL HERE IN MCKINNEY BECAUSE THERE IS NONE OF THOSE SERVICES WAY HAVE TO DRIVE ABOUT 30 MINUTES JUST TO GET THOSE OF SCHOOL. GET THE EDUCATION FOR THAT. SO I'M ASKING THAT YOU'LL RECONSIDER THE GRANT MONEY. THANK YOU.

VERY MUCH. WE GET A. APPROVAL OF THE MINUTES SO THAT WE CAN GO ON. IT'S OKAY. BEFORE THE REPORTS. ADAM 21-0, THE FINANCIAL REPORT. MORNING CHANCE. MILLER FINANCIAL

COMPLIANCE MANAGER UM OR THREE MONTHS INTO FISCAL YEAR, 21 SO WE'RE 25% THROUGH THE WAY. I WILL NOTE THAT FOR FISCAL YEAR 20. WE WERE FINISHING UP THE AUDIT PROCESS AND IN TWO WEEKS YOU'LL BE SEEING THAT COME TO THE CITY COUNCIL FOR APPROVAL. AND THAT HAS ALL THE COMPONENTS INCLUDE DOG WHO'S THE CITY ALL OUR WORK THROUGHOUT THE YEAR. IT'S BEEN AUDITED AND APPROVED, SO TAKE A LOOK AND SEE WHAT IT IS. AND YOU HAVE ANY QUESTIONS. FEEL FREE TO REACH OUT TO US.

MOVING ONTO DECEMBER. SO FOR DECEMBER WE HAD A LITTLE OVER $1.3 MILLION IN REVENUES. JUST ABOUT ALL THAT CAME FROM SALES TAX REVENUE FOR EXPENDITURES WERE A LITTLE UNDER 1.3 MILLION. WHAT MADE UP THAT WAS PAR. CONSTRUCTION FRONT WAS A LITTLE BIT OVER ONE MILLION, AND THEN THE COMMUNITY GRANTS AND PROJECTS WAS A LITTLE OVER 100. THOUSANDS THAT TOTALED AROUND 88% OF THE EXPENDITURES FOR THE MONTH OF DECEMBER. THE NET EFFECT WAS A 67,000 SURPLUS. UM LIVING ONTO SELLS TAX NUMBERS. SO FOR DECEMBER, IT'S APPLE APP ICAL TO THE MONTH OF OCTOBER. AND WE SAW A 6.6% INCREASE THE YEAR TO DATE THAT BROUGHT US UP TO $1.4 MILLION MORE THAN WE HAD LAST YEAR THAT THESE THREE MONTHS AND THAT IS 9.2% INCREASE AS A COMPARISON TO OUR SISTER CITIES. THIS IS THE YEAR TO DATE NUMBERS. SO THESE THREE MONTHS FOR SISTER CITIES ALAN IS UP. 1% FRISCO'S UP 2.4% AND PLAY NOSE UP 0.5% SAID HER SISTER CITIES WERE KINDA ONLINE AS WELL. THEY HAVE BEEN WERE UP 9.2% AND I'LL STAND FOR ANY QUESTIONS. QUESTIONS ABOUT THE CHECK REGISTER. THANK YOU. HMM. EVEN ON ADAM 21-6 BOARDING

LIAISON REPORTS. DID HE MAKE ANY. GOOD MORNING, MADAM CHAIRMAN AND PRESIDENT. MEMBERS OF THE BOARD THAT MY NAME IS PAUL GRAHAM CITY MANAGER. YOUR WORD OF THE DAY. I ALWAYS LOVE YOUR WORDS TODAY AND TEAM WEEKS, BUT THE WORD OF THE DAY OF GRIT, I THINK IS VERY APROPOS AS WE SPEAK AS WE ARE HERE THIS MORNING. WE HAVE A NUMBER OF OUR DEDICATED FOLKS IN THE COMMUNITY WORKING AT M I S T STADIUM. GETTING VACCINATIONS IN THE ARMS OF HIS MANY PEOPLE AS POSSIBLE, GIVEN WHAT WE HAVE IN TERMS OF DOSES WERE WE'VE BEEN DURING THE MADONNA VACCINE HITHERTO. WE BELIEVE WE'RE GOING TO GET ANOTHER 7800 DOSES BY FAR THE LARGEST DOSAGE ALLOTMENT IN A WEEK. AH FIZER VACCINE, WHICH MEANS IT'S A TOTALLY DIFFERENT PROCESS. WHY DO I REFERENCED THE WORD GRIT? BECAUSE OUR FIRE DEPARTMENT UNDER THE LEADERSHIP OF CHIEF KISSNER HAS DONE AN UNBELIEVABLE JOB PULLING TOGETHER A COMMUNITY AND TRULY THE M I S T STADIUM IS A COMMUNITY WIDE EFFORT. FOLKS WHO ARE VOLUNTEERING, HELPING CHIPPING IN OUR OWN EMPLOYEES, MEMBERS OF THE SCHOOL DISTRICT. OF COURSE, THEY'RE MAKING THE FACILITY AVAILABLE. I SEE SEAN PRATT WORKING I SEE OUR FIREFIGHTERS HAVE TO MAN THE FIRE STATION. SO WE HAVE OUR BRASS. THE FIRE DEPARTMENT LEADERSHIP WORKING, SITTING AT A TABLE IN TAKE WORKING WITH FOLKS TO SENIORS AS THEY COME IN. THE OTHER FOLKS COMING IN.

THAT IS GREAT. THAT IS THE RESILIENCY AND THE TYPE OF WORK THAT WE JUST INSPIRES US AS A COMMUNITY INSPIRES ME IS THE CITY MANAGER CHIEF KISSNER IS ON THE PHONE WITH ME MULTIPLE TIMES A DAY UPDATING ME. AND THE WORK AND THE DEDICATION IN THE DUTY, THE SENSE OF DUTY AND GRIT, EYES REALLY INSPIRING TO SEE. AND I JUST WANTED TO GIVE YOUR WORD OF THE DAY. SOME PRACTICAL APPLICATION FOR WHAT IT MEANS TO OUR COMMUNITY. SO THANK YOU FOR THAT. UM FEW ITEMS TO UPDATE YOU ON WE ARE COURSE ALREADY TALKED ABOUT THE MEGA CENTER. WE WE'VE BEEN OPERATING NOW FOR ABOUT THREE WEEKS. WE'VE PUT THOUSANDS OF SHOTS AND ARMS WE EXPECT WE'RE GONNA HAVE PROBABLY BY MID WEEK NEXT WEEK. ANOTHER 7800 DOSES OF FIZER VACCINE. UM THAT WE WILL BE HELPING. THERE ARE THREE OTHER MEGA CENTERS. I SHOULD SAY MEGA CENTERS THERE.

VACCINE CENTERS. NOT SURE MEGAN'S THE TERM YET. YOU NEED TO HIT CERTAIN NUMBER BEFORE YOU GET TO THAT, BUT WE HAVE FOUR OF THEM THROUGHOUT COLLIN COUNTY, MAYBE FIVE. THERE MAY BE A SECOND ONE OF PLANO IN THE FUTURE, BUT FOR CENTERS IN COMMON COUNTY ALL PULLING FROM A UNIFIED LIST AGAIN WORK WORKING WITH A COUNTY ON THEY HAVE A CENTRALIZED LIST OF FOLKS A DATABASE OF FOLKS WHO GO IN AND SIGN UP ON THE WAIT LIST, AND THEN THEY WILL SEND OUT THE LIST OF NAMES. NO SORT OF CHUNKS AND ALLOCATIONS TO EACH OF THE FOUR CENTERS AND WE WORKED ON THAT LIST AND WE WILL KEEP DOING IT AND KEEP DOING IT UNTIL THE NORMAL DISTRIBUTION NETWORK OF VACCINES STANDS UP. RIGHT NOW. WE'RE LIMITED IN SUPPLY. SO WHEN YOU'RE LIMITED IN SUPPLY, YOU HAVE TO HAVE A MORE EFFICIENT WAY TO ALLOCATE THOSE AND I FORGOT TO TURN MY

[00:15:04]

RINGER OFF ON DEBTS FROM MY SON. SO INTERESTING. HOW IN EIGHTH GRADERS CALL ME AT THIS TIME OF MORNING. ANYWAY UM, THE WAY JUST KEEP WORKING ON THAT LIST AS LONG AS WE CAN. THE OBJECTIVE IS TO STAND UP THE NORMAL DISTRIBUTION NETWORK SO WE CAN STAND DOWN. BUT RIGHT NOW OUR PRIORITY IS GETTING THE SHOTS IN ARMS. SO. THE OTHER THING I WOULD POINT OUT TO YOU.

IT IS THAT EVERY OTHER YEAR EVERY TWO YEARS WE DO A CITIZEN SURVEY. IT'S A SCIENTIFIC SURVEYS. THE ONLY SCIENTIFIC SURVEY THAT WE DONO MOST SURVEYS WE DO ARE THEY'RE GREAT PEOPLE GIVE US GOOD INPUT AND GOOD FEEDBACK, BUT THEY'RE SUBJECT TO WHAT THEY CALL SELF SELECTION BIAS. BECAUSE PEOPLE WILL OPT IN TO DO THE SURVEY A SCIENTIFIC SURVEYS RANDOMLY SAMPLE SURVEY WITH A MARGIN OF ERROR, MUCH LIKE POLLING DATA. WHATEVER YOU MIGHT GET, THIS IS DONE BY THE NATIONAL RESEARCH CENTER OUT OF BOULDER, COLORADO. THEY ARE THE GOLD STANDARD AND COMMUNITY WIDE SURVEYS. WE'RE NOW THIS WILL BE THE THIRD ONE WE'VE DONE SINCE I'VE BEEN HERE.

THEY GAVE US THEY GIVE US GREAT INFORMATION BECAUSE THEY REACH OUT TO THE RESIDENTS THEY RAN IN WITH SAMPLE THEM AND THEY GET WHAT'S ON THEIR MIND. SO THE SQUEAKY WHEELS AREN'T ALWAYS WHAT'S ON EVERYBODY ELSE'S MIND. THEY GIVE YOU INFORMATION THAT IT TRULY IS SCIENTIFIC INFORMATION OR RANDOMLY SAMPLED SCIENTIFIC DATA. WITH WHICH WE CAN THEN SHARE WITH CITY COUNCIL IN THE PUBLIC AND SAY, HERE'S WHAT PUBLIC SAYS ABOUT A WHOLE BATTERY OF SERVICES THAT WE OFFER OUR COMMUNITY AND THEN WE CAN COMPARE US TO COMMUNITIES ALL ACROSS AMERICA THAT THEY HAVE IN THEIR DATABASE. HOW WE'RE DOING. HOW DO WE MEASURE UP? ARE WE IN THE HEIGHT HERE, WE BELOW AVERAGE OR WHATEVER. THEY'VE BEEN VERY GOOD.

HISTORICALLY WE ANTICIPATE CONTINUED STRENGTH IN THAT REGARD, BUT IT'LL BE INTERESTING TO SEE HOW PEOPLE FEEL IN A COVERT ENVIRONMENT AND WHAT IT MAY HAVE CHANGED IN TERMS OF THE PERCEPTION OF DIFFERENT SERVICES OF THIS FROM THE CITY. SO THOSE RESULTS THAT'S UNDERWAY NOW THOSE AIRMAIL IN SURVEYS, NOBODY ANSWERS PHONES ANYMORE. SO THOSE ARE VERY RELIABLE THEATER, MALE AND SURVEYS IF YOU KNOW ANYBODY THAT HAS RECEIVED ONE AND ASKS ABOUT IT, TELL THEM ASKED THEM ENCOURAGE THEM. CAJOLE THEM INTO COMPLETING THE SURVEY. THEY CAN. IT'S VERY IMPORTANT DATA FOR US TO HAVE AFTER THE SCIENTIFIC PORTION OF THE SURVEY. THEN THEY WILL PUT IT ON OUR WEBSITE AND THERE'LL BE AN OPPORTUNITY FOR FOLKS TO OPT IN AND DO THE SURVEY. IT WON'T BE SCIENTIFIC, BUT IT'LL STILL BE IMPORTANT FEEDBACK FOR US TO HAVE IT. EVERYBODY WILL HAVE A CHANCE TO PARTICIPATE IN THE EXACT SAME SURVEY. IN THAT WAY, WE'LL HAVE THE RESULTS PROBABLY AROUND APRIL OR MAY, AND WE LOOK FORWARD TO SHARING THEM THEN. WITH THAT I WILL STAND FOR ANY QUESTION. NO QUIT NO QUESTIONS, BUT JUST I AM ABSOLUTELY AN ODD BECAUSE I HAD THE CHANCE TO TAKE MY 89 YEAR OLD MOM FOR HER VACCINE THIS WEEK, AND I WAS JUST IN AWE OF ALL OF THE VOLUNTEER FOLKS WHO WERE RUNNING THE CENTER. WE GOT ON THE LIST FOR THE BAYLOR CENTER IN FRISCO. BUT THE NUMBER OF FIRST RESPONDERS, FIRE FOLKS AND JUST AN AMAZINGLY WELL ORGANIZED TEAM. SO. THURSDAY EVERYBODY'S MUNICIPALITY ANY OF OUR COUNTY CITIES TO COME TOGETHER BECAUSE IT WAS JUST POETRY IN MOTION.

IT WAS FABULOUS. WELL I'M GLAD IT LOOKS LIKE POETRY OUTSIDE BECAUSE THEY MIGHT TELL YOU THAT WAS A LITTLE DIFFERENT. YEAH, BUT I MEAN, THE PEOPLE WHO ARE WORKING INSIDE AND I KNOW WE CAN'T TAKE DONUTS. BUT I YOU KNOW WHEN I GO BACK THE NEXT TIME IF THERE IS SOMETHING THAT WE COULD DO TO SHOW OUR APPRECIATION FOR ALL THE VOLUNTEERS, IT WAS JUST REALLY.

AMAZING HOW THEY HAD SET THINGS UP. IT PROCEEDED VERY QUICKLY ON GUY JUST COULDN'T SAY ENOUGH NICE THINGS ABOUT HOW THE ATTITUDES OF THE PEOPLE WHO ARE WORKING. WE'RE JUST EVERYBODY WAS PULLING TOGETHER AND. WAS GREAT, SO I URGE EVERYBODY TO GET ON THE LIST. THEY CAN. YEAH THANK YOU FOR SHARING THEIR MM OKAY, THANKS. IS THAT MCKINNEY? GOOD MORNING BOARD. MADAM PRESIDENT. THANK YOU FOR THE OPPORTUNITY TO SPEAK TO YOU THIS MORNING, BETH SHE MADE WITH VISIT MCKINNEY, COMMUNICATIONS MANAGER. WE'VE GOT A LOT OF THINGS GOING ON IN SALES OR SALES DEPARTMENT'S WORKING VERY QUICKLY AND HARD TO BRING PEOPLE HERE. WE'RE CURRENTLY WORKING WITH THE PARKS DEPARTMENT WITH MY KOWSKI AND HIS TEAM AT THE COURTS. AT HAMLIN SPRINGING A QUALIFIER FOR THE USA PICKLEBALL SANCTIONED TOURNAMENT HERE IN APRIL. 22ND TO THE 25TH. THE ATTENDANTS WILL BE OVER. THEY'RE ESTIMATING 1000. 1000 PEOPLE WITH ALL AGES AND THEY PLAY AGAINST YOUR SKILL LEVEL SO YOU COULD BE 30 PLAYING AGAINST AN 18 YEAR OLD SO OR YOU KNOW THAT WE'RE IN. YOUR WE'RE WORKING ON ASSISTING WITH THE ROOMS, THE ROOM BLOCKS THE DINING AND EVENT NEEDS FOR THEM. WE ASPIRES. ADVERTISING GOES,

[00:20:03]

WE'VE BEEN GETTING CONTINUE TO GET INFLUENCERS WHO ARE CONTACTING US WANTING TO WORK WITH US? WE HAVE A ONE HOSTING, BRINGING HER BOYFRIEND FOR ONE NIGHT FOR THEIR ANNIVERSARY IN MAY I HAVE ANOTHER WOMAN WORLD TRAVELER IN LIFESTYLE INSTAGRAM BLOGGER. BASED IN TEXAS. SHE HAS A FOLLOWING UNITED STATES, AFRICA AND FRANCE. HER ACCOUNT IS JUST. SHE'S COMING A LITTLE BIT LATER THIS YEAR, AND I BELIEVE IN JUNE AND THEN WE HAVE ANOTHER ONE COMING IN JULY. BECAUSE OF ALL OF THIS, WE HAVE FOUND SOME SERVICE IS THAT TRACK THE ACTUAL DOLLAR VALUE, MUCH LIKE YOU CAN TRACK THE DOLLAR VALUE OF OUR ALLY ON EARNED MEDIA AND THAT KIND OF THING. THERE REALLY HASN'T BEEN ANY KIND OF A FORMULA OUT THERE TO ACTUALLY TRACK. YOU KNOW, WE'RE PUTTING MONEY AND EFFORT INTO BRINGING THEM HERE. OUR PARTNERS ARE GIVING OF THEMSELVES THROUGH COPS AND THINGS S O. WE'RE LOOKING AT THOSE RIGHT NOW. SOME OF THEM ARE A LITTLE BIT EXPENSIVE, BUT WE'RE LOOKING TO SEE WHAT WE CAN WORK ON SO THAT WE CAN REALLY START TRACKING THE VALUE OF WHAT WE'RE OF WHAT WE'RE BRINGING. ON DRUMS SUBSTANTIATE THE COST OF, YOU KNOW WHEN BRINGING HERE AZIZ FAR AS WE'RE WORKING WITH THE TEAM, TEXAS FOR A BOOTH AT THE AMERICAN BEST ASSOCIATION. TOUR IT, UM IT'S GOING TO BE IN BALTIMORE THIS YEAR IN JUNE. WE'RE NOT GOING BUT WE'RE SENDING MATERIALS, BUT WE HAVE SUBMITTED ITINERARIES FOR WHEN THEY COME HERE. THEY'RE GOING TO BE IN GREAT FINE IN 2022, SO WE'RE HOPING TO ATTRACT SOME OF THE PEOPLE TO COME UP HERE AND WE DO CONTINUE TO ADVERTISE IN BUSTER MAGAZINE BECAUSE THAT'S A GREAT GREAT WAY TO GET IN FRONT OF THE BUS TOUR OPERATORS THE DAY TRIPPER CONTINUES TO KEEP MCKINNEY ON HIS RIGHT AR THREE YARDS. BURGER WAS THE VERY TOP BURGER. HE NAMED THE TOP OVER THE YEAR FOR 20. 20 SO THAT'S PRETTY AWESOME THAT WE JUST CONTINUE TO GET PRESSED FROM HIM. SPEAKING OF PRESS WE WILL BE WATCHING A SEGMENT ON THE COUNT ON THE YELLOW TEXAS THIS WEEKEND, SATURDAY OR SUNDAY HERE IN THE DALLAS AREA, IT HERE'S 9 A.M. ON THE CW 33 SUNDAY MORNINGS. IT WAS THEY FILMED IT. WHEN THEY HAD THEIR VISIT HERE LAST SUMMER, BUT THEY JUST HADN'T AIRED IT YET. SO THAT'S GONNA BE A NICE PIECE OF FREE EARNED MEDIA FOR THAT, TOO. SO THAT'S PRETTY EXCITING. WE WANT TO THANK CITY COMMUNICATIONS THAT THEY HELPED US CREATE A 15 2ND VIDEO. FOR INCLUSION IN A CO OP CAMPAIGN WITH TEAM TEXAS, WHICH IS THE STATE WEB. THE TAPES STATE TRAVEL OFF. EXCUSE ME, IT'S A FREE PLACEMENT. IT'LL BE ON THEIR WEBSITE AND LINKED TO OUR TO OUR. OUR WEBSITE, AND IT FOCUSES ON DAY TRIPS, ROAD TRIPS AND OUTDOORS AND THINGS LIKE THAT AND BEING OUTDOORS DOWNTOWN. THINGS LIKE THAT. A SEPHORA'S HOTELS GO WE HAVE TO HOTELS YOU MAY HAVE SEEN GOING UP. WE DON'T KNOW THE DATE OPENING DATE YET ON THE TRUE HOTEL, IT'S COMING UP NEXT TO THE HOLIDAY, YOU KNOW FROM CRAIG DRIVE. THE PROPERTY DIDN'T BID ON THE AND SEE DOUBLE A D TO FOOTBALL CHAMPIONSHIPS IN 2022 2 2025. IT WILL BE 92 ROOMS WITH SMALL CONFERENCE ROOM. WE DON'T KNOW THAT THEY GET AND THEN IF YOU'VE NOTICED UP ON HARDEN AT 3 80 WE HAVE THE FAIRFIELD AND THAT'S GOING IN. IT'S COMING UP PRETTY QUICKLY, THE SCIENCE SAYS SPRING 2021 DON'T KNOW IF IT'S GONNA BE THAT QUICKLY, BUT IT'S 100 AND 10 ROOMS WITH 960 FT OF SQUARE FEET OF SOME MEETING SPACE, SO WE'RE REALLY EXCITED ABOUT BRINGING GROUPS HERE. WOMEN ARE BOARD MEETING TUESDAY MORNING AT THE BOARD MEETING TUESDAY MORNING. WE APPROVED SOME UPDATES TO OUR K P EYES. THERE'S YOU KNOW, THERE ARE A LOT OF CHANGES THAT HAVE HAPPENED IN THE TOURISM INDUSTRY, SO WE REALLY NEEDED TO TWEAK SOME NUMBERS TO KIND OF SEE HOW WE WERE DOING. WE ALSO MADE SOME SMALL CHANGES TO OUR STRATEGIC PLAN, AND THOSE BOTH GOT APPROVED. WE ALSO HAD A REPRESENTATIVE FROM OUR SIMPLE VIEW TEAM. THE GROUP THAT'S WORKING WITH US ON REBRANDING IN ON OUR NEW WEBSITE, WHO PRESENTED THE NEW BRANDING TO OUR BOARD. THEY DON'T NEED THE MARKETING COMMITTEE ALREADY PROVED IT, BUT THEY WANTED TO SEE HOW IT LOOKED WITH THE PROTOTYPE OF OUR WEBSITE, AND IT'S GONNA BE BEAUTIFUL. SO WE'RE REALLY, REALLY EXCITED FOR WHAT THAT CAN DO. FOR MCKINNEY, ONE OF THE NICE THINGS IS THAT WE CAN SET UP ON THE EXTRA EXTRA NET MEMBERSHIPS FOR OUR ACCOUNTS, RATHER FOR ALL THE RESTAURANTS, THE ATTRACTIONS, ALL OF OUR PARTNERS. SO THEY'LL BE ABLE TO GO IN THEMSELVES WITH OUR APPROVAL PROCESS, OF COURSE, BUT THEY CAN GO IN THEMSELVES AND MAKE CHANGES. UPDATES PUT IN ANY KIND OF DEALS THAT THEY HAVE GOING ON SPECIAL PROMOTIONS SO REALLY EXCITED ABOUT THAT. AND I BELIEVE THAT IS ALSO I WILL STAND FOR ANY QUESTIONS. THANK YOU SO MUCH. THE ECONOMIC DEVELOPMENT CORPORATION. MADAM CHAIR, MADAM

[00:25:03]

PRESIDENT BOARD, PETER TOOK OUR PRESIDENT ECONOMIC DEVELOPMENT CORPORATION. SO JANUARY AND OUR BOARD MEETING LAST WEEK. WE ONE OF THE BIG THINGS THAT WE PRESENTED WAS OUR ANNUAL K P I REPORT THAT GIVES OUR ANNUAL METRICS FOR THE YEAR. THE SHOW OUR PERFORMANCE AND ALL THE GREAT THINGS THAT WE'VE BEEN ABLE TO WORK ON THIS HERE AND WE HAD WAS VERY PLEASED, REPORTED THE BOARD INTO THE COMMUNITY THAT WE HAD ANOTHER RECORD YEAR OF INVESTMENT IN MCKINNEY. WE HAD $290 MILLION OF CAPITAL INVESTMENT THROUGH PROJECTS THAT WERE LANDED THROUGH THE EFFORTS OF THE M E. D. C AND I WAS LIKE TO QUALIFY THAT AND SAY THAT IS NOT THE TOTAL INVESTMENT IN THE CITY OF MCKINNEY AND 2020. WE ONLY CALCULATE THE INVESTMENT WHERE WE HAD AN ACTIVE PARTICIPATION. NEITHER RECRUITMENT OR WORKING ON THAT PROJECT TO BRING IT TO HELP BRING IT TO FRUITION TO MCKINNEY. SO THAT'S IT. IS A SMALL PORTION OF THE OVERALL SUCCESS OF THE CITY. BUT IT IS A INCREASE OVER WHAT WE DID PREVIOUS YEAR, WHICH WAS 176 MILLION. BOTH OF THOSE NUMBERS ARE PRETTY MUCH THE BEST TWO YEARS THAT THE ECONOMIC DEVELOPMENT CORPORATION HAS HAD IN THE LAST DECADE. SO WE'RE PROUD THAT WE'RE MAKING FOR MOMENTUM. WAY DID JUST UNDER 1000. JOBS IS 935. BUT THOSE AGAIN WITH REVISING OUR STRATEGIC PLANNING OUR INITIATIVES FOR TARGETED INDUSTRIES. THOSE ARE QUALIFIED, TARTED JOBS THAT ARE ABOVE $55,000 IN WAGES. AND HAVE A HIGH IMPACT ON THE COMMUNITY.

I'M PROVIDE AND BEGAN ONE OF OUR MAIN DRIVING GOALS AND RECRUITING COMPANIES AND CREATE JOBS HERE IS TO CREATE JOBS THAT HAVE LIVABLE WAGES SO THAT PEOPLE HAVE THE OPPORTUNITY TO BOTH. LIVE AND WORK IN MCKINNEY AS THE STRATEGIC PRIORITY PRIORITY. WE DIDN'T MAKE ALL OF OUR GOALS. OBVIOUSLY ONE OF THE GOALS THAT WE FELL SHORT AND WAS OUR BUSINESS RETENTION VISITS THAT'S LARGELY DUE TO COVET. ON JUST NOT BEING WANNA MEET PEOPLE NOT HAVING FACE MEETINGS AND COMBINED THAT WITH ZOOM FATIGUE ALL THE WAY AROUND WITH EVERYBODY. WE DID. WE DID MANAGE TO DO A HANDFUL OF VIRTUAL BUSINESS VIRTUAL BUSINESS VISITS. WE'RE PUTTING INTO PRACTICE A STRATEGY FOR THIS YEAR AND AGAIN. WE'RE WE'RE HAPPY THAT THE CDC JOINED OUR B R E TEAM LAST YEAR. IT WAS JUST A ADHERE TO JOIN BECAUSE WE DIDN'T DO ANYTHING.

SO WE'RE LOOKING FORWARD TO BUILDING THAT PROGRAM BACK UP THIS YEAR AND UTILIZING ALL OF OUR COMMUNITY PARTNERS, THE CHAMBER, THE CVB, THE CDC OURSELVES TO GET BACK OUT THERE AND TRY TO ENGAGE THE COMMUNITY MORE. ON SHOULD SHARE THE MESSAGE OF WHAT OUR ORGANIZATIONS ARE DOING IN THE ASSISTANCE THAT WE CAN PROVIDE. THAT WAS THE BIG NEWS WEEK. WE JUST HAD AN ANNOUNCEMENT YESTERDAY. UM, INDEPENDENT FINANCIALS. 2ND 2ND BUILDING.

THEY'RE ALREADY DOING AN EXPANSION BUILDING ON THEIR SITE, SO WE DIDN'T NICE RELEASE ABOUT THAT YESTERDAY WITH SERVICES ARE FIRST ANNOUNCEMENT FOR THE YEAR. IT'S A GOOD START TO THE YEAR ALREADY IF WE CAN GET AN ANNOUNCEMENT ON THE FIRST MONTH I EXPECT HIM ANY MORE ANNOUNCEMENTS TO COME THIS YEAR AND HOPEFULLY WE WILL ONCE AGAIN BE DEFEAT OUR GOALS FROM THIS YEAR MOVING INTO NEXT YEAR. WE DID PROVIDE A REPORT AND STANFORD QUESTIONS WHICH ONE. I THINK YOU DID A GREAT JOB. MAIN STREET IMPACT. HELLO. GOOD MORNING. AMY ROSENTHAL MECHANIC PERFORMING ARTS CENTER, MCKINNEY MAIN STREET. Amount Requested Represents 71% of Total Project Cost.]

PUBLIC HEARING AND CONSIDER DISCUSS ACT ON A PROJECT GRANT APPLICATION 21-3 SUBMITTED BY HERITAGE GILDA COLLIN COUNTY IN THE MOUTH. THE 2700. IT'S 30 40. IS IT 32 33 7 $32,050 TO REPAIRS AND UPDATES TO DELANEY CARDS COTTAGE. LAINEY HOUSE AND CHESTNUT SQUARE CHAPEL, LOCATED AT 3 15. SOUTH CHESTNUT STREET. MCKINNEY, TEXAS. MOUNT REQUESTED REPRESENTS 71% OF THE PEOPLE. GOOD MORNING. I'M JAMIE. PEDAGOGUE LIKE NEVER DIRECTOR OF THE HERITAGE GUILD OF CALLING COUNTY AND SO GLAD TO BE HERE. I HAVEN'T BEEN HERE IN A WHILE AND RICK. IT'S GOOD TO SEE YOU SITTING HERE IN FRONT OF ME. UM SO THE HERITAGE GUILD OF CALLING COUNTY OWNS AND OPERATES CHUCK THAT SQUARE JUST SOUTH OF DOWNTOWN. OUR MISSION OF THE GUILD IS TO CELEBRATE COMMUNITY PRESERVE HISTORY AND INSPIRE THE FUTURE. I THINK MOST OF YOU HAVE BEEN ON A TOUR OF YOU HAVEN'T I'M GOING TO INVITE YOU TO COME AT ANY TIME. UM THE GUILD OWNED AND OPERATED HERITAGE VILLAGE LOCATED ON TO BLOCK CHUCK NUT, ANTHONY DAVIDSON HIGHWAY FIVE.

SHOT THAT SQUARE IS HOME TO FIVE HISTORIC HOUSES, INCLUDING THE OLDEST HEALTH AND MCKINNEY, A GENERAL SHORE, THE FORMER FOOT BAPTIST CHURCH, WHICH IS CALLED THE CHAPEL ADJUSTED SQUARE NOW. TWO BIT TAYLOR AND FABULOUS DELANEY HOUSE AND A REPRODUCTION OF THE WILMOTH ONE ROOM SCHOOLHOUSE. THE PROJECT THAT WE'RE ACTING FOR TODAY IS A VARIETY OF PROJECTS TO UPGRADE OUR INFRASTRUCTURE. SO THE DELANY HOUSE, WHICH WAS BUILT IN 1916, ANDRE RENOVATED OUT A COST OF ABOUT $200,000 A FEW YEARS AGO. ALL THAT WORK WITH ON THE INTERIOR. SO NOW THE EXT YEAR NEEDS SOME HELP. WE HAVE LOT OF RAMPS AND PORCHES THAT NEED TO BE REPAIRED. WE NEED A NEW GUTTER SYSTEM. YOU PROBABLY KNOW THAT WATER IS THE WORST THING FOR A WOODHOUSE AND SHOW. WE NEED TO MAKE SURE WE CAN PROTECT THE EXTERIOR. IT NEEDS TO BE PAINTED. DELANEY COTTAGE BUILT IN 18 74. THE PORCH WINDOWS AND RAM PREPARES ALSO GOT HER WORK AND WE THINK WE NEED SOME STRUCTURAL WORK ON THAT. THE CHAPEL BELL TOWER, I'LL SHOW YOU A PICTURE OF IT IN A MINUTE, STARTING TO LEAN ONE DIRECTION, AND WE'RE NOT SURE IF IT'S A STRUCTURAL ISSUE OR IF JUST SOME OF THE SIGHTING IS COLLAPSING. AND WE ARE ASKING FOR 71% OF THE ENTIRE PROJECT. DOING A HISTORY OF 18 73 VICTORIAN COTTAGE WAS BUILT BY DR JOSEPH DELANEY AT THE CORNER OF NOTHIN AND ANTHONY IN THREE SECTIONS, AND YOU CAN TELL BY THE SIDING WHERE THOSE SECTIONS ARE. TWO ADDITIONS WERE NEVER TIED INTO THE ORIGINAL FOUNDATION, BUT THEY WERE CITED ALL THE WAY AROUND. SO NOW WHEN ONE PART COLLAPSES, THE REST OF IT KIND OF, YOU KNOW, GETS WONKY, THE FIREPLACE HAS COLLAPSED UNDERNEATH ALREADY, AND WE HAD TO HAVE THAT REPAIRED A FEW YEARS AGO. THE STRUCTURE WAS MOVED FROM THE CORNER TO WEAR IT IS NOW IN 1915 BY DR DELANEY'S WIDOW, LUCY FIELD AND HER BROTHER TO BUILD THE BIG DELANEY HEALTH ON THE MORE PRESTIGIOUS CORNER LOCATION. THAT USED TO BE IMPORTANT, UH, THE LARGE PRAIRIE STYLE HOUSE ON THE CORNER WITH SOME TEA 02 GENERATIONS OF DELANEY'S THEIR ENTIRE LIVES TO DELANEY. CHILDREN NEVER MARRIED AND LIVED INTO THE HOUSE UNTIL THE 19 SIXTIES, AND PEOPLE LIKE JOHN HAVE LIVED HERE FOR A WHILE. PROBABLY REMEMBER WHEN THE DELANEY SLIP THERE. ALTHOUGH YOU WERE PROBABLY A LITTLE BOY, JOHN. THE TWO HOUSES WERE SCHEDULED FOR DEMOLITION OF THE CALLING COUNTY COURTHOUSE WAS GOING TO BE BUILT ON THE ADJACENT PROPERTY WHEN A GROUP OF LADIES RAISE THE FUNDS TO PURCHASE THEM HAD FOUNDED THE GUILD AND JUST NOT SQUARE. YOU PROBABLY

[00:50:02]

KNOW THAT JOSEPH DELANEY WAS A WELL KNOWN ARBORIST AND A PHARMACIST. THAT'S MESSED DRUGS. AND I WILL ALSO REMIND YOU THAT WE HAD $175,000 GRANT FROM THIS ORGANIZATION. EMPTY D C, UH, TO DO THE INTERIOR A FEW YEARS AGO, BUT WE COULD NOT GET THE EX YOUR WORK INTO THE BUDGET. SO I'M JUST GONNA POINT OUT SOME PLACES AND I'LL RUN THROUGH THESE QUICKLY BECAUSE I'M RUNNING OUT OF TIME. YOU CAN SEE WHERE WE'VE HAD TO DO SOME PATCHING OF A LOT OF SIDING REPAIR NEEDS TO BE DONE FROM THE WINDOW SILLS OR COLLAPSING. THIS IS THE COTTAGE.

WE DID A LOT OF STRUCTURAL WORK ON IT A FEW YEARS AGO, AND YOU CAN SEE WHERE NOW THE DOCTOR'S OFFICE SIDE OF IT IS FALLING OFF RIGHT THERE AT THE TOP. WHERE THE STAIRS ARE. I DON'T KNOW HOW TO DO THE POINT OF THING. UM, BUT THEN YOU CAN SEE THE EFFECT OF THAT INSIDE. THIS IS AN INSIDE WHERE THE STAIRWELL IS PULLING APART FROM THE MAIN HOUSE. I'M SORRY. UH, FIGHT BACK DISCHARGE WAS MOVED FROM THE EDGE OF STONE BRIDGE IN 1993 TO BECOME THE CHOCOLATE CHUCK. THAT'S WHERE I LOVE. LOVE LOVE THIS PICTURE OF IT COMING DOWN, VIRGINIA. ON A FLATBED TRAILER. IT TOOK FIVE MINUTES TO GET THERE. I MEAN, FIVE HOURS. SORRY. FIVE HOURS.

THE CHAPEL BELL TOWER. LIKE I SAID, LEANING, AND YOU CAN'T TELL IT IN THIS PICTURE, BUT IT IS IN NEED OF SOME REPAIRS. ON ONCE WE'VE COMPLETED THESE PROJECTS WERE CONTINUING EXPANSION TO UPGRADE OUR WEDDING FACILITIES, AND I BROUGHT ANIMAL DOLL WITH ME TODAY. HE IS MY BOARD MEMBER AND FACILITIES CHAIR AND HE'S GOING TO TALK IN THE LAST SECOND. SO ONCE WE FINISH THESE REPAIRS, WE LIKE TO LET YOU KNOW THAT WE PLAN TO PRESENT ANOTHER PROPOSAL THE NEXT GRAND CYCLE. TO INCREASE HOW MANY MEMBERS WE CAN ACCOMMODATE. IN OUR WEDDING RECEPTION AREA AT THE BEVEL HOUSE, SO WE BELIEVE A ZOO, YOU KNOW? WEDDINGS ARE A PRIMARY SOURCE OF INCOME FOR US, AND WE BELIEVE THIS WILL HELP INCREASE OUR REVENUES BY 30 TO 50,000 ANNUALLY, SO WE LOOK FORWARD TO PRESENTING THAT IN THE NEXT CYCLE. THANK YOU FOR YOUR SUPPORT. ME ASK YOU A QUESTION. SURE I'M SORRY. JUST I THINK IT'S PRETTY CLEAR FROM YOUR PRESENTATION. I JUST WANT TO MAKE SURE NONE OF THE THIS REQUEST HAS ANYTHING TO DO WITH THE ACCIDENT THAT HAPPENED. THAT IS CORRECT. THAT'S CORRECT, DAVID. NO, WE ACTUALLY HAVE GOTTEN OUR INSURANCE SETTLEMENT FROM THAT AND THAT ACTUALLY, THE FIREPLACE HAS BEEN DONE. SO WE'VE BEEN WAITING ON SPECIALTY BRICK FOR FOUR MONTHS FINALLY CAME IN.

AND YOU'RE CORRECT. NONE OF THAT. THIS IS COMPLETELY SUFFERING. OKAY, SO HOW LONG HAD HAS THIS BEEN IN THE PLANNING? HOW LONG HAS THIS BEEN ON YOUR RADAR FOR SOMETHING YOU WANTED TO DO SHOW THAT THE ACTUAL PAINTING OF THE DELANY HOUSE WAS SCHEDULED TO BE DONE IN 2017 WHEN WE DID THE OTHER RENOVATIONS. WE JUST HAD TO RAISE THE MONEY FOR THAT OURSELVES, AND WE RAISED I THINK SOMEWHERE AROUND $70,000 WASN'T ENOUGH TO COMPLETE THAT WE HAD SOME OTHER THINGS THAT COME CAME UP. SO THE CHAPEL ACTUALLY WAS PAINTED. UH SIX YEARS AGO, I THINK, BUT IT WAS JUST NOT DONE PROPERLY. SO THEY PAINTED OVER A LOT OF ROTTING WOOD. DON'T NEED TO BE REDONE. MOST OF THE WOODWORK AND THE PORCH REPAIRS AND THE RAILINGS WILL BE DONE BY OUR HANDS AND HAMMERS GROUP SO. ANY OTHER QUESTIONS. THANK YOU FOR YOUR CONSIDERATION. THANK YOU. THANK YOU. I HAVE TO LEAVE NOW AND UNFORTUNATELY, I'VE GOT A CONFLICT, BUT I GUESS AND SHE'S GOING TO COME UP AND I WILL LOOK FORWARD TO WATCHING ALL THE PRESENTATIONS ON. RIGHT AFTER. THANK YOU VERY MUCH. THANK YOU. SAYS A REMINDER.

ANGIE IS NOW OUR ULTIMATE, SO SHE'S GONNA BE TAKING GREAT. MM HMM. BREATH COUNCILWOMAN.

RIGHT? USING YOURSELF ON THIS ONE, OKAY? MOVING ON ADAM 21-8, WHICH JOHN HAS JUST RECUSED

HIMSELF, CONDUCTED PUBLIC HEARING AND CONSIDER DISCUSS ACT ON A PROJECT GREAT APPLICATION. 21 DASH. SHE WAS FOUR. SUBMITTED BY THE COLLIN COUNTY HISTORY MUSEUM TO THE AMOUNT OF 73,600 FOR A STATUE OF PRIVATE JEFF MORGAN TUCKER TO BE INSTALLED WITH COLLIN COUNTY HISTORY MUSEUM. 300 EAST VIRGINIA STREET. MCKINNEY, TEXAS. AMOUNT REQUESTED REPRESENTS 79% OF THE TOTAL PROJECT COST. THANK YOU FOR HAVING ME TODAY WE'RE GOING TO START WITH A VIDEO. IF I HAVE FIVE MINUTES, I'M GOING TO TAKE FOUR OF THEM TO TALK ABOUT

[00:55:02]

PRIVATE TUCKER HIMSELF, SO I HAVE CLOSING REMARKS. BUT LET'S IT'S WATCH ABOUT HIM. JEFF MORGAN TUCKER WAS BORN ON DECEMBER 4TH 18 94. HE GREW UP IN THE LEWISVILLE ADDITION OF MCKINNEY AND WAS CALLED MORGAN BY HIS FAMILY. UNFORTUNATELY HIS FATHER AUTO, TUCKER DIED BEFORE MORGAN WAS EVEN FIVE YEARS OLD. 1900 CENSUS SHOWS THAT HIS MOTHER'S SUSIE WAS A WIDOW WHO WORKED AS A WASHERWOMAN AND THAT ONLY SIX WERE SURVIVING OF HER NINE CHILDREN. ORGANS MATERNAL GRANDMOTHER, PHYLLIS NOLE LIVE NEARBY, AS DID MANY COUSINS.

1910 MORGAN WAS 15 YEARS OLD IN SCHOOL AND WAS THE FIRST GENERATION OF HIS FAMILY ABLE TO READ AND WRITE. UNITED STATES FORMALLY ENTERED WORLD WAR ONE ON APRIL 7TH 1917, AS REQUIRED, MORGAN REGISTERED FOR THE SELECTIVE DRAFT THAT YEAR ON JUNE 5TH. HE WAS 22 YEARS OLD LIVING ON HIS OWN IN DALLAS AND WORKING AS A PORTER. WORKING WAS CALLED UP AND ENLISTED A YEAR LATER IN JULY OF 1918 AND TRAINED IT CAN'T MACARTHUR IN WACO FOR 2.5 MONTHS. IN OCTOBER OF 1918 PRIVATE TUCKER'S SHIPPED OUT TO FRANCE ON THE CARGO LINER.

TOUGH FABIUS WITH COMPANY I OF THE 8/16 PIONEER INFANTRY. OF THE 1800 TOTAL PASSENGERS OF THAT VOYAGE, JUST UNDER 1000 WERE AFRICAN AMERICAN PIONEER INFANTRY COMPANIES. PIONEER INFANTRY WOULD BE THE FIRST INTO AN AREA TO READY THE WAY FOR BATTALIONS CLEARING SAFE PASSAGE AND CONSTRUCTING ROADS AND BRIDGES, A PERFORMED A VERY IMPORTANT SERVICE THAT CONTRIBUTED TO THE SUCCESS OF AMERICAN UNITS AND LED TO THE EVENTUAL ARMISTICE. AFTER THE ARMISTICE, WHICH OCCURRED ABOUT THREE WEEKS AFTER PRIVATE TUCKER ARRIVED IN FRANCE. THERE WAS STILL A TREMENDOUS AMOUNT OF WORK TO BE DONE IN ORDER TO EXIT THE WAR. PERFORMING THE MOST SOMBER OF DUTIES. THOUSANDS OF PIONEER INFANTRY HELPED TO COLLECT BODIES AND BODY PARTS FROM THE BATTLEFIELDS IN FRANCE BEFORE THE COMING OF WINTER. THEY MADE SURE THAT ALL OF OUR FALLEN SOLDIERS RECEIVED AN HONORABLE BURIAL. MORE THAN HALF OF AMERICAN WAR WAR. ONE CASUALTIES WERE FLU RELATED. INFLUENZA PANDEMIC OF 1918 THROUGH 1920 CALLS BETWEEN 20 AND 50 MILLION DEATHS WORLDWIDE, AN ESTIMATED 675 AMERICANS DIED OF INFLUENZA DURING THE PANDEMIC. WHICH IS APPROXIMATELY SIX TIMES THE NUMBER OF AMERICAN CASUALTIES OF WORLD WAR ONE. PRIVATE JEFF MORGAN TUCKER DIED OF FLU RELATED PNEUMONIA IN FRANCE ON DECEMBER 19TH 1918. HE JOINED THEM IN. HE HELPED TO BURY IN THE STATEMENT, HE'LL AMERICAN CEMETERY IN FRANCE. THEY'RE THE HONORED DEAD OR TOGETHER, REGARDLESS OF RANK OR ETHNICITY AS A BAND OF BROTHERS. AT THE REQUEST OF HIS FAMILY. PRIVATE TUCKER'S BODY WAS EVENTUALLY RETURNED TO MCKINNEY IN JULY OF 1921. HIS FUNERAL WAS ATTENDED BY NUMEROUS FAMILY MEMBERS, AND HE WAS RE ENTERED IT. ROSS CEMETERY. IT IS UNCLEAR HOW OR IF HIS GRAVE WAS MARKED AT THE TIME, BUT UNFORTUNATELY AS OF JUST A FEW YEARS AGO, HIS GRAVE WAS UNMARKED. ALMOST A CENTURY AFTER HIS DEATH. PRIVATE TUCKER RECEIVED IN MILITARY HEADSTONE JUST A WEEK BEFORE VETERANS DAY 2017. THERE ARE NO KNOWN PHOTOGRAPHS OF PRIVATE TUCKER.

HOWEVER THE WORLD WAR ONE MUSEUM IN KANSAS CITY HAS A SERIOUS OF PHOTOGRAPHS OF HIS COMPANY. IT IS VERY LIKELY THAT ONE OF THESE MEN IS PRIVATE TUCKER. DURING THE COLLIN COUNTY HISTORY MUSEUMS COMMEMORATION OF WORLD WAR ONE IN 2018 LOCAL ARTISTS RACHEL RIGHT, AND SCULPTED THE LIKENESS OF PRIVATE TUCKER FROM A COMPOSITE OF THESE PHOTOGRAPHS AND A LIVE MODEL. MCKINNEY IS VERY PROUD OF PRIVATE JEFF MORGAN TUCKER'S SERVICE AND GRATEFUL FOR HIS SACRIFICE. WE FEEL THAT PRIVATE TUCKER IS A PERFECT SYMBOL FOR MCKINNEY. AND TIMING COULD NOT BE BETTER. LET'S SEE. I HAVE A VISUAL COMING. I GUESS I SHOULD WAIT ONE MORE SECOND TILL WE GET THERE TO THE THERE WE GO. ALL RIGHT, SO THIS IS THE NATIONAL WAR WAR ONE MONUMENT IN WASHINGTON, D C AND THE TIMING IS PERFECT BECAUSE THIS IS COMING. IN THE NEXT YEAR ASSUMES THEY COMPLETED IT'S IN PROGRESS ON GLEE WANNABE MENTIONED ALONG WITH THIS BEAUTIFUL EXHIBIT YOU CAN SEE THE WASHINGTON MONUMENT BACKGROUND. THIS IS A BIG THING. UM THIS IS BEAUTIFUL, BUT WE THINK OURS IS BEAUTIFUL AS WELL. PRIVATE JEFF MORGAN. TUCKER WAS HUMBLE IN ORIGIN. AND HE GAVE ALL HE HAD FOR OUR COUNTRY. HE EMBODIES ALL THE HOPE THAT WE HAVE HER CHILDREN. AND OUR MCKINNEY. AS YOU KNOW,

[01:00:05]

PUBLIC ART AND PARTICULARLY STATUES. GONNA A VERY POWERFUL EMOTIONS. PRIVATE TUCKER IS OUR HISTORY, NOT THE FANCY, NOT THE FAMOUS. BUT THE HISTORY OF OUR HARD WORKING COMMUNITY. WE FEEL THAT EVERYONE WHO MEETS PRIVATE TUCKER WILL REMEMBER HIM AND FEEL MORE CONNECTED TO MCKINNEY. I'VE GIVEN YOU A LOT OF MATERIAL IN THE WRITE UPS, SO I'M SURE YOU KNOW HOW PUBLIC ARE EFFECTS THE COMMUNITY, SO THANK YOU SO VERY MUCH FOR HAVING ME. THANK YOU. YES, I ONLY HAVE ONE QUESTION. ARE YOU WHAT HAVE YOU EXHAUSTED YOUR SEARCH FOR A PICTURE TO WHERE YOU ARE GOING IN FOUR YEARS. LET ME TELL YOU NINE DAY I CAN'T TELL YOU HOW MANY HOURS I COULDN'T EVEN QUANTIFY HOW MANY HOURS HAVE GONE INTO AND THAT FIND OF PHOTOGRAPHS AND COLIN CAMPBELL, WHO IS MY RESOURCE FOR ALL THINGS. MILITARY HAS TOLD ME THAT IN IN THAT PICTURE IS PROBABLY THE COMPLETE. YOU KNOW, I DO KNOW THAT THE CAPTAIN ALSO DIED IN THE PANDEMIC AND IS STILL BURIED REMAINS IN FRANCE AND I, FOR THE LIFE OF ME, COULD NOT. I WANTED TO NAIL DOWN EVERY SINGLE ONE. IT'S JUST NOT THE FAMILY HISTORIES IS HOW I GOT WHAT I KNOW ABOUT PRIVATE TUCKER. I HAD TO RESEARCH BACKWARDS AND THEN FORWARDS AGAIN TO FIND LIVING RELATIVES. AND I, THE MAN WHO LIFTED THE HEADSTONE FROM MY CAR AND PUT IT IN THE CEMETERY WITH HIS. GREAT GREAT GRAND UNCLE OF THE LAST SURVIVING. YOU KNOW, THE ONLY THE CLOSEST SURVIVING RELATIVES ACTUALLY FOUND TWO GREAT GREAT GRANDSON'S SO YES, NO, WE WEIGH HAVE WORKED REALLY HARD TO FIND THE PHOTO. AGAIN I'D LIKE HIM TO BE A SYMBOL.

I'D LIKE HIM TO BE REMEMBERED IN NAME, ANDRE, FOR WHERE HE CAME FROM. HAVE SOME QUESTIONS.

HOW MANY? DO YOU KNOW HOW MANY MCKINNEY RESIDENTS OVERALL WENT TO WORLD WAR ONE AND HOW MANY DIED. OKAY. I'M SHOCKINGLY THOSE RECORDS ARE NOT SOMETHING YOU CAN JUST GO LOOK UP. UM WE RECON DURING THE WORLD WAR ONE EXHIBIT THAT WE HAD. WE WORKED REALLY HARD, AND WE WERE ABLE TO QUANTIFY ABOUT 60 MEN PLUS MINUS WHO WERE FROM HAVE CONNECTIONS TO COLLIN COUNTY.

IT COULD BE THEY WERE BORN HERE. IT COULD BE THERE. LIVE HERE AFTERWARDS. THINGS LIKE THAT.

CONNECTIONS TO COLLIN COUNTY. THERE'S ABOUT 60. AND WE'RE TALKING. IN GENERAL, WHITE MEN, THERE'S 11 MEN ONE. I'M SO SORRY, BUT LET ME CLARIFY. THERE WERE LOTS OF AFRICAN AMERICAN MEN ON. WE HAD A WHOLE EXHIBIT ON JUST THAT. BUT THERE'S ONE WHO DIED SERVING.

WE HAD 60 WHO DIED SERVING FROM COLLIN COUNTY. WE HAVE PICTURES IN TOTAL. 20. THAT'S IT. THE RECORDS JUST AREN'T THERE. SO IT'S BEEN A PROJECT HAVE YOU CONSIDERED. INCLUDING THOSE MEN IN THIS MEMORIAL IN SOME WAY, WE HAVE A PLAQUE AND WE CAN AGONIZE OVER WHAT IS SAID, AND WHAT WE DECIDE TO SAY ABOUT THE MAN OF WORLD WAR ONE ABOUT MCKINNEY AND THE CONNECTION ABSOLUTELY. IF YOU HAVE THEIR NAMES, AND YOU'RE GONNA ADD A PLAQUE TO THE BASE, I GUESS COULD YOU LIST ALL OF THE MEN WHO WENT AND SINCE HE COULD LIFT THE ONES WE KNOW THAT XENA'S IT GETS, BUT, YEAH, ABSOLUTELY. WE COULD DO THAT. ABSOLUTELY THE STATUE ITSELF IS AN AMALGAMATION OF. A NUMBER OF MEN AND HE IS A SYMBOL OF ALL OF OUR MEN THAT DIED IN WAR WEREN'T TO ME? BUT I AGREE, SO PERHAPS WE COULD CONSIDER ADDING THE NAMES OF ALL KILLING COUNTY CALLISTO. ABSOLUTELY I THINK THAT'S A WONDERFUL. USE OF SPACE. I THINK THAT'S WONDERFUL. YES. I ALSO LIKE THAT THIS PLACE MOVE THE STATUE WILL BE BETWEEN THE NEW CITY.

FACILITIES AND DOWNTOWN. I THINK THERE'S GONNA BE TRAFFIC THERE. I WEIGH AGONIZED OVER ALL THOSE, BUT YOU KNOW, IN PARTICULAR, I MM. SYMBOLIZES SO MANY THINGS THAT I LIKE ABOUT MCKINNEY IN THE MATERIALS YOU PROVIDED YOU DISCUSS THAT CALLING COUNTY OWNS THE MUSEUM.

THEY DO AND THAT THERE MIGHT BE SOME PERMISSIONS THEY NEED TO GIVE. IT WAS SOMETHING THAT YOU ALL ASK FOR. I DON'T ANTICIPATE ANY PROBLEMS. I WILL NEED TO GO. AND HONESTLY, I'VE ASKED. WHO ACTUALLY HAS THE FINAL SAY OFF ON THE PERMISSIONS IS THE QUESTION I WILL PROBABLY HAVE TO PRESENT MORE THAN ONCE. I'M GLAD TO DO IT. AND BEFORE WE DO ANYTHING MORE, I'VE SPOKEN WITH CHRIS HILL AND HE'S LIKE JUST PRESENTED ITS NOT. I'VE GOT THE VETERANS WHO HAVE OFFERED TO

[01:05:01]

HELP IN WHATEVER WAY. AGAIN COLIN CAMPBELL'S VERY SUPPORTIVE SO OKAY, SO LAST QUESTION. SINCE THIS IS THE COLLIN COUNTY HISTORY MUSEUM, HAVE YOU APPROACHED OTHER CITIES AND COLLIN COUNTY FOR FUNDING ON THIS PROJECT, OR DO YOU INTEND TO APPROACH OTHER CITIES AND COLLIN COUNTY FOR FUNDING IN THIS PROJECT? I HAVE NOT. I FEEL LIKE THIS IS VERY MCKINNEY AND NATURE. IT WILL RESIDE HERE. I LOOK AT IT AS PART OF OUR HISTORIC DOWNTOWN AND PUBLIC ARE IN DOWNTOWN WHILE HE REPRESENTS COLLIN COUNTY AND MCKINNEY. I FEEL LIKE MCKINNEY IS THE ONE WHO WILL BENEFIT FROM. HIS PRESENCE BEING WHERE IT IS OUTDOORS WHERE PEOPLE CAN PUT THEIR ARM AROUND HIM. TAKE A PHOTO. IT'S WHAT WE HOPED FOR THAT PEOPLE WILL REMEMBER HIM AS FROM MCKINNEY. FROM THE LEWISVILLE AREA, IN PARTICULAR FROM THAT SIDE OF TOWN IN PARTICULAR. NO, WE HAVE NOT. NOW THE ARTIST HAS AGREED TO REDUCE HER FEES IN A TREMENDOUS WAY. THE GENERAL AMOUNT THE FOUNDRY COST BY THE WAY, AND I'VE GIVEN YOU THE HIGHEST NUMBER. I DON'T WANT TO COME IN SHORT. I REALLY HOPE TO COME IN UNDER BUDGET ON THIS.

AND WE WILL CONTINUE TO SHOP IT ALL THE WAY THROUGH THE STAGES TO MAKE SURE BEFORE WE COMMIT TO THE ONE FOUNDRY, THE ONE FOUNDRY SEEMS TO BE THE BEST FIT RIGHT NOW. BUT WE HAVEN'T LEAST TO THAT WE'VE BEEN LOOKING AT. ACTUALLY, THERE'S A THIRD NEVER GOT IT IN WRITING.

THEY WANT TO SEE THE FINAL SCULPTURE, WHICH SHE HAS TO COMPLETE BEFORE THEY CAN GIVE US NUMBERS. THE USUAL FEE FOR THE ARTIST IS 50% OF FOUNDRY. SO IF WE HAVE 60, HERS WOULD BE 30. SHE'S REDUCED IT WAY DOWN AND SHE'S ESTIMATED 450 HOURS. SHE TOLD ME A WEEK AFTER I SAID MICHIGAN'S, YOU KNOW, I WAY WAY UNDERESTIMATED THE HOURS THE HOURS THAT SHE WILL PUT IN OUR TREMENDOUS AND SHE IS DONATING A LOT OF HER TIME TO DO IT AGAIN. LOCAL MCKINNEY ARTIST.

SHE HASN'T A STUDIO ON THE SQUARE. SHE'S VERY WELL KNOWN. HER WORK IS BEAUTIFUL. YOU NO, THE ANSWER IS NO, WE HAVE WE ARE. WE FEEL LIKE THIS IS A MCKINNEY PROJECT AT THIS POINT.

I THINK THAT THAT SEEMS LOGICAL. THANK YOU. THANK YOU. JUST TO MAKE IT CLEAR. I AM NOT CLOSING ANY OF THESE PUBLIC HEARINGS. I WILL CLOSE THEM AT OUR NEXT MEETING BEFORE WE TAKE A VOTE, JUST IN CASE ANYBODY HAS ANY MORE QUESTIONS OR ANYTHING ELSE COMES UP. NOW MOVING ON TO ADAM 21-0 CONDUCTED PUBLIC HEARING AND CONSIDER DISCUSSED ACT ON THE

PROJECT. GRANT APPLICATION 21 ACTUALLY REVIVED. THE MINIMUM KENNY ROOTS AND THE AMOUNT OF $15,000 FOR THE CONSTRUCTION OF A HYDROPONIC GREENHOUSE LOCATED AT 5595 FROM ROAD 14 61 OF THE AMERICA REQUESTED REPRESENTS 91% OF THE TOTAL PROJECT. HI. MY NAME IS VICKY. DEAR HMAN, AND I'M PRIVILEGED TO BE THE EXECUTIVE DIRECTOR FOR ME, KENNY ROOTS. UM AND THANK YOU FOR HAVING US HERE TODAY, TO RESPECTFULLY ASK FOR CONSIDERATION OF OUR GRANT FOR $15,000 TO BUILD A HYDROPONIC GREENHOUSE. THE GREENHOUSE WILL SERVE THE CITY OF MCKINNEY, RESIDENTS BY PROVIDING HIGH QUALITY, NUTRITIOUS FOOD FOR THOSE WHO ARE IN NEED. UM RIGHT. LET ME SEE HOW TO WORK THIS. ALL RIGHT, SO A LITTLE BIT ABOUT MCKINNEY ROOTS. WE ARE A DONATION FARM LOCATED IN NORTHWEST MCKINNEY ON FIVE ACRES OF LAND. THE ORGANIZATION WAS STARTED FOUR YEARS AGO BY SOME YOUNG MOMS WHO SAW THE NEED WE'RE PROVIDING FOOD, HEALTHY, FRESH ORGANIC FOOD FOR PEOPLE THAT NEEDED IT, SO THEY BEGAN GROWING IN THEIR BACKYARDS. UNTIL THE CURRENT FIVE ACRE FARM WAS GIVEN TO THEM FOR GROWING. OBVIOUSLY OPERATING A MULTI ACRE FARM IS DIFFERENT THAN GROWING VEGETABLES IN YOUR BACKYARD. SO THIS INCREASED THE NEED FOR VOLUNTEERS AND MORE ORGANIZATIONAL SUPPORT. SO LAST YEAR IN 2020 MCKINNEY ROOTS BECAME PART OF THE SEED PROJECT FOUNDATION. AND THIES TO NONPROFITS ARE PERFECT A PERFECT SYNERGY BECAUSE THE C PROJECT FOUNDATION PROVIDED A BOARD OF DIRECTORS WITH MANY YEARS OF ITS NONPROFIT EXPERIENCE, EXPERIENCE IN FOOD AND FARMING PRACTICES ON OUR BOARD OF DIRECTORS. WE HAVE RELATIONSHIPS WITH THE LOCAL FARMERS, AND WE ALSO PROVIDED FINANCIAL SUPPORT. SO IN ADDITION TO BEING THE EXECUTIVE DIRECTOR FOR MCKINNEY ROOTS. I'M ALSO THE TREASURE OF THE C PROJECT FOUNDATION. AND WE HAVE SOME OTHER BOARD MEMBERS HERE TODAY AS WELL BECAUSE OF THE WORK THAT WAS DONE LAST YEAR, MANY MCKINNEY ROOTS HIS POSITION TO GREATLY INCREASE THE AMOUNT OF FOOD WE'RE

PRODUCING, AND 2021. AND WE JUST, UM ADDED 180 CHICKENS TO THE FARM, SO WE WILL PER BE PROVIDING 75 DOZEN EGGS PER WEEK. FOR THOSE IN NEED. PARTNERING WITH THE SAMARITAN IAN COMMUNITY LIFELINE CENTER. COMMUNITY GARDEN KITCHEN, MCKINNEY'S FREE LITTLE PANTRY, THE FIRST MCKINNEY BAPTIST CHURCH AND ST MICHAEL'S CHURCH TO PROVIDE FOOD FOR THEIR CLIENTS THIS YEAR. MCKINNEY ROOTS HAS ROOTS HAS ESTABLISHED A TEAM OF VOLUNTEERS, INCLUDING YOUNG MEN SERVICE LEE SCOUTS, LOCAL CHURCH GROUPS, LOCAL BUSINESSES WHO WANT TO MAKE A DIFFERENCE IN OUR COMMUNITY. THEY WANT TO GET THEIR HANDS DIRTY AND KEVIN MAKE A DIFFERENCE. YEAH. GET ABOUT. OKAY, SO. ADDITION TO THE GOALS OF GROWING MORE FOOD AND PROVIDING EGGS, WE WANT TO BE ABLE TO PREVENT PROVOKED PROVIDE FOOD, NOT JUST IN THE GROWING MONTHS, BUT IN 24 20. WHERE'S 365 DAYS PER YEAR? UH TO ACCOMPLISH THIS, WE WANT TO BUILD A HYDROPONIC GREENHOUSE. THIS WILL GROW FOOD ALL YOUR AROUND, NOT JUST IN THE GROWING SEASON OF THE SUMMER. USES 93% LESS WATER THAN GROWING IN THE GROUND, AND IT PROVIDES HEALTHY LEAFY GREENS AND HERBS. AND I DON'T KNOW IF YOU ALL ARE GARDENERS, BUT YOU KNOW THAT THE GREENS USUALLY ONLY GROW IN THE COLD. MONTHS HERE, AND THIS WOULD PROVIDE YOUR ROUND.

FRESH, LEAFY GREENS. MENTIONED BEFORE THAT WE HAVE A GREAT RELATIONSHIPS WITH LOCAL FARMERS, AND ONE OF THOSE IS JEFF BEEN ARE WITH PROFOUND MICRO FARMS AND LUCAS. AND THEY ARE EXPERTS IN HYDROPONIC GROWING AND THROUGH THEIR YEARS OF BUSINESS OPERATIONS. THEY'VE LEARNED THE BEST AND MOST SUCCESSFUL METHODS FOR HYDROPONIC GROWING. JEFF WILL BE OUR MENTOR ON THIS PROJECT, SO WE WON'T HAVE TO START FROM SCRATCH ON LEARNING ALL ABOUT HYDROPONIC GROWING, WILL BE ABLE TO GET HIM INVOLVED AND ALL OF THE NUMBERS ON THE BUDGET THAT YOU SEE ON THE NEXT PAGE WERE GIVEN TO US BY JEFF. ONE TIME OUR FARM WAS A BASEBALL FIELD, SO WE HAVE THIS STRUCTURE OUT THERE. THAT WAS A BAD IN CAGE, WHICH IS PERFECT FOR BEING THE GROUNDS MATERIAL FOR THIS GREENHOUSE, SO THE MATERIALS THAT WE NEED ARE THE EXTERIOR MATERIALS. THE FLOORING FANS, THE FLOORING, THE FANS AND THE HYDROPONIC GROWING SYSTEM, WHICH IS A BIG POOL OF WATER WITH THESE FLOATING MATS AND THE VEGETABLES LIKE YOU CAN SEE ON THIS PREVIOUS PICTURE. GROW IN THE ROOTS ARE DOWN BELOW THOSE MATS IN THE WATER THAT HAS MINERALS IN THERE AND THEN THAT AS THE PLANTS GROW, YOU CAN SHIP THESE MATS. AND AS YOU HARVEST THEN YOU PLANT ANOTHER MAP TOWARD THE BACK. S SO WITH YOUR HELP, WE CAN BUILD THIS. HYDROPONIC GREENHOUSE ON OUR PROPERTY, AND IT WOULD PROVIDE YOU'RE AROUND FOR PEOPLE WHO NEED IT. QUESTIONS. QUESTION. SO BASED ON WHAT YOU PRODUCED NOW AND WHAT YOU CAN PRODUCE WITH THE GREENHOUSE WOULD WHAT KIND OF PERCENTAGE DO YOU EXPECT TO INCREASE WITH IN PRODUCTION? UM. SO I WOULD SAY THAT, UM. THAT'S A GOOD QUESTION. I THOUGHT ABOUT THE PERCENTAGE, BUT IT WOULD REALLY INCREASE A LOT BECAUSE THIS WILL BE AVAILABLE YEAR ROUND AND SO IN ADDITION TO WHAT WE GROW IN THE GROUND THEN. WE WILL BE ABLE TO INCREASE. THAT'S A PERCENTAGE WISE A LOT MORE OF THOSE LOT MORE FOOD. SO IN TERMS OF KIND OF. WHAT YOU'RE PRODUCING NOW, AND I'M NOT DON'T HAVE A GARDEN. SO JUST EXCUSE MY IGNORANCE ON THIS, BUT SO YOU'RE GROWING HOW MANY MONTHS OF THE YEAR NOW VERSUS HOW MANY MONTHS I MEAN 2012 MONTHS OBVIOUSLY WAS SO, FOR INSTANCE, WE JUST PUT ONIONS IN THE GROUND LAST WEEKEND, AND SO THOSE WILL HARVEST IN MAY AND JUNE. AND ONIONS ARE GREAT BECAUSE THEY DO LAST A LITTLE WHILE AFTER YOU GET HIM OUT OF THE GROUND, BUT THEY PRODUCED JUST RIGHT THEN. RIGHT WELL, GO AHEAD AND WE'LL PUT IN BEANS I THINK NEXT WEEK. THEY WILL PRODUCE AND WE'LL HARVEST IN THE SUMMER MONTHS. SO UM. WILL DO SWEET POTATOES. SWEET POTATOES WILL GET OUT IN THE FALL, SO WE'LL BE ABLE TO DONATE FOOD. FROM JUNE UNTIL OCTOBER. SO THAT'S THE DIFFERENCE THEN WHEN WE BUILD THIS, WE CAN DONATE FOOD.

YOU'RE AROUND. IT WON'T BE. BEANS AND POTATOES, BUT I'LL BE WHAT YOU CONGRESSIONAL HYDROPONIC ENVIRONMENT WHICH WILL BE YOUR GREENS, HERBS, THAT SORT OF THING, CARESS.

[01:15:05]

THAT'S THAT'S HELPFUL. THAT'S KIND OF WHAT I WAS THINKING IS I DIDN'T KNOW HOW MANY MONTHS NOW YOU'RE PRODUCING AND ABLE TO DISTRIBUTE, BUT IT SOUNDS LIKE QUITE A BIT. IF YOU'RE THINKING FOR FIVE MONTHS OF REDUCING ONIONS OR BEANS, AND NOW YOU'RE TURNING IT INTO 12 MONTHS? YES, SOMETHING MORE SO, YEAH. OKAY. THANK YOU. HAVE A QUESTION BASED ON WHAT YOU'RE DO YOU SEE THAT YOU HAVE A SHORTAGE YOU'RE ABLE TO PROVIDE TO THE PARTNERS THAT YOU HAVE TO MEET. DO YOU HAVE A SHORTAGE? LAST YEAR. WE PROVIDED EVERYTHING THAT WE GREW ALMOST TWO COMMUNITY LIFELINE CENTER. THERE WERE SOME THINGS LIKE WHEN WE ARE CANTALOUPES CAME OUT. WE HAD SO MANY CANTALOUPES THAT WE ALSO DISTRIBUTED TO MCKINNEY FREE LITTLE PANTRY AND A FEW OTHERS. SWEET POTATOES WERE THE SAME WAY. WHEN THEY CAME OUT. THERE WERE A LOT OF THEM ALL AT ONCE, AND SO WE WERE ABLE TO GET A COUPLE OF DIFFERENT ORGANIZATIONS. BUT WE ONLY PARTNERED WITH, LIKE MAINLY COMMUNITY LIFELINE CENTER. SO YES, I DO BELIEVE THERE IS. THERE ARE MORE PEOPLE THAT NEED HEALTHY FOOD AND THAT'S OUR GOAL. WE DON'T WANT ANYBODY TO NEED FOOD, RIGHT? WE WANT TO BE ABLE TO PROVIDE BY EVERYONE.

THERE ARE A LOT OF FOOD PANTRIES AND MCKINNEY SO WHEN YOU CONSIDER AND I KNOW YOUR NONPROFIT, BUT WOULD YOU EVER CONSIDER IF YOU HAVE AN EXCESS, OKAY, MAYBE WE START GOING TO THE FARMER'S MARKET AND SITTING UP THEN YOU KNOW USING PROCEEDS TOE POUR BACK INTO OPERATION, RIGHT? YEAH AT THIS POINT, WE DON'T HAVE THE EXTRA THAT WE COULD DO THAT WITH. YOU KNOW, WE'VE TOSSED AROUND SOME OTHER FORMATS THAT WE MIGHT CONSIDER IN THE FUTURE LIKE MAYBE HAVING A PEOPLE THAT NEED PRODUCED TO COME OUT AND BE ABLE TO PICK THEIR OWN SOME THINGS LIKE THAT.

GET THEM OR INVOLVED. BUT AT THIS TIME, THE PLAN IS JUST TO WORK OFF OF DONATIONS TO THE FARM. QUESTION JUST SO I'M CLEAR THE C PROJECT FOUNDATION IS ASSOCIATE WITH RICK WELLS AND HIS GROUP, RIGHT? YES, OKAY. AND TO ANOTHER QUESTION ON THAT. YOU'VE KIND OF BEEN FOR LACK OF A BETTER TERM ACQUIRED BY THEM OR SUBSUMED BY THEM, AND THEY ARE YOUR NONPROFIT INFRASTRUCTURE. IS THAT WHAT I UNDERSTAND? SO THE BOARD OF DIRECTORS OF THE C PROJECT FOUNDATION BECAME THE BORDER BURKE DIRECTORS MCKINNEY ROOTS IN ADDITION TO UH, KORISA, WHO WAS ONE OF THE FOUNDING MEMBERS OF MCKINNEY ROOTS. SHE'S ON THE BOARD OF DIRECTORS OF. THE WHOLE CITY PROJECT FOUNDATION NOW, RIGHT, SO WE'RE STILL TWO SEPARATE 501 SEE THREES. BUT THE C PROJECT FOUNDATION IS REALLY THE MAIN ORGANIZATION NOW FOR THAT. AND YEAH, JUST IS A GUESS. PERSONAL COMMENT. I THINK IT'S GREAT TO SEE THE COLLABORATIVE EFFORTS THAT BRINGING TWO DIFFERENT GROUPS WHO HAVE SOME. SIMILAR GOALS. HOW YOU CAN LEVERAGE YOUR RESPECTIVE STRENGTHS ON BY LOVE. THE IDEA OF BRINGING IN THREE GREENS BECAUSE THAT ADDS SOME CROP DIVERSITY TO WHAT YOU CAN DO IN THE GROUND AND. TO MY COLLEAGUE'S COMMENTS. YOU KNOW THE OPPORTUNITY TO MAYBE LEVERAGE, SOME ONGOING REVENUE WITH LOCAL RESTAURANTS, ESPECIALLY ON THE HERB SIGHT OF THINGS MIGHT GIVE YOU SOME ADDITIONAL REVENUE DOLLARS TO HELP SUSTAIN YOUR OPERATIONS FOR THE YELLOW GREEN, SO REALLY EXCITING. IT'S NICE. STRATEGIC PLANNING GOING ON THERE. YEAH IT IS EXCITING. I'M EXCITED TO BE A PART OF IT. THANK YOU SO MUCH. I APPRECIATE YOU GUYS. SINCE THESE ARE PUBLIC HEARINGS, I GUESS I JUST KIND OF EXPECTED IT. THERE WAS PUBLIC COMMENTS THEY WOULD COME FORWARD, BUT IT DOES ANYBODY HAVE ANY PUBLIC COMMENTS FOR ANYTHING WE'VE HAD SO FAR. MANY OF US CAME SANCHEZ. I AM THE OWNER AND OPERATOR OF MAKING ME A LITTLE FREE PANTRY. AND I JUST WANNA LET YOU KNOW THAT I'M WITH COVE IT WE'VE HAD A REALLY HARD TIME GETTING PRODUCE. AND THE WAY THAT PRODUCE USED TO WORK, WE COULD GET IT FOR MINNIE'S FOOD PANTRY DOWN AND PLAY. NO WE'RE ABLE ALSO ABLE TO COORDINATE WITH.

MEALS ON WHEELS. BUT NOW BECAUSE THE WAY THAT THEY DO IT, THEY HAVE TO HAVE PRE PACKAGED FOODS. THEY DON'T PREPARE FOODS ANYMORE, SO WE CAN'T GET PRODUCED FROM THEM ANYMORE. THE GUINEA ROUTE IS AWESOME. THEY HAVE HELPED US A LOT OF GETTING PRODUCED ANYTHING WE CAN DO TO GET MORE PRODUCE INTO OUR PHILANTHROPIES AND MCKINNEY IS HUGE. I PRODUCE AND HUMP NONPERISHABLE CANS. WE PRODUCE CEREAL. WE PRODUCE RISE. WE PRODUCE BREAD. BUT REALLY, WHEN YOU TALK ABOUT HEALTH AND QUALITY OF FOOD THE VEGETABLES IN THE PRODUCE THAT MCKINNEY ROOTS IS ABLE TO PROVIDE. THE NOT FOR PROFITS HERE IS SUPER IMPORTANT, SO I JUST WANTED TO

ANOTHER PLUG. EATING ITEM 21-8 TO CONDUCT A PUBLIC HEARING AND CONSIDER DISCUSS ACT ON A

[Conduct a Public Hearing and Consider/Discuss/Act on a Project Grant Application (#21-06), Submitted by Sanchez Charities, LLC, in the Amount of Three Hundred Forty-Three Thousand Nine Hundred Seventeen and No/100 Dollars ($343,917.00), for Construction of Horizontal Infrastructure for The Mustard Seed Center for Nonprofits to be Located on White Street Approximately 500 Feet East of Redbud Drive in McKinney Texas. Amount Requested Represents 18% of Total Project Cost.]

PROJECT GRANT APPLICATION 21 ACTUALLY SIX MINUTE BY SANCHEZ CHARITIES LLC AND THE AMOUNT OF.

143,900 FOR CONSTRUCTION OF FORCE ON INFRASTRUCTURE FOR THE MISTRESS SEATS CENTER FOR NON PROFITS TO BE LOCATED ON WHITE STREET, APPROXIMATELY 500 FT. EAST. OF REDWOOD DRIVE IN MCKINNEY, TEXAS, AMOUNT REQUESTED REPRESENTS 18% OF. THANK YOU, MADAM CHAIR AND MEMBERS OF THE BOARD. I CAN'T EVER BRING MY WIFE ANYWHERE BECAUSE SHE'S GOING OUT CHINESE. SO NOW I DON'T HAVE ANYTHING TO SAY. UH, WHAT WE'RE PROPOSING TODAY IS A REALLY CULMINATION OF MANY, MANY YEARS OF MANY, MANY DIFFERENT PHILANTHROPIES IN MCKINNEY, WHETHER IT WAS WORKING WITH BETH BENTLEY OR DERRICK ROBINSON OR SARA THOMAS. EVERY TIME WE GOT INVOLVED IN WORKING WITH PROJECTS AND NEVER TO BELIEVE THAT DISCUSSION CAME AROUND, TOO. WOULDN'T IT BE GREAT IF WE HAD A PLACE WHERE WE COULD ALL COLLABORATE WHERE WE COULD ALL HAVE SYNERGY? WE COULD REDUCE GAPS AND ELIMINATE OVERLAPS TO OUR SERVICES. SO MY WIFE, KIM, WHO YOU JUST MET HAS BEEN WORKING ON OUR CORPORATE FOUNDATION FOR QUITE SOME TIME.

SANCHEZ CHARITIES. SAGES CHARITY SUPPORTS A NUMBER OF DIFFERENT ORGANIZATIONS THROUGHOUT THE COMMUNITY. SHE RUNS MAKIN A LITTLE FREE PANTRY AS A PROGRAM WITHIN SANCHEZ CHARITIES. WE ALSO SUPPORT A WHILE WITH SCHOOL SUPPLIES IN THE SUMMERS, BACKPACKS, WATER BOTTLES. ALL THOSE KINDS OF THINGS. OBVIOUSLY THE PICASSO PROJECT WERE HERE LAST TIME RAISING MONEY AS PARTNERS WITH JASON HERNANDEZ. HE WAS NOT ORIGINALLY A PART OF SANCHEZ GROUP OR SAINT JUST CHARITIES, BUT HE HAD A GREAT IDEA, SO HE NEEDED US TO BE THE VEHICLE TO HELP HIM GET THERE. PARTNERS WITH HUNGRY FEED, COALITION, EVEN COMMUNITY GARDEN WHEN ANGELA PO AND WAS STARTING THAT GREAT IDEA THAT HAS BEEN FERMENTING FOR SO LONG, THEN SHE HIT THE BRICK WALL OF THE BUREAUCRACY OF HOW DO YOU GET THROUGH THE CITY? WELL AS LAND DEVELOPMENT. WE'VE BEEN DOING THIS FOR 20 YEARS. SO KIM VOLUNTEER OLD ME AGAIN AND SAID, MARTIN, GO TAKE CARE OF THIS AND MAKE SURE SHE COULD GET THROUGH IT AND SHE'S UNDER CONSTRUCTION. SO THAT'S REALLY KIND OF WHAT SAGE JUST CHARITIES HAS BEEN DOING.

LEVERAGING THOSE RELATIONSHIPS ARE FOCUSED, COMMUNITY ENHANCEMENT, REDUCING HUNGER AND COMMUNITY DEVELOPMENT. WE'VE ALSO SUPPORTED AS PART OF COMMUNITY ENHANCEMENT. MY WIFE DONATED A LOT OF TIME AND MONEY TO BE ABLE TO HAVE THAT BIG GREEN MONSTER WALL OF THE PARKING GARAGE. AND THEN WE WORKED WITH AMY TO CO LOCATE ONE OF THE BEAUTIFUL BUTTERFLIES FOR MONARCHS. AND THAT'S AGAIN THE WAY WHERE WE'VE BEEN ABLE TO USE OUR FOUNDATION AND OUR CORPORATE LEVERAGE WITH OUR FRIENDS TO MAKE SURE SOME OF THESE PROJECTS GET DONE. MCKINLEY LITTLE FREE PAINT TO BRAG ON HER FOR A LITTLE BIT. I DON'T KNOW IF YOU GUYS REALIZED THEY NOW HAVE 12 SITES IN MCKINNEY. IT STARTED OFF HIS ONE PIECE OF FURNITURE FROM THE RESTORE STORE. THAT MY WIFE AGAIN WHILE I'M TOLD ME TO GO FIX AND THEN WE PUT IT OUT IN FRONT OF HUGS. NOW WE'VE GOT 12 SITES IN THIS ARMY OF VOLUNTEERS. PRODUCES OR RATHER DISTRIBUTES 20,000 OF FOOD PER MONTH. NO QUESTIONS ASKED 24 73 65 IF EMBARRASSMENT, YOU KNOW, HIT TO YOU. YOU COULD JUST GO IF IT'S CRISIS. I NEED TO FEED MY FAMILY TODAY, AND I CAN'T. YOU COULD JUST GO. YOU DON'T HAVE TO WAIT FOR THE SYSTEM AND TO BE A PART OF THAT. HAVE DONE AN AMAZING JOB. WE'VE HELPED THROUGHOUT THE COMMUNITY. WHETHER WAS WE ALSO BUILT THE U. S CENSUS BUREAU BUILDING FOR 18 MONTHS BECAUSE THEY COULDN'T GET ANYBODY ELSE TO GIVE HIM OFFICE SPACE. TECHNICAL SUPPORT FOR COMMUNITY GARDENS, ETCETERA, ETCETERA. SO WITH THIS THAT REALLY LIKE, CAME TO TALK TO YOU ABOUT THE VISION OF THE MUSTARD SEED.

THERE YOU GO. SORRY. RELAX GUYS. I TOLD YOU I RAN AND THEN MAKE ANY LITTLE FREE PANTRY AND IT IS A NORMAL THING FOR ME. I NOT ONLY RUN IT I SERVICES PANTRIES, AND IT'S A NORMAL THING FOR ME TO BE ABLE TO HAVE THE OPPORTUNITY TO BE ON MANY ZOOM CALLS WITH MANY DIFFERENT COALITIONS, AND I FEEL LIKE THE NOT FOR PROFITS AND MCKINNEY WERE VERY WELL, VERY GOOD AT COMMUNICATING AND HELPING EACH OTHER. I MEAN, WHEN YOU GET TO THE POINT OF THE CIRCLE, IT'S A EVERYBODY KNOWS EVERYBODY. AND IF YOU DON'T GIVE ME A LUNCHEON, YOU WILL BECAUSE WE REALLY HELP EACH OTHER OUT, AND THAT'S FANTASTIC VOLUNTEERS IF YOU WANT TO VOLUNTEER MCKINNEY AND YOU DON'T KNOW WHERE TO GO. I MEAN, ALL YOU HAVE TO TYPE IN GOOGLE IS VOLUNTEER MCKINNEY.

YOU WILL FIND THE ORGANIZATION. THEY GET YOU IN TOUCH WITH HOW TO VOLUNTEER. WE COORDINATE VOLUNTEERS AMAZING AND MCKINNEY. THE THING THAT I FIND IT MCKINNEY THAT'S DIFFICULT IS I GO TO MY PANTRY. I SERVICE MY PANTRY AND THERE WILL BE A HUMAN BEING WAITING TO TALK TO ME, AND THIS HAPPENS. MULTIPLE TIMES IN A WEEK, AND THE PERSON IS THERE DOESN'T EVEN KNOW THE

[01:25:03]

SERVICES THAT HE NEEDS BECAUSE HE DOESN'T UNDERSTAND THAT HE HAS MENTAL HEALTH ISSUES THAT HE NEEDS MEDICAL ATTENTION. HE DOESN'T HAVE A VEHICLE TO GET HIM WHERE HE NEEDS TO GO. HE NEEDS UTILITY ASSISTANCE. HE DOESN'T KNOW ALL THE THINGS THAT HE DOESN'T KNOW HOW TO NAME THOSE THINGS. SO TELLING HIM GO SEARCH FOR IT ON THE INTERNET IS VERY DIFFICULT. IN ADDITION TO TELLING HIM TO GO SEARCH FOR IT ON THE INTERNET, IT'S VERY DIFFICULT. I'M A HUMAN PERSPECTIVE, THE TRAUMA TO HAVE TO GO FROM PLACE TO PLACE TO PLACE TO PLACE TELLING YOUR STORY OF WHY YOU NEED HELP AND WHY YOU WERE INADEQUATE IN ORDER TO PROVIDE FOR YOUR OWN UTILITIES. FOR YOUR FAMILY. IT IS DEHUMANIZING, AND SO IT IS DIFFICULT FROM AN EMOTIONAL PERSPECTIVE FOR THESE HUMANS TO DO THAT, AND WHEN THEY GET TO THE PLACE, AND THEY DIDN'T KNOW OH, I NEEDED TO HAVE A PAYCHECK THAT SAYS THIS ON IT. OH I NEEDED TO HAVE THESE DOCUMENTATIONS IN ORDER TO QUALIFY. THEY DON'T KNOW THAT WHEN THEY WALK IN WHAT THEY NEED WHAT THEY DON'T NEED. SO FROM MY PERSPECTIVE OF HELPING PEOPLE IT WOULD BE SO NICE TO HAVE A PLACE IN MCKINNEY. THERE WAS A CENTER THERE WAS STAFFED BY PEOPLE THAT KNEW WHAT ALL THE ORGANIZATIONS AND COLLIN COUNTY AND SPECIFICALLY MCKINNEY WHAT WE DO AND HOW WE HELP PEOPLE SO THEY COULD SIT DOWN WITH THE INDIVIDUAL. LISTEN TO THE STORY ONCE IN A CARING AND LOVING ENVIRONMENT. HEAR THEIR STORY AND HELP THEM TO GUIDE THEM AS TO WHERE THEY NEED TO GO. THAT WOULD BE SUCH A BETTER PLACE AND SUCH A BETTER WAY FOR HOW WE HELP PEOPLE THAT HAVE THE NEEDS FOR THE PHILANTHROPIES AND MCKINNEY. WE CURRENTLY DON'T HAVE TODAY. I CALL THAT A RESOURCE CENTER. THE OTHER THING THAT I THINK IT'S SUPER IMPORTANT IS IN MCKINNEY FINDING OFFICE SPACE FOR OUR PHILANTHROPIES IS VERY DIFFICULT. WE STARTED TO MAKE ANY LITTLE FREE PANTRY AND IT ENDED UP IN MY GARAGE. I TAKES MY HUSBAND OUT, AND HE HAD TO PARK ON THE CURB FOR A COUPLE YEARS. THEN WE MOVED TO A STORAGE UNIT AND WE FOUND OUT THAT THAT WASN'T REALLY IDEAL BECAUSE OF THE TEMPERATURES THAT HAPPENED IN THE STORAGE UNIT. THEN WE MOVED TO A WAREHOUSE. WAS VERY LOVELY THAT WE HAD, BUT IT STILL WAS NOT IDEAL, AND I'VE KICKED MARTIN OUT OF HIS OFFICE AND HE NO LONGER HAS HIS OFFICE SPACE BECAUSE I HAVE TAKEN IT OVER TO DO THE STORAGE FOR MY LITTLE FREE PANTRY. SO WHAT I CAN I DO CONSTRUCTION. WE DO DEVELOPMENT. THAT'S WHAT I DO FOR A LIVING. UM, BELIEVE IT OR NOT. PHILANTHROPY IS NOT HOW I GET PAIN. THAT'S WHAT I DO IN MY AFTER 40 HOURS. SO WHAT? I CANNOT CONTROL HIS LAND COST. I CAN'T CONTROL CONSTRUCTION COSTS. I CAN'T CONTROL TAXES. IF I COULD BUILD A BUILDING THAT WE COULD SUBDIVIDE SPACES INTO 500 SQUARE FOOT INCREMENTS AND BE ABLE TO OFFER PEOPLE A PLACE TO STAY WITH LESS WHERE FOOTAGE THAT WOULD BE AMAZING. AND MCKINNEY IT IS HARD TO FIND SQUARE FOOTAGE, A LIST AND 1500 SQUARE FEET AND TO ASK A PHILANTHROPY TO PAY FOR 1500 SQUARE FEET. THEY'RE NOT GOING TO BE ABLE TO DO THAT. AND SO YOU'RE GONNA HAVE PHILANTHROPIES THAT AIR OPERATING OUT OF THEIR GARAGE AS WE DO TODAY, AND WE HAVE AMAZING PHILANTHROPIES AND I HAVE AMAZING COMMUNITY SUPPORTERS, BUT IF WE COULD GIVE THEM SOME HELP, WE COULD GO FURTHER AND MCKINNEY AND HELPING THESE PEOPLE THAT REALLY NEED HELP WITH THE ACTIVE, MY APOLOGIES FOR THE TIME ONLY WRAP THIS UP. CAMPUS IS INTENDED TO BE THAT FIRST STEP TOWARD THE CENTER FOR NONPROFIT MANAGER. IT'S TO BRING PEOPLE TOGETHER AND FOR US TO DELIVER SPACE WHERE ANYBODY THAT IS A PHILANTHROPY CAN RENT SPACE AT A VERY AFFORDABLE RATE. I AM TAKING THE FINANCIAL RISK ON MY SIDE, AND THAT'S OKAY BECAUSE THIS IS WHAT WE DO. THE TOTAL PROJECT CROSSES ABOUT 1.9 MILLION. I'M INCLUDED THAT IN THE PACKAGE, THE $200,000 FOR THE LAND, ETCETERA, ETCETERA, FOR ALL THE OTHER COSTS. WHAT I'M ASKING M C D. C TO HELP US WITH IS THE SITE INFRASTRUCTURE. BECAUSE THAT FALLS WITHIN THE ABILITY FOR YOU TO BE ABLE TO DO THAT. THAT ASSISTANCE WILL HELP CONTINUE THIS PROJECT TO MOVE FORWARD, DO HAVE ONE QUESTION ON BEND. THIS MAY BE A QUESTION FOR OUR PRESIDENT OR HERE, THEN, IS ANY PORTION OF THIS AND I'M NOT COGNIZANT, SO I SHOULDN'T PROBABLY BE ASKING THIS QUESTION OUT LOUD, BUT IS ANY PORTION OF THIS WHERE IT'S LOCATED? IN A DESIGNATED OR QUALIFIED OPPORTUNITY ZONE. I WOULD LOVE FOR THAT TO BE THE CASE. UNFORTUNATELY IT'S NOT NOW I WILL TELL YOU THIS. THE REASON WE'RE LOCATING WHERE WE'RE LOCATED, WHICH IS DIRECTLY NORTH OF M I S T ROMP. OH STADIUM, ETCETERA ON WHITE STREET, ABOUT A QUARTER MILE EAST RED BUT IS AGAIN LEVERAGING OUR RELATIONSHIPS. I WAS HELPING ONE OF MY CLIENTS.

DO A LAND DEVELOPMENT DEAL. IT INVOLVED THIS PROPERTY THAT WAS AN EXCESS PIECE. HE'S ALLOWING ME TO BUY IT AT A VERY REASONABLE PRICE. SO I'VE GOT IT NOW. WHEN I BOUGHT IT, I WAS GONNA DO SOMETHING THAT ALICE AND AGAIN MY WIFE FOLLOWING TOLD ME AND SAID WE'RE GONNA GO DO THE MUSTARD SEED. AND SO LOCATION IS NOT ONE THING THAT I COULD CHASE AND REVERSE TIME.

REVERSE ENGINEERING HOW TO GET THIS CAMPUS DONE. AND ARE YOU WORKING WITH. LIKE SITES THAT

[01:30:08]

ARE UP AND RUNNING WITH HISTORICAL TRACK RECORDS LIKE CITY SQUARE IN DALLAS FOR THE SORTS OF. CLEARING SERVICES THAT YOU'RE GONNA PROVIDE. THAT'S A GREAT QUESTION, MAN.

ACTUALLY THE MODEL THAT WE'VE ENVISIONED IS MUCH CLOSER TO DENTON. GETTING SERVED, WHICH, AGAIN? IT'S A CLEARINGHOUSE OF I'M JUST GOING TO SAY, YOU KNOW, PHILANTHROPY 1234567 IF ALL OF US COULD BE IN ONE ROOM. CLIENT RESIDENT COMES IN SEARCHING FOR SOMETHING THAT YOU, MISS MACGILL PROVIDED A SERVICE IT IN THAT CONVERSATION ALL OF A SUDDEN, MR MONTES INFORMATION OR OR AGENCY CAN PROVIDE A DIFFERENT SERVICE. YOU'RE THERE TOGETHER. NOW IT'S EASIER FOR THAT RESIDENT TO GO TO MR MA. AND THEN MR MOTT SAYS, OH, BY THE WAY, MISS BREWER CAN ALSO HELP YOU WITH SOMETHING ELSE AND AGAIN IN THAT SAME CAMPUS. THAT'S THE THINKING AND ETHEL TELL YOU, DEREK COULD TELL YOU AND AMY WOULD TELL YOU. WE'VE BEEN TRYING TO DO THIS FOR A LONG TIME, AND IT'S JUST NEVER COME TOGETHER. NOW WE HAVE THAT OPPORTUNITY JUST BY SERENDIPITY. THANK YOU. YES, MA'AM. I DO HAVE A QUESTION FOR THE PARTNERSHIPS YOU HAVE WITH SOME OF THE ORGANIZATIONS. WILL YOU CHARGE A MONTHLY RENTAL? YES, MA'AM. SO WE STARTED TO MAKE I'M STILL GONNA PAY THIS 1.9 MILLION OFF. SO HERE'S WHAT WE'RE ABLE TO DO. RIGHT NOW, THE WAY THE MODEL WORKS IS WE'RE GONNA BE ABLE TO PROVIDE SWEET AS SMALL AS 500 SQUARE FEET. TO PUT THAT INTO CONTEXT THAT'S ABOUT THE SIZE OF A NORMAL HOMES GARAGE. HEY, WE CAN PROVIDE THAT 500 SQUARE FEET FOR ABOUT 900 BUCKS, ALL IN UTILITIES, ELECTRICAL, ETCETERA, ETCETERA, ETCETERA. THAT'S UNHEARD OF IN MCKINNEY AND ONE OF MY BUILDINGS RIGHT OVER HERE WE RENT FOR THAT IS SOMEWHERE AROUND. UH 25 BUCKS A SQUARE FOOT TRIPLE MAD. THAT'S WHAT, LIKE 3035. FOR ABOUT 1500 SQUARE FEET. IT JUST AND FLANK THAT WE CAN'T DO THAT. SO WE'RE DOING IS ALLOWING THE SMALLER SPACES IF TO WANT TO GET TOGETHER, MR. MOTT MISS MACGILL WANT TO GET TOGETHER BECAUSE MISS MACGILL IS GONNA DO IT FOR THREE DAYS OUT OF THE WEEK AND MR MOSCA IS FOUR DAYS AWAY. THEY CAN. THEY CAN DO THAT, TOO. SO WE'VE GOT PARTNERSHIPS ALREADY. CLC COMMUTER LIFELINE IS GONNA RUN THE RESOURCE CENTER FOR THE NEWMAN TAKE PERSPECTIVE BECAUSE THEY'RE ALREADY GOOD AT THAT. COMMUNITY HEALTH CLINIC, WHICH IS NOW THE MEDICAL CENTER IS THINKING ABOUT PUTTING A SATELLITE HEALTH CLINIC THERE AS WELL. SO THAT'S HOW WE'RE GONNA MAKE IT WORK. I'M SORRY THIS NIGHT WHERE YOU KNOW ME? I TALK A LOT. I APOLOGIZE. I HAVE A NUMBER OF QUESTIONS. YES, I'D LIKE TO KIND OF UNDERSTAND THE FINANCIAL STRUCTURE IS A LITTLE BIT S. O SANCHEZ CHARITIES L L C WILL BE THE OWNER AND OPERATOR OF THE MUSTARD SEED. THAT'S CORRECT. YES, SIR. OKAY? AND WHO IS GOING TO BE THE DEVELOPER OF THIS? I'LL JUST GO AHEAD AND DEVELOPMENT MYSELF. SO SANCHEZ CHARITIES LLC WILL BE PAYING SANCHEZ CONSTRUCTION COMPANY. WE DON'T HAVE A CONSTRUCTION COMPANY, THE CONSTRUCTION COMPANY WILL IN ALL LIKELIHOOD. WADE CONSTRUCTION WAITED TO HELP ME BUILD ALL THE FINANCIAL NUMBERS TO MAKE SURE WE'RE ON TARGET. WADE WAS ALSO MY CONSTRUCTION COMPANY THAT I USED THAT I HIRED TO BUILD THE PARKING GARAGE BECAUSE I KNOW THEY'RE GOOD AND THEY GET THEIR NUMBERS, RIGHT? WE DIDN'T HAVE CITY THROUGH A TON OF CHANGE ORDERS ON US, AND WE DID NOT MISS OUR BUDGET AND CAME UNDER BUDGET WITH THE PARKING GARAGE.

I SUSPECT THE SAME THING WILL BE HERE. SO DID SANCHEZ CHARITIES LLC PURCHASE THE PROPERTY? YES THAT'S WHO'S PURCHASING THE PROPERTY WHERE IN THE CONTRACT WILL BE CLEAR.

I JUST NEGOTIATED EXTENSIONS FOR THAT PROPERTY FOR CLOSING. THE BANKS ARE BACKED UP BECAUSE OF TPP, BUT SANCHEZ CHARITIES WILL BE OWNING THAT PROPERTY. MAIN COURSE SOUTH IS THE ONE THAT'S LENDING THE MONEY FOR THE PROJECT. OKAY, SO YOU PERSONALLY FUNDED SANCHEZ CHARITIES OWES PURCHASE OF THE PROPERTY ACTUALLY SAY IT JUST CHARITIES HAS BEEN RAISING MONEY THE LAST FOUR YEARS IN ORDER TO DO THIS. OKAY, SO YOU DIDN'T PERSONALLY FUND IT THAT'S PUBLICLY FUNDED. IT'S BEEN FUNDED. TO THIS POINT. I HAVE BEEN FUNDING THE ZONING THE SITE PLANNING ALL OF THAT TO THE GET US TO THIS POINT. THAT'S COME OUT OF MARTIN AND KIM SANCHEZ PERSONAL POCKET. OKAY, UM RIGHT? I GUESS I JUST WOULD LIKE TOE MAYBE REQUEST IN THE NEXT MONTH OR SO THAT AND I CAN GET WITH CINDY AND WE CAN ASK SOME QUESTIONS OFFLINE. I JUST WOULD LIKE TO UNDERSTAND. UNDERSTAND THE SEPARATION BETWEEN. SANCHEZ CHARITIES O, C AND KIM AND MARTIN SEIZURES. ABSOLUTELY AND JUST YOU KNOW, I UNDERSTAND HOW THE MONEY'S

[01:35:06]

FLOWING AND HOW THE MONTHLY RENTS ARE GOING TO BE HANDLED. SURE, I ASSUME THAT IT'S ALL COVERED THAT THE MONEY WILL STAY WITHIN SANCHEZ DURING THE ELLA THE PROCESS SO I WOULD LIKE TO UNDERSTAND THAT A LITTLE BIT BETTER. LET ME ASK. DO YOU HAVE ANY. FIRM COMMITMENTS FROM CHARITIES TO LOCATE THEMSELVES THERE. YES WE ACTUALLY HAVE AH, HANDFUL OF PRE LISA'S THEY THEY HAVE FILLED OUT THE RELEASE FORM. THEY'VE DEPOSITED 500 BUCKS.

RESERVE A SPACE AND IT'S ALL CONTINGENT UPON US ACTUALLY BEING IT WILL PULL THE TRIGGER ON THE PROJECT AND MOVE FORWARD. CLC HAS GONE TO ITS BOARD. MR ELLIOT IS GOING TO HIS BOARD ABOUT RUNNING THE RESOURCE CENTER. THEY'VE AGREED TO IT. SCOTT AND KIM NOW ARE WORKING THROUGH HOW THAT OPERATION IS GOING TO WORK. COMMUNITY HEALTH CLINIC WHO IS AGAIN A SAID AT THE AT THE MEDICAL CENTER. NOW EYES GOING THROUGH HOW TO GET OUT OF THEIR LEASE THERE AND MOVED TO THIS SPACE HERE. DO THAT EFFECTIVELY AND EFFICIENTLY. MONEY WISE, SO, YES, WE DO HAVE QUITE A BIT OF COMMUNE. OKAY, UM IT. AND MAYBE THIS IS SOMETHING YOU PROVIDE OFF LINE AS WELL. I'D LIKE TONTO UNDERSTAND THE LIST OF PRE LEASES THAT YOU HAVE NO PROBABLY COULD PROVIDE THE STATE AND AGREEMENTS THAT YOU HAVE THERE. I COULD TELL YOU VERY BRIEFING AND GO BACK TO THE OTHER QUESTION. THE REASON WE SET UP SANCHEZ CHARITIES IS THAT PRIOR TO THE CORE OF WHAT WE DO, WE WERE CONSTANTLY BEING ASKED. HEY CAN YOU HELP SUPPORT THIS? HEY, CAN YOU HELP SUPPORT THAT? WE'VE GOT SOME FAMILIES IN NEED A CHRISTMAS OR THANKSGIVING, ETCETERA. AND IT STARTED BECOMING VERY JUST JUST JOINTED AS TO HOW WE GAVE OUR CORPORATE GIVING IN OUR PERSONAL GIVING, SO WE ESTABLISHED OUR FOUNDATION ALL OF MY DONATIONS THAT I WANT TO DONATE FOR. I DONATE TO MY FOUNDATION, THE FOUNDATION THAT SAYS HOLY FAMILY GETS SO MUCH HUGS GET SO MUCH ETCETERA, ETCETERA OUT OF THAT ONE ENTITY BECAUSE IT'S EASIER PROCESS, SAYING JUST CHARITIES. THEN A FEW YEARS AGO FOUR YEARS AGO STARTED MCKINNEY LITTLE FREE PANTRY. AND THEY RUN THAT ORGANIZATION. IT'S COMPLETELY INDEPENDENT OF MARTIN SANCHEZ AND SANCHEZ AND ASSOCIATES STANCES, LAND DEVELOPMENT ALL OF THAT, BECAUSE THEY SAW A NEED MONEY THAT GETS DONATED TO THEM GOES INTO THEIR BANK ACCOUNT. SPENT ON LITTLE FREE PANTRY ACTIVITY. SO MUSTARD SEED WILL BE A SECOND PROJECT NOW UNDER SANCHEZ CHARITIES. THAT'S RUN THE EXACT SAME WAY IT WILL RAISE MONEY, IT WILL DO WHAT IT NEEDS TO DO. SOME OF THE REDS WILL COME IN TO COVER THAT MORTGAGE LOAN AND DEBT SERVICE. IF THAT THOSE RENTS CANNOT COVER THAT DEBT SERVICE, THAT'S WHAT MARTIN STEPS SAID, AND FUN. SANCHEZ CHARITIES TO TAKE CARE OF THEIR MORTGAGE PAYMENTS, OKAY? AND SO SANCHEZ CHARITIES IS A PRIVATE FOUNDATION REPUBLIC CHARITY. IT'S A PRIVATE FOUNDATION, SIR.

NOW IF YOU WANT TO DONATE, I HAVEN'T LET THAT SLIDE HERE BECAUSE I ALWAYS DO THIS. LOOK AT THAT. VOLUNTEER DONATE TODAY, MY FRIEND BECAUSE WE COULD ALWAYS USE IT. OKAY? AND WE DO RECEIVE MONEY FROM OUTSIDE SOURCES. HAVE ONE LAST QUESTION. YES MA'AM. REQUEST TO M. C D. C YESTERDAY. LOOK FOR SOME CHANGE YOU DID NOT RECEIVE THAT FUNDING. IT. WILL THIS PROJECT STILL HAVE I'M SAYING JUST CHARITIES IS STILL GONNA BUY THE PROPERTY. NO MATTER WHAT THEY WORRY, HAS ALREADY BOUGHT THE PROPERTY. REMEMBER I SAID THEY'RE THEY'RE A CONTRACTOR BY WE CLOSE IN FEBRUARY. OKAY SAYING JUST WE'VE GONE HARD, SAYING JUST CHARITIES HAS GONE HARD. THEY ACTUALLY RELEASED MONEY $20,000 TOWARDS THE PURCHASE THE PROPERTY. THEY WILL STILL BUY THE PROPERTY, NO MATTER WHAT. WE WILL CONTINUE TO WORK WITH OUR PARTNERS TO FIGURE OUT HOW TO DO THIS BANK OR SOUTH COMMITMENT BECAUSE THEY'VE BEEN ONE OF MY LENDING PARTNERS AS A LAND DEVELOPER. HAS COMMITTED TOO LOAN THE MONEY ON THIS.

WILL IT SLOW BE DOWN. MOST DEFINITELY. WILL WE CONTINUE TOWARDS THIS EFFORT. ABSOLUTELY WE WILL 100% BUT MONEY. I GOTTA FIGURE OUT HOW TO MAKE IT. CASH FLOW IF YOU NOTICE IN OUR REQUEST. WHAT WE'RE ASKING FOR AMOUNTS TO LESS THAN 20% OF THE PROJECT BUDGET. AND NONE OF THE GET PERSONAL GUARANTEES ON THAT LOAN. THAT WILL BE ME SO ONE DAY WE'LL GET THERE. IT JUST THIS COULD HELP US GET THERE FASTER. HOPE THAT ANSWERS YOUR QUESTION, MAN. YEAH SO I JUST WANTED, YOU KNOW, ENSURE THAT YOU KNOW DOWN LIKE WITH THE BANKS. I KNOW A LOT OF TIMES THEY WANT TO SEE THE COMMITMENTS FROM OTHER SOURCES THAT THIS IS NOT GONNA MAKE A BREAK BANCORP NO COMMITMENT HERE WILL BE ME. SIGNING THE DOTTED LINE GUARANTEED LOW. NO DIFFERENT THAN LIKE WHEN WE DID THE PARKING GARAGE, SAID HE DIDN'T HAVE ANY EXPOSURE. I'M THE ONE THAT THE EXPOSURE IF THAT DEAL WITH BAD I WAS THE ONE WHO GUARANTEED THAT LOAN,

[01:40:01]

SO IT'S. CREATIVE FINANCING TO GET US TO THE END OF THESE PROJECTS. IT'S ME. YEAH. YES SECURITY. THE LUCK, TOO. SO WHAT? WHAT IS THE AMOUNT OF THE LOAN FROM BANCORP IS 343,000 NO, NO, NO, NO. NO TOTAL PROJECT CROSSES 1.9 MIL. OKAY, SO THEY ARE IN THE LOAN IS FOR THE ENTIRE AMOUNT THAT'S CORRECT. MINUS MY EQUITY, RIGHT? OKAY. BASICALLY THE 343 YEAR ASKING FOR MESS IS 100% OF THEM. STRUCTURE YES, 100% FOR INFRASTRUCTURE, PAVING WATERLINE SEWER LINES SITE PREP MEAN NOTHING HAVING TO DO WITH THE BUILDINGS. THANK YOU, MA'AM. DO WE HAVE ANY PUBLIC COMMENTS ON THIS ONE? HMM. BEING ON 21-8 CONDUCT A PUBLIC

INSTALLATION OF OUTDOOR FITNESS AREA TUNER 56,000, REPRESENTING 100% OF THE COSTS. GOOD MORNING AGAIN, MICHAEL KOSKI, DIRECTOR OF PARKS AND RECREATION, QUITE A MOUTHFUL FOLD, SO I APPRECIATE YOU RUNNING THROUGH THE FOREST THIS MORNING CO PRESENTING WITH ME TODAY WILL BE TREATED THOMASON, OUR MANAGER OF THE ATTACK CENTER. WE ARE EXCITED TO SPEAK ABOUT THE VISION OF POTENTIAL FOR APEX CENTER. AS WE ALL KNOW, IT'S BEEN A GREAT SUCCESS AND WE WANT TO KEEP THAT MOMENTUM GOING FORWARD.

WHAT REPRESENTING? TODAY IS TWO PARTS. THE FIRST PART IS A CONTINUATION OF OUR EXPANSION IDEAS THAT POTENTIAL ABOUT HOW WE CAN ADD SQUARE FOOTAGE. SO WHAT WE'RE LOOKING FOR AND I'LL SPEAK IN DETAIL ON THIS PORTION IS SEE MONEY TO ADVANCE THAT THAT PORTION OF THIS PROJECT I WILL. THEN TURN IT OVER TO THERESA, WHO WOULD SPEAK TO JUST OVER $1 MILLION OF NEAR TERM IMPROVEMENTS THAT WE CAN ACCOMPLISH TO ENHANCE THEA OPPORTUNITIES AND EXPERIENCES FOR OUR CURRENT MEMBERS AS WELL AS DRAW IN NEW MEMBERS. AS SOON AS WE CAN. SO WITH THAT WE'VE GONE THROUGH MANY CONVERSATIONS WITH THIS GROUP. SPEAKING ABOUT THE ATTACK CENTER EXPANSION AGAIN FROM DAY ONE. THE EXPANSION WAS ALWAYS CONTEMPLATED, AND WE'RE AT THAT POINT WHERE IT MAKES SENSE IN OUR MIND TO ADVANCE THAT PROJECT FORWARD. WE WENT THROUGH MANY GENERATIONS. AND AGAIN, WE DID A ROBUST PRESENTATION OF FEW MONTHS BACK SPEAKING TO THE VISUAL CHANGES WE CAN MAKE TO THE BUILDING. HOW WE CAN ADD SQUARE FOOTAGE, FOOTAGE AND POSITION THE BUILDING TO ACCEPT EVEN MORE MEMBERS OVER TIME. I WILL GRANT YOU THAT DURING THIS COVERT STAGE. OUR MEMBERSHIP IS NOT WHAT IT WAS BEFORE. HOWEVER IT IS SLOWLY CREEPING UP IN GROWING ONCE AGAIN, BUT I SHOULD BE ALL KNOW. BEFORE KOBE HIT. WE WERE BURSTING AT THE SEAMS. WE CANNOT ACCOMMODATE THE NUMBER OF PEOPLE WHO WANTED TO EXPERIENCE THIS FACILITY IN THE BEST WAY POSSIBLE. AND THAT WAS SHOWN IN SOME OF THE PUBLIC COMMENTS THAT WE RECEIVED FROM OUR CUSTOMERS. SPEAKING TO THE SHORTCOMINGS OF THE BUILDING IN PARTICULAR. AND THIS EXERCISE, WHICH WAS COMPRISED. NOT REALLY WITH A WORKING GROUP OF STAKEHOLDERS. CINDY WAS IN THAT GROUP COUNCILMAN SCOTT ELLIOTT. WE HAD MEMBERS APEX CENTER, OF COURSE, KEY STAFF. TO PROVE OUT THERE. WE CAN ADD SQUARE FOOTAGE TO THE BUILDING. IN FACT, IT COULD ALSO RENOVATE THE INSIDE OF THE CURRENT BUILDING TO BE MORE EFFICIENT FOR LONG TERM GROWTH. WE'RE ASKING FOR $2.5 MILLION IN ORDER TO START CONSTRUCTION DOCUMENTS. FULLY REALIZED THERE'S NO FUNDING IN PLACE FOR THE BUILDING. WE RECOGNIZE THAT BUT HAVING THE DRAWINGS FINISHED, WE'LL POSITION US NUMBER ONE TO UNDERSTAND THE TRUE COST AND TRUE OPTIONS TO EXPAND AND RENOVATE THE BUILDING. SECOND ALLOW ME TO RAISE MY HAND THE NEXT TIME THE CITY GOES FOR ANOTHER BAND, OR A CDC WISHES. LOOK, A DINING PROJECTS. I WILL HAVE A PROJECT READY TO GO. IN THIRD ALLOWS US TO APPLY FOR AND WIN MORE GRANTS. GRANTS COMMITTEE IS LOVE AND PROJECTS ARE SHOVEL READY. SO THAT IS OUR GOAL.

TODAY YOU COULD FIT A SHOVEL READY AS POSSIBLE. THE NEXT BATCH OF ITEMS THAT WE'RE GOING

[01:45:04]

TO DISCUSS TROUSSEAU BOWL ADVANCED THROUGH THEM IN A MOMENT. REPRESENT WHAT WE HOPE TO DO WITH THE RESERVE BALANCE THAT WE ACCUMULATED OVER A COUPLE YEARS. WE WERE A MILLION DOLLARS IN THE BLACK BEFORE COVERT HEAD. IT'S PROFIT. I FOCUS ON BEING SINCERE HERE.

NOT MANY CENTERS ACROSS THE COUNTRY THAT WOULD COST RECOVERY MISSION ACHIEVED THAT TYPE OF SUCCESS. AND WE INTENDED TO USE THAT MILLION DOLLARS TO SLOWLY BUILD IN NEW IMPROVEMENTS TO THE BUILDING AGAIN TO ENHANCE EXPERIENCES FOR BOTH CURRENT AND FUTURE MEMBERS. THAT MONEY HAD TO BE USED TO COVER OUR SHORTAGE FROM PROGRAM. SO NOW WE ARE MILLION DOLLARS IN THE RED. REPRESENTED $2 MILLION SWING, IN ESSENCE, SO WE DO NOT HAVE THE FUNDING TO COMPLETE THESE PROJECTS. WE COULD WAIT TO BUILD UP RESERVES THAT COULD TAKE 18 MONTHS TO TWO YEARS. WE THINK IT'S BEST TO DO THESE MICRO IMPROVEMENTS AS SOON AS POSSIBLE. WE CAN GET ALL THIS WORK DONE WITHIN 12 MONTHS. SOMETHING'S DONE WITHIN A FEW MONTHS. CERTAINLY BEFORE SUMMER, SO WITH THAT I WOULD TURN OVER THERESA AND SHE'LL WALK US THROUGH SOME OF THE SPECIFICS. THANK YOU, MIKE. CHAIR MEMBERS OF BOARD THERESA THOMASON, ETHICS CENTER MANAGER. THANK YOU FOR YOUR TIME TODAY. MOVE FORWARD WITH JUST A LITTLE SUMMARY OF WHERE WE SIT TODAY FROM A BUSINESS PERSPECTIVE, WE CLOSED OUT FISCAL YEAR 1954 100 MEMBERS AS MIKE SPOKE TO, WE WERE SEEING A CLEARANCE. IT WAS JUST A LITTLE OVER HALF A MILLION DOLLARS.

FROM OUR OPERATIONS. SO HAVING FUNDING TO MOVE FORWARD WITH UPKEEP OF THE BUILDING. 2020 COVERT HIT. WE CLOSED OUT 2020 WITH 33 86 TODAY WE'RE JUST ABOUT 3100. MEMBERS I DO WANT TO SPEAK TO THE FACT THAT JANUARY JUST THIS JANUARY OVER DOUBLE THE SALES WE HAD LAST JANUARY, SO PEOPLE ARE STARTING TO FEEL COMFORTABLE. THEY ARE COMING BACK. OBVIOUSLY PEOPLE ARE STILL MOVING TO MAKE ANY AND AS THEY MOVE IN, THEY'RE STILL LOOKING FOR A PLACE TO HAVE THE RECREATION. ALSO WANT TO SPEAK TO THE FACT THAT THE PEOPLE THAT ARE WORKING OUT ARE SO APPRECIATIVE THAT THEY HAVE A PLACE TO COME WITH THEMSELVES AND THEIR FAMILIES TO WRECK CREATE IN A SAFE ENVIRONMENT, SO WE HAVE NOTHING BUT REALLY POSITIVE FEEDBACK WE'VE INSTITUTED. I'LL TALK A LITTLE BIT LATER ABOUT OUR FEEDBACK SYSTEM. IT'S BEEN REALLY REMARKABLE AND THE STORIES THAT THESE PEOPLE CAN TELL IT REALLY HIT YOUR HEART. AND IF YOU HAVEN'T HAD A CHANCE TO GO SEE APEC CENTER WELCOME BACK THAT SOME OF THOSE STORIES ARE ON THERE. LOVE FOR YOU TO VISIT AND SEE SOME OF THOSE. SO WE TALKED A LITTLE BIT. LAST TIME I PRESENTED ABOUT OUR MEMBERSHIP CAMPAIGN AND HOW WE'RE TRYING TO RE ENGAGE OUR MEMBERSHIP BACK. SOMETHING TO REMEMBER, THOUGH WE DO HAVE SPACE CONSTRAINTS. STILL GIVEN THAT 6 FT DISTANCE SEEMS THERE AND CAPACITY CONSTRAINTS ARE STILL THERE FROM OUR GOVERNOR, SO WE WANT TO HE, UM, KEEP THAT IN FRONT OF OUR MIND TO UNTIL WE ARE READY TO NO LONGER HAVE THOSE RESTRICTIONS BUT WANT TO BE PREPARED ONCE THOSE RESTRICTIONS WERE LIFTED THAT WE'RE STILL GROWING OUR MEMBERSHIP RIGHT NOW. WE'RE SPENDING A LOT OF TIME LOOKING AT THOSE PEOPLE THAT HAVE FROZEN ACCOUNT, SEE IF THEY'RE READY TO COME BACK TALKING TO THOSE PEOPLE WE HAVE JUST RECENTLY OPENED BACK UP WHERE THE MEMBERS CAN BRING A GUEST SO FALLING UP WITH THOSE GUESTS THAT THEY'D LIKE TO JOIN. HOW THEIR EXPERIENCE WAS WHEN THEY WERE WITH US. AGAIN KEY MESSAGES GOING OUT TO THE TO THE COMMUNITY TO LET THEM KNOW THAT WE ARE ON TOP OF OUR CLEANING STANDARDS THAT WE DO HAVE SOCIAL DISTANCING IN PLACE FOR BOTH OUR EXERCISE PROGRAMS AS WELL AS ON THE FITNESS FLOOR WHEN YOU'RE WORKING OUT AND IN THE POOL WHEN YOU'RE SWIMMING. LOTS OF VIDEOS AND JUST REALLY KIND OF ENGAGE THOSE PEOPLE AND WELCOME THEM BACK WHEN THEY'RE READY. THIS IS ONE OF OUR SOFTWARE TOOLS THAT WE USE IN THIS IS PROVIDES US AN OPPORTUNITY TO DO A LITTLE BIT MORE THAN WE HAVE DONE IN THE PAST. IT WAS KIND OF YOU BUILD IT AND THEY CAME. BUT NOW WE'RE GOING TO HAVE TO EDUCATE PEOPLE THAT THEY DID. IT IS SAFE AND READY TO COME BACK, SO WE HAVE INSTITUTED SOME ON BOARDING TECHNIQUES AS OUR NEW PEOPLE ARE JOINING, BEING ABLE TO ENGAGE THEM RIGHT AWAY, INVITE THEM TO PARTICIPATE IN OUR PROGRAMS, SEE IF THEY HAVE QUESTIONS. IF THERE'S PEOPLE ARE AT RISK OF LEAVING, THEY HAVEN'T BEEN COMING IN. WE WANT TO TOUCH BASE WITH THEM. THE SOFTWARE TOOLS. THE INSIGHT DIGITAL INTERACT. ALLOW US TO DO THESE THINGS FAIRLY EASY THROUGH OUR SYSTEM. AND HAS IT HAS BEEN GOING REALLY, REALLY WELL. WE ALSO GET OUR NET PROMOTER SCORE FROM THE SYSTEM S SO WE'VE INSTITUTED BACK OUR FEEDBACK. WE WERE WE POSITIVE DURING CODED, BUT IT JUST RANDOMLY SELECTS MEMBERS. IT JUST CHOOSES A GROUP EVERY SINGLE DAY TO SEND OUT AND THEY SEND BACK FEEDBACK, AND THEY GIVE US A SCORE BETWEEN ONE AND 10. AND FEEDBACK THAT THEY'D LIKE TO SEE. AND I CAN'T TELL YOU THE OVERWHELMING AMOUNT OF POSITIVE FEEDBACK THAT'S COMING BACK OUR WAY AND IT'S JUST REALLY EXCITING TO SEE WHAT A DIFFERENCE WE'RE MAKING IN THE COMMUNITY. AND HOW DID THEY FEEL ABOUT BEING THERE? TO BE ABLE TO RECREATE ANOTHER WAY TO ENGAGE OUR MEMBERS AND REBUILD SOME OF OUR PROGRAMS AS WE END DURING JUNIOR, WE OFFERED A FREE PERSONAL TRAINING SESSION, SO THAT AGAIN WE'RE GETTING THEM ACCLIMATED TO OUR FLOOR, INTRODUCED TO OTHER MEMBERS INTRODUCED OUR STAFF SO THAT THEY KNOW WHAT THEY'RE DOING AND BEING ABLE TO START UP THEIR PROGRAMS IN A POSITIVE MANNER. A SON IS ONE OF THE TOP THINGS THAT OUR MEMBERSHIP HAVE ASKED FOR PRIOR TO COVET. IT

[01:50:09]

WAS ONE OF THE TOP THREE REQUESTS THAT WE GET FOR SOMETHING THAT WE DON'T HAVE THAT THEY'D LIKE TO SEE. SO THIS WOULD BE $100,000 IS WHAT'S BEEN ESTIMATED FROM THE ARCHITECT THAT DID ALSO WORK WITH US ON THE PAST PROJECT OF THE EXPANSION. AND THEY ARE AM ALSO INCLUSIVE OF THEIR DESIGN FEES. THIS WOULD BE LOCATED DOWN IN THE AQUATIC AREA WHERE OUR CURRENT OFFICES FOR OUR SUPERVISORS AND WE WOULD REALLOCATE THE LIFEGUARD OFFICE TO GET OFFICE SPACE BACK FOR THEM. A NINJA CROSS COURSE THIS IS WOULD BE THE FIRST ONE IN TEXAS INDOORS. THERE IS AN OUTDOOR ONE. I THINK IT'S IN BAYTOWN, BUT INDOORS, HAVING A FUNCTION FOR THE COP PULL OTHER THAN JUST LAP SWIMMING, RIGHT, BE ABLE TO WRECK CREATED INSIDE OF THERE. I'VE GOT A LITTLE VIDEO SO YOU CAN KIND OF GRASP MOVIE 20 SECONDS OF IT THERE TO SEE WHAT IT LOOKS LIKE. AND ACTIVITIES THAT CAN BE ADDED ON TO THAT.

SO WHEN WE'RE NOT UTILIZING, IT COULD BE UP. IT'S NOT TAKING UP ADDITIONAL SPACE THAT LOWERS DOWN WHEN YOU WANT TO USE IT. NOT ONLY DO WE THINK THAT THAT'S A GREAT EDITION FOR BOTH ADULTS AND KIDS, BUT IT COULD ADD TO OUR BIRTHDAY PARTY OPPORTUNITIES FOR THE COMMUNITY. AND OUR TEAM BUILDING EXERCISES FOR CORPORATIONS. YOU WANT TO COME IN, AND IT'S IN PROBABLY THE PLACE THAT MOST OF OUR PEOPLE FEEL THE SAFEST AND THAT'S THE POOL BECAUSE THERE'S CHLORINE AND OF IT DOESN'T LIVE IN CHLORINE, RIGHT? SAVE THEM.

OUTDOOR FITNESS IS OBVIOUSLY TAKEN GREAT LEAPS AND BOUNDS. YOU'VE SEEN GREAT PARTICIPATION IN RESPONSE TO WHAT WE PUT IN BODY WEAK, AND NOW WE'RE LOOKING AT SOMETHING SIMILAR ALONG THE LINES TO ADD OUTSIDE AT THE EPIC CENTER WOULD BE RIGHT IN THE SPACE THAT'S OUTSIDE THE OUTDOOR POOL, RIGHT WHERE THE OUTDOOR POOL AN INDOOR POOL CONNECT. THERE'S THAT GRASSY AREA FACING ALMOND ELDORADO ON THE CORNER. IS WHERE WE WOULD WOULD PLACE AN OUTDOOR FITNESS COMPONENT TO BE A PART OF THE FACILITY THAT ALSO ALLOWS OPTIONS WHEN INDOORS IS MAYBE ON THE FULL SIDE. WE COULD TAKE CLASSES OUT THERE, BUT IT ALSO GIVES OPTIONS TO PEOPLE WHO WANT TO WORK OUTSIDE. AND WORK OUT IN ANOTHER BENEFIT FOR THEM. SLIDE ENHANCEMENTS IT THE TWO OUTDOOR SLIDES THAT ARE RED AND I'M SORRY. GREEN AND BLUE ARE ACTUALLY SPEED SLIDES AND IN THE ORIGINAL PROJECT, THEY WERE SUPPOSED TO BE TIMERS ON THOSE SLIDES. GOT CUT FROM THE PROJECT FROM FUNDING PERSPECTIVE. WE'D LIKE TO PUT THOSE ON TO THOSE TWO SLIDES, SOMETHING FUN FOR THE KIDS TO BE ABLE TO DO MAKE IT A MORE ENTERTAINING, ALSO ADDING SOME INDOOR LIGHTS AND SOUNDS. SO IF YOU'VE EVER BEEN TO THE GREAT WOLF LODGE, AND YOU'VE GONE DOWN THE BIG SLIDE THAT PLAYS MUSIC YOU KNOW, JUST LIKE THE WATER PARKS. HAVE WE THINK THAT THOSE FEATURES ON THE SLIDES WOULD ALSO BE SOMETHING NEW THAT WOULD KEEP THE MEMBERSHIP VERY HAPPY BECAUSE THEY HAVE SOMETHING. DIFFERENT ADDED TO THEIR OUTDOOR EXPERIENCE AS WELL AS ATTRACT NEW PEOPLE TO COME AND VISIT OUR OUTDOOR POOL THIS SUMMER, AND IT IS A PRETTY GOOD TURN AROUND IT. WE WOULD HOPE THAT WE WOULD BE ABLE TO DO IT BY THIS SUMMER, SO THEY WOULD HAVE SOMETHING NEW TO PARTICIPATE IN. WE'VE NEVER HAD A SIGN ON THE OUTDOOR THE BUILDING. REMEMBER WHEN I WAS WALKING AROUND WHEN MR GRIMES STARTED HIS POSITION, BECAUSE WHERE IS YOUR SIGN? SO WE WERE HOPING THAT MAYBE WE CAN GET SOME SIGN IT OUT THERE SO THAT PEOPLE DRIVING DOWN ELDER DAUGHTER ALMA. THAT WOULD BE ON THAT SIDE OF THE BUILDING WOULD KNOW THAT THAT IS THE APEX CENTER, AND IT IS THE RECREATION FACILITY IN OUR PARKS AND RECREATION DEPARTMENT THERE. IT GAVE THIS BUT. WE HADN'T ANTICIPATED WOULD BE AROUND $200,000. AND IT IS NOT ANY SECRET THAT LANDSCAPING IS SOMETHING WE'VE STRUGGLED WITH. SINCE WE OPENED OUR DOORS AND FEEDBACK FROM THIS BOARD, ACTUALLY WAS THAT WE NEEDED TO DO SOMETHING DIFFERENT. WITH OUR NEW RECREATION SINCE SUPERINTENDENT MARGIE AND HIS TEAM THEY'VE REALLY TOOK A LOOK AND HAVE SOME GREAT IDEAS IN TERMS OF ONE OF THOSE THINGS, MAYBE A LITTLE TROPICAL ATMOSPHERE OUT THERE. IS THERE SOME OF THE PLANTS THAT CURRENTLY DO REALLY WELL IN MCKINNEY AS I WAS A GREEN THUMB, I WOULD TELL YOU WHAT THEY ARE, BUT I'M NOT ONLY THOSE TWO, MARTY AND HIS TEAM TO BE THE EXPERTISE AND SHARING WHAT'S GONNA WORK, BUT IT GIVES YOU AN IDEA THAT SOMETHING THAT WOULD JUST BE A LITTLE MORE INVITING AND ADDRESS THE CHALLENGES WE HAVE WITH THE LANDSCAPE THAT IT CURRENTLY EXISTS OUTSIDE OUR BUILDING. WITH THAT ALL ENTERTAIN ANY QUESTIONS? I THINK YOU ALL FOR YOUR TIME. PUBLIC COMMENTS ON THIS SIDE. WE'RE MOVING ON. THE

M 21 ASHLEY OR IS HE RIGHT OR CONDUCT A PUBLIC HEARING? IT'S GOOD. CONSIDER DISCUSSED ACTING

[Conduct a Public Hearing and Consider/Discuss/Act on a Request Submitted by Habitat for Humanity of Collin County to Extend the Term on the Loan Agreement for Project #20-03 to March 31, 2022 and to Amend the Terms of the Grant Award for Project #20-03 as follows: Funding the Construction of Shade Structure through the Reallocation of the Remaining Funds Previously Awarded for a Concrete Surface for Playground, in the Amount of Thirteen Thousand Five Hundred Seventy and No/100 Dollars ($13,570.00), the Reallocation of the Remaining Funds Previously Awarded for Tree Trimming, in the Amount of One Hundred Fifty and no/100 Dollars, and through an Increase in Funding in the Amount of Twenty-Six Thousand Eighty-Seven and 58/100 Dollars ($26,087.58) for an Aggregate Total Award of Thirty-Nine Thousand Eight Hundred Seven and 58/100 Dollars ($39,807.58); and Funding the Construction of a Community Amenity Center through a Grant Increase in the Amount of Two Hundred Fifty Thousand and No/100 Dollars ($250,000.00) resulting in an Aggregate Total Grant of Five Hundred Thousand and No/100 Dollars ($500,000.00). Aggregate of all Additional Funding Requests equals Two Hundred Eighty-Nine Thousand Eight Hundred Seven and 58/100 Dollars ($289,807.58).]

ON A REQUEST SUBMITTED BY HABITAT FOR HUMANITY OF COLLIN COUNTY TO EXTEND THE TERM ON THE LOAN AGREEMENT FOR PROJECT 20-3 TO MARCH 31ST 2022. INTO IT, MEND THE TERMS OF THE GRANT AWARD FOR PROJECT 20 DASHIELL, FURIOUS, FOLLOWED. ENDING THE CONSTRUCTION OF SHADE STRUCTURE THROUGH THE REALLOCATION AS THE REMAINING FRIENDS PREVIOUSLY AWARDED FOR A CONCRETE SURFACE FOR PLAYGROUND IN THE AMOUNT OF 13,000 POPULAR AND $70. REALLOCATION OF THE REMAINING FANS PREVIOUSLY AWARDED FOR TREE TRIMMING IN THE AMOUNT OF 100. A FEW $1000 DURING INCREASE. ENDING IN THE AMOUNT OF 26,087 FOR AN AGGREGATE TOTAL AWARD. 39,807 $107.58 AND BENDING THE CONSTRUCTION OF COMMUNITY AMENITY CENTER. GRANT INCREASE IN THE AMOUNT OF $250,000 RESULTING IN AN ACCURATE TOTAL GRANT OF $500,000 AGGREGATE OF ALL ADDITIONAL FUNDING REQUEST. EQUALS. 289,000 YEAH. LOT OF WORDS. YES. THANK YOU SO MUCH FOR HAVING ME TODAY. I'M CELESTE COCKS, THE CEO OF HABITAT FOR HUMANITY OF COLLIN COUNTY. AND I WANT THESE TWO GUYS TO INTRODUCE THEMSELVES. THIS IS R. G C AND OUR ARCHITECT ON THE MNT CENTER, SO GO AHEAD. SO AVOID OSBORN WITH NOVEL BUILDERS. MORNING SCOTT STONE WITH CALLOWAY ARCHITECTURE. I KNOW YOU'RE GOING TO HAVE LOTS OF QUESTIONS FOR THEM. AND SO I'M GONNA LET THEM ANSWER THOSE QUESTIONS. THANK YOU SO MUCH. I JUST WANT TO GIVE YOU A QUICK UPDATE YESTERDAY AFTER NINE MONTHS OF WAITING FOR ON PORT TO PUT IN OUR ELECTRICITY IN THE SITE, THEY CAME AND SO IT'S UNDER CONSTRUCTION RIGHT NOW. THAT WAS OUR LAST FRANCHISE UTILITY AS SOON AS THAT'S DONE ALL OF THE INFRASTRUCTURE WILL BE COMPLETE AND WE CAN START BUILDING AND WE ARE READY TO GO FORWARD. VERY RAPIDLY S. OH, THANK YOU FOR AWARDING US THIS GRANT. THIS IS A SUMMARY ON THE LEFT HAND SIDE OF WHAT WAS APPROVED. UM WE HAVE A BALANCE ON SOME OF THESE ITEMS. UM THE CRITICAL HOME REPAIRS WILL BE COMPLETELY EXPENDED IN THIS NEXT MONTH. THAT HAS BEEN HUGE. BENEFIT TO A LOT OF THE PEOPLE IN EAST MCKINNEY THAT NEEDED THOSE HOME REPAIRS, LAND ACQUISITION. WE ARE CURRENTLY UNDER CONTRACT AND WE'RE WAITING FOR THE RESPONSE BACK THAT WE FEEL THAT WE'RE GETTING VERY CLOSE ON THAT ONE ON THAT IS FOR THE PROPERTY ADJACENT TO WHERE WE HAVE ON BUMPUS. 6 11 BUMPUS, THE AMENITY CENTER CONSTRUCTION. WHAT HAPPENED ON THIS ONE? WHEN WE INITIALLY GAVE YOU THE BID ON THAT THAT WAS WITH HABITAT BUILDING IT WITH SHIPPING CONTAINERS AND OUR VOLUNTEER LABOR. AFTER OUR ARCHITECT AND ENGINEER STARTED WITH THE DESIGN PROCESS VERY QUICKLY, THEY SAID. THIS IS NOT GOING TO BE A VERY GOOD TYPE OF CONSTRUCTION BECAUSE ALL OF THE SHIPPING CONTAINERS YOU'RE CUTTING EVERYTHING OUT AND JUST USING THE ENDS, IT WOULD BE WAY MORE BENEFICIAL TO DO STILL CONSTRUCTION GET A G. C THAT'S FAMILIAR WITH COMMERCIAL CONSTRUCTION AND NOT USE VOLUNTEERS. WE FULLY AGREED WITH THEM. BUT BY DOING THAT, OF COURSE, IS GOING TO INCREASE THE COST GOES, IS A VERY DIFFERENT TYPE OF CONSTRUCTION.

AND THAT'S WHY WE BROUGHT ON A VEIL BUILDERS AND CALLAWAY ARCHITECTURE TOO. WE DO THOSE PLANS FOR A STEEL CONSTRUCTION COMMERCIAL BUILDING. THE FOUNDATION ENGINEERING THAT'S PART OF THE ENGINEERING THAT WILL BE GOING THROUGH ALL OF THE CONTAINER HOMES. THE TOWN HOMES, TREE TRIMMING WAY SAVED SOME MONEY THERE. WE'D LIKE TO REALLOCATE IT TO THE CONCRETE SURFACE FOR THE PLAYGROUND. UM AND I HAVE A FEW OF THESE. SO HERE'S THE SHADE STRUCTURE. AND WHAT HAPPENED WAS WE WERE ABLE TO SAVE A WHOLE LOT OF MONEY THAT YOU WERE AWARDED TO US ON THE CONCRETE IF REPORT IT AT THE SAME TIME THAT WE WERE POURING THE INFRASTRUCTURE ON THE ROAD, SO INSTEAD OF 26,000. WE WERE ABLE TO GET IT FOR 8000. SO WE SAVED BUT OUR PLAYGROUND FABRICATOR. JUST LET US KNOW THAT WHILE WE WERE POURING THAT FOUNDATION WE HAD ALSO PUT IN THE COLUMNS BECAUSE THAT WAS PART OF THE CONCRETE STRUCTURE, WHICH WE DID NOT PLAN ON BUILDING THE PLAYGROUND STRUCTURE OR EQUIPMENT UNTIL WE HAD THE HOMES IN THE AMENITY CENTER COMPLETE SO THAT INCREASED OUR COST ON THE PLAYGROUND BECAUSE WE HAD TO PUT IN THE COLUMNS IN THE SHADE STRUCTURE AT THE TIME WE POURED THE CONCRETE, SO WE'RE ASKING FOR AN ADDITIONAL AMOUNT OF 26,000 AND THEN REALLOCATING WHAT WE SAVED ON THE CONCRETE AND WHAT WE SAVED ON TREE TRIMMING TO PAY FOR THEODEN SCHIMMEL MOUNT ON THE SHADE STRUCTURE. ON BEN. THIS IS WHERE WE'LL GET INTO THE AMENITY CENTER. WE'RE ASKING

[02:00:04]

FOR AN ADDITIONAL 250 SO THAT WE CAN BUILD IT AS A COMMERCIAL STRUCTURE WITH A PROFESSIONAL GENERAL CONTRACTOR AND A PROFESSIONAL ARCHITECT THAT WE HAVE HERE TODAY. SUMMARY THE AGGREGATE OF ADDITIONAL FUNDING EQUALS 289,008 0.58 ON DIS IS A PICTURE OF THOSE OF YOU. I THINK ALMOST ALL OF YOU HAVE COME OUT TO TOUR OUR TOWN HOME. OUR MODEL TOWN HOME. IT'S BEAUTIFUL AFTER WE FINALLY FIGURED OUT HOW TO BUILD THESE WERE READY TO MOVE FORWARD.

VERY FAST ON, THEY'RE GOING TO GO UP REAL QUICKLY. SOON AS SOON AS WE GET SIGNED OFF ON THE INFRASTRUCTURE, SO I WANT TO LEAVE SOME TIME FOR YOU TO ASK QUESTIONS OF THEM BECAUSE THEY HAVE THE TECHNICAL KNOWLEDGE ON THAT. AND I JUST WANT TO SAY THANK YOU. THIS PROJECT IS ALMOST GETTING READY TO REALLY START WITH SERVING FAMILIES. WE HAVE THE FIRST SEVEN FAMILIES APPROVED. THEY'RE GOING THROUGH THEIR BUDGETING CLASSES ON DAVE BEEN ABLE TO PICK OUT WHICH UNIT THEY WANT. WE'VE DESIGNED IT SO THAT THE STONE WILL BE UM, NOT TO STONES NEXT TO EACH OTHER, SO THEY WERE ABLE TO PICK OUT STONE AND COLORS TO MATCH SO I'LL LEAVE MY TIME FOR YOU TO ASK THEM QUESTIONS ABOUT THE DETAILS OF AMENITY CENTER. WERE ANYTHING ELSE YOU WANNA ASK ME? NO, I THINK I'M GOOD. DO YOU HAVE A QUESTION ON THE IMMUNITY CENTER? ARE WE WAITING TO PUT THAT IN ONCE YOU STARTED FEELING. OPENING THE HOMES OR WORLD THAT CONSTRUCTION. AWARDED AND FUNDED START PRIOR. TO SO RIGHT NOW, AND I'LL LET THEM ANSWER THIS QUESTION. BUT WE BECAUSE YOU CAN'T GET A RESIDENTIAL PERMIT WHILE YOU'RE NOT SIGNED OFF ON THE INFRASTRUCTURE, THEY CAN GO FORWARD ON COMMERCIAL PERMITTING, AND SO THEY'VE ALREADY BEEN MEETING WITH THE CITY TO GET THE PERMITS, SO HE CAN GIVE YOU THE TIMELINE, BUT THAT'S GOING TO START AS SOON AS WE HAVE FUNDING, FULL FUNDING IN PLACE. WE'VE ALREADY STARTED ON ARCHITECTURE AND ENGINEERING AND EVERYTHING SO LET'S HER ADDRESS THAT FROM FROM OUR PERSPECTIVE, IT'S KIND OF TWO SEPARATE. AH! DEALS WERE JUST WORKING ON THE COMMUNITY CENTER. THAT'S BEEN OUR FOCUS WILL BE WRAPPING UP PERMIT DRAWINGS THIS WEEK FOR SUBMISSION. I HAD TO GET A PERMIT AND GO AHEAD AND START SO WE'RE WORKING INDEPENDENTLY FROM THE RESIDENTS. THANK YOU. I'M HERE IT I THINK I'VE CHANGED MY MIND. SORRY, SO US E. DON'T HAVE ANY PROBLEM WITH. BUT YOUR REQUEST AND I JUST WANT TO UNDERSTAND IT A LITTLE BETTER S O HOME. HOW HAS THE FOOTPRINT OF THE AMENITIES CENTER CHANGE FROM THE ORIGINAL DESIGN TO THIS ONE? IS IT SIGNIFICANTLY LARGER? IS IT ABOUT THE SAME? IT'S JUST BETTER CONSTRUCTED WITHOUT VOLUNTEERS. WHAT AIR THE. MAJOR CHANGES IN THE AMENITIES CENTER DESIGNED SO THE FOOTPRINT HAS STAYED THE SAME BECAUSE THAT'S WHAT WE HAD PUT FORTH WHEN WE DID THE PD. THE PLAN DEVELOPMENT UM, THE DESIGN. LET THE ARCHITECT EXPLAIN THE DIFFERENCES. OF COURSE, IT'S STILL CONSTRUCTION VERSUS SHIPPING CONTAINERS ON BY THE THAT ALONG, LET ME LET HIM TALK. E THINK I'M GOOD. I JUST WANTED TO UNDERSTAND IF THE FOOTPRINT WAS ACTUALLY CHANGING OR IF IT'S JUST WE'RE GOING FROM CONTAINER TO MEDDLE. I'M GOOD ON THAT. AND THEN, UM, THE SHADE STRUCTURE. UM. THAT WASN'T ORIGINALLY ENVISIONED IN THE FIRST PLAN. IS THAT CORRECT? NO, WE WERE GOING TO BUY ALL THE PLAYGROUND EQUIPMENT, THE SHADE STRUCTURE AND THE COLUMNS WHEN WE WERE DOING A FUNDRAISER RIGHT NOW FOR THE EQUIPMENT, AND SO WE WERE GOING TO PAY FOR ALL OF THAT, AT THE SAME TIME AS WE FINISHED OUT THE PLAYGROUND BUT WHEN THE ENGINEER CAME TO US AND SAID, WE HAVE TO PUT THIS THEN WHEN WE POUR THE CONCRETE YOU CAN'T DO IT AFTER THE FACT. AND SO THAT WAS SOMETHING WE JUST WE HAD TO GO FORWARD. AND SO YOU HAD TO USE UP SOME OF THE MONEY INTENDED FOR THE SHADE STRUCTURE ON THE CONCRETE AND OTHER STUFF. AT THAT MOMENT BECAUSE IT HAD TO BE DONE. THEN THERE'S NO WAY ONLY REQUESTED FUNDING FOR THE ENGINEERING AND THE CONCRETE FOR THE PLAYGROUND, NOT FOR THE SHADE STRUCTURE IN THE PREVIOUS APPLICATION. WE KNEW THAT WAS IN THE BID FROM THE BUILT FROM THE PLAYGROUND COMPANY, BUT WE DID NOT HAD NOT PLANNED ON DOING IT IMMEDIATELY. UPFRONT WE WERE GOING TO PUT THE PLAYGROUND AND AFTER WE HAD THE FIRST SIX TOWN HOMES BUILT, AND WE HAD PEOPLE THERE OCCUPYING THE SPACE THAT COULD USE THE PLAYGROUND. THAT MAKES SENSE. REALLY? BUT I TRUST YOU. SO BASICALLY YOU WERE GONNA USE FUNDRAISING FANS. CORRECT HAD TO GO AHEAD AND PAY OUT OF POCKET NOW, CURRO IF THIS IS A REIMBURSING THE RAM ITEM FROM US, YOU'RE GONNA BE ABLE TO PRESENT US WITH A RECEIPT RIGHT NOW. TODAY WE APPROVE IT BECAUSE YOU'VE ALREADY HAD TO PAY FOR IT. ABSOLUTELY, YES.

[02:05:12]

IT'S A GREAT PROJECT, AND CINDY HAD SENT ME SOMETHING EARLIER, HE SAID. OH, IN THE DALLAS BUSINESS GIRL WAS SENT INTO YOU THINK YES, WE'RE DALLAS IS DOING A SIMILAR PROJECT IS DOWN CITY HOUSE CITY SQUARE. NO, IT'S REALLY COOL. YES. THANK YOU, BEN. THANK YOU. PUBLIC COMMENTS ON THIS. ANY OTHER CITIZEN COMMENTS. YOUR COMMENTS. UM. THANK YOU, MADAM

[BOARD OR COMMISSIONER COMMENTS]

CHAIRWOMAN. I. INITIALLY PLANNED TO MAKE COMMENTS TODAY ABOUT JON GAME, SO THANK YOU VERY MUCH FOR RECOGNIZING HIM AT THE BEGINNING THE MEETING IT IS. A WELL DESERVED RECOGNITION.

JOHN OF COURSE. HAS BEEN HERE SO LONG HAD BEEN HERE SINCE THE FORTIES. UM IF NOT THE EARLY FIFTIES. UM INCREDIBLY IMPORTANT TO THE FORMACION GROWTH. AND SUCCESS OF MCKINNEY.

I THINK WE ALL KNOW. JOHN WAS AS A MAYOR, AND IT'S A PUBLIC FIGURE. AZAN ATTORNEY IN CALLING COUNTY. I WONDER IF. EVERYONE UNDERSTANDS WHO HE WAS, IS A MAN AND AS A MENTOR. AS A FRIEND. UM. THERE ARE A NUMBER OF MEN IN THIS TOWN WHO WERE INSTRUMENTAL. IN MY GROWTH AS A CHILD AND. WHO IN SOME WAY OR ANOTHER ARE RESPONSIBLE FOR ME BEING HERE TODAY. UM AND JOHN GAY'S ONE OF THEM. AND IS, UH. HIS MOUNTAIN AND THANK YOU FOR RECOGNIZING HIM. AND, UH, IT'S ALL THANK YOU. ME. YOU MADE A BIG IMPRESSION ON MY LIFE ALSO. DAUGHTER JENNIFER WAS CITY SECRETARY FOR A WHILE. HE WAS AN IMPORTANT MAN TO THE CITY AND SORRY. AND HOPE IT'S HIS FAMILY AND. KNOWS HOW MUCH HE'S APPRECIATE.

INITIATE THOSE MOMENTS IN TIME TO HELP. JUST WANTED TO, COMMENT ON COMMENDING REALLY THE COUNTY AND THE CITY. IF THEIR VACCINATION DISTRIBUTION AND IT WOULD GET A LITTLE UPDATE EARLIER. BUT, UM, WE'VE HEARD AROUND THE STATE. DIFFERENCES IN HOW COUNTIES AND CITIES HAVE HANDLED IT AND AROUND THE NATION, ESPECIALLY TO SOLVE NEW STORY THIS MORNING ABOUT SOME CEM DISASTROUS. PLANS IN SOME OTHER STATES, AND IT'S JUST REFRESHING TO KNOW THAT IT'S BEING HANDLED THE WAY IT IS HERE. AND HAVING SOME PERSONAL EXPERIENCE WITH PEOPLE THAT HAVE BEEN CALLED UP. IT'S THEIR TIME TO GO GET A VACCINATION, AND IT'S JUST A SEAMLESS PROCESS. I'M NOT SAYING IT'S PERFECT. I'M SURE THEIR PICKUPS BUT IT'S NICE TO KNOW THAT IT'S OPERATING. EFFICIENTLY COMPARED TO WHAT WE SEE. SO I THINK THAT'S WORTH MENTIONING. GOING TO RECESS TO EXECUTIVE SESSION IN ACCORDANCE WITH TEXAS GOVERNMENT CODE
