COUNCIL WORK SESSION. THIS IS TUESDAY, FEBRUARY 2ND THE 20,021 YEAR IN COUNCIL CHAMBERS AT 2 22, NORTH TENNESSEE, ST MCKINNEY, TEXAS, AND IT IS ABOUT 30. FOUR IN THE AFTERNOON. OUR FIRST ORDER OF BUSINESS IS PUBLIC COMMENTS ON ANY AGENDA ITEMS. NICE SHOW,

[PUBLIC COMMENTS ON AGENDA ITEMS]

TAMRA JOHNSON. UM NOT. I DON'T HAVE ANY VERY. STATES OF COMMENTS FOR THIS SESSION. IT HAS COME TO MY ATTENTION THAT THERE ARE SOME CONCERNS ABOUT THE KOBE 19 VACCINES AND THE LOCAL DISTRIBUTION. THE DISTRICT. ONE COMMUNITY HAS A CONCENTRATION OF WHAT HAS BEEN DETERMINED BY THE CDC AS THE MOST VULNERABLE CITIZENS TO THE COVA 19 BARRIS. IS THERE CURRENTLY OR CAN THERE BE A SIGHT WITHIN THE BOUNDARIES OF DISTRICT WOULD THAT ESSENTIAL TO EAST MCKINNEY? WHAT DO WE HAVE TO DO TO GET CENTRAL AS LOCATIONS NEAR OR WITHIN EAST MCKINNEY, SOMEPLACE THAT IS CLOSER THAN HOW WE WENT? 21 HARDEN OR EVEN BAYLOR HOSPITAL? DUE TO THE FACT THAT THERE ARE SOME RESIDENTS WHO JUST DON'T FEEL COMFORTABLE GOING OUTSIDE OF THEIR NEIGHBORHOODS AND OTHERS WHO HAVE TRANSPORTATION ISSUES. IF THESE NOTED ISSUES HAVE BEEN RESOLVED, PLEASE SHARE THE RESOLUTION. DETAILS. THANK YOU. SEPTEMBER. THANK YOU. RIGHT THERE. NOBODY THERE'S NOBODY ELSE THAT HAS REGISTERED TO SPEAK, SO WE'LL MOVE TO DISCUSS REGULAR MEETING AGENDA ITEMS. ANYONE HAS ANY QUESTIONS ON ANY OF THE ITEMS? NEVER. ONCE FOR CHIEF KISSNER. THINK HE HEARD. HERE YOU CAN SEE BEHIND BY THE GERMAN. SO SORRY. COFFEE TALKING. OH, NO, NO. YEAH. RICK THAT WE WANT. YES, SIR. JUST CURIOUS. WHAT A TYPICAL RIG LIKE THAT MIGHT HAVE ON. SO THAT IS A GLASS TODAY AND I WAS CURIOUS TO YES, SIR. THAT'S A SPECIAL OPERATIONS APPARATUS. ITS TECHNICAL RESCUE WITH FLASH HAZARDOUS MATERIALS APPARATUS, IT WOULD HAVE SPECIAL. CRIBBING RESCUE POWER EQUIPMENT USED ON THE TECHNICAL RESCUE. WE CAN USE IT FOR THINGS SUCH AS TRAIN FRISKING, CONFINED SPACE RESCUE. IT WOULD HAVE ROPES ON IT, IT WOULD HAVE SWIFTWATER EQUIPMENT WETSUITS, TRACKSUITS THINGS OF THAT NATURE. AND THEN IT WOULD LIKE OUR INTENT IS ALSO TOO OUTFITTED WITH HAZARDOUS MATERIALS RESPONSE CAPABILITY SO IT WOULD HAVE OVER PACK DRUMS. IT WOULD HAVE ROOM DIVING EQUIPMENT, THAT KIND OF THING. YOU VERY MUCH, SIR. AND YES, SIR DANNY TODAY CHIEF, CAN I ASK YOU A QUESTION AS YOU GUYS YOU RESPONDED TO A FIRE ON SUNDAY. YES I UNDERSTAND. THERE WAS MAYBE SOME INJURIES. WE HAVE TWO FIREFIGHTERS RECEIVED MY ELECTRICAL SHOCK YESTERDAY. THEY'RE BOTH DOING OK THERE AT HOME RECOVERING JUST WANTED TO ASK ABOUT THAT. YES. JUST. YOU GUYS PUT YOUR LIVES ON THE LINE AND WAY APPRECIATE THAT. NO WORDS COULD EXPRESS THANK YOU. MM. HAVE A QUESTION FOR MR KOWSKI. JUST, UH. SHOULD PROBABLY KNOW THIS NOW, SO I'LL APOLOGIZE IN ADVANCE FOR THE WORK. IT GAVE THIS BUT HOW MANY ADDITIONAL FIELDS TO ZACK SO BEFORE SOFTBALL FIELDS WERE SOFTBALL FIELDS, MISERY? JUST SORRY. THAT'S ALL I HAD WAS JUST ONE QUICK QUESTION ABOUT THAT. WHAT ELSE HAVE QUESTIONS.

IF NOT, WE'LL MOVE TO OUR. RECESSION FIRST ITEM ON THE WORK SESSION IS TO 10093

[Consider/Discuss the New Code McKinney Initiative (Development Regulations Update), Specifically Related to Tree Preservation]

CONSIDER AND DISCUSS THE NEW CODE. MCKINNEY INITIATIVE DEVELOPMENT REGULATIONS UPDATE SPECIFICALLY RELATED TO TREAT PRESERVATION. FOR HOW ARE YOU? GOOD HOW ARE YOU, MR MAYOR? GOOD AFTERNOON COUNCIL. JENNIFER ARNOLD, DIRECTOR OF PLANNING. I'M HERE TO GIVE A BRIEF INTRODUCTION TO THIS ITEM, AND THEN I'M GONNA TURN IT OVER TO ADAM ANGLE SKIRT. CHIN, WHO IS THE ARBORIST HERE WITH THE CITY? UM BUT JUST A QUICK OVERVIEW OF WHY WE'RE HERE TODAY. AND AS MANY OF YOU KNOW, WE ARE CURRENTLY UNDERWAY WITH AN OVERHAUL TO OUR DEVELOPMENT ORDINANCES. I'M IN MCKINNEY, INCLUDING OUR ZONING ORDINANCE. WE ARE ABOUT TO EMBARK ON THE REVIEW AND POTENTIAL UPDATES FOR THE DEVELOPMENT STANDARDS COMPONENTS OF OUR REGULATIONS.

THESE AIR THINGS LIKE BUILDING HEIGHTS, LANDSCAPING REQUIREMENTS, SETBACKS AND THE LIKE. IN PRIOR TO JUMPING IN ON SOME OF THOSE ITEMS. WE WANTED TO MAKE SURE THAT WE HAD SOME

[00:05:05]

VERY DELIBERATE CONVERSATIONS WITH YOU, THE COUNCIL AND OUR DEVELOPMENT COMMUNITY ON SOME OF THOSE TOPICS THAT MAY NEED SOME SPECIALIZED ATTENTION. AND WE THINK THAT TREE PRESERVATION IS ONE OF THOSE ITEMS. WE KNOW THAT OVER THE LAST COUPLE OF YEARS IT'S BEEN A TOPIC OF DISCUSSION, BOTH PUBLICLY WITH PNC AND THE COUNCIL, AS WELL AS WITH SOME OF OUR MEMBERS OF THE DEVELOPMENT COMMUNITY, SO WE WANTED TO STOP BEFORE WE MOVED FORWARD IN THE CODE OVERHAUL ON AND MAKE SURE THAT WE TALKED A LITTLE BIT ABOUT WHAT OUR CURRENT ORDINANCE REQUIRES. HOW THAT COMPARES A LITTLE BIT, TOO. ARE SISTER CITIES ON GUY ALSO TALK ABOUT SOME OF THE FEEDBACK THAT WE'VE HEARD OVER THE LAST COUPLE OF YEARS, SO WE'RE REALLY LOOKING AT THIS IS SORT OF AN EDUCATIONAL PRESENTATION FOR YOU ALL BUT ALSO WE WANT TO MAKE SURE THAT WE'RE ENGAGING IN A DIALOGUE ON THINGS THAT YOU MIGHT HAVE HEARD OVER THE YEARS, THINGS THAT MIGHT MATTER TO YOU OR FOR US TO REALLY TAKE NOTE OF AS WE START WORK WITH OUR CONSULTANT ON POTENTIAL IMPROVEMENTS FOR THE ORDINANCE. SO WITH THAT, I'M GOING TO TURN IT OVER TO ADAM. LET HIM INTRODUCE HIMSELF AND THEN KIND OF WALK THROUGH OUR EXISTING SET UP FOR TREAT BREAST. HELLO, EVERYONE. NAME'S ADAM INGLESE CORRECTION. THE ARBORS FOR CLAIMS DEPARTMENT. I AM A CERTIFIED ARBORIST WITH THE INTERNATIONAL SOCIETY OF BOER CULTURE. I AM ALSO A CERTIFIED YOU TILL THE SPECIALIST ARBORISTS WITH THE I SAY, AS WELL AS A TREE RISK ASSESSMENT CALLED FIND. PERSONNEL SO THAT'S A LITTLE BIT ABOUT ME. LET'S DIG INTO IT. SO TREAT PRESERVATION. WHAT IS IT? WHAT'S THE POINT? PRESERVATION FOR THE CITY MCKINNEY. IS YOU KNOW? WE'RE DEEP ROOTED WITH TREES IN OUR RELATIONSHIP AND MCKINNEY.

THERE'S TREES EVERYWHERE. SO IT IS TO PROMOTE TREE PRESERVATION THROUGHOUT THE CITY, WHETHER YOU'RE A RESIDENT OWNING A SINGLE FAMILY LOT YOU'RE A DEVELOPER THAT'S COMING IN TOW.

PUT MORE TREASON OR YOUR CURRENT COMMERCIAL OWNER AND YOU HAVE A DEVELOPMENT THAT YOU MAINTAIN. SO. WHAT'S ALL INCLUDE ENTRY PRESERVATION. FREE PERMITS. TREE SURVEY TREE PRESERVATION PLANS MEDICATION REQUIREMENTS AND TRUE PROTECTION REQUIREMENTS. SO IT'S A LITTLE BIT OF AH DIAGRAM THAT WE DID TO HELP YOU DECIDE WHETHER OR NOT YOU NEED TO RE PERMIT WHETHER YOUR COMMERCIAL OR RESIDENTIAL TO HELP FOLKS OUT. THERE'S A LOT OF TECHNICAL DATA WITHIN OUR TREE PRESERVATION ORDINANCE. AND SO WE KIND OF JUST BROKE IT DOWN TOE. HELP OUT WITH THAT. ALSO MORE TECHNICAL DATA. WHEN DO YOU NEED TO SUBMIT? THIS CHARGE IS KIND OF HELPS THROUGH THE PROCESS, KNOWING WHEN YOU NEED TO SUBMIT FOR YOUR TREE SURVEY.

AND TREE PRESERVATION DOCUMENTS. SO CURRENTLY SERVING REQUIREMENTS. WHAT ARE THEY, ALL TREES THAT ARE SIX INCHES OF GREATER ON THE PROPERTY NEEDED BE SURVEYED. WE DO OFFER SOME CURRENT REDUCTIONS LIKE NO DISTURBANCE ZONE, IF YOU KNOW THAT YOU'RE GONNA BE FAR OUT OF YOUR CONSTRUCTION LIMITS, AND YOU DON'T NEED TO TOUCH THOSE TREES. WE COULD DO A NO DISTURBANCE ZONE WHERE YOU DON'T HAVE TO SURVEY IN THAT AREA, WITH THE EXCEPTION OF THE 1ST 10 FT IF YOU ARE UP AGAINST A LIMITS OF CONSTRUCTION LINE, JUST IN CASE THE LIMITS OF CONSTRUCTION NEEDS TO MOVE THROUGHOUT THE PROCESS. THEN WE ALSO HAVE A AERIAL SURVEY THAT YOU CAN DO. IT'S FOR LARGE SCALE PROJECTS. YOU TAKEN AREA, ARIEL, YOU SCALE IT SHOWS TWO TREES AND THEN WE MARK OUT THE EXEMPTION AREAS AND MARK OUT THE NOTICE DORMANT SERIOUS AND THEN WE CAN SEE WHERE YOU ACTUALLY NEED TO SURVEY. THIS IS JUST AN EXAMPLE OF APPROVED TREE SURVEY THAT WE'VE TAKEN IN SHOWS YOU ALL THE TREES IN THE AREA. CREAKS, HOMES, THINGS LIKE THAT. UNDER THE CURRENT TREE PRESERVATION REQUIREMENTS, SO BIG THING TO REMEMBER HERE NEW DEVELOPMENT PROJECTS. THERE'S THE PERIMETER TREE ZONE, WHERE QUALITY TREES ARE SIX ANSWER GREATER WITHIN A BOUNDARY LINE OF A RESIDENTIAL. DEVELOPMENT OR PROPOSED. YOU HAVE A LITTLE BIT EXTRA CUSHION. SO YOU HAVE A 15 FT BUFFER ZONE WHERE YOU HAVE TO PRESERVE ALL TREES THAT ARE SIX INCIDENT. GREATER QUALITY TREES. I SHOULD CLARIFY. WE DO HAVE SOME RESTRICTIONS IN THE FLOODPLAIN. YOU HAVE TO PRESERVE 70% OF ALL SIX CENTS. QUALITY TREES WITHIN THE FLOOD, PLAIN AND THEN SPECIMEN TREES. THOSE ARE OUR HERITAGE TREATS THOSE LARGE TREES THAT TOOK TIME THAT 42 INCHES OR GREATER. WAS COVER ALL SPECIES OF TREES. THERE'S NOT A QUALITY TREELESS AT THAT POINT, IT'S ALL SPECIES ARE PROTECTED WITH CITY MCKINNEY.

THEN EXISTING RESIDENTIAL TREE REQUIREMENTS. DON'T START TILL YOU'RE 27 INCHES IN DIAMETER.

CURRENT TREE PRESERVATION EXEMPTION, SO I TALKED ABOUT EARLIER WITH THAT NO DISTURBANCE AREA, BUT WE ALSO HAVE EXEMPTIONS WERE MITIGATION WOULDN'T APPLY. AND THAT'S IF YOU'RE GOING TO SOME OF THE BIG ONES ARE YOUR BUILDING PAD CONSTRUCTING RIGHT AWAY? SEE WHAT'S ANOTHER GOOD ONE, YOU KNOW, INSTALLING UTILITIES, THINGS LIKE THAT. THAT'S STRICTLY JUST MEDICATION, SO IT EXEMPTS YOU FROM MITIGATION. HERE'S AN EXAMPLE OF AN

[00:10:02]

APPROVED TREAT PRESERVATION PLAN, SO YOU'LL SEE THAT THEY DISTINGUISH BETWEEN THE TREES THAT ARE BEING PRESERVED IN GREEN AND THEN THE TREES THAT ARE BEING REMOVED WITH THE RED AXES. YOU MIGHT NOTICE THE BLUE CIRCLE UP THERE. THEY NOTED THAT THEY HAD A SPECIMEN TREE ON THE PROPERTY. AND THEN THEY SHOW THEIR TREE PRESERVATION. FENCING IS KIND OF HARD TO SEE.

YOU CAN SEE THE LITTLE ORANGE LINES WITH THE SQUARES. THAT'S THEIR TRUE PROTECTION FENCING.

AND THEN WITH THE TREE PRESERVATION PLAN TO SURVEY WE GET THE DATA, SO IT GIVES US ALL THE INFORMATION THAT IS CORRELATED WITH THE PICTURES. WE TALKED ABOUT MEDICATION. ARE TOUCHED ON A LITTLE BIT EARLIER. SO WHAT IS MITIGATION? SO IF YOU REMOVE A QUALITY TREE IN MCKINNEY THAT SIX INCHES OF GREATER. AND IT DOES NOT MEAN EXEMPTION OR THE TREES 42 INCHES IN THE GREATER IN SIZE. MITIGATION COULD HAVE LIED. SO, UM. QUICK LITTLE RUN THROUGH.

I'VE GOT A LITTLE DIAGRAM UP THERE IF YOU REMOVED A. 15 INCH QUALITY TREAT. IT DIDN'T MEET ANY EXEMPTIONS. YOU WOULD TAKE THE MINIMUM CALIBER REPLACEMENT OF FOUR INCHES AND THEN YOU DIVIDE IT. AND THEN YOU WOULD GET 3.75 CAN'T REPLACE WITH, YOU KNOW PARTIAL TREES, SO WE ROLL UP TO AROUND UP TO THE CLOSEST TREE, WHICH WOULD BE FOUR. AND SAY YOU DIDN'T WANT TO REPLACE ON YOUR LOT OR YOU COULDN'T REPLACE ON YOUR LOCKED ABOUT YOU KIND OF SET IT UP TO WHERE YOU DIDN'T HAVE ROOM FOR EXTRA TREES. THE CITY HAS A FUN CALLED THE TREE REFORESTATION FUND. IT'S WHERE IF YOU CAN'T REPLACE ON YOUR LOT, AND YOU WANT TO PAY INTO THE CITY'S FUND, THE CITY WILL PLANT THOSE TREES THROUGHOUT THE PARKS RIGHT AWAY AREAS LIKE MEDIANS, AND WE TAKE THAT MONEY. WE HAVE TO SPEND IT WITH HIM THREE YEARS, BUT WE BASICALLY REPLANT THE CANOPY THROUGHOUT THE CITY'S PROPERTY. CURRENT TREE PROTECTION REQUIREMENTS. ALL TRUE PROTECTION GOES TO THE DRIP LINE OF THE TREE WITH APPROVED PROTECTION, WHETHER MOST OF TIME IS USUALLY THE VINYL ORANGE CONSTRUCTION FENCING WITH T POSTS. IT'LL EXTEND OUT TO THE DRIP LINE, AND THAT'S THE TRUTH PROTECTION ZONE. NO CONSTRUCTION CAN OCCUR WITHIN THE TREE PROTECTION ZONE. ONE OF THE BIG THINGS THAT I WANT TO TALK ABOUT HIS COMPARISONS. HOW DO WE COMPARE TO OTHER SISTER CITIES AND OTHER CITIES IN THE AREA? UM, SEE MCKINNEY. THEY'RE ON THE FAR LEFT WEEK I COMPARED WITH FRISCO, PLANO, ALAN SOUTHLAKE, AND COME HELP. MOST OF THEM WITH THE EXCEPTION OF PLANO, DO SIX INSECURE GREATER SO ALL TREES. SIX SENSOR GREATER FOR MCKINNEY, FRISCO, ALAN SOUTHLAKE AND COMPEL YOU'RE REQUIRED TO SURVEY NO STARTS AT EIGHT INCHES IN GREATER. MOST OF THE DATA IS THE SAME SPECIES SIZE THINGS OF THAT NATURE. SOME OF THEM. SOME CITIES DO OFFER SOME REDUCTIONS, MCKINNEY OFFERS THE NO DISTURBANCE AREAS. FRISCO OFFERS A NO DISTURBANCE AREA IN THE AERIAL MAPS SIMILAR TO US WHY NO. ONE ALAN DO NOT OFFER ANY SERVE AVERY REDUCTIONS SOUTH LIKE DOES A AERIAL OVER THAT'S APPROVED, THERE HAS TO BE APPROVED BY THEM FIRST AND THEN COMPEL.

DOES YOU KNOW 50 FT OUTSIDE THE LIMITS OF CONSTRUCTION? YOU DON'T YOU COULD DO A NO DISTURBANCE, SOMETHING ESSENTIALLY. SO THAT WAS A SURVEY REQUIREMENTS. WE'RE GONNA TALK A LITTLE BIT ABOUT THE TREE PRESERVATION REQUIREMENTS IN COMPARISON TO OTHER CITIES. UM SO PROTECTED SPECIES TREES. MCKINNEY HAS A SPECIFIC LIST. WE HAVE THEIR QUALITY TREATMENTS. THOSE AIR THE TREES THAT ARE PROTECTED. CITY OF FRISCO WAS ALL TREES UNLESS IT'S ON THE LIST THAT THEY SAY IS NOT PROTECTED. FOR EXAMPLE, FRISCO'S GOT LIKE HACK BERRIES. SIBERIAN OWNS COTTONWOODS. THINGS LIKE THAT ON THE LIST. SO YOU KNOW WHAT THOSE TREES DON'T HAVE TO BE. SPECIFICALLY PROTECTED UNLESS THEY GET TO A LARGER TREE. I KNOW IS ALL SPECIES UNLESS IT'S ON A NON PROTECTED LIST. AND THEN ALLEN IS ALL SPECIES ENTIRELY. SAME WITH SOUTH LAKE AND THEN COMPEL, DOES THEY ALL SPECIES? ARE PROTECTED ONCE THEY'RE ABOVE 10 INCHES. MEDICATION REQUIREMENTS. MOST OF THEM ARE PRETTY MUCH THE SAME. THROUGHOUT ITS MOST BASED ON EITHER EITHER DO IN SPRINTS OR THEY DO OUR PERCENTAGE RANGE. WHERE IF YOU REMOVE A TREE YOU WOULD REPLACE WITH THAT MANY INCHES THAT YOU REMOVED. FRISCO DOES THE PERCENTAGE WHERE YOU TAKE A PERCENTAGE OF THE TOLD TREES REMOVED AND YOU APPLY IT AND THEN THAT'S HOW MANY THEIRS IS. ABOUT THEY'RE PRETTY MUCH THE ONLY ONE THAT'S DIFFERENT FROM ALL THOSE. AND THEN MCKINNEY OFFERS. WE HAVE WIDE RANGE OF EXEMPTIONS. FRISCO HAS A FEW EXEMPTIONS WERE LIKE UTILITY AND RIGHT AWAY, SAME WITH PLANO. I DIDN'T PLAN ON THOSE PADS, PARKING AND GRADING. ALAN DOES RIGHT AWAYS SOUTH LIKE ONLY DOES UTILITIES AND COMPEL DOES A LITTLE BIT MORE LIKE YOU'RE RIGHT AWAYS UTILITIES AND THEN LIGHT INDUSTRIAL ZONING. UM. BUILDING FOOTPRINT AREA. ONE THING I WANT TO POINT OUT IS SITTING MCKINNEY HAS THE MOST EXEMPTIONS OUT OF ALL OF THE CITIES THAT I COMPARED TO.

[00:15:01]

SO WHEN I TURNED BACK OVER TO JENNIFER, SHE'S GONNA TALK A LITTLE BIT MORE ABOUT THE CODE ASSESSMENT TALK AND WHAT WE'VE HEARD, AND THEN I'LL BE BACK UP AFTER A LITTLE BIT. REFERENCE.

RIGHT. SO I REALIZED WHILE I WAS SITTING IN THE BACK THAT THAT GREEN COLOR LOOKED GREAT AND DRAFT MODE, BUT UP THERE, IT'S KIND OF HARD TO SEE. SO I APOLOGIZE FOR THAT. BUT WHAT ADAM WALKED THROUGH, REALLY AT A HIGH LEVEL. IN TERMS OF OUR ORDINANCE. REALLY WHAT THE CITY MCKINNEY STREET PRESERVATION ORDINANCE REQUIRES IS HEY, DEVELOPMENT. OUR DEVELOPMENT COMMUNITY NEEDS YOU TO SERVE OUT YOUR SIGHT FOR TREES IF YOU WANT TO DEVELOP BUT YOU'VE SURVEYED THAT SITE WE ASK FOR PLAN THAT SAYS, HEY, HERE, THE TREES THAT WE'VE GOT ON SITE HERE, THE ONES THAT WE WANT TO REMOVE, AND THEN WE GET TO DETERMINE WHETHER OR NOT THE TREES THAT ARE BEING REMOVED REQUIRE THAT MEDICATION THAT THAT ADAM WAS TALKING ABOUT. SO ALL OF OUR SISTER CITIES HAVE, YOU KNOW SOME FORM OF TREE PRESERVATION AND MCKINNEY? THAT'S SORT OF HOW OURS WORKS. SOME OF THE THINGS THAT WE'VE HEARD THROUGH OUR OUTREACH EFFORTS WITH THE CODE OVERHAUL PROJECT, THE NEW CODE MCKINNEY PROJECT OR APPEAR ON THE SCREEN, SO WE DO GET SOME QUESTIONS FROM DEVELOPMENT COMMUNITY FROM TIME TO TIME ABOUT WHETHER OR NOT OUR PRESERVATION REQUIREMENTS OR A MITIGATION REQUIREMENTS ARE TOO STRICT. A LOT OF TIMES WE HEAR FEEDBACK ABOUT HEY, I'VE GOT A REALLY LARGE TRACT AND TO BE ABLE TO SURVEY THAT ENTIRE TRACT OF PROPERTY. TO SEE WHAT TREES AROUND THE PROPERTY IS COSTLY ON BITS, YOU KNOW OVERLY BURDENSOME AT TIMES, ESPECIALLY KNOWING THAT WE HAVE SUCH A LONG LIST OF EXEMPTIONS, WHICH IS WHAT ADAM WALKS THROUGH, RIGHT? WAS BUILDING PAD SITES WHERE YOUR PARKING LOT IS GOING TO GO IF YOU'VE GOT RIGHT AWAY DEDICATION. ALL OF THOSE TREES ARE ELIGIBLE TO BE REMOVED WITH NO PENALTY AND SO A LOT OF TIMES WE GET QUESTIONS ABOUT WHY DO I HAVE TO SURVEY THOSE? SO THOSE ARE SOME OF THE THINGS THAT WE'RE TAKING WITH US AS WE START WORKING WITH OUR CODE OVERHAUL TEAM TO SEE IF THERE ARE SOME ACCOMMODATIONS OR MODIFICATIONS THAT COULD BE WRAPPED INTO THIS CODE CHANGE. THAT HELPED TO ADDRESS SOME OF THOSE ISSUES. I THINK WHAT WE'RE ASKING FOR CURRENTLY IS DEFINITELY SOMETHING THAT WE UNDERSTAND WHY WE'RE ASKING FOR IT. BUT IS THERE A WAY FOR US TO MODIFY THOSE REQUIREMENTS SO THAT WE'RE GETTING THE INFORMATION THAT WE NEED? MAYBE IN A DIFFERENT WAY OR A DIFFERENT FORM. I THINK ADAM SHOWED EARLIER. THE TIMING OF WHEN THOSE TREE SURVEYS ARE REQUIRED. THAT'S DEFINITELY AN OPPORTUNITY FOR US TO LOOK AT RIGHT NOW. THIS TREE SURVEYS ARE REQUIRED AT THE FRONT END OF THE DEVELOPMENT PROCESS. UM AND A LOT OF TIMES THE FRONT END OF THE DEVELOPMENT PROCESS FOR A DEVELOPER IS A DUE DILIGENCE PHASE OR MAYBE A PORTION IN THE PROCESS WHERE THEY'RE NOT EXACTLY SURE HOW IT'S GOING TO MAKE AND SO THAT LEVEL OF INVESTMENT IN TIME. THAT EARLY ON IN THE PROCESS CAN SOMETIMES BE TROUBLESOME TO THEM. SO WHAT WE PUT UP HERE IS JUST SOME JUMPING OFF POINTS OF THINGS THAT WE'VE TALKED ABOUT INTERNALLY AND WITH SOME OF OUR MEMBERS OF THE DEVELOPMENT COMMITTEE COMMUNITY. UM TO SAY AS WE LOOK INTO POTENTIAL IMPROVEMENTS TO THE ORDINANCE, HERE'S SOME THINGS THAT WE COULD LOOK AT. WE COULD OBVIOUSLY LOOK AT UPDATING OUR QUALITY TREE LIST TO MAKE SURE THAT IT'S RELEVANT IN TODAY'S MARKET AND THAT WE'RE ASKING YOU TO PRESERVE OR MITIGATE FIR TREES THAT ARE TRULY QUALITY AND MCKINNEY TODAY. COULD WE LOOK AT HOW WE RESTRUCTURE OR REWRITE PORTIONS OF THAT TREE PRESERVATION ORDINANCE TO MAKE SURE THAT IT'S CLEAR AND CONCISE, THAT TREE MITIGATION RATIO, THE WONDER ONE OR 321 CAN SOMETIMES GET CLUNKY WHEN WE'RE ADMINISTERING THAT, SO WE THINK THAT THERE'S DEFINITELY OPPORTUNITY TO IMPROVE THAT.

ARE THERE ANY MODIFICATIONS TO THOSE MITIGATION REQUIREMENTS? SO THAT TABLE THAT ADAM SHOWED WHERE WE REQUIRE REPLACEMENT TREES ON THOSE CERTAIN RATIOS, MAKING SURE THAT WE'RE IN ALIGNMENT WITH OUR SISTER CITIES WILL DEFINITELY BE SOMETHING THAT'S ON THE TABLE.

AND THEN ULTIMATELY, THE TREE SURVEY REQUIREMENTS WHEN IN THE PROCESS SHOULD WE BE REQUIRING THOSE? IS THERE A DIFFERENT WAY IN WHICH WE CAN GATHER THAT SURVEY INFORMATION WITHOUT REQUIRING THAT FULL SURVEY OF THE SITE? IS THERE A SAMPLE SURVEY THAT COULD BE USED? COULD WE LEVERAGE THAT AERIAL SURVEY SURVEY OPTION IN A DIFFERENT WAY TO HELP EASE SOME OF THE FRUSTRATION THAT WE'VE HEARD OVER THE YEARS ABOUT THE SURVEY REQUIREMENTS MAKING ME SO WHAT I WANTED TO DO WITH THE COUNCIL TONIGHT. OBVIOUSLY WE'VE GOT OUR SUBJECT MATTER EXPERT HERE AND ADAM. HE'S QUITE KNOWLEDGEABLE ON THE ON THE TOPIC OF TREES, AND HE DEFINITELY HAS A LOVE. FOR TREES HERE IN MCKINNEY. WE WANT TO MAKE SURE THAT WE GIVEN OPPORTUNITY FOR YOU IS THE COUNCIL TO HIT IN ON ANYTHING THAT WE MAY BE MISSING.

ANYTHING THAT YOU KNOW IS IMPORTANT TO YOU AS WE JUMP INTO THIS BECAUSE THIS IS ONE OF THOSE ITEMS WHERE WE KNOW WE WANT TO TRY AND GET IT RIGHT OUT OF THE GATES, AND WE WANT TO FOCUS ON THE THINGS THAT ARE IMPORTANT TO THE CITY ON. NOT JUST, YOU KNOW SOME GENERIC STANDARDS THAT WE MIGHT BE ABLE TO WORK UP WITH OUR CONSULTING FIRM. SO WITH THAT, I'M GONNA STOP TALKING. ADAM AND I ARE HERE AND ANSWER ANY QUESTIONS AND WE WOULD LOVE TO RECEIVE SOME EARLY FEEDBACK FROM YOU ON WHERE WE THINK WE'RE GOING. START THE DISCUSSION. UM ONE.

GREAT THANK YOU FOR BRINGING THIS AND IN MY BUSINESS. OF COURSE I KNOW THAT. THE HARDSHIP THAT THERE IS ALSO CERTAINLY UNDERSTAND AND RESPECT THE IMPORTANCE OF TREES

[00:20:03]

AND WHAT THAT CONTRIBUTES TO THE COMMUNITY. I LOVE THE AERIAL OPTION. I WONDER, AND I DO REALIZE THAT THIS IS NOT PRACTICAL WHEN YOU'RE TALKING ABOUT. THE DEVELOPMENT OF A LOT OF HOMES. BUT WHEN YOU'RE TALKING ABOUT SINGLE STRUCTURES OR SEVERAL STRUCTURES WITH THEIR BE ANY MERIT TO CONSIDERING ALLOWING THE SURVEY TO BE DONE OF THE ACTUAL STRUCTURE THAT'S GOING TO BE BUILT. AS A BUILDER DEVELOPER. WE'RE GOING TO DO THAT, ANYWAY, AND BY IDENTIFYING AND SURVEYING THAT THAT THAT ALLOWS US TO IMMEDIATELY IDENTIFY EXACTLY WHAT TREES ARE IMPACTED. ON BILL TO SUBMIT BASED ON THAT, AND AGAIN, I THIS IS OFF THE TOP OF MY HEAD, BUT I KNOW THAT THAT'S A SURVEY EXPENSE THAT EVERYONE INCURS ALREADY. IT CERTAINLY IDENTIFIES THE ACTUAL ZONE VERY SPECIFICALLY VERSUS A, YOU KNOW, ESTIMATED ZONE. IS THERE ANY MERIT TO THAT GUY? BUT I THINK WE CONDEMN. THERE'S NOTHING THAT'S OFF THE TABLE RIGHT NOW. SO I THINK LOOKING AT THAT WITH OUR CURRENT ORDINANCE, WHAT THAT MIGHT MEAN. I THINK WE WOULD DEFINITELY TAKE THAT BACK AND PUT THAT IN THE POT THAT WE'RE LOOKING AT AND HOW IT WOULD WORK. HAVE QUESTIONED IN THE PREVIOUS TREE SURVEY REQUIREMENTS TO SOUTH LAKE IT SAYS SURVEY REDUCTIONS, SAYS AN AERIAL OVERLAY WHAT IS THAT? EXPLAIN WHAT THAT IS? I'LL TURN THAT ONE OVER TO ADAM. IT'S SIMILAR TO WHAT WE HAVE WHERE YOU CAN TAKE THE AERIAL OF A LARGE WEEK. ARSES SPECIFICALLY BASED FOR LARGE PROJECTS THAT ARE HEAVILY WOODED. I DIDN'T CONTACT THEM. I JUST PULLED INFORMATION FROM THE ORDINANCE, SO I DIDN'T GET INTO TOO MANY DETAILS OF HOW SOUTH LIKE DOES IT. BUT THE ONE THAT WE HAVE IS YOU TAKE AN AERIAL AND YOU SCALE IT TO YOUR DEVELOPMENT PLAN, AND THEN YOU OVERLAY IT. AND THEN THAT'S WHERE I WAS TALKING ABOUT WHERE WE COULD CIRCLE. PARTICULAR AREAS, FOR EXAMPLE. RIGHT AND THOSE OF THE TREES THAT YOU KNOW, RIGHT? I UNDERSTAND THAT IT DOES THAT. SO IF THIS IF THIS AREA IS, YOU KNOW YOU DO OVERLAY, AND HERE'S THE DEVELOPMENT. YOU HAVE TO SURVEY ALL THE TREES THAT ARE IN THE DEVELOPMENT AREA AND THE BASICALLY KIND OF MY RIGHT THEY HAVE TOE WIPE OUT BECAUSE THAT'S WHERE THE BUILDINGS AS WITH ROADS AND STUFF LIKE THAT. ARE WE GOING TO STILL HAVE OR DO WE STILL MAKING PEOPLE SURVEY THOSE? EVEN THOUGH WE'RE TELLING THEY GET TO TEAR IT OUT CURRENTLY, YES, ALL TREES ON THE PROPERTY HAVE TO BE SURVEYED. THAT'S ONE OF THINGS THAT WE'RE LOOKING INTO. HOW COULD WE MODIFY THAT, ARIEL? PROJECT THAT WE HAVE THAT COULD MAYBE APPLY TO ACROSS PROJECT IS KIND OF WHAT MR MAYOR WAS TALKING ABOUT. HOW IS IF HE KNOWS THE BUILDING'S GONNA BE THERE? AND SO THAT'S SOME OF THE THINGS WE'RE TAKING IN CONSIDERATION OF KNOWING ONE OF THE STRUGGLES THAT. THEY'RE NOT REALLY A STRUGGLE. ONE OF THE THINGS THAT WE NOTICES WHAT ABOUT THOSE HERITAGE TREES? THOSE SPECIMEN TREES IF WE DON'T SERVE A THOSE AREAS THAT COULD BE A DOWNFALL, WHERE WE MIGHT LOSE SOME OF THOSE LARGER TREES, BUT IT'S TRYING TO FIND THE BALANCE OF. THAT AND THAT'S SOMETHING THAT WE'RE LOOKING INTO TO SEE WHAT IMPACTS AND BUT ALSO, WHAT ARE THE BENEFITS? I THINK THAT I MEAN THAT TYPICALLY THE HERITAGE TREES AIR. REALLY EASY TO IDENTIFY BECAUSE THEY'RE JUST A BIG MASSIVE TREES. AND BUT I WOULD BE IN FAVOR OF SOMETHING LIKE THAT, TO BE ABLE TO HELP THE DEVELOPER BY RIGHT WE HAVE.

WE'RE GONNA CLEAR THIS AREA ANYWAY. EXACTED TO SURVEY EVERY SIX INCH TREE. SPILLING SOMETIMES HUNDREDS OF THOUSANDS OF DOLLARS UNNECESSARILY, BUT IT SATISFIES WHATEVER I MEAN.

YEAH, AND I THINK YOU'RE HITTING ON A POINT THAT WE'VE DEFINITELY DISCUSSED QUITE A BIT INTERNALLY AND THROUGH THE DEVELOPMENT COMMUNITY AS WELL. SO THE WAY OUR TREE SURVEY REQUIREMENTS WORK TODAY, WE'RE GETTING A 100% PICTURE OF THE TREES ON A SITE. WHICH IS GREAT INFORMATION FOR US. I ALWAYS TALK TO ADAM ABOUT THE PLATINUM LEVEL, LIKE OUR TREE SURVEYS ARE GIVING US THE PLATINUM LEVEL DATA AND SO IS THERE, YOU KNOW, A GOLD STANDARD OR GOLD PLUS STANDARD WHERE WE CAN GET NO. CLOSE TO IT. YOU KNOW THAT 100% WITHOUT REQUIRING THAT FOOL'S SURVEY SO WHETHER IT'S A YOU DO A SAMPLE. YOU KNOW YOU YOU HAVE THEM SURVEY, YOU KNOW THREE DIFFERENT SAMPLE AREAS, SMALL AREAS OF THE SITE AND THAT BECOMES A REPRESENTATIVE SURVEY OF THE TREES THAT MIGHT NEED TO BE MITIGATED WITHOUT HAVING TO DO THE FULL PROPERTY.

THINK THOSE ARE SOME OF THE POTENTIAL RELIEF MECHANISMS OR CHANGES. THAT WE'VE TALKED ABOUT QUITE A BIT, BUT WE RECOGNIZE THAT THE TREE SURVEY WHERE IT HAPPENS IN THE PROCESS AND THE PLATINUM LEVEL SURVEY THAT WE'RE ASKING FOR TODAY IS REALLY WHERE THE PINCH POINT IS, WE THINK THAT'S REALLY WHERE THE BIG OPPORTUNITY FOR IMPROVEMENT IS ON TREE PRESERVATION WHEN WE REALLY LOOKED AT THE MITIGATION REQUIREMENTS THAT WE HAVE ON THE EXEMPTIONS THAT WE HAVE REALLY ARE PRETTY PRETTY WELL IN ALIGNMENT WITH OUR SISTER CITIES AND SOME OTHER COMPARABLE CITIES, SO OUR FOCUS IS REALLY GOING TO HONE IN ON THAT SURVEY. AND HOW DO WE MODIFY THAT SURVEY REQUIREMENT SO THAT WE'RE STILL GETTING THE

[00:25:01]

PICTURE THAT WE NEED ON THE CITY SIDE, BUT WE'RE MORE BALANCED WITH WHAT'S ACTUALLY HAPPENING ON THE GROUND AND HOW THAT'S IMPACTING A DEVELOPMENT SITE. THROUGH THEIR DEVELOPMENT PHASE. OKAY, I HAVE A BOAT OR A TREE ON MY PROPERTY IN THE ELDORADO AREA. THAT'S ABOUT 45 INCHES IN DIAMETER. SO MY WAY SHARE IT ON. NEIGHBOR AND I, BASICALLY IT'S BIG ENOUGH TO WORK SOME KIND OF ARE BOTH OUR PROPERTIES. HEY, WANTS TO TEAR IT DOWN. BUT FROM WHAT YOU SAID YOU CAN CORRECT. SO THIS WHERE THIS HANDY DANDY CHART COMES INTO PLAY. S O. YOU HAVE TO COME IN AND GET A TREE'S PERMIT, AND ADAM WOULD HAVE TO EVALUATE IF IT'S TRUE IF IT MEETS THAT REQUIREMENT OF A HERITAGE TREE. HE WOULD HAVE TO EVALUATE THE PROS AND CONS OF TEARING THAT DOWN AND SOME OF THOSE PROS AND CONS ARE HAVE TO DO WITH THE TREES. HEALTH IS IT CAUSING A ROOTING ISSUE WITH THE FOUNDATIONS OF PROPERTIES? AND THEN ULTIMATELY HE'S GONNA HAVE TO MAKE A CALL IS CRAP ON MY YEAH. IS IT CAUSING PROBLEMS FOR YOUR CARS? HE'S GONNA EVALUATE THAT HE'S ULTIMATELY GONNA MAKE A RECOMMENDATION AND I'M I'M GOING TO SPEAK SWORD TREE SURVEY BASICALLY SAYS A PRIVATE CITIZEN CANNOT REMOVE A CERTAIN KIND OF TREE. BASED ON THE SIZE, SO IF YOU'RE ON AN EXISTING RED IF IT'S AN EXISTING TREE ON AN EXISTING RESIDENTIAL LOT, YOU ARE FREE TO TAKE DOWN ANYTHING THAT IS UNDER 27 INCHES. AND YOU DON'T EVEN I DON'T THINK YOU NEED A BE YOU HIT THAT 27 INCH MARK, WHICH IS A PRETTY SIZABLE TREE, YOU WOULD HAVE TO COME IN AND GET A TREE PERMIT THROUGH ADAM ON DEF YOU WERE OVER 42 INCHES OR GREATER. NOW YOU'VE HIT THAT SPECIMEN OR HERITAGE TREE. CLASSIFICATION WHERE WE REALLY START TO SAY OKAY. WHAT WHAT ARE THE IMPACTS OF TAKING THIS TREE DOWN? DOESN'T MEAN YOU CAN'T DO IT. IT JUST MEANS THAT YOU'RE ULTIMATELY GONNA HAVE TO GET APPROVAL FROM ADAM OUTSIDE OF JUST YOUR BY RIGHT ABILITY TO TAKE IT DOWN IF IT'S UNDER THAT CERTAIN SIZE. RIGHT? YOU MENTIONED A TREE. SERIOUS REFORESTATION ACCOUNT. UM, HOW MUCH IS GETS PUT IN THAT EACH YEAR? I MEAN, I MEAN, WHAT S O THESE BASICALLY OR FINES OR BASICALLY NOT FINDS, BUT BASICALLY YOU MITIGATION THINGS. I'M JUST CURIOUS HOW MUCH GETS PUT IN THAT YEAR IN YEAR OUT, YOU KNOW? IT VARIES FROM PROJECT PROJECT. A LOT OF DEVELOPERS, EITHER THEY'LL REPLANT ON SITE TYPICALLY IT'S. GENERALLY THE LARGER PROJECTS THAT IF WE SEE ANY REFORESTATION PAYMENTS IS FOR LARGE SCALE PROJECTS S O DIVISION. THINGS OF THAT NATURE.

SOMETIMES WE'LL GET SOME SMALLER PROJECTS WHERE THEY DON'T HAVE A. A DEVELOPMENT PLAN IN PLACE. THEY'RE JUST KIND OF THEY WANT TO CLEAR THE PROPERTY, SO THAT WAY THEY CAN HAVE THEIR VISION. SO SOMETIMES WILL SEE THINGS REFORESTATION PAYMENTS COME IN LIKE THAT. BUT TYPICALLY, IT RANGES WE RECEIVED ONE THE OTHER DAY FOR $1200. THEY REMOVED A TREE.

THAT WAS IT DIDN'T MEAN THE EXEMPTION. THERE WASN'T IN A HEALTH ISSUE. IT WAS JUST THEY WANTED IT GONE, SO IT'S VERY VOLUNTEER THAT INFORMATION OR DID YOU FIND IT FIND IT SO OR THE BACK TO THE. SO EVERY TREE SURVEY THAT COMES IN. I WALKED THROUGH EVERY PIECE OF DATA IN THERE AND I GO THROUGH AND I VERIFY CROSS REFERENCE TO MAKE SURE THAT YOU KNOW WE'RE IF THERE'S ANY HAIR, IT'S HERITAGE TREES, SO WE LOOK AT THAT. THAT'S TYPICALLY WHERE WE SEE A LOT OF THE MITIGATION PAYMENTS FROM IS FROM SPECIMEN TREES. NOW IF YOU HAVE ENOUGH QUALITY TREES ON YOUR PROPERTY, YOU CAN SUBTRACT PRESERVATION, SO IF YOU PRESERVE A SIX INCH TREE, YOU CAN SUBTRACT THAT FROM ANY MEDICATION THAT YOU'VE BEEN CURT S O. TYPICALLY WE DON'T SEE A LOT OF THE TREE REFORESTATION PAYMENTS BECAUSE MOST PEOPLE PRESERVE ENOUGH WHERE THEY DON'T HAVE TO DO ANY MITIGATION. WHETHER IT'S PLANTING MORE TREES ON THE PROPERTY, OR THEY'RE PAYING IN TONIGHT. ANCIENT REFORESTATION. LOOK, IT'S JUST WHO DECIDES WHERE THAT MONEY IS SPENT. SO I WORKED WITH PARKS AND WE TRY TO FIND AREAS THAT ARE WHERE WE'RE IN NEED OF MORE TREES AND STUFF. SO RECENTLY, THEY'RE REDOING COTTONWOOD PARK. THAT WAS SOMETHING THAT WE HAD TALKED ABOUT. ULTIMATELY WE DIDN'T NEED IT. SO IF THERE'S ANY AREAS THAT WE WANT TO REPLACE OF TREES WHERE WE HAD TALKED ABOUT GAVE NESBITT THERE WHEN THE BALL FIELDS WHEN THEY HAVE ALL THE TOURNAMENTS OUT THERE. THE PARKS DEPARTMENT IS GETTING A LOT OF COMPLAINTS OF MAN. IT'S HOT OUT HERE. WHY ISN'T THERE MORE SHAPE? SO WE HAD TALKED ABOUT USING SOME OF THOSE FUNDS TO PLANT MORE TREES TO PROVIDE MORE SHADE FOR ALL THE FOLKS WAITING FOR THE BASEBALL TOURNAMENTS OUT THERE BECAUSE YOU GET A LOT OF PEOPLE OUT CAVEN ASPECT WITH THOSE TOURNAMENTS, SO IT'S A COMMUNITY. IT'S A TEAM EFFORT BETWEEN PARKS. I'LL DO WORK WITH PARKS AND MAINTAINS THE MEDIANS, BUT WE'RE ALSO IF WE HAVE ANY RIGHT AWAY AREAS I WORKED WITH SOLID WASTE. TO SEE IF THEY HAVE ANY EDGES. THERE'S A CERTAIN AREA LONG ELDORADO, WHERE THE CITY ACTUALLY MAINTAINS THE PARKWAY AREA, SO AS TREES DIE OUT IN THAT AREA WILL REPLANT TREES IN THERE, BUT I WILL SAY THAT ARE THE

[00:30:04]

REFORESTATION FUND IS VERY. SPECIFIC ON WHERE WE CAN PLANT TREES. SO ANYBODY THAT COMES INTO THAT FUND? WE CAN ONLY PLANT THEM ON CITY PROPERTY. YOU'RE RIGHT OF WAY. SO IT'S GONNA BE IN OUR PARKS ALONG OUR PARKWAYS THAT WE OWNED OR THAT WE OWN IF THERE'S A PUBLIC PROPERTY THAT WE OWN, WE WOULD TRY AND PUT THEM IN THERE. THANK YOU. SO I HAVE QUESTION.

UM. USED THE TERM HERITAGE TREE, BUT I DON'T SEE THAT IN OUR ORDINANCE, SO WE'RE IN HER CHANGING THAT WITH THIS SPECIMEN TREE, SO SOMETIMES WE HEAR FOLKS REFER TO IT AS A HERITAGE. TRIAS WELL, ANOTHER QUESTION. MR QUINT IS HERE WITH US, AND HE HAS HIS DEVELOPMENT COMMITTEE AND WOULD IT NOT BE APPROPRIATE TO RUN THAT BY THOSE INDIVIDUALS TO GET THEIR FEEDBACK AS WELL? ABSOLUTELY IT'S A GREAT SUGGESTION. IN FACT, WE SORT OF WORKED. I WAS GONNA SAY WE PRACTICED WITH HIM, BUT IT WAS NOT A PRACTICE WE ACTUALLY PRESENTED THE SAME PRESENTATION TO THE MCKINNEY DEVELOPMENT COMMITTEE. I BELIEVE IT WAS LAST WEEK.

THAT'S WEDNESDAY OR TWO WEEKS AGO. EXACT SAME PRESENTATION HAD SOME GOOD DISCUSSION WITH THEM. WE HAD SEVERAL FOLKS FROM THE COMMITTEE THAT WERE UNABLE TO ATTEND, SO WE RECORDED IT.

SEND IT OUT TO THE FULL COMMITTEE AND THEY'RE AWARE OF WHERE WE'RE GOING, AND WE'LL CONTINUE TO FILTER THROUGH THEM AS WE HAVE THESE. POTENTIAL IMPROVEMENTS FLUSHED OUT A BIT MORE. THANK YOU. SO IT SOUNDS LIKE TO SUMMARIZE. CHANGE THE PROCESS. WE WANT TO HAVE IT LATER, SMALLER. CHEAPER. IT'S PROBABLY GET IT LATER IN THE PROCESS. SMALLER SURVEYS LESS EXPENSIVE FOR FOLKS. AT THE SAME EFFICACY THAT WE HAVE NOW. YEAH, I THINK IF I COULD BUNDLE THAT INTO ONE WORD, IT'S MORE BALANCED TO THINK WHERE WE WANT TO TRY AND GO WITH A MORE BALANCED SET OF SURVEY REQUIREMENTS. BUT ABSOLUTELY THOSE ARE THE THOSE ARE THE THREE BIG TICKET ITEMS THAT WE'VE DEFINITELY HEARD OVER THE LAST SEVERAL YEARS. THINGS THAT WE'VE SORT OF FELT IN OUR ROLES AND ADMINISTERING TREE PRESERVATION IS TO TRY AND HIT ON SOME OF THOSE SO THAT WE COULD MAKE IT A BIT MORE BALANCED. AND IN THE IN THE.

THAT VEIN. JUST WANT TO PASS ON. I DON'T KNOW. YOU KNOW, I'M NOT A DEVELOPER, AND GEORGE FORGOT MORE ABOUT THAT LAST NIGHT. THEN THEY'LL PROBABLY KNOW EVER BUT I'VE HAD TWO UNSOLICITED COMMENTS. ABOUT YOU, ADAM AND HOW. PROBABLY IF I CATEGORIZE IT REASONABLE AND THOUGHTFUL WOULD BE WOULD BE THE COMPLIMENT, SO JUST WANT TO PASS THAT ON THE PUBLIC FORUM AND AS I APPRECIATE RESHAPED THE WAY YOU'RE DOING IT EVIDENTLY. THANK YOU VERY MUCH THAT I LIKE THOSE COMMENTS BETTER THAN ANYTHING ELSE I COULD PROBABLY RECEIVE. SO THANK YOU. JUST WANT TO ADD BECAUSE I HAD A FEMALE. A WEEK AGO. IT WAS BEFORE THE. AGENDA WAS POSTED, SO THEY CERTAINLY WEREN'T SENDING IT BECAUSE THEY SAW THE ITEM. JUST IT WAS A.

RANDOM EMAIL, AND IT WAS CONCERNED ABOUT OUR TREE WERE ACTUALLY DIDN'T EVEN KNOW WE HAD A TREE ORDNANCE, JUST PEOPLE CUTTING DOWN TREES AND, OF COURSE, RESPONDED WITH THE FACT THAT WE TAKE TREE PRESERVATION VERY SERIOUSLY. AT THE SAME TIME, YOU KNOW, WE TRY TO DO THAT IN A WAY THAT IS NOT. IT'S NOT OVERLY DETRIMENTAL TO DEVELOPERS. SO IF I COULD JUST GIVE A SIMPLE EXAMPLE FOR ANYONE THAT MIGHT BE WATCHING THIS PERSON THAT E MAILED ME AND SAID, OH, MY GOSH, HERE YOU ARE MAKING IT EASIER. UM WHAT YOU'RE SAYING FOR THE LAYMAN IS WHEN THERE'S A SITUATION OF A FIVE ACRE PIECE OF PROPERTY THAT MAY HAVE 400 TREES ON IT. AND THEY THAT PIECE OF PROPERTY WAS PURCHASED TO BUILD A SINGLE. STRUCTURE OF 10,000 SQUARE FEET AND A DRIVE TO IT. CURRENTLY THEY WOULD HAVE TO SURVEY FIVE ACRES WORTH OF TREES, AND ALL WE'RE SAYING IS THAT IF WE'RE WE UNDERSTAND WE HAVE THE TECHNOLOGY TO KNOW VERY SPECIFICALLY WHERE THAT BUILDING IS GOING GO REAL. THOSE DRONES ALL KINDS OF WAYS.

WE'RE WE'RE JUST NOW REQUIRE THEM TO SURVEY WHERE WE KNOW IT WILL BE AFFECTED. I KNOW I'M STATING WHICH ARE ALREADY STATED, BUT I WANT TO GIVE IT IN JUST A AN EXAMPLE THAT EVERYONE HOPEFULLY CAN THOROUGHLY UNDERSTAND. THIS IS NOT SOMETHING THAT IS LESSENING THE OUR OUR TRUE PRESERVATION. IT'S MAKING THE PROCESS EASIER AND LESS COSTLY BUT ACHIEVING VIRTUALLY THE SAME THING. YES AND I WILL SAY THAT AND I ALSO WANT TO MAKE SURE I UNDERSCORE TONIGHT FOR YOU ALL WHOEVER MIGHT BE WATCHING THIS THAT WE DON'T HAVE ANY PRECONCEIVED NOTIONS YET OF WHAT THE SOLUTIONS ARE STARTED THIS BY SAYING, WE'RE JUST ABOUT TO DIVE INTO, YOU KNOW, BREAKING APART OUR DEVELOPMENT STANDARDS AND TRYING TO REBUILD THEM IN A BETTER WAY, AND THIS IS ONE OF THOSE TOPICS SO WE KNOW WHAT WE ARE BRAINSTORMING RIGHT NOW.

BUT WE'VE NOT VETTED ANY OF THOSE THINGS YET. WE HAVEN'T PUT ANY PENDING PAPER THESE AIR. JUST HEY. WHAT WE KNOW OF OUR ORDNANCE TODAY. HERE'S WHAT WE THINK THERE'S SOME IMPROVEMENT AREAS. THIS IS THE THINGS THAT WE KNOW WE WANT TO FOCUS ON. SO WE WILL DEFINITELY BE BACK IN FRONT OF THE M D. C ON D COUNSEL AS WELL AS WE START TO PUT PEN TO PAPER AND

[00:35:03]

CRAFTING SOME OF THOSE POTENTIAL OPTIONS. FOR MORE FEEDBACK, AND SO I DO WANNA MAKE SURE I UNDERSCORE THAT WE KNOW WHERE WE KNOW WHERE WE'RE GOING. WE KNOW WHAT SOME OF THE DRIVING FORCES ARE, BUT WE DON'T HAVE A SOLUTION. TODAY. WE'RE HERE TO SAY THIS IS WHERE WE'RE GOING. WE WANT TO MAKE SURE WE'RE HITTING THOSE WRITE NOTES. ABSOLUTELY.

ON THAT WE THINK DON'T NECESSARILY NEED TO BE BUNDLED WITH THE MAJOR, YOU KNOW, REVIEW OF DIFFERENT SECTIONS. THIS IS AGAIN ONE OF THOSE VERY SPECIFIC TOPICS THAT WE WANTED TO MAKE SURE WE HAD DELIBERATELY INDISTINCTLY WITH YOU ALSO. EXPECT TO SEE US BACK AGAIN WITH SOME MORE SPECIFIC TOPICS TO HELP GUIDE US THROUGH OUR CODE OVERHAUL TO MAKE SURE THAT WE'RE HITTING THINGS WHERE WE NEED TO, AND THAT WHEN WE GET TO THE END GOAL. WE ARE CAPTURING EVERYTHING THAT WE THINK WE SHOULD BE. SO WITH THAT, THAT'S ALL I HAD. THAT'S A LOT OF HEAD AND ANY OTHER QUESTIONS. WE ALL WERE HAPPY TO HELP ANSWER. IT WOULD BE SOMETHING YOU MAY COME BACK WITH AN ORDINANCE CHANGE BEFORE THE BIG. WELL SO MAYBE, BUT REALLY WHAT? WE THINK WE'LL END UP THIS WILL END UP GETTING BUNDLED WITH THE BIG CHANGE, SO WE JUST WANT TO MAKE SURE THAT WHEN WE ROLL IT INTO THE BIG CHANGE, WE DON'T WEIGH IT DOWN WITH SOMETHING THAT DESERVED THAT FOCUS DISCUSSIONS SO WE WANTED TO MAKE SURE WE FILTER IT THROUGH YOU ALL FIRST BEFORE WE BRING IT IN FOR A FINAL ADOPTION. THANK YOU. THANK YOU VERY MUCH, MADAM. THANK YOU. THANK YOU, EVERYONE. YEAH? RIGHT TO 10094 UPDATE ON CITY

[Update on City of McKinney Fire Department Vaccination Hub]

MCKINNEY FIRE DEPARTMENT VACCINATION, HUH? THIS MARRIED. THE FEELING TELLS ME THERE'S A LOT OF INFORMATION HERE TO PRESENT. I HAVE SOME PREPARED REMARKS THAT I'LL GO AHEAD AND GO THROUGH AND THEN I'D LIKE TO INTRODUCE HIM KEY PLAYERS THAT ARE HERE WITH US TODAY AND OFFER THEM AN OPPORTUNITY TO MAKE ANY COMMENTS IF THEY LIKE. AND ENTERTAIN ANY QUESTIONS AFTER THAT, I DO WANT TO SAY THAT I WANT TO ADDRESS MISS JOHNSON'S CONCERNS. SO IF I DON'T ADEQUATELY DO THAT, IN MY PREPARED REMARKS, IF YOU WOULD HOLD ME ACCOUNTABLE TO THAT, AND ANSWER THOSE QUESTIONS. THE FIRST MAYOR, FULLER COUNSEL, MR GRIMES, THANK YOU FOR HAVING THE CONFIDENCE IN THE CITY OF MCKINNEY, THE MCKINNEY FIRE DEPARTMENT AND ALL OF OUR PARTNERS AND ALLOWING US TO STAND UP THIS VACCINATION HUB. IT HAS BEEN A HUMBLING EXPERIENCE, AND I KNOW STAFF CONTINUES TO BE POSITIVE, UPBEAT. AND MOTIVATED. WHAT IS BEING ACCOMPLISHED HERE IS NOTHING SHORT OF HISTORICAL AND I THINK I SPEAK FOR THE ENTIRE TEAM AND THAT WE ARE SO PROUD TO BE A PART. THE STATE RECOGNIZES US AS THE CITY OF MCKINNEY. FIRE DEPARTMENT VACCINATION HUB. WE ARE TRULY A MULTI DISCIPLINARY COMMUNITY COLLABORATIVE. EACH TIME WE STAND UP THE HUB IT TAKES BETWEEN 30 TO 40 STAFF AND VOLUNTEERS. WE ARE MADE UP OF VIRTUALLY EVERY CITY DEPARTMENT FROM PUBLIC SAFETY TO THE CITY MANAGER'S OFFICE. MIGHTY TO PARKS AND REC FROM DOWNTOWN AND IMPACT TO DEVELOPMENT SERVICES TO NEIGHBORHOOD SERVICES, FROM CODE ENFORCEMENT TO MARKETING AND COMMUNICATIONS AND EVERYONE IN BETWEEN. WE ARE MADE UP OF OUR MEDICAL DIRECTION. TEAM OF BEST M S AND QUESTIONNAIRE.

WE'RE MADE UP OF BAYLOR AND MEDICAL CITY MCKINNEY. WE'RE MADE UP OF MCKINNEY INDEPENDENT SCHOOL DISTRICT. WE ARE MADE UP OF COLIN GRAYSON AND THE BARREL COLLEGE. AND BAYLOR SCHOOL OF NURSING. WE ARE MADE UP OF PROSPER FIRE DEPARTMENT. THE MARKETING CITIZENS FIRE ACADEMY ALUMNI ASSOCIATION, MCKINNEY CITIZEN'S EMERGENCY RESPONSE TEAM AND ANIME AMITY. HEALTH CARE. I'M SORRY AMITY HEALTHCARE GROUP. I THINK ONE OF THE PRIMARY REASONS THE HUB STAFF REMAIN CHARGED IS BECAUSE WE ARE NOW ON THE OFFENSIVE AGAINST AN UNSEEN ENEMY AND ABLE TO HAVE DIRECT INFLUENCE ON CURBING THE PANDEMIC. AS OF THIS MORNING, TEXAS HAS LOST 36,005 OF HER CITIZENS TO COVE. IT 580 OF THOSE CITIZENS FROM COLLIN COUNTY. EACH DAY. COLLIN COUNTY SEE 64 NEW CASES OF COVE IT FOR 100,000 POPULATION. THE INFECTION RATE IS CURRENTLY NEARLY ONE PERSON FOR EVERY PERSON INFECTED. AND OUR HEALTH CARE SYSTEM IS BECOMING TAXED WITH OUR I C U CAPACITY AT 96. WE BEGAN RECEIVING VACCINE IN DECEMBER OF 2020. AND AS OF THIS WRITING 869 TOTAL DOSES WERE ADMINISTERED IN DECEMBER, AND 5223 TOTAL DOSES FOR JANUARY. WE'RE COMMUNICATIVE OF 6092. THIS WEEK. WE HAVE TAKEN DELIVERY OF 7800 DOSES AND WILL BEGIN ADMINISTRATION OF THESE TOMORROW. FEBRUARY 3RD WE ANTICIPATE THIS RUN TO GO EVERY DAY THROUGH FEBRUARY, 13TH AT A RATE OF APPROXIMATELY 1000 PER DAY. THEN FOLLOWING A DAY OFF, WE ANTICIPATE A RUN FROM FEBRUARY 15TH THROUGH FEBRUARY 19TH PER SECOND DOSES TO THOSE

[00:40:03]

WHO RECEIVED THEIR FIRST VACCINE ON JANUARY 19TH OF THE 21ST. THE HUB. FEBRUARY WILL BE QUITE FULL. OUR ONLY POTENTIAL LIMITING FACTOR IS AVAILABILITY OF XING. THOSE RECEIVING THE VACCINE. THE PROCESS IS EFFICIENT, WITH THE TIME BURDEN BEING LESS THAN 30 MINUTES PER CUSTOMER. MULTIPLE VEHICLES PATROL THE PARKING LOT AT THE MST FOOTBALL STADIUM TO ASSIST THOSE WITH MOBILITY CHALLENGES. AT INTAKE CUSTOMERS ARE RECONCILED TO HAVE PREPARED APPOINTMENT LIST ENTERED INTO THE ELECTRONIC REPORTING SYSTEM AND DIRECTED TO THE VACCINATION AREA. PRIVACY IS AFFORDED, AS REQUESTED. CUSTOMERS ARE PROVIDED A CARD WITH A DISCHARGE TIME 15 MINUTES. WAIT IS REQUIRED FOR THOSE WITH NO PREVIOUS REPORTED VACCINATION, ALLERGY AND 30 MINUTES FOR THOSE WHO HAVE. THEY'RE DIRECTED TO A DATA PROCESSING AREA AND PROVIDE INFORMATION TO DATA ANALYST DURING THEIR WAIT TIME. SO BY THE TIME THE CUSTOMERS SEATED IN OBSERVATION, A SIGNIFICANT PORTION OF THEIR WAIT TIME IS ALREADY CONSUMED.

AT THE CONCLUSION OF THE OBSERVATION PERIOD. CUSTOMERS ARE GUIDED OUTSIDE WHERE THEY CAN CATCH A SHUTTLE BACK TO THEIR VEHICLE OR A VEHICLE CAME. HE BROUGHT ACTUALLY DID THE CUSTOMER. ABOVE ALL ELSE. WE DO NOT WANT THE HUB TO BECOME A SUPER SPREADER EVENT ITSELF. 4 30 MINUTES BEFORE OPENING EACH DAY. ALL HUB WORKERS ARE TESTED FOR COVE IT SO THAT OUR HUB DOES NOT CONTRIBUTE TO THE PROBLEM. CUSTOMERS AT INTAKE ARE ALSO GIVEN A VIRAL SCREEN AND PROVIDED A SYRIZA QUESTIONS TO DETERMINE THEIR LEVEL OF RISK.

AND IF THEY SAY THEY'RE SAFE TO ENTER THE FACILITY. AND UNDERTAKING THIS MONUMENTAL IS NOT WITHOUT ITS CHALLENGES. CITIES MARKETING AND COMMUNICATIONS DEPARTMENT HAS BEEN INSTRUMENTAL IN CREATING A SCHEDULING PLATFORM THAT WAS RECENTLY TRANSFERRED TO THE FIRE DEPARTMENT. CITY STAFF HAVE STEPPED UP AND WE WENT FROM TWO INDIVIDUALS PERFORMING THIS FUNCTION TO WELL OVER A DOZEN NOW. THE CITY DOES NOT MAINTAIN ITS OWN VACCINATION LIST AND RATHER PARTICIPATES WITH COLLIN COUNTY REGISTRATION PROCESS. INDIVIDUALS AND CATEGORIES ONE A, AND ONE B MAY REGISTER FOR VACCINE THROUGH THE COLLIN COUNTY SYSTEM, LOCATED ON THEIR WEBSITE AND COLLIN COUNTY, TEXAS, OR TX DOT GOV. HYPERLINK IS LOCATED ON THEIR HOME PAGE THAT WILL TAKE A USER DIRECTLY TO THEIR PUBLISHED COVERT INFORMATION.

CURRENTLY ONE HARD MCKINNEY AND THE CITY ARE REACHING OUT TO SENIORS IN THE COMMUNITY TO ASSIST WITH REGISTRATION AND THE MOST RECENT REPORTS WE HAVE ARE THAT IS WORKING. THE CITY WILL SOON DEBUT A PILOT PROGRAM FOR REGISTRATION FOR THE EAST SIDE IN THREE IDENTIFIED LOCATIONS TO BE PUBLISHED SOON. THE CITY IS ALSO RAMPING UP A REGISTRATION PROCESS FOR THE HOMELESS POPULATION AND BRAINSTORMING WAYS TO VACCINATE THIS AND OTHER VULNERABLE POPULATIONS AS WELL. SHORT TERM GOAL IS TO RAMP UP TO DELIVER 1100 100 DOSES PER DAY. AS WE GAIN AN EFFICIENCY AND DEMONSTRATE THIS TO THE STATE, WE HOPE TO INCREASE OUR VOLUME AND BELIEVE WE CAN REASONABLY ACCOMMODATE 1500 DOSES HER DAY OR MORE. SCHEDULING PROCESS IS PERHAPS ONE OF THE MOST DIFFICULT COMPONENTS TO EXECUTE. IF WE WANT TO DELIVER 1000 DOSES DURING THE SCHEDULE PERIOD. WE ASKED FOR DOUBLE THE AMOUNT OF NAMES FROM THE COUNTY OR 2000. WE USE THE SOFTWARE PACKAGE AND EMAIL NOTIFICATIONS TO THOSE WHO HAVE EMAIL ADDRESS, AND WE CALL THOSE WHO DO NOT HAVE ANY MAIL. GENERALLY SPEAKING, MANY WILL NOT RESPOND DUE TO INCORRECT PHONE OR EMAIL PRESENTED ON THE REGISTRATION FORM. RESPOND THAT THEY HAVE ALREADY RECEIVED A VACCINATION. OR REQUEST A RESCHEDULE DUE TO PRIOR COMMITMENTS. IF WE RECEIVE A FAILURE TO SCHEDULE WE SIMPLY MOVE TO THE NEXT NAME ON THE LIST. IF WE PASS OVER SOMEONE DUE TO LACK OF A RESPONSE THAT INDIVIDUAL STILL RETAINS THEIR PLACE IN LIFE. WE CONTINUE TO TRY TO CONNECT AND SCHEDULE WITH THE INDIVIDUAL FOR THREE SEPARATE ATTEMPTS, AND THEN WE SIMPLY STOP AFTER THAT, HOWEVER, IF THE INDIVIDUAL CONTACTS US, WE WILL MAINTAIN THEIR POSITION IN LIFE. ANYONE WITH QUESTIONS ON SCHEDULING OR WHETHER THEY ARE ON THE LIST. A COUNTY HAS PROVIDED US MAY DO SO BY CALLING FIRE ADMINISTRATION AT 97 TO 850 AND HIT A OPTION ONE. OR THEY MAY EAT. EMAIL COBEN 19 VACCINES THAT C O B I D 19 B A C C I N S AND MCKINNEY, TEXAS DOT ORG'S ALL SPELLED OUT WE WILL RESPOND AS SOON AS POSSIBLE. UH, WE REALIZED EVERYONE IS ANXIOUS TO RECEIVE THE VACCINE. PLEASE DO NOT GO TO THE HUB UNLESS YOU HAVE A CONFIRMED APPOINTMENT SCHEDULED ANYONE NOT SCHEDULED WILL BE TURNED AWAY. PLEASE CONSIDER ALL OUR STAFF ARE DOING THIS BECAUSE THEY ARE COMMITTED EMOTIONALLY. PLEASE DO NOT FORCE THEM TO TURN YOU AWAY AS IT TAKES AN EMOTIONAL TOLL ON THEM AS WELL. EVERYONE FUNDAMENTALLY WANTS TO HELP EVERYONE. SOME OF THE CHANGES

[00:45:03]

WE HAVE SEEN. UM SOME OF THE PROBLEMS WE HAVE SEEN RATHER. COUPLE MAY REGISTER SIMULTANEOUSLY FROM THEIR HOME, BUT YET THEY END UP HUNDREDS APART. SO A COUPLE REGISTER WITH THE COUNTY AT THE SAME TIME, BUT ARE HUNDREDS OF PART ON THE LIST. REMEMBER MANY MAY BE REGISTERING AT THE SAME TIME. WE'RE AT THE COUNTY, SO DURING THE TIME IT TAKES ONE PERSON TO FILL OUT THE FORM AND CLICK SUBMIT, AND THEN THE SPOUSE OR SOMEBODY ELSE FROM THE SAME HOUSEHOLD STARTS WORKING ON THE FORM THEMSELVES BY THE TIME THEY CLICK, SUBMIT HUNDREDS WITHIN THE COUNTY HAVE ALREADY CLICK SUBMIT, AND SO THERE MAY BE THAT SEPARATION.

THE APPOINTMENT. CONFIRMATION HAS AT TIMES NEFARIOUSLY BEING CIRCULATED TO MULTIPLE USERS.

THIS SIR CONVINCES SYSTEM AND IF NOT CAUGHT, COULD PREVENT A LEGITIMATELY SCHEDULED INDIVIDUAL FROM RECEIVING A VACCINE. IN THE PRESCRIBED TIME. THAT WAS ONE OF THE ISSUES THAT WE FOUND AND WE BELIEVE WE HAVE A CORRECTED WHERE, WHETHER INTENTIONAL OR NOT AND SCHEDULED APPOINTMENT WAS FORWARDED TO OTHER. EMAIL GROUPS AND THAT CREATED SOME PROBLEMS FOR US. INDIVIDUALS MAY WALK UP FOR A SECOND DOSE AFTER BEING REFERRED FROM ANOTHER HUB. HUBS ARE PROVIDED ENOUGH DOSE TO RECONCILE WITH WHAT WAS REPORTED. WE'RE TOLD THAT ALL HUBS WHO ADMINISTERED THE FIRST VACCINE WILL BE PROVIDED A SECOND. IN OTHER WORDS, WE'VE HAD SOME COME FROM DALLAS OR FROM EVEN OUT OF STATE TO RECEIVE THEIR SECOND DOES TRYING TO COME TO US IN A TIMELY MANNER, BUT WE ONLY RECEIVED DOSES TO EQUATE WHAT WE'VE GIVEN OUT. FALSE INFORMATION IS ALSO SOMETIMES SPREAD VIA SOCIAL MEDIA. FOR EXAMPLE, AN INDIVIDUAL MAY CIRCULATE INFORMATION THAT A VACCINATION WAS PROVIDED WITHOUT APPOINTMENT AND THEN RECOMMENDS TO OTHERS TO JUST WALK UP. THESE INDIVIDUALS WILL BE TURNED AWAY. AND THEN SOMETIMES MESSAGING FROM THE COUNTY, ALBEIT EVERYTHING IS GOOD INTENDED. THE MESSAGING FROM THE COUNTY AND THE CITY ARE NOT ALWAYS IN SYNC AND IT TAKES US A COUPLE MESSAGING CYCLES TO GET BACK IN SYNC. SO WE ARE WORKING TO CORRECT THIS PROBLEM. AND IF SOMEBODY CONTACT US, WE WILL CONTACT YOU BACK. THAT CONCLUDES MY PREPARED REMARKS, AND I'D LIKE TO INTRODUCE A FEW KEY PLAYERS IN THE ROOM AND THIS IS IN NO PARTICULAR ORDER. BUT THE FIRST INDIVIDUAL I WOULD LIKE TO SINGLE OUT WHEN WE FIRST STARTED PRESENTING THE IDEA OF A VACCINATION HUB AND PRESENTING THE FIRST RESPONDERS, VACCINATIONS FIRST RESPONDERS, ONE INDIVIDUAL IN PARTICULAR, STOOD UP AND SAID, I WANT TO HANDLE THIS. AND AS CAPTAIN TONY GENERALS IN THE AUDIENCE HEARS, ALL RIGHT, ALTHOUGH WE'RE PROVIDED A CERTAIN AMOUNT OF DOES HER VACCINE. WE ARE ABLE TO SQUEEZE OUT TWO MORE VACCINE, OR AT LEAST ONE MORE DOSE FOR ME TO INDIVIDUAL VIOLENCE AND THE PERSON THAT'S IN CHARGE OF THAT AND MAKING SURE THAT WE CAN ACTUALLY ADMINISTER TOMB OR PEOPLE THAT WERE ACTUALLY SCHEDULED OR THAT WE ANTICIPATED INITIALLY. IS A CAPTAIN PETER WASSERMAN. HERE YEAH. THIS NEXT NAME. I'M GONNA MENTION YOU'VE HEARD MANY TIMES HE'S BEEN AT THE FOREFRONT OF THE FIGHT AGAINST KOBE IT ALL THROUGHOUT THE STATE. HE'S RECENTLY RETURNED FROM A DEPLOYMENT FROM EL PASO, TEXAS, WHICH WAS ESPECIALLY HARD HIT. AND HE IS THE INCIDENT COMMANDER FOR THE HUB HERE AT THE M. I S T STADIUM, AND THAT'S TEACH OUR LIST. JAX.

YEAH. THE PERSON THAT KEEPS ALL OF HIS KIND OF GLUED TOGETHER AND ON THE SAME PAGE AND WITH THE LATEST AND GREATEST INFORMATION FROM A VARIETY OF DIFFERENT STORY SOURCES IS OUR ACTING EMERGENCY MANAGER, STEVIE FRANKS. AND SOMEBODY THAT IS ALWAYS EVERY HUB SIDE THAT WE HAVE GOING THAT'S ALWAYS A CONSTANT ADVISER AND IS A TRUE HUMANITARIAN AND AT THE FOREFRONT OF THIS FIGHT IS WELL IS OUR MEDICAL DIRECTOR, DR ELIZABETH. AND I SAY THIS LAST THIS GROUP FOR LAST BECAUSE I THINK DR RICK MCDANIEL WOULD LIKE TO MAKE A COUPLE COMMENTS, BUT WE APPRECIATE AND VALUE OUR PARTNERSHIP WITH THEM. I ASKED THESE COMIC DAMON. SORRY, COACH BRETT HUH? PULL UP YOUR CLOSE FRIEND OF YOUR MIND. MEMBERS OF THE COUNCIL MAYOR SAY, MAN THANK YOU FOR HAVING US. LISTEN, I JUST WANTED TO COME AND SPEAK TO THE EFFORTS OF WELL, I WITNESSED FROM THE CITY WAS FIRE DEPARTMENT CHIEF KISSERS YOU CALMLY AND THEIR SUPPORT. JUST SAY HOW EARLY IMPRESSED I AM. THE WORK THAT THEY'VE DONE AND GETTING THIS SET UP. THIS IS ANOTHER FINE EXAMPLE OF OUR SCHOOL DISTRICT AND OUR CITY WORKING CLOSELY TOGETHER TO GET SOMETHING FOR THE GREATER GOOD OF ALL, AND I'M SO PROUD OF THE EFFORTS OF EVERYONE. I KNOW THAT THIS WILL CONTINUE, AND I'M HERE TO PUBLICLY STATE THAT IS OUR INTENTION. TO CONTINUE TO OFFER WHATEVER SUPPORT WE CAN,

[00:50:07]

WHETHER IT'S COMMUNICATION. WHETHER IT'S A PHYSICAL BUILDING, WHATEVER IT IS THAT WE CAN DO TO SUPPORT THE EFFORTS OF THE CITY. WE'RE HERE FOR YOU. AND SO I WANT A PUBLIC STATE. THAT ALSO, AS YOU ALL KNOW, SEAN PRATT. HAS BEEN OUR ATHLETIC DIRECTOR FROM NUMBER OF YEARS RECENTLY, HE CAME TO THE DARK SIDE AND WAS PROMOTED TO ASSISTANT SUPERINTENDENT AND HE IS OFFICE OUT THERE AT THE STADIUM STILL. I KNOW HE HAS BEEN INTEGRAL HELPING YOU GUYS GET ORGANIZED, AND I JUST WANT THE PUBLIC TO SAY TO HIM FROM EVERYONE HOW MUCH? I APPRECIATE HIS EFFORTS IN HIS WORK. HE ALWAYS MAKES OUR DISTRICT LOOK GOOD. YOU ALL KNOW THAT. AND SO I JUST WANT SAY PUBLICLY HOW MUCH I APPRECIATE YOU. THERE ANY QUESTIONS? ANY QUESTIONS, SIR? DANNY, I'D LIKE TO MAKE A COMMENT. YOU TALKED ABOUT. THERE HAVE BEEN SOME GROWING PAINS AND ISSUES AND A ZOO AND I KNOW INTIMATELY BECAUSE FROM RESPONDED A LOT. IT'S THE THINGS THAT YOU SAID, AND ALSO PEOPLE THAT SIGN UP ON FOUR DIFFERENT LISTEN DID SO BEFORE THERE WAS A COUNTY LIST, AND THEN THEY GET CALLED, BUT THEY KNOW THEY'LL GET ON SOCIAL MEDIA AND, YOU KNOW, TALK ABOUT HOW THEY GOT IN SO QUICKLY AND. UM, CAUSES ALL KINDS OF ISSUES, AND YOU'VE ALREADY NAMED UM SO MANY OTHERS. BUT WHAT PEOPLE MAY NOT KNOW IS THAT WITH EVERY ONE OF THOSE, AND I GOT I'VE PROBABLY ANSWERED. 3 400 EMAILS NOW WITH PEOPLE IS ASKING QUESTIONS. AND MANY OF THOSE I HAVE TO SEND TO YOU AND YOU RESPOND IMMEDIATELY, AND THAT'S SOMETHING THAT YOU'RE DOING ABOVE AND BEYOND ALL THE TIME. I DON'T CARE WHAT TIME I E MAIL YOU YOUR EMAILING BACK AND JULIET, THE COUNTY WHO IS REALLY WORKING HARD, TOO. YOU ALSO PROVIDE FEEDBACK OR RESPONSES RIGHT AWAY. I WANTED TO READ AN EMAIL TO YOU BECAUSE YOU AND I BOTH SEE THE EMAILS WHERE PEOPLE HAVE CONFUSION, AND SOMETIMES THOSE MANIFESTING COMPLAINTS JUST CAUSE THEY DON'T HAVE THE RIGHT INFORMATION. WE ALSO GET A LOT OF THESE. MY HUSBAND AND I WERE BOTH ABLE TO RECEIVE OUR FIRST DOSE OF THE MADONNA VACCINE ON SUNDAY, JANUARY 25TH AT THE M I S T FACILITY AND WE'RE SO VERY GRATEFUL. THANK YOU TO ALL OF YOU FOR IMPLEMENTING THIS VACCINE. ROLL OUT. IT WAS AN EXCELLENT EXPERIENCE FROM START TO FINISH, THE MCKINNEY FIRE DEPARTMENT AND ALL THE VOLUNTEERS WERE EXCELLENT CHECK IN WAS EASY. WE ONLY HAD TO WAIT IN LINE ABOUT FIVE MINUTES. THE REGISTRATION WENT QUICKLY AND OUR INOCULATIONS WERE ADMINISTERED PAINLESSLY AND PROFESSIONALLY. THE FIREMAN.

WANT TO GIVE A SPECIAL SHOUT OUT TO FIREMAN JEVON GONZALES, WHO GAVE ME MINE. I HAVE NEVER HAD ANYONE GIVE ME A SHOT AS QUICKLY AND PAINLESSLY AS HE DID. HE WAS SO PLEASANT TO TALK WITH, AND HE HAD ME AT EASE FROM START TO FINISH. SO HAPPY. WE HAVE RECEIVED HER FIRST DOSE. MANTIS PAID HER SECOND DOSE AND 24 TO 28 DAYS AND GOES ON FROM THERE TO JUST CONTINUE TO THANK BUT NOT EVERYONE GETS TO SEE THOSE EMAILS. BUT KNOW THAT THERE ARE AS MANY OF THOSE EMAILS AS THE OTHER FEMALES THAT ARE JUST, YOU KNOW, PEOPLE WITH LOOKING FOR INFORMATION, AND RICK AND SHAWN. CHARLIE EVERYBODY, YOU GUYS HAVE BEEN ALL IN FROM THE VERY MOMENT WE DECIDED THAT WE KNEW THAT WE HAD TO STEP IN AND STEP IN THE GAP, EVERYBODY HAS BEEN ALL IN NOT JUST DURING THE WORK OUR BUTT, 24 7 AND THANK YOU ALL FOR DOING THAT. ALSO THANK YOU.

YOU WON'T HAVE ANY. I'VE GOT SOMETHING. CHIEF. I WANTED TO SAY SOMETHING. YOU KNOW, THE MAN I WAS STARTED WORKING LESS WHEN I HAD COVE IT BECAUSE I COULD SEE THE EFFECTS OF IT AND WHAT WAS HAPPENING ALSO COULD SEE HOW INFORMATION GETS PUT ON THE SIDE AND PEOPLE DON'T UNDERSTAND IT. THERE'S GONNA BE THREE LOCATIONS ON THE EAST SIDE, THE OTHER LOOKING IT READY. WE'RE LOOKING AT YES. DO YOU HAVE ANY IDEA WHERE THEY'RE AT? YES SIR. I JUST DON'T KNOW WHAT WE'RE READY TO ANNOUNCE IT PUBLICLY. OKAY WE'RE GONNA BE WAY HAVEN'T RECEIVED ALL ARE PERMISSIONS YET? SO I THINK THE STADIUMS THE MOST WONDERFUL SPOT AND THINK FOR THE SCHOOL DISTRICT FOR ALLOWING US TO USE THAT BECAUSE THE INTERNET ACCESS LESS CONGESTION. YOUR GUYS HAVE ROOM TO WORK. WE SAID THAT FROM THE VERY BEGINNING, WE THOUGHT THAT BEING A GREAT LOCATION, WE UNDERSTAND IT WOULD EXPAND AFTER THAT, JUST BECAUSE THE WAY JUST LIKE TESTING WIN TESTING STARTED SMALL AND IT WENT EVERYWHERE ON ALL THE FOLKS ARE INVOLVED IN THIS. I CAN'T THANK YOU ENOUGH. THE COMMUNITY THAT HAS SPOKEN OUT THE ONE THING THEY'VE SPOKEN ABOUT. WE'VE GOT A PERCENTAGE THAT DOESN'T BELIEVE IN VACCINES. WE UNDERSTAND THAT I'LL GIVE YOU AN EXAMPLE. THE MADSEN'S PEOPLE ALL KNOW, UH, ELEMENT AND THEN GEORGE. THEY BEEN A PILLAR OF THIS COMMUNITY FOR YEARS. THEY DID NOT SIGN UP FOR THE VACCINE BECAUSE THEY HAD HEARD MISINFORMATION. I SPOKE TO HIM, SEND HIM SOME VIDEOS OF WHAT THE VACCINES DOING AND NOT ONLY ARE PART OF THE UNITED STATES BUT ALL OVER THE WORLD. AND THEY HAVE NOW SIGNED UP THERE, SON AND ALREADY ECKENRODE SEND ME THE NICEST MESSAGE THE OTHER DAY,

[00:55:01]

AND SO YOU DON'T. DON'T ANSWER THIS. JUST I'M GONNA READ THEM. I READ THIS TO YOU AND WHAT IT MEANT TO THEIR FAMILY GETTING THEM SIGNED UP. IS THERE ANY WAY WE CAN PUT ON THE WEBSITE, A VIDEO FOR FOLKS THAT ACTUALLY THEY'RE MORE VISUAL THAN THE READING. PORTION OF IT SHOWING THE VACCINE WORKING AND HOW IT'S HOW SIMPLE IT IS OF THE GOING TO THE STADIUM OR ANYWHERE THAT WE'RE GOING TO SHOW THEM. WHAT ACTUALLY HAPPENS. A LOT OF FOLKS WERE SCARED THAT ON THE SECOND SHOT WHEN THEY'RE GOING TO GET SICK, BECAUSE MOST PEOPLE THINK THE HIGH PERCENTAGES I DID. IT ONLY LASTED ABOUT SIX HOURS. BUT WHEN YOU HAVE IT, WHAT KIND OF SICKNESS IT IS, I THINK A LOT OF THEM ARE REALLY CONCERNED ABOUT THAT. PIECE OF THE SECOND SHOT, AND THAT'S THE REASON THEY'RE NOT GETTING THE FIRST SHOT. THAT'S THAT'S A VERY GOOD IDEA. YES YEAH, AND SO I JUST A SUGGESTION BECAUSE I KNOW OUR OFFICERS. I'VE GOTTEN IT. MOST OF THEM GOTTEN SICK UP THE SECOND SHOT, BUT IT'S ZVEHR E MILE THAT IT ONLY LAST YOU KNOW, SHORT TIME, MUCH SHORTER THAN GETTING THE VIRUS ITSELF. BUT I WANTED TO READ SOMETHING TO THAT I'D SENT TO GEORGE. I'M SORRY, MARE FULLER AND. THIS THIS COMES FROM A GUY WHO MEANT TOWARD ME MANY YEARS AGO. THEY PROBABLY DIDN'T A GREAT JOB. SOME PEOPLE THEY DON'T DON'T THINK YOU DID A VERY GOOD JOB. BUT ALL BUT HE'S A MCKINNEY. I LET ME PULL IT BACK UP. I HAD IT SITTING HERE AND I HAD ACCIDENTALLY MOVED IT. BUT IT MEANT A LOT BECAUSE I KNOW THEY'RE BOTH CANCER SURVIVORS, AND HE SENT THIS EMAIL IS THAT FREDERICK YESTERDAY MY WIFE AND I RECEIVE HER INITIAL COVET 19 VACCINE SHOTS OF STADIUM. FIRST I WANNA SAY THANK YOU TO MERE FULLER AND THE REST OF MR MCKINNEY CITY COUNCIL, NOT THRILLED WITH THE COUNTY JUDGE SEEMS LIKE A LOT OF EMAILS AND LITTLE ACTION FROM THAT GUY. I HAVE TO IF YOU KNEW THAT IF YOU KNEW DISCUSSING THIS, YOU KNOW HE'S GOING TO SAY WHATEVER HE WANTS TO SAY. IF THERE'S ANY WAY FOR POSSIBLE FOR YOU TO READ THIS TO ALL THE GREAT PEOPLE THAT MCKINNEY FIRE DEPARTMENT ALL THOSE AND LET THEM KNOW HOW MUCH THIS MEANT TO OUR FAMILY. I CAN'T READ THE REST BECAUSE IT'S GONNA MAKE ME CRAZY, BUT YOU GET THE POINT. THERE'S A LOOK. THERE'S SO MANY PEOPLE LIKE THAT THAT ARE GETTING THIS AND UNDERSTANDING THIS IS ACTUALLY GOING TO SAVE THEIR LIFE. IT MAY BE IN THEIR MIND. BUT EVEN PHYSICALLY, SO, THANK YOU GUYS FOR PUTTING THIS TOGETHER SO FAST MOVING AS FAST AS YOU CAN AND DEFINING A LOT OF ODDS BECAUSE PEOPLE JUST TOLD US JUST WAIT. WE'LL LET THE CANDY COUNTY ANALYST THIS IS OUR TOWN. WE HANDLE OUR OWN BUSINESS. SO THANK YOU FOR DOING THAT. THANK YOU. CHIEF I HAVE A QUESTION BECAUSE I KNOW SOME OF THE COMMENTS AND PARTICULARLY SOME EAST OF HIGHWAY FIVE. DOES THE CDU. DO WE HAVE ANY OPTIONS FOR LOGISTICS OF TRANSPORTATION? BECAUSE I'VE HEARD A LOT OF SOME OF OUR SENIORS. YOU KNOW, THERE'S A SITUATION IF THEY WERE TO GET A CALL OF COMMUNICATION, AND OF COURSE, THEY DEPEND ON ANOTHER FAMILY MEMBER THAT MAY WORK SO THEY CAN'T GET THERE AT THE TIME IN WHICH THEY'RE SCHEDULED TO GET IT. AND YOU KNOW, I DON'T KNOW WHAT RESOURCE IS. THE CITY HAS OR HOW TO COORDINATE EFFORTS FOR TRANSPORTATION FOR THOSE VULNERABLE AND YOU KNOW INDIVIDUALS TO GET TO THOSE, ESPECIALLY IF SOMETHING IS LOOKED AT PUTTING UP HUB OR A SITE ON THE EAST SIDE. I DON'T KNOW. MAYOR UM YEAH, WE'VE HAD WE'VE HAD QUITE A BIT OF DISCUSSION. OKAY? YOU WANNA LITTLE GREAT GREAT THANK YOU.

THAT IS A GREAT QUESTION. SO JIN AYTEKIN AND CHEA P. SHAWN ARE BOTH WORKING. THERE THEY ARE THE COWS IN COMMUNITY DEVELOPMENT APARTMENT AND KIA IN PARTICULAR IS OUR. WE'VE BEEN TRANSIT ADMINISTRATOR AND WE'VE ASKED THEM TO REACH OUT TO D C TODAY, WHICH IS OUR PROVIDER FOR TRANSPORTATION SERVICES. WE HAVE SOME CARES ACT. FUNDING FOR TRANSPORTATION SERVICES. SO WHAT WE'RE TRYING TO DO IS WORK OUT A SOLUTION. SO THAT IT'LL BE AND IT'LL BE MESSAGED TO FOLKS IF THEY NEED TRANSPORTATION IF THEY THINK FOR ANY REASON THEY HAVE THEY NEED TRANSPORTATION TO GET TO THE STADIUM. AND BACK. WE'LL GET THAT TRANSPORTATION FOR FREE, RIGHT. WE'LL FIND WE HAVE FUNDING TO PAY FOR THAT ON. SO KIA AND JENNA ARE WORKING ON THAT SOLUTION AS WE SPEAK, SO WE ANTICIPATE WILL BE ABLE TO RULE THAT OUT. THANK YOU. I MAY JUST KIND OF HAD TO RESPONSE IF SOMEBODY HAS A PARTICULAR NEED BED CONFINED, PERHAPS IF THEY COULD LET US KNOW IN ON A CASE BY CASE WE MIGHT BE ABLE TO HELP OUT IN ANOTHER WAYS. THANK YOU, SIR. ABSOLUTELY LIKE TO DO THAT. WE ARE EXPLORING THE POSSIBILITY OF A SATELLITE FACILITY ON THE SIDE. SO AGAIN, I GOT MY SECOND DOSE AND I JUST WANT TO COME IN YOUR STAFF AND YOUR TEAM AND EVEN WHEN YOU WOKE UP, THEY JUST THEY LAUGHED TONE IN HERE, SO IT JUST MAKES THE GOING? THAT'S SO MUCH ANXIETY BECAUSE YOU HAVE A LITTLE ANXIETY, BUT I JUST WANT TO COMMEND YOUR STAFF AND THEY WERE SO GRACIOUS AND JUST KIND OF ALLOWED ME NOT TO FEEL THAT ANXIETY BY GETTING A SECOND DOSE IN JUST ALLERGIC LOGISTICS OF HOW YOU HAVE YOUR WAITING ROOM. YOU'RE SITTING AREA AND EVERYBODY IS ALWAYS TOLD PROFESSIONAL SO AGAIN, A COMMUNION YOUR STAFF AND THANK YOU, TONTO. OUR STAFF WINNER IN THIS IN MY EYES D FOR ALLOWING

[01:00:01]

US TO USE THOSE RESOURCE IS IT MEANS A LOT FOR US IN MCKINNEY BECAUSE YOU HEAR A LOT OF TRAGIC STORIES IN OTHER CITIES. SO THANK YOU. AND THANK YOU FOR WHAT YOU'RE WORKING ON WITH.

TRANSPORTATION AND OTHER HUBS TO HELP SOME OF OUR VULNERABLE COMMUNITY AND I JUST WANNA HAD TO, YOU KNOW WHEN THE WHEN THAT TOPIC FIRST CAME UP. YOU KNOW, I STARTED JUST REACHING OUT EVERYTHING I COULD THINK OF NOT KNOWING IF IT WAS A VIABLE SOLUTION OR HOW IT COULD. HOW IT COULD WORK IS THERE ARE SCHEDULING ISSUES AND ON AND ON. I JUST WANT TO SAY THAT ONE OF THE ONE OF THE CALLS THAT WERE MADE IMMEDIATELY ON THE FRONT SIDE WAS TOO MCKINNEY INDEPENDENT SCHOOL DISTRICT AND ASKED, IT WAS ASKED. HEY, IF. IF WE DETERMINE THERE'S A WAY TO TRANSPORT PEOPLE AGAIN. THERE'S A LOT OF SCHEDULE ANOTHER LOGISTICS THAT HAVE TO WORK HAND IN HAND WITH THAT. I JUST ASKED, WOULD IS IT POSSIBLE THAT WE COULD USE SCHOOL BUSSES AND I ASKED, YOU KNOW, BUSSES AND BECAUSE OF THE SPACE IN THE ROOM AND THE ABILITY TO DISTANCE WHEN YOU DO THAT, AND I WANT TO SAY THAT RESPONSE WAS NOT ONLY NOT ONLY WERE THEY PROVIDE THAT, IF THAT WAS A SOLUTION. THEY DRIVE IT THEMSELVES, SO I MEAN TRULY I SAY THAT. DID YOU SAY THAT'S THAT'S THE KIND OF THAT'S KIND OF RELATIONSHIP THAT WE HAVE.

THAT'S THE KIND OF BUYING AND, JUST. HELPING MENTALITY AND COMPASSION FOR THE COMMUNITY THAT OUR SCHOOL DISTRICT HAS. IT GOES BEYOND EDUCATION, WHICH IS, OF COURSE, VITAL. IT. GOES WELL BEYOND THOSE BORDERS, AND EVERYONE NEEDS TO KNOW THAT SO THANK YOU GUYS FOR THAT. COULD NOT HAVE A BETTER PARTNERSHIP WITH THE SCHOOL DISTRICT. ANY AS EVERYONE SAID, YOU GUYS.

WOW. THANK YOU. WELL THE DOCTOR EVERYONE, JUST GREAT. THANK YOU. THANK YOU. ALL RIGHT.

COUNCIL LIAISON. NO, I'M SORRY. YEAH, YEAH, WE'RE GONNA MOVE TO COUNSEL YEARS ON UPDATES

[COUNCIL LIAISON UPDATES REGARDING THE VARIOUS MCKINNEY BOARDS & COMMISSIONS]

REGARDING VARIOUS MCKINNEY BOARDS AND COMMISSIONS. DON'T YOU HAVE ANYTHING? WELL, WE ARE WORKING WITH THE ARCHITECT FROM I DON'T KNOW THAT IT'S ONE OF OUR BOARDS AND COMMISSIONS, BUT THINGS YOU'RE COMING ALONG NICELY WE HAVE WEDNESDAY DESIGN SESSION WITH BOTH OF THE FIRM SCHEDULED THIS WEEK. VERY EXCITING. BE A PART OF AND I THANK YOU ALL FOR ALLOWING ME TO DO THAT. THANK YOU. WE TALKED ABOUT. RIGHTFULLY SO A LOT ABOUT HOW WELL OUR BOARDS WORK AND BOUND OVER. WE'VE NECESSARILY TALKED ABOUT THIS. BUT EVEN IF WE HAVE BEARS REPEATING, SO YOU INTENDING BOTH M C. D C MEETINGS AND I MISSED THE LAST TIME GDC MEETING, UNFORTUNATELY, BUT NO. I THINK THE FOLKS IN TOWN NEED TO KNOW NOT JUST HOW WELL THE BOARDS WORK. WITHIN THEMSELVES, BUT HOW WELL THE M C D C AND THE D C BOARDS WORK WITH EACH OTHER. YOU KNOW, THERE'S A MAN THERE ARE A LOT OF MOVING PARTS, YOU KNOW WHETHER IT'S THE GRANTS AND THE WORD CDC DOES ON AROUND E D. C ON THE DEVELOPMENT SIDE, BUT THERE ARE SEVERAL JOINT PROJECTS. THAT, UH, THEY REQUIRE A LOT OF COORDINATION. EXTRA MEETINGS, EXTRA EFFORT, AND SO JUST ACCOMMODATION TO, UH, BOTH FINISH NOVELS, CDC, PURE TOCAR, ABC AND THEN THEIR RESPECTIVE BOARDS FOR WHAT THEY'RE DOING TO WORK TOGETHER. TO SOLVE, DON'T SAY UNNECESSARY SOLVE PROBLEMS, BUT MAYBE MAYBE ADDRESS OPPORTUNITIES IS PROBABLY A BETTER WAY TO GO. AND SO OBVIOUSLY COUNCILWOMAN WOODS IS ON THE CDC. END OF THINGS AND NOT SAYING THAT JUST BECAUSE SHE'S HERE, BUT THEY'RE DOING A GREAT JOB WORKING TOGETHER WITH PAUL GRAHAM'S IN THE STAFF IN THE CITY TO MAKE THINGS HAPPEN, SO WE'RE JUST APPRECIATE. YOU'RE PRETENDING FOR ME. SMILE, WHICH YES, THE PIGGYBACK WOULD COUNCIL ALIEN TALKED ABOUT WITH THE CDC. YOU KNOW THIS PAST MEETING WORTH EVEN IN THESE COLBERT TIMES.
