HAVE NO ON LAST NIGHT THAT CITY COUNCIL MET WITH MCKINNEY INDEPENDENT SCHOOL DISTRICT TRUSTEES. YES, YES. SO I'M LAST NIGHT, THE CITY COUNCIL HAD A JOINT MEETING WITH MCKINNEY, HONESTY AND I HAVE NOT HAD A CHANCE TO WATCH THAT JUST YET, BUT I WANTED TO JUST TO SHARE AS YOU ALL ARE REVIEWING. WHAT TOOK PLACE DURING THAT SESSION ON LAST NIGHT, THE OPPORTUNITY FOR TRES TO HAVE PAYMENTS, SO I'M JUST GONNA BREATHE THROUGH THIS PER THE LOCAL CODE. PAYMENTS MADE I APOLOGIZE. I HAD THE COST OF SCHOOL BUILDINGS, OTHER EDUCATIONAL BUILDINGS, OTHER EDUCATIONAL FACILITIES. OR OTHER BUILDINGS OWNED BY OR ON BEHALF OF A SCHOOL DISTRICT COMMUNITY, COLLEGE DISTRICT OR OTHER POLITICAL SUBDIVISION OF THE STATE. S O JUST AS YOU CONSIDER ANOTHER GONNA REVIEW WHAT'S HAPPENED THIS PAST YEAR AND IF THERE'S OPPORTUNITY FOR STRATEGIC PLANNING, GOING FORWARD THROUGH WITH THIS TERRORIST TO PEACE OR DISSENTERS IN GENERAL. TO CONSIDER OPPORTUNITIES TO ENHANCE WHAT'S OVER, ESPECIALLY IN THIS PARTICULAR AREA IN THE ZONE. FOR WITH ALL OF THE COVE IT RELATED LOSS IN EDUCATION.

OPPORTUNITIES TO PUT SOMETHING IN THE COMMUNITY THAT WOULD HELP ENHANCE THE EDUCATION FOR THE CHILDREN. THAT ARE ALREADY. BIT BEHIND. AND SO JUST A CONSIDERATION AS I UNDERSTAND THE ECONOMIC DEVELOPMENT PIECE OF IT. I UNDERSTAND THE COMMUNITY TO BUILD MY PIECE, BUT THERE IS A PROVISION IN THE CODE THAT ALLOWS FOR ENHANCEMENT OF EDUCATIONAL FACILITIES. I KNOW THAT. EVEN NOW, CITY CHURCH IS BUILDING A FACILITY AND IT WILL HELP THAT COMMUNITY, REGARD TO EDUCATIONAL OPPORTUNITIES, BUT THERE ARE OTHER PIECES OF LAND THAT MAY BE POTENTIALLY COULD BE ACQUIRED OR USED TO DEVELOP. IN HELP WITH IMPROVEMENTS TO HELP THOSE KIDS THAT ARE THERE AND THEY CAN GET TAUGHT OR GET RESOURCE IS WITHIN THEIR OWN NEIGHBORHOOD AND COMMUNITY. THANK YOU. THANKS. RIGHT? WE HAVE NO NOBODY ELSE TO SIGNED

I WOULD ONLY WANT TO ASK MR FRANKLIN. HE'S OFFENDED BY THAT. NOT BEGAN. NOT AT ALL. NOT AT ALL.

I COULD THINK I'M GOOD. ALL RIGHT, THAT WE'RE DOING IT OUT OF CONVENIENCE DUTY, COSTLY.

FIGURING OUT OUR SCHEDULES AND THEN THIS ONE, NOT THIS WILL MAKE IT SO MUCH EVEN CHARLIE THAT YOU'RE GONNA HAVE TO WIN THAT HARD FAITH ABOUT RACE THAT YOU GOT IN, SO WE'RE COUNTING ON YOU TO DO THAT. SO I'M COUNTING ON YOU. JUST SAY THAT IS ANOTHER REASON WHY IT IS ULTRA IMPORTANT. YOUR VICTORY. NEWSCASTER VOTES. WE'RE JUST ON FAVOR, ALL RIGHT? WILL PASS THIS DOWN THE WAY WAR. TAKE UP THE MINUTES OF THE TAX INCREMENT REINVESTMENT ZONE TO BOARD MEETING OF FEBRUARY. 18TH

[00:05:04]

2020 IS EVERYONE HAD A CHANCE TO REVIEW THOSE AND ARE THERE ANY COMMENTS, CORRECTIONS FOR CHANGES? YEAH. OKAY? MOTION BY COUNCILMAN ELLIOTT AND THE SECOND, BUT COUNCILMAN FRASER MAYOR PRO TEM FRASIER, ALL OF ROGERS, I'M SORRY. CAN PROMOTED TWICE. ALL IN FAVOR. SAY AYE, AYE, ANY OPPOSED? REVISIT THAT FIRST MOTION PASSES. RIGHT? GONNA TAKE UP DISCUSS THE 2020

[Discuss 2020 Annual Report]

ANNUAL BUDGET REPORT. GOOD EVENING. CHANCE MILLER FINANCIAL COMPLIANCE MANAGER.

WE HAVE THE REPORT. WE CAN PULL UP. THIS IS THE 2020 ANNUAL REPORT. WE'RE REQUIRED BY THE STATE TO ESTIMATE THIS ANNUALLY. UM. SEE IF I CAN GET THE RIGHT PAGE. I'M GONNA HIT THE HIGHLIGHTS AND ALL GLAD TO ANSWER ANY QUESTIONS YOU MAY HAVE. FEEL FREE TO SPEAK UP AT ANY TIME TO START OFF THIS AREAS AROUND THE AIRPORT, IT WAS HIT HARDER FOR THE COVE IN 19 PANDEMIC IN OTHER AREAS OF MCKINNEY, SO YOU'LL SEE THAT REFLECTED IN THE SALES TAX WHEN WE GET THERE BUT STARTING AT ADAM, NUMBER ONE WAS THE REVENUE FOR OFFICER VIA FISCAL YEAR. 20. WE HAD $1.1 MILLION. THIS WAS 30 EARLIER RIGHT AT 32,000 LESS THAN PHYSICAL.

YOU'RE 19. MAJORITY IS THAT IS FROM CELLS. NEXT I'LL SHOW BELOW FOR ITEM NUMBER TWO, THE ONLY EXPENSE FOR FISCAL YEAR 20 WAS THE 22,000 FOR GENERAL GENERAL AND ADMINISTRATION OF EXPENSE. THERE'S NO PRINCIPLE OR DEATH ISSUE DON'T TURNS TO AT THIS TIME. WENT DOWN TO ITEM NUMBER FOUR, WHICH SHOWS OUR PROPERTY TAXES FOR THIS AREA, STARTING BACK IN 2000 AND 10.

YOU CAN SEE WE HAD 100 AND 17 MILLION AND AS OF LAST FISCAL YEAR, WE HAD 100 78 MILLION, SO WE CAPTURED 60 MILLION AND APPRAISED VALUE. COMPARED TO LAST FISCAL YEAR. WE HAVE 33 MILLION, SO WE INCREASED BY SEVEN MILLION OVER A YEAR SPAN. THE NEXT PAGE. THIS SHOWS THE REVENUE ASSOCIATED WITH THAT. SO, UM REVENUE FOR FISCAL YEAR 20 RECAPTURE 314,000 IN THE CITY OF MCKINNEY AND 53,000 FROM COLLIN COUNTY, A ZOO COMPARISON TO LAST YEAR WE HAD 281,000% IN MCKINNEY SO RIGHT AROUND $32,000 INCREASE AND JUST AROUND THE SAME FOR CON COUNTY AND PERSPECTIVE WAS RIGHT OUT 48,000 SO ABOUT A $5000 INCREASE. MOVING ON TO SALES TAX. WE ALSO HAVE THE NUMBERS FROM 2010, WHICH IS THE YEAR THAT THIS WAS INITIATED.

WE HAD RIGHT UP 500,000 AND FOR FISCAL YEAR 20 WE CAPTURED 1.25 MILLION. IT WAS. THAT'S WHAT THE SALES TAX WAS IN THIS AREA, SO WE CAPTURED 750,000. LAST YEAR WE CAPTURED 820,000. SO THIS WAS A $70,000 DECREASE FROM OVER ONE YEAR SPAN. THE FINAL NUMBER WAS THE AMOUNT THAT WE KNOW, SAID NUMBER ONE THAT JUST SHOWS THE COME A COMBINATION OF SALES TAX A PROPERTY TAX. IT WAS STILL THAT 30,000 DECREASED, BUT WE DID CAPTURE $1.12 MILLION THAT ROLLED INTO FUND BALANCE AND AT THE VERY BOTTOM NUMBER SIX. YOU CAN SEE OUR TRANSITIONS FROM 2016 TO 2020 THE HISTORY OF OUR FUND BALANCE AND WE'RE AT 3.4 MILLION. TO END FISCAL YEAR 20.

AND, UM, THIS TIME, I WILL ANSWER ANY QUESTIONS. THE QUESTION. $22,000 HAS SPENT THE LAST TWO YEARS EACH EACH YEAR JUST ADMINISTRATIVE EXPENSES PAID TO THE CITY. YES SO WE DO THE COST ALLOCATION STUDY THAT CAPTURES EVERYTHING ACROSS THE CITY, AND THIS IS INCLUDED IN THAT. AND SO I DON'T KNOW THE BREAKDOWN OVER THOUGH, BUT JUST A COMBINATION OF CITY RESOURCE IS AND ALL THAT GETS ALLOCATED THAT WAY, OKAY? IT'S ALL AHEAD. THANK YOU. GOOD QUESTION. YOU HAVE THE QUESTIONS? YES, UH, BASED ON YOUR KNOWLEDGE OF THE INCREASE IN ANIMAL OR, UM.

REVENUES HOW MUCH OF THAT 69 I THINK IT WAS HIS NEW CONSTRUCTION ON THE GROUND.

IT'S HARD TO TELL THEM WE'RE GOING BY SPECIFIC AREAS LIKE THIS CAT DOES GIVE US THAT INFORMATION TO THE CITY AS A WHOLE, BUT WE'RE BREAKING IT DOWN. IT DETERS AREAS. I HONESTLY COULDN'T GIVE YOU EVEN A ROUGH ESTIMATE FOR THAT INCREASE OF WASN'T LAST YEAR.

YES OH THAT. SEVEN. MILLION IN. OKAY? COOK. YOU AND IT WAS PROBABLY THE SAME PROPORTION LIKE THE CITY AS A WHOLE. SO THANK OUR COMPANY. HERE, TOO, MIGHT HAVE DONE THAT. YOU WOULDN'T HAVE THAT ANY FURTHER QUESTIONS OR DISCUSSIONS ON THE BUDGET. REPORT SON MR CHU.

THANK YOU VERY MUCH. THANK YOU. GOOD NIGHT. DO NOT BELIEVE THERE'S ANY ITEMS IN EXECUTIVE SESSION SO I WOULD ENTERTAIN A MOTION TO IT. SO MOVED. ON MOTION BY MIRROR FOR AND SECOND

[00:10:02]

BY COUNCILMAN ELLIOT. ALL IN FAVOR. ALL RIGHT, POSE.
