IT MEETS THAT REQUIREMENT FOR STATE LAW, SO THAT'S PART OF THE REASON WHY WE'RE ABLE TEEVENS CONSIDER THIS ANNEXATION ON IN TERMS OF SERVICING ON BECAUSE THIS IS A VOLUNTARY ANNEXATION WHEN THE TRACT DEVELOPS. THAT DEVELOPER WILL BE RESPONSIBLE FOR ACTUALLY EXTENDING THE INFRASTRUCTURE OUT THERE. SO RODE SUPER WATER. ANY INFRASTRUCTURE THAT'S NECESSARY TO SERVE THE PROPOSED DEVELOPMENT WOULD BE AT THE REQUIREMENT OR RESPONSIBILITY OF THAT. MY NAME'S ALEC MILLER AND THE LEAD PLANNER ON THE DOWNTOWN PARKING MANAGEMENT STUDY. WHICH WE'RE NOW CALLING THE PARKING ACTION PLAN, THE STUDY'S INTENT WAS TO DEVELOP POLICY AND OPERATIONAL RECOMMENDATIONS THAT WOULD SUPPORT THE CITY'S GOALS OF. FOR PRESERVING THE HISTORIC CHARACTER OF THE DOWNTOWN WHILE ALSO. MEETING THE CURRENT MARKET NEEDS. THE COMMUNITY ENGAGEMENT WAS OVERWHELMING, WHICH IS REALLY A POSITIVE WHEN YOU TALK ABOUT YOU KNOW THE SIGNIFICANCE OF PARKING IN A COMMUNITY LIKE YOURS AND ONE OF THE FEATURES THAT WE REALLY LIKE. THE HIGHLIGHT WAS THAT ONLINE SURVEY WE HAD WELL OVER 1000 RESPONSES AND EVEN STILL

RECEIVE FEEDBACK FROM THE STAKEHOLDERS. STAFF HAS BEEN REALLY GREAT AND PUSHING OUT THE DRAFTS AND PUSHING OUT MESSAGING AND WE'VE ACTUALLY BEEN GETTING CRITIQUES BE BACK AND CRITERIA TO BE SURE THAT WE CAN TIE THAT INTO THE PROCESS, AND I THINK THAT THAT'S REALLY IMPORTANT. BECAUSE WHEN WE TALK ABOUT PARKING, YOU KNOW, IT'S USUALLY THE FIRST ONE LAST EXPERIENCE THAT YOU KNOW OUR GUESTS HAVE WHEN THEY COME INTO THE DOWNTOWN AREA, AND WE WANT TO MAKE SURE THAT IT'S A POSITIVE ONE. ONE OF THE THINGS THAT I THINK IS REALLY IMPORTANT, AND I'LL MENTION IN A MOMENT IS THAT MCKINNEY IS ALWAYS HAD AN AWARENESS OF FAMILIARITY WITH PARKING, JUST BASED ON THE COMMITMENT TO THE ONGOING PARKING CITIES THAT YOU'VE DONE TRADITIONALLY. THIS WAS A LITTLE BIT DIFFERENT, BECAUSE WHAT YOU HAVE BEFORE YOU NOW IS AN ACTION PLAN. MY JOKINGLY CALL IT THAT CHOOSE YOUR OWN ADVENTURE PATH, BECAUSE WHAT YOU NOW HAVE BASICALLY. ARE ADOPTABLE OR. AND THEN IT PROVIDES AS A GUIDE BOOK OR BASICALLY A ROAD MAP TO HOW TO MANAGE PARKING, MOVING FORWARD. S 01 OF THE THINGS THAT YOU SEE THERE ON THE HEADER, AND I REALLY WANT TO MAKE SURE THAT THIS IS A BIG MISSION FOR THE PROCESS. MOVING FORWARD IS WE WANT TO MAKE SURE THAT THE CITY CONTINUES TO MAKE DATA DRIVEN DECISIONS, AND I THINK THAT THAT'S ALWAYS BEEN PREVALENT, GIVEN THE FACT THAT YOU HAVE TRADITIONALLY COLLECTED DATA OVER THE LAST DECADE PLUS EVERY FIVE YEARS. WHAT WE REALLY WANT TO ENCOURAGE NOW IS THAT ONGOING DATA AND MORE REAL TIME AND WE'RE GONNA TALK ABOUT SOME OF THE TOOLS. THAT YOU CAN ACTUALLY UTILIZE TO HAVE THAT IMMEDIATE ACCESS TO THAT INFORMATION, BECAUSE ONE OF THE CHALLENGES THAT WE FACE OFTEN IS THE ISSUE OF PERCEPTION WHERE PEOPLE SAY I CAN'T PARK IN FRONT OF THE SHOP THAT I WANT TO GO TO, SO THERE'S JUST NO PARKING AND MCKINNEY. AND SO THAT'S ONE OF THE REASONS WHY I WILL TALK ABOUT WAY FINDING TODAY AND WHY THAT'S SO IMPORTANT AND WE'RE SO EXCITED TO KNOW THAT YOU'RE WAY FINDING PROJECT HAS KICKED OFF THAT I DON'T WANT TO GET AHEAD OF MYSELF. AND SO REALLY MAKING SURE AGAIN THAT WE'RE MANAGING THAT DATA WILL TALK ABOUT SOME OF THE TOOLS THAT WE RECOMMEND FROM THE IMMEDIATE OF SOME OF THE ACTIONS THAT YOU CAN TAKE SO THAT WE REALLY CAN'T AGAIN EFFECTIVELY MANAGE THE DEMAND.

ONE OF THE THINGS THAT HAS BEEN REALLY SPECIAL ABOUT MY EXPERIENCE HERE. MCKINNEY HAS JUST BEEN THE GROWTH AND THE VIBRANCE OF YOUR DOWNTOWN EVEN THROUGHOUT CO VID JUST THAT THRIVING OPPORTUNITY. I THINK THAT IT'S REALLY EXCITING. AND JUST IN THE TIMES THAT WE GOT TO ATTEND SOME OF THE MAIN STREET MEETINGS WAS FOR THE DOWNTOWN. THE NEW BUSINESSES THAT ARE STILL COMING IN EVEN DURING A PANDEMIC. I THINK IS REALLY A CREDIT TO MCKINNEY AS A WHOLE. SO I BELIEVE ALL OF YOU ARE VERY FAMILIAR WITH WHERE YOU'RE PARKING ASSETS ARE LOCATED AND YOU CAN SEE THAT YOU HAVE WELL OVER 1500 PARKING SPACES SPRINKLED THROUGHOUT. IT IS VERY CLEAR THAT IN OURSELF CORRIDOR OF THE CITY ESPECIALLY LOT TO A LOT FORWARD, THOSE ARE SOME OF OUR MOST IMPACTED AND THIS IS WHYWE FINDING IS GOING TO BE VERY IMPORTANT. WE DID NOT DO DATA COLLECTION BECAUSE YOU ALREADY HAD DATA AVAILABLE, BUT I WANT TO HIGHLIGHT WHEN WE TALK ABOUT PARKING OCCUPANCY, 85% IS THAT THRESHOLD MEASURE WHEN YOU'RE NEAR IRAQ CAPACITY.

AND I THINK THAT THAT'S SOMETHING THAT WE ALWAYS SPEND A LOT OF TIME MESSAGING IS THAT THERE IS NO SUCH THING AS FREE PARKING. AND I AM SURE YOU CAN ALL APPRECIATE THAT. I'M NOT SUGGESTING PAID PARKING HERE BY ANY MEANS. BUT I WANT TO MAKE SURE THAT FOLKS UNDERSTAND WHEN I TALK ABOUT TECHNOLOGY OR EVEN INVESTMENT IN RESOURCE IS THAT THAT DOES COST MONEY, AND I THINK IT'S IMPORTANT THAT WHEN WE TALK ABOUT SUSTAINABILITY, WE NEED TO MAKE SURE THAT WE'RE NOT COMING OUT HERE WITH CRAZY NOTIONS OR IDEAS THAT ARE GOING TO COST THE CITY A LOT OF MONEY. YOU'RE ACTUALLY GOING TO FIND THAT WE'VE MADE SOME INCREMENTAL RECOMMENDATIONS THAT WE THINK CAN REALLY HAVE AN IMPACT ON THE DOWNTOWN. WHEN WE TALK ABOUT THOSE GOALS AND OBJECTIVES. SO THIS IS WHERE TIMING COMES INTO PLAY. I MENTIONED THE FACT THAT THIS IS BASICALLY A ROAD MAP, AND THERE ARE SEVERAL RECOMMENDATIONS THAT ARE TIED INTO THERE. THERE'S A COUPLE THAT WERE GOING TO TELL YOU. WE THINK YOU GUYS SHOULD JUMP ON RIGHT AWAY BECAUSE I THINK THEY'RE GOING TO BE STRATEGIC INVESTMENTS. YOU HEARD ME. MENTION PAID PARKING. THAT'S BASICALLY IN THE LONG TERM, BUT IT'S DATA DRIVEN SO THAT IF YOU GET TO A PLACE WHERE YOU HIT ALL OF THESE OTHER MARKS, AND YOU GET TO A PLACE WHERE YOU NEED TO START MANAGING PARKING IN A DIFFERENT WAY. YOU BASICALLY HAVE SEVERAL STEPS TO GET THROUGH TO GET TO THAT POINT.

SO EVERYBODY SAYS, WELL, WHEN IS THAT GONNA BE? IT COULD ACTUALLY BE IN FIVE YEARS. IT COULD BE IN 10 YEARS. IT COULD BE NEVER BECAUSE THE FACT IS BY FOLLOWING THE ACTION PLAN. YOU CAN TAKE THESE INCREMENTAL STEPS AND DETERMINE WHAT THE IMPACTS CAN BE ON THE COMMUNITY. THE KEY IS THAT ONGOING EVALUATION AND THAT'S WHY BY THE TIME WE'RE DONE, YOU'LL HAVE HEARD ME SAY, DATA DRIVEN DECISIONS PROBABLY TOO MANY TIMES. BUT THAT'S REALLY WHERE WE WANT YOU TO GET TO THAT PLACE IS SO THAT YOU CAN USE THE DATA TO DECIDE WHEN YOU NEED TO MOVE TO THAT NEXT STEP. AND IT'S REALLY, REALLY IMPORTANT THAT WE LOOK AT THE DATA AND I SAY THAT BECAUSE WHEN WE TALK ABOUT SOME OF THE PARKING MANAGEMENT RECOMMENDATIONS, WE NEED TO MAKE SURE THAT WE HAVE RE SOURCES THAT ARE ACTUALLY EVALUATING THE DATA SO THAT WE CAN BRING THOSE RECOMMENDATIONS FORWARD. IT'S VERY IMPORTANT THAT WE TRY TO BE PROACTIVE RATHER THAN REACTIVE, BECAUSE IF WE'RE REACTING TO THE DEMAND, THEN THE CHALLENGE HAS ALREADY DEVELOPED AND WE'RE ALREADY IN A POSITION WHERE WE'RE TRYING TO PLAY CATCH UP. YOU WANT TO BE IN A PLACE WHERE YOU'RE BASICALLY PROACTIVELY MAKING SLIGHT ADJUSTMENTS BECAUSE THAT'S ALSO SOMETHING THAT WE THINK CAN BE MORE ADAPTIVE TO YOUR COMMUNITY. ONE OF THE THINGS THAT PROBABLY SPOKE ABOUT THE LAST TIME I WAS HERE IS THE PARKING IS REALLY ABOUT LEARNED BEHAVIOR. PEOPLE HAVE JUST PARKED THE WAY THAT THEY'VE ALWAYS PARKED. THEY KNOW WHERE THEY LIKE TO PARK. YOU KNOW HOW THEY LIKE THE PARK, AND THEY KNOW WHEN THEY WANT TO PARK. AND NOT SOMETHING THAT IF WE WANT PEOPLE TO BEHAVE DIFFERENTLY, WE CAN'T JUST RIP THE BAND AID OFF AND SAY THIS IS THE WAY THE NEW RULES GONNA WORK. WE REALLY NEED TO DO THAT IN A GRADUAL STAGE AND REALLY MAKE SURE THAT WE'RE TRANSPARENT WITHOUT REACH AND MAKING SURE THAT EDUCATION IS A BIG PART OF IT. AND ONLY BECAUSE CUSTOMER SERVICE HAS BEEN UP THERE ON A FEW SLIDES, AND I CAN'T EMPHASIZE ENOUGH AND YOU'RE GONNA HEAR ME MENTION THIS A FEW TIMES TO PARKING IS A CUSTOMER SERVICE EXTENSION OF THE CITY, AND IT'S SOMETHING THAT REALLY HAS TO BE MINDFUL AND ALL OF THE DECISIONS THAT WE MAKE YOU HEARD ME MENTION THAT PARKING IS OFTEN THE FIRST AND LAST EXPERIENCE OF OUR VISITORS AND OUR RESIDENTS, AND WE WANT TO MAKE SURE IT'S A POSITIVE ONE.

THAT'S WHY I THINK IT'S SO IMPORTANT THAT WE THINK ABOUT THAT CUSTOMER SERVICE ASPECT, AND THAT'S WHY I WAS SO EXCITED TO HEAR THAT THE CITY HAS INITIATED THE WAY FINDING PROGRAM BECAUSE THIS WAS PROBABLY THE VERY TIPPY TOP OF YOU KNOW THOSE 1000 PLUS SURVEYS OF THAT IMPORTANCE OF. THE FACT THAT YOU DO HAVE THE PARKING RESOURCE IS WE WORK WITH A LOT OF COMMUNITIES THAT DON'T HAVE THE LEVEL OF PARKING ASSETS THAT YOU DO. WE JUST NEED TO MAKE IT EASY FOR PEOPLE TO FIND THEM. ONE OF THE SURVEY QUESTIONS THAT WE INCLUDED IN THE IN THE SURVEY WAS TO IDENTIFY THE PARKING GARAGES AND IDENTIFYING DAVIS ON THE SQUARE AND BASICALLY INCLUDING IN THE QUESTION. WE EVEN DID SOME MAPPING OF THE POTENTIAL LOCATIONS TO PUT SIGNAGE. AND IN FACT WHEN STAFF POSTED THE DRAFT PLAN OUT. WE'VE ALREADY HAD FEEDBACK, SAYING WE NEED A SIGN HERE. WE NEED TO SIGN THERE SO THAT INTERACTIVITY WITH THE COMMUNITY HAS REALLY BEEN A POSITIVE. THE REDEVELOPMENT SITE. WE'VE TALKED SEVERAL TIMES IN THE PAST THAT TOPS BREWERY RELOCATION AND EXPANSION PROJECT THAT WAS PROBABLY THE FURTHEST ALONG ALREADY IN DESIGN. THEY PLAN THEY WOULD LIKE TO OPEN IN FEBRUARY OF 2022 ARE OBLIGATED TO OPEN BY SEPTEMBER OF 2022. NEAR THAT IS THE EAST BLUE YET EAST LOUISIANA STREET PARKING LOT THAT WILL INCLUDE UP TO 150 PARKING SPACES AND THEN THE MUNICIPAL CITY COMPLEX. THIS IS A 13 ACRE PIECE OF PROPERTY THAT'S RIGHT ACROSS THE STREET FROM THOSE SILOS ON LOUISIANA AND VIRGINIA STREET. SORRY. AND NOT ONLY WILL THAT HOW'S THE NEW CITY HALL, BUT IT WILL INCLUDE PUBLIC SPACES, STREETS AND HAVE ROOM FOR OTHER DEVELOPMENT THAT CAN BE CRAFTED IN A WAY THAT MEETS THE DESIRE FOR THE NEIGHBORHOOD REDEVELOPMENT AREA. AND THE NEIGHBORHOODS AND HOUSING SIDE WE WILL HAVE BE ABLE TO SHARE WHAT WE KNOW ABOUT THE NEIGHBORHOOD PRESERVATION STUDIES. SO WE MENTIONED THIS BEFORE.
