[DISCUSS REGULAR MEETING AGENDA ITEMS for the City Council Regular Meeting to be held Tuesday, March 16, 2021 at 6:00p.m. ]
MEETING AGENDA ITEMS. SO HAS ANY QUESTIONS FOR STAFF THAT IS HERE ON THOSE ITEMS. HAVE A QUESTION ON COME TO THE. 21003 AID SLASH 21. DASH 00402. SO THIS IS THE ANNEXATION.OBVIOUSLY THEY'RE WANTING TO BE ANNEXED. CORRECT? YES, SIR. UM SO. IT'S RIGHT NEXT TO IT. IT'S KIND OF NORTH WEST OF TRINITY FALLS JUST ALMOST DUE WEST OF SHIRLEY FALLS, THAT'S CORRECT.
BUT THERE'S A LOT OF AREA BETWEEN THE CITY, OUR CITY. UM. YOU KNOW, THE LINES OF YOU KNOW OUR WHERE OUR CITY STOPS ABOUT BOUNDARIES. THAT'S RIGHT. THAT'S THE BOUNDARIES. SO HOW DO WE STOP? I MEAN, I LOOK AT THIS, AND I'M JUST KIND OF. HOW DO WE SERVICE AREAS WHEN THEY'RE NOT KIND OF CONTINUOUS OF ARE. CITY, RIGHT SO TWO PARTS TO MY ANSWER FOR YOU.
NUMBER ONE IS STATE LAW DOES REQUIRE THAT PROPOSED ANNEXATION BE CONTIGUOUS TO EXISTING CITY LIMITS. SO THIS MAY NOT LOOK LIKE THAT, NECESSARILY FROM THE MAP.
HOWEVER THE ETERNITY FALLS, MUD ACTUALLY MEETS THAT DEFINITION OF BEING INSIDE OF THE CITY LIMITS IF THERE IS A DEVELOPMENT AGREEMENT ON A PIECE OF PROPERTY. IT MEETS THAT REQUIREMENT FOR STATE LAW, SO THAT'S PART OF THE REASON WHY WE'RE ABLE TEEVENS CONSIDER THIS ANNEXATION ON IN TERMS OF SERVICING ON BECAUSE THIS IS A VOLUNTARY ANNEXATION WHEN THE TRACT DEVELOPS. THAT DEVELOPER WILL BE RESPONSIBLE FOR ACTUALLY EXTENDING THE INFRASTRUCTURE OUT THERE. SO RODE SUPER WATER. ANY INFRASTRUCTURE THAT'S NECESSARY TO SERVE THE PROPOSED DEVELOPMENT WOULD BE AT THE REQUIREMENT OR RESPONSIBILITY OF THAT. OWNER OR DEVELOPER AT THE TIME IN TERMS OF SERVICES SUCH AS FIRE POLICE PROTECTION, MY UNDERSTANDING ON LOOKED AT HAUSER TO CONFIRM THIS IS. WE'RE ALREADY SERVICING THOSE AREAS IN ONE WAY, SHAPE OR FORM EITHER THROUGH A CONTRACT WITH THE COUNTY OR BECAUSE THEY'RE INSIDE OF OUR SERVICE AREA FOR PROVIDING THOSE SERVICES. SO I'M IN ESSENCE FOR US, A LOT OF THE THINGS THAT ARE GONNA BE OCCURRING ON THIS PROPERTY. EITHER THE RESPONSIBILITY OF THAT OWNER DEVELOPER OR WE'RE ALREADY PROVIDING THOSE SERVICES. OKAY SO I GUESS I GUESS YOUR FIRST ANSWER. HELP ME UNDERSTAND? SO SOMEBODY. THREE MILES OUT. CAN'T WANT DOESN'T IF THEY WANT TO BE ANNEXED. IT HAS. IT HAS THAT YOU HAVE TO BE CONTINUED BOUNDARIES HAVE TO MEET UP THERE. OKAY AND SO SINCE WE CONSIDERED TRINITY FALLS PART OF MCKINNEY, ALTHOUGH IT'S NOT UM. AND THAT MAKES SENSE. SO THAT THAT'S WHAT MY I GUESS MY THANK YOU. THE OTHER QUESTIONS. RIGHT. THANK YOU, JENNIFER. WE WILL MOVE ON TO OUR FIRST
[Consider/Discuss Downtown Parking Management Study Recommendations]
AGENDA ITEM IS 200008 HIM TO CONSIDER AND DISCUSS DOWNTOWN PARKING MANAGEMENT STUDY. GOOD AFTERNOON MAYOR HONORABLE COUNCIL MEMBERS. MY NAME'S ALEC MILLER AND THE LEAD PLANNER ON THE DOWNTOWN PARKING MANAGEMENT STUDY. WHICH WE'RE NOW CALLING THE PARKING ACTION PLAN, THE STUDY'S INTENT WAS TO DEVELOP POLICY AND OPERATIONAL RECOMMENDATIONS THAT WOULD SUPPORT THE CITY'S GOALS OF. FOR PRESERVING THE HISTORIC CHARACTER OF THE DOWNTOWN WHILE ALSO. MEETING THE CURRENT MARKET NEEDS. JULIE DIXON FROM DIXON RESOURCE IS UNLIMITED IS HERE TO SHARE THE RECOMMENDATIONS OF THE STUDY WITH YOU. BOND STAFF IS HERE TO ANSWER QUESTIONS AND TO RECEIVE FEEDBACK ON THE RECOMMENDATIONS. THANK YOU.THANK YOU, ALEC. AND THANK YOU VERY MUCH FOR HAVING US TODAY. THIS IS A BIG DAY BECAUSE IT'S A SEVERAL MONTHS OF WORK WITH THE COMMUNITY AND STAFF AND WE'RE EXCITED TO BE HERE TODAY.
SURE MY CLICKER WORKS. PERFECT S O. WE DID COME BEFORE AND HAD A LITTLE CONVERSATION ABOUT PARKING AND SOME OF YOU ACTUALLY PARTICIPATED IN SOME OF THE STAKEHOLDER OUTREACH AND I REALLY HAVE TO EMPHASIZE ON THIS PROJECT IN PARTICULAR. THE COMMUNITY ENGAGEMENT WAS OVERWHELMING, WHICH IS REALLY A POSITIVE WHEN YOU TALK ABOUT YOU KNOW THE SIGNIFICANCE OF PARKING IN A COMMUNITY LIKE YOURS AND ONE OF THE FEATURES THAT WE REALLY LIKE. THE HIGHLIGHT WAS THAT ONLINE SURVEY WE HAD WELL OVER 1000 RESPONSES AND EVEN STILL
[00:05:03]
RECEIVE FEEDBACK FROM THE STAKEHOLDERS. STAFF HAS BEEN REALLY GREAT AND PUSHING OUT THE DRAFTS AND PUSHING OUT MESSAGING AND WE'VE ACTUALLY BEEN GETTING CRITIQUES BE BACK AND CRITERIA TO BE SURE THAT WE CAN TIE THAT INTO THE PROCESS, AND I THINK THAT THAT'S REALLY IMPORTANT. BECAUSE WHEN WE TALK ABOUT PARKING, YOU KNOW, IT'S USUALLY THE FIRST ONE LAST EXPERIENCE THAT YOU KNOW OUR GUESTS HAVE WHEN THEY COME INTO THE DOWNTOWN AREA, AND WE WANT TO MAKE SURE THAT IT'S A POSITIVE ONE. BUT WE REALLY COULDN'T GET INTO THIS CONVERSATION WITHOUT HIGHLIGHTING ALL OF THE ORGANIZATIONS AND GROUPS THAT REALLY WERE PARTICIPATING IN THIS. ONE OF THE THINGS THAT I THINK IS REALLY IMPORTANT, AND I'LL MENTION IN A MOMENT IS THAT MCKINNEY IS ALWAYS HAD AN AWARENESS OF FAMILIARITY WITH PARKING, JUST BASED ON THE COMMITMENT TO THE ONGOING PARKING CITIES THAT YOU'VE DONE TRADITIONALLY. THIS WAS A LITTLE BIT DIFFERENT, BECAUSE WHAT YOU HAVE BEFORE YOU NOW IS AN ACTION PLAN. MY JOKINGLY CALL IT THAT CHOOSE YOUR OWN ADVENTURE PATH, BECAUSE WHAT YOU NOW HAVE BASICALLY. ARE ADOPTABLE OR. AND THEN IT PROVIDES AS A GUIDE BOOK OR BASICALLY A ROAD MAP TO HOW TO MANAGE PARKING, MOVING FORWARD. AND ONE OF THOSE FIRST ITEMS THAT WE ANTICIPATE BASED ON TODAY'S ACTION WILL BE THE MUNICIPAL CODE UPDATE THAT HAVE BEEN GOING ON FOR SEVERAL MONTHS AND WORKING WITH THE CITY ATTORNEY'S OFFICE AS WELL TO REALLY WHAT WE LIKE TO CALL. FUTURE PROOF OF THE PROCESS, TOO. AND A SEVERAL OF OUR STAKEHOLDERS AIR HERE IN THE AUDIENCE TODAY, TOO, BUT I REALLY CAN'T YOU OVERLOOK NOT ONLY THE MARSHAL'S OFFICE, BUT ALSO MAIN STREET AS WELL. JUST BECAUSE OF THAT ENGAGEMENT IN THE SUPPORT AND REALLY BEING ABLE TO REACH OUT TO THE COMMUNITY, BECAUSE THIS REALLY WAS A GROUP EFFORT. S 01 OF THE THINGS THAT YOU SEE THERE ON THE HEADER, AND I REALLY WANT TO MAKE SURE THAT THIS IS A BIG MISSION FOR THE PROCESS. MOVING FORWARD IS WE WANT TO MAKE SURE THAT THE CITY CONTINUES TO MAKE DATA DRIVEN DECISIONS, AND I THINK THAT THAT'S ALWAYS BEEN PREVALENT, GIVEN THE FACT THAT YOU HAVE TRADITIONALLY COLLECTED DATA OVER THE LAST DECADE PLUS EVERY FIVE YEARS. WHAT WE REALLY WANT TO ENCOURAGE NOW IS THAT ONGOING DATA AND MORE REAL TIME AND WE'RE GONNA TALK ABOUT SOME OF THE TOOLS. THAT YOU CAN ACTUALLY UTILIZE TO HAVE THAT IMMEDIATE ACCESS TO THAT INFORMATION, BECAUSE ONE OF THE CHALLENGES THAT WE FACE OFTEN IS THE ISSUE OF PERCEPTION WHERE PEOPLE SAY I CAN'T PARK IN FRONT OF THE SHOP THAT I WANT TO GO TO, SO THERE'S JUST NO PARKING AND MCKINNEY. OR AS YOU'LL SEE FROM SOME OF THE DATA POINTS FROM THE HISTORIC THERE'S ACTUALLY PLENTY OF PARKING IN MCKINNEY RIGHT NOW, YOU JUST MIGHT HAVE TO WALK A COUPLE OF BLOCKS. AND SO THAT'S ONE OF THE REASONS WHY I WILL TALK ABOUT WAY FINDING TODAY AND WHY THAT'S SO IMPORTANT AND WE'RE SO EXCITED TO KNOW THAT YOU'RE WAY FINDING PROJECT HAS KICKED OFF THAT I DON'T WANT TO GET AHEAD OF MYSELF. AND SO REALLY MAKING SURE AGAIN THAT WE'RE MANAGING THAT DATA WILL TALK ABOUT SOME OF THE TOOLS THAT WE RECOMMEND FROM THE IMMEDIATE OF SOME OF THE ACTIONS THAT YOU CAN TAKE SO THAT WE REALLY CAN'T AGAIN EFFECTIVELY MANAGE THE DEMAND.ONE OF THE THINGS THAT HAS BEEN REALLY SPECIAL ABOUT MY EXPERIENCE HERE. MCKINNEY HAS JUST BEEN THE GROWTH AND THE VIBRANCE OF YOUR DOWNTOWN EVEN THROUGHOUT CO VID JUST THAT THRIVING OPPORTUNITY. I THINK THAT IT'S REALLY EXCITING. AND JUST IN THE TIMES THAT WE GOT TO ATTEND SOME OF THE MAIN STREET MEETINGS WAS FOR THE DOWNTOWN. THE NEW BUSINESSES THAT ARE STILL COMING IN EVEN DURING A PANDEMIC. I THINK IS REALLY A CREDIT TO MCKINNEY AS A WHOLE. SO I BELIEVE ALL OF YOU ARE VERY FAMILIAR WITH WHERE YOU'RE PARKING ASSETS ARE LOCATED AND YOU CAN SEE THAT YOU HAVE WELL OVER 1500 PARKING SPACES SPRINKLED THROUGHOUT. IT IS VERY CLEAR THAT IN OURSELF CORRIDOR OF THE CITY ESPECIALLY LOT TO A LOT FORWARD, THOSE ARE SOME OF OUR MOST IMPACTED AND THIS IS WHYWE FINDING IS GOING TO BE VERY IMPORTANT. WE DID NOT DO DATA COLLECTION BECAUSE YOU ALREADY HAD DATA AVAILABLE, BUT I WANT TO HIGHLIGHT WHEN WE TALK ABOUT PARKING OCCUPANCY, 85% IS THAT THRESHOLD MEASURE WHEN YOU'RE NEAR IRAQ CAPACITY.
YOU CAN SEE JUST FROM THIS RAW TAKE FROM THE 2019 PEAK DATA IS THAT YOU STILL ONLY HAVE 70% OF YOUR INVENTORY UTILIZED. IT JUST MIGHT NOT BE WHERE PEOPLE KNOW WHERE TO PARK OR BASICALLY WANT TO PARK IN THOSE LOCATIONS. SO I THINK IT'S IMPORTANT TO HIGHLIGHT THAT YOU DO HAVE THOSE RESOURCE IS. WHEN WE TALKED ABOUT THE PARKING ACTION PLAN, WE REALLY SET THESE GOALS.
THESE REALLY MISSION OBJECTIVES WHEN IT TALKS ABOUT HOW TO MANAGE PARKING MOVING FORWARD, AND WE REALLY THINK THAT WHEN WE START TO TALK ABOUT PARKING WE REALLY WANT EVERYONE TO REALLY CONSIDER THESE FIVE HEADERS. I'VE ALREADY MENTIONED DATA DRIVEN BECAUSE WE WANT TO MAKE SURE THAT WE GET TO A PLACE THAT IT'S NO LONGER BASED ON PERCEPTION. IT'S BASED ON REALITY. YOU REALLY WANT TO SEE WHAT THE OCCUPANCY NUMBERS ARE? THIS IS GOING TO BE VERY PREVALENT. ONLY START TO TALK ABOUT DEVELOPMENT. SO WE TALK ABOUT PARKING RATIOS OR WHEN THE WAVE MINIMUMS AND THAT'S WHY DATA REALLY BECOMES VERY RELEVANT IN THAT MODEL. I ALWAYS TALK ABOUT PARKING NEEDS TO BE EASY, CONVENIENT AND ACCESSIBLE, AND YOU CAN SEE
[00:10:01]
THAT WE BASICALLY TIED THAT IN WITH IT BEING ADAPTABLE, MAKING SURE THAT IT CAN ADAPT EVOLVE WITH THE DOWNTOWN AREA. MAKING SURE THAT ITS BALANCE AND I THINK THAT THAT'S IMPORTANT WE TALK ABOUT EQUITY BILITY. WE HAVE TO MAKE SURE THAT PEOPLE UNDERSTAND WHERE TO PARK HOW TO PARK AND MAKING SURE THAT IT REALLY MEETS THE NEEDS OF OUR COMMUNITY, OUR VISITORS AND OUR RESIDENTS. THIS IS SOMETHING THAT NOT A LOT OF FOLKS LIKE TO TALK ABOUT. BUT OUR MODEL ALSO HAS TO BE SUSTAINABLE. WHATEVER WE CHOOSE TO DO, IT HAS TO PAY FOR ITSELF, AND I THINK THAT THAT'S SOMETHING THAT'S IMPORTANT THAT WHILE TIMED PARKING ISN'T NECESSARILY A REVENUE DRIVER. THERE IS A COST FOR PARKING. AND I THINK THAT THAT'S SOMETHING THAT WE ALWAYS SPEND A LOT OF TIME MESSAGING IS THAT THERE IS NO SUCH THING AS FREE PARKING. AND I AM SURE YOU CAN ALL APPRECIATE THAT. I'M NOT SUGGESTING PAID PARKING HERE BY ANY MEANS. BUT I WANT TO MAKE SURE THAT FOLKS UNDERSTAND WHEN I TALK ABOUT TECHNOLOGY OR EVEN INVESTMENT IN RESOURCE IS THAT THAT DOES COST MONEY, AND I THINK IT'S IMPORTANT THAT WHEN WE TALK ABOUT SUSTAINABILITY, WE NEED TO MAKE SURE THAT WE'RE NOT COMING OUT HERE WITH CRAZY NOTIONS OR IDEAS THAT ARE GOING TO COST THE CITY A LOT OF MONEY. YOU'RE ACTUALLY GOING TO FIND THAT WE'VE MADE SOME INCREMENTAL RECOMMENDATIONS THAT WE THINK CAN REALLY HAVE AN IMPACT ON THE DOWNTOWN. WHEN WE TALK ABOUT THOSE GOALS AND OBJECTIVES. SO THIS IS WHERE TIMING COMES INTO PLAY. I MENTIONED THE FACT THAT THIS IS BASICALLY A ROAD MAP, AND THERE ARE SEVERAL RECOMMENDATIONS THAT ARE TIED INTO THERE. THERE'S A COUPLE THAT WERE GOING TO TELL YOU. WE THINK YOU GUYS SHOULD JUMP ON RIGHT AWAY BECAUSE I THINK THEY'RE GOING TO BE STRATEGIC INVESTMENTS. YOU HEARD ME. MENTION PAID PARKING. THAT'S BASICALLY IN THE LONG TERM, BUT IT'S DATA DRIVEN SO THAT IF YOU GET TO A PLACE WHERE YOU HIT ALL OF THESE OTHER MARKS, AND YOU GET TO A PLACE WHERE YOU NEED TO START MANAGING PARKING IN A DIFFERENT WAY. YOU BASICALLY HAVE SEVERAL STEPS TO GET THROUGH TO GET TO THAT POINT.SO EVERYBODY SAYS, WELL, WHEN IS THAT GONNA BE? IT COULD ACTUALLY BE IN FIVE YEARS. IT COULD BE IN 10 YEARS. IT COULD BE NEVER BECAUSE THE FACT IS BY FOLLOWING THE ACTION PLAN. YOU CAN TAKE THESE INCREMENTAL STEPS AND DETERMINE WHAT THE IMPACTS CAN BE ON THE COMMUNITY. THE KEY IS THAT ONGOING EVALUATION AND THAT'S WHY BY THE TIME WE'RE DONE, YOU'LL HAVE HEARD ME SAY, DATA DRIVEN DECISIONS PROBABLY TOO MANY TIMES. BUT THAT'S REALLY WHERE WE WANT YOU TO GET TO THAT PLACE IS SO THAT YOU CAN USE THE DATA TO DECIDE WHEN YOU NEED TO MOVE TO THAT NEXT STEP. AND IT'S REALLY, REALLY IMPORTANT THAT WE LOOK AT THE DATA AND I SAY THAT BECAUSE WHEN WE TALK ABOUT SOME OF THE PARKING MANAGEMENT RECOMMENDATIONS, WE NEED TO MAKE SURE THAT WE HAVE RE SOURCES THAT ARE ACTUALLY EVALUATING THE DATA SO THAT WE CAN BRING THOSE RECOMMENDATIONS FORWARD. IT'S VERY IMPORTANT THAT WE TRY TO BE PROACTIVE RATHER THAN REACTIVE, BECAUSE IF WE'RE REACTING TO THE DEMAND, THEN THE CHALLENGE HAS ALREADY DEVELOPED AND WE'RE ALREADY IN A POSITION WHERE WE'RE TRYING TO PLAY CATCH UP. YOU WANT TO BE IN A PLACE WHERE YOU'RE BASICALLY PROACTIVELY MAKING SLIGHT ADJUSTMENTS BECAUSE THAT'S ALSO SOMETHING THAT WE THINK CAN BE MORE ADAPTIVE TO YOUR COMMUNITY. ONE OF THE THINGS THAT PROBABLY SPOKE ABOUT THE LAST TIME I WAS HERE IS THE PARKING IS REALLY ABOUT LEARNED BEHAVIOR. PEOPLE HAVE JUST PARKED THE WAY THAT THEY'VE ALWAYS PARKED. THEY KNOW WHERE THEY LIKE TO PARK. YOU KNOW HOW THEY LIKE THE PARK, AND THEY KNOW WHEN THEY WANT TO PARK. AND NOT SOMETHING THAT IF WE WANT PEOPLE TO BEHAVE DIFFERENTLY, WE CAN'T JUST RIP THE BAND AID OFF AND SAY THIS IS THE WAY THE NEW RULES GONNA WORK. WE REALLY NEED TO DO THAT IN A GRADUAL STAGE AND REALLY MAKE SURE THAT WE'RE TRANSPARENT WITHOUT REACH AND MAKING SURE THAT EDUCATION IS A BIG PART OF IT. AND ONLY BECAUSE CUSTOMER SERVICE HAS BEEN UP THERE ON A FEW SLIDES, AND I CAN'T EMPHASIZE ENOUGH AND YOU'RE GONNA HEAR ME MENTION THIS A FEW TIMES TO PARKING IS A CUSTOMER SERVICE EXTENSION OF THE CITY, AND IT'S SOMETHING THAT REALLY HAS TO BE MINDFUL AND ALL OF THE DECISIONS THAT WE MAKE YOU HEARD ME MENTION THAT PARKING IS OFTEN THE FIRST AND LAST EXPERIENCE OF OUR VISITORS AND OUR RESIDENTS, AND WE WANT TO MAKE SURE IT'S A POSITIVE ONE.
THAT'S WHY I THINK IT'S SO IMPORTANT THAT WE THINK ABOUT THAT CUSTOMER SERVICE ASPECT, AND THAT'S WHY I WAS SO EXCITED TO HEAR THAT THE CITY HAS INITIATED THE WAY FINDING PROGRAM BECAUSE THIS WAS PROBABLY THE VERY TIPPY TOP OF YOU KNOW THOSE 1000 PLUS SURVEYS OF THAT IMPORTANCE OF. THE FACT THAT YOU DO HAVE THE PARKING RESOURCE IS WE WORK WITH A LOT OF COMMUNITIES THAT DON'T HAVE THE LEVEL OF PARKING ASSETS THAT YOU DO. WE JUST NEED TO MAKE IT EASY FOR PEOPLE TO FIND THEM. ONE OF THE SURVEY QUESTIONS THAT WE INCLUDED IN THE IN THE SURVEY WAS TO IDENTIFY THE PARKING GARAGES AND IDENTIFYING DAVIS ON THE SQUARE AND BASICALLY INCLUDING IN THE QUESTION. YOU COULD PARK FOR FREE THERE. AND DID YOU KNOW THAT YOU COULD PARK THERE BECAUSE WE TOOK THAT AS A MARKETING OPPORTUNITY TO NOT ONLY SAY, ARE YOU AWARE OF THIS PARKING ASSET, BUT ALSO YOU CAN PARK THERE AS WELL. SO THAT WAS A REAL POSITIVE OPPORTUNITY TO AGAIN PROACTIVELY PUSH THE MESSAGING. ON THE RIGHT SIDE THERE. I HAVE TO TELL YOU ONE OF THE THINGS THAT REALLY HIT ME ON. MY VERY FIRST VISIT HERE WAS JUST THAT BRANDING JUST THE QUAINTNESS AND CHARM OF MCKINNEY. AND SO WE JUST DID SOME MOCK UPS OFFER CONSIDERATION. WE EVEN DID SOME MAPPING OF THE POTENTIAL LOCATIONS TO PUT SIGNAGE. AND IN FACT WHEN STAFF POSTED THE DRAFT PLAN OUT. WE'VE ALREADY HAD FEEDBACK, SAYING WE NEED A SIGN HERE. WE NEED TO SIGN THERE SO THAT INTERACTIVITY WITH THE COMMUNITY HAS REALLY BEEN A POSITIVE. AND YOU'VE HEARD ME TALKING A LOT ABOUT PARKING, PARKING PARKING, BUT WE CAN'T FORGET ABOUT PEDESTRIAN WAY FINDING EITHER
[00:15:01]
WE NEED TO MAKE SURE AGAINST SAFE PASSAGE GETTING FROM THE LOCATIONS THAT WE WANT THEM TO PARK TO THEIR DESTINATION, SO THAT'S SOMETHING THAT REALLY DOES TIE INTO THAT. AND THIS IS SOMETHING TO THAT WHEN WE TALK ABOUT THE TECHNOLOGY THAT THE CITY IS CURRENTLY ENGAGING WITH IS JUST SUCH A GREAT MARRIAGE WITH THE PARKING IMPACTS. CURRENTLY THE CITY HAS A PILOT ENGAGEMENT THAT'S BEGUN WITH CITY FRONT. AND I'M VERY PLEASED TO REPORT THAT THEY HAVE A PARKING MODULE THAT I THINK IS GOING TO BE A TREMENDOUS OPPORTUNITY FOR THE CITY TO START TO DEMONSTRATE OCCUPANCY COUNTS FOR YOUR PARKING LOTS AND GARAGES, SO I THINK THAT THAT'S GOING TO BE SOMETHING TO WHERE THE POTENTIAL OF BEING ABLE TO ADD SOME DIGITAL BRANDING ON YOUR PARKING GARAGES OR EVEN ON YOUR SURFACE LOTS. IT. ALSO, MOST IMPORTANTLY, BEING ABLE TO PUSH THAT MESSAGING TO DIFFERENT PARKING APPLICATIONS, BUT ALSO MAPPING APPLICATIONS. YOU MIGHT HAVE SEEN SOME RECENT HEADLINES THAT THAT'S REALLY BEEN A BIG FEATURE. NOW THAT GOOGLE AND WAYS ARE MOVING TOWARDS IS BEING ABLE TO PICK UP THESE DATA FEEDS AND BEING ABLE TO PUBLISH AND PROMOTE SO THAT PEOPLE CAN DO TRIP PLANNING SO THAT THEY REALLY IDENTIFY THAT FIRST MILE LAST MILE ASPECT OF WHERE WE WANT THEM TO PARK. NOW WHEN IT GETS INTO SOME OF THE NEAR TERM RECOMMENDATIONS I MENTIONED ALREADY ONE OF THE FIRST ADOPTABLE PACKAGES THAT WE HOPE WILL COME TO YOU WOULD BE THAT POLICY FRAMEWORK, THE MUNICIPAL CODE UPDATES. WE'VE ACTUALLY GONE THROUGH IT, AND REALLY WITH A FINE TOOTH COMB AND MADE SOME RECOMMENDATIONS AGAIN. I CALL IT. FUTURE PROOFING SO THAT YOU REALLY ARE PREPARED FOR THE DIFFERENT DIRECTIONS. THE PROGRAM COULD POTENTIALLY GO IN AND THEN THIS OPPORTUNITY OF PARKING MANAGEMENT APPROACH RIGHT NOW ON PARKING THERE, SEVERAL HANDS FROM STAFF THAT ARE INVOLVED IN THIS AND WE'RE JUST SAYING THAT IN THE FUTURE AS THE PARKING PROGRAM EVOLVES. OPPORTUNITY TO IDENTIFY A PARKING COORDINATOR, WE THINK WOULD BE SOMETHING THAT WOULD BE IDEAL JUST TO MAKE SURE THAT YOU HAVE THAT DESIGNATED PERSON ON STAFF THAT IS LOOKING AT THE DATA LOOKING AT THAT OCCUPANCY INFORMATION. WE THINK THAT THAT COULD MAKE REALLY BIG IMPROVEMENT AND OPPORTUNITY TO MANAGE PARKING FOR THE CITY AS A WHOLE. AND THIS IS SOMETHING TOO BECAUSE PARKING IS SUCH A SIGNIFICANT IMPACT IN THE DOWNTOWN PREVALENT BY THE RESULTS WE HAD FROM THE SURVEY. THIS IS JUST SOMETHING THAT WE THINK REALLY SHOULD BE IN THE DIRECTION THAT YOU'RE HEADING IN. AND THEN THIS WAS A BIG ONE, TOO, FROM THE FEEDBACK THAT WE RECEIVED WAS ESTABLISHING AN EMPLOYEE PARKING PERMIT PROGRAM. IN THE PARKING PLAN UP THE APPENDIX INCLUDES THE ACTUAL DETAILED RESULTS FROM THE SURVEY. BUT I DO WANNA HIGHLIGHT AND I REALLY APPRECIATE THE HONESTY IS THAT MANY, MANY EMPLOYEES IDENTIFIED THE FACT THAT THEY DO PARK ON ST. AND SO I JUST WANT TO HIGHLIGHT IS THAT EVEN IF I ONLY PART ONCE, YOU KNOW A DAY THAT'S 13 HOUR PARKING SESSIONS TIMES, HOWEVER MANY EMPLOYEES THAT IS, AND SO THIS IS REALLY IMPORTANT. WHY THIS EMPLOYEE PARKING PERMIT PROGRAM REALLY CAN MAKE AN IMPACT. I MEAN, IT'S REALLY ABOUT EDUCATION AND OUTREACH ON BECAUSE THE ONE THING I HAVE TO IDENTIFY TWO IS IF WE DON'T CHANGE ANY OF THE ON STREET RULES. IT IS A PUBLIC STREET. SO REALLY, THERE'S NOTHING YOU COULD DO TO PREVENT. EMPLOYEES FROM PARKING ON THE STREET. I WILL TELL YOU VOLUNTARY COMPLIANCE PROGRAMS BEEN THERE DONE THAT. TRIED THAT. NOT SAYING THAT YOU SHOULDN'T TRY IT. BUT I JUST WANT TO HIGHLIGHT THE FACT THAT.LIKE I SAID, PARKING IS ABOUT LEARNED BEHAVIOR. WE OFTEN FALL INTO OUR OLD HABITS. AND IF I'M RUNNING LATE TO WORK, AND I COULD JUST PARK ON STREET THAT ONE DAY, OBVIOUSLY I TEND TO TAKE ADVANTAGE OF THAT. SO. THIS IS AN OPPORTUNITY AGAIN TO REALLY START TO BUILD INTO THIS AS WELL AS BUILDING INTO THE FUTURE OF THE PARKING PROGRAM AND REALLY IDENTIFYING THAT SAFE PASSAGE FOR OUR EMPLOYEES TO PARK AND I'LL TALK, ESPECIALLY ABOUT NIGHTTIME SHIFTS AND HOW THAT WILL BE RELEVANT IN A MOMENT. ACTUALLY JUST JUMP TO THE LAST BULLET ON THAT ONE RIGHT NOW IS WE'VE ACTUALLY HAD GREAT SUCCESS ALREADY AND POTENTIALLY ESTABLISHING SHARED PARKING AGREEMENTS. WE REACHED OUT AND MAKE MCKINNEY INTEGRITY GROUP.
I COULDN'T TELL YOU JUST HOW POSITIVE THEY WERE ABOUT THE POTENTIAL. AND I MENTIONED THAT LOCATION IN PARTICULAR BECAUSE I MENTIONED THE NIGHT SHIFTS. THAT WAS A BIT OF FEEDBACK THAT WE HAD, ESPECIALLY FROM OUR RESTAURANT AND BAR OWNERS. WAS THAT WHEN OUR LATE SHIFT GETS OFF SHIFT, IT'S USUALLY LATE INTO THE EVENING. WE WANT TO MAKING SURE THAT THAT YOU KNOW WE'VE GOT A CLOSE PROXIMITY FOR EMPLOYEES TO BE ABLE TO WALK TO, AND THAT WAS ONE OF THE IDEAS POTENTIALLY MCKINNEY INTEGRITY GROUP COULD POTENTIALLY BECOME A SHARED PARKING AGREEMENT WHERE MAYBE WE COULD HAVE AN EVENING PARKING PROGRAM FOR THAT KIND OF LOCATION. THIS IS SOMETHING THAT'S BECOME VERY PREVALENT IN OTHER COMMUNITIES AS WELL, IS BEING ABLE TO LEVERAGE PARKING ASSETS LIKE THAT THAT COULD BECOME MUNICIPALLY MANAGED. AND THEN IF THERE'S REVENUE ASSOCIATED WITH IT IT BASICALLY AS A REVENUE SHARE IN THAT PARTICULAR CASE. JUST A REALLY GREAT OPPORTUNITY TOE LEVERAGE THOSE PARKING ASSETS THAT ARE SO PREVALENT. GOING BACK UP TO THE TOP, THE NO RE PARKING RULE. THIS IS SOMETHING THAT I WILL TELL YOU. I'M DOES GENERATE SOME REACTIONS, AND THIS WAS ONE OF THE ITEMS WE DID GET A COUPLE OF COMMENTS BACK FROM THE STAKEHOLDERS THAT REVIEWED THE DRAFT AND THE
[00:20:04]
REASON WHY THE RE PARKING RULE IS VERY RELEVANT IS TO THE EXAMPLE THAT I GAVE OF THE EMPLOYEE WHO'S RUNNING LATE TO WORK. UM I MIGHT PARKED THERE IN THE MORNING AND THEN JUST GO OUTSIDE AND ROLL MY TIRES INTO THE NEXT SPACE OR POTENTIALLY RUBBED CHALK OFF OF ATTIRE.TRADITIONALLY, THINGS LIKE THAT. NO RE PARKING RULE IS REALLY INTENDED TO HELP COMBAT THAT ISSUE, AND IT'S HOW WITH TIME LIMITED PARKING WERE ABLE TO REALLY HAVE THAT IMPACT FOR THOSE REPEAT OFFENDERS, AND ESPECIALLY. UNFORTUNATELY OUR DOWNTOWN EMPLOYEES AND MAYBE WANT TO TAKE ADVANTAGE OF THE ON STREET ASSETS, AND THIS IS WHY EDUCATION IS SO IMPORTANT IS THAT WE NEED OUR DOWNTOWN BUSINESS OWNERS AND THEIR EMPLOYEES TO REALLY RECOGNIZE THOSE ON STREET ASSETS ARE THE PRIORITY FOR OUR CUSTOMERS. WE NEED TO MAKE SURE THAT THEY UNDERSTAND THAT AND RECOGNIZED. I JUST WAS RECENTLY IN A CITY WHERE THE BEAUTY SHOP CLOSED AND I WATCHED THE BUSINESS OWNER TURN OFF THE LIGHTS, LOCKED THE DOOR AND WALK RIGHT OUT TO THE PARKING SPACE IN FRONT OF HER SHOP AND GET IN HER CAR AND LEAVE AND I JUST DID ONE OF THOSE V EIGHT MOMENTS WHERE I'M LIKE. SERIOUSLY YOU KNOW THAT PARKING SPACE ALWAYS LIKE TO SAY EQUALS RECEIPTS. AND SO I THINK THAT THAT'S SOMETHING THAT AGAIN THAT EDUCATION POLICY REALLY COMES INTO PLAY. ANOTHER THING I THINK IS IMPORTANT. I WAS MENTIONING LOT, TOO, IN LOT FOUR EARLIER IS THAT THESE AIR SOME OF YOUR MOST HIGH DEMAND SURFACE LOTS, ESPECIALLY JUST BECAUSE OF THE NUMBER OF PARKING ASSETS THAT OVER IN THAT AREA. SO THE SUGGESTION WHAT HAPPENS IS THAT THE EMPLOYEES TEND TO COME IN IN THE MORNING BEFORE THE SHOPS OPEN. THEY FILL THOSE TWO LOTS UP SO THAT THE CUSTOMERS THAT IDEALLY COULD PARK IN THOSE LOCATIONS REALLY CAN'T FIND THE PARKING SPACES. AND SO THIS AGAIN GOES TO THAT ENCOURAGEMENT OF POTENTIALLY PUTTING IN TIME LIMITS. THAT THOSE TWO LOCATIONS TO BE ABLE TONTO RIDGE THAT SPACE TURN OVER TO REALLY AGAIN ACCOMMODATE OUR CUSTOMERS. WE REALLY WANNA OVERALL ENCOURAGE LONG TERM PARKING OFF STREET.
THAT'S THE GENERAL RULE OF THUMB IS JUST THAT THOSE TWO LOCATIONS IN PARTICULAR WE'RE RECOMMENDING SOME TIME LIMITS JUST BECAUSE OF THE LIMITED NUMBER OF ASSETS THAT ARE OVER IN THAT PARTICULAR LOCATION. AND ONLY BECAUSE OF YOUR PEAK DEMAND PERIODS, THE POTENTIAL OF EXPANDING YOUR HOURS OF OPERATION INTO THE EARLY EVENING HOURS AS WELL AS ON SATURDAYS. WE DID HAVE CONVERSATIONS ABOUT SUNDAYS, BUT THE OVERWHELMING RESPONSE WAS REALLY INTO THE EVENING HOURS AND SATURDAYS. IT'S IMPORTANT TO HIGHLIGHT THE EIGHT P.M. KIND OF WHY IS THAT PREVALENT? IT REALLY ALLOWS YOUR RESTAURANTS TO TURN TABLES SO THAT YOU CAN HAVE A COUPLE OF TURNS OF THE TABLES, BUT ALSO EIGHT PM IS IMPORTANT BECAUSE. IF I'M A WAITER OR WAITRESS COMING IN FOR MY SHIFT, AND BASICALLY THE PARKING RULES, AND I COULD BASICALLY PARK AT THREE O'CLOCK IN THE AFTERNOON WHEN I'M COMING ON FOR MY SHIFT. AND I DON'T REALLY HAVE TO MOVE MY CAR AGAIN UNTIL I GET OFF OF DUTY.
SO AGAIN, JUST A COUPLE OF LITTLE WAYS TO TWEAK THE RULES TO AGAIN ENSURE THAT OUR PARKING IS SUPPORTED FOR OUR CUSTOMERS. IN THIS GOODS IN TONTO. MAKING SURE THAT THAT MANAGEMENT OF THE CURB IS REALLY AT THE TOP OF THE PRIORITY LIST. YOU'RE ALL FAMILIAR WITH THE PARK LIT PROGRAMS AND THE OPPORTUNITY TO LEVERAGE PARK LET'S OBVIOUSLY THROUGH COVERT AND NOW POTENTIALLY PERMANENT OPEN SPACE. NOW WE START TO TALK ABOUT POTENTIAL CHANGES FOR TIME LIMITS AND A POTENTIAL PAY TO STAY MODELS AND AGAIN. YOU CAN SEE THIS IS NOT RIGHT OUT OF THE BOX. THE FACT IS THAT THERE ARE OTHER STRATEGIES THAT YOU ALL CAN DO TO REALLY MANAGE THE PARKING ASSETS AS THEY ARE TODAY. AND REALLY START TO MANAGE AND GUIDE THE DATA TO BE ABLE TO DETERMINE IF AND WHEN WE NEED TO MOVE INTO ANY OTHER TEARS. I WANT TO HIGHLIGHT THAT NOW TECHNOLOGY EXISTS. TO ALLOW YOU SOME MORE CONVENIENCES THAT WE DIDN'T NECESSARILY HAVE BEFORE. FOR EXAMPLE, WE'RE ALL ACCUSTOMED TO PULLING INTO A PARKING GARAGE AND TAKING A TICKET WHERE MAYBE YOU GET 90 MINUTES OF PARKING FOR FREE, ETCETERA. MAYBE YOU HAVE TO GO TO A RETAILER AND THEY STAMP THAT TICKET THINGS LIKE THAT.
NOW BECAUSE OF OUR MOBILE DEVICES AND OTHER SMART TECHNOLOGY, THOSE TYPES OF MODELS CAN ACTUALLY WORK ON STREET AND WHAT WE CALL THE CUSTOMER VALUE MODEL ON THE CITY OF PASSO ROBLES IN CALIFORNIA HAS A PROGRAM WHERE YOU AT THE PARK FOR ON STREET FOR TWO HOURS FOR FREE EVERY DAY. AND THEN YOU CAN PAY TO STAY AFTER THAT, AND IT'S BEEN A REAL WIND FOR THAT PARTICULAR COMMUNITY. THE MERCHANTS AND RETAILERS HAVE REALLY ENJOYED THAT. AND THEN EVEN FOR THOSE THAT WANT TO STAY PAST THE TWO HOURS. THEY CAN GO INTO ALMOST ANY BUSINESS AND GET THEIR PARKING VALIDATED AND PAID FOR BY ONE OF THE BUSINESSES. SO WHAT I THINK IS IMPORTANT IS THAT WE GET TO A PLACE OF TALKING ABOUT TIME LIMITS, OR WE GET TO A PLACE ABOUT TALKING ABOUT CHANGING TO POTENTIAL PAID PARKING. YOU HAVE A LOT OF CUSTOMER BASED INITIATIVES THAT COULD MAKE IT A VERY CUSTOMER ORIENTED TYPE OF SOLUTION, BUT AGAIN, NOT SOMETHING THAT HAS TO BE DONE ON DAY ONE. BUT IF YOU GET TO THAT PLACE WHERE WE START TO MAKE POLICY DECISIONS, WE THEN NEED TO REALLY BOOST UP THAT EMPLOYEE PARKING PERMIT
[00:25:03]
PROGRAM. IT'S WHY YOU SEE PHASE TWO BECAUSE WE HAVE TO MAKE SURE THAT ANYTHING THAT WE DO TO MONETIZE POTENTIAL PARKING MANAGEMENT. WE HAVE TO MAKE SURE THAT WE THINK ABOUT THE EQUITY FOR OUR DOWNTOWN EMPLOYEES THINKING ABOUT LOW INCOME PERMITS. CARPOOL DISCOUNTS, FACTORS LIKE THAT. ONE OF THE THINGS WE CANNOT OVERLOOK, TOO, WHEN WE TALK ABOUT THIS TIMELINE IS THE POTENTIAL FOR CITY HALL TO BASICALLY MOVE ON YOUR SIDE OF THE HIGHWAY. WE KNOW THAT CITY STAFF IMPACT ALL THROUGHOUT THE DOWNTOWN. AND SO ONE OF THE THINGS THAT WE NEED TO DO THROUGH MONITORING THE DATA IS SEE WHAT KIND OF IMPACT THAT POTENTIALLY HAS WHEN THAT POPULIST MOVES ACROSS THE HIGHWAY, SO I THINK IT'S ALSO IMPORTANT WHEN WE TALK ABOUT STRATEGIC INVESTMENTS. IS NOT BASICALLY GOING OVERBOARD BEFORE WE REALIZED WHAT THAT IMPACT IS GOING TO BE A COUPLE OF OTHER TIDBITS THAT CAME OUT OF IT BEFORE WE START TO TALK ABOUT TECHNOLOGY IS THE OPPORTUNITY TO EXPAND THE DASH.MOST IMPORTANTLY, THAT CAME OUT OF THIS WAS WE NEED TO KNOW WHEN THE DASH IS WORKING AND HOW TO CALL THE DASH. I HAVE TO TELL YOU THIS WAS ONE OF THE THINGS I WAS MOST EXCITED ABOUT ONE WHEN WE INTERVIEWED FOR MCKINNEY. WAS THE FACT THAT YOU HAVE A RESOURCE LIKE THIS BECAUSE THERE'S OTHER COMMUNITIES THAT ARE BEGGING FOR A TOOL LIKE THIS. IT'S JUST A MATTER OF PREDICTABILITY. YOU NEED TO MAKE SURE PEOPLE KNOW WHERE THEY CAN FIND OUT HOW THEY CAN FIND IT AND WHEN THEY CAN FIND IT. AND ALSO WITH THE WORK THAT YOU'VE DONE CITYWIDE WITH BYPASS. WE NEED TO MAKE SURE THAT WE HAVE SECURE BIKE PARKING IN THE DOWNTOWN RIGHT NOW, AT LAST VISIT, YOU HAD ONE BIKE RACK, AND IT WAS IN FRONT OF THE BIKE SHOP. AND SO WE JUST THINK THAT THAT'S AGAIN ANOTHER INVESTMENT AND SOMETHING THAT THE STAKE HOLDERS REALLY ENJOYED. I HAVE TO TELL YOU THE FIRST TIME WE CAME. YOU WERE INSTALLING THE STREETLIGHTS AND MY MAGIC WAND WAS HOW QUICKLY CAN WE DO THAT CITYWIDE BECAUSE SUCH A BEAUTIFUL ADDITION TO THE COMMUNITY. BUT THE OPPORTUNITY TO LEVERAGE LIGHTING LIKE THAT, AS WELL AS PUBLIC ART REALLY CAN HELP WITH SOME OF THE PASSAGEWAYS THAT YOU HAVE, AND ALSO POTENTIALLY OPENING UP WALKABLE CORRIDORS TO AH, LOT OF CITIES HAVE REALLY LEVERAGED SOCIAL MEDIA LIKE INSTAGRAM, A BLE MOMENTS TO BE ABLE TO GENERATE THOSE TYPES OF PAST.
CITY OF EUGENE, OREGON, HAS ACTUALLY PUT ARTWORK IN THE STAIRWELLS OF THEIR GARAGES, AND THERE'S ARTICLES ABOUT IT, TOO. IT'S ACTUALLY DRIVING PEOPLE NO PUN INTENDED TO THE STAIRWELLS OF THESE GARAGES, WHICH HE USED TO BE. RIFE WITH, YOU KNOW, HOMELESSNESS AND URINE AND, YOU KNOW, JUST, YOU KNOW, TRASH, AND NOW IT'S BECOME AN ART MOVEMENT, WHICH YOU KNOW WHO WOULD HAVE THOUGHT A PARKING GARAGE STAIRWELL WOULD BECOME SOMETHING LIKE THAT. BUT THAT'S THE OPPORTUNITY WHEN YOU START TO THINK ABOUT, YOU KNOW, PUBLIC ART AND OPPORTUNITIES THAT YOU CAN TIE INTO THIS. SOME OF THE OTHER POLICY UPDATES, TIES INTO PARKING DEVELOPMENT AND MAKING SURE THAT WE TIE IN THE RULES ASSOCIATED WITH THOSE PARKING REQUIREMENTS AND WE CANNOT OVERLOOK ARE SURROUNDING RESIDENTIAL. WE ACTUALLY HAD A COUPLE OF MEETINGS JUST SOLELY DEDICATED TO OUR SURROUNDING RESIDENCES. I THINK IT'S IMPORTANT WHEN WE TALK ABOUT SPILLOVER PARKING IS THAT WE NEED TO BUILD THE FRAMEWORK TO PREPARE FOR PARKING MANAGEMENT IN THOSE NEARBY NEIGHBORHOODS. IT'S ONE THING WHEN YOU HAVE OCTOBERFEST ONCE A YEAR OR THIS FESTIVAL HERE, THERE. WHEN YOU OPEN UP SOME OF THE POPULAR RESTAURANTS THAT YOU ALL HAVE. THE FACT IS, IS THAT THOSE STREETS HAVE BECOME OVERRUN WITH CUSTOMER VEHICLES. AND THE FACT IS, IS THAT IT STARTS TO IMPACT THE QUALITY OF LIFE IN THOSE RESIDENTIAL AREAS, SO ESTABLISHING PROGRAMS LIKE RESIDENTIAL PARKING PERMIT PROGRAMS WITH THINGS WE WANT TO MAKE SURE THAT THE CODE ALLOWS FOR WHEN AND IF THE TIME COMES AND WE WERE REALLY EXCITED ABOUT YOUR VALLEY PROGRAM BECAUSE IT OPERATES ARE SO WELL THROUGH THE RESTAURANT BUT ALSO THE POTENTIAL TO CONSIDER VALET PARKING FOR SPECIAL EVENTS. SO YOU HAVE SOME HIGH PROFILE EVENTS AND THAT COULD BE AN OPPORTUNITY TO INTRODUCE A MUNICIPAL PROGRAM. AND THEN ALSO IN THE LONG TERM IS THINKING ABOUT BASICALLY HOW TOL ADAPT OR INCREASE THE PARKING SUPPLY AS NEEDED. WE HAVE SOME REMOTE PARKING LOCATIONS THAT YOU'VE OBVIOUSLY LEVERAGED FOR SPECIAL EVENTS, BUT ALSO WHEN WE THINK ABOUT THE EAST SIDE DEVELOPMENT WE REALLY WANT TO BE SURE TO PROMOTE. THIS IS THE FIRST TIME I'VE SAID THIS TODAY IS THE PARK ONCE MENTALITY. YOU HAVE A VERY WALKABLE DOWNTOWN, AND WE WANT TO MAKE SURE THAT PEOPLE PARK THEIR CAR THAT ONE TIME AND THEN CONDUCT THEIR BUSINESS BEFORE LEAVING. BUT THE FACT IS, IS THAT THAT WALKING CORRIDOR ESPECIALLY TO GET TO THE SIDE OF SOMETHING THAT IS IMPORTANT? JUST TO HIGHLIGHT EVERYTHING THAT WE'VE SPOKEN ABOUT. TODAY.
YOU BASICALLY HAVE A PARKING MANAGEMENT CHALLENGE, NOT A PARKING SUPPLY CHALLENGE, AND I WILL TELL YOU THAT THAT'S ACTUALLY A REAL WIN FOR A CITY LIKE YOURS BECAUSE. YOU HAVING TO STAND UP HERE AND TELL YOU YOU NEED TO BUILD A GARAGE OR YOU NEED TO BUILD PARKING LOTS IS A WHOLE DIFFERENT LEVEL OF CAPITAL INVESTMENT. SO NOW IT JUST COMES A MATTER OF TWEAKING.
SOME OF THE RESOURCE IS SO WHEN WE TALK ABOUT RESOURCE IS WHAT YOU SEE THERE ON THE RIGHT SIDE.
I MEAN, I LOOK VERY FAMILIAR TO YOU, BUT THAT IS THE PART OF A LICENSE PLATE RECOGNITION.
CAMERA OR LPR IS WHAT WE LIKE TO CALL IT. AND I THINK THAT IF WE TALK ABOUT RESOURCE IS THAT
[00:30:01]
TWO THINGS AND I WAS TALKING ABOUT THIS WITH STAFF TO JUSTIN PREPPED TO COME IN HERE TODAY.IF WE REALLY TALK ABOUT THE TWO INVESTMENTS THAT I WOULD SAY WOULD BE THE MOST RELEVANT.
MOST PREVALENT FOR YOU IS THE RESOURCE IS THAT WE COMMIT FOR WHAT I LIKE TO CALL PARKING COMPLIANCE OR BASICALLY OUR PARKING AMBASSADORS. IS MAKING SURE THAT WE HAVE THE STAFFING TO PROVIDE CONSISTENT COVERAGE OF THE DOWNTOWN. I HAVE TO TELL YOU FROM THE VERY FIRST STAKEHOLDER MEETING. IT'S VERY RARE WHEN YOU HAVE THE COMMUNITY ASKING FOR ENFORCEMENT. I HAVE TO TELL YOU. THAT WAS REALLY THE MESSAGING. NO MIND YOU. THEY'RE NOT SAYING GO WRITE A BUNCH OF TICKETS. THAT'S NOT THE GOAL HERE, BUT THE FACT THAT THEY WANT THAT CONSISTENT COVERAGE IS SOMETHING THAT REALLY CAME OUT OF THE FEEDBACK. IN ONE OF THE NAVY'S WAYS THAT WE KNOW THAT WE CAN OPTIMIZE THE RESOURCE IS NOT ONLY TO PROVIDE THE ADDITIONAL STAFFING AND PERSONNEL REQUIRED, BUT ALSO THE INVESTMENT IN LPR TECHNOLOGY. AND THE OTHER ADDED BENEFIT NOT ONLY TO MAKE OUR ENFORCEMENT STAFF MORE OPTIMIZED IS THAT YOU CAN ALSO USE THE L. P. R TO PROVIDE ONGOING DATA COLLECTION, AND THAT'S THE KEY WHERE. REVENUE AND RESOURCE IS THAT YOU'VE INVESTED IN THE PAST TO PROVIDE THAT PARKING STUDY EVERY FIVE YEARS. YOU CAN ACTUALLY STRATEGICALLY INVESTED IN THIS LPR TECHNOLOGY AND HAVE ONGOING DATA COLLECTION ON A DAILY BASIS. AND I COULD GIVE YOU PLENTY OF EXAMPLES OF CITIES THAT ARE DOING THIS NOW AND ARE ABLE TO THEN REPORT BACK AND REPORT OUT TO THE COUNCIL. SO WHEN IT DOES COME TO MAKING RECOMMENDATIONS, IT'LL ACTUALLY CHANGED THE CONVERSATION WHERE YOU'LL BE ABLE TO AS A COUNCIL. ASK SOUTH. WELL WHAT WAS OUR OCCUPANCY LAST MONTH? OR WHY SHOULD WE MAKE THIS CHANGE? BECAUSE YOU'LL NOW HAVE THAT DATA TO BE ABLE TO PROVIDE THAT MEASURE. AND ANYTHING THAT WE DO WHEN IT COMES TO COMPLIANCE IS AGAIN THAT CUSTOMER SERVICE MODEL. IT'S INTERESTING, TOO, BECAUSE EVERYBODY KNOWS ERIC BECAUSE OF THE FACT OBVIOUSLY, IS A VERY HIGH PROFILE PERSON. BUT ALSO JUST THE CUSTOMER SERVICE TECHNIQUE THAT HE HAS OUT THERE IN THE COMMUNITY, AND I THINK THAT THAT'S REALLY IMPORTANT. WE TALK ABOUT REPLICATING THAT MODEL. I THINK THAT IT REALLY SPEAKS TO MCKINNEY WHEN YOUR COMMUNITY KNOWS YOUR PARKING ENFORCEMENT STAFF AS WELL. COUPLE OF THINGS TO YOU THAT WE THINK WOULD BE STRATEGIC FROM AN INVESTMENT STANDPOINT IS REALLY LOOKING AT THE TECHNOLOGY SO THAT WHEN USING THE L P R TECHNOLOGY THAT TOOLS TO BE ABLE TO HELP MANAGE THE CITATION, SO SOME OF THE RESOURCES THAT ARE OUT THERE FOR PARKING MANAGEMENT SERVICES AND ALSO OTHER COMMUNITIES. IN TEXAS HAVE TRANSITIONED THEIR PARKING PROGRAMS INTO CIVIL PROCESS IS SO BASICALLY TAKES IT OUT OF THE MUNICIPAL COURT. NOT SOMETHING TOO, THAT WE THINK WOULD BE ADVANTAGEOUS FOR MCKINNEY AND REALLY TREATS IT JUST A CIVIL ACTION, AND SEVERAL COMMUNITIES HAVE DONE THAT. AND THEN ALSO ADOPTING VEHICLE IMMOBILIZATION AND TOWING PROCEDURES AGAIN. WE'RE NOT SUGGESTING GOING OUT THERE AND TELLING A BUNCH OF CARS OR WRITING ABOUT THE TICKETS, BUT WE DO WANT TO MAKE SURE THAT OUR PARKING AMBASSADORS ARE EMPOWERED TO BE ABLE TO HAVE WHAT I'LL JUST CALL THAT HAMMER TO GO ALONG WITH THE VIOLATIONS BECAUSE ULTIMATELY YOU COULD STILL GET 25 TICKETS AND THEN NOT DO ANYTHING ABOUT IT. YOU NEED TO BE SURE THAT YOU HAVE THOSE OPPORTUNITIES TO MANAGE. THOSE RESOURCE IS AND THEN AGAIN FOR THE MID TO THE LONG TERM. PART OF IT IF YOU END UP STRATEGICALLY INVESTING IN PAY PARKING INFRASTRUCTURE, I WANT TO HIGHLIGHT THE FACT THAT WE HAVE TO MAKE SURE WE HAVE A MAINTENANCE. THAT COLLECTION PLAN ASSOCIATED WITH THAT INFRASTRUCTURE. SO YOU KNOW THOSE MACHINES STILL REQUIRE MAINTENANCE AND SUPPORT. WE WANT TO BE SURE TO FORMALIZE THE MARSHAL MARSHAL'S OFFICE ACTUALLY ESTABLISHED A TEMPORARY PARKING SPACE USE PERMIT PROGRAM, WHICH WAS VERY IMPORTANT BECAUSE THERE WAS A NEED FOR THAT, OR CONTRACTORS OR WORK THAT WAS BEING DONE IN BUILDINGS WHO WANT TO FORMALIZE THAT PROGRAM AND ALSO POTENTIALLY ADOPTED FEE ASSOCIATED WITH THOSE TYPES OF RESERVATION SYSTEMS. AND THEN ALSO, YOU ALL HAVE SOME BEAUTIFUL PARKING GARAGES. WE NEED TO BE SURE THAT WE HAVE THAT DEFERRED MAINTENANCE BUDGET TO BE SURE THAT THEY STAY BEAUTIFUL. AND I WILL SAY THAT THIS IS SOMETHING THAT I INHERIT. OFTEN ON PROJECTS IS WHERE I'M CITIES DON'T NECESSARILY INVEST IN THAT MAINTENANCE, AND THEN IT COULD BE A REALLY BIG BILL. IN THE END, SO BEING SURE AGAIN JUST STRATEGICALLY TO MAKE THOSE INVESTMENTS WE THINK COULD BE ADVANTAGEOUS. JUST IN TERMS OF THE NEXT STEPS WITH THE HOPES THAT YOU ADOPT THE PLAN TONIGHT VERY SOON. I'M IN THE NEXT HOPEFULLY, MONTH YOU'LL SEE THE MUNICIPAL CODES PACKAGE COME FORWARD. AND THAT'S THE INTENT IS THAT STAFF WOULD THEN BRING THIES IMPLEMENTATION PACKAGE IS BASED UPON THE PLAN BECAUSE THAT IS INTENDED TO BE THE ROAD MAP, AND AS I MENTIONED, THE PRIORITIES ARE TYING IN WITH THE WAY FINDING PROGRAM THAT'S GOING ON THAT ONGOING DATA COLLECTION. MAKING SURE THAT PARKING IS CONVENIENT, AVAILABLE AND AGAIN BY DOING THAT ONGOING DATA PROCESS BEING ABLE TO MAKE INCREMENTAL ADJUSTMENTS AND BEING ABLE TO GIVE STAFF THAT OPTION TO BE ABLE TO COME BACK TO YOU WITH THOSE RECOMMENDATIONS AND CONTINUING. THAT LEVEL OF STAKEHOLDER ENGAGEMENT. I THINK IT'S EXCITING TO BE ABLE TO KNOW THAT THEY'LL BE ABLE TO COME BACK AND REPORT BACK TO YOU. I'M HERE REPRESENTING THE PROJECT TEAM, AND I JUST WANT TO SAY IN CLOSING. THAT IT HAS REALLY BEEN AN HONOR TO WORK
[00:35:02]
WITH MCKINNEY AND I JUST HAVE TO REALLY CALL OUT ALEC AND MARK IN PARTICULAR BECAUSE THEY HAVE JUST BEEN ROCK STAR CUSTOMERS AND JUST REALLY RESPONSIVE. AND AGAIN THANK YOU FOR HAVING US HERE TODAY OR CONTACT INFORMATION IS THERE AND I'M AVAILABLE FOR ANY QUESTIONS. HAVE A QUESTION. EXCUSE THE MAYOR. HE'S UM OUT. SO AND YOU'RE. YOU'RE KIND OF ANALYSIS OF THE PARKING. YOU INCLUDED, LIKE A PLAYFUL PARKING LOT, AND IS THAT CONSIDERED. PUBLIC PARKING. WHEN YOU SET A PLAYFUL PARKING LOT, I JUST WANNA MAKE SURE I HEARD YOU CORRECTLY. YES IT'S A BUSINESS. IT'S A BUSINESS AND SAID PLAYFUL PARKING LOT. I'M JUST IS THAT IS THAT ARE YOU COUNTING ACTUAL BUSINESS? OR IS THAT YOU CONSIDER THAT PUBLIC PARKING. GOODNESS. ALL RIGHT, EXCUSE ME, S O. THE PLAYFUL PARKING LOT WAS DEVELOPED IN THE DEVELOPMENT AGREEMENT FOR THAT BUILDING. THE PLAYFUL PARKING LOT WAS. IS SUPPOSED TO BE SET ASIDE FOR EVENING AND WEEKEND USE FOR THE PUBLIC. SO FOR THAT REASON IN THE DOWNTOWN PARKING STUDY, IT'S BEEN CONSIDERED A PUBLIC LOT. OKAY? I MEAN, I JUST NEED. OKAY. I JUST WAS BECAUSE THERE'S WE HAVE SEVERAL COMPANIES. I JUST DIDN'T KNOW WHY ALL OF THEM WEREN'T AND BECAUSE WE DON'T HAVE THAT AGREEMENT WITH ALL OF THEM SO OKAY? ANY ANY OTHER QUESTIONS? THANK YOU. YOU DID THAT REALLY QUICK. DIDN'T EVEN SEEM LIKE YOU TOOK A BREATH.VERY IMPRESSED AGAIN. I JUST REALLY WANT TO THANK YOU FOR THE OPPORTUNITY. IT WAS REALLY AN HONOR TO WORK WITH CITY AND JUST REALLY APPRECIATE THE TIME. SO IT'S A REALLY BEAUTIFUL CITY AND I CAN'T WAIT TO COME BACK AND SEE WHAT YOU GUYS DO. SO, REALLY, THANK YOU FOR NOT DOING ALL 79 SLIDES. YOU'RE ALL GOOD. YES AND I GET IT. WE'RE GONNA HAVE TO SAY SOMETHING. WE WERE HAVING A LITTLE BIT UP HERE HOW FAR YOU WERE GOING SO AGAIN? HOPEFULLY IT'S AN EASY READ FOR YOU ALL TO, BUT I THINK THAT IT'S REALLY MEANT TO SERVE MCKINNEY AND I'M REALLY EXCITED FOR THE GROWTH AND DEVELOPMENT AND YOU'VE GOT REALLY JUST TREMENDOUS STAFF. ALL THROUGHOUT THE CITY. I GET TO WORK WITH CITIES ACROSS THE COUNTRY, AND I DON'T OFTEN GET TO OFFER THAT COMPLIMENT. BUT AGAIN, JUST HATS OFF HE HAS.
IT'S JUST BEEN A THE COMMUNITY, TOO. SO AGAIN, I'LL TAKE MY BOW AND SAY THANK YOU VERY MUCH VERY MUCH WELL DONE. IS THAT IT FOR? WE'LL MOVE ON TO 21021 UPDATE DISCUSS EAST MCKINNEY
[Update/Discuss East McKinney Projects]
PROJECTS NO. GOOD AFTERNOON COUNCIL. KIM PLAN, ASSISTANT CITY MANAGER HAPPY TO BE WITH YOU AGAIN TODAY TO GIVE THE QUARTERLY UPDATE ON OUR EAST MCKINNEY PROJECTS THAT WE'VE BEEN WORKING ON AND OUR OUTREACH AND COMMUNICATION PLAN. SO YOU MAY REMEMBER BACK IN JANUARY, AND EVEN BEFORE THEN WE STARTED TALKING ABOUT ALL THE THINGS THAT WERE HAPPENING IN EAST MCKINNEY FROM THE CITY HALL COMPLEX TO THE TOPS PROJECT OLD SETTLERS PARK.IS THERE A LOT OF THINGS? THEY'RE NOT ALL HAPPENING TOMORROW. THEY WILL BE HAPPENING AND CHANGE WILL BE HAPPENING IN EAST MCKINNEY OVER THE NEXT SEVERAL YEARS AND WHAT WE WANT TO MAKE SURE THE GOAL OF OUR COMBINED TEAM IS THAT WE FORM A UNIFIED COMMUNICATION PLAN AND PUBLISHED PUBLIC ENGAGEMENT PROCESS. TO INFORM AND SOLICIT FEEDBACK. SO IN JANUARY, WE GAVE YOU AN OVERVIEW OF THAT PLAN. TODAY. I'M GOING TO SHARE WHAT'S HAPPENED SO FAR, WE'RE GONNA TALK A LITTLE BIT ABOUT HER UP COMING NEIGHBORHOOD MEETING AND THURSDAY AND ALSO GIVE YOU A FEW, VERY BRIEF PROJECT. UPDATES. SO THIS SLIDE. WE SHARED MOST OF THE SLIDE LAST TIME AND IT WAS ALL THINGS THAT WERE UNDERWAY THESE AIR NOW ALL THINGS THAT HAVE GENERALLY HAPPENED. I'M GONNA PULL TWO OF THEM OUT FOR YOU. THE FIRST IS OUR DEDICATED WEBSITE. WE'RE ALL EAST MCKINNEY PROJECTS. THAT WEBSITE IS LIVE. THAT IS OUR HOBBIT IS THE HEART OF OUR INFORMATION SHARE SO IT WILL BE CONTINUALLY UPDATED. IT HAS OUR PROJECTS ON IT. YOU CAN GO IN THERE TO TAKE A DEEP DIVE INTO INFORMATION IN EACH OF THE CATEGORIES. YOU CAN ALSO SIGN UP FOR A NOTIFY ME AND YOU CAN PROVIDE PUBLIC COMMENTS AND QUESTIONS. THE SECOND THAT I WANT TO BRING UP IS THAT WE MET WITH A SMALL GROUP OF STAKEHOLDERS. I CANNOT THINK THIS GROUP ENOUGH. IT'S ABOUT 10 PEOPLE IS GROWING A LITTLE BIT WHO REALLY REPRESENT EAST MCKINNEY AND THESE FOLKS, WE'VE NOW BEEN ON TWO MEETINGS WITH THEM, AND THEY HAVE GONE ABOVE AND BEYOND. THEY'RE HELPING US SHAPE OUR ENGAGEMENT STRATEGY TO MAKE SURE THAT WE ARE CONNECTING WITH THE FOLKS WHO LIVE THERE. THEY ARE OUT, PUTTING FLYERS ON DOORS TO MAKE SURE THAT FOLKS KNOW ABOUT THE NEIGHBORHOOD MEETING ON THURSDAY. THEY HAVE BEEN AN INCREDIBLE ASSET AND WE LOOK FORWARD TO WORKING WITH THEM IN THE FUTURE TO MAKE SURE THAT WE'RE CONNECTING WITH THE RESIDENTS ON THE EAST SIDE. SO THAT BRINGS US TO WHAT'S HAPPENING THURSDAY. WE'RE HAVING A PROJECT OVERVIEW MEETING AT OLD SETTLERS PARK. IT IS AN OPEN HOUSE STYLE MEETING SO GENERALLY RUNS FROM
[00:40:05]
5 TO 7. PM IT'S COME AND GO AS YOU PLEASE. AND THERE WILL BE SHORT OVERVIEW PRESENTATIONS AT 5 15 AND 6 15. BUT THEN THERE'S ALSO GONNA BE A SERIOUS OF TABLES WITH DIFFERENT SUBJECT MATTERS THAT FOLKS CAN GO TO DIFFERENT TABLES. ASK QUESTIONS SEEK INFORMATION. THIS IS KIND OF A HIGH LEVEL MEETING. WE WON'T BE TAKING A DEEP DIVE INTO ANY SPECIFIC TOPIC. IT'S TRYING TO PULL ALL OF THE PROJECTS TOGETHER. SHARE INFORMATION, SOLICIT FEEDBACK AND GIVE FOLKS GUIDANCE TO WHERE THEY CAN GO TOE LEARN MORE OVERTIME BECAUSE ALL OF THESE PROJECTS ARE GONNA HAPPEN OVER TIME. THE OTHER THING TO NOTE IS IT IS AN IN PERSON MEETING. IT'S OUTSIDE, SOCIALLY DISTANT, COMPLIANT. WE'RE GONNA GET A LITTLE FUN. HOPEFULLY WE'LL HAVE THE NEIGHBORHOOD BLOCK PARTY TRAILER OUT THERE AS WELL. SOME SNACKS, BUT WE ALSO UNDERSTAND THAT NOT EVERYONE MAY FEEL COMFORTABLE ATTENDING IN PERSON, AND NOT EVERYONE MIGHT BE AVAILABLE THURSDAY FROM 5 TO 7. SO THERE IS A VIRTUAL OPTION AS WELL.OUR MEDIA CREW HAS DONE A GREAT JOB PRODUCING A VIDEO THAT GIVES AN OVERVIEW. ADDITIONALLY THIS PRESENTATION BECOMES A COMPONENT THAT FOLKS CAN WATCH THE INFORMATION I'M SHARING HERE TODAY IS THE SAME INFORMATION THAT WILL BE SHARED ON THURSDAY, AND THE COMMENTS AND QUESTIONS CAN ALL BE SUBMITTED VIA EMAIL AND ONLINE AS WELL. WE REALLY TRIED HARD TO MAKE SURE THAT WE GOT THE WORD OUT FOR THIS MEETING ON THURSDAY TO THE RESIDENTS, THIS IS JUST A LIST OF THE STRATEGY. WE USED MANY STRATEGIES WE USED AND AS I MENTIONED BEFORE OUR SMALL STAKEHOLDER GROUP. HAS BEEN VERY ACTIVE IS GETTING FLYERS OUT IN THE NEIGHBORHOODS AS WELL. SO LET'S TALK ABOUT. AND WHAT THOSE CATEGORIES OR TOPICS ARE GOING TO BE ON THURSDAY, ESSENTIALLY, AFTER THE OVERVIEW PRESENTATION, THEY'RE GONNA BE FIVE DIFFERENT TABLES WITH FIVE DIFFERENT TOPICS. EACH OF THOSE TABLES WOULD INCLUDE SEVERAL CITY STAFF MEMBERS. THERE WILL BE A SPANISH INTERPRETER AT EVERY TABLE. AND THOSE CITY STAFF MATTER. MEMBERS ARE SUBJECT MATTER, EXPERTS AND EACH OF THESE CATEGORIES, SO WE HAVE INFRASTRUCTURE, PARKS, NEIGHBORHOODS AND HOUSING, REDEVELOPMENT, ARTS, CULTURE AND FESTIVALS. ON THE STREET SIGN. WE WILL BE SHARING INFORMATION ABOUT OUR MOBILITY AND ALIGNMENT STUDY. THIS IS THE STUDY THAT'S UNDERWAY THAT'S TAKING A CLOSE LOOK AT SOME OF THE STREET ALIGNMENTS IN THE AREA TO MAKE SURE THAT WE HAVE THE RIGHT CONNECTIONS.
RIGHT NOW. WE'VE HAD ONE TECHNICAL MEETING AND WE ARE PLANNING FOR SOME ADDITIONAL PUBLIC ENGAGEMENT IN THE EARLY SPRING IS THE OTHER IMPORTANT COMPONENT TO NOTES. THURSDAY'S MEETING IS THIS OVERVIEW MEETING? WE'RE PULLING IT ALL TOGETHER. BUT THE REALITY IS THAT OVER TIME, SEVERAL OF THESE PROJECTS WILL HAVE DIFFERENT LEVELS OF OUTREACH AND ENGAGEMENT. SOME LIKE OUR NEIGHBORHOOD PRESERVATION STUDY WILL TALK ABOUT LATER ARE DEEPLY SEATED IN NEIGHBORHOOD LIKE WE NEED NEIGHBORHOOD OUTREACH TO BUILD THAT PLAN.
OTHERS LIKE THE STREET RECONSTRUCTION. WE DON'T NECESSARILY NEED A TON OF NEIGHBORHOOD FEEDBACK THAT SORT OF ESTABLISHED BY ENGINEERING REQUIREMENTS, BUT WE WANT TO MAKE SURE WE'RE COMMUNICATING, TIMING AND IMPACT AND ALL THAT KIND OF STUFF. ON THE STATE HIGHWAY FIVE PROJECT. WE KNOW THAT THERE'S A BIG DATE OF JUNE 2023 3 YEAR. CONSTRUCTION TIMELINE. THE VIRGINIA AND LAMAR STREETS. THOSE ARE PLANNED RECONSTRUCTS AND SOME POSSIBLE CONTEXT SENSITIVE STREET DESIGN. PEDESTRIAN ENHANCEMENT RIGHT NOW. THE TIMING OF THAT IS ON HOLD BECAUSE WE'RE WAITING FOR THAT MOBILITY AND ALIGNMENT STUDY JUST TO MAKE SURE THAT ANYTHING WE DO ON THOSE STREETS. AH, LINES WITH THAT STUDY. USE LOUISIANA STREET, SO HE'S LOUISIANA STORY HAS ALREADY BEEN UNDER CONSTRUCTION FOR A WHILE, ON DIS SIDE OF TOWN AND CROSSING THE HIGHWAY. SIMILAR IMPROVEMENTS ARE PLANNED CONSTRUCTION STARTING EARLY 2022 WERE ALREADY IN CONTACT WITH THE BUSINESSES ON THAT STREET. GREEN AND ANDREWS AIR THE STREETS AROUND THE TOPS REDEVELOPMENT AREA. THOSE AIR FULL RECONSTRUCTION PROJECTS THAT ARE ALSO ANTICIPATED TO START IN 2022. NOW WE GET TO OLD SETTLERS PARK THIS ONE OF MY PERSONAL FAVORITES. WE'LL SELL. THIS PARK IS SORT OF A CROWN JEWEL OF THAT NEIGHBORHOOD. BEAUTIFUL, MATURE TREES, THE RECREATION CENTER GOING UNDER A FULL REHAB ANTICIPATED TO BE OPEN LATER THIS SUMMER. NOW THE PARKS DEPARTMENT HAS DONE A REALLY GREAT CONCEPTUAL DESIGN FOR IMPROVING THIS ENTIRE SPACE ALREADY, AND NEXT IS THE IMPLEMENTATION IN THE DETAILED DESIGN OF THAT. THAT IMPLEMENTATION IN DETAIL DESIGN WILL OCCUR MORE FULLY AS OTHER CITY PROJECTS ARE UNDERWAY, BUT WE'RE NOT WAITING NEW MULTIPURPOSE SPORTS COURT PAVILION REPLACEMENT OF PLAYGROUND REPLACEMENT ACTUALLY START THIS SPRING. IS ANOTHER PARK OVER THERE THAT WE DIDN'T TALK ABOUT IN JANUARY, BUT IT'S JUST IT'S IMPORTANT AND THAT'S WHAT WE PARK A LITTLE BIT TO THE NORTH. THAT PART PREVIOUSLY HAS A HISTORY OF THE DISPOSAL SITE. BECAUSE OF THAT WE'VE BEEN MONITORING SOME ENVIRONMENTAL ISSUES OVER TIME, AND WE'RE NOW IN THE PROCESS OF MAPPING OUT HOW WE'RE GONNA CAP THAT SITE THAT IS GOING TO REQUIRE BRINGING IN A LOT OF PHIL TO THE PARK. TOE PUT THE REQUIRED ENVIRONMENTAL CAP ON IT. THAT WORK. WE HAVEN'T TIMED
[00:45:06]
IT OUT COMPLETELY. WE'RE READY TO GO. BUT WE WANT TO MAKE SURE WE'RE COMMUNICATING AND GET ENGAGING WITH THE RESIDENTS AND ALSO FINDING THE ABSOLUTE BEST WAY. TO GET UP TO 800 TRUCKS OF DIRT INTO THAT PARK WITH THE MINIMAL IMPACT TO THE RESIDENTIAL AREA, SO THE BAD NEWS IS THERE'S GONNA BE A LOT OF TRUCKS OF DIRT GOING TOE WATLEY PARK. THE GOOD NEWS IS ONCE IT'S DONE. THAT ENVIRONMENTAL CONCERN IS RE MEDIATED AND OUR PARKS DEPARTMENT IS GOING TO DO SOME IMPROVEMENTS TO THE PARK RIGHT AFTER THAT, SO BOTH PARKS IN THIS AREA ARE GOING TO BE IMPROVED IN THE NEAR FUTURE. THE REDEVELOPMENT SITE. WE'VE TALKED SEVERAL TIMES IN THE PAST THAT TOPS BREWERY RELOCATION AND EXPANSION PROJECT THAT WAS PROBABLY THE FURTHEST ALONG ALREADY IN DESIGN. THEY PLAN THEY WOULD LIKE TO OPEN IN FEBRUARY OF 2022 ARE OBLIGATED TO OPEN BY SEPTEMBER OF 2022. NEAR THAT IS THE EAST BLUE YET EAST LOUISIANA STREET PARKING LOT THAT WILL INCLUDE UP TO 150 PARKING SPACES AND THEN THE MUNICIPAL CITY COMPLEX. THIS IS A 13 ACRE PIECE OF PROPERTY THAT'S RIGHT ACROSS THE STREET FROM THOSE SILOS ON LOUISIANA AND VIRGINIA STREET. SORRY. AND NOT ONLY WILL THAT HOW'S THE NEW CITY HALL, BUT IT WILL INCLUDE PUBLIC SPACES, STREETS AND HAVE ROOM FOR OTHER DEVELOPMENT THAT CAN BE CRAFTED IN A WAY THAT MEETS THE DESIRE FOR THE NEIGHBORHOOD REDEVELOPMENT AREA. AND THE NEIGHBORHOODS AND HOUSING SIDE WE WILL HAVE BE ABLE TO SHARE WHAT WE KNOW ABOUT THE NEIGHBORHOOD PRESERVATION STUDIES. SO WE MENTIONED THIS BEFORE. YOU KNOW, THERE ARE SEVERAL UNDERUTILIZED PIECES OF PROPERTY KIND OF NEAR HIGHWAY FIVE IN EAST MCKINNEY, AND WE ANTICIPATE THAT THOSE WILL REDEVELOP AND REVIVE, BE REVITALIZED AND BE A TRUE ASSET TO THAT NEIGHBORHOOD. WE ALSO HAVE THESE HISTORIC RESIDENTIAL NEIGHBORHOODS WITH SEVERAL GENERATIONS OF FAMILY WHO'VE LIVED THERE STRONG CULTURE, STRONG CHARACTER AND EVEN EVEN BEFORE PROBABLY THE TOWN CENTER PLAN, WAY BACK WHEN THOSE WERE ALWAYS AREAS THAT WERE SLATED TO BE PRESERVED. SO HOW DO WE MAKE SURE WE'RE BALANCING THE WONDERFUL THINGS THAT ARE GONNA HAPPEN WITH REVITALIZATION WITH THE PRESERVATION OF THOSE THOSE RESIDENTIAL NEIGHBORHOODS AND ALSO COMBATING ANY DISPLACEMENT THAT COULD BE OF CONCERN. SO WE ARE SCOPING OUT THE NEIGHBORHOOD PRESERVATION STUDY.WE ARE IN THE FINAL DRAFTS OF THAT SCOPE. WE'RE GOING TO SEEK A CONSULTANT TO HELP US WITH THAT AND THINK THAT THIS STUDY COULD OCCUR AS BEGIN AS EARLY AS Q. 3 2021. WHAT WE REALLY WANT HERE ARE VERY SPECIFIC STRATEGIES TO EAST MCKINNEY WERE NOT LOOKING RIGHT LOOKING FOR A TOOLKIT LIKE HERE ALL THE THINGS YOU CAN DO, AND NOW YOU COULD PICK ONE. WE REALLY WANTED TO BE SPECIFIC, SAYING WE KNOW THE ISSUES HERE. WE KNOW WHAT STAGE OF GENTRIFICATION YOU MAY BE IN AND HEAR THINGS THAT REALLY YOU SHOULD BE THINKING OF HELP COMBAT THAT. THE GREAT NEWS IS, THERE'S ACTUALLY SEVERAL. DOCUMENTS OUT THERE ALREADY THAT PROVIDE REFERENCE FOR US. THERE'S A REALLY GOOD TEXAS ANTI DISPLACEMENT TOOL KIT THAT IS SPECIFIC TO THINGS WE CAN USE IN THIS STATE. THAT IS THE TOOL BOX. SO WE HAVE YOU WERE USING THAT TO BUILD OUR R P AND TO LEARN FROM THAT TO MAKE SURE THAT WE GET A CONSULTANT ON BOARD TO TAKE A DEEP DIVE AND SAY, ALL RIGHT, WHAT DO WE NEED TO DO IN EAST MCKINNEY? COUPLE OF THINGS? I WANT TO NOTE THAT WE LEARN FROM THAT TOOL KIT. IT IS CRITICALLY IMPORTANT FOR THESE PROGRAMS TO INVOLVE THE COMMUNITY AND UNDERSTAND THE NEEDS OF THE RESIDENTS WHO ARE THERE. SO A STAFF YOU KNOW, I READ THROUGH THIS AND I GET REALLY EXCITED. I'M LIKE, OH, MY GOSH, WE COULD DO THIS AND THIS AND THESE SEEM LIKE THEY'D BE GREAT FITS AND THEY MIGHT BE.
WE DON'T REALLY KNOW THAT UNTIL WE ENGAGE WITH THE RESIDENTS TO UNDERSTAND THEIR NEEDS. IT WAS LESSON NUMBER ONE. THE TEXAS ANTI DISPLACEMENT TOOL KIT. THE OTHER THING IS, IS THAT IF WE'RE COMMITTED SOMETHING, THERE'S FUNDING THAT NEEDS TO BE APPROPRIATED. NOW THERE'S LOTS OF DIFFERENT AREAS, YOU CAN GET FUNDING FROM DIFFERENT SOURCES. BUT TACKLING THIS IN A WAY THAT MAKES A DIFFERENCE. TAKE SOME FUNDING. COMMUNITY PARTICIPATION CANNOT BE UNDERSOLD. AND UM, INCORPORATING THAT RESPONSE INTO A TAILORED APPROACH IS REALLY, REALLY IMPORTANT, SO WE'RE REALLY EXCITED TO GET THIS ONE UNDERWAY AND ENGAGE THE COMMUNITY IN THIS EFFORT. OUR LAST TABLE. UM HIS ARTS, CULTURE AND FESTIVALS. SO AT THE LAST MEETING YOU HEARD A LITTLE BIT ABOUT A POSSIBLE MURAL ON THE SILOS BY AUSTRALIAN ARTISTS GET EVENT. HELTON. THAT IS AN OPPORTUNITY TO TELL. TELL THE STORY OF MCKINNEY TELL THE STORY OF EAST MCKINNEY SPECIFICALLY, IF THAT'S A DESIRE, WE WANT TO SHARE THAT WITH THE FOLKS ON THURSDAY GAME. THERE'S PERSPECTIVE IS THIS IS A PIECE OF ART THAT YOU THINK WOULD BE VALUABLE TO YOUR NEIGHBORHOOD. WHAT DO YOU KNOW? WHAT DO YOU THINK THIS WOULD DEFINITELY BE VERY VISIBLE BE VISIBLE TO CITY HALL, BUT IT WOULD BE VISIBLE TO THE NEIGHBORHOODS AS WELL. ALSO WE WANT TO SEEK INPUT ON THE TYPES OF EVENTS, FESTIVALS, GATHERINGS THAT THEY THINK WOULD BE GREAT ADDITIONS TO THEIR COMMUNITY. OLD SETTLERS.
PARK IS OBVIOUSLY A GREAT PLACE TO WRECK CREATE EVEN THE AREAS AROUND CITY HALL CALLED PUBLIC
[00:50:03]
LITTLE PUBLIC PLAZAS. SO WHAT ARE WAYS WE CAN PROGRAM THOSE SPACES THAT ARE MEETING THE NEEDS OF THE FOLKS WHO LIVE NEXT DOOR? SO ALL THINGS THAT'S KIND OF THE FUN TABLE? I THINK I WISH I WAS AT THAT TABLE AT THE HOUSING TABLE, WHICH IS GONNA BE GREAT, TOO. BUT IT'S ME THE FUN TABLE FATHER, GREAT IDEAS. SO WITH THAT YOU'VE BEEN VERY QUICKLY PRE PREPPED ON SOME OF THE INFORMATION THAT'S GOING TO BE SHARED. ON THURSDAY AGAIN, WHILE THE EVENT ON THURSDAY KIND OF GIVES A VERY BROAD OVERVIEW, THERE ARE SEVERAL OTHER OPPORTUNITIES FOR ENGAGEMENT. ONE THAT I DIDN'T MENTION THAT I WANT TO MAKE SURE I MENTIONED ON THE CITY HALL COMPLEX. IN PARTICULAR, THERE WILL BE A PUBLIC OPEN HOUSE ON MARCH 31ST IN THE EARLY EVENING. THAT'S ONE THAT WILL PROMOTE VERY HEAVILY TOMORROW AS WELL. ANOTHER ONE OF THOSE OPPORTUNITIES FOR FOLKS TO COME OUT AND SEE THE PROGRESS THAT'S HAPPENED ON THE CITY HALL COMPLEX. I AND SEVERAL OF THE STAFF WHO'VE BEEN INVOLVED IN THIS ARE AVAILABLE FOR ANY QUESTIONS YOU MAY HAVE. WHERE'S THE MARCH? 31ST? PUBLIC MEETING BEING HELD. WHEN I LOOK AT BARRY THE OLD SETTLERS REC CENTER. WHO IS IT? WHO IS CONDUCTING THE STUDY FOR US THAT YOU SPOKEN ABOUT THE NEIGHBORHOOD PRESERVATION STUDY? WE DON'T KNOW YET. SO WE'RE DRAFTING THE R F Q OR THE REQUEST FOR QUALIFICATIONS OR PROPOSALS. WE ARE STILL MAPPING OUT WHETHER WE CAN USE SORT OF OUR LIST OF PRE APPROVED CONSULTANTS TO SEE IF ANY OF THOSE HAVE THE EXPERTISE THAT MAKES OUR TIMING A LITTLE FASTER. IF WE CANNOT. THEN WE GO OUT FOR SORT OF A COMPETITIVE BID AND SOLICITATION THAT MIGHT TAKE A LITTLE LONGER, SO THAT IS TO BE DEFINED. I THINK YOU WOULD TAKE A WHILE TO FIND AN EXPERT IN THAT PARTICULAR FIELD. YOU KNOW WHAT THE GOOD NEWS IS? YOU'RE RIGHT. IT'S DEFINITELY IT'S.IT'S NOT BROAD. THE GOOD NEWS IS THERE ARE A LOT OF DIFFERENT FIELDS THAT ARE VERY GOOD AT COMMUNITY ENGAGEMENT AND FACILITATION. THAT'S THE CORE OF THIS WE DID SEVERAL MONTHS AGO ACTUALLY HAVE A CALL WITH THE ROOT POLICY GROUP. THEY'RE THE ONES WHO DID THE HOUSING STUDY LAST YEAR. NOW, WHILE THIS ISN'T THEIR TOTAL AREA OF EXPERTISE, THEY KNOW OF OTHER CONSULTANTS THAT COULD COME ON BOARD AND HELP WITH IT, SO IT'S DEFINITELY NOT AS COMMON AS SORT OF A TRAFFIC STUDY CONSULTANT BUT WE DO WE ARE PRETTY CONFIDENT WE'LL BE ABLE TO FIND A GOOD FIT. THANK YOU. DON'T HAVE A QUESTION JUST TO COMMENT. UM. HIM IN YOUR STAFF HAVE DONE A WONDERFUL JOB ON THIS. THE PEOPLE. I'VE TALKED TO YOU ON THE EAST SIDE. ONE OF THEIR FEARS IS THAT THEY WOULDN'T HAVE INPUT OR THE PEOPLE THAT SHOULD BE INVOLVED WILL BE INVOLVED BECAUSE IT WON'T BE NOTIFIED. BUT I THINK YOU'VE DONE AN EXCELLENT JOB AND SETTING UP A PLAN. TO GO OUT AND MAKE SURE THESE PEOPLE ARE NOTIFIED. AND I JUST WANT TO COMMEND YOU ON THE STAFF FOR DOING A GREAT JOB. WELL, THANK YOU. IT'S DEFINITELY BEEN A IT'S REALLY A TEAM EFFORT ACROSS ALL DEPARTMENTS. I HAVE TO GIVE A SHOUT OUT TO JULIA HUNT. OUR INTERIM PUBLIC WORKS DIRECTOR WHO JUST TOOK ON THIS TASK WITH ENERGY, AND WE'RE SO HAPPY TO HAVE OUR BOARD. SHE'S REALLY PULLED US ALL TOGETHER, AND I KEPT THE WHEELS MOVING.
IT'S ALSO GOOD THAT YOU'RE HAVING ONGOING MEETINGS AND KEEPING PEOPLE INFORMED BECAUSE YOU SHOULD GO ALONG. THEY'RE GONNA BE QUESTIONS FROM FROM THAT SIDE OF TOWN. SO THANK YOU. CERTAINLY, I THINK WE ALL HAD THAT SAME SENTIMENT. THANK YOU. THANK YOU. RIGHT? LEAVE.
THAT IS THE END OF OUR. SESSION WILL GO TO COUNCIL LIAISON UPDATES REGARDING VARIOUS
[COUNCIL LIAISON UPDATES REGARDING THE VARIOUS MCKINNEY BOARDS & COMMISSIONS]
BOARDS AND COMMISSIONS. ANYTHING MR FOLKS DON'T BELIEVE THAT I DO THIS WEEK.PRETENDING. YES UM, UH, M C D. C, UH. THIS MORNING AND REALLY THE ONE THING THAT I GOT FROM THE. MEANING THAT WE CAN TALK ABOUT IS THE FACT THAT SELLS HER UP. THE SALES TAX ARE UP 10% IN THE CITY OF MCKINNEY FROM YOUR EAR TODAY. AND I DON'T KNOW EXACTLY WHEN THAT STOPS OR HOW, BUT I THINK THAT'S GREAT. KEEP SHOPPING AND MCKINNEY WE APPRECIATE ALL OF THAT. ALSO ON MARCH 13TH WE HAD, UM. UH MCKINNEY, UM, BEER WALK. I'M NOT EXACTLY SURE WHAT THAT WHAT THAT IS. I DIDN'T I DIDN'T ATTEND, BUT. I KNOW A LOT OF PEOPLE WE HAD ABOUT 1200 PARTICIPANTS GOING TO THE, UM. THIS EVENT COMING TO THIS EVENT BUYING TICKETS, AND I KNOW THE BUSINESSES WERE VERY HAPPY AND EVERYTHING. UM WORKED OUT VERY WELL AND IT WAS CONSIDERED A SUCCESS. THE OTHER THING THAT WE HAVE COMING UP IS ARCH IN BLOOM. WHICH IS APRIL 9TH, 10TH
[00:55:04]
AND 11TH IS KIND OF EXCITING TO KIND OF ANNOUNCE THESE THINGS BECAUSE WE'VE. WE'VE KIND OF BEEN BLOCKED DOWN AND WE'VE NOT BEEN ABLE TO PARTICIPATE. HAVE THIS HAVE THINGS THAT WE CAN PARTICIPATE IN, ESPECIALLY IN THE DOWNTOWN AREA. AND S O. THAT'S EXCITING TOE HAVE ARTS AND BLOOM. UM THAT WEEKEND IN IN APRIL. ALSO A PICK. KABLE TOURNAMENT IS COMING TO MCKINNEY. NOW I HAD IT IN MY NOTES THAT 1000 TEAMS HAD SIGNED UP. I DON'T KNOW IF THAT'S 1000 PEOPLE OR 1000 TEAMS. BUT WHATEVER THAT IS, IT'S A LOT AND PLAY OFF. THAT'S GONNA PLAY. 1000 TEAMS ONLY MACKEREL, BUT SO IF IT'S 1000 BEEN IN ITALY, THAT MEANS THOUSANDS OF PEOPLE ARE COMING TO MCKINNEY. THEO PLAY A SPORT THAT I HAVE NO IDEA WHAT HOW YOU PLAYER. I'VE NEVER PLAYED IT. BUT BUT APPARENTLY IT'S VERY POPULAR. SO WE THINK OUR OUR PARKS DEPARTMENT. FOR HELPING FACILITATE THAT AT THE A TO MCKINNEY. TENNIS COURTS, SO. THAT'S ALL I HAD TO MAKE A COMMENT. MR. YOU KNOW I CAME DOWNTOWN T O BRING SOME GUEST TO DINNER, AND WE WENT TO THE YARD AND WAS STILL THERE WAS A TWO HOUR WAY TO HAVE DINNER.FOLLOWING UP WITH WHAT RANDY SAID. I THINK IT WAS GREAT TO HEAR THAT. YES, COUNCILWOMAN.
EXCUSE ME. UM, TO PIGGYBACK OUT FOR WHAT RAINY. SOMEHOW I HAVE VOLUNTEERED TO PARTICIPATE IN THE PICKLEBALL DON'T KNOW WHAT THAT HERE'S WHAT I'VE SIGNED UP FOR, BUT. I SAID I WOULD TAKE ONE FOR THE TEAM IF WE STILL NEEDED A MEMBER, SO ALSO, I WAS ABLE TO PARTICIPATE IN THE ST PATRICK'S BEER WALK, WHICH IS ALSO IN THE EVENT THAT. M. C. D C SPONSORS THROUGH OUR PROMOTIONAL AND IT WAS REALLY JUST BROUGHT A FRIEND OF MINE WHO'S STILL KIND OF NEW TO MCKINNEY, AND SHE JUST HAD AN AMAZING TIME AND JUST REALLY ENJOYED JUST HELP. EVERYBODY WAS NICE PEOPLE WERE LAUGHING AND TALKING, AND SOMEBODY EVEN BOUGHT US A GREEN BEER, YOU KNOW, SO IT WAS JUST REALLY IN THIS TIME. JUST A GREAT. THE SPIRIT IN THE BIBLE DOWNTOWN. I MEAN, MIXED CULTURES AND EVERYTHING. SO I THINK, AS WE CONTINUE TO DO THINGS THAT BRING TOGETHER UNITY IN OUR COMMUNITY, I THINK WE WILL BE DOING US OF JUSTICE. SO GREAT JOB. DON'T HAVE ANYTHING AT THIS TIME. VISION. GOOD RIGHT? SO WE ARE GOING TO MOVE INTO
[EXECUTIVE SESSION]
