THIS IS A PRELIMINARY FINAL. PLATT PLATT IS PROPOSING ABOUT 1400 RESIDENTIAL LOTS AND 38 COMMON AREAS. STAFF IS RECOMMENDING APPROVAL WITH THE CONDITIONS OUTLINED IN THE STAFF REPORT. WE'RE ALSO RECOMMENDING THE APPROVAL OF REQUESTED VARIANCES S O THAT APPROXIMATELY 90 LOTS DO NOT NEED TO FRONT ONTO A STREET, WHICH IS A TYPICAL REQUIREMENT AT THE SUBDIVISION ORDINANCE ON THESE LATTES OR WHAT WE WOULD CONSIDER MUSE LOTS OR THEY FRONT TO SORT OF OPEN SPACES THAT ARE CONNECTED. TO THOSE RESIDENTIAL LOTS. THEREFORE THAT VARIANCE IS REQUIRED IN ORDER TO ALLOW FOR THAT TO OCCUR. I'LL BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU HAVE. THE QUESTIONS. VERY EXCITING DEVELOPMENT AND WE'RE GLAD TO CONTINUE SEE IT MOVING FORWARD. ABSOLUTELY RIGHT. THANK YOU, JENNIFER. RIGHT SIR. MOTION. THIS IS NOT A PUBLIC HEARING ITEM SO. [Consider/Discuss/Act on a General Development Plan for the Ballfields Tract 4, Located on the East Side of Alma Road and Approximately 1,000 Feet North of Henneman Way]
REMOVED TWO REGULAR JENNA PUBLIC HEARING ITEMS. FIRST ON THE AGENDA CONSISTS OF ITEMS ACCORDING INDIVIDUAL CONSIDERATION BY THE COUNCIL TO 10001 GDP. CHILDREN ACT ON A[00:10:02]
GENERAL DEVELOPMENT PLAN FOR THE BALL FIELDS TRACK FOR LOCATE ON THE EAST SIDE OF ALMA RODE AN APPROXIMATE 1000 FT NORTH OF HENNEMAN WAY. THIS WILL BE YOU, JENNIFER. YES SIR.YOU'LL SEE ME A LOT. TONIGHT S O AS YOU READ. THIS IS A GENERAL DEVELOPMENT PLAN FOR THE BALL FIELDS DEVELOPMENT. THE TRACK MAY LOOK FAMILIAR TO YOU AT THE COUNCIL DID APPROVE A GENERAL DEVELOPMENT PLAN FOR THIS PROJECT BACK IN DECEMBER OF LAST YEAR. HOWEVER, THE APPLICANT HAS PROPOSED SOME MODIFICATIONS. TO THAT GDP THAT REQUIRE RECONSIDERATION FROM THE COUNCIL. OKAY UM, UH, IN SHORT, THE AFRICAN IS LOOKING TO INCREASE THE NUMBER OF MULTI FAMILY UNITS ON PAD B BY ABOUT 20 UNITS, AND THEY'RE ALSO MODIFYING SOME OF THE ACCESS POINTS. AS A REMINDER THE MULTI FAMILY DEVELOPMENT ENTITLEMENTS ARE ALREADY ON THIS TRACK, SO THE ZONING ALREADY ALLOWS FOR IT. THE CONSIDERATION OF THIS GDP IS SIMPLY A REQUIREMENT OF THAT OVERARCHING ZONING. ANDRE SPECIFICALLY CHANGES AND DENSITY AND ACCESS LOCATIONS OR TWO THINGS ON THAT REQUIREMENT LIST THAT MUST BE RECONSIDERED BY THE COUNCIL STAFF HAS REVIEWED THE REQUEST. IT IS SUBSTANTIALLY IN CONFORMANCE WITH WHAT WAS APPROVED IN DECEMBER. WE ARE RECOMMENDING APPROVAL OF THE GDP, AND I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU HAVE. QUESTION COULD YOU MARK ON THAT MAP? THE LAND THAT THE CITY OWNS. GOSH, RIGHT NEXT TO THE THAT WE OWN SOME LAND. NEXT WE DO, THERE'S WE DO HAVE A LINEAR PARK THROUGH HERE AND I COULD GUESSTIMATING WHERE THAT IS, BUT I WOULD PROBABLY DO. I WAS THINKING IT WAS KIND OF LIKE, RIGHT. THERE, BUT I GUESS IT'S NOT BECAUSE THAT'S INCLUDED IN THERE. A PORTION OF THAT IS YES. IF YOU COULD GIVE ME A FEW MINUTES, I CAN DO A LITTLE DIGGING AND LOOK FOR THAT. BUT OFF THE TOP OF MY HEAD, I DON'T KNOW SPECIFICALLY WHICH TRACKS THE CITY OWNS.
THAT'S THE STAR CENTER ABOVE THE PD. YOU RIGHT, SAID RIGHT E MEAN E. I GUESS I COULD MARKET.
WAS MORE I MEAN, IT'S IS THAT THE STARS CENTER. AND WE HAVE THE LAND. YES, THAT'S CORRECT TO THE NORTH. I BELIEVE THIS WOULD BE OUR PROPERTY RIGHT HERE. THAT SOUND RIGHT TO YOU.
SO LOOKING AT PAUL, AND HE'S SAYING YES. SO I'M GONNA SAY YES. THE INFAMOUS PIECE OF PROPERTY FOR THE. NOTORIOUS EXPANSION IDEA TRIP UP APPRECIATE THAT YEAH. ANY OTHER QUESTIONS FOR JENNIFER. AND WHAT'S EXACTLY PLAN THERE. DO WE KNOW IT'S JUST. ON THE GDP, RIGHT? IT'S AN APARTMENT COMPLEX AGAIN. IT'S ALREADY PERMITTED BY THE ZONING. THE GDP BY AND LARGE WAS ALREADY APPROVED BY THE COUNCIL IN DECEMBER. THEY WERE MAKING SOME MODIFICATIONS TO IT THAT REQUIRED RECONSIDERATION. THOSE MODIFICATIONS DO NOT REPEAT, DO NOT ENTAIL ANY INCREASE IN UNITS OR ANYTHING LIKE THAT. WELL IT DOES. AND EMPRESS, WOULD YOU MIND OR JOSH? UM ONE OF THE ATTACHMENTS IS AN OVERLAY EXHIBIT. I CAN TELL YOU EXACTLY WHAT'S CHANGING.
THAT ONE RIGHT THERE. SO WHAT YOU'LL SEE HERE IN RED? THE RED OUTLINE IS WHAT WAS APPROVED IN DECEMBER OF 2020. WHAT YOU SEE IN GREEN IS WHERE THEY'RE PROPOSING SOME CHANGES, SO I'LL HIGHLIGHT THAT FOR YOU HERE. ACCESS LOCATION IS CHANGING AND THIS PAD B. UM I'LL SHOW YOU PAD BE RIGHT HERE. THE PROPOSING AN INCREASE IN UNITS BY 20 UNITS AND BECAUSE THE OVERARCHING ZONING REQUIRES THAT TO BE RECONSIDERED AS PART OF THAT GDP PROCESS. WE'RE BACK HERE IN FRONT OF YOU. BUT THE OVERALL FOOTPRINT OF THE DEVELOPMENT IS NOT CHANGING, AND IT'S VERY SIMILAR TO WHAT WAS CONSIDERED IN DECEMBER OF LAST YEAR. WHY ARE THEY? THEY'RE THEY'RE PROPOSING THESE CHANGES. I WOULD IMAGINE THE ONE ON THE STREET IS JUST EASIER ACCESS AND TRAFFIC FLOW. AND WHY ARE WE? WHY DID THEY NEED MORE UNITS? I'D HAVE TO LET THE APPLICANT SPEAK TO THAT. AND I DO BELIEVE THAT THEY ARE ON THE LINE IF YOU'VE GOT QUESTIONS FOR THEM. YEAH HELLO? IS PROM ONE'S BEEN IN HERE RECORD. THE ACCESS POINT WITH ALLOWED. WE WERE ABLE TO GET NEXT SEASON IT TO CHANGE THAT, AND THEN WE INCREASE THE NUMBER OF UNITS. THAT FOR THE TV IT ALLOWS YOUR UNIT. WHAT WE TURNED, SO WE'RE WAY UNDER THE DEAL OUT. AND I GUESS WHEN I WAS ASKING THE QUESTION, JENNIFER, I THINK YOU DIDN'T ASK IT PROPERLY. I MEAN THAT WE'RE NOT THERE, NOT INCREASING THE UNITS FROM WHAT THEY'RE ALREADY ALLOWED TO WRITE ZONING. THAT'S CORRECT. IT IS CHANGING FROM WHAT WAS APPROVED IN THAT GDP BACK IN DECEMBER, BUT OVERARCHING ZONING. IT'S STILL WELL WITHIN. YEAH. HEY, ANY ANY OTHER QUESTIONS? WE APPRECIATE YOU BEING WAY UNDER. WHATEVER
[00:15:11]
THAT'S WORTH, OKAY? ALL RIGHT. THIS'LL IS NOT A PUBLIC HEARING ITEM. SO WITH THAT WE COULD ACCEPT A MOTION AT THIS TIME. I MOVED. TO CLOSE A PUBLIC HEARING SOMETHING AT OF PUBLIC AND SO THEN THEN I NEED TO TALK ABOUT IT. UM. TO ME. THESE WERE JUST GARDEN STYLE HOMES. THESE AIR THE THESE WERE THE ONES THAT JUST I DON'T KNOW. THEY JUST KEEP THROWING THEM UP AND THROWING HIM UP. AND I JUST UM. I DON'T KNOW. I HAVE. I JUST, YOU KNOW IF YOU JUST GO A QUARTER OF A MILE TO THE NORTH THAT YOU YOU HAVE JUST A HOLE. BUNCH OF THEM. AND MORE AND MORE WE HAVE, YOU KNOW. LEAST CALLS OUT THERE AND STUFF LIKE THAT. AND THESE ARE EXACTLY THE KIND OF APARTMENTS THAT. THE RESIDENCE OF MY DISTRICT COMPLAIN ABOUT AND DO NOT LIKE.I WILL NEVER VOTE FOR ANY OF THESE IN MY DISTRICT AGAIN. SO THAT'S IT. BUT I HAVE TO SAY ABOUT THAT. ANY OTHER. COMMENTS. SO, JENNIFER, JUST I'M SORRY, JENNIFER. A M.
EXPLAIN IF YOU WOULD THE FACT THAT SO WE APPROVED IT GDP, BUT OF COURSE THEY HAVE. THEY HAVE THE RIGHT TO BUILD MORE UNITS. CREDIT ZONING FOR THE ZONING. SO THEY HAVE THE ENTITLEMENTS ALREADY. THAT'S CORRECT. SO THE GDP EYES INCLUDED IN THE ZONING AND WHAT IT ASKS FOR IS THE GENERAL FOOTPRINT AND LAYOUT OF THE DEVELOPMENT SPECIFICALLY WHERE THE BUILDING IS GOING TO BE PLACED PARKING LOTS, ACCESS POINTS AND THINGS OF THAT NATURE, SO WE'RE LOOKING AT THAT GDP WERE ABSENT OF THE USE FROM A STAFF STANDPOINT, BECAUSE THAT USES ALREADY PERMITTED AND THEY'RE WITHIN THE ALLOWANCES FOR THAT USE. SO WE'RE LOOKING SPECIFICALLY WHAT THE GDP IS ASKING US TO LOOK AT. BECAUSE TO MAYOR PRO TEMPS POINT IT'S I THINK IT'S IMPORTANT TO NOTE THAT. ASSUMING THAT THIS IS PAST IT IS WE'RE NOT. WE'RE NOT GRANTING A REZONING THAT ALLOWS HIM HAVE THE UNITS. THEY HAVE MANY MORE UNITS AVAILABLE. THE GDP WAS PURELY LAYOUT. JUST A GLOBAL DEVELOPMENT PLAN. NOT NOT HAVING IT DOESN'T HAVE ANYTHING DO WITH THIS SPECIFIC ENTITLEMENT TO THE PROPERTY THAT'S CORRECT. THAT'S AN IMPORTANT DISTINCTION. I WITHDRAW MY COMMENTS THAT BECAUSE YOU'RE RIGHT THERE. WAS ACCUSED PEOPLE. I'M GLAD YOU MADE THE COMMENT. PEOPLE NEED TOE. UNDERSTAND THAT POINT BECAUSE IT'S EASY TO DO NOT. OH, I DIDN'T MEAN YOU KNOW GOOD. IN FAIRNESS TO COUNCILMAN ROGERS. THIS WAS A DECISION THAT WAS MADE WELL BEFORE COUNCILMAN ROGERS WAS ON THIS COUNCIL THAT THEY HAD IT BY RIGHT? OKAY? RIGHT. WE TOOK IT DOWN. THEY DID TAKE IT DOWN FROM WHERE THEY WERE. I DID WHAT THEY COULD HAVE A GUESS. THE OTHER QUESTIONS OR COMMENTS. I DID. WHAT YEAR WAS THAT? FINGERS 1981 WHEN THE ZONING REGULATIONS WERE FIRST ESTABLISHED. PLEASE DON'T BOTH THAT NUMBER. I REMEMBER THE CONVERSATION THAT THEY HAVE THEY HAVE RIGHTS. STONING AND. AND THERE WAS A LOT OF OTHER PROPERTY AROUND THERE. THE HEAD RIGHTS THAT WE CLOSE THE LOOPHOLE THAT'S RIGHT ZONING BACK IN 2018. WHERE PEOPLE ARE DEVELOPERS WERE ABLE TO BUILD IN. WAS IT B B END TO BEGINNING BIGGIE AND PNB? GNC YEAH, WE CLOSE THAT LOOPHOLE. UM ANY OTHER DISCUSSION. WITH THAT EMOTION. MAKE A MOTION. WE HAVE PROVED THIS PLANET. IN FAVOR OF MAYOR PRO TEM WAS COMING. PLEASE CAST YOUR VOTES.
MAYBE. I JUST CAN'T. THIS THING'S WALKED UP. RIGHT? 20013 LET ME

NO NOS IRWIN FARMS FACE FOR THIS JUST FOR THE COUNCIL'S INFORMATION. THE FOLLOWING ITEM, WHICH IS A ZONING CASE IS A COMPANION ITEM TO THIS SO IT WILL SOUND VERY SIMILAR. HOWEVER THE ADAM BEFORE YOU IS TO SPECIFICALLY CONSIDER THAT ANNEXATION REQUEST. I WILL NOTE FOR THE COUNCIL THAT IN THE LATTER PART OF 2020, YOU DID CONSIDER A DEVELOPMENT OF ANNEXATION AGREEMENT WITH OUR WIND FARMS FACE FOR OUTLINING THE REQUIREMENTS OF THE DEVELOPMENT THEM COMING FORWARD FOR YOU TONIGHT REQUESTING ANNEXATION IS OWNING. IS MAKING GOOD ON SORT OF THAT PRE ANNEXATION AGREEMENT THAT WAS CONSIDERED LATE LAST YEAR. SO WITH THE REQUEST THE APPLICANT IS SEEKING TO ANNEX INTO THE PROPERTY AS AN ATTACHMENT TO THIS AGENDA ITEM. YOU WILL ALSO SEE AN ANNEXATION AGREEMENT. IT IS AN AMENDMENT TO WHAT WAS CONSIDERED AND LATE LAST YEAR, AND IT SPECIFICALLY INCLUDING THE PROVISIONS RELATED TO THE ANNEXATION, SO THINGS LIKE PROPORTIONALITY FEES. AND THE LIKE, ARE NOW FOLDED INTO THAT AGREEMENT. WE ARE ASKING FOR THAT TO BE AMENDED AS PART OF THE ANNEXATION ACTION. THIS ITEM DID NOT GO BEFORE THE PLANNING AND ZONING COMMISSION, ANNEXATION ITEMS AND AGREEMENTS ARE ONLY SUBJECT TO THE CITY COUNCIL. SO STAFF IS RECOMMENDING A. APPROVAL OF THIS ITEM. THE SECOND TIME WAS THE CHARM ON THAT ONE. ALL RIGHT, SO I WANTED TO STOP BEFORE I FORMALLY PRESENT THE ITEM AND KIND OF HELP YOU ALL TO SEE THE WAY THAT IT'S BEEN BUNDLED. WE ARE SEEING SOME ANNEXATIONS ANNEXATION REQUESTS COMING BEFORE THE CITY HERE IN THE LAST SEVERAL MONTHS AND IN ORDER TO HELP BETTER FACILITATE THOSE THROUGH THE PUBLIC HEARING PROCESS. RATHER THAN HAVING THEM PRESENTED AS INDEPENDENT ITEMS AS YOU JUST SAW WITH IRWIN FARMS. THERE IS A WAY FOR US TO BUNDLE THEM SO THAT YOU ARE TAKING A SINGLE ACTION ON A SINGLE ITEM ALL AT ONCE. THAT MEANS THE ANNEXATION AND ZONING. I'M IN ANY ASSOCIATED AGREEMENTS ARE THINGS THAT CAN ALL BE CONSIDERED. ON DWA ONE ITEM FOR YOU ALL WHEN YOU'RE TALKING ABOUT THAT POTENTIALLY ANNEXATION, AND SO THAT'S WHY YOU SEE THIS ONE BUNDLED A LITTLE BIT DIFFERENTLY THAN WHAT YOU'RE USED TO SEEING ON AN AGENDA. WE DO FEEL THAT IT'S A BETTER WAY FOR YOU ALL TO BE ABLE TO CONSIDER IT. IT ALSO HELPS TO GIVE SOME MORE CERTAINTY TO THE APPLICANTS AND KNOWING THAT. EACH INDEPENDENT ITEM IS CONSIDERED ALL AT ONCE, SO THEY KNOW EXACTLY WHAT THEY'RE GETTING WITH ONE MOTION FROM THE COUNCIL, SO I JUST WANTED TO SORT OF FRAME THAT FOR YOU ALL BEFORE WE JUMPED INTO THE ITEMS SO THAT YOU WEREN'T POTENTIALLY CONFUSED AND SO THAT YOU'LL KNOW, MOVING FORWARD. WE'RE HOPING THAT WE START TO SEE MORE OF THESE COME FORWARD, AND IT BECOMES FAMILIAR TO YOU SO. WITH THAT I'LL JUMP INTO THIS ITEM IN PARTICULAR. COUNCILMAN ROGERS AS YOU MENTIONED DURING THE WORK SESSION THIS AFTERNOON. THIS TRACT IS IN THE NORTHERN STRETCHES OF THE CITY OF MCKINNEY. IT IS ADJACENT TO TRINITY FALLS ON ITS EAST AND I DID GO BACK AND DO A LITTLE RESEARCH. IT'S GOT A SLIVER OF CITY LIMITS ON ITS WESTERN BOUNDARY AS WELL. ASSED PART OF THAT HONEY CREEK AREA. AS PART OF THE ANNEXATION, THE APPLICANT IS PROPOSING TO ZONE THE PROPERTY S F FIVE, WHICH IS OUR STANDARD SINGLE FAMILY. SEE IF I GOT. WHICH IS THE STANDARD SINGLE FAMILY ZONING DISTRICT FOR THE CITY. THEY'RE NOT ASKING FOR ANY MODIFICATIONS TO THAT TODAY WOULD BE A STRAIGHT ZONING DISTRICT INTO THE CITY. AS YOU CAN SEE ON THE MAP IN FRONT OF YOU. THAT THAT IS IN ALIGNMENT WITH THE CITY'S COMPREHENSIVE PLAN, AND STAFF IS COMFORTABLE WITH THAT REQUEST. AS PART OF THE ANNEXATION. THE APPLICANT HAS ALSO PROPOSED TO ENTER INTO AN ANNEXATION AGREEMENT WITH THE CITY. OUTLINING THE TERMS OF THAT ANNEXATION, WHICH IS STANDARD FOR THE COMMUNITY OR FOR THE CITY ON THOSE TURNS SPEAK TO THINGS SUCH AS THE PROVISIONAL INFRASTRUCTURE, INCLUDING ROADS, WATER SEWER.IT ALSO CAPTURES THINGS LIKE IMPACT FEES. PRO GRATIS FEES, PARK LAND, DEDICATION, BEINGS AND THE LIKE. SO. WHEN YOU CONSIDER THIS ITEM YOU ARE CONSIDERING TO SPECIFIC THINGS.
ONE IS THAT ANNEXATION AND ANNEXATION AGREEMENT, WHICH AGAIN SPEAKS TO THE TERMS OF THE ANNEXATION, AS WELL AS THE ZONING THAT GOES WITH IT, SO. YOUR MOTION AND YOUR CONSIDERATION TONIGHT WITH WILL, IN ESSENCE, APPROVE THOSE TWO THINGS IN PARTICULAR SO STAFF HAS CONSIDERED THE ITEM. WE ARE IN FAVOR OF THE ANNEXATION AND THE PROPOSED SONY, THE PLANNING AND ZONING COMMISSION HAS ALSO CONSIDERED THE ZONING REQUEST. THEY'VE ALSO OFFERED A FAVORABLE RECOMMENDATION. HAPPEN ANSWER ANY QUESTIONS THAT YOU HAVE? AND I KNOW THE APPLICANT IS HERE IS WELL. SINCE FOR JENNIFER YOU FOR THE EXPLANATION, JENNIFER. DOES ANYONE HAVE A QUESTION FOR THE AFRICAN. IF NOT, SAYS A PUBLIC HEARING. ANYONE HERE WOULD LIKE TO SPEAK. THIS ITEM. SO WHEN YOU COME UP IF YOU WILL STATE YOUR NAME AND ADDRESS FOR THE RECORD, YOU HAVE THREE MINUTES. IT'S 13 45 NOEL ROAD. DALLAS, TEXAS HAVE PAID ME AND BASICALLY JENNIFER COVERED EVERYTHING. I JUST WANT TO MAKE SURE THAT WE. UM, HIT A COUPLE THINGS. THANKS STAFF FOR GETTING US THROUGH THIS ANNEXATION AGREEMENT AND COUNSEL FOR CONSIDERING IT. IT IS TRADE ZONING, WITH NO VARIANCES AND AS WELL AS IN CONFORMANCE WITH THE FUTURE LAND USE PLANS. I WANTED A HOW ABOUT THAT AS WELL AND THEN? AND THE ANNEXATION IS PROPOSES AS A CONDITION OF THIS HOSHI ISLAND, WITH THE TWO ITEMS BEING CONSIDERED SIMULTANEOUSLY, SO. DEVELOPER IS ALSO HERE FOR QUESTION TO BE HAD UNEVEN, BUT WE JUST WANTED TO REQUEST YOUR APPROVAL AND THANK YOU FOR YOUR TIME. THANK YOU. THANK YOU. THAT ENTERTAIN EMOTION. LANGUAGE AND ALSO WITH THE. PROGRAM THAT SHOULD TERMINATE ON JULY 31ST OF THIS YEAR. WE HAD ADDED THESE LIMITS IN NOT REALIZING THAT THE MAID THAT THE GOVERNOR SORRY. WOULD RECENT HIS COVE IT ORDINANCES AS QUICKLY AS HE DID. AND SO FOR THESE PARTS FOR THESE PARK, LET'S SAY TO CONTINUE AS THEY ARE WITHIN THE CURRENT FRAMEWORK. WE NEED TO REVISE THE LANGUAGE. AS THEY ARE SO AGAIN. ALL WE'RE ASKING IS TO, UM ASK THE. PORTION OF THE ORDINANCE THAT STATES THE INDOOR OCCUPANCY LIMITS RELATED TO THE COVE IN 19 ARE RESENTED, WHICH THEY HAVE BEEN, AND ALSO EXTEND THIS THROUGH DECEMBER 31ST OF THIS YEAR. RIGHT HERE TO ANSWER ANY QUESTIONS. ANY QUESTIONS FOR MR DADDY? NO, WE HAVE WE HAVE ONE OUTSIDE OF SETI PROVISIONS. I BELIEVE WE HAVE WON EIGHT HUGS. WHICH THIS. GREAT WE'VE GOTTEN A LOT OF REALLY GOOD FEEDBACK, WHICH IS WHY WE'D LIKE TO CONTINUE THIS TIME. WE REALIZE THAT THIS MAY BE AN ATTRACTIVE OPTION FOR RESTAURANTS AND RETAILERS, ALSO OUTSIDE OF COVERTED. I MEAN, THIS IS SOMETHING THAT CITIES AROUND THE COUNTRY WERE DOING TOE KIND. ENHANCE THEIR DOWNTOWN. HERE YOU MAKE A LITTLE BIT BETTER, NICER ENVIRONMENT AS WELL. ABSOLUTELY I DO HAVE A QUICK COMMENT QUESTION. HOW DO WE MAKE A PERMANENT. DON'T MAKE IT PERMANENT. I WE CAN COME BACK. ON. BECAUSE WE'VE SEEN THE SUCCESS THAT THIS HAS HAD BY ACCIDENT, AND IT NEEDS TO STAY. IN MY OPINION. WE HAVE PLENTY OF PARKING. THIS MAY BE USED TO BE A WAY TO GET PEOPLE TO GET TO THE PARKING GARAGE NOW, BUT THESE. THESE RESTAURANTS THAT THEY'RE THAT THEY'RE DEALING WITH LIMITED SPACE AND. FOR JUST FOR PEOPLE TO ENJOY WHAT THEY HAVE. I THINK THIS IS JUST A FABULOUS AND YOU'RE SEEING IT ALL OVER WHETHER YOU'RE IN AUSTIN OR OTHER TOWNS. THEY HAVE COME ALIVE AND THEY'VE THEY'VE ACTUALLY MADE THESE DISTRICT'S OPEN UP MORE FOR OUTSIDE DINING. SO I JUST THINK IT'S ABSOLUTELY FABULOUS. TO ME. THIS WAS ALWAYS REALLY A PILOT PROGRAM FOR PERMANENCY. SO CAN WE ASSUME WE'LL SEE YOU AGAIN BEFORE DECEMBER 31ST ON THIS SONG. YOU CAN ASSUME THAT YES, THANK YOU, AND WE MIGHT SEE ANOTHER DOZEN OF THEM. THIS IS A PUBLIC HEARING, AND I KNOW THAT WE HAVE WELL THAT HAVE FILLED OUT A CARD. I AM GOING TO READ THEM. THEN I BELIEVE JOSH, WE HAVE THREE THAT LIKE TO SPEAK AS WELL. OKAY? SO I WILL READ FIRST. DANNY HOFF. OUTDOOR SEATING PROVIDED FOR DOWNTOWN RESTAURANTS, FOR EXAMPLE, HUGS RESTAURANTS. UNTRADITIONAL SEATING IS GREAT.
FOR BUSINESS PATIO IS IMPORTANT. PLENTY OF PARKING. PLEASE CONTINUE SEEDING DOWNTOWN PERMANENTLY. GEORGE AND LEONARD. MARKET REMAIN IN FRONT OF HUGS CAFE AND AT SETI PROVISION. THE OUTDOOR SEATING IS HELPING US KEEP DOORS OPEN BECAUSE WE ARE SO SMALL THAT EVEN A FULL CAPACITY WE CANNOT SUPPORT OUR BUSINESS. MARIA. DR BAILEY. UH, REALLY? YEAH KEEPING THE PARK LIT AND HUGS CAFE AND CT PROVISIONS. IT HAS BEEN A WONDERFUL ADDITION TO OUR SMALL CAFE AT HUGS AND WE HAVE HAD MANY COMMENTS. I'M GUESSING IT HELPS BRING BUSINESS DOWN AND AROUND ON THE STREET. WE ENJOY SYDNEY. THEY ENJOY SITTING OUTDOORS. PEOPLE WATCHING AND JOINED THE WEATHER AND DELICIOUS FOOD. YVONNE WALTERS PARK, LET'S FOR HUGS CAFE IN SUPPORT. AND THE PARK THAT IN FRONT OF HUGS CAFE HAS BEEN AN INCREDIBLE ADDITION AND BRINGING THE PUBLIC TO EXPERIENCE THIS HOME FEELING THAT HIS EXPERIENCE INSIDE THE

CAFE THE CROWD OUTSIDE SITTING AT THE PARK THAT HAS SPARKED AN INTEREST OF PUBLIC. TO THE PUBLIC AS TO THE HUGS MISSION OF EMPLOYING SPECIAL NEEDS ADULTS. A GREAT DROP. TWO HUGS CAFE COULD NOT AGREE MORE. LAURIE HOFF, PLEASE TURN OVER. WE LOVE THE OUTDOOR SEATING. WE DIDN'T EVEN KNOW HUGS WAS THERE UNTIL HE WALKED BY AND SAW PEOPLE EATING OUTSIDE. PLEASE KEEP SUPPORTING THESE WONDERFUL OUTDOOR EATING BUSINESSES. THEN I HAVE WISHING TO SPEAK. START WITH LEANNE PARSONS. MR MAYOR AND CITY COUNCIL MEMBERS. MY NAME IS LEIGH ANN PARSONS.EXCUSE ME. I HAVEN'T MET STUCK. MY NAME IS LEAH PARSONS AND I'M THE JOB COACH COORDINATOR FOR HUGS CAFE. I'M HERE TO SPEAK TO YOU ABOUT THE PARK LET THAT WAS RECENTLY INSTALLED BY THE CITY.
I UNDERSTAND THAT THIS SEATING WAS INSTALLED ON A TEMPORARY BASIS. AND TONIGHT I'M ASKING YOU TO LEAVE THE PARK WITH AS IT IS NOW. THIS ADDITIONAL SEATING, ALONG WITH THE COLORFUL UMBRELLAS ARE GREAT ATTRACTION TO OUR CAFE FROM BOTH THE SQUARE AND PEOPLE DRIVING BY ON VIRGINIA. AS YOU'RE AWARE HUGS CAFE IS A NONPROFIT ORGANIZATION EMPLOYING ADULTS WITH SPECIAL ABILITIES AND WE RELY HEAVILY ON OUR CUSTOMER BASE TO PROVIDE US WITH THE REVENUE THAT WE NEED TO PAY THE SALARIES. HER TEAMMATES AND TO KEEP THE CAFE OPERATIONAL. WITH THE INSTALLATION OF THE PARK WITH A REVENUE HAS INCREASED AND NEW CUSTOMERS HAVE BEEN DARK FAE. AGAIN I ASK THAT YOU PLEASE LEAVE THE PARK LIT IN PLACE SO THAT WE CAN CONTINUE TO ATTRACT NEW CUSTOMERS AND GROW OUR BUSINESS. THANK YOU SO MUCH FOR YOUR TIME AND CONSIDERATION. ABSOLUTELY THANK YOU, RUTH THOMPSON. THANK YOU, MR MAYOR, MR MAYOR, PRO TEM AND CITY COUNCIL MEMBERS. CHRIS DIDN'T HIT ME. I HAD A CATARACT SURGERY THIS MORNING. I KNOW WHERE YOU ALL SIT. SO I CAN'T SEE YOU, BUT ANYWAY. UM, I'M GONNA THROUGH ALL OF THIS OUT BECAUSE I LOVE WHAT I JUST HEARD. UM BUT THANK YOU FOR RECOGNIZING THAT THIS IS NATIONAL DEVELOPMENTAL DISABILITY MONTH. THANK YOU VERY MUCH, AND WE LOVE CORNERSTONE. UM YES, COVE. IT STARTED OUT CLOSING THIS DOWN AND IT WAS DIFFICULT AND DIFFICULTY FOR OUR ADULTS WITH SPECIAL ABILITIES. UM. IT CAME BACK TO WORK, AND BUT THEY STILL ARE THAT WE HAVE BEEN THERE WITH NO PURPOSE BECAUSE PEOPLE DON'T DINE IN UM. SO NOW THEY'RE BEGINNING TO FIND A LITTLE MORE PURPOSE. PEOPLE ARE BEGINNING TO COME IN. BUT EVEN NOW THAT THE GOVERNOR HAS LIFTED THE RESTRICTIONS, PEOPLE ARE STILL CONCERNED ABOUT DINING IN. BUT THEY'RE DINING OUT SIDE, ON. WE'VE HAD A SNOW STORM, AND I MEAN THE WEATHER JUST HASN'T BEEN CONDUCIVE TO SITTING OUTSIDE UNTIL THIS WEEK. AND, UM. THIS PAST SATURDAY, WE TURNED OVER OUR DOG OUTSIDE DINING THREE TIMES, WHICH IS INCREDIBLE, AND GAVE OUR TEAMMATES A PURPOSE. SO I WAS. HEY I'VE GOT IT ALL WRITTEN DOWN THE NUMBER AND EVERYTHING, BUT I DON'T HAVE TO TALK ABOUT THAT. PLEASE VOTE FOR EXTENDING THIS. I WAS GOING TO SAY UNTIL JUNE JULY, THE 31ST. BUT HOW ABOUT.
INDEFINITELY I MEAN, IT SOUNDS LIKE A GOOD THING TO BE. SO, UM, THANK YOU ALL FOR YOUR SUPPORT OF. DEVELOPMENTAL DISABILITY COMMUNITY IN MCKINNEY AND TRUST ME, IT'S JUST GROWING. SO HELP US GROW. THANK YOU. ABSOLUTELY. CHRIS THOMPSON. HONEY. YES, SIR. CHRIS THOMPSON HERE FOR HUGS CAFE AND, WOW. ALL THE COMMENTS HAVE BEEN. REALLY WONDERFUL. AND I KNOW THAT WHEN THE CONTRACTS WERE ORIGINALLY PUT OUT THERE AND ORIGINALLY SIGNED THAT THERE'S A PROVISION IN THERE THAT IF THE GOVERNOR LISTS THE COVERT RESTRICTIONS. THAT THE CONTRACT COULD BE WE COULD BE COULD WAIVE IT. NOW. THE PROBLEM WITH THIS IS THAT LAST MARCH, WE THOUGHT THIS IS ALL GONNA BE OVER BY EASTER. THEN WE THOUGHT IT WAS ALL GONNA BE OVER BY JUNE AND ALL GONNA BE OVER BY DRY. WE REALLY DON'T KNOW WHEN. IT'S GOING TO BE OVER AND WHAT THE WORLD WILL
[00:45:05]
LOOK LIKE AFTER THAT. SO I'M ASKING THAT IT IN ACCORDANCE WITH THIS THAT WE AT LEAST LEAVE IT IN PLACE TO FULFILL THE ORIGINAL CONTRACT DATES. AND I REALLY LIKE WHERE WHERE YOU WERE GOING WITHOUT US AND KEEPING THIS THING PERMANENT. IT REALLY MAKES THAT STREET POP. WHEN THOSE OWN PROBLEMS AIR OUT THERE. THERE'S A LOT OF TRAFFIC ON THERE. I THINK IT'S REALLY GOOD FOR ALL THE ALL THE MERCHANTS IN THAT AREA. THANK YOU SO MUCH FOR YOUR KIND WORDS AND YOUR KIND THOUGHTS AND. THANK YOU, CHRIS. THANK YOU. YEAH, THERE'S I'M SURE I SPEAK FOR EVERYONE UP HERE THAT THERE IS NO DOUBT THAT WE'RE GOING TO EXTEND THIS AND I THINK THAT THERE'S PROBABLY ABSOLUTE CONSENSUS THAT. WE WANT IT. WE'RE GONNA HAVE A FULL DISCUSSION ON WHAT THIS LOOKS LIKE, PERMANENTLY AND HOW DO INCREASE IT AND ENHANCE IT? THAT'S SOMETHING I TALKED TO THE MANAGER AND I TALKED ABOUT. NO. AT THE BEGINNING OF THIS THAT. WE ABSOLUTELY SEE THE BENEFIT AND NOT JUST ITS FIRST AND FOREMOST, IT'S A BENEFIT TO SMALLER RESTAURANTS. ANY RESTAURANT, BUT IT'S ALSO A BENEFIT TO THE AMBIENCE DOWNTOWN. IN A SIGNIFICANT WAY. SO, BUT I KNOW WE HAVE TO HAVE THAT DISCUSSION AND THERE WILL BE SOME PEOPLE THAT WILL WILL DISAGREE WITH THAT. SO I HAVE TO HEAR FROM THEM AS WELL. WHAT.I THINK THAT WE THERE'S NO ONE ELSE LISTED TO SPEAK, SO I THINK WE CAN CLOSE A PUBLIC HEARING MOTION. EMOTION THAT WE WILL HAVE THIS DISCUSSION COME BACK AND WORK SESSION TO TALK ABOUT WHAT THIS LOOKS LIKE BEYOND SO WE WON'T BE COMING DOWN TO THE WIRE FOR THAT DISCUSSION. HAVE FUN, MAN. I HAVE ALWAYS MAINTAINED AND NOTHING HAS CHANGED THAT IF YOU'RE VISITING MCKENNEY, THERE ARE TWO PLACES YOU NEED TO SEE. AND YOU WILL KNOW EVERYTHING YOU NEED TO KNOW ABOUT MCKINNEY, AND THAT IS CORNERSTONE RANCH AND HUGS CAFE. AND THANK YOU ALL FOR DOING BUSINESS HERE IN FOR MCKINNEY. ON GIVEN US THAT REPUTATION. THANK YOU VERY MUCH.
I WANT TO DO EVERYTHING I CAN TO SEE YOU SUCCEED. ABSOLUTELY ABSOLUTELY. COUNCILMAN PHILLIPS. I AM SURPRISED THAT IN THE MUST SEES YOU LEFT OUT. THE STADIUM IN WHICH THE FOOTBALL GAMES ARE PLAYED. I MEAN, AT LEAST THE FOOTBALL TEAM'S NOTHING ELSE. YOU KNOW THAT THERE IS A MUST. THAT'S HOW HIGHLY I THINK OF THOSE TWO ORGANS. THAT'S RIGHT. IT'S MY HEAD OF HOSPITAL. YES AND IF YOU'VE BEEN PAYING ATTENTION FOR FOUR YEARS, YOU KNOW EXACTLY WHAT PEDESTAL THAT PUTS. YOU ON TONIGHT, AND I AGREE WITH COUNCILMAN PHILLIPS AND SAYING WITH CORNERSTONE RANCH, WHAT WOULD FANTASTIC ORGANIZATIONS. SO, UH, MOTION.
OH I'M SORRY, COUNCILMAN. I MOVE THAT WE TOLD THE PUBLIC HEARING AND THEN APPROVE THE EXTENSION. THAT ROOM. OKAY, I'LL SECOND IT. CAST YOUR VOTES. YEAH, YOU THREATENING US? I'VE HAD I'VE HAD A LOT OF THAT LATELY. ALL RIGHT. WE WILL NOW MOVE TO 20. THANK YOU, RUTH AND CHRIS AND ALL OF THE HUGS TEAM 20001 M THREE CONDUCTED PUBLIC HEARING TO CONSIDER AN
[Conduct a Public Hearing to Consider/Discuss/Act on a Request by the City of McKinney to Amend Chapter 146 (Zoning Regulations) Sections 146-130 (Vehicle Parking), 146-131 (Off-street loading) of the Code of Ordinances]
ACT ON REQUEST BY THE CITY MCKINNEY CEMENT CHAPTER. 1 46. TONY REGULATIONS SECTION 1 46 1 30 VEHICLE PARKING 1 46 TO 1 31 OFF STREET LOADING OF THE CODE ORDINANCES. THAT IS, YOU'RE NOT JENNIFER ARNOLD. THAT'S WHAT'S ON MY SHEET. NO. I AM NOT. BUT I WILL HAVE TO DO FOR TONIGHT.SHE'S DONE ENOUGH WORK. GOOD EVENING, MAYOR, MAYOR PRO TEM COUNCIL MEMBERS. IT'S GOOD TO BE HERE TONIGHT. I'M ERIN BLOCKS IN THE PLANNING MANAGER WITH CITY MCKINNEY. HERE TOO. I HAVE ACTUALLY THE PLEASURE OF REPRESENTING OUR TEAM. FOR THE CODE. NEW CODE. MCKINNEY. WE HAVE BEEN WORKING ON THE CODE UPDATE TREMENDOUS AMOUNTS OF WORK HAS GONE INTO IT. AND SO I GET THE PLEASURE TO KIND OF SHOW YOU A LITTLE BIT OF THE FIRST STAB A Z SHORT TERM PARK.
SHORT TERM PRIORITY PARKING AMENDMENTS AND KIND OF WHAT THAT LOOKS LIKE TODAY, SO UM THE SHORT TERM PRIORITY. PRIORITY PARKING AMENDMENTS. WELL, YOU KNOW, HE'S PARKING AMENDMENTS HAVE OF THAT. WE'LL JUST MAKE IT SIMPLE. THE PARKING AMENDMENTS ARE MEANT TO ADDRESS CONCERNS THAT WE. WERE IDENTIFIED DURING THE CODE ASSESSMENT AND THINGS THAT WE WERE KNOWN. ABOUT THE DEVELOPMENT COMMUNITY AND WITHIN THE DEPARTMENT. SO WE'VE TAKEN THE TIME TO TAKE A LOOK AT THOSE. AND ALSO THIS ALLOWS US AN OPPORTUNITY KIND OF SHOW YOU THE LEVEL OF CHANGES THAT WE'RE LOOKING AT THE DETAILS THAT WE'RE GOING INTO. AS WE GO THROUGH THIS PROCESS, SO I KNOW THIS IS ONLY FOR THE PARKING AMENDMENT, BUT YOU'LL ALSO SEE THESE COME UP A ZOO START TO SEE SOME OF THE OTHER CHANGES THAT WE PRESENTED AND WE WILL PRESENT TO YOU. GOING GOING FORWARD. SO TONIGHT. ARE WE WALKING YOU THROUGH ALL OF THE
[00:50:08]
PARKING AMENDMENTS AND LOADING AMENDMENTS. UM AND. JUST REAL QUICK. YOU KNOW, WE REALLY WANTED TO FOCUS ON IMPROVING THE FLEXIBILITY WITHIN OUR ORDINANCE. MAKING SURE THAT WE REMOVE ANY GAPS OR OR THINGS THAT WE FELT WERE MISSING. AND SO THAT'S WHAT A LOT OF THE CHANGES THAT YOU'LL SEE TONIGHT. REALLY TALK ABOUT. SPEAK TO SO AS WE GO THROUGH THIS LIST SPECIFIC, WE'RE GOING TO TALK ABOUT SOME NEW PARKING USES AND THE RATIOS. WE'RE GOING TO TALK ABOUT THE NEW AN UNLISTED USE PROCESS. WE'RE GONNA TALK ABOUT OUR REVISED REVISING OUR REDUCTION PROCESS OR PARKING REDUCTION PROCESS WITHIN THE CITY, UPDATING SHOWED PARKING, AND THEY WERE TO SWITCH AND TALK ABOUT OUR LOADING AMENDMENT. UH, FOR PROVIDING LOADING SPACES HERE IN MCKINNEY. SO. AS WE KIND OF GO THROUGH THIS, I'LL GO THROUGH ALL OF THEM FIRST, AND THEN AT THE END, YOU CAN FEEL FREE TO ASK QUESTIONS. I'LL BE HAPPY TO ANSWER ANY OF THOSE. IT'S JUST NICE TO KIND OF GO THROUGH ALL OF THESE, BECAUSE SOME OF THEM KIND OF IMPACT MORE THAN ONE THING, AND SO IT'LL BE NICE TO KIND OF RUN THROUGH ALL OF THEM FIRST. WITH THAT. GO AHEAD AND BEGIN. SO TONIGHT FOR THE PARKING USES. WITHIN THE CITY OF MCKINNEY. WE KIND OF HAVE SEEN OVER THE LAST FEW YEARS. WE GET A LOT OF DEVELOPMENTS WITH MULTI TENANT BUILDINGS. A LOT OF DEVELOPERS COME IN AND DEVELOP THAT STYLE, THE DEVELOPMENT AND IT PROVIDES A LOT OF COMMERCIAL REAL ESTATE. FOR THE CITY AND SERVICES FOR THE CITY. AND SO WHAT WE'VE NOTICED OVER THE LAST LITTLE BIT IS THAT WE'VE HAD SOME PARKING ISSUES WITH SOME OF THE DEVELOPMENTS THAT HAPPENED ON THE WAY THAT WE CURRENTLY DO.OUR PARKING ORDINANCE FOR THESE TYPES OF USES. A LOT OF TIMES THESE DEVELOPERS WHEN THEY COME IN, THEY'RE NOT SURE WHAT TYPE OF SPACE WILL BE LEASING, TOO. ON SO WITH THAT, IN OUR CURRENT PROCESS, WE HAVE TO IDENTIFY EACH INDIVIDUAL USE THAT WILL BE TAKING PLACE IN THE BUILDING ON GIVE A PARKING NUMBER. BASED ON THE RATIO THAT'S PROVIDED FOR THAT USE. SO EACH INDIVIDUAL ONE GETS THAT AND THEN, YOU KNOW, SAY, THREE MONTHS DOWN THE ROAD, SOMETHING CHANGES OR THE DEVELOPMENT HAS A NEW USER THAT WANTS TO COME IN. IT CAN QUICKLY LEAD TO A PROBLEM OR LIMITED USE FROM BEING ABLE TO UTILIZE THAT SPACE. AND SO WE WANTED TO TAKE A CHANCE ON REALLY. PROPOSED CHANGES TO THAT, SO WE'VE ADDED A COUPLE OF USES TO ADDRESS THIS ISSUE. WE'VE ADDED THE SHOPPING CENTER, PARKING AND THE INDUSTRIAL FLEX CENTER.
PARKING USES TO THE LAND TO THE PARKING YOU SECTION. YOU CAN ALSO SEE THAT. WE'VE WE'VE DONE THIS GIVEN A KIND OF A SHARED PARKING RATIO, WHICH IS WHAT WE. WHAT TYPICALLY SEE FOR THIS TYPE OF DEVELOPMENT SO THEY WOULDN'T HAVE TO COME IN AND DO AN INDIVIDUAL USE EVERY TIME THAT THEY NEED TO UPDATE. ON D HELPS US KIND OF MOVE THROUGH THAT IT'S ALSO BASED ON THE SIZE OF THE BUILDING. SO WE'VE WE'VE DONE TWO DIFFERENT RATIOS, THE KIND OF ACCOUNT FOR THE SIZE OF BUILDING AND WHAT PARKING WOULD. WOULD BE REQUIRED THERE, SO THAT'S THE CHANGES THAT WERE RECOMMENDING FOR OUR NEW PARKING RATIOS. MOVING ON. LET'S TALK ABOUT KIND OF ARE. SKIP. SINGLE SLIDE FOR SOME REASON. HERE WE GO. HE GOT OUT OF ORDER. WORKING ENLISTED USES. I DID WANT TO TALK ABOUT THIS REAL QUICK. CURRENTLY I'M HAVING THE SAME PROBLEM IS THE MAYOR TODAY. FEELING I KNOW WHO PUT TOGETHER MY SHEET PACKAGE. UM. YEAH. S SO KIND OF ALONG THE SAME LINES AS. OF THE NEW USES THAT WE'VE ADDED, WE ALSO HAVE A PROCESS FOR ANY TYPE OF UNLISTED USE THAT COMES INTO THE CITY OF ASSIGNING AT A PARKING RATIO.
TYPICALLY THAT WAY. TAKE A LOOK AT THAT DECIDE WHAT IS A SIMILAR USE AN ASSIGNMENT SAME PARKING RATIO. HAVE NOTICED THAT WE'VE CONTINUED TO SEE MORE AND MORE OF THESE UNLISTED USES COME IN THE CITY. AND SO, ALTHOUGH WHAT WE HAVE IS WORKING, THERE IS AN OPPORTUNITY FOR IMPROVEMENT, AND SO IS PART OF THIS, WE'VE ACTUALLY ADDED. THE OPTION FOR THE DIRECTOR OF PLANNING TO NOT ONLY USE THE DETERMINATION FOR A SIMILAR USE, BUT ALSO TO LOOK OUTSIDE AT NATIONAL MANUAL. SO WE'RE PROPOSING THAT. DO THE ITV, WHICH IS THE INSTITUTE OF TRANSPORTATION ENGINEERS. LOOKING AT THEIR PARKING MANUAL SO THAT WE CAN DECIDE WHETHER OR NOT THAT USE MAKES SENSE AND WHAT THE APPROPRIATE PARKING RATIO WOULD BE. AND SO WE'RE
[00:55:05]
ADDING THAT IS AN ADDITIONAL OPTION FOR THE DIRECTOR OF PLANNING. ALSO ONE OF THE OTHER CHANGES THAT WE'RE DOING FOR THE SECTION RIGHT NOW, ALTHOUGH IT'S NOT NECESSARILY WRITTEN VERY WELL. ANY OF PILLS WOULD GO TO THE BOARD OF ADJUSTMENT. BUT TYPICALLY THOSE TYPE OF PILLS DON'T REALLY MAKE SENSE FOR THE PORT OF ADJUSTMENT TO READ, SO WE'RE ACTUALLY MAY MAKING THE RECOMMENDATION TO CHANGE THAT PLANNING AND ZONING COMMISSION. BUT IT'S A LITTLE BIT MORE APPROPRIATE FOR THEM TO BE MAKING THOSE DECISIONS RELATED TO PARKING. NEXT LET'S KILL THROUGH AND TALK ABOUT OUR MODIFICATIONS TO THE MINIMUM PARKING REQUIREMENTS. SO CURRENTLY WITH INNER CITY THERE'S FOUR OPTIONS THAT WE HAVE. THAT'S IF YOU ARE A MULTI TENANT SHOPPING CENTER GREATER THAN 25,000 SQUARE FEET, EVEN GET UP TO A 10% REDUCTION. ALSO NON NON SHOPPING CENTER. USE YOU THAT'S GREATER THAN 50,000 SQUARE FEET. YOU CAN GET THAT SAME 10% REDUCTION. YOU COULD GET SOME REDUCTIONS FOR TREATMENT, PRESERVING TREES ON THE SITE AND THEN ALSO, IF YOU'RE A MULTI FAMILY. USED YOU CAN ASK FOR A REDUCTION IN THE ENCLOSED PARKING, NOT THE AMOUNT OF OVERALL PARKING BUT THE AMOUNT OF ENCLOSED PARKING SO. STAFF A ZOO WE'RE LOOKING AT THIS WANTED TO MAKE IT A LITTLE BIT MORE FLEXIBLE AND ALLOW PEOPLE TO COME IN AND HAVE DIFFERENT TYPES OF DIFFERENT TYPES OF USES. THEY HAVE DIFFERENT TYPES OF NEEDS BE ABLE. TO ASK FOR A DIFFERENT PARKING RATIO, BECAUSE RIGHT NOW THERE'S NO OTHER OPTION THAN THESE FOUR. SO STAFF IS RECOMMENDING THAT WE ADD THE ADDITION OF A PARKING DEMAND STUDY IN WHICH. APPLICANT COULD REQUEST THE PARKING REDUCTION.ONE OF THE CONCERNS THAT CAME UP WHEN WE TALKED ABOUT THIS. THE PLANNING AND ZONING COMMISSION IS THAT THEY WERE WORRIED ABOUT FUTURE VIABILITY OF THE LAND. WE'RE PROPERTY THAT HAD RECEIVED A PARKING INFECTION, SO WE DID MAKE ONE CHANGE FROM WHAT PLANNING AND ZONING COMMISSION DID APPROVED TO WHAT YOU'RE SEEING HERE TONIGHT. AND THAT IS WE PUT A 25% CAP. THE AMOUNT OF SPACES THAT WE WOULD ALLOW. WHERE'S BEFORE IS JUST KIND OF OPEN TO KIND OF ADDRESS THAT CONCERN TO MAKE SURE THAT WE DON'T HAVE ANY ISSUES WITH. FUTURE VIABILITY OF A PROPERTY S O WE DID MAKE THAT CHANGE IN THOSE ARE THE RECOMMENDATIONS THAT WERE ASKING FOR FROM THE PARKING REDUCTION REQUIREMENTS. LASTLY FOR THE SHARED PARKING OR FOR THE PARKING AMENDMENTS IS THE SHARE PARKING. RIGHT NOW IN THE CITY. WE DO OFFER THIS.
IT'S NOT SOMETHING THAT'S UTILIZED VERY OFTEN. AND SO WE WANTED TO TRY AND ENCOURAGE MORE PEOPLE TO TAKE ADVANTAGE OF THIS OPTION. AND TRY AND SHARE PARKING ACROSS USES AND CROSS SIGHTS. SO RIGHT NOW, YOU CAN CURRENTLY DO THIS 50 SHARP 50% OF YOUR PARKING. FOR A SPECIFIC USE WITH ANOTHER PROPERTY. YOU HAVE TO DO AN AGREEMENT WITH THAT, AND IT'S ONLY FOR SPECIFIC USES. SO USES LIKE THEATER IS BOWLING ALLEYS THAT AREN'T OPERATED OR USED OR OPEN DURING THE SAME TIMES THINKS THAT YOU COULD DO. THE OTHER WAY THAT YOU CAN SHARE PARKING IS IF YOUR SIGHT HAS IN ABUNDANCE OF PARKING. SO IF YOU'RE ABOVE THE REQUIRED AMOUNT, THEN ANY OF THOSE SPACES THAT ARE ABOVE THE CHOIR FOR YOUR SITE, YOU CAN SHARE THOSE WITH OTHER PEOPLE. SO WHAT STAFF IS PROPOSING TONIGHT IS TO KEEP ALL OF THESE THINGS BUT ALSO TO ALLOW AN APPLICANT TO SUBMIT A SHARED PARKING DEMAND STUDY TO SHOW WHAT THEIR LEVEL OF SHARING. ARCHY NEEDS WOULD BE WITHIN A WITHIN A FULL SIGHT. WITH MULTIPLE DIFFERENT USES TO KIND OF GAUGE WHAT IS ACTUALLY NEEDED AND KIND OF BE ABLE TO HELP IN THAT SAME WAY.
SO THOSE OTHER SHARED PARKING AMENDMENTS THAT STAFF IS RECOMMENDING. LAST WEEK. WE HAVE OUR OFF ST. LOADING AMENDMENT, AND SO THIS WAS AN OPPORTUNITY THAT WAS IDENTIFIED DURING OUR CODE ASSESSMENT. YOU KNOW, WE FOUND THAT A LOT OF PEOPLE SAID THAT THESE WEREN'T NECESSARY FOR ALL TYPES OF DEVELOPMENTS IN MCKINNEY. UM. AND WE SHOULD KIND OF UPDATE OUR ORDINANCE TO MEET CURRENT DEVELOPMENT PATTERNS AND TRENDS BOTH LOCALLY AND NATIONALLY.
WE'RE SEEING FOR REDUCTION IN LOADING SPACES ARE CURRENT ORDINANCE REQUIRES THAT ALL TYPES OF DEVELOPMENT. PROVIDE LOADING SPACES, DEPENDING ON THE SIZE OF THEIR BUILDINGS AND THE USE. S O STAFF IS ACTUALLY PROPOSING THAT WE LET THE BUSINESS OWNERS AND THE DEVELOPMENT DECIDE BASED ON THEIR FUNCTION AND THEIR BUSINESS NEEDS. SO WE'RE ACTUALLY ASKING TOO. CHANGE THIS TO BE AN OPTION. HAD REMOVED THAT REQUIREMENT. FOR PEOPLE TO HAVE TO PROVIDE THAT. HOWEVER IF THEY DO PROVIDE THOSE SPACES, WE STILL ARE KEEPING ALL OF OUR. LOCATION AND SIZE REQUIREMENTS SO THAT YOU STILL NEED TO GO. BE 200
[01:00:03]
FT, AWAY FROM RESIDENTIAL PROPERTIES FOR ANYTHING WITH THE LOADING DOCKS SO THAT WE CAN STILL MAINTAIN A LEVEL OF PROTECTION. BUT. REQUIRING IT AND SOME OF THOSE INSTANCES, NOT NECESSARILY WHAT WE'VE SEEN OR WHAT WE'VE WANTED TO SEE. AND MCKINNY AS WE GO FORWARD, SO. JUST IN SUMMARY REAL QUICK. UM STAFF IS PROPOSING. ARE RECOMMENDING APPROVAL OF THE PROPOSED. ORDINANCE AMENDMENTS I HAVE HERE FOR YOU THAT. TAKE A LOOK AT AND I WOULD BE HAPPY TO ANSWER ANY QUESTIONS. THANK YOU, ERIN. I MEAN, THIS IS YOU SEE, THIS IS JUST ONE PART OF A.HUGE PROJECT THAT THE DEPARTMENT'S TAKEN ON IN ALL OF THE. ALL THE ORDINANCES AND COMPLETE OVERHAUL, SO. THANK YOU. WE KNOW THAT SHE HAS BEEN WORKING ON THIS FOR YEARS. A COUPLE YEARS NOW. QUESTIONS. HAVE A QUESTION ON PAGE FOUR. GO BACK TO PAGE FOUR. YOU HAVE.
CURRENT OPTIONS AND PROPOSED OPTIONS AND YOU HAVE THIS MULTI FAMILY PARKING REDUCTION ON BOTH OF THOSE. WHAT IS THAT? TELL. WHAT DO WE WHAT DO WE HAVE THOSE ON? YES OH, FOR MULTI FAMILY USES WITHIN THE CITY OF MCKINNEY. THERE'S A REQUIRED AMOUNT OF PARKING THAT THEY HAVE TO HAVE, AND THEN THEY ALSO HAVE TO HAVE THE REQUIRED AMOUNT OF THAT PARKING IS TO BE ENCLOSED. SO THEY CAN ASK FOR A REDUCTION IN THE AMOUNT OF ENCLOSED PARKING SPACES. EITHER BY A SHELTER OR GARAGE THAT THEY WOULD HAVE TO YOU KNOW, BUILD ON THE SITE, SO THAT'S WHAT THAT PARKING REDUCTION IS. THEY DON'T ACTUALLY GET TOE. REDUCE ANY OF THE PARKING ON THE SITE FOR A MULTI FAMILY DEVELOPMENT. THEY JUST GET TO REDUCE THE AMOUNT OF ENCLOSURES THAT THEY HAVE TO BUILD FOR THAT, OKAY? IT'S ALL AHEAD. ANY OTHER QUESTIONS. NO.
YEAH. IT'S A GREAT CHANGE. THANKS, ERIN. RIGHT? THING, SAYS NOT. MATURING AT HIM.
SORRY. MOTION THISTLES. THE PUBLIC IS IN THE PUBLIC ARENA. AND I DON'T HAVE ANYBODY REGISTERED TO SPEAK, I GUESS IS WHAT I AM. IN THAT IS THERE ANYONE THAT HAS COME DOWN TO SPEAK ON THAT? DIDN'T REGISTER YOUR BEING WELCOME TO COME UP. OCEAN. DON'T MOVE. CLOSE PUBLIC HEARING AND IMPROVE THE ITEM IS PRESENTED WITH MANY THINGS TO AARON AND HIS STAFF. SECOND PLEASE CAST YOUR VOTES. ALL RIGHT. RIGHT? MOTION PASSES 200014 AND CONSIDER AN ACT ON
[Consider/Discuss/Act on a Request by the City of McKinney to Amend Chapter 134 (Signs) of the Code of Ordinances]
REQUEST BY THE CITY. MCKINNEY TO AMEND CHAPTER 1 34 SIGNS OF THE CODE OF ORDINANCES. MAYOR CITY COUNCIL MEMORY. LISTEN TO OPINIONS. IN A LITTLE OFF. UH, I'M HERE TONIGHT WITH JEFF HARRIS, WHO'S ALSO JOINING ME TO PRESENT THIS ITEM. JEFF IS OUR CHIEF BUILDING. OUR CHIEF PLANS EXAMINER FOR THE BUILDING INSPECTIONS DEPARTMENT. HE HAS HELPED ALONG WITH RIKERS BURGER, MICHAEL QUINT, ALAN AND JEREMY PAGE FROM OUR LEGAL TEAM. MITCH AND ALEX FROM MY TEAM, AND THEN ALSO OUR CONSULTANT HAS ALL. COORDINATED TO HELP MAKE THIS HAPPEN, SO I GET TO REPRESENT THEM AND WALK YOU THROUGH THE AMENDMENTS FOR THE SIGN CODE TONIGHT. UM JUST LIKE IS IN THE PARKING MOMENT. THIS IS ALL TO HELP IMPROVE OUR ORDINANCE IN THE INTERMEDIATE TIME FRAME. SO THAT WE CAN KIND OF MOVE FORWARD AND. KIND OF GIVE YOU THE FLAVOR OF WHAT IS TO COME.SO TONIGHT WE'RE GOING TO KIND OF WALK THROUGH THE CODE AMENDMENTS. IF YOU'VE SEEN THE RED LINE, THERE'S A LOT OF RED LINE IN THERE. DON'T BE TOO SCARED. MM. LOT OF ITS SHIFTING AND MOVING, BUT THERE ARE A LOT OF CHANGES AND IT'S ALL YOU KNOW ABOUT GETTING INTO COMPLIANCE WITH THE FEDERAL REGULATIONS, SO THAT PASSED BACK IN 2015. SO THAT'S HOW WE'RE GONNA WALK THROUGH TODAY, SO I'M GONNA WALK THROUGH THIS. JUST REMOVING THAT CONTENT BASED REGULATIONS IS REALLY WHAT WE'RE LOOKING AT. TODAY. THE REORGANIZATION WILL TALK A LITTLE BIT ABOUT THAT. THEN UPDATING THE VARIANCE AND MERITORIOUS EXCEPTION PROCESS.
SO LIKE I MENTIONED, YOU KNOW IN 2015, THERE WAS A NEW COURT RULING. THAT THAT TRIED. TO IT REALLY WANTED TOMO MAKE SIGNS BE NOT BASED ON CONTENT. THEY WANTED THEM TO BE CONTENT
[01:05:04]
NEUTRAL. AND SO IS THEY DID THAT THEY UPDATED HEART. A LOT OF OUR CODE HAD A LOT OF THIS CONTENT BASED REGULATIONS IN. AND SO TONIGHT, I'LL JUST KIND OF SAY WHAT WE'RE DOING WHICH WE WERE RELYING. WE HAVE REVISED A LOT OF THE LANGUAGE. AH LOT OF THE STANDARDS. WE'VE UPDATED THOSE WE'VE REMOVED A LOT OF THAT CONTENT BASED LANGUAGE OUT OF THE ORDINANCE.THIS IS JUST A SMALL EXAMPLE TALKING ABOUT SIGNS THAT ARE INTERFERING THE TRAFFIC AND JUST KIND OF REMOVING THE WORDING. SO WE'RE NOT LOOKING AT WORDS ON THE SIGN. WE'RE JUST LOOKING AT THE SHAPE SIZE LOCATION. BECAUSE REALLY, WE CAN ONLY. REGULATE THE TIME PLACE AND MATTER OF ANY SIGNS IS WHAT IT COMES DOWN TO. SO WE'VE DONE A LOT OF THAT, AND YOU'LL SEE THAT IN YOUR RED LINE, ALL THE LANGUAGE THAT'S HAS BEEN DELETED RELATED TO THAT. NEXT UP AS WE WERE LOOKING THROUGH THIS YOU GO BACK TO THAT PERSON. YEAH. IS THAT SAYING THAT. SEE SIGNS INTERFERING WITH TRAFFIC. ARE PROHIBITED. IS WAS READING IT AND IT STATES. A SIGN THAT IMITATES OFFICIAL TRAFFIC SIGN OF SIGNAL. WHERE HAS THE LOCATION OR COLORING OF SIMILAR SIZE? BUT IT DOESN'T SAY THAT IT'S PROHIBITED OR PERMITTED.
SORRY. THIS THIS SECTION FALLS HERE. LET ME GO TO THE NEXT PAGE. SO WE HAVE A PROHIBITED SCIENCE SECTION. AND THIS DEFINITION IS LISTED UNDERNEATH THERE IS A PROHIBITED SIGN. AND SO THIS PART I WASN'T GETTING THANK YOU. MOVING ON IS WE'RE LOOKING AT THIS AND A LOT OF OUR SISTER CITIES. WE REALIZED THAT THE WAY WE HAD OUR. OUR ORDINANCE SET UP REALLY TALKED MORE ABOUT OUR ZONING DISTRICTS THAN THEY DID ABOUT THE TYPES OF SIGNS WHICH CAN BE HARD FOR SOMEONE WHO'S COMING IN LOOKING FOR A SPECIFIC SIGN. SO WE'VE KIND OF UPDATED THE LANGUAGE SO THAT WE CAN HAVE PEOPLE LOOK MORE. FOR THE SIGN THAT THEY WANT TO DO AND WHERE IT IS PERMITTED, OR. WHERE IT'S NOT OR WHERE IT'S A TEMPORARY SIGN SO THEY CAN QUICKLY FIND THE SIGN THAT THEY'RE LOOKING FOR, AND THEN FIND OUT WHERE IT'S ALLOWED TO BE. SO WE'VE MADE THOSE CHANGES. YOU CAN JUST KIND OF SEE THAT I'VE HIGHLIGHTED THOSE HERE. WE'VE ALSO MADE SOME SOME NAME CHANGES AS FAR AS THE. THAT INSTEAD OF BEING CALLED THE MULTIPLE BUILDING LOT COORDINATED SIGNAGE. IT'S THE COMPREHENSIVE SIGNED PACKAGE.
SAME THING. DIFFERENT NAME, SO WE'VE MADE A LOT OF THOSE CHANGES. WE FEEL WILL HELP REALLY IMPROVE. ORGANIZATION WE'VE ALSO ADDED GRAPHICS IF YOU LOOKED IN OUR OLD ORDINANCE, THEY'RE SUPPOSED TO BE A GRAPHICS IN THERE. THEY ACTUALLY SAID THAT THIS, SAY THE SECRETARY'S OFFICE AT ONE POINT, BUT WE'VE ACTUALLY TAKEN THOSE UPDATED THEM ACTUALLY INCORPORATED THEM INTO THE ORDINANCE SO THAT. ALL THE TECHNICAL VER. YOU CAN NOW HAVE A PICTURE TO SHOW WHAT REALLY TRYING TO REPRESENT ON GET OUT. SO HELPS CLEAR UP THINGS A LITTLE BIT MORE. LASTLY I WANT TO TALK ABOUT OUR 22 PROCESSES THAT WE HAVE FOR RELIEF. THAT'S OUR VARIOUS PROCESS AND OUR MERITORIOUS EXCEPTION PROCESS. WHEN I TALK ABOUT A VARIANCE, THESE ARE THINGS THAT ARE RELATED TO THE TECHNICAL REQUIREMENTS OF THE CODE. SO HEIGHT SIZE. COLOR, THOUGH THOSE ARE THE TYPE OF THINGS MAYBE MATERIALS THAT YOU CAN ASK FOR A VARIANCE REQUEST ON. CURRENTLY THOSE ALL THOSE VARIANCES, THOSE REQUESTS FOR VARIANCES WOULD GO TO THE SIGN BOARD. WHICH CITY COUNCIL IS THE SIGN BOARD RIGHT NOW. WE'RE ACTUALLY ASKING FOR OR RECOMMENDING THAT THE BOARD OF ADJUSTMENT NOW BECOME THE SIGN BOARD. FOR ANYTHING RELATED TO ALL OF THE TECH TECHNICAL ASPECTS. EXCEPT THAT YOU GUYS WOULD STILL MAINTAIN THE ABILITY TO HEAR ANY CONTENT BASED APPEALS. THAT'S REALLY IMPORTANT BECAUSE THERE'S A LOT OF LEGAL RAMIFICATIONS THAT COULD HAPPEN AND IT'S DEFINITELY GOOD TO HAVE YOU GUYS HIS THOUGHTS AND TO BE ABLE TO COMMENT ON THAT. WE'RE MAKING THAT CHANGED THE VARIANCE PROCESS. SIMILARLY IN THE MERITORIOUS EXCEPTION PROCESS, WHICH THE MERITORIOUS EXCEPTIONS ARE REALLY, REALLY FOR. IT'S REALLY ENCOURAGE INNOVATIVE SIGNS. INNOVATIVE DESIGN. THE WAY WE WEIGH, DO SIGNAGE. ONE EXAMPLE OF THAT IS THE CINEMARK SIGN THAT WAS DONE. 3 80 HARDEN. IT WAS THE LAST ONE THAT I KNOW OF THAT WE'VE DONE ALSO THE APPEAL PROCESS. WE'RE RECOMMENDING THAT THAT GO TO THE SIGN BOARD FOR APPROVAL. EARTH THE BOARD OF ADJUSTMENT AS THE SIGN BOARD. ALSO STAFF HAS THE ABILITY WE'RE RECOMMENDING THE STAFF HAVE THE ABILITY TO APPROVE SOME OF THESE MERITORIOUS EXCEPTIONS. THERE IS CRITERIA THAT I HAVE LISTED IN THE ORDINANCE, AND THAT'S ALL BASED
[01:10:05]
ON PREVIOUS DETERMINATIONS FROM CITY COUNCIL. SO WE KIND OF TOOK WHAT WE'VE DONE IN THE PAST, COMPILED IT INTO A CRITERIA AND MADE THAT AVAILABLE FOR STAFF TO KIND OF USED TO APPROVE ANY MERITORIOUS EXCEPTION WITHIN THE CITY. SO WITH THAT. JUST TO SUMMARIZE REAL QUICK STAFF IS RECOMMENDING APPROVAL OF ALL THESE CHANGES TO REMOVE AND DO ALL THE CHANGES FOR CONTENT CONTENT BASED REGULATIONS GETTING THOSE REMOVED.REORGANIZING THE FORMAT, ADDING THE GRAPHICS AND THEN ALSO UPDATING THESE TWO PROCESSES.
WITH THAT I'D BE HAPPY TO ANSWER ANY QUESTIONS. COMMON I'M SURE IN FAVOR OF STAFF HAVING THAT ABILITY, PLENTY OF HISTORY. IT JUST SAVES OUR BUSINESS OWNERS LOTS OF TIME.
GONNA GO BEFORE A COUNCIL? THAT WAS MY PROBABLY MY FAVORITE PART. THERE'S A LOT OF THINGS THAT WE DON'T NEED TO SEE THAT STAFF IS ULTIMATELY MORE. VILIFIED PROBABLY TO MAKE THOSE DECISIONS. SO APPRECIATE THAT PART. THANKS HERE. AND YOU SAID THAT EVEN IF YOU'LL DENY SOMETHING ISN'T LIKE THAT THEY STILL HAVE THE ABILITY TO COME BEFORE COUNCIL. EVEN TONIGHT, THEY WOULD GO TO THE BOARD OF ADJUSTMENT. NOW THAT WOULD HEAR THOSE PILLS, OKAY? STEPPED ON CONTENT LEFT ON CONTEXT STEPPED ON THE CONTENT BASE. THAT IS CORRECT. YES, SURE. WE CAN'T SEND THOSE TO THE BOARD OF ADJUSTMENT. WAY PROBABLY WANT TO KEEP HERE. LET'S SAY BASKET.
ANY OTHER QUESTIONS FOR HIM. THANK YOU, ERIN APPRECIATE IT. SO THIS IS LIKE A MOTION.
COMMERCIAL. IT'S NOT A PUBLIC HEARING. SURE. MOVED TO APPROVE THEIR OKAY? IN PRACTICE. I KNOW, BRECHT? BIRDS. YEAH. MOTION PASSES. GOSH, I DID NOT SEE OR SHOW THAT ANYONE SIGNED UP. FOR

LEADERS OF OUR COMMUNITY TOOK TURN SERVING ON THE COUNCIL SCHOOL BOARD CIVIC OPPORTUNITIES. MEN LIKE GILDING AND RAY ROBERTS, ROLLING BOY BILL FINNEY. BB COPE, LAWD HELP AL RUSH OFF! JOHN GAY LEON US THROUGH HIS SON RECENTLY. TRAVIS US FREE. MY DAD AND MY BROTHER ANDY HARD ALL SERVED ON THE COUNCIL IN DIFFERENT FUNCTIONS. ALONG WITH MANY OTHERS. OVER THE LAST 70 YEARS, THEY HAD A CLEAR VISION.
AN UNDERSTANDING OF THE AMAZING OPPORTUNITY FOR GROWTH IN THE FUTURE OF A CITY GEOGRAPHICALLY PLACE LIKE MCKINNEY IN THE MIDDLE OF THE MOST IS THEY CALLED IT. MY DAD CAME TO THE MAKING OF THE LATE FORTIES IS MANAGED THE CHAMBER OF COMMERCE. HE TELLS STORIES OF GOING SEEN GEORGE WEBB AND THEY NAMED CREEKS AND RIVERS SO WE COULD KIND OF GO OUT. OVER THE AREA TO LET HIM KNOW WHAT MCKINNEY WOZ. AND THERE WAS A LOT OF FARSIGHTED PLANS PRESENTED TO OUR CITY. PLANNED GROWTH AND DEVELOPMENT CONFIGURING ITSELF ON THE NATURAL TERRAIN AND WITH WHILE ADDRESSING THE NEEDS OF BUSINESS INDUSTRIAL GROWTH IN THE CULTURE OF THE BEAUTIFUL ARCHITECTURAL RESIDENTIAL TOWN. A UNIQUE PLACE. AMAZING PLACE. AS PUBLIC SERVANTS. NONE OF YOU SHOULD HAVE ANY CONCERN OR TREPIDATION ADDRESSING PRESENT DAY DECISIONS THAT YOU'VE MADE OR MIGHT BE MAKING STEWARDS ENDOWED WITH THE PUBLIC TRUST. ONE OF THE MAJOR DECISIONS RECENTLY HAS BEEN THE GRANTING OF THIS $11 MILLION TO A BREWERY. FOR A COMMUNITY DEVELOPMENT. THAT'S COME UP. THERE'S OTHER QUESTIONS OF OTHER THINGS GOING ON IN THE EASTERN SIDE OF HIGHWAY FIVE. ALL THESE THINGS ARE MATTERS. THAT OUR GREAT CONCERN ALONG WITH PUBLIC I MEAN MANY MULTI FAMILY DEVELOPMENTS IMPACTING THE LIT A LITANY OF CITY SERVICES. THREE COUNCIL POSITIONS IN THE MAYOR'S RACE ARE ON THE BALLOT. GOOD PEOPLE HAVE SIGNED UP TO TRY TO SERVE. RESPECTFULLY SUBMIT THAT NO INCUMBENT SHOULD IN ANY WAY.
[01:15:07]
ALLOW THEMSELVES TO TAKE IT IS PERSONAL. ALTHOUGH THERE MIGHT BE SOME HIGHLY EMOTIONAL MOMENTS IN CONVERSATIONS, I WOULD HOPE AND PRAY. IN THE WEEKS AHEAD. EACH OF THE CANDIDATES SHOULD ENGAGE IN SOCIAL DISCOURSE, WHICH WILL ADDRESS IN A CALM AND RESPECTFUL WAY QUESTIONS AND ANSWERS THAT MIGHT BE PROFFERED FROM THE CITIZEN. THREE. OR FROM OTHER INDIVIDUAL CANDIDATES. POLITICS WAS NEVER MEANT TO BE A PROFESSION.PUBLIC SERVICE SHOULD NEVER HAVE ANYTHING MORE THAN THE BEST CHANCES OF PUBLIC A ZEISS SERVE THEM IN MIND IF THERE ARE QUESTIONS FROM THE PEOPLE. HAS TO WIN. WHERE HOW AND WHY THIS INTEREST WHO'S INTERESTED INCISIONS WERE MADE THAT ALL CANDIDATES SHOULD BE WILLING TO ASK IF YOU'D GIVE ME FIVE SECONDS. THE MOST IMPORTANT THING I SUGGEST THAT WE DO AND I PRAY IS THAT WE BECOME A MODEL C. FOR WHAT HAPPENS ON 2021 IN THE HEAD, AND WE REMEMBER THE MOST IMPORTANT REQUIREMENT PLACE ON EACH AND EVERY ONE OF US. THAT WE LOVE THAT NEIGHBOR. IS THAT SELF? GOD BLESS YOU. GOD BLESS MCKINNEY. THANK YOU, JOHN.
THANK YOU, SIR. THANK YOU VERY MUCH. IN WESTERN FIT, WESTERN HELD SORRY. CAN'T HEY, JIM. ASK YOUR HIGH, OKAY? YEAH, I SEE IT NOW. GERMAN BUT I AM GERMAN. I SEE IT NOW. SO I'M JIM WEST, RIGHT? I LIVE IN 27 14 CLUB LIKE TRAIL. NOBODY KNOWS WHERE THAT IS, UNTIL I TELL HIM THAT THE OLD LADDER MORE HOUSE THAN EVERYBODY KNOWS WHERE IT IS. EVERYBODY KNOWS GEORGE. I'M HERE TO OFFER YOU A LITTLE BIT OF AN OPPORTUNITY AND GIVE YOU SOME FOOD FOR THOUGHT. I'M ONLY HERE BECAUSE I CARE. I LEARNED SERVANT LEADERSHIP THE HARD WAY. I KNOW IF YOU TAKE CARE OF YOUR PEOPLE, THEY TAKE CARE OF YOU. I'VE MADE A DECISION TO HAVE YOUR EMPLOYEES WEAR A MASK. LIKE FOR YOU TO CONSIDER THAT THE STATE HAS A RESPIRATORY STANDARD THAT DEALS WITH THAT SPECIFICALLY. HHS 01 DUSTY ROSE TO SEVEN B 1-06. IT CALLS UPON THE OCEAN STANDARD, WHICH CALLS UPON THE SMALL ENTITY GUIDE WHICH ON PAGE 40. SPECIFICALLY SAYS THAT THIS MASK IS NOT CERTIFIED OR SMALL PARTICLE THAT YOU CAN'T SEE MIGHT BE INFECTIOUS. OH, SHE DOES NOT TAKE THEIR JOB LIGHTLY. I'VE LIVED UNDER THEIR PREROGATIVE FOR 45 YEARS OF MY INDUSTRIAL CAREER, INCLUDING OVERSEAS WHERE THE COMPANY SAID THOU SHALT FOLLOW THIS. IT'S VERY IMPORTANT. WHEN I SEE PEOPLE WEARING THIS MASK. IT'S LIKE A DOCTOR. SEEN SOMEBODY SMOKING. THIS MASK WILL NOT PROTECT YOU. DON'T BELIEVE ME. PUT A PIECE OF GLAD WRAP ON THIS MASS, PUT IT BACK ON AND SEALED DIFFICULT WITH HIS DEBRIS. SO I'M ASKING YOU TONIGHT, VERY SIMPLY TO CONSIDER GOOD PRINCIPLES AND PRACTICES. IF YOU WANT YOUR PEOPLE TO WEAR MASKS FOR PEOPIE AGAINST THIS VIRUS OR ANYTHING ELSE. THAT YOU FOLLOW THOSE PRINCIPLES AND PRACTICES AND USE YOUR OWN ENGINEERING ORGANIZATION TO DEVELOP YOUR OWN POLICIES AND PROCEDURES. THIS SHOULD NOT BE TAKEN LIGHTLY. THANK YOU VERY MUCH FOR TALKING. THANK SIR DIDN'T GET IT. RIGHT WE'LL MOVE TO CITIZEN. EXCUSE ME. COUNSEL

THAT WAY, DON'T HAVE. HOW MANY HAVE YOU BEEN TRYING TO GET THE SPOONS, AND THERE'S JUST NOT ENOUGH ROOM OR ANYWHERE THAT YOU MAYBE GET SOMETHING AND GO SIT OUTSIDE ANY. I THINK IT'S A GREAT AVENUE FOR US TO BENEFIT WE COULD BENEFIT FROM, ESPECIALLY AROUND THE SQUARE AREAS. WELL, EVERYONE KNOWS THAT BYRON NELSON IS GOING TO BE COMING UP. KEEP AN EYE ON THAT. I'M SURE THE CITY MANAGER IS GONNA GO OVER MANY OF THOSE THINGS THAT ARE COMING UP ON OUR FUTURE DATES. I WILL SAY THIS. DID YOU KNOW THAT MCKINNEY HAS 66 MILES OF TRAILS? DID EAT OF THEM THE OTHER DAY, SO I'VE GOT A LOT TO GO WITH MY NINE YEAR OLD SON. WE WAY HAD A BLAST, BUT I DID NOT REALIZE HOW FAR THE TRAIL SYSTEM GOES HERE ON MCKINNEY. ON WE JUST HAD A GREAT TIME WITH THE SPRING WEATHER THAT'S OUT THERE ON. I JUST ENCOURAGE EVERYBODY TO GET OUT THERE AND LOOK AT OUR TRAIL SYSTEM THAT THE PARK SYSTEMS HAS BUILT. MAN. I WISH I KNEW THAT COUNCILMAN THAT SAID OVER PARTS OF THE COUNCILWOMAN. THEY'RE DOING A GREAT JOB, SO AND SO IS MIKE KOWSKI. HE'S DOING A GREAT JOB DOING THAT ARE MCKINNEY FIRE DEPARTMENT IS HIRING. SO WE'RE ON LEE. WHAT THE BEST SO PLEASE, IF YOU IF YOU WANT TO PUT IN AN APPLICATION IN COME THERE ON. I ALSO WANT TO CONVEY CONGRATULATIONS TO, UH, OUR MCKINNEY MOTORS. DONNIE WILLIAMS, AND I KNOW WHAT HE GOES BY A LOT OF THE WOMEN'S HEADS TURN THE OTHER WAY, NOT LOOKING FOR A TICKET THEY WOULD LIKE FOR HIM TO PULL GET PULLED OVER BY DANI. AND MANY OF THE CREW ON THAT TEAM THAT THEY COMPETED LAST WEEK AND ONE AND A HUGE TOURNAMENT ON SO THE SKILLS THAT THEY HAVE IF YOU HAVEN'T SEEN THEIR SKILLS, IT'S ON THE MCKINNEY POLICE. I ALSO WANT TO CONGRATULATE TODAY.THE MCKINNEY GIRLS GOLF TEAM. THEY COMPETED IN THE BRONCO CLASSIC. THERE WAS 11 TEAMS AND COMPETED. IT'S STONEBRIDGE TODAY AND THE SECOND PLACE OVERALL WINNER WAS CAMERON FRASER. MY DAUGHTER, THE 14. ON THE VARSITY GOLF TEAM SHOOTING AND HER PERSONAL BEST AND 80.

I'VE ALWAYS SAID GOD BLESS TEXAS, AND NOW I'M GONNA START SAYING GOD BLESS ME, KENNY, AND THAT'S ALL I HAVE HERE. IT'S MY KILLERS. OH MR MAYOR. I AM RUNNING FOR REELECTION. I APPRECIATE MR HARDENS COMMENTS. I FILLED OUT A QUESTIONNAIRE FOR THE DALLAS MORNING NEWS. ON ONE OF THE QUESTIONS REFERRED TO MCKINNEY AS AN EX HERB X U R B, WHICH IMPLIES THAT. MCKINNEY IS A SMALLER PART OF A GREATER COMMUNITY. AND I WAS MORE THAN HAPPY TO REMIND THE EDITORS OF THE DALLAS MORNING NEWS THAT THERE IS NO GREATER COMMUNITY THAN MCKINNEY. AND HAPPY TO TAKE THAT STANCE RATHER THAN TO BE A SUB PART OF A COMMUNITY SOUTH OF US. I AM AVAILABLE. LAST NAME IS PHILLIPS. AND IT'S SPELT WITH ONE L AND I'M THE ONLY PHILLIPS PRACTICING LAW IN COLLIN COUNTY. YOU CAN FIND ME IF YOU HAVE QUESTIONS. MR HARDING KNOWS WHERE TO REACH ME. UH I DO WANT TO SAY THAT I'VE RECEIVED A LOT OF WELL WISHES AND CALLS ON MY RECENT SURGERY, AND I CAN'T TELL YOU GUYS HOW MUCH I APPRECIATE THAT. SO THANK YOU ALL VERY MUCH. THE MOVIE. YOU KNOW IT. SOME SEMI LENGTHY COMMENTS,
[01:25:05]
MAYOR. LITTLE BIT ABOUT THIS BEFORE, AND FIGHTING. IT'S NOT WORTH FIGHTING EACH OTHER. SO IT'S VERY FEW THINGS. WHEN DID WE LOSE IN 2020 AND NOW EXTENDING INTO 2021? BECAUSE WE'VE LOST. CERTAINLY ABILITY TO VISIT IN PERSON IN A FEW AREAS. THANKFULLY, THAT HAS CHANGED. REALLY DISAGREE ON ISSUES WITHOUT VILIFYING THOSE WHO DISAGREE. IN FRACTURED FRIENDSHIPS OVER WHO SUPPORTS WHICH CANDIDATES AND WHICH RACHEL RACISM, WHICH LEVELS.FRACTURED FAMILIES OVER WHO SUPPORTS WHICH CANDIDATES IN WHICH RACES. WE'VE LOST EMPATHY, THE DEFINITION OF EMPATHY FROM DICTIONARY .COM IS THE ABILITY TO UNDERSTAND AND SHARE THE FEELINGS OF ANOTHER. BY THE WAY, THE STATE IS THE ABILITY TO TRULY SEE THINGS FROM ANOTHER POINT OF VIEW, ESPECIALLY THOSE WITH WHOM YOU DISAGREE. I'VE LOST HUMILITY.
THE POSSIBILITY WILL NOT BE WRONG ABOUT CERTAIN SITUATIONS ARE ISSUES. WE LOST CIVILITY.
HAVE LOST THE WILLINGNESS TO HAVE A RESPECTFUL CONVERSATION WITH FOLKS WHO WERE DIFFERENT THAN US. LOST ALL RESTRAINT ONLINE HAS SOME PEOPLE YOU. USE UNSOCIAL MEDIA TO CALL OUT THOSE WHO DISAGREE WITHIN THE VIOLIST OF NAMES SHOWING THE WORST OF HATE FOR THEIR FRIENDS AND NEIGHBORS. WE'VE LOST THE ABILITY TO REASON INSTEAD DEBATING THE MERITS OR LACK OF MERIT OF A CERTAIN ACTION. SEE COUNTLESS SITUATIONS FOR FOLKS ARE CALLING THERE. GUESSING, QUOTES, OPPONENT NAMES. JUST LIKE KIDS ON THE THIRD GRADE PLAYGROUND. SOMEONE DOES THAT THEY'VE LOST THE ARGUMENT AND IT HAPPENS ALL THE TIME. THESE ARE NOT THESE BEHAVIORS ARE NOT WHAT COMMUNITY IS. AND WE DO HAVE ELECTIONS COMING UP ON MAY 1ST APPRECIATE JOHN'S COMMENTS AND THE FACT THAT THERE ARE FOLKS THEY'RE WILLING TO RUN. IT DOESN'T FOLKS ARE RUNNING FOR FOUR SEATS UP HERE. AND I THINK WE CAN AGREE THAT. LOCAL ELECTIONS OF BOTH THE COUNTY AND THE CITY LEVEL PROBABLY HAVE MAURA EFFECT ON THE DAY TO DAY LIVES OF OUR FRIENDS AND NEIGHBORS THAN MOST ANY OTHER RACES. I LOVE THE FACT THAT WE HAVE OPEN MEETINGS. I LOVE THE FACT THAT WE HAVE OPEN MEETINGS WERE HERE WHETHER WE HAVE PEOPLE MAKING COMMENTS UNTIL 7 30. WE'RE HERE IF WE HAVE PEOPLE MAKING COMMENTS TO ONE O'CLOCK IN THE MORNING. DOES NOT MEAN MANY PEOPLE WILL HAVE A CHANCE. THERE'S NOT MANY PEOPLE HAVE A CHANCE TO ALREADY ACCEPTED TO TESTIFY AND IN AUSTIN AND PERHAPS THE MAYOR. WAS EVEN FEWER PEOPLE. THEY'RE GONNA HAVE THE ABILITY TO TESTIFY IN CONGRESS IN WASHINGTON, D C. BUT YOUR CHANCES WAS SPEAKING HERE ARE PRETTY MUCH ROUND UP TO ABOUT 100. AND SO FOR ANYONE WHO COMES AND TALKS. AND WE TALKED ABOUT THIS BEFORE, PERHAPS A FEW OF US UP HERE ACCEPTED THE GREATEST PSYCHOLOGICAL FEAR IN THE UNITED STATES OF AMERICA IS SPEAKING IN PUBLIC. AND I JUST WANT TO SAY TO THE THERE ARE A COUPLE OF FOLKS WHO READ WHAT THEY WANTED TO SAY. THAT IS ABSOLUTELY PERFECT. DON'T BE AFRAID. DON'T HESITATE TO COME IN HERE AND LET US KNOW WHAT YOU'RE THINKING BECAUSE YOU'RE SCARED TO TALK IN PUBLIC. DON'T HESITATE BECAUSE IT WILL BE ON VIDEO FOR TIME IMMEMORIAL, MAN. WRITE IT OUT. READ IT. IT DOESN'T MATTER IF YOUR VOICE IS SHAKING OR IF YOU ARE JUST THE SMOOTHEST TALKER EVER. WE WANT TO HEAR FROM YOU, AND THAT'S WHY WE'RE HERE. SOMETIMES THESE MEETINGS GET CONTENTIOUS. DON'T DON'T AGREE WITH EVERYTHING MY FELLOW COUNCIL MEMBERS SAY. ACTUALLY IF WE AGREED ALL THE TIME, WE ONLY NEED ABOUT THREE OF US UP HERE, SO WE NEED. WE NEED POINTS OF VIEW. AND YOU KNOW, SOMETIMES. TIMES THESE MEETINGS GET CONTENTIOUS. DON'T LET THAT DISTRACT US FROM WHAT MCKINNEY IS REALLY ALL ABOUT.
MCKINNEY IS ALL ABOUT NEIGHBORS HELPING NEIGHBORS FRIENDS HELPING FRIENDS. CITIZENS CARRYING FOR THE LEAST OF THESE IN OUR COMMUNITY. NATALIA IS BAD IS THIS HORRIFIC STORM? WE HAD WOZ. CAN I LOST COUNT IN THE HUNDREDS AND MAYBE THOUSANDS OF THE ACTS OF KINDNESS? PEOPLE TAKING IN PEOPLE AND I LIVE UP IN HEATHER WOULD I CAN'T TELL ME PEOPLE TALKED ABOUT BRINGINGOU KNOW. COME ON IN, YOU KNOW, BRING SOME TO SLEEP ON. WE DON'T KNOW WHO YOU ARE, BUT WE JUST KNOW THAT YOU NEED HELP. THAT IS AWESOME. WE HAVE NONPROFIT ORGANIZATIONS OVER 1000 ACTUALLY IN MCKINNEY. WHO ARE WORKING TOGETHER TO COMBAT HUNGER, FAMILY ABUSE, IMMINENT EVICTION MENTAL HEALTH STRUGGLES. NEIGHBORS DO THEIR BEST SONS AND DAUGHTERS DOING THEIR BEST HELP AGING PARENTS WHO WANT NOTHING MORE THAN TO BE CARED TO RESPECTED FOR IN THEIR LAST DAYS ON THIS EARTH. 96 YEAR OLD FATHER IN LAW LIVES WITH US. YOU'RE FORTUNATE TO HAVE HAD HIM WITH US. BEFORE ALL THIS STARTED. WE'RE FORTUNATE TO HAVE HIM UNDER OUR ROOF SO THEY CAN BE CARED FOR. WHAT WILL BE HIS LAST DAYS. YOU
[01:30:05]
WANT MOST FOLKS DOT JUSTIN MCKINNEY, OR JUST TRYING TO, YOU KNOW, MAKE THEIR WAY THROUGH LIFE TO BE GOOD NEIGHBORS TO BE GOOD FRIENDS DO THE RIGHT THING TO LIFT EACH OTHER UP. INSTEAD OF TEARING EACH OTHER DOWN JUST TO BE MIND. MUNICH IS A BUNCH OF FRIENDS IN THE NEIGHBORHOOD, SITTING IN FOLDING CHAIRS AND DRIVEWAYS. HAVING A BEER TALKING ABOUT THE PROBLEMS FACING OUR WORLD, I WOULD PLACE A LARGE BET THEIR SOLUTIONS.DOMINATE ANY SOLUTIONS. A BUNCH OF POLITICIANS WOULD DREAM UP. SO I WOULD SAY EACH OTHER'S AS A DECISION TO MAKE. DO WE DECIDE OUR COMMUNITY? IS WORTH INVESTING IN. DO WE DECIDE THAT UNITY REALLY IS A PART OF THE WORD COMMUNITY. IS IT WORTH WORKING ALONGSIDE OUR NEIGHBORS TO MAKE IT BETTER? OUR COMMUNITY WORTH PROTECTING. I WOULD ARGUE THAT IT IS APPRECIATE THE TIME. THANK YOU. SO, UM, JUST TO REMIND EVERYBODY ON MARCH 9TH THROUGH THE 11TH IS ARTS AND BLOOMS. IT'S FUN ANNOUNCING THINGS THAT ARE BACK IN THE DOWNTOWN AREA, SO. LAST WEEK. I BELIEVE THEY HAD A BEER WANT WHICH OVER 1200, PEOPLE TURNED OUT AND PARTICIPATE THEN AND I THINK EVERYBODY HAD A GOOD TIME. UM. AND THEN ON APRIL 22ND THROUGH 23RD. IS THE PICKLE BALL TOURNAMENT. AND I WAS TOLD THAT THERE WAS 1000 TEAMS, BUT I THINK IT'S MORE OVER 1000 INDIVIDUALS THAT HAVE SIGNED UP FOR A PICK A BALL TOURNAMENT HERE IN MCKINNEY, TEXAS, AND THAT'S A GREAT EVENT. IF YOU HAVE, I'M SURE THERE'S PROBABLY ROOM FOR MORE. SO IF YOU'RE. PICKLEBALL ENTHUSIAST, GET YOUR TEAM OR OR GET YOURSELF SIGNED UP AND COMPETE S. OH, THAT'S EXCITING. UM THE OTHER THING THAT I HAD. I'VE SERVED ON THIS COUNCIL FOR ALMOST SIX YEARS. I THINK I'M THE LONG ALRIGHT. THE LONGEST MEMBER OF THE COUNCIL AND MOST EVERYBODY KNOWS THAT I DON'T BACK DOWN. I'M A FIGHTER AND I CALL OUT THINGS WHEN THINGS NEED TO BE CALLED OUT, UM. WE'RE GOING. WE'RE GOING INTO THIS ELECTION OR SEE BE THIS LIKE ELECTION SEASON HERE FOR OUR CITY. THERE ARE TWO MEMBERS OF THE COUNCIL WHO ARE SEEKING RE ELECTION AND THERE WERE FIVE OF US WHO ARE NOT ON THE BALLOT. AND I KEPT HEARING THINGS. UM ABOUT THE FIVE WHO ARE NOT ON THE BALLOT, AND I'M QUESTIONING WHY WHY THINGS WERE BEING SAID ABOUT FIVE THAT ARE NOT ON THE BALLOT AND FINALLY, I HEARD. WHAT WAS ACTUALLY BEING SAID BY THE MAYOR'S OPPONENT. AND. HE BASICALLY CALLED OUT ALL MEMBERS OF THE CITY COUNCIL. HE SAID THAT THE THAT THE CITY COUNCIL NEEDS BE CHANGED OVER COMPLETELY. IT'S THE GOOD OLD BOY SYSTEM THAT SERVES A FEW THROUGH BACKROOM DEALS. AND. AND HE'S TALKING ABOUT ME. HE'S TALKING ABOUT EACH AND EVERY ONE OF US. UM AND THAT'S A COMPLETE LIE. I AM.
I WORKED IN MY INDUSTRY. I'M IN THE FINANCIAL SERVICES INDUSTRY. I MANAGE HUNDREDS OF MILLIONS OF DOLLARS. I HAVE HUNDREDS OF CLIENTS, BUSINESSES AND INDIVIDUALS. I HAVEN'T IMMACULATE. REPUTATION WITH THESE PEOPLE. I'VE NEVER TAKEN A DIME. I'VE NEVER TRIED TO INFLUENCE ANYTHING OR ANYBODY OTHER THAN FOR THE GOOD OF THE CAUSE OF THE OF MCKINNEY AND WHAT I DO. AND TO BE BASICALLY CALLED OUT IS DISHONEST AND UNTRUSTWORTHY. I TAKE A FENCE AT AND I THINK ALL OF US. NO, I DON'T THINK ALL OF US TAKE OFFENSIVE THAT. ALL OF US HAVE REPUTATIONS THAT WE'VE WORKED OUR ENTIRE LIVES TO UPHOLD AND MAKE AND TO BE CALLED OUT AS.
UM UH, A COUNCIL THAT CANNOT BE TRUSTED. IS, UM, IS DISGUSTING. AND YOU KNOW, I HAVE TO BELIEVE THAT THIS IS THE FIRST PERSON TO EVER RUN FOR MAYOR TO CALL OUT AN ENTIRE CITY COUNCIL TO BE REPLACED. BECAUSE THEY'RE NOT HONEST. THEY CAN'T BE TRUSTED. AND I KEEP THINKING, GOD FORBID WHAT HAPPENS IF THIS GUY WINS AND THINGS THAT HE COULD COME UP AND SERVE ON THIS KID TO COUNSEL SPILLING LIES TO GET ON HERE. AND HIS 10 YEARS, MARY WOULD BE AN UNMITIGATED DISASTER, TRYING TO WORK WITH THE GUYS THAT HE JUST CALLED OUT. AND I WAS I WAS REALLY HOPING NOT TO HAVE TO GET INTO ALL THIS. I'VE JUST WANTED EVERYBODY TO JUST BUT WHEN YOU WHEN YOU QUESTION MY INTEGRITY WHEN YOU QUESTION THE INTEGRITY OF EACH OF US HAVE TO SAY SOMETHING. BECAUSE IT'S I'VE NEVER REALLY BEEN QUESTIONED. BECAUSE I'VE I'VE LIVED MY
[01:35:05]
LIFE. IN ACCORDANCE TO THE BELIEFS THAT I HAVE. I AM HONEST AT ALL THAT I DO. AND TO SAY ANYTHING ELSE. YOU HAVE NO PROOF. YOU HAVE NO EVIDENCE. THERE IS NOTHING THAT YOU CAN SAY ON. I'VE I'VE WATCHED EVERYBODY EVERYBODY ON THIS COUNCIL. WE WORK HARD, WE ALL LOSE MONEY. SERVING ON THIS COUNCIL. WAY DON'T GET A DIME. I MEAN, WE GET PAID A LITTLE BIT, BUT WE BUT FROM THE WORK THAT WE TAKE AWAY FROM. AND THE WORK THAT WE DON'T DO BECAUSE WE'RE SERVING OTHERS. I WANT YOU TO KNOW THAT. WE'RE DOING A GREAT JOB. WE DO THE BEST THAT WE CAN AND EVERY DECISION HAS ONE STANDARD. WHAT IS THE BEST FOR THE CITY OF MCKINNEY? WHAT IS THE BEST? THAT'S ALL WE WORK ON. WHAT EACH OF US THINKS IS THE BEST. WE DON'T ALL AGREE, BUT EACH OF US HAVE THAT IN MIND. IT'S ALL I HAVE TO, SAY MAYOR THANK YOU. JOHN. I APPRECIATE THE WORDS THAT YOU SAID I AM. APPRECIATE THAT A LOT. AND YOU KNOW, I'M WEARING TWO HATS RIGHT NOW, WHEN I'M A CANDIDATE, BUT RIGHT NOW I'M THE MAYOR OF THE CITY AND I CARE ABOUT THE CITY. I'VE SACRIFICED. FOUR YEARS OF MY LIFE, MY FAMILY HAS SACRIFICED MY FAMILY SACRIFICED DEARLY IN A NUMBER OF DIFFERENT WAYS THROUGH A NUMBER OF DIFFERENT SITUATIONS VERY, VERY UNFAIRLY. AND YEAH, I GOT IT. T O YOU HAVE SOMEONE RUNNING TO HAVE ANYONE? WHAT HAPPENED TO CAMPAIGNING ON YOUR IDEAS ON A VISION? ON POLICIES. IT HAPPENED THAT THAT THAT'S THE WAY IT SHOULD BE. THIS ELECTION. THIS CAMPAIGN CYCLE IS A EMBARRASSMENT AND THE DISGUSTING DISCUSSION EMBARRASSMENT TO OUR CITY. HAVE TO HAVE SOMEONE CAMPAIGNING, REFERRING TO SEVEN PEOPLE HERE AND BY THE WAY, 21 OTHERS WHEN WE TALK ABOUT THE ONE PROJECT, THERE'S 28 PEOPLE. THAT ALL UNANIMOUSLY VOTED FOR A PROJECT.IT'S ONE THING TO CAMPAIGN SAY. I DON'T AGREE WITH THAT IDEA. IT IS IT ARE ANOTHER THING. SAY THAT THERE IS THERE ARE 28 FELONS, BECAUSE THAT'S WHERE TWO BE. WE'D ALL BE FELONS IF WE WERE MAKING BACKROOM DEALS AND THAT KIND OF NONSENSE. SO SO WE HAVE SOMEONE CAMPAIGNING TO BE TO LEAD IN THE CITY. IT IS CALLING THE CITY AND EVERY COUNCIL MEMBER AND EVERY BOARD EVERY COMMISSION AND BY THAT STANDARD STEPS INVOLVED. THAT THEY'RE JUST A COMPLETELY CORRUPT CITY. NO, JOHN. I KNOW. I KNOW YOU LOVE THE CITY. I KNOW YOU LOVE THE CITY. I APPRECIATE YOU. AND I KNOW THAT YOU KNOW THAT THIS CITY IS NOT THAT. THERE ARE A FEW CANDIDATES THAT ARE LITERALLY CAMPAIGNING ON THAT VERY THING. RIGHT NOW. I'M AS THE MAYOR, I'M GOING TO SPEAK TO IT. THE CITY THAT I PRESIDE OVER IN THIS COUNCIL AND WHEN I SERVED WITH SIX DARN GOOD PEOPLE IN THE BEST CITY STAFF THAT'S GOT TO BE ANYWHERE IN THIS COUNTRY.
AND HAVE THAT KIND OF NONSENSE, SAID IS JUST APPALLING. IT'S APPALLING. WHEN SOMEONE DOES THAT. IT'S BECAUSE THEY HAVE NO ORIGINAL IDEAS OF THEIR OWN. THEY MUST LACK THE INTEGRITY.
THEY DO LACK INTEGRITY. THEY JUST DON'T HAVE THE ABILITY TO CAMPAIGN. ON ON SOMETHING THAT IS WORTH ANYONE LISTENING TO. IT'S REALLY A SHAME. AND I JUST I HOPE THAT THERE'S AN ABOUT FACE ON THAT. YOU KNOW, I JUST FOR THE SAKE OF THE CITY. PEOPLE WATCH. PEOPLE WATCH WHAT WE DO. AND THEY LISTEN. IT'S JUST A NAP, SALUTE. SHAME AND IF YOU'VE GOT TO TRY TO WIN SOMETHING LIKE THAT. AND THAT SPEAKS TO WHO YOU ARE. SO. WITH THAT HUGS CAFE. GREAT ORGANIZATION IN COFFEE AND CRUMBS AND CORNERSTONE, CHARLIE, YOU'VE BEEN SUCH A SUCH A CHAMPION OF THAT PLACE I'VE BUILT THAT PLACE. HOW MANY YEARS AGO? 15 15 YEARS AGO. SO WE WERE BOTH. YOU'VE BEEN MORE INVOLVED SINCE THEN? THE NIGHT BUT WE'VE BOTH SEEN WHAT THEY DO AND WHAT A GREAT ORGANIZATION SO IF YOU DON'T KNOW ABOUT THEM, CORNERSTONE RANCH IS A WONDERFUL FACILITY THAT DOES SO MUCH GOOD FOR NOT JUST OUR COMMUNITY. BUT THE.
THE ALL ABILITIES COMMUNITY THAT'S OUT THERE. AND CITY MANAGER. WELL, YOU ARE TREMENDOUSLY APPRECIATED BY THIS COUNCIL. AND, UH, NO, NO, NO, I'M NOT. I'M GOING TO CUT HIM OFF. BUT YOU'RE REALLY APPRECIATED. AND STAFF AARON JENNIFER ALL THAT YOU GUYS DO I IMAGINE THAT IS THESE CAMPAIGN SEASONS? COME AROUND. IT MUST BE TOUGH FOR ALL OF YOU BECAUSE
[01:40:02]
YOU YOU HEAR THINGS ABOUT THE CITY THAT YOU WORK SO HARD INTO. AND I HAVE TO BELIEVE THAT THERE'S SOME PART OF THAT. THAT REALLY HAS GOT TO BOTHER YOU SO. WE ALL APPRECIATE YOU AND KNOW THE INCREDIBLY GREAT AND INTEGRITY FILLED JOB THAT SHALL DO. SO CITY MANAGER. YOU HAVE A FEW COMMENTS. I DO. THIS MAN REMEMBERS THE COUNCIL JUST A REMINDER ON A COUPLE OF ITEMS AND FOR THE PUBLIC AND THE CITY WILL HOST THE PROJECT OVERVIEW OPEN HOUSE ONCE AGAIN. WE TALKED ABOUT THIS EARLIER TONIGHT. BUT ON MARCH 18TH AND OLD SETTLERS RECREATION CENTER.STAFF WILL BE THERE TO MAKE A COUPLE OF PRESENTATIONS AT 5 15 AND 6:15 P.M. AND RESIDENTS CONVINCE IT INFORMATIONAL TABLES FOLLOWING THE PRESENTATIONS TO LEARN MORE ABOUT SPECIFIC PROJECTS, ALL RELATED TO THE REDEVELOPMENT. INITIATIVE ON THE EAST SIDE OF MCKINNEY AGAIN. THAT MEETING IS 5 TO 7 PM THERE WILL BE SPANISH INTERPRETERS AVAILABLE. UM.
AFTER MORE THAN 35,000 SHOTS GIVEN SINCE LAST LATE DECEMBER. 2020 OPERATIONS WILL PHASE OUT AT THE HUB. THE VACCINE, HUH? BUT M I S T STADIUM WILL FAZE THOSE OUT ON APRIL 30TH. WE'RE GOING TO FACILITATE THE TRANSITION TO PRIVATE HEALTH CARE PROVIDERS AND MORE NORMALIZED VACCINE DISTRIBUTION CHANNELS. THAT WAS THE WHOLE IDEA WAS TO STAND UP A VACCINE CENTER WHEN TO HELP THE MOST VULNERABLE IN THE COMMUNITY WHEN SUPPLIES WERE LOW, SO WE COULD GET THEM MOST EFFICIENTLY. AND SAFELY INTO FOLKS ARMS AND NOW THAT WE'RE SEEING SUPPLIES PICK UP IN THE NORMAL DISTRIBUTION CHANNELS OR PICKING UP WE CAN STAND DOWN AND THAT WILL BE APRIL 30TH THE CITY MCKINNEY. I WANT TO PERSONALLY RECOGNIZE MANY STAFF AND VOLUNTEERS WHO HAVE WORKED AND WILL CONTINUE TO WORK TILL APRIL 30TH ON COVE IN 19 HOTLINE AND THE VACCINATION HUB. IT'S EXTRAORDINARY WHAT THEY'VE ACCOMPLISHED FOR THE COMMUNITY WITH THESE SERVICES AND THE RESULT OF A TREMENDOUS AMOUNT OF WORK AND SACRIFICE, LED BY OUR FIRE DEPARTMENT AND CHIEF KISSNER. THEY'VE DONE A GREAT JOB ORGANIZING ALL OF THIS WITH OUR COMMUNITY PARTNERS, M I S T. COLLIN COLLEGE, BAYLOR SCOTT WHITE MEDICAL CENTER, MEDICAL CITY, MCKINNEY AND A NUMBER OF OTHERS. MADE THIS COMMUNITY HEALTH CENTER SUCCESSFUL AND WHAT IT IS, AND IT'S REALLY A GREAT STORY, AND IT'LL BE IT'LL BE GOOD WHEN WE'RE ABLE TO HAND IT OFF TO THE OTHER FOLKS AND SAY. HIS BATON IS YOURS, AND IT'LL BE IN GOOD HANDS. AND THAT'S ALL I HAVE, SIR. I JUST WANT TO SAY ONE COMMENT ON THAT POKES. I SHOULD HAVE MENTIONED THAT TOO. I'VE BEEN GETTING A LOT OF EMAILS, LOT OF PRIVATE MESSAGES AND PEOPLE CONCERNED ABOUT THE FACT THAT MCKINNEY IS NOT GOING TO CONTINUE. WE'RE GOING TO CONTINUE AND EVERY ADVOCATE WAY MAKING SURE THAT PEOPLE KNOW WHERE TO GO HELPING THEM GET THERE. YOU HAVE AN ISSUE. YOU'RE NOT GETTING RESULTS WHEN YOU'RE WHEN YOU ARE WHEN YOU'VE SIGNED UP FOR YOUR SHOT AS WE DIRECT YOU TO THE DIFFERENT PLACES I WILL STILL BE AVAILABLE. 24 7, CONTACT ME. WE WILL. WILL CONTINUE TO ALL OF US WOULD CONTINUE TO BE INVOLVED AND MAKE SURE THAT NOT A RESIDENT FALLS THROUGH THE CRACKS. BUT IT IS IT WOULD BE IMPOSSIBLE FOR OUR TEAM TO CONTINUE FOR THOSE WHO DON'T REALIZE. AS PAUL SAID THE STAFF AND OUR FIRE DEPARTMENT. I MEAN, THEY'RE WORKING LITERALLY OVER MORE THAN OVER TIME. THEY'RE WORKING TRIPLE QUADRUPLE TIME AND THEY HAVE THEY'VE BEEN DOING THAT FOR. I DON'T KNOW HOW MANY MONTHS NOW. BURNING THE CANDLE AT EVERY END. WE AS A CITY WE DON'T HAVE A DEPARTMENT OF A HEALTH DEPARTMENT. NOT LIKE THE COUNTY OR THE STATE, SO THEY ALL SIGNED UP IN THE VERY BEGINNING AND HAVE BEEN. RADIO EVERY MORNING, GET UP AND GO TO DO THIS JOB BOND. BUT THEY ARE WORN OUT. SO IF YOU SEE A FIREMAN, A POLICEMAN. STABBED THERE'S SO MANY STAFF. YOU WANT BILL TO PICK OUT WHICH ONES THERE, BUT PRETTY MUCH IF YOU SEE ANYONE THAT WORKS WITH CITY KNOW THAT THEY'VE BEEN WORKING OVERTIME FOR DURING THIS WHOLE PROCESS AND OUR FIRE DEPARTMENT, ESPECIALLY IF YOU SEE THEM.
JUST JUST WALK UP AND SAY, HEY, MAN, THANK YOU. THANK YOU FOR WHAT YOU HAVE BEEN DOING BECAUSE THEY HAVE BEEN. JUST UNBELIEVABLY COMMITTED TO THIS SO WE ALL APPRECIATE THEM.
TREMENDOUSLY SO WITH THAT IN MOTION TO ADJOURN TO MOVE HERE. ALL IN FAVOR. ALRIGHT, ALRIGHT.
