I'M ONE OF THE ASSISTANT CITY MANAGERS FOR THE CITY OF MCKINNEY.

AND, UH, JUST WANTED TO WELCOME YOU TONIGHT.

UH, AND TO DO THAT, I HAVE MAYOR FULLER HERE.

I'D LIKE TO SAY A FEW WORDS AND THEN I'LL BE RIGHT BACK ON THE MIC TO TALK US THROUGH THE EVENING.

IS THIS EXCITING FOR EVERYBODY TO COME TOGETHER? SO THIS PROJECT, IT'S OBVIOUSLY IT'S A HUGE PROJECT FOR THE CITY.

THIS IS PROBABLY THE BIGGEST UNDERTAKING THE CITY HAS HAD, BUT FOR ME, WHAT'S GREAT ABOUT IT IS THE COMMUNITY GETTING INVOLVED.

THESE OUTREACHES, WE WANT TO HEAR FROM THE COMMUNITY.

WE WANT YOUR INPUT.

THIS IS NOT JUST A MUNICIPAL FACILITY.

IT'S AN ENTIRE CAMPUS THAT'S REALLY BEEN DESIGNED AND HAD THE ATTENTION OF THE COMMUNITY SPACE, WHERE PEOPLE COME TOGETHER AND UTILIZED BY THE COMMUNITY, NOT JUST FOR COUNCIL MEETINGS, NOT JUST FOR CITY BUSINESS, BUT FOR US AS A COMMUNITY TO, TO, TO JUST GATHER AND, AND LIVE LIFE TOGETHER IN THIS GREAT CITY.

SO THANK YOU FOR BEING HERE.

I AM EXTREMELY EXCITED ABOUT THIS PROJECT AND EVERYTHING WE'RE DOING OVER ON THE, ON THE EAST SIDE.

AND I'M GLAD YOU'RE HEARING.

THANK YOU.

SO AS MAYOR FULLER SAID, THIS IS AN EXCITING PROJECT.

I LIKE TO TELL PEOPLE THIS AND EVERYTHING THAT GOES WITH IT ARE THE BIGGEST PROJECT I'VE WORKED ON IN MY 20 PLUS YEAR CAREER IN TERMS OF LASTING CHANGE FOR A COMMUNITY.

THIS IS EXCITING.

I CAME THROUGH THE PLANNING DEPARTMENT, SO WE MAKE A LOT OF PLANS OVER THE YEARS, COMPREHENSIVE PLANS, AND WE DEAL WITH DEVELOPMENT HERE AT MCKINNEY, BUT NOTHING IS GOING TO CHANGE, UH, THE OUTLOOK FOR THIS AREA GREATER THAN, THAN THIS PROJECT.

AND SO WITH THAT BEING SAID, THAT'S WHY WE WANT TO HAVE MEETINGS LIKE THIS, WHERE WE CAN GET TOGETHER.

WE CAN LEARN ABOUT WHERE WE ARE IN THE PROJECT, AND WE CAN DISCUSS, UH, CONCERNS, QUESTIONS, AND, UH, OUTCOMES THAT WE ANTICIPATE FROM THIS.

SO A COUPLE, UH, THINGS ON THE HISTORY OF THIS PROJECT.

SO AS YOU MAY OR MAY NOT BE AWARE, WE ARE CURRENTLY LOCATED.

OUR CITY HALL IS CURRENTLY LOCATED IN A, AN OLD BANK BUILDING AT TWO 22 NORTH TENNESSEE STREET.

IT'S A FUNCTIONAL, IT'S VERY, VERY SMALL.

AND BECAUSE OF THAT, WE HAVE CITY STAFF THAT ARE LOCATED JUST CITY STAFF THAT WOULD TRADITIONALLY BE LOCATED IN OUR CITY HALL.

THEY'RE LOCATED AT NINE DIFFERENT LOCATIONS ACROSS OUR COMMUNITY.

SO IF YOU WANT TO TALK TO PARKS, ADMIN, YOU HAVE TO DRIVE ALL THE WAY UP TO STONEBRIDGE DRIVE.

IF YOU WANT TO GO TO HR, YOU HAVE TO FIND THEM ACROSS THE SQUARE FROM CITY HALL.

CODE SERVICES ARE A COUPLE OF BLOCKS NORTH OF CITY HALL.

AND SO WE'RE SCATTERED IN LOT OF DIFFERENT LOCATIONS.

SO THAT'S, THAT'S NOT A GREAT WAY TO BE LAID OUT FROM A, AN OFFICE ORIENTATION STANDPOINT WHERE WE ARE TRYING TO BE AS EFFICIENT AS WE CAN WITH OUR BUSINESS, BUT IT'S ALSO NOT A GREAT LAYOUT FOR CITIZENS LOOKING FOR SERVICE FROM, FROM THEIR COMMUNITY.

UH, SO AS SUCH, WE'VE BEEN WORKING ON A NEW CITY HALL PRETTY MUCH AS LONG AS I'VE BEEN AROUND THE KIDDIES SINCE 2001, WE'VE BEEN TALKING ABOUT CITY HALL.

WE, WE AT ONE TIME PURCHASED THE OLD COLLIN COUNTY COURTHOUSE THAT WAS LOCATED OFF OF, UH, DAVIS STREET.

UH, AND THE INTENTION WAS TO RETROFIT THAT FOR CITY HALL, THAT PROPERTY ULTIMATELY WAS DEEMED TOO DIFFICULT TO, TO TRANSFORM FOR CITY HALL.

AND IT'S SINCE BEEN REDEVELOPED AS ANOTHER USE.

UH, BUT WE'VE BEEN WORKING ON, UH, COMING UP WITH A SOLUTION FOR THIS PROBLEM THAT WE HAVE THIS PROBLEM OF BEING SCATTERED ALL OVER DOWNTOWN.

NOW WE HAVE A VISION AND WE'RE GOING TO TALK A LITTLE BIT ABOUT THIS VISION, BUT AS WE'VE WORKED WITH THE CITY COUNCIL ON LOCATING THIS, THIS USE, THE CITY HALL USE, WE WANTED SOMETHING THAT HAD AN IMPACT GREATER THAN JUST A BUILDING WHERE GOVERNMENT TAKES PLACE, A BUILDING OR CITY SERVICES ARE PROVIDED.

WE WANTED A LOCATION WHERE HAD A GREATER IMPACT BACK ON THE SURROUNDING COMMUNITY.

AND THAT'S WHY THIS LOCATION WAS FOUND AND DETERMINED TO BE THE RIGHT PLACE FOR, FOR OUR FUTURE CITY HALL MUNICIPAL COMPLEX.

YOU'RE GOING TO SEE TONIGHT, WE'VE BEEN WORKING WITH OUR DESIGN TEAM, WHICH I'LL INTRODUCE, UH, WE HAVE TWO ARCHITECTURAL FIRMS WHO ARE WORKING TOGETHER TO MAKE THIS PROJECT HAPPEN.

WE HAVE A FROM LAKE FLATO OUT OF SAN ANTONIO.

UH, JONATHAN SMITH IS HERE, UH, REPRESENTING THEM WITH MANY OF HIS TEAM.

HE'S WANTED TO PRESENT IT TONIGHT.

SOME OF THE WORK THAT'S GONE FORWARD SO FAR AND WITH LAKE FLIGHT, AND WE ALSO HAVE PARK HILL, UH, AND WE HAVE SEVERAL 13 MEMBERS HERE AS WELL THAT ARE, THAT ARE WORKING.

HELP DESIGN THIS BUILDING TONIGHT'S MEETING IS TO DISCUSS WHERE WE HAVE COME FROM AND HOW WE GOT TO THIS POINT.

TALK ABOUT SOME OF THE GOALS AND OBJECTIVES FOR THE PARK PROJECT.

UH, WHAT TONIGHT IS NOT, IS NOT REALLY LIKE OUR LAST OPEN HOUSE WE HAD ON THE 18TH, WHICH WAS KIND OF A ALL ISSUES DISCUSSION.

SO OUR ARCHITECTURAL TEAM TONIGHT MAY NOT BE ABLE TO ANSWER QUESTIONS ABOUT DOG BARKING COMPLAINTS OR POTHOLES OR ANY OTHER ISSUES HAVING TO DO WITH THE CITY.

SO WE DO HAVE CITY STAFF HERE AND WE'RE GOING TO BE FLOATING AROUND.

AND AS WE HEAR QUESTIONS, BEING BROUGHT TO THE DESIGN TEAM THAT ARE MORE SYDNEY CITY QUESTIONS THAT WE NEED TO BE ANSWERING, UH, WE'LL JUMP IN AND HELP OUT AS WE CAN.

BUT TONIGHT, UH, EFFORT IS REALLY TO TALK ABOUT THE DESIGN.

THIS IS THE DESIGN OF CITY HALL.

WE HAVE NOT QUITE GOT TO OUR ARCHITECTURAL YET.

WE'VE BEEN TALKING A LOT ABOUT DISTRICT DEVELOPMENT AND THE LAYOUT OF THE PROPERTY.

SO YOU'RE GOING TO SEE A LOT OF THAT.

UH, ONCE WE KIND OF MOVE ON FROM TONIGHT'S DISCUSSION, WE'RE GOING TO OUR DESIGN, TEAM'S GOING TO JUMP INTO ARCHITECTURE AND START DESIGNING THE BUILDING.

SO AS YOU SEE SOME IMAGES ON THE SCREEN AND ON SOME OF THE PRINTOUTS THAT ARE IN OUR DIFFERENT STATIONS, UH, THOSE ARE NOT ARCHITECTURALLY DESIGNED PLANS.

THOSE ARE REALLY MASSING STUDIES THAT KIND OF SHOW YOU THE SCALE OF THE BUILDING, BUT NOT THE LOOK AND FEEL OF THE BUILDING THAT'S COMING NEXT.

SO FLOOR TONIGHT, UH, WELL, BEFORE I GET INTO THE HOUSE DP, UH, THIS IS A BOND PROJECT.

SO THIS PROJECT, THE VOTERS OF MCKINNEY VOTED TO APPROVE A $50 MILLION BOND PACKAGE FOR THE MUNICIPAL COMPLEX.

SO THAT'S REALLY WHAT GOT US STARTED.

THE CITIZENS SAID, YES, THIS IS A WORTHY PROJECT FOR THE CITY OF MCKINNEY TO TAKE ON.

AND THAT REALLY PRESSED THE GO BUTTON.

AND THAT'S WHAT GOT US ROLLING FORWARD, UH, ALONG WITH A LOT OF OTHER PROJECTS, PARKS AND STREETS AND PUBLIC WORKS AND PUBLIC SAFETY, UH, THE CITY HALL MUNICIPAL COMPLEX WAS REALLY IMPORTANT TO THE, TO THE VOTERS OF MCKINNEY.

SO WE'RE MOVING FORWARD AS WE'VE BEEN DIRECTED.

AND IT'S REALLY EXCITING TO COME TO THIS POINT AFTER MANY, MANY YEARS OF, OF EFFORTS TO GET CARE.

SO FOR TONIGHT, WE'RE GOING TO START WITH ABOUT A 20 TO 30 MINUTE PRESENTATION.

IT'S GOING TO BE HERE ON THE SCREEN.

SOME OF THE IMAGES MAY BE A LITTLE BIT DIFFICULT TO VIEW FROM THE CHEAP SEATS THEY'RE IN THE BACK, FEEL COMFORTABLE TO COME AROUND.

IF YOU'RE STANDING, COME OVER HERE WHERE YOU MIGHT GET A LITTLE CLOSER, UM, BUT HE'S GOING TO HAVE TO GIVE THE PRESENTATION.

THAT'S GOING TO GIVE A LOT OF THE REASONING BEHIND GETTING TO WHERE WE ARE WITH THE DESIGN.

ONCE HE'S DONE WITH THAT, WE ARE GOING TO HAVE FOUR STATIONS.

WE WANTED TO ALLOW PEOPLE TO STAY SPACE OUT AS MUCH AS POSSIBLE FOR STATIONS AROUND THE ROOM WHERE WE HAVE THE MASTER PLAN.

AND THEN WE HAVE THE PHASE, ONE OF THE PLAN POSTED AT EACH OF THE STATIONS.

THERE WILL BE MEMBERS OF OUR DESIGN TEAM AT EACH OF THE STATIONS WITH MARKERS AND A NOTEPAD, AND THEY WILL BE TALKING WITH YOU.

AND AS CONCEPTS COME UP IN THOSE DISCUSSIONS THAT ARE GOING TO BE JOTTING DOWN SOME NOTES SO THAT WE CAN TAKE THAT BACK AND OUR DESIGN TEAM CAN DIGEST ALL OF THAT.

PLEASE SHARE YOUR IDEAS AND SHARE YOUR CONCEPTS, BUT ALSO KNOW THAT EVERYONE HAS DIFFERENT IDEAS OF HOW IT SHOULD BE LAID OUT OR WHAT IT SHOULD LOOK LIKE.

WE'RE GOING TO TRY TO PULL THOSE IN AND INCORPORATE AS MANY OF THOSE IDEAS AS POSSIBLE, BUT PLEASE KNOW THAT OFTENTIMES IF YOU SAY IT NEEDS TO BE A RED BUILDING, SOMEONE ELSE SAYS IT NEEDS TO BE A GREAT BUILDING.

AND SO WE CAN'T BE BOTH.

WE'RE GOING TO INCORPORATE AS MUCH AS WE CAN AND BUILD THE PLAN THAT WAY.

UH, BUT IF YOU SAY IT HAS TO BE A RED BRICK BUILDING, AND THEN WHEN IT GETS BUILT IN A COUPLE OF YEARS, AND IT'S NOT, PLEASE COME LOOK FOR ME.

UH, IT'S ALL MY FAULT.

UM, BUT KNOW THAT WE'VE, WE'VE TRIED TO INCORPORATE AS MUCH AS POSSIBLE AND TRY TO TAKE IT INTO ACCOUNT AS WE MOVE WITH THE DESIGN.

WE'RE GOING TO HAVE MEETINGS ON ISSUES SUCH AS PARK REDEVELOPMENT AND INFRASTRUCTURE PROJECTS TONIGHT.

WE'RE REALLY TRYING TO FOCUS ON CITY HALL.

EACH SITE IS UNIQUE AND EACH SITE HAS ITS OWN STORY TO TELL.

AND YOUR SITE HERE IN MCKINNEY AND THE RICH HISTORY HERE HAS BEEN REALLY INTERESTING TO, TO SEE.

UM, AND SO WE WALKED THROUGH ALL OF THIS AND YOU ALL WILL EVENTUALLY GO TO SEE THIS ON THE WEBSITE AND, AND WALK THROUGH IT, BUT UNDERSTANDING THAT THIS PORTION OF MCKINNEY WHERE THE, UM, CITY HALL IS GOING TO BE WAS REALLY A CENTER OF, UH, THE AGRIBUSINESS, UH, FOR THIS WHOLE REGION, UH, THROUGHOUT THE YEARS.

SO YOU HAD, UM, YOU KNOW, THE RAILROAD COME TO THE SITE, UM, AND YOU'VE GOT THE COTTON WHARF, WHICH WAS DIRECTLY ACROSS THE SITE AND YOU'VE GOT THE FLOUR MILL AND THAT WHOLE AREA, ALSO THE NEIGHBORHOOD JUST TO THE NORTH WAS LEWISVILLE, WHICH WAS REALLY THE EPICENTER OF BLACK CULTURE.

AND THE FIRST FRIEDMAN SCHOOL IN THIS AREA WAS JUST TO THE NORTH OF US.

SO NORMALLY I'M GIVEN A SITE SOMEWHERE THAT IT'S REALLY HARD TO FIND OUT ABOUT THE HISTORY AND YOU ALL IN YOUR TOWN HAVE HAD A REALLY GREAT AMOUNT OF RESOURCES WITH VARIOUS WEBSITES AND PHOTOS THAT WE'VE BEEN ABLE TO FIND TO LAP, UH, OUT ABOUT THIS SITE.

AND THEN LOOKING THROUGH AGAIN, THE HISTORY OF MCKINNEY AND SEEING THAT IN THE 1940S, YOU ALL WERE THE LIKE LOLLIPOP CAPITAL OF TEXAS AND PRODUCE MORE LOLLIPOPS THAN ANYWHERE.

UM, AND THEN IN THE, UP UNTIL THE SIXTIES, UM, AT, DURING CERTAIN POINTS, Y'ALL WERE AT THE DENIM CAPITOL OF THE WORLD, WHICH WAS, WAS NEWS TO ME.

SO TRYING TO FIGURE OUT WAYS THAT THIS NEW CITY HALL CAN, CAN TELL THIS UNIQUE STORY AT MCKINNEY IS SOMETHING WE'RE REALLY EXCITED ABOUT.

UM, AND HERE, YOU KNOW, THE CITY OF MCKINNEY AND AROUND 1872, UH, WITH, UH, THE PALM TREES THAT YOU ALL SEE TODAY, UH, AND NORMALLY WE'RE GIVEN A SITE LIKE THIS AND THE WHOLE BIRDS EYE PHOTO, AND 99% OF THE TIME OUR BUILDING OR OUR SITE IS NOT ACTUALLY IN IT.

UH, AND IT'S REALLY INTERESTING TO ACTUALLY SEE WHERE THE, WHERE THE SITE IS AND THIS OLD BIRD'S-EYE PHOTO.

IT'S EXCITING TO SEE THESE THINGS.

UH, SIMILARLY THIS IS A PHOTO LOOKING DOWN, UH, LOUISIANA STREET, UM, AND, UH, WELL, OUR SITE IS RIGHT BACK IN IN HERE.

UH, AND SO IT'S, IT'S NEAT TO SEE THAT THESE ARE THE OXCARTS OF COTTON GOING TO THE, GOING TO THE RAILROAD IN THE 1880S.

UM, AND THEN LOOKING BACK AT THE OLD SANBORN MAPS TO TRY AND UNDERSTAND WHAT WAS IN THIS, THIS AREA, AND BASICALLY WITH IT WITHIN THE MUNICIPAL COMPLEX SITE, UH, THE VAST MAJORITY OF IT HAS BEEN THIS SORT OF HEAVY AGRIBUSINESS AND, UH, TRAIN RELATED ACTIVITY.

UH, SO HERE YOU CAN SEE NUMBER THREE IS THE MCKINNEY ICE AND COAL COMPANY.

AND THAT'S WHAT THAT, THAT BIG, BIG BASS TELLING THREE STORY BRICK BUILDING WAS THE WHOLE HIGH STORAGE PIECE OF THAT.

UM, AND THERE WERE ALSO THE SORT OF, YOU KNOW, FREIGHT DEPOTS.

THE COTTON WHARF WAS ACROSS THE WAY THE ORIGINAL PASSENGER DEPOT WAS HERE.

THE FLOUR MILL THAT STILL STANDS IS THERE.

AND THEN DOTTED AROUND THE EDGE WERE ALWAYS THE, THERE WERE THE OCCASIONAL, YOU KNOW, FEED STORE.

THERE WAS A STONE CUTTER, A BARBER AND THE OCCASIONAL SORT OF SINGLE FAMILY RESIDENTS AROUND THAT AREA.

UM, AND THEN AS I MENTIONED, IT WAS REALLY LEWISVILLE JUST TO THE NORTH OF US, WAS THE EPICENTER OF BLACK CULTURE AND MCKINNEY AND DODIE HIGH, REALLY BEING THAT, THE CENTRAL PART OF THAT.

UH, AND YOU ALL HAVE A GREAT WEBSITE THAT TELLS THAT STORY.

THAT'S UNTOLD IN LOTS OF CITIES, AND WE WANT TO LEARN MORE ABOUT IT.

UM, THE NEXT THING WE LOOK AT AFTER SORT OF CULTURE AND HISTORY OF THE SITE IS THE, THE CLIMATE AND

REALLY UNDERSTANDING WHERE THE BREEZES ARE COMING FROM AT THE DIFFERENT TIMES OF YEAR, WHERE THE SUN IS SETTING, WHERE THE SUN IS RISING.

AND THAT ALLOWS US TO REALLY TUNE OUR BUILDINGS AND OUR ARCHITECTURE TO, TO CAPTURE THOSE BREEZES AND TO MAKE MORE OF THE BUILDING AND MORE OF THE AREAS AROUND THE BUILDING, COMFORTABLE FOR PEOPLE MORE TIMES OF THE YEAR.

WE REALLY WANT TO MAKE SURE THAT THE BUILDING IS, IS TUNED TO THOSE DIFFERENT, UH, SOLAR ORIENTATIONS.

UM, WE'RE STILL SIFTING THROUGH ALL OF THAT, BUT UNDERSTANDING THE THINGS THAT YOU ALL ARE EXCITED ABOUT, AND THESE WERE SOME OF THE EARLY RESPONSES THAT WE GOT, AND MANY OF THOSE HAD TO DO WITH THINGS LIKE RESPECTING MCKINNEY'S HISTORY, UM, LINCOLN'S TO HISTORY AND DOWNTOWN, UH, PLEASE STOP ERASING OUR HISTORY.

UH, AND SO I THINK ONE OF THE THINGS THAT YOU'LL SEE AS WE'RE REALLY TRYING TO FIGURE OUT HOW TO MAINTAIN, UM, BUILDINGS THAT ARE ON THE SITE AND REALLY TELL THE HISTORY OF MCKINNEY THROUGH THAT.

UH, ONE OF THE OTHER BIG PIECES HERE IS, UM, THIS QUESTION ABOUT INCLUDING A PUBLIC PARK OR PLAZA WITHIN THE CITY HALL COMPLEX.

AND AT THAT TIME, 97% OF THE RESPONDENTS THOUGHT REALLY POSITIVELY OF THAT.

SO YOU'LL SEE SOME OF THAT LATER ON.

UM, SO WE HAD A BIG MEETING WITH THE STEERING COMMITTEE AND SOME OTHER FOLKS FROM THE CITY ABOUT SIX OR EIGHT WEEKS AGO, AND HAD HAD A BIG KICKOFF, A FULL DAY MEETING, AND REALLY WALKED THROUGH WHAT WE ALL THOUGHT THIS, THIS DISTRICT SHOULD BE.

AND I WANT TO SPEND A LITTLE BIT OF TIME ON THESE WALKING THROUGH THEM, BECAUSE WHAT WE LIKE TO DO, UM, AT LAKE FLATO IS WE LIKE TO GO AND HAVE THESE BIG MEETINGS AND ALL AGREE ON THE BIG GOALS OF THE PROJECT AND REALLY RESIST THE TEMPTATION WE HAVE AS ARCHITECTS TO IMMEDIATELY GO GRAB OUR SKETCHBOOK AND START DESIGNING THIS BUILDING BEFORE WE HAVE THIS ROADMAP TOGETHER.

SO THE FIRST BIG THING HERE IS HAVING THIS BE MORE THAN JUST A CITY HALL AND BEING A DISTRICT.

AND I THINK THAT'S THE REASON WE'RE HERE TODAY IS, UM, THERE'S A WORLD IN WHICH THIS 13 ACRES COULD END UP BEING AN 800 FOOT LONG BUILDING AND 10 AND A HALF ACRES OF PARKING.

AND WE SEE A MUCH GREATER OPPORTUNITY HERE.

UH, SO REALLY MAKING THIS A MIXED USE, URBAN DESTINATION ROOTED IN THE SURROUNDED CULTURAL IDENTITY, HAVING IT BE THE CITY HALL, BEING AN ICON WITHIN THAT DISTRICT, UM, REMEDIATION THE LAND, UH, THE CURRENT LAND AND EXISTING BROWNFIELD, RIGHT? THAT SIDE HAS BEEN SORT OF AGRIBUSINESS INDUSTRIAL SITE OVER A HUNDRED YEARS.

IT ALSO DOESN'T HAVE VERY MANY TREES ON IT.

NOW WE DID A 28 ACRE MASTER PLAN AND IN SAN ANTONIO AT THE PEARL BREWERY, WHERE DURING THAT PROJECT OVER THE LAST DECADE, THEY'RE GOING OVER 1200 TREES PLANTED.

UH, AND SO REALLY THINKING THROUGH HOW WE CAN BRING SHADE BACK TO THIS, THIS PIECE OF PROPERTY, I'M THINKING THROUGH HOW WE CAN HAVE PUBLIC PROGRAMMING AND EVENTS AND FESTIVALS THAT COULD TAKE PLACE IN THE DISTRICT.

UM, HAVING COHERENT, TIMELESS, AND CREATIVE, MODERN ARCHITECTURE THAT CELEBRATES THE CHARACTER SURROUNDING COMMUNITY WHILE NOT MIMICKING IT.

UH, THE SECOND ONE IS REALLY ABOUT A DISTRICT DESIGN FOR PEOPLE.

WE WANT THIS TO BE A PEDESTRIAN ORIENTED PLACE, NOT A CAR ORIENTED PLACE.

AND SO YOU'LL SEE THAT LATER ON BY HAVING A REALLY MAKING IT REALLY WALKABLE AND DESIGN THE STREETS IN SUCH A WAY WHERE THEY REALLY ARE ALL ABOUT THE PEOPLE AND NOT THE CARS.

THE THIRD ONE, UH, IS HIGHLIGHTING MCKINNEY'S DIVERSE SPIRIT CULTURE.

UM, AND THAT'S SORT OF WHAT I WAS TALKING ABOUT EARLIER IS TRYING TO FIND WAYS THAT WE CAN SHOWCASE MCCUNE'S HISTORY.

AND I THINK IT'S REALLY IMPORTANT.

SOME OF THE OTHER CITY HALLS WE TOURED THERE, THEY WERE REALLY TRYING TO DO THIS, BUT IT WAS VERY, VERY LAYERED AND HARD TO UNDERSTAND.

SO FIGURING OUT A WAY WHERE WE CAN REALLY TELL THAT STORY.

I THINK A BUILDING THAT'S WELCOMING AND INCLUSIVE TO HALL, AND ONE THAT DOESN'T FEEL STUFFY AND INSTITUTIONAL.

I THINK THAT WILL BE REALLY IMPORTANT HERE.

UH, A LIVING CELEBRATION OF MCKINNEY'S ART HISTORY, MUSIC, LITERATURE TECHNOLOGY.

THAT'S A BIG ONE.

THAT'LL KEEP ME UP AT NIGHT, BUT THAT'S A GOOD ONE REFLECTIVE OF MCKINNEY'S DIVERSE, INNOVATIVE, AND WELCOMING SPIRIT, AND THEN FIGURING OUT HOW WE CAN AUTHENTICALLY PRESERVE SOME OF THE VALUABLE EXISTING STRUCTURES TO SHOW IN CASE THE SITE'S HISTORY AND NOT MERELY ERASE IT A FOUR.

WE REALLY WANT TO MAKE THIS BUILDING AND THIS DISTRICT SOMEHOW, PART OF YOUR, YOUR ROUTINE AND MCKINNEY, HAVING IT BE A FAMILY-FRIENDLY SPACE,

UM, THE FIFTH ONE IS CONNECTING TO SURROUNDING NEIGHBORHOODS AND COMMUNITY.

UH, SO LEVERAGING AND ADJOINING THOSE PROPERTIES IN IT, EMBRACING THE ADJACENT RESIDENTIAL CONNECTIONS AND NOT TURNING OUR BACKS ON THEM.

AND THE SIXTH ONE, WHICH IS ONE OF THE SUPER IMPORTANT ONES.

SO THERE WAS A STRONG EAST WEST CONNECTION THAT WE WANT TO BUILD UPON.

YOU COULD HAVE AN OUTDOOR LUNCH HAPPENING IS REALLY IMPORTANT.

AND THEN TOWARDS THE EVENING, YOU KNOW, AT DINNER HANGOUTS FESTIVALS, EVENTS THAT HAPPEN.

SO WE REALLY MAKE THIS A FULL DAY EXPERIENCES TO ACTIVATE THE SPACE AND THEN ZOOMING IN TO THE BLOCKS HERE.

AND THEN KIND OF MOVING TOWARD THE LIBRARY AREA, YOU KNOW, HAVING IT'S REALLY IMPORTANT TO HAVE DIFFERENT SIZES AND MIXES OF OPEN SPACES.

SO, YOU KNOW, GOING NORTH, YOU CAN HAVE AN OUTDOOR SPACE HERE WHEN THE LIBRARY SPILLS OUT, WE COULD HAVE ANOTHER FNB COMPONENT, BUT REALLY HAVING THESE PEDESTRIAN CONNECTIONS THAT ARE VIBRANT AND ACTIVE AND ALSO LANDSCAPE FLUSHED AND SAFE AND PESSARY ENVIRONMENTS REALLY IMPORTANT.

AND I'LL HAND IT ALL BACK OFF TO JOHN AND JONATHAN FOR ARCHITECTURE.

YEAH.

SO AGAIN, IT'S, WE'RE NOT TO ARCHITECTURE YET, BUT WE DID WANT TO START SORT OF SHOWING YOU SOME OF THE, THE INSPIRATIONS, UH, THAT WE'VE STARTED TO TAKE A LOOK AT.

UM, AND SO THINKING ABOUT HOW THE COUNCIL CHAMBERS COULD BE SOMETHING THAT IS MORE THAN JUST A COUNCIL CHAMBERS THAT'S USED, YOU KNOW, ONCE A MONTH FOR CITY COUNCIL MEETINGS.

AND SO THINKING ABOUT, IS THERE A WORLD IN WHICH WE, WE HAVE A COUNCIL CHAMBERS THAT ACTUALLY SPILLS OUT TO THE OUTDOORS? SO THIS IS THE OUTSIDE OF THAT BUILDING.

THIS IS THE INSIDE OF THAT BUILDING LOOKING OUT.

AND SO IS THERE A WAY FOR US TO MAKE SOMETHING MORE OF THE COUNCIL CHAMBERS SO THAT THEY COULD BE USED FOR COMMUNITY EVENTS COULD BE USED FOR CONCERTS? IT COULD BE USED FOR EVENTS JUST LIKE TODAY.

UH, JUSTIN COULD DO HIS POETRY READINGS THERE.

IT COULD REALLY BE LIKE A REALLY MIXED USE THING.

UM, ALSO THE ROOFS, UM, THE CITY HALL WILL BE THE SORT OF TALLEST BUILDING AND FIVE STORIES, UH, THAT WE'RE CURRENTLY SHOWING IN THE DISTRICT AND FIGURING OUT CLEVER WAYS WHERE WE CAN STEP THAT BUILDING BACK TO CREATE THESE, THESE OUTDOOR SPACES THAT ARE COMFORTABLE.

THEY'RE SHADED.

THIS IS ONE THAT WE DID AT THE AUSTIN CENTRAL LIBRARY.

THAT'S ACTUALLY SHADED BY PV PANELS THAT POWER THE BUILDING, AND IT'S A POLLINATOR BUTTERFLY GARDEN.

SO YOU GET BUTTERFLIES SIX STORIES UP, UH, UH, UNDERNEATH, UH, THE PV ARRAY, WHICH IS REALLY COOL.

UH, AND SO TRYING TO FIND WAYS WHERE WE CAN HAVE THESE, THESE GREAT MOMENTS, UH, AND BY STEPPING THE BUILDING BACK YOU'RE, YOU KNOW, AT EYE LEVEL UP THERE WITH THE SILOS, WHICH IS A REALLY UNIQUE OPPORTUNITY, AND YOU COULD GET REALLY GREAT VIEWS BACK TOWARDS THE CITY AS WELL, TRYING TO USE THE OLD ICE HOUSE OR ICE STORAGE BUILDING, MAYBE HAVING A ROOF DECK ON IT.

SO YOU HAVE THESE SORT OF MULTIPLE VIEWPOINTS ADVANTAGES DOWN TO THAT, UH, CIVIC PLAZA, UH, DOWN THERE.

UM, AND THEN, YOU KNOW, THIS IDEA I THINK IS REALLY POWERFUL.

THIS WAS ORIGINALLY GOING TO BE THE MUNICIPAL COURTS.

UM, AND I THINK THE WHOLE TEAM WAS REALLY EXCITED ABOUT THINKING BEYOND THAT TO SOMETHING THAT WAS MORE PUBLIC, UH, AND PUBLIC AND WOULD BRING MORE FAMILIES AND KIDS TO THE DISTRICT.

AND SO THIS IDEA OF THIS BEING ON THE TERMINUS OF HUNT STREET, UH, BEING A LIBRARY AND WE WERE THE ARCHITECTS ON THE HOSTEL CENTRAL LIBRARY, UH, AND THE OUTDOOR SPACES IN THAT LIBRARY ARE THE MOST POPULAR SPACES IN THE CITY.

UH, AND SO THIS IS THE CHILDREN'S OUTDOOR READING PORCH, THAT OVERLOOKS LADY BIRD LAKE, AND WE, WE TUNED THAT AND PUT IT ON THE SOUTHEAST OF THE BUILDING.

SO IT CAPTURES THESE BREEZES ALL YEAR ROUND, WHICH IS REALLY FUN.

AND SO COMING UP WITH THESE REALLY CREATIVE SPACES, UH, AND THEN, YOU KNOW, WE DON'T KNOW WHAT THE OFFICE SPACE IS GOING TO LOOK LIKE, BUT THOSE ARE LOWER SCALE BUILDINGS.

AGAIN, I THINK ALL OF THE BUILDINGS THAT WE'RE, WE'RE INTERESTED IN, UH, HALF BIG PORCHES HAVE THE CANOPIES, UM, HAVE SOME PERMEABILITY.

SO YOU'RE NOT HAVING, AS JUSTIN SAID TO SORT OF WALK AROUND AN 800 FOOT LONG BUILDING, YOU'RE ABLE TO WALK THROUGH THESE PEDESTRIAN ENVIRONMENTS THAT ARE SHADED AND COMFORTABLE.

UM, AND THEN THINKING THROUGH, YOU KNOW, THE FUTURE PHASE AND BASICALLY JUST THINKING THROUGH ANY RESIDENTIAL ON THE SITE, HAVING A MIXES OF SIZES AND SCALES AND TYPES, UM, AND THEN HAVING THE, THE, THE RESTAURANTS, ANY SORT OF RESTAURANTS AND RETAIL THAT ARE HAPPENING, HAVING THOSE BE THESE, THESE MORE QUIRKY, UH, THINGS THAT ARE HAPPENING, LIKE ON THE, ON THE SQUARE HERE ON THE NEW CIVIC PLAZA OR OVER HERE BY THE LIBRARY.

UH, AND SO THEY, THEY BECOME THESE GREAT RESTAURANTS WHERE MOST OF THE SPACES OUTDOORS, AND AGAIN, REALLY TRYING TO TUNE THESE SPACES SO THAT THEY'RE COMFORTABLE MORE TIMES A YEAR.

THIS IS JUST A QUICK COMPARISON SHOWING YOU THE SIZE OF THE PLAZA.

SO HERE IS, UH, THE COURTHOUSE, UH, THE CURRENT PERFORMING ART CENTER AT DOWNTOWN MCKINNEY.

THAT GIVES YOU A SENSE HERE'S SUNDANCE SQUARE AND FORT WORTH BEING A LITTLE BIT LARGER THAN WE'RE TALKING ABOUT.

AND THE PEARL BREWERY THAT WE WERE INVOLVED WITH IN SAN ANTONIO, JUST GIVING US A SENSE OF SCALE.

I THINK IT'S A, IT'S A GOOD SIZE.

AND THEN WE REALLY ABLE TO BE PROGRAMMED FOR LARGE EVENTS.

AND I THINK WE CAN ALSO FIND CREATIVE WAYS TO, TO BREAK DOWN THE SCALE WITH SOME NICE OUTDOOR ROOMS. UH, SO HERE'S SOME QUICK BEFORE AND AFTERS OF, AGAIN, THIS SORT OF DRAFT CARTOON MASSING STUDY, IT'S NOT ARCHITECTURE YET, BUT TRYING TO GET A SENSE OF WHAT THIS THING COULD FEEL LIKE.

AND THEN HERE, YOU CAN SEE THE EVENTUAL, YOU KNOW, THREE, FOUR STORY OFFICE BUILDINGS WITH THOSE LITTLE PEDESTRIAN PASEO CONNECTIONS JUSTIN WAS REFERRING TO, AND THE CITY HALL THAT SORT OF BRICK RED COLOR BEYOND.

UM, AND THEN HERE LOOKING AT LOUISIANA STREET TOWARDS THE FLOUR MILL, UM, AND THESE IN THE CORNER HERE SORT OF SHOW YOU WHERE WE'RE LOOKING.

UM, SO, YOU KNOW, FLOWER BELL TODAY, AND THEN SEEING ABOUT HOW, YOU KNOW, THE CITY HALL IS NOT SIGNIFICANTLY TALLER THAN THE CURRENT FLOUR MILL, BUT IT'S A LITTLE BIT TALLER, UH, AND SORT OF SHOWING HOW IT'S THE TALLEST BUILDING IN THE NEW DISTRICT.

AND THEN EVERYTHING SORT OF STEPS DOWN AROUND IT, LOOKING DOWN, UH, MAIN STREET NOW AND MAIN STREET IN THE FUTURE.

UH, AND AGAIN, THIS IDEA OF THIS LARGE CIVIC PLAZA AND THESE OUTDOOR SPACES THAT ARE HELPING TO REALLY ACTIVATE IT.

UM, AND AGAIN, WHAT I TALKED ABOUT EARLIER ABOUT THERE'S CURRENTLY VERY LITTLE SIDEWALKS.

THERE'S CURRENTLY VERY LITTLE TREES.

I THINK THERE'S A LOT WE CAN DO THERE.

UM, AND THEN LOOKING DOWN, UH, MAIN STREET AND HUNT.

SO THIS IDEA OF THE, THE LIBRARY COMPLEX ALONG MAIN STREET, AND THEN AS JUSTIN SAID, THESE LITTLE SORT OF POCKET PARKS THAT COME OFF OF MAIN STREET ARE REALLY IMPORTANT.

AND THEN LOOKING DOWN THE HUNT STREET TODAY, AND THIS IDEA OF THE FUTURE HUNT STREET, WHERE THE LIBRARY REALLY BECOMES THIS AGAIN IN THE CIVIC DISTRICT, THE LIBRARY IS A CIVIC TERMINUS ON HUNT STREET.

UM, AS I MENTIONED EARLIER, WE THINK A LOT ABOUT CLIMATE.

AND SO WE'VE ALREADY STARTED SOME OF THAT STUDY.

AGAIN, THIS ISN'T ARCHITECTURE YET, IT'S JUST EARLY MASSING, BUT STARTING TO THINK THROUGH HOW THESE, THESE BUILDINGS, PARTICULARLY THE MUNICIPAL PLAZA THAT WERE FIRST FOCUSED ON REALLY, UM, HOW THE ORIENTATIONS WORK FOR SHADE TO MAKE THIS PLACE MORE COMFORTABLE.

SO WE HAVE THIS NICE LONG L HERE, UH, THAT'S ON THE WEST THAT REALLY HELPS US IN THE SUMMER HERE WHEN THE SUN IS AT ITS HIGHEST, UM, TO REALLY START TO GIVE YOU YOU SHADE IN THAT, IN THAT COURTYARD AND THEN WIND, UH, WIND IN NORTH TEXAS IS, IS REAL.

IT'S VERY WINDY HERE.

UH, AND SO WE DO HAVE A PROGRAM IN THE OFFICE WHERE WE CAN START, UH, RUNNING, UH, SORT OF WIND STUDIES SO THAT WE DON'T ACCIDENTALLY GIVE YOU AS SOME CRAZY TORNADO AS PART OF YOUR CIVIC PLAZA AS AN UNINTENDED CONSEQUENCE.

AND ONE OF THE THINGS WE ARE TALKING ABOUT DOING, UM, IS, YOU KNOW, PERHAPS THE, THE CITY HALL HERE ACTUALLY HAS A BIG BREEZEWAY IN IT, SO THAT AS YOU MOVE THROUGH THE DISTRICT AND DOWN BY THE LIBRARY, YOU CAN ACTUALLY WALK THROUGH A BIG ONE OR TWO STORY, TALL, LARGE BREEZEWAY, UH, THROUGH THIS BUILDING AND INTO THE CIVIC PLAZA.

AND SO WE'LL NEED TO STUDY THE WIND ON THAT.

UH, AND AS JUSTIN MENTIONED THAT THE PHASING HERE IS REALLY IMPORTANT.

SO HERE IS THE FIRST PHASE.

AND SO, YOU KNOW, WE'VE BEEN CONTRACTED TO DO THIS SORT OF INITIAL MASTER PLAN CONCEPT.

AND THEN WE ARE DIVING INTO, UH, THE CITY HALL HERE AND THE CITY HALL WILL BE, YOU KNOW, THIS SPACE HERE, AND IT WON'T NECESSARILY LOOK LIKE A, YOU KNOW, BRICK RED L WHEN WE'RE ALL SAID AND DONE, HOPEFULLY.

UM, AND THEN THE CIVIC PLAZA, THIS LITTLE FOOD AND BEVERAGE THING, AND HOPEFULLY THESE STREET IMPROVEMENTS SO THAT WE HAVE SOME SAFE MINISTRY AND ACCESS OVER HERE.

AND THEN AT SOME POINT IN THE FUTURE, THE IDEA IS THAT THEN WE WOULD BUILD A GARAGE FOR CITY HALL HERE, AND A FEW NOTES ON THE GARAGE.

WE'RE PUSHING IT BACK AGAINST THE RAILROAD TRACKS, AS JUSTIN SAID, YOU KNOW, WE'VE ALREADY GOT GARAGES ALONG THE RAILROAD TRACKS ON THE OTHER SIDE.

UM, AND IT SEEMS LIKE THERE'S NEVER A GOOD SPOT TO PUT A GARAGE, BUT IT SEEMS LIKE THE BEST SPOT TO PUT A GARAGE.

UH, AND THAT'S HARD TO SEE FROM WHERE YOU ALL ARE, BUT THE IDEA HERE IS TO HOPEFULLY HAVE THAT GARAGE DO MORE THAN JUST PARKED CARS.

SO WE'RE SHOWING A SOLAR ARRAY ON THE TOP OF IT.

SO HOPEFULLY IT CAN PUT SOME ENERGY BACK INTO THE DISTRICT, UM, AND THEN THINKING ABOUT WAYS, AND WE'VE DONE THIS ON OTHER GARAGES WHERE WE ACTUALLY PLANT VINES ALL THE WAY AROUND IT, AND IT SORT OF BECOMES THIS BIG FUZZY CHIA PET, AND DOESN'T REALLY LOOK LIKE A GARAGE ANYMORE.

UH, THEN MOVING ON TO THE PHASE ONE C THAT WOULD BASICALLY FINISH OUT THIS CORNER HERE AND REALLY ROUND OUT THE MUNICIPAL PLAZA WITH THESE, THESE TWO OFFICE RETAIL BUILDINGS AND THIS POTENTIAL, UH, LIVE WORK AND RETAIL BUILDING HERE ON THE SIDE OF HUNTER STREET.

AND THEN EVENTUALLY, UH, PERHAPS IN PHASE TWO AND A FUTURE BOND INITIATIVE, A LIBRARY ON THE DISTRICT, UH, WITH SOME SORT OF OTHER, UH, RESTAURANT RETAIL CAFE
