[CALL TO ORDER]
[00:00:04]
AFTERNOON TODAY IS TUESDAY, APRIL THE 20TH YEAR 2021. IT IS FOUR O'CLOCK IN THE AFTERNOON.
WE'RE IN COUNCIL CHAMBERS AT 2 22 NORTH TENNESSEE STREET IN THE GREAT CITY MCKINNEY, TEXAS.
AND ARE. FIRST ORDER OF BUSINESS IS PUBLIC COMMENTS ON AGENDA ITEMS AND I DO NOT SHOW ANY. SO WE WILL MOVE ON TO DISCUSS A REGULAR MEETING AGENDA ITEMS IF THERE IS
[DISCUSS REGULAR MEETING AGENDA ITEMS for the City Council Regular Meeting to be held Tuesday, April 20, 2021 at 6:00p.m. ]
ANYBODY. IT HAS A NIGHT AMOUNT OF REGULAR GENDER YOU LIKE TO DISCUSS WITH STAFF. SEEN NONE.[Light Up Louisiana Project Update]
MOVE ON TO A WORK SESSION ITEMS 21 0331 LIGHT UP LOUISIANA PROJECT UPDATE. NICK. INCUBATOR FOOL WHERE A COUNCIL THEY COULD TELL YOU. ENGINEERING SEE HAPPY MANAGER HERE THIS AFTERNOON TO PROVIDE A BRIEF UPDATE ON THE CONSTRUCTION GOING ON OVER WINDOW HERE, LOUISIANA. SO JUST A QUICK OVERVIEW OF THE PROJECT ITSELF. THE PROJECT CONSISTS OF A FULL RECONSTRUCTION OF THE LOUISIANA RIGHT AWAY BUILDING FACE TO BUILDING FACE KIND OF YOU CONCEALED YOUR SCREEN THERE. PHASE ONE WAS BETWEEN CHURCH AND KENTUCKY. THAT WAS COMPLETED LAST FALL. AND WE ARE UNDER WELL, WE'RE WELL UNDERWAY FOR PHASE TWO BETWEEN TENNESSEE HIGHWAY FIVE. IF YOU RECALL THE PROJECT WAS AWARDED TO ACCESS CONTRACTING IN MAY HAVE 2020 DOING MY RESEARCH IS JUST A WEEK AFTER COLIN COUNTIES EXECUTIVE ORDER FOR A. PUBLIC HEALTH HEALTH EMERGENCY AS THERE WAS A LOT OF BACK AND FORTH ON WHETHER THAT WE MOVE FORWARD WITH THE PROJECT.ULTIMATELY WE DECIDE TO MOVE FORWARD AND WE HAVE A WONDERFUL CONTRACTOR THAT. ZONE. JUST OUTSTANDING JOB FOR US. I DO, HOWEVER, HAVE SOME PICTURES TO KIND OF PAINT A PICTURE OF WHAT THIS CONSTRUCTION LOOKS LIKE. S 02 PHASES AGAIN. PHOTO THERE SHOWS THE FLIP THE SWITCH OF IT THAT WE HAD POSSIBLE OCTOBER. SO PHASE TWO. WE ISSUED A NOSE TO PROCEED, WHICH IS BASICALLY GIVING THE CONTRACTOR THE OKAY TO START CONSTRUCTION ON PHASE TWO ON JANUARY 4TH AND THIS IS THE SECTION FROM TENNESSEE HIGHWAY FIVE. THEY'RE EXPECTING SUBSTANTIAL COMPLETION IN JUNE.
SO RIGHT NOW PUT THE CONTRACT THE PROJECT SHOULD BE SUBSTANTIALLY COMPLETE. JUNE 25TH. FOR OUR CONTRACTOR. THEY FEEL LIKE THEY'RE OPTIMISTIC THAT THEY CAN BEAT THAT. BUT WE SHALL WAIT AND SEE. THE CONTRACT DOES HAVE AN INCENTIVE BONUS FOR EARLY COMPLETION THAT WOULD ALLOW FOR 20 DAYS OR $60,000. PER DAY, DEPENDING ON THE EARLY COMPLETION. THIS PHOTO WAS TAKEN BACK IN FEBRUARY. KIND OF LOOKING. AND WEST TOWARDS THE PROJECT FROM HIGHWAY FIVE. SO THIS GRAPHIC KIND OF SHOWS HOW WE'VE BROKEN UP PHASE TWO OF THE PROJECT SO DIFFERENT FROM PHASE ONE. PHASE TWO IS ABOUT 60% LONGER. SO WHAT THAT MEANS IS THAT WE HAD TO SPLIT THE PROJECT UP INTO FOUR QUADRANTS TO REDUCED IMPACTS THE BUSINESSES ON STILL KEEP TRAFFIC FLOWING EYES BEST POSSIBLE FOR CONSTRUCTION. UM. WHAT YOU'RE SEEING THERE ON THE SCHEDULE IS KIND OF THE SCHEDULE FOR EACH SUB PHASE. WE STARTED OUT. I'VE GOT THE NEXT FLIGHT TO KIND OF SHOWS AND GRAPHICS WITH EACH OF THESE FACES TODAY. BUT ESSENTIALLY THE WATERLINE. CONSTRUCTION WAS COMPLETED EARLY ON THERE, WORKING ON STEPS ONE A AND ONE B. CURRENTLY THERE'S SUPPOSED TO BE COMPLETED BY THE END OF THIS MONTH. THEN YOU'VE GOT STEPPED AWAY AND TO BE, WHICH IS THE SOUTHERN SIDE OF LOUISIANA. WE'LL START DOING DEMOLITION THERE EARLY NEXT MONTH. ONE THING TO NOTE IS THAT THE PHASING WAS SLIGHTLY MODIFIED LAST MONTH TO EXPEDITE THE OVERALL SCHEDULE. IF YOU RECALL WE HAD SOME QUITE A FEW RAIN DAYS. WE HAD THAT WINTER STORM IN FEBRUARY. THIS WAS THROUGH DISCUSSION WITH A CONTRACTOR JUST BASED ON THERE WERE RESOURCE IS AND WORK PLANS, SO WE KINDA DEVISED A SIMILAR PLANETS STILL FOUR QUADRANTS, BUT. WORKING IN MORE OF A LINEAR FASHION IS THE POSED TO SWITCHING TRAFFIC BACK AND FORTH BETWEEN THE FACES. S SO THIS IS KIND OF JUST THE VISUAL. PROGRESS OF THE PROJECT TO DATE. YOU SEE THERE ON THE FAR LEFT IN JANUARY AND FEBRUARY WAS THE WATERLINE CONSTRUCTION. YOU CAN SEE THAT UTILIZE SOME OF THE EXISTING ON STREET PARKING TO STAGE SOME OF THE MATERIALS. THE BOTTOM LEFT PICTURE. YOU CAN SEE THE BLACK ASPHALT TRENCH FOR THE GUN AND PUT SOME TEMPORARY PAVING THERE. AND THEN SWITCHING OVER TO THE MIDDLE COLUMN OF PICTURES ON THE NORTH SIDE. YOU CAN SEE THAT BLACK ASS HOLE TRENCH LINE THERE. THEY GOT THE TRAFFIC BACK ON THAT SIDE OF THE ROADWAY THAN THEY STARTED DEMO. ON THE NORTH SIDE. ON THE BOTTOM CENTER PICTURE. YOU CAN SEE THE DEMOLITION STILL OCCURRING THERE ON THE NORTH SIDE OF LOUISIANA. YOU CAN SEE THE PEDESTRIAN ACCESS HAS
[00:05:02]
MAINTAINED THE BUSINESSES. DO YOU EVER WANT TO POINT OUT? THIS PICTURE SHOWS THE TIME FRAME WHEN THEY WERE WORKING ON JOHNSON STREET, SO THERE WASN'T THE BEST PEDESTRIAN ACCESS.ACROSS JOHNSON STREET DURING THIS TIME, SO ONE OF THE THINGS THAT WE'VE WORKED WITH CONTRACTOR IN THE BUSINESS IS ON IS HOW CAN WE MINIMIZE THOSE TIME FRAMES WHERE THE PESTERING ACCESS ISN'T AS EFFICIENT AS IT IS, YOU KNOW, BEFORE CONSTRUCTION STARTED. ON THE RIGHT SIDE OF THE SLIDE THERE. YOU CAN SEE JUST THE HOW SUBSTANTIAL SUM OF THE EXCAVATION THEY'RE DOING. THEY'RE PUTTING IN STORM DRAIN THERE AND THAT PICTURE YOU CAN SEE SOME PAVING WORK. ALSO IN THAT PICTURE OCCURRING AND THEN ON THE BOTTOM, RIGHT PICTURE.
THIS IS GOING TO GIVE YOU YOUR BEARINGS. THAT'S THE SIDE OF THE KILT SO YOU CAN SEE THE NEW LOADING AREAS PAVED WITH SOME PAPERS. THE PESTER ACCESS IS STILL IN PLACE. BUT AGAIN IT IS A CONSTRUCTION PROJECT, SO IT'S THINGS ALWAYS GET WORSE BEFORE THEY GET BETTER. STREET PAVING HAS BEEN COMPLETED FOR THE NORTH HALF OF THE ROADWAY AS OF LAST WEEK. SIDEWALK HAS BEEN COMPLETED ON THE NORTH SIDE BETWEEN CHESTNUT ON HIGHWAY FIVE OUT THERE TODAY. THEY'RE WORKING ON THE SIDEWALK BETWEEN JOHNSON AND CHESTNUT. THEY EXPECT COMPLETE THAT SIDEWALK THIS WEEK AND THEN WE'LL MOVE ON TO THE SECTION BETWEEN TENNESSEE AND JOHNSON. SO JUST SOME UPCOMING POINTERS AND JUST TO REITERATE SOME OF THE SIMILAR CONSTRUCTION PHASING AGAIN, THE NORTH SIDE WALK WILL CONTINUE THROUGH THE END OF THE THIRD MONTH, SO. THEY ACCOMPLISHED THAT IS THEY COORDINATE WITH THE BUSINESS OWNERS. THEY WILL PROVIDE A TEMPORARY BOARDWALK ACCESS TO THE BUSINESS. I WAS JUST OUT THERE THIS AFTERNOON AND THEY WERE PUTTING DOWN SOME STEEL IN FRONT OF ONE OF THE BUSINESSES. FOR THE FOR THE SIDEWALK, AND THEY HAD THE BOARDWALK PULLED. WALKED BY 10 MINUTES LATER ON THAT BOARDWALK IS IN PLACE, SO THEY'RE BEING VERY ACCOMMODATING TO THE BUSINESSES TRYING TO WORK AROUND THEIR HOURS IN FRONT OF THE BUSINESSES ON ESSENTIALLY AS THEY'RE WORKING ON THE SIDEWALKS OF JASON TO THE BUSINESSES, THE PISTOL IN TRAFFIC IS ON THE NEW ST. THEN, ONCE THE PEDESTRIAN ACCESS IS BUILT, IT'S OBVIOUSLY ON THAT ON THE SIDEWALK. SO THAT THE SAME TYPICAL PHASING IS GOING TO COVER FOR THE SOUTH SIDE OF THE ROADWAY. THEY'LL DO THE DEMOLITION, SOME UTILITY WORK. STREET, PAVING AND THEN FOLD BY THE SIDEWALK, PAVING. UM AS ALWAYS LOSING THE STREET WILL MAINTAIN ONE LANE OF TRAFFIC EXCEPT FOR SHORT DURATIONS FOR CONCRETE PORES AND OFFLOADING OF MATERIALS. WE ARE COORDINATING ON THE UPCOMING TEXAS MUSIC REVOLUTION, JUNE 4TH AND FIFTH. DON'T ANTICIPATE A SIGNIFICANT OF IMPACTS AS THE EARTH AND BLUM'S FESTIVAL, BUT WE WILL BE WORKING TO MINIMIZE ANY DISRUPTIONS FOR THE FESTIVAL. HAD A VERY SIMILAR SLIDE LATE LAST YEAR ON SOME OF THE SUCCESS STRATEGIES. ALL OF THESE ARE SIMILAR, SO MEMORABLE, BIT DIFFERENT, BI WEEKLY COFFEE WITH THE CONTRACTOR. THIS IS A MEETING THAT WE HOLD OUT IN THE FIELD EVERY TWO WEEKS. WITH ANY ROSENTHAL ON HER TEAM'S THERE FROM MAIN STREET, FACILITATING THOSE MEETINGS, THE CONTRACTORS THERE TO GIVE AN UPDATE ON PROGRESS. WHAT'S BEEN COMPLETED? WHAT'S COMING UP OVER THE NEXT. WEEKS AND IT ALSO GIVES BUSINESSES A OPPORTUNITY TO ASK QUESTIONS AND ADDRESS ANY ISSUES THAT ARE OUT THERE. YOU'LL SEE A PEDESTRIAN ACCESS ACCOMMODATIONS. OBVIOUSLY YOU KNOW, THERE'S TIMES WHERE DUE TO SAFETY CONSTRAINTS OR WORK AREAS, WE JUST CAN'T HAVE PEDESTRIANS CROSSING CERTAIN AREAS SO. ACCESS HAS DONE A FABULOUS JOB BEING SOMEWHAT PROACTIVE AND REACTIVE AT THE SAME TIME TO ADDRESS SOME OF THE CONCERNS THAT HAVE COME UP.
CAN YOU CONTINUE TO DO SO THROUGHOUT CONSTRUCTION? OBVIOUSLY COORDINATING WITH AMY AND HER TEAM ON THE ARSON. BLUM'S FESTIVAL. THAT WAS APRIL NIGHT THROUGH 11TH. YOU CAN SEE SOME OF THE FENCING AND LIGHTING THAT WAS PUT UP. THE PEDESTRIAN ACCESS WAS MAINTAINED ON THE NORTH SIDE OF THE ROADWAY, SO I THINK THAT WAS A HUGE SUCCESS COUPON.
THERE WAS ANOTHER FABULOUS IDEA FROM AMY'S TEAM. IT WAS A $5 CONSTRUCTION COUPON THAT GOT PRINTED IN THE MARCH AND APRIL EDITION OF COMMUNITY IMPACT. SO YOU COULD. GET THE COUPON OUT OF THE COMMUNITY IMPACT AND TAKE IT TO ANY OF THE BUSINESSES ALONG THE CONSTRUCTION PROJECT AND REDEEM IT FOR $5 OFF. ON THEN, OBVIOUSLY ENHANCED WAY FINDING YOU KNOW, ONE OF THE EARLY ON CONCERNS WAS GETTING FOLKS TO THE PARKING AREAS AND PARKING GARAGES, SO ADDITIONAL SIGNINGS BEEN PLACED AMY AND HER TEAM OF. WORK TO GET SOME OF THE BUSINESSES AND BONERS TOE KIND OF REINFORCE THAT THEY'RE OPEN FOR BUSINESS. ALL THESE THINGS KIND OF WORKING IN CONJUNCTION ARE HELPING TO MAKE THE PROJECT A LOT MORE SUCCESSFUL. WANTED TO JUST ALSO REITERATE MCKINNEY, TEXAS DOT ORG'S FOUR SLASH LOUISIANA IS THE KIND OF THE HOUSING ONLINE PORTAL FOR CONSTRUCTION UPDATES ON THE PROJECT. IT'S ALWAYS ENCOURAGE
[00:10:04]
FOLKS TO CHECK THAT OUT. AND THEN I WOULD, UM. ALSO LIKE TO JUST MENTION WHAT'S GOING ON FURTHER EAST. SO, UM, WHAT YOU'RE LOOKING AT HERE IS A KIND OF A RENDERING OF A FUTURE ROUNDABOUT THAT'S UNDER DESIGNED FOR LOUISIANA STREET, EAST OF HIGHWAY FIVE. WAY HAVE A PROJECT THAT'S BEEN UNDER DESIGNED SINCE LAST OCTOBER THAT WILL HAVE SIMILAR TOXIC IMPROVEMENTS, AS ARE UNDER CONSTRUCTION CURRENTLY. THAT PROJECT IS EXPECTED TO BE UNDER CONSTRUCTION, OPTIMISTICALLY AT THE END OF THIS YEAR, BUT EARLY NEXT YEAR. WITH ABOUT A YEAR DURATION, SO EXCITED TO COME TO COUNSEL AND TALK ABOUT THIS PROJECT, BUT MORE IN THE FUTURE. AND THAT IS MY UPDATE. I'M HAPPY TO ANSWER ANY QUESTIONS. I'VE GOT AMY HERE IN OUR PROJECT MANAGER AS WELL. NOTHING THAT'S SO ABOUT THIS EXCEPT YOUR LAST COMMENT ABOUT THE ROUNDABOUT BEING INSTALLED, HENLEY ROUNDABOUT, SO WE GOT INSTALLED. YOU KNOW, CITYWIDE CITYWIDE. GOSH COMING AFTER. DON'T WORRY ABOUT THE AUDIENCE HERE. NOW I KNOW WE GO THE AUDIENCE YOU WE DO NOT HAVE ANY MULTILANE AROUND ABOUT WHERE YOU'VE GOT MORE THAN ONE LANE CIRCULATING. SO WE HAVE FOR THOSE UNDER DESIGN RIGHT NOW. ONE WILL BE UNDER CONSTRUCTION LATER THIS YEAR, WITH THREE MORE COMING UP NEXT YEAR AS WELL. SO THROUGH LEAST THREE OR FOUR, I THINK SOMETHING PRETTY EXCITED. HAVE A QUESTION. SO ARE YOU SAYING THAT THE SIDEWALK IS COMPLETED ALONG ALL THE BUSINESSES ON THE NORTH SIDE? KNOWS THE SIDEWALK IS UNDERCUT IS COMPLETED BETWEEN CHESTNUT ON HIGHWAY FIVE ON THE NORTH SIDE. THEY'RE CURRENTLY WORKING ON THE SIDEWALK ON THE NORTH SIDE BETWEEN CHESTNUT AND TENNESSEE. THAT'LL BE COMPLETED THIS MONTH. SIDEWALK IS ONE OF THE LAST THINGS THEY CAN DO BECAUSE THEY HAVE TO GET THAT JUST RUNS ONTO THE NEW PAVEMENT THAT THEY POURED. JUST BECAUSE BECAUSE BECAUSE I WAS SEEING IT AND I WAS APPROACHED WITH BY A BUSINESS OWNER. IT JUST SAYS YOU KNOW THEIR BUSINESSES. YOU KNOW, FOR A COUPLE OF DAYS DIDN'T HAVE ANYBODY TO COME BECAUSE THERE IT'S JUST DIRT BETWEEN HIM AND THE ROAD. AND I JUST. WHICH IS DISAPPOINTING THAT THE FACT THAT WE COULDN'T MAKE IT A LITTLE BIT EASIER TO GET TO THESE BUSINESSES. EVEN WITH THE CONSTRUCTION. I KNOW IT'S DIFFICULT BUT WAY MANAGED TO KIND OF DO THAT UP. ON THE ON THE WEST SIDE. ROSSI S SO THE PROCESS IS EXACTLY SHOULD BE EXACTLY THE SAME IS PHASE ONE. SO ANY IMPACTS TO THE BUSINESSES ARE COORDINATED WITH THE BUSINESSES OF SOME BUSINESSES THAT SAY, HEY, MY STORY'S GONNA BE CLOSED FOR THIS WEEK, SO THE CONTRACTOR TRIES TO FIT IN THE WORK THE WEEK THAT THEY'RE OUT. UM, YOU KNOW, FOR EXAMPLE, AND I THINK DOUG AND LINDA'S THEY'RE CLOSED FOR THE SEASON. THAT MAKES A LOT EASIER FOR THEM TO WORK IN THAT AREA, RIGHT. THERE'S OTHER BUSINESSES THAT MAYBE THEY'RE OURS OR DIFFERENT ON MONDAY OR TUESDAY, SO THEY TRY TO WORK IN THE BEST HOURS TOE. MINIMIZED IMPACTS, OBVIOUSLY NOT SAYING THAT THERE IS NO IMPACTS, BUT YOU KNOW, THE. PHYSICAL PROCESS OF RECONSTRUCTING THE ENTRANCE TO THE BUILDING. NO. THERE'S GOING TO BE. YOU KNOW A DAY THAT THEY HAVE TO POUR THE CONCRETE BUT TYPICALLY WITHIN, YOU KNOW, A FEW HOURS THEY CAN. CONCRETE SECURED ENOUGH. THEY CAN GET A BOARDWALK ON TOP TO GET THE ACCESS BACK. THE BUSINESS SO. OBVIOUSLY THAT'S THE INTENT OF THE BI BI WEEKLY UPDATES IS SOME OF THOSE CONCERNS COME UP OR FORCING SOMETHING IN OUT IN THE FIELD THAT WE CAN. KIND OF BE PROACTIVE AND MAKE SURE THAT WE'RE GIVING THEM THE ACCESS THAT THAT WE CAN PROVIDE SAFE. SO DID WE. A ZOO COUNCIL. IT DID WE OF. THINK THAT WE COULD PROVIDE SOME FUNDS FOR BUSINESSES TO. I THOUGHT WE DECIDED THAT THAT WHAT WERE WHAT WAS THE DECISION REALLY ON THAT WE'RE PAYING FOR ALL THE WORKING THE VALET PARKING I KNOW. WAS ONE OF THE THINGS. WAY JUST NOT COME. WE DON'T HAVE ANY WAY TO COMPENSATE A BUSINESS OWNER WHO. DOESN'T HAVE PEOPLE SHOW UP FOR HIS BUSINESS FOR THREE OR FOUR DAYS BECAUSE OF THE HORRIBLE CONSTRUCTION. NOT SET ASIDE FUNDS OR ABILITY TO DO SOMETHING LIKE THAT. BUT THAT DOESN'T MEAN WE COULDN'T HAVE THAT DISCUSSION, RIGHT? I MEAN, I THINK THAT THERE'S SOME. VALUE TO THAT. I MEAN, BECAUSE SOME BUSINESSES ESPECIALLY THERE ON THAT. YOUR SIDE OF WE'D WANT TO KNOW WHO THE BUSINESSES ARE. OBVIOUSLY THE HELPFUL TO KNOW UM. WE'RE HEARING IT FROM BECAUSE I KNOW OUR STAFF HAS BEEN. OUT THERE REGULARLY DAILY AND SITTING RIGHT THERE. THAT WOULD SPEAK ON IT. YEAH. I MEAN, LIKE,[00:15:02]
FIRST OF ALL, JIM AGAIN WITH THAT. OKAY GO AHEAD AND COME UP TO THE PODIUM. JUST IT'S UNUSUAL, BUT LET'S LET'S DEFINITELY HEAR YOU. NO NO, NO, NO, IT'S THAT'S FIRST OF ALL THE CITY, THE PLANNERS AND ALL THAT MAX IS THERE HAVE BEEN COOPERATIVE, BUT THEY CAN BE SO THIS IS NOT A COMPLAINT AGAINST ANYBODY. BUT IT HAS. DEFINITELY IMPACTED OUR BUSINESS ON MY BUSINESS. I DON'T SPEAK TO MY BUSINESS. I TALKED MY NEIGHBORS. THEY'RE ALL BEING IMPACTED, BUT THERE'S BEEN WITH, ESPECIALLY WITH THE CONSTRUCTION GOING ON AT FOUR DAYS. LAST WEEK, RED ZERO CUSTOMERS. WHICH IS YOUR BUSINESS TEXAS MONKEY BUSINESS.I'M UNDER 200 BLOCK OF HE'S LOUISIANA STREET. IF YOU AND THEY'RE TRYING, AND THEY SAY THERE'S ACCESS GOING DOWN, BUT IF YOU LOOKED JUST TODAY I'M USING EXAMPLE. WHERE THE ACCESS SHOULD BE THEIRS. VOTERS AND YOU CAN'T GET THERE. THEY'RE WORKING AND AGAIN. I'M NOT.
THEY'RE DOING A GREAT JOB. THEY'RE BEING AS COOPERATIVE AS THEY CAN BE. THE CITY'S BEEN SUPPORTIVE, SO I MAY NOT HAVE NOTHING TO COMPLAIN ABOUT FROM THAT NOTE OF IT. WITH THE PRODUCT. THE BOTTOM LINE IS, IT'S STILL IMPACTING OUR BUSINESS IS IMMENSELY. FEBRUARY UNIFY TAKE OUT THE THREE DAYS OF COLD WEATHER WHEN THE TRUCKS STARTED ON OUR BLOCK WAS DOWN 50. IT WASN'T FOR EVENTS LIKE THE WALKS AND THE HEARTS AND BLOOM. WHICH WE WERE KIND OF WHICH CITY AGAIN DID A GREAT JOB. I'D BE DOWN EVEN MORE THAN THAT GOING THROUGH. SO THANK YOU ALL FOR THAT. I DO APPRECIATE THAT. AGAIN THE CITY'S BEEN COOPERATIVE ACTUALLY BEEN COOPERATIVE, BUT THE BOTTOM LINE IS I'M LOSING MONEY. DAILY. AND WHEN I CAME TO YOUR LAST APRIL DOOR IN AND ASK IF WE CAN. THE DECISION WAS. MADE BY THE COUNCIL THAT NO.
BUT YOU ALSO SAID AT THE TIME. THAT WE COULD POSSIBLY LOOK AT FUNDING USING TEARS THAT MR MAYOR, THAT'S FROM YOU. UM IF THEY DON'T HIT THERE. BONUS THAT POSSIBLY COULD USE BONUS MONEY THAT HELPED THE STORES. WE'RE GOING TO NEED HELP, BECAUSE WE'RE ONLY EXPERIENCED ONE BLOCK. I TOLD HITS THE REST OF THE NORTH SIDE OF IN THE SOUTH SIDE. THANK YOU FOR THANK YOU FOR SHARING THAT. I'LL MAKE A COMMENT. ACTUALLY HAD DINNER AT A NEW RESTAURANT THAT OPENED ON THE SOUTH SIDE AND SOUTH SIDES TOTALLY TORN UP, AND I WAS VISITING WITH MANAGER THERE.
I THINK IT WAS EARLY IN THE WEEK AND THERE WAS VERY FEW PEOPLE IN THERE, AND I MADE A COMMENT TO THEM ABOUT. SURVIVING THE STREET RECONSTRUCTION AND THEY WERE NOT WORRIED ABOUT IT ONCE SO EVER, THEY SAID THAT THEY HAVE HAD PLENTY OF BUSINESS IN THEIR PLACE AND SO. I WAS PLEASED TO HEAR THAT FROM ONE OF THE MERCHANTS DOWN THEIR COURSE IS PROBABLY A DIFFERENT BUSINESS. FROM WHAT YOU'RE OPERATING. YES. I'M NOT SUPPOSED TO GET IN A CONVERSATION WITH YOU, SO IT'S MY FAULT, BUT. ENJOYED THE DINNER, AND THOSE FOLKS SING LIKE THAT THEY MOST HAPPY TO BE DOING BUSINESS AND MCKINNEY AND IT DID NOT BOTHER THEM AT ALL THAT IT WAS UNDER CONSTRUCTION. THERE FIRST SEVERAL MONTHS OF OPERATION. I WAS. CERTAINLY PLEASE HEAR THAT AND I THINK THAT'S REFLECTION ON YOUR CONTRACTORS AND TRYING TO KEEP IT OPEN FOR HIM. A POSITIVE NOTE. THANK YOU. YEAH, I THINK THAT'S. EXPENSE WAS A LOT OF THE. THE RESTAURANTS, BUT I THINK BUSINESS IS SOME BUSINESSES JUST REPLY. RELY ON JUST WALKED PEOPLE JUST WALKING BY AND LIKE, OH, WHAT IS THAT IN THERE AND THEN GO IN THERE, AND THAT'S WHAT THEY'RE NOT GETTING AT THIS POINT, SO IT'S A WHOLE DIFFERENT. ANY INFORMATION ON OTHER THAN EVEN THE CONSTRUCTION COUPON. HOW SUCCESSFUL THAT WAS SURE. UM SO AMY ROSENTHAL MCKINNEY MAIN STREET CAN BE PERFORMING ARTS CENTER AND THANKS TO HIM FOR BEING HERE THAT. NOT. THIS IS NOT AN EASY SITUATION TO BE IN AND WE APPRECIATE YOUR INPUT VERY MUCH, UM. SO THAT THE CONSTRUCTION COUPON AGAIN. WE'RE REALLY TRYING TO BE CREATIVE IN ANY TYPE OF PROGRAMS THAT MIGHT GET SOMEBODY IN THE DOOR WE HAD ABOUT 100 TRANSACTIONS THERE WERE ABOUT $500 IN TERMS OF COUPONS, BUT THAT'S 100 TRANSACTIONS. UM YOU KNOW, MAYBE THERE'S THE OPPORTUNITY TO DOOM OR, UH, OUTSIDE THE BOX TYPES OF THINGS, BUT IT'S A GREAT POINT THAT MAYOR PRO TEM BRINGS UP. YOU KNOW THESE BUSINESSES. MANY OF THEM THESE RETAIL, ARE JUST KIND OF DEPENDENT ON SOMEBODY WALKING BY. WHERE IS A RESTAURANT? YOU MAY YOU KNOW YOU'RE GOING. YOU'RE HUNGRY. YOU HAVE A SPECIFIC DESTINATION IN MIND. I THINK THIS IS A CHALLENGING THE BUSINESSES THAT ARE BEING IMPACTED RIGHT NOW ARE IN A REALLY COMPLICATED SPOT. I MEAN, YOU KNOW THE ELEVATION CHANGES IN THIS IN IT IS HARD. I REALLY. WILL CONTINUE TO THINK ABOUT THINGS THAT WE COULD DO FOR THE FUTURE. IT IS HARD TO THINK ABOUT HOW TO MAKE UP FOR PAST. YOU KNOW, WE CAN'T GO BACK AND
[00:20:02]
MAKE UP THOSE DAYS THAT YOU'VE ALREADY LOST, BUT. YOU KNOW, WE CAN CONTINUE TO FIGURE OUT SOME CREATIVE WAYS TO GET PEOPLE INTO BUSINESSES. SO THOSE I GUESS THAT'S MY INPUT. IN TERMS OF THE COUPON. WE DO HAVE ANOTHER WALK COMING ON MAY THE FIRST THE DERBY WALK, WHICH WILL HELP DRIVE TRAFFIC WE'VE GOT. JONES WHAT OTHER TYPES I KNOW IT FEELS LIKE WE HAVE SOMETHING ALMOST EVERY WEEKEND. BUT THE TEXAS MUSIC REVOLUTION, YOU KNOW, WE'LL CONTINUE TONTO, AND ONCE IT'S DONE. TWO. THERE WILL BE GREAT WAYS TO UTILIZE AND ACTIVATE THE STREET. SO SAMMY, COULD WE AND A SEPARATE DISCUSSION FROM FROM JIM. AT ISSUE BUT. CAN WE GET HAVE SOME SIGNS? YOU KNOW BIG SIGNS THAT ARE MADE OR ARE THERE SIGNS CURRENTLY THAT SAY, HEY, WE KNOW WE'RE UNDER CONSTRUCTION, BUT WE'RE STILL OPEN. YEAH ABSOLUTELY. WE DO HAVE SOME SIGN IT OUT, BUT. CAN NEVER HAVE ENOUGH SENSE TO SOMEBODY ALWAYS BIG AND FUN. AND YEAH, YOU KNOW THAT HELP? THAT'S IT. THAT'S AN EASY THAT'S IT SOMETHING EASY, TIOGA. GET IN PLACE. ABSOLUTELY. AND I THINK THAT YOU KNOW, I MEAN, LET'S WE BRING IT UP IN THE NEXT TOUR OF MIDTERMS MEETING. I WAS JUST SAYING THAT THERE'S SOME FUNDS THERE THAT I MEAN, I DON'T THINK IT'S GONNA TAKE A WHOLE LOT, BUT I JUST THINK THAT. NOT SOMEONE I COULD BE A CERTAINLY THERE'S PHONES. ABOUT WHAT? WE JUST NEED TO GRAB. YOU HAVE THE FUNDS ARE THERE SO YOU THINK THAT THE REASON WHY WE COULDN'T HAVE THAT ON EARTH? DO YOU HAVE A DISCUSSION FOR MAY? YEAH, WELL, JIM, WE'RE GONNA PUT THAT ON THE NEXT TOURIST MEETING AGENDA. ABSOLUTELY. MAYBE WE'LL, WE CAN ALL TALK AFTER WE'LL TALK WITH PAUL. HE'LL TALK WITH YOU AND WE WILL FIGURE OUT HOW WE GET SOME INFORMATION. THAT WE CAN HAVE THAT WILL BE USEFUL FOR THAT DISCUSSION, YOU KNOW, ON A NUMBER OF BUSINESSES AND IMPACTS AND SOME ACTUAL, YOU KNOW, PHYSICAL DATA. NO, JUST WEAKEN. CHARLIE HAS A COMMENT. I JUST WANT TO MAKE A COMMENT FROM THE OTHER OPPOSITE STANDPOINT, THAT. YOU'RE SETTING A PRECEDENT FOR WHEN YOU RE BUILDING CONSTRUCTION, AND I WANT TO REMIND YOU GUYS THAT MY OFFICE IS AT THE CORNER OF 75, VIRGINIA AND I ENDURED RIGHT EIGHT YEARS OF 75 VIRGINIA, AND I WANT SOME MENTAL ANGUISH DAMAGES IF WE'RE GOING TO PAY PEOPLE FOR PUTTING UP WITH CONSTRUCTION. WELL, I'M HONEST, SERIOUS NOTE. I DON'T WANT TO SET A PRECEDENT THAT WE'RE COMPENSATING PEOPLE FOR IMPROVING THE ROADWAYS IN FRONT OF THEM, BUT I AM SYMPATHETIC TO THE DOWNTOWN BUSINESS OWNERS AS WELL BECAUSE. I WANT EVERY BUSINESS AND MCKINNEY TO BE SUCCESSFUL. AND THOSE ARE ALL GREAT POINTS AND SO WELL. GOOD WORK. EXPLORE ALL THOSE ON THE DISCUSSION. THERE IS A PRECEDENT. YOU GOTTA BE CAREFUL, SO WE ON PEOPLE STRIVE TO DO WHAT'S RIGHT. I HAD A QUESTION. AS WE'RE BUILDING IT OUT. THERE'S GONNA BE LIKE LITTLE WALLS. IN THIS BECAUSE I SEE THE REBAR COMING RIGHT UP THERE. THEY'RE GONNA BE WALLS. THEY WILL BE VERY SIMILAR TO THE NOTICE KIND OF THE WALLS AND SEATING AREAS ON THE FACE. ONE SECTION IT WAS COMPLETED HAVE KIND OF A STONE VENEER ON THERE STONES. COMPLAINING AREAS. YEAH, OKAY. WHAT. THAT THAT WAS THE CASE. I JUST SAW THAT. OKAY, WELL, THEN I'M IMPRESSED THAT WERE BROUGHT THE LEVEL UP. I MEAN, WE'VE WE'VE ALWAYS HAD THE DIFFERENT ELEVATIONS VERY SUBSTANTIAL. THERE MEANS I WON'T GET TO HIT MY CAR DOOR ANYMORE. SO THAT'S IMPRESSIVE. WITH THE CAR DOOR CLOSED. THE PRODUCT IS VERY GOOD. I THINK EVERYBODY'S GONNA BE VERY HAPPY WITH THE PRODUCT. SO WE'RE GETTING CLOSE. JUST I CAN'T SAY ENOUGH GOOD THINGS ABOUT ACCESS. I MEAN, THEY'VE JUST DONE AN OUTSTANDING JOB. I HOPE THEY CONTINUE TO BID ON THE STEPS OF PROJECTS FOR THE CITY. BUT. JUST ALSO WANTED TO MAKE SURE AND ACKNOWLEDGE IT AND FOR THE GREAT WORK 31 AS WELL SO I CAN'T. THANK YOU.THANK YOU. THANK YOU. NEXT ITEM 21033 TO DISCUSS PUBLIC OPPORTUNITY FOR SILOS AND GRAIN
[Discuss Public Art Opportunity for Silos and Grain Elevator]
ELEVATOR. GREAT. THANK YOU SO MUCH. GOOD AFTERNOON. AMY ROSENTHAL MCKINNEY PERFORMING ARTS CENTER, MCKINNEY MAIN STREET. AND. BIGGEST FOLDER, YET AMY BRINGING TO THE PODIUM.YEAH, THAT'S RIGHT. I DON'T KNOW. I'M PREPARED, RIGHT. I'VE GOT MY NOTES. THANK YOU VERY MUCH. S O BACK IN EARLY MARCH, I CAME TOL SPEAK WITH Y'ALL WITH MOLLY BREWER WHO'S OUR CHAIR OF THE MCKINNEY ARTS COMMISSION TO SHARE ABOUT PUBLIC ART IN MCKINNEY AND ALSO TO TALK A LITTLE BIT ABOUT A PROJECT A PROPOSAL FOR PUBLIC ART PROJECT ON THE SILOS THAT ARE ADJACENT TO THE FLOUR MILL. S SO WE HAD A PROPOSAL FOR FROM AUSTRALIAN ARTIST GHETTO VAN HELTON. HEY HAS WORKED ALL OVER THE WORLD AND HIS MURALS ATTRACT CULTURAL TOURISTS. HIS
[00:25:08]
GLOBAL WORK FOCUSES ON TELLING THE STORY OF COMMUNITY FOCUSING ON THE PEOPLE. THE PLACE AND THE CULTURE. SO THIS PROJECT IS A $300,000 PROJECT WITH HALF OF THE FUND'S COMING FROM THE TEXAS COMMISSION ON THE ARTS. ON. WE WOULD FUND RAISE THE OTHER HALF THROUGH DONATIONS GRANTS TEXAS MCKINNEY ARTS COMMISSION AND TOURISM DOLLARS. WE HAVE SUPPORT FROM BOTH THE MCKINNEY MAIN STREET AND FROM THE MCKINNEY ARTS COMMISSION. SO AS A LITTLE UPDATE A LITTLE PROGRESS ON MARCH 18TH. WE HAD THE OPEN OPEN HOUSE FOR EAST MCKINNEY AND THERE WAS A LOTS OF INFORMATION SHARING. THERE WAS AN ARTS, CULTURE AND FESTIVAL TABLE. WE PROVIDED INFORMATION ABOUT THE PROJECT AND WE RECEIVED THESE COMMENTS. COMMENTS USE ART TO BRING PRIDE AND RESPECT TO THE EAST SIDE AND MORE CULTURAL EVENTS FOR BLACK AND BROWN COMMUNITIES.THEN ON THE 31ST. THERE WAS A MUNICIPAL COMMUNITY COMPLEX, OPEN HOUSE, AND I JUST I LOVE THIS SO MUCH. I'M SO EXCITED ABOUT THIS THE FUTURE CITY HALL. BUT EVEN MORE I LOVE THAT. IT'S CALLED THE MUNICIPAL COMMUNITY COMPLEX. I MEAN, THAT REALLY SETS THE TONE FOR THE VISION OF THIS PROJECT. ON, BUT THAT WHEN THE ARCHITECTS WERE HERE, ASSISTANT CITY MANAGER KIM FLUM HAD AN OPPORTUNITY TO TALK WITH THE ARCHITECTS. THEY WERE VERY SUPPORTIVE OF THIS PROJECT ON DIS PROJECT SPECIFICALLY BECAUSE IT INCORPORATES COMMUNITY INPUT.
AND IT HELPS DEMONSTRATE THE IDENTITY OF OUR COMMUNITY. SO THE SILO PROJECT ISN'T JUST AN ABSTRACT ART DESIGN. IT ISN'T JUST A PAINTING OF A FOREST OR OF A PRAIRIE. IT'S REALLY FOCUSED ON PEOPLE AND TELLING THE STORIES. UM AND THE ARTIST IS A MASTER AT THIS PORTRAIT APPROACH, BUT THE THING THAT REALLY STOOD OUT IN THE ARCHITECTS PRESENTATION IS THAT THEY HAVE THESE GUIDING PRINCIPLES FOR THIS PROJECT, AND NUMBER THREE WAS TO HIGHLIGHT MCKINNEY'S DIVERSITY, CULTURE AND SPIRIT. A COUPLE OF THE BULLET POINTS. UNDER THAT PRINCIPLE, IT'S SHOWCASING MCKINNEY STORY IN ALLEGED BILL WAY, WELCOMING AND INCLUSIVE TOE ALL LIVING CELEBRATION OF MCKINNEY, REFLECTIVE OF MCKINNEY'S DIVERSE, INNOVATIVE AND WELCOMING SPIRIT CONNECTION TO PLACE AUTHENTIC PRESERVATION OF VALUABLE STRUCTURES TO SHOWCASE HISTORY. SO ALL OF THOSE GUIDING PRINCIPLES AGAIN WHEN YOU LOOK AT VAN HELTON'S WORK, IT ALL WORKS TOGETHER. REALLY COOL. SO THEN WE WENT BACK AND WE TALKED TO THE ARTIST. WE HAD AN OPPORTUNITY TO SHARE SOME OF YOUR COMMENTS FROM OUR MARCH 2ND MEETING ON TALK A LITTLE BIT MORE WITH THE ARTISTS ABOUT THE PROCESS IN THE MANAGER REFERENCED HIS CURRENT PROJECT HE'S CURRENTLY WORKING IN WESTERN AUSTRALIA. AND HIS CURRENT PROCESS THAT THE COMMUNITY SET UP A MEET AND GREET SO THE ARTIST WENT AND HAD A MEET AND GREET WITH THE TOWN ON THEN THE COMMUNITY, UM. PUT TOGETHER SPECIFIC EXPERIENCES FOR THE ARTIST, SO THEY SENT THE ARTISTS OUT ON A COMMERCIAL FISHERMAN TRIP. THEY SENT THE ARTIST TO VISIT WITH THE LOCAL SCHOOL. THEY HAD THE ARTIST MEET WITH. THERE'S A LARGE POPULATION OF INDIGENOUS ABORIGINES IN THE AREA. SO THE ARTIST HAD THESE DIFFERENT EXPERIENCES, TOOK PHOTOGRAPHS AND THEN WORK TO COMPILE ON HIS DESIGN. HEY, DOES THIS ALL OVER THE WORLD? SO HERE'S AN EXAMPLE FROM TEHRAN. IRAN ON DIS IS CALLED CARPET WORKERS OF TEHRAN. THIS WAS COMPLETED IN 2018. ON DSA. THIS WAS THE FIRST TIME THAT A FOREIGN ARTIST HAD BEEN GRANTED PERMISSION TO PAINT A MURAL IN TEHRAN. IT WAS ACHIEVED THROUGH THE FACILITATION OF THE AUSTRALIAN EMBASSY EYES, PART OF A DIPLOMATIC CREATIVE EXCHANGE. SO IF YOU THINK ABOUT TEHRAN, IT'S EXTREMELY COMPLEX CITY LOTS OF SOCIAL, POLITICAL AND RELIGIOUS COMPLICATIONS. VAN HELTON WAS ABLE TO CREATE A COMPELLING WORK THAT SPOTLIGHTS HISTORY AND THE SIGNIFICANCE OF PERSIAN CARPETS. THIS NEXT EXAMPLE IS FROM MUMBAI, INDIA. OKAY, SO MUMBAI IS FAMOUS FOR THE WORLD'S HIGHEST POPULATION DENSITY, AND IT'S ONE OF THE LARGEST SLUMS IN ASIA. SO IT'S THE MOST DENSELY POPULATED AREA IN THE WORLD ON BEARS AN AGENCY THERE THAT WORKS WITH YOUNG PEOPLE FOR OUTREACH USING HIP HOP AND STREET DANCING AGAIN. MUMBAI IS. VERY CHALLENGING SOCIAL SITUATIONS, BUT THE ARTIST WAS ABLE TO CAPTURE A SPIRIT IN AN ENERGY OF YOUTH AND POSITIVITY. THIS ARTIST DOES NOT WORK IN A POLITICAL, DIVISIVE OR CONTROVERSIAL MANNER, BUT HE IS AN ARTIST, AND HE DOES HAVE A PROCESS AND HE'S WORLD RENOWNED FOR THIS PROCESS. SO THINKING ABOUT HIS WORK IN MCKINNEY. UM, YOU KNOW, WE WENT BACK AND TALKED WITH THE ARTS COMMISSION AND TALKED INTERNALLY ABOUT A PROCESS THAT WOULD PROVIDE SOME COMFORT AND
[00:30:03]
SUPPORT FROM THE COUNCIL. AND IN OUR THOUGHTS ARE THAT WE FORM A SUBCOMMITTEE WITH THE MC KINNEY ARTS COMMISSION. AND THE SUBCOMMITTEE WOULD SOLICIT PUBLIC INPUT ABOUT DIFFERENT EXPERIENCES THAT GHETTO MIGHT HAVE IN MCKINNEY. SUBCOMMITTEE WOULD PUT TOGETHER A LIST AND CREATE A SCHEDULE OF EXPERIENCES. SUBCOMMITTEE WOULD BRING THIS LIST AND SCHEDULED TO THE COUNCIL. YOU ALL WOULD HAVE A CHANCE TO REVIEW IT, FINALIZE IT. SAY, HEY, HAVE YOU THOUGHT ABOUT THIS? OR MAYBE LET'S STAY AWAY FROM THAT. WE WOULD THEN TAKE THIS SCHEDULE AND PROVIDED TO THE ARTIST AND THE ARTIST WOULD CREATE HIS DESIGN ON THESE MCKINNEY EXPERIENCES THAT HAVE BEEN APPROVED BY COUNSEL. SO WHAT? WE'RE HOPING TO GET FROM YOU TODAY. WE'RE UNDER SOME DEADLINES TO PURSUE SOME FUNDING OPPORTUNITIES. SO WHAT I'D LIKE TO ASK YOU. ARE YOU COMFORTABLE TO MOVE FORWARD WITH THIS PROJECT? AND THEN WHAT DO YOU FEEL? HOW DO YOU FEEL ABOUT THE PROCESS? WOULD YOU HAVE ANY AMENDMENTS TO THE PROCESS? I THINK YOU MADE THE BIGGEST CONCERN THAT WAS EXPRESSED LAST TIME WAS OUR.OUR INPUT OR HAVING SOME APPROVAL TYPE PROCESS AFTER HE DOESN'T THAT HASN'T CHANGED.
ALL RIGHT. HE DOES HAVE THAT PROCESS WE BUT WE WOULD BE ON THE FRONT SIDE BEING ABLE TO TRY TO HELP. I THINK. IN BASED ON HIS OTHER WORK, AND THE WAY HE WORKS IN OTHER COMMUNITIES, IT PROBABLY IS MORE SO ON THE FRONT SIDE. I MEAN, HE IS AN ARTIST, AND YOU KNOW HE PART OF HIS PROCESS IS GOING AROUND THE WORLD AND TAKING IN THESE EXPERIENCES AND THEN SYNTHESIZING THAT THROUGH A DESIGN, SO IT'S A LITTLE DIFFERENT IN COMMISSION AND PEACE. WHERE YOU SAY, OKAY, WE WANT. YOU KNOW THIS PERSON AND THIS KIND OF STYLE IN THIS KIND OF WAY, YOU KNOW, WE WOULD RELY ON HIS ARTISTIC ABILITIES, HOWEVER, IN HIS CONTRACT AND A MITE YEP. MIGHT HAVE. ASSISTANT CITY MANAGER. MS PHAM, COME UP AND JOIN ME. THERE ARE SOME OPPORTUNITIES FOR DESIGN. SO YOU SAID IT VERY WELL. THIS ARTIST IN PARTICULAR HIS REPUTATION COMES FROM HIS PROCESS AND ABILITY TO CONNECT WITH THE COMMUNITY. WHEN YOU HIRE HIM, YOU'RE HIRING HIS PROCESS. BUT IT DOESN'T MEAN HE DESIGNS A MURAL AND THEN GOES AND PAINTS IT AND THEN YOU SEE IT TWO WEEKS LATER, THE CONTRACT DOES INCLUDE A REVIEW, SO HE'LL SKETCH IT OUT AND SHOW A DESIGN KEEPS IT CONFIDENTIALLY DOESN'T WANT IT SHOWN TO THE PUBLIC BEFORE HE'S READY. BUT THE COUNCIL COULD BE THE ENTITY THAT REVIEWS THAT INITIAL DESIGN. I WILL TELL YOU AND WE HAVE TO DELVE INTO THE CONTRACT TO NO, IT'S SORT OF.
IT'S A LITTLE BIT OF A TAKE IT OR LEAVE IT. IT'S NOT A. OH WELL, WE LIKE THIS, BUT COULD YOU GO TALK TO THIS PERSON AND ADD A NEW THING? THERE'S NOT A LOT OF DESIGN INPUT. THERE ARE MINOR CHANGES THAT CAN BE REQUESTED. BUT. IF THE COUNCIL WERE THAT FINAL APPROVAL ENTITY, WHICH IS COMPLETELY FINE. PER THE CONTRACT. WE SAW THERE WOULD BE A REVIEW OF THE DESIGN WHERE YOU WOULD ACCEPT THAT DESIGN. YOU WOULD REJECT THAT DESIGN OR YOU WOULD REQUEST MINOR CHANGES. AND THEN THERE'S SOME PROCESSES WHERE THE ARTIST WOULD MAKE MINOR CHANGES AND COME BACK. IF WE REJECT IT. WHAT'S OUR FINANCIAL? THAT'S WHY I NEED TO DUBLIN OF THE CONTRACT. I DON'T KNOW IF YOU PAY A CERTAIN AMOUNT UPFRONT. UM AND THEN AND THEN YOU JUST DON'T PAY THE REST OF THE CONTRACT. WE'D HAVE TO LOOK INTO THAT. THAT'S SOMETHING WE COULD EXPLORE. IF THAT'S A CRITICAL ISSUE FOR THE COUNCIL'S RELATED TO MOVING FORWARD. I THINK IT'S REALLY JUST I. MAN. I GUESS I THINK I TRUST THE ARTIST TO DO A GOOD JOB AND TO, YOU KNOW, PICK THE RIGHT PEOPLE OR THE RIGHT SUBJECTS AND STUFF LIKE THAT.
MY ONLY CONCERN IS IF THERE WAS SOMEBODY THAT THEY CHOSE TO PUT ON THERE, THAT PROBABLY DOESN'T NEED THAT KIND OF, YOU KNOW, I MEAN, SO THAT WOULD BE MY ONLY ISSUE IS JUST. THAT INDIVIDUAL OR THAT JUST PROBABLY NOT A GOOD CHOICE. THAT WOULD BE MINE ON THE ISSUE. IS THAT AND IT'S NOT HAS NOTHING TO ME. IT'S JUST. IS THIS A GOOD PERSON OR NOT? WITH WHAT? WE WANT THIS PERSON BE UP THERE KIND OF REPRESENTING MCKINNEY AND THE CITIZENS AND THAT WOULD BE MY ONLY ISSUE BECAUSE THAT'S. I MEAN, THAT'S IMPORTANT. I MEAN, YOU CAN'T HAVE SOMEBODY WITH A BAD REPUTATION. UP THERE THAT HAVE DONE SOMETHING THAT. WE HAVE SOME CONTROL IN THE BEGINNING? YES. FOUR IS BECAUSE WE HAVE CONTROL OVER WHO THEY INTRODUCED ME TO S O S. I'M OKAY WITH THAT. I MEAN, BUT THAT WOULD BE THAT'S REALLY MY ONLY ISSUE. IT IS FIRST OF ALL HOW MY ISSUES ARE MAKING SURE THAT WE THE QUALITY PEOPLE THAT TRULY REPRESENT MCKINNEY. ENDS
[00:35:03]
UP UP THERE FOR HOW ARTISTIC. WHATEVER HE WANTS TO TAKE, AND THEN AT LAST. I MEAN, HOW LONG DOES IN THE WEATHER AND STUFF LIKE THAT? I MEAN, 15 YEARS OR 10 YEARS? IS IT NOT GONNA LOOK VERY GOOD OR SOMETHING LIKE THAT? THOSE ARE MY TWO ISSUES. ABSOLUTELY AND THEY'RE VERY VALID. I MEAN AGAIN IF YOU LOOK BACK TO THAT MUNICIPAL COMPLEX, I MEAN, IT'S A REALLY SPECIAL SPOT, AND WE WANT IT TO BE RIGHT. I THINK WE ALL AGREE WITH THAT. BECAUSE THAT'S ACTUALLY GOING TO FACE THAT. I MEAN, IT'S PERFECT FOR THAT, AND I THINK IT'S A IT'S IDEAL, BUT I THINK JUST IS YOU KNOW, COUNCILMAN FRANKLIN REFERENCE YOU ALL HAVE ON THE FRONT AND THE ABILITY TO KIND OF GUIDE. WHAT THE EXPERIENCES AIR GONNA BE, AND NO IN THE REALM OF LIKE, YOU KNOW WHO HE MAY BE INTERACTING WITH MY UNDERSTANDING SOME PLACES LIKE IN GREENVILLE. IT IS A SPECIFIC INDIVIDUALS LIKE THAT TEACHER. THEN, IN OTHER PLACES, IT'S MORE OF A COMPOSITE. SO LIKE I WOULD SAY THE WEAVER YEAH, COMPOSITE IS IN A LOT OF TIMES.TWO CHILDREN ARE REPRESENTED, UM, YOU KNOW HE'S OR PEOPLE WITH THEIR BACKS. I MEAN, YOU KNOW, I TOO WANTED TO NOT BE SOMETHING THAT ONLY WAY GO OH, MY GOSH. YEAH, FOR SURE. SO CURATION PROCESS ON THE FRONT OF IT. YEAH. I THINK THAT UNIQUE BY NATURE. WELL, I'VE VETO THIS THING IS THAT THAT HAS ANYTHING TO DO WITH THIS? SO THE ARTIST PROCESS HE USES A MINERAL BASED STAIN THAT PERMEATES THE CONCRETE. IT DOESN'T SIT ON THE TOP OF IT.
IT PERMEATES IT. AND SO WHAT THEY SAY IS THAT HIS WORKS, YOU KNOW? IN OTHER PLACES THAT HAVE BEEN AROUND FOR A FEW YEARS. IT ACTUALLY KIND OF GETS COOLER, SO HIS WORK IS PHENOMENAL. THIS WORK IS WITHOUT QUESTION IS FANTASTIC. AND. I'M FOR THIS. SO THAT'S I'M 100% FOR THIS. I AM AS WELL AS EVERYONE COMFORTABLE. SO YOUR FIRST NUMBER ONE MOVE FORWARD. YES.
CHECK TO BEFORE. I WAS JUST CURIOUS IF WE HAD A COPY OF THAT CONTRACT. YES, SIR. IS FLUNG TALKED ABOUT SURE WE CAN SEND YOU A COPY OF THE CONTRACT. MY CURIOSITY, NOT SEND IT TO OUR ATTORNEY. YES. YEAH. WHAT IS IT ABOUT? A THREE PAGE WHAT KIND? NO 46. MAYBE THANK YOU FOR ALL YOUR WORK ON THIS SIX. IT'S EXCITING, OKAY? THAT'S RIGHT. ANGELA YOU'RE HERE. I FORGOT ABOUT YOUR HERE. SORRY. GREAT. ANGELES SOMEONE WE NEED TO INTRODUCE HIM TO NOT TO ANGELA, ANOTHER ANGELA. YEAH. DID YOU HANG UP? AND SO YOU'RE STILL THERE, OKAY? WAY DIDN'T HEAR THE CLICK THAT JUST REMINDS ME TO CHECK MY PHONE. ALL RIGHT. COUNCIL LIAISON

ORIGINAL PARKS AND RACK LATER MEETING LAST WEEK, IT WENT REALLY WELL, UH, PROJECTS THAT WE HAVE COMING ON. I THINK THEY WANT SOME MORE WORDS. THE TRANSPARENCY. THEY'RE SHOWING WHAT WE'RE SPENDING THE MONEY ON SHOWING THE PARK BOARD ISN'T FULL EFFECT OF TRYING TO TRANSITION THIS CITY ON THE GREEN SPACES THAT WE HAVE. VERY PROUD TO BE ON THAT BOARD VERY PROUD OF THE TEAM. THEY HAVE BUILT MICHAEL KOWSKI AND EVERYONE ELSE ON THERE. IT'S A IT'S A HALL OF FAME TEAM THAT WE'RE WORKING ON YOUR PARKS, AND YOU'VE GOT SO MANY FOLKS AROUND THE NOT ONLY THIS REGION, BUT THE COUNTRY. THEY'RE JEALOUS OF THE PARK SYSTEMS THAT WE'RE BUILDING AND THEY'RE GOING TO BE REALLY JEALOUS. WHAT THEY SEEK. THAT'S GONNA BE COMING HERE SHORTLY.
THE WAY OF M C. D. C THURSDAY. COUNCILWOMAN RICHARDSON WOODS. HELLO? YEAH. HEART OPEN SPACES.

EVERYTHING IS MOVING ALONG. GREAT. AWESOME. WE'RE NOT GONNA
