[Citizen Input on the FY 2021-22 Budget]

AGENDA IN PUBLIC HEARING. ITEMS THIS PORTION OF JENNA CONSISTENTLY WAS A CRYING INDIVIDUAL CONSIDERATION BY THE COUNCIL OF VERSES, 21 0339 CITIZEN INPUT ON FISCAL YEAR 2021 22 BUDGET MARK HOLLOWAY. GOOD EVENING, MAYOR AND COUNCIL TONIGHT WE HAVE THE CITIZEN INPUT MEETING ON THE FISCAL YEAR 22 BUDGET THAT WE'RE GOING TO BE WORKING ON THIS SUMMER AND ADOPTING IN SEPTEMBER. UM. LIKE TO SHOW THE BUDGET DEVELOPMENT PROCESS. WE DO THIS QUITE OFTEN. WE'RE CURRENTLY IN TWO PHASES OF THIS CIRCLE. RIGHT NOW. WE'RE IN THE DEPARTMENT BUDGET FACE DEPARTMENTS HAVE SOME OTHER BUDGET TO THE FINANCE OFFICE.

WE'RE REVIEWING THOSE WITH THE DEPARTMENT. QUICKLY MOVE INTO THE CITY MANAGER'S FACE WHERE THE DEPARTMENTS WILL BE REVIEWING THOSE BUDGETS WITH C MANAGER'S OFFICE. BUT TONIGHT BEGINS OUR CITIZEN ENGAGEMENT ACTIVITIES SAYS MADE THROUGH ADOPTION, BUT IT'S TECHNICALLY LATE APRIL TONIGHT WE'RE HAVING A VERY EARLY ASSISTANT INPUT HEARING. IT'S NOT ONE OF OUR TWO REQUIRED PUBLIC HEARINGS, THOUGH THAT WILL BE HAVING LATER WITH THE BUDGET. UM, IT'S JUST GIVES THE EARLY OPPORTUNITY FOR THE CITIZENS TO COMMENT ON THE BUDGET AND LET US KNOW WHAT THEY EXPECT TO SEE IN THE FISCAL YEAR 22 BUDGET WE ALSO A COUPLE THIS WITH AN ONLINE ACTIVITY. I'LL BE TALKING ABOUT THAT IN ONLINE TOWN HALL THAT WILL GIVE.

SECONDARY OPPORTUNITY FOR CITIZENS TO ENGAGE WITH STAFF AND COUNCIL BUDGET PROCESS. WE ALWAYS SHOW THIS THIS OUR BUDGET PHILOSOPHY IN STRATEGY. IT'S A THREE PART TOOL THAT WE USE TO MANAGE THE FUNDS FOR THE CITY. IT'S A POLICY TOOL MANAGEMENT TOOL IN THE COMMUNICATIONS TOOL. UM, I WANTED TO DETAIL SORT OF OUR CITIZEN ENGAGEMENT ACTIVITIES.

ONCE AGAIN TONIGHT IS THE SYSTEM AND PUT MEETING. UM, I'LL SIT DOWN JUST A SECOND LEVITY ASSISTANCE HERE THAT WON'T SPEAK. SPEAK ARE OUR VIRTUAL BUDGET EXERCISE WILL GO LIVE AFTER THIS MEETING WILL RUN THROUGH JUNE 11TH. AND WE'LL USE THAT, ALONG WITH THE CITY MANAGER'S OFFICE AND THEN WE'LL MAKE THOSE AVAILABLE TO THE COUNCIL DURING THE BUDGET WORKSHOP. UM. WE FIND THAT IT W W W DOT MCKINNEY, TEXAS DOT ORG'S AND IT'LL BE ONLINE. LIKE I SAID, RIGHT AFTER THIS MEETING TONIGHT. DID WANT TO MENTION THE DATES COMING UP THAT WILL BE TALKING ABOUT THE BUDGET. ON JUNE 15TH THAT WILL BE BEFORE YOU ALL THAT NIGHT TO TALK ABOUT THE MIDYEAR BUDGET FOR FISCAL YEAR. 21 PROBABLY HAVE A LITTLE BIT OF AN UPDATE ABOUT WHERE WE'RE HEADED FOR PHYSICAL. YOU'RE 22. ON JULY 23RD. WE EXPECTED TO RECEIVE THE CERTIFIED TAX ROLL FROM THE COLLEGE COUNTY APPRAISAL DISTRICT. ON AUGUST 3RD. WE WILL TAKE A TAX RATE RECORD VOTE, WHICH WE WILL SET THE TAX RATE CEILING FOR THE YEAR. WE DO THAT EVERY YEAR. ON AUGUST 13TH. THEN WE WILL HAVE THE BUDGET WORK SESSION. THAT IS THE MORNING SESSION THAT WE HAVE WHERE THE CITY CITY MANAGER'S OFFICE PRESENTS THEIR BUDGET FOR THE YEAR. ON SEPTEMBER THE SEVENTH. WE HAVE OUR FIRST PUBLIC HEARING ON THE BUDGET. BUT ON SEPTEMBER THE 21ST WE HAVE OUR PUBLIC HEARING ON THE TAX RIGHT, USED TO BE TWO REQUIRED PUBLIC HEARINGS ON THE TAX RATE WAS MANDATED BY STATE LAW. NOW THERE'S ONLY ONE WE HAVE THAT ON THE NIGHT OF THE ADOPTION. AND WE WILL HAVE THE SECOND PUBLIC HEARING ON THE BUDGET. AND THEN WE WILL DO ANY OF THOSE THAT ARE NECESSARY. THAT NIGHT AS WELL.

AND WITH THAT, THAT'S ALL THAT WE HAVE FOR TONIGHT EXCEPT FOR ASSISTANT INPUT AND IF I WILL TAKE ANY QUESTIONS OR THEN I'LL BE HAPPY TO SIT DOWN. QUESTIONS FOR MR HOLLOWAY. COME ON TO YOU. SO CITIZEN INPUT I DO HAVE ELIZABETH. IS IT? MICHELLE? OH, NO, I SWEAR I'M NOT E SWEAR I'M NOT. IT'S JUST NEVER LOOKING UP. I'M NEVER EVEN GENETICALLY. SPELLED IT FOR YOU TODAY.

THAT'S A PRO MOVE THAT ITWAS ME. GOOD AFTERNOON, MAYOR CITY COUNCIL. I'M GONNA ASK THE CITY YOU TO CONSIDER FUNDING IN THE NEXT FISCAL YEAR BUDGET. SEVERAL MORE MENTAL HEALTH COORDINATOR POSITIONS. WITHIN THE MCKINNEY POLICE DEPARTMENT. AS OF NOW, WE HAVE 11 POSITION 24 HOURS A DAY IN SEVEN DAYS A WEEK. I DON'T KNOW THIS PERSON, BUT I CAN IMAGINE THEY'RE VERY

[00:10:02]

TIRED AND VERY OVERWORKED. OREGON POLICE DEPARTMENT HAS A WONDERFUL PARTNERSHIP WITH A PROGRAM CALLED KOHUT. KOHUT STANDS FOR CRISIS ASSISTANTS HELPING OUT ON THE STREETS.

THIS PROGRAM ANSWERED ABOUT 20% OF CALLS IN 2020 AND ON LEE CALLED FOR POLICE BACKUP IN LESS THAN 1. WHO IS RESPONSIBLE FOR CALLS SUCH AS PUBLIC INTOXICATION, WELFARE CHECKS OR SOMEONE SUFFERING FROM A MENTAL HEALTH CRISIS. THAT SOMEONE COULD HAVE BEEN VARIOUS HARBOR, PATRICK WARREN, SENIOR, A TATIANA JEFFERSON OR EVEN MCKINNEY'S OWN MARVIN SCOTT, THE THIRD. THERE'S LITTLE DOUBT LEFT. THAT'S SYSTEMIC RACISM IS EMBEDDED IN THE FUNCTION AND CREATION OF THE POLICE DEPARTMENT AS A WHOLE, UNTIL WE REALLOCATE THE FUNDING OF POLICE TOWARD MENTAL HEALTH AND COMPLETELY DISMANTLED THE SYSTEM AT ITS CORE. THIS PHONE END. MENTAL HEALTH COORDINATOR POSITION WAS FUNDED IN FISCAL YEAR 2020 2021 BUDGET FOR AROUND $100,000. PUT THAT INTO PERSPECTIVE, THE CITY SPENT OVER $5 MILLION IN VEHICLES. A NEW TRUCKS, TRAILERS. VEHICLES. I ASKED US TO DIRECT THE SAME AMOUNT OF FUNDING USED FOR BRAND NEW FORDS TO MENTAL HEALTH COORDINATORS AND MCKINNEY. I SEE SOME OF YOU MAY BE LAUGHING INSIDE THINKING THIS LADY'S NUTS. SO OKAY. I CAN NEGOTIATE. WHAT ABOUT HALF 2.5 MILLION? STILL TOO HIGH OF A PRICE TO PAY FOR MENTAL HEALTH AND MCKINNEY. I'LL SETTLE FOR FOURTH. MONEY ALLOCATED TO MENTAL HEALTH WOULD FULFILL COUNCIL'S GOALS.

NUMBER FIVE ENHANCE THE QUALITY OF LIFE AND ALSO GOLD NUMBER SIX SAFE AND SECURE COMMUNITY.

I DO RECOGNIZE THE IMPORTANCE OF HAVING BEAUTIFUL FUNCTIONING VEHICLES FOR OUR CITY EMPLOYEES. WOULD ARGUE, HOWEVER, THAT WE AT A MINIMUM. EQUALLY DESERVE BEAUTIFUL FUNCTIONING NEIGHBORS IN OUR COMMUNITY. THANK YOU. THANK YOU. THANK YOU. I DO NOT SHOW ANYBODY ELSE BUT IS THERE ANYONE ELSE WHO'D LIKE TO SPEAK TO THIS ITEM? ALL RIGHT. THANK YOU, ELIZABETH. THANK YOU FOR THOSE COMMENTS. MR HOLLOWAY. WE'LL MOVE ON TO 21 0044 MRP

[Conduct a Public Hearing to Consider/Discuss/Act on a Minor Replat for Lot 1R and Lot 2, Block A, of the Winteg Francis Waddill Addition, Located Approximately 150 Feet South of Hill Street and on the East Side of Waddill Street]

CONDUCT A PUBLIC HEARING TO CONSIDER AN ACT ON A MINOR REPLANT FOR LOT ONE ART AND LOT TO BLOCK A OF THE WIND. TAKE FRANCES WADDLE. WADDELL. ADDITION LOCATED APPROXIMATE 150 FT. SOUTH OF HILL STREET ON THE EAST SIDE OF WALL STREET. THANK YOU, MR. MARRY JENNIFER ARNOLD, DIRECTOR OF PLANNING. YOU ALL ARE TYPICALLY USED TO SEEING PLATZ ON A PLAT CONSIDERATE. YEAH. CONSENT AGENDA. HOLY MOLY, HOWEVER, THIS PARTICULAR PLANT IS ACTUALLY SEEKING A VARIANCE AND HER STATE LAW DOES REQUIRE A PUBLIC HEARING AND FORMAL CONSIDERATION BY THE COUNCIL. S O. THE APPLICANT IS PROPOSING AS PART OF THIS. PLATT TO RE PLATT, A PROPERTY FROM FOUR LOTS TO ONE STAFF IS HAS REVIEWED THE REQUEST. IT DOES MEET THE SUBDIVISION ORDINANCE, WITH THE EXCEPTION OF A REQUIREMENT. THAT NO LOTS SHALL HAVE DOUBLE FRONTAGE ON AND THAT IS THE VARIANCE THAT IS BEFORE YOU TONIGHT. THIS DOUBLE FRONTAGE CONDITION ACTUALLY ALREADY EXISTS. THERE IS A HOME ON THE PROPERTY THAT WAS CONSTRUCTED IN ABOUT 2012. AT THAT TIME, THE SURVEYOR OF THE PROPERTY DID NOT RECOGNIZE SOME OF THE OLD OUT LOTS THAT WERE IN EXISTENCE FAST FORWARD TO TODAY, THE OWNER OF THAT PROPERTY IS ACTUALLY LOOKING TO SHIFT IF YOU LOT LINES AROUND. NEW SURVEYOR IS RECOGNIZING THOSE OLD LOT LINES. THUS THE MINOR RE PLATT IN THE NEED FOR THE VARIANCE TO ALLOW FOR THAT CONDITION TO CONTINUE. SO STAFF IS RECOMMENDING APPROVAL OF THE VARIANCE REQUEST. THERE ARE A FEW OTHER. MINOR CONDITIONS OF APPROVAL AS WELL. IT IS A PUBLIC HEARING ITEM, WHICH IS A LITTLE BIT ATYPICAL FOR PLATZ. I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE.

DON'T HAVE A QUESTION FOR JENNIFER. PLANES. A LOT OF WHAT WAS ON THERE THAT HAD NO IDEA THERE'S NOBODY THAT'S EXPRESSED CONCERN. NO, SIR. RIGHT. THANK YOU. THIS IS A PUBLIC HEARING.

IS THERE ANYONE HERE? THEY'D LIKE TO SPEAK TO THIS ITEM. SEEING NONE ENTERTAIN A MOTION.

MY PROMOTION. WE'RE CLOSE PUBLIC HEARING. AND APPROVED. SECOND. CAST YOUR VOTES.

ANGELA, IF YOU WILL GIVE A YEAH. WILL ONLY COUNT IS ONE THOUGH YOU SAID IT THREE TIMES.

UH KIDDING. YES. BY THE WAY, I DO NOT MEAN TO BE INFORMAL CALLING YOU ANGELA. I'M SORRY.

I KEEP DOING THAT NOT ON PURPOSE. UM ALL RIGHT, 2100190 CONDUCT A PUBLIC HEARING TO

[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from “PD” - Planned Development District to “PD” - Planned Development District, Generally to Modify the Development Standards, Located South of Pearson Avenue and Heritage Drive, and Approximately 160 Feet East of Redbud Boulevard, and Accompanying Ordinance]

CONSIDER AN ACT ON THE REQUEST TO REZONE SUBJECT PROPERTY FROM PD PLAN DEVELOPMENT DISTRICT TO PT PLAN DEVELOPED DISTRICT GENERALLY TO MODIFY THE DEVELOPMENT STANDARDS LOCATED SOUTH OF PEARSON AVENUE IN HERITAGE, DR. APPROXIMATELY 100 60 FT. EAST OF RED BUT

[00:15:06]

BOULEVARD AND ACCOMPANYING ORDNANCE, JENNIFER THANK YOU, MR MAYOR. THIS PROPERTY MAY SEEM FAMILIAR TO YOU. IT IS A CASE THAT WAS BEFORE THE COUNCIL BACK IN DECEMBER.

HERITAGE MURANO MULTI FAMILY JUST AS A QUICK POINTS OF REMINDER OF CLARIFICATION, MULTI FAMILY USES ARE CURRENTLY PERMITTED ON THE PROPERTY. THE REQUEST TO REZONE IS TO MODIFY TO DEVELOPMENT STANDARDS THAT PROVED TO BE A BIT PROBLEMATIC FOR THE DEVELOPER AS THEY MOVED INTO SIGHT, PLANNING AND DEVELOPMENT. FOLLOWING THAT 2020 APPROVAL ON THE ZONING. SO WITH THE REZONING REQUEST TODAY AT THE APPLICANT IS REQUESTING A COUPLE PICTURES THEY'RE ON THE APPLICANT IS REQUESTING TO MODIFY THE MINIMUM LOT AREA REQUIREMENTS FROM THE EXISTING ZONING DISTRICT. CURRENTLY THE MINIMUM LOT AREA REQUIRES 2700 SQUARE FOOT PER UNIT OF THE AFRICAN IS PROPOSING TO REDUCE THAT DOWN TO 1860 SQUARE FEET PER UNIT. THIS WOULD NOT MODIFY THE DENSITY THAT IS CURRENTLY IN PLACE FOR THE PROPERTY. IT'S STRICTLY ALLOWS THEM TO UTILIZE THAT DENSITY OR REALIZED THAT DENSITY ON THE PROPERTY ON BEN THEY'RE ALSO REQUESTING THE REZONING TOL MODIFY THE SCREENING REQUIREMENTS, PARTICULARLY ON THE SOUTH AND WEST SIDES OF THE PROPERTY. FREDDIE MULTI FAMILY ZONING IN THE CITY OF MCKINNEY. IT DOES REQUIRE MASONRY SCREENING ON ALL FOUR SIDES STATEMENT. ACCEPT ANYTHING THAT HAS FRONTAGE ON THE WESTERN SIDE OF THE PROPERTY. THERE IS A FAIRLY LARGE ON CORE EASEMENT. THE AFRICAN IS PROPOSING TOMO PROVIDE SCREENING VIA EVERGREEN SCREENING ON THIS WESTERN PROPERTY. IT WILL ALLOW FOR THEM TO MEET THE REQUIREMENTS OF AN ENCORE EASEMENT. I MEAN, ALSO DOES PROVIDE QUITE A LARGE BUFFER OR GAP FROM ANY ADJACENT PROPERTY AND THEN ON THE SOUTHERN PROPERTY LINE. THEY'RE REQUESTING MODIFIED SCREENING DEVICE, WHICH WOULD INCLUDE A WROUGHT IRON SCREENING DEVICE. MASONRY COLUMNS, ONE EVERY 20 FT AND LIVING LANDSCAPING. A SWELL ARE LIVING SCREENING ALONG THAT SOUTHERN PROPERTY LINE. THE PROPERTY TO THE SOUTH OF THIS IS ALSO MULTI FAMILY STYLE AND DEVELOPMENT. STAFF HAS REVIEWED THE REQUESTS. WE FEEL THAT THE REASONABLE AND HAVE NO OBJECTIONS TO THEM. THEA ITEM DID GO BEFORE PLANNING AND ZONING COMMISSION LAST MONTH. THEY'VE OFFERED A FAVORABLE RECOMMENDATION AND I'M HAPPY TO ANSWER ANY QUESTIONS. AND JENNIFER. I KNOW YOU SAID IT, BUT JUST TO STATE IT AGAIN. THERE'S NO ADDITIONAL UNITS BEING REQUESTED. IT'S JUST A CHANGE IN THE LOT SIZE, BUT THE UNIT NUMBER OF COUNT STAYS THE SAME THROUGHOUT THE PROPERTY. GUESS I DON'T UNDERSTAND. WE'RE GIVING THEM 1100. SUMI 900 LESS FEET. HER WET. HER UNIT. SO IN OUR EXISTING ORDINANCE, WE HAVE WHAT'S CALLED MINIMUM LOT AREA PER UNIT. SO FOR EVERY UNIT ON A PIECE OF MULTI FAMILY UNIT ON A PIECE OF PROPERTY IN THIS ZONING DISTRICT, IT WOULD TYPICALLY REQUIRE. 2700 SQUARE FEET OF LOT AREA FOR EACH UNIT. AND WHAT HAPPENS IS BETWEEN THAT AND YOUR DENSITY. IT SORT OF REGULATES THE AMOUNT OF UNITS THAT CAN GO ON TO A PARTICULAR SITE. SO WHEN THE REQUEST CAME BEFORE YOU ALL BACK IN DECEMBER, THE AFGHAN AND FOCUSED PREDOMINANTLY ON THAT DENSITY NUMBER AND AS THEY WENT INTO DESIGN FOR THEIR ACTUAL SITE PLAN, THEY REALIZED THAT. THAT LOT AREA FOR UNIT WAS ALSO WAS BECOMING PROBLEMATIC DID NOT QUITE PROGRAMMED FOR THAT WHEN THEY STARTED DOING IT, AND SO THEY'VE COME BACK AND SAID, HEY, WE ABLE TO REQUEST A MODIFICATION TO THAT. IT'S A MODIFICATION THAT WE TYPICALLY SEE ON A LOT OF THE OTHER MULTI FAMILIES ONLY REQUESTS GIVEN THAT THIS MULTI FAMILY ENTITLEMENTS BEEN IN PLACE. FOR QUITE SOME TIME. WE DIDN'T HAVE ANY OBJECTION TO IT. OKAY, SO WE ARE. SO IT'S THE SAME NUMBER. THEY JUST A LITTLE BIT SMALLER.

THAT'S A LITTLE SMALLER LOT AREA FURTHER THAN YOU. OKAY, WONDERING, OK, AREAS JUST IT JUST HELPS IN PLACE IT DIFFERENTLY ON THE. ON THE PROPERTY A LITTLE BIT. YES, EXACTLY. FIXTURE ON HOW WHY DOES THAT EASEMENT THAT GOES THROUGH THERE? I'M NOT SURE IF I HAVE THAT IN MY GUN, SO HE'S BEEN I JUST GOOD PEOPLE. THEY HAVE A GAP. 50 CENTS. LARGE POWER HELLO? APPLICANTS HERE IS LOVE'S. OKAY, SO. SO WE DON'T HAVE ANY PROBLEM WITH THE TREES AND STUFF LIKE THAT. IF YOU HAD A WALL, THEN THEY HAVE TO WORK AROUND THE WALLS WITH THAT EASEMENT IT? YEAH. A LOT OF TIMES IN A LOT OF THESE EASEMENTS. THEY DON'T ALLOW STRUCTURES WHICH WE WORK THROUGH, WILL OFTEN IT ABLE TO WORK THROUGH THAT WITH AN APPLICANT. GIVEN THE SIZE OF THIS EASEMENT AND THE RELATIVELY DEVELOPED AREA THAT IT'S IN REQUEST TO DO LIVING LANDSCAPING IN THIS LOCATION. WE DIDN'T HAVE ANY OBJECTION TO YOU. IT'S ALL AHEAD. THANK YOU, JENNIFER. JUST FOR CLARIFICATION. THIS IS BECAUSE THE POWER LINE, RIGHT? YES THAT'S WHY WE'RE CHANGING, MAKING THE CHANGES ON THE WESTERN ON THE WESTERN SIDE. OTHER QUESTIONS. UP. KENT IS HERE TRYING TO COME UP AND SAY A FEW WORDS. IT'S WHERE COUNSEL GOOD EVENING I'M CASEY GREGORY OF SANCHEZ ASSOCIATES AT 2000

[00:20:04]

NORTH MCDONALD STREET HERE IN MCKINNEY. WE RESPECTFULLY REQUEST THAT YOU APPROVE THIS ITEM. THANK YOU AGAIN FOR A STAFF FOR THAT PRESENTATION, AND I WOULD BE HAPPY TO ANSWER ANY QUESTIONS YOU MIGHT HAVE. THE QUESTIONS FOR THE APPLICANT. THANK YOU, SIR.

THANK YOU. THIS IS A PUBLIC HEARING. THERE ANYONE HERE THAT WOULD LIKE TO SPEAK TO THE SITE OF. SEEN NONE ENTERTAIN A MOTION. ARE YOU MAKING EMOTION? I MOVED CLOSER, PUBLIC HEARING THROUGH THE ITEMS HERE. I'LL SAY IT AGAIN. COUNCILWOMAN KNOWS THAT'S NOT THE WAY WE KNOW HOW SHE'S VOTING SO THAT. MOTION PASSES. THANK YOU. NEXT ITEM, 2000800 CONDUCT A PUBLIC

[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from “PD” - Planned Development District, “RS 60” - Single Family Residence District and “TMN” - Traditional McKinney Neighborhood Overlay District to “PD” - Planned Development District and “TMN” - Traditional McKinney Neighborhood Overlay District, to Allow for Commercial and Industrial Uses and to Modify the Development Standards, Located on the Southwest corner of Coleman Street and Berry Avenue, and Accompanying Ordinance]

HEARING TO CONSIDER AN ACT ON REQUEST TO REZONE THE SUBJECT. PROPERTY PD PLAN DEVELOPMENT DISTRICT ARE 60 SINGLE FAMILY RESIDENCE DISTRICT AND TM END TRADITIONAL MCKINNEY NEIGHBORHOOD OVERLAY DISTRICT TO PD PLAN DEVELOPMENT DISTRICT. TM AND TRADITIONAL MCKINNEY NEIGHBORHOOD OVERLAY DISTRICT TO ALLOW FOR COMMERCIAL AND INDUSTRIAL USES IN THE MODIFIED THE DEVELOPMENT STANDARDS LOCATED AT THE SOUTHWEST CORNER OF COLEMAN STREET AND VERY AVENUE IN A COMPANY IN ORDINANCE. THANK YOU, MR MAYOR. AS YOU READ THIS SUBJECT PROPERTY. THERE WE GOT IS ON THE SOUTH SIDE OF US. 3 80 JUST WEST OF VERY STREET OR CHURCH STREET IS ONE OF THE MAJOR CROSS CROSS SECTIONS HERE. THE APPLICANT IS PROPOSING TO REZONE APPROXIMATELY ONE ACRE OF PROPERTY FROM AN EXISTING RESIDENTIAL ZONING DISTRICT OF RS 60. WITH SOME ADDITIONAL LAYER OF ZONING ON THAT TO ALLOW FOR FOUR PLACES. AND THE AFRICAN IS PROPOSING TO REZONE TO SEE ONE, WHICH IS OUR NEIGHBORHOOD COMMERCIAL ZONING DISTRICT WITHIN ALLOWED WAREHOUSE USE. TO BE HONEST WITH YOU. THIS WAS A TRICKY ONE FOR STAFF TO WORK THROUGH WITH THE APPLICANTS. THIS IS AN EXISTING BUSINESS. IT IS LOOKING TO EXPAND ON THIS PARTICULAR PROPERTY, THEIR MAIN HUB OF OPERATION IS JUST ON THE EAST SIDE. I'M SORRY, NOT VERY STREET, BUT COLEMAN STREET.

ANDRE HAVE ESSENTIALLY OUTGROWING THAT THAT LOCATION AND THEY'RE LOOKING TO EXPAND INTO THIS PARTICULAR TRACKED. WITH THE REZONING REQUEST. THE FIRST THING THAT WE'RE LOOKING FOR IS A STAFF IS COMPLIANCE WITH THE COMPREHENSIVE PLAN IN THIS PARTICULAR LOCATION. OUR CONFERENCE OF PLAN DOES CALL FOR RESIDENTIAL USES, AS YOU'LL SEE ON THIS, ARIEL, THIS IS PREDOMINANTLY A RESIDENTIAL BLOCK. THIS IS SORT OF THE NORTHERN ONE ACRE UM. BITS OF PROPERTY ON THAT NORTHERN BLOCK. UM. AND SO WHEN THE APPLICANT PROPOSED THE COMMERCIAL ZONING DISTRICT THAT COULD HAVE BEEN CONSIDERED COMPATIBLE, HOWEVER, WITH THE ADDITION OF THAT WAREHOUSE USED ON THE PROPERTY, WE DID HAVE CONCERNED THAT IT WAS ENCROACHING A BIT INTO THE NEIGHBORHOOD FABRIC. I MEAN, IT ALSO DID NOT AT THAT POINT REALLY ALIGNED WITH THE COMPREHENSIVE PLAN, AND FOR THAT REASON WE WERE UNABLE TO SUPPORT THE REQUEST. I WILL NOTE THAT THERE ARE EXISTING CODE COMPLIANCE ISSUES ON THE PROPERTY, WHICH IS WHAT BROUGHT THIS ZONING REQUEST FORWARD. AS I MENTIONED, THE APPLICANT HAS SORT OF OUTGROWN THEIR EXISTING SPACE. THEY'VE GOT SOME STORAGE CONTAINERS ON THIS VACANT ONE ACRE TRACT, WHICH ARE NOT IN COMPLIANCE WITH CITIES CODES. AND SO THE REQUEST FOR THE RE ZONE FOR COMMERCIAL PLUS TWO ADDITIONAL WAREHOUSE USES. IS TO ALLOW FOR THEM TO EXPAND THEIR BUSINESS ONTO THIS TRACKED DOOR. THIS REQUEST WAS PRESENTED TO THE PLANNING AND ZONING COMMISSION LAST MONTH. IT WAS GIVEN A FAVORABLE RECOMMENDATION BY THE COMMISSION IN A VOTE 61. UNFORTUNATELY STAFF WAS NOT ABLE TO SUPPORT THE REQUEST JUST BECAUSE OF ITS LACK OF CONFORMANCE WITH THE COMPREHENSIVE PLAN AND OUR CONCERNS WITH THE INTRODUCTION OF WAREHOUSE USES ON THAT RESIDENTIAL BLOCK, I'D BE HAPPY TO ANSWER ANY QUESTIONS THAT YOU HAVE. HAVE THE NEIGHBORS. PROVIDED ANY INPUT. WE'VE NO, WE'VE NOT HEARD FROM ANY OF THE NEIGHBORS THAT I'M AWARE OF, AND EVERYTHING WAS POSTED. AND OBVIOUSLY, YEAH, OF COURSE, GO TO PAGE THREE. OUR SLIDE THREE. I'M SORRY. SEE RIGHT THERE. YOU HAVE THE AREA WHERE THEY WANT THE AERIAL. OKAY, JUST AND IF YOU CAN WE BLOW THAT UP A LITTLE BIT. HAS SO WE'RE. I SURE CAN'T. OKAY THAT'S FINE. THAT'S WHAT SHE COULD WRITE THIS SO OKAY. THERE WE GO. THERE WE GO. SO WHERE IS THEIR EXISTING BUSINESS RIGHT NOW? SO ON, I COULD THAT I COULD NOTE AND DRAW. YEP. RIGHT OVER HERE. SEE IT RIGHT THROUGH HERE. OH THAT'S RIGHT, SON. OKAY, NOW, I WILL BE VERY HONEST WITH YOU. I'M NOT CERTAIN IF IT EXTENDS

[00:25:02]

ALL THE WAY INTO THIS TRIP, BUT I KNOW IT. EVERYTHING FROM NORTH OF THEM ON THAT TRACK IS BUSINESS DISTRICT. HMM. SO DID THEY DID THEY OWN THE ENTIRE PEOPLE THAT EVERYTHING IN THE BLOODY THING IN THAT BLUE THE SUBJECT, DID YOU AND THERE'S NOT AN EXISTING HOUSE THERE RIGHT NOW. IT'S JUST A LOT JUST A VACANT LOT. THEY JUST HAVE STORAGE CONTAINERS. SO IS THEIR IDEA IS JUST TO BUILD A LARGE. SHED TYPE OF JUST A BIG STORAGE FACILITY. IF YOU DON'T MIND HIM AND OUT THEY HAVE PROVIDED AN INFORMATIONAL LAYING OUT AS PART OF THEIR REQUEST. I WILL NOTE THAT THIS LAYOUT HAS NOT BEEN REVIEWED BY STAFF. BUT IT DOES GIVE A GENERAL IDEA OF WHAT THEY HOPE TO DO ON THE PROPERTY. SO WHAT YOU'LL SEE HERE IS PARKING THROUGHOUT THE FRONT AND YOU SEE THESE TWO UM, WAREHOUSE SHEDS BUILDINGS BELIEVE THEY'RE APPROXIMATELY 11,000 SQUARE FEET APIECE. SINGLE STORY. SINGLE STORY. THE OFFICE BUILDING OR ANY NEW OFFICE. THEY JUST GONNA JUST GONNA BE STORAGE FACILITY. NOW THEY DO ON THIS WESTERN PIECE RIGHT HERE. THEY HAVE CALLED THIS OUT AS OFFICE AND THIS AS WAREHOUSE. AND THIS LARGER BUILDING HERE WOULD BE. AZIZ SHOWN HERE WOULD BE PREDOMINANTLY STORAGE. WHERE ELSE WHAT DID THEY DO? DO WE KNOW? THIS IS AN A C. SCYLLA REPAIR OR INSIDE BURNSIDE.

THAT'S CORRECT. YEAH. KIND OF AH, SHIELDING OR FENCING OR ANYTHING ON THE SOUTH SIDE WITH HER BE, JIM. YEAH THEY WOULD BE REQUIRED SCREENING ON ANY PORTION OF THE PROPERTY THAT ABUTS RESIDENTIAL, WHICH IS EVERYTHING THERE ON THAT SORT OF SOUTHERN. THIS HERE NOW THEY COULD SATISFY SCREENING IN A NUMBER OF WAYS. ONE IS A MASONRY WALL. THEY WOULD ALSO BE ELIGIBLE TO DO WROUGHT IRON FENCING WITH MASONRY COLUMNS AND LIVING SCREENING. ON DARE THEY MAY ALSO, AND PLEASE DON'T QUOTE ME ON THIS OTHER ONE BECAUSE I BELIEVE THAT THERE ARE SOME OF THEM. THRESHOLDS THAT THEY'D HAVE TO MEET, BUT THEY COULD ALSO POTENTIALLY DO LIVING SCREENING. ABOUT BUFFER BETWEEN THEM IN THE RESIDENTIAL ISN'T THERE A REQUIREMENT FOR THEIR MEETING THAT ASKING TO MEET THAT OR CHANGED THEY ARE THERE ASKING FOR EVERYTHING THAT WOULD OTHERWISE BE REQUIRED IN THAT C ONE ZONING DISTRICT. SO WOULD THEN ENTIRE PROPERTY WITH THOSE, WOULD IT WOULD IT HAVE A GATE COMPLETELY SURROUNDING THE ENTIRE. THEY TALKED ABOUT THAT MEANS THAT THEY HAVE THEY HAVE NOT. NOT WITH ME ANYWAYS, AND I CAN'T SPEAK TO ALL THE CONVERSATIONS WE MIGHT HAVE HAD WITH OCCASIONAL COME HERE. I BELIEVE THAT THE APPLICANT IS HERE. THEY WOULD AGAIN. THE SCREENING REQUIREMENT IS ONLY ALONG THE PORTIONS OF PROPERTY THAT ABUT RESIDENTIAL IF THEY HAD ANY OUTDOOR STORAGE THAT COULD KICK IN ADDITIONAL SCREENING REQUIREMENTS. WITH WHAT THEY'RE SHOWING HERE. I DON'T SEE ANY OUTDOOR STORAGE THAT WOULD OTHERWISE REQUIRE THAT. PREVENT SOMEBODY FROM NOT SAYING WHAT? WE'RE GONNA DO OUTDOOR STORAGE, BUT YET STACK UP TIRES OR STACK UP. YOU KNOW, WE WOULD WE WOULD DO THAT IS OUTDOOR STORAGE THAT COULD GENERATE ANOTHER CODE VIOLATION IF THAT WAS SOMETHING THAT THEY DID. OUTSIDE OF THE CONFINES OF THE ORDINANCE, OKAY? HUH? AT LEAST INITIALLY, THIS IS GONNA BE OWNER OCCUPIED. CORRECT? YES. CAME. RIGHT. THANK YOU. JENNIFER. WHO IS THE APPLICANT? PLEASE COME UP. MAYOR MEMBERS OF THE CITY COUNCIL. MY NAME'S TJ LANE OFFICE AT 503 NORTH KENTUCKY STREET IN THE KIDNEY. HERE THIS EVENING ON BEHALF OF THE LANDOWNERS AND THE APPLICANTS, DOTTIE AND PETTY, BURNSIDE. UM, I BROUGHT. IF I COULD GET COPIES. THIS IS THE OLD PLANT. I BROUGHT SEVEN COPIES. I THINK THIS WILL HELP YOU UNDERSTAND MORE OF HOW WE GOT TOE. WHERE WE ARE TODAY. THANK YOU. I HAVE ONE FOR YOU. RIGHT? MADE IT TO THE END. THIS IS THIS IS A TALE. OF THE SEVEN LOCKS LEFT BEHIND. OF SEVEN LATTES AND BLOCK A OF THE MILLION USE ADDITION TO THE CITY OF MCKINNEY. BILLY MIEZE EXCEPT DIVIDED HER LAND AND 1946 AND IN THE PROCESS OF DOING SO, SHE LAID OUT AND DEDICATED SEVERAL STREETS AND ALLEYS. ONE OF THESE WAS VERY AVENUE. UH 40 FT WIDE STRAIGHT THAT RUNS EAST

[00:30:08]

AND LAST BETWEEN COLLEGE AND COLEMAN STREET. IT'S SHOWN IN YELLOW THERE ON THE OLD PLANT.

IN THE 19 SIXTIES, PIGGLY WIGGLY WAS LOOKING FOR A PLACE TO BUILD A NEW STORE AND MCKINNEY. ENDED UP BUYING AND COMBINING SEVERAL LOTS IN THE MILLIMETERS TRADITION. AND THEY BUILT THE GROCERY STORE THERE ON THE SOUTHEAST CORNER OF HIGHWAY 24 COLLEGE STREET. BUT ONLY AFTER THE CITY OF MCKINNEY ABANDONED AND TURNED OVER TO PIGGLY WIGGLY PARTS OF VERY AVENUE THAT ARE SHOWN IN THE RED CROSS HATCH ON THIS PLANT. PARSLEY ABANDONED VERY AVENUE.

THE CITY DAMAGED SEVEN LOTS ON THE SOUTH SIDE OF THAT STREET. BACK BEHIND THE GROCERY STORE.

THE SAME SEVEN LOTS THAT ARE THE SUBJECT OF TONIGHT'S RE ZONING HEARING OF THEIR APPLICATION FOR REZONING. SHOWN IN THE BLUE CROSS HATCHING UP THERE. WITH VERY AVENUE PARTIALLY ABANDONED. IN THE GROCERY STORE BUILT. THESE SEVEN LOTS WERE LEFT WITH IMPAIRED ACCESS, LIMITED UTILITY AND A CLOSE UP VIEW OF A SOLID BRICK WALL. OVER TIME, THE LAND SURROUNDING THIS PROPERTY DEVELOPED OUT. ALL SORTS OF COMMERCIAL AND RESIDENTIAL USES. BUT THE LAND COMPRISING THE SEVEN LIGHTS THAT LAND HAS SET VACANT AND LARGELY UNUSED FOR 75 YEARS. SEVEN LATTES ARE NOW OWNED BY MY CLIENTS WHO WANT TO COMBINE, IMPROVE AND PUT THEM TO PRODUCTIVE USE. CONCEPTUAL FRAMEWORK FOR WHAT THEY PROPOSE TO DO WITH THIS PROPERTY, HIS LAID OUT IN OUR LETTER OF INTENT, THE DEVELOPMENT STANDARDS AND REGULATIONS AND THE CONCEPTUAL SIDE PLAN. COMPARED AND CONTRASTED WITH THE LAND AS IT NOW SITS, WHICH IS FAKING. PROPOSED SIDE. THE PROPOSED PROJECT WILL PROVIDE BETTER SECURITY, ENHANCED SCREENING AND LANDSCAPING AND IMPROVE FIRE DEPARTMENT ACCESS.

NEXT. I WANT TO TOUCH JUST BRIEFLY. UPON AND DISCUSS THE PURPOSE OF YOUR ZONING ORDINANCE AS IT RELATES TO THIS APPLICATION. ZONING OR, HALE SAYS VERY SPECIFICALLY. WHAT IT IS DESIGNED TO ACCOMPLISH. THERE'S A LIST OF OBJECTIVES THAT INCLUDE LESS THING CONGESTION IN THE STREETS. PREVENTING OVERCROWDING OF LAND. AVOIDING UNDUE CONCENTRATION OF POPULATION. FACILITATING THE ADEQUATE PROVISION OF TRANSPORTATION, WATER, SEWAGE SCHOOLS, PARKS AND OTHER PUBLIC AMENITIES AND SERVICES. CAN I ASK YOU TO CONSIDER THE TWO COMPETING VISIONS FOR THIS PIECE OF LAND? FIRST. WHAT THE BURN SIDES PROPOSED IS A SMALL, UNOBTRUSIVE, HEAVILY LANDSCAPED OFFICE AND WAREHOUSE BUILDING.

OTHER IS AN APARTMENT COMPLEX. THEN ASK YOURSELF WHICH ONE DO YOU THINK IT'S LIKELY TO GENERATE MORE TRAFFIC? WHICH ONE IS MORE LIKELY TO RESULT IN OVERCROWDING. WHICH ONE DO YOU THINK WOULD PUT A GREATER STRAIN ON OUR WATER AND SEWER SYSTEMS, OUR SCHOOLS, OUR PARKS. ANOTHER PUBLIC COMMUNITIES AND SERVICES. AND FINALLY, IT'S IMPORTANT TO KNOW.

YES, I HAVE. IN OUR LETTER OF INTENT. THE APPLICANTS LONG HISTORY WITH MCKINNEY. HAS GOOD EMPLOYERS AND GOOD CITIZENS. NO ONE HAD TO GO OUT AND CREATE MY CLIENTS. TO BRING THEIR BUSINESS AND THE GOOD JOBS IT PROVIDES TO MCKINNEY. ALREADY HERE. THEY WANT TO BE HERE.

THEY WANT TO STAY HERE. BURN SIDES HAVE NEVER ASKED THE CITY AND THE CANDY FOR A GRANT OR ANY OTHER FINANCIAL INCENTIVE. THEY'RE NOT ASKING FOR ONE TONIGHT. WHAT THEY ARE ASKING OF YOU IS TO TAKE NOTICE OF THE UNIQUE FACTS AND CIRCUMSTANCES THAT EXIST HERE ON THE GROUND.

RECOGNIZE THE PROBLEMS THAT HAVE KEPT THIS PIECE OF PROPERTY VACANT AND UNUSED FOR SO MANY YEARS. AND THEN ADJUST THE CURRENT ZONING. THOUGHTFUL AND MEASURED WAY SO THAT DINING AND PATTY BURNSIDE CAN PUT THIS LAND'S PRODUCTIVE USE IN A WAY THAT BENEFITS EVERYBODY INVOLVED. DON T BIRD SIDE WOULD LIKE TO BE HERE THIS EVENING, BUT HE CAN'T. HE'S IN THE HOSPITAL COVERING FROM BACK SURGERY. UM. PADDY BETWEEN DONNIE AND RUNNING. THE BUSINESS HAS HER HANDS FULL, TOO. BUT I'M HERE AND I'LL BE HAPPY TO ANSWER. ANY QUESTION SHALL MIGHT HAVE. J GREAT PRESENTATION. EXCERPTED. YEAH, I THINK YOUR BEST POINT IS THE FACT THAT YOU CAN'T PUT RESIDENTS I WOULDN'T. I WOULD THINK RESIDENTIAL THAT LOOKS IN

[00:35:03]

THE BACK OF A GROCERY STORE. NOT AN IDEAL. OKAY SO I'M NOT A REALLY GOOD LOCATION. SO THAT WAS THAT WAS A GOOD POINT AND. S SO I LIKE THE PROJECT. MY BIGGEST CONCERN, SO I GUESS KIND OF KNOWING WHAT THIS IS. WELL ALL OF THIS, HAVE A GATE AROUND IT AND BE FENCED IN. I KNOW THAT THE PLAN IS TO HAVE BROUGHT OUR DEFENSE WITH BRICK COLUMNS ALONG THE BACK BACKSIDE TO WHERE THERE'S RESIDENTIAL AND JOINING. UM I DON'T KNOW. WE WILL WORK WITH CITY STAFF TOE. DO WHAT WE NEED TO DO TO MAKE THE PROJECT SATISFACTORY. THAT'S BETTER THAN THAT. THAT IS. MY MAIN CONCERN IS JUST SO. THAT THE PEOPLE IN THEIR BACKYARDS DON'T HAVE TO LOOK AT.

WHATEVER IS IN THAT, YOU KNOW WHAT WE DO NEED A GOOD RIGHT. THE ONLY PLACE WHERE THERE'S DIRECTLY BETTING A RESIDENTIAL USES IN THE KNOTS THERE IN THE. SOUTHEAST CORNER, AND I KNOW THAT THOSE WHO HAVE HAD THE RIGHT TURN FANS WITH COLUMNS AND ARE GONNA BE LANDSCAPED HEAVIER THAN WHAT CODE REQUIRES. SO BECAUSE THAT'S NOT A STREET THAT GOES BEHIND THERE, IS IT? I'M NOT SEEING THAT ON THE ON THE IT'S A PLANET ALLEY, BUT IT'S IMPROVED. OKAY? BUT IT DOES PROVIDE SOME ADDITIONAL BUFFER ON THAT. OKAY. SOUTH BETWEEN THIS YEAR'S CAN'T TELL FOR RESIDENTS PHOTO THIS YES. I LOVE THE QUESTIONS. DON'T I HAVE A QUESTION, BUT T J I GOT SAY THE LETTER OF INTENT AND THAT WAS INCLUDED IN THE PACKAGE WAS THE BEST WRITTEN WHEN I THINK I'VE SEEN IN MY FOUR YEARS. SO I APPRECIATE THE INFO. THANK YOU VERY MUCH. THANK YOU, SIR. HISTORY LESSON. YES I THANKS, TJ. THANK YOU.

ALL RIGHT. THIS IS A PUBLIC HEARING. ANYONE HERE THAT WOULD LIKE TO SPEAK TO THIS ITEM. SEE NONE. ENTERTAIN EMOTION, BUT BEFORE WE DO THE MOTION. YOU KNOW, HE SAYS THAT OUR INTENT IS TO PUT SOMETHING THERE. DO WE DO IN THE MOTION THAT MAKE SURE THAT I MEAN, WHAT DO WE WANT TO, ESPECIALLY IN THAT? IT'S KIND OF WHERE YOU HAVE THAT ONE RESIDENTIAL LOT. DO WE WANT TO MAKE SURE THAT. THINK IT'S STILL GONNA BE REQUIRED, RIGHT? PROPER SCREENING AND STUFF LIKE THAT. HOW DO WE THAT'S THAT'S PART OF THE CURRENT ZONE? YES. OH YEAH, I WILL. ANYTIME THE PROPERTY LINE ABUT RESIDENTIAL DISTRICT, SO YOU DRAW THERE FLASH. STOP THE STORY. HERE THROUGH HERE, AT MINIMUM WOULD ALREADY REQUIRE THAT SCREENING DEVICE. OKAY SO THAT THE WROUGHT IRON WITH MASONRY COLUMNS ISN'T APPROVED SCREENING DEVICE IN OUR ORDINANCE, SO AND IF THAT'S WHAT THEY'RE PROPOSING TO DO, THEY WOULD SATISFY THE DEPARTMENT. IT'S GOOD THAT SATISFACTORY. THANK YOU. RIGHT MOTION. I'D LIKE TO MAKE A MOTION. WE CLOSE THE PUBLIC HEARING AND APPROVED THIS ADAM SECOND IT PLEASE CAST YOUR VOTES. THIS WOMAN. YES. MOTION PASSES. THANK YOU, TJ. RIGHT? CITIZEN COMMENTS MATTERS NOT ON

[CITIZEN COMMENTS ON MATTERS NOT ON THE AGENDA]

THE AGENDA. I HAVE CAMERA. JOHNSON.

EVENING COUNCIL. MAYOR FULLER. TAMRA JOHNSON. P O BOX 251 FOR MCKINNEY, TEXAS. I JUST WANT TO KNOW. TALK ABOUT TODAY. HISTORY MAKING. DECISION THAT WAS MADE IN MINNEAPOLIS.

GUARDING GEORGE. HELLO. I'M SORRY, GEORGE. I'M READING HERE. IT SOUNDS GEORGE FLOW, WADE. AND HOW JUSTICE HAPPENED TODAY. AND MY QUESTION NOW IS WELL, THERE'LL BE JUSTICE FOR MARVIN SCOTT, THE THIRD IN MY COUNTY, TEXAS. WILL THERE BE JUSTICE? MCKINNEY, TEXAS.

MARVIS GOT THE THIRD. ONE MORE TIME. WILL THERE BE JUSTICE? MARVIN'S GOT THE THIRD AND COLLIN COUNTY, TEXAS. DO WE EXPECT JUSTICE IN MCKINNEY, TEXAS, IN COLLEGE COUNTY FOR MARVIN SCOTT, THE THIRD. WILL WE HAVE JUSTICE HERE? IN OUR COMMUNITY. MARVIN SCOTT, THE THIRD ANYBODY CARE? IF THERE'S JUSTICE, BUT MARVIN'S GOT THE THIRD. CAN YOU EVEN CONSIDER

[00:40:11]

THINK ABOUT AND. PROMOTE THAT THERE BE JUSTICE FOR MARVIN SCOTT, THE THIRD ANYBODY. WILL THERE PLEASE BE JUSTICE, BUT MARVIN'S GOT THE THIRD. AND THERE HAPPENED IN OUR COUNTY IN OUR CITY. JUSTICE. MARVIN SCOTT, THE THIRD. WE NEED JUSTICE FOR MARVIN'S GOT THE THIRD WE NEED SOMEONE TO CARE. ABOUT THE FAMILY. MARVIN SCOTT, THE THIRD WE REALLY DO. NEED THERE TO BE JUSTICE FOR MARVIN SCOTT, THE THIRD REALLY? JUST HAVE TO ASK AGAIN. WELL, THERE CAN THERE. CAN Y'ALL PROMOTE THAT THERE BE JUSTICE FOR MARVIN'S GOT THE THIRD. WE FOUND TODAY IN THIS COUNTRY. THAT A BLACK MAN CAN GET JUSTICE. WITHIN THE SYSTEM. CAN IT HAPPEN HERE? COLLIN COUNTY, TEXAS. MCKENNEY, TEXAS. WILL THERE EVER BE JUSTICE FOR MARVIN'S GOT THE THIRD. PLEASE. YEAH. LET THERE BE JUSTICE IN THIS PLACE. MARVIN'S GOT THE THIRD. THAT'S ALL I ASK. FOR HIS FAMILY. EVERY JUSTICE, BUT MARVIS SCOTT FOR THIRD. THANK YOU. THANK YOU. CAMERA. KILL. THIS WITH MICHEL. GOOD AFTERNOON, MR MAYOR, CITY COUNCIL WAS WITH MICHEL 62 OF FIVE. EAGLE STONE. DR. SOME OF YOU MAY HAVE NOTICED THE FAMILY, FRIENDS AND COMMUNITY OF MARVIN'S GOT THE THIRD TOOK PART IN A PEACEFUL PROTEST AT THE ARTS AND BLOOM FESTIVAL. LAST SATURDAY. THE NEXT DAY, WE MARCHED WITH COLLIN COUNTY AND DOUBLE ACP AND ALAN AND SHUT DOWN SEVERAL INTERSECTIONS AND HEARD SOME REALLY INTERESTING COMMENTS ABOUT PEOPLE BEING INCONVENIENCED. IMAGINE BEING MARVIN'S MOTHER OUT THERE. I WAS WITH HER. LISTENING TO PEOPLE COMPLAIN ABOUT A FEW MINUTES OF INCONVENIENCE WHEN HER LIFE IS FOREVER CHANGED BECAUSE OF COLLIN COUNTY'S VIEW ON MENTAL HEALTH CRISES AS INCONVENIENT. OUR GOAL IN PEACEFUL PROTEST. NG IS TO EDUCATE THE PUBLIC ABOUT WHAT HAPPENED TO MARVIN AND ENCOURAGE THEM TO MAKE THEIR VOICES HEARD. THE FAMILY HAS THREE DEMANDS THAT HAVE REMAINED THE SAME ONE TO RELEASE THE NAMES OF THE EIGHT PEOPLE INVOLVED. TO RELEASE THE VIDEO OF THE NIGHT OF MARVIN'S DEATH. AND THREE TO ARREST THE OFFICERS RESPONSIBLE FOR MARVIN'S DEATH. POLICE BRUTALITY IS NO STRANGER TO MCKINNEY. I KNOW WE ALL REMEMBER THE PART POOL PARTY INCIDENT. WHY DID THAT GET NATIONAL ATTENTION BECAUSE THERE WAS VIDEO. SAW POLICE CAM VIDEO INSTANTLY OF DANTE, RIGHT BEING MURDERED BY A COP. WHO WAS THEN ARRESTED THE NEXT DAY. WE SAW A BYSTANDER VIDEO ALMOST IMMEDIATELY AFTER GEORGE FLOYD WAS MURDERED BY A COP WHO WAS ARRESTED FOUR DAYS LATER. AND PRAISE SWEET BABY JESUS GOTTEN A GUILTY VERDICT TODAY. SO I HOPE THIS COUNCIL IN THIS CITY ARE PREPARED. I HOPE WE ARE PREPARED FOR WHAT LIES AHEAD WHEN THIS VIDEO IS RELEASED, IT MAY NOT BE THIS WEEK OR THIS MONTH, BUT IT WILL BE RELEASED. I AGAIN WANT TO ASK YOU TO CONSIDER A PROGRAM LIKE BOOTS. IN OREGON. KOHUT STANDS FOR CRISIS ASSISTANTS HELPING OUT ON THE STREETS. MAYBE IF WE HAD A PROGRAM SIMILAR TO THIS, MARVIN WOULD STILL BE ALIVE.

MAYBE IF WE DEVELOP A PROGRAM LIKE THIS, WE CAN SAVE OTHERS FROM SUFFERING LIKE THIS FAMILY HAS SUFFERED. IT HAS BEEN 37 DAYS SINCE MARVIN WAS MURDERED. WHEN DOES THE SCOTT FAMILY GET TO SEE SOME SORT OF ACCOUNTABILITY BEING TAKEN? HOPE YOU'RE READY. CURE THIS MYTH. AND SO THE MANAGER COMMENTS. WE'LL START WITH YOU, COUNCILWOMAN RICHARDSON WOODS

[COUNCIL AND MANAGER COMMENTS]

IF YOU HAVE ANY COMMENTS. I JUST WANT TO SAY I HAD AN OPPORTUNITY TO ARGUE. OF COMMUNITY OF THE VENDOR. VENDORS THE CART VENDOR AND EVERYBODY THAT'S ABSOLUTELY IS EVERYTHING. MM. ABOUT. FOR TRUMP THE COMMUNITY. IT WAS THIS AMAZING IN ME AND FOR COME

[00:45:01]

WHERE WE ARE NOW HAD A HOPING BUT I JUST WANT. THEY SAID THEY LOOKED FORWARD TO COMING BACK.

I EVEN STOPPED THEY HAD COME DOWN FROM OKLAHOMA, AND SHE NAMED CUSTOM LAUGHED AND SAID THAT HER SAILS THE SUPPORT. COMING BACK NEXT YEAR, THE I IT WAS A BIG COUP NO TO THE FEEDING, EVEN KUDOS TO THE CITY WORK. WORKING CONCRETE, YOU KNOW, CLEANING UP THE TRASH IN THE END RISK, YOU KNOW, TRASH RECEPTACLES, SO KUDOS TO OUR CITY STAFF FOR BEING ON TOP OF EVERYTHING IN THIS THING, EVERYONE FOR BRADY DEAD. CUTE. COUNCILMAN FRANKLIN. JUST WANTED TO REMIND EVERYBODY THAT WE ARE NOW OFFICIALLY IN AN ELECTION. EARLY VOTING STARTED MONDAY. PLEASE GET OUT AND VOTE. WE TYPICALLY HAVE VERY LOW TURNOUT. THE LAST ELECTION.

WE HAD. ALMOST A RECORD TURNOUT, IF NOT A RECORD TURNOUT. BUT I WOULD ENCOURAGE YOU IF YOU DON'T KNOW YOU'RE GONNA VOTE FOR GO TO THEIR WEB SITES. WE LEARN ABOUT HIM. SEE WHAT THEY'RE ALL ABOUT. SOME OF THEM YOU CAN CALL UP AND VISIT WITH ON THE PHONE, BUT IT'S REALLY IMPORTANT THAT WE GET OUT AND VOTE. AND IF YOU'RE GONNA VOTE. THESE LOCAL ELECTIONS WERE THE BEST AVENUE. YOU TWO REALLY HAVE AN IMPACT. SO ENCOURAGE EVERY CITIZEN TO GET OUT AND VOTE. NEXT IS. WE'VE GOT A GOOD EVENT COMING UP IN MY THE BYRON NELSON'S GONNA BE HERE. I'VE BEEN OUT AND LOOKED AT THE COURSE. THEY'RE SETTING UP. IT'S LOOKING REALLY GOOD OUT THERE. UM. UNFORTUNATELY WE'VE SOLD ALMOST ALL THE TICKETS. SO WHICH PROBABLY GONNA BE SOLD OUT THIS YEAR. YOU'LL BE ABLE TO WATCH IT ON TV. UM THERE MAY BE A FEW TICKETS LEFT. UH, BUT IT'S GONNA BE A TREMENDOUS EVENT FROM A CANNY IT'S GONNA BANG A VERY BIG ECONOMIC IMPACT TO THE CITY AND MECHANIC. AND SO I'M EXCITED ABOUT IT. THAT'S ALL I'VE GOT. E GUESS I'M UP. UH, WANNA TALK ABOUT THE ARTS AND BLOOM. I THINK THAT EVERYBODY THAT WENT TO THAT EVENT. LOOKED AT MCKINNEY AND SUCH SHINE. AMY I KNOW SHE'S NOT IN HERE. SHE WAS HERE EARLIER. HOSSAM JOB, ESPECIALLY THE MERCHANTS OVER THERE. TALK TO SOME CAYMUS. FAR AWAY IS NORTH CAROLINA. THAT JUST ENJOYED OUR TOWN. I THOUGHT THAT WAS REALLY, REALLY COOL THAT THEY COME IN. AND YOU YOU SAID DIFFERENT VENDORS FROM ALL OVER THE UNITED STATES, AND I THINK A LOT OF IT'S BUILT UP FROM PEOPLE JUST BEING BUILT.

YOU KNOW, TUCKED AWAY FOR SO LONG. WE COULDN'T ASK FOR BETTER WEATHER. I THINK EVERY RESTAURANT HAD SOMEBODY IN IT AND IT WAS FULL. UH THIS LAST WEEKEND, I WENT TO SEVERAL DIFFERENT ELECTION. POSTED ELECTION EVENTS, UM. IT WAS ENJOYABLE. IT WAS, YOU KNOW, THE LAST ONE ON SUNDAY, ANOTHER MAYOR WAS THERE WERE SEVERAL OTHER CANDIDATES WAS MEET THE CANDIDATES AND THEY HAD CANDIDATES THAT WE'RE RUNNING AGAINST EACH OTHER. THAT WE'RE ACTUALLY HAVING COMMUNICATION. THEY WEREN'T FIGHTING OR YELLING, BUT THEY ONE OF THEM EVEN INTRODUCE THE OTHER CANDIDATE. AND THAT'S PRETTY SPECIAL. WHEN YOU'RE IN AN ELECTION LIKE THAT, AND YOU GET TO SEE THAT, AND IT WAS IN THE MIDDLE OF A NEIGHBORHOOD AND YOU DIDN'T HAVE THIS ANIMOSITY OF YOU'RE ON THIS TEAM, AND I'M ON THAT TEAM. REALLY REALLY, REALLY APPRECIATED THAT AND HECK, ONE OF THE MY OPPONENTS IS HELPING WITH ONE OF THE CAMPAIGN, AND SO IT'S ACTUALLY SPECIAL TO SEE THAT. WORK AND WATCH NEIGHBORHOODS GET TO MEET EACH OTHER. UM. WANNA GO TO SOMETHING THAT'S THAT? I THINK I HAVE TO SAY SOMETHING ABOUT BECAUSE BEING THE ONLY LAW ENFORCEMENT OFFICIAL THAT SITS ON THIS COUNCIL AND SOMEBODY THAT'S BEEN IN LAW ENFORCEMENT FOR 26 YEARS. WHO CAME FROM AUSTIN THIS MORNING AFTER VOTING ON SEVERAL BILLS THAT NEED TO GO TO THE REFORM AND SOME OF THEM WERE POTENTIALLY GONNA BE REFORMED, AND NOT EVERY BILL MAKES IT. BUT I THINK THE WHOLE NATION PART OF PART OF THE WORLD WATCHED GEORGE FLOYD VERDICT TODAY. YOU HAD TO, UH, THEY'RE THE VERDICT.

IT WAS A VERDICT THAT NEEDED TO HAPPEN, AND IT WAS A VERDICT IN THE RIGHT WAY THAT NEEDED TO HAPPEN. YOU YOU HAVE A SITUATION WHERE OF OFFICERS NOT TRAINED TO DO SOMETHING LIKE THAT. IT'S BEEN VERY VOCAL ABOUT THIS. I PUT OUT A STATEMENT AT THE VERY BEGINNING ABOUT IT. THAT CERTAIN THE SITUATION SHOULD HAVE BEEN A LOT DIFFERENT. THE OFFICER SHOULD HAVE TAKEN DIFFERENT ACTIONS. THE OFFICERS AROUND HIM SHOULD HAVE TAKEN DIFFERENT ACTIONS. TODAY HE WAS HELD ACCOUNTABLE. TODAY HE GOT THE VERDICT OF GUILTY ON ALL

[00:50:05]

COUNTS. I THINK THE PUBLIC DESERVES TO HEAR THAT. LAW ENFORCEMENT COMMUNITY ACTUALLY NEEDED TO HEAR IT AS WELL. WE SHOULD BE HELD ACCOUNTABLE. WE SHOULD BE HELD TO A HIGHER STANDARD. I TRY TO DO THAT WHEN I'M OUT THERE. I TRY TO DO THAT WITH THE PEOPLE THAT ARE AROUND ME THAT ARE OUT THERE. IT'S TOUGH SOMETIMES BECAUSE YOUR EMOTIONS TAKE OVER. THAT WILL MOVE FORWARD. WE'LL TRY TO BUILD BETTER WITH OUR COMMUNITIES WILL TRY TO BUILD A BETTER REFORM WITH OUR LAW ENFORCEMENT. I'M GOING TO BE A STAKEHOLDER IN THAT. AND WE'LL SEE HOW WE GET DOWN THAT ROAD. IT'S JUST ALWAYS GONNA BE A LONG ONE. SO I JUST HAD TO GET THAT OFF MY BRAIN. HMM. SAMEERA HAVE ALWAYS CELEBRATING THE YOUNG PEOPLE OF MCKINNEY, BECAUSE THAT'S OUR FUTURE, AND I HAVE QUITE A FEW TONIGHT TO TALK ABOUT. THEY WILL NOT BE ATTENDING THE BYRON NELSON BECAUSE THEY WILL BE REPRESENTING THE CITY OF MCKINNEY. IN THE STATE TRACK MADE DOWN AND OFTEN THAT WEEKEND FROM MCKINLEY HIGH SCHOOL, OMARI WALKER WILL BE RUNNING THE 102 100 M. THE FOUR BY 200 TEAM IS THE BAD TERRY, ZACHARY BERGEN, DAMON YOUNG BLOOD AND SHELDON TOURIST KING. MILES I'M SORRY.

THAT'S MILES NOBLE IS 110 HURDLES AND FOUR BY 400. WE HAD JACKIE AND SPENCER, BILLY JULIUS TOPS AND CHARLIE BARTHOLOMEW. AND THE DISKETTES. YOU HAVE PHILIP HOUSTON AND IN POLE VAULT YOU HAVE SPENCER BILLY. ONCE AGAIN. THE WOMEN FROM MCKINNEY BOYD CONSISTS OF MAKAYLA TUCKER IN THE 400 M. MCKINNEY NORTH IS ALWAYS HAD A FANTASTIC TRACK TEAM YOU'RE IN AND YOU'RE OUT BOTH MEN AND WOMEN, AND THESE GUYS GO UNCELEBRATED, BUT THERE ARE SEVERAL STATE CHAMPIONSHIPS OUT OF MCKINNEY NORTH THIS YEAR. CODY BLACKWOOD IS GOING TO STATE IN THE 110 HURDLES, ALSO IN THE 300 HURDLES. I DON'T KNOW IF YOU'VE EVER SEEN THE 300 HURDLES, BUT THAT'S A MAN J. VAN HOPKINS IS IN THE 300 HURDLES AS WELL. THEREFORE, BY 100 TEAM, MISS FIRST PLACE BY 5 107 SECONDS. KOBE BAYLISS RICO, PAUL JORGE TOURISTS AND OSCAR MESSIAHS IN THE FOUR BY 200 JACOB JACOBY BAYLISS, JORGE TOURISTS, DARRYL DROGO AND MILES SQUALLS. IN THE FOUR BY 400. RICO PAUL JADON HOPKINS CAMDEN FIELDS, JOHN GUILLORY DISCUS JADEN WALKER. THE WOMEN. IN THE 200 M WILL BE CAITLIN COFFEE. TOVA ALEXANDRA HARBOR.

OR THREE WOMEN IN PARTICULAR THAT I WANT TO POINT OUT BECAUSE I FIND THIS JUST BE AMAZING AND TRACK AND FIELD. YOU CAN RUN THREE RUNNING EVENTS AND TO FIELD EVENTS FOR YOU CAN HAVE THREE FIELD EVENTS INTO RUNNING EVENTS. THESE THREE WOMEN. GABRIEL MCPHERSON, CAITLIN COFFEE AND THE CALEB BURDINE ARE GOING TO THE STATE MEET AND ALL THREE RELAYS THE FOUR BY 100. THE FOUR BY 200. THE FOUR BY 400. JOINING THEM IN THE 100 IS WHITNEY HITMAN IN THE 200 CAMPBELL, RAY WATSON. IN THE 400 KENNEDY RUSSELL. I DO NOT BELIEVE I'VE EVER SEEN IN MY LIFETIME. THREE WOMEN AS FAST AS THESE THREE YOUNG LADIES AND I OFFER THEM MY CONGRATULATIONS AND BEST OF LUCK REPRESENTING MCKINNEY AT THE STATEMENT. THANK YOU TO ALL OUR YOUNG ATHLETES FOR GOING OUT AND WORKING SO HARD IN MAKING THIS SO VERY PROUD.

THANK YOU, MR MAYOR FOR LET ME AT THAT TIME YOU COUNT SPINELLI. YOU HAVE DEBATED ON HAVING THESE COMMENTS TONIGHT. MAYBE KNOW THAT HAVE MADE A CHOICE WHEN I WAS ELECTED THAT I WOULD NOT. ENDORSE ANYBODY WHILE I WAS ON COUNCIL. AND SO HAVE A LOT OF PEOPLE ASK ME WHY NOT, AND I THINK IT COMES DOWN TO THAT. MM E THINK EVERYBODY HAS A FAIR SHOT AT WINNING AND BEING REPRESENT BEING REPRESENTED OF APPEARING. I DIDN'T WANT TO TIP THE TIP SCALES ONE WHERE THE OTHER THAT'S NOT NECESSARILY A POPULAR STANCE, BUT. IT IS MINE.

BUT I DO HAVE AH, JUST A COUPLE OF COMMENTS ON HOW DO YOU EVALUATE CAMPAIGNS? HOW DO YOU EVALUATE PEOPLE? THEY'RE RUNNING FOR OFFICE AND THERE. AND HATS OFF TO ANYONE WHO WANTS TO RUN ESPECIALLY INTO ESPECIALLY IN. TODAY'S SITUATION TO MY FELLOW COUNCILMAN ARE RUNNING RIGHT NOW AND. IT'S A HARD DEAL AND TO THE OTHER 10. IT'S OUR DEALS WELL. SO I JUST WANNA PUT FORTH THAT JUST A COUPLE OF ACRONYMS THAT COMPOSED OF GOSH, A WHILE

[00:55:02]

BACK. AND THERE'S A LOT OF DIFFERENT WAYS TO RUN A CAMPAIGN, BUT MY COMMENTS WOULD BE THAT THERE'S TWO WAYS. TWO DISTINCT WAYS THAT YOU CAN JUDGE A CAMPAIGN IS A CAMPAIGN RUN BY FRAUD OR IS A RUN BY ETHICS. THOSE TO ME YOUR ACRONYMS. AND HERE'S THIS IS JUST MY TAKE. IN THE CAMPAIGN THAT'S RUN BY FRAUD. IT'S CHARACTERIZED BY F FALSEHOODS.

IT'S CHARACTERIZED BY ARE BEING RECKLESS STATEMENTS AGAINST FRIENDS AND NEIGHBORS. HEY, ATTACKS ON NO ONE SAFE, I GUESS ATTACKS ON ANYBODY. U STANDS FOR UNCERTAINTY IS THE CAMPAIGN THAT SEEKS TO CREATE UNCERTAINTY IN OUR. CITY AND LASTLY, D BEING DIVISIVE. YOU CAN RUN A CAMPAIGN BASED ON ETHICS. HE PUT DOWN IS ENGAGING. IS A CAMPAIGN SEEK TO ENGAGE WITH. CITY OR, AS FREDDIE MENTIONED ENGAGE WITH THEIR OPPONENTS, WHICH IS CERTAINLY REFRESHING. HE IS TRANSPARENT. A LOT OF FOLKS THAT YOU KNOW, WERE RIGHTLY HELD ACCOUNTABLE FOR BEING TRANSPARENT. WHAT WE DO IN COUNCIL AND THERE SHOULD BE NO OTHER WAY. THINK CAMPAIGN SHOULDN'T BE THE SAME THING. A STANDS FOR HONESTY. TALKED ABOUT BEFORE THE ROAD OR A FOUR WAY TEST LAST WEEK, AND THE FIRST THING THAT LIST IN THAT FOUR WAY TEST IS, IS IT THE TRUTH? I AN ETHICS STANDS FOR INCLUSIVE TO SEEK TO INCLUDE PEOPLE WHO DOES, INCLUDING SEEK TO EXCLUDE PEOPLE SEE WOULD BE COLLABORATIVE AND S WOULD BE A FOCUS ON SERVICE. I'M SURE THERE'S A LOT OF OTHER WAYS TO GAUGE A CAMPAIGN. BUT. THOSE ARE MY THOUGHTS. CAMPAIGNS IS THE CAMPAIGN RUN BY FRAUD OR BY ETHICS AND IT'S UP TO ALL OF US. LITERALLY 100. I THINK ALMOST 15 OR 20,000 PEOPLE THEY'RE REGISTERED AND ABLE TO VOTE. SADLY WILL NOT GET PROBABLY MORE THAN 15,000 ABOUT ENCOURAGE THE OTHER 102 100,000 TO MAKE THEIR TRIPS TO THE POLLS. THANK YOU, MAYOR OF THOSE. MY COMMENTS. JIM. SO IF YOU CAN'T FIND ANY HOTEL ROOMS LAST WEEK AND THIS WEEK. IT'S BECAUSE THINGS WERE HAPPENING IN MCKINNEY THIS WEEK. WE HAVE THE PICKLE BALL TOURNAMENT THAT PRETTY MUCH SHUT DOWN. ALL THE HOTEL JUST BLOCKED OFF ALL THE HOTELS. THERE'S NOT A HOTEL ROOM. IN THE CITY OF MCKINNEY HAVE BEEN HAD THAT CONFIRMED HALF A DOZEN TIMES AND S. SO I'M EXCITED ABOUT THAT. THANK YOU. VISIT MCKINNEY FOR HELPING FACILITATE ALL THAT AND GETTING THAT GOING. UM I DON'T KNOW WHAT PICKLE BALLS ABOUT THAT GOD BLESS YOU FOR DOING IT IN MCKINNEY AND WELCOME TO MCKENNEY. SPEND YOUR MONEY GO TO THE RESTAURANTS AND HAVE A GREAT TIME. THE OTHER THING. I GOT AN EMAIL TODAY. UM THIS MORNING, AND THEY WERE ASKING THESE FIRST TIME HELP. UM THEY HAD SOME ISSUES WITH SOME TRAFFIC LIGHTS AND JUST, UM, DANGEROUS ISSUES AND. ON THEY THOUGHT THAT YOU KNOW SOME SORT OF STUDY NEEDED TO BE DONE. I FORWARD TO THAT, TOO, ARE ABOUT 8 30 THIS MORNING AFFORDED THAT TOO. OUR CITY MANAGER, WHICH IS THE PROTOCOL FOR OUR FOR CITY COUNCILMAN. YOU DO? AND THEN ABOUT 12 O'CLOCK I GET A RESPONSE FROM. JUST CALL HER HAYLEY. SHE SAYS THANK YOU FOR YOUR HELP WITH THIS. I RECEIVED AN EMAIL FROM THE TRAFFIC ENGINEER THIS MORNING. I WASN'T EXPECTING SUCH A QUICK RESPONSE. THANKS AGAIN. THAT'S HOW IT WORKS. YOU KNOW WHEN, WHEN, WHEN YOU HAVE ISSUES WITH THE CITY COUNCIL CAN'T BE AT EVERY CORNER AND EVERYWHERE AND SO WHEN YOU NOTICE SOMETHING THAT NEEDS TO BE FIXED, YOU KNOW SOMETHING THAT NEEDS TO BE IMPROVED. LET US KNOW. AND IF IT AND IT WAS TRULY AN ISSUE, WE'LL GET IT DONE. AND THIS IS THE CASE IN THIS PARTICULAR ISSUE, SO I APPRECIATE HALEY MAKING HER VOICE HEARD AND MAKING THE KENNY JUST A LITTLE BIT BETTER WITH HER IDEAS AND WITH HER RECOMMENDATIONS. THE OTHER THING IS, UM, WE'VE WE'VE TALKED ABOUT THE ELECTION. ONE OF THE THINGS THAT WE NEED TO REALIZE IS. LAW THAT WAS PASSED. THAT'S COMPLETELY DETRIMENTAL TO CITIES LIKE MCKINNEY, WE HAVE A CHANCE TO CORRECT WHAT WOULD BE A. UM A DEVASTATING BLOW TO OUR TAXPAYERS IN MCKINNEY. NOW I'LL READ THIS. IT SAYS THE NEW LAW HAS COME OUT OF THE LAST TEXAS LEGISLATIVE SESSION NOW REQUIRES PROPERTY WEALTHY DISTRICT'S SUCH AS MCKINNEY TO HOLD A ONE TIME ATTENDANCE. CREDIT ELECTION FOR VOTER APPROVAL TO CONTINUE MAKING ITS ANNUAL PAYMENT BY PURCHASING ATTENDANTS CREDITS. IT'S CALLED THE ROBIN HOOD PLAN. BASICALLY THIS IS WHERE MCKINNEY WE SHIP OFF SOME OF OUR TAX MONEY TO,

[01:00:05]

UH, DISTRICT'S WHO DON'T HAVE AS MUCH AS WE DO. IF THE MEASURE PASSES, SO IF YOU IF WE APPROVE THIS MEASURE. MCKINNEY WILL MOVE MOVE FORWARD, MAKING ITS ANNUAL PAYMENTS. AS WE HAVE IN THE PAST SIX YEARS IF WE DO NOT APPROVE IT. THE DISTRICT WILL NOT BE AUTHORIZED TO MAKE THE MANDATORY CAPTURE REPAYMENTS AND THE STATE WOULD RECOUP THE FUNDS BY PERMANENTLY DETACHING 17 ROUGHLY 17. MCKINNEY I STS TAX BASE. THAT MEANS THAT THEY THAT'S ABOUT ALMOST $3 BILLION THAT THE STATE JUST TAKES. AND SAYS, YOU CANNOT TAX THAT ANYMORE. WE'RE GOING TO TAX IT AND WE'RE GOING TO GET THE REVENUE FROM THAT FROM THAT TAX. AND. $3 BILLION, WHICH JUST SEEMS CRAZY TO ME. AND SAYS THESE DETACH FUNDS WOULD NO LONGER GO TO THE DISTRICT'S EVERY YEAR PERMANENTLY AND WOULD NECESSITATE M I S T TO RAISE INTEREST, SINKING AND SINKING TAX RATE. YOU KNOW, BUY A PRODUCT. I MEAN, THEY'RE JUST GONNA HAVE TO RAISE THE TAXES THAT WE GET IN MCKINNEY JUST TO BE ABLE TO SUSTAIN WHEN YOU TAKE $3 BILLION OF THE TAX BASE OUT OF YOUR SYSTEM. IT'S GONNA HURT. AND SO THAT'S THE FIRST WHEN YOU GO DOWN THE BALLOT. I THINK I BELIEVE IT'S THE FIRST THING YOU VOTE ON. ONCE YOU GET PAST ALL THE ELECTION STUFF, THAT'S ONE OF THE FIRST THING. SO YOU HAVE TO VOTE FOR THAT.

DON'T THINK. OH, IT'S THE SCHOOL. THEY DON'T NEED ANY MORE MONEY. THEY DON'T LIKE YOU GOTTA VOTE FOR THAT, BECAUSE THAT'S GOING TO HURT EVERY. UM RESIDENT WHO OWNS PROPERTY IN THE CITY OF MCKINNEY, THAT MUST BE PASSED. THE OTHER BILLS OF THE OTHER BONDS AND THINGS THAT YOU'LL VOTE ON OUR STUFF THAT WILL IMPROVE 10 SCHOOLS BASICALLY, BONDS THAT WILL PROVIDE. SIGNIFICANT UPDATES AND EXPANSIONS TO 10. OTHER SCHOOLS AND THE OTHER ONE IS THE TECHNOLOGY BONDS, TECHNOLOGY BONDS AND, AND THAT'S PROVIDE. LAPTOPS AND IPADS TO OUR STUDENTS, 37% OF MCKINNEY STUDENTS ARE LOW INCOME STUDENTS. CAN'T AFFORD.

WHAT A LOT OF PEOPLE CAN AFFORD. AND SO IF WE DON'T GET THIS PASSED, KIDS DON'T LEARN WHAT THEY NEED TO LEARN TO GO ON TO COLLEGE AND BE PRODUCTIVE IN THE COMMUNITY. SO THAT HAS TO BE PASSED. S O S. OH THERE ARE SOME REALLY GOOD THINGS ON THE ELECTION. AND SPEAKING OF THE ELECTION. I THINK IT'S JUST BEEN A CRAZY ELECTION OF I WAIT. DON'T THINK MACKENZIE HAS EVER SEEN THE DIVISIVENESS THAT THIS ELECTION THAT THIS ELECTION HAS BROUGHT. UM UM. AND I THINK A GREAT ILLUSTRATION OF THAT WAS EARLIER. I THINK IT WAS LAST WEEK. A PICTURE OF OUR. FIRST LADY OF MCKINNEY, MAINLY FULLER WAS PUT OUT. THAT HAD BEEN PHOTOSHOPPED. AND. OF AND APPARENTLY THE. THE OPPONENTS OF THE MAYOR, I MEAN, MANIPULATED THIS PHOTO TO MAKE HER LOOKING LIKE SHE'S DOING OBSCENE GESTURE. IT WAS QUICKLY PULLED DOWN, NOT BUT BUT NOT BEFORE A HALF A DOZEN OR MORE APPROVED OF THIS, INCLUDING A PAST, CITY COUNCILMAN THOUGHT THAT IT WAS GOOD ENOUGH TO APPROVE AND. I JUST, UH. THAT'S THAT'S GOING ABOUT AS LOW AS YOU CAN GO. FRANKLY UM, WHEN YOU WHEN YOU PICK ON SOMEBODY'S WIFE, WHO WAS. ACTUALLY, PRACTICALLY NOT PRACTICALLY PROBABLY THE NICE JUST WOMAN I'VE EVER MET. SHE'S NEVER MET A STRANGER. SHE IS SHE LOVES EVERYBODY. SHE JUST WANTS EVERYBODY TO GET ALONG AND S O TO BE DESPICABLE ENOUGH. TO GO. THAT LOW IS PRETTY SAD AND PRETTY SICKENING. UM BUT GO OUT THERE AND VOTE. MAKE SURE YOU VOTE FOR THE RIGHT PEOPLE AND. THAT YOU FEEL LIKE THAT IS THE RIGHT PEOPLE ANYWAY. AND THANK YOU VERY MUCH. THAT'S ALL I GOT. MAYOR MANAGER. THANK YOU.

MR MAYOR REMEMBERS THE COUNCIL. FULL OF UPDATES. UH COUNSELING. FRANKLIN ALREADY HIT ON IT. BUT EARLY VOTING HAS BEGUN THIS WEEK, SO EARLY VOTING ALL WEEK. ELECTION DAY IS SATURDAY, MAY 1ST. DURING EARLY VOTING REGISTERED VOTERS CAN CAST THEIR BALLOTS AT ANY COLLIN COUNTY POLLING LOCATION LISTED ON THE COLLIN COUNTY ELECTION WEBSITE. KENNY RESIDENTS ARE INVITED TO TAKE A SHORT SURVEY TO PROVIDE FEEDBACK HIS STAFF PREPARE FOR THE CITY'S BUDGET.

FOR FISCAL YEAR 20 TO PARTICIPATE IN THE ONLINE EXERCISE. JUST REMINDER. MR

[01:05:02]

HOLLOWAY SPOKE ABOUT THIS EARLIER. BUT YOU CAN VISIT MCKINNEY, TEXAS, THAT OR FORWARD SLASH BUDGETS SURVEY. AND THAT WILL BE UP THROUGH JUNE 11TH. THEN, FINALLY, THE CITY WILL HOLD ON EAST MCKINNEY MOBILITY AND ALIGNMENT STUDY MEETING ON THURSDAY, MAY SIX FROM 5 32 7 PM AT OLD SETTLERS RECREATION CENTER. RESIDENTS CAN LEARN ABOUT THE BACKGROUND AND GOALS OF THE STUDY AND VIEW VARIOUS ROADWAY IMPROVEMENT CONCEPTS. SPANISH TRANSLATORS WILL BE AVAILABLE AND THAT'S ALL I HAVE, SIR. ALL RIGHT. AS WAS STATED THERE IS AN ELECTION COMING UP. EARLY VOTING HAS ALREADY STARTED. IT IS THROUGHOUT THIS WEEK AND ON SATURDAY AND THEN AGAIN MONDAY AND TUESDAY. WITH THE ELECTION BEING ON MAY 1ST. THERE IS.

COMMON COLLEGE TRUSTEES THAT AIR UP FOR ELECTION SEATS ON THE COLLIN COLLEGE TRUSTEE WARD. ALSO ON M I S T SCHOOL BOARDS. AND, OF COURSE, APPEAR ON CITY COUNCIL. THE. SCHOOL BONDS THAT WERE TALKED ABOUT THIS FOUR OF THOSE I DO WANT TO SAY, JUST FOR A POINT OF CLARIFICATION, THE LANGUAGE AND ONE OF THOSE BONDS. STATES THAT VOTING FOR IT WOULDN'T IT WOULD CAUSE THE TAX YOUR SCHOOL TAX TO GO UP? I THINK IT IS VERY, VERY, VERY IMPORTANT TO NOTE THAT THAT LANGUAGE IS REQUIRED BY BY THE STATE. WHAT IT FAILS TO ALLOW. THE SCHOOL DISTRICT TO SAY IS THAT THE. THAT'S THE M N O SIDE OF THE TAX RATE WILL INCREASE TWO PENNIES, BUT THE I N S SIDE WILL DECREASE FIVE PENNIES. WHICH THIS YEAR WOULD PRODUCE A NET DECREASE OF THREEPENNY. SO. IF YOU SHOULD BE AWARE OF THAT, WHEN MAKING YOUR DECISION. HAVE A WHOLE LOT.

I'D LOVE TO SAY ABOUT THIS ELECTION. I'M GONNA WAIT UNTIL TUESDAY. MAY 4TH I LOOK VERY FORWARD TO THAT DAY. WITH THAT. BUT I ALSO WOULD SAY TO ELIZABETH AND CAMERON, WHO WERE UP HERE AND SPOKE. UM, I HAVE TO BELIEVE THAT THERE WILL BE ABSOLUTE JUSTICE. WE, OF COURSE, HAVE NOT YOU DON'T KNOW WHAT. ALL THE VACCINE ARE WE CERTAINLY KNOW THAT THERE WAS A YOUNG MAN THAT DIED. WE DO KNOW THAT. AND ATT'S SOME POINT THE WORLD WILL SEE THAT VIDEO AS THEY DID THE OTHER VIDEO, AND I HAVE NO DOUBT THAT IN COLLIN COUNTY, THERE WILL BE JUSTICE.

SO WHATEVER THAT JUSTICE SHOULD BE SO. THAT MOTION TO ADJOURN. GLUED THEIR SECOND. ALL IN FAVOR. AYE. NOW YOU HAVE TO STAY. YOU GET TO STAY IN LINE. YOU'RE ON MY ANGELA ANGELA.
