[Board and Liaison Updates Board Chairman City of McKinney Chamber of Commerce Community Development Corporation Visit McKinney]

I DON'T HAVE A LOT TO A LOT OF COMMENTS OTHER THAN THERE WAS A LOT OF ACTIVITY GOING ON, OBVIOUSLY. WITH BC IN THE CITY A LOT OF EVENTS COMING UP AS WE GET INTO THE SPRING IN THE SUMMER. WITH. NUMBER EVENTS DOWNTOWN. THE BYRON NELSON TOURNAMENT IN MAY. AND UH, HOPEFULLY AS WE MOVE INTO JUNE WITH. GETTING VACCINATED, THINKS IT WAS OPEN UP EVEN MORE THAN THEY ALREADY ARE. BUT THERE WAS NICE ANNOUNCEMENT IN THE PAPER TODAY. EXPANSION OUT IN THE CORPORATE CENTER WITH INDEPENDENT FINANCIAL THAT WAS IN DALLAS MORNING NEWS THIS MORNING, SO THERE'S A LOT OF GOOD ACTIVITY HAPPENING IN MCKINNEY AND WE CONTINUE TO WORK TOWARDS BRINGING BUSINESSES TOO. COMMUNITY. MR GRIMES SITTING ME, KENNY.

MORNING, MR CHAIRMAN, MEMBERS OF THE BOARD. MR PRESIDENT. MY NAME IS PAUL GRIMES CITY MANAGER. JUST A FEW ITEMS TO UPDATE YOU ON IN CASE YOU DIDN'T KNOW IT. WE ARE AN ELECTION SEASON SO EARLY VOTING IS UNDERWAY. IT KICKED OFF YESTERDAY. UM. WE WOULD ENCOURAGE FOLKS, OF COURSE TO TAKE ADVANTAGE OF THE EARLY VOTING OPPORTUNITIES. WE HAVE PRETTY MUCH EVERY DAY. EVEN SATURDAY. WE WILL NOT HAVE ALREADY VOTING THIS SUNDAY, BUT SATURDAY, A SWELL IS THE FOLLOWING WEEK. ON ELECTION DAY OF COURSES ON MAY 1ST. BUT THAT WAS ONE TIME IN THE POLLS OPEN. I BELIEVE IT'S SEVEN A.M. 75 P. M. THE BUDGET PROCESS IS UNDERWAY. THIS IS, UM, STAFF INTERNALLY HAS BEEN WORKING ON IT TONIGHT REALLY KICKS OFF THE FORMAL PUBLIC VERSION OF YOU WILL OF THE PUBLIC BUDGET PROCESS. WE HAVE A PUBLIC.

INPUT SESSION WE'VE INSTITUTED IN APRIL OF EACH YEAR WE HAVE A NEW OPPORTUNITY ON THE CITY COUNCIL. JENNIFER PUBLIC COMMENT ON THE BUDGET PROCESS AS WE GET IT UNDERWAY SO. JUST BE MINDFUL OF THE FACT THAT TONIGHT'S OPPORTUNITY FOR THE PUBLIC TO MAKE COMMENTS ON THE BUDGET ON THE BUDGET PROCESS THINGS THEY'D LIKE TO SEE THINGS THEY NOT LIKE TO SEE. WE HAVE THE BYRON NELSON CLASSIC. THIS IS THE LAST E D. C MEETING BEFORE THE BYRON NELSON. I BELIEVE UNLESS YOU HAVE A SPECIAL MEETING IN THE INTERIM, BUT WE'RE ALL VERY EXCITED. I KNOW THE CDC IS PLAYING A KID A BIG PART OF THAT EVENT. IT'S A GREAT OPPORTUNITY FOR MCKINNEY AND LOOK FORWARD TO SEEING YOU ALL THERE AT SOME POINT. WE HAVE STAFF CONTINUING TO WORK WITH OUR ARCHITECT ON CITY HALL DESIGN. WE'RE STILL IN THE FAIRLY EARLY STAGES OF CITY HALL DESIGN, WHICH MEANS THEY'RE LOOKING AT THE MASSING MODELS, SO TO SPEAK. OF HOW THE BUILDINGS COULD BE SITUATED IN THAT PARTICULAR AREA. BUT WITH IS A VERY, VERY EXCITING PROJECT. WE'VE HAD A NUMBER OF PUBLIC COMMUNITY NEIGHBORHOOD MEETINGS WHERE THE FOLKS FROM THE NEIGHBORHOOD CAN COME IN AND SHARE THEIR PERSPECTIVES AND THERE. CONCERNS IT REALLY TRULY WILL BE A PUBLICLY DESIGNED CITY HALL. AND I KNOW THAT SOUNDS SOMEWHAT CHAOTIC.

OUR JOB IS TO TRY TO MAKE SOME SENSE AND SOME PROCESS. IN A IN A FAIRLY OPEN, SET, PROCESS THAT WE HAVE, BUT TRULY TO HAVE THE COMMUNITY FEEL LIKE THEY OWN THE CITY HALL THAT IS A

[00:05:01]

COMMUNITY. FEATURE THAT IS GOING TO BE THERE A GENERATIONAL PROJECT FOR 50 YEARS OR MORE. WE WANT TO MAKE SURE THAT THE COMMUNITY FEELS VERY COMFORTABLE IN THAT THEY WERE PART OF THAT DESIGN PROCESS. AND THEN FINALLY, I WOULD JUST LIKE TO GIVE A HATS OFF TO REMAIN STREET FOLKS. I DON'T THINK THEY'RE HERE. THEY HAD A VERY SUCCESSFUL ARTS AND BLOOM. IT WAS A GREAT EVENT. NOT QUITE THE ATTENDANTS THAT WE NORMALLY HAVE NOT BECAUSE.

PEOPLE INCOME, BUT BECAUSE WE LIMITED THE ATTENDANTS, GIVEN THE FACT WE'RE STILL IN A PANDEMIC. BUT WE HAD A VERY WELL ATTENDED EVENT. GIVEN THE CIRCUMSTANCES, THE MERCHANTS WERE EXTREMELY HAPPY. JUSTIN ANECDOTALLY IN THE FEEDBACK THAT I HAD GOTTEN MYSELF INTO.

GOING SORT OF FROM WONDER ANOTHER AND GETTING GETTING THAT FEEDBACK AS WELL AS OUR VENDORS. THE ARTIST I THINK DID VERY WELL, EH, SO THERE WAS A LOT OF PENT UP DEMAND. WE HAD A BIT OF FIRST BACK INTO THE MARKETPLACE, SO TO SPEAK. AREN'T A LOT OF FESTIVALS GOING ON RIGHT NOW, BUT WE HAD A GREAT ONE, AND THE WEATHER HELPED THAT'S FOR SURE. SO VERY SUCCESSFUL ARTS AND BLOOM. THAT IS ALL I HAVE, AND I WILL STAND FOR ANY QUESTIONS. QUESTIONS.

MIXER. OKAY, THANK YOU VERY MUCH. VERY FROM THE CHAMBER. THE CDC, CINDY, HUH? MORNING, MR CHAIRMAN, BOARD MEMBERS, MR PRESIDENT SANDY SCHNABEL, M C, D. C. I'VE PROVIDED A REPORT THAT WAS ATTACHED TO YOUR AGENDA. JUST WANTED TO HIGHLIGHT A COUPLE OF THINGS.

THIS WEEK IN OUR MEETING, THE CDC BOARD WILL CONDUCT A PUBLIC HEARING ON THREE PROJECT RIGHT REQUEST THAT WERE RECEIVED ONE FROM CHESTNUT SQUARE FOR EXPANSION OF THE BEVEL HOUSE.

WHICH THEY'RE UNDERTAKING IN ORDER TO ACCOMMODATE THEIR GROWING WEDDING BUSINESS, WHICH IS A SIGNIFICANT REVENUE GENERATOR FOR CHESTNUT SQUARE. UH HABITAT FOR HUMANITY OF COLLIN COUNTY IS PRESENTING THEIR REQUEST FOR A GRANT TO FUND PREPARES TO HOUSES FOR LOVING AN INCOME MCKINNEY RESIDENTS. AND THEN MCKINNEY PARKS FOUNDATION, WHICH IS AN ALL VOLUNTEER ORGANIZATION THAT SUPPORTS THE PARKS AND REC DEPARTMENT HAS APPLIED FOR FUNDS FOR EQUIPMENT AND SUPPLIES. THEY WERE. REALLY HARD TO MAINTAIN THE HIKE AND BIKE TRAILS AND TO SUPPORT THE PARK'S MAINTENANCE CREWS IN KEEPING OUR PARKS AND MCKINNEY NICE, SO I WANTED TO MENTION THOSE THOSE THREE THINGS. THE BOARD DID APPROVED TO RETAIL DEVELOPMENT INFRASTRUCTURE GRANTS AT THE LAST MEETING, ONE FOR PROJECT AT THE MILITARY'S COMMIT AN ACE MCKINNEY INFRASTRUCTURE. IT'S THAT IS NEEDED IN ORDER TO CREATE AN OUTDOOR EVENT SPACE THAT WILL BE CALLED ASHLEY'S GARDEN. AND THEN THE DOW BUILDING DOWNTOWN.

THE OWNER AND JAMES WEST HAD APPLIED FOR FUNDS TO HELP WITH. REPAIRS THAT NEED TO BE MADE TO, UM. INFRASTRUCTURE THEY HAVE DRAINAGE PROBLEMS IN THE LOCATION OF THE BUILDING, WHICH IS CAUSE SUBSTANTIAL DAMAGE. SO WORKING TO ADDRESS THOSE AND WE HOPE THERE'S BEEN SORT OF SLOW PICK UP ON THIS GRAND PROGRAM, BUT WE'RE HOPING WITH THOSE TWO EVENTS THAT'LL BRING SOME ADDITIONAL ATTENTION TO THAT PROGRAM, AND THEN JUST A COUPLE MORE THINGS. EACH YEAR REALLY EXCITED ABOUT THE CHAMBERS COMMUNITY AWARDS CELEBRATION THIS THIS WEEK. EACH YEAR WE SEEK NOMINATIONS FOR QUALITY OF LIFE AWARDS, AND IN THE PAST WE'VE RECEIVED. 10 12 15 NOMINATIONS THIS YEAR RECEIPT WE RECEIVED MORE THAN 30, WHICH I THINK IS SUCH A GREAT TESTAMENT TO NOT ONLY THE GREAT WORK PEOPLE ARE DOING IN MCKINNEY, BUT THEY'RE BEING RECOGNIZED FOR THAT. SO WE'RE LOOKING FORWARD TO MAKING THOSE PRESENTATIONS. ON THURSDAY.

EMPTY BOWLS IS NEXT WEEK, APRIL 29 SO HELP EVERYBODY HAS BOUGHT THEIR TICKETS FOR THAT EVENT.

IT'S DOWNTOWN FORMATS A LITTLE BIT DIFFERENT THIS YEAR, FOOD WILL BE OUTSIDE BULLS BE INSIDE. AND IT'S UH, BENEFITS, COMMUNITY LIFELINE AND THE COMMUNITY GARDEN KITCHEN, SO BE SURE TO YOUR TICKETS AND BID ON A BUS. AND THE LAST THING IS OUR NEXT PROMOTIONAL GRANT CYCLE OPENS APPLICATION PERIOD OPENS MAY 1ST RUNS TO THE 31ST. SO I HOPE THAT PEOPLE PLANNING EVENTS IN THE. EVENTS THAT THAT WILL SHOWCASE MCKINNEY WILL APPLY FOR THAT GRANT. AND THAT'S ALL I HAVE. I'M HAPPY TO ANSWER ANY QUESTIONS. YES SIR ASHLEY'S GARDEN. WHERE IS THAT? DO YOU KNOW? YOU SAID OTHERS ON THE EAST SIDE. IT'S THE OPEN SPACE NEXT TO THE MELODIES.

FLOUR MILL. OKAY SO TO THE DIRECTIONALLY CHALLENGED, BUT IT WOULD BE. ALL RIGHT, BUT RIGHT OVER THERE, OKAY. GOT IT. THANK YOU SO MUCH. BALES. NO, THANK YOU. ALL RIGHT, DD VISIT MCKINNEY. GOOD MORNING AND THANK YOU FOR THE OPPORTUNITY TO SPEAK THIS MORNING S O. WE CONTINUE TO WORK WITH PARKS AND REC AND THE COURTS ON THE QUALIFIER FOR THE USA PICKLEBALL SANCTIONED TOURNAMENT. THAT'S THIS WEEK. APRIL 22ND THROUGH THE 25TH.

[00:10:05]

WE'RE EXPECTING OVER 1000 PLAYERS, AND THAT DOES NOT INCLUDE THEIR FAMILY AND FRIENDS, SO WE SHOULD BE HAVING A LOT OF ACTIVITY THIS WEEKEND. UM WE ALSO HAVE BEEN RECEIVING A LOT OF OUR PEACE AS THINGS START TO OPEN UP LOTS OF WEDDINGS, LOTS OF SOCIAL THINGS GOING ON NOT SO MUCH IN THE CORPORATE OR ASSOCIATION MARKETS AT THIS TIME, BUT WE ARE SEEING SOME MORE OF PEACE COMING FOR THE NEXT. COMING YEARS. A ZAFAR IS ADVERTISING AND MARKETING. WE DID HAVE SOME INFLUENCERS IN IN FEBRUARY. THEY HAVE POSTED SOME BLOG'S AND DONE THAT A LOT OF THINGS FOR US, SO WE'RE EXCITED ABOUT THAT. AND UM, JUST CONTINUE, TONTO. WE HAVE OUR NEW WEBSITE, AND SO WE'VE BEEN REALLY WORKING ON THAT THAT WILL LAUNCH JUNE 10TH AND BETH IS DOING A LOT OF TEASERS. WE HAVE NATIONAL TRAVEL AND TOURISM COMING UP THE FIRST WEEK OF MAY. UM AND SO WE'RE EXCITED ABOUT THAT, AND WE DID EARN SOME FREE EARNED MEDIA. IT'S ABOUT $1600 WORTH OF PRINT VALUE IN $4800 WORTH OF PR VALUE, AND THAT WAS OFF OF THE TM. L'S TTC MAGAZINE, WHICH FOCUSED ON TOURISM. ON AND THEN THE BOARD HIS CONTRACT. CONTACTED WITH DESTINATION SERVICE TO HELP US WITH OUR STRATEGIC PLAN THIS YEAR, AND I THINK YOU ALL GOT A SURVEY ON THANK YOU ALL SO MUCH FOR FILLING THAT OUT. AND AT THIS TIME, I'D LIKE TO INTRODUCE STEPHEN POWELL JUST TO COME AND SAY A FEW WORDS. HE MAY BE REACHING OUT TO YOU. WELL JUST TO ASK SOME MORE QUESTIONS. AS FAR AS ECONOMIC DEVELOPMENT IS CONCERNED, SO I JUST WANT TO PUT A NAME WITH THE FACE. GOOD MORNING, GENTLEMEN. UM. IT'S SNOWING IN MISSOURI, SO I DECIDED TO HEAD TO MCKINNEY.

BUT TRUTH GOOD TO BE HERE. WE'RE INITIATING A VERY INTENSE RESEARCH PROJECT. YOU KNOW COVE, IT HAS PROVIDED AN OPPORTUNITY FOR DESTINATIONS TO TAKE A LOOK AT HOW THEY'RE DOING THINGS.

WHERE THEY MIGHT WANT TO GO AND HOW THEY WANT TO GET THERE. SO THAT'S WHAT WE'RE DOING. WE'RE GONNA LOOK AT UNCOVER BASICALLY EVERY ROCK OUT THERE TAKING A LOOK AT TOURISM. CONVENTIONS AND MEETINGS AND DEVELOP RESEARCH BASED STRATEGIES THAT WILL GET YOU FROM POINT A TO POINT B. I THINK THAT IT'S A IT'S A VERY INTENSE PROCESS. AND YES, I WILL BE REACHING OUT TO YOU AGAIN, PROBABLY PERSONALLY. IT IS IMPORTANT THAT THE LEADERSHIP OF THE DESTINATION UNDERSTANDS WHAT WERE THEY WANT TO GO? AND WE MATCH THAT TO WHAT THE RESIDENTS AND THE VISITORS EXPECTATIONS ARE. WE FORM A CONSENSUS WITH A STRATEGY TO GET YOU FROM HERE TO THERE. AND SO THAT'S OUR THAT'S OUR PLAN. PROBABLY GONNA BE AROUND FOR ABOUT SIX MONTHS. I'M SURE I'LL GET TO ENJOY MANY OF YOUR CULINARY EXPERIENCES. LOOKING FORWARD TO IT AND THANK YOU VERY MUCH FOR YOUR TIME. IF YOU HAVE QUESTIONS. UM UM REACH OUT TO YOU WITH MY PHONE NUMBER AND E MAILS THAT WE COULD TALK DIRECTLY. THANKS, SIR. RIGHT

[Consider/Discuss MEDC Monthly Organizational Report]

NEXT WE HAVE 21 03 TO FOUR. CONSIDER DISCUSS MCKEE IMMEDIACY MONTHLY ORGANIZATION REPORT. EXCUSE ME. THANK YOU, MR CHAIRMAN, UM, THE IN THE MONTHLY REPORT WAS INCLUDED IN YOUR PACKET. AND, UM. I DON'T HAVE ANYTHING TO ADD TO IT. THIS TIME, I'LL BE HAPPY TO ANSWER ANY QUESTIONS. QUESTIONS FOR PETER. MR CHAIRMAN, IF I COULD PETER COMPLIMENTS ON SOME OF THE ITEMS IN THE REPORT THAT I NOTICED FIRST OF ALL OUR PIPELINE PROJECTS CONTINUES TO LOOK VERY ROBUST. IT'S ALWAYS ENCOURAGING. WE'RE GETTING A LOT OF VERY POSITIVE PRESS S O KUDOS ON THAT. AND I READ IT. LIKE THE RESULTS OF THE SOCIAL MEDIA. THE TREND LINE THERE IS MORE THAN UP. IT'S LIKE ZOOMING SO GREAT WORK ON ALL THREE FRONTS. BILIOUS. ONLY 10325

[Consider/Discuss MEDC Monthly Metrics Dashboard Report]

DISCUSS THE IMMEDIACY MONTHLY METRICS DASHBOARD REPORT. AND ON THE MONTHLY METRICS WERE ABSOLUTELY. FOUR IN THE PROJECT PIPELINE. I CAN JUST MENTIONED EVERY EVERYTHING IS TRENDING UP WHERE. LOOK, YOU KNOW A LOT OF THE EMAIL MARKETING OPEN RATE. WE JUST SENT OUT OUR FIRST QUARTER NEWSLETTERS, SO WE'RE GETTING THE RESULTS OF THAT IN RIGHT NOW, SO WE'LL HAVE A ACTUALLY HAVING METRIC FOR THAT NEXT MONTH. AGAIN AND WE'RE STILL. ENGAGING HOW WE'RE GOING TO DO OUR COMMUNITY FORUMS AND DIFFERENT TYPES OF FAMILIARIZATION TOURS. A LOT OF PEOPLE ARE STILL WHILE TRAVELS KIND OF OPENED UP THIS YEAR, PEOPLE ARE STILL A LITTLE HESITANT TO TRAVEL. BUT. NO WITH OUR UPCOMING UM, KIND OF RED TOUR OF IT WE'RE GONNA BE DOING WITH BYRON NELSON WILL BE ABLE TO PUT PUT SOME NUMBERS IN THERE FOR FAMILIARIZATION TOURS BECAUSE WE DO HAVE SOME UH, CONFIRMED VISITORS COMING TO JOIN US FOR THAT EVENT. AND

[00:15:06]

WE'RE STILL WORKING ON IDEAS FOR HOW WE WILL REACH OUT IN THE COMMUNITY FORUM, WHETHER WE'RE GOING TO TRY TO DO A VIRTUAL EVENT OR OR MAYBE LATER IN THE YEAR HOST SOME IN PERSON EVENTS AS THINGS. CONTINUE TO NORMALIZE AS WE'RE GETTING THROUGH THE COVERT SITUATION, BUT OUR MEASURES SO GOOD. WE'RE ONE POINT TO MAKE OUR TARGETS AND. WE'RE REALLY DOING WELL FOR THE START OF THE YEAR. QUESTIONS I'D LIKE TO SEE A SEE IF WE CAN DO SOME KIND OF IN PERSON. A COALITION OF THE WILLING OF PEOPLE. I THINK IT'S I GET WHERE WE ARE WITH THE ENGAGEMENT WITH THE COMMUNITY AND WITH. EXISTING BUSINESS IS BASED ON THE LAST 12 MONTHS, BUT, UH YOU KNOW, I THINK IT'S IMPORTANT THAT WE. HAVE AT LEAST AN EVENT TO GET BELLY TO BELLY WITH PEOPLE WHO HAVE AN APPETITE TO DO THAT. IT'S BEEN A LONG TIME. YES. ACCESS OUR

[Consider/Discuss/Act on September 2020 Financials]

REGULARS INTO THE FIRST TIME IS 21 03 TO SIX. CONSIDER DISCUSS ACT ON SEPTEMBER 2020 FINANCIALS. GOOD MORNING CHANCE. MILLER FINANCIAL COMPLIANCE MANAGER THE NEXT FOUR ITEMS. ARMY WE'LL GET STARTED, UM, GOING BACK TO SEPTEMBER OF 2020. THIS IS THE END OF FISCAL YEAR 2020. AND THIS IS AFTER WE WANT THE DAUGHTER PROCESS AND ALL THIS STUFF AND THIS IS GONNA BE THE FINAL NUMBERS FOR THEM. E. D. C. AND FOR REVENUES. WE BUDGETED $14.3 MILLION FOR CELLS TAX REVENUE THAT WAS RIGHT AS THE PANDEMIC WAS HITTING SORT KIND OF JUDGE WHAT IT WAS GONNA BE THE ENDING EFFECT OF ALL THAT. AND SO WE DID ABOUT 14.3 MILLION. WE END UP WITH 16.1 MILLION. THAT WAS 1.8 MILLION HIGHER THAN WHAT WE ANTICIPATED AT THE TIME. IN REGARDS TO EXPENDITURES WE HAD WE BUDGETED 19.6 MILLION CARS GOING INTO THE YEAR. A LOT OF THAT WAS PROJECTS BEING RE APPROPRIATED FROM THE YEAR FISCAL YEAR 19 COMING OVER THE FISCAL YEAR 20 AND WE NEED ABUSING THE MAJORITY OF THAT BUDGET. SO THE THERE'S $1.8 MILLION, BASICALLY LEFTOVER EXPENDITURES, AND THAT'S GONNA BE ROLLED OVER INTO THE PROJECT BUDGET AS WELL AND THOSE OF HIS PROJECTS THAT THE TIME HE DIDN'T COMMENTS WE EXPECTED AND SO THEY'RE PROBABLY GONNA BE COMING OUT IN FISCAL YEAR, 21.

UM, AS YOU'LL SEE THEY'RE ON THE AIR. THE MONTHLY REPORTS ARE PRESENT S O THAT CONSIDERING IT ALL. WE HAD A $1.3 MILLION DEFICIT. AND LIKE I SAID, THE MAJORITY THAT'S JUST FROM THE PROJECTS BEING ROLLED OVER. AND SO WE'RE LOOKING AT THE FINAL NUMBERS.

WE HAD $15.3 MILLION AND FUND BALANCE THE STAR FISCAL YEAR 20 AFTER YOU FACTOR IN REVENUES AND EXPENDITURES, WE GOT DOWN TO $14 MILLION RIGHT ON THE DOT LIKE A LITTLE OVER BAY 30,000.

SO WE'RE SETTING OUT $14 MILLION AND FUND BALANCE TO START FISCAL YEAR, 2021. THAT'S ALL I HAVE ON 2020, I THINK DESERVE SOLID NUMBERS, ESPECIALLY THE SELL STOCKS REVENUE AND IF YOU HAVE ANY QUESTIONS, ALL GLAD TO ANSWER ANY OF THOSE BEFORE HIM. WE WANT TWO THIS YEAR. ANY QUESTIONS ON THIS ON HIM? I JUST WANNA SELL SECTOR AND DID YOU HAVE A CHANCE TO, UH, DO A COMPARATIVE LIKE YOU DID LAST TIME FOR THE SYSTEM LIKE OUR SURROUNDING CITIES ON HOW WE DID COMPARED TO THEM? YEAH. SO I COULD TELL YOU WHAT THEY ENDED UP. SO IT WAS GONNA BE THE SAME. WHEN I CAME IN SEPTEMBER OF LAST YEAR. IT'S GONNA BE THE SAME NUMBERS. UH WE COULD DO THAT ROLLING TOLD MONTHS EVERY MONTH. I TELL YOU THAT NUMBER'S COMING IN, SO I WAS LIKE, RIGHT AT 12% INCREASE IN HER SISTER CITIES WERE BASICALLY ABOUT EVEN, YOU KNOW, GIVE OR TAKE ONE OR 2% OF THINK PLANE THAT WAS DOWN BY 1% BUT GIVE OR TAKE. YEAH, THAT'S ABOUT WHAT IT WAS. ANY OTHER QUESTIONS. GO AHEAD AND TAKE A MOTION ON THIS, ADAM. TERMINAL MOVIE, EXCEPT THE FINANCIAL REPORT IS PRESENTED. SECOND SECOND. MOST MIGHTY MISSISSIPPI YOUR SECOND, MR HELMSLEY. SIR, VOTES. THE MOTION PASSES 21 03

[Consider/Discuss/Act on the February 2021 Financials]

TO SEVEN. CONSIDER DISCUSS CENTER TIME FEBRUARY 2021 FINANCIALS YEPES AN HOUR AND 2021. WE'RE GOING BACK A COUPLE MONTHS. OVER ALL, THIS IS A PRETTY QUIET MONTH. WE ONLY HAD $600,000 AND EXPENDITURES. THE MAJORITY OF THAT IS FOR OUR THE MONTH. THE MAN WE TRANSFERRED TO THE IET THAT SERVICE EVERY MONTH AND MADE THAT MAKE THE QUARTERLY DEBT PAYMENTS. SO OVERALL. BESIDES THAT, WE DON'T HAVE $300,000 AND EXPENDITURES REVENUES. WE HAD $1.8 MILLION, WHICH IS VERY GOOD. THIS IS ALSO DIFFERENT DECEMBER SALES TAX, SO THAT'S WHY IT'S A LOT HIGHER THAN YOU NORMALLY SEE ON A MONTH TO MONTH BASIS. BUT SO LOOKING AT THE MONTH IS A WHOLE YEAR TO $1.2 MILLION SURPLUS. UM THIS IS THE NATURE ONE PROJECTS COME OUT WHEN THEY DON'T COME OUT, EH? SO LOOKING AT SALES TAX. THIS IS FOR DECEMBER, WHICH IS OUR BIGGEST ONE THROUGH THE YEARS THE MONTH AND WE CARE ABOUT THE MOST. WE SAW AN 8.4% INCREASE OVER LAST YEAR'S DECEMBER. AS A COMPARISON ARE SISTER CITIES, ALAN SAW 5.5% INCREASE. FRISCO SAW 7.8% INCREASE AND PLAY KNOWS ALL 1.2% DECREASE. SO YOU SEE THAT TREND STILL KIND OF

[00:20:05]

GOING IN EVEN INTO 2021 LOOKS LIKE FIRST DOSE PICKING UP A LITTLE BIT, WHICH IS NICE. SEE YOUR SISTER CITIES, BUT PLANET WAS STILL KIND OF HANGING AROUND WHERE IT HAS BEEN. UM YEAR TODAY THAT BREEZE IS UP 10% OVER LAST YEAR SALES TAX THROUGH FEBRUARY. AND I'LL ANSWER ANY QUESTIONS ON FEBRUARY BEFORE THE MARCH YOUR QUESTIONS. MACHINE IN MOTION.

MOTION APPROVED THE FINANCIALS. SECOND. OH SURE. I MISS MENACE ALWAYS TAKEN BY MR CLAUDIA.

VOTES. MOTION PASSES. NEXT TO HIS 21 03 TO EIGHT MARCH. FINANCIALS 2021. YEP. SO THIS

[Consider/Discuss/Act on March 2021 Financials]

IS LAST MONTH WAS ANOTHER QUIET MONTH. I DON'T EXPECT THAT TO CONTINUE. WE STILL HAVE SOME RIGHT AROUND $8 MILLION IN THE PROJECT BUDGET WITH ONLY SIX MONTHS TO SPARE, SO I ANTICIPATE MOST OF THAT BEING SPENT UP JUST THE NATURE OF THE COMPLIANCE. SALES TAX REVENUE WAS AT $1.3 MILLION FROM AROUND $500,000 LESS THAN DECEMBER. BLOODSTAINED ANTICIPATED AS DECEMBER'S OUR BIGGEST MONTH. OVERALL WE HAD A 700,000 SURPLUS. UM AND I'LL TOUCH ON CELLS TEXT SO THIS IS FOR THE MONTH OF JANUARY. AND WE SAW A 12.5% INCREASE. ALAN SAW 6.1% INCREASE. FRESCO SAW 4.5% INCREASE AND PLANT US ON 8.8% DECREASE FOR THE MONTH OF JANUARY. YEAR TODAY THAT BRINGS MCKINNEY UP TO 10.4. INCREASE. ALAN IS THAT 3.4% INCREASE TODAY. FIRST GOES AT 5.6% INCREASE AND PLAY KNOWS THAT DECREASE OF 3% THROUGH JANUARY, UM, PHYSICAL, YOU'RE 2021. THAT'S LIKE, UH, 56 ABOUT SIX MONTHS OR SO COLLECTIONS. AND THAT'S ALL I HAVE THE COMMENT I'LL BE HAPPY TO ANSWER ANY QUESTIONS ON THOSE ITEMS WITH YOUR QUESTIONS. ATTAIN EMOTIONS. I WAS LIKE ALL OF OUR NEIGHBORS, CITIES SHOPPING THE MCKINNEY YEAH. 13 MOTION. I MOVE WE ACCEPT MR MILLER'S. SITUATION CALL SECOND BOARD.

IT'S LIKE SUCH A WITCH INTERESTING. GIVEN INTERESTING MOTION BY MR INCLUDED WAY HAVE A SECOND BY MR KANE CASH WROTE. HIS SITUATION. SUCH A WORDSMITH. REALLY? THE NEXT ITEM IS WE'RE GONNA DEFER IT. 21 03 TO NINE CONCERT DISCUSS ACT ON THE MANY, MANY ECONOMIC GLOBAL CORPORATION BUDGET FOR PROJECT HANDLE, PROJECT HANDLES ON EXECUTIVE SESSION SO WE WILL COME BACK AND. ACT ON THAT AFTER EXECUTIVE SESSION NEXT TIME AFTER THAT IS 21 0330. SEE

[Receive Presentation by the McKinney Independent School District regarding the Attendance Credit Election under Texas HB 3 (2019)]

PRESENTATION BY THE MCKINNEY INDEPENDENT SCHOOL DISTRICT REGARDING ATTENDANCE CREDIT ELECTION UNDER TEXAS HOUSE BILL 3 2019. SIR. THANKS EVERYONE FOR GIVING ME THIS OPPORTUNITY TO COME HERE AND SPEAK TO YOU GUYS. MY NAME IS JASON BIRD ON THE DEPUTY SUPERINTENDENT.

BUSINESS. OPERATIONS ACCOUNTABILITY AND TECHNOLOGY FOR MCKINNEY INDEPENDENT SCHOOL DISTRICT. WE HAVE SOME ELECTIONS. EXCUSE ME. IF YOU WOULD TAKE JUST A MOMENT. AND READ THAT SLIDE CAREFULLY AS THERE'S GONNA BE A REALLY SHORT QUIZ. THE END OF MY PRESENTATION. OKAY? WE ARE GOING TO LOWER THE M I S T TAX RATE BY AT LEAST THREE CENTS.

EVERYBODY WITH ME. YEAH. THERE ARE FOUR BALLOT ITEMS. RIGHT, AND I WILL GO THROUGH THEM QUICKLY. OR BALLOT ISLANDS. VERY FIRST WHEN THE ATTENDANCE CREDIT ELECTION. AS EVERYONE HEARD OF THE TERM ROBIN HOOD. RECAPTURE. FOR THOSE OF YOU THAT HAVEN'T GIVE ME JUST ONE SECOND, AND I'LL GIVE YOU AN EXAMPLE OF EXACTLY HOW THIS WORKS. LET'S TAKE A SCHOOL DISTRICT. WHERE THE COMMUNITY HAS A TREMENDOUS AMOUNT OF BUSINESS. TREMENDOUS AMOUNT OF BUSINESS PROPERTY. TREMENDOUS ABOUT A TREMENDOUS AMOUNT OF EXPENSIVE REAL ESTATE. OR A GIVEN TAX RATE AND A GIVEN NUMBER OF STUDENTS. DISTRICT COLLECTS A TREMENDOUS AMOUNT OF

[00:25:06]

TAX COLLECTIONS. TAKE A SECOND DISTRICT. SOME BUSINESSES. SOME EXPENSIVE REAL ESTATE. FOR THE EXACT SAME TAX RATE. AND THE EXACT SAME NUMBER OF STUDENTS. THAT DISTRICT COLLECTS LEFT. IN TAX COLLECTIONS. THIRD DISTRICT. VERY LITTLE BUSINESS, VERY LITTLE EXPENSIVE REAL ESTATE. EXACT SAME TAX RATE EXACT SAME NUMBER OF STUDENTS. SUBSTANTIALLY SMALLER AMOUNT OF TAX COLLECTIONS. ROBIN HOOD. RECAPTURE. TAKES LOCAL PROPERTY TAX COLLECTIONS FROM THIS PROPERTY, WEALTHY DISTRICT. AND SHIFT THEM TO THIS PROPERTY POOR DISTRICT. IN ORDER TO LEVEL THE PLAYING FIELD. ON SCHOOL FUNDING. YOU WILL NEVER HEAR ME COMPLAIN ABOUT ROBIN HOOD. RECAPTURE. ALL STUDENTS DESERVE THE BEST EDUCATION THAT WE ALL CAN AFFORD. YEAH. KENNY, I ASTI HAPPENS TO BE THE DISTRICT IN THE MIDDLE. OUR RECAPTURE PAYMENT. IS ABOUT $1.6 MILLION A YEAR. RIGHT? SO NOW LET'S TALK ABOUT I'M GOING TO SKIP OVER SOME OF THESE SLIDES BECAUSE I'M GONNA COVER THEM AND IN MY PRESENTATION HERE. LET'S TALK ABOUT HOW SCHOOL DISTRICTS ARE FUNDED REAL QUICK. FIRST. THERE IS THE MAINTENANCE AND OPERATION BUDGET. THE MAINTENANCE AND OPERATION TAX RATE. THERE IS ALSO THE INTEREST AND SINKING FUND. BUDGET THE INTEREST AND SINKING FUND TAX RATE. WHEN YOU GET A PROPERTY TAX BILL. IT SHOWS ONE SINGULAR TAX RATE. THAT HAPPENS TO BE THE TOTAL. OF THE TWO INDEPENDENT TAX RATES THAT SCHOOL DISTRICTS IN TEXAS HAD. NOW LET'S TALK ABOUT THE MAINTENANCE AND OPERATION SIDE. FIRST. THIS BUCKET IS $240 MILLION. FEDERAL FUNDING 2.8 MILLION. VERY SMALL. STATE FUNDING. 32 MILLION. WHICH MEANS ALL OF THE REST COMES FROM LOCAL PROPERTY TAX COLLECTIONS. LET'S TALK ABOUT WHAT YOU CAN USE THE MAINTENANCE AND OPERATION FUNDS.

FOR FIRST SALARY AND BENEFITS. WHICH IS 80% OF THE MAINTENANCE AND OPERATION BUDGET, SALARY AND BENEFITS. WE ARE A PEOPLE INTENSIVE. SERVICE. THE NEXT 15% OF OUR BUDGET. UTILITIES.

CUSTODIAL. TRANSPORTATION. INSURANCE. SUPPLIES AND MATERIALS. ALL ITEMS THAT WERE NOT NECESSARILY IN CONTROL OF INFLATIONARY INCREASES OF THOSE EXPENSES. IF DIESEL GOES TO $4 A GALLON WE CAN'T JUST SHUT DOWN THE BUSSES. ONE OTHER EXPENDITURE THAT COMES OUT OF THIS MAINTENANCE AND OPERATION BUCKET. IS RECAPTURE. RECAPTURE PAYMENT. NO. INSTEAD OF CALLING IT WRITE A CHECK. IT HAS BEEN CALLED SINCE THE VERY BEGINNING. THE PURCHASE OF ATTENDANCE CREDITS. IT IS WRITING A CHECK. NOW, LET'S GIVE YOU A LITTLE HISTORY. PRIOR TO THE 11 12 SCHOOL YEAR. PRIOR TO 11 12 WHEN YOU BECAME DESIGNATED A PROPERTY WEALTHY SCHOOL DISTRICT. LEGISLATURE REQUIRED YOU TO GO TO YOUR VOTERS AND HOLD AND ATTENDANCE CREDIT ELECTION. ATTENDANCE CREDIT ELECTION. GAVE THE SCHOOL DISTRICT THE AUTHORITY TO WRITE A CHECK. FOR THEIR RECAPTURE PAYMENT. THE PURCHASE OF ATTENDANCE CREDITS. BEGINNING WITH THE 11 12 SCHOOL YEAR. LEGISLATURE DECIDED I'M NOT GONNA MAKE YOU DO IN ELECTION.

WE'RE GOING TO TAKE THE MONEY FROM YOU ANYWAY. IF YOU DON'T PAY US SO NO ELECTION WAS

[00:30:03]

REQUIRED. MCKINNEY, I SD BECAME A PROPERTY WEALTHY DISTRICT. BEGINNING WITH THE 14 15 SCHOOL YEAR. AND WE HAVE BEAUTIFULLY BEEN MAKING OUR RECAPTURE PAYMENT EVER SINCE. HOUSE BILL THREE. COMES ALONG FOR THE 1920 SCHOOL YEAR. HOUSE BILL THREE SAYS, IF YOU HAVE NEVER HAD THE ELECTION YOU MUST NOW HAVE ONE. SO HERE WE ARE. OBVIOUSLY WAS ALLOWED TO BE DEFERRED UNTIL MAY OF 21. SO HERE WE ARE. WILL TELL YOU THERE IS LEGISLATION TO CHANGE THAT RULE AGAIN. BACK TO THE WAY IT WAS. UNFORTUNATELY THERE IS NO WAIVER FOR MCKINNEY. I SD OR ANY OF THE OTHER DISTRICT'S. THAT ARE SUBJECT TO THIS ATTENDANCE CREDIT ELECTION.

EVERYBODY WITH ME SO FAR. OKAY? SO. LET'S TALK ABOUT WHAT HAPPENS. IF WE'RE SUCCESSFUL ARE LET ME REPHRASE THAT WHEN WE ARE SUCCESSFUL. WE WILL CONTINUE TO WRITE A CHECK TO PURCHASE ATTENDANCE CREDITS FROM THE STATE WITH LOCAL PROPERTY TAX DOLLARS. AND GO ON OUR MERRY WAY. CREATING A MORE EQUITABLE PLAYING FIELD FOR ALL STUDENTS ACROSS THE STATE. IF WE ARE UNSUCCESSFUL. D A. WILL D AND X PROPERTY. FROM THE MCKINNEY INDEPENDENT SCHOOL DISTRICT TAX BASE. UNTIL WE ARE NO LONGER CONSIDERED PROPERTY. WEALTHY. MAKING OUR RECAPTURE PAYMENT ZERO. LET'S TALK ABOUT HOW THAT AFFECTS THE INTEREST IN SINKING FUND SIDE OF THE HOUSE, THE I N S SIDE OF THE HOUSE. BUILDING LAND CAPITAL IMPROVEMENTS. DIDN'T HAVE ENOUGH MONEY TO JUST WRITE A CHECK. IN ORDER TO BUY A HOUSE. SCHOOL DISTRICT'S ARE THE SAME.

AS AN INDIVIDUAL. I GO TAKE OUT A MORTGAGE FROM A BANK. AS A SCHOOL DISTRICT. WE ISSUE BONDS. WE SELL BONDS. AND PAY BACK THAT OVER TIME. JUST LIKE A MORTGAGE. YOU WERE ALLOWED TO USE THE INTEREST IN SINKING FUND. BUDGET. OR BUILDINGS, LAND CAPITAL IMPROVEMENTS. WE ALSO HAVE TO MAINTAIN OUR BUILDINGS WHERE WE DO A AS WELL GET TO HEAR IN A MOMENT. A 15 YEAR REFRESH CYCLE IN ALL OF OUR BUILDINGS. EVERY ONE OF OUR KIDS DESERVES EVERY SINGLE DAY TO BE IN A FIRST CLASS FACILITY. SO EVERY 15 YEARS WE GO INTO EVERY ONE OF OUR BUILDINGS. NEW AGE PSC NEW DUCTWORK, NEW CEILINGS, NEW LIGHT NEW WALLS. NEW BATHROOMS KNEW EVERYTHING. IF YOU SEE IT, IT IS REPLACED. IT IS A BRAND NEW BUILDING. SO THERE IS NEVER AN INCIDENTS WHERE YOU WALK INTO A BUILDING AND. ARE SHOCKED AT THE QUALITY OF IT.

YOU WILL DEFINITELY FIND THAT THROUGHOUT THE STATE. BUT NOT IN MCKINNEY. I ASTI WE ALSO.

HAVE OUR WONDER THE WORLD LAPTOP PROGRAM WHERE EVERY STUDENT PRE K THROUGH TWO IS ISSUED AN IPAD. AND EVERY THIRD GRADER THROUGH 12TH GRADE, IS ISSUED A MAC BOOK AIR. THAT IS A VERY EXPENSIVE PROGRAM. HOWEVER IT ABSOLUTELY LEVELS THE PLAYING FIELD FOR ALL STUDENTS AND MCKINNEY, I STE. OF WHICH 34% ARE LOW SOCIAL ECONOMIC. HERE'S THE INTERESTING PIECE SCHOOL DISTRICT'S ARE ALLOWED TO USE UP TO 40 YEAR DEBT. SOME DUDE.

SOME OF OUR NEIGHBORS ACTUALLY DO. MOST SCHOOL DISTRICTS HE USED 30 YEAR DEATH. MCKINNEY. I S T. USES 20 YEAR DEBT. OR BUILDINGS, LAND CAPITAL IMPROVEMENT. AND USES FIVE YEAR DEATH. ROD TECHNOLOGY. OUR LAPTOP PROGRAM. YOU GET A LAPTOP FOR FIVE YEARS AT THE END. WE TAKE THEM BACK UNLESS THE STUDENT WANTS TO BUY THEM. AND WE RE SELL THEM. THOSE LAPTOPS LAST FIVE YEARS, SO WE USE FIVE YEAR BONDS TO PURCHASE THOSE LAPTOPS. I'M HERE IN A MINUTE. THAT'S GOING TO THAT'S GOING TO COME INTO. AH. DEMONSTRATE ONE OF THE ADVANTAGES MCKINNEY I S T HAS BEEN ABLE TO ACHIEVE OVER THE LAST SEVERAL YEARS BECAUSE OF

[00:35:02]

OUR DEBT MANAGEMENT. SO NOW LET'S TALK ABOUT. IF WE'RE UNSUCCESSFUL WITH THE ATTENDANCE CREDIT ELECTION. T EA WILL DE ANNEX. LOCAL PROPERTY VALUE UNTIL OUR RECAPTURE PAYMENT GOES TO ZERO. KENNY I SD CURRENTLY IN OUR BOUNDARIES HAS ABOUT $18 BILLION WORTH OF PROPERTY VALUE. 18 BILLION. TA WILL NEED TO DE ANNEX APPROXIMATELY 2.9 BILLION. OF OUR PROPERTY, ROUGHLY 17. MCKINNEY I SD PROPERTY IN ORDER TO ELIMINATE OUR RECAPTURE PAYMENT. YOU MIGHT SAY WELL, OK, THAT'S THAT'S FINE. WE DON'T PAY RECAPTURE ANYMORE. BUT THE EFFECT. ON THE I N S SIDE OF THE HOUSE. WE STILL HAVE OUR EXISTING DEBT SCHEDULE. SO IF WE'RE COLLECTING TAXES ON THE I S SIDE OF THE HOUSE. WITH 17% LESS PROPERTY. WHAT HAS TO HAPPEN TO THE I N S TAX RATE IN ORDER TO CONTINUE TO SERVICE OUR EXISTING DEBT PROFILE? IT MUST GO UP. APPROXIMATELY EIGHT CENTS. WE'RE CURRENTLY AT 42 CENTS ON THE I S TAX RATE THAT WOULD HAVE TO GO UP APPROXIMATELY EIGHT CENTS.

HERE'S THE KICKER. THIS ELECTION. IS ONE SHOT ON LEE. AND LAST FOREVER. THERE IS NO OH, IT DIDN'T PASS WILL COME BACK OUT. TRY AGAIN. NO. IT IS ONE SHOT ON LEE AND IT LAST FOREVER. THIS WILL BE PERMANENT. 17% OF OUR LOCAL PROPERTY VALUE WILL BE PERMANENTLY DE ANNEXED TO OTHER SCHOOL DISTRICTS THROUGHOUT THE STATE. NEVER TO COME BACK. THAT IS CATASTROPHIC. IT IS ABSOLUTELY CATASTROPHIC. I DO NOT USE THAT WORD LIGHTLY.

THERE WAS A BETTER WORD I WOULD USE IT. I'LL TELL YOU WHAT THE BALLOT LANGUAGE LOOKS LIKE, FOR THOSE OF YOU THAT HAVE NOT ALREADY GONE TO VOTE I BELIEVE ARE DEVOTING STARTED YESTERDAY.

IT SAYS, ALLOW MCKINNEY INDEPENDENT SCHOOL DISTRICT TO USE LOCAL PROPERTY TAX DOLLARS TO PURCHASE ATTENDANCE CREDITS FROM THE STATE. WE'RE NOT IN CHARGE OF THAT BALLOT LANGUAGE.

AND AS YOU SEE HERE IN A MOMENT WHEN WE GET TO OUR BOND ELECTIONS. THE BALLOT LANGUAGE IS QUITE ANTI PUBLIC ACT. SO IF YOU DID NOT YOU WERE NOT INFORMED. BUT WHAT THAT BALLOT WAS GOING TO SAY IT WOULD BE HARD TO KNOW. WHAT YOU'RE ACTUALLY VOTING FOR. RIGHT? QUESTIONS ABOUT THE ATTENDANCE CREDIT ELECTION. ONE. PROPERTY THAT IN IN THE EVENT OF FAILURE, THE PROPERTY THAT'S DID NEXT. BE COMMERCIAL PROPERTY. THE PROPERTY, ACCORDING TO MY CONVERSATION WITH THE TEXAS EDUCATION AGENCY, THEY WOULD START WITH THE LARGEST TAXPAYERS FIRST. UM THERE THERE IS NOTHING IN WRITING ABOUT THEIR PROCESS OR PROCEDURE. I WOULD HAVE ASSUMED THEY WOULD HAVE STARTED AT THE LARGEST TAXPAYERS FIRST, WHICH PROBABLY WOULD HAVE COME DOWN TO BEING STARTING WITH THE COMMERCIAL PROPERTY. SO, FOR INSTANCE OF A NON CORE WIRE COULD BE D ANNEXED FROM MCKINNEY. I STS. BACKSPACE YES, SIR, SENT TO ANOTHER SCHOOL DISTRICT FOREVER AND ALWAYS IT'S GOING. THAT'S CORRECT. YES SIR. BRACEY ON ABSOLUTELY CORRECT, SIR. AND IF JUST GIVING EXAMPLE II. IF YOU LOOK AT THE TOP 10 TAXPAYERS INSIDE MCKINNEY I STS BOUNDARIES. UM. THAT THAT DOESN'T COVER ANYWHERE. CLOSE.

THE 2.9 BILLION. NOT ANYWHERE CLOSE. THEY HAVE TO GO WAY DOWN THE LIST TO GET THERE. IT'S VIRTUALLY ALL REAL COMMERCIAL PROPERTY, AND MCKINNEY I SD WOULD BE D ANNEXED. MR BIRD. I APPRECIATE YOUR APPRECIATE THE PRESENTATION, THE EDUCATION THE, EXPLANATION OF IT ALL. UM AND THAT BEING SAID. UM, EARLY VOTING STARTED YESTERDAY. YOU'RE HERE TODAY AND, UM MY

[00:40:04]

QUESTION IS. WHEN WAS A SLIDE LIKE THIS ABLE TO BE PUT TOGETHER SO THAT THE. PARENTS WHO WILL BE. VOTING FOR THIS THING ACTUALLY UNDERSTAND THIS AND ACTUALLY CAN MAKE AN EDUCATED DECISION BECAUSE TO YOUR POINT YOU'RE FIGHTING AN UPHILL BATTLE NOT ONLY WITH THE BALLOT IN THE EXPLANATION. BUT MY OPINION YOU'RE FIGHTING A BATTLE WITH POLITICIANS AND THE WAY THAT THEY'VE EXPLAINED THE ROBIN HOOD LAW AND HOW CERTAIN. CONGRESSMAN HAVE COME AND SAID THEY'RE GOING. YOU KNOW THIS. THIS LAW IN THIS LAW IS GOING TO GET RID OF ROBIN HOOD.

PROBABLE BOX WHEN IT SOUNDS TO ME. THIS IS LIKE CARBON FOOTPRINT TAX. I MEAN, YOU'RE PAYING IT, REGARDLESS IF YOU WANT TO IT'S JUST THE WAY IN WHICH WE CAN LONG TERM PUT OUR ICE TEA IN THE BEST SITUATION. BUT I FEEL SORRY FOR YOU. FROM THE STANDPOINT OF THE DELAY IN WHICH THIS EDUCATION HAS EVEN GOT TO A PLACE WHERE. SOMEBODY I CAN SEND EVERYBODY TO GO. HEY GO CHECK OUT OUR 80 SEE PRESENTATION TO GET A REAL UNDERSTANDING OF THIS. WHERE IS THIS EDUCATION OUT TO THAT TODAY. WE CAN TRY TO HELP THE I IAN ANYWAY TO GO GO TO THIS YOUTUBE BECAUSE THIS IS EXACTLY WHAT THIS IS FOR THE LONG TERM OF ICE TEA. I APPRECIATE THAT TREMENDOUSLY. I WILL TELL YOU THAT ON THE MCKINNEY I S T WEBSITE. WE HAVE VIDEOS PRODUCED BY DR MCDANIEL, OUR SUPERINTENDENT. WE HAVE EVERY THIS PRESENTATION IN ITS ENTIRETY. WE CERTAINLY HAVE NUMEROUS RESOURCE IS OUT THERE. I WILL TELL YOU. IT'S AN UPHILL BATTLE SIMPLY BECAUSE COVE IT HAS MADE IT VERY DIFFICULT WITH THE LACK OF ABILITY TO HAVE LARGE PUBLIC GATHERINGS. LIKE IN 2016, WHEN WE HAD OUR LAST BOND PACKAGE, HIE STOOD UP IN FRONT OF AUDITORIUM'S FULL OF PARENTS. NONE OF THOSE THINGS ARE HAPPENING BECAUSE OF THE RESTRICTIONS IN PLACE TO OPEN, SO IT HAS BEEN VERY CHALLENGING. IT HAS BEEN EXTREMELY CHALLENGING. WHAT I WILL TELL YOU IS UM. WE HAVE EVERY RESOURCE KNOWN DEMAND. WE'VE CREATED A YOUTUBE VIDEOS TO YOUR POINT. AND, UH, WE'RE. WE'RE DOING EVERYTHING IN OUR POWER. I CERTAINLY AM READY TO TALK TO ANYONE ANYWHERE ANYTIME. BECAUSE I'M JUST SAYING THE EDUCATION THAT YOU JUST GAVE ME IN THIS SHORT PRESENTATION REGARDS THE ROBIN HOOD. WAS DEFINITELY NOT MY UNDERSTANDING OF HOW. WHAT THE ROBIN HOOD WAS ABOUT. FROM THE STANDPOINT I ALWAYS WAS UNDER THE SCENE WERE TRYING TO GET RID OF THE ROBIN HOOD SITUATION.

AND YOU'RE SAYING YOU'RE NOT? YOU'RE JUST HOW THE WET ROBIN HOOD IS BEING PAID. LONG TERM IS THE KEY AT THIS PARTICULAR JUNCTURE. YOU ARE ABSOLUTELY CORRECT. I WILL TELL YOU TO DATE I'VE DONE SOMEWHERE AROUND 70 PRESENTATIONS. AND I WISH IT WAS 200. YES, SIR. MR BIRD OF A QUESTION AS FAR AS THE COMMERCIAL PROPERTY TAX. SURE THIS PROPOSITION FAIL AND THEY TRY TO, YOU KNOW, ZERO SUM GAME THE GET US DOWN TO WHERE IT NEEDS TO BE. IS THAT A ONGOING ROLLING. THE ANNEXATION AS FUTURE DEVELOPMENT HAPPENS, OR IS THAT A ONE TIME D ANNEXATION TO GIVES. MEANING WITH THIS IMPACT OUR FUTURE DEVELOPMENTS GOING FORWARD WITH NEW SOURCES OF TAX THAT COME INTO EXISTENCE. FROM DEVELOPMENT, OR IS THIS A ONCE THEY GET DOWN TO HIS. ZERO THAT'S ALL THAT'S D ANNEX. FROM THAT POINT ON OR IS A YEAR AFTER YEAR, THEY WILL CONTINUE TO DE ANNEX COMMERCIAL PROPERTY. MAINTAIN THAT ZERO IN MY CONVERSATIONS WITH T E A ON THAT EXACT QUESTION. BECAUSE OBVIOUSLY IF PROPERTY VALUES ROSE THE FOLLOWING YEAR. BUT ENROLLMENT DID NOT. THAT WOULD MAKE YOU HAVE ADDITIONAL PROPERTY WEALTH, ACCORDING TO THE VERY. COMPLICATED FORMULA THAT THE LEGISLATURE IS PUT IN PLACE, WHICH WOULD THEN BRING BACK RECAPTURE. IN MY CONVERSATIONS WITH T E A. THEIR RESPONSE HAS BEEN, WE DON'T KNOW. DON'T LOSE. SO MY ASSUMPTION IS IT WILL BE AN ONGOING PROCESS. YES. OKAY, I WILL PROMISE YOU THIS. I WILL HAVE SOME POSITIVE NEWS HERE IN A MOMENT. BUT YOU GOTTA BEAR WITH ME JUST A LITTLE WHILE LONGER BEFORE WE GET THERE. OKAY? THE VERY NEXT. WE GO BACK TO THE FIRST SLIDE THE NEXT ELECTION. VOTER APPROVAL TAX RATE ELECTION THE V A. T R E I'M GONNA COME RIGHT BACK TO THIS SLIDE. V A. T. R E. ALLOWS US TO INCREASE THE TAX RATE ON

[00:45:09]

THE EMMA NO SIDE OF THE HOUSE, APPROXIMATELY TWO PENNIES. PENNIES NOW, LET'S TALK ABOUT THAT HOUSE BILL THREE, WHICH CAME INTO EFFECT IN THE 1920 SCHOOL YEAR, CAPT. LOCAL PROPERTY VALUE GROWTH IN A SCHOOL DISTRICT AT 2.5. IF YOU GROW MAURER THAN 2.5.

MAINTENANCE AND OPERATION TAX RATE. IS COMPRESSED, LOWERED. WHERE THE SCHOOL DISTRICT DOES NOT PICK UP ANY ADDITIONAL FUNDS. NO ADDITIONAL FUNDS FROM PROPERTY VALUE GROWTH. SO WHAT HAPPENS IS WHEN YOU HAVE 80% OF THE SCHOOL DISTRICT BUDGET IS IN SALARY AND BENEFITS. AND THE OTHER 15. OF THE SCHOOL DISTRICT BUDGET IN. CUSTODIAL UTILITIES TRANSPORTATION, INSURANCE SUPPLIES AND MATERIALS. WHICH. AT 15% THERE IS WE'RE NOT IN CONTROL OF ANY FLESH NERI INCREASES THAN THAT TO GIVE YOU AN EXAMPLE OUR PROPERTY INSURANCE BEFORE THE HAIL STORMS. WHAT'S $250,000 A YEAR WITH A $250,000 DEDUCTIBLE. PROPERTY INSURANCE.

TODAY IS 1.4 MILLION. WITH A $2.5 MILLION DEDUCTIBLE. YOU CAN IMAGINE HOW MANY TEACHERS THAT ISSE. OKAY, SO HOUSE BILL THREE, SAYS. YOU ARE CAPPED AT 2.5% PROPERTY VALUE GROWTH ANYTHING BEYOND THAT. YOUR TAX RATE IS COMPRESSED TOE WHERE THERE IS NO ADDITIONAL MONEY TO THE SCHOOL DISTRICT. THE QUESTION IS, HOW DO YOU MAINTAIN THE EXPERIENCE THAT OUR COMMUNITY HAS COME TO EXPECT FROM US? HOW WILL YOU EVER GIVE UP A RAKES? THE ANSWER IS TEXAS PUBLIC AD. YOU WILL ONLY BE ABLE TO GIVE A PAY RAISE. WHEN THE STATE INCREASES THEIR FUNDING INTO PUBLIC AT. SO THIS ALLOWS US TO INCREASE THE EMMA NO TAX RATE. TWO PENNIES. THAT IS ABOUT $3.1 MILLION. $3.1 MILLION. THAT IS A $240 MILLION BUCKET. 3.1 MILLION. JUST TO GIVE YOU AN EXAMPLE. A 2% PAY RAISE IS 3.2 MILLION. SO THOSE TWO PENNIES DON'T QUITE GET YOU A 2% POINT PAY RAISE. WANT OKAY? ONE OF THE THINGS WE TALKED ABOUT AT THE VERY BEGINNING. WHAT ARE WE DOING TO THE OVERALL TAX RATE? LOWERING BY THREE CENTS. SO IF WE'RE ASKING YOU TO LET US RAISE THIS EMMA NO RATE BY TWO. THAT MEANS WE MUST BE LOWERING THE I N S TAX RATE BY FIVE. UP TO ON THE EMMA? NO WHICH IS TIGHTLY CONSTRAINED. BY THE LEGISLATURE. LOWERING THE I N S RAIDED MY FATHER. HEY NET EFFECT OF MINUS THREE CENTS.

NOW, HOW ARE WE ABLE TO LOWER THE I N S RATE BY FIVE CENTS. WELL WE TALKED ABOUT. WE USE 20 YEAR DEBT. WENT TO YOUR BONDS FOR ALL OF OUR BUILDINGS, ALL OF OUR RENOVATIONS, ALL OF OUR LAND PURCHASES. CAPITAL IMPROVEMENT. THE OVERWHELMING MAJORITY OF SCHOOL DISTRICT'S USE 30 YEARS. WE SAY 56% OF THE INTEREST EXPENSE BY USING 20 YEAR BONDS RIGHT HERE, 56. THAT HAS ALLOWED US. TO ESTABLISH A DEBT SERVICE SCHEDULE. WE CAN LOWER THE I N S TAX RATE BY FIVE CENTS. RIGHT, GIVING BACK TO OUR TAXPAYERS WHO HAVE SUPPORTED US AT EVERY TURN.

RIGHT? UP TO ON THE EMMA. NO. DOWN FIVE ON THE IRON DEATH, A DECLINE OF AT LEAST THREE CENTS. YOU TOLD. GONNA SKIP TWO. BOMB PROGRAM. WE TALKED ABOUT THAT. LET'S GET TO THE GOOD STUFF. IN 2006. WHEN FACILITIES CAME MY WAY. WITH THE HELP OF MR GREGGS SUBTLE

[00:50:01]

OUR CHIEF OPERATIONS OFFICER, WE ESTABLISHED A 15 YEAR REFRESH CYCLE FOR ALL OF OUR BUILDINGS. IN THE 2016 BOND PROGRAM. WE WERE SUPPOSED TO REFRESH TOO. CAMPUSES. WE REFRESHED 11. HOW DID WE DO THAT? WE DO NOT HIRE A CONSTRUCTION MANAGER AND WE DO NOT HIRE AN ARCHITECT. WE DO IT ALL IN THE HOUSE. WE SAW ABOUT EACH FACET OF THAT REFRESH EACH INDIVIDUAL PIECE OF IT, AND WE MANAGE THE PROJECT IN HOUSE. WE ARE OUR OWN GENERAL CONTRACTOR.

THAT HAS IMPROVED QUALITY THAT HAS REDUCED COST DRAMATICALLY AND THAT HAS ALLOWED US TO DO MORK PROJECTS THAN THE 2016 BOND PROGRAM. HAVE A ROOM. WAS INTENDED TO DO. WE HAVE DELIVERED EVERYTHING IN THE 2016 BOND PROGRAM, PLUS NINE ADDITIONAL CAMPUS REFRESHES.

WHAT THAT HAS DONE IS THAT HAS ALLOWED US. TO PRESENT A 2021 BOND PROGRAM. WHEREBY IF WE.

ACHIEVE THESE CAMPUSES IN A REFRESH. WE ABSOLUTELY. WE'LL BE WELL ON OUR WAY ON THE 15 YEAR ACROSS THE DISTRICT. ELEMENTARY NUMBER 22. GOING TO SHOW YOU A SLIDE IN TWO MINUTES. IT'S GONNA SHOW OUR FUTURE HOUSING INSIDE. MCKINNEY INDEPENDENT SCHOOL DISTRICT BOUNDARIES AND THAT WILL SHOW YOU WHY WE'RE REQUESTING MONEY FOR ELEMENTARY 22. MCKINNEY BOY, THERE IS ONE LAST SPOT IN MCKINNEY BOY WHERE WE CAN ADD SOME EDITION STAMPS, ET AND FINE ARTS. SHOW YOU SOME PICTURES OF THAT IN A MOMENT. SCOTT JOHNSON MIDDLE SCHOOL.

ALL OF OUR OTHER MIDDLE SCHOOLS OR A 1500 CAPACITY WITH A FINE ARTS EXPANSION ALREADY INCLUDED. BASICALLY WHEN I SHOW YOU THIS LINE ON DEMOGRAPHICS, YOU'LL SEE THAT AT SOME POINT WE'RE GOING TO MEET THIS WELL. HEALTH, SAFETY AND SECURITY. DR MEADE DANIEL. IF HE WAS STANDING HERE TODAY WOULD TELL YOU HE ABSOLUTELY. HAS SAFETY AND SECURITY HAS HIS NUMBER ONE PRIORITY EACH AND EVERY DAY. STUDENTS AND STAFF. THERE IS ALWAYS SOMETHING THAT WE'RE GOING TO NEED TO BE DOING TO IMPROVE SAFETY AND SECURITY. ATHLETICS AND FINE ARTS REFRESH. I THINK IT'S ONE OF THE PROUDEST THINGS WHEN I TRAVEL AROUND THE STATE WITH THE OTHER. ENCOUNTERS FROM THE OTHER DISTRICTS, AND I SEE. HOW WE HAVE LEVELED THE PLAYING FIELD. FOR ALL OF OUR STUDENTS. GET TO PARTICIPATE WITHOUT FEE IN ANYTHING THEY WANT TO. THAT TO ME IS JUST ABSOLUTELY THE BIGGEST DIVIDEND PAY, OR YOU CAN IMAGINE. 34% OF OUR STUDENTS ARE LOW SOCIOECONOMIC, AND THERE IS NOT ONE BARRIER TO ENTRY FOR THEM TO PARTICIPATE IN HIS MANY ATHLETICS AND FINE ARTS AS THEY CHOOSE. INSTRUMENTS UNIFORMS, YOU NAME IT. LEVEL PLAYING FIELD. TECHNOLOGY REFRESH. UH THIS IS ALL THE STUFF YOU DON'T SEE.

ROUTERS, SWITCHES. SERVERS CABLING THINGS LIKE THAT. ALL THE STUFF YOU DON'T SEE IN ALL OF OUR BUILDINGS. TRANSPORTATION. WE HAVE OUTSOURCED TRANSPORTATION IN ITS ENTIRETY FOUR YEARS TO DURHAM, AND THEY DO A FANTASTIC JOB FOR US. THE ISSUE IS, IS THAT THE RAMONES, THE BUSSES. WHICH MEANS WE'RE PAYING A CAPITAL EXPENSE. OUT OF THE EMMA. NO SIDE OF THE HOUSE. WHICH IS VERY TIGHTLY CONSTRAINED. THIS WILL ALLOW MCKINNEY I S T WHO BEGAN OWNING THE BUSSES. STILL OUTSOURCING ALL TRANSPORTATION OPERATIONS TO DURHAM. BUT USING THE I N S SIDE OF THE HOUSE TO PURCHASE THE BUS'S, THEREBY. CREATING HOPEFULLY, SOME ROOM IN THE EMMA. NO SIDE OF THE HOUSE WHERE WE'RE SO TIGHTLY CONSTRAINED. ELEMENTARY PRAY, PLAYGROUND REFRESHED. UH, THE ELECTION COMMITTEE. WHEN WE WERE PRESENTING ALL OF THE DETAILS OF WALLACE'S INFORMATION BROUGHT TO OUR ATTENTION THAT WE NEEDED TO CREATE SOME ADDITIONAL UPGRADES AND EQUITY IN OUR ELEMENTARY PLAYGROUNDS. THEY WERE RIGHT. SO WE HAVE PUT THAT IN THERE. THIS 245 MILLION REPRESENTS THE BUILDING BOND BALLOT. HOUSE BILL THREE. CAME TO FRUITION IN THE 1920 SCHOOL YEAR REQUIRES

[00:55:09]

SEVERAL THINGS TO POTENTIALLY BE ITS OWN BALLOT ITEM. ONE OF THOSE REQUIREMENTS ARE COMPUTERS. THE ACTUAL COMPUTER ITSELF. MUST BE ITS OWN BALLOT ITEM. SO YOU HAVE ARE ONE TO THE WORLD PROGRAM PRE K THROUGH 12. US ALL OF OUR CLASSROOM STAMPS, ET AND STAFF COMPUTERS.

SO THIS IS THE TECHNOLOGY. ON BALLOT ITEM. SHOW YOU SOME INTERESTING PIECES. HERE IS JUST A SHORT LIST. WHAT WE DO AND OUR REFRESHES FOR EXISTING BUILDINGS. IF YOU SEE IT IT GETS REPLACED. IF ANYBODY WOULD LIKE THE TOUR, ONE OF OUR ELEMENTARY SCHOOLS THAT WE HAVE REFRESHED IN THIS THE 2016 BOND PROGRAM. YOU LET ME KNOW. AND I WILL TAKE YOU. THEY LOOK LIKE BRAND NEW BUILDINGS. C T. THIS IS A STAND IMMERSION LAB. THISTLES IN RICHARDSON. ONDAS USING SOME PRETTY INTERESTING TECHNOLOGY TO MAKE IT WHERE YOU CAN GO ANYWHERE IN THE WORLD.

YOU FEEL LIKE YOU WERE THERE. THIS WOULD BE A GREAT AD INTO OUR BOY EXPANSION ALL OF OUR STUDENTS ACROSS THE DISTRICT COULD SEE THIS AND EXPERIENCE THIS. THREE D PRINTING LABS.

OBVIOUSLY, THIS IS ANOTHER. UP INCOMING TECHNOLOGY PIECE. COLLABORATIVE SPACE, OBVIOUSLY FOR STEM. LET'S TALK ABOUT THE NEED FOR ELEMENTARY NUMBER 22. THE EXPANSION OF SCOTT JOHNSON MIDDLE SCHOOL. LET'S JUST SKIP TO THIS PIECE OF THE PIE RIGHT HERE. GOING FORWARD. 87% OF ALL NEW HOUSING INSIDE MCKINNEY IEST THESE BOUNDARIES. WE'LL BE IN THE PRESS AND SCOTT JOHNSON ZONES 87% NO. ONE OF THE INTERESTING PIECES I GET. ASKED ALL THE TIME IS YOU'RE GOING TO BUILD IT, NO MATTER WHAT. THAT IS NOT CORRECT. EVERYBODY'S SEEN THE KEVIN COSTNER MOVIE FIELD OF DREAMS. IF YOU BUILD IT, THEY WILL COME. BEGINNING. I S D DOES NOT DO THAT. WE DO NOT BUILD IT UNTIL THEY HAVE ALREADY COME. WE DO NOT ISSUE THE BONDS. WE DO NOT BEGIN WORK UNTIL THE STUDENTS HAVE ALREADY COME. THE DEMOGRAPHICS HAVE TO SUPPORT IT. OTHERWISE IF YOU BUILD A BUILDING IN ADVANCE OF THE STUDENTS. COMING TO THE DISTRICT. YOU HAVE REALLY HEARD THE EMMA NO SIDE OF THE HOUSE. ELEMENTARY 22. THIS IS A. MAP HERE OF TRINITY FALLS NOW, OBVIOUSLY THE BOUNDARY FOR ELEMENTARY 22 WILL BE SUBSTANTIALLY BIGGER THAN JUST THE 2020 FALLS AREA, RIGHT? BUT THIS IS JUST TO GIVE SOME REPRESENTATION OF. WHERE THE WHERE THE BUILDING WILL BE. AND WHAT HAS HAPPENED OVER THE YEARS INSIDE TRINITY FALLS.

PRETTY DRAMATIC. ONE OF MY PRESENTATIONS THAT SCOTT JOHNSON MIDDLE SCHOOL, ONE OF THE TEACHERS SAID, IS THIS REALLY WHERE YOU'RE GONNA BUILD THE BUILDING? YOU'RE REALLY GONNA PUT ELEMENTARY 22 RIGHT THERE. YES, MA'AM. SHE JUST SCREAMED OUT. FRIGHTEN ME. I WAS I SAID, WHAT? WHAT? WHAT'S THE ISSUE? SHE GOES. I LIVE RIGHT HERE. SHE WAS SO EXCITED.

I SAID, WELL, YOU CHOSE. WELL, THAT'S THAT'S WHERE THE SCHOOL'S GOING. SAFETY AND SECURITY. I WILL POINT OUT WE PROBABLY SHOULDN'T PUT THE KEY. RIGHT NEXT TO THE LOCKED DOWN BUTTON. RIGHT? TRANSPORTATION. WE TALKED ABOUT THE BUSSES. FINE ARTS AND ATHLETICS. LEVEL PLAYING FIELD FOR EVERY KID, NO MATTER WHAT. CAMPUS TECHNOLOGY REFRESH. WE'VE TALKED ABOUT THAT. WE'VE TALKED ABOUT THE TECHNOLOGY BOND BALLOT. LET'S TALK ABOUT SOMETHING. LET'S TALK ABOUT THIS. THESE ARE THE RECENT BOND ELECTIONS IN SOME OF OUR SURROUNDING DISTRICT'S.

[01:00:10]

NOW, ALAN, I S T OVER HERE. YOU WILL SEE IT TO 21. THAT IS AFTER THEY'RE OVER $400 MILLION FAILED. I'M NOT SURE WHAT? HOW THEY CUT OUT $200 MILLION, BUT THEY DID. I WILL TELL YOU.

WE'RE NOT ASKING FOR ANYTHING. WE DON'T MEAN. IF WE'RE ON SUCCESSFUL I DON'T KNOW WHAT WE WOULD REMOVE. WE OBVIOUSLY WOULD COME RIGHT BACK OUT AT OUR FIRST AVAILABLE OPPORTUNITY IF WE WERE UNSUCCESSFUL. BUT I CAN TELL YOU HAS THE BEAN COUNTER I DON'T KNOW WHAT WE WOULD REMOVE. WE'RE NOT ASKING FOR ANYTHING OUR KIDS DO NOT NEED OBVIOUSLY. YOU CAN LOOK AT THIS, AND YOU CAN SAY WELL, WE DO THIS EVERY FIVE YEARS. WHAT'S GOING ON OVER HERE? WHAT'S GOING ON OVER HERE? THEY HAVE TAKEN A DIFFERENT APPROACH, WHICH IS NOT BAD, BUT THEY HAVE TAKEN THE LET'S GO OUT FOR 10 OR 12. YEARS. REASON MCKINNEY I SD COMES TO YOU EVERY FIVE YEARS IS NOT BECAUSE THIS IS FINE. BUT IT DOES CREATE TRANSPARENCY AND ACCOUNTABILITY. TELL YOU WHAT WE'RE GOING TO DO. WE'RE GOING TO DO MAURA THAN WHAT? WE TOLD YOU. WE WERE GOING TO DO AND IF WE DON'T WHEN WE COME BACK, YOU GUYS GET TO HOLD US ACCOUNTABLE. THAT'S TRANSPARENCY. ALL RIGHT. EVERYBODY READ THIS CAREFULLY.

IF YOU WOULD. HOUSE BILL THREE. SAYS. ANY TIME THERE IS A BOND ELECTION, SO WE HAVE THE BUILDING BOND BALLOT AND THE TECHNOLOGY BOND BALLAD. REGARDLESS OF WHAT IS ACTUALLY HAPPENING TO THE TAX RATE. THE LAST SENTENCE ON THE AGENDA ITEM. ON THE BALLOT ITEM MUST BE IN BOLD CAPITAL LETTERS. THIS IS A PROPERTY TAX INCREASE. CAN'T THINK OF MUCH.

MORE ANTI PUBLIC EDUCATION. IN THAT WHAT ARE WE DOING TO THE TAX RATE? LOWERING BY AT LEAST THREE CENTS. WHEN YOU GO TO THE POLLS, YOU WILL SEE THIS SENTENCE. REQUIRED BY LAW. IT'S THE VERY FIRST TIME IN MY CAREER IN PUBLIC EDUCATION WHERE IT FEELS LIKE THE LEGISLATURE IS TILTED THE PLAYING FIELD AGAINST PUBLIC ACT. I WILL TELL YOU.

YESTERDAY. IF THAT DOESN'T IF THAT ONE DIDN'T GET YOU. RECEIVED A LETTER FROM TA HERE SAYING THEY HAVE ALREADY BEGUN THE D ANNEXATION PROCESS. AND THEN IF WE ARE SUCCESSFUL ON THE MAY 1ST ELECTION, THEN THEY WERE RESCIND THAT ORDER. OKAY? YEAH. IN SLEEP VERY GOOD. LAST NIGHT AFTER THAT. RIGHT? WE ARE GOING TO BE SUCCESSFUL. ALL RIGHT, LOWERING THE TAX RATE.

YOU'RE THE SCHOOLS. WHERE YOU CAN VOTE AT. OBVIOUSLY IN ADDITION TO THESE CAMPUSES. ALL OF THE TRADITIONAL. CITY OF MCKINNEY LOCATIONS ARE AVAILABLE AS WELL. BUT WE DID WANT TO LIST ALL OF THESE CAMPUSES ARE AVAILABLE FOR VOTING. AND EVERY SINGLE PIECE OF INFORMATION KNOWN TO MAN. IS AVAILABLE ON THE MCKINNEY I S T ELECTION PAGE. AND IF THERE IS ANY QUESTION ABOUT FINANCIAL TRANSPARENCY. WE HAVE THE MCKINNEY I SD BUSINESS FINANCIAL TRANSPARENCY WEB PAGE. TAKE ANY QUESTIONS. ANY COMMENTS ANYTHING? MISSIONS.

YOU, SIR, UM. ONE REMARK MAY BE MULTIPLE REMARKS AND ONE IN THE INTEREST OF FULL DISCLOSURE. I VOTED FOR ALL FOUR OF THESE YESTERDAY. SO APPRECIATE IT. MY KIDS ALL WENT THROUGH M I S D

[01:05:01]

ALL WENT TO GOT A FOUR YEAR DEGREE, SO I APPRECIATE WHAT AM I ASKED? HE DID. IT'S IMPOSSIBLE TO SIT UP WHERE WE ARE, AND I WANTED TO HUMBLY SUBMIT TO YOU THAT YOU MAY WANT TO CORPORATE HER CHANGE ONE WORD THAT IS DESERVED TO WHAT IS IN OUR BEST INTEREST AS A SOCIETY. WE. WE LIVE IN THE AGE OF MICROPROCESSOR, AND THERE'S GOOD AND BAD TO THAT, RIGHT, YOU KNOW, WAY HAVE. THINGS THAT OUR PARENTS GRANDPARENTS NEVER DREAMED OF. BUT WE ALSO HAVE A LOT OF STRESS BECAUSE WE SEE INDUSTRIES COME AND GO. YOU KNOW, PAGERS. WHAT THE HELL HAPPENED THERE, RIGHT. YOU KNOW, I REMEMBER THE ADVENT AND THAT THE DUSK OF THAT. BUT WE WHAT WE SEE UP HERE IS THE. REAL NEED FOR CONTEMPORARY VANGUARD CUTTING EDGE EDUCATION, AND WE APPRECIATE WHAT AM I STI IS DOING AND WE APPRECIATE WHAT COLLIN COLLEGE IS DOING. BUT IT IS, YOU KNOW, WITHOUT MINCING WORDS RETURNED SEEM INSENSITIVE. IT'S NOT NECESSARILY EVERY KID DESERVES IT. BUT IT IS PROFOUNDLY IN OUR BEST INTEREST TO EDUCATE THESE KIDS IN A WAY THAT. THE ECONOMY IS DEMANDING THAT THE ECONOMY WILL FILL THEM. THE QUESTION IS, IS IT GOING TO BE THE U. S ECONOMY OR THE MCKINNEY ECONOMY, WHICH WE HAVE A DEEP INTEREST IN SO JUST A.

REVEALING KIND OF WHAT WE SEE APPEAR ON THAT, BUT THANKS FOR YOUR PRESENTATION. I APPRECIATE THAT VERY MUCH. YES, SIR. I JUST HAVE A QUICK COMMENT. IS ANOTHER AND OBVIOUSLY THIS MEETINGS. RECORDED IN TELEVISED AND. QUESTION THAT CAME UP IS WHY IS THIS PRESENTATION BEING GIVEN TO THE. KENNY ECONOMIC DEVELOPMENT CORPORATION, AND MY RESPONSE TO THAT WOULD BE. THAT YOU KNOW, JUST FROM MY EXPERIENCE, BOTH SITTING ON THIS BOARD AND MY PREVIOUS EXPERIENCE ON CITY COUNCIL. WHEN WE MEET WITH COMPANIES THAT ARE INTERESTED IN COMING TO MCKINNEY. QUITE FRANKLY, COMING TO COLLIN COUNTY BACK WHEN. WE SAW THE INFLUX, EVEN IN PLANO, WITH CORPORATE DEVELOPMENT THERE. AND TOYOTA PEOPLE LOOKING FOR PLACES WHERE WE'RE GONNA LIVE. THE EXECUTIVES WITH TOYOTA. LOT OF THEM ARE LIVING HERE, KENNY.

YOU KNOW THEY'RE NOT WORKING ON MCKINNEY. ONE OF THE THINGS THAT YOU CONSTANTLY HEAR IS THAT THEY NOT ONLY WANT TO KNOW WHAT THE BUSINESS CLIMATE IS, BUT THEY WANT TO KNOW. WITH THE SCHOOL SYSTEMS LIKE SO THAT THEY AND CHOOSE. WHETHER TO ATTEND PRIVATE SCHOOL VERSUS PUBLIC SCHOOL IS SUPPOSED TO HAVING TO ATTEND PRIVATE SCHOOL BECAUSE THEY FEEL THE PUBLIC SCHOOL SYSTEMS NOT UP TO PAR, AND THAT WAS SOMETHING THAT WE ALWAYS WERE ABLE TO. IN MY PREVIOUS SERVICE TALENT THAT MAYA STEVE PROVIDED. SUPERIOR LEVEL OF EDUCATION FOR THE KIDS THAT. WOULD BE HERE WITH THEIR PARENTS THAT ARE GOING TOE WORK IN THOSE CORPORATIONS. AND SO YOU KNOW THE THING THAT. VIEW FROM AN ECONOMIC DEVELOPMENT STANDPOINT. IS THAT WHERE WE DON'T OPERATE IN ASYLUM? YOU KNOW, WE. ATTRACT BUSINESS OR GOALS ATTRACT HIS BUSINESS SPRING COMMERCIAL TAX BASE TO THIS COMMUNITY AND PART OF THAT BRINGING COMMERCIAL TAX BASE INCLUDES UNDERSTANDING THE BENEFIT OF. WHERE ARE THESE PEOPLE GOING TO PUT THEIR KIDS IN SCHOOL WHERE THEY GOING TO HAVE? WHAT ACTIVITIES ARE THERE GONNA HAVE OUTSIDE OF WORK IF YOU DON'T WORK 24 HOURS A DAY, AT LEAST SOME PEOPLE DON'T. S O. I THINK THAT THAT'S REALLY.

MY ONLY COMMENT IS TO EXPRESS WHY I FELT IT WAS WORTHWHILE TO HAVE THIS PRESENTATION HERE SO THAT PEOPLE UNDERSTAND THERE IS, SAY INTERCONNECTION BETWEEN BUSINESS DEVELOPMENT. AND NOT JUST THE POSSIBILITY OF LOSING TAX BASE BECAUSE OBVIOUSLY THE ICE TEA TAX BASE IN THE CITY TAX BASE. AFFECTED DIFFERENTLY, BUT MORE THAT IN A RELATIONSHIP BETWEEN THE ABILITY TO DRAW IN MAJOR CORPORATE DEVELOPMENT MADE LIGHT AND DUST OR WHATEVER IT IS TIED TO. THE QUALITY OF LIFE THAT PEOPLE ARE GONNA HAVE IF THEY COME HERE, SO THANK YOU VERY MUCH. JASON I JUST HAVE AH, OBSERVATION. I THINK YOU MADE THIS PRESENTATION ON THE ACE PORTION TO THE CHAMBER ABOUT A YEAR AGO. I SAW IT. I REALLY HADN'T HEARD ANYTHING SINCE THEN, AND. HEARING THE COMPLEX PRESENTATION AND WHILE YOU WERE TALKING OUT, WAS LOOKING AT THAT. ESTI WEBSITE TO TRY AND SEE THE INFORMATION. AND I GUESS ULTIMATELY WE'RE ALL POTENTIALLY INFLUENCERS OF PEOPLE WE KNOW. IT WOULD BE NICE TO HAVE SOMETHING THAT COULD SIMPLIFY IT TO THE BOTTOM LINE IN 30 WORDS AND MAYBE A FEW NUMBERS AS WELL AS ALL OF THE BALLOTS, BUT. UM, SPECIFICALLY THAT ONE. MAY, I THINK, EXPECTING PEOPLE TO TAKE 30 MINUTES TO FIGURE OUT HOW TO VOTE ON ONE BALLOT ITEM IS NOT REALLY GOING TO BE SOMETHING I CAN. INFLUENCE PEOPLE IF YOU

[01:10:02]

COULD GIVE ME. SOMETHING VERY CONCISE, ESPECIALLY AND ALLOW THE CHAMBER TO BE AN ADVOCATE BECAUSE THE CHAMBER'S BEEN A GOOD PARTNER AND ADVOCACY FOR EDUCATION FOR THE COLLEGE AND THE SCHOOL DISTRICT. I THINK THAT WOULD BE A TOP PRIORITY FOR THE DAY IF I WERE. MAKING A SUGGESTION TO YOU BECAUSE THERE'S TOO MUCH INFORMATION ON THE WEB PAGE FOR MOST PEOPLE WANT TO READ THROUGH IT. YES, SIR. YES, SIR. I UNDERSTAND. BY THE LAST QUESTION WOULD BE YOU SAID YOU'RE GOING TO INCREASE ONE SIDE OF THE OF THE HOUSE AND DECREASE THE OTHER SIDE OF THE HOUSE. UM. TOE. ANNETTE DECREASE OF 3. THREE SETS ARE THREE CENTS SO. BUT THE DECREASE ON DYING ASIDE IS NOT NECESSARY PART OF THE BOND. AND THERE'S ALSO AND THEN. SO THAT YOU DON'T GET A DOUBLE DIP OF THIS DIDN'T GET PAST AND WE DECREASED HIS. THIS WOULD DECREASE. IF ALL OF IT WORKED. THEN THAT SIDE WOULD HAPPEN. IS THAT CORRECT? ACTUALLY ON THE TWO BOND PROPOSITIONS, BOTH THE BUILDING BOND AND THE TECHNOLOGY BOND MY STATEMENT HAS BEEN. WHETHER THEY'RE SUCCESSFUL OR NOT. WE'RE GOING TO LOWER THE I N S TAX RATE BY THAT FIVE CENTS. NO. PROBLEM IS, IF THEY'RE NOT SUCCESSFUL. RIGHT IS OUR 15 YEAR REFRESH COMES TO A SCREECHING HALT. OUR TECHNOLOGY IMPLEMENTATION WITH OUR KIDS COMES TO A SCREECHING HALT. THE NEED HAS NOT CHANGED. RIGHT. THE NEED HAS NOT CHANGED. SO WHAT ARE VERY NEXT AVAILABLE OPPORTUNITY? WE WILL COME RIGHT BACK TO THE VOTERS AND BEGIN. WHAT I HOPE TO BE A SUCCESSFUL EDUCATION STRATEGY. AT THAT POINT, IF THIS ONE PROVES UNSUCCESSFUL RIGHT? WHENEVER WE TALK ABOUT TAX RATES WHENEVER I TALK ABOUT TAX RATES. I AM TIME SAYING WITH CLARITY, WE'RE GOING TO LOWER THE IRONIST TAX RATE BY FIVE CENTS. NO MATTER WHAT BECAUSE THAT'S. FISCAL PRUDENCE. SEE, WE HAD PUT IN PLACE AND THAT'S WHAT. TAX RATE THAT WE WILL HAVE AFTER THAT LOWERING IS WHAT WE WOULD NEED IN ORDER TO CONTINUE TO SERVICE OUR DEBT PROFILE UNTIL WE'RE SUCCESSFUL WITH THE BOND ELECTION FOR SURE, BUT IT ALL TRANSPARENCY, RIGHT? THE TAX RATE IS GOING UP 2. TWO CENTS TWO CENTS TWO CENTS LONG ON THAT SIDE BASED UPON THIS BOND ELECTION IN ITS ENTIRETY, SO IN ALL ACTUALITY, RIGHT IF WE'RE GONNA BE TRANSPARENT. STATEMENT OF THIS IS AN INCREASE IS TRUE. BUT BASED ON THE PRUDENCE E OF THE S D. YOU'RE LOWERING IT FIVE CENTS ON THE ONE SIDE, WHICH WILL THEN RESULT AT THE END ONCE IT ALL COMES OUT. OF A DECREASE. THE TWO CENTS IS ON THE V A. T. R E. THAT ONE BALLAD ITEM THE VOTER APPROVED TAX RATE ELECTION THAT CONTROLS THE TWO CENTS OKAY ON THE EMMA NO SIDE OF THE HOUSE EXCLUSIVELY, OKAY? EVERYTHING ELSE. WEATHER PASSES OR NOT, WE WILL BE LOWERING THE I N S RATE EXCEPT FOR THE ATTENDANCE. CREDIT ELECTION. OBVIOUSLY IF THE 10 DISCREDIT ELECTION IS NOT SUCCESSFUL, AND THEY D N X. WE WILL HAVE TO BE RAISING THE IRONIST SIDE OF THE HOUSE FOR SURE. SO FROM S O FROM A IF AGAIN AS INFLUENCERS LIKE. MR ZHOU SAID. OBVIOUSLY IF YOU HAD TO KNOW WE WANT TO RANK THEM IN ORDER, RIGHT, BUT THIS LIKE WE NEED THIS ONE BY ALL GOD, THAT ONE HAS TO BECAUSE IT'S GONNA MESS UP. NOT ONLY NOW, BUT FOR THE FUTURE, RIGHT? SO THIS IS FOR THE FUTURE OF OUR CHILDREN. THIS ONE IS THE MOST IMPORTANT. YES, CORRECT. AND THEN DOWN THERE FROM THE ROPE. I JUST WANNA MAKE SURE SO THAT. AGAIN BECAUSE I THINK PEOPLE DO FEEL LIKE YOU KNOW IT IS LOWERED IS NOT LOWER. IT IS AT THE END OF THE DAY TRANSPARENCY. IT IS GOING UP TWO CENTS, BUT OVERALL FROM THE PRINCEY AND HOW YOU GUYS BEEN FISCALLY RESPONSIBLE, IT IS GOING DOWN THREE CENTS, WANTS IT ALL. COMES OUT IN THE WASH. THAT'S ABSOLUTELY CORRECT. THAT'S ABSOLUTE CORRECT, SIR. OKAY? BALES. MR CHAIRMAN, SIR. MR BYRD. THANK YOU AGAIN. THAT WAS A VERY STRONG PRESENTATION AND IT REALLY ENLIGHTENED ME ON THE CHALLENGE THAT YOU HAVE. UM. I WOULD LIKE TO FOLLOW UP ON SOMETHING. OUR CHAIRMAN, MR LOCKE, MILLER SAID IN THAT WHEN WE ATTRACT BUSINESSES OF THIS COMMUNITY, WE HAVE TO HAVE A VERY GOOD SCHOOL DISTRICT THAT ATTRACT THOSE BUSINESSES AND ATTRACT THOSE EMPLOYEES. THAT'S MAKES US MUTUAL STAKEHOLDERS. IN EACH OTHER'S EFFORTS. YES, SIR. WITH THAT BEING SAID, I WOULD ENCOURAGE YOU TO GO BACK TO YOUR LEADERSHIP. LET'S FIND A WAY FOR THE CDC TOE WORK MORE

[01:15:01]

CLOSELY AND IN TANDEM WITH M I S T. HOW CAN WE CREATE A GREATER SENSE OF PARTNERSHIP NOW WORK MORE CLOSELY TOGETHER IN OUR MUTUAL INTEREST TO GROW THE COMMERCIAL TAX BASE. I THINK IF YOU LOOK AT OUR AGENDA, YOU'LL SEE THAT WE HAVE REPORTS FROM THE CITY FROM THE CHAMBER OF COMMERCE CONVENTION AND VISITORS BUREAU COMMUNITY DEVELOPMENT CORPORATION. I'D LOVE TO SEE SOMEONE FROM M I S T HERE MORE OFTEN. AND I AM ALWAYS READY TO CURE INVITED, SIR, I AM EXCITED ABOUT THAT OPPORTUNITY. I THINK WE CAN FIND A WAY WE CAN GROW OUR PARTNERSHIP. I'M NOT SUGGESTING WE DON'T HAVE THEM. BUT LET'S MAKE IT EVEN STRONGER. THAT SOUNDS GREAT. I COULDN'T AGREE MORE. OKAY? LIKE YOU VERY MUCH. WANNA THANK EVERYBODY FOR GIVING ME THIS OPPORTUNITY. YOU HAVE ANY QUESTIONS? ANY CONCERNS ABOUT ANYTHING? PLEASE FEEL FREE TO LET ME KNOW. I WILL TAKE ALL OF THE COMMENTS AND ADVICE PROVIDED. AND WE WILL NOT. WE WILL CONTINUE TO PRESS FORWARD. THANK YOU GUYS VERY, VERY MUCH TO YOU. RIGHT NEXT ON OUR AGENDA. IF WE'RE GONNA EXECUTIVE SESSION, AND THEY PUBLIC COMMENTS THAT ANYBODY IN THE AUDIENCE LIKE TO ADDRESS THE BOARD AT THIS TIME. THE ADDITIONAL BOARD COMMENTS.

[BOARD COMMENTS]
