DOING? WOW, THE SOUND WORKS WELL TONIGHT.WE'LL JUST TALK FOR A FEW MINUTES AND I'M GOING TO TURN IT OVER TO OUR CONSULTANT GROUP TO GET, GET US STARTED.
I'VE BEEN WORKING WITH THE CITY FOR A LONG TIME.
UH, THIS IS, UH, THE, I THINK OUR THIRD BIG, UH, PUBLIC INPUT MEETING WE'VE HAD, UM, THIS YEAR HERE IN THIS REGION, UH, THIS PART OF TOWN, AND WE'RE REALLY EXCITED FOR SOME OF THE THINGS THAT ARE HAPPENING.
AND THIS MEETING IN PARTICULAR IS ABOUT OUR ROADWAY SYSTEM CONNECTIONS AND MAKING SURE WE PROVIDE ACCESS TO THE PROPERTIES AND THAT WE MAINTAIN TRAFFIC LEVELS AND ALL OF THOSE GREAT THINGS TO TALK ABOUT.
UM, BUT I JUST WANTED TO WELCOME EVERYONE AND THANK YOU FOR YOUR TIME.
I KNOW THIS IS REALLY, UM, IT'S STARTING TO BECOME A REGULAR OCCURRENCE TO HAVE THESE MEETINGS, BUT WE HAVE SO MANY BIG THINGS HAPPENING OVER HERE, EAST OF HIGHWAY FIVE.
THAT IT'S REALLY IMPORTANT THAT YOU CONTINUE TO COME OUT AND PROVIDE INPUT AND HELP US MAKE DECISIONS THAT BENEFIT YOU, YOUR NEIGHBORS, UH, YOUR NEIGHBORHOODS, SO THAT WE CAN DO THE BEST WE CAN TO IMPROVE THIS WHOLE PART OF MCKINNEY AND DO THE THINGS THAT ARE BEST FOR THE PEOPLE WHO LIVE IN THE DISTRICT.
SO, UM, ALONG WITH TONIGHT'S MEETING, OF COURSE, WE'VE HAD SOME OTHER MEETINGS THAT ARE MORE GENERAL IN NATURE.
WE HAD ONE MEETING ON OUR CITY HALL DISTRICT, UH, JUST FOR YOUR INFORMATION, WE'RE CONTINUING WITH THE CITY HALL DESIGN PROCESS ON MARCH, OR SORRY, MAY 18TH.
SO HERE IN TWO WEEKS AT OUR REGULAR CITY COUNCIL WORK SESSION, WHICH, WHICH IS IN THE COUNCIL CHAMBERS, OUR ARCHITECTURE TEAM IS GOING TO BE PROVIDING AN UPDATE ON THE DESIGN OF CITY HALL.
I'M REALLY EXCITED ABOUT WHAT THEY'VE SHOWN ME SO FAR.
AND I'M EXCITED FOR YOU TO SEE WHAT THEY'RE PLANNING, UH, AS THOSE OF YOU WHO CAME TO THE MEETING PREVIOUSLY KNOW WE WERE TALKING MORE ABOUT THE DISTRICT AROUND CITY HALL, BUT NOW THEY'RE STARTING TO LAY OUT THE BUILDING, LOOK AT WHERE DEPARTMENTS GO, WHERE THE COUNCIL CHAMBERS ARE, HOW THAT CAN RELATE TO THE OUTSIDE AREA, HOW WE CAN USE THE COURTYARD FOR A BUNCH OF FUN EVENTS, THOSE TYPES OF THINGS.
SO THEY'VE GOT A GREAT PRESENTATION.
UM, WE'RE STILL EARLY IN THE PROCESS, BUT WE WANTED TO MAKE SURE WE REPORTED TO THE CITIZENS AND TO THE CITY COUNCIL, UH, KIND OF A PROGRESS REPORT.

WE WANTED TO MAKE SURE WE MENTIONED TONIGHT SPECIFICALLY WAS THE, UH, KIND OF REHABILITATION OF WILDLIFE PARK.
SO THAT'S SOMETHING THAT'S GOING TO BE MOVING FORWARD HERE IN THE FAIRLY NEAR FUTURE.
UH, FOR THOSE OF YOU WHO DON'T KNOW WILDLY PARK HISTORICALLY WAY BACK BEFORE, MOST OF US WERE AROUND, IT WAS ACTUALLY USED AS, AS A DUMP OR A DUMPING GROUND.
AND SO OVER TIME, SOME OF THOSE MATERIALS THAT ARE UNDER THE PARK ARE STARTING TO COME TO THE SURFACE.
SO THERE'S GOING TO BE A PROJECT.
SOME OF YOU HAVE BEEN WORKING WITH THE CITY TO TALK TO US ABOUT THAT, WHERE WE'RE GOING TO BRING IN A LOT OF TOP SOIL TO ENCAPSULATE THAT SO THAT WE CAN KEEP THE PARK A SAFE PLACE FOR THE CITIZENS, FOR THE CHILDREN PLAYING THERE.
ONE OF THE THINGS THAT WE ARE WORKING ON, WE WANT YOU TO BE AWARE OF IS, UH, THE TRUCKS THAT ARE GOING TO BE BRINGING THAT TOP SLEW AND TO THAT PARK, WE'RE WORKING ON SOME OPTIONS.
SO WE DON'T HAVE TO RUN THOSE TRUCKS THROUGH THE NEIGHBORHOODS.
WE'RE TALKING TO SOME OF THE PROPERTY OWNERS THAT ARE NORTH AND EAST OF THE PARK TO TRY TO GET AN EASEMENT SO WE CAN COME THROUGH FROM THAT AREA.
SO JUST BE LOOKING FOR INFORMATION ON THE WEBSITE ABOUT THAT PROJECT, IF WE CAN'T FIND A GOOD SOLUTION, UNFORTUNATELY WE ARE GOING TO HAVE TO BRING THE TRUCKS THROUGH THE NEIGHBORHOOD AND WE'LL WORK WITH THE NEIGHBORS TO MAKE SURE WE, WE, WE ADDRESS THAT THE BEST WAY WE CAN.

AND WE WANT TO BE ABLE TO WORK WITH THE, WITH THE TEAM, WITH THE CITY AND ALL THE OTHER CONSULTANTS TO REALLY PROVIDE A SAFE TRANSPORTATION AND MOBILITY NETWORK TO THIS AREA SO THAT PEOPLE CAN GET IN AND OUT.
UH, THERE'S A LOT OF EXCITING THINGS THAT ARE HAPPENING, BUT WE ALSO WANT TO, WE'RE ALSO GOING TO BE VERY COGNITIVE OF THE SURROUNDING NATURE AND THE CULTURE THAT'S WITHIN THE STUDY AREA AS WELL.
AND THEN WHEN WE STARTED LOOKING AT THIS PLANNING PROCESS, WE STARTED

LOOKING AT THE DIFFERENT EXISTING LAND USES THAT ARE OVER IN THE STUDY AREA.THAT'S IDENTIFIED ON THE SCREEN HERE AND KIND OF THE BLACK BOUNDED AREA.
A LOT OF THE LAND RIGHT NOW IS CURRENTLY RESIDENTIAL.
AND AS WE GO THROUGH THE STUDY, WE WANT TO MAKE SURE THAT WE HAVE MINIMAL IMPACT ON THE EXISTING RESIDENTIAL, UH, DEVELOPMENT THAT'S WITHIN THE AREA.
YOU ALSO HAVE PREDOMINANTLY LARGE CHUNKS OF INDUSTRIAL REDEVELOPMENT OPPORTUNITIES ALONG HERE OF OBVIOUSLY YOU HAVE OLD SETTLERS PARK, WHICH IS A GREAT, UH, GREEN RIBBON THAT KIND OF CUTS THROUGH THE CENTER OF THE STUDY AREA.
AND THEN YOU HAVE THE YOU'RE STARTING POP UP WITH SOME MIXED USE DEVELOPMENTS, SOME OTHER COMMERCIAL NOTES WITHIN THE STUDY AREA.
ONE THING THAT WE'RE TAKING INTO CONSIDERATION AS PART OF THIS PLANNING PROCESS TOO, AND THAT'S ANOTHER STUDY THAT'S GOING TO BE TAKEN ON BY THE CITY HERE SHORTLY IS YOU HAVE MULTITUDE OF HISTORIC AREAS AND DISTRICTS THAT ARE, UH, GOVERNING AND, YOU KNOW, WITHIN THE STUDY AREA AS WELL, WE ARE VERY SENSITIVE TO, YOU KNOW, THE HISTORY AND CULTURE THAT'S LOCATED IN EAST MCKINNEY AND WITHIN THE STUDY AREA.
AND WE WANT TO BE SURE AS WE GO THROUGH THIS PROCESS, YOU KNOW, WE WANT, YOU KNOW, TO BE SENSITIVE TO, YOU KNOW, THE HISTORY, UH, BUT ALSO TAKE THAT INTO CONSIDERATION AS WE LOOK AT SOME OF THE ALIGNMENT OPTIONS, UH, GOING THROUGH THE AREA.
SO AS YOU CAN SEE HERE, ONE OF THE BIG THINGS IS, YOU KNOW, YOUR HISTORIC DISTRICT, WHICH IS ON THE WEST SIDE OF HIGHWAY FIVE OR MCDONALD'S STREET, YOU KNOW, THAT STARTING TO COME OVER TO, YOU KNOW, YOUR CULTURAL DISTRICT DOES COME OVER INTO THE OTHER SIDE, AND THEN YOU HAVE SEVERAL DIFFERENT HISTORIC DISTRICTS ON THE EAST SIDE OF LEWISVILLE IN A LIVELY HILL, UM, CENTRAL AND ROCKWELL.
SO WE'RE TAKING ALL THOSE INTO CONSIDERATION AS WELL.
WHEN WE LOOK AT THIS BACK IN 2018, THE CITY OF MCKINNEY ADOPTED THEIR 2040 COMPREHENSIVE PLAN.
THEY IDENTIFIED DIFFERENT DISTRICTS IN PLACE TYPES, UH, TO, FOR FUTURE DEVELOPMENT IN THE AREA.
THIS AREA IS PREDOMINANTLY FOCUSED BY THE MILL DISTRICT, WHICH TALKED ABOUT, UH, UM, MIXED USE, ALSO MAINTAINING THE EXISTING RESIDENTIAL CHARACTER.
THAT IS WHAT THAT'S WITHIN THERE AND LOOKING AT SOME INFILL DEVELOPMENT OPPORTUNITIES AS WELL.
SO THAT HAS GUIDED OUR PLANNING PROCESS AS WELL.
AND THEN AS EVERYONE IS AWARE OF SOME OF THE CURRENT DEVELOPMENT PROJECTS THAT WE HAVE GOING ON HERE, WE'VE IDENTIFIED, UM, AS THE ASSISTANT CITY MANAGER MENTIONED EARLIER, YOU KNOW, WE WERE HERE JUST A COUPLE OF WEEKS AGO TALKING ABOUT THE MUNICIPAL CITY COMPLEX AND WHAT THAT'S GOING TO LOOK LIKE.
THAT'S GOING TO BE AN EXCITING ANCHOR INTO THIS FUTURE DEVELOPMENT, UH, AREA, YOU KNOW, AND REALLY, YOU KNOW, KIND OF CREATE THAT PIVOTAL PLACE FOR, YOU KNOW, UH, MORE DEVELOPMENT TO OCCUR OVER IN THE AREA.
YOU HAVE YOUR FLOUR MILL, YOU KNOW, THAT IS, UH, LOOKING TO BE PARTIALLY, YOU KNOW, MAINTAINED AND REDEVELOPED.
YOU HAVE TUBS BREWERY COMING IN, WHICH IS FANTASTIC.
UM, AND THEN YOU ALSO HAVE SOME OTHER PROJECTS WITH THE OLD SELLER'S MASTER PLAN, YOU KNOW, SOME NEW OFF STREET PARKING LOTS THAT ARE GOING TO BE TO SUPPORT SOME OF THE FUTURE DEVELOPMENT.
AND AS WAS MENTIONED AS WELL, THE WADLEY PARK IMPROVEMENTS THAT ARE GOING TO BE GOING ON AS WELL.
SO AS WE WENT THROUGH THIS PLANNING PROCESS AND TAKEN A LOOK AT IT, THERE'S A LOT OF DIFFERENT MO OR CONDUCTIVITY OPTIONS THAT WE NEED TO TAKE A LOOK AT ON THIS MAP HERE, WE'RE LOOKING AT THE DIFFERENT NON-MOTORIZED OPTIONS.
SO WE'RE LOOKING AT YOUR EXISTING SIDEWALKS, YOU KNOW, THE EXISTING TRAILS OR PROPOSED TRAILS THAT WERE IDENTIFIED WITHIN YOUR PARKS AND RECREATION AND TRAILS MASTER PLAN COMPLETED BACK IN 2017 AND 2018 AS WELL.
SOME IMPROVEMENTS HAVE ALREADY BEEN MADE, YOU KNOW, WITH PROPOSED BIKEWAY BOULEVARDS, YOU KNOW, SPANNING SEVERAL OF THE ROADS THROUGH THIS AREA.
ONE OF THE THINGS THAT WE ALSO WANTED TO TAKE INTO CONSIDERATION TO REALLY BUILD ON THE FOUNDATION OF THIS PLANNING AND PROCESSES, YOU KNOW, UNDERSTANDING THAT SOME OF THE NEW DEVELOPMENT THAT'S GOING TO BE ALREADY PLANNED IN THIS AREA, BUT ALSO FUTURE DEVELOPMENT.
THAT'S GOING TO COME INTO HERE.
WE WANT TO BE SENSITIVE TO, YOU KNOW, HOW THE TRAFFIC IS GOING TO BE MOVED THROUGHOUT THE SITE.
WE NEEDED TO BUILD ON A FOUNDATIONAL BASE, LOOKING AT WHAT IS THE EXISTING TRAFFIC THAT'S COMING THROUGH THIS AREA.
SO WE WORKED WITH, UH, NICK AND HIS TEAM TO IDENTIFY 17 DIFFERENT TRAFFIC POINTS, HAVE TO UNDERSTAND THE DIFFERENT TRAFFIC PATTERNS OF, YOU KNOW, TRAFFIC OR EXCUSE ME, VEHICULAR ACTIVITY THAT GOES EAST AND WEST AND NORTH AND SOUTH THROUGH THE SITE.
AGAIN, THIS IS BUILDING ON THE, ON THE FOUNDATIONAL BASIS TO GET A GENERALIZED UNDERSTANDING OF WHERE THE TRAFFIC'S COMING FROM, WHERE IT'S MOVING TO AND WHAT ROADS ARE MAINTAINING A LOT OF THAT TRAFFIC, AS YOU CAN SEE HERE, YOU KNOW, RIGHT NOW MA MAINLY YOUR EAST WEST ROADS, VIRGINIA, LOUISIANA, UH, ARE CARRYING MOST OF THE TRAFFIC.
AND THEN YOU DO HAVE, THROCKMORTON CARRYING, YOU KNOW, A CONSIDERABLE AMOUNT OF VEHICLES PER DAY.

AGAIN, EACH ONE OF THESE SCENARIOS DOES ALSO TAKE INTO CONSIDERATION THROCKMORTON, YOU KNOW, BEING THAT THE BOULEVARD STREETS, YOU KNOW, REALLY THAT FRONT DOOR TO YOUR CIVIC, YOUR NEW CITY HALL AS WELL.
AND THIS IS JUST AN EXAMPLE OF THAT CROSS SECTION.
AND THROCKMORTON AGAIN, LOOKING AT THE POSSIBILITY FOR MAYBE SOME, UH, MUNICIPAL COMPLEX ON ONE SIDE, AND SOME, YOU KNOW, MAYBE MIXED USE DEVELOPMENT ON THE OTHER SIDE OF WHICH IS, UH, AGAIN, PRIVATELY OWNED AGAIN, EACH SCENARIO DOES HAVE DIFFERENT CONSIDERATIONS IN THIS SCENARIO HERE, WE SHOWED A CENTER TURN LANE AS A POSSIBILITY FOR ACCESS INTO, UH, THE DIFFERENT SITES HERE.
YOU SEE, YOU ALSO HAVE THE, THE 12 FOOT TRAVEL LANES PARKING ON EITHER SIDE, ALL THAT CAN CHANGE WITHIN THE RIGHT OF WAY, AGAIN, THE RIGHT OF WAY, VARIOUS DEPENDENT ON, YOU KNOW, THE AREA AND WHAT, UH, WE HAVE TAKE A LOOK AT SEVERAL OF THE SCENARIOS AS WE PRESENTED THIS EVENING, YOU KNOW, W WE TRY TO, AS WE LOOKED AT ALL THE DIFFERENT SCENARIOS HERE, TRY TO MINIMIZE THE IMPACT AS MUCH AS POSSIBLE ON THE EXISTING, YOU KNOW, RESIDENTIAL AREAS THAT ARE THERE, IF THERE IS GOING TO BE ANY RIGHT OF WAY, THAT WOULD BE POSSIBLY ACQUIRED IN THE FUTURE WOULD BE LOOKING AT PUBLIC LAND THAT'S ALREADY OWNED OR WORKING WITH

WE ARE LOOKING AT WHAT THE COST IS GOING TO BE FOR SOME OF THESE ROADS.
AND THAT'S GOING TO BE ONE OF OUR METRICS TO TAKE A LOOK AT WHAT ARE SOME OF THE COMMUNITY AND SOCIOECONOMIC IMPACTS AS WELL.
THAT IS DEFINITELY CRITICAL SINCE THIS IS A, THERE ARE SEVERAL PRIDE NEIGHBORHOODS AND HISTORICAL NEIGHBORHOODS OVER HERE AS WELL.
SO WE WANT TO BE SENSITIVE TO THE EXISTING RESIDENTS AND DEVELOPMENT THAT'S HERE.
UH, WE HAVE TO CONSIDER SOME OF THE ENVIRONMENTAL IMPACTS AS WELL.
THERE IS SOME EXISTING FLOOD PLAN AND CREEKS THAT ARE THROUGH THE, THROUGH THE SITES.
SO WHAT ARE, YOU KNOW, WHAT ARE THE POSITIVES AND NEGATIVES ON THOSE ONES? AND THEN SOME OTHER IMPACTS OF, YOU KNOW, THE REGIONAL MOBILITY, THE LOCAL ACCESS, OPERATIONS, SAFETY, TRAFFIC, DISRUPTION, EXISTING PARKS, OR SOME OF THE OTHER METRICS THAT WE WILL USE WHEN WE EVALUATE THE FOUR DIFFERENT SCENARIOS WITH YOUR FEEDBACK THAT WE RECEIVED FROM YOU THIS EVENING.
