[Discuss 2020 Annual Report]

PUBLIC HEARING ITEMS WE HAVE THE 2020 AND YEAR OLD REPORT BELIEVE CHANCE MILLER IS GOING TO PRESENT THAT TO US. WELCOME CHANCE, SIR. TRANSMITTER FINANCIAL COMPLETE COMPLIANCE MANAGER. WE'RE GONNA BE GOING OVER THE 2020 TRES ONE AND YOUR REPORT. WE TOOK TURNS TO THE ALL A COUPLE MONTHS AGO. SO THIS IS FOR FISCAL YEAR 2020. GO AND GET US AS TYPICAL FOR THESE REPORTS. IT'S GOING TO BE A LITTLE OFF FORMAT BY THE FIRST FOUR OR FIVE PAGES ARE KIND OF THE BACKGROUND OF WHAT GOES INTO THE TRES, THE AREA AND JUST WHAT STARTED IT. THE MEMBERS AND ALL THAT STUFF, SO I'M GONNA GET TO THE FINANCIAL INFORMATION. HERE CAN YOU MAKE THAT SMALLER, LITTLE OR. AH! YEAH, TRY THAT. MIGHT HAVE YOU FIXED THE PAGES GOING THERE WHERE WE'RE GOING. ONE OF THE NUMBERS START OFF. WE HAD FISCAL YEAR 20 WITH $2.88 MILLION IN REVENUE THAT'S ACROSS PROPERTY TAX AND SELLS TAX AS A COMPARISON TO FISCAL YEAR $119,000 MORE. FOR 20 FOR FISCAL YEAR 19 THOSE 2.8 MILLION. MOVING ON TO NUMBER TWO. THIS WAS THE EXPENDITURES. WE HAD A BUSY YEAR FOR KURDS NUMBER ONE GOING DOWN THE LIST WHO STARTED WITH RG AND A EXPENSE WAS JUST 39,000 THE NEXT FOUR OR RELATED TO OUR ECONOMIC INCENTIVE PROGRAM. THE AWARD TONTO BUSINESSES IN THE DOWNTOWN AREA FOR YOU CAN SEE.

THREE WERE FOUR FACADE IMPROVEMENTS, AND ONE WAS FOR BUILDING RENOVATION. I TOLD A LITTLE OVER 75,000. AND THEN THE BIGGER ITEMS WAS THE PARKING GARAGE PURCHASE THE TERMS, ONE BOUGHT IT OUTRIGHT ENDED DOWNTOWN PARKING LOTS FOR 200,000. NUMBER THREE. WE HAVE NO OUTSTANDING DEBT FOR TRES NUMBER ONE AT THIS TIME. SCHOOL, ETC. ALL THIS NEXT PAGE LOOKS WHEN I SCROLLS DOWN. UM OKAY, SO NOW MAKING UP THAT REVENUE THAT I WAS TALKING ABOUT, WE'RE LOOKING AT CAPTURED, APPRAISED VALUE THE PROPERTY TAX. WE WERE AT 275 MILLION CAPTURED VALUE FOR THE CITY OF MCKINNEY. THAT'S AN INCREASE. CLOSE TO 40% LAST YEAR WERE AT 199 MILLION, SO PROBABLY TAX ONE WAY UP IN THE TERMS ONE AREA THAT IT'S RESPECTIVELY, THE SAME FOR COLLIN COUNTY, AND WE'RE LOOKING DOWN A NUMBER FIVE AND SEE HOW THIS TRANSLATES TO DOLLAR VALUES. SO WE HAD $1.4 MILLION REVENUE RELATED TO PROPERTY TAX. AND LAST YEAR WE ONLY HAD ONE LITTLE OVER ONE MILLION. THAT'S $400,000 MORE FOR THIS CLEAR 20 OVER FISCAL YEAR 19. IT'S THE SAME FOR COLLIN COUNTY OFF SEE PROPORTIONALLY DOWN, SO WE HAD $225,000 IN PROPERTY TAX REVENUE. FOR FISCAL YEAR 19 OF 166,000. SO IT'S ABOUT THAT SAME INCREASE, JUST PROPORTIONATELY DOWN. UM THE NEXT PAGE. SO CELLS. TEXAS IS KIND OF. OR THE PANDEMIC. THE CITY HAS A HOLD IT FAIRLY WELL FOR SALES TAX FOR THIS IS THE AREA MCKINNEY THAT SUFFERED THE MOST. SO FOR SALES TAX. WE HAD 1.23 MILLION AND FOR FISCAL YEAR 19 WERE CLOSE TO 1.6 MILLION. THAT'S CLOSE TO $400,000 DECREASE OVER A YEAR TO YEAR BASIS. UM, THE REVENUE WENT UP AS A WHOLE. WE SEE THE MAJORITY THAT CAME FROM THE PROPERTY TAX REVENUE. I'M GOING DOWN TO THE FINAL. UM NUMBER HERE WE HAVE OUR FUN BALANCE AND YOU CAN SEE HOW WE'VE BEEN TRENDING AND PHYSICALLY OR 20 WEEK ENDED AT 6.8 MILLION. AND THIS TIME I'LL BE HAPPY TO ANSWER ANY QUESTIONS. QUESTION.

YES. WE APPRECIATE YOU BEING HERE TO PRESENT THE INTEREST. THANK YOU, OF COURSE. THE BUILDING IS CONSIDERED CONTRIBUTING TO THE MCKINNEY NATIONAL REGISTER HIS STORY DISTRICT THEREFORE IT IS ELIGIBLE FOR THESE TERRORIST FUNDS AGAIN. WHAT THE PROPERTY OWNERS REQUESTING. [Consider/Discuss TIRZ #1 Program and Downtown Business Support]

21 0411 CONSIDERED THIS GHOST TURNS NUMBER ONE PROGRAM AND DOWNTOWN BUSINESS SUPPORT.

THAT'LL BE KIM PLUM AND MARTIN DODIE PRESENTING PLACE. FLOOR IS YOURS. GOOD EVENING. UH, OR CHAIR BOARD MEMBERS. MARK DODI'S INSTRUCTOR OF PLANNING. WHAT WE'RE PRESENTING TONIGHT IS TOURISM, ONE PROGRAM IN DOWNTOWN BUSINESS SUPPORT. THIS WAS ASKED TO BE PLACED ON OUR AGENDA BY THE TRES BORED BY COUNSEL ACTUALLY TO DISCUSS POSSIBLE TERMS BUSINESS SUPPORT. TO ADDRESS IMPACTS OF INFRASTRUCTURE PROJECTS HERE. MCKINNEY THIS ISN'T A NEW

[00:10:03]

DISCUSSION. WE RECOGNIZE THAT CONSTRUCTION HAS IMPACTS ON PROPERTY AND BUSINESS OWNERS.

NO MATTER WHERE IT IS, EITHER IT'S DOWNTOWN OR IN THE CITY OF LARGE. WE ALSO UNDERSTAND THAT THOSE IMPACTS, THOUGH, OR SOMETIMES FEEL DIFFERENTLY IN THE DOWNTOWN AREA. BECAUSE THEY DO RELY ON FOOT TRAFFIC A LOT MORE THAN BUSINESS IS OUT IN THE REST OF THE CITY. WE ALSO KNOW THAT IT'S IMPORTANT TO MAINTAIN IMPROVE OUR INFRASTRUCTURE, ESPECIALLY DOWNTOWN BECAUSE IT IS OLDER, AND IT DOES NEED TO BE REPLACED. SO. AND AS WE MENTIONED THERE, PAST COUNCIL MEETINGS, IN PARTICULAR WITH THE LIGHT OF LOUISIANA PROJECT, THERE ARE ALSO ISSUES TO CONSIDER. AND WE DID KEEP Y'ALL, YOU KNOW, KIND OF UP TO BREAST ABOUT. PROVIDING SUPPORT TO THOSE BUSINESSES BECAUSE THIS WAS A MAJOR PROJECT, AND SO IN THAT KIND OF VAIN, AND WITH THAT TIMELINE THAT OUTLINE LET'S KIND OF TALK ABOUT THE CITY IS DOING RIGHT NOW. YOU HELP WITH THE CURRENT LIGHT OF LOUISIANA PROJECT. AGAIN THEY ARE VERY DISRUPTIVE TO BUSINESSES. THE DOWNTOWN IMPROVEMENT PROJECTS HAVE BEEN WHEN VIRGINIA WAS TORN UP AND ALSO THE WEST SIDE OF LOUISIANA. WE DID HAVE SEVERAL CONVERSATIONS AGAIN WITH THE COUNCIL ABOUT HOW WE COULD WORK WITH THIS PARTICULAR PROJECT TO MAKE SURE IT DIDN'T HAVE ITS NEGATIVE IMPACT AS IT MAY AS IT MAY HAVE IN THE PAST.

ENGINEERING MAIN STREET CAME UP WITH A LOT OF OPTIONS AND PROGRAMS AND PROMOTIONS TO TRY TO HELP THAT SOME OF THOSE AIR HERE ON THE SCREEN YOU'D HAVE YOUR BIKE WEEKLY COFFEE WITH THE CONTRACTOR. WE HAD PEDESTRIAN ACCESS ACCOMMODATIONS THOSE THEY'RE GOING ON RIGHT NOW. FOR THE EAST FOR THE PHASE ONE. WHICH WAS YOUR WEST SIDE YOU HAD VALLEY SERVICES AND SIGNAGE WITH WHICH COSTS ABOUT $24,000. YOU HAVEN'T EARLY FINISH BONUS IS PART OF THE FACE, TOO. THAT'S GOING ON RIGHT NOW. ON EAST LOUISIANA. THAT'S WORTH RIGHT. WELL, ROUGHLY $60,000. MAIN STREET HAS DONE DOWNTOWN EVENTS. COORDINATION THEY'VE ALSO DONE BUSINESS PROMOTION WITH THEIR CONSTRUCTION DOLLARS THAT WAS WORTH ABOUT $1200 AND THEN KIND OF ENHANCED AWAY. FINDING IN BUSINESS SIGN IS THAT WAS WORTH 4 50. SO THAT'S ROUGHLY ABOUT A $6000 WORTH OF INVESTMENT, NOT INCLUDING THE STAFF. TIME TO MAKE SURE THAT THIS PROJECT IN PARTICULAR OPERATED AS SMOOTHLY AS POSSIBLE AGAIN. THOSE WERE FUNDED FROM CAPITAL IMPROVEMENT PROJECT. FUNDING SOURCES AND MAIN STREET AS WELL. HAD GENERALLY POSITIVE FEEDBACK FROM PHASE ONE OF THE PROJECT. THAT WAS THE EASIER PART OF THE PROJECT. IT DID FINISH ON TIME FACE TO HAS BEEN A LOT MORE COMPLICATED BECAUSE IT'S A LONGER STRETCH OF EAST LOUISIANA. AND IT'S A LITTLE MORE DIFFICULT. AND SO THAT HAS HAS COST HIM AND HIS UNANTICIPATED DISRUPTION. BUT AS WE ALL KNOW, INFRASTRUCTURE INVESTMENT DOES KIND OF REFRESH OUR FRONT DOOR TO THE CITY MCKINNEY. EVERYBODY DOES LIKE TO COME IN ON LOUISIANA STREET. WE'VE GOTTEN AMAZING FEEDBACK FROM THE WORK THAT'S ALREADY BEEN COMPLETED, BOTH FROM. VISITORS RESIDENTS AND PROPERTY OWNERS ON THE WEST SIDE, AND SO WE'RE HOPING THAT WILL TRANSLATE TO THE EAST SIDE AS WELL. ENHANCES OUR PEDESTRIAN REALM AND IMPROVES OUR DOWNTOWN AREA. AND THEN WHENEVER ALL DETECTIVE LIGHTS STREETSCAPING, THE LANDSCAPING IS, YOU KNOW, PUT BACK IN. IT DOES CREATE THOSE DESTINATION SPACES OR IS LIKE TO CALL THOSE INSTAGRAM MOMENTS. THAT PEOPLE LIKE TO, YOU KNOW, PUT ON ON SOCIAL MEDIA, SO WE THINK THAT THE PRO THE CONS, HOPEFULLY. AREN'T OUTWEIGHED BY THE PROS OF THE PROJECT. SO PART OF WHAT WE WANT TO TALK ABOUT TONIGHT IS. QUESTIONS GO. SHOULD WE WANT TO HAVE WITH YOU ALL? IS. CAN THE TRES BE USED TO FUND PROGRAMS TO PROVIDE BUSINESS SUPPORT DURING CONSTRUCTION PROJECTS? THE SHORT ANSWER IS YES, THEY CAN, BUT IN A MINUTE TO THE PROJECT PLAN IS REQUIRED. YOU SEEN A AMENDMENT TO THE PROJECT PLAN PLAN? PREVIOUSLY WITHIN THE LAST SIX MONTHS, WE'VE KIND OF INCREASED THE POLICY DISCUSSION, SO THERE IS SOMETHING THAT WE CAN DO. CAN'T CAN'T BE DONE. ONE CONCERN IS THAT IT MAY NOT BE TIMELY ENOUGH FOR THIS PARTICULAR PROJECT BECAUSE WE'RE EXPECTING ANTICIPATING THE PROJECT TO BE DONE IS LOUISIANA BY THE END OF JUNE S SO IT MAY NOT TIMELY FOR THIS PARTICULAR PROJECT. UM. IF WE DID PROVIDE INITIAL SUPPORT, IT WOULD JUST BE AGAIN FOR THE FACE TO. IT'S GOING ON RIGHT NOW. IS THERE SOMETHING THAT WE CAN DO, THOUGH WORKING WITH MAIN STREET WORKING WITH M C, D.

C, MAYBE DO MORE ADVERTISING. WHEN EVERYTHING'S FINISHED, WE CAN HAVE A GRAND OPENING INITIATIVES FESTIVITIES TO SAY. ALL OF LOUISIANA'S OPEN NOW COME BACK DOWNTOWN. YOU DON'T HAVE TO WORRY ABOUT CONSTRUCTION. SHANE. UH. LANES SHIFTING, YOU KNOW, DURING THE WEEK FOR TWO TO ACCOMMODATE THE CONSTRUCTION IS GOING ON. SO HOW COULD WE MAYBE HANDLE THIS IN THE FUTURE FOR PROJECTS THAT ARE COMING IN AGAIN? I'M NOT ANTICIPATING REALLY ANY MAJOR INFRASTRUCTURE PROJECTS IN DOWNTOWN BUT AGAIN, IF IT DOES, DO WE HANDLE THOSE ON A PROJECT PROJECT BASIS, OR SHOULD WE GO AND ESTABLISH A PROGRAM THAT'S IN PLACE? SO IF SOMETHING DOES

[00:15:03]

COME UP, WE CAN TAP THOSE FUNDS WITHOUT HAVING A DISCUSSION OR COMING BACK TO TRES BOARD. FOR THAT. WE ALWAYS ARE CONCERNED WITH THE PRESIDENT, THOUGH. WHAT IS THAT SETTING RELATE TO OTHER INFRASTRUCTURE PROJECTS AROUND THE CITY. AND THEN WHAT'S THE MOST APPROPRIATE FUNDING SOURCE VISITORS? IS THEY DO WE INCLUDE MORE MONEY IN THE CAPITAL IMPROVEMENTS PROJECT BUDGET CAN MAINSTREAM HELP WITH THAT M C. D C. IS IT ALL THOSE A COMBINATION OF THOSE? SO THAT IS SOME OF WHAT I KNOW THERE'S A LOT I'M GONNA KEEP GOING AND KEEP THIS UP ON THE SCREEN SO WE CAN HAVE A DIALOGUE. ON DINO. THERE WAS A LOT THAT I WENT THROUGH RATHER QUICKLY. BUT THAT'S THE DISCUSSION THAT WOULD LIKE TO HAVE WITH YOU ALL TONIGHT.

WHAT'S THE APPETITE OF THE TOURIST BOARD? I'M HERE TO ANSWER ANY QUESTIONS. AMY INJURY HERE WITH MAIN STREET. WE EVEN DRUG NICK WITH ENGINEERING OVER HERE FOR TRES IN CASE YOU HAVE ANY QUESTIONS ABOUT THE ENGINEERING COMPONENT SPECIFICALLY. IN CUBA IS HERE TO ANSWER ANY QUESTIONS IN CASE I DON'T KNOW SOMETHING AS WELL. SO WE'RE HERE. TO ANSWER ANY QUESTIONS. IT'S QUESTION AS MUCH AS COMMENT, BUT I COULD START AT THE BOTTOM. BEFORE THAT, THE NEXT THE BOTTOM THE PRESIDENT, WHETHER IT'S A PRECEDENT THAT WOULD BE SET.

SAID FURTHER PROJECTS AROUND THE CITY. YOU MADE A COMMENT AND I AGREE WITH THE COMMENT THAT DOWNTOWN BUSINESSES ARE A BIT DIFFERENT WHEN WE DO ROAD PROJECTS VIRTUALLY ANYWHERE ELSE. THERE'S A PARKING LOT THAT INSULATES THE BUSINESS FROM THAT ACTUAL CONSTRUCTION AND THERE'S. THERE'S ALWAYS A WAY FOR JEFF TO GET INTO THAT PARKING LOT IN AND OUT. THIS IS CONSIDERABLY DIFFERENT, AND THAT THERE. PARKING THAT GENERALLY IS USED TO ACCESS THEM IS ON THE STREET THAT'S DISRUPTED ITSELF IN THE COURSE THE PEDESTRIAN ASPECT OF PEOPLE NOT FEELING SAFE WALKING DOWN. I THINK IT'S IMPORTANT TO POINT OUT, AT LEAST FROM MY PERSPECTIVE THERE SAY SIGNIFICANT DIFFERENCE. IN DESTRUCTION THERE. MM. I AGREE.

I WOULD AGREE THAT DALE COUNTESS IS ONE. IT'S SENSITIVE. BECAUSE OF THE ROADS IN AND OUT OF IT AND THE FOOT TRAFFIC. SO ONCE YOU WENT, YOU CLOGGED THAT UP. YOU DON'T HAVE ANY, YOU KNOW ANY OTHER OPTIONS? NO. WE HAD A BUSINESS DOWN THERE YEARS AGO AND END UP CLOSING DUE TO THE CONSTRUCTION ON THE LITERATE COULDN'T WASN'T SUSTAINER A VERY SENSITIVE AREA. I HAVE AN EMPATHY FOR THE SITUATION. I, UH MY ISSUE IS SETTING A PRECEDENT THAT. OTHER COUNCILS AND FOR OTHER PROJECTS AND STUFF LIKE THAT, THAT WE MAYOR THEY DON'T WANT TO.

INSTEAD OF PRESIDENTS AND A SEPHORA'S. HELPING COMPENSATING BUSINESSES AND STUFF LIKE THAT.

I MEAN, I REALIZED THAT. CONSTRUCTION. I MEAN THIS PROJECT. ALTHOUGH IT HURT FOR, YOU KNOW A MONTH OR TWO OR THREE OR WHATEVER, HOW LONG IT'S HURT. THINK AND END OF THE PRODUCT HOPEFULLY, WILL BE BETTER AND HELP THE BUSINESSES. NOT MUCH MORE. I MEAN, I KNOW IT'S Z. BUT THAT'S WHAT I KEEP GOING BACK TO IS THE FACT THAT THEY'RE GONNA HAVE AH, PRODUCT WHERE MORE PEOPLE WILL WANT TO COME MORE PEOPLE HANG OUT. I THINK BUSINESSES SHOULDN'T YOU KNOW? SHOULD IMPROVE. ENOUGH TO MAKE UP. I DON'T KNOW THE PROBLEM THAT WE HAVE IS. HOW DO YOU KNOW? HOW DO YOU HOW DO YOU COMPENSATE A BUSINESS AND THEN HOW DO YOU KNOW HOW MUCH THEY'VE FALLEN OFF? YOU KNOW THE FACT THAT COBEN WAS FEARED A YEAR AGO AND THINGS LIKE THAT SO NOT REAL ANXIOUS TO WRITE CHECKS AS JUST A SANCTIONS, TRYING TO FIGURE OUT HOW WE CAN GET THIS PROJECT DONE AND THESE BUSINESSES, BUT THAT'S ACTUALLY A GREAT QUESTION. DO WE HAVE ANY INFORMATION ON. SO FAR, THE BUSINESSES ON THE EAST SIDE OF LOUISIANA HOW MUCH HAVE THEY LOST LIKE WE DO WE HAVE A YEAR. TWO YEARS COMPARISON OR OKAY, YOU LOOK AT SALES TAX FROM INDIVIDUAL BUSINESSES. THERE'S I THINK THERE ARE METRICS THAT WE CAN LOOK AT THAT ARE THAT ARE NO, NOT DEPENDENT ON ON. THE CASE THAT THE COMMENTS OF THE REPORTS FROM THE INDIVIDUALS CORONER'S I MEAN, THERE'S ALL THE DATA. THAT WOULD THAT WILL BE USED. I AGREE WITH COUNSEL AND ROGERS THAT IT'S KIND OF HARD WITH COVERT. YOU DON'T KNOW WHICH YOU KNOW WHICH DROP OFF IS BECAUSE OF SOME OF THE COVE IT AND BE HARD TO USE ANY KIND OF SEQUENTIAL. SALES TAX NUMBERS, TOO, BECAUSE YOU DON'T KNOW WHAT SOME OF THE PREVIOUS YEAR'S NUMBERS WHO OBVIOUSLY WE WOULD KNOW AT THIS POINT. EVERY YEAR, BUT. IT WOULD BE HARD TO ASCERTAIN WHERE THE FALL OFF HAS OCCURRED, AND I'M GENERALLY SUPPORTIVE OF SUPPORTING THE BUSINESSES. BUT THERE'S GONNA BE OTHER SOURCES OF FUNDS FOR THAT. UM. AND IF IT IS PARTIALLY BECAUSE OF COVERT, THERE'S GONNA BE ARPAIO. DOLLARS FROM THE. AMERICAN RECOVERY PLAN THAT AIR ALREADY DESIGNATED BOTH TO THE CITY AND THE COUNTY FOR ECONOMIC IMPACTS,

[00:20:06]

AND THIS IS DEFINITELY AN ECONOMIC IMPACT. WHETHER IT'S PURELY BECAUSE OF THE STREET RECONSTRUCTION OR. ALSO BECAUSE OF COVERED, IT'S I THINK IT WOULD BE VERY HARD TO TELL WOULD PREFER FROM THE COUNTY'S PERSPECTIVE. KEEP THE TOURIST FOCUSED ON INFRASTRUCTURE PROJECTS PURELY. AND ANY KIND OF BUSINESS REPORT COMING MORE FROM STRAIGHT CITY FUNDS POINT.

AND I'M NOT SUGGESTING UNLESS IT COMES FROM TOURS. I DO THINK THE MATH ON IT ACTUALLY WOULD BE FAIRLY EASY. WILL YOU LOOK AT YEARS PRIOR AND YOU COULD. ASSIMILATE WHAT THE WHAT THE TREND IS MONTH TO MONTH, AND THEN YOU COULD TAKE A LOOK AT COVE IT AND WE'D HAVE A BUILT IN DECREASE THERE. BUT THAT'S THAT'S JUST SOME ACCOUNTING. WE CAN IDENTIFY WHETHER IT'S COVERT OR. OR OR NOT, BUT BUT I'M CERTAINLY AGREE WITH YOU THAT I'M NOT SAYING TRES IS NECESSARY. THE RIGHT FUNDING SOURCE. NOW, I WOULD ALWAYS SAY, YOU KNOW, I GENERALLY HAVE A. HAVEN'T ISSUE WITH THE WORD PRESIDENT. YOU KNOW WHEN PEOPLE IT SEEMS TO BE AN EASY THING TO THROW A NIGHT AND I GET IT. BUT FOR ME, THE PRESIDENT SHOULD ALWAYS BE CASE BY CASE DOESN'T MAKE SENSE FOR THAT CASE. SOMEONE COMING IN DOWN THE ROAD SAYING, WELL, YOU DID IT THERE.

I DON'T EVER. DON'T WORRY ABOUT A PRECEDENT. THE PRESIDENT IS IT MADE SENSE THERE, AND IF YOUR CONDITIONS ARE IDENTICAL, ONLY MADE, THEN WE DID IT IN THAT CASE, THEN. THAT WOULD BE THE PRESIDENT THAT IT MAKES SENSE. NOT JUST BECAUSE I KNOW PEOPLE DO THROW THAT AROUND QUITE A BIT. I'M ON IT. I'M ON IT. TAG IN THERE. THE PRESIDENT PART I DON'T KNOW I DON'T AGREE WITH EITHER BECAUSE THAT'S WHAT THE SUPPORTS FOR SOTO LOOK AT A CASE BY CASE AND WHAT WE SEE YOU KNOW SOMETHING WITH MAJOR CONSTRUCTION. THAT IS AT WHO'S ALL BEEN IN THIS BUSINESS. I HAVE. IT'S A MAJOR. IT'S A MAJOR PROBLEM. ONE YOU'D HAVE TO HAVE SOME GREAT LAKES TICKET IN THAT. WHERE THAT CROSSOVER THAT CROSSWALK IS THAT, UH, THAT I CAN'T EVEN SEE SOME WOMEN WALKING OVER THERE BECAUSE OF HOW THAT WAS. I DON'T KNOW WHAT IT'S LIKE RIGHT NOW. BUT IT WAS A FEW WEEKS AGO. IT WAS IT WAS A MESS, SO A LOT OF PEOPLE AVOIDED. THAT PARTICULAR SECTION BECAUSE OF JUST THE WALKING ABILITY. SO THAT'S A CASE BY CASE SITUATION WHEN WE DO WITH BECAUSE WE'RE THE ONES WHO DID IT WERE THE ONES THAT DECIDED TO MAKE THE ROAD LIKE THAT AND TO FIX IT, AND SO WERE THE ONES PUTTING THEM IN A SPOT. SO I LOOK OUT FOR THE SMALL BUSINESSMAN OR THE SMALL BUSINESS PERSON IS TRYING TO MAKE IT AND ARE DOWN TELL SQUARE THAT WAS BOARDED UP 20 YEARS AGO. I DON'T WANT TO SEE ANYTHING ELSE BOARDED UP LIKE THE GAS STATION THAT'S SITTING OVER THERE WHERE THE BUTCHER BOARDS THAT HAS BEEN SITTING VACANT FOR A YEAR. I'D LIKE TO SEE SOMETHING IN THAT. SO I DON'T WANT TO SEE SOMEBODY GET OUT OF BUSINESS BECAUSE WE PUT HIM OUT OF BUSINESS. SO THAT'S THE CASE BY CASE SITUATION. WOULD BE INTERESTED IF ANY OF THE BUSINESSES ASKING FOR THIS KIND OF RELIEF AVAIL THEMSELVES OF THE PROGRAM SET THE CITY MADE AVAILABLE THROUGH THE FEDERAL GOVERNMENT FUNDING FOLLOWING COVERED. NOT ASKING THAT QUESTION NOW THAT SHOULD THIS FURTHER. AND OTHER MEETINGS. I WOULD LIKE TO KNOW THAT INFORMATION. ANY FURTHER COMMENTS. QUESTIONS JUST VOTED.

DISRUPTION JEOPARDIZED THE EARLY COMPLETE BONUS THAT WAS PART OF THE. THE DISRUPTION JEOPARDIZED THE EARLY COMPLETE BONUS THAT YOU HAD LISTED IN THERE. THE $60,000. DOES THAT PAID TO THE CONTRACTOR, NICK WITH ENGINEERING ANSWER THAT. SORRY. I HAD SOME BACKGROUND NOISE, THEIR NECK. ITALIANS EXCEPT THE MANAGER, COULD YOU REPEAT THE QUESTION? BECAUSE EVERYBODY COULD DISRUPTIONS THAT WE'VE DISCUSSED HAVE THEY JEOPARDIZED THE EARLY COMPLETE BONUS THAT WAS SHOWN? ON DOES THAT PAID TO THE CONTRACT OF THE 60,000? THAT WAS SO THE $60,000 SO WE ORIGINALLY HAD THE PROJECT BROKEN UP WHERE WE HAD 30,000 ALLOCATED FOR THE WESTERN PHASE OF THE PROJECT. 30,000 FOR THE EASTERN PHASE. THEY WEREN'T ABLE TO MAKE THAT INCENTIVE BONUS ON THE WESTERN PORTION OF THE PROJECT. THROUGH SOME DISCUSSIONS, WE DECIDED THAT THE COMPLEXITY OF THE EASTERN SIDE OF THE PROJECT SO CRITICAL IN THE TIMING. THAT WE WOULD INCREASE THE INCENTIVE BONUS FOR ADDITIONAL EARLY COMPLETION, SO IT IT'S BASED ON THE NUMBER OF DAYS EARLY. THEY GET A CERTAIN DOLLAR AMOUNT PER DAY FOR EARLY COMPLETION, BUT AS FAR AS THE DISRUPTIONS. YOU KNOW, THE DISRUPTIONS ARE KIND OF A STAND ALONE. ISSUE THEY HAVE VERY STRICT REQUIREMENTS IN THE PLANS THAT. YOU KNOW, THEY KNOW THEY CAN'T, UM.

WALKOUT ACCESS TO THE BUSINESSES FOR CERTAIN AMOUNT OF TIME UNLESS THEY'RE DOING WORK DIRECTLY IN FRONT OF IT IN WHICH THAT YOU KNOW THAT POINT THEY WOULD COORDINATE WITH PROPERTY OWNERS. YOU KNOW, THEY HAVE VERY STRICT LIMITATIONS ON WHEN THEY CAN CLOSE BLOCK TRAFFIC TEMPORARILY TO OFFLOAD MATERIAL. SO THEY'RE ALL KIND OF COOKED INTO THE CONTRACT ITSELF. REALLY I GUESS THE WEATHER DELAYS AND THINGS LIKE THAT'S REALLY WHAT HURTS THERE.

[00:25:05]

KIND OF PRODUCTION AND SOME OF THE GENERAL UM. CONSTRUCTION TYPE ISSUES THAT COME UP, THEY FIND OUT A WATER LINE. THIS HAS TO BE HERE, AND IT'S ACTUALLY THERE AND DO WE HAVE ANY ESTIMATE OF IF THEY'LL HIT THAT? THEY ARE OPTIMISTIC S. OH WE'RE WE'RE HOPING THAT THEY MEET THE INCENTIVE BECAUSE THAT'S THE YOU KNOW, THAT'S THE WHOLE INTENDED THE INCENTIVES GET THEM TO FINISH ON TIME OR EARLY. SO YOU KNOW WHAT THE ORIGINAL TIMELINE OR EXPECTATION WAS? FOR THE ENTIRE PROJECT S O. YOU KNOW, THEY'RE LOOKING AT A SUBSTANTIALLY COMPLETED, MEANING THAT IT'S JUST KIND OF CLEANUP. FINAL LANDSCAPE WORK BY THE END OF NEXT MONTH. SO THEY'RE BASICALLY ON TRACK WITH THE ORIGINAL SCHEDULE. BEGIN THE CONTRACTOR HAS TOE HOLD UP THEIR END OF THE BARGAIN THERETO MAKE THAT INSTEAD OF WORK. THEY HIT THAT 60 THAT. WE SHOULD NEXT MONTH, SO RECEIVED $60,000. NO, THEY ONLY RECEIVE A CERTAIN AMOUNT PER DAY THAT THEY COMPLETE EARLY, SO IT'S UP TO $60,000 MAXIMUM. SO AT THIS POINT, I DON'T BELIEVE THAT THEY WERE GOING TO GET ANYWHERE CLOSE TO THE 60,000. YOU IF THEY FINISH SAY FIVE DAYS EARLY, THEY MAY GET, YOU KNOW $10,000 OF THAT $60,000 AND BONES.

THANK YOU. FOR THE QUESTIONS FOR MR DODIE. AND WE WILL. YOU KNOW, MAIN STREET S EVERYBODY ELSE WILL WILL CONTINUE TO WORK AND COME UP WITH SOME OTHER PROGRAMS THAT WE CAN TRY TO ENHANCE. THIS IS WELL BECAUSE WE REALIZE THAT IT HAS BEEN A DISRUPTION FOR THESE LOUISIANA.

FOLKS, SO WE WILL. TAKE YOU KNOW SOME OF THESE IDEAS. WE CAME UP WITH SOME SOME THINGS IN A BRAINSTORMING SESSION LAST WEEK, SO. WE WILL TRY TOE KIND OF MOVE FORWARD AND SEE HOW WE CAN CONTINUE TO HELP BUSINESSES AS WELL WITH PROMOTION. IT WOULDN'T MAKE SENSE MARK TO GO AHEAD AND DO A SALES TAX ANALYSIS. FOR THE BUSINESSES ON THAT STREET. JUST SO WE, YOU KNOW, WE'RE GONNA HAVE THIS CONVERSATION FURTHER WHEREVER THOSE FUNDS MAY OR MAY NOT COME FROM UNDERSTANDING HAVING A FEEL FOR. WHAT BUSINESSES DID OBVIOUSLY HAVE TO GO BACK IN TIME AND TREND. THE MONTHS I GET THAT, AND THEN WE LOOK AT COVERT. WE CERTAINLY HAVE ENOUGH OF BUT. OVER DATA PRIOR TO THE CONSTRUCTION TO IDENTIFY WHAT THAT IS AND JUST PROVIDE IT WITH TRENDING. TRY AND DO THAT, AND YEAH, I'M GONNA LET THE FINANCIAL GUY COMING. SO ON OUR OPEN GO PLATFORM. WE DO SELL STOCKS THAT ON DID DOWNTOWN AREA WERE LIMITED TO HOW MUCH WE COULD GO INTO DETAIL. SO WHEN WE'RE TALKING ABOUT A SPECIFIC AREA OF DOWNTOWN WERE NOT ABLE TO DO ANALYTICS ON THAT THE COMPTROLLER LIST. PARTNER STATUES AND STUFF. YOU CAN USE THE FOREIGN STUFF YOU CAN'T AND THAT'S ONE OF THINGS LIKE WE CAN'T USE IT FOR. SO YOU LOOK AT DOWNTOWN AS A WHOLE AND SEE HOW THAT'S WHAT TRAINING BUT WE COULD GO TO THE INDIVIDUAL BUSINESSES BECAUSE YOUR BUSINESS HAS TO DO IT A SALES TAX REPORT SO CORRECT THEY WANT TO GIVE YOU THAT INFORMATION. YES AND IF THEY'RE INTERESTED IN ANY KIND OF SUBSIDY, THEY WOULD PROVIDE THAT INFORMATION. MY POINT IS WAS THAT I KNOW WE CAN'T GET THAT. MM BUT WE CAN GET FROM THE INDIVIDUAL BUSINESSES. THAT'S CORRECT.

YEAH THEY PROVIDED WAY WE START THAT INITIATIVE. JUST SO WE HAVE THAT INFORMATION THAT WOULD ALSO GIVE US A FEEL, OF COURSE, WHO. BUSINESSES ARE DESIROUS OF SEEING THIS PURSUIT WHO MAY NOT BE. AND OF COURSE, YOU WILL WORK WITH MARK AND WE'LL GO AND SEE THE BUSINESS ISN'T SEE THE INFORMATION WE GET BACK AND FROM THERE? YEAH. TURN IT UP. THERE'S A GENTLEMAN EYES HERE HAS HIS HAND UP. I HAVE TO INFORM YOU. THIS IS NOT A PUBLIC HEARING, SO I CANNOT LET YOU COMMENT AT THIS TIME, BUT I WILL ADVISE YOU THAT ALL OF YOUR BOARD MEMBERS WOULD MAKE THEMSELVES AVAILABLE. YOU'RE ANY COMMENTS THAT YOU HAVE AFTERWARDS? IT'S JUST PROCEDURALLY. I CANNOT LET YOU SPEAK RIGHT NOW. ANYTHING FURTHER ON THIS MATTER. IT'S YOUR DUTY. I WOULD EXPECT TO SEE THIS ON OUR AGENDA AGAIN COMING UP IN REGARD TO THE SALES TAX DATA THAT WE CAN USE AND ANALYZE. ABSOLUTELY ONE MORE THING. I KNOW WE'RE A LITTLE PRESSED FOR TIME, BUT I WANTED TO GO AHEAD. INTRODUCE SHE'S GONNA KILL ME FOR DOING THIS TO HER. OUR NEW HISTORIC PRESERVATION, DOWNTOWN DEVELOPMENT PLANNER POLAND.

ASTA IS HERE. SHE JUST STARTED LAST WEEK. SHE'S TAKING GEIGER. SHE'S SPOT HERE IN THE PLANE DEPARTMENT. SHE COMES TO US FROM THE UNIVERSITY OF MARYLAND, WHERE SHE WAS PURSUING A DOCTORATE IN URBAN AND REGIONAL PLANNING AND DEVELOPMENT. SHE WORKED FOR AN ARCHITECTURE FIRM IN AUSTIN, AND WE SPECIALIZE IN HISTORIC PRESERVATION PROJECTS. SHE HAS A BACHELOR BARK TEXTURE FROM FLORIDA ATLANTIC UNIVERSITY AND A MASTER OF SCIENCE IN HISTORIC PRESERVATION FROM THE UNIVERSITY OF TEXAS IN AUSTIN. SHE HAS EXTENSIVE EXPERIENCE IN PROJECT MANAGEMENT. RESEARCHING CULTURAL LANDSCAPES AND VERNACULAR BUILT ENVIRONMENTS, WHICH WILL HELP US OUT WITH OUR NEIGHBORHOOD PRESERVATION PLAN THAT WE'RE GONNA BE CONDUCTING THE SUMMER AND FALL, SO WE'RE VERY EXCITED THAT PAUL IS HERE. I'M VERY EXCITED THAT PAUL IS HERE. SHE WILL BE TAKING OVER SOME OF THE TERMS RESPONSIBILITIES GOING FORWARD.

[00:30:04]

SO IF YOU SEE HER INSTEAD OF ME, THAT IS WHY I SO WANT TO GIVE HER THAT FORMAL INTRODUCTION.

TO THE BOARD TONIGHT. SO THANK YOU REALLY FOLLOW. WE WELCOME INTO THE CITY OF MCKINNEY AND WE LOOK FORWARD TO WORKING WITH YOU. THANKS FOR STEPPING UP FOR US. I DON'T BELIEVE THERE'S ANY FURTHER BUSINESS THERE ANY COMMENTS FROM ANY OF THE BOARD COMMISSION MEMBERS? MOTION TO ADJOURN. SECONDIN A SECOND, BUT. ELSE IS THINKING. I DID. YOU'RE READY TO GET IN TROUBLE.

REMEMBER PHILLIPS, THIS FULLER. REALLY. I GUESS. ONE FINAL COMMENT. THANK YOU FOR ALL THE CORRECTIONS THIS EVENING. I NEED ALL THE HELP I CAN GET IN. IT'S VERY MUCH APPRECIATED FROM EACH AND ALL OF YOU. THERE IS A MOTION ON THE FLOOR IN A SECOND ALL IN FAVOR. ANY OPPOSED.

MEETING IS ADJOURNED IT ISSE
