NEXT REGULAR AGENDA ITEM BEING 21-5 AM. CONDUCT A PUBLIC HEARING AND CONSIDER DISCUSS ACT ON A SEMI ANNUAL REPORT IN RESPECT TO THE PROGRESS OF THE CAPITAL IMPROVEMENTS PLAN FOR ROBBERY AND UTILITY IMPACTS. YOUR CROWN. ALL RIGHT. GOOD AFTERNOON. COMMITTEE MEMBERS.I'M HERE TO TALK ABOUT THE SEMI ANNUAL IMPACT FEE REPORT, COMMONLY KNOWN AS SAFER SO WE DO THIS TWICE A YEAR. WE COME IN FRONT OF THE C A. C. TALK A LITTLE BIT ABOUT WHAT WE'RE DOING WITH IMPACT FEES, SO LET'S GET INTO IT. MAYBE. OH, YEAH. RIGHT? GET S O THE SEMI ANNUAL REPORT. WE DO THIS TWICE HERE. THIS IS THE MEDIA REPORT, WHICH GOES FROM THE END OR THE BEGINNING OF THE FISCAL YEAR IN OCTOBER, UP UNTIL MARCH, 31ST OF 2021. SEMI ANNUAL REPORT IS A REPORT ON THE PROGRESS OF THE CAPITAL IMPROVEMENTS PLAN AND ANY PERCEIVED INEQUALITIES CAPITAL IMPROVEMENT PLAN IMPLEMENTATION. THE REPORT INCLUDES A SUMMARY OF TOTAL ROADWAY AND UTILITY IMPACT FEE FUNDS COLLECTED, TRANSFERRED AND AVAILABLE FOR CAPITAL IMPROVEMENTS PROGRAMS. LIST OF ACTIVE CAPITAL IMPROVEMENTS PROJECTS FOR WHICH IMPACT FEES HAVE BEEN ALLOCATED. SO THE LAST REPORT WAS PRESENTED TO C. A C AND CITY COUNCIL. UM IT'S BASED ON THE CAPITAL IMPROVEMENTS PLAN THAT WAS APPROVED BACK IN DECEMBER OF 2020. WHICH IS A LITTLE BIT DIFFERENT FROM THE CITY'S OVERALL CAPITAL IMPROVEMENTS PLAN THE CAPITAL IMPROVEMENTS PLAN FOR IMPACT FEES. IT'S BASICALLY TALKING ABOUT GROWTH AND A LOT OF THOSE GOOD THINGS THAT WE TALKED ABOUT IN GREAT DETAIL LAST YEAR. S O LOOKING AT THE ROADWAY IMPACT FEE SERVICE AREA MAP HERE. WE HAVE 13 DIFFERENT SERVICE AREAS A THROUGH M, WHICH IS SPREAD IT COST THE ENTIRETY. OF THE E. T. J HOWEVER, FOR ROADWAY IMPACT FEES, IT'S ONLY ASSESSABLE WITHIN CITY LIMITS. S O TAKING A LOOK AT THIS TABLE HERE. WE HAVE A BREAKDOWN OF ALL THOSE DIFFERENT SERVICE AREAS AND WE HAVE OUR LITTLE HEADERS AT THE TOP THERE, SO WE STARTED OUT WITH A LITTLE OVER $11.5 MILLION IN TOTAL FUNDS AVAILABLE. WE BROUGHT IN A CLOSE TO $2 MILLION IN REVENUE. WE ALLOCATED OUT ABOUT 5.5 AND A QUARTER MILLION AND THAT LEAVES US WITH A LITTLE OVER 8.3 MILLION LEFT FOR ROADWAY IMPACT FEES. IN TERMS OF OUR MID YEAR COLLECTION TOTALS AGAIN. WE'RE LOOKING AT CLOSE TO $2 MILLION, WHICH IS PRETTY MUCH RIGHT ON PAR WITH WHAT WE'VE SEEN IN PREVIOUS YEARS, SO NOTHING TO BE TOO ALARMED ABOUT THERE. ON IN TERMS OF THE PROJECTS IN WHICH THESE ROADWAY IMPACT FEE FUNDS ARE BEING SPENT ON. THIS IS A MAP OF SOME OF THOSE PROJECTS. ON THE ACTUAL THE BREAKDOWN AND A LITTLE BIT OF DETAILS FOR EACH OF THESE DIFFERENT PROJECTS IS AVAILABLE AS PART OF THE PACKET FOR THE SUMMARY SHEET FOR THE PROJECTS. AND THEN MOVING OVER
[00:05:05]
TO THE UTILITY IMPACT FEES. THESAURUS AREA FOR YOU. TONY IMPACT FEES IS R E T J BOUNDARY AND THEY ARE ASSESSED WITHIN THE ENTIRETY OF THE E T. J BOUNDARY. THIS ONE'S A LITTLE BIT SIMPLER, JUST FOR UTILITY IMPACT FEES. WE TAKE A LOOK AT WATER AND WASTEWATER. SO AGAIN, WE STARTED WITH CLOSE TO $5.5 MILLION AT THE BEGINNING OF THE FISCAL YEAR WE BROUGHT IN $1.4 MILLION ALLOCATED OUT 4.2. AND THAT LEAVES US WITH THE TOTAL LITTLE OVER $2.5 MILLION FOR UTILITY IMPACT FEES SO FAR. AND AGAIN FOR OUR COLLECTIONS SO FAR MID YEAR WE'RE LOOKING RIGHT ON PAR, SO NOTHING TO BE TOO WORRIED ABOUT THERE. AND FOR WATER AND WASTEWATER PROJECTS. HE'S AIR THE SOME OF THE PROJECTS THAT WE'RE SPENDING THOSE IMPACT. FEW FUNDS UP. SO I THOUGHT I'D BE HAPPY TO STAND FOR ANY QUESTIONS AND FOLLOWING THIS MEETING, THE RECOMMENDATION OF THE COMMITTEE WILL BE FORWARDED ON TO CITY COUNCIL. GIVE ME MISSIONS. GET ONE FOR THE ROAD WAIT. CONSTRUCTION. REAL THE TERMINAL. ARE DO YOU ALL DETERMINED? THE ROADS, KID. UNDER CONSTRUCTION AND ORDER THE. WHAT ARE THE DECIDING FACTORS OF THAT? SURE S SO WE HAVE OUR IN OUR ENGINEERING DEPARTMENT. WE HAVE THE C A T TEAM. NIKITA IS HAPPY MANAGER FOR THAT PARTICULAR TEAM. RIGHT NOW THEY'RE GOING THROUGH THE PROCESS OF DECIDING WHICH OF THOSE WE HAVE THIS C I P, WHICH HAS A LIST OF ALL THE PROJECTS.FROM NOW UNTIL 10 YEARS FROM NOW, AND THEY SORT OF GO THROUGH AND THEY PRIORITIZE AND THEY SAY, YOU KNOW THESE AIR WHERE WE'RE SEEING GROWTH OR THIS IS, YOU KNOW, PARTICULAR ROADWAY THAT WE HAVE TO BUILD BECAUSE OF DEVELOPMENT GOING ON OR SOMETHING LIKE THAT. AND THEY USUALLY TAKE A LOOK THAT AN ANNUAL BASIS AND SAY HERE'S WHAT'S. FEASIBLE OVER THE NEXT YEAR, YOU KNOW, AND SO THEY'RE IN THE PROCESS OF GOING THROUGH AND SAYING THESE ARE THE PROJECTS THAT WE WANT TO HIT OVER THE NEXT YEAR, AND I DON'T KNOW IF ERIN'S GOT A LITTLE BIT MORE INSIDE ON THAT. SO IF YOU GOT ANYTHING MORE TO SHARE. YOU KNOW, I THINK MITCH DID A GREAT JOB THERE. THEY DO HAVE A SPECIFIC LIST. THEY USED TO PRIORITIZE THE PROJECTS. I DON'T KNOW EXACTLY WHAT THAT IS OFFHAND, BUT I CAN DEFINITELY GET THAT FOR YOU AND. DR.
ACCOUNT ONE OF THEM WHAT I'M REFERRING TO HIS ELDORADO, JUST SEEING IF THAT WOULD EVER BE EXPANDED ANOTHER LANE OR SOMETHING. THAT IS ON THE MASTER OF THE MASTER ROADWAY PLAN TO BE IMPROVED AT SOME POINT, BUT WHEN THAT ACTUALLY WILL HAPPEN, I DON'T HAVE AN IDEA. DON'T ASK QUESTIONS. THE THREE LARGEST COMING PROJECTS OR THE EXTENSION OF RIDGE. 12 MONTH, WILL MISS ACROSS AND CALLING MCKINNEY OVER TO HARDEN. AS FAR AS ROAD CONSTRUCTION. I WISH I KNEW MORE ABOUT THE ROADWAY PROJECTS. UNFORTUNATELY I'M JUST SORT OF THE IMPACT FEED GUY, BUT YEAH, THEY'RE INSIDE. WE CAN WEAKEN ABSOLUTELY PASS ON THAT INFORMATION, BUT WE ALSO HAVE. A PORTAL MINE THE C I P PROJECT STATUS PORTAL, ITS FUNCTION THAT SHOWS WHAT THE ACTIVE PROJECTS ARE GOING ON. THE SCOPE GIVES YOU A LITTLE BIT MORE OF THE DETAILS AND YOU GET IN THE SUMMARY SHEETS RIGHT HERE. BASICALLY SAYING, HERE'S WHEN THE PROJECT KICKOFF IS HERE IS WHEN IT'S EXPECTED TO BE WRAPPED UP AND SORT OF THE DOLLAR AMOUNTS AND HOW MANY ROAD HOW MANY LANES ARE ADDING AND STUFF LIKE THAT, SO IT'S A REALLY COOL INTERACTIVE THING. I'M PRETTY SURE IT'S. CAN YOU DOT COM OR MCKINNEY DOT ORG'S FORWARD SLASH C I P PROJECT STATUS. DOUBLE CHECK THAT, SO IT'S DIFFERENT FROM THE SHEETS THAT YOU'RE SHOWING US ON THE PACKAGE THERE A LITTLE BIT ONE OF THE SAME. THE SHEETS THAT WE DO POLE ARE SOME OF THE FEEDING DATA TO THAT, UM, THE SHEETS THE SPECIFIC. ROADWAY PROJECTS THAT WE PULL ARE RELATED TO IMPACT TO USE. THERE ARE OTHER PROJECTS THAT IMPACT FEES DO NOT CONTRIBUTE TO. SO THERE'S SOME THINGS THAT JUST DON'T HAVE IMPACT FEES, BUT WHICH SHOW UP ON THAT PORTAL FOR THAT REASON. SO WHAT'S ON THE SHEETS ARE PACKAGES STRICTLY PROJECTS THAT AIR USING EITHER BONDS IN CONJUNCTION WITH THE IMPACT EXACTLY. FELL OVER PHONES.
YEAH, PERFECT. THANK YOU. THE ADDITIONAL QUESTIONS DISCUSSION. THIS IS A PUBLIC HEARING ITEM. THANK YOU. THANK YOU. ANYONE HERE WISH TO SPEAK ON THIS AT THIS TIME WAS WELCOME TO THE PODIUM. WELL, WE CLOSED THE PUBLIC HEARING AND APPROVED BESIDE HIM. STAFF RECOMMENDATION. WE HAVE A MOTION BY COMMISSIONER CALL TO CLOSE THE PUBLIC HEARING AND RECOMMEND FILING OF THE SEMI ANNUAL REPORT THAT WE HAVE A SECOND. HAVE A SECOND BY COMMISSIONER TAYLOR. ANY FURTHER DISCUSSION. ALL RIGHT. HIS VOTE. THE MOTION PASSES 70.
[00:10:08]
