ASKING CONFEDERATE ADVOCATES TO FORGET IN THE NAME OF A GREATER GOOD DOES NOT MEAN ASKING THEM TO ERASE THE PAST. IT MEANS INVITING THEM TO WORK TO THE WORK OF TRUTH AND RECONCILIATION AND FOR GOING THE LOST CARS. HISTORICAL MYTHOLOGY THAT INSISTS THE CONFEDERATE CAUSE WAS NOBLE AND HEROIC. CONFEDERATE MEMORIALS SYMBOLIZE A FORM OF WHITE SUPREMACY THAT SOUGHT TO VIOLENTLY ERASED THE HERITAGE OF KIDNAPPED AND ENSLAVED AFRICANS AND THEIR DESCENDANTS.

WE'RE GETTING THAT DISTORTED VISION OF HISTORY WOULD NOT ERASE AN AUTHENTIC PASS. IT MIGHT CREATE OPPORTUNITIES FOR UNDERSTANDING, POST CIVIL WAR HISTORY AND MORE HONEST THAN EQUITABLE WAYS. CONFEDERATE NOSTALGIA WORKS AGAINST THE AMERICAN ETHIC OF RENEWAL AND DESPERATELY NEEDED WORK OF TRUTH AND RECONCILIATION. DISTORTED MEMORIES OF CONFEDERATE HISTORY DEPICTIONS HAVE BEEN A LEVEL OF SLAVE MATTERS AND LOWER SLAVES HINDER SERIOUS EFFORT TO CONFRONT THE BRUTAL LEGACIES OF WHITE SUPREMACY AS A RESULT OF THE PEACE EFFORTS TO MEMORIALIZE THE FULL SCOPE OF AFRICAN AMERICAN RESILIENCE IN THE FACE THAT PERSISTS OF BRUTALITIES. LOCAL GOVERNMENTS HAVE REMOVED STATUES OF CONFEDERATE GENERALS IN THE DARK OF NIGHT. THE DOWNTOWN PARKING ACTION PLAN WAS DEVELOPED ACROSS LATE SUMMER OF 2020 THROUGH SPRING OF TRUMP 2021 WAS FORMALLY ADOPTED BY THIS COUNCIL JUST IN MAY. UM, THE PARKING ACTION PLAN BUILDS ON THE MANY PAST STUDIES THAT WE'VE DONE AND PARKING IN DOWNTOWN. UM FOR EXAMPLE, EVERY FIVE YEARS WE LOOK AT THE SUPPLY OF PARKING THAT WE HAVE. AND HOW WELL USED IT IS, AND THIS PLAN BUILDS ON THAT BY PROVIDING, UM, MANAGEMENT RECOMMENDATIONS ON HOW WE CAN BETTER USE THE PARKING THAT WE DO HAVE. SO THOSE RECOMMENDATIONS FALL INTO THREE CATEGORIES WAY FINDING AND SIGNAGE, PARKING DEMAND MANAGEMENT AND OPERATIONS AND ENFORCEMENT. AND THE TWO ITEMS THAT WE'LL TALK ABOUT TODAY RELATE DIRECTLY TO THE FOUR RECOMMENDATIONS ON YOUR SCREEN THERE RELATED TO PUBLIC AWARENESS OF PARKING, UM, DEVELOPING A PARKING AND WAY FINDING PLAN. AS WELL AS, UM. MAKING DATA DRIVEN DECISIONS AND IMPLEMENTING TIME TIME LIMITS IN HIGH DEMAND LOTS. MM. SO WHEN WE'RE TALKING ABOUT DOWNTOWN PARKING IT COVERS THIS WHOLE AREA BETWEEN BENGE ON THE WEST AND HIGHWAY FIVE ON THE EAST AND LEM ART AT THE NORTH AND THEN ANTHONY TO THE SOUTH. TODAY. YOU'LL SEE THERE'S NOT A LOT OF ORANGE, WHICH DENOTES, UM, THE PUBLIC LOTS IN THE AREA. THAT IS THE ONLY LOT, UM IN THE SOUTHWEST AREA OF THE DOWNTOWN. YOU'LL ALSO SEE ON THIS MAP. THE GREEN INDICATES PRIVATE PARKING LOTS AND IN TOTAL WE'VE GOT ABOUT, UM. 1500 PUBLIC PARKING SPACES IN DOWNTOWN. OFF STREET. SO GOING BACK TO THE CITY LOT FOR, UM AGAIN, IT MAKES UP 100% OF THE OFF STREET PARKING IN THAT AREA. UM IT DOES IT HIT 100% OR AT LEAST ABOVE 90. UM. OVER HALF THE TIMES THAT WE COUNTED IT IN 2019 SO VERY OFTEN NOT JUST AT THE ONE PEAK. UM IT GETS FULL AND STAYS FULL. IN FALL OF 2020 AS A PART OF THE DEVELOPMENT OF THE DOWNTOWN PARKING ACTION PLAN. WE UM, CONDUCTED A SURVEY THAT. HAD DIFFERENT TRACKS FOR VISITORS, EMPLOYEES AND EMPLOYERS AND 87% OF VISITORS SAID THAT THE THREE HOUR TIME LIMIT WAS SUFFICIENT FOR MAKING THEIR TRIP DOWNTOWN. AND SO BASED ON ALL THESE FACTORS, THE LOCATION THE CONSTRAINED NATURE OF THE AREA AND THAT VISITORS SAY BOTH THAT THEY NEED MORE CONVENIENT CLOSE IN PARKING. AND THAT THREE HOURS TENDS TO WORK FOR THEM.

THESE ARE THE REASONS THAT WE'RE PROPOSING TO CONVERT LOT FOR TWO, A THREE HOUR PARKING LOT. ALL RIGHT. IT DOES TAKE A YEAR LONG PROCESS. WE KICKED OFF THE PROJECT IN FEBRUARY, AND BASED ON THE FEEDBACK THAT WE RECEIVED FROM SOME OF THE DOWNTOWN STAKEHOLDERS BACK IN OUR MARCH. PUBLIC MEETING. THEY MENTIONED THAT IT'S STILL HAS BEEN, AND IT CONTINUES TO BE VERY DIFFICULT FOR VISITORS TO FIND PARKING. SO WE DID WANT TO ACCELERATE A SMALL PORTION OF THE SCOPE AND START FOCUSING ON THE PARKING SIGNAGE IN OUR DOWNTOWN AND SEE WHAT IMPROVEMENTS WE CAN MAKE THIS YEAR VERSUS WAITING LONGER. WE DID WANT TO MAKE SURE TO WORK IN TANDEM WITH THE IMPROVEMENTS THAT ARE, UM, THE PLANNING DEPARTMENT IS PROPOSING TODAY AS PART OF THE PARKING ACTION PLAN. SO WHAT IMPROVEMENTS WILL

WE UNDERSTAND THAT IF YOU COME TO THE CITY, AND YOU TYPICALLY HAVE US GO TO THE SAME LOT TO PARK WE UNDERSTAND WE WILL LIKELY NOT CHANGE THAT BEHAVIOR FOR BUT FOR THIS FIRST TIME VISITOR. WE ARE RECOMMENDING THEM TO BEGIN AND PARK ON THE NORTH SIDE OF TOWN. THIS OFFERS THE MOST PARKING SPACES IN OUR DOWNTOWN AREA, AND BASED ON THE LAST OCCUPANCY STUDY, IT DOES SHOW THAT IT HAS THE LOWEST OCCUPANCY RATES. SO IT WILL PROVIDE THE FASTEST PARKING EXPERIENCE FOR OUR VISITORS.
