PROCLAMATION FOR POST TRAUMATIC STRESS DISORDER. PTSD AWARENESS MONTH. R. FULLER COUNCIL. MY NAME'S DANNY KISSNER ON THE FIRE CHIEF. APPRECIATE YOU RECOGNIZING POST TRAUMATIC STRESS. UH THIS EVENING. IF YOU WOULD INDULGE ME, I WOULD FIRST LIKE TO HAVE MEMBERS OF OUR PEER SUPPORT TEAM FROM THE FIRE AND THE POLICE DEPARTMENT. TO STEP UP AND KIND OF SURROUND YOU IF YOU WILL, PRIOR TO READING THE PROCLAMATION. THE FIRST SYMPTOMS OF POST TRAUMATIC STRESS FOR FIRST RECOGNIZED BY HYPOCRISY. HIPPOCRATES IN 50. BC. LATER IN WORLD WAR ONE WORLD WAR TWO. IT WAS RECOGNIZED AGAIN, ALTHOUGH IT WAS CALLED BY A DIFFERENT NAME. PTSD WAS RECOGNIZED BY THE FORMAL NAME AFTER THE VIETNAM CONFLICT. 2010 THE UNITED STATES SENATE RECOGNIZED JUNE 27TH AS PTSD AWARENESS DAY AND IN 2014 RECOGNIZED JUNE AS THE ENTIRE PTSD AWARENESS MONTH. I'D LIKE TO BRING UP CURTIS BELL, WHO HAS BEEN VERY INSTRUMENTAL IN FIGHTING FOR PTSD LEGISLATION IN AUSTIN AND TERRY, CAUSE IF YOU DON'T MIND IS COMING UP AND JOIN US TO TERRY HAS BEEN VERY INSTRUMENTAL IN THE POLICE DEPARTMENT SIDE. UM, I'VE LOST EIGHT OF MY FRIENDS TO SUICIDE. UM ALL BECAUSE OF PTSD. UM. BUT GOING A STEP FURTHER, UM AND NOT TO DISCREDIT THE PTSD AWARENESS MONTH BY ANY MEANS. GOING A STEP FURTHER. WHERE. I REALLY HOPE THAT YOU CAN SEE AND APPRECIATE THE ACTIONS THAT POLICE AND FIRE ARE BOTH PUTTING INTO THIS BY CREATING THE PEER SUPPORT TEAMS BY CREATING MENTAL HEALTH LIAISONS. CHILD ABUSE BOMBINGS, ACCIDENTS AND NATURAL DISASTERS AND AFFECTS APPROXIMATELY EIGHT MILLION ADULTS IN THE UNITED STATES ANNUALLY. WHEREAS PTSD IS ASSOCIATED WITH CHEMICAL CHANGES IN THE BODY'S HORMONAL SYSTEM AND AUTONOMIC NERVOUS SYSTEM AND IS CHARACTERIZED BY SYMPTOMS, INCLUDING FLASHBACKS, NIGHTMARES, INSOMNIA, AVOIDANCE, HYPERVIGILANCE, ANXIETY AND DEPRESSION. WHERE'S THE BRAVE MEN AND WOMEN OF THE UNITED STATES? ARMED FORCES, FIRST RESPONDERS AND OTHERS WHO PROUDLY SERVE THE NATION IN THEIR COMMUNITIES AND RISK THEIR LIVES DESERVE EVERY POSSIBLE RESOURCE TO ENSURE THEIR LASTING PHYSICAL, MENTAL AND EMOTIONAL WELL BEING. WHEREAS DESPITE ITS TREAT ABILITY, MANY CASES OF PTSD REMAIN UNDIAGNOSED AND UNTREATED, DUE TO A LACK OF AWARENESS OF THIS CONDITION AND THE PERSISTENT STIGMA ASSOCIATED WITH MENTAL HEALTH CONDITIONS. WHEREAS RAISING AWARENESS OF THIS CONDITION IS NECESSARY TO REMOVE THE STIGMA AND TO ENCOURAGE THOSE SUFFERING TO SEEK PROPER AND TIMELY TREATMENT THAT MAY SAVE THEIR LIVES, WHEREAS ALL CITIZENS SUFFERING FROM PTSD. DESERVE OUR CONSIDERATION, AND THOSE ARE WHO ARE AFFECTED BY PTSD FROM WOUNDS RECEIVED WHILE PROTECTING OUR FREEDOM DESERVE OUR RESPECT AND SPECIAL HONOR. AM VULNERABLE ENOUGH AS A WOMAN WALKING ALONE TO MY CAR CLOSE BY. THE CITY COUNCIL SHOULD INVEST IN SIGNAGE THAT WOULD ALERT VISITORS AND TOURISTS TO THE FACT THAT THERE ARE PARKING GARAGES SINCE YOU NEED A BACKGROUND IN DETECTIVE WORK TO FIND THEM. I WORKED HERE FOR AN ENTIRE YEAR BEFORE I EVEN KNEW THAT THERE WAS A PARKING GARAGE ON THIS SIDE. VISITORS AND TOURISTS DO NOT HAVE THE TIME CONSTRAINTS THAT EMPLOYEES HAVE.

THE PARKING GARAGES, BOTH BEING ON THE OUTER PERIMETERS OF TOWN WOULD ALLOW MORE MERCHANTS, SHOPS AND RESTAURANTS TO BE PERU'S AS PEOPLE ARE POSITIONS. TO WALK THROUGH THE SQUARE, AND

THE RETAIL SERVICE INDUSTRY WORKFORCE HAS BEEN PUSHED OUT OF MCKINNEY ACROSS THE HIGHWAY INTO MELISSA INTO ANNA, AND NOW YOU TAKE AWAY THE PARKING FROM US, TOO, AND THAT DOES NOT SIT WELL WITH ME. I LIKE DOWNTOWN MCKINNEY FOR THE SMALL TOWN BACK HOME FEEL. WHEN THE CAPITALISTS WHIP INTO COMMODIFIED, THE PARKING TO THE DETRIMENT OF THE WORKING CLASS. THAT FEELING IS FLEETING. IF THIS AGENDA PASSES AND IN TURN BECOMES A BIGGER HASSLE IN MY LIFE, I WILL FIND A JOB OUTSIDE OF THE DOWNTOWN AREA. WHERE I WILL HAVE. ONE LESS WORRY AND A LOT MORE FREE TIME INCLUDE.

THEY WILL THEY'LL RUSH TO GET TO THEIR CARS TO MOVE THEM, WHICH OPENS UP A LOT OF ROOM FOR ACCIDENTS. UM NOW SALONS. THEY HAVE A VERY HARD TIME STAYING OPEN AND DOWNTOWN MCKINNEY. IT TAKES ME THREE HOURS LONG TO GET MY HAIR DONE, AND I KNOW IT'S NOT THE SAME FOR EVERYONE. BUT IT IS TRUE.

THAT'S HOW LONG IT TAKES, UM. WELL I DON'T GET MY HAIR DONE HERE. PLENTY OF PEOPLE DO AND IF IT'S GOING TO BE SUCH A FIGHT TO PARK, I BELIEVE THAT PEOPLE WILL TAKE THEIR BUSINESS ELSEWHERE, FORCING MORE SALONS TOO CLOSE. MY LAST POINT TO CLOSE. HAD TO LET THAT SINK IN, SO I WOULDN'T FULLY UNDERSTAND HOW THIS WOULD AFFECT ME. MY HARDWORKING CO WORKERS AND THE PEOPLE THAT VISIT THE SQUARE. FIRST OFF. AGAIN TAKING OUR BREAK WITH THE TIME THAT THE THREE HOUR LIMIT WILL EXPIRE WILL BE NOTHING SHORT OF MAGIC TICKETS WOULD CUT OUT OF OUR EARNINGS ARE ALREADY STRUGGLING ESTABLISHMENTS WILL BE HARD PRESSED TO FIND EMPLOYEES. THAT WOULD BE OKAY. WITH PERFORMING THIS JUGGLING ACT. THE EMPLOYEES OF MCKINNEY ARE THE CRUCIAL BUILDING BLOCKS OF OUR COMMUNITY. SMALL TWO ACRE CORNER THERE. THE NORTHWEST SEGMENT OF THE PROPERTY WOULD BE RETAINED FOR COMMERCIAL USES.
