STATES OF AMERICA. RIGHT? WE HAVE ANY PUBLIC COMMENTS ON ANY AGENDA ITEMS? WITH THE CONSENT

[CONSENT ITEMS]

[Financial Report]

TRANSMITTER FINANCIAL COMPLIANCE MANAGER BRIEFLY BE GOING OVER THE MAY FINANCIALS AND BE HERE TO ANSWER ANY QUESTIONS YOU MAY HAVE FOR ME. FOR THE MONTH OF MAY WE HAD $1.8 MILLION IN REVENUE. $1.7 MILLION IN EXPENDITURES OF THOSE EXPENDITURES. 1.2 MILLION WHERE PARKS RELATED, SO THAT'S THE PART OF THOSE 5.5 MILLION AND THAT'S CARRIED OVER FOR A FEW YEARS NOW. UM, FOR THE NET PROFIT OF 108,000 THROUGH MAY. AND MOVING ON TO SELLS TAX.

THIS IS FOR THE MONTH OF MARCH. SORRY. ALL RIGHT, SO WE HAD AN INTERESTING MONTH. WE HAD A 43%

[00:05:08]

INCREASE FOR THE MONTH OF THAT APPLIES TO MARCH AS A COMPARISON ARE SISTER CITIES, ALLEN HAD A 46% INCREASE FRESCO AHEAD OF 43% INCREASE IN PLANO. HOW TO 1% DECREASE. WE'RE NOT EXACTLY SURE THIS TIME. WHY PLAN? OH, HOW THE DECREASE COMPARED TO OTHER SISTER CITIES.

UM AND WHEN WE DID A DIVE INTO THE ANALYTICS OF THIS, IT WAS MAINLY FROM BUSINESSES THAT WERE HERE AS OF LAST YEAR. SO THIS IS NOT NEW COMPANIES COMING IN. THIS IS NATURAL GROWTH FROM. THE PANDEMIC WAS GOING ON LAST YEAR DURING THIS MONTH IS THE FIRST MONTH IT HIT, BUT OUR SALES TAX REALLY DIDN'T TAKE A HIT IN MARCH WHEN WE'RE LOOKING AT THE NUMBERS, SO IT'S NOT LIKE YOU HAD. 20 MILLION AND IT DROPPED DOWN AND THEN BACK UP. IT WAS JUST IT WAS A SMALLER INCREASE WHEN WE STILL HAD AN INCREASE LAST YEAR, SO IT'S. YOU KNOW, IT'S GOOD TO SEE THIS. OKAY WE'RE STILL INCREASING OF THIS, HOWEVER, RATE, ESPECIALLY NOT FROM A NUMBER THAT WAS LOWER THAN WE EXPECTED SO AND SAYING ALL THAT WE'RE STILL DIVING INTO IT, BUT COMING FROM BUSINESSES THAT WERE HERE LAST YEAR PROVES THAT MOVING FORWARD THAT LOST THIS MIGHT BE SUSTAINABLE. BUT WE'RE STILL HAVE TO SEE HOW THE NEXT MONTH'S COME IN. I'LL BE HAPPY TO ANSWER ANY QUESTIONS IT BRINGS ARE HERE TODAY TO INCREASE AT THE 11.5% SO YOU KNOW OUR BUDGET OF AROUND 5% WERE ALMOST DOUBLE THAT. SO WE'RE A LITTLE OVER DOUBLE THAT. STAND FOR ANY QUESTIONS. WAS PRETTY SHOCKED TO SAY THAT I WAS, TOO AND IF YOU LOOK NATION YOU ARE GOING TO HAVE. YEAH. AND IF YOU LOOK AT THE INDUSTRY'S IT LOOKED LIKE RETAIL TRADE WENT UP A LOT AND INFORMATION WENT DOWN A MILLION, SO THAT COULD HAVE BEEN JUST A CLASSIFICATION ISSUE WITH SOME OF OUR BIGGER INDUSTRIES AND THE INFORMATION BILL THAT GOT TRANSITIONED OVER TO RETAIL, BUT. REALLY IS JUST A BIG GROWTH AND MOST OF THAT CAME INTO THE RETAIL TRADE CATEGORY. MY QUESTION. THANK YOU. 21-552 JORDAN LIAISON REPORTS. SO ME.

[Board and Liaison Reports Board Chair City of McKinney Visit McKinney McKinney Economic Development Corporation McKinney Main Street/MPAC McKinney Parks and Recreation TUPPS Brewery Destination Subcommittee]

I AM. TO REMIND EVERYONE THIS MONTH. WE NEED TO BRING OUR BACKPACKS. NEED INFORMATION ON WHAT NEEDS TO GO INTO THE BACKPACKS FOR LOVE LIFE, PLEASE. NO, AND SHE CAN THAT INFORMATION AGAIN. TRY TO HAVE THEM HERE FOR OUR MEETING IN JULY SO THAT WE CAN GET THEM TURNED INTO THE LOVE LIFE FOUNDATION. ENCOURAGE ALL OTHER BOARDS IN THE CITY OF MCKINNEY.

THE SAME. OTHER BOARD MEMBERS TO BRING A BACKPACK TO YOUR JULY MEETING. MM. TOP SUBCOMMITTEE. ANDREW, DO YOU WANT TO TALK ABOUT THAT NOW? YES, I DO. THE SUBCOMMITTEE MET TWICE SINCE I LIVE EXPORT MEETING. WE'VE HAD SEVERAL DISCUSSIONS REGARDING THE BUDGET. THE MATERIALS OF THE PROJECT AND COMMUNITY OUTREACH AND I KNOW. MR KEITH. MR CHASE, UH, PRESENTED THIS PAST TUESDAY. TWO P. N Z. WE WILL GET, I GUESS. UPDATES WHEN THEY PRESENT. WE WILL MEET AGAIN NEXT WEDNESDAY. JUST TO DO WE DO LIKE KIND OF EVERY OTHER WEEK. FOLLOW UP JUST TO MAKE SURE OF COURSE. RJ. I WANT TO SAY A SPECIAL THANK YOU TO THE TMZ OR. GREAT JOB ON TUESDAY NIGHT WITH THEIR APPROVAL OF. SURE. SPECIFIC USE PERMIT. FOR TIPS. ELIMINATED SOME RESTRICTIONS THAT I THINK WE'RE WELL RESTRICTING, AND SO THANK YOU, PANSY. OKAY. PARK CITY, MCKINNEY. JUST IT WAS NICE TO SEE THAT THE BOARD. WE'RE SERIOUSLY CONSIDERING MULTIPLE FACTORS LIKE. THAT'S GOOD FOR THE COMMUNITY AROUND WHAT'S GOOD FOR THE CITY. SPORT POTENTIALLY CONDUCTED SUCCESSFUL BUSINESS DOWNTOWN. I HAVE NEVER BEEN TO A FEW TEAM MEETING BEFORE AND I JUST WAS REALLY IMPRESSED. HELP. REALLY? THOUGHT ABOUT IT, AND WE'RE FIGURING OUT HOW TO PARTNER WITH MANY ASSETS OF CITY GOVERNMENT AND COMPANY AS WELL. REALLY GOOD. OKAY? GOOD MORNING, MADAM. MADAM CHAIRWOMAN, UH, MADAM PRESIDENT AS WELL AS MEMBERS OF THE BOARD. MY NAME IS PAUL GRAHAM CITY MANAGER.

JUST A FEW ITEMS TO SHARE WITH YOU. I JUST WANT TO COMMENT ON CHANCES. FINANCIAL REPORT.

THAT'S ALL GOOD NEWS. UNFORTUNATELY THERE IS A LITTLE I WORD FLOATING AROUND. ANYBODY KNOW WHAT? THAT I WORD MIGHT BE. WE HAVEN'T SEEN IT IN SEVERAL DECADES. INFLATION INFLATION, THE INFLATION WORD IS FLOATING AROUND IT IS AND WE ARE STARTING TO SEE SOME SIGNIFICANT INCREASES IN INFLATION. RIGHT NOW. WE'RE TRAINING AROUND 5% WHICH IS THE HIGHEST IT'S BEEN IN QUITE A WHILE. WE DON'T KNOW YET IF IT'S TRANSITORY INFLATION AS A RESULT OF A REBOUND ECONOMICALLY, THAT IS NORMAL TO SEE SHORT TERM SPIKES IN

[00:10:04]

INFLATION AS YOU RECOVER FROM AN ECONOMIC DOWNTURN AND OF COURSE, OUR DOWNTURN WAS PANDEMIC RELATED. BUT THE WAR IS IT RELATED TO OTHER POLICIES THAT ARE IN PLACE THAT ARE DRIVING INFLATION, SO WE WILL YET SEE. WE'LL HAVE TO SEE IT COULD BE A COMBINATION THEREOF.

ANYWAY WE'RE KEEPING OUR EYE ON IT BECAUSE IT AFFECTS US. IT AFFECTS OUR BUDGET MATERIALS.

PRICES ARE GOING UP OR SIGNIFICANTLY INCREASED LABOR PRESSURE. WE'RE SEEING ALL AROUND. EMPLOYERS ARE HAVING A HARD TIME FINDING LABOR. THEREFORE PRICES GOING UP AS A RESULT OF THAT, AND ALL OF THAT WILL FIND ITS WAY INTO OUR BUDGET AND WE ARE IN THE BUDGET PROCESS, SO THERE'S ALWAYS THERE'S ALWAYS AN IMPACT FOR THESE TYPES OF THINGS. UM.

WANTED TO CALL OUT PUBLICLY, UM. NO, JAKAYA BRUNEL IS HERE. ALSO INTEREST RAINED. THEY ORGANIZED ORGANICALLY THEMSELVES A REALLY, REALLY AT LOW ALONG WITH STAFF AND SOME OTHER FOLKS THAT WORK, BUT IT WAS REALLY UNDER THEIR LEADERSHIP. THAT'S WHAT WE TRY TO DO IN OUR ORGANIZATION AS WE TRY TO FOSTER LEADERSHIP AT ALL LEVELS OF THE ORGANIZATION, SOMEONE HAS A GREAT IDEA. RUN WITH IT AND TAKE IT AND TAKE OWNERSHIPS AND JACK I AND INTERESTED AN INCREDIBLE JOB WITH THE JUNETEENTH CELEBRATION THIS PAST WEEKEND. AND THEY WANTED TO PUBLICLY EVERY CHANCE I CAN TO GIVE THEM A ROUND OF PUBLIC PAT ON THE BACK, SO TO SPEAK. UM. I ALSO WANTED TO COMMENT ON OUR CENSUS. THE REDISTRICTING DATA FROM THE U. S CENSUS BUREAU IS EXPECTED TO BE DELIVERED TO THE STATES BY AUGUST. 16TH. IT'S A LITTLE DELAYED THE CENSUS PROCESS.

OBVIOUSLY THE PANDEMIC HAD SOME EFFECT ON THAT. AND THE FULL REDISTRICTING DATA WITH TOOL KITS IS EXPECTED BY SEPTEMBER, 30TH, AFTER WHICH TIME THE CITY MCKINNEY WILL BEGIN ITS PROCESS OF REDISTRICTING. CITY COUNCIL BORDERS OR BOUNDARIES. UM THE WE HAVE ALREADY RETAINED THE FIRM THAT DOES THIS KIND OF VERY, VERY ANALYTICAL, DETAILED MINUTIA TYPE OF WORK. THEY ARE ON. WE HAVE THEM RETAINED. THEY WILL START WHEN THEY GET THIS DATA AND, UM, THAT WORK WILL BE UNDERWAY OVER THIS NEXT YEAR. AND THAT IS THE REDISTRICTING OF CITY COUNCIL DISTRICTS. AND I BELIEVE NOW THE ONLY OTHER THING I WOULD MENTION IS THIS PAST IF YOU WANT TO WATCH AN INTERESTING CONVERSATION, THIS LAST WORK SESSION THIS WEEK TUESDAY OF THIS WEEK. MR MAJKOWSKI ARE STEAMED PARKS AND REC DIRECTOR GAVE A PRESENTATION ON PARKMAN DEDICATION FEES OF THE NUMBER OF POLICY CONSIDERATIONS ARE CITY COUNCIL IS GOING TO HAVE TO WRESTLE WITH OVER THE COMING YEARS. ONE OF THEM IS OUR PARKLAND DEDICATION FEE.

REQUIREMENT AND IS IT ENOUGH? IS IT TOO MUCH? AND SO MR KOWSKI GAVE A VERY INFORMATIVE PRESENTATION. HE HAD OUR EXPERT CONSULTANT WHO'S WORKING WITH US. A GENTLEMAN WHO IS A PROFESSOR AT TEXAS A AND M WAS REALLY A LEADING AUTHORITY ON THIS VERY SUBJECT. HE'S ALSO A CITY COUNCILMAN IN COLLEGE STATION. HE UNDERSTANDS THE POLITICS OF THESE THINGS, AND I THINK YOU'VE LEARNED SOMETHING FROM THAT PRESENTATION WAS FAIRLY LONG MEETINGS, ARE YOU YOU HAVE TO, MAYBE EITHER PLOW THROUGH SOME OF THE OTHER TOPICS OR JUST FIND YOUR WAY THROUGH BY CLICKING ON THE AGENDA TOPIC ANYWAY, IT IS INFORMATIVE AND DOESN'T IMPACTS TO YOU. PARKLAND DEDICATION FEES HELP PAY FOR PARKS AND YOU ALL HELP ALSO PAY FOR PARK, SO I THINK IT'S INFORMATIVE FOR US BOARD MEMBERS. THAT IS ALL I HAVE, AND I WILL STAND FOR ANY QUESTIONS. AND YOU HAVE SOME QUESTIONS TO REDISTRICT REDISTRICT. MY CITY PERSPECTIVE. HOW. IT'S NOT GOING TO CREATE ANY NEW DISTRICTS, RIGHT? NO, NO, WE WRITE REAPPORTION WITHIN THE DISTRICT, SO IT WILL BE ABOUT 50,000 PEOPLE IN EACH DISTRICT EACH OF THE FOUR INDIVIDUAL DISTRICTS. AND THEY WILL EXPAND TO INCLUDE ABOUT 50,000 PEOPLE IN EACH DISTRICT SINCE WORK 200,000 POPULATION, SO ONCE YOU HAVE. COMPANY THAT DOES THE REVIEW. LIKE HOW LONG ON AVERAGE IS. THAT PROCESS IS BEING PRESENTED AS A RECOMMENDATION. DO WE HAVE TO ACCEPT IT AS A. I THINK THE NORMAL PROCESS OF THIS IS THEY'LL DO THE WORK. THEY'LL THEY'LL BRING IT BACK. PROBABLY DO A WORK SESSION PRESENTED TO THE COUNCIL. THE COUNCIL BE ABLE TO DELIBERATE ON IT. IF THEY HAVE QUESTIONS OR CONCERNS, THEY CAN GO BACK TO THE CONSULTANT. THEY MAY MAKE SOME TWEAKS. THE END OF THE DAY, THE COUNCIL WILL RATIFY THOSE THE REAPPORTION DISTRICTS. AND THOSE WILL BE IN PLACE FOR THE NEXT LOCAL ELECTION. I BELIEVE SO TO BE THE ELECTION OF 2023 FOR COUNCIL SEATS. SO CONSULTANT WILL PUT A MAP TOGETHER. PROPOSALS RIGHT PRESENTED TO COUNCIL. THE COUNCIL FOR ADOPTION, RIGHT, CHANGE IT IF THEY WANT TO. THAT'S CORRECT. AS A MATTER OF PROCESS THEY NORMALLY DON'T THEY MAY HAVE SOME COMMENTS. THEY HAVE SOME QUESTIONS AND I GO BACK AND MAKE SOME TWEAKS. BUT THERE IT'S RARE TO SEE A WHOLESALE CHANGE THE CONSULTANTS. THIS IS WHAT THEY DO, AND THEY KNOW THE LAW. THEY KNOW WHAT? UM YOU KNOW THE CITY THE GENERAL MAKEUP OF THE CITY, AND THEY DO A PRETTY GOOD JOB WITH IT. THANK YOU SO. IS THERE

[00:15:04]

A CHANCE THAT VOTER MIGHT NOT HAVE A VOTE IN 2023? BECAUSE. I'M SORRY. WHAT MIGHT NOT HAVE A VOTE, SO LET'S SAY THEIR PERSON IS NOT UP FOR RE ELECTION. LET'S SAY THEY'RE PERSON NOW IS THAT FOR REELECTION, BUT THEN THE DISTRICT CHANGES AND NOW THEY'RE IN A DIFFERENT DISTRICT IN THEIR PERSON. ISN'T THAT FOR RE ELECTION? THAT'S A GREAT QUESTION. MARK HAUSER ATTORNEY HAUSER HAD INDICATED THAT IN YEARS PAST AND WHAT THEY TRY TO DO IS. THE INCUMBENTS. THEY TRIED TO MAKE SURE THAT THEY STAY IN THEIR DISTRICT. IN OTHER WORDS, THEY THEY WILL RE A PORTION BUT THE INCUMBENTS. GET TO STAY IN THAT DISTRICT.

UM IT'S NOT ALWAYS POSSIBLE, BUT SOMETIMES THERE ARE. MEMBERS OF COURSE WE HAVE. WE HAVE A CASE NOW. I THINK WE HAVE AN AT LARGE DISTRICT PERSON. THEY ARE VERY CLOSE PHYSICALLY TO EACH OTHER. BUT THERE THAT THAT'S AT LARGE AND DISTRICT SO THAT WOULDN'T BE AN IMPACT. I THINK ALL THE REST OF THEM ARE PRETTY WELL WITHIN THEIR DISTRICTS AND REALLY WON'T BE AN ISSUE. BUT THAT'S A GREAT QUESTION THAT THEORETICALLY, I SUPPOSE THAT'S PLAUSIBLE. BUT UNLIKELY. DISTRICT THREE. THAT'S A REALLY STRAIGHT WELL, I DON'T. I DON'T KNOW IF I WOULD SAY IT'S STRANGELY. I MEAN, THEY'RE ALL THEY'RE ALL SORT OF UNIQUE, THE WAY THEY'RE DESIGNED. WE'LL SEE HOW THEY END UP. I MEAN, THERE COULD BE A WHOLESALE CHOHANGE IN HOW THEY ORIENTED DISTRICTS. DEPENDING ON THE POPULATION. I DON'T WANT TO SPECULATE, BUT, UM. DISTRICT THREE. THEY ALL SORT OF DISTRICT ONE IS VERY UNIQUE BECAUSE IT RUNS LONG WAYS AND THEN GOES TO THE NORTHWEST SECTOR. IT'S A VERY DIVERSE DISTRICT IN THAT SENSE, DISTRICT THREE AS WELL. NO. THANKS. THANKS SO MUCH. IS THAT MCKINNEY? GOOD MORNING DD GARA FROM VISIT MCKINNEY, UM OUR BOARD WILL NOT BE MEETING THIS MAN. WE ALSO HAVE STEVEN POWELL IN FROM DESTINATION SERVICES HELPING US, UM WITH, UM STRATEGIC PLAN. AND UM, THEIR SURVEYS ARE THAT ARE BEING SENT OUT RIGHT NOW. UM SO WE'RE HOPING THAT IF YOU GET ONE THAT YOU WILL GO AHEAD AND ANSWER THAT, UM AND THEN WE CONTINUE TO WORK WITH THE DALLAS FILM COMMISSION ON A. POTENTIAL FILM AND TV SERIOUS PROJECT AND IT'S SOMETHING WE CAN'T TALK ABOUT.

THERE'S STILL IT'S STILL IN THE WORKS, BUT JUST CONTINUE TO WORK WITH THEM. OUR NEW WEBSITE LAUNCHED ON JUNE 10TH. WE HAD A SOFT LAUNCH, AND SO WE'RE STILL TRYING TO WORK ALL THAT STUFF OUT. THERE IS AN INFLUENCER CALLED THE REAL KIKA, WHO'S COMING THIS WEEKEND, AND THEN WE HAD A PIECE THAT WAS PUBLISHED BY A TRAVEL WRITER CALLED NAMED KIM CRESCENT. IT'S CALLED TRAVEL AWAITS, AND IT WAS THE BEST OF MCKINNEY. SO OUR STAFF HELPED WITH JUST PHOTOS AND SUPPLIED SOME OF THE ITEMS FOR HER RESEARCH. AND THEN THE LAST ITEM I HAVE. I JUST WANT TO SHARE THE NUMBERS FOR THE BYRON NELSON THE ROOM NIGHTS THAT WERE PICKED UP. SO FOR MCKINNEY, WE HAD 745 ROOMS THAT GOT PICKED UP AND THEN ARE SISTER CITIES. ALLEN HAD 1032 FRISCO HAD 644 IN PLANO HAD 1000 AND TWO AND I APOLOGIZE FOR MY REPORT NOT BEING IN THEIR BIT. THOSE ARE THE NUMBERS THAT I WAS WAITING ON, AND I FINALLY GOT THEM AND IT WAS AFTER. COULD SUBMIT TO, UM LINDA. SO, UM, THAT'S ALL I HAVE ANY QUESTIONS I DO. NO.

YOU KNOW WHY SISTER SERIES HAD MORE. MORE FAMILIAR WITH PLANO ALAN AREA. HAVE ENOUGH. BASED ON OUR HOTEL CAPACITY. SO MOST OF OUR PROPERTIES ARE LIMITED SERVICE, AND SO YOU HAVE THE OMNI, WHICH IS ALREADY A BIG SPONSOR FOR THE BYRON NELSON. SO NATURALLY, THEY'RE GOING TO NAVIGATE TOWARDS THAT FIRST. UM, AND THEN IT KIND OF TRICKLES DOWN. AND SO I MEAN, IT'S ONE OF THE CONVERSATIONS THAT I KNOW WE'RE PROBABLY GOING TO HAVE. WE HAVEN'T MET WITH THE VIRUS NELSON YET, BUT WE WILL BE AND I KNOW THAT I'VE BEEN IN TOUCH WITH MY CONTACT THE PERSON THAT I WENT AND TOOK AROUND. AND SHOWED ALL OUR HOTELS THAT YOU KNOW, SHE WANTED TO SEE. UM AND THEN ALSO MEETING WITH LEXI AND THEN JOHN DRAKE. OH, FROM THE BYRON NELSON. SO WE'RE DOING WHAT WE CAN TO TRY TO GET EVERYONE HERE BUT. WHEN WE KNOW IF WE'RE WE DON'T HAVE THE KIND OF HOTELS THAT THEY'RE LOOKING FOR. THEY'RE GOING TO GO WORK. YOU KNOW THEY THEY NEED TO THANK YOU. SURE. THANK YOU. ANY ECONOMIC DEVELOPMENT CORPORATION. I DON'T BELIEVE PETER IS HERE TODAY. I THINK HIS REPORT IS ATTACHED. THE MAIN STREET. GOOD MORNING. I'M HERE ON BEHALF OF AMY'S. SHE SENT ME A VERY LENGTHY. UPDATE SO YOU PLEASE EXCUSE ME FOR NOT MAKING EYE CONTACT. UH C THANK YOU FOR YOUR SUPPORT OF

[00:20:02]

YOU'RE LIKE AN 80 HOLIDAY. OKAY? MCKINNEY PARKS AND REC. GOOD MORNING. RYAN MULLINS FILLING IN FOR MICHAEL KOWSKI. HE'S ACTUALLY TAKING SOME DAYS OFF OR GOOD FOR HIM. I WANTED TO RUN, DO SOME EVENTS THAT WE HAVE, BUT ALSO TOUCH ON THE JUNETEENTH CELEBRATION THAT THAT JUST HAPPENED IN FINCH PARK. SO. WE WERE EXCITED TO BE PART OF THE EVENT. IT'S ALWAYS NERVOUS GOING INTO A FIRST TIME EVENT BECAUSE YOU DON'T KNOW WHAT TO EXPECT. BUT THE TURNOUT WAS AMAZING. THE COMMUNITY SUPPORT FOR THE EVENT WAS AMAZING. SO THAT'S THAT'S WHAT ALWAYS MAKES AN EVENT REALLY SPECIAL IS WHEN THE COMMUNITY GETS TOGETHER, AND IT'S SORT OF THEIR EVENT. COMING TO AN EVENT THAT THEY HELPED PLAN AND THEY WERE PART OF, SO IT WAS A GREAT FIRST EVENT, AND WE EXPECT, YOU KNOW SUBSEQUENT EVENTS TO BE EVEN BIGGER. SO MAKES THIS WHOLE NERVOUS, OF COURSE, ALWAYS HAVING BIG EVENTS, BUT IT'S GREAT. UM HAVE A BUNCH OF EVENTS FOR JULY SO PRESENTATION UP HERE. JULY 3RD AT TAKATA SAID, IS RED, WHITE AND BOOM HAVING IT ON THE THIRD THIS YEAR, SO OUR EVENING EVENTS AT CRAIG RANCH KICKOFF WILL OPEN UP AROUND FIVE O'CLOCK. FIRST BAND. THE TRAIL AND BANK KICKS OFF AT SIX O'CLOCK, AND THEN THE TIME MACHINE BANG GOES ON AT EIGHT O'CLOCK, SO IF YOU'RE WANTING TO COME OUT, AND HERE'S SOMETHING THAT'S TOTALLY TUBULAR OR RAD. IT WON'T GAG YOU WITH THE SPOON, THEN COME OUT HERE AT THE TIME MACHINE BAND. SO, UH, IF YOU CAN TAP YOUR TOES TO THAT, I DON'T I DON'T KNOW. WE'LL MOVE THE NEEDLE ON YOU SO ALSO AT APEX FORGOT FIREWORKS. 9 45. BIG SHOW SO BY THE MAYOR OUT THERE SEEING ARE SPEAKING AND HIS WIFE WILL BE SINGING, OF COURSE, THE NATIONAL ANTHEM ALWAYS JOKED THAT LET'S SEE THE MAYOR'S WIFE'S OF ALLEN AND FRISCO DO THAT, SO EXCITED TO HAVE HER. AT APEX. WE'RE ACTUALLY GOING TO HAVE A SPLISH SPLASH FREEDOM BASH. WOW. FIRST TIME AND I THINK I SAID IT OUT LOUD FOR THE FIRST TIME I SAID IT OUT LOUD AND I WAS LIKE, OH, I GOT THROUGH THAT. SO UH WE WERE KIND OF KICKING AROUND THE IDEA THAT YOU KNOW WHAT IS THE VIEW FROM GABE NESBITT OF OUR FIREWORK SHOW IS THEIR VIEW THERE AND LOOKING AT SUBSEQUENT YEARS AND USING FACEBOOK TO DO SOME DETECTIVE WORK. SEEING ALL THE PEOPLE WHO POSTED THEIR PICTURES FROM PARKING THERE. WE THOUGHT, LET'S DO A LITTLE SPECIAL EVENT. ALLOW SOME PEOPLE TO HANG OUT AT THE POOL AND THEN WATCH THE FIREWORKS AT 9 45. SO WE'RE EXCITED ABOUT IT. REGISTRATION IS GOING ON FOR THAT. I KNOW THAT WE ALREADY FILLED UP WITH 250 PEOPLE REGISTERED FOR IT. WE HAD 25 ON THE WAITING LIST. SO WE'RE MOVING THAT. REGISTRATION TO 350. SO WE'RE KIND OF EXCITED ABOUT HOW THAT'S THAT'S TAKEN OFF. OLD SETTLERS RECREATION CENTER. OPENING IT BACK UP OR OPEN OPENING HALF OF IT BACK UP ON JULY 10TH, SO WE'RE EXCITED TO KICK THAT OFF. IF YOU HAVEN'T BEEN OVER THERE YET.

IT'S AMAZING. WE'RE REALLY EXCITED HOW THAT FACILITY HAS TURNED OUT. MR GLUE, YOU WILL BE HAPPY TO SEE THAT THERE IS A DIGITAL KIOSK SIGN THERE. MHM. GET THE DEFIBRILLATOR, SO IT'S

[00:25:08]

NOT ON RIGHT NOW. THERE'S SOME. IT'S RECENTLY INSTALLED WITH DEFIBRILLATORS. YEAH. IT'S RECENTLY INSTALLED, BUT THERE'S SOME SOFTWARE SO WE'RE JUST WAITING TO GET IT. AND IF YOU DRIVE BY THE RECREATION CENTER AT TOWN LAKE, YOU'LL SEE THE NEW SIGNED THERE. SAME THING SOFTWARE WE'RE GETTING INSTALLED TO BE ABLE TO OPERATE THOSE THINGS, SO WE'RE REALLY EXCITED ABOUT HAVING THOSE. YOU KNOW, IT'S KIND OF THE START FOR US DIPPING OUR TOES IN THE WATER OF HAVING THOSE TYPES OF AMENITIES AND SEEING HOW THEY WORK FOR US, AND WE EXPECT TO ROLL OUT MORE IN THE FUTURE. JULY, 17TH THERE HAVE ANY OPENING LAW CEREMONY FOR THE SENIOR CENTER, WHICH HAS BEEN UP AND RUNNING SHOULD HAVE GOTTEN THE NUMBERS OF WHERE WE ARE WITH MEMBERSHIP RIGHT THERE. BUT IT'S CLIENT. YOU KNOW, WE BASICALLY SHUTTERED THE FACILITY DURING THE PANDEMIC. TO DO ALL THE RENOVATIONS AND WE RE FUNDED MOST OF THE MEMBERSHIP OF THE TIME, SO WE STARTED OVER WITH MEMBERSHIP, AND IT STEADILY CLIMBED STAFF WAS. BEWILDERED AND SHOCKED. MAYBE AT FIRST FOR THE SUCCESS OF IT, BUT. YOU KNOW, IT'S JUST GETTING EVERYBODY BACK INTO THE BUILDING. GETTING THOSE MEMBERSHIPS DONE. WE'RE VERY EXCITED TO HOW THAT'S TURNED OUT, AND IT'S BEEN A BEEN A GREAT SUCCESS THOSE FAR SO FAR. ON JULY 24TH COTTONWOOD PARK OPENING. SO WE'RE GOING TO DO A MOVIE OUT THERE THAT EVENING. STILL TRYING TO FIGURE OUT EXACTLY WHICH MOVIE IT IS.

WE'RE TRYING TO WORK OUT TO GET THE TOM AND JERRY MOVIE. UM. LITTLE DIFFICULT, SOMETIMES WITH NEWER RELEASES TRYING TO GET THE RIGHTS TO SHOW THAT BECAUSE IN TIME WE SHOW A MOVIE ON THE PUBLIC THAT WE HAVE TO HAVE A LICENSE FOR THE LITTLE FBI WARNING IN THE BEGINNING THAT THAT'S SPEAKING TO THAT SO AND ALSO IT'S NOT ON THERE. WE COULDN'T FIT THE CAR SHOW THE RED WHITE AND BOOM CAR SHOW IN ON JULY 3RD IN DOWNTOWN SINCE IT'S SATURDAY, FARMER'S MARKETS GOING ON. WE LOST THE PARKING LOT FOR IT, SO WE DIDN'T HAVE SPACE FOR IT. I WORKED WITH THE VENDOR AND WE'RE GOING TO BRING IT OUT TO CRAIG RANCH SOCCER COMPLEX ON THE FOURTH, SO WE'LL HAVE OPEN OPEN PARKING LOT FOR THAT. TYPICALLY, THERE ARE KIND OF CAPPING IT AT 200 CARS THIS YEAR WITH THE BIG PARKING LOT WE HAVE AND NOTHING ELSE GOING ON AROUND IT. THERE'S NOT THAT LIMITATION AT 200. I'M SURE THEY MIGHT BETTER GET 300 OR MORE CARS OUT THERE, DEPENDING ON HOW MANY PEOPLE WANT TO REGISTER FOR THAT, BUT IT'SUT ALWAYS BEEN A GREAT SUCCESS.

INSIDE A FEW 1000 PEOPLE SHOW UP TO THAT EVERY YEAR, SO WE'RE HAPPY TO HAVE THAT ON THE FOURTH. WELL SPRUCE UP THE PARK FROM THE NIGHT BEFORE AND MAKE SURE IT'S READY TO GO. BUT 10 A.M. TO TWO P.M. SO TRYING TO BEAT THE HEAT A LITTLE BIT TODAY I AM TO TWO PM IT'S A TIME THEY NORMALLY DO ON SUNDAY, SO WE'RE EXCITED ABOUT IT. I'LL BE ABLE TO GO TO IT AND ACTUALLY SPENDING SOME TIME AND ENJOY MYSELF. MY AFTER. SO WE STILL BE AWAKE. HELP ME AWAKE.

THIS WILL BE MY 1ST 4TH OF JULY OFF IN. 12 13 YEARS, SO I'M EXCITED FOR THAT. AT THE LAUNCH FIREWORKS WITH MY FAMILY. MAYBE THAT NIGHT. YEAH. AND LAST, BUT NOT LEAST OUR RECREATION PARKS AND RECREATION STORIES. SO WE'RE ASKING PEOPLE TO TELL US THEIR STORY. HOW DO THEY RECREATE? HOW DO THEY CREATE WITH THEIR FAMILY? WHAT DO THEY DO? WHAT DO YOU ENJOY ABOUT WHERE WE HAVE? WHAT DO THEY MAYBE MISS? FROM SOMEWHERE? THEY CAME FROM. SO WE DON'T HAVE. SO I ALWAYS LIKE TO TELL THE STORY THAT YOU KNOW AS PARKS AND RECREATION. WE KNOW THE CLASSIC THINGS TO PROVIDE. BUT WITH THE CITY THAT'S THAT'S GROWN FROM WHEN I WAS A KID FROM 20,000 TO 200,000. PEOPLE MOVED HERE. WELL, WHAT IS THEIR IDEA OF RECREATION? WHAT IS IT THAT THEY ENJOY TO DO? AND THINGS THAT YOU KNOW, DEPEND ON WHERE THEY CAME FROM? WE WERE KIND OF NOT NERVOUS, BUT TOYOTA MOVING HERE WELL ACROSS THIS HUGE AND TOYOTA IN CALIFORNIA, WHERE A LOT OF EMPLOYEES WERE COMING FROM, WE THOUGHT, YOU KNOW WHAT OUR LOOK CROSS MAY TAKE OFF, SO WE ALWAYS TRY TO LEAVE OURSELVES. FLEXIBLE FOR WHAT MAY MOVE INTO THE CITY, AND THEY MAY GROW SO WE HAVE CRICKET WE HAVE THAT'S THAT'S THAT'S MOVING UP. PICKLE BALL, OF COURSE, IS SWEEPING THE NATION. SO WE HAVE TO PIVOT AND MOVE WITH THOSE AS WELL. BUT GETTING THESE STORIES FROM PEOPLE ALSO HELPS US KNOW WHAT THEY LIKE. WE HAVE THEM, BUT THEY WANT TO SEE THAT WE DON'T HAVE. ANY QUESTIONS? COMMENTS. PLEASE THINK MICHAEL. FOR VERY, VERY EXCITED ABOUT THE SCIENCE SALUTE, YOU KNOW WHAT ALSO SINCERELY, UH. WE SAW I SAW FOR THE FIRST TIME THE SENIOR CENTER OF INNOVATION OPEN WHEN WE HAD THAT MEETING. WAS AMAZING WHAT YOU GUYS DID FOR THE MONEY, AND IT'S LIKE A NEW BUILDING. WALK AROUND THERE SO GREAT. PILOT ON HERE. JUNETEENTH I THINK AFTER OCTOBERFEST IS GONNA END UP BEING THE BIGGEST EVENT. JUST THINK THE WAY THAT. SO SUCCESSFUL THAT FIRST THAT FIRST WEEKEND AND HOW HARD EVERYONE WORKED AND YES. STAND PRESS AND EVERYBODY I KNOW ANGIE ENDEAVOR WERE VERY INVOLVED IN IT AS WELL. AND. OR PROBABLY HUNDREDS OF OTHER PEOPLE, BUT YES. IT WAS GREAT. IT WAS A COLLECTIVE EFFORT FROM THE CITY FOR THE ENTIRE CITY.

[00:30:02]

SO YOU KNOW, WITH THAT EVENT, WE WERE KIND OF WONDERING WHERE TO HOST. YOU DON'T KNOW HOW MANY PEOPLE YOU MAY HAVE FOR THE FIRST EVENT. PINCH PARK IS A LOVELY PARK FOR EVENTS LIKE THAT. THE PROBLEM YOU KIND OF HAVE AT TIMES PARKING, AND WHERE HOW TO GET THERE AND THINGS LIKE THAT. SO, UM, WE HAVE THAT ISSUE IS KIND OF EVERYWHERE. YOU KNOW, WITH A LARGE SCALE VENUE WE HOST ARE RED, WHITE AND BOOM EVENT IN A SOCCER COMPLEX BECAUSE IT'S WHERE WE HAVE THE MOST PARKING AND AVAILABILITY IN SPACE. SO. WE HAVE KICKED AROUND THE IDEA AND TALKED MANY TIMES ABOUT THE NEXT BIG COMMUNITY PARK. WHAT IS IT? AND HOW DO WE PLAN THE EVENT SPACE FOR A GRAND BIG EVENT INSIDE THERE TO BEGIN WITH? SO WE'RE ALWAYS HAVING TO GO BACK AND RETROFIT A SOCCER COMPLEX OR FINCH PARK TO HOST THESE EVENTS. WE WE'RE RUNNING PVC PIPE ON THE GROUND FOR FOOD VENDORS OUT OF A FIRE HYDRANT. HOW CAN WE SET SOME OF THESE THINGS UP TO BEGIN WITH? HAVE POWER IN CERTAIN LOCATIONS. THAT KIND OF MAKES SENSE FOR AN EVENT AS OPPOSED TO COMING BACK AND GOING. OH, YES, WE'RE GOING TO PUT THIS HERE AND HOW DO WE DO IT? HOW MANY MORE PEOPLE MIGHT HAVE DISCOVERED FINCH PARK THAT WE CAN CAP IT? THAT'S JUST. BEAUTIFUL PLACE. FINCH PARK IS GREAT. YOU KNOW, AS A PART THAT I WENT TO A LOT OF THE KID. I THINK MURPHY PARK WAS OUR GO TO THAT WE ALWAYS WENT TO. BUT FINCH PARK WAS JUST A FEW BLOCKS AWAY. AND ALWAYS ENJOYED IT. AND I LOVE SEEING THE RE BATTLE IZATION OF IT AND KIND OF BRINGING IT UP TO CURRENT STANDARDS OF WHAT WE'RE TRYING TO DO TO REVITALIZE THAT PARK, BUT THE OLD GROWTH TREES AND EVERYTHING THERE. YOU JUST DON'T GET THAT WITH A NEW PARK. YOU CERTAINLY DON'T UNLESS YOU'RE YOU KNOW THE HISTORY OF THAT LOCATION, YOU JUST CAN'T DUPLICATE. YEAH. BEING ON 21 ACTUALLY WROTE 553 PRESIDENTS

[President’s Report]

REPORT. THANK YOU. MADAM CHAIRMAN, MEMBERS OF THE BOARD. MONTHLY REPORTS ARE ATTACHED TO THE AGENDA, SO PLEASE BE SURE TO LOOK AT THOSE, UM. INCLUDE A FINAL REPORT FROM THE MCKINNEY PHILHARMONIC ORCHESTRA ON THEIR SERIES THAT WAS SUPPORTED WITH CDC PROMOTIONAL AND COMMUNITY OF THAT GRANT. REPORTED ON SIX EVENTS VENUES, THE ATTENDANCE AND ALSO PROVIDED UM, SAMPLES OF THE ADVERTISING FOR THAT SERIES. SO PLEASE TAKE A LOOK AT THOSE. WANTED TO THANK JACKIE, OUR CHAIRMAN FOR REPRESENTING CDC ON JUNE 3RD FOR THE SERVER MCKINNEY EVENT, WHICH WAS DONE VIA ZOOM TO INTRODUCE THE BOARDS AND COMMISSIONS TO THE COMMUNITY AND ENCOURAGE PEOPLE TO APPLY. JUNE. 18TH WAS THE DEADLINE AND THE INTERVIEWS WILL TAKE PLACE IN JULY AND EARLY AUGUST AS SOON AS WE HAVE THAT SCHEDULE WILL SEND THAT OUT TO YOU. I ALSO WANT TO, UH. HAD MY COMMENTS TO THE JUNETEENTH. UM. COMMENTS THAT HAVE BEEN MADE SO FAR. IT REALLY WAS A VERY SPECIAL EVENT. UH THE LOCATION THE HISTORICAL SIGNIFICANCE OF FRENCH PARK. THE ATTENDANCE WAS. WAS INCREDIBLE, AND THE WHOLE DAY HAD JUST SUCH A GREAT FEEL ABOUT IT. IT REALLY WAS VERY, VERY SPECIAL. EARLIER THIS WEEK, COLLIN COUNTY CHILDREN'S ADVOCACY CENTER BROKE GROUND ON THEIR NEW BUILDING, WHICH WILL BE LOCATED. THEY HAVE A PARCEL OF LAND AT RED BED IN HER ROOM OF BUYING. KROGER BEHIND THE KROGER AND THE INDEPENDENT BANK LOCATION THAT'S UP THERE. SO THAT PROJECT WILL BE UNDERWAY. WE HAVE. DEADLINE FOR PROJECT GRANT APPLICATIONS COMING UP NEXT WEEK. JUNE 30TH AND THOSE WILL BE PRESENTED TO THE BOARD IN JULY. THE BALANCE IN THAT ALLOCATION FOR PROJECT GRANTS. THIS YEAR IS ABOUT 865. PLUS SO I KNOW OF THREE APPLICATIONS THAT ARE COMING IN BUT WILL PROVIDE A REPORT TO THE BOARD ON. JULY, 1ST AFTER WE KNOW AFTERWARDS THE APPLICATIONS COME IN ON THE 30TH. AND THANK.

SAID BIG THANKS TO BOARD MEMBERS WHO HAVE. HAVE BEEN SO GENEROUS WITH THEIR TIME AND SERVING ON THE SUBCOMMITTEE'S. IT'S BEEN A BUSY COUPLE OF MONTHS, AND I KNOW THAT IT'S.

NOT. IT'S NOT EASY TO MAKE TIME IN YOUR SCHEDULE FOR ALL THAT SEVERALLY APPRECIATE YOUR SUPPORT. AS YOU. I THANK YOU ALL FOR DONATING ABOVE AND BEYOND IN YOUR TIME. TWO

[Consider/Discuss a Status Update on Project #20-09 for the Rehabilitation and Revitalization of the Property Located at the Southeast Corner of Greenville and Dungan Streets to Create a World-Class Cultural and Entertainment Destination to Serve as a Catalyst for Economic Development East of Highway 5 in McKinney, Texas.]

REGULAR AGENDA ITEMS. 21 DAYS 0554 CONSIDER DISCUSS. STATUS UPDATE ON PROJECT 20 THAT SHE OR NOT FOR THE REHABILITATION AND REVITALIZATION. THE SOUTHEAST CORNER OF GREENVILLE AND BRENDAN STREETS TO CREATE A WORLD CLASS CULTURAL AND ENTERTAINMENT DESTINATION TO SERVE AS A CATALYST FOR ECONOMIC DEVELOPMENT, EAST OF FAR AWAY YEAH. KEITH LEWIS, OWNER AND FOUNDER OF TOUGHS BREWERY, APOLOGIZED FOR THE VOICE. I THINK THE PNC MEETING DID IT TO ME. UM I ALSO WANT TO LET EVERYBODY KNOW HOW MUCH I APPRECIATE YOU GUYS COMING TO

[00:35:04]

THE PNC MEETING. AND DAVID AND JACKIE FOR STANDING UP. AND, UH, YOU KNOW, EXPRESSING YOUR FEELINGS. THAT WAS GREAT. AND WE ALSO HAVE TO THANK THE GENTLEMAN FROM THE EAST SIDE OF MCKINNEY, WHO SPOKE ON OUR BEHALF. IT WAS VERY COLORFUL. WE'RE GLAD THAT HAPPENED. YES.

I GUESS I CAN DO THAT. ALL RIGHT. WE TALKED ABOUT THE PNC MEETING THAT WAS VERY, VERY IMPORTANT BECAUSE THAT WAS KIND OF THE FIRST STEP AND IN GETTING TO A SITE APPROVAL AND THEN MOVING ON TO CITY COUNCIL. AND THEN WITH THAT APPROVAL, IT GETS US TO WHAT I CALL DIGGING IN THE DIRT, WHICH I'M REALLY, REALLY EXCITED FOR. UM. SO WE'RE GETTING ALL THOSE THINGS SCHEDULED. UM WE DID WALK THE NEIGHBORHOODS, UM, ABOUT 23 WEEKS AGO AND JUST TO TALK TO RESIDENTS AND GET THEIR INPUT OF WHAT THEY THOUGHT. THEY'D LIKE TO SEE FROM THE FROM THE SITE AND ALSO WHAT THEY THOUGHT THEY MIGHT NOT LIKE TO SEE FROM THE SITE. AND UNFORTUNATELY OF THE SEVEN OR EIGHT HOUSES THAT WERE OVER THERE, WE WERE ONLY ABLE TO TALK TO ONE GENTLEMAN.

UM SO WHAT WE'RE GOING TO DO IS WE'RE GOING TO SCHEDULE A VISIT. WE'RE RIGHT. WE'RE GONNA INVITE RESIDENTS INTO THE FLOUR MILL, AND WE WILL HOLD THAT ON JULY. 8 AND REALLY GIVE A PRESENTATION ABOUT THE SITE AND TO REALLY GET SOME GOOD DIALOGUE. GOING, SO WE'RE WORKING ON THAT RIGHT NOW. THEN THE NEXT BULLET POINT REALLY IS. WE REALLY WANT TO GET. UM, THE GROUNDBREAKING UNDERWAY. WE DON'T WANT TO DO THE TYPICAL PILE OF DIRT WITH A SHOVEL. WE WANT TO REALLY HAVE A FUN ALMOST AS A BLOCK PARTY TO GET EVERYBODY IN THE COMMUNITY OUT THEN WE WILL INVITE. BUSINESS PARTNERS, INVESTORS, ALL OF YOU, UM TO GET REALLY KIND OF A.

THEN GOING SAYS THIS IS A VERY DIFFERENT PROJECTS. UM, WHERE THE OTHER POINTS IS THAT OUR GENERAL CONTRACTOR SPA GLASS THEY'VE COMMITTED BASED ON OUR TIMELINE TO BE MOBILIZED ON THE SITE IN AUGUST. UM. BUT WE HAD SOME INTERESTING THINGS THAT WERE THAT WERE GOING ON, UM.

WHERE WE ACTUALLY WENT ON A PROCESS WHERE WE WENT OUT WITH 50% CONSTRUCTION DOCUMENTS. UM OUT TO THE MARKET ON MAY 7TH TO GET PRICES BACK AND SPA GLASS COLLECTED. ALL THOSE PRICES CAME IN AND PRESENTED THOSE TO US. AND OUR JAW HIT THE TABLE. IT WAS EXTREMELY WELL OVER BUDGET. AND SO WE TALKED ABOUT WHAT? SOME OF THE IMPACTS OF THAT WERE, AND WE ALL AGREED TO BASICALLY GO OUT AND TO SAY WE JUST NEED TO HAVE A PLAN B. SO WHAT WE'RE GOING TO DO IS WE'RE GOING OUT WITH 95. PERMISSIBLE DOCUMENTS BECAUSE 50% JUST DIDN'T GIVE SUBCONTRACTORS ENOUGH CONFIDENCE THAT WE WERE READY TO GO. UM AND THERE WAS A LOT OF HOLES IN THERE, SO THEY DIDN'T REALLY KNOW WHAT THEY'RE BIDDING ON. SO EITHER THEY DIDN'T BID OR THEY BID REALLY, REALLY HOT. SO THAT WE DEFINITELY WANT TO FIX YOU CAN SEE ON MAY 7TH IS THAT RED ARROW AND THESE ARE COMMODITY PRICES FOR STEEL AND LABOR. SO WE WENT TO THE MARKET AT THE ABSOLUTE WORST TIME. SO THAT WAS WHY IF WE CAN RETOOL AND PULL BACK. LET THE MARKETHE SETTLE A LITTLE BIT AS YOU CAN SEE HOW IT'S COME DOWN. OBVIOUSLY LUMBER HAS COME DOWN SIGNIFICANTLY STEALS COME DOWN, BUT IT'S KIND OF LEVELED OFF A TAD. SO WE PROBABLY FROM THIS DATE HERE WOULD PROBABLY ANOTHER 2 TO 3 WEEKS. BEFORE WE CAN GET SOME PRETTY GOOD PRICES ARE GENERAL CONTRACTOR IS ALSO DOING THE TENNIS CENTER ON THE EAST SIDE OF TOWN, AND THEY ARE VERY ENCOURAGED WITH THE PRICES THEY GOT FOR THAT PROJECT. SO THEY WERE A LITTLE BIT LATER AND THEY DID HAVE 95% PERMISSIBLE DOCUMENTS ON THAT. SO WE HAVE HOPE. THIS KIND OF, I GUESS. ROUNDS OUT WHAT I JUST TALKED ABOUT. WE HAVE ALSO SPENT QUITE A BIT OF TIME IN GOING OVER A LIST OF WHAT WE'RE CALLING, YOU KNOW, ADD ALTERNATES BEING LATE TO VALUE ENGINEER THE SITE. UM. THERE ARE CERTAIN THINGS THAT YOU WENT INTO THE SITE WITH AND YOU THOUGHT THIS IS EXACTLY WHAT WE NEED TO DO. AND AFTER YOU REALLY GET SMACKED IN THE HEAD WITH A HUGE BUDGET. IT'S LIKE, WELL, WHY DO WE NEED TO DO? WHY DO WHY DO WE EVER THOUGHT WE NEEDED TO DO THIS? A GOOD EXAMPLE IS THE BUILDING ON THE BACK END AT THE EAVES IS 40 FT.

TALL. SO WE WENT BACK AND LOOKED AT EVERYTHING THAT'S GOING INTO THAT BUILDING AND WE DETERMINED ONLY NEED TO BE 32 FT. TALL. JUST KIND OF EMBARRASSING, YOU KNOW? SURE.

11 32 IN THE BEGINNING, BUT SO WE'VE MADE THAT CHANGE AS A HUGE COST IMPACT FROM THREE INCH WATER LINE TO A TWO INCH WATER LINE. I DIDN'T REALLY REALIZE THAT WHEN THEY SAID, DO YOU WANT A THREE INCH LINE? SURE. HAD NO IDEA COST 100 $50,000 FOR A THREE INCH WATER

[00:40:04]

LINE, SO. YOU CAN SEE THE OTHER THINGS THAT ARE ON HERE. WE PROBABLY HAVE A LIST OF. 25 ITEMS 25 TO 30 ITEMS SO WE'RE DIGGING INTO IT, AND WE'RE TRYING TO MAKE SURE THAT WE CAN GET THE SIDE UP AND MAINTAIN IT IN THE PROPER PROPER BUDGET. THIS JUST GIVES YOU AN IDEA.

THIS IS THE KIND OF THE GANT CHART TIMELINE FROM SPA GLASS. UM SO WE'RE HOPING WE GET YOU KNOW AND NOTICE TO PROCEED ON CONSTRUCTION ON AUGUST 10TH. THAT WAY. THEY'RE OUT ON THEM OUT ON THE SITE, AND THEY'RE TURNING DIRT GETTING FIRE LANES READY TO GO IN MORE SOME OF THE BASIC INFRASTRUCTURE. UM THE BREWERY BUILDING SUBSTANTIAL COMPLETION OF THAT. IS TARGETED FOR APRIL 1ST OF 2022 SO. BIG, YOU KNOW, KEEP YOUR FINGERS CROSSED ON THAT AND THEN SUBSTANTIAL COMPLETION OF THE ENTIRE SITE WOULD BE APRIL 21ST. WELL, THIS IS THE TIMELINE THAT WE'RE LOOKING AT RIGHT NOW. SPA GLASS HAS SAID THAT THEY'RE GOING TO GO TO THE MARKET WITH 95% CONSTRUCTION DOCUMENTS THAT CONDUIT OUR ARCHITECT WILL PROVIDE. WE WILL SIT DOWN ON THE 28TH, 29TH AND 30TH, AND WE'LL LOOK AT ALL THOSE DOCUMENTS AND TO SEE IF THERE'S ANY POTENTIAL CHANGES WE NEED, UM, GUARANTEED MAX PRICE ON THE PROJECT. SPA GLASSES COMMITTED TO SUBMIT THAT BACK ON JULY 19TH AND THEN UM, ONE THING WE REALLY HAVE TO DO IS THAT THE BREWERY BUILDING IS A PRE ENGINEERED MENTAL BUILDING. THAT'S ONE OF THE ISSUES FROM A PRICE STANDPOINT. IS GETTING THAT ORDERED SO WE CAN SECURE THE TIMELINE AND WE CAN SECURE THE PRICE ON THAT BUILDING THAT KIND OF STARTS THE PLOT. EQUIPMENT THOSE KIND OF THINGS ARE A LITTLE FURTHER OUT. SOME PRETTY PICTURES. WE'VE GOT SOME NEW RENDERINGS OF THE SITE AND YOU CAN SEE THE BREWERY BUILDING IN THE BACK HOW SIGNIFICANT THAT IS THAT WILL BE LOWERED BY ABOUT EIGHT FT. UM. ONE THING THAT WAS REAL SIGNIFICANT WAS THE. RIGHT.

HERE WAS THE STAGE. SO THAT WAS WHAT PN ZAPPROVED THAT WE CAN HAVE, UM, MUSIC ON THE STAGE.

UM BASICALLY WHEN WE HAVE AN EVENT ON SITE. THE OTHER THING IS SIGNIFICANT IS THERE'S MULTIPLE TIMES WHEN. WE GOT INPUT FROM THE CITY AND, UM TO ME, PROBABLY LACK OF KNOWLEDGE THAT IT REALLY UNDERSTAND WHAT SOME OF THE IMPACTS WERE ON CERTAIN THINGS. ONE OF IT WAS FIRE LANES. FIRE LANES WERE LIKE EVERYWHERE IT SEEMED LIKE AND THEY WERE REALLY BIG, AND THEY'RE WIDE 26 FT AND. THE FIRE, MARSHAL, UM, HAD A MEETING AND SAT DOWN AND HE SAID, WELL, WHAT WOULD YOU WHAT DO YOU REALLY WANT, AND WE KIND OF. CAME UP WITH WITH A DIFFERENT SOLUTION THAT DIDN'T IMPACT HIS ABILITY TO DO THE JOB BUT SIGNIFICANTLY REDUCE COSTS. WE THINK WE PULLED ALMOST $100,000 OUT BY. REDUCING THE WITS OF FIRE LINES IN CERTAIN PARTS, WHICH STILL ALLOWED THEM TO DO THEIR TO DO THEIR JOB. THE BUILDINGS LOOKING GOOD. UM AND WE'LL GO TO P. N Z FOR SITE APPROVAL IN ABOUT TWO WEEKS. I THINK THE JULY 4TH MEETING HAS MOVED BACK OR SOMETHING. SO WE'LL PICK WHATEVER THE NEXT ONE WE CAN GET IN. GET THAT APPROVED AND THEN TWO WEEKS LATER, WE GO FOR CITY COUNCIL APPROVAL. JUST AN OVERALL VIEW OF THE SITE, UM, COMING ALONG? REALLY, REALLY NICE. THIS OPEN AREA IN THE FRONT WILL BE KIND OF AN ART EXHIBIT. THIS IS THE TAP ROOM. THIS IS A BARREL AGE ROOM KITCHEN. EXCUSE ME. THIS IS THE PRIVATE DINING AND KITCHEN. THIS IS THE BARREL AGING ROOM.

THERE WAS THE STAGE. THIS IS OUR RETAIL SHOPS AND GRAIN BOONS AND THEN A REALLY GORGEOUS NICE. STATE OF THE ART REBUILDING. WE HAVE A LITTLE RENTABLE SPACE OVER HERE, WHICH WOULD BE REALLY NEAT KIDS PLAYGROUND, ADULT PLAYGROUND, AND THEN WE'RE CALLING THIS AREA OVER HERE KIND OF A BRO ZONE. WILL BE AWARE IF YOU WANT TO GET AWAY FROM THE KIDS. YOU JUST GO HANG OUT IN THAT SPOT, BUT OTHERWISE THERE'LL BE KIDS EVERYWHERE OUT HERE. AND THAT IS IT. ANY QUESTIONS? I HAVE A COUPLE COMMENTS. UM. I THINK YOU YOU BEGAN TO SAW SEE ON TUESDAY NIGHT AT PNC, UM, THE INTEREST AND EXCITEMENT ABOUT THIS PROJECT. I WAS THANKFUL FOR PNC FOR GIVING YOU THE FLEXIBILITY THAT WE THINK YOU DESERVE. I THOUGHT THAT WAS GOOD. ALSO I THINK WE OWE. THANKS TO PAUL FOR FACILITATING THE FIRE LANE CONVERSATION WITH FIRE MARSHALS. SO THANK YOU, PAUL FOR HELPING US WITH THAT, MAN. I JUST THINK YOU'RE DOING A GREAT JOB, AS I SAID ON TUESDAY, YOU'RE A GREAT PARTNER AND THANK YOU FOR CONTINUING TO DO WHAT YOU SAY YOU'RE GONNA DO APPRECIATE THAT. ONE OF THE FEARS THAT WE HAD WHEN WE STARTED. SAY ABOUT FOUR OR FIVE MONTHS AGO ON THE SUBCOMMITTEE WAS YOU WERE GOING TO FACE COST

[00:45:02]

PRESSURES. AND THAT YOU WERE GONNA CUT THE COMMUNITY PART LIKE RATHER THAN THE BREWERY PART? YEAH. WE'RE ALWAYS VERY I'M SORT OF TALKING TO THE REST OF THE BOARD. IT'S ALREADY. SO WE WERE ALWAYS FEARFUL THAT YOU'D SAY OKAY, WELL, WE GOT TO GET RID OF TWO MILLION WILL TAKE OUT THIS ENTERTAINMENT AREA MAKE THIS CHEAPER. AND THAT WAS NOT KNOWING YOU AS WELL AS WE KNOW NOW, THAT WAS CERTAINLY MY SUSPICIOUS. AND IT'S SO CLEAR THAT YOU UNDERSTAND. OUR INVOLVEMENT IN THE CITY'S INTEREST IS ALL IS IN THE ENTERTAINMENT AND THE FAMILY AND ALL THAT STUFF. WANTED TO SAY FOR EVERYBODY. YOU CLEARLY ARE. EVERY BIT OF A PROMISE IN THAT AREA. SET OUT TO A YEAR AGO. RIGHT GOOD. I APPRECIATE THAT. ONE OF THE THINGS ALL POINTED OUT IS THAT. WE TALK ABOUT CUTTING SOMETHING THIS. THE BREWERY BUILDING WAS ACTUALLY THIS BIG BEFORE IT TOOK ALL THAT SPACE AND. THIS IS THE MOST EXPENSIVE BUILDING ON THE SITE, SO THAT'S WHERE WE CAN GET THE BEST SAVINGS. SO WE HAVE. WOULDN'T SAY WE'VE GOT IT ON MIDDLE. MY MIDDLE SON WHO'S THE BREWER? THAT REALLY WILL OWN THAT BUILDING, HE SAYS.

YOU'RE GUTTING IT SO BUT I DON'T REALLY THINK WE ARE. AND THE NICE THING IS THAT WE CAN GET IN HERE. WE CAN BREW BEER. WE CAN HAVE THE DREAM REALIZED AND THEN OVER TIME IF WE NEED TO ADD ON THERE'S MULTIPLE PLACES THAT WE CAN. CONTINUE TO GROW THE SITE, BUT WE DID SOME CALCULATIONS ON BREWING BEER IN THE IN THIS SECTION OF THIS BUILDING, AND WE THINK WE CAN PROVE 50,000 BARRELS OF BEER THERE THAT WOULD PUT US THE NUMBER TWO BREWERY. IN THE STATE OF TEXAS. SO TODAY WE'RE THE NUMBER 10 BERRY AND WE ARE COMPLETELY CAPPED OUT. WE WILL BE GOING TO HOUSTON IN MARCH APRIL SO WE NEED THIS. BUILDING. MARCH APRIL, SO. AND IF I COULD JUST JUST, YOU KNOW, WATCHING THIS PROJECT UNFOLD OVER THE LAST MANY MONTHS HAS BEEN SO. ENLIGHTENING FOR ME AS AS PART OF SERVING ON ON THIS COMMITTEE, BUT ALSO JUST TO SEE THE LEVEL OF DETAIL AND COLLABORATION BETWEEN ALL PARTIES. IT IS AN AMAZING THING, AND I THINK SOMETHING THAT THE CITY. AND THE COMMUNITY SHOULD BE REALLY PROUD OF THE JUST THE LEVEL OF CARE THE LEVEL OF COMPLEXITY AND HOW ALL THE PIECES AND PARTS ARE FITTING TOGETHER. IT'S JUST A REMARKABLE REMARKABLE PROJECT AND. I AM NOT A BEER DRINKER, BUT I WILL HAVE TO BECOME ONE TO BE PART OF ALL THIS. I'VE GOT SHELTER SO AWESOME PROJECT. SO, UM, THANK YOU TO YOU, YOUR FAMILY YOUR SON'S BECAUSE IT HAS TAKEN.

GREAT PATIENTS, GREAT DELIBERATION AND JUST A LEVEL OF COOPERATION THAT I THINK THE COMMUNITY WILL REALLY COME TO EMBRACE. SO GREAT. THANK YOU. HAD MENTIONED CORPORATE FUNCTIONS DURING THE PNC. I'M EXCITED ABOUT THAT TO HAVE A PLACE A BAN PLACE IN MCKINNEY FOUR. RIGHT REALLY GREAT. BESIDES JUST PLAYING GOLF SINCE I DON'T PLAY GOLF AND YOGA FOR ALL. RIGHT. THAT WAS ONE OF THE THINGS THAT HAS BEEN EYE OPENING WHEN WE TALKED ABOUT MUSIC ON SITE, AND THEN YOU WHEN YOU GO OUT AND YOU MEET WITH PEOPLE THAT. HAVE MILLIONS OF DOLLARS WORTH OF STAGES IN INVENTORY THAT THEY ROLL OUT TO EVENTS. ONE OF THEIR INPUTS IS CORPORATE EVENTS IS YET I MEAN TOYOTA WILL SPEND A MILLION DOLLARS ON ONE NIGHT OF THAT, JUST TO TAKE CARE OF. YOU KNOW A HANDFUL OF PEOPLE. IT'S UNBELIEVABLE. SO WE NEED THAT.

THE ONE THING I'LL JUST, YOU KNOW, FROM MY VARIOUS CONVERSATIONS, I DO APPRECIATE YOU AND YOUR TEAMS. UM INTENTIONAL ENGAGEMENT. HAVE THOSE CONVERSATIONS MULTIPLE TIME AT INTO YOU KNOW? EAST MCKINNEY IN THE HEART OF. STRICT ONE I WOULD LIKE TO SAY IS THAT IT IS IMPORTANT THAT THE COMMUNITY. THIS IS RIGHT THERE PROJECT AND I JUST I APPRECIATE WHAT YOU'VE DONE. YOU AND YOUR TEAM AND GETTING THEM OUT AND GET ME GETTING INVOLVED WITH THE COMMUNITY. AND I JUST HOPE THAT THAT IS CONTINUOUS. THING THAT IS GOING ON, EVEN ONCE THE STRUCTURE IS THERE THAT IT CONTINUES TO BE COMMUNITY. YOU KNOW, OPPORTUNITY TO ENGAGE DOING DIFFERENT PROGRAMMING. CULTURAL EVENTS THAT WILL ENGAGE THE COMMUNITY THAT THEY WOULD FEEL THIS IS OUR. TUBS, RIGHT? I KNOW, I KNOW FINCH PART BECAUSE NICE BUT JUNETEENTH SHOULD BE HERE. OH WHAT. I AGREE WITH WHAT EVERYONE HAS SAID, AND I'M EXCITED TO THAT. WE HAVE, ESPECIALLY THOSE OF YOU. THE START ON THE SUBCOMMITTEE HAVE PUT SO MUCH TIME INTO. THIS. I ADMIT I WAS NERVOUS WHEN IT STARTED TO FEEL LIKE IT WAS

[00:50:02]

GETTING MORE COMPLICATED, BUT. I THINK THROUGH ALL OF THOSE EFFORTS, IT SEEMS LIKE IT'S ALL COME TOGETHER AND. AND I AM A BEER DRINKER. I'M SAYING THAT BECAUSE RICK KNOWS WHERE I MAY BE GOING WITH THIS. I'M ACTUALLY CURIOUS, THOUGH, BECAUSE YOU HAVE THE CAPACITY NOW TO PROVE MORE BEER. WILL YOU HAVE LIKE SOME OF YOUR SEASONAL THINGS MORE IN A REGULAR. I MEAN, YOU HAVE THE CAPACITY TO DO THAT, BECAUSE I KNOW YOU HAVE A LOT OF ROTATING BEER, SO I'M JUST CURIOUS WHAT THIS GIVES YOU THE CAPACITY TO DO. YEAH, SO RIGHT NOW, BUT LAST YEAR WE FINISHED AT 10,000 BARRELS OF BEER. THAT'S THE BENCHMARK SO. THE BIGGEST CRAFT IN TEXAS, WITH 65,000 BY SAINT ARNOLD. SO WITH BEING ABLE TO BREATHE 50,000 BARRELS OF BEER HERE, WE WILL HAVE. SIGNIFICANT CAPABILITY HERE. UM THE OTHER THING IS THAT THE BROOD HOUSE THAT WE'RE BUYING IS TWICE THE SIZE OF THE ONE WE HAVE. BUT IT ALSO WHICH IS GOING TO A 60 BARREL BREWHOUSE, BUT IT ALSO HAS A 15 BARREL PILOT SYSTEM. SO WE CAN DO SMALL, ONE OFF BATCHES OF BEER THAT, IN MOST CASES WILL ONLY BE AVAILABLE ON SITE. WE'LL HAVE A LOT OF CAPABILITY OF DOING THAT. WE ALL KNOW CELSER IS GOING CRAZY. YOU KNOW, IT'S THAT. GOING CRAZY FOR US AS WELL. UM. WE'RE LAUNCHING OUR TROPICAL VARIETY PACK HERE IN ANOTHER MONTH, SO.

WE WILL ONE OF THE THINGS I THINK THAT ALLOWED US TO BE SUCCESSFUL IS THAT WE HAVE A LOT OF VARIETY OF BEER WERE NOT JUST THREE OR FOUR CORE THINGS. WE DO A LOT OF STUFF. SOMETIMES I THINK WAY TOO MANY, BUT. WE WANT TO KEEP DOING THAT BECAUSE WE THINK THAT'S A PRETTY GOOD DIFFERENTIATOR AND THIS SITE WILL ALLOW US TO DO THAT. THE SITE WILL ALSO BE A FOOD GRADE FACILITY, SO IF WE OUGHT TO GET INTO NON ALCOHOLIC BEVERAGES, WE CAN DO THAT AS WELL. THAT IS ANOTHER. BOOMING TREND IS NON ALCOHOLIC BEER. SO ONE OF OUR INVESTORS HAS A AN INCREDIBLE PASSION FOR THAT, AND HE KEEPS SAYING, LET'S DO IT. LET'S DO IT AND I'M LIKE, OKAY, GIVE ME MONEY. GIVE ME MONEY. I THINK WE'LL GET THERE. RIGHT. THANK YOU. OKAY SO WE'RE ABOUT TO START OUR PROMOTIONAL GRANT. ITEMS AND I WANT TO REMIND EVERYONE THAT WE HAVE THREE MINUTE TIMER. THAT WILL BE RUNNING WE DO THAT ALSO SAID THAT. THERE'S PLENTY OF TIME FOR US TO ASK QUESTIONS. IF WE HAVE QUESTIONS, TOO. IT'S NOT JUST TO ONLY GIVE YOU THREE MINUTES, BUT IT ALLOWS THAT'S TO HAVE TIME TO ASK QUESTIONS. SO. FIRST OFFICE AT 21-555

[Consider/Discuss Promotional and Community Event Grant Application Submitted by Colorful Collaborations (PC 21-12) in the Amount of $14,475 for the Advertising, Marketing and Promotion of Día De Los Muertos Celebration.]

21 THAT SHE WROTE 556 CONSIDER DISCUSS PROMOTIONAL COMMUNITY EVENT GRANT APPLICATIONS, MICRO FULL COLLABORATIONS. PC 21 12. EMAIL. I SWEAR TOAST CELEBRATION. I SAID THAT, OKAY? IT TAKES A WHILE AND EVEN FOR MYSELF TO LEARN IT. LADIES AND GENTLEMEN, HONORED TO BE HERE.

MY NAME IS JASON HERNANDEZ OF THE LEGACY KEEPERS OF OTIS MCKINNEY. ALONG WITH A DECADE OF EACH AND EVERY DETAIL, AND I'M HERE ASKING TODAY FOR FINANCIAL SUPPORT FOR AN EVENT THAT WE ARE HAVING CALLED MCKINNEY'S THE OTHER LAWS MYRTLE CELEBRATION. THAT WILL BE HELD ON OCTOBER 16TH 2021 HERE AT GLEN MITCHELL'S MEMORIAL PARK. MCKINNEY'S DIA DE LOS MUERTOS EVENT ISN'T FURTHER INTO THE LEGACY KEEPERS MISSION TO DOCUMENT HONOR AND PROMOTE. THE HISTORIC LEGACIES OF MCKINNEY'S BLACK AND MEXICAN COMMUNITIES. BUT ALONG WITH THAT AS WELL, WE ALSO STARTED TO VENTURE IN NOT JUST HISTORY, BUT. CELEBRATIONS AND ALSO COMMUNITY ENGAGEMENT. SO WHAT IS THE ADULTS? MARTOS? IT IS A MEXICAN NATIONAL HOLIDAY THAT CELEBRATES THOSE WHO HAVE PASSED AS ONE OF THOSE WHO ARE LIVING, AND IT'S NOT ONLY CELEBRATED IN MEXICO BUT ALSO LATIN AMERICAN AND CENTRAL AMERICAN COUNTRIES. IT IS BELIEVED THAT DURING THIS TIME THE SOULS OF THOSE THAT HAVE PASSED. ARE ALLOWED BACK TO EARTH AND TO VISIT AND CELEBRATE WITH THEIR LOVED ONES. THERE IS A RECENT MOVIE THAT DID AN EXCELLENT JOB ON, UH, SHOWING HOW BEAUTIFUL THIS EVENT CAN BE THAT IT'S NOT ONE THIS GRAPHIC OR ANY CONNECTION TO HALLOWEEN, TOO, TO THAT EXTENT. WHAT DEAL? THOSE METAL IS NOT. OKAY. IT IS NOT HALLOWEEN, AND THERE IS NO CONNECTION THERE TO AND THIS IS

[00:55:07]

SOMETHING THAT WE WILL EDUCATE THE PUBLIC ABOUT DURING THIS EVENT DIDN'T HAVE DIDN'T HAVE A DAY OF THE DEAD FESTIVAL, WHICH INCORPORATES HALLOWEEN AND THE HARVEST. WHICH ULTIMATELY MAKES THEIR DAY THE DEAD EVENT. HAVE THAT FEELING OF A CARNIVAL HALLOWEEN HALLOWEEN TYPE SETTING. BE. ON THE OTHER HAND, WE WILL BE VERY DELIVERED AND MAKING SURE THIS EVENT WILL KEEP TRUE TO THE ELEMENTS OF ITS MEANING AND TO EDUCATE PEOPLE AS TO THE SIGNIFICANCE OF THE DAY OF THE DAY OF THE DEAD. YEAH. CELEBRATION AND HIS CONNECTION TO MEXICAN CULTURE.

GOING BACK. THE OTHER WAS MYRTLE CELEBRATION. OUR OBJECTIVES. OBVIOUSLY, ONE OF OUR KEY OBJECTIVES IS GOING TO BE TO EDUCATE PEOPLE OF THE OLD LEGACY OF THE LEGACY KEEPERS, BODIES, MCKINNEY AND WHAT WE HAVE DONE AND TO PRESENT OUR. THE INFORMATION THAT WE HAVE FOUND IN REGARDS TO MEXICAN HERITAGE HERE, MCKINNEY AND ALSO TO SHOW THE COMMUNITY HOW THEY CAN GET INVOLVED AS WELL. UH, AND WITH THAT. MYSELF I AM NOT A PARTIER, BUT I'VE GOT AN AMAZING TEAM AS YOU CAN SEE RIGHT HERE, AND ONE OF THOSE INDIVIDUALS IS WINDY KID WHO I WILL HANDY. PICK HER TO THANK YOU, JASON. WE. HAVE CREATED THESE BUDGETS, KEEPING IN MIND THAT WE ARE LAYING THE FOUNDATION FOR WHAT WE HOPE TO BECOME AN ANNUAL EVENT FOR THE CITY OF MCKINNEY. WE'VE BEEN VERY LIBERAL IN OUR ESTIMATES FOR OUR BUDGETS BECAUSE WE ARE LAYING THAT FOUNDATION. WE DO HAVE A LOT OF EXPENSES THAT WE NEED TO OUTLAY NOW, BUT WE HOPE TO DEFRAY THOSE IN THE YEARS TO COME. OF COURSE, WHEN WE'RE MEASURING THE SUCCESS OF THE EVENT, WE'RE LOOKING AT ATTENDANCE AS YOU PROBABLY REALIZE MOST OF THE DIA DE LOS MOTUS EVENTS OVER THE PAST YEAR WERE CANCELLED DUE TO COVID. SO UM, THE DALLAS AND DIDN'T FESTIVALS ARE THE MOST POPULAR IN DFW WITH OVER 10,000 ATTENDING THE DENTON FESTIVAL EACH YEAR. WE ARE HOPING TO BE THE FIRST ONE THIS YEAR BECAUSE THERE IS A SCHEDULED FOR OCTOBER 30TH SOMEWHERE OCTOBER 16TH. OF COURSE. OH WELL, THANK YOU FOR YOUR TIME AND CONSIDERATION BEFORE YOUR QUESTIONS. HOW MANY MORE SLIDES DO YOU HAVE? I MEAN, WE'RE NOT THAT STREET. THAT WAS IT. THAT WAS IT. WE GOT THERE. QUESTION OF THE 3 TO 5000. SO YOU JUST CAME UP WITH THAT, BASED ON THE. WE SPOKE WITH AMY WITH RIP MCKINNEY MAIN STREET AND ASKED HER WHAT SHE ESTIMATED AND BASED ON WHAT WE'VE SEEN WITH OTHER FESTIVALS. THAT'S HOW WE CAME UP WITH THAT. WHAT KIND OF VENDORS DO YOU EXPECT TO HAVE? THE MAJORITY OF THE VENDORS WILL BE, UH. FOR EXAMPLE, WE HAVE THE INDIVIDUAL FROM THE MCKINNEY'S MONARCH INITIATIVE BECAUSE THAT INITIATIVE IS TIED DIRECTLY TO THE OTHERNESS MARTOS IN MEXICO. THEY BELIEVE THAT WHEN THE MIGRATION HAPPENS FROM THE NORTH DOWN TO MEXICO, THAT THESE ARE THE LIVING SPIRITS OF THEIR LOVED ONES. BUT ALSO NOT JUST THAT, BUT THE, UH THE IMPORTANCE IS TO THE AS THEY HAVE TO OUR ECOSYSTEM WITHIN THE LAST I THINK TO TWO OR THREE YEARS, THE MONARCH POPULATION HAS BEEN REDUCED BY 90. SO NOT ONLY DO WE WANT TO TIE THAT INTO THE MCKINNEY'S MONARCH INITIATIVE WOULD ALSO GIVE THEM THE OPPORTUNITY TO EDUCATE THE PUBLIC ON HOW. THEY CAN GET INVOLVED IN, HOPEFULLY CHANGE THEIR HABITS, THEIR LIVING HABITS AND INCREASED THE MONARCH INITIATIVE. THE OTHER TOPS WILL BE ONE OF THE MAJOR SPONSORS OF THIS EVENT. THEY WILL HAVE THE OPPORTUNITY TO HAVE A BOOTH. AND EDUCATE THE PUBLIC. AS FAR AS WHAT TOUGH IS WHAT THEIR BENEFIT IS GOING TO BE TO THE EAST SIDE AND TO THEIR COMMUNITY. WE SEE THAT IS EXTREMELY IMPORTANT. THAT THAT THAT IS PART OF THIS, UH, THAT THAT IS PART OF THIS EVENT BECAUSE OF THE POPULATION THERE WILL PROBABLY MAJORITY WILL BE.

THERE WILL BE. HISPANICS THE OTHER VENDORS THAT I AM THAT WE WILL BE SEEKING WILL BE PEOPLE PRIMARILY WHO ARE HISPANIC BUSINESS OWNERS IN MCKINNEY SO THAT THEY CAN HAVE THE AVAILABILITY. AND THAT PLATFORM TO, UH. SHOW WHAT THEIR BUSINESSES ARE AND ADVERTISING MARKET BECAUSE AGAIN WE EXPECT BASED ON WHAT AMY ROSENTHAL SAID. SHE BELIEVES 3 TO 5000 PEOPLE WILL SHOW UP TO THIS EVENT IF MARKETED PROPERLY AS WELL. DENTON'S EVENT HAS ON THEIR WEBSITE. THEY SAY THAT THEY HAVE ON AVERAGE 10,000 PEOPLE ATTEND THE EVENT. IN THE FOOD TRUCKS ALSO BE GEARED TOWARDS THE HISPANIC COMMUNITY. YES UH, SO ONE OF THE ONE OF THE MAIN REASONS WE CHOSE THE OTHER MARTOS IS BECAUSE THAT IS NOT ONLY IS IT A MEXICAN NATIONAL HOLIDAY. BUT IT IS A HOLIDAY CELEBRATED BY OTHER CENTRAL AMERICAN AND LATIN AMERICAN COUNTRIES. OF COURSE, LEGACY KEEPERS. WE FOCUS ON THE MEXICAN HISTORY OF THE EAST SIDE, BUT THAT WE UNDERSTAND THAT NOW THE POPULATION IS NOT JUST CENTRALIZED ON BLACK.

WHITE AND MEXICAN THAT YOU HAVE OTHER HUGE POPULATIONS HERE, SO WE WERE MINDFUL OF THAT HAS TO SEE NOT TO HAVE A SINGLE THE MILE EVENT. WHICH IS KIND OF WHICH IS NOT EVEN NOT EVEN A HOLIDAY IN MEXICO. SO. WHAT WE WANT TO DO IS THERE WILL BE OTHER VENDORS THERE. WE ARE

[01:00:03]

EXPECTING TO HAVE A BOOTH FOR PUERTO RICANS. CUBANS DOMINICANS AND WE'RE SEEKING TO OTHER VENDORS SO THAT YOU CAN WALK TO THE BOOTH AND YOU CAN LEARN ABOUT THEIR CULTURE.

THEIR HISTORY WHAT THEY'RE DOING IN THE COMMUNITY, THE FOOD VENDORS WE ARE EXPECTING TO HAVE THREE OR FOUR DIFFERENT FOOD TRUCKS THERE, AND EACH ONE WILL BE SERVING. UH. SOME TYPE OF HISPANIC FOOD, BUT IT WILL BE DIFFERENT RIGHT WHETHER IT'S TEX MEX, MEXICAN, CUBAN COLOMBIAN, SO THAT'S WHAT WE WANT. WE WANT EVERYBODY TO COME HERE, TOO, AND NOT JUST SINGLE IT TOO. PEOPLE WHO ARE MEXICAN, BUT EVERY HISPANIC LATIN AMERICAN ETHNICITY, NATIONALITY. DID I MISS ON HERE EXACTLY WHERE IT'S GOING TO BE LOCATED. GLENN MITCHELL'S MEMORIAL PARK. WE'RE HERE IN THAT TIME. YES. DO EVERYTHING YOU CAN TO UTILIZE THE CITY MARKETING RESOURCES. THE MAIN STREET MARKETING RESOURCES, CROSS PROMOTION. UH, QUESTION FOR RYAN BACK THERE. UH, ONE OF THE ONE OF THE. THINGS ABOUT THESE KIOSKS THAT RYAN STARTED TO PUT IN ONE OF THE INITIAL INTENT WAS TO BE ABLE TO USE THE KIOSK TO PROMOTE. COMMUNITY EVENTS SUCH AS THIS ONE AND EVERYBODY ELSE PRESENTING HERE SO I WOULD FOLLOW UP WITH PARKS AND FIGURE OUT IF IT'S POSSIBLE AND WHAT THEY NEED TO DO THAT, AND I'M JUST SORT OF KIND OF REMINDING. OUR EXCEPT THAT ASPECT OF IT. IT'S NOT JUST ABOUT PROMOTING THE PARKS ABOUT PROMOTING THE EVENTS THAT WE SUPPORT. SO, UM. FOLLOW UP WITH HIM ON IT IS YOUR FIRST IN THE POOL, AND I'M ALSO TELL HIM I WON'T SAY THIS TO EVERYBODY PRESENTING, BUT I AM SAYING THIS TO EVERYBODY PRESENTING TO UTILIZE THAT CAPABILITY OF CROSS PROMOTION. YES. AND THURSDAY WE PLAN TO MEET WITH MCKINNEY MAIN STREET TO SEE IF WE CAN GET THEIR SUPPORT BEHIND THIS EVENT AS WELL, BECAUSE WE SEE THIS AS SOMETHING THAT WE WOULD DO ANNUALLY AND GROW AND EVENTUALLY. GROW. GLEN MITCHELL PARK TO WHERE? WHEN THE, UH CENTRAL PARK IS UPGRADED, REVITALIZE AND WITH CITY HALL, OTHER THAT WE WILL MOVE THIS EVENT TO THE EAST SIDE WHERE WE BELIEVE THAT IT SHOULD BE HELD UP. BASED ON THE HISTORY OF THE EAST SIDE, WHERE THEY USED TO HAVE EVENTS THERE WITH HOLY FAMILY, CHURCH AND HOLY FAMILY SCHOOL. BACK IN THE 19 FIFTIES SIXTIES, ALL THE WAY UP INTO THE 19 EIGHTIES. THEY'RE RIGHT BEHIND YOU, AND THEY'RE NODDING THEIR HEADS. THAT'S AWESOME. THINK THEY ARE. THANK YOU. X M 21 DAY, SHE WROTE BACK ABOUT

[Consider/Discuss Promotional and Community Event Grant Application Submitted by Crape Myrtle Trails Foundation (PC 21-13) in the Amount of $10,000 for the Advertising, Marketing and Promotion of the 2021 Crape Myrtle Trails Run and Festival.]

SEVEN CONSIDERED DISCUSSED PROMOTIONAL COMMUNITY THAT GRANT APPLICATIONS SUBMITTED ABOUT CREPE MYRTLE TRAILS FOUNDATION. PC 21-13. IN THE AMOUNT OF 10,000 OF ADVERTISING, MARKETING AND PROMOTION. CRAPE MYRTLE TRAILS RUN AND BEST. GOOD MORNING. UH, CRAIG MORAL. LET'S TAKE ALL OF YOU ARE FAMILIAR WITH THE CRIMINAL TRAILS. A FOUNDATION AND BOARD ARE SOLE REASON FOR EXISTING IS A PIECE IN THE PUZZLE OF MCKINNEY BEING THE BEST COMMUNITY IT CAN BE. AND WE WANT TO MOVE FROM BEING VERY GOOD TO GREAT. AND UH, I THINK IN EVERY ONE OF YOUR HEART SO YOU WOULDN'T BE SITTING HERE. TO BE GREAT. YOU HAVE TO HAVE A HEART AND A SOUL, AND THAT'S WHERE WE COME IN. BUT HONESTLY, WE'RE JUST A CONDUIT. FOR YOU.

THE BUSINESS COMMUNITY AND OTHERS WHO SPONSOR ARE RUN, WHICH IS OUR MAJOR EVENT. TWO.

LOVE ON THIS COMMUNITY. AS AN EXAMPLE. NOT US, BUT YOU GIVE LITTLE SARAH WHO WAS 10 YEARS OLD. LIVING WITH HER SINGLE MOM HAS NEVER BEEN ABLE TO GIVE HER MOTHER OF MOTHERS DAY PRESIDENT OTHER THAN AS THE DRAWING. SHE DID AT SCHOOL. SHE THIS YEAR SHE WENT HOME WITH A ONE GALLON CRAPE MYRTLE. PLANT LIKE 2100. OTHER FIFTH GRADERS DID. THAT'S A PART OF OUR CULTURE, AS IS OUR RUN. SUPPORTED BY YOU AND OUR BUSINESS COMMUNITY. SO. HEART AND SOUL. THANK YOU FOR BEING A PART OF THAT, BECAUSE WE DON'T EXIST WITHOUT YOU IN OUR BUSINESS COMMUNITY.

ACTUALLY THE RUNNERS PAY FOR THE BULK OF THE EXPENSES OF THE RUN. AND YOU ALL HELP WITH THE PROMOTIONAL THING, A GREAT DEAL AND THEN PRE EVENT PROMOTIONAL AND THEN THE REST OF THE PROPHETS FUND. OUR BUDGET, WHICH ALLOWS US TO LOVE ON OUR COMMUNITY AND ALSO BEAUTIFY OUR COMMUNITY. WHICH EVIDENTLY WE'RE DOING REASONABLY WELL, BECAUSE AS YOU KNOW, THE U. S CONGRESS HAS PROCLAIMED MCKINNEY, TEXAS AS THE CRAPE MYRTLE AMERICA'S CRAPE MYRTLE CITY. YOU'RE GONNA START SEEING EVIDENCE OF THAT CITY'S APPROVES FROM SIGNAGE. GOING TO GO FROM A FEW 100 PEOPLE KNOWING ABOUT THAT THOUSANDS OF PEOPLE KNOWING THAT THIS IS THE ONE CREPE MYRTLE CITY, SO WE'RE BEAUTIFYING AND WE'RE LOVING. THAT'S WHAT WE DO. AND WE LOVE

[01:05:06]

OUR VICE PRESIDENT, SUSAN SHUTTLEWORTH, WHO WILL TAKE US TO THE SLIDES. THE TIME WE HAVE LEFT. OKAY, THANK YOU FEEL WEAK, AND I'M JUST GOING TO GO THROUGH THESE REAL QUICKLY BECAUSE I KNOW EVERYBODY KNOWS ABOUT CRAPE MYRTLE. THAT'S OUR LIST OF. ITEMS THAT WE PLAN TO PROMOTE WITH AND OUR BUDGET ON THE NEXT PAGE. AND WE'VE ANSWERED ALL THE QUESTIONS THAT.

M. C. D. C HAS ASKED US TO ANSWER IN THERE SO YOU CAN LOOK AT THESE WHEN YOU WANT TO, OR AT YOUR LEISURE, BUT YOU'LL SEE IT ALL HERE. THE ONLY THING I DID WANT TO SAY FROM OUR RUN IN 19, OR IN 2020, IT WAS CANCELED DUE TO THE PANDEMIC. SO WE REALLY DIDN'T HAVE THAT INCOME BUT CRAPE MYRTLE TRAILS DID BECAUSE FEEL WEAK, MADE A MOTION THAT WE STILL DONATE TO THE CITIES THAT YEAR. OUR GRANT MONEY WHICH WE DID 4000. I BELIEVE SO. I'M REAL PROUD OF THAT FACT THAT WE DID THAT. BUT THIS IS A GREAT EVENT, AND I'LL PUT UP FOR QUESTIONS. JUST FLASH IT BACK TO BE WHAT WORKED AND WHAT DIDN'T WORK SLIDING. THAT'S ALWAYS A GOOD. SHE'S FLASHING BACK. WE'RE MAKING EVEN MORE EMPHASIS ON GETTING PEOPLE FROM OUT OF THE TOWN OUT OF THE COUNTY AND EVEN OUT OF THE STATE TO COME, AND THAT IS MOVING FORWARD QUITE WELL. WITH RADIO PROMOTION FROM K LINK, WHICH GOES ALL THE WAY UP INTO SOUTHERN OKLAHOMA. SO WE ARE COMMITTED TO GET BETTER AND BETTER AND BETTER AT THAT. BACK ON THE WHAT WORKED AND WHAT DIDN'T WORK. WAS THERE A QUESTION THERE ON THE SLIDE? IT'S JUST INTERESTING. I'VE NEVER SEEN THAT ONE BEFORE, AND I THINK IT'S INSTRUCTIVE AND YOU. COULDN'T READ IT QUITE THAT FAST SO WELL. I LIKED IT AND I REALLY DID OBJECTIVELY TRY TO SEE WHAT DIDN'T WORK BECAUSE I KNOW IT DOES HELP OTHER PEOPLE AND I REALLY COULDN'T FIND IT. 2019 WAS A HUGE YEAR FOR US. WE WILL. WE REALLY WENT OVER TO A LOT OF OUR MEASUREMENTS. SO WE'RE WE ARE REALLY PROUD OF THAT YEAR. HOW DO YOU KNOW THESE WORKERS DON'T WORK. HOW ARE YOU? MEASURING? WE HAVE A SURVEY WITTEN, WHICH IS IN OUR REGISTRATION WHEN PEOPLE SIGN UP THAT THEY CAN GO THROUGH AND CHECK IT WASN'T UM, REQUIRED QUESTION WHEN THEY REGISTERED AS A RUNNER, BUT WE THINK WE MIGHT MAKE IT THIS YEAR AS A REQUIRED QUESTION, AND WE ALSO HAVE PEOPLE THERE ON SITE. THEY'RE ASKING PEOPLE DOING SURVEYS AND. IT'S KIND OF AN OFFICIAL WE CLICK WITH COUNTER ON HOW MANY CARS ARE THERE IN THE PARKING LOT FOR OUR EVENT TO TRY TO MEASURE THE PEOPLE THAT ARE THERE FOR THE FREE EVENT, WHICH THERE ARE A LOT OF PEOPLE THAT COME TO THAT FREE EVENT. I MEAN, I'M ONE OF THEM. I LOOKED FOR FREE EVENTS ON THE WEEKEND. BECAUSE I REALLY CAN'T AFFORD TO DO SOME OF THE, UM THE OTHER ITEMS ARE OUT OF MY PRICE RANGE NOW. OTHER QUESTIONS. THOSE OF YOU HAVE BEEN THERE WORLD CLASS PETTING ZOO BOUNCE HOUSES. OUR SPONSORS ARE THERE FOR A MAKE A BIG CIRCLE THAT WE CALL MYRTLE VILLAGE AND THE SCHOOLS WHO GET THE MOST RUNNERS THERE. THERE. PRINCIPAL AND P COACH. GET TO KISS MYRTLE, THE PIG. LAST YEAR. MYRTLE PRIOR TO THE EVENT WAS 2019, THE LITTLE PIG PIGLETS.

NAME LIVE PIG. BY THE WAY, UH, WAS BACON THAT DAY. BACON WAS MYRTLE. SO WE PUT SOME WHIPPED CREAM ON THE COACHING PRINCIPLES FACE AND MYRTLE LICKS IT OFF, AND THE KIDS JUST LOVE IT. NOT TO MENTION. THE WHAT'S THAT DANCE? WE DO? CHICKEN DANCE, THE CHICKEN DANCE, AND WE'VE NOMINATED CINDY TO KIND OF LEAD THAT THIS YEAR. YEAH. OH, SORRY. I COULD.

YEAH. THANK YOU VERY MUCH QUESTIONS. OTHER QUESTIONS. THANKS, PHIL. STANDING OVATION.

HERE ARE SOME OF THE EXAMPLES OF THE PREVIOUS

KIND OF STATE OF THE INFRASTRUCTURE. OBVIOUSLY, THIS MAJOR CAPITAL IMPROVEMENT PROJECT WAS PLANNED PRIOR TO COVID COVID WAS EXTREMELY HARD ON OUR SMALL LOCAL ON, YOU KNOW, BUSINESSES AND WITH CLOSURES AND YOU KNOW WAS A DRAMATIC DROP IN FOOT TRAFFIC. AFTER THE SECOND REVIEW IN 2020, BY CITY COUNCIL AND STAFF, THEY MADE THE REALLY HARD DECISION TO PROCEED WITH THE CONSTRUCTION PHASE ONE STARTED ON WEST LOUISIANA WITH ABOUT 12 BUSINESSES. STARTED IN MAY 2020 AND FINISHED AND LOOKS LATE OCTOBER, INCLUDING THE CONSTRUCTION OF A VALET AND CONSTRUCTION PROCEEDED SMOOTHLY WITH LIMITED IMPACTS. MAIN STREET SUPPORT INCLUDED COPY OF THE CONTRACTOR BI WEEKLY MEETINGS, INCLUDING SUMMER VALET SERVICE TO RELOCATE THEM. I LACK. THE FINAL STREET IMPROVEMENTS HAVE BEEN REALLY WELL RECEIVED HERE. SOME OF THE. SO FACE TO STARTED IN JANUARY, 2021 WITH EXPECTED COMPLETION IN JULY. THIS SPACE HAS BEEN A LOT MORE COMPLEX WITH A LOT MORE DESTRUCTION AND SIGNIFICANT IMPACTS THE BUSINESSES. 30, PLUS BUSINESSES THERE. TAKE ANY MAIN STREET HAS CONTINUED WITH THE SUPPORT OF MERCHANTS THROUGH THE COPY WITH THE CONTRACTORS INCREASED. SIGN IT CONSTRUCTION COUPONS, THEIR COORDINATION. SOME OF THE EXAMPLES OF THE CONSTRUCTION PROCESS ARE HERE. YOU CAN SEE THE IMPACTS GO RIGHT UP TO THE BUSINESSES. UM. REQUESTING PROMOTIONAL FUNDS TO SUPPORT THE GRAND REOPENING OF THE OF AN EVENT AND PROMOTIONALTI CAMPAIGN FOR THE BUSINESSES AND HIGHLIGHTING THE DELIGHTING THE WIDER SIDEWALKS. THE CULTURAL DISTRICT AT VISITORS AND SHOPPERS AND INCREASE AWARENESS OF THE COMPLETED CONSTRUCTION.

THERE'S KIND OF A GENERAL MARKETING PLAN, INCLUDING BILLBOARD PRINT AND DIGITAL ADS. FOR US SUCCESS WILL BE MEASURED IN OVERALL TRAFFIC OF ATTENDEES FOR THE EVENT AS WELL AS GETTING OUT THE AWARENESS ABOUT THE COMPLETED CONSTRUCTION. WE'LL WORK WITH THE MERCHANTS IN THE BLOCK FOR INPUT AND FEEDBACK ON THE EVENT AS WELL AS THE ADVERTISING.

THANK YOU FOR YOUR TIME AND CONSIDERATION IS THAT IF YOU HAVE ANY QUESTIONS I'M HAPPY AGAIN. I HAVE A FEW. FIRST OF ALL WHAT TO SEE. I MEAN, COMMUNITY IMPACT MEDIUM. YEAH, OKAY. OKAY. COOL MAGAZINES, SO. FOR THIS EVENT. IT'S GOING TO BE ON A SPECIFIC DAY. ARE YOU GOING TO CLOSE THE STREET? YES. SO WE WE'VE HAD SOME INITIAL MEETINGS WITH THE MERCHANTS.

THEY'RE ALL POSITIVE. TO CLOSE DOWN THE STREETS SOMETIME IN LATE AUGUST, MENTALLY AUGUST FOR A BLOCK PARTY KIND OF REOPENING CELEBRATION. RIBBON CUTTING THAT SORT OF THING, SO YOU HAVEN'T SAID THE SPECIFIC DATE YET, BUT THAT'S KIND OF BASED ON CONSTRUCTION TIMELINES AND CORRECT YES, BUT IT'S GOING TO BE LATE AUGUST. YEAH. THE CONSTRUCTION COMPLETION WAS HOPEFULLY AT THE END OF JUNE. IT'S LOOKING LIKE IT'S A SUBSTANTIAL COMPLETION MORE MID JULY LATE JULY, SO. JUST A COMMENT. I THINK YOU'VE SET THE BAR FOR PRESENTATIONS HERE.

ANYBODY ELSE WHO'S FOLLOWING? THAT DOESN'T HAVE SOME SWEET HOUSE MUSIC PIECE OF THAT. YOU SHOULD JUST, UH, COME BACK NEXT TIME. YEAH SO THE GRAND REOPENING. UM IT WILL BE A BLOCK PARTY. WE'RE GOING TO CLOSE DOWN ALL OF EAST LOUISIANA WILL HAVE LIVE MUSIC OPPORTUNITY FOR THE. MERCHANTS TO COME OUT ON THE STREET. STAY OPEN LATE HIGHLIGHT THE NEW LIGHTING AND THE PEDESTRIAN KIND OF INFRASTRUCTURE THAT WE'RE ADDING. BUT YOU KNOW FOR US, WE WANTED TO BE A SHOWCASE FOR THE NEW CONSTRUCTION AND REALLY GET OUT THE MESSAGE AND THE CONSTRUCTION HAS BEEN GOING ON FOR ALMOST A FULL YEAR NOW. AND LETTING THE PUBLIC KNOW THAT DOWNTOWN IS STILL OPEN FOR BUSINESS. WE'VE HAD A LOT OF IMPACTS OF COVID. SO YOU KNOW, WE'RE VERY COGNIZANT OF OUR KIND OF IMAGE THAT KIND OF WHAT I WANTED TO GET TO THAT LAST LITTLE THING YOU SAID, YEAH, THIS IS THE FIRST TIME. I MARRIED YOU COME. I THINK YOU'RE COMING UP AGAIN. RIGHT? COME TO TWO DIFFERENT EVENTS. YEAH. WHAT'S THE THINKING BEHIND? YEAH. SO, UM, KIND OF THE BACKGROUND GOT KIND OF A LIMITED BUDGET. SURE ABSOLUTELY.

SO THIS IS A ONE TIME THING. THIS CONSTRUCTION HAS BEEN VERY IMPACTFUL FOR OUR DOWNTOWN. AND YOU KNOW THIS WOULD BE A ONE TIME REQUEST TO MITIGATE SOME OF THE IMPACTS OF THIS CONSTRUCTION. UM THAT HAS BEEN SIGNIFICANT, CLOSING DOWN ACCESS TO BUSINESSES AND.

ULTIMATELY YOU KNOW, WE SEE THIS AS, UM, AN INVESTMENT INTO KEEPING DOWNTOWN MCKINNEY IN

[01:15:02]

THE FOREFRONT OF EVERYBODY'S MINDS AND CONTINUING TO TELL PEOPLE WE'RE OPEN FOR BUSINESS.

COMING OFF. THE COVID WAS A REAL BIG CONSIDERATION FOR THIS REQUEST AS WELL AND THE IMPACTS THAT THAT'S HAD FOR OUR FOOT TRAFFIC IN DOWNTOWN AND OTHER THINGS LIKE THAT, SO SMALL BUSINESSES HAVE BEEN SLOWER TO REBOUND. THAN VIRTUALLY ANY OTHER OTHER ATTEMPT TYPE OF BUSINESSES. AND YOU KNOW, OUR MAKEUP IS 150 INDEPENDENT, SMALL BUSINESSES SO AND OUR ADVERTISING YES, IT'S GOING TO BE FOCUSED ON KIND OF THE LIGHT OF LOUISIANA ASPECT. IT WILL BE FOR ALL OF DOWNTOWN AS WELL. THERE'S NO WAY TO NOT. PARCEL THAT OUT, SO IT'LL BE A REALLY GOOD WAY TO HIGHLIGHT SAYING WE'RE DONE WITH ALL THE CONSTRUCTION SO HOPING THAT MESSAGE MHM. YES. YEAH, ABSOLUTELY. PELED MIGHT GET CONFUSED BECAUSE YOU KIND OF HAVE LIGHTS. I BELIEVE WAS THAT YES, THERE IS A SPEECH TURN. YEAH. THIS EVENT REALLY? MAYBE MAKE SURE WE REACH OUT TO THOSE WHO MAYBE HAVE BEEN AVOIDING. AREA TO MAKE SURE THAT THEY KNOW THAT NO NEED TO AVOID ANY MORE. THERE'S NO MORE CONSTRUCT. ABSOLUTELY. JUST IN THE INTEREST OF FULL DISCLOSURE, SO WE'RE ALL ABOVE BOARD HERE. I JUST WANT TO HIGHLIGHT. I THINK YOU HAVE SOME PERSONAL ASSOCIATIONS WITH BUSINESS ON LOUISIANA. CORRECT AND AMY WAS GOING TO MAKE THIS PRESENTATION, BUT SHE WASN'T ABLE TO WRITE. OKAY, AWESOME. JUST WANT EVERYBODY TO KNOW THAT. OTHER QUESTIONS. I'M 21 ACTUALLY WROTE, 559 CONSIDER DISCUSS

[Consider/Discuss Promotional and Community Event Grant Application Submitted by McKinney ISD Athletics Department (PC 21-15) in the Amount of $15,000 for the Advertising, Marketing and Promotion of the 2021 NCAA Division II Championship Football Game.]

PROMOTIONAL AND COMMUNITY EVENT GRANT APPLICATIONS SUBMITTED BY MCKINNEY ISD ATHLETICS DEPARTMENT. PC 21-15 IN THE AMOUNT OF $15,000 FOR THE ADVERTISING, MARKETING AND PROMOTION IN 2021 N. C. DOUBLE A DIVISION TWO CHAMPIONSHIP. GOOD MORNING, MADAM PRESIDENT, MADAM CHAIR AND M. CDC BOARD MEMBERS. I'M IN DEBATE. OH I AM THE MARKETING CHAIR OF THE D TWO MCKINNEY COMMITTEE. AND WE ARE THRILLED TO ONCE AGAIN BE ABLE TO HOST THE N C. DOUBLE A DIVISION TWO NATIONAL FOOTBALL CHAMPIONSHIP ON DECEMBER 18TH. THIS IS A HUGE COLLABORATIVE EFFORT, AS YOU ARE PROBABLY WELL AWARE BETWEEN THE CITY OF MCKINNEY MCKINNEY ICE D, THE COMMUNITY NC, DOUBLE A THE LONE STAR CONFERENCE IN MCKINNEY CONVENTION AND VISITORS BUREAU.

OUR GOAL OBVIOUSLY IS TO DRIVE ECONOMIC IMPACT INTO OUR CITY THROUGH TOURISM. AND PART OF THAT IS UTILIZING ACCOMPANYING EVENTS. I'VE SHOWN SOME PICTURES FROM OUR PAST EVENTS IN 2019. ARE AT THE N C DOUBLE A CHAMPIONSHIP WAS CANCELLED IN 2020. SO THEY SOAR SOME OF THE EVENTS THAT WE ARE PLANNING. THIS SHOULD SAY 2021 MARKETING GOALS. TO ATTRACT MORE VISITORS TO OUR CITY. INCREASED NUMBER OF OVERNIGHT STAYS. THESE ARE SOME OF OUR SAMPLE ADS FROM 2019. WE USE A LOT OF DIGITAL'S SOME PRINT, AND I'M SEEING THAT. THIS WAS SUPPOSED TO BE VIDEO AND LOWER LEFT THESE WORDS. SO NOT SURE. HAVE IT? YEAH DID THAT NOT COME UP? ALREADY SORRY ABOUT THAT. SEE, I DID HAVE I ACTUALLY HAVE A HUGE VIDEO IN THERE? UM THIS IS JUST AN EXAMPLE OF SOME OF OUR SOCIAL MEDIA ADS ON FACEBOOK. THAT WE PLACE FOR FAN FEST. AND I JUST WANT TO SAY AS WE'RE TALKING ABOUT. SOME OF THE ACCOMPANYING EVENTS ARE FAN FEST THAT WE'RE HAVING AT TUFTS AGAIN THIS YEAR. AS SOMEONE WHO'S ENGAGED FROM THE COMMUNITY. I'M BRINGING A LOT OF EVENTS TO OUR COMMUNITY. TOUCH HAS BEEN A MAJOR PLAYER IN THOSE DECISION MAKING CELL. I APPLAUD WHERE WE'RE GOING WITH THAT AND VERY MUCH AS A CITIZEN, AS WELL AS AN ENGAGED COMMUNITY MEMBER LOOK FORWARD TO WHERE WE'RE GOING. YEAH. WHERE HE'S GOING WITH HIS COMPANY. THIS IS MORE EXAMPLE OF OUR FACEBOOK TWITTER INSTAGRAM. ADDS THAT WE PLACED THIS WAS JUST AN ECONOMIC IMPACT COMPARISON IN 2018. WE HAD VERY LITTLE MARKETING FUNDING AND WE LITERALLY HAD NINE WEEKS TO PULL OFF THIS EVENT BECAUSE WE DIDN'T KNOW WE WERE GET AWARDED IT UNTIL OCTOBER. THE BIG DIFFERENCE I WOULD LIKE TO POINT OUT HERE IS IN THE HOTEL ROOMS OF 20 18/20 19, AND THAT IS AN ENORMOUS PART OF OUR GOAL. WE ALSO LOST ABOUT $30,000 IN REVENUE TO ALAN IN HOTEL REVENUE. OBVIOUSLY, WE DON'T HAVE THE

[01:20:04]

FULL SERVICE. UM HOTEL SELECTIONS. YOU CAN READ THIS. THESE ARE SOME OF THE COMMENTS FROM LOCAL BUSINESSES ON ECONOMIC IMPACT. FOR EXAMPLE, LOCAL YOKEL OWNER HAMILTON SAID HE DIDN'T SEE ANY IMPACT IN 2018. BUT IN 2019, THEY HAD AT LEAST 150 GUESTS. AND MANY VISITORS TO THE RESTAURANT AND BUTCHER SHOP. WE HAD A COMMENT FROM TUFTS AS WELL. THIS WAS MY BIG VIDEO. SORRY DIDN'T COME THROUGH. THIS IS PROBABLY THE MOST IMPORTANT SLIDE FOR YOU ALL ARE MARKETING EXPENSIVE REQUEST FROM M. M C. D. C WOULD COVER ABOUT 75% OF OUR MARKETING. OUR DIGITAL MARKETING AND MR GLUE, YOU MIGHT BE EXCITED TO HEAR THIS.

WE HAVE. JUST DISCOVERED AN APP THAT WE CAN UTILIZE. IT'S ALREADY BEING UTILIZED FOR A NUMBER OF N C. DOUBLE A CHAMPIONSHIPS, WHICH WOULD HELP PEOPLE FIND WHICH GATE TO GO TO BUY TICKETS CONNECTED TO, UH CVB. AND OUR CITY. WE WILL COLLABORATE WITH D TWO FOOTBALL AND UTILIZE OUR DIGITAL DIGITAL CHANNELS. THIS YEAR. WE'RE GOING TO TRY SOME RADIO, PRINT AND A BILLBOARD WHICH WE HAVE NEVER DONE BEFORE AND DO SOME ADDITIONAL WEBSITE. UPDATES. SO WE LOOK FORWARD TO DECEMBER 18TH 2021. WE'RE HOPING TO SEE A HUGE AMOUNT. HUGE NUMBER OF PEOPLE HERE IN MCKINNEY, TEXAS. ANY QUESTIONS? I'M CURIOUS ABOUT SOMETHING THAT'S MAYBE NOT SOMETHING YOU CAN ANSWER. BUT SINCE 2019. DON'T WE HAVE? UM, PAUL? MAYBE YOU KNOW THIS DON'T HAVE QUITE A FEW NEW HOTELS THAT HAVE POPPED UP. LIKE THE TWO ON 1 21. AND I DON'T KNOW HOW NEW THE ONES ARE OVER AT ELDORADO AND 75, BUT I'M CURIOUS WHEN YOU SEE THE GROWTH FROM 2018 TO 19. WHILE WE DON'T HAVE ALL OF THE FULL SERVICE THAT ARE SISTER CITIES MAY HAVE. I'M CURIOUS HOW MUCH MORE WE COULD POSSIBLY GET IN THOSE, UM, I AND DD YOU MIGHT BE ABLE TO ANSWER THAT MORE. WE DEFINITELY FELT THAT IMPACT. THE PROBLEM IS WE DON'T HAVE THE FULL SERVICE HOTELS, WHICH SHE ADDRESSED BEFORE. THAT'S EXACTLY WHAT THE PROBLEM IS. SO WE PARTNER WITH ALAN BECAUSE WE ONLY HAVE ONE FULL SERVICE HOTEL, WHICH IS THE SHERATON.

SO THAT'S WHAT WE'RE LACKING IS THE SECOND FULL SERVICE HOTEL TO BE ABLE TO HOUSE THE SECOND TEAM. UH HUH. OKAY. I DON'T EVEN THINK ABOUT THE TEAM. YEAH, THE TEAMS LIKE TO BE ABLE TO HAVE THE USE OF CONFERENCE ROOMS AND NO TEAM BREAKOUT ROOMS AND ALL THOSE THINGS THAT WE CANNOT. WE ONLY HAVE THE SHERATON THAT CAN ACCOMMODATE THAT. PRESIDENT LEE. SO BUILD US ANOTHER HOTEL, WHICH YOU SO. I GUESS THEY LIKE TO HAVE IT IN THE FACILITIES. YES. YES. SO THEY DON'T HAVE TO GET ON. I MEAN, THEY DO THE TEAM FROM THE STATE AND ALAN LAST TIME THEY DID GET ON THEIR BUS AND THEY CAME UP HERE FOR PRACTICE AND THEY WENT TO THE RESTAURANTS UP ON 3 80 WENT TO HUTCHINS AND. SO DEFINITELY THERE HERE AND UTILIZING, YOU KNOW OUR LOCAL SERVICES ARE ABLE TO USE THE CONFERENCE AREAS WITHIN THE STADIUM. YES. WELL, THEY'RE ALL SET UP AND ESTABLISHED AND SEE DOUBLE EIGHT NEEDS SOME OF THAT ESPN NEEDS SOME OF THAT, SO IT'S A LITTLE CHALLENGING. I KNOW WE HAVE THE CONFERENCE CENTER AT COLLIN COLLEGE, RIGHT? WE? YEAH. WE LOOKED AT BEING ABLE TO USE THAT AT ALL OR IT'S JUST THEY NEED THEY.

THEY JUST LIKE TO BE ON SITE WHERE THEY ARE THE KIDS GET UP. AND THE PLAYERS GET UP. THEY GO TO PRACTICE. THEY HAVE THEIR BREAKOUT ROOMS, THEY WATCH FILM. AND THAT WAY THEY CAN HAVE IT SET UP FOR THE THREE DAYS THAT THEY'RE HERE OR SOMETIMES BEFORE. KIND OF A TRICKY MARKETING QUESTION FOR YOU AND PAUL. YEAH. THIS EVENT. LIKE BYRON NELSON. AND IT IS.

IT'S AN OPPORTUNITY FOR LIKE NATIONAL EXPOSURE AND PUTTING THE KINNEY ON THE MAP. LIKE SO IT. OFFENSE TO A LOT OF THE OTHER EVENTS HERE, BUT THIS IS A. KIND OF DIFFERENT RIGHT. THE OTHERS ARE LOCAL OR RELATIVELY LOCAL. SO WHAT'S THE FULL COURT PRESS? MEANT THAT WE ARE ALLOWED TO DO WITHIN CITY MCKINNEY MARKETING EVERY MARKETING RESOURCE. THAT. IS FUNDED BY THE CITY OF MCKINNEY. TAXPAYERS EITHER THROUGH PEOPLE LIKE US OR THROUGH. WHATEVER WE PAY OUR TAXES FOR TO PUT MCKINNEY ON THE MAP. AND THAT'S KIND OF A CHALLENGING QUESTION.

AND I JUST WANT TO KNOW HOW THAT WORKS BECAUSE I'VE BEEN TO THE EVENT I'VE BEEN I WENT TO BOTH EVENTS. OKAY? AND I LOVED IT. I LOVED FOOTBALL, BUT I MEAN, I'M NOT EVEN BORN IN

[01:25:06]

TEXAS AND I'M. I'M THERE. AND YET I'M SURPRISED AT THE TWO EVENTS. I WENT TO THAT IT WAS VERY SUCCESSFUL AND. LOT OF EMPTY SEATS STILL, AND NOT VERY MANY PEOPLE FROM MCKINNEY THERE THAT'S THE QUESTIONS. YEAH, AND DID SORT OF PIGGYBACK ON THAT. THINK WE SHARE SOME MARKETING? UM. SENSIBILITIES BUT I WAS JUST REALLY CURIOUS ON YOUR PRINT ADVERTISING BECAUSE YOU ADDED THAT AND IS THAT AIMED PRIMARILY AS IT OUT OF STATE SORT OF INITIATIVE, OR IS THAT.

FOR LEADERSHIP AND GETTING ATTENDANCE MORE IN THE COLLIN COUNTY AREA THROUGH LIKE IMPACT MAGAZINE OR SOMETHING LIKE THAT THIS YEAR, WE'RE LOOKING AT MORE LOCAL WITHIN A 300 TO 500 MILE RADIUS BECAUSE, YOU KNOW WE ARE AWARE THAT COVID MACE, COME BACK. IN SOME SHAPE OR FORM. WE ALSO THINK THAT, UM, THERE IS OPPORTUNITY, RIGHT? RIGHT IN OUR OWN CITY, AND WE PARTNER WITH ISD, FOR EXAMPLE, AND THEY DO PROMOTE THIS AS WELL. WE PART WE DO PARTNER WITH THE CITY. UM THEY HELP US WITH THE MARKETING. AS A MATTER OF FACT, SOME OF THE PRINT THAT COST US FOR COMMUNITY IMPACT SPECIFICALLY SO WE CAN DO A BIG SPREAD. AND HOPEFULLY WE'LL BE ABLE TO USE THE CITY'S RATE. YOU KNOW, I'M SURE THEY WILL SO. UM, THAT'S WHAT WE PLANNED ON.

AND SO YES, WE'RE LOOKING AT EVERY OPPORTUNITY THAT WE CAN TO LEVERAGE THE MARKETING DOLLARS TO THE THEY'RE LIKE A REMINDER ON THE INSIDE A TOURNAMENT STARTING NOW, EVERY WEEK, YOU KNOW, ON SOCIAL, ALL OF THE SOCIAL MEDIA VEHICLES, EVERYTHING AND IT'S ON THERE.

YET WE HAVE A THIS ACTUALLY, GRAPHIC IS ON OUR FACEBOOK PAGE. I APOLOGIZE IF I'M BEING VERY AGGRESSIVE WITH THE QUESTION, BUT I JUST THINK THAT THERE IS SUCH AN OPPORTUNITY. AND IF WE.

I FEAR THAT IF WE DON'T GET THAT STADIUM MORE FULL THAT THEY'LL MOVE ON. I KNOW THAT YOU'RE GONNA TELL ME THEY'RE VERY HAPPY WITH IT. THEY'RE VERY HAPPY WITH IT. WHEN YOU SAY, WOULD YOU LIKE TO ADDRESS IN THE CAR? I'M JUST GONNA LEAVE YOU OUT HERE HANGING, UH, SO NO. THE STADIUM. THE MADE IT VERY CLEAR TO US. THEY DON'T MEASURE SUCCESS BY FULL STADIUMS BECAUSE IT'S NOT A FUNCTION OF THEY HAVE TEAMS THAT MIGHT BE FROM OTHER PARTS OF THE COUNTRY THERE THAT THEY KNOW THEY'RE NOT FILLING THE STADIUM. LOCAL RESIDENTS ARE GOING TO WATCH A D TO TATE HIM THAT READILY WHEN IT'S IN THE MIDDLE OF HIGH SCHOOL FOOTBALL PLAYOFFS. NOW, IF YOU WANT TO GO THERE FOOTBALL STADIUM AND SEE IT FULL. GO SEE THE HIGH SCHOOL FOOTBALL PLAYOFFS THAT WE HOSTED WHEN SOUTH LAKE PLAYED DUNCANVILLE. IT WAS FOUR. BECAUSE PEOPLE HAD AN INTEREST. THEY HAD A TIE TO IT WHEN WE HAD, WAS IT, UM, FLORIDA? WE HAD THE TEAM FROM FLORIDA AND MINNESOTA AND MINNESOTA. ACTUALLY YOU COULDN'T GET FURTHER AWAY AND WE STILL HAVE THE FRIENDS AND FAMILY FROM THE PLAYERS COME, BUT THE N C DOUBLE A MADE IT VERY CLEAR TO US. THE MEASURE OF SUCCESS AS THE PLAYER EXPERIENCE. IN THE FAN EXPERIENCE FOR THAT MATTER, AND THEY THEY LOVED IT. THEY LOVED WHAT WE DID. THEY LOVE WHAT MCKINNEY HAD TO OFFER. WE CERTAINLY PUT OUT LOTS OF REMINDERS THROUGH OUR SOCIAL MEDIA. HOW MANY REMINDERS CAN PEOPLE BE GETTING EVERY DAY WE GET REMINDERS ALL THE TIME AND PEOPLE TUNE IT OUT. AND THEN THEY FORGET UNTIL THE DAY LIKE I DO, AND THEN THE DAY OF AND THEN I'LL GET A REMINDER OF. SO G. THIS IS TOMORROW. UM SO WE DO WE SEND LOTS OF REMINDERS OUT LOTS OF INFORMATION. WE'RE ALWAYS EXPLORING NEW WAYS.

THERE'S. THE GOOD NEWS IS WITH SOCIAL MEDIA WITH APPS. THERE'S LOTS OF RELATIVELY INEXPENSIVE WAYS TO KEEP PUSHING THE MESSAGE OUT. BUT I WOULD JUST CAUTION DON'T MEASURE SUCCESS OF A D TWO EVENT BY THE FULL STADIUM. BECAUSE THAT'S NOT YOU WANT TO INSTALL THE WAY MEASURES SUCCESS? IT'S GREAT. IT'S GRAVY. IF THEY CAN GET TEAMS IN THIS AREA WHEN A AND M COMMERCE PLAYED IN THE NATIONAL CHAMPIONSHIP GAME A FEW YEARS AGO, IT WASN'T HERE. IT WAS BEFORE WE HOSTED IT. WAS. I THINK THAT WAS IN KANSAS CITY, BUT I MEAN, THEY WOULD. THEY WOULD HAVE A LOT OF PEOPLE. UM SO WE'RE SOMEWHAT BEHOLDEN TO THE GEOGRAPHIC CONSTRAINTS AS WELL. SO WE NEED TO ROOT FOR A AND M OR A M COMMERCE. I MEAN, OR, YOU KNOW SOME OF THOSE TEAMS, BUT JUST TO REITERATE WHAT MR GRAHAM SAID. HAS MET WITH US AFTER EVERY EVENT, AND THEY ARE. THEY MOVED IT HERE FOR ONE REASON IN THE BEGINNING BECAUSE WE'RE CENTRALLY LOCATED.

AND OF COURSE, THEY HAVE TEAMS ALL ACROSS THE COUNTRY, AND IT'S EASY TO GET TO DFW. WE WOULD EVENTUALLY LIKE TO BE ABLE TO LAND THEM HERE IN OUR OWN AIRPORT. SO THAT IS ONE OF THE GOALS. HOPEFULLY, WE'LL GET THERE AT SOME POINT, BUT THEY ARE EXTREMELY HAPPY IF WE CAN PAT OURSELVES ON THE BACK A LITTLE BIT. OUR COMMITTEE IS VERY EFFECTIVE. REALLY HAS THIS EVENT DOWN TO A SCIENCE AND THEY ARE VERY PLEASED WITH WHAT WE ARE ABLE TO PROVIDE FOR A

[01:30:02]

PLAYERS. IT'S A HUGELY SUCCESSFUL EXPERIENCE ONCE THIS IS ONLY OBVIOUSLY THE THIRD TIME WE'VE DONE THIS. ONCE WE GET THIS ALL DOWN TO A SCIENCE THAN WHAT WE'D LIKE TO DO IS ADD SOME OTHER EVENTS ONTO IT, LIKE THIS YEAR WILL BE DOING THE TOUR SHOPPING TOUR IN OUR DOWNTOWN MCKINNEY AND WE HOPE TO GROW THAT. WE'RE ALSO WORKING WITH THE RESTAURANT ASSOCIATION HERE LOCALLY TO TRY TO GET THE RESTAURANTS MORE INVOLVED IN THE TACOS, TEQUILA AND SERVICE TO SO WE'VE GOT BETTER CONTEXT. THEY'RE BETTER ORGANIZED NOW. SO EACH YEAR WE DO IT. I JUST WANT TO ADD, JUST LIKE THE BYRON WAS DISPLAYED. YOU KNOW, ALL OVER TV. THAT'S EXACTLY WHAT THE CIA DOES FOR HING THAT WE COULD EVER EVEN PAY FOR, YOU KNOW? SO JUST. EXACT POINT. ANYTHING ELSE? GOT ONE THING THAT COME BESIDE. THIS YEAR. WE'VE SEEN THE N C DOUBLE A PULL CHAMPIONSHIPS OUT OF STATES THAT PASS DIFFERENT TYPES OF LEGISLATION. I THINK WE DODGED A BULLET THIS YEAR, BUT WE'VE GOT A SPECIAL SESSION COMING UP. AND WE DON'T KNOW WHAT'S GOING TO BE ON THAT CALL. NO, WE DON'T. HAVE YOU ALL HAD CONVERSATIONS WITH INTO BLAH? ABOUT WHAT MIGHT HAPPEN IF SOMETHING LIKE THAT. UM, WE HAVE NOT. AT PRESENT. THEY ARE RIGHT NOW. THE GENTLEMAN WHO WILL OVERSEE THIS FUNCTION.

THIS EVENT IS CURRENTLY DEEPLY INVOLVED IN THE BASEBALL WORLD SERIES UNTIL SOMETIME IN JULY.

SO WE HAVE NOT HAD THOSE CONVERSATIONS. I DON'T SEE THAT HAPPENING BECAUSE. WELL, I SHOULDN'T EVEN COMMENT ON THAT. THEY'VE BEEN SO HAPPY WITH OUR ORGANIZATION AND THE WAY WE ARE ABLE TO PRODUCE THIS EVENT. I JUST DON'T KNOW THAT THAT WOULD BE A MAJOR PROBLEM. BUT WHO KNOWS? LET'S WRITE OUR LEGISLATORS. SAVE OUR BEDS. YEAH. RIGHT? AND MORE. YEAH, IT'S COMPLICATED. BUT THOSE ARE THAT'S OUT OF OUR CONTROL, OBVIOUSLY, AND SO, YOU KNOW THE END WITH THEIR DIVISION ONE ATHLETICS, THAT'S MUCH MORE HIGHLY VISIBLE SO. WE HAVE HAD SOME IN HOUSE DISCUSSION ABOUT THAT WERE CERTAINLY AWARE AND WE'RE ASSUMING THAT. DIVISION TWO IS NOT AS HIGH ON THE RADAR, SO HOPEFULLY IT WON'T BE AS AFFECTED. SHOULD THAT HAPPEN? I THOUGHT IT WAS AWESOME BY THE WAY, AND I WANTED AT LEAST ENCOURAGE YOU GET SIX MORE TICKETS SOMETIMES TOO TO THIS EVENT. SEE HOPE THAT ANYTHING THAT I KNOW THANKS. IT'S REALLY FINE. MHM. YES, I WILL. YEAH. 21 0560 CONSIDERED DISCUSSED PROMOTIONAL AND COMMUNITY EVENT

TO THE OTHER ONE. THEY PROBABLY WOULD. BUT SO I KNOW IN THE PAST. AND I CAN'T REMEMBER EXACTLY, BUT I THINK DIDN'T YOU HAVE TO DO A TIME THIS THIS TIME? MHM. WHAT DID THEY DO TO COVID? WAS IT MORE SO BECAUSE OF COLD? YES MAN. YEAH, THAT WAS DUE TO COVID RESTRICTIONS.

WE WERE NOT PLANNING. YEAH THESE ARE THIS IS GOING TO BE OPEN CAN BE THERE FROM 12 TO 7.

YES, MA'AM. WE'RE STILL WE STILL HAVE THE TIME FRAMES THROUGH THROUGH SUMMER AT THE REMAINING SEVEN STROLL SERIES EVENTS. BUT THEN ONCE WE GET INTO FALL, WE FEEL LIKE ALL RESTRICTIONS CAN BE CAN BE LIFTED FROM PEOPLE CAN ATTEND A FESTIVAL AS THEY NORMALLY WOULD HAVE. HAVE SOME ADDITIONAL QUESTIONS. WE HAVE THREE OTHER EVENTS OCTOBER ONE IN DALLAS, ONE IN PLANO. UM WANT IN FRISCO. OKAY, SO PLANO, DALLAS FRISCO. YOU ALSO DO EVENTS DO YOU? DO YOU ALSO DO EVENTS IN ALLEN? FORT WORTH. YEAH. CONSIDER DISCUSSED PROMOTIONAL COMMUNITY EVENT. 17 IN THE AMOUNT OF STUFF THAT DOLLARS FOR THE ADVERTISING, MARKETING AND PROMOTION. 21, OCTOBER 1ST AND THE 20. AND I ALSO HAVE MUSIC IN MIND. SO YOU MIGHT WANT TO TURN DOWN. I DON'T KNOW IF THE TASK MUSIC SO YEP.

QUARANTINE WORLD TERMS QUALITY OF LIFE IN OUR COMMUNITY HAS SHIFT INTO NEW EXPECTATION. TO MEET THE NEEDS OF THE HOMEBOUND BUSINESSES QUICKLY PIVOTED TO MAINTAIN COMMERCE IS EVIL, REGARDLESS OF HOW UNUSUAL OR WILL BE EVER MCKINNEY MAIN STREET, FACED WITH REGULATIONS AND PRECAUTIONS, THEY STEPPED UP TO THE CHALLENGE TO PROVIDE MODIFIED VERSIONS OF WORKING.

MAIN STREET AND PARTNERSHIP IMPACT MADE HEADLINES LAST SUMMER, WHICH ARE SOLD OUT CONCERT THEORY THAT TOUGH WORRY IT WAS SUCH A SUCCESS THAT WE CONTINUE WITH THE FORMAT AND CUSTODY BOUTIQUE OCTOBERFEST IN THE SAME LOCATION CALLED PARK TEBER FIST. AND TO CAPITALIZE ON THE ARRIVAL OF OUR NEW BLOCK IN THE BOX. WE HAD AN OUTDOOR FAST AS WELL. CHRISTMAS IT MEANS DOWNTOWN WITH REIMAGINED TO THE HOW THE MAGIC OF MCKINNEY INCLUDED VIRTUAL TREE LIGHTING CEREMONY VIEWED OVER 17,000 TIMES ON OUR FACEBOOK PAGE. MONTH ON WHIMSICAL CAROUSEL POP UP AND VISIT WITH SANTA OUTSIDE OF OUR HIS WORKSHOP DOORS, WHILE THE CHANGES TO EVENTS HER WELL RECEIVED A COMMUNITY HAS SHOWN THAT THEY WERE READY FOR THE RETURN OF TRADITIONAL OUTDOOR GATHERINGS. MAIN STREET IS READY TO GET BACK TO DOING WHAT THEY DID GREAT HOSTING OUR SIGNATURE FESTIVALS. KICK OFF TO RETURN TO FAMILIAR WHAT BETTER WAY TO CELEBRATE AN ABUNDANCE OF VIBRANT OF LIFE IN OUR CITY THAN POST OF THE NEIGHBOR NOSH ON A SCHNITZEL AND ROCK AROUND THE CHRISTMAS TREE AND HISTORIC DOWNTOWN MCKINNEY. THE SUPPORTED THEM. CDCS GRANT GIFT. MCKINNEY MAIN STREET WILL UTILIZE THE 12,000 REQUESTS TO MARKET OCTOBER FEST IN HOME FOR HOLIDAYS IN THE FOLLOWING WAYS. 7000 WILL BE ALLOCATED TO PROMOTE THE RETURN OF THE THREE DAY AFTER PROFESSING IT DOWNTOWN THROUGH COMMUNITY IMPACT THE DALLAS OBSERVER AND SOCIAL MEDIA MARKETING WITH FACEBOOK AND

[01:45:02]

INSTAGRAM, THE REMAINING 5000 WILL GO TOWARDS THE MARKETING HOME FOR THE HOLIDAYS IN MCKINNEY CHRISTMAS. WILL ALSO BE BRINGING BACK THE THREE DAY EVENT AND PROMOTE THROUGH DALLAS. MORNING NEWS COMMUNITY IMPACT IN OUR ACTIVE SOCIAL MEDIA PLATFORM WITH THE COMBINED TOLL OF 55,000 FOLLOWERS. WE KNOW THAT OUR PAST MARKETING EFFORTS WITHIN CDC GRANT DOLLARS WAS SUCCESSFUL BECAUSE IN 2019 OCTOBER FEST WELCOMED OVER 65,000, BAVARIAN BEER ENTHUSIASTS AND HOME FOR THE HOLIDAYS, BRAIDED 45,000 MERRY REVELERS. WE EACH EVENT WE WILL IMPLEMENT STUFF TO MEASURE OUR SUCCESS WITH VENDOR AND DOWNTOWN BUSINESS OWNER SURVEYS REVENUE COLLECTED FROM FOOD AND BEVERAGE SALES AND SOCIAL MEDIA ENGAGEMENT, INCLUDING WEBSITE VISITS. WE ALSO LEARNED FROM 2019 THAT WE WOULD LIKE TO CONTINUE THE HOLIDAY CELEBRATIONS THROUGHOUT THE SEASON WITH POP UP CAROUSEL VISITS WITH SANTA AND ADDED HOLIDAY ENTERTAINMENT AND A MENORAH LIGHTING. ALL OF THESE ELEMENTS BRING VALUE TO OUR DOWNTOWN, ATTRACTING VISITORS AND TOURISTS FROM 30 TO 60 MILES AND WELCOMING THEM TO OUR HISTORIC STREETS FOR SHOPPING, DINING AND ENTERTAINMENT BECAUSE OF YOUR SUPPORT, OUR PROGRAMMING HAS MADE HISTORIC DOWNTOWN MCKINNEY. BE THE DESTINATION THAT IT IS TODAY. THANK YOU. LAST YEAR BECAUSE OF COVID. ROUTE OF HAVING A MUCH MORE COST EFFECTIVE SPREAD OUT FOR THE HOLIDAYS. OPPOSED TO TRYING TO CREATE A THREE DAY WEEKEND EVENT. YEAH. WHERE ALL THE MONEY THREE DAYS. 20 SORT OF SOMETHING. LASTED THE WHOLE MONTH. YOU HAPPY WITH THAT? AND ARE YOU CONTINUING THAT FORM? WILL BE A COMBINATION OF BOTH.

SO WE'RE GOING TO HAVE A THREE DAY FESTIVAL, BUT AS WELL AS WE'RE GOING TO HAVE MONTH LONG AND ANDREW AND GREG AND COME UP, COME UP HERE AND SPEAK ON THAT. BUT TO CONTINUE TO HAVE SOME OF THOSE ELEMENTS THAT WE HAD LAST YEAR, LIKE THE MONT BLANC CAROUSEL. FROM CHINA.

YEAH WE LEARNED A LOT OF LESSONS FROM LAST YEAR'S THING, AND I DON'T THINK IT'S EITHER OR FOR US. IT'S BOTH WHERE WE KIND OF HAVE THE SMALLER. BLOCK THAT EXTENDS FOR THE WHOLE HOLIDAY SEASON, INCORPORATED INTO. THINGS ECONOMICALLY. I JUST KNOW WHEN I WAS LAYS ON ALL OF THE MONEY. PROFESSOR, AND YOU SPENT IT ALL ON CHRISTMAS AND THEN THE REST OF IT WAS FLAT. THE ECONOMIC REALITY. YEAH. SO, UM, YOU KNOW, SINCE I'VE BEEN WITH IN MAIN STREET OR SORRY. YEAH. SINCE I'VE BEEN WITH MAIN STREET. WE'VE KIND OF DIVERSIFIED SOME OF THEIR SPIN TO ADVERTISE THE DOWNTOWN DURING THE HOLIDAY SEASON AS A WHOLE, NOT JUST FOCUS ON HOME FOR THE HOLIDAYS, BUT ALSO DO THAT. BIG ADVERTISING CAMPAIGN FOR THE HOLIDAY SEASON. WE'VE ALSO KIND OF PAIRED DOWN SOME OF THE EXPENSES OF THE HOME FOR THE HOLIDAYS EVENT AS WELL. SO IT IS KIND OF. LITTLE BIT MORE MANAGEABLE. UM AND YOU KNOW WITH COVID DOING THE MONTH LONG CELEBRATION, THAT'S KIND OF WE'VE FOUND A LOT OF WINDS THERE, TOO. TO SAVE COSTS AND, YOU KNOW MAKE THAT BUDGET GO FURTHER, SO. YES, I WAS JUST CURIOUS AS TO WHY YOU WERE ASKING FOR 15,000 FOR THE ONE TIME 2000. RIGHT? I ECHO THAT QUESTION AGREE. SO I THINK THAT THE PURPOSE OF THAT ONE TIME IS MORE. JUST, UM. CATCHING UP OVER KIND OF THE CONSTRUCTION IMPACTS AND COVID, AND THAT'S WHAT WE REALLY WANT TO MAKE A VERY STRONG STATEMENT THAT DOWNTOWN MCKINNEY IS OPEN FOR BUSINESS. AND. WE SEE THAT AS SUCH A BIG PRIORITY TO INVEST IN DOWNTOWN AND. BECAUSE ALL OF OUR EVENTS ARE HOSTED IN DOWNTOWN, UM, AND IT HAS TAKEN A BIG HIT. WITH OUR NUMBERS, SO. I THINK THAT'S WHY, UM, WE'RE MAKING THAT BASICALLY IF YOU PROMOTE THAT IT IS ALSO GOING TO HELP WITH THE PROMOTION.

YEAH. YEAH. DAYS BECAUSE PEOPLE WILL ALREADY KNOW THAT IT'S YEAH. WELL AND AS THE CURRENT LIAISON TO YOUR GROUP, I HAVE JUST BEEN SO IMPRESSED WITH THE LEVEL OF. DATA KEEPING LOOKING AND THE AND THE PIVOTS THAT YOU ALL HAVE HAD TO MAKE IN THE LAST YEAR TO MAKE SMALLER, MORE IMPACTFUL THINGS SPREAD THEM OUT OVER THE HOLIDAYS, SO. TO BE ABLE, AND THE OTHER THING THAT IMPRESSES ME. ALWAYS COMING TO YOUR BOARD MEETINGS, IS SEEING THE CONCERN THAT, UM THE. THE IMPACT OF WHAT YOU'RE DOING FOR THE ENTIRE DOWNTOWN AND THE COMMUNITY. THERE'S SUCH THERE ARE SO MANY CONSIDERATIONS THAT GO ON AND BECOME PART OF THAT THOSE

[01:50:04]

CHOOSING THE EVENTS. WHERE TO DO IT. HOW MANY PEOPLE ARE GOING TO BE COMING? UM. THERE'S ALWAYS A TREMENDOUS AMOUNT OF CONSIDERATION, SO I KNOW IT HASN'T BEEN EASY FOR YOU GUYS THIS PAST YEAR I'VE BEEN TO EACH AND EVERY ONE OF THOSE MEETINGS AND TO HEAR THE DELIBERATION OF. MAKING CHOICES IN A IN JUST A REALLY CRAZY ENVIRONMENT. I THINK YOU'VE DONE A TREMENDOUS JOB OF, UM. KEEPING OUR COMMUNITY NEEDED TOGETHER, MAKING THINGS THAT PEOPLE REALLY DID ATTEND THE I THINK THE ATTENDANCE FOR THE CHRISTMAS OR HOME FOR THE HOLIDAYS WAS PHENOMENAL FOR WHAT YOU HAD TO WORK WITH AND HOW YOU HAVE TO PIVOT SO MM.

KEEP UP THE GOOD WORK. IT WASN'T EASY. IT'S BEEN A TEAM EFFORT, SO IT'S AND I WANT TO REQUEST THAT THIS BOARD GET AN OPPORTUNITY TO HAVE A PHOTO. SHE'S IN FRONT OF. YEAH. YOU'D HAVE TO JUMP A LOT HIGHER. I THINK NOW. THANK YOU. THANK YOU. I AM 21-5 60. CONSIDER

THIRD AMENDMENT TO PROJECT 18 DASH. YOU'RE FIVE TO EXTEND THE REQUIRED COMPLETION DATE FOR THE PROJECT. FEBRUARY 28 2022. DECREASE THE GRANT AMOUNT OF THE PROJECT FROM 700,000.

400,000. DIRECTION OF A PRIVATELY ON PUBLIC ACCESS PAVILION THAT WILL FIND LANDSCAPING, SHADE STRUCTURES, AMPHITHEATER ELECTRICAL SYSTEM, SOUND SYSTEM, CONCEIVING AREAS FOR THE HAVE WON 21 ENTERTAINMENT RETAIL RESTAURANT. MIXED USE DEVELOPMENT AT ALMA AND SAME RIGHT, WE'RE TOLD WAY. MADAM CHAIRMAN AND MEMBERS OF THE BOARD JUST WANTED. TO QUICKLY COMMENT ON THIS. THIS WOULD BE. TRADITIONAL AMENDMENT TO THIS PROJECT GRANT REQUEST AND IT WOULD EXTEND THE COMPLETION DATE AS IT INDICATES TO THE END OF FEBRUARY. 2022 WOULD RETURN THE TERMS TO THE ORIGINAL GRANT. IT WAS APPROVED BY THIS BOARD 200,000 AT CEO AND 200,000 PAID OUT IN SALES TAX REVENUE OVER THE COMING FOUR YEARS. AND MR JORDAN'S HERE, HE PROVIDED SOME UPDATED AERIALS TO SHOW THE STATUS OF THE PROJECT FOR THE BOARD. GOOD MORNING, AND THANKS FOR HAVING ME BACK. NO OR. I'M SURE YOU'VE LIVED THIS WITH ME FOR A COUPLE OF YEARS NOW, SO UM WHAT YOU KNOW THE BUILDING AND THE WITH A GREAT ROOF ON IT, AND THEN THE ON THE SOUTH END. THAT'S WHERE CEDAR CREEK BREWERY IS GOING TO LOCATE AND PART OF THE REASON FOR THIS SIX EXTENDED PERIOD IS OUR AGREEMENT SAYS THAT I HAVE TO HAVE THREE RESTAURANTS. 3000 SQUARE FEET OR MORE. OPEN. TO MEET THE TERMS OF THE GRANT. UM SO. CEDAR CREEK BREWERY. UH TODAY IS. RESUBMITTING THEIR PLANS FOR PERMIT. ON THE BUILDING TO THE LEFT. INTO THE SOUTH AT THE NORTH END OF THAT BUILDING.

THAT'S WHERE. THE CHOP SHOP AND WINE A LOT. SO THERE'S A WINE BAR AND IN THE SPORTS BAR. SO WE HAVE 6000 SQUARE FEET ON THE GROUND FLOOR 2100 SQUARE FEET ON THE ROOF. THERE ARE UNDER CONSTRUCTION RIGHT NOW ARE PROBABLY 60 75 DAYS AWAY FROM COMPLETION. AND THEN THE.

SISTER BUILDING TO THE NORTH AND AT THE NORTH END IS WHERE ELWOOD IS. LOCATING AND THERE ARE 3700 SQUARE FEET. UH AND. OF THEIR YOU'RE SUPPOSED TO BE GOING BACK TO WORK, AND THERE ABOUT 60 OR 75 DAYS AWAY FROM COMPLETING THEIR WORK. SO WHAT WE HAVE LEFT TO LEASE. IT'S ABOUT 6000 SQUARE FEET AND THAT SOUTHERN BUILDING. AND PROBABLY. 10TH OUT ABOUT 9000 SQUARE FEET IN THE NORTH BUILDING. AND THEN ON THE VERY NORTH END OF THE WHERE THE GREEN ROOF IS. WE HAVE ABOUT 4000 FT. LEFT THERE. IN THE CENTER. OF THE LARGER BUILDING IS SERENDIPITY LABS.

THEY STARTED. BRINGING IN CONSTRUCTION MATERIALS AND START TO FINISH OUT SO THEY'RE 27,000 SQUARE FEET OF COWORKING SPACE. AND. IS PROBABLY 120 DAY. FINISH OUT. SO THE BREWERY. IS. 121 150 DAYS ONCE THEY GET STARTED. SO THAT'S WHY WE WERE ASKING TO EXTEND IT INTO FEBRUARY BECAUSE DON'T REALLY CONTROL. THAT TIME, FRANK. NOT THEIR GC, JUST WE HAVE A LEASE WITH THEM. SO. THE MUSIC PAVILION BUILDING IS. A STRUCTURAL STEELS UP. THERE'S A CANOPY THAT IS PARTIALLY ERECTED. UM. AND WE JUST HAVE TO DO IN STAGES BECAUSE WE GOT

[02:05:01]

IT. LET ME SEE IF I CAN SHOW YOU. MY GOD. THAT'S THE END WHERE WE HAVE ABOUT 4000 SQUARE FEET LEFT TO LEASE. SO BAD. CONTRARY, THAT'S A BENCH SEATING AREA. UM. AND PROBABLY BY THE END OF THIS WEEK, THEN WE'LL HAVE SOME MORE OF THAT POURED BEHIND IT. THEN THERE WILL BE SOME ADDITIONAL COLUMNS SET UP AND THEN THAT'S GOING TO BE A. SHADED STRUCTURE CANOPY AREA WHERE PEOPLE CAN SIT BUT BELOW THAT CONCRETE. TO THE MUSIC PAVILION IS ALL ARTIFICIAL TURF. SO YOU SEE THE. OPEN DOOR OVERHEAD DOORS THERE. THAT'S WHERE THE. SPORTS BAR IS LOCATED. AND THEN THAT'S THEIR THEIR ROOFTOP. BAR AREA. AND AGAIN THE MUSIC PAVILION HAS MEN AND WOMEN'S RESTROOMS IN THERE. AND THEN THERE'LL BE A SMALL CONCESSIONS. STANCE ON THE RIGHT SIDE OF THAT PICTURE, OR THE MEN AND WOMEN'S RESTROOMS. THEN THE LEFT SIDES WHERE THE SMALL CONCESSION AREAS. SO THE BIGGEST ITEMS JUST GETTING THESE RESTAURANTS OPEN. SO I'M HAPPY TO ADDRESS ANY QUESTIONS. WHICH ARE THE THREE ANCHOR RESTAURANTS, CEDAR CREEK BREWERY, OKAY, AND WHETHER THIS WHAT IS THEIR STATUS OF COMMITMENT? CEDAR CREEK BRUISE EVERY SUBMIT. THERE THEY SUBMITTED AGAIN. THEY'RE UPLOADING THEIR PLANS.

REVISED PLANS TODAY FOR PERMIT REVIEW. SO THERE WAS SOME. HAD THEIR PLANS SUBMITTED AND THEN I GUESS THEY HAD SOME ISSUES INTERNALLY THAT THEY WANTED TO SOLVE. AND MECHANICAL WITH IT BECAUSE THEY HAVE BREWERY EQUIPMENT IN THERE. AND FROM THEY JUST OPEN ANOTHER UNIT IN FARMERS BRANCH. MAYBE. 60 DAYS AGO AND ENCOUNTERED SOME MECHANICAL ISSUES THAT THEY WANTED TO RESOLVE AND NOT REPEAT HERE. THE OTHER ONES. SO IT'S THE CHOP SHOP. WHICH IS, UH, CAR THEME SPORTS PARK. AND THEY ALSO HAVE A WINE BAR, WHICH IS DIFFERENT THAN THE ORIGINAL CHOP SHOP SALAD. THERE'S A CHOP STOP. WHICH IS A SALAD PLACE. AND THEN THERE'S A LOOKING AT PAUL BECAUSE HALF OF HIS FAMILY WORKS AT THE CHOP SHOP. UM IT'S AND I JUST WENT THERE LAST NIGHT, UM, TWO OF HIS SONS WERE LITERALLY WORK AT THIS SALAD JOINT THAT'S CALLED THE CHOP SHOP. I JUST WANTED, UM AND IT'S WE HAVE ONE ON CUSTOMER IN ELDORADO. I JUST WANTED TO DIGRESS WELL, NO, I THINK IT'S AN IMPORTANT DISTINCTION. THIS IS NOT THE SALAD PLACES. NO THERE'S THE CHOPS SHOP LIVE IN ROANOKE. THAT ACTUALLY, THEY PARTNERED WITH THE SAME GROUP WITH THE RANDY ROGERS BAND, SO THEY HAVE A LIVE VENUE THERE. THERE'S ONE I BELIEVE IN CARROLLTON. AND I THINK THERE'S ANOTHER ONE THAT I DON'T SO THIS IS A BAR. IT'S A RESTAURANT BAR. BUT IT'S BUT IT'S I WANT TO GET BACK. HIS COMMITMENT. WHEN DOES IT OPEN THEY'RE DOING THEIR FINISH OUT RIGHT NOW, SO THEY'RE PROBABLY 60 70 DAYS AWAY FROM FINISHING.

THE THIRD. THE L WOULD. OKAY AND THE L WAS KIND OF CRAFT. DRINKS FOOD SURROUNDING. AROUND CRAFT DRINKS. THOSE GUYS HAVE A RESTAURANT IN EAST PLANO CALLED THE FILLMORE PUB. IF YOU'RE FAMILIAR WITH, UM IF YOU'RE FAMILIAR WITH DEEP ELLUM. THERE'S A COLD BEER. COMPANY DOWN THERE. THEY RAN THE KIRBY STEAKHOUSES WHEN THOSE WERE OPEN, KILLED MONK AND HOW FAR THEY AWAY. PRICE 60 70 DAYS FROM ASIO. TO FINISHING THEIR WORK. IT'S. THOSE ARE WHAT YOU'D CALL THE THREE ANCHOR. YEAH THOSE ARE THE THREE TENANTS AND WE'VE BEEN.

FORTUNATE TO HANG ONTO THROUGH COVID. YEAH. MHM. ARE THERE ANY OTHER? THERE'S ALRIGHT

[02:10:08]

ACTIVITIES ACTUALLY PICKED UP A LOT WE HIT THERE'S TWO WELL KNOWN RESTAURANTS THAT ARE WE'RE TALKING. TO WE? YOU KNOW, I CAN'T SAY WHAT'S. BECAUSE I'VE GOT THE DISTRICT I'M COMPETING WITH ACROSS THE ROAD AND. YOU KNOW THE THING WITH ALAN ON THE OTHER SIDE OF THE ROAD, SO JUST KIND OF. YOU GO BACK TO YOUR FIRST SLIDE OF THE WHOLE PROJECT. YES. WAS HOPING I COULD CIRCLE ALL THE WAY. BUT. OUT FURTHER. OTHER. SEE IF I CAN DO THIS. HERE WE GO. THAT'S WHERE IT IS. THE MUSIC PAVILION. YES, OKAY. I'VE BEEN LOOKING FOR IT IN THE WRONG PLACE, SO ACTUALLY KNOW WHERE IT IS. OKAY? AND FOR THE REMAINING UM, SQUARE FOOTAGE THAT YOU HAVE LEFT. HOW WILL THAT BE? THE IN TERMS OF USE. WILL THAT BE PRIMARILY? RESTAURANT OR IS IT A MIX OF PROMPT? PRIMARILY RESTAURANTS. SO ON THE ON THE SOUTH END. OF THIS BUILDING. BILLION ONE, WHICH IS SOUTHERN BUILDING. WE HAD A 6000 SQUARE FOOT. MM.

KIND OF A BOUTIQUE FITNESS PLACE THERE. AND WE TERMINATED THERE, PLEASE. MM. AND SO WE ARE, YOU KNOW. HOPEFUL THAT WE CAN WEEK. RELEASE THAT SPACE WITH A RESTAURANT. FOR EXAMPLE, I HAD A ABOUT A 25 100 SQUARE FOOT, WELL KNOWN GROUP. THERE WAS BREAKFAST LUNCH. THEY WANTED ME TO TRY TO GET THE REST OF MY TENANTS NOT TO SERVE BRUNCH. LIKE WHAT IS HAPPENING.

SO YOU KNOW, SO I LET HIM GO. YOU'VE GOT YOUR. THREE RESTAURANT ANCHORS, I GUESS IS WHAT WE'RE CALLING THEM. IT SOUNDS LIKE THEY'RE WITHIN. 60 TO 120 DAYS. YEAH THE TO. THE TWO BUILDINGS ARE TWO TENANTS IN THE BRICK BUILDINGS ARE. PRETTY FOR LONG. OKAY? BREWERY.

NO IS AGAIN DOESN'T HAVE A PERMIT. SO IF YOU'VE GOT THE OTHER. NOW THE BREWERY IS GOING TO TAKE A LITTLE BIT LONGER, BUT. WELL, YOU HAVE THAT COMMUNITY SPACE. READY TO GO.

IF SOMEONE WANTS TO GO HAVE DRINKS AT. ELLWOOD, AND THEN WE'RE HAVE DRINKS AT THE CHOP SHOP AND THEN GO ACROSS THE COMMUNITY SPACE TO ELWOOD TO HAVE DINNER. UM, IS. COMMUNITY SPACE GOING TO BE OPEN AND READY. IT'S GONNA BE IT'S GONNA BE CLOSE. JUST I'M NOT NO.

DON'T WANT TO TELL YOU. YES AND THEN IT NOT BE, YES. WHAT DO YOU NEED SO THAT IT CAN BE? WE HAVE A LITTLE BIT OF PAVING TO DO. WHICH IS SIDEWALKS AND SOME MORE OF THAT CONCRETE BENCH.

AND, UM, I STILL GOTTA. I NEED TO DO SOME PAVING ON THE. ON THE SOUTH SIDE OF THE COMMUNITY AREA. BUT I SAID, I'LL GET SOME MATERIALS VAN TO THE MUSIC PAVILION, SO I'M LEAVING THAT OPEN. AND THEN ONCE THAT'S THEN I CAN PUT IN THE, UM SYNTHETIC TURF. SO THERE'S NOT REALLY YEP. MUCH. WE GOT SOME ELECTRICAL WORK TODAY. IT'S MALLS TO BUILDING SOME. CHILD INSTALLED FOR HOME. THE RESTROOMS. YOU DON'T HANG PUT IN TOILETS AND SINKS AND HAND DRYERS. IT'S JUST NOT THAT. MUCH WORK THAT SYNTHETIC TURF. THOSE GUYS CAN DO THAT WORK IN A WEEK. IT'S JUST. ON IS WHAT YOU'RE ALLUDING TO. YOU DON'T WANT THOSE TWO TENANTS TO OPEN ANY CONSTRUCTION. OH, YEAH, THAT BUT ALSO 120 DAYS IS MY BIRTHDAY AND I'VE BEEN HYPING THIS. THIS SPACE UP TO EVERYONE THAT I CAN TALK TO, BECAUSE YEAH, THIS IS THIS IS EXCITING, AND I WANT PEOPLE TO BE EXCITED ABOUT THIS. AND I WOULD LOVE TO BE ABLE ON MY 45TH BIRTHDAY TO GO AND HAVE DRINKS AND DINNER AND THEN COME OUTSIDE AND HAVE THE MAYOR AND MALEY SING ME

[02:15:04]

HAPPY BIRTHDAY FROM THAT. IT'S NOT WITH HATE FOR YOU TO SCREW UP MY PLAN. BYE UH BY NOT COULDN'T HAVE DONE WELL, UM. I GUESS IF I SCREW IT UP, LET ME KNOW WHERE YOUR ALTERNATE CHOICES, YOU KNOW? YEAH. YOU'RE OLD. YEAH. I THINK IT'S MORE ALTRUISTIC ISSUE INITIATIVE WAS TO MAKE SURE THAT YOU'RE TOO LOYAL, IMPORTANT TENANTS ARE OPENING TO A SUCCESSFUL VISUAL EXPERIENCE MUSIC EXPERIENCE. SOME SOME AND OPENING IS SO IMPORTANT FOR RESTAURANT. SO IN ALL HONESTY, I'VE. TRYING TO TALK TO FOLKS ABOUT ALL THE GREAT THINGS THAT ARE HAPPENING IN THE 1 21 CORRIDOR AND. YOU'RE SPOT IS AN OPPORTUNITY FOR US TO SHOW FOLKS THAT WE'VE GOT BIG THINGS COMING IN. NO, I. WANT TO HAVE SOMETHING WHERE I CAN TAKE PEOPLE AND SAY, SAY, LOOK, THIS IS WHAT THIS IS WHAT MCKINNEY IS ALL ABOUT. LOT OF PEOPLE. HE KNOWS PEOPLE. WELL, YOU KNOW, I MEAN, I'M GRATEFUL FOR YOU KNOW, MCKINNIE'S. PATIENTS WITH ME. YOU KNOW, I'VE GOT. $35 MILLION STUCK IN THERE. NOBODY WANTS TO BE FINISHED AND START COLLECTING RENT. MORE THAN ANYBODY ELSE. NO SO. MAKE A MOTION. TO MOVE THAT WE APPROVED THE EXTENSION OF THE PROJECT GRANT AND THE REDUCTION OF THE CRAMP AMOUNT. GOODBYE, JOHN. THANK YOU. THIS IS A PROGRAM THAT WE CREATED IN RESPONSE TO THE INTERNATIONAL, UH, ONE OF OUR CO DEPARTMENT ARE INTERNATIONAL PROPERTY MAINTENANCE COATS, SO WHEN THEY ARE GOING OUT TO OUR ELDERLY HOUSEHOLDS ARE LOW INCOME HOUSEHOLDS AND THEY'RE GIVING THEM. NOTICES THAT THEY NEED UPKEEP ON THEIR WINDOWS OR PAINTING AND THINGS LIKE THAT. WE WERE ABLE TO CREATE THIS PROGRAM WITH HERE. FUNDING THANK YOU SO MUCH FOR THAT, AND WE'RE CONTINUING TO USE IT. WE HAVE TO DATE ASSISTED NINE FAMILIES. ALMOST ALL OF THOSE ARE ELDERLY HOUSEHOLDS. AND WE'VE ALSO FOUND IN DOING THIS PILOT PROGRAM THAT THE AVERAGE COST FOR SOME OF THESE COULD HAVE BEEN AS MUCH AS 25,000 AND STARTING OUT THE PROGRAM. WE KIND OF SET THE NUMBERS AT 10,000. AND $12,000, AND WE'VE STAYED WITHIN THAT BUDGET, BUT WE'RE DOING THAT WE'VE HAD TO NOT DO SOME OF THE, UM. THE UPKEEP THAT THEY NEEDED OR WE REFER THEM TO ONE OF OUR OTHER PROGRAMS AND KIND OF LEVERAGE THE FUNDING THAT WAY AS WELL. SO TODAY WE'RE ASKING FOR A SIX MONTH EXTENSION TO COMPLETE THE REMAINING FUNDING. WE HAVE A LITTLE OVER $50,000 LEFT OF THIS GRANT AND ALSO INCREASE THE REIMBURSEMENT AMOUNT UP TO $20,000. SO WHEN WE'RE GOING INTO THESE PROJECTS THAT WE CAN ADDRESS ALL OF THEIR NEEDS THAT KODA'S LOOKING TO SIGN THEM FOR INSTEAD OF JUST A PORTION OF THEM. HAPPY TO ANSWER ANY QUESTIONS. SO BY INCREASING TO THE 20 OR YOU DECREASING HOW MANY YOU'RE ABLE TO HELP. ESSENTIALLY YES. I MEAN, IF YOU LOOK AT THE OVERALL GRAND TOTAL, WE WOULDN'T BE ABLE TO HELP AS MANY IF WE'RE DOING THE $20,000. BUT WE'RE ABLE TO ADDRESS MORE OF THEIR ISSUES. UM WHEN WE AREN'T DOING THOSE, THEY COULD POTENTIALLY BESIDE IT AGAIN LATER. WHERE WE HAVE TO WE OR WE ROLL THEM INTO ONE OF OUR OTHER PROPERTIES, ONE OF OUR OTHER PROGRAMS. IT WOULD A DISH IT WOULD REDUCE THE OVERALL NUMBER THAT WE COULD ASSIST WITH THIS FUNDING. YES. AND IS THIS MONEY, OUR MONEY BEING LEVERAGED WITH SOME OTHER DOLLARS? OR ARE THESE REQUESTS PRIMARILY, JUST OUR DOG. BOTH. IT REALLY DEPENDS ON THE APPLICANT SOMETIMES WITH OUR FEDERAL FUNDING, THE APPLICANT DOESN'T ALWAYS CHECK THE PRETTY

[02:20:03]

LITTLE BOXES WE NEED. SO THEN WE ALWAYS TAKE THEM THROUGH THIS PROGRAM FIRST, IF WE HAVE ONE THAT HAS A LARGER NEED THAN JUST THE OUTSIDE THAT WE CAN ADDRESS WITH THIS AMOUNT OF FUNDING WITH THEN ROLL IT IN WITH OUR CDBG FUNDING, AND WE TACKLE IT THAT WAY AS WELL. SO WE CAN ADDRESS THE FULL SCOPE OF WORK THAT WE NEED TO. THANK YOU. IS THIS REQUEST BECAUSE YOU FEEL LIKE YOU'VE BEEN RECEIVING THESE LARGER. EVEN THOUGH IT MAY JUST PHYSICALLY BE. OTHERWISE, IT MIGHT NOT BE A LARGER PROJECT. JUST THE DOLLARS HAVE INCREASED THAT THE NEED IS AND SO YOU'RE JUST NOT MEETING THE NEEDS OF THE PEOPLE WITH THE 12,000. ABSOLUTELY.

COULD ONLY FINISH PART OF IT INSTEAD OF ALL OF IT, OR WHATEVER. THE COST OF EVERYTHING HAVE INCREASED. YES, YES, CONSTRUCTION COSTS, NOT THINGS ARE MORE COMPLICATED THAN YOUR ORIGINAL. YES. AND END ON A VOLUME FOR A NUMBER OF HOUSEHOLDS OR HOMES SERVED. YOU DID NINE UM. THIS PAST YEAR. AND IS THAT CORRECT? WE'VE DONE NINE SO FAR WITH THE ENTIRE GRANT. IT WASN'T JUST THIS LAST YEAR. OKAY WITH THE GRANT MONEY AND, UM FROM THE OVERALL NEED OR NUMBERS. DO YOU SEE AN UPTICK IN PEOPLE APPLYING FOR THOSE GRANTS OR. WOULD YOU ANTICIPATE NUMBERS WISE, RIGHT? WE STILL DO HAVE A FEW IN LINE. WE KIND OF WE PARTNER WITH CODE ON THIS. THEY KIND OF REFER THAT THE ELDERLY IN THE HOUSEHOLDS TO US THAT THEY ARE GOING TO SEND NOTES OUT SO IT REALLY JUST DEPENDS ON WHAT'S GOING ON. BUT THERE'S ALWAYS A NEED. THERE'S ALWAYS MORE OF A NEED THAN THERE IS MONEY. SO ULTIMATELY WHAT I'M HEARING IS BY INCREASING THE GRAND. UM, OUT, WE'RE NOT NECESSARILY GOING TO BE TURNING AWAY PROJECTS LIKE YOU'RE NOT OVERSUBSCRIBED AT THIS POINT TO WHERE SOMEBODY IS GOING TO LOSE OUT BECAUSE YOU'RE GOING TO LOSE MORE MONEY ON. BIGGER PROJECTS, RIGHT? SO YOU YOU HAVE PLENTY OF MONEY REMAINING BASED ON YOUR INCOMING APPLICATIONS. CORRECT YES, WE WOULD. WE WOULD BE TURNING AWAY WITH ANYONE. I RAN AWAY INCREASING IT. WE WOULD JUST BUILD TOO. ALL RIGHT. FIND THE ENTIRE NEED, RIGHT? GOTCHA. OCEAN. MOVE THAT WE APPROVED THIS AMENDMENT AND MONOGRAMMED REQUEST I SECOND YEAH. MM. THANK YOU. EXCITING 21 0566
