IT IS MY HOPE THAT MORE POSSIBILITIES CAN BE ENVISIONED. AS YOU CONSIDER THE PLANS FOR THE AMERICAN RESCUE PLAN ACT FUNDING FROM THIS UNPLANNED OPPORTUNITY. THANK YOU FOR CHOOSING IN THE BEST INTERESTS OF THE PEOPLE BY LAYING A SURE FOUNDATION FOR DESPERATELY NEEDED HOME REPAIRS, HOME OWNERSHIP OPPORTUNITIES AND BUSINESS DEVELOPMENT IN OLD EASTERN MCKINNEY. BY DEFINITION GENTRIFICATION IS THE PROCESS WHEREBY THE CHARACTER OF A POOR URBAN AREA IS CHANGED BY WEALTH ERA PEOPLE MOVING IN IMPROVING HOUSING AND ATTRACTING NEW BUSINESSES TYPICALLY DISPLACING CURRENT INHABITANTS IN THE PROCESS. AS A RESULT OF ACCESS TO FUNDING THROUGH THE AMERICAN RESCUE PLAN ACT. GENTRIFICATION DOES NOT HAVE TO BE THE PLIGHT OF OLDIES. MCKINNEY HOWEVER, EVEN MORE RESPONSIBLE, THOUGHTFUL, VERY INTENTIONAL COMMUNITY AND ECONOMIC DEVELOPMENT CERTAINLY CAN BE THE PLIGHT. WITH THE BALANCE OF DOLLARS THAT ARE UP FOR DISCUSSION. CITY LEADERSHIP HAS AN OPPORTUNITY TO ENHANCE THE TRAJECTORY OF THE CURRENT 2040 COMPREHENSIVE PLAN IN A WAY THAT REFLECTS THE CURRENT COMMUNITY. AND HONORS THE LEGACY OF THOSE WHO INVESTED THEIR LIVES, THEIR BLOOD, THEIR MONEY AND THEIR DIGNITY INTO EASTERN MCKINNEY. PART OF THE CITY'S WEBSITE. THIS LANGUAGE CAN BE FOUND CREATING ONE COMMUNITY ONE VISION ONE MCKINNEY 2040, CITED IN THE STRATEGIC DIRECTION OF THE QUOTE MALE DISTRICT OVERVIEW. THE MIDDLE DISTRICT IS OFTEN DESCRIBED AS THE MOST DISTINCTIVE AND REPRESENTATIVE OF WHAT MAKES MCKINNEY UNIQUE IN THE REGION AMONG THE 17 DISTRICTS THAT COMPRISE THE LARGER PLANNING AREA. IT IS THE ONLY ONE SLATED FOR ANY SIGNIFICANT LEVEL OF REDEVELOPMENT, END QUOTE. WHILE IT IS NOT CITED AS SUCH, THIS AREA IS ALSO SLATED FOR SIGNIFICANT GENTRIFICATION, A WORD THAT IS NOT FOUND WITHIN THE LETTERS OF THE PLAN. YET THEY ARE DEAD LETTERS THAT WILL TRULY LIVE. IT WILL SET THE PACE FOR MCKINNEY FOR THE COURSE OF PRESERVING WHAT HAS HISTORICALLY BEEN THE BLACK IN HISPANIC NEIGHBORHOODS OF THIS COMMUNITY. EXPLORING THE EXISTING WESTRIDGE ELEVATED STORAGE TANKS SITE TO SEE IF THAT WOULD BE SUFFICIENT FOR THEIR NEEDS. I DO KNOW AS PART OF THIS, THEY HAVE LOOKED AT A TOTAL OF THREE ALTERNATIVE SITES. BELIEVE TONIGHT, THEY'LL WALK THROUGH A BRIEF PRESENTATION TO TALK ABOUT THE THREE SITES THAT THEY'VE LOOKED AT. AND WHY THEY'VE LANDED, UM, ON THE LOCATION THAT THE RAT ON THE PROSPER I SD SCHOOL SITE, PART OF WHAT WAS LOOKED AT OVER THE LAST MONTH WAS WHETHER OR NOT THE POLE COULD BE RELOCATED ON THAT SITE, PERHAPS TO THE EASTERN SIDE. I'M NOT QUITE AS CLOSE TO THE RESIDENTIAL. UNFORTUNATELY THROUGH CONVERSATIONS WITH PROSPEROUS D. THEY WEREN'T SUPPORTIVE OF THAT BECAUSE THEY HAVE EXPANSION PLANS FOR, UH, PORTABLE BUILDINGS ON THAT SIDE OF THEIR PROPERTY, AND SO WHERE IT IS, WORD IS PROPOSED TODAY IS FROM WHAT I UNDERSTAND THE ONLY SITE. ARE THE ONLY LOCATION ON THEIR SITE THAT THEY WOULD BE SUPPORTIVE OF, UM FROM PROSPEROUS. D I DO NOT KNOW THAT WE RECEIVED ADDITIONAL INFORMATION ON THE WEST RIDGE ELEVATED STORAGE TANK SITE AND WHETHER OR NOT THAT WOULD. SATISFY THE APPLICANTS NEEDS BUT WHAT WE'VE BEEN TOLD FROM THEM AND THE PROPAGATION MAPS THAT WE'VE RECEIVED FROM THEM THUS FAR HAVE INDICATED THAT THE WEST RIDGE STORAGE TANK IS TOO FAR SOUTH. [Update on American Rescue Plan Act Funds]

THE AMERICAN RESCUE PLAN ACT FUNDS. STROLL AWAY. GOOD AFTERNOON, MAYOR AND COUNCIL.

MARK HOLLOWAY, CHIEF FINANCIAL OFFICER FOR THE CITY. I'M HERE TODAY TO TALK TO YOU GUYS A LITTLE BIT ABOUT THE AMERICAN RESCUE PLAN ACT. THE AMERICAN RESCUE PLAN ACT OF 2021 WAS SIGNED INTO LAW ON MARCH 11TH OF THIS YEAR. IT WAS DESIGNED PRIMARILY AS AN ECONOMIC RELIEF PACKAGE DUE TO THE COVID 19 PANDEMIC IT BUILT ON SOME OF THE PILLARS OF THE CARES ACT THAT CAME BEFORE IT. AND PROVIDES FOR ABOUT $1.9 MILLION IN OUR $1.9 TRILLION IN STIMULUS LEGISLATION. YOU'RE PROBABLY AWARE, UM, THIS PROVIDED FOR A LOT OF THE MONEY WENT FOR DIRECT PAYMENTS TO INDIVIDUALS AND EXTENDED UNEMPLOYMENT BENEFITS. HOWEVER THE ACT ALSO PROVIDED FOR INFRASTRUCTURE AND RELIEF TO GOVERNMENT ENTITIES. UNLIKE CARES, WHICH WENT THROUGH OTHER GOVERNMENT ENTITIES AND PASSED THROUGH TO US AT THE LOCAL LEVEL, THE RP FUNDS PROVIDED DIRECT PAYMENTS TO METROPOLITAN CITIES FOR SPECIFIC PURPOSES.

THESE ARE THE FUNDING AMOUNTS THAT CONGRESS IS ALLOCATED AS YOU CAN SEE, WE FALL IN THE METROPOLITAN CITIES ABOUT $45.6 BILLION. OF THAT THE CITY, UH, IS GOING TO RECEIVE $23.1 MILLION OVER THE NEXT TWO FISCAL YEARS. IN FACT, WE HAVE. THIS IS HOW THE FUNDS WILL COME OUT. UM LIKE I SAID, WE'RE GOING TO BE GIVING 50% WE'VE ALREADY GOTTEN 50% WE RECEIVED THAT ON IN JUNE OF THIS YEAR. AND WE EXPECT THE REMAINING 50% TO BE PAID BY THE TREASURY DEPARTMENT IN JUNE OF 2022. WE MUST HAVE ALL FUNDS OBLIGATED IN CONTRACT IT BY DECEMBER OF 2024. THEN EVERYTHING MUST BE SPENT. AND THE REPORTING MUST BE FILED WITH THE TREASURY DEPARTMENT. BUT BY DECEMBER OF 2026. THESE FUNDS ARE WERE VERY, I GUESS. IT'S A. POURING

INTO THAT THESE ARE THE OTHER GRANT FUNDS THAT WE HAVE RECEIVED DURING, UM. THIS PERIOD AS YOU CAN SEE, INITIALLY, WE RECEIVED. WE HAVE RECEIVED CLOSE TO $60 MILLION AND SPENT CLOSE TO $23 MILLION. THIS, UH, THIS, UH. SLIDE IS A LITTLE BIT OLD. UM, BUT IT'S UH, PROBABLY PUT IT CLOSE TO THAT. UH BUT YOU CAN SEE THAT RESIDENTIAL ASSISTANCE PROGRAMS WE HAVE RECEIVED CLOSE TO $12 MILLION. WE'VE SPENT SIX MILLION OF THAT. COVID 19 RESPONSE THAT WAS DIRECT CARES. ACT MONEY FROM WE HAVE RECEIVED AWARDED AND SPENT THOSE BALANCES. UM A LOT OF THAT WAS IN THE REIMBURSED FOR PUBLIC SAFETY PAYROLL. AND A LOT OF OUR SMALL BUSINESS GRANTS CAME OUT OF THAT FIRST, UM COVID MONEY. AIRPORT RECEIVED $468,000 OF THAT 375,000 IS SPENT. THE TRANSIT PROGRAM IS STILL THAT THOSE DOLLARS ARE STILL BEING DETERMINED HOW TO SPEND THEIR $8.8 MILLION THERE. AND THEN TO SMALLER GRANTS FOR THE POLICE AND E. M S AND UP FOR DISCUSSION TODAY FROM THE U. S TREASURY OR THE CORPORATE FUNDS, WHICH IS 23.19. BUT I WANTED TO SHOW YOU KIND OF WHAT WE'VE RECEIVED THUS FAR TODAY FROM THE FEDERAL GOVERNMENT. NOW THESE ARE THE FUNDS ARE ARE FAIRLY RESTRICTIVE IN NATURE.

UM, AND FOR THE MOST PART, THEIR FORWARD LOOKING AND THESE THIS INTERIM FINAL RULE PERMITS THE FUNDS TO BE COVERED IN THESE FIVE CATEGORIES. THEY'RE STILL ISSUING. IN FACT, WE GOT ONE LAST WEEK, FEDERAL GOVERNMENT SENT OUT SOME NEW DIRECTIVES DIDN'T CHANGE THESE TOO MUCH, BUT THANKS. KEEP CHANGING AS WE GO. TWO OF THESE AFFECT US THE MOST DIRECTLY, BUT YOU CAN SUPPORT PUBLIC HEALTH EXPENDITURES, UH, WITH THEM ADDRESSING NEGATIVE ECONOMIC IMPACT IMPACT CAUSED BY THE PUBLIC HEALTH EMERGENCY. THE THIRD ONE HERE, REPLACE LOST PUBLIC SECTOR REVENUE. THIS ONE IS REVENUE REPLACEMENT FOR THINGS THAT WE LOST DURING THE PANDEMIC. THIS IS THE ONE THAT IS NOT FORWARD LOOKING. YOU COULD ACTUALLY LOOK BACK.

THERE'S A CALCULATOR THAT THE GOVERNMENT PROVIDES, AND THEN WE CAN DETERMINE HOW MUCH OF THE OF THE FUNDS WERE ALLOWED TO CALL LOST REVENUE. MM. PROVIDE PREMIUM PAY FOR ESSENTIAL WORKERS. AND THEN FINALLY, UH, THE OTHER ONE THAT OF DIRECT INTEREST TO THE TO THE CITY IS INVESTING IN WATER SEWER IN BROADBAND INFRASTRUCTURE. SO THE FUNDS ARE FAIRLY RESTRICTIVE AS FAR AS AS THEY GO TOWARDS CITIES. SO WITH THOSE. BROAD GUIDELINES THAT THE GOVERNMENT HAS GIVEN US FOR THE EXPENDITURE OF THE MONEY. WE KIND OF DID AN INTERNAL CALL FOR PROJECTS. ASK, YOU KNOW, UM. ALL THE DEPARTMENTS TO TALK ABOUT. WHAT THEY COULD SEE THE MONEY BEING SPENT ON. SO FIRST OFF, AND WE EVEN TALKED ABOUT THIS DURING THE BUDGET PROCESS LAST YEAR WOULD BE MAKING THE APEX CENTER HOLE. UM, THE APEX CENTER WAS PROBABLY THE MOST AFFECTED FUND DURING THE PANDEMIC. IN FACT, IT STILL HAS NOT RETURNED THE REVENUE LEVELS TO THE PRE PANDEMIC LEVELS AND ALMOST ALL OF IT AND IN FACT, ALL OF THE APEX CENTERS FUND BALANCE THAT IT. BUILT UP OVER THE LAST COUPLE OF YEARS WAS DEPLETED.

SO UH, THE APEX CENTER WOULD BE POTENTIAL PROJECT OF ABOUT $2.9 MILLION. PERFORMING ARTS CENTER LOST ABOUT $150,000 DURING THE PANDEMIC TAMPERING. WE WOULD PROBABLY SUGGEST PUTTING THOSE BACK TO MAKE THOSE HOPES. THERE WAS ALSO A CALL FOR FOUR PLUS MILLION DOLLARS IN EAST MCKINNEY INFRASTRUCTURE PROJECTS. WE HAD THREE MAJOR PROJECTS THERE AND THEN UNDETERMINED AMOUNT FOR CITY HALL INFRASTRUCTURE. THAT'S THE PLUS IN THE FOUR PLUS MILLION.

ARTIE PROVIDED A PROJECT OF ABOUT $1 MILLION FOR FIBER EXPANSION TO OUR CITY PARKS IN THE DOWNTOWN SQUARE. THIS WILL PROVIDE WIFI TO ALL THE CITY PARKS AND THEN, UH, AND ALSO IN THE CITY SQUARE. WE ALSO HAVE CALLED FOR ABOUT $15.3 MILLION IN ACTIVE AND FUTURE CPP REQUEST THESE WOULD BE THESE WERE IDENTIFIED BY, UM ENGINEERING. PUBLIC WORKS IN I T TO BE USED TO OFFSET OUR REVENUE BOND SALES EACH YEAR. THESE WERE ALL WATER, WASTEWATER, BROADBAND AND DRAINAGE PROJECTS, AND YOU CAN SEE THAT WE HAVE ABOUT $145 MILLION WORTH OF THOSE TYPES OF PROJECTS IN OUR FIVE YEAR C I P. SO THIS WAS THESE WERE PROJECTS THAT COULD BE STARTED COMPLETED IN THIS TIME FRAME THAT WE CAN OFFSET SELLING REVENUE BONDS FOR AND THEN ALSO ABOUT $2.5 MILLION FOR SOME ECONOMIC DEVELOPMENT PROJECTS THAT FIT WITHIN THE. PUBLIC WATER AND WASTEWATER INFRASTRUCTURE AND BROADBAND INFRASTRUCTURE AND DRAINING STORMWATER. THESE CAME UP TO ABOUT 25 MILLION ALMOST $26 MILLION WORTH OF PROJECTS

INTERNALLY. WHEN I SENT IT OUT, YOU KNOW, I DIDN'T SAY HEY, WE ONLY HAVE $23 MILLION. THIS IS JUST THESE WERE THE PROJECTS ARE RETURNED. WHAT WE ARE LOOKING FOR FROM THE COUNCIL IS KIND OF A DIRECTIVE. IF THESE ARE THE TYPES OF PROJECTS THAT YOU WANT TO FOR US TO PURSUE IS WE PUT TOGETHER THE BUDGET FOR FISCAL YEAR 2020 LIKE I SAID, WE WILL, UH WE WILL GO AHEAD AND ALLOCATE SOME OF THE FUNDS AS YOU SEE FIT THAT WE HAVE ALREADY RECEIVED IN FISCAL YEAR 21. AND WE'RE JUST LOOKING FOR SOME GUIDANCE AS WE GO FORWARD. IN THE FISCAL 22 BUDGET THAT THESE ARE THE TYPES OF PROJECTS THAT YOU LIKE US TO PUT THE RP FUNDS TOWARDS. WITH THAT I'LL BE HAPPY TO TAKE ANY QUESTIONS OR OR HAVE YOUR COMMENTS ON THAT. QUESTION. SURE. MY UNDERSTANDING IS THAT THESE MONIES CANNOT BE SPENT. ON ANYTHING THAT'S NOT ON A PUBLIC PROPERTY. SO IF WE WENT IN TO HELP AN INDIVIDUAL OR A BUSINESS SPECIFICALLY, THESE ARE NOT THESE FUNDS CORRECT. THIS ISN'T THAT TYPE OF FUNDING THIS. THIS IS MORE FOR THOSE THOSE INFRASTRUCTURE DOLLARS IF THEY FIT SOMEWHERE IN THE PUBLIC HEALTH EXPENDITURE OR THE. NEGATIVE ECONOMIC IMPACTS. UM POSSIBLY YOU COULD DO THAT. BUT IF WE'RE TALKING ABOUT DOING ANY TYPES OF CITY PROJECTS, THOSE WOULD BE NEED TO BE PUBLIC DOLLARS. YES. I'M SORRY, DID I? WELL, I WAS TALKING ABOUT. HELPING INDIVIDUALS, HOMES, INDIVIDUAL BUSINESSES. THAT'S NOT WHAT THIS MONEY IS ALLOCATED FOR. IT COULD IT COULD BE USED IN THE SECOND ONE THERE FOR HOUSEHOLD SMALL BUSINESS AND IMPACTED INDUSTRIES IN THE PUBLIC SECTOR. SO IT COULD POSSIBLY BE USED FOR THOSE. HOWEVER AS I WAS SHOWING EARLIER, WE HAVE, UH, DONE SOME OF THAT AND STILL HAVE DOLLARS TO SPEND IN SOME OF THESE OTHER CATEGORIES.

RESIDENTIAL ASSISTANCE. WE STILL HAVE QUITE A LARGE BALANCE THERE TO SPEND. AND WE'VE DONE ALREADY ABOUT $4.5 MILLION IN SMALL BUSINESS GRANTS, SO ANY OF THOSE COULDN'T LOOK BACK ANY WITH THESE DOLLARS, WE WOULD NEED TO BE LOOKING FORWARD FOR THOSE TYPES OF IT COULD. USE THESE FUNDS TO OPEN CERTAIN AREAS IN THE CITY. ECONOMIC DEVELOPMENT.
