CONSIST OF NON CONTROVERSIAL OR HOUSEKEEPING ITEMS REQUIRED BY LAW ITEMS MAY BE CONSIDERED INDIVIDUALLY BY ANY COUNCIL MEMBER MAKING SUCH A QUEST PRIOR TO EMOTION. VOTE ON THE CONSENT ITEMS. IS THERE ANY ITEM THAT SOMEONE WOULD LIKE TO PULL DOWN? TO DISCUSS AND IF NOT ENTERTAIN A MOTION. MOVE THAT WE APPROVED. SECOND. PLEASE CAST YOUR VOTES. MHM.RIGHT? REGULAR AGENDA. PUBLIC HEARING ITEMS, PORTION JENNY CONSISTS OF VIOLENCE REQUIRING
[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from “PD” - Planned Development District to “PD” - Planned Development District, Generally to Modify the Development Standards and to Allow for a Telecommunications Tower, Located on the Southeast Corner of Bluestem Drive and Hidden Haven Drive, and Accompanying Ordinance]
INDIVIDUAL CONSIDERATION BY THE COUNCIL ITEM 2100410 CONDUCT A PUBLIC HEARING TO CONSIDER AN ACT ON REQUEST TO REZONE. SUBJECT. PROPERTY FROM PD PLAN DEVELOPMENT TO, UH TO PD PLAN DEVELOPMENT DISTRICT GENERALLY TO MODIFY DEVELOPMENT STANDARDS AND TO ALLOW FOR A TELECOMMUNICATIONS TOWER, LOCATED ON THE SOUTHEAST CORNER OF BLUE STEM DRIVE AND HIDDEN HAVEN DRIVE. JENNIFER. THANK YOU, MR MAYOR. JENNIFER ARNOLD, DIRECTOR OF PLANNING. ONE SECOND OF FATHERS THERE. YEAH OKAY. UM UH, COUNCIL MAY RECALL THAT THIS ITEM WAS BEFORE YOU ON THE MAY 18TH COUNCIL MEETING, HOWEVER, IT WAS TABLED TO ALLOW STAFF AND THE APPLICANT TO DISCUSS WHETHER OR NOT THERE WERE OTHER ALTERNATIVE LOCATIONS FOR THE PROPOSED CELL TOWER. STAFF HAS WORKED WITH THE APPLICANTS. THEY ARE STILL REQUESTING THE PROPOSED CELL TOWER ON THE SITE THAT YOU HAVE BEFORE YOU TONIGHT. I'LL DO A REALLY QUICK RECAP OF WHAT THE REQUEST INCLUDES. AND THEN I'LL BE HERE TO ANSWER ANY QUESTIONS THAT YOU HAVE. AND I KNOW THE APPLICANT IS HERE AS WELL. SO THIS REQUEST IS TO REZONE THE SUBJECT PROPERTY, WHICH IS A PROSPER IS D ELEMENTARY SCHOOL SITE FOR ELEMENTARY APPROXIMATELY 10.7 ACRES IN SIZE. THE REQUEST IS TO REZONE SPECIFICALLY TO ALLOW FOR THE INSTANT INSTALLATION OF AN 80.FT UM, CELLULAR TOWER ON THE NORTHEAST SIDE OF THE SCHOOL PROPERTY. HERE ARE SOME EXHIBITS THAT WOULD BE TIED DOWN AS PART OF THAT ZONING JUST AS A REMINDER, UH, THE PROPOSED CELL TOWER WOULD BE TUCKED AWAY HERE ON THIS SIDE OF THE BUILDING. PER THE REQUEST ME, ALL RIGHT, LOOK THAT UP. FURTHER REQUESTS. THE APPLICANT HOUSE PROPOSED TO PROVIDE SOME ADDITIONAL SCREENING AROUND THE BASE OF THE CELL TOWER THEY HAVE LOCATED IN A PLACE WHERE THEY FEEL IN CONCERT WITH THE SCHOOL DISTRICT THAT IT IS AN APPROPRIATE LOCATION FOR THE SCHOOL'S CONCERN. AS WE LOOK AT IT FROM A STAFF PERSPECTIVE, IT DOES MEET ALL OF THE DISTANCE REQUIREMENTS THAT WE WOULD TYPICALLY LOOK FOR WHEN CONSIDERING A CELL TOWER. AS SUCH, WE ARE RECOMMENDING APPROVAL OF THE REQUEST. AGAIN.
I'M HERE TO ANSWER ANY QUESTIONS THAT YOU ALL HAVE. AND I KNOW THE APPLICANT IS HERE AS WELL. I HAVE A. THE QUESTION. I THINK IT WILL BE FOR MORE FOR YOU, MR HAUSER, IF THAT'S OKAY. JENNIFER. MAYBE YOU MAY BE ABLE TO ANSWER TO. I'M NOT SURE. YOU COULD YOU
[00:15:03]
COULD YOU JUST. REITERATE UH, FOR THOSE WHO WEREN'T HERE IN THE PAST, UM WHAT BY LAW BY FEDERAL LAW THAT WE ARE ABLE TO CONSIDER AND, MORE IMPORTANTLY, FOR THIS DISCUSSION, WHAT WE ARE NOT ABLE TO CONSIDER AS WE DELIBERATE OVER THIS. I THINK THAT THE BURDEN IS ON THE APPLICANT TO ESTABLISH THAT THERE IS NO OTHER. SITES THAT WOULD PROVIDE EQUIVALENT SERVICE TO THE ONE THAT'S BEING SOUGHT TONIGHT. AND THAT IF THERE ARE ALTERNATE SITES, THEN.THE COUNCIL WOULD BE ABLE LEGALLY TO DENY THAT THE ADVOCATES FROM THE ZONING IN THIS CASE. SO THOSE ARE KIND OF THE SHORT VERSION OF THAT AND WHAT WE CAN'T. WHAT CANNOT BE CONSIDERED AND ARE DENYING THE REQUEST WOULD BE HEALTH OR SAFETY CONCERNS. OR IS THAT ACCURATE? THE YES. FEDERAL LAW. THE ISSUES OF WHAT CELL TOWERS AND WAVES DO OR CANNOT BE CONSIDERED YES. THANK YOU. IF THAT'S WHAT YOU'RE JUST WANTED CLARIFICATION FOR WITH THAT ARE ARE ENGAGED IN THIS DISCUSSION. ANYONE ELSE HAVE QUESTIONS FOR STAFF? I HAVE A QUESTION. I NOTICED IN SOME OF THE LETTERS OF OPPOSITION FROM PARENTS OF STUDENTS. THAT THERE WAS A COMPLAINT ABOUT REALLY LIMITED GREEN SPACE AROUND THE SCHOOL IS THAT PORTION OF THE SPACE BEING UTILIZED FOR ANY PURPOSES LIKE. OR PLAY AREAS OR ANYTHING LIKE THAT. I WOULD I'D HAVE TO DEFER THAT TO THE APPLICANT WHAT WE'VE BEEN TOLD BY THE APPLICANT AND THE SCHOOL DISTRICT IS THAT THIS LOCATION IS SATISFACTORY FOR THEM, AND IN FACT, I HAD A CALL FROM THE DEPUTY SUPERINTENDENT WITH PROSPER. I S D. REGARDING THIS VERY CASE, SO THE SCHOOL DISTRICT THE SCHOOL ITSELF FEEL AS THOUGH THE LOCATION THAT'S PROPOSED. IT'S NOT GOING TO ENCUMBER THE ACTIVITIES THAT THEY HAVE ON SITE. AND SO THEY'RE SUPPORTIVE OF IT. MICRO MICRO QUESTION. MEMORY SERVES ME BECAUSE IT WAS LIKE MAYBE THE TWO MONTHS LIKE FOREVER.
UH, THIS IS A PROSPEROUS SITE. PROSPER PROPERTY. MCKINNEY GETS NOTHING OUT OF THIS DEAL. WELL AGAIN. I THINK THAT THE AFRICAN HAVE ANSWERED THAT WITH IT IS MCKINNEY STUDENTS THAT ARE THERE WHILE IT IS PROSPEROUS CITY, IT'S STILL IN THE CITY OF MCKINNEY PROPER. AND SO THE STUDENTS THAT ARE THEY'RE PROBABLY COME FROM BOTH MCKINNEY AND PROSPER. BUT IN TERMS OF, YOU KNOW, TAXABLE VALUE OR REVENUES, WE WOULDN'T GET THAT ON A SCHOOL SITE ANYWAYS, BECAUSE THEY'RE NON TAXABLE FROM AN A V ADVIL OR, UM. BUT BUT WHAT WOULD THE OTHER SITES THAT WERE CLOSE TO THIS THAT WERE LOOKED AT. WELL, I'M SORRY FOR THE OTHER PROPOSED SITES, SO THE APPLICANT WILL WALK THROUGH THAT THERE WAS A GAS STATION SITE THAT THEY LOOKED AT, AS WELL AS A FIRE STATION SITE HERE IN THE CITY. BUT I GUESS I'LL WAIT FOR THAT. I'LL DEFER THAT TO MR HAUSER, THE CELL TOWER ITSELF. IF IT WERE ON PRIVATE PROPERTY, WHETHER OR NOT WE WOULD STILL GET THE A V. WHETHER OR NOT WE'D GET ANY SORT OF SALES OR BUSINESS PROPERTY TAX. I COULDN'T SPEAK TO THAT. RIGHT? UH, THE APPLICANT. HAS COME UP. GOOD EVENING, AND THANKS FOR HAVING US BACK. MY NAME IS MASON GRIFFIN AND I RESIDE AT 64 23 TO A PLANE IN DALLAS. UM AND YES, I'M HERE TO ANSWER QUESTIONS AND GO THROUGH A BRIEF PRESENTATION THAT I HAVE THAT REALLY DOES FOCUS ON ALTERNATIVES THAT WERE LOOKED AT. AND TRY TO FIND THE LEAST INTRUSIVE MEANS TO ADDRESS THIS THIS SIGNIFICANT COVERAGE ISSUE AND WE'LL GET BACK TO THE COVERAGE ISSUE AS WELL. AND SO JUST TO MAKE SURE I'M DOING THIS CORRECTLY. WHAT ARE YOU DOING? SO THIS IS IF YOU WOULD LIKE TO DRAW USE ANNOTATION AND YOU CAN DRAW HERE RECOVER. YOU NEED TO AND CLEAR IT. THIS WILL JUST POINTED THAT WAY, AND IT'LL PERFECT DRINK. SO ONE OF THE THINGS THAT THINGS THAT CAN BE CONFUSING ABOUT THESE THESE CELL TOWER SITES IS THE IS THE PROPAGATION MAPS BECAUSE OFTEN IT'S HARD. IT'S EASY TO LOSE SIGHT OF THE RANGE IN THE SCOPE OF WHAT THEY REPRESENT. THIS IS THE EXISTING COVERAGE THAT VERIZON WIRELESS HAS, WHICH IS THE TENANT THAT IS COMMITTED TO GO ON MY CLIENTS TOWER WHEN IT GETS CONSTRUCTED. GREEN IS IDEAL COVERAGE. INDOOR COVERAGE IN YOUR HOMES. SO YOUR PHONE TO WORK YOU DON'T HAVE TO WALK OUTSIDE TO HAVE A PHONE CALL.
YOU DON'T HAVE TO WALK OUTSIDE TO CALL 911 EMERGENCY ON YOUR CELL PHONE. AND THEN THE LIGHTER, SHADED YELLOW IS IN VEHICLE OR OUTDOOR COVERAGE AGAIN. YOUR PHONE GENERALLY
[00:20:02]
WORKS OUTSIDE, BUT YOU'RE GOING TO HAVE DRUNK CALLS CONSISTENTLY IN YOUR HOME. UM THE NEXT WILL REPRESENT WHAT THE COVERAGE WILL LOOK LIKE AFTER THE TOWERS INSTALLED AND RIGHT THERE IN THE CENTER IS THE PROPOSED LOCATION OF THE TOWER. AGAIN. IT'S EASY TO LOSE SIGHT OF WHAT THE WHAT THIS REPRESENTS. AND SO WE OFTEN HEAR SUGGESTIONS FROM FROM FOLKS. FOR PROPOSED TOWERS THAT ARE OFTEN MILES AWAY, AND SO TO MAKE IT A LYRIC LITTLE CLEAR.WHAT WE'VE DONE IS OVERLAY THAT WITH A GOOGLE MAP IMAGE SO THAT YOU CAN CLEARLY SEE WHERE THE WHERE THE GAP IS. UM UH, YOU THE GAP IS CONSISTENTLY AROUND THIS AREA AND EVEN EXTENDS. UP INTO THAT AREA. UM GETTING GOOD AT THIS. AND SO TO ZOOM IN A LITTLE CLOSER. YOU CAN TELL, UM THERE WE GO. GET BACK ONE. WHATEVER WE'RE TALKING ABOUT BORDER BOUNDED BY WEST RIDGE BOULEVARD ON THE SOUTH VIRGINIA PARKWAY ON THE NORTH GENERALLY AND THEN UP AND DOWN INDEPENDENCE PARKWAY WITH WITH SOME COVERAGE GAPS THAT EXTEND TO THE NORTH OF VIRGINIA PARKWAY AND SOME A BIT SOUTH OF WEST RIDGE BOULEVARD. SO TYPICALLY WHEN ASSAD ACQUISITION COMPANY SOMEONE THAT SITES THESE TOWERS TRIES TO FIND A SITE THAT WORKS. WHAT YOU GENERALLY DO IS START RIGHT IN THE MIDDLE OF ANY GAP IN COVERAGE. EXCEPTIONS TO THAT WOULD BE AREAS WHERE THERE'S TOPOGRAPHIC LIMITS. SO IF YOU'RE DOING THIS IN AUSTIN OR IN ATLANTA, VERY HILLY AREAS, YOU MIGHT START IN A HIGHER AREA THAT SHOOTS DOWN ACROSS A COVERAGE AREA. BUT WITH THIS YEAR WITH THE TOPOGRAPHY THAT WE HAVE RELATIVELY FLAT.
WITHOUT EXISTING STRUCTURES, LIKE A DOWNTOWN AREA THAT WOULD BLOCK COVERAGE. YOU GENERALLY START RIGHT IN THE MIDDLE. AND SO THAT'S WHAT WE'VE GOT HERE AND THIS IS WHAT WAS WHAT WAS CITED. AND WHEN YOU LOOK AT THAT AREA, WHAT YOU COME UP WITH IS THREE PRIMARY LOCATIONS THERE AT LEAST POSSIBILITIES FOR WHERE TOWERED WORK. THE FIRE STATION TO THE RIGHT. THE SCHOOL PROPERTY THE NORTH AND THEN THE AMENITY CENTRE. THAT'S TO THE SOUTHWEST. AND SO WE'LL GO THROUGH EACH ONE OF THESE, AND TALK ABOUT THE PROS AND CONS OF EACH. THE FIRE STATION WAS ACTUALLY, UH, AN OPTION THAT WAS INITIALLY PURSUED. THE SITE WAS CONSIDERED HIM MADE A PROPOSAL OF THE CITY AND THE CITY REJECTED IT BASED ON THE POLICY. THAT THAT PUBLIC SAFETY LOCATIONS WON'T BE THE LOCATIONS FOR TOWERS, POLICE STATIONS AND FIRE STATIONS WON'T BE RELEASED AND UTILIZED FOR TOWER LOCATIONS. REALLY IT'S PROBABLY FOR THE BEST ANYWAY BECAUSE THE SIZE OF THE PROPERTY APPROXIMATELY 320 FT BY 400 IS SMALL, SO SMALL THAT TO MEET A 2 TO 1 SETBACK, WHICH WE ACTUALLY EXCEED AT THE SCHOOL SITE. YOU WOULD NEED A PLACE THE TOWER DEAD CENTER OF THE PROPERTY WHERE THE FIRE STATION IS AND SO REALLY WHAT YOU WOULD ULTIMATELY HAVE IF WE SIDE OF THE TOWER AT THE FIRE STATION IS A TOWER SITTING ON THE EDGE OF THE PROPERTY, VIOLATING SETBACKS TO DO A HUGE DEGREE. AND SO IT DIDN'T WORK FOR THE CITY VIOLATES THE SETBACKS. SO ANOTHER OPTION THAT TEMPLE DID NOT PURSUE, BUT IT IS THE AMENITY CENTRE TO THE SOUTHWEST. WHAT PERSON? I'M SORRY, DID NOT PURSUE IT, AND THERE'S GOOD REASONS FOR IT. THE POND RIGHT IN THE IN THE MIDDLE, MAKES THE SIGHTING VERY PROBLEMATIC. OBVIOUSLY YOU'VE GOT FLOOD ISSUES. YOU CAN'T PUT THE TOWER IN THE MIDDLE OF THE POND, WHICH FORCES YOU TO THE EDGE EDGES OF THE PROPERTY. AND THEN IF YOU WERE TO GO TO THE WESTERN EDGE OF THE PROPERTY YOU'VE GOT YOU'VE GOT MOST OF THE BALANCE OF THE PROPERTIES ALREADY UTILIZED AND YOU CONTINUE TO VIOLATE SETBACK. SO THAT WASN'T PURSUED REALLY AT ALL BECAUSE OF THE EXISTING LAYOUT OF THE PROPERTY. AND THAT TAKES US TO FOR LAND AREA.
YEAH. I'LL GO RIGHT BACK TO IT. I'M SORRY. YOU CALL IT A GAP? THE GAP IN COVERAGE. YES IT'S REALLY REPRESENTED RIGHT THERE. UM IS THE BEST IMAGE THAT WE HAVE OF IT. SO THE AREA JUST SOUTH OF WEST RIDGE ALL OF THIS AREA. THAT'S CORRECT, AND EVEN EVEN FURTHER NORTH INTO THAT, SO REALLY ALL THIS AREA IS SOUGHT TO BE TO ADDRESS THE COVERAGE GAP. JUST. THAT WELL, WE CAN GET TO SOME OF THE SOUTHERN OPTIONS THAT WERE PURSUED. IF YOU'D LIKE TO DISCUSS THOSE THE TOUGH THING ABOUT THAT AGAIN AS I INDICATED, IF YOU'RE IF YOU'RE IF YOU'RE ADDRESSING A COVERAGE NEED AN AREA THAT'S THAT'S RELATIVELY FLAT FOR ALL INTENTS AND PURPOSES. YOU'RE GOING TO CITE THE TOWER IN THE MIDDLE OF THE OF THE OF THE GAP IN COVERAGE.
YOU'RE NOT GOING TO PUT THE TOWER OF THE SOUTHERN END, YOU'RE GOING TO CREATE THE NECESSITY FOR MULTIPLE TOWERS, WHICH NO ONE WANTS. UM THAT'S NOT WHAT THE CITY IS INTERESTED IN. THAT'S NOT WHAT OBVIOUSLY TOWER OPERATORS AND WIRELESS CARRIERS ARE INTERESTED IN DOING IF YOU CAN SOLVE A PROBLEM WITH ONE TOWER. YOU TRY TO DO THAT RATHER THAN MULTIPLE TOWERS. AFTER SHOWS ALL THE TOWERS. AREA THAT NEW PILOT. I CAN SHOW YOU RIGHT THERE.
THERE'S THAT THEY'RE THE EXISTING THE ONLY EXISTING TOWER THAT SERVES VERIZON. IS THAT RIGHT THERE, AND THEN THERE WOULD PRESUMABLY BE ONE JUST OFF THE MAP TO THE WEST,
[00:25:01]
PROVIDING COVERAGE. WE DON'T HAVE THAT REFLECTED ON THE MAP. SO TYPICALLY THESE DAYS, THESE TOWERS, UM, ANTENNA INSTALLATIONS. ADDRESS COVERAGE NEEDS ANYWHERE FROM A HALF MILE TO THREE QUARTERS OF A MILE IN ANY GIVEN DIRECTION. AND SO IF YOU IF YOU MOVE A TOWER HALF MILE IN ANY GIVEN DIRECTION, OR THREE QUARTERS OF MELANIE GIVEN DIRECTION, YOU'RE GOING TO MISS THE COVERAGE GAP AND YOU'RE GOING TO BE ADDRESSING AN AREA THAT'S THAT'S NOT A PROBLEM.THIS MAP THAT WE'RE REALLY GONNA DO THIS. PRIZES. THAT'S CORRECT. IT'S NOT EVERYBODY'S GOT NO, THIS IS JUST VERIZON'S GAP. 18 T IS ALSO AS I'VE MENTIONED BEFORE, HAS EXPRESSED STRONG INTEREST IN THE TOWER. IT'S NOT FRANKLY ON WE'VE GOT A KIND OF A CHICKEN OR THE EGG.
NOT ON THEIR BUDGET UNTIL IT'S APPROVED BY THE CITY COUNCIL. MCKINNEY I CAN'T DO ANYTHING ABOUT THAT, BUT BUT THEY HAVE EXPRESSED STRONG INTEREST IN GOING ON THIS TOWER AND HAVE A NEED IN THE AREA TO OTHER CARRIERS. HALF TOWERS IN THIS AREA. NONE THAT WOULD ADDRESS THE PROBLEM. THAT WOULD BE THE EASIEST SOLUTION AND THAT'S FRANKLY ALWAYS WHAT THE CARRIERS GO TO BEFORE THEY ENGAGE A COMPANY LIKE MY CLIENTS TO BUILD A TOWER IS THEY TRY TO GO ON AN EXISTING TOWER THAT. THAT IS OPERATED BY BY SOMEONE ELSE SO EITHER T MOBILE OR 18 T. SURE. I MEAN, IF YOU DON'T MIND, I'M GOING TO CLEAR THE. SO THERE'S AN EXISTING WATER TANK TO THE SOUTH OF WEST RIDGE. DID I GET IT CLOSE ENOUGH. YEAH, THAT THAT IF I CAN MOVE TO MY PRESENTATION, WE'VE GOT SOME INFORMATION ON THAT. BUT I KNOW THE CITY'S BEEN INTERESTED IN SEEING AND WE'VE GOT A RADIO FREQUENCY ENGINEER FROM VERIZON HERE. TO WALK YOU THROUGH THE DIFFICULTIES WITH INSTALLING ON THAT TOWER. YEAH. SURE. THERE'S AN EXIST THERE IS THERE'S AN EXISTING WATER TOWER OWNED AND OPERATED BY THE CITY, RIGHT RIGHT THERE AT THE SOUTHERN SOUTH OF SOUTH OF WEST RIDGE. LET'S SEE HERE. SO AGAIN, WE GET TO FOR ELEMENTARY, WHICH IS WHERE WHERE MY CLIENT ENDED UP, NEGOTIATED, AT LEAST WITH THE WILLING LANDLORD PROVIDES THE BEST POSSIBLE COVERAGE WITH THE LEAST IMPACT ON THE NEIGHBORHOOD. AND IT'S THE ONLY REMAINING OPTION THAT ADDRESSES THE COVERAGE NEED ADEQUATELY.
UM, UH, THE EASTERN INTO THE PROPERTY IF WE CAN GO BACK, UM, REALLY CAN DIVIDE INTO THREE SECTORS THE EASTERN INTO THE INTO THE PROPERTY. IS IN THE FLOODPLAIN. AND SO IT DOESN'T DOESN'T WORK. THE SCHOOL PROVIDED A WILLING LANDLORD, THE AREA IN THE CENTRE, UM, IS OWNED BY A RESIDENT TO DEVELOPER. AND IF YOU LEARN ONE THING WITH, UM DOING SAD ACQUISITION WORK FOR ANY OF THESE TOWER COMPANIES, YOU KNOW IT'S A WASTE OF TIME TO TALK TO A, UH, A DEVELOPER ABOUT SIGNING A TOWER IN THEIR PROPERTY AS THE AS THE FIRST THE PROJECT THAT GOES IN THEY GLAD TO TALK ABOUT IT AS AN AMENITY LATER ON ONCE THEY'VE BUILT THEIR BUILT THEIR PROJECT, BUT IT'S NOT YOUR YOU'RE NEVER GOING TO GET A POSITIVE OUTCOME FROM TALKING TO THEM BEFORE IT'S DEVELOPED JUST DOESN'T HAPPEN. AND SO THAT LEAVES US WITH WITH THE SCHOOL SIDE. UM SIT HERE. AGAIN OTHER CONSIDERATIONS. 18 T HAS SIMILARITIES IN THE AREAS. I'VE DISCUSSED. THE PROPOSED TEMPLE TOWER IS THE SLIMMEST POLE DESIGN AVAILABLE IN THE MARKET. IT ACTUALLY EXCEEDS THE SETBACKS THAT THE CITY IS ESTABLISHED FOR CELL TOWERS AND OTHER LOCATIONS. ACCORDING TO THE SCHOOL DISTRICT, THE TERRORIST BEEN CITED BY THE LEAST AMOUNT OF DISRUPTION TO THE SCHOOL. WE LOOKED AT AN OPTION OF DOING THE TOWER ON THE SOUTHEASTERN SIDE OF THE PROPERTY THAT HAVE BEEN SUGGESTED. BUT THERE'S PORTABLES THAT ARE GOING TO BE GOING IN. THE SCHOOL IS DEALING WITH CAPACITY ISSUES, AND SO THEY, OBVIOUSLY THAT THE EDUCATION OF THE CHILDREN PARAMOUNT, AND THAT'S WHERE THE PORTABLES ARE GONNA BE LOCATED. UM, UM. COUNCIL WOMAN FELT US YOU'D ADDRESS ASKED THE QUESTION ABOUT IS THERE ANY SCHOOL ACTIVITIES CARPAL OCCURS BACK AND FORTH GENERALLY IN THE LOCATION WHERE THE TOWER IS, UM, BUT NO REGULAR RECESS OR PLAYTIME. IT MIGHT HAVE BEEN USED A BIT DURING DURING COVID WHEN YOU'RE LOOKING TO SPREAD PEOPLE OUT. NO REGULAR SCHOOL ACTIVITIES OCCUR THERE, AND ACCORDING TO THE SCHOOL, IT WON'T PROVIDE ANY ANY APPRECIABLE DISRUPTION TO THE SCHOOL ACTIVITIES. UM. UM AS AGAIN AS WE DISCUSSED THE AESTHETICS OF THE BOUNDARY WALL WILL MATCH THE SCHOOL GYMNASIUM. AND WE'VE DISCUSSED THE FALL RISK THAT THE CITY REQUIRED WIND LOAD CAPACITY IS AN EQUIVALENT TO AN EF ONE TORNADO AND AT THAT WIND LOW LEVEL. THE TOWER WILL ONLY BE STRESSED TO 58% OF ITS CAPACITY. UM UM AND IS DESIGNED TO BUCKLE AT 40 FT, SO THERE'S SAFETY ISSUES AND SAFETY CONCERNS FOR ANYONE, UM, REALLY WON'T BE AN ISSUE THE TOWERS BUILT TO WITHSTAND TORNADOES. ITS INTENT, ADDRESS COVERAGE AND CAPACITY DEFICIENCIES IN THE
[00:30:06]
AREA FOR VERIZON AND WILL AGAIN GET TO THIS IN A MOMENT. IT'S A TOP FIVE SITE IN THE NORTH TEXAS MARKET THAT STRETCHES EFFECTIVELY FROM WICHITA FALLS. TO TEXARKANA NORTH INTO OKLAHOMA AND SOUTH TO WACO. THIS IS A TOP FIVE SITE FOR VERIZON, SO THIS IS A HUGE PRIORITY FOR THEM, WHICH IS WHY, FRANKLY, THEY'VE GOT SEVERAL PEOPLE HERE TO SPEAK.THE GOAL AGAIN IS PROVIDES SAFE AND SECURE. 9 11 911 SERVICE TO THE NEIGHBORHOOD, THE SCHOOL, IT'S NECESSARY INFRASTRUCTURE FOR A GROWING CITY AND ESPECIALLY AS WE GET INCREASES AND WORK FROM HOME DEMANDS, BETTER COVERAGE AND HIGHER CAPACITY BECOME NECESSARY.
ANOTHER CONSIDERATION THAT WE'VE LOOKED AT, UH, THE CITY PUBLISHES A MAP THAT INDICATES SUITABLE LOCATIONS. THIS IS FOR SMALL. SO INSTALLATIONS. UM BUT WOULD BE COMPARABLE, AND ACTUALLY THE CITY ON THIS WEBSITE, DIRECT PEOPLE TO FOR ELEMENTARY SCHOOL, SAYING THIS IS A OTHER THAN RIGHTS OF WAY. SCHOOLS AND HISTORIC PROPERTIES ARE THE LOCATIONS THAT THE CITY IS DIRECTING PEOPLE TO FOR SMALL CELL INSTALLATIONS. THIS IS NOT A SMALL STONE INSTALLATION. I SHOULD POINT OUT, THIS IS THE KIND OF DIRECTION AND FEEDBACK THAT WE GET GET FROM THE CITY. UM. SEE OTHER SCHOOLS NOT WITHIN THE CITY, MCKENNEY BUT OTHER SCHOOLS AND SURROUNDING COMMUNITIES THAT HAVE CELL TOWERS. UH PROSPEROUS D AGAIN HAS HAD TWO PROPOSED TOWERS AND THEIR PROPERTIES. TOP MIDDLE SCHOOL IN FRISCO, HENDRICK MIDDLE SCHOOL AND PLAN. OH, ACTUALLY, IT HAS TWO TOWERS IN THE PROPERTY AND THEN CURVE ON INCUR MIDDLE SCHOOL AND ALAN HAVE PROPERTY TWO TOWERS IN THE PROPERTY. THESE ARE NOT MOCK UPS. THESE ARE EXISTING TOWERS. HENDRIK MIDDLE SCHOOL IN PLANO. ACTUALLY, THIS IS THE ONE WITH TWO TOWERS. THERE IT IS FROM THE STREET LEVEL. THIS IS KURT ELEMENTARY SCHOOL, AND ALAN YOU SEE THE TOWER RIGHT THERE. AND THAT'S NOT A PHOTO SIMULATION. YOU CAN DRIVE BY IT TODAY IF YOU'D LIKE. AND VON ELEMENTARY SCHOOL AGAIN AND ALAN. I SHOULD NOTE THIS ONE. UH, OUR TOWER IS FAR FURTHER AWAY FROM EXISTING RESIDENTIAL PROPERTY THAN THIS. THIS TERROR IS IN AND ALAN. UM.
THAT'S THE END OF THIS PORTION OF THE PRESENTATION. WHAT THE POINT I JUST WANT TO MAKE WITH THAT IS THAT THIS IS A COMMON PRACTICE. I JUST FOCUSED ON THE CITY'S REALLY IMMEDIATELY AROUND. MCKINNEY I CAN GIVE DOZENS AND DOZENS AND DOZENS OF EXAMPLES FURTHER AND FURTHER WE GET AWAY SCHOOL DISTRICTS ALL OVER THE METROPLEX ALL OVER THE COUNTRY ARE REGULARLY INSTALLING THESE TOWERS ON SCHOOL PROPERTY. WITH WITH LITTLE NO ISSUES FAR AS WE KNOW, AND THEN THE LAST THING I'D LIKE TO ADDRESS IS SOMETHING THAT REALLY READ. WE JUST GOT TODAY. VERIZON WIRELESS ON ITS OWN ACCORDING TO ITS OWN COST. CONDUCTED A TEXT MESSAGING CAMPAIGN OF ITS CUSTOMERS WITH WITHIN THREE ZIP CODES, AND I'VE GOT A COPY OF THE LETTER THAT'S BEING SENT TO THE CITY. I'M REGARDING THIS. MM. WHAT THIS TEXT MESSAGE SAID. THIS WENT OUT JULY 1ST. AND THROUGH SIX DAYS WE'VE GOT WE'VE GOT SOME RESULTS, THE TEXT SAID.
VERIZON EXCUSE ME HELP US IMPROVE WIRELESS VOICE AND DATA SERVICE IN YOUR AREA. LIKE YES TO THIS MESSAGE TO SHOW YOUR SUPPORT FOR A NEW WIRELESS FACILITY IN THE MCKINNEY RISK, WEST RIDGE ROSE GARDEN AREA NEAR FOR ELEMENTARY SCHOOL. YOU MAY ALSO ADD AN OPTIONAL MESSAGE DESCRIBING YOUR SUPPORT TO CITY OFFICIALS. VERIZON DOES THESE TEXT CAMPAIGNS ON OCCASION AND TYPICALLY SEES OVER ABOUT 200 RESPONSES IN THIS CASE THEY RECEIVED OVER 900 RESPONSES WITH 913 RESPONSES OF YES, THEY WERE IN FAVOUR. 19 RESPONSES SAID THEY WERE OPPOSED TO THE TOWER. SOME SAMPLES JUST SO I CAN READ FOR THE HOW MANY OF THOSE CAN 7535 YEAH. SO THE I DON'T HAVE A BREAKDOWN BY ZIP CODE, BUT THIS WAS SENT TO THREE ZIP CODES THAT EVIDENTLY THIS AREA REALLY HAS OKAY? UM. JUST SOME SAMPLE RESPONSES, AND WE PROVIDED POSITIVE AND NEGATIVE. SOME OF THE NEGATIVES. I REALLY CAN'T REPEAT IN A PUBLIC HEARING, BUT SOME OF THE POSITIVES YES. MY SERVICE HAS BEEN BAD AT MY HOUSE AND NEEDS IMPROVEMENT.
YES WE NEED THE ADDED SERVICE IN THIS AREA. TWO EXCLAMATION MARKS. YES CURRENTLY I DO NOT HAVE GOOD RECEPTION IN MY HOUSE. I FREQUENTLY HAVE TO SIT OUTSIDE TO MAKE PHONE CALLS.
YES OFTEN. RECEPTION IS BAD. IT WOULD BE GREAT TO BE ABLE TO BETTER COMMUNICATE. BETWEEN PARENTS AND CHILDREN, OBVIOUSLY, FROM A PARENT THERE, UM POSSIBLY WITH CHILDREN, THE KIDNEY CHILDREN AT THE SCHOOL. YES MY LOCATION IN MCKINNEY IS VERY POOR CELL SERVICE. WE NEED BETTER FACILITIES IN THIS AREA. FROM WINSTON VZ SIGNED YES. CURRENT RECEPTION IS WEAK, WHICH RESULTS IN DROPPED CALLS. YES WIRELESS FACILITIES ARE ESSENTIAL TO QUALITY
[00:35:03]
COMMUNICATIONS AND HAVE LITERALLY NO ADVERSE IMPACT ON THE COMMUNITIES WHERE THEY'RE LOCATED. YES THEY APPRECIATE THE IMPROVEMENT. I'VE BEEN A VERIZON CUSTOMER FOR MANY YEARS AND HAVE A HARD TIME HERE. MCKINNEY GETTING A GOOD SIGNAL. YES I GET TWO BARS IN MY HOUSE, AND IT'S PROBLEMATIC. WE NEED STRONGER COVERAGE IN MCKINNEY AGAIN. THAT'S JUST A SAMPLE OF THE 913. YES, RESPONSES. UM AND ONLY 19 FOLKS AGAIN. THIS IS JUST VERIZON CUSTOMERS. WERE OPPOSED TO THIS INSTALLATION. UM. I KNOW THERE'S QUESTIONS AND I KNOW WE'D LIKE TO DISCUSS THE WATER TOWER. I'M GLAD TO ANSWER ANY QUESTIONS MAY BE UNRELATED TO THE WATER TOWER, AND THEN WE CAN BRING UP THE VERIZON REPRESENTATIVE TO ADDRESS THE WATER TOWER ISSUE.IF THAT, IF THAT, IF THAT WORKS FOR EVERYONE. LET'S BRING HIM UP. GREAT, OKAY? IF YOU COME ON UP. VERIZON WIRELESS HAS DONE AND ROSE UP A RADIO FREQUENCY ENGINEER THAT HELPS DESIGN THESE NETWORKS. AND SO WHAT THEY HAVE DONE IN THE SAME WAY THAT WE SAW, UM THE MAP. UM.
THAT SHOWED THE BEFORE AND AFTER COVERAGE WITH THE SCHOOL SITE. WHAT WE'VE GOT HERE IS MAPS THAT HE'LL WALK THROUGH THAT COVER. IT SHOW COVERAGE BEFORE AND AFTER THE WATER TOWER SITE, SO. GOOD EVENING TO THE COUNCIL. MY NAME IS ROBERT RAMOS. I LIVE IN 1 TO 518 IN GLASBERG TRAIL FORWARD TEXAS. I'VE BEEN OUT OF DESIGN AND TELECOMMUNICATIONS FOR 20 YEARS NOW, SINCE 4000. SO BASICALLY, I'LL GO OVER TO THE LITTLE BIT OF A TECHNICAL CONSIDERATIONS WHEN WE PICK UP WHEN WE SELECT THIS LOCATION FOR THE TOWER, LIKE, UH, WE WERE EXPLAINING EARLY ON PAGE NUMBER TWO OF THE DOCUMENT. I'M SHOWING THE AREA THAT WE'RE TRYING TO IMPROVE, AND WE'RE LOOKING FOR BOTH CAPACITY AND PERFORMANCE. YOU SEE IN THIS AREA THAT YOU HAVE PROBLEMS INSIDE THE HOUSES. WE WANT TO GIVE THE SERVICE TO THE PEOPLE. THERE IS A LOT OF PEOPLE WORKING FROM HOME AND WE WANT TO IMPROVE THE SERVICE. RIGHT NOW. WE HAVE ONE MAJOR SECTOR THAT IS SERVING. UH THIS ONE MY RADIOS THAT WE WANT TO IMPROVE, SO ONE SECTOR, IT IS NOT ENOUGH. IT'S LOW SPEEDS. YOU HAVE TROUBLES DOWNLOADING INFORMATION AND UPLOADING INFORMATION AND EMAILS. SO I'M VERY ON PAGE NUMBER TWO. DOES THE IDEA THAT WE WANT TO IMPROVE THOSE BETWEEN WEST REGION? UH, VIRGINIA, SO WE'RE TALKING ABOUT ONE MILE RADIUS, BUT THE SITE CAN EXTEND THE COVERAGE A LITTLE BIT MORE TO 1.5 MILE RADIUS. WHEN YOU GO TO PAGE NUMBER THREE IS LIKE NUMBER THREE. IT SHOWS THE GOVERNMENT COVERAGE. IT SHOWS THE CURRENT SIDE IS ON THE FAR RIGHT. ON THE NEWS SIDE OF BOTH SIDE ON FOUR CITY IS ON THE FOR ELEMENTARY IS ON THE CENTER OF THE RING. THAT IS WHAT WE CALL AN OPTIMAL LOCATION FOR WHAT WE WANT TO ACHIEVE. THEY WILL GIVE US PRETTY MUCH 90% OF THE COVERAGE THAT WE WANT TO IMPROVE IN THIS AREA. NOW WE COME TO THE LINE NUMBER FOUR. THAT IS THE NEW COOPERATION.
AND YOU SEE THAT WE PRETTY MUCH COVERED THE ENTIRE RED CIRCLE THAT WE HAVE IDENTIFIED AS THE OBJECTIVE FOR THIS SIDE. NOW, THIS IS INTERESTING. WE'VE BEEN ASKED TO EVALUATE WATER TANK I THINK IS PART OF THE QUESTION OF THE COUNCIL. AND WHEN YOU LOOK AT NUMBER IF YOU SLIDE BACK AND FORTH BETWEEN FOUR AND FIVE YOU SEE, THE NUMBER FIVE IS THE LOCATION OF THE WATER TANK ON THE SOUTH SIDE OF THE RING. THAT IS, UH. NOT AN OPTIMAL LOCATION WE CAN ACHIEVE PROBABLY 30 TO 40% OF THE COVERAGE. SO IN THE FUTURE, WE MIGHT NEED ANOTHER. UH SECOND TOWER ON THE NORTH SIDE OF THIS AREA. SO IF WE WERE TO BE ABLE TO GET AN UPPER WORLD FOR THE ELEMENTARY SCHOOL LOCATION. WE CAN COVER UP TO 80 OR 90% OF THE OF THE AREA THAT WE WANT TO IMPROVE. IF WE GO ON THE WATER TANK. ONLY ONE SECTOR WILL HELP THIS AREA AND IS ONLY 40. THE OTHER, UH, SLIGHTS. SIX SELECT SIX IS THE CURRENT SECTOR SERVING THIS AREA. IF YOU SEE IS THE BLUE SECTOR. I'M SORRY. W SECTOR THAT COMING FROM THE FROM THE EAST. IS THE ONE THAT DOMINATES, AND IT'S RIGHT NOW WHAT WE CALL COMPOSING UTILIZATION IS MORE A IS ABOVE 100% SO WE'RE EXCEEDING THE CAPACITY OF THIS SITE. IN 2021. NOW WHEN YOU LOOK AT THE SLIDE NUMBER SEVEN DOES THE NEW TOWER AND YOU SEE, IT IS SPREAD EVENLY, UH, ON ALL THREE SECTORS ON THIS SITE, AND IT WILL PROVIDE US A TOTAL OF 15 CARRIER SECTORS. THAT'S A HUGE IMPROVEMENT IN THE AREA. WHEN YOU LOOK AT THE LAST LINE, WHICH IS NUMBER EIGHT, YOU'LL
[00:40:03]
SEE THAT, UH, IF WE USE THE WATER TANK. ONE SECTOR. MAYBE IT WILL COVER THE AREA.PROBABLY 30 30% 40. AND OUR CURRENT SIDE, WHICH IS OVERLOADED, ALREADY MAINTAINS THE COVERAGE OF THE AREA, SO WE DON'T SEE. BY LOOKING AT THE WATERTOWN. WE DON'T SEE A MAJOR IMPROVEMENT. WHILE BEING IN THE IN THE ELEMENTARY SCHOOL. THAT'S THAT'S THE OPTIMAL SOLUTION. THAT'S WHAT WE ARE LOOKING FOR IN THIS DESIGN. ANY QUESTIONS FROM THE COUNCIL.
SITES. YEAH, WE EVALUATED THE FIRE DEPARTMENT LOCATION, BUT IT WAS DISCOVERED BECAUSE OF STONING. YEAH. THIS. THIS IS FOR CELL SERVICE AND, UM. WE PROVIDE FOUR G SERVICES ON FIVE YEAR SERVICES, SO IT'S UH FOR PHONE CALLS DATA EMAILS. IT'S ALL IN THE SAME TIME DATA.
YEAH. QUESTIONS. ALL RIGHT. THANK YOU. HAVE MORE THAT YOU LIKE TO SHARE OR IT WAS A PUBLIC HEARING WOULD HAVE PUBLIC COMMENTS. I JUST WANTED TO MAKE MYSELF AVAILABLE FOR QUESTIONS. THERE ARE ANY QUESTION. RIGHT. SO THIS IS A PUBLIC HEARING. I HAVE FOUR PEOPLE HAVE SIGNED UP TO SPEAK. RALPH WIND GARDEN. SEVERAL OF THE CARDS THAT YOU HAVE OUR OTHER, UM PEOPLE WHO REPRESENTED THE APPLICANT THAT ARE AVAILABLE FOR QUESTIONS AS WELL. SO RALPH, FOR EXAMPLE, MR WEINGARTEN IS HERE. JUST ANSWER QUESTIONS, BUT I THINK HAS ANYTHING OH, YEAH. YEAH. I'LL BE BRIEF. I THINK MASON ENROLLED. DID A GREAT JOB. MY NAME IS RALPH WINE GARDEN FROM FALKEN FOSTER 6 78 FRONT AVENUE, NORTHWEST GRAND RAPIDS, MICHIGAN, 49504. HERE ON BEHALF OF HIM PILL. I JUST WANTED TO SAY THANK YOU TO STAFF FROM THE BEGINNING FROM BEFORE APPLICATION AND THROUGH THE APPLICATION PROCESS. JENNIFER ARNOLD AND CAITLIN SHEFFIELD HAVE BOTH BEEN A GREAT DEAL OF HELP, AND WE HAVE ENDEAVOURED TO BE CAREFUL AND DILIGENT WITH THIS APPLICATION TO BUILD SOLID SUPPORTING EVIDENCE FOR THIS APPLICATION. WE DID SUBMIT A NUMBER OF PIECES, WHICH WE HAVEN'T LOOKED AT TONIGHT, BUT, UH. PHOTO SIMULATION VIEWS. WE'VE LIMITED THE TOWER HEIGHT TO 80 FT, WHICH IS QUITE A MODEST SIZE FOR THESE TYPES OF TOWERS. WE HAVE DONE A STEALTH DESIGN WHERE THE ANTENNAS ARE FULLY CONCEALED WITHIN THE POLL. IN TERMS OF THE MASONRY WALL. WE'VE GONE TO AN EIGHT FT MASONRY WHILE AND IT WILL MATCH THE STONEWORK IN BRICKWORK. AND THE BUILDING SCHOOL BUILDING ITSELF, AND WE'LL ALSO PLANTS MARTIN JENNIFER AROUND THE OUTSIDE, SO I TRIED TO BE DILIGENT AND SCREENING THIS. I KNOW YOU'VE HAD PASSED APPLICANTS THAT DIDN'T MEET SETBACKS AND THE RULE OF THUMB HAS BEEN TWO TIMES TOWER HIGH. WE WANTED TO BE DILIGENT TO MAKE SURE WE MET THAT IN THIS LOCATION. WE'D ALSO, UH, JUST NOTE THE STAFF REPORT TO HAS LOOKED AT THE COMPREHENSIVE PLAN LOOKED AT THE OTHER REGULATIONS AND NOTED THAT THIS IS CONSISTENT WITH THE COMPREHENSIVE PLAN CONSISTENT WITH THE OTHER REGULATIONS. AND THEM. JUST LIKE TO RESPECTFULLY ASK YOU TO I CONCUR WITH THE STAFF REPORT AND WITH THE 70 PLANNING AND ZONING COMMISSION VOTE AND RESPECTFULLY ASK FOR YOUR APPROVAL TONIGHT. I'M AVAILABLE FOR QUESTIONS AS WELL AS APPROPRIATE. THANK YOU ASK HIM. I DIDN'T GET ARE YOU REPRESENTING? WHO ARE YOU REPRESENTING? HEMPHILL THE TOWER OWNER HEMPHILL. YEAH IT'S A IT'S A PROPOSED TEMPLE TOWER. I COULDN'T HEAR YOU. YEAH. SO YOU'RE YOU'RE REPRESENTING THE COMPANY THAT'S PUTTING. SO IS MASON. YEAH. AND THEN VERIZON REPRESENTATIVES HERE TONIGHT.
OUR TENANTS ON OUR TOWER, WE BUILT IT FROM MULTIPLE. WHAT WAS YOUR ADDRESS AGAIN? UH MY ADDRESS WAS 6 78 FRONT AVENUE, NORTHWEST AND GRAND RAPIDS, MICHIGAN. YES. THANK YOU.
THANKS. LUCAS COUNTER. RIGHT, SHELDON PEARSON, THANKS AND GARY HARTNACK. UM NO, I ONLY HAVE. WE MET THREE MINUTES, WHICH I FEEL IS A LITTLE BIT LIMITING, BUT AT ANY RATE. UM TRYING TO GET THROUGH THIS AS QUICKLY AS I CAN. UM, AS A RESIDENT OF MCKINNEY AGAIN I'M GARY HARNICK 101 OR FIVE SAIL BOARD DRIVE. WAS RESIDENT MCKINNEY AT THAT LOCATION. I WANT TO ONCE AGAIN VOICE MY STRONG OPPOSITION TO THE REZONING REQUEST FOR THE PROPOSED 80 FT FIVE G CELL TOWER AT FOR ELEMENTARY SCHOOL, AND WE KNOW THAT IS PROSPER, SD. BEFORE MY WIFE AND I DECIDED TO GO THEIR HOME ON CYRIL BOARD DRIVE. WE RESEARCHED HOW THE OPEN LAND BEHIND OUR OR BEHIND HER HOME WOULD BE USED IN THE FUTURE. WE
[00:45:01]
WERE TOLD BY THE DEVELOPER THAN ELEMENTARY SCHOOL WOULD EVENTUALLY BE BUILT THERE. SO ON ELEMENTARY SCHOOL WAS BUILT THERE. MHM. THAT SCHOOL IS THERE TODAY BEHIND OUR HOUSE, WHICH WAS PART OF THE PLAN. HOWEVER. AN 80 FT FIVE G CELL TOWER BEHIND HER HOUSE WAS NOT PART OF THE PLAN WAS NOT PART OF THE DEAL. WE ALSO FEEL THAT AN 80 FT FIVE G CELL TOWER BEHIND OUR HOUSE WILL NOT BE DESIRED. AS PART OF THE DEAL FOR MANY HOME BUYERS WHEN THEY WANT TO, UH, LOOK AT OUR HOME WHEN WE TRY TO SELL IT. THIS TOWER WILL BE APPROXIMATELY TWICE THE HEIGHT. THE SCHOOL GYMNASIUM. IT IS PLANNED FOR THE NORTH SIDE OF THE BUILDING, WHICH IS THE CLOSEST SIDE OF THE SCHOOL TO AN ESTABLISHED RESIDENTIAL AREA. UM. THE PROJECT TREATS RESIDENTS ON SALE BOARD. DR. I FEEL. AS THOUGH THEY WILL NOT BE AFFECTED BY THE NEGATIVE VISUAL IMPACT OF THE POTENTIAL PROPERTY DEVALUATION. DUE TO THIS 80 HO TOWER. MY QUESTION IS, WOULD YOU US COUNCIL MEMBERS WANT AN 80 FT 55 G CELL TOWER BEHIND YOUR HOUSE. NUMBER THREE THAT I HAVE ON MY LIST. IN ADDITION, THE NORTH SIDE OF THE SCHOOL TO ANSWER DOCTORS QUESTION. UM, IS PRECISELY WHERE CHILDREN ARE CONGREGATING OUTSIDE THE SCHOOL. THIS SIDE OF THE SCHOOL IS USED FOR PHYSICAL EDUCATION. WITH PAINTED SQUARES ON THE SIDEWALK FOR GAMES. AFFORDABLE TELLER BALL STANDS AND IT HAS THE STUDENT BIKE RACKS. CONTRARY TO THE VENDOR LETTER. OF INTENT. THE PROPOSED FIVE G CELL TOWER WILL NOT BE 140 FT. AWAY FROM WHERE THE CHILDREN HAVE THESE ACTIVITIES. THIS IS ALSO EXACTLY WHERE PARENTS WAIT IN LINE EVERY SCHOOL DAY. FOR STUDENT DROP OFF AND PICK UP UM NUMBER FOUR. IN HER PREVIOUS COUNCIL MEETING. THE CITY PLANNING DEPARTMENT INDICATED THAT THIS IS THE FIRST REQUEST. FOR A CELL TOWER OUT OF SCHOOL IN THE CITY OF MCKINNEY. I FEEL THAT APPROVAL OF THIS FIVE JESUS TOWER. ADEMAS MCKINNEY SCHOOL IS AN UNWISE PRECEDENT.WHICH WILL ALLOW MORE TO QUICKLY FOLLOW. PLEASE NOTE THAT IN 2000 AND FOUR US AND CANADIAN MEMBERSHIP OF THE INTERNATIONAL ASSOCIATION OF FIREFIGHTERS. PASSED A RESOLUTION OPPOSING CELL TOWERS. ON OR ADJACENT TO FIRE STATIONS DUE TO DOCUMENTED HEALTH CONCERNS. THIS IS A CRITICAL ISSUE. AND IF IT'S CRITICAL ISSUE FOR OUR FIRST RESPONDERS, I BELIEVE IT SHOULD BE A CRITICAL ISSUE FOR OUR STUDENTS. THANK YOU, SIR. YEAH.
SAYS A PUBLIC HEARING. IS THERE ANYONE THAT IS HERE TO SPEAK TO THIS ITEM THAT DID NOT FILL OUT A CARD? SEEN NONE ENTERTAIN A MOTION TO CLOSE THE PUBLIC HEARING MOVED. MOVED TO CLOSE.
SECOND. ALL IN FAVOR. SAY AYE, ALRIGHT. RIGHT? PUBLIC HEARING IS CLOSED. DELIBERATION. FROM WHAT? I UNDERSTOOD THE SITES THAT HAVE BEEN CONSIDERED MM. JENNIFER, COULD YOU WORRY. AND COMING BACK UP. YOU PULL THE MAP BACK, ACTUALLY IMPRESSED IF YOU WOULD MIND HER. I'M SORRY.
GO TO THE APPLICANT PRESENTATION WHERE THEY HAD THE MAP. THAT CAN SCROLL BACK TO IT. THAT'S THAT'S THE. THREE LOCATIONS. I GUESS THERE'S REALLY FOUR BECAUSE THE WATER TOWER WOULD HAVE BEEN 1/4 LOCATION. HEART WAS METAPHOR. COURSE. MHM. JUST WANT TO POINT OUT THAT EACH OF THESE LOCATIONS ESPECIALLY THE WATER TOWER. IS SURROUNDED BY RESIDENTIAL NEIGHBORHOODS. MM HMM. YES. POINT OF CLARIFICATION, RESIDENTIAL NEIGHBORHOODS AND EVERYONE. BUT ON THE WATER TOWER, EXISTING WATER TERROR TO THIS DAY. DOES HAVE. MEDICATION DEVICES ON IT SO YOU CAN CO LOCATE ON A WATER TOWER. I WILL TELL YOU THAT THE WATER TOWER UM, THE BASE OF THE WATER TOWER IS ABOUT 85 TO 90 FT IN HEIGHT AND THE CO LOCATION WOULD OCCUR AT AROUND IN THE 80 TO 90 FT HEIGHT. BASED ON THE INFORMATION THAT'S PROVIDED BY THEM, AND I WILL DEFINITELY DIFFER MORE TO THE APPLICANT. THE COVERAGE EXPANSE TO REACH THEIR, UH, YOU KNOW, DIP IN COVERAGE, IT WOULD NOT HAVE BEEN SUFFICIENT FOR THEM
[00:50:06]
TO GAIN WHAT THEY WERE HOPING TO GAIN WITH, ADDED ADDED CELL TOWER AT THAT HEIGHT. THE COMMON YEAH. MAKE. I'LL MAKE A COMMENT. UM REALLY? DON'T THINK IT'S AN APPROPRIATE LOCATION PROOF CELL TOWER. I'M SKEPTICAL ON WHETHER THEY ACTUALLY INVESTIGATED ALL THE SIDES ATHLETE THAT COULD BE POSSIBLE. AND EVEN IF YOU DO, YOU DO HAVE TO DO TWO TOWERS. IS IT BETTER TO DO TO THEN PUT IT IN AN INAPPROPRIATE? LOCATION. IT'S KIND OF NOT. LIKE TO JUMP IN THERE TO FOLLOW RICK AS RICK JUST HIT IT ON THE HEAD FOR ME. I'VE NEVER THOUGHT THIS WAS APPROPRIATE LOCATION, UM, FOR THE SCHOOL REASON JUST FOR THE PURPOSE OF THE SCHOOL. I DO THINK THE WATER TOWERS WHO ARE OUR EXISTING WATER COMMUNITY BECAUSE IT'S WATER AND COMMUNICATION. THAT'S WHAT PRETTY MUCH HAPPENS IN EVERY CITY ON THEIR WATER TOWERS THAT ARE OPERATING AND IF THEY HAVE TO INVEST IN TWO TOWERS TO MAKE THE COVERAGE WORK THAT INVEST IN TWO TOWERS. THE POPULATION GROWTH HERE IS GOING TO SHOW YOU'RE GOING TO HAVE IT. SO THERE'S NO THERE'S NO REASON NOT TO WANT TO INVEST IT AND IF YOU'RE GOING TO GET IT WITH NO OPPOSITION. WE HAVE 40 LETTERS OF OPPOSITION AND WE'RE LOOKING AT HERE FROM PARENTS AND FAMILIES IN THAT AREA. DON'T THINK I'VE EVER SEEN IN OPPOSITION LETTER FROM ANYTHING ON A WATER TOWER. ANY OTHER TALENT. SO THERE'S MY POINT. BECAUSE I'M GOING TO LISTEN TO THOSE FAMILIES. I BELIEVE THERE IS SUBSTANTIAL EVIDENCE THAT THERE ARE ALTERNATIVE SIDES THAT WOULD EQUALLY SERVED THE TELECOMMUNICATIONS NEEDS OF RISING LOCATED WITHIN THE SPECIFIC AREA. BECAUSE OF THAT SUBSTANTIAL EVIDENCE I WOULD VOTE AGAINST THIS. DO NOT HAVE A PROBLEM WITH THE LOCATION. I DON'T HAVE A PROBLEM WITH THE PROJECT. I THINK IT'S NEEDED.UM I HAVE. ALWAYS GO BACK AND KIND OF LAUGH BECAUSE NOW WE'RE GOING TO LISTEN TO LETTERS OF OPPOSITION AND THERE WAS A PROJECT AND NEAR MY HOUSE THAT GOT 290 LETTERS OF OPPOSITION, BUT WE PASSED THAT. WITH NO PROBLEM AND SO THIS. I KNOW YOU DID, BUT ANYWAY, WE, UH I THINK THIS IS A GREAT LOCATION. I THINK THAT THAT I LOVE THE FACT THAT THE SCHOOL IS GETTING THE MONEY MEANS VERSUS SOME. YOU KNOW SOMEWHERE, SOMEBODY ELSE GETTING THE MONEY AND SOME INDIVIDUAL ON SOME PROPERTY. THE SCHOOL'S GETTING THE MONEY, AND THERE'S OTHER. THERE'S OTHER TOWERS ON OTHER SCHOOLS. IF IT WAS TRULY A. A CONCERN. I THINK IT WOULD. IT WOULD BE ADDRESSED, BUT. THE SCHOOL DOESN'T HAVE AN ISSUE WITH IT. IN FACT, THEY'RE WELCOMING IT.
I'M SURE THE HOMEOWNER IS GONNA REALLY APPRECIATE IT. AND I THINK WE'D BE FOOLISH NOT TO APPROVE. APPROVE THIS. I AM GOING TO SAY THAT. THIS IS POLITICALLY NOT A NOT A. NOT A POPULAR POSITION THAT MAYOR PRO TEM JUST TOOK. AND THEN I'M GONNA TAKE, YOU KNOW, NUMBER ONE. THERE'S WE DON'T GET OPPOSITIONS OF LETTERS. UM UH, ON WATER TOWERS, BECAUSE THERE'S NO REZONING THERE, AND ALL THEY HAVE TO DO IS. GET THROUGH OUR ENGINEERING DEPARTMENT AND ACCEPT OUR TERMS. I KNOW THAT WHEN TOWERS, SOMEONE SAID, HOW WOULD YOU LIKE IT NEXT TO YOUR HOME? WELL, I'VE GOT A. EIGHT CELL TOWERS, PROBABLY, YOU KNOW, 100 YARDS FROM MY HOME AND WHEN THEY FIRST WERE BEING PUT ON THIS BELL TOWER, I WAS JUST CATEGORICALLY OPPOSED. I FELT IT WAS GOING TO HURT THE VALUE OF MY HOME. I THOUGHT THEY WERE TERRIBLE LOOKING UP. THEY'RE NO DIFFERENT THAN WHEN THEY'RE ON THE WATER TOWER. IT TURNS OUT, IT HAD NO IMPACT ON THE VALUE OF MY HOME, BUT IT TOTALLY ENHANCE MY LIVING EXPERIENCE AND THAT I FINALLY COULD TALK ON MY PHONE IN MY HOUSE. MHM. BUT IT'S THIS IS ONE OF THOSE THINGS THAT. I DON'T THINK THERE WILL EVER BE A CASE WHERE THERE'S NOT LETTERS OF OPPOSITION. IF THERE'S RESIDENTIAL HOMES AROUND, AND WE'LL NEVER HAVE A SITUATION WHEN THE TOWERS BEING PROPOSED WHERE THERE'S NO RESIDENTIAL HOMES AROUND. DON'T NEED A TOWER. YOU NEED SERVICE. AND AGAIN WE DON'T HEAR THOSE LETTERS OF OPPOSITION ON WATER CAMERAS BECAUSE IT'S NOT A SONY NO ONE HAS THE OPPORTUNITY TO OPPOSE THEM. THEY JUST APPEAR.
IT JUST APPEARED ON MY ON OUR TOWER IN ADRIATIC TO UM. THE FACT IS, THE COVERAGE IS NEEDED AND THAT THE SCHOOL WILL BENEFIT AND TO SAY THAT THE SCHOOL OUR CHILDREN, OUR FAMILY DOESN'T BENEFIT BECAUSE IT'S PROSPER. I S D I THINK IS WRONG. I THINK THAT OUR OUR CHILDREN GO TO SCHOOL THERE, TOO. AND THAT INCOME TO THAT SCHOOL IN THAT SCHOOL DISTRICT
[00:55:02]
SERVES OUR CHILDREN THAT ARE IN THAT SCHOOL, SO I THINK IT'S A. IT'S INCORRECT TO SAY THAT WE DON'T GET A BENEFIT BECAUSE THE SCHOOL IS NOT IN OUR SCHOOL DISTRICT. FAR AS I KNOW OUR KIDS ARE GOING TO SCHOOL THERE. I WANT THAT SCHOOL TO BE EVERY BIT AS GOOD AS ANY OTHER SCHOOL IN THE CITY, SO NOT POPULAR. BUT, UM. AS A DEVELOPER. I KNOW THAT IT'S ACTUALLY NOT GOING TO HURT ANYONE'S HOME VALUE. IT JUST IT JUST DOESN'T IT'S ALWAYS THE THOUGHT NEEDS TO GO TO POSITION AND I UNDERSTAND IT, BUT IT'S REALLY OUT OF FEAR. IT'S NOT OUT OF HISTORICAL EVIDENCE. UM. WILL SERVE A GREAT GREAT PURPOSE AND SERVE THE COMMUNITY. THERE. IT IS IN GREAT NEED, SO I AM GOING TO SUPPORT IT, ALTHOUGH I KNOW IT'S NOT POPULAR. WANT TO ASK A QUESTION OF THEIR ENGINEER. MIKE. MR ENGINEER, WOULD YOU COME BACK UP? THE SCHOOL DISTRICT BACKED OUT OF THIS LEASE. WHERE WOULD YOU PUT THIS TOWER? IF THE SCHOOL DID SIT BACK OUT, WE'RE BEING A LITTLE BIT OF TROUBLE. SO YOU HAVE TO LOOK AT ALTERNATE. SUCH RIGHT.WE HAVE TO LOOK AT ALTERNATE SIDES. JUST ONE. PROBABLY PROBABLY NOT THE BEST SOLUTION FOR THIS COMMUNITY OR YOU'LL TAKE. WE START FROM FROM CEDAR, RIGHT FROM SQUARE ONE. WE HAVE TO START PROBABLY. TALKING ABOUT TWO MORE YEARS OF RESEARCH AND WORK. DID YOU INVESTIGATE ANY COMMON PROPERTIES CONTROLLED BY THE HOMEOWNERS ASSOCIATION THERE? I'LL DEFER THAT TO MY REAL ESTATE TEAM. I'M NOT AWARE OF OTHER AND YOU'RE DISCUSS ANY LOCATIONS WOULD BE OUR HEART. THEY ARE HORTON BUILDER, THE WILDERS. YES NO, I'LL DEFER THAT TO MY JAIL ESTATE TEAM. I DON'T WE DIDN'T GOT THAT OPTION IS ONE OF THE ALTERNATIVES, RIGHT. THANK YOU. RIGHT? QUESTIONS FROM THE MHM. OTHER COMMENTS. JUST TO MAKE A PLACEHOLDER, RIGHT? I AGREE WITH YOU, MR MAYOR. WE NEEDED WE NEEDED FOR COVERAGE IN OUR COMMUNITY AND. GOOD PERSON. IT'S ONE OF THOSE NECESSARY THINGS THAT I MEAN, IT'S NO ONE IS GOING TO WANT AND AGAIN. I SEE THAT. THERE'S BEEN FOUR ALTERNATIVE SITES, AND I THINK THAT THEY COULD GO TO FOUR MORE SITES AND ANYONE THAT THEY WOULD HAVE PICKED. WE WOULD HAVE THE SAME OPPOSITION AND I THINK IF THEY PICK FOUR MORE, WE'RE GOING TO THE SAME OPPOSITION BECAUSE THE FACT IS, I GET IT RIGHT. YOUR NEIGHBORHOOD. YOU DON'T WANT THE TOWER. THANK GOD THEY LOOK LIKE THEY DO TODAY VERSUS WHAT THEY DID 10 YEARS AGO. FIVE YEARS AGO. BUT I GET IT AND SO WE'LL HAVE THE OPPOSITION. NO MATTER WHAT SITE IT GOES TO.
THERE'S GOING TO BE OPPOSITION. WE CAN COUNT ON THAT UNLESS IT'S GOING TO GO ON A CITY OWNED PROPERTY, AND THEN WE WON'T GET LETTERS OF OPPOSITION WITH THE SCALE LETTERS OF COMPLAINTS AFTER THE FACT. BECAUSE I WROTE A NOTE DOWN EARLIER THAT JENNIFER WHEN YOU'RE. TALKING EARLIER. DID YOU SAY THEY HAD NOT BEEN VERY RESPONSIVE DURING THE WORK SESSION? NO. I WAS SAYING THAT WE HAVE NOT RECEIVED ANY PROPAGATION MAPS FROM THEM. HAD THEY INSTALL THE TOWER ON THE WEST RIDGE ELEVATED STORAGE TANK, SO NOT NONRESPONSIVE, BUT JUST NOT INFORMATION THAT THEY PROVIDED. THAT'S ONE OF MY MINDSET. SURE. MHM. CONCEPT KIND OF REMINDS ME OF THE FOX GUARDING THE HENHOUSE HERE. BECAUSE THEY SAY THEY DON'T LIKE IT. AND THEY DIDN'T BRING US ANY SCIENTIFIC EVIDENCE TO THE CONTRACT. OBVIOUSLY, I WOULDN'T EITHER. IT'S ABOUT GETTING GETTING PEOPLE THE COVERAGE AND THIS CITY COUNCIL IS GOING TO DENY THAT THIS THE COVERAGE FOR ANOTHER YEAR OR TWO OR THREE BECAUSE WE'RE GONNA YOU KNOW. TIME TO MOVE ON. PRETTY SAD. THEY DO HAVE A VERY PAPER DOUBLE ACT THAT WAS WRITTEN BY YOUR FEDERAL LEGISLATURE 1996, WHICH WAS WRITTEN AT A TIME WHEN WE DIDN'T HAVE INTERNET COVERAGE EVERYWHERE. AND IT WAS GIVEN THE AUTHORITY FOR TELECOMMUNICATION COMPANIES TO GO OUT AND FORCED THEMSELVES ON PEOPLE. WELL WE'RE NOT IN 1996 ANYMORE. WHERE IN 2021 EVERYBODY HAS INTERNET COVERAGE. WE ALL WALK AROUND WITH COMPUTERS IN YOUR HAND THAT ARE. MORE POWERFUL THAN THE COMPUTER AT THE UNIVERSITY IN THE TOWN.
I GREW UP WITH THAT WAS AN ENTIRE BUILDING. AND THIS ACT WAS WRITTEN IN 1996 25 YEARS AGO, BUT TIMES HAVE CHANGED. GIVES FAR TOO MUCH POWER, TOO. TELECOMMUNICATIONS COMPANIES TO GO OUT AND PUT IT WHEREVER THEY WANT TO, IRRESPECTIVE WE'VE GOT A GROUP HERE TONIGHT. THAT'S ONLY. SERIOUSLY IN GOOD FAITH INVESTIGATED ONE OTHER SIDE. THEY HAVEN'T LOOKED AT THE
[01:00:01]
OTHER TWO THAT THEY CALLED OUT. THERE'S SEVERAL OTHER SIDES OUT THERE THAT THEY COULD HAVE NEGOTIATED ON, BUT THEY DIDN'T DO IT BECAUSE THEY WANT TO RUN IT DOWN THE CITIZENS OF MCKINNEY'S THROAT. AS THE FEDERAL GOVERNMENT DID A VERY POOR JOB OF DRAFTING SOMETHING NOT LOOKING OUT FOR THE FUTURE. IT'S FOR MY TWO CENTS. WOULD MAKE A MOTION THAT WOULD. WOULD MAKE A MOTION THAT WE DENY. PROPOSITION. I'LL SECOND. THERE'S A MOTION TO DENY THE REQUEST IN A SECOND, PLEASE CAST YOUR VOTES. YEAH. MOTION DOES NOT PASS. MOVE ON TO YEAH.I'M SORRY. MOTION PASSES THE I'M SORRY. THE APPLICATION. DID NOT WAS NOT APPROVED. WE'LL
[Conduct a Public Hearing to Consider/Discuss/Act on a Petition to Annex (Case No. 21-0006A) and a Request to Zone (Case No. 21-0054Z) on Certain Land (the “Property”) to “PD” - Planned Development District, Located on the Southeast Corner of Bloomdale Road and Lake Forest Drive, and Related Ordinance(s) and Agreements]
MOVE ON TO 2100. CONDUCTED PUBLIC HEARING TO CONSIDER AND ACT ON A PETITION TO ANNEX AND REQUESTS OWN CASE NUMBER 210054 Z ON CERTAIN LAND PROPERTY TO PD PLAN DEVELOPMENT DISTRICT LOCATED ON THE SOUTHEAST CORNER OF BLOOMINGDALE ROAD IN LAKE FOREST, DRIVING RELATED ORDINANCES. THANK YOU, MR MARRIAGE. JENNIFER ARNOLD, DIRECTOR OF PLANNING AS YOU NOTED, THIS ITEM IS, UM, TO CONSIDER DISCUSS AN ACT ON TWO INDEPENDENT CASES SORT OF IN ONE BUNDLE. SO WE DO HAVE AN APPLICANT WHO IS REQUESTING TO ANNEX. THE SUBJECT PROPERTY LOCATED HERE, IT'S APPROXIMATELY 500. SORRY. CHEAT SHEET DID NOT PULL UP LIKE IT WAS SUPPOSED TO. I'M SORRY. UM THERE WE GO. IT'S APPROXIMATELY 613 ACRES IN SIZE. IT'S CURRENTLY IN THE CITY'S E. T J SO THE AFGHAN IS REQUESTING TO ANNEX THE PROPERTY INTO THE CITY LIMITS AND ZONE IT ACCORDINGLY. AS PART OF THE ANNEXATION REQUEST. THERE IS A PROPOSED ANNEXATION ORDINANCE THAT INCLUDES THE REQUIRED MUNICIPAL SERVICES PLANNED ACKNOWLEDGEMENT FORM. THAT HAS BEEN SIGNED BY THE APPLICANT AS PART OF THE ANNEXATION REQUEST.THEY HAVE ALSO PROPOSED AND SIGNED A DEVELOPMENT AND ANNEXATION AGREEMENT TO OUTLINE THE TERMS OF THE ANNEXATION AND HOW THE PROPERTY WOULD DEVELOP FROM AN INFRASTRUCTURE AND FEES PERSPECTIVE. ON THE ZONING SIDE OF THINGS THE APPLICANT IS REQUESTING TO ZONE THE PROPERTY FOR PD PLANNED DEVELOPMENT AS PART OF THAT PD. THEY ARE PROPOSING TO BREAK THE PROPERTY UP. INTO MULTIPLE DIFFERENT AREAS AS YOU CAN SEE HERE ON THE MAP, SO WE HAVE TWO AREAS ATTRACTS ONE AND TWO IDENTIFIED FOR SINGLE FAMILY, WHICH ARE THESE TWO HERE. AND THOSE ARE APPROXIMATELY 317 ACRES IN TOTAL SIZE AS PART OF THE SINGLE FAMILY ZONING, THE APPLICANT IS PROPOSING TO DEVELOP, ACCORDING TO THE S F FIVE SINGLE FAMILY RESIDENTIAL ZONING DISTRICT. WAS SOME REQUESTED MODIFICATIONS TO SOME SPACE LIMITS, WHICH ARE OUTLINED IN THE STAFF REPORT AND THE PROPOSED DEVELOPMENT REGULATIONS. TRACKED THREE HITS HERE ON THE HARD CORNER. UM AND IT IS APPROXIMATELY 33 A HALF ACRES IN SIZE DEFICITS, PROPOSING TO DEVELOP THIS TRACT IN ACCORDANCE WITH OUR MULTI FAMILY MF THREE ZONING DISTRICT. WITH SOME MODIFICATIONS TO, UM, THE BUILDING HEIGHTS. UM, ALTHOUGH IT'S NOT INCLUDED IN THE ZONING REQUEST AS PART OF THE ANNEXATION AND DEVELOPMENT AGREEMENT. THE APPLICANT IS PROPOSING TO ADHERE TO ARCHITECTURAL STANDARDS OF THE CITY FOR THIS MULTI FAMILY DEVELOPMENT SO WE WOULD BE ABLE TO ENFORCE ARCHITECTURAL STANDARDS. IF THIS ZONING WERE APPROVED IN THE ANNEXATION WERE APPROVED. THE APPLICANT ON TRACT FOUR, WHICH IS ON THIS NORTHERN TRACT. RIGHT UP HERE IS WHAT THEY'VE IDENTIFIED AS THEY FLEX DISTRICT. IT'S ABOUT 32 A HALF ACRES IN SIZE. THIS FLEX DISTRICT WOULD ALLOW FOR DEVELOPMENT OF EITHER COMMERCIAL, ACCORDING TO THE CITY'S C TWO ZONING DISTRICT.
FOR SINGLE FAMILY, ACCORDING TO THE SINGLE FAMILY REQUIREMENTS OR DEVELOPMENT REGULATIONS TIED DOWN IN THE PD. IT'S IMPORTANT TO NOTE THAT IS PART OF THAT FLEX DISTRICT THE APPLICANT IS PROPOSING WITH THE DEVELOPMENT REGULATIONS AT A MINIMUM OF FIVE ACRES BE DEVOTED TO COMMERCIAL. SO REGARDLESS OF THE BALANCE OF THAT SIDE, IF IT'S DEVELOPED THIS COMMERCIAL OR SINGLE FAMILY. MINIMUM MUST BE A MINIMUM OF FIVE ACRES MUST BE INCLUDED. AND THE BALANCE OF THE TRACT IS ABOUT 230 ACRES AND IS WITH THE REZONING. THE APPLICANT IS PROPOSING THE G C GOVERNMENT COMPLEX ZONING DISTRICT, AND THIS IS PREDOMINANTLY TO ALLOW FOR ANTICIPATED SET ASIDE FOR PARKLAND AND OPEN SPACE DEVELOPMENT ON ON THIS BALANCE OF THE TRACT. BELIEVE. THIS JUST OUTLINED SOME OF THE THINGS THAT I JUST TALKED ABOUT AGAIN. THE REQUEST IS TO CONSIDER THE ANNEXATION AND THE ZONING REQUEST ALL AT ONE
[01:05:03]
ACTION THAT WAY WE CAN MAKE SURE THAT THE DEVELOPMENT AGREEMENT, ANNEXATION ORDINANCE AND THE ZONING REGULATIONS ARE ALL SORT OF ACTED ON IN CONCERT WITH EACH OTHER. AND LOOKING AT THE ZONING REQUEST. IN PARTICULAR, WE DID NOTE THAT IT IS IN ALIGNMENT WITH THE CITY'S COMPREHENSIVE PLAN, WHICH INCLUDES THAT MULTI FAMILY COMPONENT DOWN ON THE SOUTHWEST CORNER. WE'VE WORKED WITH THE AFRICAN ON OUTLYING. THE DEVELOPMENT REGULATIONS INCLUDED IN THAT AND WE ARE OFFERING A FAVORABLE RECOMMENDATION. THE PLANNING AND ZONING COMMISSION CONSIDERED THE REZONING REQUEST AS WELL, AND THEY'VE ALSO OFFERED A FAVORABLE RECOMMENDATION. I'M HAPPY TO ANSWER ANY QUESTIONS, AND I KNOW THE APPLICANT IS HERE AS WELL. THIS FLEX ONLY DID IT INCLUDE COMMERCIAL OR SINGLE FAMILY. HANDS AND COMMERCIAL AS IN C ONE, OR C TWO. IS CONCERNED ABOUT WHAT. I HAD NEVER HEARD OF THE FLEX ZONE. SURE RIGHT? NOT CORRECT. SURE SO THE FLEX THE FLEX IS REALLY JUST TO ALLOW. WE'VE TOKEN AT THAT IN THE ZONING TO ALLOW THAT THERE'S FLEXIBILITY AND USES SUCH THAT. IT COULD DEVELOP, ACCORDING TO THE C TWO, WHICH IS OUR NEIGHBORHOOD COMMERCIAL ZONING DISTRICT TO ALLOW FOR COMMERCIAL USES OR IT COULD DEVELOP, ACCORDING TO THE SINGLE FAMILY DEVELOPMENT STANDARDS THAT ARE TIED DOWN IN THE PD. THERE WOULD HAVE TO BE FIVE ACRES OF COMMERCIAL NO MATTER WHAT THAT'S CORRECT. THAT'S CORRECT. MHM FOR THE FLEX AREA WITH CHARLIE. I'VE NEVER SEEN THE SHOES BEFORE WE'VE BEEN USING. SO WITH THE PD. IT'S KIND OF A CREATE YOUR OWN ADVENTURE. AND SO THAT THE NAMING THE NAMING CONVENTION OF THIS SUB DISTRICT IS TRULY UNIQUE TO THIS PDS. I DON'T KNOW THAT WE'VE HAD A FLEX DISTRICT BEFORE. IT'S JUST THE NAMING CONVENTION SO THAT WHEN WE LOOK AT THE REGULATING PLAN, WHICH WAS. THIS MAP OF AS A STAFF. WE CAN SAY OKAY, THIS AREA NOTED AS FLEX USE WHEN YOU GO INTO THE ACTUAL LANGUAGE OF THE ORDINANCE, WE KNOW WHERE IT SAYS FLEX USE. THIS IS THE AREA THAT WE'RE TALKING ABOUT. SO IT'S JUST A TOKEN TO THAT FLEXIBILITY FACTOR, OR COULD WE CALL IT FRED AND CHARLIE'S OWNING YOU? SURE, GOOD SENSE. IS THE APPLICANT. HERE THEY ARE. GOOD EVENING COUNCIL MAYOR TOM OLIVER, CO PRESIDENT OF OXYGEN GROUP. SO I'M REALLY HERE TO, UH, YOU KNOW, BE IN FRONT OF COUNCIL HAS BEEN KIND OF A FUN JOURNEY. WE'VE BEEN ON THIS TRACK FOR ALMOST A YEAR NOW. SO LAST TIME WE CAME THROUGH ZONING ON THE SOUTH SOUTH SIDE WAS. RIGHT AFTER THE FIRST OF THE YEAR, AND SINCE THEN IT'S BEEN WORKING DILIGENTLY WITH. STAFF ENGINEERING PLANNING LEGAL PARKS REALLY KIND OF PULLING THIS TOGETHER REALLY KIND OF COMPLETING THIS PAINT A TREE STORY. SO I'M REALLY HERE JUST TO ANSWER ANY QUESTIONS. I KNOW YOU'VE SEEN SOME OF THE PRESENTATIONS. UM. SO I'M JUST KIND OF YIELD TO ANY QUESTIONS YOU GUYS MIGHT NOW. OPTIONS FOR AFRICAN TELL ME ABOUT THE GOATS, THE GOATS, GOATS? YES YOU HEARD ABOUT THE GOATS, CULTURE. I JUST DON'T KNOW ANYTHING ABOUT HIM. WHAT'S FANTASTIC, SO I'LL TELL YOU NOT TO GO SO ON OUR AMENITY SITE CALLED THE OUTPOST.WE'RE TRYING TO HAVE A MINIMAL IMPACT IN ITS TREES. SO WE COMMISSIONED 100 GOATS, UM, TO CLEAR UP THE UNDERSTORY NATURALLY, BEFORE WE LOOK AT BUILDING SO IT WAS A LITTLE KIND OF LESS LESS ON THE IMPACT OF WHAT WE'RE TRYING TO DO IN OUR PARKS AND OPEN SPACE AND.
WAS KIND OF IT WAS FUN STORY. IT WAS NEVER. THAT WAS MY FIRST GROUNDBREAKING WITH SOME GOATS.
WELL DONE. THANK YOU, DAD. HE WANTS TO KNOW IF YOU'RE GOING TO HAVE A LIMITED SEASON ON GOAT HUNTING ONCE. WELL, WE'VE HAD. WE'VE BEEN FRIENDS WITH THE GAME WARDEN OUT HERE BECAUSE THERE'S BEEN A LOT OF ACTIVITIES, SO I DON'T KNOW THAT'S GONNA WORK. THANK YOU, MCKINNEY AND THANKS FOR CHEATING CANADA. THANK YOU. THANK YOU. ALL RIGHT. THIS IS A PUBLIC HEARING. DO NOT SHOW ANYBODY HERE THAT HAS SIGNED UP TO SPEAK. BUT IS THERE ANYBODY HERE? I WOULD LIKE TO SPEAK. THIS ITEM. SEEN NONE ENTERTAIN A MOTION. MOTION THAT WE APPROVED THE ATOM AS PRESENTED AND CLOSED PUBLIC HEARING. CASTRO VOTES. RIGHT? WE'RE TWO
[CITIZEN COMMENTS ON MATTERS NOT ON THE AGENDA]
CITIZEN COMMENTS ON MATTERS NOT ON THE AGENDA. DID ANYONE SIGN UP? AS WE HAVE SOME SPEAKERS.JIMMY STEWART. ALRIGHT. UH THANK THIS GOVERNING GOVERNING BOARD HAVE THREE ITEMS AND I HOPE TO GET ALL THREE OF THEM. UM FIRST WANT TO SAY THAT? I'M VERY PROUD OF THE PERFORMANCE
[01:10:06]
OF OUR POLICE DEPARTMENT HAD A CHANCE TO WITNESS THEM DO THEIR JOB A FEW MONTHS AGO AT THE LOCAL WIND COAT. THEY WERE CALLED OUT TO DEAL WITH SOME VERY RULED DISRESPECTFUL PEOPLE, AND THEY FOUND THEMSELVES VERY PROFESSIONALLY SO AS WHEN I GIVE A SHOUT OUT TO OUR POLICE DEPARTMENT WHEN THEY DO THINGS, RIGHT. THE REASON I'M HERE IS FOR THE SECOND ITEM ON MY LIST.WHICH IS THE. STANDARD. FOR A FIRE DEPARTMENT. THE ORGANIZATION THAT GOVERNS THE STANDARDS. GOT FAMILIAR WITH HIM. UM, THE FP. YEAH I THINK THERE ARE A IS WHAT THEY CALL THE FIRE DEPARTMENT PROFESSIONAL ASSOCIATION WITH THE 8000 VOLUNTEERS. 250 COMMUNITIES MAY COME UP WITH A GROUP OF STANDARDS ABOUT 300 FOR FIRE DEPARTMENTS IN THESE STANDARDS ARE ADOPTED AROUND THE WORLD. AND I THINK MOST OF THEM PROBABLY ADOPTED BY OUR FIRE DEPARTMENT EXCEPT ONE. AND THAT IS STANDARD 17 10, WHICH SOME OF YOU MAY BE FAMILIAR WITH, WHICH GOVERNS THE NUMBER OF MEN OR FIREFIGHTERS ON THE ENGINE. THE NATIONAL STANDARD IS FOR FOUR TO BE ON AN ENGINE AND OUR CITY HAS THREE. AND I HOPE THAT. THE GOVERNING BODY WILL TAKE IT UPON ITSELF TO DEAL WITH THAT, BECAUSE THAT CAUSES AN INCREASE IN INSURANCE RATES FOR PROPERTY OWNERS AND I SEE ANYONE. YOU DON'T FOLLOW THE STANDARDS OF MEET THE STANDARDS. ALSO IT BECOMES A SAFETY HAZARD FOR OUR FIREFIGHTERS WHEN YOU HAVE TWO FIREFIGHTERS TO GO IN TO FIGHT A FIRE, YOU HAVE ONE PERSON AND STAND OUTSIDE THE BUILDING.
VESTER BACKUP IN CASE SOMETHING GOES SOUTH. CAN EXPECT. ONE FIRE FIRE TO SOMEHOW WITH FULL GEAR TO GO IN AND RESCUE. TWO FIREFIGHTERS AND THEREFORE GEAR AND FOR THAT ALL THE WORK OUT SO FAR, WE'VE BEEN LUCKY. BUT LUCK IS NOT GOOD PUBLIC POLICY, AND IT'S NOT GOOD GOVERNANCE.
SO I'M HOPING THAT THIS COVERING BODY SERIOUSLY TAKE THIS ACTION UP AND FIND THE WILL. TO GET THAT FOURTH FIREFIGHTER ON OUR ENGINE, UH, AND ADOPT STANDARDS 17 10 FOR THE SAKE OF THE CITY. THANK YOU SO MUCH. JIM. JAMES SIMONS. JAMES. GOOD EVENING. YEAH. NEW COUNCILMAN. WELL, SEE YOU. I'VE BEEN HERE IN ANOTHER OCCASION, BUT, UH, I THINK THIS IS MOST SERIOUS ONE THAT I'VE EVER ENCOUNTERED. I'VE SENT LETTERS TO YOU ON NUMEROUS OCCASIONS.
LOT OF YOU, OF COURSE, HAVE. SEEN THE THEY THE STRESSED THAT I'VE GOING THROUGH THIS ASSOCIATION. I LIVED IN ASSOCIATION OF TRINITY HEIGHTS. OFF OF HOW WE ARE. WE HAVE A BOARD THAT WON'T GO AWAY. THEY FELL BELOW THAT NUMBER THREE BUT STILL WINNING, REAPPOINTED ANOTHER PARTY. SO IT IS AS IF TO PERSONS ON THE STREETS GOT TOGETHER. AND THE POINT OF THE BOARD. THEY'VE DONE THAT ON THREE OCCASIONS. THESE PERSONS TAKE NO MINUTE. WE HAVE NO AUDIT. WE HAVE NO RESOLUTIONS FOR ANY PROJECTS. THEY JUST WING IT. AND MATTER OF FACT, THERE, NOT EVEN A BOARD. IF THEY WOULD READ THE BYLAWS, AND I'M QUESTIONING WHETHER IT RHYTHM OR NOT. WHEN. THE BOARD GOES BELOW THREE. IT'S DISSOLVED. THEY'VE DONE ON THREE SOMETHING SEPARATE OCCASIONS. SO I'M ASKING IF SOMEONE AND SIT AT HOME COULD HELP US. FIRST OF ALL, I KNEW WHAT I WANT NOW. I DIDN'T KNOW. 10 YEARS AGO. WE NEED AUDIT.
AND WE ALSO NEED A SUPERVISED ELECTIONS. THEY WENT PAST THE ELECTION DATE. THE FIRST YEAR, 2016. WE SHOULD THAT ELECTION IN APRIL. THEY CALL A MEETING IN JULY. AFTER THAT, CALL ONE AND THEN YES. CAME UP WHAT THEY CALLED PROXIES. AND SAID THAT WE HAVE THE PRODUCT IS THAT WILL RE ELECT US. THEY WEREN'T EVEN A BOY THEN. AND THEY WENT AHEAD AND TOLD US THAT THEY WILL GO BEHIND CLOSED DOORS AND COUNTER PROCESSES. AND OF COURSE THEY CAME OUT, SAYING WE WANT THEY'VE DONE THAT EVERY YEAR THEREAFTER. EVERY YEAR. WE CANNOT GO IN AND COUNT. WE'RE SUPPOSED TO BE ABLE TO GO IN AND SUPERVISED THE COUNTY. WANT ANY PARTY WHO WAS RUNNING FOR
[01:15:01]
AN OFFICE CAN DO THAT. THEY DON'T ALLOW. WE HAVE NO COMMITTEES. NO OTHER COMMITTEES, NO NOMINATION COMMITTEES, THEY NOMINATE THEMSELVES. WE STILL HAVE A NOMINEE COMMITTED TO THAT WE'VE ORGANIZED OURSELVES. SEND IT TO HIM. THEY IGNORE IT. SO I NEED YOU, ASSISTANT FIRST AND FOREMOST AND GET AN AUDIT. HAVE AN ELECTION THEN YOU LOSING $1000 IN REVENUE THAT GOES OUT ASSOCIATION OF OUR NEIGHBORHOOD IS A MESS. EIGHT AND I CAME FROM A BEAUTIFUL NEIGHBORHOOD, NEW ORLEANS WHERE EVERYBODY CUT THE YARD. NOW IT'S A MESS, SO I MEAN, YOU SAID SOME MASTER VISIBILITY YOU WILL COME TO ME AND LET'S WALK THE NEIGHBORHOOD, THE MAYOR. CITY COUNCIL, MR PHILLIPS. UH LAWS, LET'S WALK TO THE HOOD TOGETHER. AND LOOK AT THE INFORMATION I HAVE AND TRY TO HELP US GET SOME MONEY'S FLOWING INTO YOUR COFFINS. AND GET THESE PEOPLE OUT. DON'T GET. WE CAN'T GET RID OF THANK YOU, JAMES. MM HMM. MHM. TAMARA JOHNSON. TEMPERATURE WISE TO APPEAL BACKS DEVELOPMENT FOR MCKINNEY. YEAH. BACK IN OCTOBER. 2019 THEN DISTRICT ONE COUNCILMAN, LESS SHADY AND SHAME, WELL PRESENTED A PROCLAMATION. ON THE BLACK STATE OF EMERGENCY HERE IN TEXAS. AT THE TIME. MANY THOUGHT THE INTRODUCTION OF THE PROCLAMATION WAS RACE BAITING, AGITATING, INCENDIARY AND DIVISIVE TO NAME. A FEW OF THE TERMS USED TO DESCRIBE IT. AND COUNCILMAN SIM WELL. ALTHOUGH I CAN NEVER AND NEVER DO I TRY TO SPEAK FOR THE ENTIRE BLACK COMMUNITY. I SAY THE WORDS USED IN THE FORMER COUNCILMAN PROCLAMATION WERE SOMEWHAT PROPHETIC. IT SEEMS WE ARE IN THE MIDST OF A BLACK STATE OF EMERGENCY. WE KNOW THERE HAVE BEEN MULTIPLE DEATHS OF AFRICAN AMERICAN CITIZENS IN OUR COUNTRY AND EVEN CLOSER IN OUR STATE, AFRICAN AMERICANS HAVE BEEN KILLED AT THE HANDS OF LAW ENFORCEMENT. AND EITHER HAVE MINIMAL JUSTICE AS IN THE CASE OF THE DALLAS FEMALE POLICE OFFICER WHO KILLED BOTHAM, JOHN.THERE IS EITHER SLOW DELAY JUSTICE, AS IN THE CASE OF A TATTY, ANNA JEFFERSON AND JONATHAN PRYCE, WHOSE KILLERS HAVE YET TO EVEN STAND TRIAL. VERY CLOSE TO US RIGHT UP HIGHWAY 3 80, OUR OWN NATIVE SON, DARIUS TARVER'S KILLERS WERE NEVER EVEN CHARGED AND EVEN CLOSER TO HOME LOCALLY. THE AGE. EHLERS WHO KILLED MARVIN'S GOT THE THIRD AND THE COLLIN COUNTY GRAND JURY NEGLECTED TO OFFER ANY CHARGES, BUT GAVE RECOMMENDATION FOR A GROUP. WORK GROUP TO BE ESTABLISHED. SINCE WE AS CITIZENS ARE NOT ABLE TO SEE THE VIDEO THAT DISPLAYS MARVIN'S DEMISE, AS WE WERE ABLE TO SEE THE DEATH OF GEORGE FLOYD TAKE PLACE RIGHT BEFORE OUR VERY EYES. WE HAVE A HARD TIME UNDERSTANDING WHAT? JUST WHAT IT IS IN THAT VIDEO THAT MADE THE DEATH OF MARVIN SCOTT. THE THIRD NOT BE CRIMINAL.
THERE ARE REPORTS OF THE COLLIN COUNTY MEDICAL EXAMINER DECLARING THE DEATH HOMICIDE.
HOWEVER IT HAS BEEN DEEMED NOT CRIMINAL BY THE COLLIN COUNTY GRAND JURY. BUT THERE ARE RECOMMENDATIONS FOR WORKGROUP. HOMICIDE IS DEFINED AS WHEN ONE HUMAN BEING CAUSES THE DEATH OF ANOTHER. THERE ARE DIFFERENT LEVELS OF OFFENSE. BUT WHAT MADE THIS PARTICULAR ONE NOT CRIMINAL. SUPPOSE THAT AT THE TIME THAT COUNCILMAN SHIM WELL INTRODUCED THIS PROCLAMATION IDENTIFYING THE BLACK STATE OF EMERGENCY HERE IN TEXAS, JUST SUPPOSE THERE HAD BEEN A COMING TOGETHER AND IT JOINS YOU TOGETHER AT THE TABLE OF INDIVIDUALS TRYING TO FIGURE OUT WHY. WHY DO BLACK PEOPLE FEEL LIKE THEY EXIST IN A STATE OF EMERGENCY? WHY IS IT THAT A GRAND JURY CAN BE CONVEYED AND INDICT? MULTIPLE PEOPLE ON PETTY CRIMES, THEN SEE THE VIDEO OF AN ACTUAL KILLING AND NOT FIND IT. CRIMINAL. WHAT ABOUT THE MILITIA GROUPS THAT ARE ABLE TO TRY TO INTIMIDATE THOSE WHO PROTEST AGAINST SUCH MISCARRIAGES OF JUSTICE WHERE PEOPLE ARE IN PAIN AND DON'T KNOW WHAT ELSE TO DO, BUT CRY OUT A STATE OF EMERGENCY. HOW ABOUT THE WORKGROUP TEACH HOW TO HEAR THOSE CRIES AND THE MINISTER? EMPATHY AND JUSTICE FOR OUR FELLOW HUMAN BEINGS IN THEIR PAIN. THANK YOU TOO MUCH. CHRIS THORNTON. GOOD EVENING COUNCIL. CHRIS THORNTON, ELABORATE HOUSE STREET AND KENNY, TEXAS. I'M HERE TO BASICALLY ADDRESS AN ISSUE. UM. CITY CONDEMNED THE HOUSE AND THEN SOLD THE PROPERTY.
DIRECTLY BEHIND ME FIVE OR SEVEN DAVID STREET. I'VE TALKED TO JEFF HARRIS ABOUT IT.
[01:20:03]
WHOEVER ABOUT THE PROPERTY, THE BUILDERS ARE BRITISH BUILDERS. THE CITY SAYS THAT THEY'RE SUPPOSED TO BE A ALLEYWAY THERE. YOU KNOW, SO THE EASEMENT DEEMED THERE AND BECAUSE OF THAT, YOU KNOW THE PROPERTY OWNERS GAVE UP. IN FEET OR WHATEVER FOR EASEMENT TO BE THERE, OR THE CITY DECIDED NOT GOING TO PUT IT. PUT IT EASEMENT OR ALLEYWAY BACK THERE. SO THEREFORE, THE PROPERTY OWNERS GET FIVE FT. EACH ONE OF THAT EASILY. WELL, THEY'VE CAME IN AND TAKING OVER, SAID THAT THE CITY SAID, NO, IT'S BEEN, UM. IT WAS MISMARKED OR WHATEVER IN THE PAST, AND THE EASEMENT GOES ON THE OTHER SIDE. LIKE I TOLD GUY IT DOESN'T MATTER WHICH SIDE IT GOES ON FIVE FT. OF IT COMES TO ME FIVE FT. UP IT COMES TO YOU.WELL, THEY'VE DECIDED THAT THEY'RE GOING TO BUILD THEIR BUILDING A RETAINING WALL ALL THE WAY BACK. TO THE BUTT OF MY PROPERTY. AND I'VE TALKED TO JEFF HARRIS ABOUT IT. HE SENT OUT THE CITY. THE CODE OF FORCES CAME OUT STOPPED HIM FROM WORKING. ACCORDING TO HIM.
THEY DIDN'T HAVE PERMITS TO START ANY KIND OF BUILDING ANY KIND OF WORKING OR WHATEVER.
WELL IN BETWEEN THAT TIME THEY CONTINUE TO COME BACK AND FORTH. THEY'RE CONTINUING TO BUILD THIS. THIS EASEMENT THIS RETAINING WALL TO THE BACK OF MY PROPERTY. I SHOWED IT TO MY COUNCILWOMAN AND SHOWED HER THE PICTURES OF IT. BUT. THEY'RE CONTINUING TO JUST TAKE THE WHOLE 10 FT. OF WHAT THE EASY MINUTES SUPPOSED TO BE. SO BASICALLY ARE TAKING FIVE FT.
FROM ME SAYING THAT HEY, YOU KNOW, IT'S BEEN MARKED WRONG. WE GET ALL OF THIS. UH YOU KNOW, I DON'T AGREE WITH THAT. SO. I DID CALL JEFF HARRIS AGAIN TOLD HIM WHAT WAS GOING ON BECAUSE HE SAID, IF, UH IF I SAW ANYTHING TAKING PLACE. GIVE HIM A CALL CALLED HIM DIDN'T GET A RESPONSE. THAT MESSAGE WAS COMING. WHAT WAS GOING ON AND HEARD BACK FROM HIM. SO I FIGURED, LOOK, I'LL COME UP HERE. JUST THE COUNCIL BECAUSE YOU KNOW SOMEBODY NEEDS TO SAY SOMETHING TO STOP THEM BECAUSE I DON'T WANT HIM TO COMPLETE. THE RETAINING WALL TO WHERE IF I DECIDED TO PUT UP A FENCE, I CAN'T EVEN DO IT. YOU KNOW, AS FAR AS WHERE THEY BUILD UP RIGHT UP TO THE BACK OF MY PROBLEM. YOU KNOW? PLUS, THEY'RE TAKING FIVE FT. FROM ME. SO YOU KNOW, UNLESS YOU WANT ME TO GO OUT THERE AND DO IT MYSELF. MOVE SOME STUFF, YOU KNOW, GET MY FIVE FEEDBACK. I NEED THE CITY TO COME IN, YOU KNOW? HAVE SOMEBODY TO ADDRESS THAT FOR ME. THANK YOU. THANK YOU, CHRIS. WE'LL INVESTIGATE THAT. YES. LARRY JAGGERS.
GOOD EVENING, MR MAYOR COUNCIL. LARRY JACOBS PILL BOX 1992 MCKINNEY, TEXAS 75070. I'M HERE THIS EVENING AND THE HONOURABLE CITY SECRETARY OF THE BEST CITY, THE BEST CITY SECRETARY IN STATE OF TEXAS. MAKE SURE YOU GET THE PICTURE. UH THIS THIS EVENING. VENUE THAT TOOK PLACE DURING THE JUNETEENTH CELEBRATION. AND I'D LIKE TO THANK MS IMPRESSED. DRAIN AND ALL THE OTHER INDIVIDUALS THAT WERE PART OF THAT ORGANIZATION AS TO HOW MAGNIFICENT THAT EVENT WAS THAT DAY. AND LACK OF SAID, UH PEOPLE WITHIN THE COMMUNITY AND AROUND THE ONLY THING THE ONLY NEGATIVE THING ABOUT THAT EVENT WAS. THAT THAT NEWS MEDIA WASN'T THIRD. BROADCAST AND SHOW SOMETHING GOOD'S HAPPENING IN MCKINNEY, TEXAS. IF IT HAD BEEN SOMETHING NEGATIVE NEWS WOULD HAVE BEEN THERE IMMEDIATELY. BUT I WOULD I WOULD URGE THE CITY COUNCIL TO PROMPT THE NEWS MEDIA TO COME TO THE NEXT JUNETEENTH CELEBRATION THAT YOU HAVE, BECAUSE THE SHOW THE UNITY. OF MCKINNEY'S SHOWED THE UNITY OF THE SYSTEMS HERE. THE COST. EVERY ETHNICITY. WAS AT THAT EVENT. WITH NO PROBLEMS. NOTHING BUT CORDIALITY. FRIENDLINESS LOVE AND PEACE, AND I'M JUST WANTED TO ALSO, UH TWO ITEMS. I'M ALSO HERE TO SUPPORT THIS IS L. A WHITE. IN REGARD TO WHATEVER THE CITY MIGHT TAKE IN REGARD TO RENEW HER SITUATION AS WELL AS OTHERS. THANK YOU. THANK YOU VERY LISA WASHINGTON. GOOD AFTERNOON, EVERYBODY, UH, MAYOR, IT'S LISA WASHINGTON, YOU KNOW. GO UH, I GOT MARRIED. OKAY ALL RIGHT, GUYS. THE REASON I'M HERE TODAY, Y'ALL ALL KNOW I HAVE A NONPROFIT LEAD BY EXAMPLE. AND WE HAVE A SITUATION THAT'S GOING ON HERE.
MCKINNEY WHEN IT COMES TO SENIORS, I'M GOING TO PUT MY SENIORS FIRST MISS ZERO, FE
[01:25:02]
WHITE. SHE'S 75 YEARS OLD. SHE LIVES AT 906 BROUGHT MARGIN STREET. IS THAT A FACE HOUSES 66 YEARS OLD. SHE HURT WHEN HER HOUSE WAS BUILT. IT WAS BUILT ON AND SEE IF I GOT THIS RIGHT PIERRE AND BEANS. HERE IN BEINGS. SO FOR PEOPLE THAT DON'T KNOW WHAT THAT IS, THAT'S WHEN THEY USED TO HAVE STOPS UNDERNEATH THE HOUSE FOR THE FOUNDATION. YEAH, I DID MY HOMEWORK SO. MISS MISS WHITE'S HOUSE, AS WE CALL THEM IS THAT IF A EVERYBODY IN MCKINNEY NOTES, MISS SET OF FAITH, SWEET, LOVELY LADY, SO MISS IT IF A AS OF LAST THURSDAY WAS SCARED OUT OF HER HOUSE. BECAUSE SHE HAS SNAKES. SHE HAS 10 HOLES IN HER SUPPOSEDLY FOUNDATION OF HER HOUSE. SO WE WANT EVERYONE THAT KNOWS ME THAT KNOWS MY ORGANIZATION THAT KNOWS MRS. THAT OF FAITH TO COME OUT AND HELP US WITH ANY AND ALL WE NEED EXTERMINATORS. WE NEED PEOPLE THAT WANT TO HELP WITH THE FOUNDATION. HELP WITH THE HOUSE. SHE DOESN'T WANT TO SELL HER HOUSE. SHE IS A MCKINNEY NATIVE, AND THIS IS WHAT WE DO FOR OUR COMMUNITY. SHE WAS IN, UM, A PROGRAM 15 YEARS AGO WITH UNIQUE BY NATURE. AND SHE WASN'T ABLE TO BE. PLACED ON THAT LIST BECAUSE THEY RAN OUT OF FUNDS BEFORE THEY GOT TO HER. SO WITH THAT BEING SAID, I ALSO WANT TO LET YOU KNOW THAT WE JUST WANT TO ADD THAT THE PROGRAMS THAT ARE DESIGNED RIGHT NOW NEED HELP. THEY DON'T HAVE ANY FUNDS, AND I KNOW THAT THE CITY COUNCIL YOURSELF YOU DON'T HAVE THE FUNDS TO GIVE TO US, BUT I KNOW THAT YOU HAVE THE INFLUENCE THAT YOU CAN TALK TO THE COMMISSIONERS AND WE CAN GET FUNDS FOR ALL OF THESE PROGRAMS THAT HELP OUT THE SENIORS. NOW. NOT ONLY AM I UP HERE SPEAKING FOR MISS THAT FACE WHO'S GOING TO COME UP AFTER ME, AND I'M GOING TO STAND UP FOR WITH HER, UM, THERE IS A GENTLEMAN THAT'S ON COLE STREET. THERE ARE A COUPLE OF FAMILIES THAT ARE THAT HAS WATER LEAKAGE. THEY CAN'T LIVE IN THEIR HOUSES AND WITH THE PANDEMIC AND THEN WITH THE ICE STORM, PEOPLE ARE TRYING TO GET BY RIGHT NOW. NOW THAT IT'S POST PANDEMIC NOW IT'S TIME FOR US. THE YOUNG PEOPLE WHO ARE NOW GROWN TO TAKE CARE OF OUR ELDERS IN OUR FAMILY MISSED ED OF FAITH. MR. MCGOWAN MR. JAGGERS THESE ARE PEOPLE THAT I GREW UP WITH PEOPLE THAT I WENT TO SCHOOL WITH. I'M NOT GOING TO LET THEM SUFFER. WHEN I CAN JUST DRIVE BY AND JUST BLOW MY HORN. SO THAT'S WHAT I'M STANDING UP FOR. FOR I'M GOING TO FIGHT FOR ALL THE SENIORS. IT DOESN'T MATTER IF YOU'RE BLACK. YOU'RE WHITE. YOU'RE GREEN. YOU'RE YELLOW. IF YOU NEED HELP YOU GOT TO DO IS PICK UP THE PHONE AND CALL ME AND THAT'S WHAT HAPPENED SATURDAY NIGHT. THEY CALLED ME LATE. SO I CALLED ALL Y'ALL IF I CALL THE MAYOR AT 11 30 I CALLED JUSTIN AT 11 45 AT NIGHT, THE DAY BEFORE THE FOURTH OF JULY AND I WENT LIVE BECAUSE I WANT TO HELP MY SENIORS. SO THAT'S WHY I'M HERE TODAY. I WANT EVERYBODY TO KNOW THAT WE NEED ALL THE HELP WE CAN GET. WE HAVE A CASH UP SET UP. WE HAVE A PAYPAL SET UP. WE HAVE MY WEBSITE IS UP FOR LEAD BY EXAMPLE, AND I'LL GIVE YOU THAT INFORMATION AND ANYTHING YOU ALL CAN DO TO HELP. WE'RE GOING TO TAKE IT. THANK YOU. CHARLIE WAS SAYING THAT HE FELT KIND OF DISC BECAUSE YOU DIDN'T CALL HIM AT 11 45. HE WAS SLEEP AT 8 30 ALREADY DO THAT. I LIKE YOUR HAIR. BY THE WAY, THAT'S YOU, LISA. THERE'S ACTUALLY A GROUP THAT MEETS AT MCDONALD'S ON ELDORADO AT SEVEN O'CLOCK EVERY WEDNESDAY, AND THEY'RE CALLED SENIORS HELPING SENIORS. THEY WERE THE FIRST ONES TO REACH OUT TO ME, SO I ALREADY GOT THEM INVOLVED. JUST BECAUSE I GOT ONE. I WANT THEM ALL. JOHN MOORE, WHO RUNS THAT IS 88. HE'S DESCRIBES HIS JOB OF KEEPING OLD PEOPLE OFF THE LADDERS. THAT'S WHAT HE KOBE. HE ALREADY TOLD ME THAT AND THE GOOD THING ABOUT IT, THOUGH. I KNOW I'M GOING PAST MY TIME. I'VE GOT SENIORS THAT HAVE THAT CAME OUT TO BE VACCINATED, BUT THEY'RE NOT COMING OUT OF THEIR HOUSES, AND THEY NEED LIGHTS. PICTURES THEY NEED. THEY NEED SOMEBODY TO HELP THEM WITH THEIR WITH THEIR TAKING, JUST TAKING OUT THEIR TRASH. I DON'T WANT THEM GETTING UP ON STEPLADDERS AND FALLING AND NOBODY IS THERE TO HEAR THEM FALL. THEY'RE NOT TREES. THEY'RE NOT IN THE FOREST, SO I'M TRYING TO GET THE WORD OUT TO MORE PEOPLE. LEAD BY EXAMPLE. WE WERE AT THE JUNETEENTH WE SAW BEFORE WE GOT THERE AT 8 30 IN THE MORNING AND BEFORE FIVE O'CLOCK. I KNOW THIS IS SAD WHAT I'M ABOUT TO SAY, BUT IT'S TRUE. WE MET 500 PEOPLE THAT WE DIDN'T EVEN KNOW THAT LIVE HERE IN MCKINNEY. THEY DIDN'T KNOW ABOUT US. THEY DIDN'T KNOW ABOUT COMING THE CITY COUNCIL AND WE EDUCATED THEM ON THAT AND WHAT WE'RE DOING IN THE COMMUNITY BEFORE FIVE O'CLOCK AT FIVE O'CLOCK, WE KNEW EVERYBODY. BEFORE FIVE O'CLOCK. WE DIDN'T KNOW ANYBODY THAT CAME TO SEE US AT THE GIUNTI CELEBRATIONS, SO WE ALREADY GOT 100 VOLUNTEERS FOR THE NEXT THING THAT WE DO. I'VE GOT SO MANY THINGS LINED UP FOR MY SENIORS THAT THEY'RE GONNA HAVE TO TAKE A NAP. WE'RE GOING TO HAVE TO PUT A NAP IN THERE. BRING ZIRA. YEP COME ON. MR. IS THAT, UH. CHANGE YOU HAVE THREE. YOU HAVE THREE MINUTES, BUT LISA USED TWO MINUTES AND 50 45 SECONDS BEFORE SHE STARTED MARRIED. THE ONLY THING SHE TOLD ME YESTERDAY WAS I'M SO EXCITED. I'M READY TO MEET THE MAYOR. WHEN I SAW THOSE SLIDES. THAT'S WHAT I SAID. WAS MY FATHER. OH THANK YOU. OKAY[01:30:06]
SO TELL HIM ABOUT THE PERFECT. OKAY, UM. UH THIS IS WHAT I ASKED FOR. I'M TRYING TO GET THROUGH WITH THIS, UH, ASK GOD FOR LOVE. ALL I WANTED WAS LOVE AND I WANT TO LOVE I DIDN'T ASK ME NO MONEY. I STOOD BUT ALL THESE YEARS I'VE BEEN WORKING ON ON THAT HOUSE IS FALLING DOWN. UH I'VE HAD SOMEBODY WORK ON IT IS FALLING DOWN. IT'S NOT LIVABLE. I DON'T EVEN HAVE TIME ON THIS SATURDAY AT ME ABOUT THIS A BATHROOM. UM BUT I'VE BEEN ASKED NOBODY FOR NOTHING, AND THEN. HE'S SAYING, IF YOU DON'T ASK, YOU DON'T HAVE. AND I HAD A FRIEND THAT CAME BY ABOUT SHE'S BEEN PASSED AWAY FOUR YEARS AND SHE WAS SO EXCITED ABOUT. THE PROGRAM THAT WE HAD HERE. I'VE BEEN ONLY 15 YEARS. AND SO SHE SAID, ZAHRA, MY CLASSMATE SAYS ERA SAID TODAY IS MY YEAR. I'M GETTING A BLACK IS LOST WEEK. I'M GETTING, UH. WALL SPEAKS SHE WAS LIVING JUST LIKE ME. BOTHUSE PARTICIPATE CAUSE OF OUR PARENTS AND UNEASE AND CITIZENS AROUND US. THAT'S WHY I FEEL COMFORTABLE. THEY ARE ALL GONE, BUT I FEEL LIKE I'M PROTECTED THERE THAT BUT IN THE MEANTIME, SHE PASSED AWAY AND SO I HAD TO SPEAK AT HER SERVICE, AND I SAID WHEN I GET HERE. THEN I'M GONNA HAVE TO MAKE I DON'T HAVE TO WORRY ABOUT NOBODY COMING TO HELP ME. ONE SUPPOSED TO BE HERE ALONE ANYWAY, BUT ANYWAY, I'M GOING TO GLORY. I'M GOING TO THE MANSION. I WILL HAVE TO WORRY ABOUT IT. BUT IN THE MEANTIME THAT ARE STILL HERE.SIR. I'M NOT TRYING TO BE FIVE. NEED HELP. I NEED HELP. BUT I WANT TO STAY WHERE I AM. I'M COMFORTABLE THERE AND OTHER DAY SNAKES IS IN THE HOUSE. OKAY ON MY BASEBALL PICTURES SHE POSTED. I DON'T HAVE NOT. NO. OUT THE SNAKES HAVE MY GARMENTS AND STUFF IN THAT ROOM, AND I'M I'M GOING IN THERE SO UH, BUT FIRST ADDRESS ME UP, BUT ANYWAY, I'M GONNA STAKE WOULD BE HERE.
THANK EVERYBODY SUPPORTING ME. I'M LUCKY ALL OF THAT AND MASTERFUL WHEN THOSE SNAKES WITH THEIR BUT HOW DO YOU KNOW WHAT I SAY? WANT TO SEE MARY FOR OVER. THANK YOU GUYS.
BENTLEY NO, I SEEM TO RECALL ONE OF OUR. MAYOR PRO THAMES UP HERE HAD A PET SNAKE IN HIGH SCHOOL. YOU'RE A SNAKE WRANGLER. YOU CALL ME I'LL PICK UP ANY SNAKE YOU NEED I GOT. I HANDLE SNAKES VERY WELL. NEIGHBORS CALLED ME ALL THE TIME. I GOT A SNAKE IN MY TREE. I'LL GET IT OUT. GOOD EVENING. I'D LIKE TO BETH BENTLEY. I'D LIKE TO REVISIT AND FINALIZE MY COMMENTS FROM THE WORK SESSION ABOUT THE AMERICAN RESCUE PLAN AT. REGARDING THE POTENTIAL USE OF $23 MILLION OF FUNDING, ALONG WITH $6 MILLION IN REMAINING FUNDS THROUGH THE RESIDENTIAL ASSISTANCE PROGRAMS. I AM BEFORE I START. IT TOOK ALL THAT I COULD NOT TO CRY. BECAUSE MRS ETA IS THE HEART OF THAT WHEN YOU SEE, MISS ETTA. YOU SEE THE HEART OF THE EAST SIDE OF MCKINNEY. THAT'S WHY WE ARE HERE. WEEK AFTER WEEK. AFTER WEEK AFTER WEEK. THAT IS WHAT WE WANT TO PRESERVE FOR THIS COMMUNITY. SO AS YOU HEAR THESE COMMENTS, I ASK THAT YOU NOT ONLY CONSIDERED MRS AT US PLATE THAT YOU WHEN YOU SEE MISS ETTA, YOU SEE THE FACE IN THE HEART OF THE COMMUNITY, THE EAST SIDE OF MCKINNEY. JUST TO REVISIT EARLIER. BY DEFINITION, GENTRIFICATION IS THE PROCESS WHEREBY THE CHARACTER OF A POOR URBAN AREA. HAS CHANGED BY WEALTHIER PEOPLE MOVING IN. IMPROVING HOUSING AND ATTRACTING NEW BUSINESSES TYPICALLY DISPLACING CURRENT INHABITANTS IN THE PROCESS. AS A RESULT OF THE CITY'S ACCESS TO UNEXPECTED FUNDING THROUGH THE AMERICAN RESCUE PLAN AT GENTRIFICATION DOES NOT HAVE TO BE THE PLIGHT OF EAST MCKINNEY. HOWEVER EVEN MORE RESPONSIBLE, THOUGHTFUL, VERY INTENTIONAL COMMUNITY AND ECONOMIC DEVELOPMENT CERTAINLY CAN. WITH THE BALANCE OF DOLLARS THAT ARE CURRENTLY UP FOR DISCUSSION. CITY LEADERSHIP HAS AN OPPORTUNITY TO ENHANCE THE TRAJECTORY OF THE CURRENT 2040 COMPREHENSIVE PLAN IN A WAY THAT REFLECTS THE CURRENT COMMUNITY AND HONORS THE LEGACY OF THOSE WHO INVESTED THEIR LIVES. THEIR BLOOD, THEIR MONEY AND THEIR DIGNITY INTO EAST MCKINNEY. MAZZETTI FE LIVES IN
[01:35:03]
THE HOME. THAT WAS HER AUNT, GEORGIA'S HOME GEORGIA DOUGHTY, THE DODI'S OF THIS COMMUNITY.ALONG WITH THE BARRY FAMILY THAT SITS BACK THERE WITH HER. FOR THE 2040 COMPREHENSIVE PLAN, PARTICULARLY THE SECTION NAMED THE ANTICIPATED PUBLIC INVESTMENTS AND INITIATIVES, THE NUMBER ONE INVESTMENT OPPORTUNITY THAT DECIDED. IS INVESTMENT IN NEEDED REPAIR AND REHABILITATION OF INFRASTRUCTURE IN THE MIDDLE DISTRICTS, EXISTING NEIGHBORHOODS AND WE KNOW THOSE NEIGHBORHOODS AS LEWISVILLE. THE HILL. LALO MY ROCKWALL, CENTRAL, AND FOR GOOD MEASURE THE RUN. THE INVESTMENT OF FINANCES IS VAST AND WELL BEYOND THOSE FOUND WITHIN THE CURRENTLY ESTABLISHED LOCAL BUDGET OF THE OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT, AND I'M GOING TO KEEP GOING. SO YOU KNOW, THIS IS THE PART THAT I NEED TO GET TO HERE IS AN OPPORTUNITY TO ADDRESS CONCERNS THAT HAVE BEEN CLEARLY IDENTIFIED IN THE ROOT POLICY RESEARCH PRESENTATION CONCERNING HOUSING NEEDS FOR NEW AND EXISTING HOMES, PARTICULARLY IN OLD EAST MCKINNEY. AND WHAT THE ROOT POLICY RESEARCH MAY NOT BE ABLE TO ACCOUNT. IF I COULD ASK JUST FOR YOU. THANK YOU. SERVICES THAT WHAT THE ROOT POLICY RESEARCH MAY NOT BE ABLE TO ACCOUNT IS THE NUMBER AND THE COST OF NEEDS THAT HAVE NOT BEEN IDENTIFIED. BECAUSE PEOPLE HAVE SIMPLY STOPPED APPLYING FOR ASSISTANCE AT THE LOCAL LEVEL. WHEN THE WAITING LIST FOR HOME REPAIRS IS YEARS DEEP, JUST VERIFIED BY MR DATA. WHEN THE ACTUAL NUMBER OF HOMES CAN BE THAT CAN BE REPAIRED OR REBUILT IS IN THE LOW SINGLE DIGITS. OFTENTIMES PEOPLE SIMPLY MAKE DO. AND THEY END UP WITH HOLES IN THEIR FLOORS. THEY END UP WITH SNAKES IN THEIR HOUSES. THEY END UP WITH A QUALITY OF LIFE THAT IS NOT BEFITTING OF ANYONE THAT HAS POURED THEIR LIFE BLOOD INTO THIS COMMUNITY. THE CITY OF MCKINNEY THROUGH YOUR IDENTIFIED AFFORDABLE HOUSING STRATEGY. M C. D C. THE MCKINNEY CHAMBER MCKENNEY HOUSING AUTHORITY AT A MINIMUM, A CALL TO ACTION IS PLACED IN FRONT OF YOU. THE AMERICAN RESCUE PLAN ACT IS A 23 TO $30 MILLION INVESTMENT OPPORTUNITY THAT CAN GO WELL BEYOND WHAT COULD BE A QUICK AND EASY INVESTMENT. SLOW STEADY, AN INTENTIONAL IMPROVEMENTS OVER TIME WILL WIN THIS RACE. THANK YOU FOR YOUR TIME. OH, MAN. THAT'S MY CLASS MAN. ALL RIGHT. COUNCIL MANAGER COMMENTS. START
[COUNCIL AND MANAGER COMMENTS]
THAT DOWN THERE, COUNCILMAN BILL IT. I GUESS I GET THE JOY OF FOLLOWING BATH, BUT I WILL COMPLETELY ECO HER CALL. I MENTIONED IT IN THE WORK SESSION. BUT I DO THINK WE NEED TO HAVE. AN EXPANDED CONVERSATION ABOUT THE NEEDS AND ARE OVER COMMUNITIES AND THAT'S THAT IS THAT IS PERSONAL FROM A FROM A HOUSING STANDPOINT, BUT IT'S ALSO STRUCTURAL AND INSTITUTIONAL. IT'S HOW WE DEAL WITH ALLEYWAYS. YOU MEAN. I'VE GOT A NEIGHBOR WHO LIVES ON A HALF LOT DOESN'T HAVE ACCESS TO ANY PAVED ROAD. AND THAT'S COMMON THROUGHOUT OUR COMMUNITY, AND WE DON'T HAVE REALLY A WELL COMMUNICATED POLICY FOR THINGS LIKE THAT. AND SO IT IS. IT IS LITTLE THINGS. UM. LIKE NONCONFORMING LOTS AND STRUGGLING TO DEAL WITH HOW TO MAKE THOSE USEFUL IN OUR COMMUNITY AND BRING THEM BACK TO THE. THE CONTRIBUTIONS THAT THEY CAN HAVE TO OUR COMMUNITY. IT'S THE HOUSING ASSISTANCE.IT'S IMPROVING HOME OWNERSHIP. WHERE THE CENSUS TRACK EAST OF HIGHWAY FIVE HAS THE LOWEST HOMEOWNERSHIP, RIGHT? AMONGST OUR ENTIRE CITY. AND WHILE WE'RE POURING RESOURCES IN HERE, AND THESE RESOURCES ARE VALUABLE UM. AND WE'LL BRING YOU KNOW WE WE'VE TALKED ABOUT ENVIRONMENTAL AND THE DEALING WITH OLD INDUSTRY AND THOSE THINGS HAVE VALUE AND BRINGING COMMERCIAL RESOURCES. WE ALSO NEED TO UNDERSTAND. THAT THAT BRINGS RISK, AND IT BRINGS. UM UH, A UNIQUE SET OF FACTORS TO A COMMUNITY. BUT I THINK WE NEED TO HAVE A. BROAD CONVERSATION ABOUT HOW WE CAN HELP THAT. AND HOW WE CAN DEAL WITH THAT AND PRESERVE. THE CHARACTER PRESERVE THE HISTORY PRESERVED. THE. CHARACTERISTICS THAT WE HAVE IN THIS COMMUNITY.
AND SO I DON'T I CAN'T ADD THE BATH TO JUST SAY WE NEED SOMETHING TANGIBLE IN THAT, AND WE NEED TO HAVE THAT CONVERSATION. AND SO WHETHER THAT IS A WORK SESSION OR IF IT'S A SERIES OF COMMITTEES. BRING A SUGGESTION THAT INCLUDES THE EAST MCKINNEY
[01:40:03]
GROUP THAT EXISTED AND ADDS. TO TRYING TO FIND SOME TEETH TO REALLY MAKE AN IMPACTFUL.DIFFERENCE. I THINK WE NEED TO BE DOING THAT. I'M GOING TO GO ON TO A COUPLE OTHER COUNCIL COMMENTS BECAUSE I'VE GOT SOME SOME OTHER THINGS TO TALK ABOUT. BUT. PASTOR JAGGERS MENTIONED IT, AND ACTUALLY, IT'S BEEN A LONG TIME SINCE WE'VE HAD. MEETING I GUESS ALMOST THREE WEEKS SINCE WE'VE HAD A MEETING, BUT WE'VE HAD TO NATIONAL HOLIDAYS DURING THAT TIME, BOTH OF WHICH. THE CITY DID AN EXCELLENT JOB AND HE MENTIONED, UH, MISS EM PERSON.
I THINK THE ENTIRE COMMITTEE WHO BROUGHT. ABOUT THE JUNETEENTH CELEBRATION SHOULD BE RECOGNIZED AGAIN BECAUSE IT WAS SPECTACULAR. AND I'M EXCITED TO SEE HOW IT GROWS.
AND I THINK OUR FOURTH OF JULY, UM, FESTIVITIES THAT WE HAD THIS PAST WEEKEND WITH THE DOWNTOWN MCKINNEY. AMY ROSENTHAL DID A GREAT JOB AS ALWAYS WITH THAT IN OUR PARKS DEPARTMENT. AND THE RED, WHITE AND BOOM THAT THEY DID. UM. I SHOULD MENTION WHAT THE JUNETEENTH THERE WERE. LOTS OF THAT THERE IS A HISTORY OF CELEBRATION. IN EAST MCKINNEY AND OLD MCKINNEY. WITH JUNETEENTH CELEBRATIONS AND WE HAVE LOTS OF PEOPLE WHO WANT TO CARRY THAT TOWARDS FORWARD AND I DO WANT TO MENTION MISS ASIA, SMITH AND HER GROUP HANDS TO OFFER WHO WAS ALSO WORKING HARD TO DO THAT, AS WELL. AND. AND BRING ABOUT THAT CELEBRATION IN HER COMMUNITY, AND SO SHE DID A GREAT JOB WITH HER EVENT. UM. IN THOSE THREE WEEKS SINCE OUR LAST COMMENTS, I HAVE HAD COUNTLESS HOURS WITH MR GRIMES AND CITY STAFF. TO AN EIGHT HOUR ORIENTATION AND MANY OTHER EFFORTS TO HELP GIVE ME UP TO SPEED. SO I JUST WANTED TO THANK YOU FOR THAT. MR CRIMES AND ALL THE CITY STAFF HAS PARTICIPATED IN THAT. I ALSO GOT TO ATTEND THE CITY STAFF PICNIC. WHICH REALLY FOR ME. SHOWED THE SCALE AND THE SCOPE OF THIS ORGANIZATION, WHICH WAS A LITTLE DAUNTING TO SEE. BUT IT IS GREAT TO SEE FIRSTHAND AND IT'S OBVIOUS. UM. THAT WE ARE ONE OF THE BEST EMPLOYERS IN THIS AREA, AND IT'S THE PEOPLE THAT MAKE THAT POSSIBLE. UM. TO SHOUT OUTS, ONE TO THE MCKINNEY FIRE DEPARTMENT FOR REUNITING. A YOUNG MAN WITH A MEDIC WHO SAVED HIS MOM'S LIFE. AND IF YOU HAVEN'T SEEN THAT STORY, I'M SURE A LOT OF PEOPLE IN THE AUDIENCE HAVE. 13 YEAR OLD XAVIER POWELL. TYSON WAS RECOGNIZED, RECOGNIZE SIGNS OF A STROKE AND HIS MOTHER AND CALLED 911. AND HE HAD WRITTEN TO A SCHOOL THAT IT WAS THAT HE WANTED TO MEET HIS HERO. THE MEDIC THAT SAVED HIS MOM. UM AND, UH, I WANTED TO SHOW HIS APPRECIATION FOR DOING THAT, AND THE UNIQUE THING ABOUT. MR TYSON WAS. IT WAS THE SECOND TIME THAT HE HAD DONE THAT TO HIS THAT HE HAD SAVED HIS MOTHER'S LIFE BY RECOGNIZING THE SIGNS OF A STROKE AND CALLING 911 SO 13 YEAR OLD.
XAVIER PAL TYSON DID THAT. AND THE MCKINNEY FIRE DEPARTMENT HONORED HIM FOR THAT. UM, AND THEN THE MCKINNEY POLICE DEPARTMENT HAD THEIR TEEN POLICE ACADEMY. AND THERE WERE LOTS OF YOUNG MEN AND WOMEN. UM. BELIEVE ONE IS IN HERE THAT I SAW PICTURE OF ALL OVER MY FACEBOOK FEED, DALE IN WASHINGTON. HE GRADUATED FROM THE KENYAN POLICE TEEN ACADEMY.
ALSO HAD A YOUNG MAN THAT I'VE WORKED WITH FOR. I BELIEVE FOUR OR FIVE YEARS. MR KEILER, WHO HAS WANTED TO BE A POLICE OFFICER. HIS ENTIRE LIFE GOT TO GRADUATE FROM THAT. SO I WAS PROUD TO SEE MY FACEBOOK FEED FULL OF THAT. UM. MENTIONED OF SOME NON PROFITS TWO WEEKS AGO WAS BOYS AND GIRLS CLUB WEEK THAT COMMUTE THAT ORGANIZATION HAS BEEN PART OF OUR COMMUNITY.
FOR OVER 50 YEARS AND I WAS WITH THE MAYOR AND GOT TO CELEBRATE THEM. WAS ALSO WITH A LOT OF THESE PEOPLE, UM, AT THE GROUNDBREAKING OF THE CHILDREN'S ADVOCACY CENTER AT THE CORNER OF IRAN AND HERITAGE, UM AND SO WELCOME TO DISTRICT ONE. TO THEM AND LOOKING FORWARD TO THEIR. CONTRIBUTIONS TO THIS COMMUNITY. AND THEN THE CHAMBER HELD IN INDUSTRIAL REAL ESTATE PRESENTATION THAT TALKED ABOUT MANY OF THE PROJECTS IN DISTRICT ONE, AND IT WAS ABSOLUTELY FASCINATING. BUT THEY ALWAYS BRING GOOD INFORMATION. TO OUR COMMUNITY, AND, UH, IT'S VERY INFORMATIVE. APPRECIATE THEIR EFFORTS, AND LASTLY, UM. KYI HELD THEIR FOURTH ANNUAL FOOTBALL CAMP, AND DEREK AND SARITHA ALWAYS DO A GREAT JOB WITH OUR YOUTH IN THIS COMMUNITY. THEY PARTNERED AS THEY DO WITH THE SUPER BOWL CHAMPION. AND MCKINNEY NORTH ALUMNI. RONALD JONES, THE SECOND, UM, AND THE MAYOR WAS THERE TO GIVE A PROCLAMATION AND THE SCHOOL DISTRICT WAS THERE TO RETIRE HIS JERSEY. AND SO JUST CONGRATULATIONS. TO THE ROBINSONS, ALL THE VOLUNTEERS AND TO MR JONES AND HIS MOTHER, JACKIE PROOF A GREAT EVENT. UM
[01:45:05]
MHM. THEIR CONTRIBUTIONS TO OUR COMMUNITY. SO THAT'S ALL I HAVE. I HAVE A LOT. COULD IT BE SAID THAT DON'T TALK, BUT I HAD A LOT. I'M GONNA HAVE A TIME LIMIT NEXT TIME. YEAH THING, BUT YOU COVERED EVERYTHING I WAS GONNA THAT WAS ALL ALL GOOD STUFF. ANNOUNCEMENT. FRANKLIN.UH JUST COULDN'T BE SAID BETTER, UH, WHAT'S HAPPENING ON THE EAST SIDE. UM THINGS THAT NEED TO BE DONE OVER THERE. UM JUSTIN HIT IT RIGHT ON THE HEAD. AND SO I AGREE. AND YOU KEEP COUNTING IN I'M TRYING TO HELP. UP THAT SITUATION. MM. AGAIN. I'D LIKE TO AS WE WERE IN THE PARADE. FOR THE FOURTH OF JULY. AND IT WAS SO GOOD EVEN THOUGH THEY DID A GREAT JOB THE YEAR BEFORE. IT WAS TOTALLY DIFFERENT. AND YOU SAT IN THE TRUCK AND EVERYBODY CAME BY. THIS WAS SO MUCH BETTER. AND IT WAS SO GOOD TO SEE EVERYBODY OUT THERE. IF YOU EVER WONDER WHERE THE YOUNG FAMILIES WENT, THEY WERE THERE. THEY WERE SMILING. THE KIDS ARE PLAYING EVERYBODY WAS HAPPY, AND THE WHOLE ROUTE WAS FULL OF PEOPLE. IT WAS JUST SO GOOD TO SEE IN MAKENI AGAIN. I WANT TO THANK THE STAFF AND IN THE CITY FOR MAKING IT SUCH A GREAT EVENT. THAT'S ALL I HAVE. I'D LIKE TO FOLLOW UP WITH IT WITH WITH JUSTIN. BUT RICK SAID ON THE EAST SIDE IS THE MOST VITAL AREA THAT WE HAVE IN THIS CITY. IT'S THE OLDEST OBVIOUS IS WHERE THE CITY STARTED. THAT'S THE AREA THAT WE NEED TO PROTECT THE MOST. I THINK LISA AND BETH EVERYBODY THAT PUTS ALL THAT TIME AND TO FIND HIM THE FOLKS THAT NEED THE HELP. I WISH THERE WAS MORE OF YOU. WE GOTTA GET MORE FAMILIES INVOLVED TO STEP UP TO HELP THEIR FAMILY MEMBERS DO THE JOB TO TAKE CARE OF THOSE HOMES. TAKE CARE OF THE BUSINESS THAT THEY THAT'S SITTING RIGHT IN FRONT OF THEM. WE ALL KNOW THAT BECAUSE WE ALL GREW UP SOMEWHERE. AND WE ALL GOT TO GO BACK SOMEWHERE AND HELP OUT. SO THANK YOU GUYS FOR DOING THAT, AND GALS, BUT IT'S ALWAYS IT'S ALWAYS NICE AND THAT'S THAT'S YOUR NEPHEW, RIGHT? YEAH I MET HIM OUTSIDE EARLIER. UH, JUNIOR POLICEMAN. SO, UH, INVITED TO THE SIX? YEAH, WELL, THANK YOU, AND HE'S ABOUT TO GO INTO THE EXPLORERS. AND SO WE HAD A NICE CONVERSATION OUTSIDE. VERY PROUD OF YOU. THANK YOU FOR DOING IT. WE NEED MORE YOUNG MEN LIKE YOU. STEP UP LIKE THAT. UH TOMORROW IS GOING TO MAKE THE IS GONNA BE TOUGH FOR ME TO TOMORROW'S GONNA MAKE THE FIFTH ANNIVERSARY OF 7777 ANNIVERSARY OF THE DALLAS OFFICERS SHOT IN DOWNTOWN DALLAS. WHEN THOSE SHOTS RING OUT. I WAS HERE IN MCKINNEY. I WAS SITTING DOWN FOR DINNER. IT WAS APPROXIMATELY 8 45 NOTICES EIGHT FOR 58, BUT. I GOT THE CALL. I MADE IT DOWNTOWN AT 17 MINUTES. YOU CAN IMAGINE HOW FAST THAT IS DRIVING. WHERE I WAS TOLD TO REPORT TO WAS REPORTED MAIN AND LAMAR SET UP A PERIMETER. I WENT TO PARKLAND AFTER KNOWING THAT EVERYBODY.
HAVE DONE SURROUNDED THAT BUILDING AT EL CENTRO, SO I WENT TO PARKLAND AS I WAS PULLING INTO PARKLAND. THE FIRST CAR WAS COMING IN ON THREE WHEELS. THAT CAR WAS DRIVEN BY A ROOKIE OFFICER HAD BEEN SHOT THREE TIMES. IN THE BACK SEAT OF THAT CAR WAS MICHAEL KROL. DIDN'T KNOW MICHAEL KROL. I GOT TO KNOW HIS FAMILY VERY WELL. SHORTLY AFTER THAT. SECOND PERSON I'VE COME ENCOUNTER TWO WAS MICHAEL SMITH, WHO HAD KNOWN FOR MANY, MANY YEARS. MICHAEL SMITH WAS TRAINER. HE WAS AN ARMY RANGER. HE WAS FATHER TO TWO DAUGHTERS.
GREAT MAN. HAD BEEN SHOT THREE TIMES IN THE CHEST. AND DIDN'T YOU WOULD NEVER THOUGHT HE HAD BEEN SHOT. I WAS HAVING A CONVERSATION WITH HIM. AND HE WAS TELLING ME THAT HIS WIFE, HEIDI, WAS ON THE WAY. THE REST OF THE EMERGENCY ROOM. HE DIED 10 MINUTES LATER. THEY TOOK THEIR VEST OFF OF HIM. AFTER THAT MOMENT, I WAS SITTING WITH CHEAP BROWN OR STANDING WITH CHIEF BROWN AND WE WERE TALKING ON A PLAN AND WHAT WE'RE GONNA DO WITH THE SUSPECT WHO WAS BARRICADED IN SOUTH EL CENTRO COLLEGE. WE COME UP WITH A PLAN TO PUT C FOUR IN A BAG IN A ROBOT AND SEND IT UPSTAIRS AND BLOW THE BUILDING UP. THAT WAS THE PLAN AND THAT WAS THE SIMPLEST PLAN. WE HAD IT WORKED. LEFT THERE AFTER I LEFT THERE. I LEFT THERE WITH THE LIEUTENANT GOVERNOR WHO HAD FLOWN IN AT 2:30 A.M. I MADE IT OVER TO SEE LAUREN, WHO WAS A DEAR FRIEND OF MINE. HE WAS A BAYLOR HOSPITAL. CORN HAD BEEN SHOT MULTIPLE TIMES THAT COME THROUGH TWO SURGERIES ALREADY. THIRD ONE DIDN'T WORK ANY BLOOD OUT RIGHT THERE. MYSELF AND TWO OTHER OFFICERS LOADED HIM UP IN A BODY BAG. SAY THAT BECAUSE YOU HAVE TO THINK ABOUT PEOPLE THAT WERE THERE AND WHAT HAPPENS TO POLICE OFFICERS ON A DAILY BASIS. TOMORROW. I GOT TO REMEMBER THOSE FIVE MEN, NOT ONLY PATRICK ZAMARRIPA, WHO HAD JUST MET DAYS PRIOR BEFORE THIS, AND BRENT THOMPSON HAD NEVER MET WHO WAS A DART OFFICER WHO RUSHED IN. IT WAS EXECUTED BEHIND A PILLOW. SO YOU THINK ABOUT TOMORROW AND YOU THINK ABOUT THE STORY I
