[CALL TO ORDER]
[00:00:04]
TO ORDER TODAY IS JULY 20TH TUESDAY. IT IS THREE O'CLOCK IN THE AFTERNOON. WE'RE IN COUNCIL CHAMBERS AT 2 TO 2 NORTH TENNESSEE STREET, THE GREAT CITY OF MCKINNEY. THIS IS OUR CITY COUNCIL WORK SESSION. WE WILL BEGIN TODAY WITH. ANY PUBLIC COMMENTS AND I DO NOT SHOW ANY HAS SIGNED UP, SO WE'LL MOVE ON. TO DISCUSS OUR REGULAR MEETING AGENDA ITEMS. ANYBODY HAVE QUESTIONS FOR STAFF. ANY OF TONIGHT'S ITEMS. SEEN NONE. WE WILL MOVE ON TO
[Quarterly Update: East McKinney Projects]
FIRST WORD SESSION ITEM. 21 67 QUARTERLY UPDATE ON EAST MCKINNEY PROJECTS. KIM PLUM, HOW ARE YOU? GOOD AFTERNOON. MAYOR MAYOR PRO TEM CITY COUNCIL. KIM FLAM, ASSISTANT CITY MANAGER. PAN. DON'T KNOW. NO IT'S NOT THAT THERE WE GO. OKAY. HAPPY TO BE HERE WITH YOU AGAIN. THIS IS OUR THIRD QUARTERLY UPDATE ON EAST MCKINNEY PROJECT. OUTREACH AND COMMUNICATIONS ALSO KNOWN INTERNALLY AS IMPACT EFFORTS. AND WE'RE GONNA BE TALKING TO YOU ABOUT OUR OUTREACH EFFORTS SINCE LAST TIME AS WELL AS SOME VERY QUICK PROJECT UPDATES. AS YOU KNOW THE CORE INTENT OF THIS GROUP AND OUR EFFORTS, IT'S REALLY UNIFY OUR OUTWARD COMMUNICATION AND ALSO UNIFY OUR PUBLIC ENGAGEMENT STRATEGIES ACROSS ALL OF THE PROJECTS THAT ARE HAPPENING. NICE. MCKINNEY PARTICULARLY EAST OF STATE HIGHWAY FIVE.THIS MAP IS PROBABLY FAMILIAR TO YOU ALREADY. THIS JUST SHOWS GENERALLY WHERE MOST OF OUR MAIN PROJECTS ARE OCCURRING. I'M NOT GOING TO GO OVER A LOT OF THESE SLIDES AND DETAILS MUCH OF IT WILL BE REVIEW FOR YOU. AND I ALSO WANT TO NOTE THAT ALL OF THIS INFORMATION AND MORE IS AVAILABLE ON OUR DEDICATED WEBSITE THAT EAST SIDE REDEVELOPMENT WEBSITE. SO TODAY. THIRD QUARTERLY UPDATE. AND THE LAST TIME WE WERE HERE WAS MARCH 16TH, WHICH SEEMS LIKE FOREVER AGO, BUT IT'S AN IMPORTANT DAY BECAUSE IT WAS TWO DAYS BEFORE WE HAD OUR LARGE NEIGHBORHOOD OUTREACH MEETING AT OLD SETTLER'S PARK. THAT WAS SORT OF OUR PUBLIC KICKOFF TO THIS ENTIRE INITIATIVE. ALL OF THE PROJECTS THAT WE'VE SORT OF PUT UNDER THE UMBRELLA IMPACT FALL INTO FIVE CATEGORIES. INFRASTRUCTURE PARKS, NEIGHBORHOODS AND HOUSING, REDEVELOPMENT, ARTS, CULTURE AND FESTIVALS. SO WHAT HAVE WE BEEN UP TO? I'M GOING TO START ON THE OUTREACH SIDE AND THEN I'LL GO INTO THE PROJECT SIDE AGAIN. A LOT OF THIS WILL BE REVIEWED. BUT THERE'S A COUPLE OF NEW THINGS TO TALK ABOUT TWO. AND THE OUTREACH SIDE. WE HAVE MAINTAINED THAT WEBSITE AND THAT'S SORT OF THE BRAIN OF THE OPERATIONS WHERE ALL THE INFORMATION IS. WE ENCOURAGE EVERYONE TO GO THERE AT ANY TIME. WE KEEP THAT UPDATED VERY REGULARLY. THE WEBSITE ALSO ALLOWS YOU TO SIGN UP FOR NOTIFICATIONS THAT ALSO ALLOWS YOU TO EMAIL COMMENTS ON CERTAIN THINGS. WE HAD OUR MARCH 18TH KICKOFF MEETING. WE'VE HAD SEVERAL OTHER PUBLIC MEETINGS. WE MEET INTERNALLY AS STAFF. WE HAVE SORT OF A SMALL CORE GROUP, BUT WE ALSO HAVE A FULL LEADERSHIP TEAM, WHICH ARE DEPARTMENT HEADS AND PROJECT MANAGERS ON ALL THESE PROJECTS. WE MEET REGULARITY TO KEEP EACH OTHER UP TO DATE. WE ALSO MEET WITH THE STAKEHOLDERS. WE HAVE A CORE GROUP OF FOLKS IN THE COMMUNITY THAT WE MEET WITH. THEY HELP GUIDE OUR ENGAGEMENT EFFORTS TO MAKE SURE WE'RE REACHING OUT TO THE PEOPLE WE NEED TO. AND OF COURSE, WE HAD THESE QUARTERLY UPDATES TO COUNSEL. SO OUR NEIGHBORHOOD MEETING WENT VERY WELL ON MARCH 18TH. HERE'S A PICTURE. WE HAD SOME SOME DECENT WEATHER EARLY SPRING, BUT WE HAD OVER 200 ATTENDEES AND WE WERE ABLE TO GET 47 COMMENT CARDS FROM THAT NOW. THOSE COMMENTS SPURRED ALL KINDS OF THINGS ACROSS THOSE TOPICS I MENTIONED BEFORE, SINCE THAT TIME OUR STAFF HAS BEEN WORKING ON. FOLDING THOSE COMMENTS INTO PROJECTS WERE DOING ADDRESSING THOSE AND ANSWERING QUESTIONS AS NEEDED.
SHORTLY AFTER THAT WE HAD THE MUNICIPAL COMPLEX MEAN YOU'RE GOING TO HEAR MORE ABOUT THAT LATER ON IN THE AGENDA WE HAD ABOUT 70 TO 80 PEOPLE ATTENDED OLD SETTLERS PART AGAIN, ANOTHER OPPORTUNITY TO LEARN ABOUT THE CITY HALL COMPLEX IN PARTICULAR, AS WELL AS TO PROVIDE COMMENTS. AND THEN MAY SIX. WE HAD A NEIGHBORHOOD MEETING FOR THE STREETS AND TRAFFIC. FORMERLY THIS WAS CALLED THE MOBILITY AND ALIGNMENT STUDY. BUT WE'VE NOW STARTED TALKING, TALKING ABOUT STREETS AND TRAFFIC. THAT'S REALLY WHAT IT IS. THIS IS DEFINITELY AN AREA OF INTEREST. THIS IS A. TRAFFIC AND STREET CONCERNS COME UP REGULARLY ON OUR COMIC CARDS. SO WE WERE HAPPY THAT WE HAD 60 PEOPLE ATTEND THIS MEETING ON MAY 6TH.
WE TRY REALLY HARD TO GET THE WORD OUT AND A LOT OF DIFFERENT WAYS FOR THE EAST MCKINNEY PROJECT OUTREACH EFFORTS MENTIONED THE WEBSITE. WE EMAIL. WE UTILIZE SOCIAL MEDIA, WE UTILIZE PRINT MEDIA. WE HAVE A DEDICATED SORT OF EMAIL LIST OF FOLKS THAT HAVE SIGNED UP VIA THE WEBSITE, BUT WE ALSO HAVE KIND OF A HISTORIC LIST OF PEOPLE WHO WORKED WITH US ON
[00:05:04]
THE TOWN CENTRE PLAN WAY BACK IN THE MID TWO THOUSANDS, SO WE DO SEND EMAILS TO THOSE FOLKS AS WELL. WHEN WE HAVE EVENTS, WE USED THE ELECTRONIC MESSAGE BOARDS AND AGAIN WE RELY ON THAT STAKEHOLDER GROUP. THEY'RE THE ONES OUT ON THE STREET, HANDING OUT FLYERS TALKING TO THEIR NEIGHBORS AND DRIVING THEM TO OUR DIFFERENT COMMUNICATION VENUES. LET'S GET INTO THE PROJECTS HAVE A FEW QUICK UPDATES THERE AND THE STREET SIDE IF YOU WERE IN THAT UMBRELLA GRAPHIC, AND NOW WE'RE IN THE STREETS BACK IT YOU HAVE THE STREETS AND TRAFFIC STUDY.THAT IS THAT IS ONE OF OUR GLOBAL STUDIES OR RESEARCH, LOOKING AT THE ALIGNMENT AND THE TRAFFIC OF THE STREETS ON THE EAST SIDE. CONNECTIVITY WHAT MIGHT NEED TO HAPPEN WHERE, DEPENDING ON HOW GROWTH OCCURS, AND AUGUST 17TH THERE WILL BE AN INFORMATIONAL PRESENTATION TO THE COUNCIL. THAT'S GOING TO SHOW THE RESULTS OF THOSE STUDIES TO DATE. WILL HAVE THE INFORMATION FROM THE PUBLIC ENGAGEMENT AS WELL AS SORT OF THE PREFERRED ALIGNMENT SCENARIO BASED ON THAT. AFTER THAT, WE'LL HAVE ANOTHER MEETING WITH OUR STAKEHOLDERS TO ANSWER ANY QUESTIONS THEY MIGHT HAVE ABOUT THAT. STATE HIGHWAY FIVE. THIS IS THE WIDENING OF STATE HIGHWAY FIVE. THIS IS NOT A CITY PROJECT. IT'S A TEXT THAT PROJECT THAT IS UNDERWAY. THEIR TIMING IS A LITTLE MORE NEBULOUS THAN SOME OF OUR PROJECTS. BUT MOST RECENTLY, WE'RE LOOKING AT A BID DATE OF 2024 THAT COULD ALWAYS CHANGE DEPENDING ON FUNDING. WHAT'S IMPORTANT TO NOTE HERE IS THE CITY DOES HAVE TO COME IN A LITTLE BEFORE TEXT THAT DOES WE HAVE TO DO SOME LIGHTING AND UTILITY RELOCATIONS IN THAT AREA BEFORE TEXT THAT COMES IN AND DOES THEIR PROJECT. VIRGINIA AND LAMAR WILL ALSO BE SORT OF RECONSTRUCTION EFFORTS. WHILE WE AREN'T OFFICIALLY UNDERWAY ON THOSE IT IS LIKELY THOSE WILL HAPPEN WITHIN THE NEXT FEW YEARS. NOTABLY THEY'LL PROBABLY HAPPEN SHORTLY AFTER EAST LOUISIANA GREEN AND ANDREWS. WE'RE FINISHING UP THE DESIGN OF THESE STREETS AGAIN TO RECONSTRUCT AND WE BELIEVE THAT CONSTRUCTION WILL START. EARLY NEXT YEAR FOR BOTH OF THOSE PROJECTS. HERE'S ONE OF THOSE NEW PROJECTS. THIS IS ONE THAT DID NOT POP UP IN MARCH OR EVEN OUR EARLIER UPDATE IN JANUARY, BUT IS ONE THAT HAS SORT OF COME UP TO COUNCIL SINCE THEN, BUT FALLS WITHIN SORT OF THAT EAST MCKINNEY DISCUSSION AND WE WERE VERY THANKFUL. THAT WHEN THE IMPACT TEAM GOT TOGETHER OUR COMMUNICATIONS DEPARTMENT THEY PUT A DOCUMENT TOGETHER.
IT WAS AN ENGAGEMENT STRATEGY, AND IT WAS A WAY FOR EACH PROJECT TO DETERMINE WHAT'S THE BEST WAY. TO OUTREACH AND GET FEEDBACK BASED ON THE PROJECT. YOU'VE HEARD ME TALK ABOUT THE FACT THAT DIFFERENT PROJECTS HAVE DIFFERENT LEVELS OF COMMUNICATION. NOT ALL OF THEM REQUIRE LARGE OPEN HOUSES AND BOARDS ON THE WALL. SOME MIGHT JUST BE SOME INFORMATION IN THE MAIL. BUT HOW DO YOU DECIDE WHAT REQUIRES WHAT WE WANTED TO MAKE SURE THAT EVERY PROJECT WAS FOLLOWING THE SAME PROCESS. SO COMMUNICATIONS PUT THIS GUIDE TOGETHER FOR US, AND WE USE THAT TO FINISH OUR STAKEHOLDER ENGAGEMENT STRATEGY TO REACH OUT TO THE FOLKS WHO LIVE ON AND ON PROPERTY AND THROCKMORTON STREET. WE'RE FINALIZING THAT WITH COMMUNICATIONS NOW, AND WE WILL START REACHING OUT TO THOSE PEOPLE IN MID AUGUST. GAIN THAT FEEDBACK AND BRING IT BACK TO COUNCIL. IN THE PARKS CATEGORY. VERY SUCCESSFUL RIBBON CUTTING AND OLD RIBBON CUTTING AT ALL SETTLERS PARK RECREATION CENTER ON JULY 10TH BEAUTIFUL NEW FACILITY THAT I BELIEVE SETS A GREAT TONE FOR WHAT WILL HAPPEN IN THE OTHER AREAS OF THE PARK.
THERE ARE SOME OTHER IMPROVEMENTS THAT WILL OCCUR NEXT YEAR. BUT THEN THERE'S A FULL ON MASTER PLAN. THAT WILL BEGIN AGAIN AS SOME OF THE OTHER PROJECTS ON THE EAST SIDE. PICK UP. WATLEY PARK, AS YOU MAY REMEMBER, HAS SOME ENVIRONMENTAL CLEANUP ISSUES.
WE ARE CONTINUING TO WORK AS STAFF WITH THE NECESSARY EASEMENTS AND CIRCULATION PATTERNS TO MAKE THE BEST ROUTE FOR REMOVING THAT MATERIAL. WE WILL BE SCHEDULING A PUBLIC MEETING ON THAT SOON TO INFORM EVERYONE ABOUT WHAT OUR PLAN IS. RIGHT NOW. WE'RE IN THE REDEVELOPMENT BUCKET, AND THIS IS ALWAYS ONE OF GREAT INTEREST TOPS. YOU KNOW, I TALKED TO OUR FACILITIES MANAGER TRISH JACKSON. SHE SENT ME AN EMAIL. AND SHE SAID, TUX IS BLOWING AND GO IN AND SURE ENOUGH, THEY ARE. THEY ARE WORKING ON GETTING THEIR PROJECT BID AND THEY HAVE A TARGET OPENING OF FEBRUARY OF 2022. SO THAT'S NEXT YEAR, SO I THINK YOU'RE GOING TO SEE A LOT OF MOVEMENT ON THE TOP SITE IN THE NEAR FUTURE. TAPS IS HOSTING THEIR OWN COMMUNITY MEETING. THIS IS NOT A CITY LED MEETING, BUT THEY'RE HAVING THEIR OWN OUTREACH MEETING THIS THURSDAY AT SIX P.M. AND THE MUNICIPAL COMPLEX. I'M NOT GOING TO SAY MUCH BECAUSE YOU CAN HEAR A LOT MORE ABOUT THAT ON THE NEXT AGENDA ITEM, BUT SOME VERY EXCITING THINGS HAPPENING THERE AS WELL. ALSO THE EAST LOUISIANA, LOUISIANA STREET, PUBLIC PARKING LOT. ALL OF THOSE TRAILERS HAVE BEEN ABATED INTO MARRIAGE, SO IT LOOKS QUITE DIFFERENT OUT THERE NOW TODAY THAN IT DID FIVE OR SIX MONTHS AGO. THE SITE PLAN IS CURRENTLY IN OUR ENGINEERING PROCESS. IT'S ABOUT A 200 PUBLIC PARKING SPACE LOT. AND THEN HERE'S ANOTHER NEW ONE THAT WE DIDN'T TALK A LOT ABOUT THE LAST TWO TIMES, PRIVATE DEVELOPMENT AND REDEVELOPMENT, SO WE FOCUS ON THE PROJECTS THAT THE CITY IS A PARTNER IN OR THAT OUR CITY LEAD. BUT AS YOU ALL KNOW, DEVELOPMENT CAN OCCUR PRIVATELY. ANYTIME AN
[00:10:06]
EXAMPLE OF THIS I READ RECENTLY IN COMMUNITY IMPACT THAT THE FLOUR MILL IS EXPANDING THEIR OUTDOOR VENUE SPACE, UM, NEAR THEIR NEARER THEIR FACILITY THERE TO ALLOW FOR ARTUR VENUES IS A BEAUTIFUL PLACE. THEY NEED A SPECIAL USE PERMIT FOR THAT AND HAVE TO GO THROUGH THAT PROCESS. WELL, THAT IS NOT A CITY LED PROJECT. IT'S NOT A PROJECT THAT'S HIGHLIGHTED ON OUR WEBSITE. BUT THEIR INFORMATION ABOUT THAT IS AVAILABLE. SO ON OUR WEBSITE NOW WE DO HAVE LINKS THAT ALLOW FOLKS TO LOOK AT THE PRIVATE DEVELOPMENT EFFORTS THEY'RE HAVING IS MCKINNEY THAT MIGHT NOT HAVE ANYTHING TO DO WITH CITY LED INITIATIVE. BUT IF SOMEONE SUBMITS A SITE PLAN FOR PROPERTY WE HAVE, UH, GIS MAP THAT YOU CAN GO ON AND CLICK ON THOSE PARCELS AND DIG THROUGH AND FIGURE OUT WHAT THOSE ARE. SO THOSE LINKS ARE ON OUR WEBSITE AS WELL. THE NEIGHBORHOOD AND HOUSING CATEGORY AT THE AUGUST 3RD COUNCIL MEETING. WE ANTICIPATE BRINGING A CONTRACT FOR THE COUNCIL TO CONSIDER TO BRING IN A CONSULTANT TO DO THIS NEIGHBORHOOD PRESERVATION STUDY. WE'VE TALKED ABOUT THIS A FEW TIMES. THE GOAL HERE IS TO HAVE A VERY SPECIFIC STRATEGY TO ADDRESS GENTRIFICATION AND DISPLACEMENT CONCERNS FOR THE HISTORIC NEIGHBORHOODS TARGETED TO BE PRESERVED THROUGH THE TOWN CENTRE PLAN IN THE COM PLAN. WE PUT OUT AN RFP WE INTERVIEWED CONSULTANTS WERE PRETTY EXCITED ABOUT HER TEAM THAT WOULD PENDING CONTRACT APPROVAL.BEGIN THIS FALL, AND WE THINK WOULD GIVE THE COUNCIL SOME GOOD SPECIFIC STRATEGIES TO CONSIDER MOVING FORWARD IN THAT EFFORT. AND THEN IN THE ARTS, CULTURAL AND FESTIVALS, YOU, THE COUNCIL APPROVED A RESOLUTION A FEW WEEKS AGO THAT TALKED ABOUT THE ABILITY TO FUND THE SILO MURAL OUT PROJECT. WE HAVE AN MOU WITH THAT ARTIST. WE'RE WORKING ON A CONTRACT. AND AS WE MOVE FORWARD WITH THAT THERE WILL BE COMMUNITY ENGAGEMENT EFFORTS AS WELL AS FUNDRAISING AND GRANT WRITING EFFORTS TO HOPEFULLY COVER THE COST OF THAT SILO FULLY WITH FUNDS RAISED IN GRANTS RAISED. THOSE ARE VERY QUICK UPDATES AGAIN. THERE IS A LOT MORE INFORMATION ON OUR WEBSITE. UM ALMOST EVERYONE INVOLVED WITH THESE PROJECTS IS IN THIS ROOM IF THERE ARE FURTHER QUESTIONS, WHICH IS A TESTAMENT TO THIS EFFORT AGAIN, I SAY THIS EVERY TIME BUT I CAN'T SAY IT ENOUGH. THIS IS A MAJOR EFFORT FOR CITY OF MCKINNEY STAFF. WE HAVE REPRESENTATIVES FROM ALMOST EVERY DEPARTMENT WORKING ON THIS PROJECT, AND EVERYONE HAS BEEN WONDERFUL COMING TOGETHER TO MAKE SURE WE'RE PULLING THE INFORMATION. I'M GETTING IT TO YOU AS THE COUNCIL BUT ALSO CONNECTING WITH THE NEIGHBORHOOD SO THAT THEY'RE ARMED WITH IT AS WELL. WITH THAT I AND THE ABLE TEAM BEHIND THE STANDS FOR ANY QUESTIONS. QUESTIONS. GREAT UPDATE. YOU ALL RIGHT? THANK YOU. ESCAPE ESCAPE WITH NO QUESTIONS. ALL RIGHT. I'M GONNA GO SIT DOWN. YOU WERE THAT GOOD. ALL RIGHT.
NEXT ITEM. 2106 YEAR OLD EIGHT UPDATE ON MUNICIPAL COMPLEX DEVELOPMENT. SHELTON. GOING TO
[Update on Municipal Complex Development]
BE VERY BRIEF. AM NOT THE LION'S SHARE OF THE INFORMATION HERE, BUT THIS IS EXCITING MOMENT IN TIME AS PART OF THE. DESIGN STEERING COMMITTEE THAT'S BEEN WORKING WITH OUR ARCHITECTS FROM LIKE FLORIDA AND PARKING LOT. WE ARE NOW AT THE POINT WHERE SCHEMATIC PLANS ARE READY FOR PRESENTATION. THIS IS CANADA. COMBINATION OF THE FIRST PHASE OF THE DEVELOPMENT CONTRACT OR DESIGN CONTRACTS, SO WE HAVE. A NUMBER OF FOLKS FROM LIKE, FLATTER HERE TONIGHT IN PARK HILL, BOTH LIKE FLIGHT WILL BE PRESENTING THE 1% SCHEMATIC PLANS. UH, REALLY EXCITING WHAT WE HAVE PROPOSED AND WHERE WE ARE, AND, UH, WE'LL BE LOOKING FOR FEEDBACK, BUT ALSO JUST TO SHOW YOU THE EXCITING CHANGES WE'RE LOOKING TO MAKE OVER THERE ON THE EAST SIDE JUST NORTH OF FLOUR MILLS. I'M GOING TO TURN THE TIME OVER FIRST TO. I'M SORRY. I JUST TRIPPED, GOT SCOTT SCOTT FROM PARKING OFFICES WE HAVE MET BEFORE.YEAH, I WAS PREPARED FOR DOGS. MAYOR AND COUNCIL. THANK YOU SO MUCH. I'M SCOTT NELSON WITH THE LAKE FLATOW PARKING TEAM. SERVE AS OUR PRINCIPAL IN CHARGE AND EXCITED TO GET TO SHARE WITH YOU KIND OF THE PROGRESS WE'VE MADE OVER THE LAST FEW MONTHS AND SO WITHOUT FURTHER DELAY.
GOING TO GO AHEAD AND BEFORE I GET GOING TOO FAR, I WANT TO JUST HAVE OUR DESIGN TEAM WHO'S HERE IN THE ROOM, STAND UP REAL QUICK. THESE GUYS HAVE BEEN PUTTING IN TREMENDOUS EFFORT.
AND SO ADRIANA JONATHAN AND JAMES OVER HERE. TERRY KYLE AND JAMES AS WELL. IT'S JUST A SMALL HANDFUL OF THE DESIGN. FOLKS HAVE BEEN WORKING WITH YOUR STAFF, REALLY FOR WEEKS ON IT, AND IN ADDITION TO THE FOLKS YOU SEE HERE, WE'VE GOT A GREAT TEAM OF CONSULTANTS THAT HAVE BEEN VERY ACTIVE UP TO THIS POINT. SO THE RESULT OF THE WORK YOU'LL SEE TODAY IS NOT JUST FROM THE FOLKS IN THE ROOM, BUT ALL OF OUR DESIGN PARTNERS AS WELL AND REALLY HELPING TO CAPTURE THIS VISION FOR WHERE WE'RE AT WITH THE SCHEMATIC DESIGN. SO I WANT TO
[00:15:02]
GIVE YOU JUST A BRIEF OVERVIEW OF JUST KIND OF WHERE WE ARE IN THIS PROJECT. AND SO AS YOU CAN SEE, TIMELINE, THEY'RE STARTING AT THE TOP CONCEPT DESIGN LEADING US THROUGH CIA REPRESENTS CONSTRUCTION. AND SO WE WERE HERE BACK IN MAY AND PRESENTED KIND OF AT THE END OF CONCEPT AND WHERE WE WERE AT CONCEPT. HE WAS LOOKING AT BIG PICTURE SITE DESIGN. OVERALL GENERAL BUILDING LAYOUT KIND OF FACADES AND INTERIORS. TODAY WE STAND HERE BEFORE YOU AT THE END OR CLOSE TO THE END OF SCHEMATIC DESIGN. AND SO WITH THAT WE HAVE FURTHER DEVELOPED THE FACADES IN THE ELEVATIONS AS WELL AS SOME OF THE KEY INTERIOR SHOTS THAT YOU'LL START TO SEE TODAY. MOVING FORWARD FROM TODAY WHAT WILL START TO REALLY LOOK AT ITS FURTHER ENGINEERING AND DETAILING OF THE SITE, BUT ALSO ON THE INTERIOR AND THE EXTERIOR, THE BUILDING REALLY STARTING TO LOOK MORE AT DEPARTMENTAL LAYOUTS AS WELL AS INTERIOR FINISHES MECHANICAL AND STRUCTURAL SYSTEMS, LEADING US INTO WHAT WE WOULD CALL CONSTRUCTION DOCUMENTS. AND THEN SOMEWHERE OUT THERE IN THE BEYOND STARTED. CONSTRUCTION IS WHAT WE'RE LOOKING AT. THEN ALSO JUST TO UPDATE YOU. WE ARE IN THE PROCESS OF SELECTING A CONSTRUCTION MANAGER. AND SO THOSE THAT PROCESS BEGAN ABOUT TWO WEEKS AGO. I HAD A PRE PROPOSAL MEETING WITH A LOT OF OUR C. MARS THAT ARE INTERESTED IN THIS PROJECT TODAY. WITHIN THE NEXT FEW WEEKS, THEY WILL BE BROUGHT ON BOARD AND ENGAGE TO HELP START DOING SOME ADDITIONAL PRICING AND DEVELOPMENT AS WE CONTINUE INTO THE DESIGN PROCESS. SO WITH THAT. TO HAND THIS OVER TO OUR LIKE PLATO THEEB FURTHER. IN FACT, THIS FORCE. MAYOR COUNCIL.GOOD TO SEE YOU ALL AGAIN. GREAT TO BE BACK IN MCKINNEY, UM, JONATHAN SMITH WITH LIKE PHOTO ARCHITECTS AS PART OF THE JOINT VENTURE. I'M GOING TO KICK THIS OFF. BUT LAST TIME I DEFINITELY TALK TOO MUCH. SO WE'VE GOT ADRIANA AND JAMES TO STEP IN FOR PIECES OF HIS PRESENTATION. WE'RE REALLY EXCITED ABOUT THE PROGRESS. BUT AS SCOTT MENTIONED THIS IS STILL SCHEMATIC. WE'RE JUST FINISHING UP SCHEMATIC DESIGN. WE STILL GOT A LONG WAYS TO GO AS YOU MOVE THROUGH THESE BIG PROJECTS YOU GET CLOSER AND CLOSER TO SORT OF REALITY AND CONSTRUCTION DOCUMENTS, AND WE'RE STILL EARLY IN THE PROCESS OF. PLEASE KEEP THAT IN MIND. JUST I LIKE TO ALWAYS RETURN TO THESE GUIDING PRINCIPLES THAT WE WORK TOGETHER WITH WITH MANY OF YOU ALL, UM, IN A LARGE WORKSHOP EARLY IN THE PROCESS, BECAUSE THESE REALLY ARE ROADMAP FOR THE WHOLE PROJECT, SO JUST A QUICK REMINDER. REALLY MAKING A COMMUNITY SPACE FOR BOTH THE BUILDING AND THE PLAZA, A TRANSPARENT, WELCOMING BUILDING AND THIS IS SORT OF A TWO SIDED PROJECT. WORDS NEEDS TO BE A REALLY GREAT PLACE TO WORK. FOR THE CITY STAFF, AND IT ALSO NEEDS TO BE A REALLY SORT OF TRANSPARENT LANDMARK CIVIC BUILDING FOR THE CITIZENS OF MCKINNEY THAT ARE COMING TO UTILIZE IT. AND THEN THIS AMAZING SITE ON THE EAST SIDE WITH THE SILOS AND WILL BE EVEN MORE AMAZING WITH THE MURAL.
I'M EXCITED TO SEE THAT MOVING FORWARD AND ALL OF THAT SORT OF AGRIBUSINESS HISTORY AND THE OTHER HISTORY ON THAT WHOLE SIDE OF. SIDE OF TOWN AND MCKINNEY IN GENERAL, AND THEN ADAPTING GRACEFULLY TO GROWTH AND CHANGE. WE REALLY WANT TO MAKE SURE THAT THIS BUILDING IS A SERVES YOU REALLY WELL FOR THE FOR THE LONG TERM. THINK NOW I'M GOING TO HAND IT OVER TO ADRIANA FOR A BIT. EVERYONE GRATEFUL TO BE HERE TODAY WITH YOU TALK ABOUT YOUR AMAZING PROJECT. WE ALWAYS AS JONATHAN MENTIONED. WE LIKE TO COME BACK TO THESE GUIDING PRINCIPLES AND DIAGRAMS SO UP ON THE SCREEN, YOU'LL SEE A SERIES OF CONCEPTUAL IDEAS THAT WE ALL CLING TO FOR THE BUILDING DEVELOPMENT. MAINLY CELEBRATING HISTORY. AND OF COURSE, LEVERAGING THE AGRIBUSINESS PORTION OF WHERE MCKINNEY IS IN THE WORLD AND REALLY UNDERSTANDING ITS INFLUENCE IN THE BUILDING DEVELOPMENT. MAKING SURE THAT WE'RE EMBRACING VIEWS TO THE BREWERY AND ALSO TOO OLD CELLARS PARK AND ALSO JUST MAKING THINGS ENJOYABLE AND INTUITIVE. AND OF COURSE, CONNECTION AND MAKING SURE THAT THE CITY IS CONNECTED TO ITS ENVIRONMENT AND ITS PROVIDING ALL MEANS OF ACCESS AROUND THE SITE. UM WHERE THE PUBLIC CAN INTERFACE AND ALSO. WELCOME CENTER CREATE A PLACE OF GATHERING FOR THE CITY OF MCKINNEY AS ITS CENTRAL POINT AND COMMUNITY. JAMES. SURE. GOOD AFTERNOON, EVERYONE.
THANKS FOR HAVING ME. I JUST WANTED TO, UH, BRIEFLY DISCUSS THE SORT OF EVOLUTION OF THE SITE DESIGN FOR THIS PROJECT AND THE SORT OF OPPORTUNITIES THAT WERE GIVEN WITH THIS GREAT CIVIC PLAZA ADJACENT TO OUR SITE ON OUR SITE, ACTUALLY. AND SO ONE OF THE KIND OF GUIDING PRINCIPLES WITH REGARDS TO THE OPPORTUNITIES OF THE CIVIC PLAZA IS, UM, REALLY SORT OF CELEBRATING THE HERITAGE AND GOES BACK TO CELEBRATING THE HISTORY BUT UNDERSTANDING WHAT THE MOVES THAT WE CAN MAKE AROUND THE BUILDING. TO, UM, REALLY BRING ATTENTION AND FOCUS TO SOME OF THE HISTORIC ELEMENTS ON THE SITE. SO THE ICE HOUSE IN THE FLOUR MILL AND THEN ALSO WITH THE CIVIC PLAZA. OFFERING A PLACE FOR GATHERING FOR LARGE, NOT JUST VERY
[00:20:04]
COMMUNITY AND LARGE GROUPS OF PEOPLE, BUT ALSO A MIX OF OTHER TYPES OF SCALES OF GATHERING WITH MORE INTIMATE OUTDOOR SPACES AND THEN USING NATURE IN THE SORT OF MATERIAL PALETTE WITHIN THE SPECIES OF THE LANDSCAPE IN OUR SITE. REALLY? FOCUSING ON A SORT OF, UM. A PALETTE THAT'S OF THE OF THE REGION AND SOMETHING THAT'S LOCAL TO HELP. REALLY TELL THE STORY. SO WE, UH, THIS WAS A FEW WEEKS BACK, MET WITH OUR WONDERFUL LANDSCAPE ARCHITECTS TVG IN SAN ANTONIO WITH THE ARCHITECTURE TEAM AT LAKE FLATOW AND WE DID A CHARETTE.AND REALLY STARTED TO THINK ABOUT THE SPACE AROUND CITY HALL AND BREAK IT DOWN INTO DIGESTIBLE SPACES. UH INSTEAD OF ONE LARGE 70,000 SQUARE FOOT MAIN PLAZA. SO WE STARTED TO REALLY USE THE AXES OF THE SITE, THE SORT OF ORIENTATION WITH THE SILOS ACROSS THE STREET TO ORGANIZE THE MAIN PLAZA AND CREATE MORE DIGESTIBLE SPACES AROUND THAT THAT ARE MORE COMFORTABLE TO SHADED AND, UM. MORE FLEXIBLE FOR THE COMMUNITY AT LARGE. SO ZOOMING INTO THE CURRENT SITE PLAN. WE KIND OF HAVE THESE REGIONS WE HAVE WORKING FROM THE TOP. RIGHT GOING CLOCKWISE. WE HAVE THE COUNCIL GROVE THAT IS FRAMED BY A TEMPORARY SHADE PAVILION TO THE SOUTH AND THE BACKDROP OF THE COUNCIL CHAMBERS TO THE NORTH. YOU HAVE THE MAIN PLAZA TO THE WEST OF THE PAVILION, A SMALLER, MORE INTIMATE COURTYARD TO THE SOUTH OF THE ICE HOUSE, AND THEN AN EVEN MORE INTIMATE, UM, LESS OF A DESTINATION FOR THE FOR THE PUBLIC AND MORE. POTENTIALLY A STAFF AMENITY FOR THE CITY OF MCKINNEY. AT THE CYBER SCORE TO THE NORTH OF THE ICEHOUSE. JUST A FEW SORT OF PRECEDENT. IMAGES OF THE FEEL OF THESE DIFFERENT AREAS AROUND THE SITE, THE THIS COUNCIL GROVE IS SOMETHING THAT WE COULD POTENTIALLY HAVE AS AS A MORE INFORMAL SPACE. LESS ORDERED. UNLESS, UM. SORT OF ORTHOGONAL AXES AND USING TEXTURES AND MATERIALS TO MAKE IT FEEL MORE LIKE A NATURAL GROVE, WHEREAS THE CIVIC PLAZA WOULD BE SOMETHING THAT IS MUCH MORE ORDERED. AND HAS A LANDSCAPE SPACING THAT ALLOWS FOR FLEXIBLE USE AND LARGER GATHERINGS. SO POTENTIALLY, YOU COULD HAVE, UM, TENT SETUPS OR OTHER SORT OF LARGE, TEMPORARY. MHM. STRUCTURES, ETCETERA TO SORT OF. FILL IN THAT SPACE AND ACCOMMODATE LARGER GROUPS LIKE A FARMER'S MARKET, ETCETERA. MHM. AND THEN TALKING ABOUT WATER AS AN OPPORTUNITY ON THE SITE AND BRIDGING OVER SOME LOW IMPACT DEVELOPMENT. WE KNOW THAT THE GRADE SLOPES SORT OF TO THE RIGHT AND SO USING THAT SORT OF EASTERN. EDGE OF THE OF THE SITE AS A SORT OF LOW IMPACT DEVELOPMENT OPPORTUNITY WITH, UM WITH THESE MORE GRASSY TYPE OF SPECIES THAT YOU COULD BASICALLY HAVE CONNECTING BRIDGES THAT WALK OVER IT AND COLLECT RAINWATER AND RAIN EVENTS. UM. AND YOU CAN SEE SOME IMAGES ON THE TOP THERE OF THIS OF THE CYPRUS COURT TO THE NORTH OF THE ICE HOUSE, WHICH IS MUCH MORE OF A FORMAL SORT OF ATTITUDE, LIKE THE. LIKE THE MAIN PLAZA, SO REALLY ORGANIZING. THIS IS TO SORT OF SWATHS OF INORGANIC ORGANIC OUTDOOR SPACES AND MORE FORMAL PLAZA SPACES. I'LL PASS IT BACK TO ADRIANA. THE SUPER EXCITING STUFF. CENTRAL CENTRAL UTILITY PLANT UP ON THE SCREEN JUST FOR CONTEXTUAL INFORMATION WE THOUGHT WOULD BE GOOD TO HAVE THIS SLED IN HERE TO REALLY THINK ABOUT THE PREFERRED LOCATION OF THE CENTRAL PLANT SHOWN BY THE YELLOW BOX UP ON THE SCREEN. JUST. WANT TO USE THAT? UM AND THEN AT THE LEFT JUST WHAT THAT EQUIPMENT IS WITH EVERY LARGE DEVELOPMENT. WE DO NEED A PLAN FOR UTILITIES AND MAJOR SYSTEMS. BUT JUST TO THINK ABOUT HOW THIS MIGHT IMPACT THE SITE IN THE FUTURE. SOMETHING WHERE CONTINUE CONTINUOUSLY THINKING ABOUT YES. AND ALSO AS WE GET INTO THE BUILDING, WE'VE CONTINUOUSLY SHOWN THIS DIAGRAM AS A REFERENCE POINT OF HOW THE BUILDING IS ORGANIZED. I'M USING THE CIVIC PLAZA AND THE LAWN IS YOUR MAIN ENTRYWAY YOUR MAIN ACCESS TO THE SITE. BUT ALSO HAVING THESE INDEPENDENT SIGNIFICANT MOMENTS OF THE EVENT HALL IN THE COUNCIL CHAMBER. EVENTUALLY THE PARKING UM AND THEN CIRCULATION IN THE LOBBY BRANCHING OUT TO ALL OF YOUR INDEPENDENT DEPARTMENTS. AND, OF COURSE, THE CENTRALIZED ATRIUM SPACE, WHICH WE THINK OF AS YOUR MCKINNEY LIVING ROOM. EVENTUALLY VERY EXCITING HOW IT CAN CONNECT NOT ONLY THE PUBLIC BUT BEING AMENITY FOR YOUR STAFF AS WELL. AND SOME ADDITIONAL INFORMATION ABOUT
[00:25:01]
STAFF AMENITIES AND CIRCULATION AND PUBLIC LOBBY SPACE YOU'LL SEE UP ON THE SCREEN LEVEL ONE STARTS ON THE LEFT HAND SIDE AND HOW THE PUBLIC INTERFACES WITH THE BUILDING ITSELF. WHERE THE STAFF AMENITY MOMENTS HAPPENED IN ORANGE AS THEY WORK THEIR WAY UP BUILDING TO REALLY FRAME A VERTICAL VILLAGE TYPE OF FEEL. IN YOUR IN YOUR. UPDATED FIRST FLOOR PLAN IS UP ON THE SCREEN. WE ARE AS JONATHAN MENTIONED VERY EARLY DAYS, SO REALLY, REALLY TRYING TO DIAL IN OUR PROGRAMMATIC REQUIREMENTS FOR THE COUNCIL CHAMBER. AND DIG INTO THE DETAILS CURRENTLY ON THE SCREEN, YOU'LL SEE 200 SEAT COUNT IN THE COUNCIL CHAMBER THAT WE'VE LAID OUT WITH AN ADJACENT CONFERENCE ROOM. WE HAVE NOW LOCATED GROWTH AT THE NORTH BAR. KIDS CIRCLE. AND ALSO, UH, WE HAVE LOCATED UTILITY BILLING AT THE WEST BAR.NOW YOU'LL SEE THE ICEHOUSE DOES REMAIN IN PLACE AS PART OF OUR CURRENT BUILDING DESIGN.
SERVICES HAVE BEEN SQUARED. OH, SURE, RIGHT. YEAH. WE TRY TO WORK AROUND THIS ICE HOUSE AND I CAN APPRECIATE TRYING TO OKAY? WHAT IS IT COSTING US? I MEAN, IS THIS WORTH. GOING TO KEEP THIS THING. I MEAN, ARE WE REALLY TRYING TO WORK AROUND IT IS. I MEAN, THIS IS COSTING US MILLIONS OF DOLLARS TRYING TO KEEP THAT BLASTED THING. I DON'T THINK SYSTEMS WOULD APPRECIATE. YEAH. YEAH. YEAH, IT IS KIND OF LIKE A COMMEMORATIVE RELIC. IF YOU WILL JUST VISUAL FOCAL PRESERVATION OF HISTORY BECAUSE WHY DIDN'T WE HAVE THE BUILDING COMING AROUND? POINT. IT WAS LIKE. CATCH IT RIGHT CONNECTED IN IN THE NEXT COUPLE OF SLIDES.
YOU WILL SEE THAT WHAT WE'RE PROPOSING IS TO USE THE BUILDING IS SORT OF A COMMEMORATIVE RELIC IF I CAN DESCRIBE IT THAT WAY, AND IT WOULD BE THE SHELL. AND YOU WOULD BRIDGE OVER FROM THE BABY, POTENTIALLY ONE FLOOR ABOVE. AND CREATE A NICE OUTDOOR SPACE WITHIN THE EXISTING ICEHOUSE FRAME FRAMEWORK COMPLETELY. YEAH.
WE'RE HOPING THAT IT'S WE'RE SPENDING THE MONEY YOU WOULD HAVE SPENT SPENT DEMOLISHED MAKING IT A COOL YEAH. FIVE BRICKS THICK IT WOULD COST ALL RIGHT. SO ALSO JUST A QUICK MENTION ON THE SERVICE SPACES. WE ARE COLLECTIVELY WORKING WITH THE TEAM TO MAKE SURE THAT NOISE IS TAKEN INTO CONSIDERATION. SO FLANKING THE SERVICE BASES AT THE WEST ALONG THE RAIL LINE. REALLY AS PART OF THAT CONSIDERATION WHEN I SAY SERVICE BASES, ITS LIKE MECHANICAL AND ELECTRICAL BACK A HOUSE ROOMS THAT YOU WOULDN'T NORMALLY HAVE THE PUBLIC OR STAFF INTERFACE WITH ON THE REGULAR YEAH. AND UP TO THE SECOND FLOOR, A FUTURE HOME TO DEVELOPMENT SERVICES. AND ALSO, UM OH, SORRY. I CAN'T SEE IT. SCREEN HERE. ADDITIONAL CUSTOMER SERVICE, AND ALSO WE'VE GOT AN OVERLOOK ON THE COUNCIL CHAMBER. HERE AND SHOWN IN RED. PREVIOUSLY WE HAD PROPOSED AN OVERLOOK THAT PEOPLE COULD ACTUALLY ACCESS AND SIT ON TOP OF WHICH, AFTER FURTHER EVALUATION, PROVIDING A MOMENT LIKE A PEEKABOO WINDOW OR SOMETHING THAT PEOPLE CAN VIEW IS REALLY USING OUR RESOURCES A LITTLE BIT SMARTER.
AND PICKING ARE KEY MOMENTS FOR DESIGN AND AS PREVIOUSLY MENTIONED WE ARE LOOKING AT YOU CAN SEE THE ICEHOUSE WITH SOME CONNECTIVITY AND BRIDGING OVER TO IT. WHICH OCCURS AS JONATHAN MENTIONED, NOT IN CONDITION SPACE. CLEAR THIS. AND. LEVEL THREE HOME TO, UH I T H R. AN ADDITIONAL DEPARTMENTS UP TOP PARK SERVICES AND CODE SERVICES. AND SO ALSO, WE ARE THINKING THAT THIS POTENTIALLY HAS TWO MEANS OF ACCESS TO THE PORCH IN THE GREEN ROOF. YOU CAN SEE AND ALSO A POTENTIAL BRIDGING COMPONENT. TO THE ICEHOUSE AT THIS LEVEL AS WELL, WHICH WE CAN EVALUATE FOR THEIR BASE DUNK, COST AND RESOURCES. OKAY? MOVING UP THE BUILDING TO LEVEL FOUR. FUTURE HOME TO FINANCE PURCHASING MARKETING AND COMMUNICATIONS AND I T AND SO YOU'LL ALWAYS SEE THIS RED CORNER. DOWN AT THE. SOUTH WEST, UH, WHICH IS ALSO AN ARCHITECTURAL EXPRESSION ON THE OUTSIDE OF THE BUILDING WERE USING THAT AS MORE OF AN AMENITY SPACE THAT LENDS ITSELF TO CONFERENCE SPACE AND FUTURE VIEWS TO THE CIVIC PLAZA AND
[00:30:03]
ALSO TO THE SILO. YES. AND MOVING UP TO THE FIFTH FLOOR HOME OF THIS FUTURE HOME OF THE CITY MANAGER AS THE ATTORNEY AND CITY SECRETARY. UM WHICH YOU SEE UP ON THE TOP AND BLUE ADDITIONAL PORCH ACCESS, POTENTIALLY LOCATED JUST HERE. AND UH, SOMETHING THAT WE'RE REALLY EXCITED ABOUT IS AN ADDITIONAL CONFERENCING CENTER UP ON THIS LEVEL THAT YOU'LL SEE ON THE WEST OR ON THE LEFT HAND SIDE OF THE PAGE, WHICH ARE SHOWN WITH THESE RED BLOCKS AND SOME POTENTIAL ACCESS TO ROOFS.. THIS WOULD BE KIND OF A SPECIAL AMENITY THAT YOU HAVE TO HOST SPECIAL GROUPS OF PEOPLE AND ALSO POTENTIALLY FOR CITY EVENTS THAT YOU WOULD SEE FIT TO HOST UP HERE. YEAH. TURN IT OVER. UH HUH. SO, YEAH. LAST TIME WE SHOWED YOU ALL SOME PRETTY HAND SKETCHES THIS TIME WE'VE GOT SOME SLIGHTLY MORE DETAILED COMPUTER RENDERINGS TO SHOW YOU BUT JUST AS A REMINDER, REALLY TRYING TO MAKE THIS BUILDING FEEL LIKE IT. IT BELONGS HERE AND IT REFERENCES THE SITE AND IT'S NOT. YOU KNOW SOME ALIEN SHIP THAT JUST SORT OF LANDED AND SO REALLY THINKING THROUGH THE SORT OF BEAUTIFUL BRICK BUILDINGS THAT YOU HAVE HERE IN MCKINNEY AND THINKING THROUGH THIS SORT OF AGRICULTURAL HISTORY AND SORT OF AN INDUSTRIAL. HECK OF A LOT OF THESE. THESE PROJECTS THAT YOU ALL HAVEN'T HAD HERE IN TOWN. SO HERE'S YOUR CURRENT VIEW OF THE ICEHOUSE FROM VIRGINIA. HERE IS THE NEW VERSION OF THAT. SO THE UM. ICEHOUSE REMAINING HERE AS THAT FOLLY WITH SOME BIG HOLES CUT INTO IT, SOME HOLES CUT IN THE ROOF, AND IT'S JUST SORT OF AMAZING OUTDOOR ROOM. THAT'S ANOTHER ONE OF THESE COOL OUTDOOR ROOMS. AND THEN HERE YOU CAN SEE UP ON. HERE IS THE COUNCIL CHAMBERS WHERE WE'LL ALL BE IN A FEW YEARS AND THEN WE'VE GOT THE. THE SORT OF TEMPORARY PAVILION THAT WAS ORIGINALLY IN THE MASTER PLAN OF FOOD AND BEVERAGE COMPONENT. WE BELIEVE THAT BY PUTTING A TEMPORARY PAVILION THAT YOU COULD EVENTUALLY D MOUNTAIN, PUT IN A PARK SOMEWHERE ELSE IN THE FUTURE. WHEN YOU DECIDE TO BUILD THAT FOOD AND BEVERAGE WOULD BE REALLY GREAT TO HAVE SO YOU CAN SORT OF PARK FOOD TRUCKS UNDER IT IN THE INTERIM AND REALLY START TO CREATE SOME ACTIVITY HERE AND THEN BEYOND YOU CAN SEE THOSE ARE THAT THAT'S THAT. CONFERENCE ROOM THAT'S CONSISTENT ON EVERY LEVEL. THAT SORT OF LOOKS OUT TO THE SILOS. AND THEN THIS AREA HERE ON ALL OF THOSE LEVELS. IS THAT THAT MAIN SORT OF STAFF LIVING ROOM THAT HAPPENS SO ALL THE BIG STAFF AMENITIES ARE GROUPED THERE. SO THAT YOUR ACT ACTIVELY SORT OF PARTICIPATING IN THE LIFE OF THE BUILDING. HAVING THESE GREAT CREATIVE COLLISIONS THAT WE'RE ALL WE'RE ALL HOPING YOU'LL HAVE THAT YOU'RE NOT HAVING NOW IN NINE DIFFERENT BUILDINGS OR HAVING MANY THERE ARE DOWNTOWN. AGAIN LOOKING AT THE IDEA OF USING BRICK AGAIN. IT'S VERY EARLY DAYS, BUT THINKING THROUGH IT'S PROBABLY A MASONRY BUILDING. UM AND THEN THINKING THROUGH HOW WE CAN MAKE IT SORT OF STEP AND REALLY SPEAK TO THE. THE PLAZA AND ALSO JUST THE SHEER NUMBER OF TREES. THERE'S MORE TREES SHOWN IN THIS RENDERING THAT ARE IN THE ENTIRE 13 ACRES THAT ARE ON THE SITE NOW, SO PUTTING THAT TREES AND SHADE INTO THIS IS GOING TO BE HUGE. THERE'S ALSO FOR YOUR FIRE MARSHAL, THERE WOULD BE A FIRE LANE SORT OF HIDDEN IN PLAIN SIGHT. IN THOSE BEAUTIFUL PAPERS IN THE PLAZA. AND THEN LOOKING FROM ACROSS THE SILOS. SO HERE YOU'RE LOOKING THROUGH THE DOG RUN TO THE MAIN ENTRY OF THE BUILDING WITH AGAIN. THE UM THE REUSED ICEHOUSE THERE, HOPEFULLY GETTING OVERGROWN WITH SOME FUN FINES. AND THIS IS SORT OF WHERE WHERE YOU'RE HEADED IS THE MAIN ENTRY FOR THE BUILDING. UM, AND YOU JUST SORT OF GET A SENSE OF THE SCALE OF THIS THING AND THE SENSE OF HOW LARGE AND NICE THIS PLAZA COULD BE. AND WE THINK IT'S A REALLY GREAT OPPORTUNITY. UM TO REALLY HAVE THIS AMAZING OUTDOOR SPACE. ALSO YOU SAW ON THE PRECEDENTS AND WE'RE SORT OF HINTING AT IT HERE IS PERHAPS USING SOME SORT OF AGRICULTURAL ELEMENT AS OUR SORT OF WATER SOUND OR OUR ABILITY TO CAPTURE RAINWATER IF WE DECIDED TO DO THAT. AND SO NOT BUILDING THIS, YOU KNOW, NEW SORT OF SLICK WATER FEATURE THAT HAS NOTHING TO DO WITH THE HISTORY BUT REALLY TRYING TO REFERENCE THE HISTORY ON SITE. SO IF YOU ALL HAVE ANY OF THOSE LYING AROUND IN DOWNTOWN MCKINNEY THAT WE NEED TO FIND, PLEASE DON'T THROW THEM AWAY. AND AGAIN JUST AS YOU'RE GETTING CLOSER, YOU KNOW, JUST TRYING TO GIVE YOU GUYS A SENSE OF THE SCALE OF THIS. AND SO THERE'S A. THERE IS A SINGLE HEIGHT BREEZEWAY THAT RUNS THROUGH THE PROJECT. THEN UP ABOVE IT. THERE'S A CONDITIONED BRIDGE THAT GOES OVER TO THE OTHER SIDE FOR MOVING TO COUNSEL. AND THEN HERE YOU ARE UP CLOSE LOOKING TOWARDS THAT. WHAT WE'RE CALLING THE CYPRUS COURT BACK[00:35:03]
IN HERE AND THE THOUGHT WAS THAT COULD ALMOST BE AN INCREDIBLE OUTDOOR MEETING ROOM FOR YOU ALL. AND THEN UP ABOVE THINKING THROUGH. UH NICE TIMES OF THE YEAR, AND IT'S BEEN VERY MILD THIS YEAR, HAVING SOME REALLY COOL OUTDOOR MEETING SPACE, ESPECIALLY WITH WITH COVID. WE JUST ARE SEEING LOTS MORE PEOPLE BEING MUCH MORE OPEN THAN THEY WERE A FEW YEARS AGO TO BEING ABLE TO MEET OUTDOORS, AND IT'S SOMETHING THAT WE CAN DEFINITELY DOING THIS CLIENT AND THIS CLIMATE. AND SO REALLY TRYING TO TUNE THOSE AND PUT THOSE ON THE RIGHT SIDE OF THE BUILDING TO CAPTURE THE BREEZE. SO HERE'S YOUR CURRENT VIEW EAST ON VIRGINIA LOOKING TOWARDS THE SILOS. AND THEN HERE IS A SIMILAR VIEW IN THE FUTURE. SO AS KIM WAS TALKING ABOUT EARLIER, REALLY THAT IMPROVEMENT ON VIRGINIA IS GOING TO BE REALLY IMPORTANT NOT ONLY FOR THE VEHICLES BUT ALSO FOR THE PEDESTRIANS AND THE BIKES. SO HAVING THAT THAT CONNECTION ACROSS BEING REALLY KEY, AND THEN, AS ADRIANA POINTED OUT EARLIER THAT. RAIL SIDE ON THE FIRST FLOOR IS SORT OF NOT THE GREATEST PLACE TO HAVE AN OFFICE ARE REALLY TRYING TO PUT A LOT OF OUR SORT OF BACK A HOUSE AND MORE MECHANICAL CLOSED OFF SPACES THERE THERE ALONG THE TRAIN. AND THEN THINKING HOW THAT SIDE COULD YOU KNOW, AGAIN, LEANING INTO THIS SORT OF AGRIBUSINESS AESTHETIC, AND SO RIGHT NOW WE'RE SHOWING SOME REALLY COOL BIG METAL PANELS ON THAT SIDE. AND THEN THERE'S A REALLY FUN BAY WINDOW THERE ON THE TOP LEVEL THAT LOOKS OUT BACK TOWARDS DOWNTOWN. TURN BACK FOR THAT'S THE. SO THAT'S THE BACK END OF YEAH, THAT'S THAT'S SO THAT'S THE WEST SIDE OF THE BUILDING TIME FOR YES, THAT'S CORRECT ALONG THAT YEAH. SO HOW MUCH. AND HOW WE WORK WITH THE RAILWAY THERE WHO OWNS IT? HOW DO WE, UH CAN WE GET TO IT? DO WE HAVE. ON AND OFF, SO WE ARE CURRENTLY WORKING WITHIN THE PROPERTY LINE THAT YOU ALL GAVE US SO WE ARE NOT CURRENTLY ENCROACHING AT ALL INTO THE RIGHT AWAY OR THE RAIL LINES PROPERTY AT ALL, AND WE HAVEN'T APPROACHED THEM YET ABOUT THE ABILITY TO DO SO. THERE'S A CURRENT. THERE'S A CURRENT SPUR. THAT'S ON OUR SITE. THAT YOU CAN. RIGHT ON THERE. I NEED TO DRAW INSTEAD OF WALKING UP.REACH UP THERE. SO THERE'S CHUNKS OF RAIL THERE AND BACK THERE. THEY'RE ACTUALLY ON OUR SITE. BUT THE CURRENT RAIL LINE THAT'S IN USE. WE'RE NOT TOUCHING. WE'RE STAYING COMPLETELY OUT OF. THE RAIL LINE IS ACTUALLY OWNED BY DARK. ALL THE WAY TO SHERMAN. YEAH.
SO WE'RE STAYING WITHIN THE BOX WE'VE BEEN GIVEN. WE HAVEN'T BROACHED THE SUBJECT OF TRYING TO REACH OUT AND TOUCH THAT, BUT AS FAR AS WE KNOW THERE'S NO ENCROACHMENTS OR SETBACKS.
THAT. WOULD PULL OUR BUILDING FURTHER AWAY FROM THE RAIL LINE, AND THE PROPERTY LINE WAS SHOT.
SO HOW FAR FROM OUR PROPERTY ERROR HOW FAR FROM OUR PROPERTY LINE DOES THE BUILDING STARTED? THE BUILDING RIGHT NOW, AS. WHERE EXACTLY WHERE YOU'RE SITTING HERE. ON THE PROPERTY THAT I'M NOT BETTER THAN AND THAT'S GIVING US ENOUGH ROOM SO THAT WE CAN GET EGRESS OUT OF THE BUILDING WITHOUT GOING ONTO DARTS. PROPERTY. MY CONCERN? YEAH. YEAH. YOU DON'T WANT TO OPEN THE FIRE DOOR IN A TREND RIPS IT OFF. TOTALLY. YEAH. YEAH. SO HERE THE ELEVATIONS AGAIN. I THINK IT'S EASIER TO TALK ABOUT THESE IN THE DRAWINGS THAT YOU JUST SAW, BUT SORT OF WALKING THROUGH THE DIFFERENT DIFFERENT PIECES OF THIS AND SEEING THE SCALE OF THIS THING. AND WE'RE STILL WORKING AWAY. OBVIOUSLY THE NORTH SIDE OF THE BUILDING AND THE WEST SIDE HAVE BEEN GIVEN THE LEAST ATTENTION AT THIS POINT, BECAUSE WE'VE REALLY BEEN TRYING TO LEARN ALL THE LESSONS WE CAN ON THE PLAZA SIDE AND THEN WE'LL APPLY SIMILAR LESSONS. TO THOSE OTHER SIDES, AND IT'S STILL A WORK IN PROGRESS. SO WE'RE STILL WORKING THROUGH THIS SORT OF MAIN CHUNK HERE IN THE BUILDING ENTRY AND SO JUST TO, YOU KNOW, SHOW YOU YOU ALL WHAT WE'VE BEEN WORKING THROUGH WITH THE STEERING COMMITTEE. WE'VE GOT A BUNCH OF DIFFERENT OPTIONS FOR THAT THAT WE'RE. YOU KNOW, SLOWLY MAKING OUR WAY TO A FINAL DECISION ON FOR HOW THAT THAT PIECE REALLY, REALLY COMES TOGETHER. SO ONE OPTION IS EXPRESSING THE STRUCTURE OF THE BUILDING THE SUPERSTRUCTURE AND IN THIS IMAGE. IT SHOWS IT POTENTIALLY AS MASS TIMBER. ANOTHER OPTION IS THE MASS TIMBER PIECE WOULD JUST BE IN THE MIDDLE. UM AND THEN. THIS OPTION. HERE, YOU GET A GLASSED YEAR PEACE NEAR THE ICE HOUSE AND THE CYPRESS COURT. AND THEN HERE, YOU EXPOSE THAT WHAT POTENTIALLY COULD BE THE CONCRETE STRUCTURE IN THE MIDDLE? UM AND THEN HERE'S ANOTHER VERSION. SO WE'RE WORKING THROUGH THIS, SO YOU'LL START TO SEE I THINK GENERALLY WE'RE SUPER HAPPY WITH WHERE WE ARE WITH THE MASSING AND THE MATERIALITY AND THE PUNCHES OF THE WINDOW OPENINGS. AND NOW IT'S REALLY THAT NEXT STEP AS WE START DD TWO, REALLY, REALLY DIAL THIS THING. BACK TO DROWN.
[00:40:05]
YEAH. SO AS WE'RE GOING THROUGH THE EXTERIOR OF THE BUILDING WERE ALSO THINKING ABOUT THE INSIDE OF THE BUILDING AND WHAT THAT FEELS LIKE. AND UM YOU KNOW, THERE'S A COUPLE OF DIFFERENT STRUCTURAL OPTIONS WE'RE LOOKING AT, OF COURSE, THE BEAM AND SLAB OR STUDYING, BUT ALSO WHAT THAT MEANS FOR THE INTERIOR SPACE. UM WE WOULD LOVE TO THINK ABOUT THIS IS AN EXPRESS STRUCTURE. GET BACK TO SOME OF THE AGRIBUSINESS ROOTS OF THAT AESTHETIC. AND, UH, LOOKING AT HOW WE CAN DO THAT. SO ON THE SCREEN, YOU'LL SEE, UH, THE IDEA THAT YOU SEE SOME OF THE CONCRETE BEAMS BUT ALSO TUCK SOME ACOUSTICAL TREATMENTS BETWEEN THEM. SO THAT YOU GET THE BEST OF BOTH WORLDS. YOU GET YOUR ACOUSTICS TAKEN CARE OF, BUT YOU ALSO SEE SOME BEAUTIFUL CONCRETE STRUCTURE AND VARIOUS WAYS OF DOING THAT ARE SHOWING UP ON THE SCREEN.RIGHT? AND TO FURTHER THAT A FEW OTHER EXAMPLES, DEPENDING ON HOW THE BEAMS AND HOW THE SLAB IS FRAMED. THERE'S MULTIPLE WAYS OF UNDERSTANDING HOW WE CAN ADDRESS. ACOUSTICAL TREATMENT. BUT ALSO WITH THE AESTHETIC FEELS LIKE IT LOOKS LIKE AND HOW IT'S INFLUENCED BY THE STRUCTURE. SO AGAIN, UM, TUCKING THE ACOUSTICAL TREATMENTS BETWEEN THE BEAMS. POTENTIALLY UH, NO ACOUSTICAL TREATMENT ON THE CEILING AND SEEING SOME MORE EXPOSED CONCRETE. AND FINDING OTHER MEANS FOR ACOUSTICAL TREATMENT THAT WAY. SOON. AND ALSO JUST ANOTHER MEANS OF STRUCTURAL IMPLEMENTATION THAT WE'RE STUDYING RIGHT NOW IS A WIDE PAN JOYSTICK, BUT FURTHERMORE, WHAT IT MEANS FOR THE AESTHETIC ON THE INSIDE OF YOUR BUILDING.
IT COULD BE EXPRESSED IN THIS BIG IMAGE HERE. AND YOU COULD SEE THIS BEAUTIFUL IDEA OF THE STRUCTURE, ENERGY SINT ACOUSTICAL PANELS. AND YOUR CURRENT OFFICE SPACE. THIS WAS TAKEN JUST UPSTAIRS. UM UH, THIS IMAGE, SO JUST A REMINDER OF, UM, SOME IDEAS THAT YOU MIGHT SEE ON THE FOLLOWING SLIDES. REFERENCE JUST BACK. TO THE IMAGE OF WHAT YOUR EXISTING OFFICE SPACE DOES LOOK LIKE. AND THE IDEA THAT SOME OF THESE ARE SIGNIFICANT CHANGES THAT YOU'LL SEE ON THE NEXT SLIDE, SO PRECEDENTS FOR OFFICE SPACES THAT WE LOOK AT. UM DOWN HERE, YOU'LL SEE AGAIN THIS PRECEDENT THAT WE'RE USING A LOT TODAY. WHICH IS TUCKING THE ACOUSTICAL PANELS BETWEEN THE CONCRETE BEAMS IS ALL SORT GEORGIA TECH BUILDING AND WE WORKED ON, UM, IN OUR LAKE FLAT OFFICE. BUT JUST THINKING ABOUT HOW SOME OF THESE, UH, CAN REALLY INFLUENCE THE SPACE THAT YOU'RE GOING TO INHABIT IN THE FUTURE. AND REALLY, IT'S A TOTALLY DIFFERENT AESTHETIC. THEN YOU CAN SEE FROM YOUR CURRENT OFFICE SPACE. AND WE'VE ALSO BEEN WORKING WITH A COLLABORATIVE TEAM CALLED PLAST ARC TO FURTHER DEVELOP HOW YOUR WORKSPACE SHAPES UP. AND A COUPLE OF POINTS THAT A COUPLE OF MAIN POINTS THAT WE'VE COVERED WITH THEM OR IDENTIFYING INDIVIDUAL WORK POINTS AND THEN ALSO THE IDEA OF SHARED COLLABORATIVE SPACES. SO UP ON THE SCREEN, YOU'LL SEE SOME VARIOUS CONFIGURATIONS OF THAT MIGHT HAVE A CONVERTIBLE OFFICE SPACE. AND A WORKSTATION AND THEN MIXED IN WITH COLLABORATIVE ZONES. CONFERENCE ROOM, SOCIAL STAIRS, TEAM BOOTHS JUST TO THINK ABOUT THE NEXT EVOLUTION OF YOUR WORK AREA. AND WE'VE ALSO TALKED TO THEM ABOUT WHAT MAKES WHAT WE REFER TO AS A GOOD NEIGHBORHOOD, WHICH IS BASICALLY WHAT AMOUNTS TO A SERIES OF PODS AND DEPARTMENT AREAS THAT YOUR TEAMS MAY BE DIVIDED INTO. AND THE THOUGHT IS THAT DIVERSITY OF WORK ENVIRONMENTS. DO YOU MAKE A GOOD NEIGHBORHOOD, SO YOU'LL SEE THE VARIOUS CONFIGURATIONS ON THE SCREEN. INDIVIDUALIZED WORKSTATIONS, PHONE BOOTHS, SOFT SEATING.
MULTIPLE COLLABORATIONS OWNS REALLY CONTRIBUTE TO THIS IDEA OF A GOOD NEIGHBORHOOD. THIS IS AN EXAMPLE SLIDE A CONCEPTUAL IDEA OF THIS IS LEVEL FOUR, FOR EXAMPLE, TAKEN JUST A SECTION OF IT TO UNDERSTAND WHAT THAT OFFICE SPACE MIGHT LOOK LIKE IN A DISTRIBUTION. AND SO JUST THINKING ABOUT WHERE IT SAYS WORKSTATIONS IN PROGRESS. THESE BEING SOME OF YOUR WORK STATION LAYOUTS FLANKED BY DIFFERENT SECTIONS OF INCLUDES SPACES AND CREATE AN ENCLOSED THESE NEIGHBORHOODS. THIS IS ACTUALLY A TEST FIT OF LEVEL FOUR. CURRENTLY, AS WE MENTIONED A COUPLE OF TIMES EARLY STAGES IN THE GAME, BUT WE'RE REALLY THINKING ABOUT HOW THE CONCEPTUAL INFLUENCE OF THE WORKSPACES MIGHT BE RELATIVE TO YOUR ACTUAL PHYSICAL PROGRAM NEEDS. SO WE'VE TAKEN THIS PAST A SKETCH PAST. UM. TO REALLY TEST SOME OPTIONS. AND THINK ABOUT YOUR YOUR PARTICULAR SPACES SPECIFIC CONFERENCE ROOM THAT YOU MAY HAVE PUT IN YOUR
[00:45:05]
PROGRAM AND REALLY LAY THOSE OUT TO UNDERSTAND THAT. WE CAN'T FIT ALL OF THIS, BUT IT'S GOING TO BE A DELICATE BALANCE OF MAINTAINING COLLABORATIVE WORKSPACES AND SPACES THAT ARE TAILORED TO YOUR NEEDS. SOME ADDITIONAL PRECEDENTS THAT WE LIKE TO INCLUDE THESE ARE SPECIFICALLY FOR THE CUSTOMER SERVICE CENTER. MULTI VOLUME LEVEL SPACES, SEMI GRAND SPACES THAT WE'RE TRYING TO A COMMA TRYING TO ACHIEVE WITH THE ARCHITECTURE THAT YOU'LL SEE UP ON THE SCREEN, SO MULTI LEVEL ATRIUMS FUN STAIRS, MAYBE A LOT OF COLOR THINKING ABOUT MATERIALITY. AND ALSO THE STAFF ATRIUM MIGHT HAVE A SLIGHTLY DIFFERENT CHARACTER, MAYBE A LITTLE MORE SERIOUS THAN THE PUBLIC. THE PUBLIC ATRIUM. UM SO THINKING ABOUT HOW THOSE MIGHT SHAPE UP ON THE SCREEN? USING MATERIALS LIKE WOOD AND STEEL TO WARM IT UP, BUT ALSO AGAIN REFERENCE THE AGRIBUSINESS AND OUR OVERALL AESTHETIC AND CONCEPT. AND THE COUNCIL CHAMBER MIGHT HAVE A TOTALLY DIFFERENT. CONCEPTUAL IDEA OF HOW THAT WORKS OUT LARGE COMMUNITY SPACES, LOTS OF WAR MATERIALS, AND WE REALLY START THINKING ABOUT THAT IDEA OF HOW WE CAN INTEGRATE COMMUNITY INTO THAT SPACE. AND HERE IS JUST A TEST RUN AT VERY EARLY STAGES OF THE COUNCIL CHAMBER. SO WE ARE THINKING THIS INTERIOR RENDERING, WHICH IS A SHOT LOOKING OUT TOWARD THE CIVIC COURTYARD. IN THE DISTANCE, YOU KNOW, SOMEWHERE BACK WAY OVER HERE, IT WOULD BE THE SILOS JUST TO ORIENT YOU A LITTLE BIT. AND SO THIS IS JUST AN IDEA OF THAT PEEKABOO WINDOW. WE TALKED ABOUT EARLIER UP TOP. POTENTIALLY SOMEBODY LOOKING OVER BEING ABLE TO VISUALIZE WHAT'S GOING ON BELOW. MHM. AND THE USE OF WOOD MATERIALS TO KIND OF WARM UP THE CONCRETE IN THAT SPACE AND THE EXPOSURE OF SOME OF THAT CONCRETE BUT ALSO STARTING TO THINK ABOUT. MATERIALS LIKE CARPET TO TREAT ACOUSTICS JUST TO GIVE OURSELVES AN IDEA OF WHAT THAT MIGHT FEEL LIKE. THIS IS A FIRST TEST RUN AT THE STAFF ATRIUM. YOU SEE, THE MATERIALITY IS USING STEEL AND WOOD TRYING TO GET MORE OF A WARM FEELING TO BALANCE OUT THE CONCRETE. ALSO THINKING ABOUT ACOUSTICAL PANELS WITHIN THIS SPACE, UM AND JUST VERY LIVELY SILOS ARE BEYOND THERE THROUGH THAT THROUGH THAT WINDOW. AND REALLY EXCITING VIEW FROM THE LEVEL FIVE CONFERENCE CENTRE AMENITY SPACE. THIS IS A VIEW LOOKING LOOKING EAST, UM FROM THE INSIDE OF ONE OF THOSE SPACES, SO IF YOU'LL REMEMBER THEY'RE SHAPED ROOFS. AND SO WE'RE THINKING WOULD STRUCTURE MAY BE APPROPRIATE HERE, UM, TO REALLY USE OUR RESOURCES AND WHERE WE GET THOSE GREAT MOMENTS TO WARM UP THE SPACE, UM, AND PLANTING AND PAVILION LIKE. ENVIRONMENT JUST OUTSIDE OF THAT. IT. THANK YOU VERY MUCH. BEAUTIFUL. QUESTIONS THEY WOULD HAVE QUESTIONS. YEAH. IT'S EXCITING STUFF. YEAH, IT'S VERY EXCITED AND VERY MUCH PLEASURE BEING. CHINA HAPPENED REAL TIME. ALL RIGHT. THANK YOU VERY MUCH. REALLY EXCITED. THANK YOU SO MUCH. THANK YOU. STILL ON TRACK TO HAVE IT BUILT THIS YEAR, CORRECT. BEYOND. YEAH, AND SHORT SCALE. RIGHT. THANK YOU VERY MUCH. 21 0609[Consider/Discuss/Provide Direction Regarding a Draft Public Improvement District (PID) Policy]
CONSIDER AND PROVIDE DIRECTION REGARDING THE DRAFT PUBLIC IMPROVEMENT DISTRICT PAID POLICY. MR QUINT. THANK YOU, SIR. MAYOR COUNCIL GOING TO TAKE A HARD RIGHT TURN FROM CITY HALL AND START TALKING ABOUT PUBLIC IMPROVEMENT DISTRICTS. I KNOW YOU'RE ALL SUPER EXCITED ABOUT THAT. SO, UM. THANK YOU. MICHAEL QUENTIN, EXECUTIVE DIRECTOR OF DEVELOPMENT SERVICES FOR THE CITY. MCKINNEY HERE TO TALK TO YOU TONIGHT THIS AFTERNOON ABOUT PUBLIC IMPROVEMENT DISTRICT, SO FIRST AND FOREMOST. WHY ARE WE HERE? SO PINS ARE DEFINITELY BECOMING A POPULAR FINANCING TOOL IN NORTH TEXAS. WE'RE SEEING QUITE A FEW OF THEM IN OUR SISTER CITIES AROUND US. IRONICALLY MCKINNEY DOESN'T HAVE ANY. WE DID GET A REQUEST FOR A PERIOD IN 2017 AT THE WHAT WAS THEN KNOWN AS BRINKMAN RANCH, NOW KNOWN AS PAINTED TREE. ULTIMATELY IN 2017. THE COUNCIL REFUSED TO PURSUE A PIT FOR THAT PROPERTY.MOVING FORWARD RIGHT NOW, WITHOUT A PIT, SO PAINTED TREE MOVING FORWARD FOR DEVELOPMENT WITHOUT A PIT. SO THIS PID POLICY THAT WE'RE TALKING ABOUT TONIGHT ACTUALLY WAS GENESIS OF
[00:50:02]
A NEW PID REQUEST WE GOT FROM A DEVELOPER OF HONEY CREEK SO. IT'S OUR INTENT OR OUR IMPRESSION THAT IF WE'RE GOING TO START CONSIDERING PERIODS FOR PRIVATE DEVELOPMENT, WE NEED TO HAVE A POLICY TO STANDARDIZE THESE THINGS MOVING FORWARD. SO WHAT IS A PUBLIC IMPROVEMENT DISTRICT SO LONG STORY SHORT, IT'S BASICALLY A FINANCING TOOL THAT IS ESTABLISHED WITHIN STATE LAW THAT ALLOWS US TO INVEST. AND OR CREATE AN ADDITIONAL ASSESSMENT ON PROPERTIES WITHIN THE PIT TO PAY FOR, UM, SPECIAL BENEFITS. SO HOW DID THIS REALLY STARTS SO PINS? ACTUALLY WHEN YOU GO BACK TO THE HISTORY ORIGINALLY A RIDGE ORIGINALLY ORIGINATED. ORIGINATED IN DOWNTOWN, FOR EXAMPLE, DOWNTOWN PROPERTIES WHERE YOU MIGHT HAVE THE PROPERTIES IN DOWNTOWN, WANTING SOME ADDITIONAL SERVICE OR SOME ADDITIONAL INFRASTRUCTURE, FOR EXAMPLE, PUBLIC SAFETY. IN A DOWNTOWN ENVIRONMENT, THE PROPERTY OWNERS MIGHT BAND TOGETHER AND SAY, HEY, WE NEED ADDITIONAL POLICE SERVICE DOWNTOWN IN A PIT COULD BE CREATED, LEVYING A NEW ASSESSMENT ON THOSE PROPERTIES WITH WHICH WE COULD PAY FOR THOSE ADDITIONAL PUBLIC SAFETY RESOURCES. SO THAT'S HOW PID STARTED. THEY'VE KIND OF MORPHED OVER TIME INTO MORE DEVELOPMENT FOCUSES. BUT LONG STORY SHORT, MCKINNEY DOESN'T HAVE ANY AND. WE'VE COME A LONG WAY SINCE DOWNTOWN PINS OR THINGS OF THAT NATURE, SO PITS CAN FUND QUITE A FEW THINGS. ACTUALLY YOU CAN SEE ALL OF THEM ON THE SCREEN ABOVE. I'M NOT GOING TO GO THROUGH THEM. BUT IT'S IMPORTANT TO NOTE THAT JUST BECAUSE STATE LAW ALLOWS US TO FUND THESE TYPES OF THINGS, IT DOESN'T MEAN WE HAVE TO FUND THESE TYPES OF THINGS.THROUGH PUBLIC IMPROVEMENT DISTRICTS FOR PERSPECTIVE. CITY OF FORT WORTH PRIMARILY USES PINS TO FUND PUBLIC INFRASTRUCTURE. ANNA WILL FUND PRETTY MUCH EVERYTHING IN HERE.
AUSTIN IT'S IRONIC OR INTERESTING THAT THEIR PIT POLICY ACTUALLY DEFINES THAT SPECIAL BENEFIT THAT'S KIND OF NEBULOUS IN STATE LAW. THEY ACTUALLY. DEFINE IT. FRISCO ACTUALLY FOCUSES THEIR PIT. THEY ONLY HAVE ONE ON RECREATIONAL ENHANCEMENT SO AGAIN. COULD FUND ALL OF THESE THINGS DOESN'T HAVE TO FUND ALL OF THESE THINGS. SO WHAT ABOUT PINS FOR THE CITY OF MCKINNEY? UM, YOU SEE, ABOVE. I'VE MENTIONED THAT A LOT OF OUR SISTER CITIES ARE UTILIZING PINS TO FUND THAT THAT PUBLIC DEVELOPMENT OR THAT PRIVATE DEVELOPMENT. YOU CAN SEE THE NUMBERS ABOVE, BUT, UM, BASICALLY WHAT WE FOCUSED ON FOR OUR NEED FOR THIS POLICY IS LARGE SCALE DEVELOPMENT, SO YOU'RE GOING TO SEE LARGE REFERENCE MULTIPLE TIMES IN THIS PRESENTATION. THE DRAFT THAT WERE HAVE OR THAT WE HAVE PULLED TOGETHER REALLY IS FOCUSING ON PROPERTIES, PRIVATE PROPERTIES THAT ARE ABOUT 1000 ACRES OR BIGGER, UM, SO BEFORE MOVING FORWARD WITH A APPEARED THERE ARE A NUMBER OF.
CONSIDERATIONS THAT THE COUNCIL NEEDS TO EVALUATE. WE'LL TALK ABOUT THAT HERE IN ADDITIONAL A FEW MORE SLIDES, SO. LARGE PADS. SO WHAT DO THEY WHAT DO THEY KIND OF FOCUSING ON SO THERE? YOU SEE THE FOUR MAIN PRIORITIES ABOVE, BUT THE TWO THAT I REALLY WANT TO HONE IN ON ARE HELPING TO FACILITATE DEVELOPMENT IN OUTLINING AREAS. LONG STORY SHORT IT BRINGS INFRASTRUCTURE THAT WOULDN'T BE THERE AT THEIR DOORSTEP. READY FOR DEVELOPMENT. NOW IT BRINGS IT TO THEM. IN A WAY, THAT WOULDN'T BE, UM, WOULDN'T BE POSSIBLE UNDER NORMAL FINANCING MEASURES INTO FACILITATES DEVELOPMENT. NOW IT BASICALLY UNLOCKS DEVELOP A BLE LAND BY BRINGING THAT INFRASTRUCTURE OUT THEM TOO. OR OUT TO THOSE PROPERTIES IN A DEVELOPMENT CYCLE THAT WOULDN'T HAPPEN FOR ANOTHER COUPLE OF YEARS. SO BASICALLY BRINGS WHAT COULD HAPPEN IN THE FUTURE BRINGS IT TO REALITY TODAY. SO WHAT ARE THE TYPICAL IMPLICATIONS FOR CITY? SO HERE AGAIN, YOU SEE IT? IT'S PRETTY SELF EXPLANATORY ON THE SLIDE ABOVE, BUT I WANT TO SPEAK TO FINANCIAL IMPLICATIONS AS THEY PERTAIN TO GOOD PIGS. WHAT WHAT I WOULD CALL GOOD PIT BONDS AND BAD PIT BONDS. SO GOOD PIT BONDS. IN MY OPINION, ARE THOSE PIT BONDS THAT ARE BASICALLY REIMBURSEMENT. SO THE PIT'S WHERE THERE ARE IN PROPERTY IMPROVEMENTS ALREADY DONE. THEY'VE BUILT ROADS THEY BUILT WATERLINES. IT BUILT SEWERS. SEWER LINES AND THE PINS THAT ARE SOLD ARE BASICALLY REIMBURSING THE DEVELOPER FOR THEIR INVESTMENT IN THE PROPERTY. THOSE ARE WHAT I WOULD CONSIDER GOOD PIT BONDS. BAD PIT BONDS, ALSO KNOWN IN THE INDUSTRY IS DIRT BONDS. THOSE ARE BASICALLY PROACTIVE SALES OF PITT'S OR PIT BONDS.
BASICALLY WHAT THE DEVELOPER IS DOING IN THAT INSTANCE IS SELLING PIT BONDS UP FRONT AND THEY'LL USE THOSE PROCEEDS TO ACTUALLY GO AND INVEST THE INVEST IN THE IMPROVEMENTS IN
[00:55:02]
THE PROPERTY. SLIGHTLY MORE RISKY FOR THE DEVELOPER. SLIGHTLY MORE RISKY FOR THE CITY. BUT OVERALL, THESE ARE THE FINANCIAL IMPLICATIONS THAT YOU SEE, ABOVE THAT THE CITY NEEDS TO BE AWARE OF. SO WHAT ARE THE IMPACTS ON PROPERTY OWNERS AGAIN? SELF EXPLANATORY, BUT THE TO REALLY WANT TO FOCUS ON THAT OFTEN GET MISSED IN THIS DISCUSSION IS THE FIRST BULLET POINT THAT PROPERTY OWNERS WITHIN A PID ACTUALLY HAVE THE OPPORTUNITY TO PAY FOR THE FULL PIT ASSESSMENT AT THE TIME OF CLOSING, SO. WHEN THEY GO AND YOU CLOSE ON A PROPERTY.YOU GET ALL THOSE CLOSING DOCUMENTS. MOUNTAINS OF PAPER, ONE OF THE DOCUMENTS IN THERE WILL BE THE PIT ACKNOWLEDGEMENT THAT YOU'RE AGREEING TO BE WITHIN A PIT AND YOU HAVE THE OPPORTUNITY TO ROLL THAT PID. OR TO PAY THE FULL PIT ASSESSMENT AT THE TIME OF CLOSING, YOU CAN ALSO CHOOSE TO PAY ANNUALLY LIKE YOU WOULD A TAX BILL COLLECTED DIFFERENTLY THAN YOUR TAX BILL, BUT AGAIN. RESIDENTS HAVE THE OPPORTUNITY A LOT OF FOLKS WHEN THEY GO TO CLOSE, AND WE'LL TALK ABOUT THIS HERE IN THE POLICY CONSIDERATIONS FOR THE COUNCIL, A LOT OF RESIDENTS OR PROPERTY OWNERS DON'T KNOW THAT THEY HAVE THIS ABILITY AND A LOT OF TIMES WON'T EVEN KNOW THAT THEY'RE IN APPEARED UNTIL THE ASSESSMENT COMES DO SO WE'LL TALK MORE ABOUT THAT HERE IN A SECOND. THE OTHER THING I WANT TO POINT OUT IS THAT THE SERVICES CESS OR THE PYD ASSESSMENT IS THE SAME FOR ALL OF THE PROPERTIES. SO IT'S BASED ON THE NUMBER OF LOTS NOT THE SIZE OF LOT. SO, FOR EXAMPLE, IF YOU'VE GOT A QUARTER ACRE LOT. YOU DON'T PAY A HIGHER OR LESS PIT ASSESSMENT THAN A 5000 SQUARE FOOT LOT. SO AGAIN, EVERYBODY SAY PAYS THE SAME ASSESSMENT IN THE PIT. REGARDLESS OF LOT SIZE IS THAT INCLUDING COMMERCIAL. NO THIS WOULD BE ONLY FOR RESIDENTIAL SO USUALLY PITT'S, UH, SAVING EXCEPT THE DOWNTOWN EXAMPLE EXAMPLE. NORMALLY YOU'RE NOT GOING TO SEE PINS FOR A LOT OF COMMERCIAL PROPERTIES, IT'S JUST MORE DIFFICULT TO GET PROPERTY OWNERS TO COME TOGETHER TO PAY FOR SOMETHING LIKE THIS IN A COMMERCIAL SETTING. BUT THIS HAS COMMERCIAL THIS PITCH. INCLUDING RESIDENTIAL ONLY RESIDENTIAL. YES, SIR. SO DO YOU KNOW BY CHANCE IT LOST CLEAN US PURELY RESIDENTIAL IN THEIR WITHIN THEIR PIT. I DON'T HONESTLY KNOW ABOUT LAS COLINAS. I'LL BE CANDID. I DON'T KNOW THEY WEREN'T INCLUDED IN MY RESEARCH. SO I APOLOGIZE. WAIT, WAIT FAR FROM. AND THAT DOESN'T INCLUDE MULTI FAMILY EITHER.
DOESN'T STRICTLY SINGLE. CORRECT. YES, SIR. YEP. OKAY SO WE'RE TO THE SLIDE WHERE WE'RE GOING TO TALK ABOUT POLICY CONSIDERATIONS, SO I DO WANT TO GO THROUGH EACH OF THESE. I'LL TRY NOT TO READ THEM OFF THE SCREEN. I KNOW EVERYBODY HAS IT. BUT I DO WANT TO BRIEFLY SPEAK TO EACH OF THEM FIRST AND FOREMOST. WHAT ARE SOME THINGS THAT WE NEED TO BE EVALUATING BEFORE WE MOVE FORWARD WITH A PID, SO FIRST AND FOREMOST, RESIDENTS MAY NOT BE AWARE THAT THEY'RE SUBJECT TO A PERIOD ASSESSMENT. SO AGAIN WHEN YOU GO AND CLOSE ON A PIECE OF PROPERTY, GET THAT STACK OF PAPERS. THE PIT POLICY DOES REQUIRE AN ABUNDANCE OF NOTICE TO PROPERTY OWNERS, WHETHER IT BE SIGNAGE ON THE PROPERTY OR THESE DISCLOSURES IN THE PACKET, BUT A LOT OF TIMES FOLKS MAY NOT KNOW THEY MAY NOT BE PAYING ATTENTION MAY NOT BE READING EVERY DOCUMENT. SECOND DIRECT BENEFITS ASSESSED TO RESIDENTS MAY BE DIFFICULT TO IDENTIFY. GO BACK A COUPLE OF SLIDES. YOU SAW EVERYTHING THAT COULD BE FUNDED ONE OF THEM MAYBE JUST WIDER TRAILS. AND SO A LOT OF RESIDENTS MAY LOOK PAST THAT SAY, HEY, WELL, EVERYBODY HAS A SIDEWALK. THEY'RE NOT PICKING UP ON THE FACT THAT THEIR SIDEWALK MAYBE EIGHT FT AND MIND, MAYBE FOUR. FT THERE. THEY MAY NOT BE PICKING UP ON THAT. AND SO THAT'S ONE OTHER THING TO CONSIDER. NEXT ONCE A PIT IS APPROVED, MORE REQUESTS WILL LIKELY COME ONCE THE SIGNAL IS OUT THERE TO THE MARKET. GIVEN HOW HOT THESE TOOLS ARE IN NORTH TEXAS, I THINK IT'S SAFE TO ASSUME THAT IF YOU GET ONE IF YOU APPROVE ONE, YOU'RE PROBABLY GOING TO GET REQUESTS FOR MORE. THUS THE IMPORTANCE OF STANDARDIZING THIS PROCESS THROUGH THE ADOPTION OF A POLICY. CAN THE INCREASED RESIDENTIAL DEVELOPMENT ACTIVITY BE ACCOMMODATED? SO WE TALKED EARLIER ABOUT THE MAIN BENEFIT OF THESE PITT'S NOW IS REALLY BRINGING. DEVELOPMENT THAT WOULD HAVE BEEN UNLOCKED IN FUTURE DEVELOPMENT CYCLES, BRINGING INTO BEAR NOW CAN WE ACCOMMODATE THAT GROWTH? THE SUCCESS OF A PERIOD CAN DEPEND ON THE DEVELOPERS CAPABILITIES AND TRACK RECORD AGAIN. HAS THE DEVELOPER DONE MULTIPLE PINS IN THE PAST? DO THEY HAVE EXPERIENCED DEALING WITH THESE? DO THEY HAVE AN EXPERIENCED TEAM AROUND THEM? ALL THINGS THAT NEED TO BE EVALUATED BEFORE APPROVING APPEARED, AND THEN AGAIN, NOT TO BELABOR THE POINT, BUT PINS CAN DEFINITELY FOUND A LOT OF THINGS, BUT THEY DON'T HAVE TO FUND EVERYTHING. ALLOWED OR OUTLINED BY STATE LAW. SO AGAIN. THIS IS A BRIEF SUPER HIGH LEVEL SUMMARY OF THE PIT POLICY. THE DRAFT PIT POLICY WAS INCLUDED ATTACHED TO
[01:00:02]
THE AGENDA ITEMS, SO HOPEFULLY YOU'VE HAD A CHANCE TO REVIEW IT, BUT I WANTED TO SPEAK TO THE PROCESS IN WHICH WE CREATED THE PYD RATHER THAN GO THROUGH THE BULLET POINT HIGHLIGHTS OF THE PIT ITSELF, BUT FIRST AND FOREMOST, WE DID ADOPT A HOLISTIC APPROACH TO EVALUATING AND DRAFTING. THIS PIT WE TALKED TO WE'VE PULLED TOGETHER AN INTERNAL WORKING GROUP ACROSS MULTIPLE DEPARTMENTS. WE DID TALK TO OUR DEVELOPED A NUMBER OF DEVELOPERS OUT THERE IN THE INDUSTRY TO GET THEIR THOUGHTS ON THE MATTER. WE RESEARCHED A LOT OF OTHER CITIES AND WHAT THEY'RE DOING IMPORTANT TO NOTE THAT OUR DRAFT PIT POLICY IS LARGELY MODELED AFTER THE CITY OF FORT WORTH. OBVIOUSLY, WE GOT. NUGGETS FROM OTHER CITIES IN THE NORTH TEXAS AREA, BUT LARGELY THE FORMAT YOU SEE ATTACHED TO THIS AGENDA ITEM IS LARGELY MIRRORING THE CITY OF FORT WORTH. WE ALSO SPOKE TO OUR BOND COUNCIL, SO THIS IS KIND OF BEEN VETTED. OUR DRAFT POLICY HAS BEEN VETTED THROUGH OUR BOND COUNSEL, AND WE THINK WE'RE IN GOOD STANDING. SO UM, IT IS IMPORTANT TO NOTE. THERE'S ONE THING THAT I DO WANT TO ADDRESS UP THERE, AND THAT IS THE APPLICATION FEE ON THE DEPOSIT VIEW. SO THROUGH THE DRAFTING OF THIS PIT POLICY, AND THROUGH OUR CONVERSATIONS. WITH MEMBERS OF THE DEVELOPMENT COMMUNITY QUESTIONS CAME UP. HEY, WHAT IS THAT? WHAT IS THAT? FOR? WHAT THE LOGISTICS OF THAT SO FIRST AND FOREMOST. THE $50,000 APPLICATION FEE WOULD BE NON REFUNDABLE. BASICALLY THAT FEE WOULD GO TO PAYING STAFF TO FROM MULTIPLE DEPARTMENTS TO COME TOGETHER AND EVALUATE THE REQUEST. DO WE HAVE EVERYTHING WE NEED TO EVALUATE THE REQUEST? DO WE NEED ADDITIONAL INFORMATION? IS THERE INFORMATION MISSING THAT TYPE OF THING? SO THAT'S WHAT THAT $50,000. IS ADDRESSING AGAIN, CONSISTENT WITH THE CITY OF FORT WORTH THEIR PIT POLICY DOES REQUIRE SOMETHING VERY SIMILAR. THAT $200,000 DEPOSIT FEE ALL CONSIDERED MORE LIKE AN ESCROW. BASICALLY IT'S A $200,000 DEPOSIT THAT WE WILL USE TO DRAW DOWN ON TO PAY OUR THIRD PARTY CONSULTANTS TO EVALUATE DRAFT. POTENTIAL OUTSIDE COUNSEL BOND COUNSEL ANY OF THOSE EXPERTS THAT WE NEED TO BRING IN TO HELP US EVALUATE AND EXECUTE A POTENTIAL PID. THAT'S WHAT THAT $200,000 IS. FOR NOW. IT'S IMPORTANT TO NOTE IF WE DON'T USE ALL OF THAT MONEY. IT GOES BACK TO THE DEVELOPER. WE'RE NOT GOING TO SAY OH, WE SPENT 50,000 OF YOUR 200. WE'RE GOING TO KEEP THE OTHER. 150 IT GOES BACK TO THE DEVELOPER. LIKEWISE IF WE DRAW DOWN MORE THAN 200, THE DEVELOPER WOULD BE REQUIRED TO SUPPLEMENT THAT TO COVER ALL OF OUR THIRD PARTY ADMINISTRATION OR THIRD PARTY EVALUATION COSTS. BUT ABOVE AND BEYOND. IT'S IMPORTANT TO NOTE THAT THE DRAFT POLICY THAT WE'VE CREATED REALLY IS ADDRESSING THOSE LARGER DEVELOPMENTS. THOSE 1000 ACRES ARE BIGGER. BRINGING THAT DEVELOPMENT THAT WOULD HAVE HAPPENED IN THE FUTURE DEVELOPMENT CYCLE, BRINGING IT TO THE FOREFRONT. NOW UNLOCKING THAT DEVELOPMENT THAT WOULDN'T HAVE BEEN OTHERWISE UNBLOCKABLE SO. THE OVERARCHING QUESTION FOR THE COUNCIL IS ARE THERE ANY EDITS THAT YOU WOULD LIKE TO SEE THE TO THE DRAFT POLICY? AND DO YOU WANT TO MOVE FORWARD WITH THE POLICY AS DRAFTED? I'LL STAND FOR ANY QUESTIONS. MICHAEL? YES, SIR. YOU MIGHT JUST CLARIFY FOR PEOPLE THAT THE DIFFERENCE BETWEEN A HEAD AND MY WITHIN THE CITY LIMITS AND STILL PAY THE CITY TAX IS WHAT NOT. WHERE IS THE MINISTER? ABSOLUTELY GREAT POINT AND I APOLOGIZE FOR NOT SPEAKING TO THAT. YEAH, SO MUDS MUNICIPAL UTILITY DISTRICTS IT FARMS. ETERNITY ETERNITY FALLS HAS, UH, THE CITY. MCKINNEY ONLY HAS ONE AND IT'S TRINITY FALLS. SO IT IS IN OUR E T. J NOT WITHIN OUR INCORPORATED CITY LIMITS, AND BASICALLY THE DIFFERENCE IS.THE MUD WILL PAY NO CITY TAXES. SO ALL OF THE BASICALLY I THINK TRINITY FALLS IS ABOUT A DOLLAR $5 FOR EVERY $100. HAVE ASSESSED VALUE AGAIN THAT THEY'RE NOT PAYING THE CITY'S 50 CENTS ON THE 100, SO THAT'S THE MAIN DIFFERENCE WITH THE PYD. THEY'RE STILL PAYING CITY TAX IS COUNTY TAXES OF SCHOOL DISTRICT, COLLIN COLLEGE. THEY'RE STILL PAYING ALL THOSE TAXES WITH A PID. THEY HAVE THAT ADDITIONAL ASSESSMENT. THAT IS, IN ADDITION TO ALL THE OTHER TAXING ENTITIES ASSESSMENTS. SHOW US SOMETHING WHERE. FIRST GO HAVE SOME HEAD YES, SIR. THEY HAVE ONE. THEIR WEBSITE. AND HELPS THEM REALLY UNDERSTAND IT. THAT'S THE. AS LONG AS KNOW ABOUT IT. LONG AS YOU'RE AWARE OF IT, AND YOU CHOOSE TO BUY. YOU'RE GOOD.
YEAH. SO TO THAT POINT, FRISCO THERE REALLY DIRECTING TO THAT SECOND BULLET POINT ON THE
[01:05:04]
SCREEN ABOVE THAT DIRECT BENEFITS TO ASSESS RESIDENTS MAY BE DIFFICULT TO IDENTIFY WHAT THEY'RE DOING. THEY'VE CREATED A WEBSITE ON. THE CITY OF FRISCO'S OVERALL WEB PAGE THAT SPEAKS TO THEIR THEIR THEIR ONE PIT IN THE COMMUNITY AND IT EXPLICITLY OUTLINES EVERYTHING THE ADDITIONAL BENEFITS THAT THOSE RESIDENTS ARE GETTING ABOVE AND BEYOND.THE OTHER CITY RESIDENTS. LET'S SAY I'M A NEW HOME BUYER. AND I NOT AWARE OF A PIT AT WHAT POINT JUST FOR CLARIFICATION. AT WHAT POINT SHOULD HOMEBUYERS BE NOTIFIED? BECAUSE MY CONCERN IS THAT A LOT OF PEOPLE DON'T PAY ATTENTION. I KNOW SOMEONE WHO LIVES IN A MUD DIDN'T KNOW IT WAS A MUD UNTIL AND DIDN'T OBVIOUSLY LOOKED THROUGH PAPERWORK THOROUGHLY ENOUGH, AND IT WASN'T UNTIL IT WAS MUCH LATER THAT THEY REALIZED THAT. SO AT WHAT POINT ACROSS ALONG THE WAY THAT WE SEE NOTIFICATION WRITTEN NOTIFICATION OF THAT SO PER THE DRAFT POLICY. EARLY AND OFTEN SO WHEN THEY'RE DRIVING TO THE PYD COMMUNITY ON THE NOTIFICATION SIGNS THAT SAY, HEY, WELCOME TO MICHAEL QUINT NEIGHBORHOOD. A PID COMMUNITY WILL SAY IT ON THEIR ADVERTISING OUT THERE IN THE NEWSPAPER THAT SAYS, HEY, COME BUY A HOUSE AND MICHAEL QUINT DEVELOPMENT UP HEAD COMMUNITY. IT SHOULD BE IN THE SALES OFFICE WHEN THEY GO TO PICK OUT. HEY I LIKE THIS FLOOR PLAN FROM THIS BUILDER. IT SHOULD BE DISCLOSED THAT THEY ARE IN A PAID COMMUNITY SO. HEARD THE POLICY IT SHOULD BE DISCLOSED EARLY AND OFTEN. SO WHAT HE'S SAYING IS WHEN YOU GET YOUR TAX STATEMENT AFTER OFF THE HOUSE, YOU'LL FIGURE IT OUT. HOPEFULLY NOT MANY PEOPLE JUST GET TO SIGNING THE PAPERWORK. I SEE IT, YOU KNOW, AND THEY'RE NOT GONNA WALK AWAY THEN FROM A DEAL. YES, MA'AM, BE VERY HAPPY WITH THAT. SO, OF COURSE, THOSE COMPLAINTS. I EXACTLY WHAT YOU'RE SAYING, AND THAT'S BEEN THE NIGHTMARE FOLKS THAT HAVE BEEN MOVED IN MUDS OR PITS. ALL OVER THE METROPLEX. YOU'VE SEEN COMMUNITIES LIKE SOUTH OF US THAT HAVE. GENERALLY THAT THEY WANT IT NOW BECAUSE THE CITY CAN'T AFFORD IT. THINK OUR CITY CAN AFFORD IT. ALL RIGHT. I DON'T KNOW WHY WE WOULD NEED ONE. I KNOW THERE'S ONE IN FRISCO FOR ONE REASON, BECAUSE PANTHER CREEK WAS DEVELOPED EARLY ON AND DIDN'T HAVE ANYTHING OVER IN THAT REGION. UH AND I KNOW THE FOLKS THAT MOVED INTO PANTHER CREEK. WANTED TO MOVE OUT OF THERE AS FAST AS I COULD WHEN THEY REALIZED THAT THEY HAD BEEN DOUBLED. UP ON WHAT THEY'RE PAYING FOR. YES, SIR. UH, LIKE STONE BRIDGE. I USED AS AN ANALOGY ALL THE TIME. YOU GET BASICALLY EVERYTHING YOU WANT IN STONEBRIDGE, BUT YOU DON'T PAY A PIT. AND THAT'S THE DIFFERENCE. SO YOU'RE YOU KNOW, YOU GET IT. YOU'RE GONNA PAY FOR IT BECAUSE YOU'RE GONNA PAY TWICE. THAT'S THE DIFFERENCE OF PUTTING A PIT IN, BUT THERE IS AN OPTION TO PAY ALL OF IT UP FRONT. THEY COULD. WE LOOKED AND WE LOOKED AT SOME NUMBERS. CAN YOU GIVE US AN IDEA OF? YES SO ICELAND, I'VE USUALLY SEEN THE OVERALL PAID ASSESSMENT AND REMEMBER, PID ASSESSMENTS GO FOR THE LIFE OF THE PIT. SO PINS ARE USUALLY 15 TO 20 YEARS AND I'VE SEEN IN MY RESEARCH. AS EXHAUSTIVE AS I COULD MAKE IT IN DRAFTING ALL THIS. IT WAS USUALLY IN THAT $5000 RANGE. NOW IT'S IMPORTANT TO NOTE THAT YOU COULD PAY THAT 5000 UP FRONT. OR YOU COULD BREAK OUT THAT $5000 AGAIN AS A GENERIC EXAMPLE. YOU COULD BREAK THAT OUT OVER 15 TO 20 YEARS AND YOU CAN PAY IT ANNUALLY. BUT I WILL TELL YOU A LOT OF TIMES THE MORTGAGE. THE LENDERS WILL NOT INCLUDE THAT $5000 IN THEIR MORTGAGE. SO IF YOU'RE GOING TO ROLL THAT, OR YOU'RE GOING TO PAY THAT ONE TIME, A LOT OF TIMES YOU'RE PAYING IN CASH UP FRONT. YOU'RE NOT GOING TO ROLL IT INTO YOUR MORTGAGE. SO. JUST A COUPLE COUNTERPOINTS? SURE, UM, REMEMBER THE STUBBORN TO PAY $1100 A YEAR IN H O A FEES AND POSTERS SUB ASSOCIATIONS WITHIN SOME BRIDGE ALSO STONEBRIDGE. BANKRUPTED TWICE.
YEAH. IT WAS KIND OF PAID THROUGH BY THE BANKS AS WELL. YEAH. AND THE OTHER THING I'D SAY IS IN THE WORLD OF SP SIX. UM A PID MIGHT BE A TOOL THAT WE'RE ABLE TO USE TO INCENTIVIZE PEOPLE COMING INTO THE CITY. WHICH IS ONE OF THE THINGS I THINK MOST OF THE PROPERTY, OF COURSE, BEING DISCUSSED RIGHT NOW IN THE ONE THAT HAS COME TO THINK IT'S WITHIN THE CITY, BUT THERE'S AREAS THAT ARE NOT WITHIN THE CITY, AND ITS A IT'S POTENTIALLY AN INCENTIVE TOOL. THE CITY CAN USE TO GET 1000 ACRES OF PROPERTY THAT WOULD OTHERWISE NOT ANNEXED INTO THE CITY. BECAUSE YOU KNOW, FOR MANY DIFFERENT REASONS. IT'S POTENTIALLY A TOOL FOR US TO ENTICE THEM SINCE WE ARE HANDCUFFED. MM. OTHERWISE AN ANNEXATION. ALSO WHEN YOU'RE TALKING ABOUT. YOU'RE TALKING ABOUT 1700 ACRES OUT THERE.
[01:10:02]
YOU'RE TALKING ABOUT PUTTING IN LAW AND HOW PARKWAY WHICH IS PROBABLY A $40 MILLION ROAD.SIR. DO YOU USE A LOT OF THAT MONEY TO PUT IN THE THOROUGHFARE THAT NEEDS TO BE IN FOR MOBILITY? SO YOU KNOW, THERE'S JUST THERE'S I JUST WANT TO POINT OUT THERE'S BEEN GOOD COMMENTS ON THE ON THE, UH, ON THE SIDE OF IT, BUT THERE'S SOME SELL THEM. YEAH, WELL, BUT FOR US RIGHT NOW, I MEAN. IT MAY BE THE ONLY WAY WE MIGHT GET 1000 OR 1700 ACRE DEVELOPMENT TO COME INTO THE CITY. IT MIGHT BE THE ONLY WAY RIGHT NOW THAT WE GET LOUD HOWL BUILT. AGAIN. I'M NOT SAYING I'M 40. YOU KNOW, THERE'S A LOT MORE TO DO IN RESEARCH AND CONSIDERATION, BUT THERE ARE SOME VERY DISTINCT CAN WE DO THIS? OKAY, SO DID WE RESEARCHED THE PITS AND THE TURNOVER OF THE HOMES? IF THE TURNOVER RATE. IS DIFFERENT THAN A NORMAL HOME THAT IS IN A CERTAIN COMMUNITY AT SAME SIZE. I DON'T KNOW HOW TO GET ACCESS TO THAT. I CAN TRY AND REACH OUT TO SOME LOCAL REAL REAL ESTATE AGENTS TO SEE. YEAH, I CAN TRY. I'M NOT GOING TO MAKE ANY PROMISES, BUT I CAN DEFINITELY TRY. LIKE ANOTHER.
WE'LL GET IN IT AND THEY REALIZE WHAT THEY'RE GOING TO GET OUT OF. REALLY? $5000 THAT'S NOT ESPECIALLY OVER 20 YEARS. I MEAN, YOU'RE TALKING MAYBE $40 A MONTH EXTRA YEAH.
FOR A YEAR OR A MONTH. THERE'S. IT'S 400 BUCKS A MONTH A YEAR VERSUS RIGHT 1100 STONE. YEAH.
YOU'VE GOT TO LOOK AT ALL THE YOU'D STILL HAVE A H O A FEE AND THE PIT WOULD, OF COURSE, THE PIG WOULD PROBABLY HAVE NATURE AS WELL. SO THAT'S RIGHT. YOU'RE GOING TO HAVE THAT IT'S ANOTHER FEED. I'M HERE AND THEY'RE SIGNIFICANT. FROM THE FOLKS THAT ARE IN THEM.
THAT WENT OUT OF THEM BECAUSE, OKAY, I MEAN, ULTIMATELY YOU'RE TALKING ABOUT THE SAME COST THAT GOES INTO A DEVELOPMENT LIKE THIS. THIS ONE'S YOU KNOW, GOT A LITTLE BIT FRONT LOADED BECAUSE WE'VE GOT TO GET THERE. WHETHER IT WAS FINANCED THROUGH. INCREASED LOT PRICES, WHICH THEN MAKES FOR YOU KNOW. LITTLE BIT HARDER. SELL. THIS IS THIS IS A WAY TO PAUL. I THINK YOU SAID THIS IN THE MEETING THAT WAS EXPLAINING THIS. THIS IS A WAY TO USE. SOME SORT OF.
LEVERAGING COMPONENT TO FINANCE THOSE. SO THAT IT'S NOT THE DEVELOPER THE FINANCING KNOWLEDGE. IT'S NOT THE YEAH. MORTGAGE COMPANIES THAT ARE FINANCED AND ULTIMATELY, THE.
THIS MECHANISM THAT FINANCES THAT COST OVER A 20 YEAR PERIOD. I THINK IT'S SPECIFICALLY WHEN YOU'VE GOT A REAL CHALLENGE, AND UTILITIES AND INFRASTRUCTURE THAT'S NOT TO AN AREA YET. WOULD REALLY LIKE FOR YOU GUYS TO TALK TO PEOPLE THAT LIVE IN THEM. ASK THEIR OPINION. BECAUSE THAT'S WHO I'M LISTENING TO. NOT THE DEVELOPER, THE FOLKS THAT ARE STUCK. THAT'S WHERE I'M GETTING MY INFORMATION. CERTAINLY ATTORNEY FALLS, YOU KNOW THAT'S THEIR PAYING JUST OVER TWICE. IN THEIR TAX AND THEY ARE AND I'LL CALL IT A TAX. I KNOW IT'S NOT A TAX, BUT. AND THEN THEY AND IF THEY WERE IN THE CITY, SO JUST WE SAID IT THAT'S THAT IS A FAIRLY DIFFERENT ANIMALS AND THEN A BIT. WE GET COMPLIANCE FROM TRINITY FALLS FROM RESIDENTS OUT THERE. I'VE RECEIVED A FEW. YEAH. HOW DID FEW? YEAH, ONLY AFTER THE FIRST TAX BILL COMES IN, UH, HAVEN'T GOTTEN ANY RECENTLY. I'LL TELL YOU IT WAS PROBABLY. 10 ISH 2010 11. BUT MORE RECENTLY, I DON'T HEAR MUCH FROM YOU ALL MAY HEAR MORE THAN WE DO. THOSE FEES PRETTY SIMILAR. AND BY THE WAY, NO. SO YEAH. IT'S REALLY IMPOSSIBLE TO SAY WHAT A PID WHAT THEIR ASSESSMENT WILL BE, BECAUSE IT REALLY DEPENDS HOW MANY PINS THEY HAVE WITHIN THE LARGER DEVELOPMENT. HOW MANY PHASES OR TRANCHES THEY TAKE HELP. IT'S YEAH, I MEAN, PINS, KID VARY WHEN WE TALK ABOUT 16 1700 ACRES. YES, IT SEEMS BIG, BUT THEY COULD HAVE VERY SMALL PITS WITHIN THE LARGER. OVERALL DEVELOPMENT BUT I WILL TELL YOU MY UNDERSTANDING OF TRINITY FALLS A MUD, NOT A PIT, A DOLLAR, FIVE CENTS FOR EVERY $100 OF ASSESSED VALUE. THE CITIES IS JUST OVER 50 CENTS, SO. AGREE WITH YOU, GEORGE. I LIKE THE INSTEAD OF PART TO BRING PEOPLE INTO THE THAT'S WHERE I'M MOST MOST. DON'T KNOW THAT IT DOESN'T APPLY TO THE HONEY CREEK. SHE JUST DOES IN GENERAL. ALSO THINK FROM A HOUSING STANDPOINT. WE'VE WE'VE TALKED ABOUT THIS BEFORE. WE'VE GOT A BIT OF A SUPPLY ISSUE AND THIS ACCELERATES SUPPLY. WAS ACCELERATED IN A WAY THAT IS A COSTLESS. I'M KIND OF TORN ON IT. THERE'S PLUSES AND MINUSES
[01:15:01]
TO IT, BUT. DON'T LOVE THE IDEA OF IT, BUT I UNDERSTAND THE NEED EASY IF WE WOULDN'T NEED THIS BRAIN TRUST. AGAIN. I'VE SAID IT ALREADY. BUT. I'D LIKE TO CONTINUE PURSUING. DOWN THE ROAD OF. INFORMATION FROM THE MOSTLY FOR ME FROM THE STANDPOINT OF INCENTIVIZING PEOPLE TO COME INTO THE CITY. IS THIS. THIS DEVELOPMENT THAT HAPPENS IS NOT PAYING CITY TAXES. HOW FAR ALONG IN THE PROCESS IN THE $50,000 NORMAN $200,000 FEES WHERE WE FIND OUT WHAT THE ASSESSMENT WOULD ACTUALLY BE. BASED ON THE DEVELOPED. SO USUALLY THAT ASSESSMENT WILL BE INCLUDED IN A SERVICE AND ASSESSMENT PLAN, AND THAT WILL DEPENDING ON WHAT THE DEVELOPERS SUBMITS UPFRONT. YOU'LL KNOW FAIRLY EARLY ON, YOU'LL KNOW BASICALLY WILL NO BEFORE IT EVER GETS TO THE COUNCIL. UM WHAT? THAT. ANTICIPATED ASSESSMENT WILL BE NOW I CAN SEE A SCENARIO WHERE THEY SUBMIT THEIR APPLICATION. THEY'RE STILL WORKING ON THE SERVICE, AN ASSESSMENT PLAN AND WE SAY, HEY, WE'RE NOT GOING TO MOVE FORWARD UNTIL WE HAVE IT.SO GET IT SUBMITTED TO US, BUT LONG STORY SHORT. WE'LL GET IT. WE'LL KNOW IT BEFORE IT EVER GETS TO THE COUNCIL. IF WE APPROVE SOMETHING LIKE THIS, COULD WE? COULD WE REQUIRE A CERTAIN KIND OF SIGNAGE? IT TALKS ABOUT A PIT. YOU KNOW WHERE THEY'RE, YOU KNOW, IN CERTAIN LOCATIONS AND STUFF LIKE THAT. IS THAT STUFF THAT WE COULD REGULATE? AND JUST SO AGAIN, SURE. ADVERTISING THE FACT THAT THIS IS NOT YOUR REGULAR NEIGHBORHOOD THAT IT IS APPEARED, AND YOU NEED TO FIND OUT ABOUT THE KID. BECAUSE IT'S GOING TO COST YOU MORE AND THINGS LIKE THAT, SO I THINK IT'S JUST STUFF LIKE THAT AGAIN. IF SOMEBODY WANTS IT IF THEY WANT TO BUY INTO IT, AND THAT'S GREAT. OR HELPING PEOPLE GET INTO HOMES. AND UPPING OUR INVENTORY AROUND HERE, SO I DON'T HAVE A PROBLEM. AT THAT POINT IS ADDRESSED IN THE DRAFT PIT POLICY. WE DO SAY ANY ADVERTISEMENT ANY SIGNAGE NEEDS TO DISCLOSE THAT THE COMMUNITY IS SUBJECT TO A PIT ASSESSMENT. MARKETING MATERIALS MARKETING. ABSOLUTELY. YEP. EXCEPT. THANK YOU, MICHAEL. SO I JUST WANT TO MAKE SURE THAT I HAVE. CLEAR DIRECTION MOVE FORWARD WITH THE DRAFT PID POLICY. HAS WRITTEN. WE HAVE A MAJORITY OF ITS. YEAH I'M GOOD AGAIN. WE'RE NOT COMMITTING TO AT THIS POINT. WE'RE JUST TALKING ABOUT. MOVING FURTHER DOWN THE ROAD OF IDENTIFYING WHAT THAT LOOKS LIKE. YES, WE'RE EVALUATING STILL, BUT YEAH, WE HAD A MAJORITY. THAT'S ALL. WE GOT. FOUR. OKAY? YOU WANT TO GO FORWARD? ONE MORE THING. IF THE COUNCIL DOES PASS A PIT POLICY. STILL THEN HAVE THE DEVELOPMENT AGREEMENTS THAT GO WITH PARTICULAR PARCEL THAT YOU MAY SAY WE DON'T LIKE THIS PARTICULAR PERSONAL HAVING A PIT BECAUSE OF THIS. THIS AND THIS. THIS IS JUST A STEP. LET THE COMMUNITY WHERE WE HAVE THE ABILITY AND I'M NOT ADVOCATING EITHER WAY. BUT I LIKE THE FACT. FRISCO DID ONE. AND YOU KNOW YOU DON'T HAVE 15. OTHERS ON TOP OF YEAH. I'M SURE OTHER PEOPLE HAVE APPROACHED THEM AND THEY'VE NOT. SURE. WE HAVE THAT ABILITY THEM. THAT'S WHY PERFECT. THANK YOU. MICHAEL.
