[Legacy Keepers Internship Program Presentation]
PROGRAM PRESENTATION. BETH BENTLEY. I BELIEVE YOU ARE. NO, THEY HAVE IT. WOW. FANTASTIC.HELLO WE FIRST WILL JUST LIKE TO THANK YOU ALL FOR HAVING US BACK IN ALLOWING US TO SHARE OUR PROGRESS WITH YOU. YEAH GOOD EVENING, MAYOR, CITY COUNCIL MANAGER AND THE REST OF THE CITY COUNCIL. WE'RE EXCITED TO BE SITTING IN FRONT OF YOU AGAIN. I DON'T KNOW ABOUT YOU ALL CITY COUNCIL, BUT OVER HERE AT LEGACY KEEPERS OPENING A FOUNDATION. AND THE LAST FEW WEEKS WE HAVE MADE THE LIBRARY ARE HOME AND WE'RE REALLY EXCITED ABOUT WHAT WE'RE GOING TO BE SPEAKING TODAY, SO WE WILL START ABOUT WE WILL START WITH OUR INTRODUCTION OF OUR NAMES. SO MY NAME IS BRUTALLY. UM I AM A STUDENT AT SOUTHERN METHODIST UNIVERSITY. I AM A WRITING SENIOR STUDYING POLITICAL SCIENCE WITH IN HUMAN RIGHTS WITH A PERSONALIZATION AND GENDER WITH THE WITH THE MINOR IN PUBLIC POLICY. HI. MY NAME IS JORDAN HAIR. A LOT ALSO ATTENDED SOME YOU. I'M A RISING JUNIOR DOUBLE MAJORING IN ENGLISH WITH CREATIVE WRITING AND JOURNALISM WITH A MINOR IN CULTURAL ANTHROPOLOGY WERE ALSO MISSING. LOUISA PINA. SHE IS CURRENTLY IN MEXICO. BUT SHE IS AT BOSTON COLLEGE, ALSO A RISING SENIOR, MAJORING IN POLITICAL SCIENCE WITH A MINOR IN ART. AS THE KEEPERS MISSION IS TO USE THE STRENGTH OF UNIQUE IDENTITIES IN THE COLLECTIVE FROM RICK TO DOCUMENT AND UNDER PROMOTE THE HISTORIC LEGACIES OF MCKINNEY'S BLACK AND MEXICAN COMMUNITY. HOWEVER WE ARE BEGINNERS TO THIS TYPE OF WORK. WE HAVE ALL WRITTEN RESEARCH PAPERS FOR COLLEGE, BUT MOST OF MY RESEARCH PAPERS, WHICH IS QUOTING SCHOLARS TO PROVE MY POINT. ARCHIVAL RESEARCH IS QUITE DIFFERENT BECAUSE WE ARE STARTING WITH PEOPLE WE DON'T KNOW. WHO HAVE PASSED AWAY AND WITH LITTLE HISTORY ABOUT THEM. DO THIS. WE HAVE MANY TRAVEL AND ERRORS, BUT WHERE SHE'S GOING TO SPEAK ABOUT OUR CHALLENGES. YES WE FACED A FEW CHALLENGES AS BEGINNING RESEARCHERS, UM ONE WAS RELATABILITY. BREE AND I ARE NOT FROM MCKINNEY. BUT WE UTILIZE OUR DIFFERENT PERSPECTIVE TO HELP US ENGAGE FURTHER AND AS WE CONTINUE TO MEET MEMBERS OF THE COMMUNITY AND CREATE CONNECTIONS, THE LEGACY KEEPERS VISION BECAME MUCH MORE PERSONAL. HANDLING DATA WAS ALSO SORT OF TRICKY. UM THERE WERE TIMES WHERE THERE WAS AN OVERFLOW OF INFORMATION, AND WE HAD TO NAVIGATE WHAT WILL BE OUR ENDPOINT. AS WELL.
THAT WAS AS WELL. THERE WAS JUST AS MANY TIMES WHEN THERE WAS A LACK OF INFORMATION, AND WE HAD TO CREATE A STARTING POINT AND WE UTILIZE ANY CRIME OF INFORMATION THAT WE HAD.
COULD GET OUR HANDS ON TO COMBAT ACCESSIBILITY. WE HAVE TO BE MINDFUL OF THE PEOPLE WE CONTACTED TO INTERVIEW AND WE, UM KNEW THAT ALL INFORMATION WOULD BE VALUABLE. SO FOR OUR METH THEOLOGY, CREATING ASSESS UP SORRY, ISN'T IT'S LIFE. UM SO FOR OUR MYTH, THEOLOGY, CREATING BIOGRAPHICAL RESEARCH FILES TO A AND B BUILT UPON BY FUTURE, RESEARCHERS. AND
[00:05:01]
EDUCATORS AS PART OF OUR MISSION. WE WANTED TO TELL THEIR STORIES WE CONNECTED WITH MANY MEMBERS OF THE COMMUNITY WHO HAD EXPERIENCE IN HISTORICAL RESEARCH TO HELP US NARROW OUR APPROACH. WE MAINLY USED PRIMARY SOURCES AND INTERVIEWS, TOO. BUILD OUR RESEARCH WE KEPT TRACK OF, UM WE KEPT TRACK OF IT ALL WITH SHARED GOOGLE VOTERS IN A SPREADSHEET. SO BEFORE I GO ON, THAT IS THE CLASS OF 1943. I DID. 10 JORDAN DID 10 AND THROUGH THIS 10, I. WE GOT TO INTERVIEW SOME VERY NOTABLE KEY PEOPLE IN OUR RESEARCH. I WILL HIGHLIGHT A FEW OF THEM TODAY. FIRST BEING JOHN JAEGERS, WHO IS WELL WILLIE JUANITA'S THOMAS STEIN. CANADA IS A PASTOR'S WIFE AND MARRIED TO RIVER AND ERROR. I MEAN, SORRY WHEREVER EDWARD EGYPT JIGGERS. JOHN DRINKER STARTED CARRYING A BUSINESS AFTER YOU KNOW THE PASSING OF HIS MOTHER BECAUSE HE WATCHED HIS MOTHER COOK A MEAN BARBECUE AT EVERY, UM, EVENT LIKE THE FOURTH OF JULY OR CHRISTMAS, SO THE NEXT PERSON IS. PAULINE AND ALAN NELSON. THEY WERE TWINS THAT GRADUATED FROM DUTY. THEY BOTH PICKING ENTREPRENEURS. JORDAN GOT THE CHANCE TO INTERVIEW ONE OF HER SONS, RUNNY ROGERS. THAT'S WHAT NOT LEAST. LOUISA'S FOCUS WAS ON THE MEXICAN PART OF THE INTERNSHIP. WHEN SHE RESEARCH TO PEOPLE AND PIC PECAN GROVE, ALSO KNOWN AS MEXICAN CEMETERY, SHE HAD TO WORK AROUND THE LACK OF INFORMATION AND RECORDS BY PRESERVING. INTERESTING HER INSTITUTION AND ASKING FOR THE HELP OF THE MEMBERS OF THE COMMUNITY. DO THIS, SHE WAS ABLE TO FIND A DIRECTION THROUGH THE SUPPORT OF HER COMMUNITY. SO OUR MISSION IS URGENT. UM, WE DESIRE TO TRACE BACK THE ROOTS OF THE BLACK AND BROWN HISTORY AND MCKINNEY. IT'S A RACE AGAINST TIME. UM AS WE MOVE FURTHER INTO THE FUTURE, WE MUST ACCESS AND KEEP NO OTHER PAST. BEFORE IT IS LOST OR FORGOTTEN. WITH THAT IN MIND, WE HAVE TO BE CONSIDERED AS THE NUMBER OF PEOPLE WHO STILL HAVE CONNECTIONS TO THAT PASSED. MOST OF THEM ARE AT AN OLDER STAGE OF THEIR LIVES, AND THEY HAVE MUCH TO SHARE. WE ALSO HAVE TO KEEP IN MIND A LIMITED AMOUNT OF DOCUMENTATION ON THE BLACK IN BROWN HERITAGE OF MCKINNEY. MCKINNEY IS GROWING IN THE EAST SIDE IS CHANGING.IT IS IMPORTANT THAT WE LEARN. MORE ABOUT IN DOCUMENT THE PEOPLE WHO LIVED THERE, THEIR LEGACIES SHOULD BE RECOGNIZED IN THEIR CONTRIBUTE, UM, CONTRIBUTIONS TO THE MCKINNEY'S COMMUNITY SHOULD BE HONORED. SO MOVING FORWARD AS YOU SEE, WE HAVE QUITE A FEW THINGS THAT LEG ZOOKEEPERS ARE PLANNING TO DO. I'M GOING TO GO THROUGH THREE OF THEM. SOME OF THE FEW THINGS THAT LEGACY KEEPERS WANTED TO DO WAS FOR COMMUNITY ENGAGEMENT IS CREATE A CHILDREN'S BOOK TO GIVE TO THE STUDENTS. I MEAN, THE ELGIN ELEMENTARY STUDENTS SO THEY CAN HAVE HIS. INFORMATION TO BUILD UPON GREW UP ON WE ALSO WANTED TO CREATE AS IF IT'S IN THE I S THE, UM SCHOOLS HERE, MCKINNEY. I THINK THAT WILL BE A GREAT THING FOR THE STUDENTS BECAUSE THEN THEY'LL HAVE AN ACTUAL EXHIBIT TO LOOK AT TO HOPEFULLY. NOT ABOUT THEIR OWN COMMUNITY, AND THEN WE WANT TO ALSO CREATE A WEBSITE THAT WE HAVE A MAP TO SHOW THE HISTORY BUT ALSO WHERE PEOPLE CAN ADD TO THE HISTORY SIMILAR TO AN ANCESTRY. OUR FOCUS IS ACCESSIBILITY SO THAT PEOPLE CAN BUILD UPON OUR RESEARCH. IT WILL ALSO INCLUDE INTERVIEWS OF WHAT WE HAVE. WE HAVE RECORDED. SO WE ARE GRATEFUL FOR THIS OPPORTUNITY TO INTERN AND THROUGH THIS INTERNSHIP, WE HAVE MANY MEMORABLE EXPERIENCES, AND WE JUST WANT TO THANK YOU AGAIN FOR ALLOWING US TO COME AND. SHARE OF OUR PROGRESS AND JUST FOR YOUR SUPPORT, AND WE ARE OPEN TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE. RIGHT. SO YOU ARE DOING THIS? OF COURSE.
WHY YOU'RE STILL. SCHOOL. YES SIR. HOW ARE YOU FINDING THE TIME YOU'RE DOING A LOT? UM SO I CAN GO FIRST. SO, UM, DURING THE SUMMER, I TOOK TWO CLASSES AS WELL AS I HAD A. ANOTHER JOB AT S M U. SO IT'S BEEN, UM. PRAGUE. I'VE BEEN PROGRESSING IN BALANCING MY TIME AND JUST FINDING, UM, MOMENTS TO GET MY WORK DONE. IT HAS NOT BEEN AS STRESSFUL AS I THOUGHT IT WOULD BE ONLY BECAUSE THE. ENGAGEMENT THAT WE HAVE WITH THE ACTUAL COMMUNITY OF MCKINNEY. IT MAKES IT MORE EXCITING, SO IT'S NOT LIKE IT'S WORK. PER SE, UH, FOR ME, IT WAS A LITTLE BIT MORE STRESSFUL BECAUSE MY YEAH, MY FIRST SUMMER I WAS TAKING ETHICS AND HUMAN RIGHTS CLASS, AND IT WAS VERY EXTENSIVE IN WRITING AND READING. I WAS ALMOST READING AROUND 300 PAGES A WEEK. SO IN HAVING TO WRITE A 20 PAGE PAPER, SO I HAD TO JUGGLE BETWEEN THIS AND THAT
[00:10:03]
AND I'M FINALLY LIKE I HAD TO DO THAT. I MY EYES THROUGH THE BLUE LIGHT. THAT'S WHERE IT AFFECTED ME BECAUSE I WAS JUST ON ZOOM A LOT. AND THEN WITH THIS, SO I'M FOUNDING LIKE TAKING THE TIME THAT I NEED FOR MYSELF TOO. ARREST SO YEAH, BUT I WAS STILL ABLE TO BE EXCITED BECAUSE A LOT OF MY MOTIVATION CAME FROM THE TOURING AND THEN THROUGH MISS BETH AND, UM ADJACENT, SO IT WAS, ALTHOUGH IT WAS STRESSFUL. I FOUND EXCITEMENT IN IT. THE HONEST SHE'S VERY DEMANDING, ISN'T SHE? YEAH, VERY, VERY PROUD OF HIM FOR, OKAY? WE KNOW. YEAH.KIDDING. UM, THANK YOU. EVERYONE ELSE IS HAVE QUESTIONS. I THINK THIS IS A FANTASTIC PROJECT. I JUST WANTED TO THINK BETH FOR SPEARHEADING THIS INITIATIVE BECAUSE. LOT OF THE HISTORY FOR BLACK AND BROWN, UM, COMMUNITIES WERE NOT RECORDED, AND IT'S STILL HISTORY AND WE STILL NEED TO KNOW IT SO THAT WE UNDERSTAND THE FULLNESS OF WHAT HAPPENED HERE IN OUR IN OUR CITY. SO THE WORK IS VERY IMPORTANT. I JUST APPRECIATE YOU GUYS COMING TO MCKINNEY TO DO THIS VERY IMPORTANT WORK. MY QUESTION IS FOR YOU GUYS. AS YOU WORKED WITH THE LIBRARY STAFF. WERE YOU ABLE TO FIND A GOOD AMOUNT OF DOCUMENTATION? AND HOW MUCH OF THE DOCUMENTATION CAME THERE VERSUS YOU KNOW, JUST PRIMARY SOURCES FROM THE COMMUNITY ITSELF. UM SO THE LIBRARY CONNECTED US WITH MULTIPLE, UM. DIGITAL SOURCES THEY USED TO FIND DOCUMENTATION AS WELL AS ACTUAL, UM, RECORDS. AND UM THROUGH NAME SEARCHES AND JUST FINDING THEIR DATE OF BIRDS. WE WERE ABLE TO UTILIZE THE SENSES UTILIZED PAST UM. BIRTH CERTIFICATES TO PILE UP AS OUR DOCUMENTATION. UM WE'RE STILL LEARNING MORE AND WE'RE STILL DISCOVERING MORE. WE'RE UTILIZING FIND A GRAVE. UM ANCESTRY .COM AND OTHER SOURCES.
BUT THE LIBRARY HAS BEEN MUCH HELP IN NAVIGATING THROUGH THAT ALL VERY MUCH SO, BUT THROUGH THIS INFORMATION, IT DOESN'T MEAN THAT IT'S RIGHT. REMEMBER, I WAS RESEARCHING. BEST GREAT GRANDMOTHER. I KNOW. GREAT THAT'S GRANDMOTHER AND I THINK SHE HAD A HUSBAND. I THINK BY SOMETHING WHITE AND ON ANCESTRY, UM THEY HAD HIM AS WHITE WITH BLUE EYES. AND I WAS LIKE, I THOUGHT YOU SAID YOUR MOTHER WASN'T MIXED. SHE WAS LIKE, NO, HE'S NOT. I MEAN, YEAH, NO, SHE'S NOT. AND SO I'M LIKE, OH, SO THE INFORMATION MUST BE WRONG IN HERE AND SHE WAS LIKE, YEAH. AND EVEN WITH LOUISA, UM I KNOW WITH THE SPELLING OF HISPANIC NAMES THAT THE WAY WE STILL IS. ALL THE WAY WE PRONOUNCE. IT MIGHT BE DIFFERENT FOR THE WAY THEY PRONOUNCE IT. AND THEN WITH THAT COMES SOME SPELLING ERRORS, SO I'M NOT EVEN WITH LUISA. SHE WAS HAVING PROBLEMS WITH SOMETHING THAT INFORMATION BECAUSE. IT JUST WASN'T THE RIGHT NAMES AND THEN ALSO SOME PEOPLE, UM, HAVE THE SAME THING LIKE THEY GET A SINGING TO THEIR CHILD. SO EVEN WITH THAT BECOMES A LITTLE BIT OF TROUBLE. BUT YEAH. THE OTHER.
THANK YOU SO MUCH. AND BETH. THANK YOU. TRULY TAKING THIS INITIATIVE AND INCORPORATING OUR. YEAH, AND INCORPORATING THE YOUTH HERE TO BE INVOLVED IN USING THIS OPPORTUNITY AS A LEARNING AND INTERN PROGRAM. WHAT A GREAT THING. THANK YOU. THANK YOU. OKAY NEXT IS PUBLIC

ARE YOU TODAY? OKAY? CONGRATULATIONS TO THE INTERNS AND BOARD OF THE LEGACY KEEPERS OF OLD EAST MCKINNEY. THIS ORGANIZATION HAS BEGUN TO DOCUMENT AND PRESERVE THE HISTORY OF OUR EAST MCKENNEY AND THE RESIDENTS WHO ARE BELOVED TO US. WITH THEIR RESEARCH. THE INTERNS HAVE ESTABLISHED A STRONG FOUNDATION IN THEIR INITIAL FINDINGS FROM WHICH TO BUILD UPON. WE LOOK FORWARD TO THE CONTINUED GATHERING OF INFORMATION AND BRAVO TO THE INTERNS AND MEMBERS OF LEGACY KEEPERS OF OLD EAST MCKINNEY. NOW.REGARDING ONE OF THE MANY NEMESES OF OUR CITY AND ITS CONSTITUENTS, THE STATUE OF THE CONFEDERATE SYMPATHIZER ON THE DOWNTOWN MCKINNEY SQUARE BEING AS YOU ARE LOCAL GOVERNMENTAL LEADERSHIP HAS DECIDED TO TABLE THE ISSUE REGARDING THE CONFEDERATE LEANING GOVERNOR FROM MCKINNEY. PLEASE TAKE A LISTEN TO THIS EXCERPT. THESE EXCERPTS FROM A COUPLE OF ARTICLES REGARDING THE SUBJECT FIRST BY CATHERINE MARFA AND PUBLISHED ON THE DALLAS MORNING NEWS WEBSITE ON JUNE 9 2020. CONFEDERATE MONUMENTS WILL BE REMOVED FROM COURTHOUSES IN DENTON AND TARRANT COUNTIES AFTER COMMISSIONERS IN BOTH PLACES VOTED TUESDAY TO TAKE THEM DOWN. TARA COUNTY. THE VOTE CAME AFTER A TWO HOUR DISCUSSION WHERE PEOPLE SPOKE BOTH IN FAVOR OF KEEPING AND REMOVING THE MARKER, WHICH HAS BEEN IN FRONT OF THE COUNTY COURTHOUSE SINCE 1953, THE FORT WORTH STAR TELEGRAM REPORTED. IT PASSED 4 TO 0, WITH ONE ABSTENTION. I WOULD ARGUE THAT IT'S NOT A MEMORIAL AT ALL, RATHER THAT IT WAS ERECTED IN 1953 AS A REMINDER TO THE BLACK CITIZENS OF THIS COUNTY AND OF THE STATE THAT THE RULES OF JIM CROW WERE STILL IN EFFECT, COUNTY COMMISSIONER ROY BROOKS SAID, ACCORDING TO THE STAR TELEGRAPH. IT WAS A REMINDER OF WHO HELD THE POWER AND WHO DID NOT. WOULD ARGUE THAT IT HAS A CHILLING EFFECT ON JUSTICE. MEMBER OF THE UNITED DAUGHTERS OF THE CONFEDERACY, WHICH PAID FOR THE 67 YEAR OLD STATUE WAS IN FAVOUR OF KEEPING THE STATUE IN ITS PLACE COMMISSIONER SAID THE MARKER WILL BE STORED TEMPORARILY UNTIL A PERMANENT PLACES FILED FOR IT, THE STAR TELEGRAM REPORTED. AND BY DEMETRIUS HARPER PUBLISHED APRIL 16 AND UPDATED ON APRIL 17 2021. ON THE NBC DFW .COM WEB SITE, A CONFEDERATE MONUMENT THEY SPENT MORE THAN A CENTURY OUTSIDE THE OLD DIDN'T COUNTY COURTHOUSE ON THE TOWN SQUARE IS BEING MOVED INSIDE.
TO THE COURTHOUSE. ON THE SQUARE MUSEUM. THE PLAN TO DISPLAY THE STATUE INDOORS WITH THE ADDITION OF HISTORICAL CONTEXT WAS APPROVED UNANIMOUSLY WEDNESDAY BY THE TEXAS HISTORICAL COMMISSION AND WHAT HAS BEEN REFERRED TO AS A MODEL. FOR THE STATE WITH REGARDING TO RELOCATING CONFEDERATE MONUMENTS, SO. NOW THAT THE TEXAS HISTORICAL COMMISSION HAS SPOKEN ON HOW TO RELATE, RELOCATE CONFEDERATE MONUMENTS CAN THE ISSUE REGARDING THE STATUE IN THE DOWNTOWN MCKINNEY SQUARE BE MOVED REMOVED FROM THE TABLE? PLACED ON THE AGENDA. AND FOLLOW THIS MODEL. OKAY? MAYBE. YEAH. DON'T FORGET THERE STILL NEEDS TO BE JUSTICE FOR MARVIN SCOTT, THE THIRD. YOU WILL NOW MOVE TO CONSENT AGENDA ITEMS.
[CONSENT AGENDA]
THESE ITEMS CONSIST OF NON CONTROVERSIAL HOUSEKEEPING ITEMS. REQUIRED BY LAW ITEMS MAY BE CONSIDERED INDIVIDUALLY BY AN A COUNCIL MEMBER OF MAKING SUCH REQUEST PRIOR TO EMOTION AND VOTE ON THE CONSENT ITEMS. IS THERE ANY CONSENT ITEM THAT SOMEONE LIKE TO PULL DOWN FOR INDIVIDUAL DISCUSSION THERE? UM I APOLOGIZE FOR NOT DOING THIS EARLIER IN OUR.MEETING BUT 21 0642, I'D LIKE TO PULL DOWN. THE OTHERS. NOT ENTERTAIN A MOTION IN THE BALANCE. HAVE TO APPROVE. EVERYBODY. THE MOTION TO APPROVE. ALL THE OTHER ITEMS. EXCEPT THE 06 TO REPORT SECOND THESE CASTRO VOTES. MOTION PASSES 21064 TO CONSIDER AND
[Consider/Discuss/Act on a Resolution Authorizing the City Manager to Execute an Amendment to the Professional Services Agreement with Lake | Flato + Parkhill of Frisco, Texas for Architectural and Engineering Services in Conjunction with the Design and Construction of the McKinney Municipal Complex (FC1707) Project]
ACT ON A RESOLUTION AUTHORIZED IN CITY MANAGER TO EXECUTE AN AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT. WITH LEG PLATEAU IN PARK KILLER FRISCO, TEXAS FOR ARCHITECTURAL ENGINEERING SERVICES IN CONJUNCTION WITH THE DESIGN AND CONSTRUCTION OF MCKINNEY.MUNICIPAL CONFIDENCE, CHRISTIAN I KEEP HEARING. THAT IT'S JUST THE WAY IT IS. THIS IS, YOU KNOW THAT. COST OF. DESIGNING THIS THING IS GOING TO BE 10% OR MORE OF WHAT THIS ACTUALLY COST. AND I JUST I JUST FIND THAT REALLY DIFFICULT TO BELIEVE. I'M LOOKING OVER THE NUMBERS. AND BASICALLY, THEY'RE GOING TO CHARGE IS ABOUT $10 MILLION TO DESIGN. $100 MILLION
[00:20:07]
ABOUT $100 MILLION BUILDING. AND I LOOK OVER WITH THEIR CHART WITH THEIR CHARGING WHAT THEY CHARGE US ON AN HOURLY RATE FOR ALL THEIR VARIOUS PROFESSIONAL, YOU KNOW. LEVEL THREE LEVEL FIVE OF FOUR UM. I MEAN, ARE THESE. IS RIGHT. OR THESE ACCURATE I MEAN, BECAUSE I MEAN. YOU KNOW SOMEBODY WHO'S MADE BECAUSE THEY THEY? NONE OF THESE THINGS, RIGHT? WELL, I MEAN, IF YOU'RE A STUDENT, THEN YOU GET SIX THEN THEN THEY CHARGED AT $64 AN HOUR, BUT EVERYTHING ELSE IS IN THE 200. 250 RANGE. AND THAT'S SOMEBODY. WHERE SOMEONE MAKING 150 THEN AT $72 NOW SO. WHERE DO THEY GET THESE NUMBERS? HOW COME THESE ARE SO BLASTED HIGH? LATE PLATO. PLUS PARKHILL IS OUR JOINT VENTURE THAT WE SELECTED EARLY ON IN THIS PROCESS, AND THEY ARE A HIGH DESIGN FIRM. UM. IT'S A LITTLE BIT OF YOU PAY FOR WHAT YOU GET IN THIS CASE, AND THIS IS THE. PROPOSAL THAT YOU HAVE IN FRONT OF YOU HAS BEEN NEGOTIATED MULTIPLE TIMES, AND I'VE PROBABLY SHAVED ABOUT HALF A MILLION DOLLARS OFF OF IT TOTAL FROM THE ORIGINAL PROPOSAL GIVEN, UM. THAT WHEN YOU LOOK AT THE TOTAL PERCENTAGE, I THINK IF YOU LOOK AT THE PERCENTAGE OF BASED SERVICES VERSUS THE ADDITIONAL SERVICES THAT WE'VE REQUESTED OF YOUR BASED SERVICES ARE PROBABLY IN THE 8.5 OR 9% AND THE REMAINDER OF THAT IS THE ADDITIONAL SERVICES. WHEN YOU LOOK AT ARCHITECTURAL FEES YOU MAY OR MAY NOT INCLUDE, BUT YES, THEY ARE. AND I THINK THAT WE HAD A CONVERSATION EARLY ON WHEN WE PICKED THEM INITIALLY THAT THEY ARE IN A. DIFFERENT CATEGORY OF DESIGN FIRMS THERE IN THE HIGH DESIGN FIRM. WE'LL CALL THEM A STARK. IT CHECKED, AND THAT'S WHAT ONE OF THE THINGS THAT WE KNEW AT THE TIME, SO THEIR FEE IS PROBABLY HIGHER. WOULD WE SAVE MONEY IN GOING TO A DIFFERENT FIRM? WE COULD ABSOLUTELY SAVE MONEY. WOULD YOU GET THE END PRODUCT THAT YOU WANT AND THE FLAGSHIP? BUILDING AND MM. CITY HALL THAT YOU WANT. PROBABLY NOT. SO IN THIS CASE, IT'S A COMPETITIVE.INFORMATION IT'S WHAT PROBABLY LESS THAN WHAT THEY WOULD CHARGE A PRIVATE DEVELOPER JUST BECAUSE OF THE MULTIPLE NEGOTIATIONS THAT WE'VE HAD ON THEIR FEES AND TRYING TO GET THEM INTO A PRIVATE. FIRM WOULD BE ACCEPTING OF 10% FEE AND 10 TO 12% FEE IS THERE IS SOMETIMES A TYPICAL NOW I KNOW THAT IN THE DEVELOPMENT WORLD YOU'RE AT TWO OR 4% BECAUSE YOU'RE MOST OF THE TIME BUILDING A SHELL. BUT FOR A PROJECT LIKE LEGACY WEST OR TOYOTA OR SOMETHING LIKE THAT. WHEN YOU'RE LOOKING AT. HI DESIGN FIRMS AND HIGH DESIGN QUALITY OF DESIGN, A UNIQUE STRUCTURES AND ICONIC STRUCTURE THAT WE'VE ALL SAID THAT WE WANTED FOR THIS FACILITY. YOU ARE PAYING IN THAT 10 TO 12% RANGE. DON'T THINK THAT'S TOO FAR OUT OF THE INDUSTRY STANDARD BECAUSE BACK WHEN I WAS AN ARCHITECTURE SCHOOL, WE'RE TALKING ABOUT 10% AND THAT'S WHY I WENT TO LAW SCHOOL. I COULD TAKE A THIRD.
APPRECIATE WHAT YOU'VE DONE. I JUST I JUST HAD TO HAVE THIS EXPLAIN TO ME BECAUSE IT JUST THE NUMBER IS JUST STAGGERING. IT IS HIGH. IT IS HIGH, BUT I THINK THAT WHEN YOU LOOK AT, YOU KNOW I COULD HAVE GOTTEN WE COULD HAVE GOTTEN A FIRM FOR MAYBE AN 8% FEE, AND THE DESIGN WOULD HAVE BEEN REFLECTIVE OF THAT. SO WE ARE GOING TO HAVE AN ICONIC STRUCTURE. WE LOVE THE DESIGN TEAM. I THINK THAT YOU LIKED WHAT YOU HAD SEEN TODAY ON THAT WE'D LIKE TO CONTINUE WITH THEIR VISION. IT'S OUR VISION GOING FORWARD FOR OUR CITY HALL, THIS FLAGSHIP. PROJECT THAT WE'VE. TALKED ABOUT SO LONG AND NOW HOPEFULLY IS GOING TO COME TO FRUITION. BUT I HAVE TO AGREE WITH YOU. IT IS A HIGH DESIGN FEE OVER WHAT YOU MIGHT PAY SOMEONE ELSE. THANK YOU FOR YOUR HELP US. THERE. IS THERE A MOTION? MOTION TO APPROVE THAT ITEM FOR MAKE A MOTION. WE APPROVE THE ADAM CASTRO VOTES. WE'LL MOVE TO OUR REGULAR AGENDA. PUBLIC HEARING ADAMS'S PORTION AND JENNA CONSISTS OF ITEMS REQUIRING INDIVIDUAL

CONSIDERATION BY THE COUNCIL TO 10646 CONSIDER ENACTING A RESOLUTION AUTHORIZING CITY MANAGER TO EXECUTED CONTRACT. ALL NECESSARY CHANGE ORDERS WITH BEST COURT CONSTRUCTION. L L. C FOR THE CONSTRUCTION OF THE GRIFFIN AND PINE STREET INFRASTRUCTURE IMPROVEMENTS.GOOD EVENING MAYOR COUNCIL. GARY GRAHAM, DIRECTOR OF ENGINEERING. WE'RE HERE TO ASK, UH TONIGHT FOR YOUR APPROVAL OF THE CONSTRUCTION CONTRACT WITH BEST CORP ENGINEERING TO RECONSTRUCT PINE AND GRIFFIN STREETS. THIS IS CONTINUATION OF OUR INFRASTRUCTURE INITIATIVE THAT WE BEGAN BACK IN 1999, THE CONTINUED RECONSTRUCTION OF ALL THE OLDER INFRASTRUCTURE WITHIN THE CITY. SPECIFICALLY EAST OF HIGHWAY 75. UM. BOTH PINE IN GRIFFIN STREETS ARE NARROW ASPHALT STREETS THERE ABOUT 18 FT WIDE THEY HAVE SEVERE BAR DITCHES.
SO OUR IMPROVEMENTS WILL BE A CONCRETE. STREET WITH CURB AND GUTTER WILL ENCLOSE THE DRAINAGE SYSTEM. WE WILL ADD A SIDEWALK ON ONE SIDE OF THE STREET WILL ALSO RECONSTRUCT THE WATER AND WASTEWATER SERVICES THE LINES ALONG THE STREET. UM WHEN WE DID, THE PROJECT RECEIVED FIVE BIDS BEST CORP WAS THE LOW BIDDER. THEIR BID WAS 1000487TH AND SOME CHANGE. UM. WE CHECK THEIR REFERENCES AND QUALIFICATIONS AND RECEIVED POSITIVE COMMENTS FROM THOSE REFERENCES. THE CONSTRUCTION CONTRACT CALLS FOR A CONSTRUCTION TIME FRAME OF NINE MONTHS, SO IT'S EIGHT MONTHS TO RECEIVE FOR THEM TO PROCEED. THE SUBSTANTIAL COMPLETION SO BASICALLY, MOST CONSTRUCTION ACTIVITIES ARE DONE AND GIVES HIM A MONTH FOR FINAL CLEANUP. AND ADDRESSING PUNCH LIST ITEMS. SO WITH THAT WE ASKED FOR YOUR APPROVAL, AND I STAND FOR ANY QUESTIONS. THIS. THESE. THIS CONSTRUCTION IS NOT GOING TO COST THE LANDOWNERS. MONEY THERE'S NO ASSESSMENTS, NO ASSESSMENTS. NOW IT'S 100% CITY FUNDED. I BELIEVE WE MIGHT HAVE HAD SOME STRIPS OF RIGHT AWAY. WE COMPENSATED THE PROPERTY OWNERS FOR BUT NO. THE OTHER QUESTIONS. MOTION. MAKE A MOTION WE APPROVED ASYLUM.

YEAR 2020. 2021 ANNUAL BUDGET AMENDING THE 2021 2025 CAPITAL IMPROVEMENTS PROGRAM PROVIDE FUNDS FOR THE NORTH PUBLIC WORKS COMPLEX PROJECT. TRICIA. GOOD EVENING, MAYOR, CITY COUNCIL MEMBERS, MR CITY MANAGER. I'M HERE FOR TWO DIFFERENT. AGENDA ITEMS. THE FIRST IS THE ONE THAT YOU JUST MENTIONED THE ORDINANCE AMENDING THE FISCAL BUDGET. FOR THE FUNDING NEEDED TO PAY FOR THE RECONSTRUCTION. THE RENOVATION OF THE. OLD JOHN DEERE FACILITY, THE NEW NORTH PUBLIC WORKS CAMPUS. CAN SEE IN THE AMENDMENT. THE. FUNDING SOURCES FOR THOSE CHANGES TO THE CHIP. UH, BUDGET. HAPPY TO ANSWER ANY QUESTIONS. THIS IS MY OUTSIDE THE SCOPE OF THIS ORDINATOR. PROPOSAL, BUT. WHEN WOULD WE HAVE THAT AVAILABLE TO USE TO USE? DO WE HAVE A TIMELINE ON THAT? YEAH, WE'RE CERTAINLY HOPING TO GET AN APPROVAL OF THE GMP THAT WE CAN GET STARTED ON CONSTRUCTION LATER THIS EVENING. AND WE ARE.GOING FAST AND FURIOUS TO HAVE IT DONE BY NEXT SUMMER. YEAH. BEFORE BEFORE BEFORE WE LOSE OUR LEASE ON THE ONE OF THE FACILITIES THAT SOME OF OUR PEOPLE ARE IN RIGHT NOW IT'S GOING TO TAKE A YEAR TO ABOUT 11 MONTHS IS WHAT WE'RE THINKING RIGHT NOW. IT'S A 66,000 SQUARE FOOT FACILITY AND WE ARE DOING A LOT OF RENOVATION, PLUS AN ADDITIONAL 2.5 ACRE ISH 2.3 ACRE, UM. DEVELOPMENT ON THE SAME PROPERTY. IS THE CITY HALL.
CERTAINLY. TRISH. MY GOAL FOR CITY HALL WOULD BE, UH, LET'S SEE AT LEAST BEFORE MAY OF 2020. FOUR. 5 THANK YOU. THANK YOU. WELCOME. ANY OTHER QUESTIONS. NOT ENTERTAIN A MOTION. I MOVE TO APPROVE THIS ITEM. SECOND. MR VOTES. SHE PASSES 21 0648 CONSIDER AN ACT

OFFICES ARE IN PROSPER, TEXAS FOR GUARANTEED MAXIMUM PRICE RELATE TO CONSTRUCTION REMODEL THE NORTH PUBLIC WORKS COMPLEX PROJECT. LOCATED 35 1 NORTH CENTRAL EXPRESSWAY. THIS IS THE COMPANION. IT IS THE COMPANION AGENDA ITEM FOR THE PREVIOUS ORDINANCE. ASKING FOR YOUR FAVORABLE CONSIDERATION OF THE CONTRACT AMENDMENT. WE HAVE A PRECONSTRUCTION SERVICES CONTRACT IN PLACE WITH CROSSLAND CONSTRUCTION. THEY'VE BEEN WORKING WITH THE CITY AND THE DESIGN TEAM TO BID THE JOB OUT. WE GOT REALLY GREAT RESPONSE. UNFORTUNATELY THE MARKET AT THIS PARTICULAR POINT IN TIME HAS BEEN A LITTLE UNKIND TO US. HENCE THE REASON THE MARKET IS PROBABLY THE MOST DRIVING FACTOR IN OUR ADDITIONAL COSTS REQUIRED FOR THIS PROJECT THAT WE'VE GOT A GREAT TEAM ON BOARD. WE'VE GONE THROUGH A VALUE MANAGEMENT EXERCISE TRYING TO GET. THE BIGGEST BANG FOR EVERY BUCK WE SPENT. WE WILL CONTINUE TO DO THAT, AS WE GO FORWARD LIKE WE DO WITH ANY OTHER PROJECT, BUT WE ARE TRYING TO GET GOING ON THE CONSTRUCTION SO WE CAN BE DONE IN ABOUT 11 MONTHS FROM NOW, SO I ASKED FOR YOUR FAVORABLE CONSIDERATION OF THE. AMENDMENT TO THEIR EXISTING CONTRACT WOULD BE HAPPY TO ANSWER ANY QUESTIONS. ACTIONS. WE STILL HAVE CONSIDERABLE SAVINGS BY BEING ABLE TO UTILIZE A LOT OF EQUIPMENT FOR, UH, REPAIRS THAT'S OUT AT THE FACILITY. WE WERE ABLE TO NEGOTIATE ALL OF THE OVERHEAD CRANES. WE HAVE 2 10 TON OVERHEAD CRANES AS WELL AS FOR ONE TON CANTILEVER CRANES THAT WERE ABLE TO REUSE AND THERE'S A LOT OF OTHER FACILITIES THERE THAT WE'RE ABLE TO REUSE SOME OF THE THINGS THAT THEY DIDN'T HAVE THAT WILL BE ADDING, ARE THINGS LIKE TIRE CARESS SELLS THINGS THAT IMPROVE OUR OPERATIONAL EFFICIENCY FOR FLEET MAINTENANCE, ALL OF THOSE KINDS OF ITEMS, BUT THERE WAS A LOT IN THE. BUILDING ITSELF IS A REALLY GREAT TO FIND FOR THE CITY AND A REALLY GREAT INVESTMENT BECAUSE NOT ONLY FOR THE FLEET MAINTENANCE BUT FOR PUBLIC WORKS, AD MAN FACILITIES, CONSTRUCTION WILL BE THEIR ENVIRONMENTAL SERVICES. SO A LOT OF GOOD OFFICE SPACE AS WELL AND SUBSTANTIAL SAVINGS BECAUSE WE'RE NOT HAVING TO BUILD FROM THE GROUND UP. YES, SIR. I THINK IF I LOOKED AT THE NUMBERS RECENTLY AND WE WERE ABLE TO PURCHASE THAT BUILDING FOR 13 AND A QUARTER MILLION DOLLARS ABOUT A YEAR AND A HALF AGO. 13 AND A QUARTER NOT 42 MILLION, LIKE I HEARD DURING THE ELECTION. AND 40 AND 42 MILLION IS ABOUT WHAT IT WOULD COST TO IF WE WANTED TO BUILD 66,000 SQUARE FEET TODAY, UH, FOR A NEW FACILITY, SO I THINK THAT IT'S A PRETTY DARN GOOD TO RETURN ON OUR INVESTMENTS, LITERALLY SAVING THE PEOPLE OF MCKINNEY $30 MILLION EASILY.THAT THAT'S THE WAY WE'D LIKE TO LOOK AT IT TO. WE'RE GOING TO SPEND A FEW MILLION RENOVATING IT TO GET IT TO SERVICE. THE PUBLIC WORKS DEPARTMENT IN THE BEST WAY WE CAN IN THE MOST EFFICIENT WAY, BUT YES, SIR. GOOD WORK. THANK YOU. ANY OTHER QUESTIONS. WHICH IS THAT WE APPROVED SECOND CAST YOUR VOTES. MOTION PASSES. THANK YOU VERY MUCH. WE'LL GET

GOING. THANK YOU, TRICIA 21 0004 S U P TO CONDUCT A PUBLIC HEARING TO CONSIDER AND ACT ON A SPECIFIC USE PERMIT TO ALLOW FOR AN OUTDOOR AMUSEMENT FACILITY TOPS BREWERY LOCATED TO EAST LOUISIANA STREET, THE COMPANY ORDINANCE. JENNIFER HELLO, MR MAYOR COUNCIL.JENNIFER ARNOLD, DIRECTOR OF PLANNING AND WE'VE GOT A HANDFUL OF PLANNING RELATED ITEMS TONIGHT AND WE WANTED TO START WITH ONE OF THE MOST EXCITING WHICH IS THE TOUGHEST BREWERY. UM PROJECT HERE IN DOWNTOWN MCKINNEY. AS YOU READ. THIS IS AN SPECIFIC USE PERMIT REQUEST, SO TAPS IS PLANNING TO REDEVELOP A SITE HERE. I'M JUST EAST OF THE SQUARE. INCLUDE 22,000 SQUARE FOOT BREWERY, PLUS A TAPROOM BARREL AGING FACILITY. ALL THINGS THAT YOU'VE ALREADY KNOW, UM, UNDER THE CURRENT ZONING OF THE PROPERTY, HOWEVER, THERE IS A REQUIREMENT FOR THIS SCP TO INCLUDE THE OUTDOOR STAGE COMPONENT OF THEIR PLANNED REDEVELOPMENT. THE OUTDOOR STAGE ITSELF IS ABOUT 981 SQUARE FEET IN SIZE, AND THEN THERE'S A LARGE LAWN SOMEWHERE BETWEEN 15 AND 18,000 SQUARE FEET WHERE PEOPLE CAN GATHER.
SO AS WE LOOKED AT THE SPECIFIC USE PERMIT REQUEST AND ONE OF THE THINGS THAT WE HAVE TO EVALUATE AS A STAFF FOR THE ORDINANCE IS A SURROUNDING PROPERTIES TO DETERMINE THE COMPATIBILITY OF THE REQUEST, BUT THE SURROUNDING NEIGHBORHOOD. WE HAVE LOOKED AT THE SURROUNDING NEIGHBORHOOD. THE OVERALL SITE DEVELOPMENT. YOU CAN SEE THE SITE PLAN HERE.
UM AND WE ARE RECOMMENDING APPROVAL OF THE SCP REQUEST. HOWEVER STAFF IS RECOMMENDING APPROVAL WITH TWO CONDITIONS. ONE OF THE CONDITIONS WOULD BE TO ADD SOME ADDITIONAL LANDSCAPING ON THE SOUTHEAST CORNER OF THE PROPERTY THROUGHOUT HERE TO HELP MITIGATE ANY POTENTIAL NOISE. OF THE OUTDOOR STAGE IF THERE WAS AN EVENT OR CONCERT OF SOME SORT FOR SURROUNDING PROPERTY OWNERS, AND WE ARE ALSO RECOMMENDING THAT PUT A CAP OR
[00:35:06]
A THRESHOLD ON THE NUMBER OF IT OF EVENTS. THAT COULD OCCUR IN A YEAR. THAT WOULD INCLUDE UM SIX, A LIMIT OF SIX DAYS PER MONTH OR 72 PER YEAR ON DESIGNATED DAYS, AND THE REASON FOR THAT IS BECAUSE THERE IS DIRECT ADJACENCY TO RESIDENTIAL PROPERTIES. WITH THE TOPS BREWERY PROJECT, AND WHILE IT'S AN EXCITING REDEVELOPMENT OPPORTUNITY, GIVEN ITS PROXIMITY TO RESIDENTIAL AS A STAFF, WE DID WANT TO INCLUDE THOSE RECOMMENDATIONS AS PART OF THE S U P JUST TO ADD SOME ADDITIONAL ASSURANCES FOR RESIDENTS AND WHEN THEY MIGHT EXPECT TO HAVE. SOMETHING GOING ON OUTDOORS. UM WITH THAT WE PRESENTED TO THE PLATING AND OWNING COMMISSION AT THE END OF JUNE. THEY HAVE ALSO RECOMMENDED APPROVAL, HOWEVER.THE PLANNING AND ZONING RECOMMENDATION WOULD ONLY INCLUDE THE CONDITION OF LANDSCAPING. PNC DID RECOMMEND NOT TO PUT ANY CAPS ON THE NUMBER OF EVENTS THAT COULD OCCUR. UM SO WITH THAT I'M HERE TO ANSWER ANY QUESTIONS THAT YOU ALL MIGHT HAVE. I KNOW THERE'S A NUMBER OF FOLKS BEHIND ME THAT ARE ALSO LOOKING FORWARD TO SPEAKING. QUESTIONS FOR JENNIFER. JENNIFER. OKAY, UM THE APPLICANT. I BELIEVE THAT THEY ARE. IF THEY WOULD LIKE TO SPEAK. WELL, UM. THIS MOMENT, THEN I WILL MOVE TO THE PUBLIC HEARING. THEY DID THEY WALK OUTSIDE. MAYBE. THIS IS A THIS IS A PUBLIC HEARING. IS THERE THERE ARE PEOPLE THAT HAVE SIGNED UP TO SPEAK. JACKIE BREWER. THANK YOU FOR LETTING ME SPEAK. JACKIE, POORER CDC CHAIRMAN. YOU NEED MY ADDRESS, TOO. 27 OH FIVE. STONE POINT MCKINNEY, TEXAS, UM, JUST WANT TO SAY WE ALSO SPOKE AT THE PNC MEETING. LOT OF DISCUSSION WENT BACK AND FORTH. OVER WHAT EVEN WAS AN EVENT. ESPECIALLY WHEN IT CAME TO CITY AND VINCE CITY EVENTS INCLUDED. SO I'M THINKING LIKE OCTOBERFEST HOME FOR THE HOLIDAYS, WHICH WE'VE NOW STRETCHED OUT FOR A WHOLE MONTH. AND IT'S FRIDAY AND SATURDAY ONLY. THAT PRECLUDES SUNDAY. THEY HAVE YOGA ON THE STAGE ON SUNDAY, IS THAT CONSIDERED AN EVENT WAS AN EVENT, SOMETHING THAT HAD MUSIC WAS AN EVENT. SOMETHING THAT WAS PAID WAS VERY UNCLEAR WHAT AN EVENT WAS. UM. THIS IS A MAJOR INVESTMENT FOR M C, D. C, AND WE'D LIKE TO START WITHOUT A CAP. AND THEN IF THEY ABUSE THEIR PRIVILEGE AND SOUND ORDINANCE, THEN MAYBE COME BACK LATER AND DO SOMETHING, BUT WE'RE NOT EVEN GIVING THEM A CHANCE. TO PROVE THEMSELVES TO BE A GOOD NEIGHBOR. THEY HAD ONE PERSON IN THE NEIGHBORHOOD. COME AND SPEAK ON THEIR BEHALF, BUT THEY'RE EXCITED ABOUT TEXAS COMING. UM WE THINK THEY'VE ALREADY PROVEN TO BE A GOOD NEIGHBOR. GOOD GOOD INVESTMENT FOR MCKINNEY, AND WE WANT TO MAKE SURE THAT YOU ALL REALIZE THAT WE HAVE A LARGE M C. D C HAS A LARGE INVESTMENT IN THIS AND WE'RE NOT FOR THE CAPPING OF THOSE ITEMS, AND THEY HAVE NO PROBLEM WITH THE LANDSCAPING. SO THANK YOU. EVERYONE ELSE THAT'S HERE. THAT LIKE TO SPEAK TO THIS ITEM. SEE NONE. RETAIN A MOTION. NOTION THAT WE CLOSE THE PUBLIC HEARING AND APPROVE THIS ITEM. MM. WITH THE WITH JUST THE LANDSCAPE. WITH THE CAP AS WELL. OKAY? THE MOTION IS TO APPROVE THIS ITEM WITH THE LANDSCAPING RECOMMENDATION.

[Conduct a Public Hearing to Consider/Discuss/Act on a Petition to Annex (Case No. 21-0005A) and a Request to Zone (Case No. 21-0039Z) on Certain Land (the “Property”) to “LI” - Light Industrial District, Located Approximately 750 Feet West of Almeta Lane and on the South Side of Harry McKillop Boulevard (FM 546), and Related Ordinance(s) and Agreements]
HEARING TO CONSIDER AN ACT ON EVERY PETITION TO ANNEX. CASE NUMBER 21, 00058 AND REQUEST TO ZONE CASE NUMBER 21 0039 Z UNCERTAIN LAND. TO LIGHT INDUSTRIAL DISTRICT LOCATED APPROXIMATELY 750 FT. WEST OF ME TO LANE ON THE SOUTH SIDE OF HARRY MCKILLOP BOULEVARD. AND RELATED ORDINANCE AND AMENDMENTS. JENNIFER, HOW ARE YOU? THANK YOU, MR MAYOR. WAIT JUST A SECOND FOR COCA. UM SO WE'VE SEEN A COUPLE OF THESE IN RECENT MONTHS. SO WE DO HAVE AN APPLICANT WHO WAS REQUESTING TO ANNEX AND ZONE INTO THE CITY OF MCKINNEY. AS YOU CAN SEE FROM THE LOCATION MAP HERE IT IS ON THIS SORT OF SOUTHEASTERN STRETCH OF OUR CITY LIMITS AND R E T. J OVER NEAR THE AIRPORT AS PART OF THAT REQUEST AS A STAFF WE ARE LOOKING ARE WORKING WITH THEM ON EXECUTING AN ANNEXATION AGREEMENT THAT OUTLINES THE TERMS OF DEVELOPMENT IN. IN A STANDARD ANNEXATION AGREEMENT SUCH AS THIS. THOSE TERMS JUST ACKNOWLEDGE THAT A DEVELOPER COMING INTO THE CITY IS GOING TO FOLLOW OUR TYPICAL[00:40:01]
DEVELOPMENT PROCESS AND RULES. UM. ASSOCIATED WITH THAT ANNEXATION AGREEMENT, AND I'M JUST GOING TO SKIP RIGHT TO THIS PAGE ASSOCIATED WITH THAT ANNEXATION AGREEMENT AS THE ANNEXATION ORDINANCE THAT ALSO TALKS ABOUT THE MUNICIPAL SERVICES AND MUNICIPAL SERVICES PLAN. AND THEN THE ASSOCIATED ZONING. SO AS PART OF THIS REQUEST, THE APPLICANT IS REQUESTING ZONING TO THE L I OR LIGHT INDUSTRIAL ZONING DISTRICT. THIS AREA IS DESIGNATED ON THE COMPREHENSIVE PLAN FOR AIRPORT AND AIRPORT INDUSTRIAL RELATED USES. AS SUCH STAFF FEELS THAT THE L I ZONING IS APPROPRIATE AND WE'VE RECOMMENDED APPROVAL. THE PLANNING AND ZONING COMMISSION HAS ALSO CONSIDERED THE ZONING REQUEST AND ALSO RECOMMENDED APPROVAL. I'M HERE TO ANSWER ANY QUESTIONS. I BELIEVE THE APPLICANT IS HERE AS WELL TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE FOR THEM. ANY QUESTIONS FOR JENNIFER? APPLICANT. ALL RIGHT, WOULD YOU LIKE TO COME UP? GOOD EVENING, MR MAYOR, COUNCILMAN, BILL OR COUNCIL AND OTHER MEMBERS OF THE COUNCIL. MY NAME'S LANCE HANNAH. I REPRESENT THE APPLICANT HERE. MCKINNEY 1, 14 LAND AND CATTLE AND I WANT TO SUBMIT MY INFORMATION TO YOU IN CASE YOU HAVE ANY QUESTIONS FOR ME? OTHERWISE I THINK MISS ARNOLD. A REVIEW WAS COMPREHENSIVE, AND, UH, FULFILLS THE NATURE OF OUR REQUEST. QUESTIONS FOR PLANTS.THANK YOU, LANCE AGAIN. SAYS A PUBLIC HEARING. I DON'T SHOW ANYONE. REGISTERED TO SPEAK.
BUT IS THERE ANYONE THAT HAS MADE THE TRIP THAT WOULD LIKE TO SPEAK TO THIS ITEM? ALMOST GOT ME RAISING YOUR HAND TO SCRATCH YOUR HEAD. I THOUGHT YOU WOULD WAS CALLED ON YOU.
150. UM ALRIGHT, THEN ENTERTAINER MOTION. MOVE THAT WE'VE CLOSED THE PUBLIC HEARING AND APPROVE. UH, SECOND SECOND CAST YOUR VOTES. MOTION PASSES. 21 0058 Z THREE CONDUCTED
[Conduct a Public Hearing to Consider / Discuss / Act on a Request to Rezone the Subject Property from “BG” - General Business District, “AG” - Agricultural District and “CC” - Corridor Commercial Overlay District to “C2” - Local Commercial District and “CC” - Corridor Commercial Overlay District, Located at Southwest Corner of U.S. Highway 380 (University Drive) and Bois D’Arc Road and Accompanying Ordinance]
PUBLIC HEARING TO CONSIDER AND ACT ON A REQUEST TO REASON ON THE SUBJECT PROPERTY FROM B G GENERAL BUSINESS DISTRICT AGRICULTURAL DISTRICT AND C C CORRIDOR COMMERCIAL OVER THE DISTRICT TO SEE TOO LOCAL COMMERCIAL DISTRICT AND C C CHORD OR COMMERCIAL OVERLAY DISTRICT, LOCATED THE SOUTHWEST CORNER OF U. S HIGHWAY 3 80. BUT ARC AND THE COMPANY ORDINANCE THANK YOU, MR MAYOR. SO THIS IS A REQUEST TO REZONE APPROXIMATELY TWO ACRES FROM B G, GENERAL BUSINESS AND AGRICULTURAL ZONING, UM TO THE CITY'S C TWO COMMERCIAL ZONING DISTRICT. AS YOU CAN SEE HERE ON THE EXHIBIT. IT'S JUST THERE AT THE SOUTHWEST CORNER OF 3 80 IN BO, DARK, BASICALLY ACROSS THE STREET FROM THE MOVIE THEATER, SO THE APPLICANT IS REQUESTING TO REZONE TO UPDATE THE ZONING ON THE PROPERTY TO BE MORE IN LINE WITH OUR CURRENT STANDARDS AND TO ALLOW FOR COMMERCIAL DEVELOPMENT. BELIEVE INCLUDED IN YOUR PACKET, AND ALSO IN OUR PRESENTATION HERE. WE'VE GOT SOME PHOTOS OF THE SURROUNDING AREA. WE CAN SEE IT'S DEVELOPING AS COMMERCIAL AND THE PROPOSED TO SEE IF IT'S IN THE PRESENTATION HERE. THERE WE GO. THE PROPOSED LAYOUT EXHIBIT, UM FOR THE DEVELOPMENT, WHICH IS THE REASON FOR THE REQUEST, SO. STAFF IS A VALID EVALUATED THE REQUEST THAT PROPERTY IS DESIGNATED FOR COMMERCIAL USES ON THE COMPREHENSIVE PLAN, AND WE ARE RECOMMENDING APPROVAL, PLANNING AND ZONING IS OFF. ALSO OFFERING A FAVORABLE RECOMMENDATION AND I'M HERE TO ANSWER ANY QUESTIONS. LESSONS FOR JENNIFER, WHAT'S GOING ON? I'D HAVE TO DEFER THAT TO THE APPLICANT. I BELIEVE THAT THEY'RE JUST LOOKING TO DO RETAIL DEVELOPMENT. TORCH'S TACOS. JUST WHAT DID YOU SAY IT? UM. QUESTION I THINK IT SOUNDS LIKE THE THIRD OR FOURTH.IT'S THE ONE THAT YOU CAN SEE THE PICTURE. THE SATELLITE WITH THE BLUE HASH. THE AERIAL AERIAL, RIGHT, GO RIGHT HERE, RIGHT THERE. WHAT'S WHAT'S THIS SPRITE THERE? I BELIEVE THAT'S AN OLD JUST AN OLD OUTBUILDING OF SOME SORT. NOTHING THERE. IT'S NOT A HOME. UM LET ME DO MY LITTLE QUICK VIEW HERE. IT LOOKS LIKE WE'VE GOT. IT'S TOO OLD HOMES. BUT AS PART OF THE REZONING REQUEST, UH, THE AFRICAN IS EITHER TAKEN OWNERSHIP OF THEM OR HAS GOTTEN SIGNATURES FROM THE OWNERS FOR THE ZONING. SO WE DON'T KNOW THEY OWN IT THERE, JUST IN PART OF IT. I'LL DEFER TO THE APPLICANT WHERE THEY ARE ON A POTENTIAL ACQUISITION OF THE PROPERTY. BUT IN ORDER TO REZONE WE'D HAVE TO HAVE THOSE OWNERS SIGNATURES TO ALLOW FOR IT TO OCCUR. AND. WITH THIS PARTICULAR UM MM. PIECE OF PROPERTY THERE. THERE'S NO WAY THAT THEY CAN PUT AN ENTRANCE FROM 3 80 CORRECT. UM NOT LIKELY BECAUSE NUMBER 13 80.
[00:45:04]
THEY'D HAVE TO GET PERMISSION. BUT THE DRIVEWAY SPACING WITH BO DARK WOULD LIKELY BE LIMITING ON THAT. AND THAT IS WHERE YOU CAN SEE. LET'S GO HERE. RIGHT THERE SO YOU CAN SEE WHAT THEIR PROPOSED SITE LAYOUT THAT THEY WOULD BE TAKING AN ENTRANCE OFF OF BOTH DARK AND THEN ACROSS ACCESS FROM THE COMMERCIAL DEVELOPMENT TO THE WEST. UM GIVEN THE WIDTH OF THE LOT. IT'S HIGHLY UNLIKELY THAT THEY'D BE ABLE TO GET A DRIVE IN AND MEET THE SPACING REQUIREMENTS FROM THE INTERSECTION OF BOAT ARC. SO HOW DO THEY DO THIS RIGHT HERE? HOW DO THEY GO ON LIKE THEY'RE GOING ONTO SOMEBODY ELSE'S PROPERTY SO THEY'LL HAVE ACROSS ACCESS. THESE MENTIONS VERY COMMON WHEN WE'VE GOT A LOT OF COMMERCIAL DEVELOPMENTS RIGHT IN A ROW, SO THEY'LL COORDINATE. UM. NORMALLY WHEN DEVELOPMENT OCCURS IN THIS NATURE, WE REQUIRE THAT CROSS ACCESS, SO IT'S A STUB TO ALLOW FOR THAT KIND OF MOVEMENT OF TRAFFIC ACROSS DIFFERENT COMMERCIAL SITES. SO THE PERSON IN THIS HAS TO ALLOW THEM ACCESS TO THEM UNLESS THEY'VE ALREADY STUBBED IT OUT. SO WHAT YOU'LL SEE HERE? AND LET ME SEE IF I CAN'T GO BACK TO THE AREA OVER TIME. SO WHAT YOU'LL SEE HERE IN THE AERIAL IS THAT THERE'S ALREADY. THE DEVELOPMENT THAT'S OCCURRING JUST TO THE WEST IS ALREADY ALLOWING FOR THAT CROSS ACCESS. SO WHERE YOU SAW THAT STUB OUT, IT'S GOING TO TIE IN RIGHT THERE SO THAT SOMEBODY COMING IN IS GOING TO BE ABLE TO COME THROUGH THE SITES JUST LIKE THAT. I DON'T THINK IT'S THAT THEY'RE ALLOWING IT. I THINK THAT'S JUST KIND OF THE STUFF IN FRONT OF THE BUILDING. SO IT'S YOU CAN'T SAY THAT THERE ARE ALLOWING IT. I MEAN, IT'S.IT'S THEIR PARKING AND SO WHAT YOU'RE DOING IS YOU'RE TAKING PARKING AWAY FROM THE THIS PERSON RIGHT HERE. YOU KNOW THE PEOPLE ON THE WEST? YOU'RE TAKING PARKING AWAY FROM THEM TO DOING THAT. CORRECT IT LOOKS TOO. BASED ON WHAT I'M SEEING HERE. IT LOOKS AS THOUGH IT'S A FIRE LANE THAT'S ALREADY STUBBING OUT. AND IT'S HARD TO SEE ON THIS AREA, BUT I'VE GOT A GOOGLE EARTH IMAGE UP HERE AND YOU CAN SEE WHERE THEIR CONCRETE FIRE LANE IS STABBING TO THE ADJACENT PROPERTY TO MEET THAT CROSS EXCESS. SO WE'RE NOT. SO YOU'RE SAYING WE'RE NOT TAKING AWAY? PARKING NO. I CAN SEE THERE'S SOME ANGLE PARKING UP AGAINST THE BUILDING. BUT THEN THERE'S THE REQUIRED DRIVE. I'LL FOR MANEUVERABILITY OF THOSE CARS, AND THAT'S WHAT FOLKS WOULD BE USING AS THEY'RE PULLING INTO THE COMMERCIAL DEVELOPMENT TO GET OVER TO SEEMS LIKE THAT. THAT'S I MEAN A LOT OF EASEMENT. SO SOMEWHAT LIKE THE FULL LENGTH OF THEIR PROPERTY THERE. WE'RE MAKING THEM GIVE ACCESS TO THOSE WHO ARE COMING ONTO THE YEAH, BUT BUT BASED ON BASED ON THE AERIAL HERE, IT LOOKS LIKE THEY'RE PARKING IS UP AGAINST THE BUILDING. THEY'D STILL BE REQUIRED WHEN THEY'VE GOT THAT ANGULAR PARKING. THE WIDTH THAT'S NECESSARY FOR CARS TO MANEUVER, AND THEY'RE STILL ABLE TO ACCESS THEIR FULL SITE.
UM, WITH NO INTERRUPTION JUST BY PROVIDING THAT CROSS ACCESS. ALL I HAVE QUESTIONS. THE APPLICANT LIKE TO COME UP. UM. DON'T SHOW THE APPLICANT LISTED. HERE'S APC IN IS NOT HERE. THIS IS A PUBLIC HEARING. IS THERE ANYONE THAT WOULD LIKE TO SPEAK TO THIS ITEM? SEEN NONE ENTERTAIN A MOTION. ONE AT A TIME, PLEASE. MOVE THAT WE CLOSE THE PUBLIC HEARING AND APPROVE THIS. SECOND. CASTRO VOTES. MOTION PASSES. THE LAST ITEM 210068 C TO REQUEST TERESA
[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from “PD” - Planned Development District to “PD” - Planned Development District, to Allow for Single Family Residential and Commercial Uses and to Modify the Development Standards, Located on the Northeast Corner of Bloomdale Road and Custer Road, and Accompanying Ordinance]
ON THE SUBJECT. PROPERTY FROM PD PLAN DEVELOPMENT DISTRICT TO PD PLAN DEVELOPMENT DISTRICT TO ALLOW FOR SINGLE FAMILY, RESIDENTIAL AND COMMERCIAL USES AND TO MODIFY THE DEVELOPMENT STANDARDS LOCATED ON THE NORTHEAST CORNER. BLOOMINGDALE ROAD IN CUSTER ROAD AND ACCOMPANYING ORDINANCE. THANK YOU, MR MAYOR. LAST ONE TONIGHT FOR ME. SO, AS YOU NOTED, THIS IS A REZONING REQUEST FOR APPROXIMATELY 282 ACRES ON THE NORTHEAST SIDE OF CUSTER AND BLOOM. DALE ROAD, SO THIS PROPERTY EVEN THOUGH IT'S ON THE OUTSKIRTS OF THE CITY, IT IS INSIDE THE CITY LIMITS. IT'S CURRENTLY ZONED PD PLAN DEVELOPMENT DISTRICT. TO ALLOW FOR A VARIETY OF COMMERCIAL AND RESIDENTIAL USES. THE APPLICANT IS COMING FORWARD TO REQUEST TO REZONE TO MODERNIZE THEIR ZONING DISTRICTS AND ALSO SHIFT AROUND WHERE SOME OF THOSE COMMERCIAL AND RESIDENTIAL USES ARE PERMITTED ON THE PROPERTY. WHEN YOU SAY RESIDENTIAL USES,[00:50:04]
YOU MEAN SINGLE FAMILY RESIDENTIAL USES, DON'T THAT IS CORRECT, SIR. AND I'M GOING TO WALK THROUGH THOSE, BUT AND WE'RE DETAIL IN JUST A MOMENT. HELP FOR YOU, BOB. YEAH. SO THIS IS THE EXISTING ZONING FOR THE PROPERTY. AS YOU CAN SEE, THERE ARE A LOT OF DIFFERENT COLORS THAT KIND OF BREAK THE PROPERTY UP JUST FOR A POINT OF REFERENCE, AND THIS IS JUST A GENERAL. YES. LYING HERE. GENERALLY THIS PROPERTY RIGHT THROUGH HERE IS NOT INCLUDED IN THE REZONING REQUEST. IT IS A PROPERTY OWNED BY PROSPER. I S T FOR A FUTURE SCHOOL SITE, SO.THE APPLICANTS COMING FORWARD AND REQUESTING A RE ZONE OF THE BALANCE, UM AND INCLUDED. AND WE'LL SKIP BRECK PAST THAT EXHIBIT, AND WE'LL GO OVER HERE. SO AS PROPOSED, THE APPLICANT IS REQUESTING SIX TRACKS, UM AND AGAIN MAINTAINING THE MIX OF COMMERCIAL AND RESIDENTIAL USES, JUST SHIFTING THEM AROUND A LITTLE BIT OF MODERNIZING THE DISTRICT. SO AT THE. WE'LL START RIGHT HERE WITH TRACKED ONE, WHICH IS ABOUT 25, A HALF ACRES. IT'S CURRENTLY ZONED SEE PLAY IN CENTER THE APPLICANTS REQUESTING TO REZONE THIS AREA FOR OUR C THREE, WHICH IS OUR HI COMMERCIAL ZONING DISTRICT. TRACKS TWO AND FIVE, WHICH ARE RIGHT HERE AND RIGHT HERE ARE CURRENTLY ZONED FOR A MIX OF MEDIUM DENSITY RESIDENTIAL THE APPLICANTS REQUESTING TO DEVELOP THESE UNDER THE CITY'S TOWN HOME ZONING DISTRICTS, SO IT WOULD BE SINGLE FAMILY ATTACHED DISTRICTS. INCLUDED IN THE STAFF REPORTER SOME MODIFICATIONS TO THE SPACE LIMIT FOR THOSE, UM, TOWN HOME USES AND THEN TRACKS THREE AND TRACK SIX, WHICH ARE. HERE. YOU CAN'T SEE THAT COLOR VERY WELL. THE BRIGHTER PINKS ARE TRACKS THREE AND SIX, AND THOSE ARE CURRENTLY A COMBINATION OF RESIDENTIAL AND COMMERCIAL DISTRICTS. RIGHT NOW, THE AFRICAN IS REQUESTING TO REZONE THOSE FOUR C TWO COMMERCIAL, WHICH IS A STEP DOWN FROM THE C THREE THERE AT THE HARD CORNER. AND THEN THE BALANCE OF THE PROPERTY THERE IN YELLOW IS TRACKED FOR THE APPLICANTS REQUESTING THAT TO DEVELOP, ACCORDING TO THE CITY'S SF FIVE SINGLE FAMILY, ZONING RESIDENTIAL DISTRICT WITH SOME SLIGHT MODIFICATIONS TO THIS SPACE LIMITS. SO WE'VE REVIEWED THE REQUEST FOR CONFORMANCE WITH THE COMPREHENSIVE PLAN.
WE'VE ALSO TAKEN A LOOK AT THE EXISTING ZONING ON THE PROPERTY. WE FEEL LIKE THE REQUEST IS REASONABLE AND WE ARE OFFERING A FAVORABLE RECOMMENDATION. LEARNING AND ZONING IS ALSO HEARD THE ITEM MINISTER OFFERING APPROVAL AS WELL, I'M HERE TO ANSWER ANY QUESTIONS.
SINCE FOR JENNIFER. JENNIFER, CAN YOU REMIND ME WITH THE HIGHER LIMITATION IS FOR C 24 C TWO. I BELIEVE THAT IT IS, UH, ME, DON'T. IF YOU WERE ASKED ME ANY OTHER DAY, I WOULD KNOW THIS AND UP HERE WITH THE LIGHTS ON YOU. UM, IT IS. BELIEVE IT IS 45. BUT I WANT TO CONFIRM THAT FOR YOU. YES. SO C TWO AS A MAX HEIGHT OF 45. QUESTIONS. THANK YOU, MR RHETORIC. YOU'RE REPRESENTING THE AFRICAN. MR MAYOR, MEMBERS OF THE CITY COUNCIL BOB ROTOR 1700 RED BUD SUITE 300 ON BEHALF OF THE APPLICANT. APPLICANTS WE ACTUALLY HAVE TO IN THIS CASE, I THINK JENNIFER HAS EXPLAINED IT. WELL, I KNOW EACH OF YOU HAVE READ YOUR PACKAGE, SO YOU KNOW, WE HAVE A FEW LITTLE MODIFICATIONS TO THE S F FIVE TO REDUCE THE. MEANING MEDIA AND LOT SIZE FROM 75 OR 7200 AND 6500. WE HAVE A WE'RE REQUESTING A MODIFICATION TO YOUR MF THREE FOR THE LARGE TRACK THAT WILL ALLOW US TO HAVE A. GASOLINE SERVICE AND CAR WASH. AS A MATTER OF RIGHT RATHER THAN AN EP IF IT'S PART OF A PLANTED A LOT WITH A GROCER, THIS IS TO RECOGNIZE THAT MANY OF YOUR BIG GROCERY STORES ALSO HAVE THEIR OWN GAS.
AND AS YOU KNOW, UNDER YOUR ALL OF YOUR COMMERCIAL ZONES, ANY GAS FACILITY IS AN SCP UNLESS YOU MAKE A MODIFICATION, SO WE HAVE A FEW LITTLE TWEAKS THERE. RECOGNIZING THAT THAT'S WHAT THE MARKET IS GOING TO WANT. BUT THIS IS A AS ATTRACTIVE ON CUSTER ROAD. AND BLOOM. DALE IT'S RIGHT IN THE DEVELOPMENT PATH EXPECT, AND SHE'LL SEE GOOD ACTIVITY ON THIS TRACK NEAR TERM. HAPPY TO ANSWER ANY QUESTIONS. REQUEST YOUR FAVORABLE APPROVAL. SINCE ABOUT JUST WANT TO HEAR BOB SIDE MULTI FAMILY. I CAN'T GET IT OUT OF MY MOUTH, CHARLIE. I DID. I JUST CAN'T SPEAKS FOR ITSELF. THANK YOU, BOB. OKAY. THIS IS A PUBLIC HEARING. I DO NOT SHOW ANYONE HAVING SIGNED UP. BUT IF THERE'S ANYONE HERE THAT WOULD LIKE TO SPEAK TO THE ITEM. IDENTIFY YOURSELF, SEEING NONE ENTERTAIN A MOTION. WE CLOSED PUBLIC HEARING AND IMPROVE THE ITEM AS PRESENTED. CAST YOUR VOTES. RIGHT CITIZEN COMMENTS, NOT ON THE AGENDA.

HAS PLACED YOU IN THIS OFFICE AS HIS MINISTER TO THE PUBLIC. TRUST THAT AS A PUBLIC OFFICIAL, YOU HAVE APPEALED AS AUTHORITY. AND HIS SOVEREIGNTY FOR WISDOM AND KNOWLEDGE AND GUIDANCE. BELIEVE THAT YOU HAVE BEEN PLACED IN YOUR OFFICES FOR THE PURPOSE OF ESTABLISHING JUSTICE. REWARDING RIGHTEOUSNESS THROUGHOUT YOUR JURISDICTION. THE SAME GOD, THE CHRISTIAN GOD. THE ONLY TRUE AND EVERLASTING GOD. THE MAKER OF HEAVEN AND EARTH HAS IN THE SAME WAY GIVEN YOU THE SORT OF JUSTICE TO WIELD AGAINST UNRIGHTEOUS, NOUS AND EVIL. IT SEEKS TO TAKE DOMINION HERE AND THROUGHOUT EVERY MUNICIPALITY NATION. KINGDOM OF MAN. SOME CHAPTER TWO SAYS. HAS SET ITSELF AGAINST THE LORD AND HIS ANOINTED SAYING, LET US BURST THEIR BONDS APART AND CAST AWAY THEIR CORDS FROM US. I BELIEVE HE HAS BROUGHT YOU TO THIS OFFICE FOR SUCH A TIME AS THIS TO ONCE AGAIN REMOVE EVIL FROM OUR BORDERS. THIS EVIL I WISH TO SPEAK TO YOU AND MAKE YOU AWARE OF TODAY IS THE PRACTICE OF THE MURDER OF CHILDREN IN THE NAME OF WOMEN'S HEALTH CARE. REMEMBER WHEN THERE EXISTED. A PLANNED PARENTHOOD ON THE CORNER OF ELDORADO AND PARQUE CENTRAL DRIVE. ALSO REMEMBER THE DAY THAT IT CLOSED ITS DOORS AND THE JOY IN THIS COMMUNITY ON THAT ABOMINATION LEFT OUR CITY. A FEW WEEKS AGO, ABORTION RETURNED TO MCKINNEY. HIS WHOLE HEALTH WOMEN AS WHOLE WOMEN'S HEALTH OPENED AT 87 51 COLLIN MCKINNEY PARKWAY. THIS IS A STONE'S THROW FROM OUR PRESTIGIOUS TPC CRAIG RANCH.AND THE MULTIMILLION DOLLAR HOMES AND CRAIG RANCH ESTATES. THIS ACTIVE AND HIGHLY AGGRESSIVE POLITICAL ORGANIZATION. AND ABORTION SERVICES CLINIC MOVED RIGHT IN IN A CLANDESTINE FASHION ALMOST UNDER THE RADAR AMONGST BUSINESSES AND HOMEOWNERS IN THE SOUTHERN HILLS BUSINESS PARK. TODAY. I ASKED THE COUNCIL TO TAKE UP THE SWORD OF JUSTICE THAT YOU HAVE BEEN BEEN ORDAINED WITH AND TO WIELD IT AGAINST THE EVIL OF MURDER AND THE DESTRUCTION OF THE IMAGE OF GOD IN PRE BORN AND UNBORN HUMAN BEINGS. THANK YOU, RYAN.
THANK YOU. TAMMY WARNED. MM. NAME IS TAMMY WARREN. I'M AT 31. OH, NINE WEST VIEW, AND I LIKE THE COUNCIL TO CONSIDER REALLY FOCUSING ON ELDORADO PARKWAY. UM CAME TO MY ATTENTION A FEW WEEKS AGO THAT THE CRAPE MYRTLE TRIALS OF MCKINNEY SIGN WAS NO LONGER THERE, AND THE CREPE MYRTLES ARE NOT BEING TAKEN CARE OF. SURE ENOUGH, I DRIVE ELDORADO EVERY DAY BECAUSE I LIVE OFF EL DORADO. AND THEY LOOK HORRIBLE. WHEN MY DAUGHTER GRADUATED HIGH SCHOOL IN MCKINNEY FROM MCKINLEY HIGH SCHOOL IN 2000 AND NINE THE CLASS OF 2000 AND NINE GAVE THE CITY A GIFT. THEY GAVE THEM THE CRAPE MYRTLE CHARLES OF MCKINNEY, AND THERE USED TO BE A SIGN AT THE INTERSECTION OF 75 IN ELDORADO GOING WEST. THERE WAS A SIGN. I DID NOTICE TODAY. THE SIGN THAT IS THAT, LIKE FORCING ELDORADO WAS STILL THERE. SO THE CRIMINAL TRIALS OF MCKINNEY ARE FROM OUR ON ELDORADO FROM 75 TO LIKE FOREST. SO TODAY I WAS GOING TO THE DENTIST AND I WAS DRIVING, UM LIKE FOR DRIVE FROM L. FROM EXCUSE ME FROM ELDORADO TO VIRGINIA. CHRISTINE I MEAN THAT STREET IS IMMACULATE. THE LAWNS ARE CUT ON THE MEDIAN. EVERY CRAPE MYRTLE TRAIL IS I'M GOING TO SAY SHAVED. I'M NOT A TREE PERSON. BUT YOU KNOW, CRAPE MYRTLES, YOU KNOW, THEY GET THOSE LITTLE BRANCHES ON THE BOTTOM. WE GOT TO SHAVE THEM AND THEN THEY'RE BEAUTIFUL UP TOP. I MEAN, THAT S STREETS GREAT. AND MY HUSBAND DID SAY HE SAW CITY WORKERS UP ON VIRGINIA THE OTHER DAY, SO I DON'T KNOW IF THEY'RE WORKING THEIR WAY DOWN. IF YOU GO DOWN LIKE FOREST FROM VIRGINIA, AND YOU TURN LEFT ON THE ELDORADO.
IT MIGHT AS WELL SAY THE UNKEPT CORRECT MODEL CHARLES AND MCKENNEY. IT LOOKS AWFUL. AND I NOTICED IT. ACTUALLY, EARLIER THIS SUMMER WHEN I STARTED WALKING WHEN THE WEATHER GOT NICE, HOW BAD ARE MEDIUMS LIKE ON EL DORADO? I TALKED A COUNCILMAN FRAZIER WAS KIND ENOUGH TO DO A PUBLIC SPEAKING THE OTHER DAY, AND HE HE MENTIONED THAT HE THOUGHT THE CITY HAD SUBCONTRACTED. AND THAT PERHAPS THE CITY IS NOW HIRING ACTUAL CITY WORKERS TO TAKE CARE OF OUR MEDIANS. I HOPE THAT'S THE CASE. I HOPE YOU GUYS WERE REALLY, REALLY LOOK INTO FINDING OUT WHERE THAT SIGN GO. THAT USED TO SAY CRAPE MYRTLE TRIALS OF MCKINNEY.
AND WHAT CAN WE DO ABOUT CLEANING UP ELDORADO TO MAKE IT AS BEAUTIFUL AS LIKE FORCES FOR THOSE PEOPLE WHO ARE UNFORTUNATE ENOUGH TO LIVE IN STONEBRIDGE? SO THANK YOU.
THANK YOU. DO NOT HAVE ANYONE ELSE. THAT WAS THE LAST. PUBLIC COMMENT, MOVED TO COUNSEL AND
[COUNCIL AND MANAGER COMMENTS]
MANAGER COMMENTS. I BETTER START WITH YOU. YEAH. MICROPHONE. UM. I WAS JUST[01:05:06]
GOING TO MENTION A COUPLE OF THINGS ONE A COUPLE WEEKS AGO. OUR MCKINNEY HOUSING AUTHORITY AND APPROACH TO MENTION THIS DURING THE LIAISON UPDATES, BUT. THEY MET WITH REPRESENTATIVE VAN TAYLOR. TOURED THEM AROUND. MCKENNEY AND SO I GOT TO JOIN THEM IN THAT ARE BOARDED A VERY GOOD JOB OF ADVOCATING FOR MCKINNEY AND FOR GOOD OUTCOMES FOR MCKINNEY. SO. APPLAUD THE IMAGE, A BOARD AND STAFF FOR DOING THAT. AND THANK YOU TO VAN TAYLOR FOR BEING HERE IN MCKINNEY. UM. LAST WEEK LAST WEEKEND, WE HAD OUR SENIOR CENTER OPENING, WHICH WAS GREAT. AND I'M SURE MR CRIMES IS GOING TO MENTION. THE COTTONWOOD PARK OPENING THIS SATURDAY. WHICH I WILL NOT BE HERE FOR, BUT THAT IS A BEAUTIFUL PARK. UM THE COUPLE OF THINGS COMING UP. THERE IS A COUPLE OF BACK TO SCHOOL DRIVES. I THINK IT WOULD BE IMPORTANT TO PAY ATTENTION TO FROM THE STANDPOINT OF THE STRAIN AND. HARDSHIPS THAT ARE THAT ARE SCHOOL KIDS HAD IN THE LAST YEAR, BUT BEING WELL PREPARED TO BACK TO SCHOOL THIS YEAR. AND SO, UM MHM. UH HUH. SO I THINK THAT WOULD BE A GOOD THING FOR ALL OF US TO TAKE UP TO HELP KIDS BE PREPARED, AND SO I KNOW THERE IS ONE ON AUGUST 1ST WITH. OH, JEEZ CHOP SHOP. I KNOW. HANDS TO OFFER HAS ONE ON AUGUST 7TH BELIEVE. LOVE LIFE FOUNDATION IS COLLECTING. ITEMS AS WELL. AND I'M SURE THERE ARE OTHERS. AND SO ANYBODY WHO HAS AN OPPORTUNITY TO PROVIDE. I THINK IT IS AN IMPORTANT YEAR TO MAKE SURE THAT WE PREPARE OUR KIDS FOR BACK TO SCHOOL. AND THEN THE LAST THING I'D SAY MISS JENNIFER WHITE WAS HERE LAST WEEK AND THE FOLLOWING DAY. NUMBER OF PEOPLE. RALPH EVANS, KENNETH BENTLEY, LISA WASHINGTON BRENDA JACKSON, ROSLYN WASHINGTON. RAINY ROGERS AND OTHER NEIGHBORS AND FRIENDS HELP TOGETHER SOME OF HER BELONGINGS AND. LEAST IT CONTINUES TO HELP HER THROUGH THOSE STEPS, AND SO. A GOOD DAY ON WEDNESDAY. AFTER THE COUNCIL MEETING TO SEE THE COMMUNITY RESPONSE, SO. HAVE. THANK YOU, MY FRIEND. I'LL KEEP MINE SHORT, TOO. UM, I JUST WANTED TO MAKE A SHOUT OUT TO THE PARKS DEPARTMENT AGAIN. THEY'RE THEY'RE HAVING A BUSY SUMMER.THIS THIS SUMMER. OF COURSE, WE HAD OLD SETTLERS PARK THAT OPENED UP THE SENIOR CENTER AND THEN COTTONWOOD PARK. IF YOU GET A CHANCE TO GO OUT AND SEE WHAT THEY'RE DOING. MY COW SKIN.
HIS STAFF HAVE DONE A WONDERFUL JOB. WITH OUR PARK SYSTEMS, AND THEY'RE GOING TO CONTINUE TO DO THAT. THERE'LL BE A LOT MORE ANNOUNCEMENTS THIS COMING YEAR. AND SO I JUST WANTED TO SHARE THAT TO THEM. FOLLOW UP ON THAT. WHAT HAPPENED ON THE ON WITH OUR GOING AND THINGS THAT ARE HAPPENING. VERY TALK TO MIKE AND THE. WE HAD CONTRACTS, NEW CONTRACTS OF IT JUST TAKES TIME. IT'S THAT'S UNFORTUNATE. WE'VE HAD THE WORST. LIKE MIKE SAID. WHEN I MOVED HERE, THEY TOLD ME THAT THERE WAS THE 101 100. YOUR RAIN SEASON AND EVER SINCE I'VE BEEN HERE, IT'S BEEN THAT IT AND SO WE HAVE, UNFORTUNATELY, HAD IT AND THE CONTRACT THAT WE HAD WASN'T DOING A VERY GOOD JOB. WE'VE GOT A NEW CONTRACT. WE'RE GETTING THERE. I'VE EXPRESSED MY FEELINGS. I THINK WE'VE ALL SEEN IT. VIRGINIA PARKWAY IS THE SAME WAY WE PUT ON ALL THAT LANDSCAPING AND ALMOST THROUGH ALL OF THE LANDSCAPING. WEEDS HAVE GROWN THROUGH IT. SO WE'RE GETTING TO IT. IT DOESN'T LOOK, IT DOESN'T LOOK LIKE THE QUALITY THAT WE SHOULD BE SHOWING OR SHOWCASING OUR CITY. BUT WE'RE GETTING THERE. UH, THIS LAST SATURDAY. WE HAD A GREAT EVENT WITH COFFEE WITH COPS WHO DOESN'T LIKE THAT. I MEAN, IT'S THE, UH, ESPECIALLY WITH THE HORSE AND EVERYTHING ELSE OUT THERE. IT WAS A GREAT EVENT IN MCKINNEY COFFEE COMPANY. IF YOU DIDN'T GET A CHANCE TO GO TO MCKINNEY COFFEE COMPANY AND CHECK THAT PLACE OUT ON STONEBRIDGE, IT WAS GREAT AS A GREAT VENUE. I THINK IT'S THE MOST I'VE EVER SEEN AT ONE OF THOSE EVENTS, BUT IT WAS A VERY GOOD TIME. I'VE RECENTLY BEEN PUT OVER THE MCKINNEY ARTS COMMISSION, UH, LIAISON, BUT THE THEY LOVE TO HAVE MEETINGS ON FRIDAYS AND REALLY NEED TO FIX THAT. BUT BUT WE HAVE A GREAT MEETING. UH GREAT, GREAT GROUP OF FOLKS THAT ARE JUST LOVED THIS CITY. WE HAVE ANOTHER MEETING THIS FRIDAY AT FIVE. REALLY NEED TO FIX THAT.
I'M TELLING YOU RIGHT NOW, UH, BUT WE'LL GET THERE. APPARENTLY THEY DON'T HAVE ANYTHING TO DO A PRICE. BUT UH, ON A ON A SERIOUS NOTE. YOU FRIDAYS AGO I WAS DOWN IN AUSTIN, I WAS CALLED TO THE GOVERNOR'S OFFICE FOR OUR BUILT A BILL SIGNING. THE SIGNIFICANCE OF THE BILL.

SIGNING WAS IT WAS A POLICE REFORM BILL. HB 37 12 WORKED ON THIS BILL THROUGH THE WHOLE SESSION. UH BECAUSE THERE'S MUCH NEEDED CHANGE MUCH NEEDED. HELP AND POLICING ACROSS OUR STATE. AND THE ONE THING WE HAVE TO MAKE THE CHANGE WITH HIS UNIFORMITY, UH, POLICE ARE 2700 POLICE AGENCIES ACROSS THE STATE OF TEXAS. 2700 AND COULD DO IT DIFFERENTLY. AND THAT'S NOT THE WAY WE SHOULD BE DOING THINGS. WE NEED THE PUBLIC TO UNDERSTAND WHAT WE DO UNIFORMLY. SO I'VE BEEN IT'S BEEN A MISSION OF MINE FOR MANY, MANY YEARS TO TRY TO GET LEGISLATION LIKE THIS PAST HIM TO HAVE LEGISLATORS UNDERSTAND IT. THIS BILL PASSED WITHOUT UNIFORMS, ALL LAW ENFORCEMENT TO HAVE THE SAME TRAINING. THAT ONE DEPARTMENT HAS AS A STANDARDIZED TRAINING, WHICH MEANS NO MORE CHOKEHOLDS. NO MORE SHOOTING IN CAR, CERTAIN THINGS THAT SHOULD HAVE BEEN HAPPENING ANYWAY. THE DUTY TO INTERVENE. THE RESTRAINT ALL THE THINGS THAT WE WERE TRAINING AND LARGER DEPARTMENT. BUT SOME SMALLER DEPARTMENTS AREN'T EVEN LOOKING AT. NOW THEY'LL HAVE TO DO IT THROUGH THE TEETH TO HAVE THEIR LICENSE AND ONE OF THE OTHER THINGS WAS. WE'RE AT. WE HAVE OFFICERS THAT JUMP FROM POLICE DEPARTMENT TO POLICE DEPARTMENT POLICE DEPARTMENT. AND THEY DON'T HAVE THEIR BACKGROUND CHECK BECAUSE IT'S A BROTHER IN LAW DEAL THAT NO LONGER WILL BE ABLE TO. THEY WILL NOT NO LONGER BE ABLE TO DO THAT. THAT WAS A HUGE PROBLEM THAT THAT I'VE CAUGHT ON SEVERAL YEARS AGO. WERE LITTLE DEPARTMENTS WERE JUMPING AROUND, AND THEN WE GET IN TROUBLE, SO AT LEAST WE CAN SHOW THE PUBLIC THAT WE'RE DOING SOMETHING ABOUT IT. SO I JUST WANTED TO SAY THAT BECAUSE SOMETIMES FOLKS JUST DON'T SEE THAT AND THEY KIND OF MISSED THOSE BILLS THAT GET PASSED. BUT IT WAS A VERY IMPORTANT BILL TO ME, AND I THINK IT'S A VERY IMPORTANT BILL TO OUR CITY AND IN OUR STATE, SO THAT'S ALL I HAVE. MR MAYOR IN MY CAREER HERE IN MCKINNEY, I'VE WRITTEN SEVERAL LETTERS TO OUR CONGRESSMEN ON BEHALF OF OUR YOUNG PEOPLE IN MCKINNEY TO HELP THEM GET INTO SOME OF OUR SERVICE ACADEMIES. AND EARLIER THIS YEAR LAST YEAR, I SPOKE ABOUT MATTEO BIANCHI FROM MCKINNEY NORTH HIGH SCHOOL. HE WAS THE DALLAS MORNING NEWS PLAYER OF THE WIG FOR HAVING. 15 TACKLES A BLOCKED PUNT BLOCK PAST SIX TACKLES FOR LOSS AND THAT YOUNG MAN IS NOW COMMITTED TO THE NAVAL ACADEMY. AND THAT IS SUCH AN ACCOMPLISHMENT JUST TO GET IN. TO THE NAVAL ACADEMY BECAUSE YOU HAVE TO HAVE THE CONGRESSIONAL RECOMMENDATION YOU HAVE TO PROVE THAT YOU CAN MAKE THE GRADE AND YOU CAN BE AN OUTSTANDING CITIZEN AND THAT YOUNG MAN IS GOING UP TO ANNAPOLIS TO REPRESENT MCKINNEY, TEXAS, AND I COULDN'T BE MORE PROUD. MATTEO BIANCHI FROM MCKINNEY NORTH HIGH SCHOOL. HE'LL BE PLAYING LINEBACKER FOR NAVY AND I'M SURE YOU'RE GOING TO HEAR THAT NAME AGAIN. THANK YOU, MR MAYOR. I'M GOING TO PICK YOU BACK UP ON SOME OF THE OTHER COMMENTS TODAY. JUST WANTED TO THANK MICHAEL KOWSKI AND HIS STAFF WITH PARKS AND RECS. THIS IS PARKS AND RECS MONTH HAS BEEN A VERY ACTIVE MONTH FOR THEM. AND WE'VE SEEN A LOT OF GREAT RENOVATIONS FOR OLD SETTLERS AND THE SENIOR REC CENTER. AND THEN YOU KNOW, NEXT WEEK WE'LL HAVE A NICE BIG EVENT FOR, UM COTTONWOOD. BUT THEY'VE DONE AN OUTSTANDING JOB. SO THANK YOU FOR THAT INVESTMENT, BUT ALSO WANT TO THANK THE CDC FOR ALSO SUPPORTING ALL OF THOSE PROJECTS AND ALL OF THE WORK THAT GOES INTO THAT. ALSO WANT TO GIVE A SHOUT OUT TO CITY CHURCH OF MCKINNEY. NICE UH, GREAT, NONPROFIT ORGANIZATION. THANK YOU FOR TAKING MY KIDS FOR A WEEKEND OVERNIGHT CAMP A COUPLE OF WEEKS AGO. THEY REALLY POUR INTO THESE KIDS AND. DID A LOT OF ETIQUETTE TRAINING AND TEACHING ABOUT JUST HYGIENE AND HAIR AND ALL SORTS OF THINGS, BUT THEY HAD A WONDERFUL, WONDERFUL TIME AND LOVE THAT ORGANIZATION. THANK YOU FOR ALL THAT YOU DO HERE.UM. ALSO WANTED TO SPEAK ABOUT THE CRAPE MYRTLE. UH, ISSUE. STAFF IS DEFINITELY AWARE THOSE SIGNS HAVE DISAPPEARED. THEY'VE BEEN KNOCKED DOWN. YOU KNOW, THERE'S ALL SORTS OF THINGS THAT HAPPENED WITH THEM. BUT STAFF IS WORKING WITH THE CRAPE MYRTLE FOUNDATION TO MAKE SURE TO RESTORE THOSE SO THAT IT GETS BACK TO ITS ORIGINAL, UM, STATUS THERE. THAT'S ALL I HAVE RIGHT NOW. PROTEST. I DON'T HAVE ANYTHING. ENTER. THANK YOU, MR MAYOR. MEMBERS OF THE COUNCIL. JUST COUPLE THINGS. UH, YES, WE ARE. WE ARE FRUSTRATED ABOUT THE CONDITION OF THE MEDIANS AS WELL. WE GET THAT FEEDBACK FROM A NUMBER OF FOLKS. WE HAVE HIRED A NEW SUBCONTRACTOR. IT'S BEEN A WET YEAR. THE LABOR IS NOT EXACTLY EASY TO COME BY AND FINDING CONTRACTORS WHO CAN PROVIDE THE LABOR TO KEEP UP WITH THE WORK HAS BEEN ESPECIALLY CHALLENGING THIS YEAR, SO UNIQUE, NICK TIME FOR SURE AND LOTS OF DIFFERENT INDUSTRY SECTORS AND FINDING LABOR. HAS BEEN VERY DIFFICULT. THAT SAID, THERE'S NO EXCUSE. OUR FOLKS ARE OUT THERE DOING
[01:15:03]
WHAT THEY CAN. WE ARE WORKING HARD TO GET. THE MEDIA IS CLEANED UP. I DO JUST WANT TO CLARIFY ONE THING, HOWEVER, VIRGINIA PARKWAY. THE WEEDS ON VIRGINIA PARKWAY ARE NOT THAT WE HAVEN'T ACCEPTED THAT ROADWAY YET. THERE'S THE GENERAL CONTRACTOR IS NOT COMPLETED THE PROJECT. WE HAVE NOT FULLY ACCEPTED IT, WE WOULD NEVER ALLOW THE WEEDS TO GROW UP IN THE NEW LANDSCAPING LIKE IT HAS BEEN. YOU'RE GONNA HAVE TO CORRECT THAT, OR CERTAINLY, WE'RE NOT GONNA ADDRESS IT UNTIL WE FULLY ACCEPTED THE PROJECT. THEY'RE STILL DEALING WITH THE PUNCH LIST ITEMS. IT'S BEEN A LONG PROJECT. THEY'RE NOT COMPLETED YET, AND THEREFORE THE CITY HAS NOT YET ACCEPTED THAT SEGMENT. UM. IN THE CREATE MYRTLE FOUNDATION IS THE ENTITY WHO OWNS THOSE SIGNS ON ELDORADO. WE TALKED ABOUT THEY THEY WILL REPLACE THOSE WERE WORKING WITH THEM ON THAT. ENCORE ELECTRIC HAS STARTED ITS ROUTINE TREE TRIMMING MAINTENANCE ALONG VIRGINIA PARKWAY. WELL, THEY WILL BE PRUNING TREES AND REMOVING VEGETATION. A SAFE DISTANCE AWAY. SO THERE SO THAT THEY ARE A SAFE DISTANCE AWAY FROM THE POWER LINES. RESIDENTS NEAR THE TREE TRIMMING AREA WILL RECEIVE BRIGHT GREEN DOOR HANGER HANGERS NOTIFYING THEM. THAT WORK WILL BEGIN SOON FOR QUESTIONS CONCERNING THE WORK.VISIT ENCORE .COM FOR MORE INFORMATION. WE'RE ALSO INVITING THE PUBLIC AS COUNCILMAN BELLER HAD ALREADY ALLUDED TO WERE INVITING THE PUBLIC TO CELEBRATE THE REOPENING OF COTTONWOOD PARK THIS SATURDAY. JULY 24TH. THIS IS AN EVENING EVENT. THAT'S BECAUSE THEY'RE HAVING A FREE MOVIE IN THE PARK. BEGINNING AT DUSK. IT IS THIS SATURDAY, JULY 24TH IN THE EVENING, AND THE CITY HAS REIMAGINED THIS PARK WITH A SHADED BASKETBALL COURT TO NEW PAVILIONS AND PLAY STRUCTURES. SWINGS AND A SPLASH. FEATURE WATER FEATURE ALONG WITH NEW LIGHTING, IMPROVE PARKING LOT AND PEDESTRIAN PATH, SO WE'RE LOOKING FORWARD TO CELEBRATING THIS UPGRADED PART PARK WITH THE COMMUNITY AND AS PART OF OUR ONGOING PARKS. RECREATION MONTH. SO WITH THAT THAT IS ALL I HAVE, MR MAYOR. UM. FREDERICK. I FOLLOWED THAT BILL AND WANT TO THANK YOU FOR WHAT? YOU DID, UH, WOULD ALL YOUR PARTICIPATION DOWN THERE AND ALL THE WORK THAT YOU DO, AND IT'S A GREAT BILL. AND THANK YOU. I SAID LAST TIME I SAY IT AGAIN.
