MY NAME IS LYNN MCLEAN AND I HAVE THE PRIVILEGE OF BEING THE CEO OF THE CHILDREN'S ADVOCACY CENTER OF COLLIN COUNTY. THANK YOU SO MUCH FOR GIVING US THIS OPPORTUNITY TO DO THIS PRESENTATION REGARDING OUR APPLICATION TO THE CDC TO COVER THE COST OF EARTHWORK AND UTILITIES FOR THE NEW ADDITIONAL FACILITY FOR THE CHILDREN'S ADVOCACY CENTER OF COLLIN COUNTY, WHICH WILL BE LOCATED MCKINNEY. THE MISSION OF THE CHILDREN'S ADVOCACY CENTRES TO PROVIDE SAFETY, HEALING AND JUSTICE FOR CHILDREN VICTIMIZED BY ABUSE OR NEGLECT IN COLLIN COUNTY. WE ACCOMPLISHED THIS MISSION THROUGH A MULTIDISCIPLINARY TEAM APPROACH COHOUSING AND COORDINATING THE EFFORTS OF ALL OF THE PROFESSIONALS WHO HANDLE CHILD ABUSE CASES IN ONE LOCATION. OUR CURRENT FACILITY IN PLANO HOUSES CHILD PROTECTIVE SERVICES LAW ENFORCEMENT FROM SEVERAL JURISDICTIONS, A TEAM OF STAFF WHO WORKED FOR THE CHILDREN'S ADVOCACY CENTER WHO PROVIDE SERVICES THAT STRENGTHEN AND SUPPORT THE SERVICES OFFERED BY THE CITY, COUNTY AND STATE AGENCIES. THESE SERVICES ARE FORENSIC INTERVIEWS OF ALL ALLEGED VICTIMS OF CHILD ABUSE OR NEGLECT, FAMILY ADVOCACY SUPPORT SERVICES FOR FAMILIES FROM THE INITIAL DISCLOSURE OF THE ABUSE TO THE COMPLETION OF THE CRIMINAL PROCESS. THERAPY FOR VICTIMS AND NON OFFENDING FAMILY MEMBERS THAT ARE IMPACTED BY THE ABUSE. ALL OF THE SERVICES WE OFFER AT THE CENTER ARE OFFERED FREE OF CHARGE FOR AS LONG AS FAMILIES NEED OUR HELP. WE'VE BEEN RATED AS FOUR STARS ON CHARITY NAVIGATOR FOR 10 YEARS IN A ROW. UM, AND THIS MULTIDISCIPLINARY TEAM APPROACH RESULTED IN A 92% CONVICTION RATE OF THOSE WHO HARM CHILDREN IN 2019. IT'S NO SECRET THAT COLLIN COUNTY IS GROWING AND POISED FOR EVEN MORE EXPONENTIAL GROWTH IN THE COMING YEARS. A NUMBER OF YEARS AGO, THE LEADERSHIP AT THE CENTRE BECAME INCREASINGLY CONCERNED. ABOUT THIS PROJECTED DRUGS AND OUR ABILITY TO CONTINUE TO OFFER SERVICES TO 100% OF CHILDREN WHO NEED OUR HELP. THE TEXAS STATE DEMOGRAPHER. WE LEARNED THAT THE CHILD POPULATION IS PROJECTED TO GROW FROM 265,000 TO 750 BY 2050. WE ALSO DETERMINED THAT THE NUMBER OF ALLEGED VICTIMS OF CHILD ABUSE IS PROJECTED TO GROW FROM 5000 TO 15,000. AND THE NUMBER OF CLIENTS WE NEED TO BE PREPARED TO SERVE IS PROJECTED TO GROW FROM 3500 TO 10,000. FROM THE SCHOOL DISTRICTS IN COLLIN COUNTY. WE LEARNED THAT THE DETERMINE THAT THE GROWTH WILL LARGELY BE IN THE NORTHERN PART OF COLLIN COUNTY. WE ALSO DETERMINED THAT WILL REACH MAXIMUM CAPACITY TO SERVE CHILDREN IN OUR CURRENT FACILITY BY 2023. SO THE DECISION WAS MADE TO ESTABLISH A SECOND FULL SERVICE FACILITY IN MCKINNEY TO MEET THE GROWING NEEDS OF OUR COUNTY FOR THE NEXT 15 TO 25 YEARS. THE FACILITY WILL HOUSE CPS. LAW ENFORCEMENT, FORENSIC INTERVIEWERS, FAMILY ADVOCATES IN THERAPISTS AND WILL SERVE NORTHERN COLLIN COUNTY. THE PROJECT HAS BEEN THE BENEFICIARY OF BROAD BASED COMMUNITY SUPPORT FROM THE BEGINNING. CAPITAL CAMPAIGN WAS LAUNCHED TO RAISE $10 MILLION TO BUILD THIS FACILITY AND THE GOAL WAS SEXUAL WAS SUCCESSFULLY ACHIEVED BY THE END OF 2020. DAVID BROOKS AT INDEPENDENT BANK HAD LANDED 3 80 IN CENTRAL THAT WAS VALUED AT $1.4 MILLION THAT HE MADE AVAILABLE TO THE CENTER FOR $400,000. K. D C IS THE PROJECT MANAGER FOR THIS PROJECT AND THEY ARE OFFERING THEIR THEY HAVE PROVIDED THEIR SERVICES ON A PRO BONO BASIS. THE CONSTRUCTION PROCESS ACTUALLY STARTED ON JULY 1ST AND THE BUILDING IS EXPECTED TO BE FULLY OPERATIONAL BY AUGUST OF 2022. SINCE THE PROJECT LAUNCHED NO SURPRISE TO YOU ALL CONSTRUCTION COSTS HAVE SKYROCKETED, PARTICULARLY THE COST FOR STRUCTURAL, STEEL AND CONCRETE AND LUMBER. THE CENTER HAS WORKED VERY HARD TO MANAGE THESE THESE EXPENSES, AND YET THE COSTS CONTINUE TO RISE. OUR GOAL IS TO COMPLETE THIS PROJECT WITHOUT HAVING TO TAP INTO OUR OPERATING RESERVES, WHICH ARE DEDICATED TO SERVING OUR CHILDREN. THIS $250,000 GRANT WILL ENSURE THAT THERE ARE ENOUGH FUNDS TO COMPLETE THIS PROJECT. ULTIMATELY WE WANT TO BE SURE THAT NO MATTER HOW LARGE PAULING COUNTY GETS

THE COST TO BUILD THIS BUILDING HAVE RISEN EXPONENTIALLY SINCE WE INITIALLY SET THAT FUNDRAISING TARGET OF $10 MILLION AT THIS POINT, WE'VE ALREADY GONE THROUGH A VALUE ENGINEERING PROCESS TO REDUCE THE COST BY $650,000. WE STARTED THIS PROJECT, THE CONSTRUCTION PART OF THIS PROJECT WITH $200,000 CONTINGENCY THAT WAS ALREADY HAS ALREADY BEEN SPENT BECAUSE OF THE INCREASE IN STRUCTURAL STEEL. SO BEFORE THEY EVEN BROKE GROUND, WE'VE ALREADY SPENT OUR CONTINGENCY. SO WHAT? WE'VE BEEN TOLD BY K. D. C. BECAUSE THERE WASN'T A COMPREHENSIVE APPROACH TO THESE CASES FOR THESE KIDS, SO I GOT THE OPPORTUNITY TO TOUR THE FACILITY DURING LEADERSHIP, MCKINNEY AND 2019. YOU'RE EARLY 2020 AND THE STAFF IS UNBELIEVABLE. THEY ARE VERY ORGANIZED. THEY HAVE A VERY FOCUSED APPROACHED SO THAT THEY CAN REALLY SERVE SERVE OUR COMMUNITY SERVE THESE KIDS AND THEIR FAMILIES. THEY DON'T JUST SERVE THE KIDS. THEY ALSO SERVE THE FAMILIES OF THESE KIDS WHO HAVE BEEN AFFECTED. UM THIS PROJECT. UM THEY. DIDN'T MENTION A FEW OTHER THINGS THAT THEY PROVIDE FOR FREE FOR EVERY CHILD IN COLLIN COUNTY. THEY ALSO PROVIDE IN COURT EXPERT WITNESS AND IT SAVES SO MUCH MONEY FOR ALL OF OUR CITIZENS. SO YOU KNOW THE NUMBER OF HOURS THEY PUT IN NOT JUST FOR THAT, BUT ALSO FOR HELPING THE KIDS BEFORE THEY GO TO COURT TRAINING THEM HOW TO ANSWER THE QUESTIONS AND HOW TO BE COMFORTABLE IN COURT. SO MANY SERVICES THAT YOU CANNOT PUT INTO ONE PRESENTATION, BUT. THIS IS THE TYPE OF PROJECT THAT I REALLY BELIEVE THAT THE CITY OF MCKINNEY NEEDS TO SUPPORT.
