LIAISON REPORTS. 21 OH, SEVEN. OH, NINE. UM AS FAR AS FROM MY STANDPOINT, I DON'T HAVE A LOT TO SAY, WHICH IS, I GUESS, SOMETIMES UNUSUAL. BUT. I'M JUST GOING TO MOVE ON TO MR GROUNDS WITH THE CITY MCKINNEY. GOOD MORNING, MR CHAIRMAN, MR PRESIDENT, MEMBERS OF THE BOARD AND PAUL GRAHAM CITY MANAGER. JUST A COUPLE UPDATES FOR YOU. THE BIG ONE OF COURSE THIS PAST WEEK LAST FRIDAY, WE SAT IN THIS VERY ROOM. AND PRESENTED A BUDGET TO THE CITY COUNCIL.$171 MILLION GENERAL FUND BUDGET $618 MILLION ALL FUNDS. $113 MILLION OF THAT GOES TO THE WATER FUND AND 190 MILLION IN CAPITAL IMPROVEMENTS. WE'VE GOT A BUSY YEAR AHEAD OF US.
AND WE CERTAINLY APPRECIATE. THE COUNCIL AS CONSIDERATION OF OUR BUDGET PROPOSAL. WE ARE PROPOSING A TAX RATE OF 0.4977. THAT IS THE FIRST TIME IT'S BELOW 50 CENTS. THAT'S EFFECTIVE, PLUS 2% AN EFFECTIVE RATE PLUS 2. AND WE PRESENTED A VARIETY OF DATA BUDGET PRESENTATION ARE INFLATION IS RUNNING NEARLY 6% WE'RE GOING TO BE ABSORBING SIGNIFICANT AMOUNT OF INFLATIONARY PRESSURES AND INCREASES IN THIS BUDGET, BUT WE THINK WE CAN HANDLE IT. WE ARE SPREADING IT OUT ACROSS A LARGER TAX BASE, WHICH HELPS. BUT IT IS THAT EFFECTIVE PLUS 2% READING 11, NEW POLICE OFFICERS AND TWO CIVILIAN POSITIONS IN THE POLICE DEPARTMENT. NINE NEW FIREFIGHTERS AND AN M S CAPTAIN. 43 GENERAL FUND POSITIONS ALTOGETHER, 23 OF WHICH ARE ATTRIBUTED TO PUBLIC SAFETY. THE DETAILS OF THAT CAN BE FOUND ONLINE ON OUR WEBSITE IF YOU GO TO FINANCIAL SERVICES SECTION OF OUR WEBSITE, YOU'LL BE ABLE TO SEE THE BUDGET DOCUMENTS THE BUDGET PROPOSAL AS WELL AS THE EXISTING BUDGET.
AND AS YOU KNOW, THE BDC'S PORTION OF THAT IS $17.8 MILLION. SHIFTING GEARS TONIGHT IN THIS ROOM WORK SESSION. I SHOULD SAY THIS AFTERNOON AT THE COUNCIL WORK SESSION STARTS AT 3 30 PM TODAY, A LITTLE UNUSUAL START TIME DIDN'T NEED A FULL HOUR EXTRA, BUT WE NEED THE EXTRA 30 MINUTES, BUT. 3 30 TODAY THE COUNCIL WILL BE RECEIVING A PRESENTATION ABOUT ROAD CONNECTIVITY IMPROVEMENTS. ON THE EAST SIDE. UM. WE'VE HAD SEVERAL PUBLIC INPUT SESSIONS THUS FAR AND TONIGHT WILL BE AN OPPORTUNITY TO DISCUSS THE VARIOUS OPTIONS THAT STAFF AND OUR CONSULTANTS HAVE COME UP WITH TO INCREASE OR IMPROVE CONNECTIVITY ON THE EAST SIDE AS WE SEE REDEVELOPMENT. WITH CITY HALL AND TOPS AND OTHER THINGS WE WANT TO TRY TO IMPROVE THAT ROADWAY NETWORK. AND SO TONIGHT, YOU'LL GET TO SEE A PRESENTATION OF THAT. IF YOU CHOOSE. YOU CAN, OF COURSE, VIEW IT ONLINE. PERSON WOULD LOVE TO SEE YOU. THAT IS ALL I HAVE, AND I WILL STAY STAND FOR ANY QUESTIONS. QUESTIONS. SIR. OKAY, THANK YOU. EXTRA I DIGRESS COULD BECAUSE THERE WASN'T NO, NOT FOR YOU. GO AHEAD. YOU'RE DONE. YEAH. YES, SIR. NO, I DID THINK OF SOMETHING THAT I MEANT TO BRING UP SO I'M GOING BACKWARDS BACK TO ME. I WAS AT A LUNCHEON THIS PAST WEEK AT THE SALESMANSHIP CLUB, GET UPDATE AND FINAL NUMBERS ON THE. BYRON NELSON, AND FROM A PHILANTHROPIC STANDPOINT. I'M PLEASED TO ANNOUNCE. THINK MCKINNEY IS SO GREAT THAT. THEY RAISED MORE THAN TWICE THE AMOUNT OF MONEY THAT THEY RAISED THEIR LAST TWO TOURNAMENTS. EVEN THEN, A COVID EVEN THOUGH WE HAD A COVID YEAR.
SO THEY'RE ABSOLUTELY EXCITED ABOUT BEING HERE IN MCKINNEY, TEXAS. OH FRANK'S YOUR SON, I
[00:05:02]
DID MEAN TO BRING FOR ANOTHER 10 YEARS OR PROBABLY CHECKED EXTENSION. YEAH, THEY PROBABLY WILL. AT SOME POINT, I'M SURE WE'RE NOT LETTING GO. UH NO, THAT WAS FANTASTIC THAT THEY, THEY ANNOUNCED THAT THAT'S REMARKABLE IN LIGHT OF THE LIMITED TICKETS TOO, RIGHT, RIGHT. I MEAN, THAT'S WHAT LIMITATION ON NUMBER OF TICKETS. THEY SO THAT THE FOUR DAYS OF MERCHANDISE SOMEDAY ONE I MEAN THIS. CREDIBLE. SO ANYWAY, I DIDN'T MEAN TO BRING THAT UP AND I FORGOT. CHAMBER OF COMMERCE. GOOD MORNING. BOARD. PETER. UH WELL, FIRST OF ALL, CONGRATULATIONS, BRIAN, TOO, BECAUSE I KNOW YOU PUT A LOT. THERE ARE A LOT OF PEOPLE WHO WERE INVOLVED IN THE BYRON NELSON. BUT YOU PULL OUT OF YOUR TIME AND EFFORT INTO IT, SO THAT'S. THANK YOU FOR THAT FOR YOUR SERVICE AND ALL THE OTHER PEOPLE TOO, AS WELL.THAT'S AMAZING NEWS. SO THAT'S AWESOME FOR MCKINNEY, A COUPLE OF THINGS GOING ON, SO WE ARE CONTINUING ON WITH OUR PROGRAMMING. A COUPLE OF THINGS, UM, SOME EVENTS THAT YOU MIGHT BE OF INTEREST TO YOU. SAVE THE DATE FOR OUR STATE OF THE CITY, WHICH IS NOVEMBER 4TH AT CHRIST FELLOWSHIP CHURCH AT 11 O'CLOCK, ALWAYS A VERY GOOD EVENT. LOTS OF INFORMATION. AND A GOOD WAY TO CONNECT WITH MANY, MANY PEOPLE. WE HAVE OUR CEO SERIES IS COMING UP ON UH HUH. AUGUST THE 31ST AND YOU'LL PROBABLY BE INTERESTED TO HEAR OUR FEATURED CEO, WHICH IS JENNA COVINGTON, WHO IS THE NEW EXECUTIVE DIRECTOR FOR THE NORTH TEXAS MUNICIPAL WATER DISTRICT. VERY IMPORTANT AND KEY ROLE, AND, UM, IN OUR COMMUNITY, SO SHE WILL BE OUR FEATURED EXECUTIVE AT THAT EVENT. UM, AND OUR WOMEN'S BUSINESS CONFERENCE. UM. WHILE YOU MAY NOT BE IN ATTENDANCE, WE HAVE MANY OF OUR FEMALE EXECUTIVES, CEOS. PEOPLE IN CORPORATE LEVEL AND BUSINESS OWNERS WILL BE ATTENDING ON OCTOBER ENDING ON SEPTEMBER 23RD AND OUR YOUNG PROFESSIONALS TODAY WILL BE AT SRS. UM, THEY WILL BE TOURING THE HEADQUARTERS. OF SRS. SO ANOTHER GREAT PROJECT THAT WE GOT TO SEE COME UP IN MAKENI, AND THEY'LL BE THERE TODAY AT FOUR O'CLOCK AND THEN BE, UH, FOLLOWING UP WITH WITH AN AFTER HOURS. A COUPLE OF THINGS TO WANTED TO, UM, GIVE YOU AN UPDATE. WE ARE MOVING FORWARD AS A CHAMBER OF COMMERCE, PUTTING TOGETHER A PETITION TO PUT PACKAGE LIQUOR CELLS ON.
THE MAY 2022. ELECT BALLOT. SO OUR TIMELINE RIGHT NOW WE'VE MET WITH SEVERAL PEOPLE WE'VE GOT WE'VE ASSEMBLED. WE'RE STILL SAMPLING SOME FUNDING, BUT WE HAVE SOME VERBAL COMMITMENTS. THE CHAMBER BOARD WE'RE PUTTING $50,000 INTO IT OURSELVES INTO THE ELECTION OR INTO THE PETITION PHASE, WHICH IS. THE MAJORITY OF THE WORK THAT HAS TO BE DONE BECAUSE WE HAVE TO GET OVER 22,000 SIGNATURES OF REGISTERED VOTERS IN A 60 DAY PERIOD, WHICH IS, UM, THE CHALLENGE THAT WE FACE BECAUSE OF. BEING A LARGER COMMUNITY LOOKING TO PUT THIS WET, DRY ELECTION ON THE BALLOT, SO WE HAVE A DEADLINE OF FINALIZING ALL OF OUR FUNDING BY OCTOBER 1ST SO THAT WE CAN START THE PETITION. AT THE END OF OCTOBER THAT WERE POSITIONED FOR THE MAY 2020 ELECTION. SO I WANT TO GIVE YOU AN UPDATE ON THAT WE CONTINUE TO MEET WITH DIFFERENT DEVELOPERS AND. POTENTIAL LIQUOR PACKAGE LIQUOR STORES THAT WOULD HAVE AN INTEREST IN FUNDING THE ELECTION AND AGAIN HAVE SOME VERBAL COMMITMENTS AND WILL BE KNEELING DOWN MORE OF THOSE BY THAT OCTOBER 1ST DATE. AND THEN AS ALWAYS, WE CONTINUE OUR ADVOCACY EFFORTS. WE'VE BEEN DOWN IN AUSTIN, UM. DURING THESE CRAZY SESSIONS, BUT REALLY TRYING TO FOCUS ON WHAT'S WHAT'S TRULY IMPORTANT, WHICH IS OUR REDISTRICTING WILL BE COMING UP IN THE NEXT SPECIAL SESSION THAT THAT NOW THAT THE CENSUS HAS BEEN. DATA HAS BEEN RELEASED, SO WILL BE FOCUSED ON THAT AS WELL AS THE ALLOCATION OF SOME OF THE FUNDS THAT HAVE COME DOWN THROUGH THE FEDERAL GOVERNMENT THAT THE STATE HASN'T ALLOCATED YET AND WE WANT TO MAKE SURE THAT WE SEE THAT GOING TO DIFFERENT INFRASTRUCTURE, PUBLIC SCHOOLS, THAT SORT OF THING, SO WE'LL BE MONITORING THAT AND KEEPING AN EYE ON THE REAL THE REAL WORK THAT WE WANT OUR ELECTED OFFICIALS TO BE DOING IN AUSTIN. AND THEN ONE OTHER, JUST A, UH A BIG SHOUT OUT TO MADISON CLARK. SHE ASSEMBLED SHE'S BEEN WORKING ON PUTTING TOGETHER OUR BUSINESS RETENTION AND EXPANSION EFFORTS. AND LET A GREAT MEETING YESTERDAY, PULLING IN ALL THE DIFFERENT ENTITIES THAT HAVE BEEN INVOLVED IN THAT OR SHOULD BE INVOLVED IN THOSE VISITS AND PULLING TOGETHER A GREAT PROGRAM. SO WE'RE LOOKING FORWARD TO KICKING THAT BACK OFF. WE STARTED OUR WORK IN 2019 AND COVID, UM, KIND OF MADE A LITTLE BIT OF A. DETOUR IN THE BEST WAYS TO EXECUTE ON THAT, BUT MEDICINE IS DOING AN
[00:10:07]
EXCELLENT JOB AND WE LOOK FORWARD TO PARTNERING AGAIN ON THOSE ON THOSE CALLS THOSE VISITS AND REACHING OUT TO OUR BUSINESSES. WITH THAT I'LL STAND FOR ANY QUESTIONS. ALL RIGHT. WELL, THANK YOU VERY MUCH. THANK YOU VERY MUCH. THANK YOU FOR EVERYTHING YOU WILL DO. CDC. MR CHAIRMAN, MR PRESIDENT, MEMBERS OF BOARD CAPTAIN MIGUEL. HE IS ON FOR THE M C. D C. JUST A FEW QUICK UPDATES. WE ARE IN OUR SUMMER CYCLE FOR GRANT REVIEWS.PROJECT GRANTS ARE MAJOR. SOME OF OUR MAJOR INITIATIVES AND WILL BE, UM. HAVING SOME BOARD ACTION ON AUGUST 26 FOR CONSIDERATIONS FOR HABITAT FOR HUMANITY. THE HERD CRAIG, SIR FOR THE ARTS, CHILDREN'S COLLIN COUNTY CHILDREN'S ADVOCACY CENTER. UM AND SOME MAJOR CONSIDERATIONS FOR THE MCKINNEY PARKS AND RECREATION. DURING OUR JULY 22ND MEETING. WE APPROVED NINE DIFFERENT GRANTS FOR SOME WONDERFUL ACTIVITIES WHICH WILL BE GOING FOR THE PROMOTIONAL AND COMMUNITY EVENTS TO BRING FOLKS IN. UM. SO WE'RE LOOKING FORWARD TO ALL THE FALL THINGS THAT WILL BE HAPPENING IN THE CITY OF MAKENI. UM. LOOKING AT TWO. WE RECEIVED TWO APPLICATIONS FOR THE RETAIL DEVELOPMENT INFRASTRUCTURE GRANTS. THOSE ARE ITS IMAGINE GRANT PROGRAM, WHICH. COVERS ELIGIBLE EXPENSES TO HELP WITH. HORIZONTAL INFRASTRUCTURE SITE WORK, DRAINAGE STEWARDS, SO THOSE THOSE ARE A NICE ADDITION TO SOME OF THE GRANTS THAT WE PROVIDE OUT TO THE AREA. OUR OUR COLLEAGUES OUR MEETING THIS MORNING FOR THEIR SUBCOMMITTEE WITH THE TOPS BREWERY EXPANSION PROJECT THAT'S CONTINUING. THE SITE PLAN WAS APPROVED BY PLANNING AND ZONING AT OUR JULY 27TH MEETING. AND LOOKING TO, UM. ADDITIONAL EXTENSION OF THE DEADLINE FOR CONSTRUCTION PROJECT TO MOVE THAT FORWARD TO SEPTEMBER 30TH. AND UM I THINK THE TARGET IS TO PRESENT TO THE BOARD AT THE AUGUST 26TH MEETING, SO I THINK THAT'S COMING. WE IN YOUR PACKET? YOU SHOULD HAVE SOME INFORMATION THAT THE RETAIL COACH HAS PROVIDED FOR UPDATED DEMOGRAPHIC INFORMATION THAT HAS SOME INTERESTING THINGS THAT YOU MAY WANT TO TAKE A LOOK AT AND LAST BUT NOT LEAST.
ONE OF OUR SUBCOMMITTEES IS WORKING ON THE ONE HEART MCKINNEY. UM HOW THAT'S GOING TO PAN OUT LOOKING AT A POTENTIAL COLLABORATIVE SERVICES. PROJECT WHICH WILL HAPPEN AMONGST, UM. AND NOT FOR PROFIT COMMUNITY. SO WE HAVE A MEETING SCHEDULED OCTOBER NIGHT.
OUR AUGUST 19TH FROM 4 TO 6. IF ANY OF YOU ARE INTERESTED IN CHECKING THAT OUT, HAPPY TO GIVE YOU FURTHER INFORMATION. THAT ANY QUESTIONS? I WANT TO POINT OUT YOU MENTIONED IT BRIEFLY. THE STUDY FROM THE RETAIL COACH. I WANT TO THANK YOU FOR THAT. I SAVED IT ON MY COMPUTER. I HAVEN'T REALLY TAKEN A DEEP DIVE INTO, BUT THAT'S A REALLY MAGNIFICENT RESOURCE FOR ANYBODY WHO'S THINKING ABOUT STARTING ANY KIND OF BUSINESS TO DETERMINE WHAT THE DEMAND IS. AND. VERY OBJECTIVE FULL OF INFORMATION, AND I JUST WANT TO CALL ATTENTION TO THAT BECAUSE I THINK THAT'S AN UNDERUTILIZED RESOURCE. AND WE'RE GRATEFUL FOR THAT. YEAH, IT'S REALLY PROVIDED A LOT OF GREAT INFORMATION, ESPECIALLY FOR, UM.
MAIN STREET JUST TO BE ABLE TO REALLY HELPS IN THE PLANNING OF SOME OF THE EVENTS THAT ARE GOING ON TO SEE WHO ACTUALLY IS COMING, UM AND BE ABLE TO MORE POINTEDLY DIRECT ACTIVITIES AND CAPTURE. MENTAL ORGANIZATION REPORT. MR CHAIRMAN, I DON'T HAVE ANYTHING IN ADDITIONAL TO ADD TO THE REPORT. THANK YOU. BY ANY QUESTIONS, COMMENTS DISCUSSION, ALL RIGHT? 21. OH 711 METRIC[Consider/Discuss MEDC Monthly Metrics Dashboard Report]
DASHBOARD REPORT. SO AGAIN, WE'RE STILL HAVING A VERY STRONG YEAR WITH ALL OF OUR DIFFERENT COPIES THAT WE'VE BEEN MEASURING, UM, WE ARE ON WE WITH. THE ANNOUNCEMENT COMING NEXT NEXT MONTH, WE WILL SET AND YET AGAIN A NEW RECORD FOR INVESTMENT IN MCKINNEY, SOON TO BE ANNOUNCED. STAY TUNED, EVERYBODY. UM WE'RE JUST KEEP GETTING STRONGER YEAR EVERY YEAR AND THE AMOUNT OF INTERESTED DEVELOPERS AND COMPANIES THAT ARE LOOKING AT MAKENI, WHICH IS JUST A TESTAMENT TO HOW WHAT WE'RE DOING IS A CITY SO UM. GOOD NEWS TO COME A COUPLE SHORT WEEKS AND. AREA VISITS, YOU'LL SEE WHERE WE'RE REALLY AGAIN. I WILL ECHO WHAT'S BEEN SAID MADISON HAS BEEN DOING A GREAT JOB OF TAKING OVER ARBITRARY EFFORTS AND GETTING US BACK OUT THERE TO CONNECTING WITH THE EXISTING BUSINESS COMMUNITY.WHICH IS A KEY IMPORTANT THING FOR ORGANIZATION AND FOR SUSTAINING THE GROWTH OF OUR COMMUNITY. AGAIN. ALL OF THE OTHER METRICS. I KNOW WE HAVE A COMMUNITY FORUM COMING UP SO BY PROBABLY BY THE NEXT MEETING, IF NOT THE FOLLOWING, WE SHOULD HAVE. MARKS IN ALL CATEGORIES BY THEN. BUT RIGHT NOW, EVERYTHING IS PERFORMING ABOVE PART. GOOD JOB. NEXT. WE HAVE A
[Consider/Discuss/Act on June 2021 Financials]
REGULAR AGENDA. 21 71 TO CONSIDER DISCUSS OUT ON JUNE 2021 FINANCIALS. HOLLOWAY. SEE YOU. MORNING. THANK YOU FOR HAVING ME THIS MORNING ASSUMING YOU HAVE GOOD NEWS, SO THAT'S GOOD TO SEE YOU. IT DOES APPEAR TO BE GOOD NEWS. I WAS LOOKING AT THEM. SO TODAY WE'RE ASKING THAT YOU APPROVE THE JUNE 2021 FINANCIALS. VERY BRIEF HIGHLIGHTS. WE HAD COLLECTIONS FOR OF ABOUT 1.5 MILLION IN JUNE EXPENSES ABOUT 800,000 FOR JUNE. SALES TAX ONCE AGAIN, UM DOING VERY WELL, UM, 1.5 MILLION IN COLLECTIONS. IT'S A QUARTER OF THE CITY'S OVERALL COLLECTIONS. WAS UP 14.9% OVER JUNE OF LAST YEAR, AND WE'RE UP ABOUT 11 OR 12% FOR THE YEAR SO FAR THIS YEAR OVER LAST YEAR. UM AND AS AS MR GRAHAM'S MENTIONED, WE WILL BE ADOPTING BUDGET VERY SOON. WE'RE GOING TO SET YOUR SALES TAX AT ABOUT 5% ABOVE WHAT WE PROJECT FOR END OF YEAR. SO IT WILL BE A BE ANOTHER VERY STRONG HERE. WE'RE HOPING FOR NEXT YEAR. I DON'T SEE THE. THE SALES TAX SLOWING DOWN, ESPECIALLY WITH THE. PROGRAMS MENTIONED, UH THERE IS A FLIP SAAD, YOU'RE SEEING SALES TAX GROWTH. YOU ARE STARTING TO SEE SOME INFLATION HERE. SO ESPECIALLY IT'S ACTUALLY HIGHER THAN THE NATIONAL RATE. SO. IT IS A LITTLE BIT BOTHERSOME, BUT, UH, BUT ONCE AGAIN, IT IS IT IS OUTPACING, SELL SEX GROWTH IS[00:20:03]
OUTPACING THE INFLATION. SO WITH THAT, I'LL BE HAPPY TO TAKE ANY QUESTIONS ON THE JUNE FINANCIALS. PATIENT. EMOTION. MR CHAIRMAN, I MOVE TO APPROVE THE FINANCIALS IS PRESENTED.SECOND SECOND. MY MISTERS. SIP YOUR. CAN BY MR JONES CAST THEIR VOTES. MOTION PASSES.
[Consider/Discuss/Act on Adding a Monthly Report from the McKinney Independent School District (and periodically from other independent school districts) to the “Board and Liaison Updates” section of the MEDC Monthly Board Meetings]
ONLY ONE OUT 713 CONSIDERED A SUSPECT ON ADDING A MONTHLY REPORT FROM THE CANADIAN DEPENDENT SCHOOL DISTRICT. PERIODICALLY FROM OTHER INDEPENDENT SCHOOL DISTRICTS TO THE BOARD LIAISON UPDATES SECTION OF THE MEDIA SEEM NOT THE BOARD MEETINGS. WELL, MR CHAIRMAN SINCE I PUT THIS FORWARD AS AN AGENDA ITEM, I'LL START THE CONVERSATION. I WAS THINKING BACK TO THE SPRINGTIME WHEN ONE OF THE SENIOR EXECUTIVES FROM THE MS SD CAME AND PRESENTED THE CASE. IN SUPPORT OF THE SCHOOL BOND ELECTION, AND DURING THAT MEETING, WE ALL AGREED THAT WE ARE MUTUAL STAKEHOLDERS IN EACH OTHER'S SUCCESS. WE DEPEND ON A STRONG SCHOOL SYSTEM TO ATTRACT BUSINESSES AND THEIR EMPLOYEES, AND THEY CERTAINLY DEPEND ON US TO DEVELOP COMMERCIAL REAL ESTATE TAX REVENUES. SO AT THE TIME, UH, INFORMAL INVITATION WAS MADE, UH FOR THEM TO COME BACK AND TALK TO US PERIODICALLY, IF NOT REGULARLY, AND SINCE WE HAVEN'T DONE THAT YET, I THOUGHT WE. MAYBE GET THAT INTO MOTION AND FORMALLY INVITE REPRESENTATIVES FROM MSD AND OUR OTHER SCHOOL DISTRICTS IN THE CITY TO COME AND TALK TO US AND TELL US WHAT'S GOING ON. AND PERHAPS EVEN. WANTED SOMEONE FROM OUR GROUP. OUR BOARD, UM, SERVICES LIAISON TO THAT SCHOOL DISTRICT SCHOOL DISTRICTS SO WE CAN PRESENT OUR STORY TO THEM. WELL. ANY OTHER DISCUSSION ON THEIR DISCUSSION COMMENTS. YEAH, I'VE GOT IT. I THINK YOU'D BE A GOOD IDEA. THERE'S I'M I DO A LOT OF WORK AT THE SCHOOL DISTRICT, SO I'M OVER THERE A LOT AND HEAR WHAT'S GOING ON. AND THERE'S A. RYAN AND I DISCUSSED BRINGING THEM HERE IN THE SPRING FOR THAT BOND ELECTION DEAL, AND I THINK IT WAS VALUABLE TIME. I DON'T. I DON'T LIKE THE COMMUNITY KNEW WHAT WAS GOING ON. SO YEAH, I THINK I THINK IT'S REAL POSITIVE. THERE'S CONSTANT. COST OF CHANGE OVER THERE AND CONSTANT MANDATES AND.PARCELS AND YOU KNOW IT'S INTERESTING. BEFORE. IF I COULD ADD ONE MORE THOUGHT I DID NOT SURE EARLIER. THIS IS NOT JUST A YOU KNOW? HI. HOW ARE YOU? KIND OF, IS IT? I MEAN, I WOULD HOPE THAT WE WOULD FOSTER AND EVEN STRONGER COOPERATIVE RELATIONSHIP WITH OUR SCHOOL DISTRICTS, PARTICULARLY IN MY SD. BECAUSE AS I SAID EARLIER, THEY DEPEND ON US TO DEVELOP THE COMMERCIAL TAX BASE. WE DEPEND ON THEM TO PROVIDE GOOD EDUCATION TO TRACTOR COMPANIES.
BUT WE NEED TO WORK TOGETHER. I THINK MUCH MORE EFFECTIVELY AND COLLABORATIVELY THAN WE HAVE, AND THERE'S AN OPPORTUNITY THERE. THERE IS, UH. GOT A LOT OUT OF WHEN THEY CAME IN THE SPRING. UH YOU KNOW, I WAS ONE OF THE ONES THAT WENT ON THE TOUR MALVIN. THE SCHOOL, WHICH WAS VERY EYE OPENING IN A POSITIVE WAY. ON A PRACTICAL LEVEL, AND I'M FORGIVE ME. I HAVEN'T THOUGHT THIS THROUGH AT ALL. BUT I THINK MSD IS PROBABLY THE MOST RELEVANT.
GENERALLY SPEAKING WITH US, AND THEN IT COMES DOWN TO ELEANOR FRISCO, RIGHT, BECAUSE THAT'S THE CORRIDOR WE'RE DEVELOPING RIGHT NOW. NOW WE'VE ALSO GOT PROSPER. MAYBE A LITTLE BIT OF LOVE JOY IN THERE, AND I'M NOT SURE ON A PRACTICAL LEVEL. UM, THAT IT MAKES SENSE TO PAY ATTENTION TO THEM ALL EQUALLY. UH, ANY THOUGHTS ON THAT. I HAVE A THOUGHT ON IT. UM. I THINK THE IMPORTANT THING IS. MATTHEW IS A GOOD IDEA. I THINK IT'S WHAT IS THE END GOAL BECAUSE YOU KNOW? WE ARE PARTNERS IN THE SENSE OF. ECONOMIC DEVELOPMENT. TO THE EXTENT THAT IF YOU TALK TO MOST MAJOR COMPANIES WHEN THEY LOOK AT, YOU KNOW. METRICS AS TO WHY THEY WANT TO BE IN A COMMUNITY. ONE OF THE ONE OF THOSE METRICS IS THE QUALITY OF THE PUBLIC EDUCATION SYSTEM. WHERE THEY HAVE A CHOICE BETWEEN PUBLIC AND PRIVATE. AND THAT WAS SOMETHING WE ALWAYS SOLD ON MY SD. WE DO HAVE SEVEN SCHOOL DISTRICTS WITHIN OUR CITY LIMITS BECAUSE OF THE WAY THE GEOGRAPHIC BOUNDARIES. LIE, AND I THINK THAT ULTIMATELY FROM A DEVELOPMENT STANDPOINT. ONES THAT ARE PRIMARILY GOING TO. IMPACTFUL FROM OUR STANDPOINT WOULD PROBABLY BE. MCKINNEY OBVIOUSLY, BUT FRISCO ALLEN, BUT AND. PROSPER BECAUSE AS THINGS DEVELOP NORTH OF OUR NORTHERN QUADRANT. IS PREDOMINANTLY, MOST OF THAT IS PROSPEROUS D SO. MY SUGGESTION WOULD BE SEND THE INVITATION OUT. TO INVITE THEM. AND. HAVE
[00:25:03]
SOME DISCUSSION IS, YOU KNOW WHEN IT. AT LEAST FOR THOSE OTHER THREE SCHOOL DISTRICTS AND LOVE, JOY AND THINK, LUCAS POSSIBLY, UM WHEN THEY WANT TO SUBMIT SOMETHING THEY CAN.CERTAINLY COULD EVEN YOU COULD EVEN THROW OUT A QUARTERLY DEAL WHERE THEY KIND OF ARE MEETING ONCE A QUARTER AND GIVE US AN UPDATE. YEAH, IT'S A HARD PROCESS, ESPECIALLY IF IT'S ONE OF THOSE THINGS THAT I KNEW A NEW SCHOOL IS BEING DEVELOPED INSIDE THE MCKINNEY DISTRICT, OR WE HAVE NEW DEVELOPMENTS THAT ARE INSIDE THERE. S DS, RIGHT? I MEAN, WHAT? BECAUSE IT AGAIN. IT'S GOT TO BE A BENEFICIAL THING FOR BOTH. AND THOSE ARE THE THINGS RIGHT? IT HELPS US AS WE KNOW WHERE NEW HIGH SCHOOLS AND MIDDLE SCHOOLS OR ELEMENTARIES ARE BEING PLACED AS WE DO FUTURE DEVELOPMENTS SO THAT WE CAN TALK TO THOSE THINGS, BUT AT THE SAME TIME THAT WE CAN. ALSO TALKED THE SAME TALK. WE HAVE FUTURE HEADQUARTERS THAT ARE GOING IN THERE. I SD AREAS THAT THEN HELP THEIR TAX BASE AS WELL. SO. AND THAT'S USUALLY WHERE THE CONVERSATIONS HAVE COME UP IN THE PAST. IT'S BEEN WHEN. NO, IT CAME UP IN THE PASSIVE PROSPER WHEN THEY WERE PURCHASING LAND FOR FUTURE SCHOOL. SITES AND THERE. INTO CERTAIN STATE TO KENNEDY, AND I'M SURE THAT CAN SPEAK TO THIS THERE. THEY LOOK LOOK AT IN TERMS OF SCHOOL SIDES AND. WHETHER THEY'RE GOING TO PURCHASE LAND OR NOT, IS SIGNIFICANTLY DIFFERENT AND DETERMINATION ON WHERE WE. READING SENTENCE AND POTENTIALLY HAVE TO LAND ACQUISITIONS. THERE DOES NEED TO BE SOME. ORDINATED EFFORT BECAUSE OBVIOUSLY CERTAIN BUSINESSES CERTAIN PLACES SO I MEAN, I THINK THAT'S. NO DISCUSSION. AND THEN OF COURSE WE HAD REMEMBER BACK YEARS AGO, WE HAD, UH YOUR MARK. YOU REMEMBER THIS, TOO, WITH. HAD WITH RIDGE ROAD AND THE PROBLEMS WE RAN THROUGH AND OF SEEING HIM TO ESCALATE. THE CONSTRUCTION OF BRIDGE ROAD. AND MAKE FOR MCKINNEY BECAUSE OF THE. SCHOOL DISTRICT, PURCHASING AND BUILDING THE ELEMENTARY SCHOOL OUT THERE. AT A TIME WHEN THERE WASN'T A TURN LANE OFF AT 3 80 RICH ROAD DIDN'T GO THROUGH. REMEMBER THAT? YEAH. AND THAT IMPACTED HAD A DOMINO EFFECT ON BOTH. RIGHT AWAY. GOT EXPENSIVE DID AND THAT IMPACTS THE CITY AND THEN ALSO IMPACT. IT IS SIN CITY RECEIVED FROM THE SAME POINT OF CONTRIBUTION. SO YEAH. I MEAN, I APPLAUD THE CHAMBER OF COMMERCE FOR TAKING, TAKING THE STEPS AS WELL AS AT THEIR LAST MEETING TO HAVE ALL THE SUPERINTENDENT OR THE YOU KNOW, THE THREE BIG SUPERINTENDENTS, MCKINNEY, FRISCO AND PROSPER THERE AND JUST GIVE THEIR VIEWS. I THINK THERE WAS AN EYE OPENING THING, PROBABLY FOR CITIZENS OF MCKINNEY AND AS WELL AS NEW RESIDENTS OF MCKINNEY THAT REALIZED THAT. MY KIDS DON'T GO TO MCKINNEY SCHOOLS BECAUSE I LIVE IN MCKINNEY. YOU KNOW, I THINK SOMETIMES WHEN THEY COME FROM AND SAY THAT'S A NEW PHENOMENON, SO I THINK THERE WAS A UM GREAT THINGS SO THAT PEOPLE CAN SEE THE DIFFERENT. UM, THOUGHTS FROM THE DIFFERENT SUPERINTENDENTS AND HOW THEY TAKE DIFFERENT UM. HURDLES AND HOW THEY HOW THEY ADJUSTED VERSUS YOU KNOW, IN THE PANDEMIC THAT WE ARE AT VIRTUAL AND IN PERSON AND HOW THEY ALL HAD DIFFERENT IDEAS AND HOW THEY'RE GOING TO TACKLE THAT. SO I THOUGHT THAT WAS A GREAT THING FOR ALL OF US TO KIND OF UNDERSTAND AS WELL. SO YEAH. THE MORE I THINK THAT WE CAN COME TOGETHER AS A COLLECTIVE GROUP AND KNOW THAT THERE'S A COMMON GOAL. AND THAT'S THE CITIZENS OF MCKINNEY. AND IT'S.
AND HOW WE WORK TOGETHER TO HELP EACH OTHER, BE STRONGER, I THINK IS ALWAYS A GOOD THING, SO I THINK IT'S A GOOD THING TO BRING UP AGAIN. WELL, IF I COULD MAYBE, UH, MAYBE TRY TO WRAP UP THE CONVERSATION OF IT BY SAYING IF WE'RE GOING TO EXTEND AN INVITATION. WE SHOULD HAVE KIND OF A MUTUAL RECIPROCITY. AND THAT WE SHOULD BE PREPARED TO GO TO THEIR MEETINGS AS WELL. AND PRESENT. WHATEVER INFORMATION WE MIGHT HAVE TO SHARE WHATEVER INFORMATION THEY MIGHT LIKE TO LEARN FROM US, AND THAT TAKES A COMMITMENT THAT'S GOING TO TAKE A COMMITMENT OF TIME FROM MAYBE PERHAPS MEMBERS OF THIS BOARD AND OR STAFF. JUST ATTEND THE VARIOUS SCHOOL BOARD MEETINGS WHEN THEY COME UP SO YEAH. IN REGULAR CONTACT AND REGULAR MEETINGS WOULD LIKE TO WITH SEAN PRACTICE, ASSISTANT SUPERINTENDENT OF THE SCHOOL AND THEY HAVE LOTS OF IDEAS, AND THEY JUST NEED AN AVENUE OF WHERE TO WHERE THE SHARE THEM AND HOW TO DEVELOP THEM. A LOT OF THEM ARE ECONOMIC BASE AND LET THEM OUR SPONSORSHIP BASE, BUT THEY DON'T ACTUALLY KNOW WHERE TO GO TO THE CITY OR IN YOUR BOARDS. THEY'RE LIKE WE'RE TO TAKE THAT INFORMATION AND HOW TO EXPLORED THOSE DIFFERENT TYPES OF PARTNERSHIP. SO. I'D BE MORE THAN WILLING TO SIT IN ON THEIR MEETINGS AND INVITE THEM TO OURS. THAT'S GREAT. AS A DISAPPOINTING CLARITY FOR STAFF, SO WE KNOW HOW TO ENGAGE THE DIFFERENT SCHOOL DISTRICTS TO ACCOMPLISH THIS. IS THIS SOMETHING THAT YOU FORESEE WOULD BE. MORE OF A QUARTERLY
[00:30:03]
UPDATE, UM, ESPECIALLY FOR MISTY, UM. IS THIS A WOULD YOU LIKE TO ADD IT TO THE MONTHLY REPORTING ISSUE? WE HAVE A SPECIAL SECTION QUARTERLY FOR SCHOOL UPDATE. DEPENDING ON HOW HOW FREQUENTLY YOU WANT THE INFORMATION, I THINK. BEFORE THE ARE SUPPORTING SCHOOL DISTRICTS THAT YEAH. I WANT TO BE CONSCIOUS OF BOARDS TIME AND NOT HAVE AT SEVEN DIFFERENT SEVEN MORE REPORTING ELEMENTS TO THE MEETING. BUT IF YOU GUYS FEEL THAT'S IMPORTANT WILL CERTAINLY MAKE REACH OUT. TO THOSE DISTRICTS TO PROVIDE A SPACE FOR THEM TO PROVIDE AN UPDATE, BUT JUST KIND OF WANT TO GAUGE WHETHER THIS IS A QUARTERLY THING OR A MONTHLY.WELL, PERHAPS ONCE WE START THE CONVERSATION, WE CAN DETERMINE MUTUALLY DETERMINE WHAT THE RIGHT CADENCE WOULD BE FOR REPORTS AND VISITS. I COULD SEE WHERE, YOU KNOW, PERHAPS ONE SCHOOL DISTRICT WOULD SAY WERE IN FOR QUARTERLY, BUT ANOTHER ONE MIGHT SAY, YOU KNOW, WE'D LIKE TO COME EVERY MONTH. WE'D LIKE TO INVITE YOU TO COME AS OFTEN AS YOU LIKE TO COME.
LET'S FIGURE THAT OUT. BUT MAYBE, UH, SUGGESTION SUGGESTED, WAY FORWARD REACH OUT TO THE SUPERINTENDENTS. ASKED FOR A DISCUSSION. OUR POINT OF CONTACT FOR PERHAPS MR MCDANIEL IS NOT GOING TO TAKE THE MEETING HIMSELF WITH SOMEONE ON HIS EXECUTIVE STAFF WILL AND WE'LL FIGURE OUT THE RIGHT CANES BETWEEN US, BUT IT STARTS WITH CONVERSATIONS. SO I THINK IF WE GO TO MCKINNEY AND FRISCO AND PROSPER TO FOLLOW ON WHAT OCCURRED HAD TO SAY THAT MIGHT BE A GOOD PLACE TO START AND I'D BE HAPPY TO HELP YOU ANY WAY I CAN. WE'LL WORK ON THAT AND BRING SOMETHING BACK NEXT MONTH REPORT. SO CAN I GET A MOTION? I MOVED TO PROVE THAT I AM SURE SECOND. MM. MOTION BY MISSISSIPPI YOURS, SECOND BY. STUDY. I BELIEVE YEP. ITS ROOTS. RIGHT? PUBLIC COMMENTS REGARDING MATTERS NOT ON THE AGENDA. ANYBODY WISH TO SPEAK TO THE BOARD. BOARD COMMENTS, MY GUYS. UH HUH. I JUST I DO HAVE ONE COMMENT. LISA
[BOARD COMMENTS]
MENTIONED THE. THE PACKAGE LIQUOR STORE ELECTION AND I JUST REALLY WANT TO COMMEND LISA FOR, UM, THE TIME AND EFFORT PUT TOGETHER. UM. ONE BRING THIS FORWARD AND TO RAISE THE MONEY AND I KNOW IT'S GOT A SIGNIFICANT NUMBER. DR PERRY, UM AND PUT A NUMBER WELL NORTH OF A MILLION DOLLARS A YEAR IN SALES TAX TO THE CITY, SO THANK YOU FOR DOING THAT. ALL RIGHT.ANYBODY ELSE? OKAY WELL, THEY WILL GO INTO EXECUTIVE SESSION AT. I'M GONNA LOOK AT THAT
