[Community Healthcare Update]
KISSNER. AFTERNOON MAYOR FULLER CITY COUNCIL DANNY KITCHEN OF THE FIRE CHIEF. IT'S ALWAYS AN HONOR AND A PRIVILEGE FOR ME TO COME BEFORE YOU AND GET TO BRAG ON THE INDIVIDUALS AND MCKINNEY FIRE DEPARTMENT AND ESPECIALLY SOME PROGRAMS THAT ARE. FOREFRONT LEADING EDGE CUTTING EDGE IF YOU RECALL IN 2013, WE STARTED A NOVEL COMMUNITY HEALTHCARE PROGRAM DESIGNED TO REDUCE THE NEED FOR CHRONICALLY ILL PATIENTS TO HAVE TO ACCESS THE 911 SYSTEM. AND WE'RE HERE BEFORE YOU TODAY TO NOT ONLY GIVE YOU A SNAPSHOT ON WHERE WE'RE AT WITH THE PROGRAM, BUT TALK ABOUT SOME INNOVATIVE IDEAS THAT ARE COMING INTO THE FUTURE, INCLUDING ONE THAT'S ON A FUTURE OR AGENDA ITEM LATER TONIGHT WITH REGARDING MOLINA HEALTHCARE. AND WE'LL TALK ABOUT MORE ABOUT THAT IN THE PRESENTATION BROUGHT A LOT OF OUR TEAM MEMBERS HERE WITH YOU, AND I'D LIKE TO BRAG ON HIM AND SHOW HIM OFF. BUT ON THIS END HERE WE HAVE THE M S CHIEF CHARLIE SKAGGS. WE HAVE DR ELIZABETH FAGEN, WHO IS THE PROGRAM DIRECTOR, MEDICAL DIRECTOR FOR THE PROGRAM. KAREN LANGFORD, WHO'S JUST CAME ON BOARD THIS YEAR, IS A NURSE PRACTITIONER FOR US. ROBERT LEVITT, ONE OF OUR ADVANCED PRACTICE PARAMEDICS. JARED TURNER, CAPTAIN OVER M S AND THEN CURRENTLY ASSIGNED TO THE SQUAD TODAY IN THE SECOND ROW, WE HAVE CHRIS WALLER AND LOGAN DAVIS, RIGHT? SO GIVEN THIS PRESENTATION, WE LIKE TO HIGHLIGHT OUR PERSONNEL AS WELL. AND SO WE'RE GONNA ASK KAREN LANGFORD AND ROBERT LEVITT TO GIVE THE PRESENTATION AND WE'LL BE HAPPY TO ANSWER YOUR QUESTIONS DURING OR AFTER THE PRESENTATION. THANK YOU, CHIEF. THANK YOU, CHIEF KISSNER. GOOD AFTERNOON COUNCIL. THANK YOU SO MUCH FOR ALLOWING US TO BE HERE THIS AFTERNOON, AND EVERYBODY MADE IT SAFE IN THE RAIN. YEAH.M S DIVISION, OF COURSE. MCKINNEY FIRE DEPARTMENT CITY OF MCKINNEY WERE STRATEGIC CRITICAL THINKERS. UH INNOVATIVE PROGRAMS. THAT'S WHAT WE'RE DOING HERE TODAY WITH OUR CHP PROGRAM THAT'S BEEN AROUND SINCE 2013. WE JUST WANT TO HIGHLIGHT THAT LITTLE BIT MORE FOR YOU ALL TODAY. AND FOR ALL THE RESIDENTS HERE IN THE COMMUNITY. SO IT KIND OF TOOK THIS ONE FROM THE ALL THE GOAL FOR NUMBER FIVE EQUALITY. SO WHAT WE DO HERE? EVERY INVENTED THIS NEW DEAL ABOUT THE COMMUNITY HEALTH CARE PROGRAMS. ONE OF OUR BIGGEST GOALS WAS INTRODUCED ART NOW WE'LL CALL VOLUMES. WE HOVER AROUND THE 25% MARK. SO THAT OUR VISION OUR GROWTH FOR US DIVISION BASICALLY WAS PATIENT CENTERED. SO WHAT WE WANTED TO DO IS MAKE SURE THAT WE TREAT OUR PATIENTS CORRECTLY WHAT WE'RE DOING WITHIN THE SYSTEM ITSELF, SO WE WOULDN'T DELIVER HIGHER QUALITY. THIS IS WHERE NURSE PRACTITIONERS COMES IN SO UNDER THE RIGHT TREATMENT THE RIGHT TIME. HEALTH CARE IS EVER CHANGING. IF ANYBODY KNOWS THAT NOW IT'S 2020 AND COVID 19. IT'S CHANGING HOW WE CAN DELIVER HEALTHCARE AND HEALTH CARE HOW HEALTH CARE A LOT OF TIMES EVEN REIMBURSED. I THINK WE'VE SEEN THAT FOR MANY YEARS NOW. INSURANCE IS STARTING TO PLAY A BIG ROLE IN HOW PROVIDERS CAN GIVE HEALTH TO ANY OF THEIR PATIENTS. SO NOW WE HAVE TELEMEDICINE. UM BUT A BIG PORTION OF THAT IS WHAT THESE GUYS HAVE ALREADY BEEN DOING SINCE 2013 WITH THE COMMUNITY HEALTH CARE PROGRAM.
IS BY PROVIDING HEALTH CARE SERVICES TO PATIENTS IN THEIR HOME. UM OF COURSE, UH, WITH THE FIRE DEPARTMENT DOING THAT THEMSELVES, BUT NOW MOLINA INSURANCE HAS REACHED OUT TO MCKINNEY FIRED FROM IT. KENNY FIRE DEPARTMENT SPECIFICALLY BECAUSE OF THE SUCCESS THAT THEY HAVE HAD OVER THE YEARS AND. NOT ONLY TREATING PATIENTS GIVING GREAT QUALITY CARE ABOUT REDUCING COSTS FOR PATIENTS GOING INTO THE HOSPITALS, THEREFORE, OF COURSE, REDUCING COSTS FOR INSURANCE IS WHICH IS WHY THEY REACHED OUT TO MCKINNEY AND THEY'RE A GREAT SUCCESS. ON ALL THAT TURN TO IT REDUCES THE COST FOR THE CITY BECAUSE OUR SQUAD IS GOING OUT IN AN F 2 50 VERSUS A FIRE APPARATUS OR AN AMBULANCE. M S DIVISION. OF COURSE, THE GROWTH THE CITY IS GROWING HEALTHCARE, CHANGING IN THE GROWTH WITH HEALTH CARE AS WELL BEING ABLE TO ACCESS HEALTHCARE AT ANY POINT IN TIME. WE HAVE OUR COMMUNITY HEALTH CARE PROGRAM AS WELL AS THEIR 911 RESPONSE UNITS. SO MCKINNEY IS ALWAYS THE FIRE. TWO FIRE DEPARTMENTS ALWAYS BEEN ACCESSED BY 911. BUT WHAT THEY NOW CAN BE ACCESS AND OTHER WAYS AS WELL. WE SAT DOWN AND THOUGHT ABOUT WHAT WE COULD DO FOR THE RIGHT CARE AT THE RIGHT TIME. SO A DIFFERENCE WHAT WE DO WITH OUR PATIENTS HAVE A CAMP. SO WHAT? WE HOPE ONE OF THE GOALS WE HAD IN THE COMMITTEE HEALTHCARE PROGRAMS. THEY DON'T ALWAYS ACTUALLY GOING TO THE HOSPITAL. WE CAN TAKE SOME OF THE PROBLEMS RIGHT THERE WITHIN THE HOUSE SUCCESS. SO WHAT DOES IT IMPROVES THE PATIENT OUTCOME THEIR DEALS. SO THEN WE DO WOULD ACTUALLY DEAL WITH THEIR DIFFERENT TYPE OF DOCTORS. AND SO IT'S KIND OF A COORDINATED EFFECT AND HELPS THE PATIENT ITSELF. GET BETTER
[00:05:05]
WITHOUT ACTORS GOING INTO THE YORK UNLESS THEY ABSOLUTELY NEED TO. MM. SOME OF THE RESULTS THAT WE HAVE FOR YOU TODAY, TOO. SINCE 2013 WE HAVE SEEN THE CHP PROGRAM OVER 275 PATIENTS CLOSE TO 300 PATIENTS IN THE CITY OF MCKINNEY THAT WERE QUALIFIED AND MET THE PARAMETERS WITHIN THE PROGRAM. AND OVER 10,000 OF THOSE WERE ENCOUNTERS. RIGHT SO OUR CHP SQUAD SAW SPOKE ON THE PHONE TEXT MESSAGE OVER 10,000 TIMES. OVER THESE LAST FEW YEARS TO DELIVER HEALTH CARE SERVICES TO THE RESIDENTS OF MCKINNEY. FOR A COLLECTION OF DATA FOR THAT GROUP. SOME STATISTICS FOR YOU IS THAT IF YOU LOOK SIX MONTHS PRIOR TO THEM JOINING THE PROGRAM VERSUS THE FIRST SIX MONTHS AFTER ENROLLMENT, THEY SAW 63% REDUCTION OF 911 CALLS.SO SPECIFICALLY TO GIVE THAT TO USE 69 CALLS WERE AVOIDED BY USING THE BY BY CALLING CHP IN THE SQUAD VERSUS CALLING AND ACCESSING THE 911 SYSTEM. SAME FOR HOSPITAL ADMISSIONS. SO WE'RE TALKING ABOUT REDUCING THE COST OF THE PATIENTS WERE ALSO TALKING ABOUT IN THIS SITUATION TO INSURANCE IS GOING FORWARD WITH MOLINA'S REDUCING THAT COST ON THE HOSPITAL ADMISSIONS AND WENT FROM 2.8 ALMOST THREE ADMISSIONS IN A SIX MONTH PERIOD. DOWN TO LESS THAN ONE DOWN TWO POINT POINT NINE. SO ONCE AGAIN, WE HAVE A LITTLE BAR GRAPH UP HERE WHAT WE DO, AND SO ONE OF THE BIGGEST THINGS TO DO WITH THE 911 AVOIDANCE IS SO WHEN WE GO OUT THERE, WE ACTUALLY KEEP THEM FROM ACTUALLY CALLING. THEY'LL CALL US ON THE PHONE.
WE GO OUT THERE TO THE CALLING TO KEEP THEM FROM ACTION CALLING NUMBER ONE GET AN AMBULANCE OR AN ENGINEER TRUCK COMPANY COMES IN THIS. THEN, WITH THE HOSPITAL VISITS ONLY 3. AND THEN BASICALLY, YOU SEE, THIS IS THE BIGGEST BAR GRAPH UP HERE IS 90% OF TAMP. WE MADE HOME VISITS, AND THAT'S WHERE THEY STAYED, AND THAT WAS ONE OF OUR BIGGEST GOALS HERE FOR THESE PATIENTS BECAUSE THEIR OUTCOME IS A WHOLE LOT BETTER. OUR SQUAD ALSO WAS IN CHARGE AND TOOK ON IT HAPPILY, I THINK TWO WITH COVID 19. THEY ANSWERED THE CALL. SO WHEN COVID 19 HIT IN ALL OF 2020, THE SQUAD WAS THE SPECIALTY UNIT FOR THE COVID 19 CALLS AND YOU CAN SEE THAT BY THIS HOW MANY CALLS THEY MADE SPECIFICALLY FOR COVID 19 PATIENTS ACROSS THE CITY. SO WHAT WE END UP DOING IS WENT TO FEMA AND ACTS OF WHAT THEY'RE ACTUALLY MORE PROBLEM. THIS MAINTENANCE COSTS AND SO WE LOOKED AT THIS, FOR INSTANCE, FOR FIRE ENGINE COSTS $178 AN HOUR TO RUN IT, WHEREAS THE SQUAD IS LIKE AN F 2 50 TRUCK AT $79 AN HOUR, SO WE KNEW THAT BY UTILIZING THE SQUAD VERSUS THAT TRUCK RUNNING, THEY'RE REDUCING THE COST, WHICH HELPS US CITIZENS HELPS THE CITY AND SO IT CAME AS A BALLOT 55 REDUCTION IN COST. SORRY. ONE TO ME. SO ONCE AGAIN, IT'S QUITE EXPENSIVE. SO WE'RE ALWAYS LOOKING FOR DIFFERENT THINGS OF WHAT WE CAN DO. WE DON'T WANT TO WANT IT TO BE SANITARY LIFESTYLE, SO WE KEEP LOOKING A BETTER WAY TO DO THINGS. SO THIS IS WHERE MOLINA CAME IN AND SAW SOME THINGS THAT WE'RE DOING, SO IT'S GOING TO HELP US INCREASE WHAT WE'RE DOING THERE, AND IT ALSO MAXIMIZES OUR INSURANCE. WHAT WE'RE DOING FOR THAT FAR AS THE HOSPITAL WITHIN THE FIELD. SO FURTHER ON TO WHAT ROBERT, WE'RE SAYING IS, WE'RE NOT WANTING TO JUST STAY PUT HERE. A GREAT CITY OF MCKINNEY. WE'RE ALWAYS TRYING TO STRIVE BETTER TO GO FORWARD ON MCKINNEY FIRE DEPARTMENT TAKES ON THAT SAME WITH WITH CHIEF AND EVERYTHING ALL THE WAY DOWN. SO THE OPPORTUNITY FOR SPECIALIZATION, UM HAVING OUR SQUADS OUT THERE CHP VISITS, OF COURSE, AS WELL. TELEMEDICINE IS ON THE FOREFRONT OF A LOT OF PEOPLE'S MINDS RIGHT NOW, WHEN WE ARE VERY, VERY CLOSE TO INCORPORATING THE TELEMEDICINE AND INTO ALL OF OUR UNITS INTO THE SQUAD, OF COURSE, AS WELL, BUT INTO ALL OF OUR UNITS, UM, GOING FORWARD. HEALTH CARE IS EVER CHANGING, LIKE SAID KIND OF AT THE BEGINNING. I THINK EVERYBODY'S SEEING THAT WHETHER YOU'RE INVOLVED IN HEALTH CARE DIRECTLY OR NOT. YOU'RE SEEING HOW MUCH IT IS CHANGING. UM AND WE WANT TO MAKE SURE WHERE WE CONTINUE TO STAY WITH THAT AND BE A PART OF THAT, TOO. UM. A COUPLE OF QUOTES HERE. I ALWAYS LIKE TO LEAVE ON WITH QUOTES IS WE DO NOT NEED MAGIC TO CHANGE THE WORLD AND WE CARRY ALL THE POWER THAT WE NEED INSIDE OF OURSELVES. WE HAVE THE POWER TO IMAGINE AND TO DO BETTER. AND I THINK IT'S SO IMPORTANT TO IS A COMMUNITY AND WHAT THIS COMMUNITY SHOWS IS THAT THERE IS NO POWER FOR CHANGE GREATER THAN A COMMUNITY DISCOVERING WHAT IT CARES ABOUT, AND THAT IS OUR RESIDENTS. THAT IS, ARE PEOPLE THAT IS OUR PASSION? SO. IS THE FIRE DEPARTMENT. I CAN TELL YOU JUST BEING HERE A SHORT PERIOD OF TIME. I HAVE SEEN THAT WITH ALL THESE GUYS AND ALL THESE GIRLS AND HAPPY TO BE A PART OF IT, SO THANK YOU VERY MUCH. WELCOME ANY QUESTIONS. QUESTIONS. HAVE QUESTIONS SO IN IN THE IN THE THIRD SLIDE, IT SAID THE. SAYS THE PROGRAM TO REDUCE THE NEED TO ACCESS 911 SYSTEM BY 25% HAS THAT IS THAT. IS IT HAS IT DONE THAT HAS REDUCED THE 25% OR IS IT? IS THAT THE GOAL? I MEAN, WHAT IS? WHAT IS THE 25% REPRESENT? SO THAT WAS KIND OF AN ARBITRARY NUMBER THAT WE PICKED UP OUR IT WAS. WHAT WE'RE TALKING ABOUT, SPECIFICALLY IS REDUCING THE NEED FOR A CERTAIN PATIENT COHORT TO REDUCE THEIR NEED TO ACCESS THE 911 SYSTEM BY 25. IT'S NOT SPEAKING OF THE OVERALL TMS RESPONSE BY 25%
[00:10:01]
RIGHT. THAT MAKES SENSE. OR IS THAT WHAT WE'RE SHOOTING FOR THEM? THAT'S NOT WHAT WE'VE ACCOMPLISHED. WE HOPE TO ACCOMPLISH MORE, BUT THAT'S OUR TARGET, OKAY? AND I'M CURIOUS DOES OTHER. OTHER CITIES DO WHAT WE'RE DOING HERE. WE ACTUALLY THAT'S A GOOD QUESTION WERE ACTUALLY THE MUSE FOR ABOUT 40 SOME ODD OTHER FIRE DEPARTMENTS ACROSS THE NATION WHAT THEIR MEASURE METRICS IS, I'M NOT REAL SURE. WE'VE EVEN BEEN OUR INFORMATION HAS BEEN REQUESTED FROM INTERNATIONAL COMMUNITIES AS WELL. SO HONG KONG BEING ONE OF THOSE THAT WE HAVE SENT OUR PROGRAM TO DON'T KNOW IF THEY'RE USING IT OR NOT, BUT AS FAR AS. SPECIFIC TO WHAT WE'RE DOING. WE'RE ONE OF THE FEW FIRE BASED EMS AGENCIES THAT I'M AWARE OF. THAT'S ACTUALLY DOING IN THIS MANNER. UM IT'S COMMUNITY BASED, AND IT'S TAILOR MADE FOR OUR COMMUNITY, JUST LIKE OTHER FIRE DEPARTMENTS WILL. TAILORED THEIR PARTICULAR PROGRAMS FOR THEIR COMMUNITY SO IT MAY LOOK SIMILAR. BUT IT MAY BE DIFFERENT AS WELL. MY UNDERSTANDING IS THAT THERE'S AN INSURANCE COMPANY OR TWO THAT'S COMPENSATING. RIGHT NOW, AND THIS IS AN A GENERAL SONG CONSENT AGENDA. IT'S MOLINA HEALTHCARE, WHICH IS A STATE PROVIDER MEDICAID PROVIDER. IT IS ACTUALLY APPROACHED US AND SAID, WE LIKE YOUR PROGRAM.IT'S VERY SUCCESSFUL. WE WOULD LIKE TO PILOT. WITH IT. COHORT OF ABOUT 25 PATIENTS AND SEE IF THERE'S A GOOD FIT THERE AND SO THEY WANT TO PAY US TO SEE THESE MEDICAID PATIENTS. YES, DOES THE MONEY THAT THEY PAY US? DOES THAT GO IN THE GENERAL FUNDERS THAT GO TO? WHERE DOES THAT GO? WILL BE THE GENERAL FINDINGS. ALL RIGHT, OKAY. OKAY, I LOVE THE PROGRAM.
APPRECIATE YOU ALL THE BEING IN THE FOREFRONT OF THAT IS GREAT. YOU GUYS DO IS REMARKABLE AND IT IS VERY HELPFUL. A LOT OF TIMES. IT'S SOMETHING AS SIMPLE AS JUST HELPING OUT WITH MEDICATIONS THAT REALLY CAN SAVE A PERSON HOSPITALIZATION AFTER HOSPITALIZATION AFTER HOSPITALIZATION, SO. THAT SORT OF CHECK IN AND CARE FOR OUR RESIDENTS IS REMARKABLE. AND I'M GLAD THAT YOU GUYS HAVE IMPLEMENTED THAT PROGRAM HERE. DO WE HAVE AN IDEA OF THE TOTAL PATIENT LOAD? MOLINA HAS THOUGH. I MEAN, I KNOW YOU'RE GOING TO START WITH 25. BUT HOW MANY PATIENTS HERE IN THE CITY? ARE THEY POTENTIALLY GOING TO ASK US TO ASSIST WITH WE HAVE THAT METRIC I CAN WITH OUR PARAMEDICS. I CAN GET THAT NUMBER TWO. YOU DON'T HAVE IT WITH ME TODAY, BUT THE ONLY THING WE'VE AGREED TO HIM RIGHT NOW IS THE 25 JUST TO SEE. BUT THE BURDEN IS BECAUSE WE ONLY HAVE ONE SQUAD IN SERVICE RIGHT NOW, AND WE WANT TO CONTINUE TO SEE OUR REGULAR PATIENTS THAT WERE ALREADY SAYING, YOU KNOW, I THINK MY CONCERN IS THAT AS THE PATIENT LOAD INCREASES, YOU'RE GOING TO HAVE TO HAVE PERSONNEL TO ACTUALLY COVER COVER THAT AS WELL. SO. WHATEVER THE REIMBURSEMENT IS FOR THAT NEEDS TO BE ABLE TO COMPENSATE THAT INCREASINGLY IN THE PERSONNEL. YES, TO KEEP THE NUMBER OF THOSE WHO HAVE AN EYE ON THOSE NUMBERS. WHAT ELSE? YEAH. IF YOU HAVE A PREDICTION ON THIS YEAR'S OCTOBERFEST BEER STEIN CHALLENGE WITH THE POLICE DEPARTMENT GUYS ONE LAST YEAR YEAR BEFORE OR NOT DID THE POLICE WIN? I DON'T. I DID. I'M SORRY, WILL YOU? WILL YOU BE VINDICATED THAT I WILL SAY WITH ALL REASONABLY CERTAIN WITH ALL REASONABLE CERTAINTY AND SPEAKING ON BOTH SIDES OF THE FENCE THAT WE WILL DEFINITELY BE THERE, ALL RIGHT? THANK YOU. I JUST WANT TO MAKE SURE THAT WAS KNOWN PUBLICLY. SO THE CHALLENGES OUT THERE MORE PEOPLE WILL BE OUT TO WATCH THAT GREAT EVENT. THANK YOU. THAT'S GREAT. THANK YOU, CHARLIE. GOOD TO SEE YOU, DOCTOR. WILL MOVE TO ITEM 21 0718 UPDATE ON EAST MCKINNEY STREETS AND TRAFFIC STUDY
[Update on East McKinney Streets and Traffic Study Project]
PROJECT. THANK YOU. MAYOR FULLER MAYOR, PROTEIN COUNCIL. NICOTINE ENGINEERING, SIP MANAGER. IT'S A PLEASURE TO BE WITH YOU THIS AFTERNOON TO PROVIDE AN INFORMATIONAL UPDATE ON OUR EAST MCKINNEY STREETS AND TRAFFIC STUDY. I'M JOINED TODAY BY OUR STUDY CONSULTANT, HALF ASSOCIATES. FEW OF THEM SITTING BACK HERE IN THE BACK ROW. UM REAL QUICK WANTED TO SHOW THE SLIDE. THIS IS SOMETHING THAT'S BEEN PRESENTED TIME AFTER TIME. IT'S GRAPHIC BUT SHOULD BE HOPEFULLY FAMILIAR TO EVERYONE JUST KIND OF SHOWS SOME OF THE ACTIVE EAST MCKINNEY DEVELOPED PROJECT EFFORTS GOING ON. THE STREET AND TRAFFIC STUDY OBVIOUSLY IS SHOWN AS ONE OF THOSE PROJECTS. UM AS SOME OF THESE CATALYST PROJECTS ARE DEVELOPED AND FURTHER REDEVELOPMENT OCCURS, IT'S GOING TO BE REALLY CRITICAL TO HAVE A STREETS AND TRAFFIC STRATEGY. BOTH SUPPORT THE REDEVELOPMENT OF THE AREA AS WELL AS PRESERVES THE EXISTING ESTABLISHED NEIGHBORHOODS IN THE AREA. LAST JUNE, OR DEPARTMENT PROVIDED A PRESENTATION TO COUNCIL KIND OF GIVING AN OVERVIEW ON SOME OF THE CONNECTIVITY ISSUES WITH REDEVELOPMENT AREA BASED ON THAT PRESENTATION. SOME OF THE REDEVELOPMENT WASN'T REALLY CERTAIN AT THAT POINT, BUT WE KNEW IT WAS COMING, SO WE GOT CONSENSUS TO GO AND MOVE FORWARD WITH THIS STREET AND TRAFFIC STUDY TALK TO MIGHT COME UP WITH A FEASIBLE.SOLUTION FOR ADDRESSING THE MOBILITY NEEDS. WHAT YOU'RE SEEING HERE. THIS IS THE CURRENT ROADWAY CIRCULATION IN THE STUDY AREA THAT MANY OF YOU ARE FAMILIAR WITH. ALTHOUGH THE
[00:15:03]
STREET NEXT NETWORK HAS FUNCTIONED ADEQUATELY FOR SOME TIME, THERE'S NO QUESTION THAT THIS THE STREET NETWORK IS NOT SUPPORTIVE OF LONG TERM REDEVELOPMENT. THE INFORMATION THAT WHICH WE WHICH WILL BE PRESENTED TODAY, DOES PROVIDE DRAFT RECOMMENDATION FOR A STREET NETWORK THAT WE FEEL IS BOTH COMPATIBLE WITH THE LONG TERM REDEVELOPMENT AS WELL AS MINIMIZES THE IMPACTS TO THE EXISTING RESIDENTS IN THE AREA. BEFORE I HAND OVER THE REMAINDER OF THE PRESENTATION OF BRENNAN CANE WITH HAPPEN ASSOCIATES. I WANTED TO JUST SINCERELY THANK ALL OF THE RESIDENTS AND STAKEHOLDERS THAT WERE ENGAGED IN THE PROCESS.THEIR FEEDBACK WAS VALUABLE. AND WE FEEL THAT WE'VE PROVIDED A DRAFT RECOMMENDATION THAT ALIGNS WITH THEIR THEIR FEEDBACK. WE UNDERSTAND THAT THE STUDY HAS BEEN COMPLEX AND THAT AT SOME POINT IT MAY HAVE BEEN SOMEWHAT CONFUSING TO CONSUME IN SHORT PERIODS OF TIME, SO I WANTED TO ALSO REITERATE THAT THIS IS INTENDED TO BE A HIGH LEVEL STUDY. AS THESE PROJECTS ARE ACTUALLY PROGRAM FUNDED AND STARTED THAT FEEDBACK THAT FEEDBACK LOOP WITH RESIDENTS. THE TECHNICAL ANALYSIS WILL CONTINUE JUST AS IT HAPPENS WITH OUR MASTER THOROUGHFARE PLAN, SO. DIDN'T WANT ANYONE TO THINK THAT ANYTHING THAT'S PRESENTED TODAY IS GOING TO BE FINAL, SO WE'LL CONTINUE TO HAVE THAT FEEDBACK, LOOP AND DIALOGUE WITH THE RESIDENTS AND WE'LL GET SOME OF THESE GREAT IMPROVEMENTS UNDERWAY. SO WITH THAT, I WILL THE BULK OF THE PRESENTATION OVER TO BRIAN KANE. GOOD AFTERNOON MAYOR MEMBERS OF COUNCIL SO EXCITED TO BE HERE FOR YOU GUYS A LITTLE BIT MORE DRIER THAN I AM. SO, UH, APPRECIATE THE TIME AN OPPORTUNITY TO COME AND PRESENT TO EVERYONE THIS AFTERNOON KIND OF AN UPDATE AGAIN. MY NAME IS BRENDAN KAY. AND I'M THE DIRECTOR OF PLANNING FOR HALF ASSOCIATES OUT OF OUR. BUDGETS IN OFFICE AND EXCITED TO BE BE A PART OF THE OVERALL REDEVELOPMENT OF YOUR EAST MCKINNEY AREA AND BE LOOKING AT KIND OF THE STUDY, AND A LOT OF THE DIFFERENT ACTIVITIES ARE GONNA BE GOING OVER THERE. JUST LOOKING AT A BRIEF AGENDA. WHAT WE WANT TO GO OVER TODAY. WE WANT TO TALK ABOUT THE STUDY. BACKGROUND A LITTLE BIT. YOU KNOW THE SCENARIO OPTIONS THAT WE'VE CREATED THAT WE BROUGHT TO THE PUBLIC TALK ABOUT SOME OF OUR STAKEHOLDER ENGAGEMENT OVERVIEW THAT WE'VE DONE THE EVALUATION. WE'VE GONE THROUGH TALK ABOUT THE PREFERRED SCENARIO THAT NICK MENTIONED A LITTLE BIT, THEN A LITTLE BIT ABOUT THE NEXT STEPS. MOVING FORWARD. BUT AS WE STARTED BUILDING THE FOUNDATIONAL BASE FOR THIS PLANNING PROCESS, WE UNDERSTOOD THAT THERE'S A LOT OF DIFFERENT THINGS THAT GO INTO THIS PLANET PROCESS, NOT JUST LOOKING AT THE STREETS OF MOBILITY, BUT SOME OF THE UNDERLYING THINGS LOOKING AT. EXISTING LAND USES BUILDING UPON THAT FOUNDATION. THERE'S A LOT OF EXISTING RESIDENTIAL DEVELOPMENT OUT THERE. THERE'S SOME INDUSTRIAL DEVELOPMENT THAT WILL MOST LIKELY BE TURNED OVER IN TIME TO MIXED USE DEVELOPMENT. YOU HAVE SOME COMMERCIAL. AND YOU HAVE SOME INSTITUTIONAL WITH WEB ELEMENTARY SCHOOLS OF. SOME OF THOSE THINGS WE HAVE TO DEAL WITH, ALSO IN TO TAKE IN CONSIDERATION. YOU HAVE YOUR HISTORIC DISTRICT ON ON THE WEST SIDE OF STATE HIGHWAY FIVE. YOU HAVE YOUR CULTURAL DISTRICT THAT KIND OF ENCOMPASSES OVER TO THE EAST SIDE INTO THE STUDY AREA. YOU HAVE SEVERAL PRIDE NEIGHBORHOODS THAT HAVE TO BE TO HAVE TO BE CONSIDERED AS PART OF THIS WHEN WE LOOK AT THE EVALUATION AND THE DIFFERENT ROADWAY NETWORKS AND IMPROVEMENTS WHERE WE WANT TO MAKE THOSE TO MINIMIZE THE IMPACT ON SOME OF THE EXISTING.
CULTURE AND HISTORICAL ASSETS THAT YOU HAVE WITHIN THIS STUDY AREA. ALSO WE TOOK A LOOK AT SOME OF YOUR EXISTING PEDESTRIAN NETWORK THERE ARE, YOU KNOW, OBVIOUSLY SIDEWALKS WITHIN THE AREA. THERE'S SOME GAPS THAT WILL PROBABLY NEED TO BE, YOU KNOW, CALIBRATED IN AND AS THE DEVELOPMENT OF THE AREA CONTINUES TO BE CONNECTED TO REALLY CREATE A COHESIVE NETWORK. BUT YOU HAVE A PRETTY GOOD FOUNDATIONAL BASE THERE WITH YOUR WITH YOUR PEDESTRIAN SIDEWALKS. YOU HAVE A BICYCLE BOULEVARD THAT GOES ALONG GREENVILLE ROAD, AND HOPEFULLY IS AS PART OF THIS STUDY AND YOU CONTINUE TO UPDATE AND INCORPORATED FUTURE IMPROVEMENTS OF YOUR BIKE AND PET PLANS IN YOUR PARKING OPEN SPACE MASTER PLANS, ADDITIONAL CONNECTIONS WILL COME INTO THIS AREA AS WELL. AT THE ONSET OF THE PROJECT WE NEEDED TO UNDERSTAND. YOU KNOW WHAT TYPE OF TRAVELER WHERE WE'RE TALKING ABOUT HERE, YOU KNOW, RIGHT NOW, SO WE WORKED WITH NICK AND YOUR ENGINEERING STAFF TO TAKE A LOOK AT WHAT IS THE TRAFFIC VOLUMES THAT ARE GOING IN AND OUT OF THE STUDY AREA TODAY. SO WE ASKED FOR A MULTITUDE OF DIFFERENT TRAFFIC COUNTS ON THE STREETS SURROUNDING IT ALL THE WAY FROM 3 80 DOWN TO ANTHONY STREET, AND WE IDENTIFIED RIGHT NOW THERE'S APPROXIMATELY 9850 CARS. VEHICLES PER DAY THAT ARE GOING IN AND OUT OUT OF THE STUDY AREA. MOST OF THAT PREDOMINANTLY CAN BE ON VIRGINIA AND LOUISIANA. FOR YOUR EAST WEST CONNECTIONS, BUT ALSO YOU HAVE A BIT OF TRAFFIC FROM THROCKMORTON COMING TO THE SITE AS WELL, MOST LIKELY BECAUSE OF THE EXISTING CONNECTION TO 3 80. WE TOOK A LOOK AT AND UNDERSTANDING SOME OF THE FUTURE DEVELOPMENT THAT'S GOING TO BE COMING INTO. THE AREA. OBVIOUSLY THERE'S YOUR CIVIC. YOUR MUNICIPAL COMPLEXES CAN BE DEVELOPED IN THE FUTURE. THE TUBS BREWERY DEVELOPMENT PROJECT THAT IS ABOUT TO START HERE. UM YOU HAVE SEVERAL LARGE PRIVATE OWNERS THAT ARE IN THE STUDY AREA. THEY'RE LOOKING AT SOME MIXED USE DEVELOPMENTS OR COMPREHENSIVE PLAN OF 2040 TALKS ABOUT. THE POSSIBILITY OF HAVING SOME T O D DEVELOPMENT HERE. WE IDENTIFIED ALONG WITH THE DNC T COG MODEL ABOUT AN ADDITIONAL 15,000 VEHICLE TRIPS PER DAY THAT WOULD BE GOING IN
[00:20:02]
AND OUT OF THE SITE IN THE FUTURE. SO AS PART OF THE STUDY WE WANTED TO TAKE INTO CONSIDERATION WE'RE GOING TO HAVE TO HANDLE ABOUT 25,000 VEHICLES PER DAY, GOING IN AND OUT OF THE SIGHT UPON BUILD OUT OF YOUR DIFFERENT DEVELOPMENT THAT YOU HAVE CURRENTLY IN THE STUDY AREA. WHEN WE STARTED LOOKING AT HOW DO WE BREAK THIS DOWN? WE CREATED BASICALLY THREE DIFFERENT LEVELS OF ROADWAY CLASSIFICATIONS TO TAKE INTO CONSIDERATION. THIS IS ALL BASED UPON. THE EXISTING RIGHT AWAY SOME OF YOUR EXISTING DESIGN STANDARDS YOU CURRENTLY HAVE IN YOUR, UH, IN THEIR ENGINEERING STANDARDS, BUT WE IDENTIFIED THREE DIFFERENT ROADWAY CLASSIFICATIONS, LOCAL STREETS, COLLECTORS AND BOULEVARDS. AND FROM THERE WE LOOKED AT AS WE EVALUATED THE DIFFERENT SCENARIOS. YOU KNOW THE ROADWAY CLASSIFICATION CONSIDERS THE MOBILITY THE ACCESSIBILITY AND CHARACTER OF THE AREA AS WELL. SO WE WERE LOOKING AT THE FUNCTION. BROADWAY CONFIGURATIONS IN THE ROADWAY DESIGN. FOR THE STUDY AREA. SO WHEN YOU LOOK AT LOCAL STREETS, THESE ARE BASICALLY YOUR EXISTING SUBDIVISIONS, AND SO THAT STREETS THAT ARE CURRENTLY OUT THERE TODAY. SOME OF THEM ARE GOING TO HAVE SIDEWALKS ON THERE. THERE COULD BE AVERAGE BETWEEN 4 TO 6 FT, AND WE WOULD BE RECOMMENDING THAT WE'RE NOT LOOKING TO ENHANCE YOUR EXISTING RESIDENTIAL SIDE SIDEWALK OR EXCUSE ME. LOCAL STREETS OTHER THAN MAYBE MAKE AN IMPROVEMENT ON THE PAVEMENT. SOME OF THEM ARE CRYING A LITTLE BIT OF DISREPAIR AND NEEDS SOME IMPROVEMENTS OR OVERLAY OF PAVEMENT, BUT THIS WOULD HAVE MINIMAL EFFECT. OTHER THAN MAYBE FILLING IN THE GAPS THAT WERE SOME SIDEWALKS. ARE MISSING TODAY. THE COLLECTOR STRAITS IS WHERE WE START IMPROVING SOME OF THE OVERALL PEDESTRIAN AND MOBILITY OPTIONS FOR THE STUDY AREAS. THIS WILL BE AN ENHANCED LEVEL CIRCULATION OF IMPROVEMENTS YOU SEE HERE. LOOKING AT, YOU KNOW A LITTLE BIT WIDER SIDEWALKS AVERAGING FROM 6 TO 8 FT THAT STARTS INCORPORATING THE YEAR BICYCLE BOULEVARDS. YOU DO HAVE A COUPLE THAT GO THROUGH THE STUDY AREA TODAY. UM. THEN THE OTHER THIRD ROADWAY CLASSIFICATION IS BOULEVARDS, AND THIS IS PROBABLY THE MOST ENHANCE AND ELEVATED LOVE OF CONNECTIVITY FOR MOBILITY AGAIN, LOOKING AT THE PEDESTRIAN BICYCLE WAS THE TRAFFIC. REALLY CAN MAKING ONE COHESIVE NETWORK AND YOU'RE LOOKING AT, YOU KNOW THE OPTIONS DEPENDING ON RIGHT AWAY. THAT'S OUT THERE. YOU KNOW THE OPPORTUNITY TO HAVE 8 TO 10 FT WIDE SAI PATHS. NICE, BEAUTIFUL PARKWAY FOR LANDSCAPING, SOME DESIGNATED ON STREET PARKING AS WELL. AND THEN YOUR TRAVEL LANES WOULD BE MORE USED. SHARED USE LANES. WE ARE NOT RECOMMENDING ANY DEDICATED BIKE LANES. THROUGH THIS AREA. YOU WILL SEE AS WE GO THROUGH THE DIFFERENT SCENARIOS. WE ONLY LOOKED AT TWO LANE ROAD OPTIONS BECAUSE OF YOUR EXISTING RIGHT AWAY. THAT'S OUT THERE TODAY. WE WANTED TO HAVE THE MINIMAL AMOUNT OF IMPACT ON YOUR EXISTING UM. THE RESIDENTS OUT THERE, ESPECIALLY WHEN YOU LOOK AT SOME OF THE SOME OF THE HOMES CLOSE TO THE STREET, SO WE WANT TO MINIMIZE AS MUCH IMPACT ON SOME OF THE EXISTING RESIDENTS AND DEVELOPMENT THAT'S OUT THERE AND WORK WITH YOU KNOW WHERE WE CAN ON PROPERTIES THAT ARE. POTENTIALLY PRIVATELY OWNED.THEY'RE UP FOR REDEVELOPMENT OR LAND, FOR EXAMPLE, ALONG OLD SETTLERS PARK WHERE YOU MAY BE ABLE TO ENCROACH INTO YOUR PART TO PROVIDE SOME ADDITIONAL AMENITIES AND CONNECTIVITY INTO THE STUDY AREA AS WELL. SO THE FORT WE DEVELOPED FOUR SCENARIOS AS PART OF THIS PLANNING PROCESS THAT WE PRESENTED THE PUBLIC, WHICH WE'LL TALK ABOUT IN A MINUTE, BUT I'LL GIVE A VERY BRIEF OVERVIEW OF THE DIFFERENT SCENARIO SCENARIO. ONE REALLY HIGHLIGHTED KIND OF A STRONG EAST WAS CONNECTION, WHICH IS VIRGINIA, VIRGINIA STREE. AND THEN ALONG WITH THAT, YOU SEE A KIND OF A STRONG NORTH SOUTH CONNECTION FOR THE FUTURE.
THROCKMORTON THAT'S ADJACENT TO YOUR NEW STUDY HALL COMPLEX. IT'S ALSO TOOK IN CONSIDERATION.
ALL FOUR SCENARIOS ACTUALLY TAKEN TO CONSIDERATION. A NEW ENTRANCE POINT, WHICH WOULD BE AN EXTENSION OF LAMAR OVER THE RAILROAD INTO THE SITE AS WELL. BUT IN SCENARIO ONE YOU'LL SEE THAT WE LOOKED AT THE POSSIBILITY OF A STRONG COLLECTOR SCENARIO OF SENECA CONNECTING TO AIRPORT DRIVE ON THE EAST SIDE. AND THE FUTURE CONDUCTION TO WATLEY OR ADJACENT TO WALLY PARK UP TO 3 80. SCENARIO TWO. YOU SEE THAT? WE TOOK THAT OPTION AWAY THAT THE COLLECTOR ALONG WIDELY PARK AND FOCUS MORE TRAFFIC, POTENTIALLY AND THROCKMORTON STREETS. ALONG WITH WILL SEE THAT WE MADE TWO DIFFERENT CONNECTIONS ON EAST OF OLD SETTLERS. PART WE HAVE WHAT COULD BE A FUTURE FOUR WAY STOP. ALONG WITH THE PUNCHING OF GREENVILLE TO AIRPORT DRIVE AS WELL AND SCENARIO THREE PARIDE PROVIDED THE MOST CONNECTIONS TO AIRPORT DRIVE IN THE MOST CONNECTIVITY BETWEEN GOING EAST AND WEST. YOU'LL SEE THAT IN SCENARIO THREE WE ACTUALLY HUGGED MORE OF THE EXISTING RESIDENTIAL FOR FUTURE SENECA A CONNECTION WE HAVE AGAIN. THE STRONG EAST WEST VIRGINIA STREET GOING THROUGH.
HAVE TWO DIFFERENT CONNECTIONS. UH, POTENTIAL DEPEND ON HOW DEVELOPMENT WOULD OCCUR ON PARCEL NUMBER SIX, WHICH IS PRIVATELY OWNED RIGHT NOW. AND AGAIN POTENTIAL FOR AN
[00:25:01]
EXTENSION OF NORTH SOUTH ROAD FOR VIRGINIA, GOING DOWN ALL THE WAY TO ANTHONY AND MAYBE TO YOUR OF RECENTLY CONSTRUCTED ELM STREET AS WELL. THE SCENARIO FOUR WAS REALLY JUST AN ADD ON TO SCENARIO THREE. WE ARE AWARE THAT THE CITY COUNCIL AND IS WORKING ON STAFF RIGHT NOW THE CONSIDERATION OF A POSSIBLE DECK PARK IN THE FUTURE. WE WANTED TO SHOW THAT IN ANY OF THE SCENARIOS THAT WE TAKE A LOOK AT IF THE CITY COUNCIL AND STAFF IN THE COMMUNITY WHERE TO MOVE FORWARD, MAYBE A DECK PARK IN THE FUTURE, SOME OF THE ADDITIONAL ENHANCEMENTS THAT WOULD NEED TO BE TAKEN INTO CONSIDERATION FOR ROADWAY IMPROVEMENT. THAT WOULD HAVE TO HAPPEN ON THE WEST SIDE OF HIGHWAY FIVE IN ORDER TO MAKE THIS NETWORK COHESIVE AND WORK ALL THE WAY THROUGH. SO WE TOOK THOSE, UM. WE STARTED THIS PROJECT BACK IN JANUARY, WE HAD SEVERAL ADVISORY COMMITTEE AGAIN. I WANT TO THANK NICK AND STAFF AND MEMBERS OF THE YOU KNOW, THE CITY PLANNING DEPARTMENT, ENGINEERING YOUR PARK AND REC. HAVE BEEN FANTASTIC TO WORK WITH ALL THE WAY THROUGH THIS PROCESS TO REALLY PROVIDE US THE GUIDANCE AND FEEDBACK THAT WE NEED. WE'VE HAD SEVERAL ADVISOR COMMITTEE MEDIANS AND DESIGNED SHREDS WITH YOUR INTERNAL STEERING COMMITTEE. AND THEN WE DID TAKE THIS. THE SCENARIOS I JUST PRESENTED TO THE PUBLIC IN MAY AND WE HAD A SURVEY AS WELL.THAT WAS POST THE PRESENTATION OF THE PUBLIC SURVEY. AND AS YOU'LL SEE HERE, WE'RE AT THE COUNCIL PRESENTATION TODAY WITH AGAIN A PROJECTED ADOPTION HERE IN SEPTEMBER OCTOBER, BUT JUST A LITTLE BIT ABOUT THE ENGAGEMENT WE'VE HAD SO FAR ON MAY SIX, WE HAVE THE OPEN HOUSE. UM. WHERE WE HAD ABOUT SIX DIFFERENT STATIONS WE HAD ABOUT 60. PEOPLE ATTEND THAT MEETING AND PROVIDE THEIR FEEDBACK AND THROUGH THE FOUR DIFFERENT SCENARIOS, YOU DID SEE DIFFERENT OPTIONS. WE WERE PURPOSEFUL IN THAT THAT WE WANTED TO PROVIDE CHILLED, DIFFERENT ROADWAY CONFIGURATION AND OPTIONS, AND WE WANTED THE PUBLIC TO TAKE A LOOK AT. YOU MAY LIKE ONE PIECE OF SCENARIO ONE. BUT THERE'S ANOTHER RODEWAY INN SCENARIO THROUGH THAT YOU THAT YOU LIKE, SO WE WANT PEOPLE TO KIND OF ALMOST PICK AND CHOOSE. WHAT WERE THE BEST CONNECTIONS AND PROVIDE US THAT FEEDBACK. FOR THIS PLANNING PROCESS. AFTER WE WENT THROUGH THE PUBLIC OPEN HOUSE, WE DID HAVE WORKING WITH YOUR STAFF HERE. THERE WAS AN ONLINE SURVEY THAT HAVE THE DIFFERENT SCENARIOS TOGETHER ADDITIONAL FEEDBACK AND WE RECEIVED ABOUT.
AN ADDITIONAL 60 RESPONSES FROM THE SERVER THAT WAS OPEN FOR ABOUT 3 TO 4 WEEKS ON YOUR PUBLIC WEBSITE. SOME OF THE GENERAL THEMES THAT WE HEARD FROM THE PUBLIC WAS DEFINITELY SAFETY. UM AND THIS IS LOOKING AT IMPROVEMENT OF THE EXISTING PEDESTRIAN AND BICYCLE FACILITIES THROUGH THE AREA. LIGHTING AND TRANSFER CRIME PREVENTION. HOW CAN WE MAKE IT SAFER FOR PEOPLE TO BE WALKING THROUGH THE AREA AT NIGHT? AGAIN? YOU ARE GOING TO HAVE A LOT OF NEW DEVELOPMENT COMING INTO THE AREA, YOU KNOW, TUBS, BREWERY AND EVERYTHING ELSE.
HOW DO YOU MAKE SURE THAT PEOPLE THEY MAY HAVE TO PARK OFF SITE CAN STILL HAVE A SAFE PATH TO THE DIFFERENT ACTIVITIES AND YOUR NEW CITY HALL AS WELL. PROPERTY.
ENVIRONMENTAL IMPACT AGAIN. WE'RE VERY CONSCIOUS OF THE PRIDE NEIGHBORHOODS, AND SOME OF THE HISTORICAL ASSETS ARE IN THE ARE IN THE NEIGHBORHOODS TODAY, SO WE WANT TO MINIMIZE.
IMPACT ON THE RESIDENTIAL PROPERTY AS MUCH AS POSSIBLE. AND AGAIN. WE WANT TO. YOU KNOW, WE DON'T WE WANT TO CREATE THIS IN THE CONTEXT SENSITIVE MANNER THAT THE ROADWAYS AND IMPROVEMENTS THAT GO IN OUR MEANINGFUL TO THE NEIGHBORHOODS AND THIS IS NOT ANOTHER ROAD PROJECT THAT. COMES THROUGH AND DOESN'T HAVE ANY CONTEXT TO THE YOU KNOW THE OVERALL CHARACTER OF THE EXISTING ASSETS THAT ARE THERE TODAY. AND OBVIOUSLY THE IMPROVED TRAFFIC MANAGEMENT. MAKING SURE THAT THEIR TRAFFIC COMMON ELEMENTS ON SOME OF THE ROADWAYS. WE HEARD A LOT OF COMMENTS ON PEOPLE ON THROCKMORTON HIGH GOING TO SLOW THE TRAFFIC DOWN IS A PRETTY WIDE ROADWAY TODAY. SO WE'VE LOOKED AT THE POSSIBILITY OF ADDING, MAYBE IN A ROUNDABOUT OR OTHER, YOU KNOW ENHANCEMENTS ALONG THE ROADWAY TO MINIMIZE SOME OF THE TRAFFIC SPEEDS. I COULD GO THROUGH THERE AGAIN. OBVIOUSLY WE WANT TO CREATE NEW ACCESS POINTS WHERE. WHERE IT'S APPLICABLE IN WORDS NEEDED AND THEN ALSO, WE WANT TO AS PART OF THIS PLANNING PROCESS, TRYING TO MITIGATE SOME OF THE CUT THROUGH TRAFFIC. THAT WAS A CONCERN BY SOME OF THE RESIDENTS AS WELL. IN ORDER TO EVALUATE THE DIFFERENT SCENARIOS. WE DID A QUALITATIVE BID EVALUATION PROCESS WHERE WE RANK THE DIFFERENT SCENARIOS FROM A NEGATIVE TUDE TO A POSITIVE, TOO. SOME OF THE EVALUATION CRITERIA CATEGORIES THAT WE LOOKED AT WERE THE LENGTH OF NEED FOR PROPOSED SCENARIOS. SOME OF YOUR EXISTING STREETS AND THE IMPROVEMENT. LOOKING AT THE NEW LENGTH INROADS OF IMPROVEMENTS OF YOUR NEW STREETS AS WELL POTENTIAL RIGHT AWAY ACQUISITION ESTIMATED WHAT MAY OR MAY NOT BE NEEDED. WE DEFINITELY TOOK A CONSIDERATION OF YOUR COMMUNITY AND SOCIAL IMPACT SOCIO ECONOMIC. SOCIO ECONOMIC IMPACTS. ENVIRONMENT ENVIRONMENTAL IMPACTS AND THEN OTHER, YOU KNOW, LOOKING AT THE CONNECTIONS TO ACCESS SAFETY. WE'RE ALL DIFFERENT FACTORS THAT WE EVALUATED ON THE NEGATIVE. 22 A PLUS TWO SCENARIO, SO FOR THE MORE POSITIVE THAT SOMETHING THERE WAS, IT WAS A PLUS TO THE MORE NEGATIVE AFFECTED HAD IT WAS NEGATIVE, TOO. SO I'M NOT GOING TO GO THROUGH THE WHOLE SPREADSHEET HERE ON THE PLUSES AND MINUSES AND EVERYTHING ELSE BUT. ON OUR ONE PROCESS THAT WE HAD LOOKING AT THIS, YOU KNOW, SCENARIO TO THAT WE PRESENTED SCORED THE HIGHEST FROM THE EVALUATION CRITERIA OF
[00:30:04]
QUALITATIVE PROCESS. NOW AGAIN, THIS IS ONLY ONE PIECE OF THE OVERALL. PROCESS THAT WE'RE USING TO CREATE THE PREFERRED HYBRID SCENARIO WE WANTED TO TAKE IN THE ADDITIONAL PUBLIC FEEDBACK THAT WE RECEIVED AS WELL. SO THE PREFERRED HYBRID SCENARIOS. WHAT YOU SEE HERE IS AGAIN TAKING INTO CONSIDERATION. THE EVALUATION MATRIX THAT WE, UH THAT WE RAN BOTH ALL FOUR SCENARIOS THROUGH ALONG WITH TAKING THE PUBLIC INPUT INTO CONSIDERATION. AND THE COMMENTS THE PREFERRED SCENARIO THAT WE HAVE PRESENTED HERE IS OUR RECOMMENDATION I WAS NICK MENTIONED EARLY ON. THIS IS REALLY A HIGH LEVEL KIND OF THOROUGHFARE PLAN MAP.EVERYTHING IS GOING TO BE DICTATED BY FUTURE DEVELOPMENT THAT COMES INTO THE AREA SO.
RIGHT NOW, IT MAY LOOK LIKE LINES ON A MAP AND EVERYTHING ELSE BUT AS DEVELOPMENT OCCURS, WE'RE AT LEAST PROVIDING THAT GUIDING DOCUMENT AND GUIDANCE TO YOU KNOW DEVELOPERS INTO THE CITY AND THE COMMUNITY ABOUT WHAT ROADWAYS ARE GOING TO BE NEEDED IN ORDER TO PROVIDE COHESIVE. NETWORK FOR MOBILITY AND TRANSPORTATION GOING THROUGH THE SITE, SO SOME OF THE HIGHLIGHTS HERE IS WE ARE RECOMMENDING, YOU KNOW, CONNECT ANOTHER CONNECTION TO 3 80 ALONG LIGHTLY PARK. YOU'RE MAKING SOME IMPROVEMENTS THERE RIGHT NOW, SO WE THINK A SECONDARY CONNECTION. COULD REALLY OPEN UP THAT PARK SPACE. AN EXTENSION OR OUT, SAY KIND OF A. EXTENSION IN RELOCATION OF SENECA BOVARD A LITTLE BIT ALONG THE RIVER, WHICH OPENS UP THE OPPORTUNITIES FOR SOME PRIVATE DEVELOPMENT, JUST NORTH OF SOME OF THE EXISTING RESIDENTIAL AREA SOUTH OF THE ROAD. A COLLECTOR, OR OBVIOUSLY, SOME CAN. SOME CONSTRUCTION ALONG THE THROCKMORTON AREA. WE ARE RECOMMENDING NOT TO MAINTAIN THROCKMORTON THE WAY IT IS ON THE NORTH SIDE OF BASICALLY SONIKA AND THE EXISTING RESIDENTIAL AREA, BUT MAYBE MAKING SOME TRAFFIC IMPROVEMENTS AND SLOW DOWN SOME OF THE TRAFFIC. AS YOU CAN GET INTO MORE OF THE STUDY AREA SOUTH OF SENECA AND MORE OF THE HUSTLE AND BUSTLE IN THE MIXED USE DEVELOPMENT. YOU'RE LOOKING TO OCCUR, MOST LIKELY THROCKMORTON COULD BE WIDENED OUT TO PROVIDE SOME ADDITIONAL ON STREET PARKING AND DESIGNATED AREAS TO SUPPORT SOME OF THE ROOT DEVELOPMENT AND DEVELOPMENT THAT'S GOING TO OCCUR IN THE FUTURE. OBVIOUSLY HAVING A STRONG EAST WEST CONNECTION WITH THE VIRGINIA STREE. WE WOULD RECOMMEND PUNCH THAT ALL THE WAY THROUGH TO AIRPORT DRIVE THAT WOULD BE THE KIND OF THE MAIN EAST WEST CONNECTION AS DEVELOPMENT OCCURS IN THE FUTURE, MOST LIKELY. THAT COULD BE A CONTROLLED INTERSECTION, BUT THAT'S GOING TO BE DEPENDENT ON FUTURE DEVELOPMENT THAT OCCURS HERE. WE ARE ALSO RECOMMENDING, UM, TO, BASICALLY I WOULD SAY PUNCH GREENVILLE ROAD TO AIRPORT AS WELL. BUT MOVING IT A LITTLE BIT FURTHER NORTH AND WHERE IT IS RIGHT NOW. WORKING WITH THE PRIVATE DEVELOPER AND PRIVATE OWNER THAT OWNS THAT LAND. WE WOULD SHIFT TO NORTH LITTLE BIT TO MINIMIZE THE IMPACT ON SOME OF THE EXISTING RESIDENTIAL, UH, HOMESTEADS THAT ARE THERE TODAY, BUT THAT WOULD ONLY SERVE AS A RIGHT IN RIGHT OUT TO KIND OF. FOSTER CIRCULATION OF THAT NEIGHBORHOOD. THAT'S THERE RIGHT NOW. THERE'S CURRENTLY A MEDIAN BREAK WERE AND WILL ALWAYS TODAY, WE WOULD ACTUALLY RECOMMEND CLOSING, CLOSING THE CONNECTION OFF. BUT STILL PROVIDED RIGHT IN RIGHT OUT AS YOU'RE GOING TO END AN AIRPORT DRIVE. WE ALSO LOOK AT THE POSSIBILITY OF A FUTURE CONNECTION OF ANTHONY STREET DOWN ELM STREET, WHICH WOULD GET YOU TO A FOUR WAY OR THREE WAY. EXCUSE ME, KIND OF CONTROLLED INTERSECTION ON AIRPORT DRIVE ON THE SOUTHERN TERMINUS. OF THE SITE AND THEN AGAIN, LOOKING AT SOME OTHER IMPROVEMENTS, WHICH HAVE BEEN STUDIED PREVIOUSLY A LITTLE BIT SOME IMPROVEMENTS ALONG GREENVILLE ADJACENT TO THE SCHOOL AND LOUIS LOUISIANA STREET. IDENTIFYING WHERE PARKING ON STREET PARKING BABY APPLICABLE IN THE FUTURE AS WELL AND THEN A FUTURE NORTH SOUTH CONNECTION ON THE BACK SIDE OF OLD CELLARS, PART THAT KIND OF TIES THE TRAFFIC THROUGH THERE AS WELL.
OBVIOUSLY AS I THINK NICK HAS MENTIONED HERE A LITTLE BIT YOU HAVE CURRENTLY IN DEVELOPMENT.
YOU KNOW THE IMPROVEMENTS ON LOUISIANA WITH THE ROUNDABOUT AS WELL. SO THAT'S ALREADY BEING FACTORED INTO THE STUDY AREA AS WELL. WHEN WE WHEN WE RAN THE PREFERRED SCENARIO THROUGH THE PLANET OR OUR EVALUATION MAJORS, LOOKING AT THE PLUSES AND MINUSES, THE FINAL SCORE FOR THE PREFERRED SCENARIO ENDED UP BEING A POSITIVE SIX, WHICH WE THINK.
IS GREAT FOR THE PREFERRED SCENARIO AGAIN THAT'S TAKEN INTO CONSIDERATION OUR INITIAL EVALUATION OF THE FOUR SCENARIOS ALONG WITH ALL THE PUBLIC INPUT AND FEEDBACK THAT WE RECEIVED FROM. THE PUBLIC ABOUT DIFFERENT ROADWAY CONNECTIONS AND LOCATIONS AND AMENITIES THAT THEY WERE SEEKING. AND THEN, AS I PREVIOUSLY MENTIONED BEFOREHAND, WE DO WANT TO TAKE IN CONSIDERATION AGAIN. THE STUDY THAT WILL MOST LIKELY BE UNDERTAKEN FOR POTENTIAL FUTURE DECK PARK IS THERE WOULD BE A FUTURE ENHANCEMENTS. WOULD NEED TO BE MADE ON THE WEST SIDE KIND OF GET INTO DOWNTOWN AREA AND IMPROVEMENTS. BUT AGAIN, THIS PERVERT SCENARIO THAT WE ARE RECOMMENDING DOES TAKE THAT IN CONSIDERATION AS YOU MOVE FORWARD WITH. YOUR FUTURE DECK PARK STUDY ALONG ST JOHN CONWAY, FIVE. JUST TAKING A LOOK AT HERE. UM, THIS IS THE OVERALL I KNOW THAT IT LOOKS LIKE A LOT OF NUMBERS HERE. BUT
[00:35:02]
WHAT I WANTED TO WHAT WE WANT TO SHOW HERE IS THAT THE DISPERSION OF TRAFFIC THAT'S GOING TO HAPPEN HERE IN THE FUTURE. SO THE. THE NUMBERS IN BLACK ARE THE EXISTING NUMBERS TODAY BASED UPON THE N C T COG MODEL THAT'S OUT THERE, ALONG WITH THE TRAFFIC NUMBERS THAT WE RECEIVED FROM YOUR STAFF AS PART OF THIS PROCESS, AND THEN YOU SEE THE DISTRIBUTION OF THE FUTURE TRAFFIC. THAT WOULD BE COMING IN AND OUT OF THE SITE. SO YOU SEE, YOU KNOW THE FUTURE LAMAR EXTENSION WOULD CARRY AROUND 3500 VEHICLES A DAY. YOU HAVE WITH THE CONNECTIONS TO AIRPORT DRIVE. ON THE EAST SIDE. YOU SEE, WHERE AROUND 5000 TO 7000 VEHICLES PER DAY IT WOULD BE ENTERING OR EXITING THE SITE ON THE EAST SIDE, SO IT'S A PRETTY EVEN DISTRIBUTION OF TRAFFIC THAT WOULD BE COMING INTO. THE SIGHTS AND MINIMIZING THE IMPACT ON SOME OF THE EXISTING RESIDENTIAL. SOME OF THE NUMBERS ON THROCKMORTON DUES DO GET HIGHER STILL, AND THAT'S BASED UPON THE MODEL FROM COG WHERE THEY ARE ACTUALLY ESTIMATED AT ONE TIME 10,000 VEHICLES. A DAY COMING COMING DOWN THROCKMORTON STREET, SO THAT'S WHY WE THINK LONG TERM A CONNECTION ALONG WIDELY PARK TO 3 80 WOULD DISPERSE SOME OF THAT TRAFFIC, MINIMIZING. SOME OF THAT FUTURE VEHICLE ACCESS WOULD BE COMING THROUGH THE SITE. AND THEN FROM A PRIOR PRIORITY IMPLEMENTATION STANDPOINT, WORKING WITH YOUR STAFF, WE WOULD RECOMMEND MOVING FORWARD, OBVIOUSLY, AS WE MENTIONED YOU HAVE SOME ROADWAY IMPROVEMENTS UNDERWAY RIGHT NOW WITH LOUISIANA THAT ARE IN DESIGN TODAY. KNOWING THE KIND OF THE PROCESS FOR THE NEXT STEPS. WE WOULD RECOMMEND THAT YOU START LOOKING AT. THE EXTENSION OR IMPROVEMENT ALONG VIRGINIA STORIES. THROCKMORTON AND LAMAR OBVIOUSLY SERVING YOUR NEW CITY HALL COMPLEX IN SOME OF THE POTENTIAL MIX. THESE DEVELOPMENTS CAN BE COMING IN HERE AND THEN A FUTURE PHASE WOULD BE KIND OF THAT PHASE TWO PRIORITY WOULD BE THAT. NORTH SIDE OF THROCKMORTON FROM SENECA ALL THE WAY UP TO 3 80 WOULD BE A KIND OF A SECONDARY STUDY AREA THAT WE WOULD RECOMMEND YOU TAKE A LOOK AT AFTER THE PRIORITY OF VIRGINIA LAMAR THROCKMORTON AREA. LOOKING AT THE NEXT STEPS. WE'RE GOING TO TAKE ANY FEEDBACK THAT WE RECEIVED FROM YOU ALL THIS AFTERNOON. UM UH AND TALKING TO THE NECK OVER THE LAST WEEK.THERE IS, I THINK A MEETING THAT'S GOING TO COMING UP AT THE EAST SIDE. KIDNEY GROUP TO PRESENT KIND OF THIS PREFERRED SCENARIOS. ANY FEEDBACK WE GET FROM THERE WILL BE TAKEN INTO CONSIDERATION AND THEN WE'LL START FINALISING THE STUDY. THAT WILL BE BRING IT BACK TO THE STAFF AND. ALL SOMETIME DOWN THE FUTURE. IN THAT FINALIZED STUDY, IT IS GOING TO IDENTIFY AND WE'VE BEEN OUT TO THE SIDE A COUPLE TIMES, SO WHEN WE BREAK DOWN EACH ROAD IS GOING TO IDENTIFY WHERE WE THINK SATISFACTORY. FOR INSTANCE, OR SIDEWALKS ARE BEST TO BE LOCATED. POTENTIAL SHARE AND OTHER AMENITIES. YOU KNOW FROM A TRAFFIC COMMENTS STANDPOINT, AND EVERYTHING ELSE WILL BE WILL BE PART OF THE OVERALL FINAL RECOMMENDATION AND STUDY THAT WE HAVE TO PRESENT TO YOU SO. THAT TIME, I'LL OPEN UP FOR ANY QUESTIONS THAT ANY MEMBERS OF THE COUNCIL MAY HAVE. SO I'VE GOT A QUESTION FOR YOU FIRST, THOUGH.
NICE MOVEMENT THROUGH THE PRESENTATION AND INFORMATIVE AND FULL OF INFORMATION AND THE ASSUMPTIONS ON FUTURE TRAFFIC. UH, WHAT? WHAT ASSUMPTIONS ON USES. WHERE THERE. WHERE DID THEY COME FROM? YOU KNOW THE USES OF THE PROPERTY HAVE YET TO BE. YEP. SO, LOOKING AT YOUR YOUR 2040 COMPREHENSIVE PLAN. THERE WAS THERE WAS NO, YOU HAVE LAND USES IN, UM.
DIFFERENT DENSITIES ARE BEING TAKEN INTO CONSIDERATION, SO WE LOOKED AT YOUR COMPREHENSIVE PLAN AND YOUR STAFF ON A YEARLY BASIS. DOES UPDATE THAT. AS DEVELOPMENT OCCURS, OUR FUTURE TO OCCUR, SO WE TOOK ALL THAT INTO CONSIDERATION WHEN LOOKING AT MIXED USE, DEVELOPMENT OR INSTITUTIONAL OR DESTINATION TYPE OF FACILITIES LIKE YOUR CITY HALL OR TOPS BREWERY.
THOSE WERE THE METRICS THAT WE USED TO. RUN OUR TRAFFIC ANALYSIS TO UNDERSTAND THE DIFFERENT THE TRACK THE AMOUNT OF TRAFFIC TRIP TRIP GENERATION THAT WOULD BE A CURRENT INTO THE FUTURE, SO IT'S BASED OFF OF WHAT WE KNOW TODAY, ALONG WITH WHAT'S. BEEN IDENTIFIED IN YOUR COMPREHENSIVE PLAN AND WHAT YOUR STAFF UPDATES ON A YEARLY BASIS FROM LAND USE PERSPECTIVE, THOSE TRAFFIC. ASSUMPTIONS WERE BASED ON HOW MANY YEARS OUT. I DON'T REMEMBER. I THINK IT GOES OUT TO 2040 2045 AS PART OF THE SAME WITH THE COG MODEL. GOT IT. THANK YOU. SO. YOU'RE SAYING YOUR MODEL ASSUMES THE USES THAT ARE THERE DOES THE COG MODEL ASSUME LIKE THROUGH TRAFFIC OR PEOPLE THAT ARE USING IT AS AN ALTERNATIVE ROADWAY. AND IT IS THAT. MAY EXPLAIN SOME OF THE DIFFERENCE BETWEEN MY COLLEAGUE HAS.
10,000 CARS ON THRONG WARNING AND WE'RE USING 4500. AGAIN, YOU KNOW I'LL HAVE ADAM FROM AN ENGINEERING PERSPECTIVE, HELP WITH THE COG MODELING AS WELL. SO IT'S A LITTLE BIT DIFFERENT, SO THE COG MODEL DOESN'T HAVE AN EXTRA CONNECTION WHICH WE HAVE HERE NEXT. WHAT LEE PARK.
[00:40:05]
SO BETWEEN THOSE TWO WE HAVE 6500. IT IS STILL LOWER THAN COX MODEL OF 10,000. I'M NOT THE TRAFFIC EXPERT, SO I DON'T KNOW EXACTLY WHAT THEY USE IN THEIR MODEL. BUT TEXT OUR COLLEAGUES MODEL VERSUS TEXT DOTS MODEL. IS ALL DIFFERENT. SO THE ALL THE TRAFFIC NUMBERS THAT WE'RE GIVING YOU HERE IS ASSUMING A FULL BUILD OUT OF THIS AREA AGAIN. AS BRENNAN SAID, ASSUMING OR USING ALL THE LAND USE DATA THAT THE CITY HAS BEEN PROVIDED TO US. WITH OUR TRAFFIC GROUP PROJECTING ALL THESE NUMBERS WITH THAT INFORMATION AT HAND. I'M GLAD TO SEE THAT. VIRGINIA IS A IS A PRIORITY. IS LOOKING UP IT HERE AND I DON'T KNOW THE TIMEFRAMES, BUT I WOULD ASSUME THE TEXT DOT IS GOING TO BE STARTING ON HIGHWAY FIVE.RELATIVELY QUICKLY. VICTOR SO TEXT THOUGHT. THE LATEST STATE THEY TOLD US IS, UM, EARLY TO MID 2024 WHEN THEY WOULD START THAT CONSTRUCTION. OKAY THEY'VE HAD THEIR OWN FUNDING CHALLENGES, SO. WE'RE BEING PATIENT ON THE PROCESS, BUT HOPEFUL THAT THEY'LL START AS SOON AS POSSIBLE. WE'RE GOING TO HAVE A LOT OF ROAD CONSTRUCTION IN THAT ONE AREA, SO IT SHOULD BE A PRIORITY TO GET THAT CONNECTION TO AIRPORT BOULEVARD SO PEOPLE CAN GET IN AND OUT WHEN THAT CONSTRUCTION STARTS. ABSOLUTELY THAT VIRGINIA CONNECTION, ACTUALLY WILL, YOU KNOW, BE THE FIRST EAST WEST CONNECTION. PULL SOME OF THAT TRAFFIC OFF OF IN LOW AND KIND OF SET THE BACKBONE FOR THE ROADWAY NETWORK IN THE IN THE EAST BECAME THE AREA, OKAY? WHAT IS THE HIGHWAY FIVE? I'M STARTING IN 2024. WHAT'S THE SCOPE OF THE PROJECT SO THAT PROJECT WILL RECONSTRUCT HIGHWAY FIVE FROM, UM, BASICALLY SPUR 3 99 WERE, UM.
SAM RAYBURN ENDS UP TO JUST NORTH OF 3 80. THERE IS SOME DISCUSSION, DEPENDING ON FUNDING FROM TEXT THOUGHT ABOUT POTENTIALLY TAKING THAT RECONSTRUCTION OF HIGHWAY FIVE ALL THE WAY ALMOST TO MELISSA. AND FOR THE MOST PART, IT'S GOING TO BE A WIDENING IN SOME OF THE AREAS OUTSIDE OF THE CORE DOWNTOWN AREA. OBVIOUSLY, THERE'S NOT ENOUGH REAL ESTATE THROUGH THE DOWNTOWN AREA TO WIDEN BEYOND THE FOUR LINE SECTION WILL HAVE A DIVIDED MEDIAN. SOUTH OF INDUSTRIAL WILL BE WIDEN SIX LINES. HAVE A NEW GRADE SEPARATED INTERSECTIONS AT SPUR 3 99, ALSO AT STEWART ROAD. AND THEN NORTH OF 3 80 WILL BE A SIX LINE SECTION INITIALLY CONSTRUCTED AS FOUR LINES. I FEEL LIKE I REMEMBER IT THE DESIGN WITHIN INDUSTRIAL IN 38 YEARS TO SLOW TRAFFIC DOWN. WITH A DIVIDED MEDIAN, AND SOME OF THE OTHER COMPONENTS TO THE DESIGN IS THAT IS THAT STILL THE CASE? YES. SO THAT OBVIOUSLY IS SOMETHING THAT WE CONTINUE TO WORK WITH TEXT THOUGHT ON. WE WANT TO TRY TO SLOW TRACK DOWN AS MUCH AS POSSIBLE. SO YOU KNOW. MAKING SURE THAT WE'RE PRIORITIZING NOT ONLY VEHICULAR TRAFFIC TRAFFIC, BUT WE'RE HAVING TEXT NOT INSTALLED WIDER SIDEWALKS ALONG HIGHWAY FIVE, UH, THROUGH THAT KIND OF CORE DOWNTOWN AREA. BUT AGAIN, THAT KIND OF GOES BACK TO THE HIGHWAY FIVE CONTEXT STUDY THAT WAS LED BY THE CITY YEARS AGO. SAME SAME PRINCIPLES APPLY. UM DOES INCLUDE MORE CROSS. UH STOPLIGHTS OR CROSSWALKS AND THE. NORTHERN OR SOUTHERN SECTIONS, YOU KNOW, SO TRAFFIC SIGNALS WOULD HAVE TO BE RUN THROUGH A TRAFFIC WARRANT STUDY SO. DEPENDING ON YOU KNOW WHAT WE'RE LOOKING AT, YOU KNOW A COUPLE YEARS DOWN THE ROAD THAT MAY CHANGE FROM FROM TODAY WE ARE. IN ADDITION, BECAUSE TEXT THOUGHT IS, IS THERE IN THE BUSINESS OF BUILDING ROADWAYS? SO FROM THE CITY STANDPOINT, WE HAVE CONTRACTED WITH THE FIRM THAT'S DOING THE DESIGN FOR HIGHWAY FIVE TO LOOK AT ENHANCING SPECIFIC PEDESTRIAN CROSSINGS ALONG THE CORRIDOR TO KIND OF LOOK AT WHAT THAT WOULD LOOK LIKE. WE'RE LOOKING AT LOUISIANA. WE'RE LOOKING AT VIRGINIA STANDIFER AND LAMAR.
UH, SO OBVIOUSLY WE ALSO HAVE THE DECK PARK. THE PEDESTRIAN PLAZA FEASIBILITY STUDY. THEY WILL HAVE TO OCCUR OVER TIME AND KIND OF SEE WHAT THOSE THOSE IMPACTS ARE HARDER.
PROMOTE THAT PEDESTRIAN LINKAGE ACROSS HIGHWAY FIVE. I WOULD ADD TO THAT A SUGGESTION OF ELM AND IRWIN. BUT THE DECK PART DOES THAT ALTER THE TEXT? AUNTS TIMELINE IN ANY WAY? THAT IS WHAT WE GOING TO HOPEFULLY FIND OUT HERE REALLY? SOON YOU KNOW, WE'RE MOVING FULL SPEED AHEAD, ASSUMING THAT TEXT THOUGHTS GOING TO MOVE FORWARD WITH THE PROJECT, BUT WE WANT TO BE READY TO PIVOT. WE'VE ACTUALLY GOT A CALL WITH THE COG TOMORROW TO HAVE SOME OF THOSE INITIAL DISCUSSIONS. SO AS SOON AS WE GET SOME MORE INFORMATION ON HOW THAT FEASIBILITY STUDY COULD IMPACT THE HIGHWAY FIVE PROJECT, WE'RE GONNA BE READY TO PIVOT AND JUST AND KEEP THE
[00:45:02]
PROJECT MOVING FORWARD. SO I MEAN, OBVIOUSLY, WE HAVEN'T GOTTEN ANYWHERE NEAR THIS CLOSE.BUT WHEN I SEE THAT MAP THAT SHOWS THE DECK PARK. SEE ADDITIONAL IMPROVEMENTS. ASK FOR ALONG. ANTHONY GOING WELL GOING WEST AND THE NORTH ALONG TENNESSEE AND, UM, I CAN'T. HAS EARNED. ENOUGH TO READ WHAT THAT EASTERN ROAD IS, BUT WITH THE ASSUMPTION BE THE TRAFFIC COMING NORTH ON HIGHWAY FIVE TO ACCESS DOWNTOWN WOULD NEED TO EXIT ANTHONY. SO YOU KNOW AGAIN, IT'S HIGHLY DEPENDENT ON WHAT THAT LOOKS LIKE, YOU KNOW? IS THERE SOME SORT OF FRONTAGE ACCESS UP TO SAY, UM, YOU KNOW, LOUISIANA ON THE SOUTH SIDE. TWO FOR DORTMUND DRAFT TO BE ABLE TO ENTER INTO EAST MCKINNEY AND THEN FROM THE CROUTON DIRECTION ARE THEY ABLE TO TURN ON TO SAY VIRGINIA STREET TO ENTER THE SQUARE? UNTIL WE KIND OF GET THE FEASIBLE ALTERNATIVES DEVELOPED. KIND OF FIGURE OUT WHAT THE IMPACTS ARE, FROM AN ENVIRONMENTAL STANDPOINT, WE'RE TALKING ABOUT, YOU KNOW, PRETTY SIGNIFICANT IMPACT, DIGGING A 20 FT HOLE ON HIGHWAY FIVE. POTENTIALLY. IT'S DEFINITELY GOING TO IMPACT ACCESS. I THINK WHAT THIS IS IN SHOWS THAT THERE ARE OTHER ROADWAY NETWORK OPPORTUNITIES TO PROVIDE THAT CONNECTIVITY, ESPECIALLY ALONG WILCOX, ST ANTHONY, AND THEN ALONG. UM ARE SO WE JUST HAVE TO BE PREPARED TO BE ABLE TO HAVE THOSE DISCUSSIONS AS WE GET MORE INFORMATION ON WHAT THE IMPACTS OF THAT. THAT PART WOULD BE SO I SEE ANTHONY STREET IN THIS AND I'LL USE IT AS AN EXAMPLE. BUT WHAT YOU ALL ARE SHOWING FOR ANTHONY. IT JUST. IT'S A LOT. WE'RE UM. WE HAVE APPROVED OR WE WILL TONIGHT. THE. REZONING AND ULTIMATELY, THE SIDE PLAN THAT FUNNELS TRAFFIC OUT OF THE PARKING LOT ON THE ANTHONY. OUT OF THE LOUISIANA STREET PARKING LOT ON THE ANTHONY UM. I DON'T KNOW WHAT SORT OF. CALMING ELEMENTS YOU COULD PUT ALONG ANTHONY OUTSIDE OF ADDITIONAL STOP SIGNS, BUT THAT IS A STRAIGHT STRETCH THAT IS ALREADY FAST. AND I HAVE A NUMBER OF PEOPLE WHO TALK TO ME. ABOUT NOT NECESSARILY THE TRAFFIC COUNTS ON THAT ROAD. AT THE SPEED AT WHICH THAT TRAFFIC COMES DOWN THAT ROAD AND EVERYTHING WE'RE TALKING ABOUT. SEEMS TO ACCELERATE THAT, AND IN THE SAME EFFECT. WHERE WE'VE CONNECTED ELM. IN THE AIRPORT OVER THERE. THE CONNECTION THAT WAS CREATED ON TOO GARISH IS HAVING A SIMILAR EFFECT WHERE CARS WILL COME IN THE GARISH HAD A MUCH HIGHER SPEED THAN THEY HAVE IN THE PAST, AND SO, LIKE WHAT CALMING EFFECTS. CAN WE PUT ON THESE ROADWAYS? ESPECIALLY WHEN YOU'RE TALKING ABOUT OF STRAIGHT. SHOT THROUGH A NEIGHBORHOOD THAT I DON'T KNOW THAT YOU'RE GOING TO BE ABLE TO GET. TYPE OF RIGHT AWAY. YOU NEED TO ACCOMMODATE THIS STUFF. YEAH, SO THAT'S GOING TO BE PART OF THE FINAL PACKAGE THAT HALF PUTS TOGETHER THEY'RE GOING TO BE LOOKING AT SPECIFIC CORRIDORS. WHAT KIND OF CALMING AND YOU KNOW, WE'VE GOT SEVERAL COMMENTS FROM THE PUBLIC ON NOT ONLY TRAFFIC CALMING, BUT YOU KNOW, JUST THE AESTHETIC ELEMENTS. SO THOSE ALL BE, UH, THERE WAS ALL THE TOOLS YOU KNOW THAT WILL USE AS WE DEVELOP THESE PROJECTS. WE'LL STILL HAVE OUR TYPICAL PROCESS FOR TAKING THESE PROJECTS TO CONSTRUCTION, BUT FORCED TRAFFIC CALMING. I MEAN, YOU KNOW, I THINK IT'S A VERY CASE BY CASE BASIS ON WHAT THE TOOLS ARE. YOU'RE EXACTLY RIGHT. ANTHONY STREET IS VERY NARROW.
AND I THINK THE REASON THAT YOU'RE SEEING SO MANY CONNECTIONS IS BECAUSE WE DID NOT WANT TO. PRESENT SOMETHING THAT HAD A FOUR LANE ROADWAY IN EAST MCKINNEY. SO YOU KNOW IT'S GOING TO BE CRITICAL THAT WAY. FINDING AND TRAFFIC CALMING MEASURES ARE PUT IN PLACE AND WE HAVE A STRATEGY. NOT NOT JUST FOR, YOU KNOW, OVERALL STRATEGY FOR THE PROJECT THAT NEEDS TO BE VERY CORRIDOR SPECIFIC. IT WOULD BE IN CONJUNCTION WITH OUR TRAFFIC TEAM IN THE RECOMMENDATIONS FROM HALF AND OBVIOUSLY FEEDBACK FROM THE PUBLIC. CAN I ADD SOMETHING REAL QUICK, SO TO YOUR POINTS ARE, UM SO ONE OF THE IDEAS WITH THE DIFFERENT CONNECTION POINTS TO IS TO GIVE THEM MORE OPTIONS SO RIGHT NOW INTO THE DOWNTOWN AREA, IT'S PRIMARILY OF VIRGINIA AND LOUISIANA. SO, WITH THE MAJORITY OF THE TRAFFIC COMING FROM THE SOUTH ON STATE HIGHWAY FIVE AND YOUR NEW L'M CONNECTION, THE IDEA WOULD BE THAT THEY COULD TAKE AGAIN WITH WAY FINDING AND WHATNOT. AS AS NICK HAS MENTIONED. THEY COULD COME UP STATE HIGHWAY FIVE. UH TAKE ELM OVER TO AIRPORT. TAKE AIRPORT UP AND THEN HOOK INTO VIRGINIA GREENVILLE ON THE BACKSIDE IF THEY'RE WANTING TO GET UP TO OLD SETTLERS, SO THEY'RE NOT USING THE SAME CONNECTIONS THAT THEY ARE TODAY, WHICH ARE LIMITED
[00:50:01]
BECAUSE THERE'S NOT REALLY ANY ACCESS OFF OF AIRPORT. SO IT BE MORE OF A CIRCUITOUS, UM.PATTERN TO GET THERE SO THAT YOU'RE NOT JUST PUTTING EVERYBODY BACK. YOUR EXAM. MY CONCERN IS NOT. DESTINATION TRAFFIC. MY CONCERNS THE THROUGH TRAFFIC. AND UNTIL THERE OR ALTERNATIVES THAT EXIST. THE TECH STOCK CONTROLS. WE ARE POTENTIALLY OPENING UP STREETS TO WHAT WE'RE SHOWING IS DOUBLE THE TRAFFIC LOAD BASED OFF OF DESTINATION TRAFFIC. WHO THROUGH TRAFFIC. COMING OFF OF 3 80 THAT IS TRYING TO GO SOUTH. ESPECIALLY WHEN WE'VE SLOWED DOWN HIGHWAY FIVE BECAUSE OF CONSTRUCTION THAT'S GOING ON. UM COMING DOWN AIRPORT AND DECIDING WHILE I'M GOING TO WHIP DOWN VIRGINIA. AND GET ACROSS THERE. THOSE TYPES OF THINGS HAVE. I MEAN, THERE ARE RESIDENTS IS THAT FACE. VIRGINIA ANTHONY IS FULL OF RESIDENCES, AND I THINK WE'RE SEEING IT AT ELM TODAY. WHAT. THE INCREASED TRAFFIC THAT'S COMING OFF OF THAT NEW ELM. CONSTRUCTION THAT OCCURRED. I THINK IS A FORESIGHT TO WHAT YOU'RE GOING TO SEE WHEN YOU OPEN UP, SEES THESE ACCESS ABILITIES, WHICH IT'S GOOD. I MEAN, THE. THERE'S VALUE IN IT. BUT IF WE DON'T HAVE THE ALTERNATIVES IN PLACE TO REROUTE THE THROUGH TRAFFIC THEN THEY'RE GOING TO CAUSE HARM. I FEEL LIKE YEAH. YEAH, YOU KNOW, THAT'S WHY THE PHASING OF THIS IS IMPORTANT TOO, BECAUSE YOU KNOW, WE DON'T WANT TO OPEN UP THE FLOODGATES PER SE. YOU KNOW, DAY ONE. WE WANT TO PUT THIS IN A MANNER THAT MAKES SENSE. UM SO YOU KNOW, WE WENT BACK AND FORTH FOR A WHILE AND WHETHER OR NOT, YOU KNOW, WE NEED TO KEEP THAT GREENVILLE CONNECTION IN PLACE. AND YOU KNOW, THAT'S ONE OF THE RECOMMENDATIONS THAT MAYBE THAT'S A LONG TERM RECOMMENDATION THAT WE CAN LOOK AT EVALUATE THE TRAFFIC PATTERNS, YOU KNOW, AS THE AREA REDEVELOPED AND KIND OF KIND OF READJUST AND SAY, OKAY, WELL, YOU KNOW. MAYBE WE CAN. WE CAN DO A TRAFFIC ASSESSMENT AND SAY, WELL, MAYBE THE GREENVILLE CONNECTION MAKES SENSE NOW AND THE CONNECTION ON ON ANTHONY MAYBE ISN'T NEEDED WILL KIND OF HOLD OFF ON THAT. SO, UM. COMPLETELY UNDERSTAND THE SENTIMENT THERE, AND IT'S SOMETHING THAT WE'RE TRYING TO BE VERY SENSITIVE TO, UM, YOU KNOW AGAIN, THIS THE SCENARIO WAS PRESENTED IN A MANNER THAT I THINK. TRIES TO DISPERSE TRAFFIC AS MUCH AS POSSIBLE. TRY TO MINIMIZE AND ROUTE FOLKS THROUGH THE RIGHT CORRIDORS THAT MINIMISE THE IMPACTS OF THE EXISTING RESIDENCES AND OBVIOUSLY WILL HAVE. TO USE SOME OF THOSE TOOLS IN OUR TOOLBOX TO ADDRESS YEAH. CORRIDORS SUCH AS ANTHONY.
CLOSE TO THOSE THOSE PROJECTS BEING DONE. I THINK WE'RE UNDERESTIMATING THE TRAFFIC COUNT IMPACT THAT WILL OCCUR. BASED OFF THE THROUGH TRAFFIC AND IN OUR ANALYSIS, AND I THINK THAT'S GOING TO CAUSE US TO MHM. MAKE SOME DECISIONS AND YOU'RE ABSOLUTELY RIGHT. TIMING IS EVERYTHING IN THIS BECAUSE. THE COMMERCIAL DEVELOPMENT, THE STUFF THE CITY IS DOING ALL OF THIS STUFF ADDS VALUE AND THE CONNECTIVITY ADDS VALUE. CONNECTIVITY ADDS VALUE FOR A DESTINATION NOT FOR THROUGH AND MM. I DON'T KNOW HOW WE ENSURE THAT OCCURS. BECAUSE WE DON'T CONTROL THE OTHER COMPONENTS OF IT. BECAUSE THE THING THAT LESSENS THE TRAFFIC DEMAND THAT'S COMING DOWN 3 80 DOWN AIRPORT AND DOWN HIGHWAY FIVE. IS YOU KNOW, 10 YEARS DOWN THE ROAD. CORRECT. UM. THE. PLAN TO GO BACK TO THE COMMUNITY WITH THIS. IS TO GO BACK TO THE EAST SIDE. GROUP THAT IS 10 TO 15 STAKEHOLDERS. YES. SO WE HAVE A COAL BELIEVE NEXT WEEK WITH THE SMALL STAKEHOLDER GROUP. JUST TO KIND OF GET SOME INITIAL FEEDBACK, OBVIOUSLY, UM, YOU KNOW IT'S CHALLENGE PRESENTING THIS INFORMATION IN THIS SORT OF WARM AND TRYING TO GET THAT FEEDBACK, BUT WE CERTAINLY WANT TO BE PATIENT. AND GIVE FOLKS AN OPPORTUNITY TO DIGEST THE INFORMATION. TRADITIONAL FEEDBACK WORK WITH HALF ON ON ANY KIND OF REFINEMENT TO THE TO THE STUDY. OBVIOUSLY YOU KNOW, PATH FORWARDS SOMEWHAT UNCERTAIN AS FAR AS WHETHER THIS WILL BE OFFICIALLY ADOPTED. HOW ARE WE GOING TO START MOVING? YOU KNOW THIS PLANT FORWARD THAT WE CAN, YOU KNOW, MOVE FORWARD WITH PROJECTS AND PRIORITIZING THEM AND GETTING SOME OF THE STUFF ON THE GROUND. SO THINK THERE'S STILL A LOT OF WORK THAT WE HAVE TO
[00:55:03]
WORK THROUGH OVER THE NEXT 34 MONTHS. I WOULD SAY IN THE. PRIORITY IMPLEMENTATION SLIDE THAT YOU HAD UM THE. OBVIOUSLY THE ROADWAYS CURRENTLY IN REDEVELOPMENT. EXIST TODAY, AND I UNDERSTAND THE NEED FOR, UM WHAT IS AROUND HITTING AROUND THE, UM CITY HALL SIDE? UM AND I CAN EVEN UNDERSTAND. VIRGINIA TO A CERTAIN EXTENT IN TERMS OF PRIORITIZING. AND TRYING TO FIND A WAY TO ENSURE THAT YOU'VE GOT. CONSENSUS IN THAT THAT PLAN. I THINK THE REST OF IT MHM. YOU KNOW? I WOULD JUST I WANT MORE. I WANT AN OPPORTUNITY FOR THE COMMUNITY.SEE THIS MORE THAN AT 3 30 ON A TUESDAY IN A PRESENTATION THAT NOT A LOT OF PEOPLE HAVE ACCESS TO AND A PHONE CALL WITH A LIMITED GROUP. UM. AND THAT WAS EXACTLY THE INTENT OF THIS INFORMATIONAL PRESENTATION. I MEAN, WE'RE NOT ASKING FOR ANY SPECIFIC APPROVALS. YOU KNOW JUST SOME INITIAL FEEDBACK. THIS IS THE FIRST TIME THAT WE'VE OFFICIALLY PRESENTED THESE DRAFT RECOMMENDATION. SO, UM. THE SEPTEMBER DATE ON THE TIMELINE. KIND OF. YEAH, WELL, WE CAN PUSH THAT GAVE ME GAVE ME A LITTLE BIT OF STRESS. THE OTHER THING I'LL SAY, NICK THE SITTING FOR THIS GROUP, BUT IN TERMS OF SETTING PRIORITIES. OBVIOUSLY UM. WE FIND WHERE I PUT MY NOTES ON THAT WERE. WE? WE DON'T CONTROL THE PRIORITIES OF THE THROUGH STREET AND BYPASS KIND OF THINGS WERE RELIANT ON TEXT DOT AND THE TIMING OF THAT, AND SO I THINK ANYTHING WE CAN DO TO DO THAT IS HELPFUL, BUT I ALSO THINK WE HAVE TO BE. MINDFUL OF WHAT WE'VE WHAT WE'VE SEEN FOR THE LAST TWO OR THREE MONTHS WITH A ROAD PAVEMENT STUDY THAT SHOWED.
A LARGE NUMBER OF STREETS IN THIS AREA. THAT ARE FAILING OR IN SERIOUS CONDITION. AND. TWO PRIORITIZE SOME OF THESE UM PROJECTS THAT. DON'T NECESSARILY BUT HAVE THE POTENTIAL TO BRING HARM OVER THE ONES THAT HAVE BEEN ASKED FOR. AND, UM YES. WOULD BENEFIT WOULD WOULD PROVIDE DIRECT BENEFIT A STRUGGLE WITH THAT AS WELL, JUST IN TERMS OF UM. WE ONLY HAVE SO MUCH MONEY. AND WHEN YOU'RE WHEN YOU'RE TALKING ABOUT HOW TO SPEND IT. UM YOU KNOW? JUST HAVE A FEELING THAT THIS IS GOING TO GET PRIORITIZED OVER A BUNCH OF GRAY AND RED STREETS US ON THAT LAST MAP THAT. YOU DIDN'T PRESENT BUT THAT WAS PRESENTED BEFORE. YEAH, AND, AND THAT'S AS AN EXCELLENT POINT. I MEAN, THAT'S WHY THE YOU KNOW THE STUDY IS SO IMPORTANT BECAUSE. WE WANT TO PUT DOWN INFRASTRUCTURE THAT'S GONNA LAST, YOU KNOW, 30, PLUS YEARS, SO IT'S REALLY IMPORTANT THAT WE, UH. KIND OF GET SOME INITIAL ASSESSMENT OF WHAT THE INFRASTRUCTURE NEEDS ARE IN THE AREA SO WE CAN FEEL COMFORTABLE THAT YOU KNOW THAT INVESTMENT THAT HIGH DOLLAR INVESTMENT IN THESE STREETS. IT'S GOING TO BE SOMETHING THAT. GOING TO WORK WITH, YOU KNOW THE REDEVELOPMENT THE COMMUNITY LONG TERM. GREAT POINT. THE LAST THING I'LL SAY IS ANYTHING YOU CAN COME UP WITH TRAFFIC CALMING ON SOME OF THOSE STRAIGHT ROADS THEY'RE BEING ASKED FOR TODAY, AND I KNOW WE DON'T DO SPEED BUMPS AND ANYTHING ELSE, BUT IF WE CAN STICK. SOMETHING IN THOSE ROADWAYS TO SLOW THEM DOWN. UM, I GET THAT. GET THAT COMMENT MORE THAN ANYTHING, TRYING TO FIND WAYS TO SLOW DOWN. BUT IT'S NOT COUNT. IT'S THE SPEED. WHICH PEOPLE USE THOSE AS THROUGH STREETS. TRY TO YEAH, YOU KNOW, WE GOT A LOT OF FEEDBACK ON THROCKMORTON, ESPECIALLY JUST WITH THE SPEEDING AND THE NUMBER OF VEHICLES TRAVELING ON THE ROADWAY. OBVIOUSLY CONCERNED WHEN YOU'RE LOOKING AT OVER, DOUBLING THE PROJECTED TRAFFIC VOLUMES THAT BUILD OUT, SO YOU KNOW. GREAT POINT. WE'VE LOOKED AT ROUNDABOUTS MOVED TO DIFFERENT TRAFFIC, CALMING. UH YOU KNOW, WE'VE GOT AWAY FINDING STUDY THAT'S GOING TO BE IMPLEMENTED. SO HOW DOES THAT ROLE INTO THIS? HOW CAN WE ENCOURAGE TRAFFIC TO TAKE CERTAIN ROUTES VERSUS OTHER OTHER ROUTES? SO. I'LL GO BUY WENT TO THE NEON KIDS WITH FLAGS AND PUT THEM OUT. ANYTHING WE CAN DO TO SLOW DOWN. SOME OF THAT ALONG SOME OF THESE STREETS. RIGHT? HELP FOR YOUR WORK. THANK YOU. HOLD ON. THANK YOU. THANK YOU.
