I HAD AN OPPORTUNITY TO ATTEND THE MEETING WHERE YOU HAD PRESENTATIONS FROM THE FROM YOUR TOWN PEOPLE. ONE OF THOSE PRESENTATIONS. WAS FROM THE ENGINEER ON STREETS. I WAS EXTREMELY IMPRESSED BY THE PRESENTATIONS THAT THOSE PEOPLE MADE THAT DAY. I WAS VERY IMPRESSED FOR TWO REASONS. ONE HE OUTLINED WHAT CHALLENGES ARE AHEAD TO KEEP ALL THE ROADS IN MCKINNEY IN OPERATING CONDITION. HE ALSO WAS VERY CLEAR IN SAYING THAT WHAT WOULD HAPPEN IF WE DIDN'T DO THOSE THINGS. AND I UNDERSTAND MORE TODAY WITH THE CHALLENGES ARE THAT YOU ALL FACE IN DELIVERING THESE THINGS I WANT TO TRULY THANK DAVID CRAIG FOR WHAT HE DID. IT'S OUTSTANDING HE BELIEVED IN THE COMMUNITY. GOOD EVENING MAYOR COUNCIL. TONIGHT IS OUR FIRST SIS AND INPUT HEARING ON THE FISCAL YEAR 22 BUDGET. WE WENT THROUGH A LOT OF INFORMATION ON FRIDAY, SO I'LL BE VERY BRIEF WITH MY PRESENTATION, BUT I HAVE A FEW HIGHLIGHTS. I BELIEVE WE HAD THIS EXACT SLIDE.[00:25:01]
UH, AT OUR BUDGET WORKSHOP ON ON FRIDAY. THIS FISCAL YEAR, 22 BUDGET PROPOSALS TO DECREASE THE PROPERTY TAX RATE BY 1.1 CENT. SALES TAX ON THE REVENUE SIDE REMAINS STRONG. THE FISCAL YEAR 22 BUDGET THAT HAS BEEN PROPOSED WILL PROVIDE MARKET ADJUSTMENTS FOR ALL EMPLOYEES ON THE GENERAL GOVERNMENT SIDE THAT INCLUDES STEP INCREASES IN COST OF LIVING ADJUSTMENTS, ALSO THE SAME FOR OUR SWORN PERSONNEL. THIS BUDGET DOES HAVE INCREASED FUNDING FOR OUR STREETS, RECONSTRUCTION PLAN AND WE ARE PLANNING FOR SMALL DEFICIT IN THE APEX CENTER FUND AND PROVIDING SOME STAFFING, WHICH I HAVE ONE SLIDE ON COMING UP. SOME ADDITIONAL STAFFING IN IN THOSE DEPARTMENTS THAT YOU SEE THERE. ON THE GENERAL FUND SIDE. AS WE MENTIONED WE HAVE A 171 MILLION PROPOSED BUDGET. THIS IS THE REVENUE SLIDE AS WE TALKED ABOUT AT THE AT THE BUDGET WORKSHOP VERY HAPPY TO SEE THAT SALES TAX IS GROWING AS A AS A AS A PROPORTION TO OUR REVENUE. AS YOU CAN SEE, IT IS NOW 21% OF OUR PROPOSED REVENUE FOR FISCAL YEAR 22. BALANCED BUDGET HERE. EXPENDITURES 26% BEING POLICE 22% BEING FIRE 21% GENERAL GOVERNMENT AND YOU CAN SEE THE OTHERS THERE BUT BALANCED BUDGET. UH THESE WERE THE STAFFING EDITIONS THAT MENTIONED EARLIER. I JUST WANT TO HIT THE HIGHLIGHTS ON THE PUBLIC SAFETY SIDE 13 NEW EMPLOYEES, FOUR LIEUTENANTS FOR DETECTIVES. UM TO TRAFFIC OFFICERS, SOME TO COMMUNICATION SPECIALISTS AND AN S. R O. ON THE FIRE DEPARTMENT SIDE, UH, NON NEW FIREFIGHTERS AND EMS CAPTAIN. THIS DOES NOT INCLUDE THE NUMBER. UH SIX FIREFIGHTERS THAT WILL BE RETAINED WITH THE SAFER GRANT THAT WE HAVE THAT IS EXPIRING. AND THEN ON THE PUBLIC WORKS SIDE, THE TWO MAINTENANCE TECHNICIANS AND THE CREW LEADER WOULD GO TOWARDS SOME OF OUR OUR STREET MAINTENANCE WITH A NEW CONCRETE TRUCK. AND I, UH, POTHOLE PATCH ER. MOVING ON THE WATER AND WASTEWATER. THE HIGHLIGHTS. AS FAR AS THE RATES GO, NORTH TEXAS REGIONAL WATER DISTRICT IS RAISING OUR WASTE WATER RATES BY 11% THE CITY MCKINNEY WILL WILL INCREASE ONLY 6% TO COUNTERACT THAT, BUT THE GOOD NEWS. FROM THE WATER AND WASTEWATER STUDY THAT WE HEARD IS THAT WE'RE NOT PROPOSING A WATER INCREASE THIS YEAR BECAUSE NORTH TEXAS IS NOT PASSING ON A WATER RATE INCREASE AND. POSSIBLY IF NORTH TEXAS WATER STREET HOLDS WHAT THEY SAID THEY WERE GOING TO DO THAT WE WOULD PROBABLY NOT NEED TO INCREASE RATES ALSO NEXT YEAR, ACCORDING TO OUR WATER AND WASTEWATER STUDY. SHE HAS INSPIRED SO MANY OTHERS TO DO THE SAME. WE'VE GOT TO DO A BETTER JOB OF KEEPING OUR CITIES SAFE. SO THIS IS JUST MY PLEA TO EVERYONE. PLEASE DON'T THROW YOUR TRASH OUT ON THE ROAD.
