I THINK THAT WAS LAST WEEK, RIGHT? AND UM, I THINK WE'RE. ACTUALLY TAKING SOME STEPS FORWARD IN THIS INSTEAD OF JUST TALKING ABOUT IT. CITY MCKINNEY. GOOD MORNING MADAM CHAIR, MADAM PRESIDENT MEMBERS OF THE BOARD. I'M PAUL GRIMES, CITY MANAGER. JUST A COUPLE ITEMS TO UPDATE ONE A COUPLE WEEKS AGO. IN THIS ROOM, WE PRESENTED THE FISCAL YEAR 22 ANNUAL BUDGET FOR THE CITY $618 MILLION ALL FUNDS. $171 MILLION GENERAL FUND BUDGET. YOUR GENERAL FUND TYPICALLY FUND YOUR DAY TO DAY OPERATIONS FOR YOUR MAINLINE CITY SERVICES WITH THE EXCEPTION OF WATER FOR EXAMPLE, WATER IS FUNDED OUT OF THE WATER FUND. AND SO THAT'S THE DIFFERENCE BETWEEN THE GENERAL FUND OF 171 MILLION IN THE ALL FUNDS BUDGET OF 618 MILLION AS YOU HAVE WATER FUND YOUR OTHER ENTERPRISE FUNDS. YOU HAVE YOUR CAPITAL IMPROVEMENT FUNDS, ET CETERA.

OUR TAX RATE WILL BE 0.498 POINT 4977 TO BE MORE PRECISE. BUT WHO'S COUNTING? IT'S UNDER

OVER A PERIOD OF TIME REMIND YOU LAST YEAR WE WERE EFFECTIVE PLUS ZERO UM. CITY HALL DESIGN CONTINUES WE HAD A MEETING EARLIER THIS WEEK. BY LIQUID ENVIRONMENTAL WASTE AND DOW EARTH INDUSTRIES ON MAY OF 2021 THE GREASE TRAP STARTED OVERFLOWING AN EMERGENCY CALL INTO LIQUID ENVIRONMENTAL WASTE REVEALED THE EXISTING IN GROUND GREASE TRAP HAD EXTENSIVE EROSION AND DETERIORATION INTO THE DIRT AND HAD NEVER BEEN BROUGHT TO MY ATTENTION. I'M REPLACING THE GREASE TRAP SO OUR FIRST ATTEMPT WAS A COMPLETE FAILURE AND MAY 28 2021 I FOUND PRE CON ENVIRONMENTAL PRODUCTS AND TCB CONTRACTORS THEY CAME INTO THE SITE VISIT. THEY PROVIDED ME A PROPOSAL TO REMOVE THE EXISTING GREASE TRAP AND INSTALL THE NEW CONCRETE GREASE TRAP IF ANY OF YOU WERE HERE IN DOWNTOWN MCKINNEY ON THAT DAY YOU REALIZE THAT THEY FORGOT TO LOWER THEIR BOOM. THEY SNAGGED THE POWER THE POWER LINES RIGHT OUTSIDE OUR DOOR HERE AND SNAPPED THREE POWER POLES ALONG TENNESSEE STREET. ON JULY 8 THEY THOUGHT THEY HAD TAKEN OUT THE OLD GREASE TRAP, AND THAT'S THE DAY THAT THEY CAME AND SNAGGED THE POWER LINES AND THE POWER POLES MY CONTRACTOR ALSO LEFT THE ALLEY WITH A 12 FT BY 10 FT BY SIX FT HOLE EXPOSED TO THE PUBLIC THAT MY DAUGHTER AND I COVERED UP AND PROPERLY PROTECTED THE PUBLIC FROM. REPLACING THE GREASE TRAP. SECOND ATTEMPT WAS ANOTHER FAILURE THE SAME CONTRACTOR CAME OUT AND TRIED TO DELIVER THE GREASE TRAP ON A SKID STEER. THEY CRUSHED A WATER MAIN COVER IN THE ALLEY BROKE WATER LINES. THE CONTRACTOR AND PRE COUNT PRE CON ABANDONED THE PROJECT THEY GOT ON THE PHONE WITH THE CITY OF MCKINNEY, WATER DEPARTMENT AND MYSELF AND BASICALLY TOLD THE CITY OF MCKINNEY THAT OUR ALLEYS SHOULD HAVE STRONGER REINFORCED WATER MAIN COVERS. AND IT WAS NOT THEIR PROBLEM AND THAT MYSELF IN THE CITY OF MCKINNEY COULD CALL AN ATTORNEY IF THEY WANTED THEM TO PAY FOR IT. I PICKED UP THE COST TO REPAIR THOSE WATER LINES I FELT LIKE IT WAS MY RESPONSIBILITY BECAUSE IT WAS MY CONTRACTOR.
