IF YOU WERE TO DO A STATISTICAL ANALYSIS, IT'S PROBABLY IN THE SECOND OR THIRD STANDARD DEVIATION TO HAVE THREE. SPECIAL SESSIONS OF THE LEGISLATIVE SESSION. THAT HAPPENS EVERY TWO YEARS.
