PRESENTATION ON THE WAYFAIR AWAY FINDING MASTER PLAN. HELLO MAYOR, CITY MANAGER AND COUNCIL MEMBERS. MY NAME IS PAMELA MUTO. I AM A TRAFFIC ENGINEER FOR THE CITY OF MCKINNEY AND THE PROJECT MANAGER FOR THE WAY FINDING MASTER PLAN. THE PROJECT TEAM IS HERE TODAY TO DISCUSS VARIOUS ITEMS, INCLUDING GATEWAY LOCATIONS, DESTINATION CRITERIA TECHNOLOGY. AND THE PREFERRED DESIGN CONCEPT FOR THE FUTURE WAY FINDING SYSTEM. DEVELOPING A SIGN DESIGN THAT TRULY EMBODIES MCKINNEY'S CHARACTER IS THE TEAM'S PRIMARY GOAL. FOR THIS REASON WE DEDICATED TIME TO COLLECT FEEDBACK FROM THE PUBLIC AND THE TECHNICAL ADVISORY COMMITTEE. THE DESIGN CONCEPT HAS EVOLVED OVER THE PAST SIX MONTHS INTO WHAT WE WILL BE SHARING WITH YOU TODAY. TO THE GOAL FOR THIS WORK SESSION IS TO RECEIVE COUNSEL CONCURRENCE ON THE DESIGN CONCEPT BEFORE IT IS FURTHER DEVELOPED BY CORBYN DESIGN. SO AT THIS POINT, I WOULD LIKE TO HAND IT OFF TO OUR LEAD DESIGNER JEFF FRANK. THANK YOU FOR HAVING. YES MY NAME IS JEFF FRANK, LEAD DESIGNER FROM CORBYN DESIGN. THANK YOU FOR GIVING ME THIS OPPORTUNITY TO PRESENT YOU TODAY. WE ARE GOING TO GIVE YOU AN UPDATE ON THE PROGRESS OF THE WAY FINDING PROGRAM DEVELOPMENT. WE ARE LOOKING AT LOCATIONS RIGHT NOW CURRENTLY. ASSESSING SPACE AVAILABLE AND THE PROPERTY OWNERSHIP RIGHTS. AT SOME POINT HERE. WE WILL THEN, UM, CONTINUE THAT DEVELOPMENT INTO DESIGNING THE SAME TYPES. THAT'S GOING TO COME A LITTLE BIT AFTER WE REVIEW THE ACTUAL DESIGN CONCEPT. WE'RE HERE TO LOOK AT TODAY. THAT'S GOING TO DRIVE THE DIRECTION OF THOSE SIGNS IN THE DESIGN, SO WE NEED THAT APPROVAL FIRST. AT THIS PRELIMINARY STUDY HERE SHOWS SOME OF THE IDEAS IN AREAS THAT WERE CONSIDERING THERE WILL BE A SERIES. OF SIGNS IN THIS IN THIS PROGRAM TO IDENTIFY THE BOUNDARIES AND ENTRANCES, THEY COULD RANGE FROM LARGE, MONUMENTAL SCIENCE THAT WELCOME AND INFORM FOLKS THAT THEY'RE ENTERING MCKINNEY WITH. A LARGE MONUMENT, MAYBE SCULPTURAL ELEMENTS, AND THEY MADE TEAR DOWN TO JUST SCIENCE AND SAY WELCOME TO MCKINNEY ALONG THE BOUNDARIES AND OTHER ENTRY POINTS. AS PART OF OUR ANALYSIS, WE'RE LOOKING AT CIRCULATION ALSO RELATES TO THE DESTINATIONS. RIGHT NOW. WE'RE CURRENTLY USING THE LOGIC THAT COMBINES BOTH DISTRICTING AND DESTINATION BASED WAY FINDING THAT MEANS WE'RE LOOKING FOR CENTERS OF ACTIVITY. ALSO REFERRED TO AS DISTRICTS AREAS CLUSTERS OF DESTINATIONS AS WELL AS INDIVIDUAL OUTLINE DESTINATIONS, AND WE'RE GOING TO UNIFY THE CITY AND CONNECT ALL THOSE DESTINATIONS THROUGH THE WAY FINDING PROGRAM. PART OF OUR ANALYSIS, DETERMINING WHERE THOSE ROUTES ARE BEST ROUTES TO ROUTE. VISITORS FROM DESTINATION TO DESTINATION, ALSO LOOKING AT CREATING OPPORTUNITIES TO CONNECT DOWNTOWN TO FOLKS OUT, LET'S SAY I'LL BUY CORRECT RANCH TO CREATE AWARENESS OF THOSE DESTINATIONS AND ALL THE DESTINATIONS IN BETWEEN. CURRENTLY WE HAVE IDENTIFIED THE AREAS AROUND CRAIG RANCH AND 1 21, AS WELL AS THE HISTORIC DOWNTOWN IS OUR PRIMARY CENTERS OF ACTIVITY THAT IS JUST PART OF OUR CURRENT ANALYSIS WERE CRYING.

WHERE, UM. LOOKING AT AND DEVELOPING CRITERIA FOR ESTABLISHING THOSE THOSE CENTERS OF ACTIVITY. BOTH IN THE CURRENT PROGRAM, BUT ALSO HELPING THE CITY UNDERSTAND WHAT THOSE WHAT THAT CRITERIA WILL BE IN THE FUTURE AS MORE CENTERS OF ACTIVITY DEVELOP.

IN FACT, THE PARKING PROGRAMME THAT WAS JUST IMPLEMENTED HERE AS A RESULT, THE VERY FIRST RESULT OF OUR WAY FINDING ANALYSIS INCLUDED NEW PARKING DIRECTIONAL SIGNS BASED ON OUR WAY FINDING ANALYSIS. ALONG WITH RECOMMENDATIONS FOR RENAMING THE PARKING LOTS, WHICH IS CURRENTLY UNDER REVIEW RIGHT NOW, AND THAT'S ALREADY BEEN IMPLEMENTED, SO THAT'S THE FIRST STEP. AS WE LEARN MORE ABOUT WHAT HAPPENS ON THE EAST SIDE OF DOWNTOWN IN TERMS OF THE NEW DEVELOPMENT THAT'S HAPPENING THERE. WE WILL LOOK AT AND INTEGRATE THAT INTO AN OVERALL DOWNTOWN PROGRAMMING PACKAGE. SO THAT LEADS US TO DETERMINING A DESTINATION FOR INCLUSION. WE'RE CURRENTLY EVALUATING A LIST AND WE'VE GOT.

PRETTY WELL VETTED. UM WE ARE NOT ONLY DETERMINING THAT DESTINATION LIST NOW FOR THIS CURRENT PROGRAM, BUT ALSO HELPING THE CITY CREATED CRITERIA FOR INCLUSION FOR DESTINATIONS IN THE FUTURE SO THEY CAN MANAGE THIS PROGRAM. WE JUST WE NEED TO DO THAT BECAUSE OUR SYSTEMS ARE DESIGNED TO LAST 10 20 YEARS. THEORETICALLY THAT COULD LAST INDEFINITELY WITH THE STRUCTURES THAT WE'RE DESIGNING. IT'S THE CONTENT CONTENT THAT'S GOING TO CHANGE. SO. IN ORDER TO ACCOMMODATE THAT. WE WANT TO MAKE SURE THAT THE CITY IS PREPARED TO ADJUST EVOLVED, INCORPORATING NEW DESTINATIONS IN AREAS AS THEY COME ONLINE FOLLOWING CRITERIA SO THERE IS AN ORGANIZED WAY OF UPDATING AND MAINTAINING THE SYSTEM.

PART OF THAT EVALUATION IS UNDERSTANDING WHO OWNS IT. PRIVATE PUBLIC THE DESTINATION TYPE KEEPING IN MIND OR DESTINATIONS ARE REALLY VISITOR ORIENTED. HOW DO WE. WE DID A KICK OFF MEETING WE HAD PUBLIC AND STAKEHOLDER MEETINGS. WE GATHERED A LOT OF INPUT. IN TERMS OF WHAT FOLKS ARE LOOKING FORWARD DESTINATIONS UM, THEY WOULD LIKE TO SEE INCORPORATED INTO THE PROGRAM. SORT OF UTILITY ASPECTS OF WE FOUNDING HOW PEOPLE GET AROUND. HOW DO THEY ENTER? AND THEN WE ALSO TALKED ABOUT THINGS LIKE THE CULTURE AND THE CHARACTER. HOW CAN WE REFLECT DESIGN AESTHETICS INTO THE SCIENCE KEEPING IN MIND THAT THE SYSTEM IS DOING TWO THINGS THAT UTILITY AND THAT IT NAVIGATES AND GETS PEOPLE AROUND THE COMMITTEE BUT ALSO ADVERTISES PROMOTES? IT MAKES PEOPLE AWARE OF WHERE THEY'RE AT TWO HARRY BALANCE THOSE TWO ASPECTS. WE SUBMITTED A WEIGHT FINDING ASSESSMENT STUDY WHICH WE HAVE AVAILABLE ONLINE, WHICH WILL SO WE HAVE SOME STATISTICS AND DATA ABOUT WHAT FOLKS WE ASKED SPECIFIC POINTED QUESTIONS AS IT RELATES TO WAY FINDING AND GOT SPECIFIC ANSWERS. WE'VE ALSO GOT SUBMITTED SOME DESIGNS TO THE ATTACK AND RECEIVED INPUT DIRECTLY FROM THEM AS WELL AS A PUBLIC OPEN HOUSE, WHICH WE CONVEYED IN THESE CHAMBERS AS WELL. FACING THE OTHER DIRECTION, AND THOSE FOLKS PROVIDED A LOT OF INFORMATION IN TERMS OF WHICH DIRECTION DESIGNED. THEY REALLY LIKED. WE HAVE A DESIGN INPUTS OFF. WE SET. ANOTHER SURVEY ON GOT ADDITIONAL INPUT ON THERE. AND THEN WE ARE UP TO DATE WITH THE PRESENTATIONS IN TERMS OF PRESENTING TO YOU ALL TODAY WHAT WE HAVE TO SHOW THE RESULTS. SO OUR INITIAL DESIGN AND SKETCHES CONSISTED OF SOMETHING VERY CRUDE WAS A BUNCH OF IDEAS, ESSENTIALLY, UH, PAIRED WITH SOME INSPIRATION PHOTOGRAPHS. THEY RANGED, AND THEY WERE. BROADLY IN WHAT THEY COMMUNICATED, BUT THERE WAS SOME. THERE IS SOME COMMON FEATURES HERE. ONE WAS THE USE AND INTEGRATION OF SOME NATURAL ELEMENTS. WHETHER THAT'S THE DESIGN STRUCTURE ITSELF OR WHETHER THAT'S COMMUNICATED THROUGH A. AN ARTISTIC ELEMENT IN THIS CASE, THE OTHER PIECE THAT THAT PLAYED INTO WAS THE USE OF SHADOW AND LIGHT. ART.

THAT'S A CONCEPT THAT WAS SELECTED. WE ALSO ASKED THEM FOR SOME COLOR INPUT AS WELL. FOLKS PROVIDED THAT INPUT. SO I JUST WANTED TO SHOW YOU THIS SORT OF THIS INFORMATION FIRST, AND I'LL SHOW YOU EXACTLY WHAT THEY RESPONDED TO. THIS IS PART DIRECTLY FROM THAT PRESENTATION. SELECTED DESIGN CONCEPT. THIS IS THE INSPIRATION PAGE THAT WE HAD SHOWN FOLKS TO KIND OF GIVE IT OVERALL SENSE THAT WE WERE GOING WITH THIS DESIGN. THE USE OF NATURAL ELEMENTS LIKE A WOOD OR WOOD TREATMENT OR THE IDEA OF BRINGING IN WOOD, UM, ALSO BRINGING IN AGAIN THAT SHADOWING ELEMENT. HOW DO WE UTILIZE THAT SIGN? THE FAR RIGHT HAND SIDE SHOWS A SKETCH OF, UM, PLANTS, SOMETHING NATURAL AND ELEMENT THAT WE WANT TO INCORPORATE IN THERE.

WE CAN'T. IT MAKES IT DIFFICULT TO INCORPORATE ACTUAL LIVE PLANTS. BUT THERE IS AN OPPORTUNITY TO CREATE A SCULPTURAL INTERPRETIVE OR SOMETHING YOU NEED THAT COMMUNICATES, UM, COMMUNITY AREA, THE CULTURE AS WELL AS THE ENVIRONMENT THROUGH THESE GRAPHICS. UM ARE THOUGHT WITH THAT SKETCH WAS. IT ALSO TELLS A LITTLE STORY ABOUT THE GROWTH AND DEVELOPMENT OF COMMUNITY STARTS WITH THE SOIL AT THE BOTTOM PERCOLATES INTO WATER COMING UP THROUGH SEEDS GROWS INTO. THE PLANT, THE PLANT FLOWERS AND BLOOMS. SO THERE'S ALSO A STORY OF GROWTH DEVELOPMENT. AND UM, LIFE THROUGH THAT STORY AS WELL MADE THROUGH THAT SKETCH. SO THIS IS THE DESIGN CONCEPT. WE SELECTED THIS SIGN TYPE HERE, WHICH IS A PRIMARY VEHICULAR GUIDE. SO IT'S FOR, UH, MODERATES, ROAD SPEEDS. THIS IS THE TALL VERTICAL ELEMENT IS THE SORT OF BOX FRAME STRUCTURE AND INSIDE IS THAT INSIDE OF THAT IS OUR SCULPTURAL OR DESIGN PANEL. IN THIS CASE, WE'RE SHOWING A VERSION OF THAT SKETCH. THAT SCHEDULE WILL BE CURRENTLY OUR PLAN WILL BE REFINED AND DEVELOPED FURTHER. BUT THIS IS THE. THE IDEA THAT WE USE TO COMMUNICATE OUR CONCEPT. WE REALLY LIKE THIS BECAUSE IT'S SLIM PROFILE. VERY NARROW, EVEN FROM THE FRONT HAS A SLIM PROFILE COMMUNICATES THE INFORMATION WE NEED TO BUT ALSO IS YOU CAN SORT OF SEE THERE THROUGH THE UMP. THROUGH THAT GRAPHIC IS POROUS. YOU CAN KIND OF SEE THROUGH IT. SO YOU SEE LIFE MOVEMENT TREES, THE ENVIRONMENT THROUGH THE SCIENTISTS, SO WE DIDN'T WANT TO DO. NO ONE ELSE WILL HAVE ANYTHING LIKE THIS IN TERMS OF THE STRUCTURE ITSELF AND IN TERMS OF THE GRAPHICS THAT WE'RE CREATING, FOR THE INSIDE OF THAT THAT'S ALSO COMPLETELY UNIQUE TO THE COMMITTEE. SO WE'RE SHOWING FRONT BACK INSIDE HERE, SO EVEN FROM THE BACK SIDE DIRECTIONS, SEEING SOMETHING UNIQUE AND BEAUTIFUL AS WELL. WE CARRIED THAT OUT INTO SOME ADDITIONAL SIGN TYPES TO SHOW YOU HOW THAT OVERALL DESIGN AESTHETIC WOULD CARRY FORWARD THROUGHOUT THE REST OF THE SIGN TYPES. THEY'RE GOING TO VARY, AND THERE'S GOING TO BE MORE THAN WE ADD TO THE SYSTEM AS WE AS WE CONTINUE TO LOCATE THESE SIGNS EVEN MORE. UM SO CURRENTLY WE HAVE ON THE FAR LEFT HAND SIDE. WE'VE GOT THE TWO LARGER BECAUSE OF THE SIX INCH PARTICULAR GUIDES BECAUSE THE COPY HEIGHT IS SIX INCH. THOSE ARE FOR HIRE ROAD SPEEDS, SO THEY'RE VISIBLE FROM FASTER MOVING TRAFFIC. NOW WE'VE GOT THE TWO CENTER ONES IN THERE ARE ESSENTIALLY FOR MORE MODERATE ROAD SPEEDS. AND THEN AFTER THE LEFT WE'VE GOT FINCH PARK IS OUR CONCEPT FOR IDENTIFYING PARTS AND TYING IT BACK INTO THE SYSTEM. AND ON THE FAR RIGHT HAND SIDE. WE'VE GOT A PEDESTRIAN KIOSK THAT COMMUNICATES INFORMATION LIKE A MAP AND SOME PEDESTRIAN GUIDE INFORMATION. I'M GOING TO CLICK FORWARD AND SHOW YOU THAT PEDESTRIAN KIOSK AND TALK A LITTLE MORE IN DETAIL ABOUT WHAT ELSE IT CAN DO. AS WE MOVE FORWARD. BUT I WANT TO TALK A LITTLE BIT MORE ABOUT THE FLEXIBILITY IN THE DESIGN. CUSTOMIZATION HERE. ONE OF THE FIRST THINGS THAT WE CAN DO WITH THIS SYSTEM IS THAT THE PANELS ARE INTERCHANGEABLE. ALL THE MESSAGE PANELS CAN BE UPDATED AS THINGS CHANGE AND MOVE AROUND AS WE ADD AND GROW AND MOVE PANELS CAN BE UPDATED.

THEY CAN ALSO BE KEPT AND MAINTAINED INTERNALLY BY THE CITY STAFF SO THEY CAN BE UPDATED AND CHANGED PRETTY QUICK PRETTY QUICKLY AND THEN THE TOP PORTION THAT HEADER PANEL CAN BE A NUMBER OF DIFFERENT THINGS, AND WE'RE STILL STUDYING THOSE RIGHT NOW AS TO WHAT IT COULD BE, BUT COULD BE STRAIGHT IDENTIFICATION FOR MCKINNEY. IT COULD BE CUSTOMIZED TO THOSE. TO THOSE AREAS, ESPECIALLY IN DOWNTOWN, BRINGING SOME OF THE DOWNTOWN BRANDING OUT AND REPLACING WITH THAT HEADER PORTION, BUT THE BEST PART IS IF THE BRANDING AT LOW GO OFF TO THE LEFT HAND SIDE SHOWS THE CURRENT. SO IF WE WANTED TO CHANGE THAT, AT SOME POINT IN THE FUTURE NEXT YEAR, FIVE YEARS FROM NOW, WE'RE NOT REPLACING THE ENTIRE SIGNS OR REPLACING JUST THOSE PANELS AT THE TOP BECAUSE WE KNOW THOSE ARE MARKETING EFFORT. THIS IS ACTUAL SURVEY RESULTS OF PEOPLE THAT ACTUALLY FILLED OUT THE SURVEY THEIR SPEEDS THAT THEY WERE TESTED AT.
