[PUBLIC COMMENTS ON AGENDA ITEMS (For Non-Public Hearing Agenda Items)]

NEXT ORDER OF BUSINESS. PUBLIC COMMENTS ON AGENDA ITEMS FOR NON PUBLIC HEARING ITEMS. FIRST I HAVE UP IS JOSH WHITE.

GOOD EVENING. THANKS FOR YOUR TIME. JOSH WHITE, 35, 25, MARQUETTE, DALLAS, TEXAS. I AM, UM. HERE TO SPEAK ON AN ISSUE PERTAINING TO STORYBOOK. RANCH AND A ONGOING DISCUSSION THAT HAS TAKEN PLACE AS IT RELATES TO SOME OLD BUILDINGS THAT ARE, UM UH, BECOMING A. OF UH, AREA OF CONCERN FOR THE CITY. UM. AND IT WAS MADE AWARE TO ME LATE LAST WEEK THAT THE DISCUSSION HAS ESCALATED AT THE STAFF LEVEL LEVEL IN THE CITY LEVEL.

SO I FIRST WANT TO SAY THAT I AM NOT INVOLVED WITH RIVER RANCH EDUCATIONAL CHARITIES WHATSOEVER THAT IS THE CURRENT OWNER OF THE PROPERTY. I WAS I BECAME INVOLVED SEVERAL YEARS AGO AS AN INVESTOR WITH THE SOLE OBJECTIVE OF. UM DRIVING HIS OWNING PROCESS ON THAT PROPERTY, WHICH YOU GUYS HAVE SEEN ME HERE IN THE CHAMBER BEFORE. WE'RE GRATEFUL THAT WE'VE CROSSED THAT HURDLE. UM. BRING IT ON A DEVELOPMENT PARTNER BECAUSE I'M NOT A DEVELOPER, MERELY AN INVESTOR TO HELP EXECUTE THE DEVELOPMENT OF THAT PROPERTY. AND SO WE'RE AWARE OF THAT? MM UM, BACK AND FORTH BETWEEN RIVER RANCH AND THE CITY ON. REMOVING THOSE BUILDINGS THAT EXIST AT THE BACK OF STORYBOOK GRANT. WE ARE CLOSING ON THIS PROPERTY. MY DEVELOPMENT PARTNER AND I, WE ARE MERELY WAITING FOR THE SITE PLAN APPROVAL PROCESS, WHICH IS UNDERWAY WITH THE CITY STAFF AS WE SPEAK. AND, UM. WE STARTED THAT PROCESS IN MAY I BELIEVE MAY 18TH. WE HAD SOME BACK AND FORTH ITERATIONS WITH THE STAFF. THEY DID A GREAT JOB OF PROVIDING. FEEDBACK THAT FEEDBACK WENT FINALLY TO A THIRD PARTY. REVIEWER OF THE FLOOD STUDY. AND THE SITE PLAN. WE GOT INITIAL COMMENTS BACK FROM THAT PROCESS IN LATE

[00:10:01]

SEPTEMBER, SEPTEMBER 18TH I BELIEVE UM WE ARE FUNDED. WE ARE WE HAVE OUR LENDER IN PLACE OUR CAPITAL PARTNER IN PLACE AND WE ARE READY TO GO ON THIS PROJECT. WE JUST CAN'T DO ANYTHING ON THAT PROJECT YET UNTIL WE OWN. THE LAND AND SO HERE TODAY TO ASK, AND I'M NOT SURE THAT I'M AWARE OF ALL OF THE DETAILS ASSOCIATED WITH THE DEMANDS OR REQUESTS THAT ARE BEING PLACED ON. THE CURRENT OWNER OF THE PROPERTY, BUT WE EXPECT PENDING FLOOD STUDY AND SITE PLAN APPROVAL THAT WE ARE, YOU KNOW, 45 TO 60 DAYS AWAY FROM BEING IN A POSITION. TO CLOSE ON THIS PROPERTY. OUR DEVELOPMENT. I'VE GOT A LETTER HERE FROM MY DEVELOPMENT PARTNER. WHO YOU HAVE SEEN SEVERAL TIMES IN THIS CHAMBER STILLWATER CAPITAL THAT I'M HAPPY TO LEAVE WITH YOU THAT IS SIMPLY STATING. THAT OUR OBJECTIVE IS TO GET TO WORK ON SITE. PREPARATION IMMEDIATELY UPON CLOSING SOME OF THOSE, SOME OF YOU THAT SAID, YOU KNOW WHAT? JUST FINISH IF YOU WOULD SOME OF YOU THAT ARE IN THE REAL ESTATE BUSINESS, UNDERSTAND THAT THAT WORK JUST CAN'T HAPPEN. YOU KNOW, UNTIL WE TAKE TITLE TO THE PROPERTY, AND IT SEEMS TOUGH FOR ME TO HAVE A CHARITY THAT JUST CAME THROUGH A VERY DIFFICULT TIME WITH COVID TO HAVE TO PUT UP MONEY THAT THEY DON'T HAVE. TO TEAR DOWN BUILDINGS THAT THEY'RE NOT GOING TO OWN IN TWO MONTHS, SO WE'RE IN A STRANGE LIMBO PERIOD IN WHICH WE DON'T KNOW THE SITE YET WE CAN'T TOUCH THE DIRT. THEY'RE NOT GOING TO OWN IT, PROBABLY BY THE TIME THE BUILDINGS COULD BE REMOVED. AND SO WE'RE JUST HERE ASKING TO START A DISCUSSION ABOUT SOME. FLEXIBILITY AS IT RELATES TO THE REMOVAL OF BUILDINGS. THE BUILDINGS ARE COMING DOWN. THAT IS A CRITICAL PART OF OUR DEVELOPMENT YOU'VE SEEN ON THE SITE PLAN THAT THERE IS. UNITS THAT ARE POSITIONED ON TOP OF. THE LOCATION OF THOSE HOUSES. SO WE UNDERSTAND THEY'RE A NUISANCE AND WE LOOK FORWARD TO REMOVING THEM BECAUSE WHEN WE'RE REMOVING THEM, WE'RE STARTING DEVELOPMENT. THAT HAS BEEN THREE YEARS UNDERWAY. THANK YOU VERY MUCH. THANK YOU. WAYNE COOK. I. I'LL LET YOU FINISH BECAUSE I NEGLECTED SAY IN THE BEGINNING, I SHOULD HAVE SAID. I'LL SAY NOW THERE'S A THREE MINUTE CLOCK, SEE TO YOUR LEFT IS THE REST PEOPLE THAT COME UP AND SPEAK. THERE'S THREE MINUTES YOU'LL SEE A YELLOW.

THE TIME RETURNED YELLOW AS YOU'RE DOWN TO 30 SECONDS AND THEN READ AS YOU'RE DOWN TO I BELIEVE 10. SO MANY STATE YOUR NAME AND ADDRESS FOR THE RECORD CURRENT 6003 WARMEST DALLAS, TEXAS, AND 37 01 SOUTH CUSTER STORYBOOK RANGE. UH, THANK YOU, PAUL. THANK YOU, MAYOR AND COUNCIL. APPRECIATE YOU HEARING US. WE HAVE. WHAT I'M HERE TO REQUEST IS THAT WE GET OUR ANNUAL PERMIT FOR PUMPKIN PATCH. WE'VE DONE THIS PUMPKIN PET FOR THOUSANDS OF KIDS IN COLLIN COUNTY FOR THE LAST 25 YEARS. NEVER HAD A PROBLEM. WE DO UNDERSTAND THE BUILDINGS ARE DILAPIDATED THAT WE'RE TAKING DOWN. WE'RE NOT ASKING TO BE IN THOSE BUILDINGS WERE ACTUALLY DURA OR HEY, RIGHT AROUND THOSE BUILDINGS. SO THAT THE PEOPLE CAN SAY ABOUT OF THOSE BUILDINGS. I MEAN, A LOT OF YOU GUYS, GRANDKIDS AND KIDS AND FAMILY HAVE BEEN THERE FOR YEARS. OUT. WE DO A GREAT JOB AND THIS IS OUR ANNUAL FUNDRAISER. MR WHITE IS RIGHT.

A LOT OF CHARITY HAS BEEN HAMMERED WITH COVID FOR 18 MONTHS. THIS IS OUR ANNUAL FUNDRAISER. THAT IS VERY, VERY IMPORTANT. UM I WOULD LOVE THE CONSIDERATION OF BEING ABLE TO GET A PERMIT. AND WORKING WITH YOU GUYS, UH, TO GET THE PUMPKIN PATCH DONE AS WE'VE DONE FOR OVER 25 YEARS AGAIN THIS YEAR, WE WOULD HAVE IT'S BEEN A SLOWER PROCESS THAN WE THOUGHT. UM ON THE SALE, BECAUSE YOU KNOW THE TIME IT HAS TAKEN US TO DO IT. WE'VE EXTENDED THE CONTRACT, PROBABLY FIVE OR SIX TIMES. I THINK THAT. WE'RE DOWN NOW, SINCE YOU GUYS HAVE GONE IN AND LOOKED AT WHAT WE'RE DOING, AND LIKE IT. I THINK THAT WILL CLOSE WITH LIKE, JOSH SAID WITHIN THE NEXT 60 DAYS AND THE DEVELOPER RULE IMMEDIATELY AS HIS LETTER PROVES, WILL IMMEDIATELY START TAKING DOWN THE BUILDINGS. SO THAT WE CAN MOVE TO A GREAT DEVELOPMENT FOR THE CITY, WHICH IT WILL BE STORYBOOK. AND I LOOK FORWARD TO THAT. UH BUT I WOULD APPRECIATE YOUR CONSIDERATION ON OUR ANNUAL PUBLICAN PATCH THIS YEAR. AND I REALLY JUST THANK GOD FOR BEING IN MCKINNEY. IT'S A WHOLE LOT BETTER THAN ANY OTHER PLACE WE'VE EVER BEEN. THANK YOU VERY MUCH. THANK YOU. CHRISTMAS DINNER. GOOD EVENING CHRISTMAS DINNER PROFESSIONAL FIREFIGHTERS ASSOCIATION OF MCKINNEY. THERE'S A PROPER TIME ADDRESS. YOU GUYS WANT TO SPEAK ON THE MEETING FOR AGREEMENT? I DIDN'T KNOW IF IT WOULD SAY ON THE AGENDA CONSENT, BUT. UH I JUST WANTED TO COME BEFORE YOU GUYS AND I CAN TELL YOU HOW, UH,

[00:15:05]

WE'RE VERY HAPPY WITH WHERE THE CONTRACT ENDED UP AND HAVE THE OUTCOME OF IT LIKE TO THANK CITY STAFF. THERE'S A LOT OF PEOPLE INVOLVED BEHIND THE SCENES. BARRY SHELLING IN PARTICULAR DID AN EXCELLENT JOB. IN AND WE'RE THRILLED TO BE A PART OF THAT PROCESS HAVE BEEN INVOLVED IN THAT PROCESS EVERY SINGLE TIME SINCE ITS INCEPTION, AND WE STARTED OFF WITH THE 13 PAGE DOCUMENT BACK. HOWEVER, MANY YEARS AGO. AND WE'RE UP TO THAT DOCUMENT THAT WAS PRESENTED TO YOU GUYS. I THINK WE'RE UP TO 40 SOMETHING PAGES NOW. AND UH, WHEN YOU GO BACK AND LOOK AT WHY THAT PROCESS WAS CREATED, THAT WAS THE ORIGINAL COUNCIL AT THE TIME IT WAS TO ATTRACT, YOU KNOW GOOD CANDIDATES FOR THE CITY RETAIN GOOD CANDIDATES THAT ALREADY WORKING HERE. IN A THINK MOST IMPORTANTLY, WHICH WE TALKED ABOUT A LOT IN THIS PROCESS WAS TO FOSTER WORKING RELATIONSHIP BETWEEN THE DEPARTMENT AND THE ASSOCIATION IN THE CITY. IN THAT PROCESS TO ME JUST GETS BETTER EVERY TIME. LIKE I SAID, I'VE BEEN INVOLVED SINCE ITS INCEPTION. STAFF DID AN EXCELLENT JOB. I LIKE TO GIVE THANKS TO MY GUYS THAT ARE HERE TONIGHT. I URGE YOU GUYS TO VOTE TO ADOPT IT. AS AMENDED, WERE THRILLED WITH THE WAY IT TURNED OUT SO. IT'S ONE OF OUR HIGHEST APPROVAL RATINGS. I THINK WE'VE SEEN FROM OUR MEMBERS. WHEN WE PRESENTED IT. I THINK WE WERE ABOVE 99% WHICH IS THAT'S OUR HIGHEST RATING, SO THANK YOU GUYS APPRECIATE THE CONSIDERATION ON IT. THANK YOU, CHRIS. I KNOW I SPEAK FOR EVERYBODY UP HERE WHERE WE ARE TREMENDOUSLY GRATEFUL FOR THE JOB THAT YOU GUYS DO, AND. AND WE WOULDN'T BE THE CITY WE ARE WITHOUT WITHOUT YOU WITHOUT YOUR DEPARTMENT AND WE ALL RECOGNIZE, APPLAUD AND I ARE HONORED TO SERVE WITH YOU APPRECIATE THAT, UH, YOU KNOW, AS YOU GUYS KNOW, IT'S BEEN A. TO ME TO HELP THE YEAR FOR PUBLIC SAFETY. COVID HAS BEEN TOUGH. I THINK LAST TIME I TALKED TO YOU, MAYOR JUST TOLD YOU IT'S LIKE A KICK IN THE TEETH. EVERY TIME WE GET ABOVE OUR HEADS ABOVE WATER, IT'S SOMETHING ELSE. SO UH, WHAT DO YOU GUYS HEAR IT OR NOT? I KNOW IT'S THE SAME GROUP OF US THAT COME UP HERE AND TALK ALL THE TIME IN THE SAME PHASES THAT YOU GUYS SEE, BUT IT'S RECOGNIZED ACROSS THE BOARD FROM THE WHOLE DEPARTMENT, SO WE APPRECIATE IT. CHRIS ONE LAST DAY I KNOW THAT 60 MINUTES HAS PROBABLY BEEN IN TOUCH WITH YOU. THE BEER STEIN CHALLENGE COMING UP ANY PREDICTION BETWEEN THE FIRE DEPARTMENT POLICE DEPARTMENT. I'M ALWAYS GOING TO SAY THAT WE BACK THE BLUE, BUT WE LEAN ON LOADED TOWARDS THAT RAN SIDE. SO YOU KNOW, I'M. YOU KNOW, IF YOU'RE A BETTING MAN WOULD BE A GOOD WAY TO GO. OKAY WE'LL SEE YOU WHEN I KNOW IT'S BEEN HECTIC WITH ALL THE PRESS OUT THERE AND WHAT NOT IN THE NEW TESTING GOING ON, SO THANK YOU. ALL RIGHT. I DO NOT SHOW ANY OTHER SPEAKERS. JUST MOVING ON. CONSENT AGENDA IS ADAM'S

CONDUCTED PUBLIC HEARING TO CONSIDER AN ACT ON THE RESOLUTION APPROVING THE GRANT AGREEMENT EXTENSION OF WARDED AGENCIES UNDER THE CDBG CV MCKINNEY EMERGENCY LIVING ASSISTANCE PROGRAM SHOULD LEAD TO HOW ARE YOU? HOW ARE YOU? THANK YOU. THIS PROGRAM. UH WE AS WE KNOW, UH, STANDS FOR CDBG COMMUNITY DEVELOPMENT BLOCK GRANT. THE CITY IS A CURRENT RECIPIENT FROM THE U S. DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT. IN ADDITION TO THOSE FUNDS, WE ALSO HAVE CDBG CV, WHICH ARE FUNDS THAT ARE USED TO PREPARE FOR PREVENT. OR HAVE IMPACT ON CORONAVIRUS AS WE STILL ARE IN THE NATIONAL PANDEMIC. WE HAD

[00:20:03]

EXTENSIVE OPPORTUNITY LAST YEAR BETWEEN THE MONTHS OF AUGUST THROUGH DECEMBER TO BE ABLE TO ACCEPT THOSE FUNDS, AND WE HAD EXTENSIVE RESOURCES WITH THE PUBLIC TO BE ABLE TO LET THEM KNOW HOW TO USE THOSE FUNDS. WE ARE CURRENTLY USING THOSE FUNDS FOR WHAT IS KNOWN AS ARMY LAP PROGRAM, WHICH HELPS RESIDENTS WITH RENT UTILITIES OR MORTGAGE ASSISTANCE TO BE ABLE TO KEEP THEM HOUSED AND TO PREVENT HOMELESSNESS. WE HAVE THE OPTION THE OPPORTUNITY FROM HER TO BE ABLE TO EXTEND AND USE OF FUNDS INTO THE NEXT FISCAL YEAR BEGINNING OCTOBER ONE, SO THEREFORE WE NOTIFIED THE PUBLIC. WE DID HAVE OUR FIRST PUBLIC HEARING WITH THE CITY ON AUGUST, THE THIRD. WE ARE COMING BACK FOR THE NEXT SERIES OF PUBLIC HEARINGS, WHICH THIS ONE IS TO BE ABLE TO EXTEND THAT CONTRACT, WHICH CURRENTLY IN SEPTEMBER, THE 30TH OF 2021 WILL REQUESTING EXTENSION TO SEPTEMBER 30TH OF 2022. AND I'LL STAND FOR ANY COMMENTS OR CONCERNS. COMMENTS. THIS IS A PUBLIC HEARING ITEM. IS THERE ANYBODY HERE THAT WOULD LIKE TO SPEAK TO THIS ISLAND? SAYING NONE ENTERTAIN A MOTION. PLATT HONEY CREEK VENUES EDITION LOCATED GAVE MCKINNEY APPROXIMATELY 1600 FT EAST OF. CAMINO ROAD ON THE EAST SIDE OF COUNTY ROAD. 1 70. THANK YOU, MR MAYOR, AND I APOLOGIZE FOR NOT BEING HERE EARLIER. THE TAPE DELAY ACROSS THE STREET GOT ME AND THEN OUR PARKS DIRECTOR STOPPED ME ON MY WAY OVER. SO I APOLOGIZE FOR THAT. SO THIS IS A PRELIMINARY FINAL PLATT REQUEST IT IS IN THE FAR REACHES OF THE CITY'S E. T. J. IN FACT, IF YOU WERE TO JUST GO TO THE NORTH SIDE OF THAT COTTON HILL ROAD, THANK YOU MIGHT ACTUALLY BE OUTSIDE OF MCKINNEY'S E. T. J UM BECAUSE OF THAT THE EXTENSION OF PUBLIC INFRASTRUCTURE OUT TO THIS TRACT FOR THE TYPE OF DEVELOPMENT THAT THEY ARE CONSIDERING. MAY NOT BE PROPORTIONAL, AND THEY ARE REQUESTING SOME VARIANCES TO THE PLOTTING REQUIREMENTS OF THE CITY. UM THE LIST OF VARIANCES ARE INCLUDED IN YOUR STAFF REPORT, AND THEY ARE FAIRLY CONSISTENT WITH WHAT WE WOULD LOOK AT WITH ANY E T J DEVELOPMENT. UM, ONE OF THE MAJOR CONDITIONS OF THIS PLOT APPROVAL WOULD BE THAT THIS APPLICANT WOULD NEED TO ENTER INTO A FACILITIES AGREEMENT WITH THE CITY TO TIE DOWN SOME OF THE SPECIFIC REQUIREMENTS FOR THE TYPE OF DEVELOPMENT THAT THEY'RE CONSIDERING. AND THE CITIES. DEFERRAL IF YOU WILL OF THE CONSTRUCTION OF PUBLIC INFRASTRUCTURE, SO WE'RE RECOMMENDING APPROVAL OF IT. I'M HAPPY TO ANSWER ANY QUESTIONS IF YOU HAVEN'T ANY QUESTIONS? ENTERTAIN A MOTION. NOBODY. AMERICA MOTION. WE APPROVE THIS ITEM. SECOND. CAST YOUR VOTES. GENERAL I THINK THAT DELAY WAS JUST IN RESPONSE TO YOUR DELAY FOR BEING HERE I THINK THAT WAS A SUBLIMINAL. ONE EXCUSE ME TO 21-8 Z 72 DR. PUBLIC HEARING TO CONSIDER AND ACT ON A PETITION TO ANNEX.

CASE NUMBER 21 0008 A REQUEST HIS OWN CASE NUMBER 21, 0087 Z AND CERTAIN LAND TO PD PLAN DEVELOPMENT DISTRICT LOOK IN THE EAST SIDE OF CANTERBURY 3 17 APPROXIMATELY 2000 FT. SOUTH OF HARRY MCCULLOUGH, BOULEVARD FM, 5 46 AND RELATED ORDINANCES AND AGREEMENTS. THEY HAVE REQUESTED THE TABLE THIS, UM. I KNOW THAT THERE MAY BE PEOPLE THAT HAVE COME DOWN TO SPEAK ON THIS ITEM. YOU'RE CERTAINLY WELCOME TO DO THAT. IF YOU'VE MADE THE. THE TRIP DOWN HERE THE ITEM IS BEING IS GOING TO BE TABLED WHILE WE WORK OUT SOME DETAILS, I THINK WILL BE.

GREATLY SATISFY SOME OF THE CONCERNS THAT WERE VOICED BY RESIDENTS, BUT. I DON'T KNOW IF THE APPLICANT WOULD LIKE TO GET UP AND SPEAK OR IF THERE'S ANYONE HERE IN THE PUBLIC HEARING THAT WOULD LIKE TO SPEAK ON THE SITE OF KNOWING THAT IT WILL BE TABLED UNTIL THE NEXT MEETING. HELLO. HOW ARE WE DOING TONIGHT? MY NAME IS DR JARED PICKENS, 7 11.

[00:25:08]

PEARSON AVENUE. MCKINNEY TEXAS, 7569. ALSO MY WIFE IS HERE TONIGHT. SARAH PICKENS, WHO HAS GRANTED HER TIME. I SHOULDN'T TAKE ALL THAT TIME. BUT I DO APPRECIATE ALL THAT YOU DO. AND THANK YOU FOR LISTENING TO US TONIGHT. UM. SO LET ME GO AND BEGIN. UM I WANT YOU TO KNOW I'M A PROUD MCKINNEY RESIDENT. I SERVE AS THE ACADEMY ADMINISTRATOR FOR ISIS SOCCER CLUB AS WELL AS A TEAM MANAGER AND ASSISTANT COACH. I VOLUNTEER MY TIME TO THIS AMAZING CLUB. I AM NOT IN ANY WAY OF PAID, UH, EMPLOYEE OF THE CLUB JOINED WITH ME TONIGHT IS OUR CLUB ADMINISTRATOR AMY RUSSELL AND MY WIFE, SARAH, AS I MENTIONED PREVIOUSLY. TONIGHT I'M A LITTLE NERVOUS BECAUSE I HAVE THE PRIVILEGE AND INCREDIBLY IMPORTANT JOB TO SPEAK ON BEHALF OF ACES SOCCER CLUB. IF YOU DON'T KNOW WHAT ISIS IS, YOU'RE THINKING ABOUT IT STANDS FOR ADVANCED YOUTH SOCCER EDUCATION SYSTEM THAT ALWAYS PEOPLE ALWAYS WANT TO KNOW THAT SO I THOUGHT I'D THROW THAT OUT THERE. AND IT'S HOME IS FAIRVIEW SOCCER PARK.

NEAR AND DEAR TO OUR HEART. IT HAS BEEN OUR HOME FOR 17 YEARS. WE HAVE CAREFULLY CONSTRUCTED OUR MESSAGE TO CITY COUNCIL TO STATE OUR POSITION RELATED TO THE PROPOSED PROPOSED ZONING ANNEXATION OF THE CONCRETE RECYCLING PLANT. I JUST WANT TO SAY AGAIN. WE APPRECIATE THE CITY COUNCIL MAYOR AND CITY MANAGER. AND WORKING WITH US PRIOR NOW AND IN THE FUTURE ABOUT OUR BELOVED SOCCER PARK AND HOW WE KEEP OUR CHILDREN SAFE. UH DURING WE DURING THE PLAN, ZONING AND POSSIBLE CHANGES. WE WANT YOU TO DO WE BELIEVE IN WORKING TOGETHER IS THE ONLY WAY WE'RE GOING TO BE ABLE TO MOVE FORWARD ON THIS. NOT AGAINST YOU, BUT TOGETHER.

WHILE I LOVE ASIS. I ALSO LOVE MY JOB AS AN ECONOMICS PROFESSOR. I BELIEVE THAT DATA AND RESEARCH ARE THE ONLY THINGS THAT CAN BE USED WHEN WE MAKE DECISIONS. BOTH IN THE PRIVATE AND THE PUBLIC SECTOR. I ASSURE YOU THAT WE ARE NOT HERE TONIGHT TO COMPLAIN. NORBY COMBAT COMBATIVE. NOW WE HAVE SPENT HOURS OF OUR OWN TIME. VOLUNTEER TIME RESEARCHING, UH, RELATED TO THIS PROPOSAL. WE HAVE FOUND THAT EVEN WITH THE REMOVAL OF THE CONCRETE BATCH PLANT. WHICH WE HAVE BEEN TOLD, HAS BEEN DONE, WHICH IS GREAT NEWS. THAT IS SUCH A GREAT, GREAT, UH, IMPROVEMENT. WE STILL FEEL THEIR HEALTH ISSUES TO THE HUNDREDS OF KIDS THAT PRACTICE. A FAIR VIEWS SOCCER PARK ON A NIGHTLY BASIS AND PLAY ALL WEEKEND LONG. REALLY QUICK. I HAVE THREE MAIN POINTS. WE STRONGLY OPPOSE. FIRST OF ALL WE KNOW THINGS CAN HAPPEN BETWEEN NOW AND THEN. BUT AS IT SITS RIGHT NOW, WE STRONGLY OPPOSED. WE WANT TO INVITE YOU THIS WEEKEND TO COME OUT TO FAIRVIEW SOCCER PARK. WE WANT YOU TO SEE THE IMPACT THAT IT HAS ON KIDS. AND WHY I'M UP HERE FIGHTING SO HARD TO MAKE SURE THAT OUR KIDS STAY SAFE.

UM WERE TO REQUEST THAT YOU DENY THE PROPOSING ZONING CHANGE ANNEXATION PROPOSAL TO DEVELOP AN INDUSTRIAL CEMENT RELATED COMPANY DIRECTLY ADJACENT AND LINING FAIRVIEW SOCCER PARK. YOU DON'T KNOW ABOUT FAIRVIEW SOCCER PARK IN ACES WE HAVE OVER 500 MEMBERS.

50% OF WHICH ARE MCKINNEY RESIDENTS. WE ARE A, UM ARE MEMBERS AGE FROM 4 TO 19 YEARS.

AND AGAIN. WE'VE BEEN AT THIS LOCATION FOR OVER 17 YEARS. BASED ON OUR RESEARCH, UM. WE FIND THAT THE EPA STILL HAS ISSUES, UH, WITH SOME OF THE ITEMS THAT ARE GOING TO CONTINUE TO GO ON, EVEN IF THE CEMENT BACHELOR PLANT BATCH POINT IS REMOVED. UM. AND SO WE STRONGLY OPPOSE IT. YOU SHOULD HAVE RECEIVED VIA EMAIL ALL OF OUR RESEARCH ON WHY I'M NOT GONNA SIT HERE TONIGHT. READ OFF EVERY SINGLE BULLET POINT TO YOU. THE PROBLEM EXISTS EVEN IN A ZONE ENVIRONMENT OR A HOUSING ENVIRONMENT. THAT STUFF STILL GOING TO GET IN THE AIR.

RIGHT IT'S STILL CAN HAPPEN, AND WE WANT TO KEEP OUR KIDS SAFE. SO WE OPPOSE IT. WE HAVE 1500 SIGNATURES IN NORTH TEXAS THAT OPPOSE IT. AND YOU SHOULD HAVE RECEIVED ALL OF THE ONLINE SUBMISSIONS THAT OPPOSE IT AS WELL. SO I'LL SAVE TIME AND NOT WORRY ABOUT THAT. BUT WHAT I WILL SAY. IS LIKE I SAID, WE WANT TO WORK TOGETHER. SO HOW DO WE WORK TOGETHER? WE OPPOSE IT. 100% LET'S NOT GET THAT MISTAKEN AT ALL. WE THINK IT'S BAD. WE WOULDN'T PUT THIS NEXT TO A SCHOOL. WHY WOULD WE PUT IT NEXT TO A SOCCER PARK? SOMEONE DIDN'T DO THEIR RESEARCH. SOMEONE DIDN'T KNOW WE WERE THERE. I HOPE THAT WAS THE CASE. SO WHAT CAN WE DO? WELL IF YOU MOVE AHEAD AND YOU ZONE AND ANNEXED THIS LAND, AND YOU ALLOW THE CONCRETE COMPANY TO COME IN. WE WOULD LIKE THE FOLLOWING WHAT WE'RE CALLING USE RESTRICTIONS CONSIDERED FOR ADOPTION. NUMBER ONE. WE NEED A THIRD PARTY ENVIRONMENTAL ENGINEER TO COME OUT. UM AND LET US KNOW WHAT KIND OF TRUE IMPACT THIS IS GOING TO HAVE ON THE AREA. THAT'S A GOOD STARTING POINT, RIGHT? NOT ONLY DO WE HAVE KIDS OUT THERE WE HAVE WILDLIFE. WE HAVE LAKE WATER AND PLANTS THAT ARE SUBJECT TO THAT. THOSE EXTERNALITIES. WE WANT THE CITY

[00:30:03]

TO CREATE ENFORCE USE RESTRICTIONS AND ZONED AREAS. FROM. WE WANT TO MAKE SURE THAT THERE IS AT LEAST 200 YARDS ACROSS PROPERTY LINES, SO THERE'S A BUFFER IN BETWEEN WHAT THEY'RE DOING IN OUR PRACTICE FACILITIES. WE WANT TO ALSO MAKE SURE THAT THERE IS A BARRIER. UH AT LEAST 20 FT. TALL UM, PROTECTING OUR CHILDREN FROM THE TOXINS THAT COULD POSSIBLY COME FROM THIS PLANT. DOWN THE LINE. WE'VE ALSO DONE A RESEARCH ON WHAT'S CALLED A GREEN WALL. WHERE THE WALL WAS BUILT. AND IN ADDITION, VINES IVY THINGS LIKE THAT CAN BE GROWN ALSO HAS SHOWN. RECENT PREVENT SO THAT STUFF COMING OVER. WE ALSO WANT USE RESTRICTIONS IN ZONED AREAS. UM WHERE WE CAN. MEASURE ON MAYBE A DAILY WEEKLY MONTHLY BASIS.

THE ERROR QUALITY AROUND AROUND TO MAKE SURE THAT THE COMPANY IS TAKING ALL THE PRECAUTIONS TO KEEP OUR CHILDREN SAFE. WE ALSO WANT USE RESTRICTIONS PLACED ON THE TIME THEY OPERATE THEIR BUSINESS. FIVE PM DAILY ON WEEKDAYS BECAUSE WE START PRACTICES AT 5 30. WE WANT TO LIMIT OPERATIONS ON UM. ON WEEKENDS FROM NOISE AND OTHER THINGS. FINALLY, EIGHT SECONDS HERE. THIRD THING IF WE CAN'T DO EITHER ONE OF THOSE WE JUST HOPE THAT THE CITY OF MCKINNEY.

WORKS WITH US TO HELP US FIND A PLACE WHERE WE CAN PRACTICE. WE CAN PLAY THE GAME THAT WE LOVE.

AND HELP GROW ARGUES, AND THAT'S OUR STANCE, AND THAT'S WHAT WE WANT YOU GUYS TO KNOW.

THANK YOU. THANK YOU. IS ANYONE ELSE WHO WOULD LIKE TO BEGIN THIS ITEM? SEEN NONE. WE JUST NEED A MOTION TO CONTINUE THE PUBLIC HEARING. MOTION TO CONTINUE THE PUBLIC AREA. YES, THEY MAY HAVE FOURTH. I'M SORRY TO REPORT THERE AND IT IS NATIONAL NIGHT OUT ON THE FIFTH. ALL SECOND. PLEASE CAST YOUR VOTES. ALL RIGHT. THAT MOTION, OF COURSE, WAS JUST TO CONTINUE THIS TO THE NEXT MEETING AND LEAVES THE PUBLIC HEARING ASPECT. OPENED OPEN

[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from “PD” - Planned Development District and “CC” - Corridor Commercial Overlay District to "C3" - Regional Commercial District and “CC” - Corridor Commercial Overlay District, Located on the Northwest Corner of State Highway 121 (Sam Rayburn Tollway) and Tina Drive, and Accompanying Ordinance]

WHEN WE DURING THE MEETING OR CONVENE, RECONVENE, THE MEETING CONDUCTED PUBLIC HEARING 200073 Z FOUR CONDUCTED PUBLIC HEARING TO CONSIDER AN ACT ON REQUEST TO REZONE. THE SUBJECT PROPERTY FROM PD PLAN DEVELOPMENT DISTRICT AND C C CHORD OR COMMERCIAL OVERLAY DISTRICT TO SEE THREE REGIONAL COMMERCIAL DISTRICT AND C C CORRIDOR COMMERCIAL OVER THE DISTRICT.

LOOK IN THE NORTHWEST CORNER STATE HIGHWAY 1 21. THAT SAM RAYBURN TOLLWAY AND TINA DRIVE AND ACCOMPANIED ORDINANCE. JENNIFER THANK YOU, MR MARRIAGE. JENNIFER ARNOLD, DIRECTOR OF PLANNING AS YOU READ. THIS IS A REQUEST TO REASON. THE SUBJECT PROPERTY.

FROM P D, UH, WITH A BASE OF C PLANNED CENTER TO THE CITY'S MODERN DAY EQUIVALENT OF C THREE REGIONAL COMMERCIAL ZONING DISTRICT. THE TRACT IS APPROXIMATELY 54 ACRES IN SIZE, AND IT'S LOCATED JUST NORTH OF. STATE HIGHWAY 1 21 AND JUST WEST OF TINA DRIVE. UM YOU ALL HAVE LIKELY RECEIVED SOME COMMENTS WITH SOME CONCERNS REGARDING POTENTIAL WAREHOUSE USES ON THIS. I DO WANT TO CLARIFY FOR THE RECORD THAT WHEN THERE'S ORIGINAL REQUEST CAME FORWARD TO THE PLANNING AND ZONING COMMISSION BACK IN AUGUST. THERE WERE TWO INDEPENDENT REQUESTS THAT CAME FORWARD. THE FIRST WAS THIS REZONING REQUEST TO THE C THREE REGIONAL COMMERCIAL ZONING DISTRICT, AND A SECOND REQUEST WAS FOR A SPECIFIC USE PERMIT TO ALLOW FOR WAREHOUSE USES. THAT S U P REQUESTS FOR WAREHOUSE USES HAS BEEN WITHDRAWN AS NO AND IS NO LONGER BEING REQUESTED OR CONSIDERED FOR ACTION BY THE CITY COUNCIL. HOWEVER, THE AFRICAN IS STILL REQUESTING TO MOVE FORWARD WITH REZONING TO THIS REGIONAL COMMERCIAL ZONING DISTRICT. SO STAFF HAS REVIEWED THAT REZONING REQUEST FOR C THREE ORIGINAL COMMERCIAL ZONING. THIS AREA ALONG 1 21 IS DESIGNATED TO CAPTURE A GREAT AMOUNT OF COMMERCIAL, RETAIL AND ENTERTAINMENT USES. WITH THAT DESIGNATION IN THE COMPREHENSIVE PLAN. WE DO FEEL THAT THE REZONING REQUESTS TO SEE THREE IS COMPATIBLE WITH THE COMPREHENSIVE PLAN. WE ARE RECOMMENDING APPROVAL OF THE REQUEST. THE PLANNING AND ZONING COMMISSION HAS ALSO CONSIDERED THE REQUEST. AND THEY ARE ALSO RECOMMENDING APPROVAL. I'M HAPPY TO ANSWER ANY QUESTIONS. I KNOW THE APPLICANT IS HERE AS WELL.

JENNIFER, I'LL START THIS OFFICE. I THINK THERE'S A BIG CONFUSION OF. WHAT'S GOING TO GO HERE? RIGHT AND I KNOW THERE'S FOLKS THAT ARE HERE IN THIS ROOM RIGHT NOW THAT WE'RE TRYING TO UNDERSTAND WHAT'S ACTUALLY GOING HERE. SO CAN YOU SPEAK ON THAT I CAN BRIEFLY? I KNOW THAT THE APPLICANT WILL BE ABLE TO FILL IN A LOT MORE GAPS THAN I CAN, HOWEVER, IN OUR INTERACTIONS WITH THE APPLICANT. ORIGINALLY THEY HAD SOME PLANS TO DO WAREHOUSES. THAT WAS WHY THERE WAS THAT ORIGINAL SCP REQUEST. BUT GIVEN THE OPPOSITION FROM RESIDENTS AND SOME OF THE FEEDBACK THEY'VE RECEIVED STAFF, THEY ARE NO LONGER PURSUING THOSE WAREHOUSES. AND NOW THEIR DESIRE FROM WHAT WE'VE HEARD FROM THEM IS JUST TO MODERNIZE

[00:35:04]

THE ZONING. THE ZONING THAT THEY HAVE ON THE PROPERTY RIGHT NOW IS C PLANNED CENTER, WHICH IS ONE OF OUR LEGACY ZONING DISTRICTS. YOU CAN'T EVEN USE IT ANYMORE. IF YOU'RE WANTING TO REZONE THEY'RE WANTING TO MODERNIZE IT TO C THREE, WHICH IS OUR MODERN DAY EQUIVALENT.

AND I SUSPECT THAT WHAT THEY'RE DOING AT THIS POINT WITH THE WAREHOUSE USES OFF THE TABLE THERE WANTING TO BE ABLE TO MARKET IT FOR SALE AND DEVELOPMENT. BUT ALL ABOUT THE AFRICAN FEELING A LITTLE BIT MORE IF THEY HAVE ANY NEW POTENTIAL OPTIONS ON THE TABLE.

CAN YOU SPEAK ON THE ON THE. THE FACT THAT THE S U P HAS BEEN PULLED. THE SCP HAS BEEN WITHDRAWN. THEY'RE NO LONGER REQUESTING, UH, THAT S U P FOR WAREHOUSE USES. I KNOW THERE WAS A LOT OF CONCERN FROM RESIDENTS DURING THE PNC MEETING THAT. WAREHOUSE USAGE COULD STILL GO HERE AND THE FACT OF THE MATTER IS THEY'RE NOT ALLOWED BY RIGHT WITH THE C THREE ZONING. IF THIS WERE TO BE APPROVED BY THE COUNCIL, THEY WOULD NOT BE ALLOWED TO DO WHERE HOUSE USES ON THE PROPERTY WITHOUT COMING BACK THROUGH THIS PUBLIC HEARING PROCESS. PLANING AND ZONING AND COUNCIL. SO AS UPS ARE A PUBLIC HEARING, QUASI ZONING EVENT, AND THAT'S THE BIG FACT THAT FOLKS THAT ARE HERE ARE LISTENING. I'D HAVE TO GO BACK THROUGH PLANNING AND ZONING AND THEN COME BACK TO THE COUNCIL. THAT'S CORRECT. CLEAR IS NOT, BUT WE GOT BUT THANK JENNIFER ANOTHER. CURRENTLY UNDER THE UNDER THE CURRENT ANTIQUATED.

YOU KNOW ZONE AND IF YOU WANT THE PROPERTY, THEY'D HAVE TO COME IN AND IN ESSENCE PLANNED THIS WHOLE THING OUT IN ONE AND IN ONE FELL SWOOP. WHICH WOULD NOT ALLOW THEM TO REALLY RESPOND TO THE MARKET. C THREE IN OUR CURRENT ZONING WAS PROBABLY ONE OF THE THINGS THAT WE SAW AS A SIGNIFICANT NEGATIVE TO OUR PLANT CENTERS IN THE PAST. WOULD THAT BE ACCURATE? IT IS ACCURATE AND FROM HIS STAFF STANDPOINT, WE'RE ALWAYS IN FAVOR OF MOVING FROM A PD TAILOR MADE ZONING TO A STRAIGHT ZONING DISTRICT THAT IT IS ABLE TO FOLLOW ALL OF OUR STANDARD ZONING REQUIREMENTS AND IT ROLLS. WHEN OUR ZONING AMENDMENTS OCCUR AS WELL.

JACKSON FROM THE STAFF'S OPINION, MOVING TO A C THREE HAS BENEFICIAL NO DOUBT. ANY OTHER QUESTIONS. APPLICANT I'D LIKE TO. YEAH, BUT THE APPLICANT LIKE TO COME UP. UM MEMBERS OF THE CITY COUNCIL. I'M BOB ROEDER, 1700 DRUG BUD SUITE 300 MCKINNEY. HERE ON BEHALF OF THE APPLICANT. UM, I MEAN, I THINK MISS ARNOLD HAS LAID OUT. THE GOAL. THE DESIRE THE PROGRAM. TRYING TO MOVE IT FROM A PD PLAN CENTER INTO THE NEWEST GENERATION OF YOUR HEAVY DUTY COMMERCIAL, WHICH IS, I THINK THE IDEAL ALONG STATE HIGHWAY 1 21, WHICH IS YOUR C THREE UM. HOW YOU KNOW AND ANSWER TO YOUR QUESTIONS, MR FRASER. THERE IS NO PLAN. THERE ARE NO PLANS FOR DEVELOPMENT OF THE PROPERTY. I THINK MISS ARNOLD WAS RIGHT. WE SIMPLY WANT TO GET IT ZONED UP TO THE MOST CURRENT. ZONING CLASSIFICATION AND THEN SEE WHAT THE MARKET HAS TO BEAR. MY CLIENT IS PREDOMINANTLY IN THE THAT HAS OWNED THIS PROPERTY FOR OVER 20 YEARS. BY THE WAY, UH, IS A BIG PLAYER IN THE INDUSTRIAL WAREHOUSE MARKET, WHICH IS ONE OF THE REASONS WHY WE SOUGHT TO. PUT THE PROPERTY INTO THAT KIND OF USE, KNOWING THAT THAT'S NOT. GOING TO BE IN THE CARDS AT THIS POINT IN TIME. WE DON'T KNOW WHAT WE'RE GOING TO DO WITH THE PROPERTY YET, BUT WE DO WANT TO GET IT UP TO THE C THREE ZONES, THE LIGHTEST FAIR ENOUGH. ANY OTHER QUESTIONS. YEP ALL RIGHT THANK YOU. BOB THIS IS A PUBLIC HEARING. IS THERE ANYONE THAT WOULD LIKE TO SPEAK ON THIS ITEM? SEEN NONE. ENTERTAIN A MOTION. AND MOVE THAT WE'VE CLOSED THE PUBLIC HEARING AND IMPROVE THIS ITEM. I'LL SECOND THIS CASTRO VOTES. SHOULD PASSES. THANK YOU. ITEM NUMBER. SECOND. 210007 M TO CONDUCT A

[Conduct a Public Hearing to Consider/Discuss/Act on a Request by the City of McKinney to Amend Chapter 146 (Zoning Regulations), Section 146-135 (Landscape Requirements) of the Code of Ordinances, and Accompanying Ordinance]

PUBLIC HEARING TO CONSIDER AN ACT AND REQUEST BY CITY MCKINNEY TO AMEND CHAPTER 1 46 WAS ONLY REGULATIONS SECTION 1 46 TO 1 35 LANDSCAPE REQUIREMENTS THAT COULD ORDINANCES AND ACCOMPANYING ORDINANCE. JENNIFER THANK YOU, MR MAYOR. THIS IS ACTUALLY AN EXCITING ITEM FOR ME. IT IS ONE OF WHAT I'VE CALLED LOW HANGING FRUIT. UM WITH OUR CODE OVERHAUL PROJECT, THE NEW CODE MCKINNEY AND SO AS PART OF THE WORK THAT WE'VE DONE ON THAT PROJECT, WE'VE IDENTIFIED SOME SMALL POCKETS IN OUR CURRENT CODE, WHERE WE FEEL LIKE WE CAN REAP SOME BENEFITS. WITH SOME EARLY AMENDMENTS. AND SO I WANT TO TALK A LITTLE BIT ABOUT WHAT THAT LOOKS LIKE HERE TONIGHT. UM, FOR OUR LANDSCAPE SECTION. SO. UM THE CITY'S ZONING ORDINANCE CURRENTLY HAS AN ENTIRE SECTION DEVOTED TO LANDSCAPING EMBEDDED WITHIN

[00:40:02]

THAT SECTION, OUR LANDSCAPING STANDARDS FOR PARKING LOTS. UM AND CURRENTLY IT IS WHAT I WOULD CALL A LAUNDRY LIST OF STANDARDS. YOU GO TO THE PAGE. IT IS A LOT OF WORDS AND IT'S ALL WRITTEN 1234567 ALL THE WAY DOWN TO 20 AND WHAT WE'D REALLY LIKE TO DO WITH THIS PROPOSED AMENDMENT. IS REORGANIZED THOSE STANDARDS THAT ARE SPECIFIC TO PARKING LOTS AND PULL THEM OUT A BIT FROM THAT LANDSCAPE SECTION SO THAT THEY'RE EASIER TO VISUALIZE FOR AN APPLICANT OR A DEVELOPER, AND THEY'RE ALSO EASIER FOR US AS A STAFF TO EVALUATE. IN DOING SO WE WOULD ALSO LIKE TO INTEGRATE WHAT WE CALL AN ALTERNATE COMPLIANCE OPTION SO CURRENTLY WITH PARKING LOT LANDSCAPING DESIGN, YOU HAVE A VERY RIGID SET OF STANDARDS THAT YOU HAVE TO MEET. HOWEVER IT IS DESIGN AND WE RECOGNIZE THAT THERE MAY BE A VARIETY OF DIFFERENT OPTIONS THAT DEVELOPER COULD PURSUE THAT STILL MEET THE SAME INTENT OF THE SPECIFIC STANDARDS. WITHOUT HAVING TO MEET THE VERY RIGID STANDARDS THAT ARE INCLUDED IN THE ORDINANCE. AND SO THIS ALTERNATE COMPLIANCE LANGUAGE WOULD ALLOW FOR THAT KIND OF A PROCESS. SO HERE'S AN EXAMPLE OF WHAT OUR EXISTING CODE LOOKS LIKE AGAIN. IT'S THAT LAUNDRY LIST. WHAT WE'RE REQUESTING TO DO IS CONSOLIDATED UNDER ONE MAIN HEADING AND ADD THIS NEW LANGUAGE. WHAT YOU'LL SEE IN THIS ALTERNATE COMPLIANCE. LANGUAGE ARE SOME WHAT WE CALL GUARDRAILS TO ENSURE THAT WE DON'T GET ALTERNATE COMPLIANCE REQUESTS THAT PERHAPS JUST SAY WE DON'T WANT TO PROVIDE TREES IN A PARKING LOT. OR WE DON'T WANT TO PROVIDE TERMINUS ISLANDS IN A PARKING LOT. WE RECOGNIZE THAT THERE MAY BE A VARIETY OF DIFFERENT WAYS THAT SOMEBODY CAN ACCOMPLISH THAT GOAL WITHOUT MEETING THE STRICT REQUIREMENTS OF THE ORDINANCE, BUT WE ALSO WANT TO SAFEGUARD FROM. SORT OF FLAGRANT REQUESTS IF YOU WILL, AND SO WHAT WE'RE PROPOSING WITH THIS ALTERNATE COMPLIANCE IS THAT DISCRETION AT THE STAFF LEVEL, KNOWING THAT TREES WOULD STILL BE REQUIRED ON THE SITE? WE WOULD PUT SORT OF A CAP OR A LIMIT ON THE AMOUNT OF TREES OR LANDSCAPING THAT COULD BE REARRANGED OR REORIENTED WITHIN THAT PARKING LOT. AND WE WOULD ALSO PUT SOME SORT OF SUBJECTIVE MEASURES ON IT AT THE STAFF LEVEL TO ENSURE THAT WE FEEL AS THOUGH THE PROPOSED ALTERNATE DESIGN OR ALTERNATE COMPLIANCE IS STILL KEEPING IN SPIRIT WITH. THE CODE. IF FOR SOME REASON, STAFF IS NOT COMFORTABLE APPROVING THAT ALTERNATE COMPLIANCE REQUEST, WE COULD, OF COURSE, BRING IT FORWARD TO A BOARD FOR CONSIDERATION. UM BY THE PLANNING AND ZONING COMMISSION.

SO IN ADDITION TO ADDING THAT LANGUAGE, WE ALSO WANTED TO CLARIFY, UM, THE NECESSARY DRIVEWAYS AS THEY INTERACT WITH LANDSCAPE BUFFERS AS YOU ALL ARE VERY WELL AWARE WE ARE STARTING TO SEE MORE OF THIS SINGLE FAMILY FOR RENT STYLE MULTI FAMILY. COMING THROUGH.

AND WITH THAT WE'RE SEEING A LOT OF DIFFERENT LAYOUTS FOR WHERE NECESSARY DRIVEWAYS MIGHT COME THROUGH, SO WE WANTED TO ADD JUST A SMALL SAFEGUARD INTO OUR LANDSCAPE SECTION TO ENSURE THAT. INDEPENDENT DRIVEWAYS AND THAT KIND OF A SCENARIO DON'T OVERLY DISRUPT THE PROPOSED OR THE REQUIRED LANDSCAPE BUFFER, SO ADDING SOME CLARIFYING LANGUAGE THERE AS WELL AND THAT KIND OF WRAPS UP. WHAT WE ARE PROPOSING WITH SOME UPDATES TO OUR LANDSCAPE SECTION AGAIN, CLARIFYING AND REORIENTING PARKING LOT LANDSCAPING, ADDING IN THAT ALTERNATE COMPLIANCE ABILITY AND THEN. TIGHTENING UP OR CLARIFYING THAT LANDSCAPE BUFFER WITH DRIVEWAYS THAT I'M HAPPY TO ANSWER ANY QUESTIONS? I THOUGHT IT WAS GREAT. RIGHT AT IT. UM ANY QUESTIONS? JENNIFER? GREAT JOB. THIS IS A PUBLIC HEARING. IS THERE ANYONE THAT WOULD LIKE TO SPEAK TO THIS ITEM? SEEING NONE ENTERTAIN A MOTION. NATION TO CLOSE THE PUBLIC HEARING. IT APPROVED THIS ITEM. A SECOND. GUESTS YOUR VOTES. MOTION PASSES 210831 CONCERN ACT ON

[Consider/Discuss/Act on Appointing a Member to the Animal Service Facility Advisory Committee (ASFAC)]

APPOINTING A MEMBER TO THE ANIMAL SERVICES SERVICE FACILITY ADVISORY COMMITTEE.

THIS WILL BE NO ONE PRESENTING THIS. THIS IS A DISCUSSION. I KNOW THAT YOU CAN NEVER BEFORE.

CAN WE GET THE LIST OF THE NAMES THAT WERE LEFT OVER ON THAT? I DON'T THAT WASN'T IN THE PACKAGE. ANYWAY. I DIDN'T SEE IT. UM. I CAN. I'M GOING TO THROW OUT ONE NAME, WHETHER IT BE FOR THIS BOARD OR THE LIBRARY, BUT CINDY DURHAM WAS SOMEBODY THAT WAS IT. SYDNEY DURHAM. SHE WAS THE ONE THAT WE ORIGINALLY I THINK MAYBE. USE WITH SOMEBODY ELSE BUT VERY PARKS RELATED. I DON'T. I MEAN, I CAN'T GET TO IT, BUT I DIDN'T SEE THAT THAT WAS IN THERE. BUT I WAS I WOULD LIKE TO BUT HER NAME UP. SAID LIKE CINDY, YES, DO YOU ARE HHM. THE LAST TIME

[00:45:13]

WE TALKED ABOUT ANIMAL SERVICES. I HAD ELIZABETH MICHELLE ON THERE. DID. WAS ELIZABETH DID SHE EXPRESSED AN INTEREST IN THAT BOARD SPECIFICALLY, OKAY, BECAUSE CINDY DID NOT SO I COULD MOVE HER TO ANOTHER. SUGGESTED POSITION IF. ELIZABETH WAS SPECIFIC. REQUESTING THAT. THE THERE'S A SO YOU DON'T THINK CINDY'S INTERESTED IN THAT I KNOW SHE IS. SHE'S INTERESTED. SYDNEY IS ULTIMATELY INTERESTED IN BEING ON PARKS. SHE WOULD, BUT SHE'S WILLING TO SERVE IN ANY CAPACITY. WITH THE HOPES OF ONE DAY BEING APPOINTED TO PARKS. BUT WE DON'T. NO SO I'M SAYING I'M GOING TO SUGGEST HER FOR OKAY. I'M GOOD WITH THAT.

SO RIGHT NOW WE HAVE. WE HAVE TWO NAMES ARE AGAIN I COULD. I COULD CERTAINLY. OR CINDY AND SUGGESTION FOR THE LIBRARY ADVISORY. BOARD. DON'T HAVE ANY SUGGESTIONS FOR THE LIBRARY BOARD. AND IF WE GO WITH YOUR SUGGESTION, KELLY, GENTLEMEN, YOU HAVE THE LIBRARY BOARD.

THAT KELLY JUNE. I WANT TO PRECLUDE. SO LET'S TALK WHEN WE TALK HOLISTICALLY RIGHT NOW ON THE FOUR BOARDS. ON THE MATTER OF FACT, I'M GOING TO GO OUT OF ORDER. LET'S GO DOWN THE BOTTOM,

[Consider/Discuss/Act on a Resolution Nominating Member(s) to the Collin Central Appraisal District Board of Directors]

SO I THINK WE CAN PROBABLY AGREE ON THAT. I'M HOPING. 21083 TO CONSIDER ENACTING RESOLUTION NOMINEE MEMBERS OF THE COLLIN COUNTY CONSENSUAL APPRAISAL DISTRICT BOARD OF DIRECTORS. IS THERE ANYONE THAT FEELS THERE NEEDS TO BE A CHANGE BECAUSE I THINK BRIAN HAS DONE A GREAT JOB AS WELL AS. UH HUH. I LIKE BRIAN ON THAT BOARD. I WOULD SAY TWO THINGS.

I THINK WE NEED TO MAKE SURE WE. HELP HIM AND GATHERING THE OTHER VOTES NEEDED FOR THAT POSITION AND JUST TO NOTE. UM YOU KNOW, THAT IS A VERY ADMINISTRATIVE FUNCTION. TO THE ROLE, NOT NECESSARILY LIKE A APPRAISAL OVERSIGHTS DOESN'T LIKE YOU KNOW, TRY TO HELP.

MCKINNEY RESIDENTS LOWER THEIR APPRAISED VALUE IS THERE TO MAKE SURE THAT THE. APPRAISAL DISTRICT IS OPERATING WITHIN THE STATE LAW. BUT I THINK BRIAN IS A GOOD PERSON FOR THAT. YEAH. SO IF THERE IS NOT. IF THERE IS NOBODY THAT WOULD LIKE TO SUGGEST SOMEBODY DIFFERENT THAN THAN I'D LIKE TO SUGGEST THAT WE MAINTAIN BRIAN I WHOLEHEARTEDLY AGREE. MAKE A MOTION FOR BRIAN. OKAY, I'LL SECOND. PLEASE CAST YOUR VOTES. AND FOR SOME REASON, MY JUST WENT AWAY. EVERYONE ELSE HAS A MY VOTE IS YES, THERE IS. OKAY, SO NOW WE'LL DISCUSS. THE THREE OTHER BOARDS. WE CAN IDENTIFY. HOW MANY NAMES ARE GOING TO BE PUT UP. WE'VE GOT. THE ANIMAL SERVICES SERVICE FACILITY. ROGER COMMITTEE, THE LIBRARY. ADVISORY BOARD AND THE MCKINNEY ARMED SERVICES MEMORIAL BOARD. SO IF THERE'S GOING TO BE MULTIPLE NAMES WILL START WITH FIRST. ONE I'M GOING TO SUGGEST CINDY DURHAM ON THE ANIMAL SERVICE FACILITY. I KNOW ALSO, YOU HAVE ELIZABETH MICHELLE. IS THAT CORRECT? YES. IS THERE ANYONE ELSE FOR THAT FIRST BOARD? SO ARE WE. HOW DO WE WANT TO DO THIS? DO IT LIKE WE WHAT'S THAT? YEAH. SO WE JUST GO DOWN? YEAH. OPEN. SHE SAID. ELIZABETH UM, FOR ME, IT'S CINDY DURHAM. I'M SITTING AS WELL. SEND IT. ELIZABETH. CINDY WILL BE APPOINTED TO THE SERVICE FACILITY. ANIMAL

[00:50:09]

SERVICE FACILITY BATTERY. YES, SO EMOTION. MAKE A MOTION TO APPOINT TO THE ANIMAL SERVICES BOARD. YOUR UM CINDY DURHAM, SIR. I'LL CIRCUIT. RIGHT? MOTION PASSES APPOINTED MEMBER

[Consider/Discuss/Act on Appointing a Member to the McKinney Armed Services Memorial Board (MASMB)]

TO THE MCKINNEY ARMED SERVICES MEMORIAL BOARD. 21 0850. IS THERE ANYBODY THAT WE REMOVED OFF THAT BOARD THAT WOULD. STILL BE INTERESTED IN SERVING. I CERTAINLY HAVE TO HAVE A DISCUSSION WITH COLIN. THERE WAS SOME CONFUSION AS TO WHERE HE WAS ON. YEAH. SERVICES BOARD.

GOD I WOULD LOVE HIM TO BE INVOLVED. HE'S OBVIOUSLY A TREMENDOUS ASSET. TREMENDOUS AND, UH, ASSUMING HE WOULD ACCEPT IT. I WOULD NOMINATE HIM. THAT'S THE ONLY NAME HERE.

I SAID JUMPS RIGHT OUT AT ME IS COLLEGE. I'LL GO WITH THAT. ALRIGHT, EMOTION. MAKE A MOTION WE APPOINT COLIN, I'LL SECOND IT. OKAY, ASK YOUR VOTES. THAT'S COLIN KIMBALL FOR THE RECORD. RIGHT. THE. A 0.210851 CONCERN ACT ON APPOINTING MEMBER TO THE LIBRARY ADVISORY

[Consider/Discuss/Act on Appointing a Member to the Library Advisory Board (LAB)]

BOARD. I THINK ELIZABETH. KELLY GENTLEMAN WHO'S THAT? KELLY JUNE 10 IN GREAT INTERVIEW.

YEAH, ENTHUSIASTIC. THANKS. AND SHE SHE LISTED LIBRARY, DIDN'T SHE? YES. BELIEFS OF. I THINK I THINK BOTH OF THOSE HIT LIST AND LIBRARY. LAST NAME. I'M GOOD WITH CALLIE. RIGHT. IS THERE ANY OTHER NAME? THE SECOND AND CONSIDERS. SO I KNOW WE HAVE KELLY. I WILL TAKE, UM THAT POSITION AS WELL. KELLY. KELLY KELLY KELLY SAYS THEIR MOTION. WHOEVER MAKES THE MOTION AS TO PRONOUNCE THE LAST NAME. I MOVE THAT WE APPOINT KELLY JOHNSON INTO DELIVERY BOARD. I SECOND THAT MOTION. THANK YOU FOR GIVING IT RIGHT. HIS CASTRO VOTES. RIGHT? THINK MOTION PASSES CITIZEN COMMENTS. NOT ON THE AGENDA. I DO NOT SHOW ANYONE HAS SIGNED UP.

[COUNCIL AND MANAGER COMMENTS]

COUNCIL MANAGER COMMENTS. ACCOUNTABILITY EVERYTHING DOWN YOUR END. UM I HAD TWO THINGS.

ONE, UM. AND I THINK WITH THE FIRST ONE WAS. REMEMBER WHAT IT WAS, BUT. THEY'RE THE BIGGER PHARMACY THAT WAS IN HERE A COUPLE OF MONTHS AGO, HAS BEEN DOING A POP UP CLINIC IN EAST MCKINNEY. AT 37 SMITH. SO FOR ANYBODY WHO DOES NOT HAVE A VACCINE. YET THEY ARE GIVING THOSE OUT THURSDAY FROM 5 TO 7. 37 SMITH STREET AND SO UM, PRETTY EASY. PULL OUT, UM, GET A VACCINE AND GET OUT AND THEN WE GOT. SPANISH SPEAKERS THERE. AND SO IF YOU KNOW ANYBODY WHO NEEDS A VACCINES AND IN MY LIFE IT'S ONLY HALF. I JUST WANTED TO REMIND EVERYBODY THAT WE HAVE OCTOBERFEST THIS WEEKEND. UM IT'S BEEN TWO YEARS SINCE WE'VE HAD OCTOBERFEST. THE WEATHER IS GOING TO COOPERATE WILL BE REALLY NICE. IT'S A GREAT EVENT TO BRING YOUR FAMILY. THEY'RE GONNA HAVE RIDES AND ALL KINDS OF BANKS FOR THE KIDS TODAY. UH THEY'RE GOING TO HAVE A BEER. UH, KEG TAPPING. ON FRIDAY AT 5 30. IT'S GOING TO KICK EVERYTHING OFF. SO I WOULD ENCOURAGE EVERYBODY TO GET OUT AND COME DOWNTOWN AND SPEND SOME MONEY.

YEAH. DITTO TO THAT, UH, I WILL SAY IF YOU THIS CITY IS GOING TO TRY TO DO OUR BEST AND COUNCILS. WELL I KNOW THAT FOLKS ARE ASKING OVER AND OVER WHERE TO GET COVID TESTED.

WE'RE HAVING A LOT OF. FAMILY MEMBERS THAT ARE CALLING. I HAVE TO CALL TONIGHT. IT'S HARD TO GET COVID TESTED RIGHT NOW, UH, CVS AND WALGREENS ARE COMPLETELY JAMMED WHEN YOU GO

[00:55:05]

ONLINE OR EVEN THE. THE EMERGENCY CARE IS LIKE THE LEGACY WENT ON ON HARDENED THEY DO NOT HAVE. IT'S AMAZING THAT YOU CANNOT GET COVID TESTED, SO WE'RE GONNA TRY TO FIGURE OUT SOMETHING TO PUT OUT WHEN WE WHEN WE CAN DO THAT. I KNOW THAT A LOT OF FOLKS FROM THE BIGGER CITY FROM DALLAS OR COMING UP HERE BUYING ALL OF OUR COVID TEST FROM ALL THE SUBURBS. THEY'VE BEEN DOING IT FOR LESS SEVERAL MONTHS WHEN THEY CAME OUT, AND SO YOU CAN'T BUY THE ONES TO YOUR HOME TEST. WHICH IS AMAZING TO ME THAT WE JUST CAN'T HAVE THE TESTING ABILITY WHEN WE HAD ALL THE TESTING ABILITY IN THE WORLD TO GET IT DONE, SO WE'RE GONNA TRY TO FIGURE OUT A SOLUTION FOR THAT 75. I'M GOING TO SAY IT EVERY TIME IS A MESS. IT IS AN ABSOLUTE TRAIN WRECK OF ANYBODY'S DRIVEN DOWN IN. OR 35, OR ANY OF THOSE ROADS WERE WORKING ON THAT, TOO. UH IT IS A MESS, BUT IT'S IN A MESS IN OUR WHOLE STATE. UH THE REASON WHY THEY CANNOT FIND WORKERS THAT WANT TO DO THE CONTRACT LABOR TO CLEAN THAT UP. THAT IS THE THERE'S A REASON WHY THERE'S A WASHING MACHINE. ON 75 RIGHT NOW AND ALLEN, AND IT'S BEEN THERE FOR THREE WEEKS. SO I'VE CALLED ON IT EVERY SINGLE DAY THAT I'VE GONE BY.

AND THERE'S A BED. UH, RIGHT. AND ALAN, WHEN YOU'RE COMING INTO MCKINNEY ON THE LEFT, I'VE CAUGHT. I'VE CALLED ON THAT TO, UH, ABOUT THE, YOU KNOW, JUST START GETTING A BULLDOZER OR SNOWPLOW AND JUST GO DOWN THE ROAD WITH AND SEE WHAT HAPPENS. SO WE'RE STILL WORKING ON THAT, UM. I GOT TO SAY SOMETHING. I KNOW THE FIRE GUYS ARE HERE. THANK YOU. ALL YOU'LL DO PEOPLE DON'T KNOW. I MEAN, JUST LIKE IN THE DISASTER RELIEF THAT HAPPENED WITH THE IDEA THAT JUST WENT THROUGH LOUISIANA. ONE OF THE OF SEVERAL GUYS THAT WORK ATLANTA THAT SIT ON BOARDS WITH THEY WERE COMPARING THAT KATRINA AND THERE WAS ONE THING THAT HE MADE A BIG NOTE ABOUT KATRINA TOOK OUT 11,000 UTILITY POLES THROUGHOUT THE STATE WHEN IT WENT THROUGH THE NEW ORLEANS ARE. I JUST ABOUT 35,000 PLUS, SO THEY CLOCKED THE WIND SPEED RIGHT THERE AT THE PORT AT 242 MILES AN HOUR. SO YOU HAVE TO THINK ABOUT THAT. COMING THROUGH YOUR TOWN. THEY STILL DO NOT HAVE POWER. THEY STILL DON'T HAVE RUNNING WATER AND YOU SEE EVERY TIME OUR FIRE GUYS HEADING THE CHARGE HEADING OUT OF TOWN TO GO HELP AND THANK YOU GUYS FOR DOING THAT.

THANK YOU FOR THE EFFORTS OR SACRIFICE NOT BEING AT HOME. I'VE BEEN ON THOSE TRIPS. IT'S HEARTBREAKING TO SEE WHAT HAPPENS TO THOSE FAMILIES AND THOSE OTHER PLACES, ESPECIALLY COMING UP IN 9 11 EVENT THAT WAS CELEBRATED FOR THE 20TH YEAR OF US. COMING TOGETHER AS A COUNTRY IS WHAT IT WAS WORTH AND ALL THOSE ALL THOSE ALL THE LAW ENFORCEMENT. ALL OF THE FIRE GUYS THAT WERE KILLED, IT IS TRULY AMAZING TO SEE WHAT OUR CITY DID, UH, AND OUR VET JUST SO JUST TO SAY WE KNOW WHAT YOU FEEL, OR WE'RE TRYING TO FEEL WHAT YOU FEEL. WE WANT TO BE THERE FOR YOU. AND BEING THERE FOR YOU IS AN EVENT WE PLAYED IN YESTERDAY. THE MAYOR AN IDEA THAT I'VE HOSTED FOR THE LAST 20 YEARS OUT OF 22 YEARS, WE MOVED IT UP TO MCKINNEY. FROM FROM THE DALLAS COUNTY RANKS AND WE BROKE THE $100,000 MARK OF RAISING MONEY FOR LAW ENFORCEMENT AND FIRE FOR PUBLIC SAFETY, THE COUNSELLING SYSTEMS AND ALL THAT. GO FOR ALL OF THE PUBLIC SAFETY IN THE NORTH TEXAS REGION. THE FOLKS THAT PUT STUFF OUT IN THEIR YARDS, YOU KNOW, THANK YOU. THE FLAGS ON THE ON THE FENCES. THANK YOU.

IT'S AMAZING TO SEE HOW THE DIFFERENCE IS WHEN YOU COME UP TO COLLIN COUNTY AND THE RECOGNITION THAT WE GET UP HERE, THE VERSUS OTHER COUNTIES THAT SURROUND US AND I JUST THANKFUL THAT WE'RE LIVING IN IN THIS COUNTY AND WHAT IT BRINGS SO THAT'S ALL I HAD, UH, YOU GOT THE OCTOBER FEST? OH, YEAH. ALL RIGHT. SO FIRST OF ALL, I WANTED TO ALSO KIND OF PIGGYBACK ON JUSTIN'S COMMENT ABOUT BIGGER PHARMACY. THANK YOU FOR TAKING THE TIME TO REALLY PUT THE EFFORT FORTH TO VACCINATE OUR. CITIZENS THAT ARE STILL WANTING TO BE VACCINATED. AND THIS IS MY BIG PUSH THAT THIS PANDEMIC IS STILL NOT OVER. IF YOU HAVE BEEN HESITANT AND KIND OF ON THE FENCE, AND YOU REALLY ARE LEANING. TOWARDS GETTING VACCINATED. THIS IS OUR BIG PUSH. GET OUT AND GET VACCINATED. OKAY? BECAUSE THE WINTER MONTHS WILL BE HERE BEFORE WE KNOW IT AND WE DO EXPECT ANOTHER SPIKE, SO LET'S KEEP EACH OTHER AS HEALTHY AS POSSIBLE. WANTED TO PUBLICLY ALSO THINK AMANDA BILLER FOR PUTTING OUT A VERY NICE VIDEO ABOUT WHY WE SHOULD GET VACCINATED AND SHE WAS ABLE TOGETHER A NUMBER OF OUR COMMUNITY LEADERS TOGETHER. SO THAT THEY CAN GIVE THEIR PERSPECTIVE. SO I ENCOURAGE ALL OF YOU TO CHECK IT OUT. IT'S ON MY FACEBOOK PAGE, AND I KNOW IT'S ON HERS AS WELL. UM ALSO, I GOT A CHANCE TO GO TO NEW JERUSALEM BAPTIST CHURCH ON SUNDAY AND MET OPAL LEE. IF YOU DON'T KNOW. HOPEFULLY SHE IS A LITTLE FIRECRACKER OF A 95 YEAR OLD LADY. WHO IS FROM FORT WORTH, TEXAS, AND SHE IS ONE OF THE CHAMPIONS BEHIND MAKING JUNETEENTH AND NATIONAL HOLIDAY AND WE WERE BLESSED TO HAVE HER AT NEW JERUSALEM. SHE IS THE COUSIN OF DEBORAH BRADFORD, WHO IS ON OUR CDC BOARD. AND SO IT WAS GREAT TO SEE MISS HOPEFULLY AND TO GET TO MEET HER AND EVEN GET TO GET A BOOK THAT SHE WROTE ABOUT JUNETEENTH SO GREAT

[01:00:01]

COMMUNITY EVENT AND WE JUST WANTED TO SAY THANK YOU TO JERUSALEM FOR HOSTING HER FOR US. MY SON. HEY, MR MAYOR, MEMBER OF THE COUNCIL PUBLIC. COUPLE OF COUPLE OF ITEMS FOR TONIGHT. THE FIRST ONE I HAVE TO SAY WITH A HEAVY HEART. WE LOST. WE LOST ANOTHER EMPLOYEE WHO PASSED AWAY THIS LAST WEEKEND DUE TO COVID. IT'S OUR SECOND EMPLOYEE WITH THE CITY MCKENNEY, UM, BUILDING INSPECTOR BY THE NAME OF GRANT ANDERSON. UM GRANT AGAIN, BOTH OF OUR FATALITIES. FROM COVID RELATED COMPLICATIONS RELATED TO COVID OCCURRED FROM THE BUILDING INSPECTIONS DEPARTMENT. SAD TO SAY, UM, WE JUST ASK FOR PRAYERS FOR THE FAMILY. I HATE TO SEE IT HAPPEN. I GOT. ALL I CAN DO IS ECHO THE CALLS AND PLEADS AND ENCOURAGEMENT FOR FOLKS TO GET THEIR VACCINES. THAT'S REALLY ALL I CAN SAY. WITH ITS JUST A HEARTBREAKING TO SEE THIS HAPPEN. UM I DO. I ARE FIRE FOLKS ARE HERE. YOU KNOW WHEN WE GO INTO NEGOTIATIONS FOR ME AND FOR YOU KNOW, THIS IS REALLY THE ONLY TIME YOU CAN REALLY SIT DOWN ACROSS THE TABLE AND HAVE A CANDID BACK AND FORTH CONVERSATION. WE HAVE INFORMAL CONVERSATIONS WE HAVE LAUNCHED MEANS BREAKFAST MEANS OR WHATEVER. OVER THE COURSE OF A CONTRACT BUT TO ACTUALLY SIT DOWN AND GO BACK AND FORTH AND EXCHANGE IDEAS, THOUGHTS, COMPLAINTS ISSUES, WHATEVER THAT'S REALLY DURING THE NEGOTIATION PROCESSES THAT HAPPENS AND. UM I REALLY JUST CAN'T THINK OUR FOLKS IN THE FIRE DEPARTMENT THE PROFESSIONALISM AND THE SAME GOES FOR A POLICE DEPARTMENT THAT THE NEGOTIATIONS WITH POLICE WERE VERY, VERY GOOD. OUR FIRE FOLKS, JUST RESPECTFUL. UM YOU KNOW, VERY PROFESSIONAL, VERY BRIGHT, VERY INTELLIGENT, AND THEY'RE PREPARED. UM THEY CAME TO THE MEETINGS AND NEGOTIATIONS. REALLY WITH THE BEST AT THE CITY'S YOU KNOW WHAT'S IN THE CITY'S BEST INTERESTS AT HEART. THEY HAVE THEIR CONCERNS AND THE THINGS THAT THEY WERE HOPING TO ADDRESS IN THIS NEGOTIATION, AND THIS IS THE TIME YOU DO IT. AND THAT'S THE WHOLE POINT OF MEET AND CONFER NEGOTIATIONS OR COLLECTIVE BARGAINING TYPES OF NEGOTIATIONS. SO I JUST WANT TO THANK THEM FOR THAT. UM. YOU KNOW, I DON'T HAVE TO SAY IT. I TELL THEM THIS AND THEY KIND OF LAUGH AND SAY, WELL, OF COURSE YOU'RE GOING TO SAY THAT, BUT I DON'T HAVE TO SAY THIS. I YOU KNOW THE CONTRACTS APPROVED, SO I DON'T HAVE TO SAY THIS, BUT I TELL THEM AND I WILL BRAG ON THEM AND OUR POLICE DEPARTMENT ANYTIME I CAN, BUT THIS IS THE FINEST FIRE DEPARTMENT THAT I'VE EVER WORKED WITH. I SAY THE SAME FOR POLICE. I HAVE THE BENEFIT OF HAVING LIVED AND WORKED IN DIFFERENT CITIES AROUND THE COUNTRY AND I'VE SEEN I HAVE POINTS OF REFERENCE. IF YOU WILL NOT ONLY THE CITY'S I'VE WORKED IN, BUT THE ADJACENT JURISDICTIONS AND YOU SEE THOSE FIRE DEPARTMENTS. IN OUR FOLKS OUT HERE ARE THE FINEST IN THE BUSINESS AND WE SHOULD WE ARE VERY, VERY LUCKY AS A COMMUNITY AND FORTUNATE TO HAVE FOLKS THAT'S DEDICATED. SO I DID WANT TO MAKE SURE THAT WE. GAVE POINTED THAT OUT. GIVE UP PUBLIC PAT ON THE BACK. WE COULD. I ALSO SEE KAREN HERE, STEVE, YOU MUST HAVE LEFT. BUT UH, KAREN AND STEVIE TO THIS IS NATIONAL PREPAREDNESS MONTH AND I CERTAINLY APPRECIATE EVERYTHING THEY DO. YOU DON'T. IF YOU DON'T KNOW WHO THEY ARE, THEN THEY'RE DOING THEIR JOB.

BECAUSE THEY HANDLE UM YOU KNOW, PREPAREDNESS SO THAT YOU DON'T YOU KNOW THINGS DON'T GO BACK BACKWARD OR BACKFIRE. UH AND THINGS GO WRONG, AND THEN WE HEAR FROM EVERYBODY IN THE PUBLIC. KAREN AND STEVIE AND HER TEAM DO AN AMAZING JOB. I SPENT AN AWFUL LOT OF TIME MORE TIME THAN STEVIE WANTED TO SPEND WITH ME. I PROMISE YOU DURING THE WINTER STORM. AND STEVE AND KAREN BOTH DURING COVID. THEY'RE THERE EVERY WEEK WITH ONE HEART, MCKINNEY UPDATES AND OTHERS KEEPING US ALL APPRISED OF WHAT'S HAPPENING. WHAT'S THE NATIONAL TRENDS? WHAT ARE WE SEEING? AND YOU KNOW THE AMAZING JOB AND YOU CAN'T BE PREPARED ENOUGH.

BUT BOY, THEY DO AN AWFULLY GOOD JOB OF GETTING AS CLOSE TO THAT POINT. SO THANK YOU, KAREN. UM. THE LAST THING I WOULD SAY IS, UM AGAIN. THIS IS OCTOBERFEST REMINDER.

OCTOBERFEST IS THIS WEEKEND FRIDAY, SATURDAY AND SUNDAY. IT'S GOING TO BE A LOT OF FUN.

THE FIRST ONE WE'VE HAD OBVIOUSLY. UM IN THE PANDEMIC ERROR, THE POST PANDEMIC ERA.

WE'RE NOT QUITE POST YET, AS WE ALL KNOW, BUT WE DO FEEL SAFE ENOUGH THAT FOLKS CAN GET THEY FEEL COMFORTABLE COMING. AND THEN WE'RE GONNA HAVE A GOOD TIME. SO. WE HOPE TO SEE EVERYBODY OUT THERE AND THAT'S ALL I HAVE, SIR. WELL I GUESS I DON'T NEED TO TALK ABOUT OCTOBERFEST AGAIN. OTHER THAN IT IS THE 14TH ANNUAL AND IF YOU KEG TAPPING, THAT'S RIGHT ON FRIDAY NIGHT. AND ALSO IF YOU DON'T WANT TO DEAL WITH TRAFFIC DOWNTOWN CAN YOU CAN PARK AT FIRST MCKINNEY AND TAKE THE SHUTTLE FIRST MCKINNEY BAPTIST TO TAKE THE SHUTTLE? UM NORTH TEXAS, GIVING DAYS THURSDAY. SO IF YOU ARE OF A GIVING HAVE A GIVING HEART, UM,

[01:05:04]

IF YOU DONATE TO CHARITIES THIS THURSDAY AND GIVING DAY MATCHES OUT THERE AND YOUR MONEY GOES, GOES A LONG WAY. UM SO PLEASE, PLEASE DO THAT THERE WAS TALK ABOUT COVID TESTING WHICH IS VERY DIFFICULT. HOWEVER AT I SPY AN EVENT THAT WAS PUT ON THIS WEEKEND. UM, BY. JAMIE AND CHESTNUT SQUARE GROUP. THEY PUT ON A. SOLD TICKETS FOR A TREASURE CHEST HUNT IF YOU WILL OF ATTRACTIONS IN DIFFERENT TREASURES IN MCKINNEY THAT PEOPLE MAY NOT NORMALLY SEE AND THEY SENT THEM ALL OVER THE CITY TO COLLECT TICKETS IN ONE AND CAME BACK AND THEN HAD RAFFLES AND. AND WHAT NOT, IT WAS ALL TO BENEFIT MEALS ON WHEELS, WHICH IS A FANTASTIC ORGANIZATION THAT PROVIDES NOT JUST MEALS BUT EVEN COMPANIONSHIP TO OUR ELDERLY CITIZENS. THAT. MANY DON'T HAVE ANY INTERACTION WITH PEOPLE OTHER THAN WHEN A VOLUNTEER FROM MEALS ON WHEELS BRINGS THEM A MEAL, SO IT'S A GREAT EVENT, IT WILL ONLY GROW BIGGER AS THE FIRST ANNUAL, SO EVERYONE THAT PARTICIPATED IN THAT. THANK YOU. UM. HAVE TO SHOUT OUT TO MY WIFE AND THE WHOLE LOVE LIFE CREW AND MARKET STREET WHO DID THE FOOD STOCK.

PROBABLY A TAKEOFF WOODSTOCK KNOWING MY HIPPIE WIFE WHERE THEY PARKED A LITTLE LOVE LIFE BUG OUT IN FRONT OF MARKET STREET AND PEOPLE JUST ALL DAY LONG WOULD FILL THAT UP WITH FOOD THAT WENT TO THE LITTLE PANTRY. AND THEY ENDED UP WITH JUST DOZENS OF CARLOADS OF FOOD.

SO IT WAS A HUGE SUCCESS AND EVERYONE THAT WENT INTO MARKET STREET THAT CAME OUT DONATING FOOD. THANK YOU FOR ALL OF THAT. UM. FIRE AND POLICE SAY IT ALL THE TIME. YOU GUYS ARE JUST. AWESOME AND ALTHOUGH I CAN'T SAY WHAT PAULA SAID, BECAUSE I HAVE NOT WORKED WITH A FIRE DEPARTMENT POLICE DEPARTMENT OUTSIDE BEING ELECTED OFFICIAL IN THIS CITY, BUT KNOWING AND EXPERIENCES THAT. I'VE HAD IN THIS WHOLE COMMUNITY HAS HAD. THERE IS NO DOUBT THAT THERE IS NO BETTER ANYWHERE. AND YOU GUYS ARE SO VALUED NOT JUST FOR WHAT YOU DO, AND LIFE SAFETY, PROVIDING THAT SERVICE HERE IN OUR COMMUNITY. BUT AS FRED SAID, YOU GUYS GET UP AND PICK UP AND LEAVE YOUR FAMILY AND GO HELP PEOPLE AND OTHER COMMUNITIES WOULD JUST SPEAKS VOLUME TO, OF COURSE YOUR CHARACTER FIRST AND FOREMOST AND REPRESENTS WHO THIS COMMUNITY IS. UM. BUT JUST ALSO ALL THE ENGAGEMENT. EVERY EVENT I'M AT I SEE FIRE REPRESENTED. POLICE REPRESENTED ALWAYS ENGAGED ALWAYS OUT THERE SHOWING UP FOR THINGS WITH KIDS AND WHATNOT. AND JUST. JUST BEEN SUCH COMMUNITY PARTNERS IN WAYS ABOVE AND BEYOND ANYTHING YOU'RE REQUIRED TO DO SO. THANK YOU FOR THAT. YOU GUYS ARE REALLY GREAT. AND DIMENSION OCTOBERFEST. AS I MENTION TIMES, I WILL BE DOING THE KEG TAPPING THE PRESSURE IS ON. I.

YEAH SO IF YOU WANT TO GET A LAUGH, COME DOWN, WATCH ME PROBABLY MISSED THE FIRST TIME AT A PURE. NERVES I THINK THAT'S IT RIGHT. DISPATCH HEALTH .COM I STARTED BEFORE. I DON'T THINK I FINISHED BUT DISPATCH HEALTH DOT COM DOES COVID TESTING REMOTELY AND AT LEAST AS OF THIS WEEK, AND THEY HAD THE ABILITY TO DO THAT? AND THEIR NEW COMPANY HERE IN MCKINNEY, WHICH IS WHY I AM TALKING ABOUT HIM. YEAH SO IF YOU CAN'T FIND A COVID TEST LOOK UP, DISPATCH HEALTH DOT COM AGAIN LOCAL COMPANY THAT IS PROVIDING THAT SERVICE AMONG MANY, MANY OTHER SERVICES. ALRIGHT THAT MOTION TO ADJOURN SO MOVED. MOVED.
