ALL. I WANT TO THANK THE BOARD FOR ALLOWING ME TO BE CHAIRED FOR THIS PAST YEAR, AND I APPRECIATE THE OPPORTUNITY. AND. LIKE THE WAY WE'RE DOING THINGS AS FAR AS ROTATING AND GIVING EVERYBODY THE OPPORTUNITY TO SERVE IN VARIOUS CAPACITIES. WE'VE HAD A VERY GOOD YEAR, BANNER YEAR WITH. A LOT OF NEW PROJECTS AND NEW EVENTS AND THE NELSON AND ALL OF THAT, SO IT'S BEEN A REALLY GOOD TIME. TO BE ON THIS BOARD, AND CERTAINLY THERE'S A LOT TO DO GOING FORWARD IN THE FUTURE, SO I JUST APPRECIATE THE OPPORTUNITY TO DO THAT AND LOOK FORWARD TO MY CONTINUED SERVICE ON THE IMMEDIACY. WITH THE NEW OFFICERS. SO THANK YOU ALL VERY MUCH. NEXT. WE HAVE CITY OF MCKINNEY. GOOD MORNING, MR CHAIRMAN. CONGRATULATIONS TO CHAIRMAN ELECT JONES. YEAH LOOK FORWARD TO WORKING WITH YOU. AND ALL THE OTHER OFFICERS THAT HAVE BEEN ELECTED TODAY ALSO WOULD LIKE TO WELCOME OUR NEW ALTERNATE BOARD MEMBER CASA AS A CUSTOM, YES. UM MY NAME IS PAUL BRIAN CITY MANAGER OF MCKINNEY. JUST A COUPLE OF VERY, VERY SHORT ITEMS FOR YOU. UM 2020 CENSUS, OF COURSE, IS JUST BEING COMPLETED AND FINALIZED.AN UPDATE ON THE 2020 CENSUS. REDISTRICTING WILL BE PROVIDED. CITY COUNCIL WORK SESSION NEXT WEEK. WE'LL BE TALKING ABOUT REDISTRICTING HERE WITHIN OUR OWN CITY LIMITS. WE HIRE CONSULTANT AND IT TAKES THEM SEVERAL MONTHS TO WORK THROUGH THE DATA. AND THEY'LL COME BACK TO THE COUNCIL WITH RECOMMENDED BOUNDARY ADJUSTED BOUNDARY LINES FOR THE COUNCIL DISTRICTS HERE WITHIN THE CITY. CITY THE REDISTRICTING PROCESS IS TENTATIVELY SET TO BEGIN THIS FALL, AND IT WILL HAVE AN INITIAL PRESENTATION, THE CITY COUNCIL AND THEN ADDITIONAL PUBLIC MEETINGS TO BE CONDUCTED IN THE SPRING AND SUMMER OF 2022. YOU CAN ALSO GET SOME MORE INFORMATION ON THE CENSUS OF WHAT IT MEANS FOR MCKINNEY. IF YOU'RE A DATA GEEK, IF YOU LIKE TO GEEK OUT ON THE DATA, I'M LOOKING AT MR HELMSLEY OVER HERE WITH THAT, RIGHT? UM THERE YOU CAN GO TO THE TEXAS DEMOGRAPHIC CENTER AGAIN. THE TEXAS DEMOGRAPHIC CENTER AND YOU CAN GET ALL KINDS OF INFORMATION FROM THE U. S CENSUS SPECIFIC TO LOCAL COMMUNITIES. AS WELL AS STATEWIDE. SO UM, KIND OF AN F Y I THERE. AND THEN FINALLY, OUR PROPERTY TAX VALUE. YOU KNOW, WE ALWAYS. LIKE TO PRESENT PERSPECTIVE TO RESIDENTS AND BUSINESSES, PROSPECTIVE BUSINESSES WHEN THEY COME TO MCKINNEY AND EVALUATE WHAT THE PROPERTY TAX ENVIRONMENT IS IN MCKINNEY, VIZZAVI OTHER COMMUNITIES. SO WE HAVE A WEBSITE FEATURE AND TRANSPARENCY. IF YOU GO TO OUR WEBSITE AND CAN YOU TEXAS ORG AND THEN YOU CLICK ON THE TRANSPARENCY BOX. IT'S VERY EASY TO FIND RIGHT THERE TO SEE. AND THEN YOU WHEN YOU CLICK ON THE TRANSPARENCY BOX, YOU GO TO PROPERTY TAX VALUE.
WHAT YOU BASICALLY PROVIDE INFORMATION ON THE VALUE OF YOUR PROPERTY TAX DOLLARS. THAT HAS BEEN UPDATED. OF COURSE, THE REFLECT ALL THE PROBABLY KNEW TAXING ENTITIES OR I SHOULD SAY THE NEW RATES FROM THE TAXING ENTITIES. THE ENTITIES THEMSELVES ARE NOT NEW. BUT IT DOES GIVE YOU SOME PERSPECTIVE ABOUT THE VALUE OF THE TAX DOLLAR AND WHAT IT MEANS THAT I WOULD ENCOURAGE YOU TO TAKE A LOOK AT THAT AND POINT ANYBODY YOU KNOW, AND YOUR TRAVELS TO TAKE A LOOK IF THEY HAVE QUESTIONS. THAT IS ALL I HAVE. I'LL STAND FOR ANY QUESTIONS. QUESTIONS. OKAY, SIR. CHAMBER OF COMMERCE. LISA. GOOD MORNING. GOOD MORNING.
GOOD MORNING BOARD AND I ECHO CONGRATULATIONS TO MICHAEL JONES BEING ELECTED AS CHAIR AS WELL AS GERMAN AS SOLID AS VICE CHAIR AND PATRICK AS SECRETARY AND TREASURER. SO. LOOK FORWARD TO ANOTHER YEAR OF OUR PARTNERSHIP AND, UM AND I APPRECIATE YOUR LEADERSHIP. SO A COUPLE OF ITEMS I WANTED TO UPDATE YOU ON TODAY IS OUR QUARTERLY MEMBERSHIP LUNCHEON WHERE WE RECOGNIZE THE BEST OF MCKINNEY. IT IS A READER'S CHOICE AWARD. AS YOU KNOW, WE OPERATE, UH, ACTUALLY THREE WEBSITES, BUT ONE WEBSITE IS MCKINNEY ONLINE, WHICH IS A COMMUNITY NEWS SITE. THAT HELPS PROMOTE A LOT OF OUR SMALL BUSINESSES, RETAIL BUSINESSES, UM, RESTAURANTS AND EVERY YEAR WE DO A READER'S CHOICE SURVEY WE HAD OVER 9000 VOTES THIS YEAR. AND TODAY WE TALLY THE VOTES AND I KNOW ONE OF YOUR IMPORTANT VERSUS NOT HERE TODAY BECAUSE, UM, HIS ORGANIZATION I'M REALLY NOT SUPPOSED TO SAY INSULTS ANNOUNCED THAT LUNCH IS ONE OF THE WINNERS SO REALLY EXCITED TO BE ABLE TO RECOGNIZE OUR BUSINESSES WHO ARE DOING OUTSTANDING WORK IN THE COMMUNITY, AND THIS IS REALLY MORE OF A B TWO C EFFORT, OBVIOUSLY AS A READER'S CHOICE AWARD. ALSO TODAY IS EXCITING FOR US BECAUSE WE ARE FINALLY LAUNCHING OUR DIVERSITY EQUITY INCLUSION INITIATIVE THAT HAS BEEN IN THE WORKS FOR A NUMBER OF YEARS. AND WE HAVE BROUGHT ON CONSULTANT WHO IS HELPING US REALLY PUSH THOSE EFFORTS
[00:10:08]
FORWARD. SO ROBERTS, WHO WORKS WITH ARROWHEAD CONSULTING IS WHO WE HAVE ENGAGED IN THE CONTRACT WITH. SHE ACTUALLY PREVIOUS TO HER ROLE. SHE RAN MOSAIC, WHICH IS A PROGRAM OF THE TULSA REGIONAL CHAMBER THAT WAS FOCUSED ON DIVERSITY EQUITY INCLUSION PROGRAM FOR GOSH, OVER. OVER A DECADE, SO SHE COMES WITH A LOT OF SKILLS AND EXPERTISE AND WORK IN THE CHAMBER. SO SHE'LL BE OUR KEYNOTE SPEAKER TODAY, AND THEN WE WILL. WE'RE WORKING ON OUR OWN ORGANIZATIONAL HEALTH ASSESSMENT WHERE WE LOOK FOR AREAS OF OPPORTUNITIES TO GROW.AND THEN BECAUSE THIS INITIATIVE WAS DERIVED FROM A LOT OF OUR LARGER CORPORATIONS WHO ARE LOOKING AT WAYS THAT THEY CAN IMPLEMENT BEST PRACTICES WILL BEGIN A COHORT FROM SOME OF THE COMPANIES THAT HAVE CONTRIBUTED, LIKE INDEPENDENT FINANCIAL EMERSON, ATMOS, RAYTHEON. SOME OF OUR LARGER CORPORATIONS WHO ARE INTERESTED IN THIS INITIATIVE.
REALLY EXCITED TO GET THIS ACTUALLY LAUNCHED AN OFF THE GROUND AND BE ABLE TO DO SOME SOME INCREDIBLE WORK. UM WANT TO MAKE SURE YOU'RE AWARE OF OUR CEO SERIES THAT'S COMING UP ARE FEATURED CEO IS DAVID BROOKS. THAT WILL BE OCTOBER 29TH AT THE TPC AT CRAIG RANCH.
ANOTHER GREAT OPPORTUNITY TO LEARN MORE ABOUT HIS LEADERSHIP STYLE AND, UM, LEARN FROM HIM AND HIS HIS SUCCESSES AND THINGS THAT HE'S LEARNED ALONG THE WAY AND AS HE IMPARTS HIM, WISDOM AND THOSE HAVE PROVEN TO BE ONE OF OUR MORE UM, WELL ATTENDED EVENTS AS PEOPLE ENJOY BEING ABLE TO HAVE THAT. ONE ON ONE TIME WITH OUR CEOS. DID WANT TO MAKE SURE THAT YOU'RE AWARE THAT OUR RESTAURANT COUNCIL, WHICH ARE RESTAURANT COUNCIL WAS ACTUALLY LAUNCHED DURING COVID DURING THE WHOLE LAST YEAR, WHEN RESTAURANTS WERE OBVIOUSLY HIT PRETTY HARD.
THE HOSPITALITY INDUSTRY WAS HIT PRETTY HARD, SO WE BROUGHT TOGETHER THE RESTAURANT COMMUNITY TO TRY TO HELP THEM THROUGH LEARNING ABOUT REGULATIONS AND CHANGING REQUIREMENTS, AND P P P AND ALL THOSE DIFFERENT THINGS. AFTER THEY HAVE REALLY REBOUNDED. WE DECIDED TO TAKE IT TO THE NEXT LEVEL AND SAY THAT THERE IS A LOT OF BENEFIT FOR US TO GET TOGETHER AND BE ABLE TO SHARE BEST PRACTICES. WE'VE ACTUALLY PARTNERED WITH THE TEXAS RESTAURANT ASSOCIATION. IT'S A. IT'S THE FIRST OF ITS KIND IN A PARTNERSHIP TO HELP EACH OTHER WITH MEMBERSHIP AND ALSO SHARE RESOURCES. SO THAT WAS AN EXCITING ANNOUNCEMENT. AND NOW WE'RE WORKING TO LAUNCH A CAMPAIGN BECAUSE WE WANT TO POSITION MCKINNEY AS A DESTINATION FOR ENTERTAINMENT. FOR OUR RESTAURANT COMMUNITY. IF YOU LOOK AT OUR RESTAURANTS, WE HAVE A LOT OF VERY, UM, INTERESTING STORIES BEHIND PLACES LIKE CT PROVISIONS OR HARVEST OR TAPS OR I COULD JUST NAME SO MANY ACROSS THE BOARD. SO WE'RE LAUNCHING THAT CAMPAIGN. WE'RE WORKING WITH THE GROUP AND THAT WILL BE IN WELL, WE'RE GOING TO BE DOING A EVENT IN JANUARY AND THERE'S GOING TO BE MORE DETAILS AS THAT'S FINALIZED. AS WE WANT TO ATTRACT PEOPLE TO COME, SPEND MONEY AND MCKENNEY AND UTILIZE OUR RESTAURANTS. UM AND WE ALSO ARE MAKING IT BROAD ENOUGH THAT WE COULD EXPAND THAT TO OTHER ENTERTAINMENT OPTIONS AND ENTERTAINMENT VENUES AND ALSO KIND OF INCORPORATE AND. THE LIVE MUSIC ASPECT OF WHAT WE HAVE IN MAKENI. SO JUST WANT TO MAKE SURE YOU'RE AWARE OF THAT. WE'VE GOT STATE OF THE CITY ON NOVEMBER 4TH I'M SURE THAT ALL ON YOUR CALENDAR. UM. DON'T FORGET TO EARLY VOTE. WE'VE GOT SOME CONSTITUTIONAL AMENDMENTS. EARLY VOTING STARTED YESTERDAY. AND WITH THAT I WILL STAND TO ANSWER ANY QUESTIONS. QUESTIONS. THAT'S A LOT. IT'S A LOT. I WAS GOING TO COVER THE LIQUOR ELECTION, BUT I FEEL LIKE WE COVER THAT EVERY TIME SO I'M HAPPY TO ANSWER ANY QUESTIONS ABOUT THAT AS WELL. THAT'S NOT ON THE BALLOT THIS TIME, IS IT? WE ARE ON A VERY TIGHT DEADLINE FOR THAT TO BE ON THE BALLOT IN MAY AND MAY NOT NOVEMBER. WE'VE RAISED SO THE CONSULTANT THAT WE ARE GOING WITH HAS. THE BEST IN THE BUSINESS, BUT THE BEST IN THE BUSINESS AS IT IS. IT DOESN'T WORK FOR FREE. UM AND BECAUSE OF THE NUMBER OF SIGNATURES THAT WE NEED THE LABOR THAT WE NEED TO GO CALL THOSE SIGNATURES IS REALLY DRIVING THE COST, SO THE TOTAL COST FOR THE PETITION PHASE IS $289,000 THE CHAMBER HAS PUT IN $50,000 FROM OUR MONEY AND RESERVES. BECAUSE WE THINK IT'S THE RIGHT THING TO DO FOR OUR COMMUNITY, AND WE HAVE ANOTHER DEVELOPER WHO'S PUT IN 50,000. WE'VE HAD MULTIPLE CONVERSATIONS WITH VARIOUS PACKAGE LIQUOR STORES. THE ISSUE WITH THEM. ACTUALLY WRITING THE CHECK IS MAKING SURE THAT THEY HAVE AN AGREEMENT ON THE REAL ESTATE BECAUSE OBVIOUSLY, WHY WOULD THEY GIVE US MONEY IF THEY'RE NOT GOING TO GET THE REAL ESTATE? SO. THAT'S ONE OF THE ISSUES THAT WE'VE BEEN KIND OF WAITING FOR THAT TO FALL, BUT WE HAVE ANOTHER PRESENTATION THAT WE WILL BE DOING IN THE NEXT COUPLE OF WEEKS WITH MCKINNEY ALLIANCE, UM AND
[00:15:03]
HOPEFULLY GETTING SOME FUNDING FROM THERE. WE FEEL LIKE IF WE CAN GET TO THE 200,000 NUMBER.WE CAN GO AHEAD AND GAUGE AND START THE TIMELINE TO BE ON THE MAY 2022 BALLOT. IF WE MISS THAT DEADLINE, WHICH WE'RE WORKING UP AGAINST, WE CAN STILL BE ON THE NOVEMBER WE COULD STILL BE. RAISE THE MONEY AND GET ON THE NOVEMBER OF THE 2022. BECAUSE THAT IS A GUBERNATORIAL ELECTION. THAT'S SUPER IMPORTANT BECAUSE IN SOME WAYS, IT WOULD BE A GOOD ONE TO BE ON BECAUSE MY UNDERSTANDING WITH LIQUOR ELECTIONS IS THAT THE MORE PEOPLE WHO COME OUT TO VOTE WHEN. MORE THINGS ON THE BALLOT. THE HIGHER THE CHANCES OF SUCCESS ON UM OTHERWISE I THINK THAT IN MAY WE COULD STILL WE COULD STILL BE SUCCESSFUL. THE CHALLENGE IS IF WE DO NOT GET ON THAT BALLOT, UM THE NUMBER OF SIGNATURES THAT WILL BE REQUIRED. IF WE WANT TO DO THIS IN THE FUTURE WILL POTENTIALLY GO UP BECAUSE IT'S BASED ON ITS 35% OF THE PEOPLE WHO VOTED THE LAST GUBERNATORIAL ELECTION AND AS MCKINNEY'S GROWN AND I'M BEING A NEW SCENE. WHAT'S HAPPENING RIGHT NOW WITH POLITICS AND IT'S ALREADY STARTED UP I THINK YOU'RE GOING TO HAVE A PRETTY BIG TURNOUT, AND THAT'S GONNA DRIVE THAT THOSE THOSE NUMBERS UP SO WE'RE WORKING REALLY HARD, WOULD LIKE TO GET IT ON MAY AND BE DONE WITH IT. BUT IT ALL DEPENDS ON THE TIMING OF THAT OF SECURING THE FUNDING. CAN YOU GIVE THE JUST. ON THE OFF CHANCE TO EMBRACE UP DRINKING COFFEE WATCHING THIS ON SPECTRUM TV WHAT THE TIMELINE IS FOR THOSE SIGNATURES BECAUSE I KNOW IT'S A VERY SHORT. IT IS A SHORT TIMELINE, SO JUST A COUPLE OF THINGS TO KEEP REFERRING TO IT AS A LIQUOR ELECTION PEOPLE IN THE BUSINESS THE BUSINESS. CALL IT A WET, DRY ELECTION. UM TEXAS LIQUOR LAWS. AS YOU KNOW, WE'VE GOTTEN WE WERE IT WAS PASSED BACK, AND I'M SURE BRIAN, YOU WERE HERE DURING THAT TIME. I CAN'T REMEMBER IN THE 2000 LIKE. IT WAS FIVE OR SOMEWHERE IN THAT TIME FRAME FOR BEER AND WINE CELLS. AND MCKENNEY. UM WHAT WE'RE WHAT WE'RE SEEKING TO DO IS A PACKAGE LIQUOR STORE ELECTION, SO THINK OF LIKE A TOTAL Y AND ASPECTS OF GOODY GOODY. UM WE ARE NOT PUTTING ON THE BALLOT FULL ON BARS. UM AND LIKE, FOR INSTANCE, IN FRISCO WHEN THEIR VOTERS TURNED IT DOWN, THEY ACTUALLY HAD THE FULL LIKE THEY WERE DOING BARS AS WELL AS PACKAGE LIQUOR STORES. WE REALLY PULLED OUR RESTAURANTS TO SEE IF THAT WAS A NEED. IF THEY'RE ALCOHOL TO FOOD RATIO WAS. THAT'S WHERE OUT OF WHACK, YOU'LL SEE. I KNOW THERE'S A THERE'S A ZONING CHANGE. FOR INSTANCE, FOR THE END ZONE WE'VE BEEN ABLE TO, I THINK THROUGH UPS BE ABLE TO WORK WITH THE HANDFUL OF BUSINESSES WHO. WHERE THEIR LIQUOR TO ALCOHOL SALES ARE NOT IN LINE AND THERE'S A PROCESS AND THEY CAN GET THEIR PRIVATE CLUB LICENSE OR WHATEVER IT IS TO BE ABLE TO OPERATE. WE JUST DIDN'T SEE THAT AS A FULL OF HUGE NEED, WHERE WE KNOW THAT WE'RE LOSING OURSELVES TAX DOLLARS TO ALLEN AND TO PLANO OR TO ANNA. IS THROUGH THOSE PACKAGE LIQUOR CELLS AND THEN THE ANCILLARY CELLS THAT GO ALONG WITH THAT WHEN PEOPLE DRIVE TO TOTAL WINE AND THEN DECIDE TO GO TO TARGET OR CHUCKLE A OR WHATEVER. SO. UM THE TIMELINE GOING BACK TO YOUR QUESTION? UM IS THAT IT'S A 60 DAY WINDOW TO FILE FOR THE PETITION FIRST RIGHT TO GO, AND THEN I FORGET THE ACTUAL TIMELINE BETWEEN THAT WHEN YOU CAN START AT YOU HAVE 60 DAYS TO COLLECT. WHAT IS I'M GOING TO THIS IS AN ESTIMATE. IT'S ABOUT 22,000 SIGNATURES IN THE CITY OF MCKINNEY. SO TO PUT THAT INTO PERSPECTIVE, PROSPER PAST THEIR LIQUOR ELECTION AND THAT HE NEEDED. 2200 I'M AGAIN ESTIMATING BECAUSE OF THEIR POPULATION, SO THAT'S WHY YOU SEE THE NUMBER OF LIKE, WOW, THAT'S REALLY EXPENSIVE TO HIRE CONSULTANT. BUT IF YOU LOOK AT THE BREAKDOWN IN THE COST, A LOT OF IT AND. YOU'VE GOT TO HAVE PEOPLE KNOCKING ON DOORS. IT'S TO BE VOLUNTEERED LEAD. UM WE DO NOT FEEL CONFIDENT THAT WE COULD GET TO THAT NUMBER IN THAT TIME FRAME, AND IF WE'RE GOING TO DO THIS, WE HAVE ONE SHOT TO BE REALLY SUCCESSFUL. SO THAT'S THAT'S WHERE WE'RE AT. AND THEN THERE'S SO MANY DAYS OUT AFTER WE GET THOSE THOSE SIGNATURES THAT THEN THEY HAVE TO BE VERIFIED. COUNCIL HAS TO I'M NOT GOING TO USE. I DON'T KNOW THE RIGHT TERMINOLOGY. RATIFY IT.
CANVASES CHEMISTRY. I'M LOOKING AT THE ATTORNEY. THEY CANVAS AND THEN HAVE SO MANY DAYS IN ADVANCE TO PUT IT ON THE ELECTION FOR THE MAIN. MADE TIMEFRAME, SO THAT'S WHY WE'RE KIND OF WORKING UP AGAINST THAT TIMELINE. OKAY? LISA DO YOU HAVE ANY SENSE OF THE OPPOSITION TO THIS? YOU KNOW, AS MUCH AS I'VE TALKED TO PEOPLE, I HAVE NOT GOTTEN ANY OPPOSITION. I THINK THE ONLY CONCERN THAT'S EVER BEEN BROUGHT UP TO ME IS YEAH. YOU KNOW? ARE WE GOING TO HAVE KIND OF A SEEDY LOOKING LIQUOR STORE AND DOWNTOWN MCKENNEY, AND THAT'S WHERE WE'VE HAD CONVERSATIONS WITH THE CITY LEADERSHIP WITH PAUL AND THE MAYOR TO SAY THERE'S SOME WAYS THAT YOU CAN JUST LIKE THAT, SCP. YOU CAN PUT SOME MINIMUM
[00:20:05]
REQUIREMENTS OF SQUARE FOOTAGE AND THEN LET'S SAY YOU ARE A SMALLER LIQUOR STORE. YOU COULD COME AND TRY TO GET AN ISSUE P AND GO THROUGH THE PROCESS WHERE IT GETS VETTED ON MUCH MORE DEEPER SCALE. YOU JUST DON'T. PUT ONE UP BECAUSE WE CAN TOTALLY APPRECIATE THAT.UNDERSTAND THAT. I THINK AS YOU GROW OUT OF COMMUNITY, YOU WANT IT TO BE HIGH QUALITY COMMUNITY AND WENT TO BACKFIRE. BUT ON THE OTHER END, WE ALSO DON'T WANT EVERYBODY GOING TO TOTAL WINE AND ALLEN AND, UM YOU KNOW, DROP IN THEIR CELLS TAX DOLLARS THERE. AND IS THERE A IS THERE A RATIO OR A BENCHMARK OF NUMBER OF STORES PER SO MANY THOUSANDS OF POPULATIONS, THINGS LIKE THAT. WELL THAT'S A VERY GOOD QUESTION. I WOULD I WOULD HAVE TO POSE THAT TO SOME OF THE LIQUOR STORES THAT I'VE MET WITH. GOODY GOODY LIQUOR LIQUOR. IT SEEMS TO ME WHEN ALLEN WENT THROUGH THE STATE THEY STRUCTURED IT THAT WAY. SO THEY DESIGNATED HOW MANY LOCATIONS THERE WOULD BE AND WHERE THEY MIGHT EVEN BE LOCATED ABOUT THE CITY. NOT ALL CONCENTRATED IN ONE SPOT. I THINK THAT'D BE A GREAT QUESTION FOR THE CITY ATTORNEY.
I DON'T KNOW IF YOU CAN LIMIT THAT OR NOT. BUT I DO THINK THAT FROM A COMPETITION STANDPOINT, HE'S SAYING NO. CAN'T DO THAT. OKAY ALRIGHT. I DO NOT HAVE A LEGAL DEGREE. I DO GET ON GOOGLE FROM TIME TO TIME, BUT I'VE TOLD THAT'S NOT. YOU KNOW? OKAY. LET YOU OFF THE HOOK. YOUR OFFICE, I WILL SAY CAN THAT MOST RETAILERS HAVE A PROXIMITY? UH YEAH, THEY SELF REGULATE THAT STORES WITHIN. YEAH, I THINK THAT'S MOSTLY SELF GOVERNED BY THE RETAILERS THEMSELVES. IT EXACTLY, I THINK AND I THINK THAT ONE OF THE BENEFITS THAT WE DO HAVE IS THAT BECAUSE FIRST CO TURN THERE'S DOWN, THERE IS SOME PRIME PROPERTY TO THE WEST OF MAKENI TO BE ABLE TO COLLECT. UM YOU KNOW, MAYBE DRAW FROM. SO FRISCO COULD COME OVER HERE AND DROP THEIR DOLLARS IN MAKENI. THAT WOULD BE THAT'D BE GREAT. WE LOVE YOU FIRST GO, BUT WE ALSO LOVE YOUR MONEY IF THAT'S THE CASE, I THINK IT'S ALSO IMPORTANT TO POINT OUT THAT THERE'S ALREADY STATUTES IN PLACE THAT LIMIT LIKE PROXIMITY TO SCHOOLS AND.
CHURCHES AND THINGS OF THAT NATURE, SO IT'S NOT LIKE YOU CAN JUST GO PUT IT ON ANY EMPTY CORNER. YOU KNOW, WE WENT THROUGH THAT BACK AT THE BAR AND WINE. ELECTION HAVING TO EDUCATE PEOPLE IN THE FACT THAT. YOU KNOW, WE CAN'T JUST YOU CAN'T JUST GO PUT THIS UP. 300 FT FROM. SCHOOL SITE AND THINGS LIKE THAT. SO MY THE TEMPERATURE THAT I GET FROM PEOPLE IS THAT, UH SO I WISH WE WOULD HAVE DONE THIS EARLIER. BUT ON THE FLIP SIDE NOW PEOPLE CAN SEE CAN VISUALIZE WHAT WE'RE TALKING ABOUT WITH THE PACKAGE LIQUOR STORE BECAUSE IF YOU JUST SAY THAT YOU MIGHT CONJURE UP AN IMAGE IN YOUR MIND. BUT WHEN I SEE PEOPLE IN MCKINNEY A TOTAL WINE RESPECTS AND THEY GO OH, THAT'S WHAT THAT LOOKS LIKE, UM, AND THAT IT'S YEAH. IN FACT, I KNOW WE'RE KIND OF DIVERGING, BUT. I LEARNED A LOT ABOUT HOW PICK UP A PACKAGE LIQUOR STORES, UM, HOW THEY MARKET AND THEY TOLD ME THEY MARKET TO PEOPLE.
MIDDLE AGED WOMEN LIKE ME, UM, THAT THEY WANT THOSE BEAUTIFUL IN CAP DISPLAYS WITH ALL THE ACCESSORIES AND THE CUT NAPKINS AND THE BRIGHT LIGHTS AND THE UM, THAT THAT'S THEIR, THAT'S THEIR ACTUALLY, THAT'S THEIR TARGET MARKET. UM SO I THOUGHT, I THINK THAT'S THAT'S WHAT YOU'RE GOING TO SEE WHEN SOMETHING IS BUILT. WHAT ELSE WILL BE ON UP FOR ELECTION IN MAY ANYTHING. NOT TO MY KNOWLEDGE THAT WE WILL HAVE ANYTHING IN MAY. IS THAT CORRECT? YEAH POTENTIAL SCHOOL BOARD, MAYBE. NO, NO, NO, NO. SO IT COULD HELP PAY FOR THAT ELECTION. I'M SORRY. WHO WILL PAY FOR THAT ELECTION CITY WOULD PAY FOR THAT ELECTION. I WOULD I WOULD. I WOULD THINK, RIGHT? YES. SO THERE COULD BE BENEFIT TO IT BEING ON THE NOVEMBER BALLOT. BECAUSE THEN YOU ALREADY HAVE YOU ALREADY HAVE THAT THERE YOU'LL HAVE A LARGER TURNOUT. SO IF WE DON'T MAKE THE MAY ELECTION DATE. YEAH THERE'S A THERE'S SOME.
WHILE WE WANT TO GET THIS DONE, I THINK BECAUSE THIS IS SOMETHING WE'VE WORKED ON FOR A NUMBER OF YEARS. WE CAN ALSO SEE THE BENEFIT OF POTENTIALLY MOVING IT OUT TO NOVEMBER. IF WE HAVE TO. I HAVE IT ON SOME PRETTY GOOD AUTHORITY FROM A CITY COUNCIL PERSON THAT JUST TO HOLD AN ELECTION COSTS THIS ALMOST $100,000 TO HOST AN ELECTION. IT'S A PRETTY BIG NUMBER TO DO THAT. THAT'S A BIG NUMBER WHEN YOU LOOK AT THE POTENTIAL ANNUAL REVENUES. CITY SALES TAX TO THIS PASSING IS ROUGHLY A MILLION AND A HALF, SO WE DON'T WANT TO GET OUT DIRECTION, BUT YOU CAN DO THE MATH AND SAY AN EXTRA SIX MONTHS. THANK YOU COME OUT ON THE PLUS SIDE, SO THERE'S A LOT OF VARIABLES TO CONSIDER. THAT IS A GOOD 0.22 LIKE YOU SAID TO CONSIDERABLE AS YOU SAID, AND I THINK THOSE NUMBERS ARE PRETTY. THOSE WERE. THOSE NUMBERS ARE DERIVED FROM DR PERRIMAN. UM, HIS CASH BACK YEARS AGO. UM I THINK TEXAS PETITIONS
[00:25:01]
STRATEGIES, WHICH IS A COMPANY THAT WE ARE. ABOUT TO ENGAGE WITH WITH THIS PROCESS. THEY HAD HIM COME UP WITH A FORMULA TO SEE WHAT THE WHAT THE POTENTIAL SELLS. TAX REVENUE WOULD BE TO THE CITY. AND THAT'S JUST STRAIGHT WITH. THE LIQUOR CELLS. IT'S NOT THE ANCILLARY ALSO INCORPORATED INTO THAT, AND WHAT THEY FOUND OVER TIME IS THAT THAT WAS EXTREMELY CONSERVATIVE NUMBER. UM SO. RIGHT NOW. WE'RE AT ZERO, SO. WE HAVE TO DRIVE ELSEWHERE, SO RIGHT? WE DON'T LIKE DRIVING PAST ONE THING WAS SO YES. ALL RIGHT, WELL, THANK YOU. THANK YOU. THANK YOU FOR LEADING THIS EFFORT UP. APPRECIATE IT. ALL RIGHT. THANK THANKS, CITIZEN. MORNING MR CHAIRMAN, MR PRESIDENT AND MEMBERS OF THE BOARD AND CONGRATULATIONS TO THE NEW OFFICERS. VERY EXCITING. DON'T HAVE ANYTHING IS EXCITING AS ALL OF THE LIQUOR. ELECTIONS COMING UP, BUT A FEW THINGS THAT ARE ON THE HORIZON THAT EMC GRANTS HAVE SUPPORTED FOR FISCAL YEAR 2021 THIS FALL. THE MCKINNEY WINE AND MUSIC FESTIVAL. MCKINNEY FILL OF ARCTIC ORCHESTRA HALLOWEEN EVENT OF THE DIAS DE LOS MUERTOS, HOME FOR THE HOLIDAYS AND THE ROTARY PARADE OF LIGHTS. ALL THINGS THAT. CAME OUT OF THE PROMOTIONAL AND COMMUNITY EVENT GRANTS, UM, PROJECT GRANTS FOR NEXT YEAR.WE'LL OPEN IN DECEMBER AND THROUGH THE END OF DECEMBER APPLICATIONS WILL BE ACCEPTED.
UM AND THEN BOARD ACTION WILL BE SCHEDULED FOR EARLY FEBRUARY. UM ANOTHER AREA THAT WE WERE REALLY GLAD TO BE PART OF THE FUNDING FOR WERE SEVERAL RETAIL DEVELOPMENT INFRASTRUCTURE GRANTS, WHICH HELPS SUPPORT. M LOCAL BUSINESS OWNERS IN THE DOWNTOWN AREA.
THESE ARE NOT GLAMOROUS AWARDS, BUT THEY HELP FOR THINGS LIKE GREASE TRAPS AND INFRASTRUCTURE FOR SIDEWALKS, HORIZONTAL EXTERIOR DRAINAGE WORK THINGS LIKE THAT. THAT CAN IMPOSE SOME REAL, UM. UNEXPECTED BILLS FOR SMALL RETAILERS IN THE AREA, SO I'M GLAD TO DO THOSE. THERE'S A RECAP OF ALL THE 21 GRANTS IN YOUR PACKET. UM THIS MORNING. OUR SUB COMMITTEE IS MEETING WITH THE TOPS GROUP. THERE IS A SHORTFALL OF ABOUT FOUR MILLION IN IN THAT PARTICULAR BUDGET, SO THEY ARE WORKING TO CLOSE THE GAPS ON THAT. AND WE LOOK FORWARD TO SOME, UH, RESOLUTION AND THINGS MOVING FORWARD WITH THE TOP. SO ANY QUESTIONS. THIS IS ONE QUESTION AS FAR AS THOSE GRANTS ALL THAT INFORMATION ON YOUR WEBSITE HOW TO APPLY FOR SMALL BUSINESSES TO ABSOLUTELY ABSOLUTELY AND WE ACTUALLY A GROUP OF US ACTUALLY WENT DOOR TO DOOR TO REACH OUT TO ALL OF THE DOWNTOWN MERCHANTS TO LET THEM KNOW INDIVIDUALLY. IT'S SOMETIMES TOUGH BECAUSE THEY BUILDING OWNERS ARE NOT, YOU KNOW THEY THEY BUSINESS OWNERS LEASE SO WE DID SOME PERSONAL OUTREACH. UM AND THAT EFFORT HAS. TAKEN ON A LITTLE A LITTLE BIT OF MOMENTUM BUT WE HOPE TO SEE MORE OF THOSE. THOSE GRANTS CAN BE UP TO $25,000 SO DEPENDING ON WHAT WHAT THE PURPOSE IS WHAT WORK NEEDS TO BE DONE. THERE CAN EVEN BE SUBSEQUENT RE APPLICATION SO WE LOOK FORWARD TO HELPING OUT MERCHANTS IN THAT WAY. KATHERINE IT SEEMS TO ME THAT, UM THE QUESTION EARLIER ABOUT LIQUOR STORES WHERE DEMAND ETCETERA MIGHT BE. THE ANSWER MAY BE PARTIALLY REVEALED IN THE RETAIL COACH STUDIES THAT CDC DOES SUCH A GREAT JOB ON GETTING FOR US. SO UM, YOU KNOW, JUST LISA. THAT'S SOMETHING YOU MAY WANT. TALK TO CINDY ABOUT WITH THAT RETAIL COACH STUDY BECAUSE THEY JUST DID A REALLY BIG ONE. SO ANYWAY, WE DID, AND IT WAS GREAT BECAUSE THE DATA THAT WAS TRACKED FOR THE, UM OCTOBERFEST WAS PHENOMENAL TO SEE HOW MANY ALMOST 70,000 PEOPLE TURNED OUT FOR THAT SO THAT DATA IS REALLY BENEFICIAL IN TRACKING WHO'S COMING TO WHAT EVENTS AND, UM. SEEING WHO'S COMING INTO THE CITY. SO GREAT SUGGESTION. THANK YOU, PATRICK. THANK YOU. VISIT MCKINNEY. GOOD MORNING, MR CHAIRMAN. MEMBERS OF THE BOARD. MY NAME IS RACHEL TAMEZ AND VISIT MCKINNEY. I ONLY HAVE TWO THINGS IN ADDITION TO THE REPORT THAT WAS ATTACHED WINE TO FOLLOW UP ON OUR PROPOSAL TO THE MCKINNEY IZED ABOUT JOINING OUR MEETINGS TO DO ANNUAL REPORTS. I DID MEET WITH MR BIRD. AND WE HAD A GREAT LUNCH TOGETHER, TALKED ABOUT A LOT OF GREAT THINGS THAT THEY MIGHT SD IS DOING AND THERE DEFINITELY IS ROOM FOR PARTNERSHIP THERE FOR US TO HAVE SOME COLLABORATIONS AND SHARED REPORTING. AND HIS RECOMMENDATION WAS TO DO IT BY ANNUALLY SO BASED ON THEIR SCHEDULE OF WHEN THEIR BUDGET IS AND WHAT THEIR UPCOMING SUMMER ACTIVITIES ARE, SO HIS SUGGESTION WAS TO DO MARCH AND SEPTEMBER. UM SO WE HAVE THEM SCHEDULED FOR THE FIRST PRESENTATION TO THE IMMEDIATE SUPPORT IN MARCH, AND THEN THEY WILL DO A FOLLOW UP IN SEPTEMBER, AND THAT WILL BE AN ONGOING ANNUAL. AGENDA ITEM. 21 930. SEPTEMBER. ONLY 21 FINANCIALS. YES SIR. GOOD MORNING. CHANCE. MILLER FINANCIAL COMPLIANCE MANAGER, UM, GONNA BE BRIEF. THIS IS SEPTEMBER 2021 FINANCIALS, BUT IT'S GONNA BE THE PLACEHOLDERS. WE STILL HAVE TWO MONTHS TO CLOSE OUT SEPTEMBER. IS THE LAST MONTH OF THE FISCAL YEAR. SO THESE ARE ALL TEMPORARY NUMBERS INTO ALL THE FINAL ADJUSTMENTS. EVERYTHING COMES IN SO MAINLY THE CELLS. TAX NUMBERS ARE THE ONES THAT TAKE AWAY FROM THIS MONTH. WE HAD 1.56 MILLION REVENUES FOR THE MONTH OF SEPTEMBER.EXPENDITURES ARE RIGHT AT ONE MILLIONS WHERE RESULTED IN A NET SURPLUS OF 147,000 GOING INTO FUND BALANCE. I WILL NOTE THAT IF YOU LOOK AT COMMITTED PROJECTS, THERE'S 4.4 MILLION AND REMAINING BUDGET THOSE OR EXPENDITURES PROJECTS THAT WE EXPECT EXPECTED TO BE PAID THIS YEAR BUT LOOKS LIKE IT'S GONNA BE PAID NEXT YEAR WILL BE ROLLING THAT OVER. TO THE NEXT FISCAL YEAR, AND YOU'LL SEE THAT IN THE NEXT MONTH WHEN I BRING THE FINANCIALS, THE COMMITTED PROJECTS BUDGET WILL BE A LITTLE BIT HIGHER BY THAT 4.4 MILLION. UM. IF YOU TAKE OUT THE ACTUAL RIGHT NOW WE'RE PROJECTING A 10 MILLION OF FUND BALANCED IN THE YEAR COULD GO UP OR DOWN A LITTLE BIT RIGHT NOW TO MILLIONS OF PROJECTION. MOVING TO THE SALES TAX NUMBERS, SO SEPTEMBER COLLECTIONS IS APPLICABLE TO THE MONTH OF JULY. MCKINNEY SAW 14.2% INCREASE OVER LAST YEAR. ALAN SAW 16.1% FRESCO SAW 30 36.9% INCREASE IN PLANO SAW 16.7% INCREASE FOR FRISCO I'LL KNOW THAT THEY SAW THE DECREASE FROM ONE COVID HIT, SO THEM COMING BACK UP IS JUST THE NORMAL RIGHT AROUND THE SAME INCREASES THE OTHER SISTER CITIES IT'S JUST WITH THAT MONTH. THEY TOOK A BIGGER HEAD LAST YEAR. THAN THE OTHER SISTER CITIES DUE TO COVID AND RELATED ITEMS. UM YEAR TODAY, MCKINNEY'S AT A 13% INCREASE. WE STILL HAVE TWO MONTHS LIKE I SAID, TO COLLECT SALES TAX TO SEE WHETHER THE END OF THE YEAR BUDGET NUMBER WILL BE, UM, YEAH, WITH WITH US PROJECTING AT THE BEGINNING OF THE YEAR, RIGHT AROUND 5% INCREASE, THAT'S OVER DOUBLE THAT, SO I'LL STAND FOR ANY QUESTIONS. QUESTION. BIT RATE EMOTION TO APPROVE THE FINANCIAL I MOVE TO APPROVE THE FINANCIALS EXACTLY. MOTION SECOND. MR RHODES. MOTION PASSES. 41 OH, 931 RECEIVED PRESENTATION OF IMMEDIACY, BUSINESS RETENTION AND EXPANSION EXPANSION PROGRAM, MADISON. TOUCHING DOWN. GOOD MORNING, MR CHAIRMAN. MEMBERS OF THE BOARD. MR PRESIDENT. I BELIEVE WE ARE GOING TO LOAD UP
[00:40:06]
THE PRESENTATION THIS MORNING, BUT I'LL START WITH A QUICK GREEK PROVERB THAT SAYS SOCIETY GROWS GREAT WHEN OLD MEN PLANT TREES AND WHOSE SHADE THEY SHALL NEVER SIT. I THINK WE HAVE THE GREAT OPPORTUNITY AS ECONOMIC DEVELOPERS AND YOU GUYS SERVING ON OUR BOARD, TOO.UH CONTINUE TO ENHANCE OUR COMMUNITY AND PLANT TREES. ESSENTIALLY FOR THAT WE MAY NEVER SIT IN, BUT, UM, ALONG THOSE LINES ARE BUSINESS RETENTION EXPANSION PROGRAM REALLY FITS INTO CREATING A VIBRANT AND DYNAMIC COMMUNITY. SO. TODAY WE'RE GOING TO LOOK AT MORE OF A 30,000 FT VIEW OF THE BUSINESS RETENTION EXPANSION PROGRAMS WHO DON'T GO INTO A TON OF DETAIL, BUT I DO ENCOURAGE YOU TAKE NOTES. ASK QUESTIONS. IF YOU HAVE ANYTHING THAT COMES UP, HAPPY TO MAKE THIS A DIALOGUE. AND I BELIEVE THAT WILL BE DIVING INTO A LITTLE BIT MORE DETAIL IN OUR STRATEGIC PLANNING SESSION UPCOMING NEXT MONTH, SO SEE. MY DOING, NESTEA. NOW, ARE YOU DOING SOMETHING. HERE WE GO, OKAY? SO UNDERSTANDING THE PAST, OF COURSE, HELPS US UNDERSTAND WHAT THE FUTURE HOLDS AND WHERE WE WILL MOVE FORWARD. SO THE CONSTITUENTS IN MAKENI VOTED IN 1993 TO, UH, CREATE THE ECONOMIC DEVELOPMENT CORPORATION. TO SUPPORT DEVELOPMENT, EXPANSION OR RELOCATION OF NEW AND EXISTING COMPANIES IN MCKINNEY, SO WE STRIVE TO MAKE AN ENVIRONMENT WHERE COMMUNITY ORIENTED BUSINESSES CAN THRIVE AND WE WILL DO THAT BY MAKING MCKINNEY THAT MOST DESIRABLE LOCATION IN NORTH TEXAS BY ENCOURAGING GROWTH THROUGH STRATEGIC INVESTMENTS. CORPORATE CULTURE, TALENT DEVELOPMENT IN CAPITAL ASSETS, SO ARE AT A VERY HIGH LEVEL AND BROAD STROKE. WE'RE LOOKING AT WHAT OUR OVERALL CITY INITIATIVES ARE AND TYING THIS INTO THE EC AND OUR FOCUS HERE. THEY'LL DIVE INTO TYPES OF BEERY PROGRAMS AND THERE'S DIFFERENT MODELS HERE THAT WE'VE EXPLORED AND CRAFTING THE B R E PROGRAM. AND THERE'S A TRADITIONAL MODEL, WHICH IS LARGELY VOLUNTEER DRIVEN. I WORKED IN A PREVIOUS COMMUNITY WHERE WE HAD. I THINK IT WAS SIMILAR TO THE MEMBERS THAT GO TO RIBBON CUTTINGS IN CHAMBERS, THEY WOULD BE THE ONES DOING PUREE VISITS. UM. ANY TIME YOU HAVE VOLUNTEERS WERE ALWAYS VERY THANKFUL. BUT IT'S OFTEN LIKE HERDING CATS, RIGHT. UM SO WE TAKE A MORE OF A CONTINUOUS MODEL. IT'S LITTLE BIT MORE PROFESSIONALLY DRIVEN. WE PARTNER WITH EXISTING ORGANIZATIONS HERE IN MCKINNEY VISIT MCKINNEY, THE CHAMBER OF COMMERCE, OF COURSE. THE CITY OF MCKINNEY. AND REALLY, WE LOOK TO PROVIDE A PROFESSIONAL OPPORTUNITY TO OUR EXISTING BUSINESSES AND PROFESSIONAL RESOURCES. UM AND OF COURSE, AS WE GET TO HEAR FROM LISA AND. VISIT MCKINNEY. THEY ARE A WEALTH OF KNOWLEDGE AND OUR HOLISTIC APPROACH TO VISITING WITH COMPANIES IS A LOT MORE BENEFICIAL. UM AS WE TAKE A PROFESSIONAL APPROACH HERE. THE ECONOMIC DEVELOPMENT ORGANIZATIONS. SO THE E. D. C HERE WE ACT AS JUST A CONVENER, SO WE ACT AS KIND OF A SPOKE IF YOU WILL WE MEET REGULARLY WITH OUR PARTNERS ARE VERY PARTNERS AND WE TACKLE WHICH COMPANIES WERE GOING TO BE VISITING. ANY ANY HOT TOPICS THAT MAY THAT VISIT MCKINNEY MAY KNOW OF THAT THE SHOULD KNOW, EVER VICE VERSA. UM SO WE'RE LOOKING AT MORE OF A CONTINUOUS MODEL HERE WITH THE B R E PROGRAM. WHAT IS B? R E AND WHY IS IT IMPORTANT? SO OF COURSE, OUR MAIN GOAL HERE IS TO CULTIVATE HIGH VALUE RELATIONSHIPS AND TRUST, PROVIDE ASSISTANCE FOR THE BUSINESSES TO EXPAND AND RETAIN OR KEEP EXISTING BUSINESSES IN THE COMMUNITY. UM WE WANT TO PROVIDE THE BEST RESOURCES AND PROVIDE THEM ASSISTANCE AND KEEPING THEM COMPETITIVE, STRONG AND GROWING IN MCKINNEY, AND OBVIOUSLY WE WANT TO THANK THEM FOR DOING BUSINESS IN HERE IN MCKINNEY, THEY COULD HAVE CHOSEN ANY OTHER COMMUNITY TO DO BUSINESS. ANY OTHER STATE.
COUNTRY AND WE ARE GRATEFUL THAT OUR COMPANIES HAVE CHOSEN TO CALL MCKINNEY THEIR CORPORATE HOME AND WANT TO CONTINUE GROWING HERE. SO. UH, PRIMARY JOBS. WHOA! GUESS I GOT A LITTLE CLICKER HAPPY. IT IS, HUH? OKAY PRIMARY JOBS, SO THIS IS A TERM THAT THE STATE LEGISLATOR, UH, DEFINE USES TO HELP GOVERN ECONOMIC DEVELOPMENT ORGANIZATIONS AND WHERE OUR TAXPAYER FUNDS CAN. HE ROLLED BACK INTO THE COMMUNITY, SO A PRIMARY PRIMARY JOB IS ONE IN A COMPANY THAT EXPORTS AND MAJORITY OF ITS PRODUCTS OR SERVICES TO MARKETS OUTSIDE THE LOCAL REGION, INFUSING NEW DOLLARS INTO THE INTO THE LOCAL ECONOMY. SO WHILE WE MAY LOOK AT HOME DEPOT, FOR INSTANCE, IF YOU LOOK AT OUR LIST OF OVERALL EMPLOYERS
[00:45:05]
IN MCKINNEY, THEY HAVE A SIGNIFICANT NUMBER OF EMPLOYEES. THEY WOULD NOT BE WHAT THE STATE DEEMS AS A PRIMARY JOB BECAUSE THEIR THEIR SALES AND PRODUCTS ARE MORE LOCAL AND NOT EXPORTED OUT OF OUR AREA. UM THEREFORE NOT CREATING NEW TECH NEW MONEY INTO THE LOCAL ECONOMY. SO PRIMARY JOBS ARE GOING TO BE IMPORTANT AS WE MOVE FORWARD AND LOOK TO MEET WITH COMPANIES WHILE WE APPRECIATE HOME DEPOT DOING BUSINESS IN MY COUNTY, WE'RE NOT LIKELY GOING TO BE MEETING WITH HOME DEPOT FOR A B R E VISIT. SO WE'LL HAVE THREE PILLARS OF THE BARRE PROGRAM. WE HAVE THE ANALYSIS AND ASSESSMENT, BUSINESS ENGAGEMENT AND MARKETING AND OUTREACH. WELL, FIRST DIVE INTO ANALYSIS AND ASSESSMENT. THIS IS A LITTLE BIT MORE OF THE FOUNDATIONS OR ADMINISTRATIVE ASPECT OF WHAT WE'RE DOING HERE WITH THE PROGRAM, SO WE HAVE COMPILED A BUSINESS INVENTORY LIST, WHICH IS ONE OF OUR KPS THIS YEAR. AND WE'VE SOURCED FROM ABOUT SEVEN DIFFERENT SOURCES. AND WE'VE WE KNOW THERE'S ABOUT 1400 BUSINESSES HERE IN MCKINNEY THAT DOES INCLUDE THE HOME DEPOT'S. IT DOES INCLUDE MORE SMALL BAIT, SMALL, HOME BASED BUSINESSES. AND THEN, OF COURSE THAT INCLUDES INDEPENDENT FINANCIAL AND ENCORE WIRE GLOBAL LIFE. SO WITH THAT THERE'S ABOUT 90 PRIMARY EMPLOYERS. AND AGAIN. THIS GOES BACK TO THE TERM THAT THE STATE LEGISLATURE USES AS A PRIMARY PRIMARY JOB, AND SO THE MAIN FOCUS WHERE WE WILL BE FOCUSING, A LOT OF OUR EFFORTS ARE GOING TO BE WITH THESE 90 PRIMARY EMPLOYERS. I IDENTIFIED COMMUNITY PARTNERSHIPS. SO AS I MENTIONED, WE HAVE OUR VERY PARTNERS AND THE LOCAL COMPANY IS SURROUNDED BY LOTS OF RESOURCES THAT ARE ABLE TO HELP THEM CONTINUE THRIVING HERE IN MCKINNEY. WE HAVE THE ECONOMIC DEVELOPMENT CORPORATION, THE COMMUNITY DEVELOPMENT CORPORATION VISIT MCKINNEY MCKINNEY CHAMBER OF COMMERCE CITY OF MCKINNEY AND WORKFORCE SOLUTIONS FOR NORTH CENTRAL TEXAS. THIS IS NOT AN EXHAUSTIVE LIST BECAUSE WE KNOW THAT THERE'S MANY OTHER ORGANIZATIONS THAT CAN BE OF ASSISTANCE TO OUR LOCAL, OUR LOCAL BUSINESSES. SO WE PARTNER WE LINK ARMS AND PARTNER WITH OUR VERY PARTNERS TO REDUCE REDUNDANCY AND BE MORE EFFICIENT AND EFFECTIVE WITH OUR TIME AND RESOURCES. SO THAT WE AS VISIT MCKINNEY, THE CHAMBER OF COMMERCE. WE'RE NOT ALL INDIVIDUALLY GOING OUT AND MEETING WITH THE COMPANY AND THEN THE EC IS AS WELL BECAUSE OFTENTIMES IF YOU'RE. IF YOU'RE IF YOU DON'T HAVE YOUR, UM LET'S SAY GOVERNMENT GLASSES ON OUR CITY GLASSES ON. YOU MIGHT JUST THINK THAT ALL OF US ARE WITH ONE ORGANIZATION AND WE WANT TO REPRESENT THE OVERALL CITY WELL AND UTILIZE THE UTILIZED TIME WELL WITH OUR COMPANIES AS WELL. SO WE'LL BE INITIATING AN EMPLOYER SURVEY.WE WANT TO GAUGE OUR EMPLOYER'S INTERESTS. WE WANT TO FIND OUT WHERE THE BARRE PROGRAM CAN BE OF MOST VALUE TO THESE COMPANIES, AND WE WANT TO KNOW WHAT THEIR PAIN POINTS ARE.
WE'VE HEARD IN NUMEROUS MEETINGS. AFFORDABILITY OF HOUSING IS A HOT TOPIC OF CONVERSATION. PUBLIC TRANSIT. WE WANT TO KNOW WHAT THESE PAIN POINTS ARE, AND WE'RE NOT NECESSARILY TAKING THE APPROACH THAT THE EC ALONE CAN SOLVE THESE PROBLEMS. BUT AS A AS A CONVENER, IF YOU WILL, WE WILL DO OUR BEST TO COMMUNICATE THESE PAIN POINTS. THESE THESE PROS AND CONS OF DOING BUSINESS IN MCKINNEY TO OUR ELECTED OFFICIALS. UM SO THAT WE CAN CONTINUE TO MAKE MCKINNEY A VIBRANT PLACE TO DO BUSINESS. UH HUH. SO OUR BUSINESS ENGAGEMENT ASPECT OF THE SECOND PILLAR? UH LARGELY, THIS IS A LARGE PART OF WHERE THEY BURY PROGRAM COMES INTO PLAY. UH WE WILL, OF COURSE, DO ON SITE VISITS ON SITE VISITS MAY NEED TO BE IN QUOTATION MARKS AT THIS DAY AND AGE BECAUSE OF OUR. OF COVID, OF COURSE, AND SO IF THAT'S PART OF WHAT WILL BE ENGAGING IN THE EMPLOYER SURVEY IS THE PREFERRED METHOD OF COMMUNICATION WITH THESE EMPLOYERS. UH, SOME EMPLOYERS MAY WANT A ANNUAL PHONE CALL CHECK IN. THEY MAY WANT TO VISIT AND WITH A TOUR WITH OUR BOARD MEMBERS, OR THEY MAY WANT TO JUST ATTEND HR ROUND TABLES ARE SAFETY COUNCIL MEETINGS. AND HOWEVER, OUR EMPLOYERS CHOOSE TO ENGAGE WITH US IS EXACTLY WHAT WE WANT. WE, UH, NEVER WANT TO FORCE A RELATIONSHIP, BUT WE WANT TO PROVE VALUE TO THEM SO THAT. WHEN THERE IS A SITUATION THAT ARISES. WE CAN BE ONE OF THE FIRST PHONE CALLS THAT THEY THINK OF WHEN SOMETHING COMES UP. WE HAD A BUSINESS RECENTLY THAT UM. THEY WILL AMAZON THEY LIGHT AT INDUSTRIAL AND AIRPORT WAS NOT LONG ENOUGH FOR THEM. AND SO THEY WERE HAVING SOME DELAYS GETTING THEIR PRODUCTS OUT OF THEIR FACILITIES. SO THEY CALLED ME ONE DAY AND SAID, HEY, MADISON. WHAT CAN WE
[00:50:04]
DO ABOUT THIS STOPLIGHT? WELL I DON'T MANAGE THE STOPLIGHTS HERE, MCKINNEY, SO I GOT WITH OUR TRANSPORTATION ENGINEER, AND HE WAS ABLE TO RECTIFY THE SITUATION AND MAKE THE LIGHT CYCLE MUCH LONGER. IN A REALLY QUICK MATTER, SO THAT'S EXACTLY WHAT WE WANT TO BE FOR THESE COMPANIES IS A RESOURCE A LIAISON TO SOLVING PROBLEMS AND CONTINUE CONTINUE HELPING THEM.AND THAT GOES INTO THE AREA SAYS SO. WHETHER OR NOT WE GET TO VISIT WITH OUR. OUR EMPLOYERS ANNUALLY VIA VIA PHONE CALL VIA CONFERENCE CALL VIA INSIGHT INSIGHT VISIT. WE WANT TO BE THE RESOURCE THAT THEY COME TO WHEN THEY NEED SOMETHING. UM. WE HAD ANOTHER COMPANY, BLOUNT FIND FOODS WHEN THEY ACQUIRED THE OLD. I THINK IT WAS FOOD SOURCE I THINK WAS THE COMPANY THEY WHEN THEY FIRST MOVED IN, WE SAT WITH THEM, AND WE WORKED WITH THE CHAMBER, OF COURSE, AND DID A RIBBON CUTTING AND HELP THEM, YOU KNOW, OPEN THEIR DOORS HERE MCKINNEY CELEBRATE. THEY ALSO SAID, HEY, WE WANT TO DO SOME KIND OF PHILANTHROPIC EFFORTS.
WHAT CAN WE DO SO ONE OF THE NEED THAT WAS RIGHT WHEN THE BULLS ARE. EMPTY BOWLS. WHAT IS IT? EMPTY BOAT? YES SO THEY DON'T FIND FOODS THANK YOU. FINE FOODS IS A LARGE SUPPORTER OF EMPTY BOWLS, WHICH REALLY GOES HAND IN HAND. SO UM, WE MAY NOT BE PROVIDING EXACT ASSISTANCE TO HELPING THEM EXPAND THEIR BUILDING. ALTHOUGH THAT IS OBVIOUSLY WHAT OUR MAIN GOAL INITIATIVE WOULD BE IS TO SEE A COMPANY. GROW AND EXPAND HERE BUT HELPING THEM FROM THE DAY TO DAY. MAYBE WORKFORCE NEEDS ALL THE WAY THROUGH. UH NEEDING TO EXPAND THEIR FACILITY OR EXPAND THEIR WORKFORCE. MARKETING AND OUTREACH. UH THIS WE WILL, UM, PART OF OUR KPI IS, OF COURSE, OUR TO DO COMMUNITY FORUMS, WHICH, AS PETER MENTIONED EARLIER, WE'VE HAD A LITTLE BIT OF SOME HICCUPS IN THAT BECAUSE OF COVID. BUT PART OF PWHAT WE'RE LOOKING TO DO IS TAKE. TAKE SOME OF OUR MORE FOUNDATION WILL BE ARI PRINCIPLES AND. LAY SOME VIRTUAL OPTIONS OVER THEM, UM SO THAT WE CAN CONTINUE TO PROVIDE RESOURCE AND VALUE AND, ULTIMATELY, RELATIONSHIPS AND, UH, OPPORTUNITY TO FOR COMPANIES RIGHT FEEDBACK TO US, AND VICE VERSA. IT'S A COMMUNITY FORUMS, LOCAL BUSINESS EVENTS, MARKETING QUARTERLY NEWSLETTERS, SO WE LOOK TO, UH, WE LOOK TO PUT TOGETHER, UM. GO BACK TO COURT COMMUNITY FORUMS. I'M SORRY. SO THROUGH OUR PARTNERSHIPS WITH THE CITY OF MCKINNEY NEIGHBORHOOD SERVICES WILL BE WILL BE LOOKING TO PARTNER THERE WITH SOME COMMUNITY FORUMS. THE ROTARY CLUB, THE LIONS CLUB, ANY OTHER COMMUNITY EVENTS THAT ARISE THAT'S AN OPPORTUNITY TO, YOU KNOW, SHARE WITH PETER. UM HEY, THIS COULD BE AN OPPORTUNITY FOR THE TO HAVE SOME PRESENCE HERE THEY NEED THEY NEED TO SPEAKER. THEY NEED SOME KIND OF PRESENTATION. WE WOULD LOVE TO HAVE THAT OPPORTUNITY. AND THEN THE COMMUNITY AND LOCAL BUSINESS EVENTS. SO WE LOOK TO PUT TOGETHER SOME INNOVATION FUND NETWORKING EVENTS. UH WE'VE HEARD FROM A LOT OF OUR INNOVATION FUND COMPANIES. OF COURSE, THIS IS A VERY EXCITING TIME FOR MCKINNEY MCKINNEY, A D. C WITH INNOVATION FUND, AND A LOT OF THESE COMPANIES WILL SIT WITH US AND SAY, HEY, WHO DID LANGUAGE LEARNING MARKET USED FOR THEIR MARKETING INITIATIVES. UM AND WHILE WE CAN CERTAINLY MAKE THOSE CONNECTIONS, AND WE'RE HAPPY TO DO SO WE DO REGULARLY. WE WANT TO PROVIDE AN ORGANIC ENVIRONMENT FOR THOSE COMPANIES TO NETWORK THEMSELVES AS WELL. SO INNOVATION FUND NETWORKING EVENTS ROUNDTABLES, TECHNOLOGY ORIENTED, INDUSTRIAL ORIENTED. WE ON CORE WIRE AND THE CHAMBER OF COMMERCE STARTED A SAFETY COUNCIL SAFETY COUNCIL MEETING, WHICH WAS REALLY WELL ATTENDED BY A LOT OF OUR EMPLOYERS. AND THEN WE LIKE TO DO A TOP 10 EMPLOYERS LUNCH WITH MCKINNEY EXECUTIVES, SO WE WILL INVITE ALL THE TOP 10 EMPLOYERS TO A LUNCHEON AND HOLD THAT OPPORTUNITY FOR THEM, OF COURSE TO NETWORK AND THEN A NETWORK WITH OUR MCKINNEY EXECUTIVES AND OFFICIALS. MARKETING OUR WEBSITE WILL BE ENHANCED. WE'VE ALREADY GOT SOME NEAT IDEAS AS FAR AS UPDATING OUR WEBSITE TO PROVIDE MORE VALUE AND RESOURCE KIND OF A LANDING PAGE. IF YOU WILL. FOR RESOURCES HERE IN MCKINNEY, AND I THINK THAT'S ALSO IMPORTANT FOR OUR RECRUITMENT EFFORTS. SO THAT COMPANIES SEE WE ARE AS EAGER TO KEEP THEM HERE ONCE THEY'RE HERE AS WE ARE TO RECRUIT THEM HERE. UM AND THEN, OF COURSE, SHARING SUCCESS. STORIES VIDEOS, BLOG POST WILL BE PUTTING TOGETHER SOME INITIATIVES TO SHARE THOSE SHARE ACHIEVEMENTS OF OUR ORGANIC LOCAL COMPANIES AS WELL. AND THEN QUARTERLY NEWSLETTERS. I HOPE THAT YOU GUYS ARE ALREADY ON THE DISTRIBUTION LIST FOR THOSE WE WILL CONTINUE TO DO THOSE AND,
[00:55:02]
UM AGAIN HIGHLIGHTS SOME OF LOCAL SUCCESS STORIES OF OUR BUSINESSES IN THOSE QUARTERLY NEWSLETTERS AS WELL AS PROVIDE VALUE AND RESOURCES THAT THEY MAY NEED TO KNOW OF. SUCH AS VOTING OPPORTUNITIES. UM A LITTLE BIT MORE HYPER LOCAL THAN OUR RECRUITMENT EFFORTS.RESULTS WITH ANY GOOD PROGRAM. OF COURSE. UH I'M WITH YOU THAT I WANT TO CHECK OUT THE. THE SITE THAT PAUL MR MR GRIMES MENTIONED EARLIER AND LOOKING AT THE DATA AND WHAT WHAT IS GOING ON, SO WE WILL BE SURE TO TRACK THE VISITS WITH OUR COMPANIES. WE LOOK AT THE, UH, THE FACILITY. IS IT A SCALE OF 1 TO 5? I MEAN, IS IT AND SHAMBLES AS THE ROOF FALLING IN OR THEY, YOU KNOW, CLASS A DOING REALLY WELL WITH OUR FACILITY. WE LOOK AT ALL ALL DIFFERENT KINDS OF METRICS. UM AS LIKE, I SAID, A HOLISTIC SCALE SO THAT WE CAN PROVIDE VALUE TO THE COMPANY'S. MAYBE IF IT'S FROM A FACILITY STANDPOINT, OR FROM A WORKFORCE STANDPOINT, AND, UM, WE WILL. WE WILL BE SURE TO CONTINUE COMMUNICATING THOSE RESULTS RESULTS. AND OF COURSE, COMMUNICATE THOSE WITH THE BOARD AS WELL AS UM, ON OUR WEBSITE AND MORE PUBLICLY AS WELL. SO THE 2021 KEY PERFORMANCE INDICATORS. I'M NOT GOING TO GO THROUGH ALL OF THESE, BUT THIS WAS, OF COURSE, A FRAMEWORK FOR LAUNCHING OUR PROGRAM. AND AS I SAID, WE ARE LOOKING AT A 30,000 FT VIEW HERE. UM THE WHAT? THE BIG PICTURE AND WILL BE FILLING IN A LOT MORE OF THESE HOLES AND PUTTING TOGETHER A CALENDAR IF YOU WILL, OF WHAT OUR PLANS ARE THROUGHOUT, 2022 GOING FORWARD. SO, UM. BUT ESSENTIALLY EVERYTHING THAT WE ARE LOOKING TO ACCOMPLISH WILL MEET. OUR WILL HELP US MEET AND HOPEFULLY EXCEED OUR KPI IS HERE. AND WITH THAT, BE HAPPY TO ANSWER ANY QUESTIONS. HAVE ANY CONVERSATION? IF THERE'S ANY THOUGHTS YOU'D LIKE TO SHARE GREAT PRESENTATION. THANK YOU.
THANK YOU. MEDICINE. YEAH THANK YOU. VERY WELL KNOW SOLUTIONS COMMENTS. OCCURS. I WOULD, I WOULD SAY IS GREAT PRESENTATION, AND I'M GLAD TO SEE IT BECAUSE. I DIDN'T HAVE A COMPLETE UNDERSTANDING OF B R E BUT. WE SPEND A LOT OF MONEY BRINGING COMPANIES HERE AND WE DON'T SURE NEED TO MAKE SURE WE KEEP THE ONES WE'VE GOT. SO THIS IS VALUABLE VALUABLE TON MONEY.
VERY GOOD. THANK YOU. ALL RIGHT. THANK YOU SO MUCH APPRECIATE YOU. NEXT TIME IS PUBLIC COMMENTS REGARDING ANY OTHER MATTERS. ANYBODY COMMENTS? I HAVE THREE UM, I'LL TRY TO BE
