AND WHEREAS CONNECTING WITH OTHERS AND WORKING TOGETHER THROUGH VOLUNTEER SERVICE CAN BRIDGE THE DIFFERENCES THAT SEPARATE PEOPLE AND HELP SOLVE SERIOUS SOCIAL PROBLEMS. AND WHEREAS WE, THE AMERICAN PEOPLE AND THE CITIZENS OF MCKINNEY, TEXAS HAVE A TRADITION OF PHILANTHROPY AND VOLUNTEERISM.

AND TO ME, I STILL HAVE NOT FOUND AN ANSWER THAT MAKES ANY LOGICAL SENSE TO ME AS A CITIZEN AS TO WHY THIS ACTUALLY BENEFITS US AT THE END OF THE DAY IN THIS CITY.
IN FACT, I THINK AT THE END OF THE DAY, THIS WILL PROVIDE A BURDEN TO THE CITIZENS OF MCKINNEY.

UM, THERE WAS A DISCUSSION LAST NIGHT AT THE MEETING ABOUT WHETHER OR NOT THIS WAS GOING TO BE A TEMPORARY OR PERMANENT, UH, CONCRETE, RECYCLING, UH, LOCATION.
AND THE ANSWER WAS UNCLEAR AT THE TIME.
UM, BUT THERE WAS DISCUSSION THAT IT COULD BE TEMPORARY.
I WILL TELL YOU THAT I LOOKED ON TCEQ WEBSITE TODAY AND THE APP, THE BUYER OF THE LOCATION, UH, TEXTED NORTH TEXAS NATURAL SELECT THEIR LOCATION IN PRINCE IN FRISCO, EXCUSE ME, AND PROSPER IS, UH, PERMITTED FOR A PERMANENT RECYCLING LOCATION.

A CONCRETE RECYCLING PLANT IS NOT TRANSITIONAL.
WE ALSO WENT TO LOOK AT THE, THE RECYCLING PLANTS, THE CONCRETE RECYCLING PLANTS, AND IT WAS, IT WAS MIND BLOWING TO THINK OF THAT.
SO CLOSE TO US AND THE AIR QUALITY IMPACT, MY FAMILY ALREADY STRUGGLES TO BREATHE RELATED TO OZONE AND THE HEAT.
AND, UH, AND IT REALLY SCARES ME.
AND THE LAST THING I WANNA MENTION IS, UH, ON THE WAY OVER, WE SAW A SIGN AND I'D BEEN READING THE, TRYING TO GET MORE INVOLVED IN MCKINNEY GOVERNMENT ISSUES.
I SEE THAT THERE'S A MEETING IN A COUPLE OF DAYS ABOUT THE SPUR 99, UM, REALIGNMENT.
AND SINCE THIS PROPERTY IS AN OPTION FOR THAT, NOT THAT I'M SAYING, THAT'S A GOOD IDEA, BUT SHOULDN'T THIS DECISION.
WAIT UNTIL AFTER THAT, I FEEL LIKE I DON'T HAVE ALL THE INFORMATION.

ANY OF YOU MAY BE FAMILIAR WITH THESE BY MILLIONS OF CHILDREN, UH, IN TEXAS AND AROUND THE COUNTRY SEVERAL YEARS AGO, AFTER CAREFULLY READING OR REVIEWING THE COUNTY COMPREHENSIVE PLAN, WE DECIDED TO BUILD A NEW HOME ON OUR PROPERTY IN THE TJ.
I WANT TO EMPHASIZE THE COMPREHENSIVE PLAN BECAUSE IT GAVE US THIS EUROPE THAT THE ESTATE DISTRICT, WHICH WE WERE IN WOULD RETAIN THIS CHARACTER FURTHER.
THE PLAN EMPHASIZED THE NEIGHBORING DISTRICTS WITH A DIFFERENT CHARACTER, SUCH AS THE AVIATION BUSINESS DISTRICT WOULD GENERALLY INCORPORATE TRANSITIONAL AREAS.
THE AVIATION DISTRICT WITH THE AIRPORT ENLIGHTENED INDUSTRIAL WAS FOREMOST.
IN MY MIND, THE IDEA BEHIND THE TRANSITIONAL AREAS PROVIDE BUFFER BETWEEN DIFFERENT DISTRICTS.
NEEDLESS TO SAY, EVERY CONCRETE RECYCLING PLANT IS NOT TRANSITIONAL.
AND IF YOU'RE TALKING ABOUT WAREHOUSES AS CONTEMPLATED IN THE COMPREHENSIVE PLAN, I DOUBT THERE'D BE MUCH OF A PROTEST.
TWO WEEKS AGO, EMPHASIS WAS PLACED ON REGULATIONS.
THE PLANT WOULD NEED TO FOLLOW HOWEVER, VIRTUALLY ANYONE PAYING ANY ATTENTION TO MCKINNEY KNOWS THAT THE CONCRETE BATCH PLANT DID HIGHWAY FIVE AND SPUR 3 99, 3 99 OWNED BY MARTIN.
MARIETTA HAS BEEN OUT OF COMPLIANCE FOR YEARS.
UNFORTUNATELY, THE T E C Q HAS NOWHERE NEAR THE RESOURCES NECESSARY TO KEEP THE PROPOSED 10 AND COMPLIANCE.
RECENTLY, MY WIFE AND I VISITED THE BIG CITY CRUSHED CONCRETE RECYCLING PLANT IN LEWISVILLE.
WE ALSO USE GOOGLE EARTH TO COMPARE THE BIG CITY FACILITY WITH A CONCRETE RECYCLING PLANT, UH, ON UNIVERSITY AND FRISCO.
AND JUST THE 10 MINUTES WE WERE THERE, WE WITNESSED AT LEAST 10 LARGE TRUCKS COMING AND GOING.
WHEN WE LEFT OUR CAR, HAD A FINE LAYER OF DUST ALL OVER IT.
AND THE TREES AND SHRUBS FINDING THE ROAD FOR OVER HALF A MILE, LEADING UP TO THE PLANT WERE COVERED IN DUST.
THE DUST DID NOT COME FROM CRUSHING, BUT FROM WEATHER STORAGE AND FROM HAULING, THERE ARE TWO MAIN WAYS INTO AND OUT OF THE RESIDENTIAL AREAS IN SOUTH, UH, IN THE, UH, STATE DISTRICT, UM, THREE 17, THE NORTH AND THREE 17 TO THE SOUTH WHILE THERE ARE TWO OTHER ROADS, THEY ARE SECURITAS AND BOTH OF THE, UH, LED OFF FURTHER EAST ON 5 46.
THEY ARE NOT GOOD OPTIONS AS THEY INCREASE, NOT REDUCE CONGESTION AT 5 46 AND THREE 17.
THE INTERSECTION AT 3, 5 46 AND THREE 17 IS ALREADY DANGEROUS.
THE TRAFFIC OF THE HUNDREDS OF LARGE TRUCKS WILL ONLY MAKE MATTERS.
WORSE HAS FOR HEALTH IMPACTS, DUSTIN PARTICULATE MATTER NOISE, FRUSTRATION DUE TO GREATLY INCREASED TRAFFIC CONGESTION AND DEGREGATION OF THE ENVIRONMENT, OR JUST THE OBVIOUS ONES.
NOT ONLY WILL THE DUST AND THE PARTICULATE MATTER, BE UNHEALTHY FOR HUMANS, THEY WILL DEGRADE THE ENVIRONMENT FOR PLANTS AND ANIMALS AND THIS AREA, WHICH INCLUDES WETLANDS ALONG THOSE LINES.
THERE'S A LARGE STORM DRAIN THAT CROSSES THREE 17 IMMEDIATELY ADJACENT TO THE PROPOSED PLANT.
THAT WINDS ITS WAY TO WILSON CREEK AS FOR PROPERTY VALUES, IT IS HARD TO PROVE A NEGATIVE.
WHAT WAS THE VALUE OF THE HOME? THE PROPERTY HAD NOT BEEN THERE? NO ONE KNOWS THEREFORE, NO HARM, NO FOUL.

SO I STARTED THINKING THAT IF KIDS GET INVOLVED AT AN EARLY AGE IN THE FUTURE, WHEN WE BECOME ADULTS, IT WILL ALREADY BECOME NORMAL TO US.
ONE OF MY BIG IDEAS FOR COMPANION TO GET KIDS MORE INVOLVED REQUIRES YOUR HELP.
I AM HERE TO ASK THE MAYOR AND CITY COUNSELOR TO THINK ABOUT CREATING A KID'S COUNSELOR FOR A METRIC KIDS LIKE ME AND BIG KIDS.
WE WILL BE ABLE TO GIVE YOU GREAT IDEAS ABOUT PARKS, LIBRARIES, AND COMMUNITIES EVENTS.
WE WILL BE ABLE TO HELP OUT WITH VOLUNTEERING.

THAT WAS A COUNCILMAN ROGERS WAS OUT THERE WITH ME ON THAT.
WELL-ORGANIZED UNBELIEVABLE DJ EVENTS FOR THE KIDS FOOD.
AND THEN ONE IN STONEBRIDGE WHERE THEY HAD FIVE PEOPLE AND THEY, IT WAS THEIR FIRST YEAR EVER DOING IT.

SO WHEN VISITORS COME INTO THE PARK AND THEY SEE THE MAINTENANCE, THE, THE FACILITY, UH, THE FACADE THAT'S GOT ABOUT TO GO UP, THAT'S, THAT'S WHAT MCKINNEY IS ABOUT.

UH, RESIDENTS CAN BRING ANY UNWANTED OR EXPIRED PRESCRIPTION DRUGS TO THE PUBLIC SAFETY BUILDING TO ANONYMOUSLY DISPOSE OF THEM IN A SAFE WAY, FOR MORE INFORMATION, AND TO SEE A LIST OF ACCEPTED ITEMS. UM, WE WERE FORTUNATE ENOUGH TO GET BACK IN TOWN AND SEE THE, UM, THE LAST SHOW AND THE TALENT THAT WAS ON THIS EIGHT FOOT DIAMETER STAGE THAT YOU SAW.
DID YOU SEE THE GUY WITH THE, THAT THE, UM, UH, THAT WAS CLIMBING, YOU KNOW, THE, UH, BALANCING ACT ON ALL THE LITTLE STUFF, LIKE EIGHT FEET IN THE AIR, CRAZY, CRAZY STUFF.
AND YOU KNOW, THAT STUFF DOESN'T HAPPEN WITHOUT A CITY STAFF AND MAIN STREET.
UM, UH, AMY ROSENTHAL, THE WHOLE, YOU KNOW, PAUL, THE WHOLE STAFF MAKING, UH, MAKING SURE THAT THESE EVENTS TAKE PLACE IN MCKINNEY AND, AND JUST BRING US ALL TOGETHER AS A COMMUNITY, UH, GREAT STUFF.
