WE CONTINUE TO MAKE PROGRESS ON THAT, AND WE WILL HOPEFULLY HAVE A LARGER UPDATE AT OUR NEXT WEEK. WHEN HART MCKINNY SUBCOMMITTEE THAT SUBCOMMITTEE MEETS ONCE A WEEK. ABOUT THE SAME KIND OF FREQUENCY AS WELL. UM. UH WHERE WE ARE THERE THAT IS ACTUALLY PROGRESSING SPEEDILY ALONG TO

[00:30:07]

SOMETHING THAT WE SEE IS GETTING CLOSER AND CLOSER TO SOMETHING LOOKS LIKE THE VISION THAT WE ORIGINALLY HAD AT THE BEGINNING OF THE YEAR, SO IT'S VERY EXCITING. UM. IF YOU REMEMBER WHEN CATHERINE DID THE LAST UPDATE, SHE TALKED ABOUT THE MEETING THAT WE HAD WITH ALL THE NON PROFITS AND THE POTENTIAL CLIENT ORGANIZATIONS AND HAD A SURVEY THAT WAS DEVELOPED AND WE'VE GOT A LOT OF GOOD INFORMATION FROM THAT. BUT WE HADN'T DONE A SURVEY OF.

AND SO, UH, PARTICIPANTS IN THE SERVICES. AND SO THE BIG FOCUS OF THE LAST MONTH HAS BEEN TO DEVELOP A FAIRLY COMPREHENSIVE SURVEY, NOT ONLY THE QUESTIONS BUT HOW THEY'D BE DISTRIBUTED AND. ASKED AND RECORDED WHAT WE'RE TRYING TO GET OUT OF IT, SO THAT SURVEY HAS BEEN DEVELOPED AND IT'S BEING DISTRIBUTED AS WE SPEAK AT VARIOUS ORGANIZATIONS AND CHURCHES AROUND THE CITY, AND WE SHOULD. GOING TO BE GETTING INFORMATION BACK WITHIN THE NEXT MONTH. AND THEN I THINK THAT COMBINATION OF THE POSITIONS AND CITIZENS IN MCKINNEY THAT WILL REALLY HELP MAKE SURE THAT. WHAT WE'RE TRYING TO BRING TO FRUITION IS WHAT CITY MCKINNEY WANTS AND NEEDS. THREE. VERY EXCITING. THANK YOU FOLLOW THE MEMBERS THAT SERVE ON THE SUBCOMMITTEE THEN BECAUSE I KNOW OUTSIDE OF THIS MEETING YOUR MEETING FREQUENTLY AND CONTINUING TO SERVE SO THAT THANK YOU ALL. YEAH, COMMITMENT TO THE

[Update on Project 4B 19-08, Submitted by The North Texas Family Health Foundation for Horizontal Infrastructure Costs Related to Construction of a Federally Qualified Health Center.]

[00:35:09]

PROJECT FOR B 19 DASH OH, EIGHT, SUBMITTED BY THE NORTH TEXAS FAMILY HEALTH FOUNDATION OF. FOR HORIZONTAL INFRASTRUCTURE COSTS RELATED TO THE CONSTRUCTION OF THE FEDERALLY QUALIFIED HEALTH CENTER. MORNING. GOOD MORNING. CONGRATULATIONS MADAM CHAIRMAN, MADAM PRESIDENT AND BOARD MEMBERS SO HAPPY TO BE HERE WITH YOU THIS MORNING. UM. I HAVE TO ECHO YOUR SENTIMENT REGARDING THE OTHER LOSS, MARTOS. IT WAS A FABULOUS EVENT AND SOMETHING THAT I WAS REALLY EXCITED TO ATTEND. AND IT WAS JUST A GREAT OUTCOME. SO JUST WANTED TO ECHO THOSE SENTIMENTS AS WELL. UM AS MENTIONED, THIS IS ONE AND I THINK I CAN GO FORWARD HERE. LINDA WAS TRYING TO SHOW ME THAT'S OKAY. SO AGAIN. MY NAME IS VALERIE LINGLE AND I HANDLE MARKETING AND OUTREACH FOR THE FAMILY HEALTH CENTER IN VIRGINIA. AND IN ADDITION TO THAT I ALSO HANDLE COMMUNICATIONS FOR THE NORTH TEXAS FAMILY HEALTH FOUNDATION. THE FAMILY HEALTH CENTER IS ACTUALLY THE FIRST PROJECT AT THE FOUNDATION. VERY EXCITED JUST TO SHARE WITH YOU. SOME UPDATES WERE NEARING THE YEAR MARK, WHICH I CAN'T BELIEVE THE OPENING OF OUR NEW FACILITY. AND SO I THOUGHT THIS WOULD BE A GREAT TIME JUST TO SHARE SOME HIGHLIGHTS REGARDING OUR PROJECT. SO THIS RIGHT HERE, UM, ARE A FEW PHOTOS OF OUR BEAUTIFUL FACILITY. AND I WAS SO HAPPY TO HEAR THAT THE WORD OF THE DAY WAS RESPECT BECAUSE I FEEL LIKE THIS REALLY TRANSLATE INTO WHAT ARE. FACILITY WAS TRYING TO CREATE WITH THE PLACE OF RESPECT AND DIGNITY FOR OUR PATIENTS. WE ARE FEDERALLY QUALIFIED HEALTH CARE CENTER, WHICH MEANS THAT WE SERVE ARE NOT ONLY ARE UNDERSERVED BUT ARE ALSO A LOW INCOME FAMILIES ARE UNINSURED FAMILIES. AND SO WE REALLY WANTED TO CREATE A PLACE THAT WAS WELCOMING, UM OPEN TO THEM WAS PART OF THE COMMUNITY SO THAT WE CAN INCREASE ACCESS TO HEALTH CARE FOR OUR UNDERSERVED COMMUNITY, AND WE WANTED THEM TO BE WANTED IT TO BE A PLACE THAT THEY COULD BE PROUD OF, THAT THEY WOULD KNOW THAT THEY WERE RECEIVING THEIR HEALTHCARE SERVICES HERE. UM JUST LIKE ANYONE ELSE HERE IN THE COMMUNITY. UM SO IT'S YOU KNOW I KNOW THAT WE HELD A FEW TOURS BACK PRIOR TO THE BUILDING OPENING. IF YOU WERE NOT ABLE TO INTEND I WOULD ENCOURAGE YOU TO GO AHEAD AND SET UP A TOUR. I WOULD LOVE TO SHOW YOU AROUND JUST SO THAT YOU CAN GET A SENSE OF WHAT THE BUILDING LOOKS AND FEELS LIKE. WE'RE OPEN AND THEN IT WILL REALLY GIVE YOU AN IDEA OF WHAT THIS ENERGY IS LIKE. SO AS I MENTIONED WHERE FEDERALLY QUALIFIED HEALTH CARE CENTER AND WHAT THAT MEANS IS WHERE HEALTH CENTER THAT PROVIDES HEALTH SERVICES TO OUR COMMUNITY FROM INFANTS TO SENIORS. WE PROVIDE MEDICAL DENTAL BEHAVIOR. HOW THEN WE ALSO OFFER WOMEN'S HEALTH SERVICES. UM. ONE THING I WANTED TO POINT OUT IS THAT PREVIOUSLY WE WERE PROVIDING OUR WOMEN'S WOMEN'S HEALTH SERVICES THAT ARE SATELLITE LOCATION OUT OF MEDICAL CITY.

SINCE WE'VE OPENED OUR NEW FACILITY, WE'VE BEEN ABLE TO ADD ADDITIONAL APPOINTMENTS AT OUR NEW LOCATION, SO THAT ALLOWS US TO HAVE A GREATER REACH FOR PATIENTS. ALSO SOME FLEXIBILITY IF THEY HAPPEN TO LIVE CLOSER TO THE NEW BUILDING IS JUST ANOTHER OPTION FOR THEM, SO WE REALLY WANT TO MAKE SURE THAT WE CAN OFFER THAT. THAT FLEXIBILITY FOR OUR PATIENTS. ALL OF OUR SERVICES ARE PRIMARY CARE SERVICES, SO THAT MEANS THAT ANYTHING THAT WOULD RELATE TO PREVENTATIVE EXAMS. SICK VISITS. UM WELL EXAMS, DENTAL EXAMS WE WOULD BE ABLE TO OFFER IN ONE LOCATION, SO WE HOPE THAT REALLY. DECREASES THE STRESS OF OUR FAMILIES TO BE ABLE TO SET UP MULTIPLE APPOINTMENTS AND FOR THEIR FOR THEM TO BE ABLE TO ACCESS THEIR HEALTH CARE. SO VERY PROUD OF THE NUMBER OF PATIENTS THAT WE WERE ABLE TO SEE IN 2020. AS WE ALL KNOW IT WAS A TRYING YEAR FOR MANY. WE WERE IN THE MIDST OF A PANDEMIC.

WE OPEN OUR BUILDING IN THE MIDST OF A PANDEMIC. AND SO WE WERE REALLY ABLE TO MAINTAIN THE NUMBER OF PATIENTS ACTUALLY INCREASED SLIGHTLY. THE NUMBER OF PATIENTS THAT WE SAW, UM THAT'S PRETTY FANTASTIC, CONSIDERING THAT THE MOST RECENT STATS SHOW THAT MOST PRIMARY CARE PROVIDERS A DECREASE OF 30 TO 40% AND PATIENT VOLUME. THROUGHOUT THE YEAR, 2020 AND SO WE'RE VERY PROUD OF THE FACT THAT WE WERE ABLE TO CONTINUE SERVICES FOR PATIENTS. NOT ONLY THROUGH INPATIENT, I'M SORRY IN HOUSE PATIENT VISITS. BUT ALSO THROUGH TELEMEDICINE SORT OF SERVICES. SO IN 2019, WE SAW A LITTLE OVER 3000 UNIQUE PATIENTS IN 2020. WE MAINTAINED AT ROUGHLY 4000 AND WE PROJECT BY THE END OF THIS YEAR, WE'LL HAVE SEEN ROUGHLY 6000 PATIENTS, SO WE'RE PRETTY EXCITED ABOUT THAT. YOU'RE TODAY WE'RE AT ABOUT 4500 PATIENTS CURRENTLY. WHAT THAT TRANSLATES TO IS THAT WE WILL SEE ROUGHLY OVER 21,000 CLINIC VISITS BY THE END OF THE YEAR, SO THAT MEANS THAT PATIENTS HAVE BEEN COMING IN FOR THEIR DENTAL CARE FOR THEIR PRIMARY MEDICAL CARE. WHATEVER IT MAY BE, THEY'RE COMING IN FOR THOSE VISITS. I ALSO WANTED TO POINT OUT THAT WE SAW AN INCREASE IN MENTAL HEALTH SERVICES. UM TELEMEDICINE REALLY WAS A GAME CHANGER FOR US. IT ALLOWED US TO REACH A GREATER AUDIENCE WITHIN THE COMMUNITY. IT REMOVES SOME OF THAT STIGMA OF HAVING TO COME INTO THE FACILITY. UM, AND YOU KNOW, THIS WAS ALSO A TRYING TIME FOR MANY, AND SO FOR US TO HAVE THAT SERVICE AVAILABLE VIEW OF TELEMEDICINE WAS REALLY WONDERFUL FOR OUR PATIENTS, AND

[00:40:01]

WE WERE HAPPY TO SEE THAT INCREASE THEIR. BECAUSE WHAT WE'RE HOPING IT WILL TRANSLATE TO IS THAT YOU KNOW, AS PEOPLE ARE GETTING MORE COMFORTABLE COMING IN FOR IN OFFICE VISITS, THEY WILL BE ABLE TO SEEK OTHER SERVICES AND NOT JUST, YOU KNOW, LOOK FORWARD LOOK TO US DURING CRISIS SITUATIONS, BUT ALSO FOR THEIR PREVENTATIVE CARE, WHICH IS REALLY IMPORTANT. I DID WANT TO POINT OUT THAT THE LARGE PERCENTAGE OF PATIENTS THAT WE SEE ARE ACTUALLY WOMEN. THIS IS REALLY IMPORTANT TO US, BECAUSE WE KNOW THAT FOR MANY WOMEN ARE RUNNING THE HOUSEHOLD. THEY'RE REALLY MAKING SURE THAT THERE. CHILDREN ARE COMING IN FOR, UM, ADDITIONAL HEALTH CARE. THE OTHER PIECE OF THAT IS THAT MANY OF OUR PATIENTS COME IN AT A TIME OF CRISIS. THEY EITHER HAVE A TOOTH INFECTION. THEY'RE SICK. THEY'RE NOT TYPICALLY, YOU KNOW, SEEKING PREVENTATIVE CARE, AND SO WHAT WE'RE HOPING FOR IS THAT BY ACTUALLY REACHING OUR FEMALE PATIENTS WHERE WE'RE ABLE TO INTEGRATE THE FAMILY. PROVIDE SOME HEALTH EDUCATION AND ACTUALLY GET THEM TO SEEK SERVICES ON A REGULAR BASIS. OUR WHOLE PURPOSE IS REALLY TO PROVIDE THAT HEALTH AND COMMUNITY EDUCATION SO THAT WE CAN BE, UH, A COMMUNITY OR A PATIENT CENTERED MEDICAL HOME FOR OUR COMMUNITY. I JUST HAVE A QUESTION ABOUT SURE THE DATA THERE. THAT'S INTERESTING. I'M JUST CURIOUS IF YOU HAVE ANY UNDERSTANDING OF WHY YOU HAVE THE DROP OFF FROM, UM UNDERAGE 12. AGE 1234, ET CETERA. UM JUST AN OUTLIER IN THE DATA THERE RIGHT, SO PART OF THAT COULD BE THE BASIC IDEA. WE DID NOT HAVE PEDIATRIC CARE PRIOR TO BEING IN THIS BUILDING. AND EVEN THOUGH WE SEE INFANTS TO SENIORS, SOME. PATIENTS PREFER TO ACTUALLY TAKE THEIR CHILDREN TO A PEDIATRIC OFFICE. SO WE'RE HOPING THOSE NUMBERS WILL CHANGE NOW THAT WE ACTUALLY HAVE PEDIATRICIANS ON STAFF. SO EVEN THOUGH WE HAVE PROVIDERS THAT PROVIDE THOSE SERVICES TO OUR BABIES INTO OUR LITTLE'S, THERE'S JUST STILL THAT SENSE THAT IF THEY CAN SEEK PEDIATRIC CARE, THAT'S JUST A MUCH MORE COMFORTING AND, UM SOMETHING EASIER TO IDENTIFY WITH AS WELL. IT'S A GREAT QUESTION. THANK YOU. PATIENTS BY ZIP CODE. AND SO WE KNEW THAT THERE WAS AN EXTENSIVE NEED HERE IN THE IN THE MCKINNEY COMMUNITY, AND SO YOU CAN SEE THAT OUR PRIMARY PATIENT CENSUS COMES FROM THIS AREA. BUT IN ADDITION TO THAT WE ALSO HAVE OTHER PATIENTS FROM OUR NORTHERN CITIES, ESPECIALLY THAT ARE SEEKING HEALTHCARE SERVICES HERE. PART OF THAT REASON IS THAT WE ACTUALLY HAVE. ACCEPT MEDICAID AND CHIP INSURANCE, AND IT'S VERY DIFFICULT TO FIND A MEDICAID AND SCHIP PROVIDER AS WELL AS MEDICARE AND TRICARE. AND SO OUR FACILITY AMONG, UM, ALONG WITH ACCEPTING OTHER INSURANCE PLANS. WE ALSO ACCEPT MEDICAID CHIP. AND OTHER PROGRAMS. IN ADDITION TO THAT, WE DO NOT TURN ANYONE AWAY REGARDLESS OF THEIR FINANCIAL STATUS, SO THEY'RE UNINSURED.

WE WERE ABLE TO SEE THOSE PATIENTS AS WELL. SO BY HAVING THAT PAIR MIX SO TO SPEAK OF ARE INSURED AND UNINSURED WERE ABLE TO TAKE CARE OF EVERYONE. IN A PROPER SETTING. SO I WANT YOU TO PROVIDE PROVIDE A FEW OTHER KEY HIGHLIGHTS, SO WE STARTED OUT THE FAMILY HEALTH SERVICES AND OUR TEMPORARY LOCATION. UM IN 2018. WE WENT FROM 8000 SQUARE FEET TO 25,000 SQUARE FEET IN OUR NEW FACILITY. SO WITH THAT WE WERE ABLE TO ADD A PEDIATRIC POD. UM WHICH, SINCE MAY, WE'VE BEEN ABLE TO HIRE TWO NEW PEDIATRICIANS AND WE'RE ABLE TO HUNT AND WE'RE LOOKING TO HIRE ONE ADDITIONAL PEDIATRICIAN WITHIN THE NEXT YEAR AS WELL.

WHAT THAT MEANS IS THAT WE HAD A POD THAT WAS ESSENTIALLY BUILT OUT FOR US TO FULLY OPEN AND WITHIN THE NEXT TWO YEARS, UM ARE VOLUME HAS GROWN MUCH QUICKER THAN WE EXPECTED. AND SO WE ARE ACTUALLY GOING TO OUTFIT THAT PEDIATRIC POD WITHIN THE NEXT SIX MONTHS, SO PRESENTLY. THEY'RE WORKING OUT OF ONE OF OUR MEDICAL PAUSE OR PEDIATRICIANS ARE AND SO WE'RE REALLY EXCITED JUST TO BE ABLE TO HAVE A DESIGNATED SPACE FOR THEM. SO WE'RE REALLY EXCITED ABOUT THAT GROWTH. UM OUR EXECUTIVE LEADERSHIP WAS OVERSEEING OUR FACILITY. WE SINCE HAVE MOVED TO HIRE A NEW REGIONAL SITE DIRECTOR, AND SO THAT REALLY ALLOWS US TO HAVE.

BETTER REACH OF OUR OPERATIONS CONTINUE TO MANAGE GROWTH. LOOK AT WHAT OUR BUSINESS PLAN LOOKS LIKE. AND SO WE'RE EXCITED TO HAVE HER THERE AS WELL. HER NAME IS TANYA KIM. IN ADDITION TO THAT WE WERE ABLE TO HIRE PATIENT NAVIGATOR. VERY IMPORTANT. SHE'S HIRED AS SHE'S CONTACTED THROUGH HEALTH AND HUMAN SERVICES. SO WHAT THAT MEANS IS SHE'S ABLE TO ASSIST NOT ONLY OUR PATIENTS BUT ALSO OUR COMMUNITY WITH APPLICATION FOR SNAP. TOWN OF MEDICAID AND CHIP, SO THAT'S NOT SOMETHING THAT WE CAN ACTUALLY DO ON SITE. SO PART OF MY JOB RIGHT NOW IS REALLY TO CONVEY THAT TO THE COMMUNITY TO SAY SCHOOLS DISTRICT STAFF ARE NONPROFITS IF YOU HAVE SOMEONE THAT NEEDS TO APPLY FOR MEDICAID OR CHIP. THEY CAN DO IT IN OUR OFFICE.

THAT'S REALLY CRITICAL. IF YOU KNOW ANYTHING ABOUT HHS, SEE, IT CAN TAKE FOREVER TO JUST GO THROUGH THE PROCESS TO GET AN APPOINTMENT. YOU WILL WAIT A VERY LONG TIME IN OFFICE AND TOBIAS BEING ABLE TO OFFER THAT THERE. WE'RE HOPING THAT WE CANNOT AGAIN INCREASED THAT

[00:45:05]

ACCESS TO HEALTH CARE AND MAKE THINGS A LITTLE BIT SIMPLER FOR OUR FAMILIES. REALLY PROUD OF OUR PARTNERSHIPS. WE ARE PARTNERS WITH REGION 10 EARLY HEAD START AND HEAD START. AND SO WHAT THAT MEANS IS WE ARE A PREFERRED PROVIDER FOR HEAD START. SO IF THEY HAVE KIDDOS THAT NEED UM, A PHYSICIAN OR A DENTIST. WE ARE THERE TO BE THERE. THEIR MEDICAL HOME. IN ADDITION TO THAT, IF THEY HAVE UNINSURED KIDDOS, THEY HAVE A VOUCHER PROGRAM WHERE THEY WILL ACTUALLY REIMBURSED THE FAMILY HEALTH CENTER FOR THE SERVICES THAT ARE PROVIDED. FOR HEAD START AND EARLY HEAD START KIDDOS. THAT DOES NOT ONLY APPLY TO MCKINNEY THAT ALSO APPLIES TO ALL THE REGION 10 CAMPUSES, AND THERE ARE AREAS LIKE ROCK WALL THAT HAVE VERY MINIMAL MEDICAID PROVIDERS AND THEIR FAMILIES ARE WILLING TO DRIVE TO US SO WE'RE REALLY PROUD OF THAT PARTNERSHIP BECAUSE AGAIN WE CAN TAKE CARE OF THOSE CHILDREN AND HOPEFULLY.

EXTEND THAT REACH THROUGHOUT THEIR AGE THREE THERE 18 YEARS OF LIFE AND IMPROVE THEIR HEALTH CARE. WE'RE PARTNERS WITH LIFE PAST SYSTEMS, WHICH ALLOWS US TO BETTER EXPAND OUR OUTREACH ON MENTAL HEALTH SERVICES, AND IT ALSO ALLOWS TO HAVE ALLOWS US TO HAVE MUTUAL COMMUNICATION REGARDING OUR PATIENTS. AND YOU KNOW, YOU MENTIONED ONE HEART MCKINNEY VERY PROUD TO HAVE SERVED ON THAT STEERING COMMITTEE SINCE IT STARTED, UM, WHERE WE'RE JUST AMAZED AND PROUD OF WHAT THEY WERE ABLE TO DO THROUGHOUT THE PANDEMIC AND WHAT'S HAPPENING NOW WITH THE ADDITIONAL SURVEYS. IN FACT, THOSE SURVEYS ARE DROPPED OFF AT OUR CENTERS SO THAT WE CAN. HAVE OUR PATIENTS COMPLETE THOSE AND SEE WHAT EXACTLY THEY NEED, AND SO WE'LL CONTINUE TO PARTICIPATE IN WHATEVER ROLE THEY WOULD LIKE US TO, SO WE'RE JUST EXCITED TO BE A PART OF THAT COLLABORATION. WE WERE HONORED TO BE ASKED TO BE A PART OF IT. AS I MENTIONED, MY JOB IS REALLY TO MAKE SURE THAT I TAKE CARE OF COMMUNITY OUTREACH. SO WHAT THAT LOOKS LIKE IT'S ME WORKING WITH OUR AREA SCHOOL DISTRICTS. UM ESPECIALLY MCKINNEY. YOU KNOW, WE HAVE COMMUNITIES IN SCHOOL STAFF ON ALL OUR TITLE, ONE CAMPUSES, AND SO I'M VERY FAMILIAR WITH ALL OUR STAFF. THEY INVITE ME TO THEIR OUTREACH PROGRAMS. MAKE SURE THAT I COMMUNICATE WITH THEIR FAMILIES TO MAKE SURE THAT WE MAKE THEM AWARE OF OUR SERVICES. UM I'M WORKING WITH THE AREA HEALTH SYSTEM, SO THAT INCLUDES BAYLOR, SCOTT AND WHITE TEXAS HEALTH MEDICAL CITY. JUST TO MAKE SURE THAT WE'RE SHARING INFORMATION WITH OUR ER SO THAT WE CAN KEEP FAMILIES OUT OF THE ER WHEN IT COMES TO PRIMARY CARE, BUT ALSO WHEN IT COMES TO ANY TYPE OF CARE COORDINATION THAT THEY'RE HANDLING WITHIN THAT HEALTH SYSTEM AS WELL. UM NONPROFIT SECTOR AND THEN ALSO WITH OUR AREA COALITIONS. UM MOST IMPORTANTLY, WITH OUR FIVE C COALITION, WHICH IS A COALITION OF THE AREA HEALTH CLINICS THAT SERVE OUR UNDERSERVED COMMUNITY HERE IN CALLING COUNTY AND THAT JUST ALLOWS US TO BETTER COMMUNICATE AND PARTNER WHEN IT COMES TO REFERRALS. WITHIN THE AREA, SO I KNOW I'VE GONE OVER THIS INFORMATION RATHER QUICKLY, BUT JUST WANTED TO PROVIDE A FEW KEY HIGHLIGHTS TO YOU AGAIN. WOULD LOVE FOR YOU TO COME OUT TO THE FACILITY. IF YOU HAVEN'T ESPECIALLY OUR NEW AD HOC MEMBERS, SO PLEASE. UM YOU KNOW, FEEL FREE TO REACH OUT TO ME, AND I KNOW LINDA HAS HEARD THIS A FEW TIMES AND HAVE BEEN SO PROUD OF, UM, JUST THE PARTNERSHIPS AND WHAT YOU HAVE DONE ALSO TO SUPPORT OUR PROJECT WITHIN THIS COMMUNITY.

SO THANK YOU SO MUCH. HAVE A COUPLE QUESTIONS. DOES THE CLINIC OFFER ANY TYPE OF TRANSPORTATION FOR THOSE FAMILIES DO NOT IN TERMS THAT WE HAD A VAN PRIOR TO THE YOU KNOW TO COVID. WHAT WE DO NOW IS WE DO PROVIDE VOUCHER SERVICES TO PATIENTS THAT MAY NEED A TAXI OR NEED SOME KIND OF. BUT IN TERMS OF ACTUALLY HAVING A STAFF MEMBER THAT IS TRANSPORTING PATIENTS, WE DO NOT HAVE THAT CURRENTLY. UM AND WE HOPE IS THINGS. GO DOWN MORE WITH INFECTION THAT WE CAN HAVE THAT SERVICE BACK INTO PLACE. SO DO YOU KNOW IF OUR INDIVIDUALS USING THE VOUCHER SYSTEM ARE THEY ARE THEY ARE, YES, BUT MOST FAMILIES ARE ABLE TO EITHER, ESPECIALLY NOW THAT WE'RE HERE, WALK TO THE FACILITY OR HAVE A BRIDE OR CAN DRIVE TO THE FACILITY. BUT OUR TRANSPORTATION WAS REALLY KEY. PREVIOUSLY FOR FAMILIES, SO WE HOPE TO IMPLEMENT THAT, UM AS WELL AND IS THE CENTER OFFERING ANY TYPE OF COVID VACCINATIONS AT THIS TIME YOU DO. OKAY, APPOINTMENT, OKAY? SO I JUST THINK THERE'S PROBABLY SOME OPPORTUNITIES TO FOR COLLABORATIONS WITH CITY IN TO BE ABLE TO LOVE THAT ESPECIALLY PANNED ON THAT RIGHT WITH BOOSTERS AND YOU KNOW AS THINGS ROLL OUT FOR CHILDREN AS WELL, SO WE WOULD DEFINITELY BE OPEN TO THAT. THANK YOU. THANK YOU FOR QUESTIONS. UM THIS IS HOW YOU'RE FINDING PEOPLE THAT NEED YOUR SERVICE IS THE COMMUNITY OUTREACH THAT YOU'RE SHARING YOUR STORY MARKETING TYPICALLY DOESN'T WORK FOR FAMILIES. IT REALLY, REALLY RELY ON WORD OF MOUTH FROM, ESPECIALLY FROM OUR PARTNERS, THEIR TRUSTED RESOURCE. UM IN ADDITION TO THAT OUR PATIENTS REALLY SPEAK FOR US. SO ONCE THEY KNOW THAT THEY'RE COMFORTABLE THEY'RE GOING IN, UM. THEY'RE NOT GOING TO BE TURNED AWAY BECAUSE THEY'RE UNINSURED. OR MAYBE THEY'RE UNDER INSURED. THEN THEY KNOW THAT THEY CAN COME TO US. SO HAVING THAT REFERRALS AND THEN THOSE THAT ARE UNINSURED, THEN YOU ARE ALSO ENCOURAGING THEM TO LOOK AT THE SERVICES THAT. WHERE THEY CAN GET INSURANCE SUCH AS CHIP PROGRAM, SO WE'RE LOOKING TO

[00:50:03]

SEE IF THEY CAN QUALIFY FOR ONE OF THE MEDICAL PROGRAMS OR WE HAVE SLIDING SCALE. AND THE ONES THAT ARE COMING FROM FARTHER AWAY. ARE YOU FINDING THEY'RE COMING FOR EMERGENCY TYPE SITUATIONS. ARE THEY COMING FOR PREVENTATIVE OR ABOUT EMERGENCY AND TYPES OF SICK VISITS LIKE THEY HAVE AN EAR INFECTION, AND IT'S BEEN INTERESTING TO SEE THE DEMOGRAPHICS BECAUSE IT REALLY IS, UH, THOSE PATIENTS THAT HAVE MEDICAID AND SHARE.

THEY'RE SEEKING PROVIDERS, SO WE HAVE QUITE A FEW REFERRALS FROM THE SHERMAN AREA. FOR EXAMPLE, WE WORK CLOSELY WITH OUR ISD AND WITH THE REGION 10 HEAD START AND THEY JUST CANNOT FIND MEDICAID PROVIDERS. I JUST THINK IT'S PROBABLY IMPORTANT THAT JUST AS A COMMUNITY AND AS A CITY THAT WE RECOGNIZE THAT THIS IS JUST NOT A HEALTH CARE FACILITY OR CENTER FOR AFFORDABLE, RIGHT, YOU KNOW, AND THAT IS FOR IT'S FOR ME. IT'S FOR MY CHILDREN BECAUSE IT ALSO ALLOWS YOU TO HAVE THE BALANCE IN THE AFFORDABILITY TO CONTINUE TO HELP THE COMMUNITY.

SO. I THINK THIS IS SOMETHING THAT NEEDS TO BE RELAYED BECAUSE SOMETIMES INDIVIDUALS LOOK AT HEALTH CARE CENTER. YOU JUST DON'T AND IT'S NOT. YOU KNOW BAYLOR, SCOTT AND WHITE, BUT IT'S STILL A PROVIDER THAT IS FOR EVERYONE THE ENTIRE COMMUNITY AND THEN ONE THING I DID WANT TO READ REITERATED THAT THE FUNDS THAT WE RAISED OR FOR THE BUILDING ITSELF FOR US TO ACTUALLY. YOU KNOW, PROVIDE THAT STRUCTURE. HOWEVER WE'RE VERY PROUD OF THE FACT THAT THROUGH THE MODEL THAT WE HAVE BY BALANCING THAT INSURANCE AND UNINSURED WHERE SELF SUSTAINABLE, THAT'S A VERY IMPORTANT KEY POINT. I'M GLAD YOU BROUGHT THAT. THANK YOU.

ALL RIGHT, IN TERMS OF THE TOUR IS THAT SOMETHING THAT WE'VE ALREADY SCHEDULED? PREVIOUSLY IN THE PAST, WE'VE ALREADY DONE THAT. OKAY. I'D LIKE TO SET UP ONE. WONDERFUL. I'D LOVE TO.

ARTS BELIEVE AT THIS TIME LAST YEAR I WAS COORDINATING TOURS, SO IT'S UNREAL THAT NOW WE'RE FOR APPROACHING THAT YEAR MARK. I WAS UNABLE TO MAKE THE TOUR THAT YOU DID FOR THIS GROUP. SO I'D LIKE TO DO THAT AS WELL. I HAVE A COUPLE OF QUESTIONS. WHAT WHAT DO YOU HAVE IN YOUR OUTREACH PORTFOLIO IN THE NON ENGLISH SPEAKING COMMUNITY, HARRY REACHING SPANISH SPEAKERS IN PARTICULAR. WE HAVE COLLATERAL IN SPANISH, AND WE MAKE SURE THAT WE HAVE IT ALL OF IT A LITERACY LEVEL THAT IS REACHABLE TO OUR POPULATION. BUT IN ADDITION TO THAT I'M BILINGUAL AND SOME ABLE TO PROVIDE PRESENTATIONS TO OUR COMMUNITY WHEN ESPECIALLY THROUGH OUR SCHOOL DISTRICTS, THAT IS REALLY OUR BIGGEST REACH. SO IF I CAN WORK THROUGH CIA'S COUNSELING STAFF AT MCKINNEY, THEN I'M ABLE TO REACH OUR FAMILIES. UM IN ADDITION TO THAT WE HAVE TRANSLATION SERVICES ON OUR SITE. WE HAVE A SYSTEM CALLED MARTY, WHICH ACTUALLY PROVIDES, UM TRANSLATION TRANSLATION SERVICE. THAT ALLOWS FOR REAL LIFE PERSON. IT'S LIKE FACE TIMING AND INDIVIDUAL. SO WE NOT ONLY HAVE SPANISH SPEAKERS THAT VISIT OUR CLINICS, BUT THEY MIGHT SPEAK FARSI. THEY MIGHT SPEAK ANOTHER LANGUAGE.

WE HAVE QUITE A FEW VIETNAMESE PATIENTS, AND SO WE'RE ABLE TO PROVIDE THAT SERVICE AS WELL.

AND THAT ALSO ALLOWS US TO BETTER TRANSLATE, UM, OUR MEDICAL JARGON BECAUSE THEY MIGHT HAVE A FAMILY MEMBER THAT IS TRANSLATING FOR THEM, BUT THEY'RE NOT ABLE TO CONVEY THAT CORRECTLY AT TIMES. BUT, YES, OUR OUTREACH REALLY IN THAT IN TERMS OF, UM. REACHING OUR BILINGUAL COMMUNITY IS REALLY THAT ONE ON ONE AND MAKING SURE I'M GOING OUT TO OUR COMMUNITY TO SEEK THEM OUT. AND ONE SORT OF RELATED QUESTION FOR THE SENIOR POPULATION. BECAUSE WHEN LOOKING AT THE YOUR BAR GRAPH FOR YOUR GRAPH FOR NUMBERS. IT DROPS OFF PRECIPITOUSLY FOR PEOPLE YOU KNOW, IN THEIR SIXTIES SEVENTIES EIGHTIES, SO OBVIOUSLY THEY'RE NOT CONGREGATING LIKE SCHOOL AGE KIDS FOR ISD. SO HOW ARE YOU REACHING THAT VULNERABLE POPULATION SERVICE ALLIANCE WITH THE MCKINNEY CHAMBER. IN ADDITION TO THAT WE WORK CLOSELY WITH TOWN CREEK, UM, WHICH IS LOCATED NEARBY. THEY HAVE LOW INCOME HOUSING FOR SENIORS. AND ALSO JUST THROUGH THE SENIOR REC CENTER. THIS YEAR, WE WERE NOT ABLE TO PARTICIPATE IN THEIR HEALTH CARE PROGRAM, BUT I STILL PROVIDED MATERIALS AND SO ANYWAY THAT WE CAN, UM I CAN GO OUT AND REACH THOSE MEMBERS I CAN. IN ADDITION TO THAT WE JUST PARTICIPATE IN THE NEW RESOURCE GUIDE THAT IS COMING OUT THAT IS PRODUCED ANNUALLY AND TARGET SENIORS AS WELL. AND SO WE DO HAVE AN ADVERTISEMENT IN THERE. THAT HOPEFULLY WILL REACH OUT TO OUR PATIENTS. THAT'S WONDERFUL. AND MEALS ON WHEELS. YES LITTLE BROCHURE IN MEALS ON WHEELS BECAUSE FOR FOLKS THAT ARE ISOLATED AND HAVING NO WAY TO GET OUT, THAT WOULD JUST BE A REALLY NICE WAY TO LET THEM KNOW I'LL LOOK AT ADDING ADDITIONAL COLLATERAL. I JUST WANTED TO MAKE A COMMENT FROM THE PERSPECTIVE OF THE ONE HEART MCKINNEY TASK FORCE. UM COAT. COLLABORATION WITH YOU GUYS, IN PARTICULAR IS FUNDAMENTAL TO THE SUCCESS OF THAT CONCEPT, SO WE'RE REALLY LOOKING FORWARD TO WORKING WITH YOU GUYS AND WORKING THROUGH THAT. THERE'S A LOT OF COMPLEXITIES TO TRY TO BRING THIS TO FRUITION, RIGHT? BUT HAVING REALLY GOOD ANCHOR, UM PARTNERS AROUND HEALTH CARE IS JUST AS ESSENTIAL. AND WE'RE JUST THROUGHOUT THE HAVE YOU GUYS AROUND AND. AND INTO THIS AND LOOK FORWARD TO CONTINUING

[00:55:02]

OUR WORK. SO THANK YOU. I YOU KNOW, THERE'S SO MUCH MORE THAN I DO. BUT WE KNOW THE MENTAL HEALTH CHALLENGES, UM, HAVE INCREASED OVER THE PAST YEAR AND I WORK AT COLLIN COLLEGE AND I HAVE APPRECIATED. KNOWING ABOUT FACILITY AND EVEN IN OUR OTHER CITIES, KNOWING ABOUT THEIR FACILITIES, BECAUSE WHILE WE PROVIDE SERVICES TO OUR STUDENTS AND OUR FACULTY AND STAFF, THERE ARE TIMES THAT THEY NEED ADDITIONAL SERVICES. AND SO IT'S BEEN GREAT. FOR US TO BE ABLE TO PROVIDE THEM THAT INFORMATION KNOWING THAT THEY HAVE SOMEWHERE TO GO BECAUSE WE DO HAVE A LOT OF STUDENTS THAT, UM ARE UNINSURED OR UNDERINSURED. AND SO IT'S BEEN GREAT TO KNOW AND TO BE ABLE TO SHARE WITH THEM THAT THERE ARE THINGS IN THE COMMUNITY. UM AND I WAS THINKING THE SAME THING WHEN DAVID WAS ASKING ABOUT SL. UM WE HAVE, UM ARE SORRY. I'M THINKING, YES, SO BECAUSE IT'S A PROGRAM WE HAVE, BUT, UM SPANISH, SPEAKING AND EVEN THE DEATH CULTURE WE'RE ALWAYS LOOKING FOR AT OUR COLLEGE OPPORTUNITIES TO PARTNER WITH.

BUSINESSES AND INDUSTRY AND SO FORTH FOR OUR STUDENTS THAT ARE COMING OUT OF OUR PROGRAMS TO HELP PROVIDE SERVICES, WHETHER IT'S UM YOU KNOW, SIGN LANGUAGE SERVICES OR SERVICES FOR THOSE THAT SPEAK A DIFFERENT LANGUAGE, AND SO. IF THERE'S ANY IF THERE'S EVER A TIME THAT YOU HAVE A NEED THAT CAN'T BE SERVED BY YOUR STAFF. UM WE'RE ALWAYS OPEN AT THE COLLEGE TO PARTNER BECAUSE WE HAVE SO MANY KIDS ARE SO MANY YOUNG ADULTS TRYING TO GET OUT INTO THOSE WORKFORCE AREAS IN NEED THAT THAT THOSE HOURS AND SO JUST WANTED TO OFFER THAT THANK YOU.

PERFECT. YES, WE'RE ALWAYS LOOKING FOR COLLABORATIONS. THANK YOU. THANK YOU FOR EVERYONE FOR THE QUESTIONS. I THINK THEY WERE VERY GOOD. THANK YOU. NEXT AGENDA ITEM 21.

[Training on Type B Corporate Requirements: Type B Permissible Projects and Related Issues]

OH, NOT DASH 965 TRAINING ON TYPE B CORPORATE REQUIREMENTS TYPE BEAT PERMISSIBLE. YOU WANT TO STAY FOR THIS PROJECTS AND RELATED ISSUES. MR JEFF MORE GOOD MORNING. AND I APPRECIATE THE OPPORTUNITY TO BE HERE. CONGRATULATIONS TO THE NEW OFFICERS AND. FEEL LIKE I JUST DID THIS TWO MONTHS AGO. I JUST FEEL LIKE FLIES. YES THIS IS THE TRAINING ON THE SALES TAX.

UM, I'M GONNA FLY THROUGH THIS BIT. IF YOU'VE GOT QUESTIONS, I'LL GET THEM ANSWERED AND WILL STAY HERE AS LONG AS YOU WANT. NO WE WANT, UH, SO I THINK THAT'S MY CUE. I'LL GET STARTED.

IF I CAN WORK THIS. DO YOU KNOW HOW TO REMOVE THE. SQUIGGLE LET'S SQUEEZE THE NOTATION ONE OF US. YEAH JUST CLEARED SOMETHING JUST HIT THE NOTATION. THANK YOU. OKAY NOW. YEAH I'M GOING TO TALK ABOUT WHAT STATE STATUTE PROVIDES. AND UH I THINK AS YOU KNOW, I MEAN, I M C, D. M C. YOU GOT THE M C, D C M. E. D. C. YOU EACH HAVE A HALF CENTS WHEN YOU KNOW THE CITIZENS, CONSUMERS BUY SOMETHING IN THE CITY. THE SALES TAX IS COLLECTED. YOU GOT SIX AND A QUARTER GOES TO THE STATE OF TAXES. YOU'VE GOT ONE CENT THAT GOES TO THE CITY YOU GOT TO HAVE SENT THAT GOES TO Y'ALL GOT A HALF CENT THAT GOES TO THE E. D. C. STATE LAW LAYS OUT. HOW THOSE MONIES CAN BE SPENT. YOU CAN'T I GUESS, UNFORTUNATELY, CAN'T SPEND FOR EVERY APPLICATION EVERY PROJECT. STATE LAW LAYS OUT WHAT YOU CAN SPEND FOR TAIPEI.

I WOULD SAY IT'S MORE INDUSTRIAL. IT'S MORE, UH, TRADITIONAL ECONOMIC DEVELOPMENT EFFORT TYPE YOUR TYPE B CORPORATION TYPE B. YOU CAN DO THE INDUSTRY THE ECONOMIC DEVELOPMENT. BUT YOU CAN ALSO DO PARKS AND IT'S REFERRED TO I GUESS THIS QUALITY OF LIFE PROJECTS YOU KNOW, WITHIN THE STATUTE, AND SO YOU CAN DO MORE THAN WHAT TYPE A CAN DO BIT. UNFORTUNATELY YOU CAN'T DO EVERY PROJECT SO WE'RE GOING TO TALK ABOUT. YOU KNOW WHAT YOU CAN DO? AND HERE? THIS IS MORE PROCEDURAL TO START WITH, YOU KNOW, MUST THE M C D. C CONDUCTED PUBLIC HEARING PRIOR TO FUNDING TYPE TYPE B PROJECTS, AND THE ANSWER IS YES. FOR PROJECTS. YOU GOT TO HOLD A PUBLIC HEARING. STATE LAW, SO PROVIDES THAT WE'RE SUPPOSED TO PUBLISH NOTICE OF THE PROJECT. WE HAVE TO WAIT 60 DAYS BEFORE WE FUND IT AND SO THERE'S SOME PROCEDURES THAT WE HAVE TO WALK THROUGH THAT TAIPEI DOES NOT HAVE TO WALK THROUGH. UM. WHEN MUST YOU PUBLISHED NOTICE OF THE PROJECT. STATE LAW DOESN'T REALLY PROVIDE THAT. IT JUST SAYS THAT YOU GOT TO PUBLISH NOTICE OF THE PROJECT. AND THEN YOU WAIT 60 DAYS BEFORE YOU BEFORE YOU FUND THE PROJECT. CAN M C, D C GRANT OR GIFT TIGHTLY PROCEEDS TO BUSINESS ENTITY WITHOUT A PERFORMANCE AGREEMENT, STATE LAW LAYS OUT THAT WE HAVE TO PERFORMANCE AGREEMENTS WITH BUSINESS ENTITIES. STATE LAW PROVIDES THAT THERE'S CERTAIN MINIMAL THINGS THAT HAVE TO BE IN THAT PERFORMANCE AGREEMENT. WE HAVE TO INDICATE. YOU KNOW THE CAPITAL INVESTMENT MADE BY THE BUSINESS ALSO THE JOBS CREATED

[01:00:02]

OR RETAINED. WE ALSO HAVE TO INDICATE, YOU KNOW, PENALTY PROVISIONS FOR NOT, YOU KNOW, THEY SAY THEY'RE GOING TO CREATE 10 JOBS. THEY CREATE FIVE AS A BOARD. YOU GET TO DECIDE WHAT THE PENALTY IS, BUT THERE SHOULD BE SOME SORT OF, YOU KNOW, AT THE BOTTOM.

THERE'S SOME TERMS FOR REPAYMENT IF THEY DON'T DO WHAT THEY SAY THEY'RE GOING TO DO.

NOW WHO YOU KNOW MINISTERS AND OVERSEES THE SALES TAX. YOU KNOW THE OTHER RETAILERS COLLECT THE SALES TAX IT GETS REPORTED TO THE COMPTROLLER'S OFFICE OR GETS TO THE COMPTROLLER'S OFFICE. AND YOU KNOW THEY WILL HOLD ON TO IT FOR ABOUT SIX WEEKS, AND THEN THEY DO THEIR MONTHLY ALLOCATIONS AND STATE LAW PROVIDES THAT IT HAS TO GO BACK TO THE CITY. AND THEN THE CITY IS TO PROMPTLY TURN IT OVER. TO THE, UH YOU KNOW, 80 SAY. AH! AS FAR AS THE ADMINISTRATION THE SALES TAX. IT'S YONG AS BORDER DIRECTORS. I MEAN, YOU DID DETERMINE THE PROJECTS. STATE LAW PROVIDES THAT CITY COUNCIL GETS TO ULTIMATELY PROVE ALL EXPENDITURES. LOT OF THAT IS DONE THROUGH THE BUDGET. SO YOU KNOW, YOU KNOW SEPTEMBER WHAT WE JUST HAD AUGUST SEPTEMBER. YOU GET A LOT OF PROJECTS AND A LOT OF EXPENDITURES TAKEN CARE OF THROUGH THE BUDGET. ALSO, THROUGH THE BYLAWS, YOU CAN HAVE IT. LET'S SAY THE MINIMUM NUMBER THAT EVERYTHING BELOW THIS AMOUNT IS DEEMED TO PROVE YOU KNOW, CITY COUNCIL DOESN'T WANT IT ON THEIR AGENDA. YOU CAN DO THAT AS WELL. BUT UNDER STATE LAW CITY COUNCIL RETAINS AUTHORITY TO APPROVE EVERY EXPENDITURE. DRINK. IN THAT KIND OF LEADS INTO MY NEXT SLIDE. YOU KNOW, THE CITY COUNCIL APPROVED EXPENDITURES YET I MEAN CITY COUNCIL HAS THAT CONTROL. UH YOU KNOW, STATE LAW THAT SECOND BULLET POINT THERE'S REALLY ALL STATE LAW SAYS ABOUT THE APPROVAL. AND IT SAYS, YOU KNOW, YEAH, THEY'RE USING THE TERM THAT UNIT, THE UNIT WILL PROVE ALL PROGRAMS AND EXPENDITURES.

DOESN'T SAY WHEN OR HOW, BUT LOT OF THAT IS TAKING CARE OF, YOU KNOW, DURING, YOU KNOW, DURING THE BUDGET PROCESS. YOU KNOW THE CITY COUNCIL POINT. THE BOARD OF DIRECTORS ANSWERS.

YES IT'S A SEVEN MEMBER BOARD. UH AND YOU ALL GET APPOINTED BY THE BY THE CITY COUNCIL. YES STATE LAW PROVIDES GIVEN THE CITIZENS FOR SOME ADCS WITH LOWER POPULATION. THERE'S A DIFFERENT RESIDENCY REQUIREMENT FOR MCKINNEY. YOU KNOW, THE BOARD MEMBERS HAVE TO BE RESIDENTS OF THE CITY. I FEEL LIKE I'M JUST FLYING THROUGH IS THERE I'M DOING WHY THE QUICKER THE BETTER. YEAH OKAY. HOW LONG TERM DO YOU SERVE? YOU KNOW, IT SAYS STATE WON'T PROVIDES ITS TWO YEAR TERMS AND THEN UNDER THE BYLAWS THAT YOU CAN SERVE A TOTAL OF 32 YEAR TERMS, AND THAT'S A LOCAL REQUIREMENTS. STATE LAW DOES NOT IMPOSE TERM LIMITATIONS, BUT THAT IS A LOCAL REQUIREMENT. NOW CITY COUNCIL APPOINTS THE BOARD. THEN WHO APPOINTS THE OFFICERS AND YOU'RE JUST HAD THAT I GUESS THIS MORNING. I THINK I WALKED IN RIGHT AFTER THAT.

CONGRATULATIONS TO THE NEW OFFICERS. AND SO YOU KNOW THIS EXERCISE HERE YET? COUNCIL POINT SHIP. Y'ALL GET TO ELECT WHO'S GOING TO SERVE AS YOU THE VARIOUS OFFICERS FOR THE CORPORATION? NOW HOW LONG DO YOU SERVE AS AN OFFICER? AND YES, THE BYLAWS PROVIDE ONE YEAR TERM AND SO ANNUAL. YOU DON'T ELECTIONS AND I THINK THAT'S WHEN I SHOW BACK UP TO DO THE TRAINING. I THINK IT'S HOW THAT'S WORKING. UM. SO UM, YES, SO THAT YOU'RE DOING ANNUAL ELECTIONS ON OFFICERS. FOR THE OPEN MEETINGS. ACT SUBJECT. THE OPEN MEETINGS ACT AS WHAT'S CRITICAL AS TO YOU KNOW HOW MANY MEMBERS DO YOU NEED TO START A MEETING? IT'S 44 SICK, WARM AND SO AND THAT'S YOU KNOW, ESTABLISHED BY STATE LAW. ARE YOU SUBJECT? THE OPEN MEETINGS ACT AND THE ANSWER IS YES. AND I'M GOING TO BE DONE ABOUT FIVE MINUTES. ARE YOU SUBJECT? PUBLIC INFORMATION ACT ANSWERS? YES AND SO YOU KNOW IF YOU GET REQUEST, UH, WHAT YOU WOULD DO IS, I GUESS, GET IT TO STAFF THEY WOULDN'T GET INTO MAY OR MAY BE. MY COLLEAGUE, A PARTNER, MARC HAUSER, AND THEN WE WOULD DEAL WITH THE OPEN RECORDS, UH, USED TO BE CALLED OPEN RECORDS REQUEST BECAUSE PUBLIC INFORMATION ACT REQUESTS. YOUR SUBJECT TO THE PUBLIC INFORMATION ACT. THANKS CAN YOU AMEND YOUR BYLAWS? ANSWERS? YES YOU'VE GOT BYLAWS AS A YOUR NONPROFIT CORPORATION. SO YOU HAVE ARTICLES INCORPORATION, AND THEN YOU HAVE TO ADAPT BY LAWS AND YOU CAN AMEND THOSE BYLAWS THAT JUST THAT BYLAWS CANNOT CONFLICT WITH STATE LAW YOUR ARTICLES INC. WHICH ARE NOW CALLED CERTIFICATE OF FORMATION. AND THAT CITY COUNCIL GETS TO PROVE ANY BYLAW AMENDMENT AND STATE LAW PROVIDES THAT YOU KNOW, THEY HAVE TO PROVE THAT BY RESOLUTION. UM THAT THIS IS IN HERE BECAUSE YOU CAN'T YOU HAVE TO DO CERTAIN REPORTS. ONE OF THEM IS THE COMPTROLLER'S AN ANNUAL REPORT. THAT'S DUE ON

[01:05:03]

THE EXPENDITURES. I THINK CINDY HANDLES THAT EVERY YEAR AND. BUT THERE IS THAT REPORT THAT IS REQUIRED WITH THE COMPTROLLER'S THAT USED TO LOOK LIKE THIS. BUT NOW IT'S DONE.

OTHER WEBSITE ON THE INTERNET FOR THE MOST PART. NOW HERE'S THE FUN PART. YOU KNOW WHAT CAN YOU SPEND THE MONEY ON LIKE EARLIER? I SAID, YOU CAN'T SPEND IT FOR EVERYTHING. YOU CAN'T. UNFORTUNATELY EVERY APPLICATION YOU JUST CAN'T FIND STATE LAW. IT WORKS KIND OF LIKE THE HOTEL OCCUPANCY TAXES, ONLY CERTAIN THINGS THAT YOU CAN PAY FOR. AND THERE'S REALLY THREE ITEMS THAT'S GOING TO BE WHAT'S CALLED PROJECTS AND JOB TRAINING AND PROMOTIONAL EXPENDITURES. THOSE ARE THE THREE YOU CAN DO. AND SO REAL QUICK. I'M GOING TO WALK THROUGH THE DIFFERENT STATUTES THAT ALLOW YOU TO FUND CERTAIN PROJECTS AND THEN PROMOTIONAL AND JOB TRAINING. SOME OF THESE HAVE STARS NEXT TO HIM. BECAUSE I WOULD SAY AROUND THE STATE THAT THERE, THE MORE UTILIZED, UH, DEFINITIONS AND ALL THESE ARE IN THE LOCAL GOVERNMENT CODE. IT'S CHAPTER FIVE. OH ONE AS A PROVISION THAT THAT CHAPTER IS APPLICABLE TO THE.

CDC AND ALSO TO THE D. C WHEN YOU SEE 55. UH THAT'S A PROVISION APPLICABLE ONLY TO Y'ALL NOT NOT TO THE E. D. C SO HERE BOTH TYPE A AND TYPE B CAN DO THESE SORTS OF PROJECTS. UH YOU KNOW, THEY DEFINE PROJECT. I MEAN, YOU CAN PROVIDE LAND BUILDINGS EQUIPMENT FACILITIES, EXPENDITURES PROVIDE MONEY. TARGETED INFRASTRUCTURE IMPROVEMENTS, BUT IT HAS TO CREATE OR RETAIN A PRIMARY JOB. I'LL TALK ABOUT THAT REAL QUICK. AND THEN IT ALSO HAS TO BE TIRED OF THESE CATEGORIES, AND THERE'S ANOTHER SLIDE THAT HAS SOME CATEGORIES, BUT THE BIG ONES ARE MANUFACTURING MANUFACTURER COMES TO TOWN. YOU CAN PROVIDE THEM THE LAND, THE BUILDINGS, THE EQUIPMENT, YOU KNOW, BASICALLY ABOUT EVERYTHING SO. THAT YOU KNOW YOU HAVE TO MEET THIS STATUTE, AND THEN THERE'S SOME OTHER CATEGORIES. UH DISTRIBUTION CENTER. IF YOU KNOW WALMART WANTED TO DO A BIG DISTRIBUTION CENTER, THERE'S A LOT OF STUFF CAN ASSIST WITH TYPE EGG COULD DO IT AS WELL. UH SO REGIONAL OR NATIONAL CORPORATE HEADQUARTERS. THAT'S ANOTHER AREA. THEY'RE GETTING A CORPORATE HEADQUARTERS HERE.

THERE'S A LOT OF STUFF YOU CAN DO UNDER THIS PARTICULAR STATUTE. SO YOU KNOW, THE EARLIER SAID, YOU KNOW, HAS TO CREATE A RETAINER PRIMARY JOBS. STATE LAW LIVES OUT WHAT PRIMARY JOB IS AND BASICALLY YOU'VE GOT TO EXPORT SOMETHING YOU KNOW, REGIONALLY STATEWIDE NATIONALLY INTERNATIONALLY. AND THEN YOU HAVE TO MEET ONE OF THESE NORTH AMERICAN INDUSTRIAL CLASSIFICATION SECTOR CODES, AND THESE ARE. SOME VERY BROAD CATEGORIES. UM WHAT I HAVE TO DO JUST KIND OF GET INTO THE WEEDS HERE. IF WE'RE TRYING TO FIGURE OUT IF CATEGORY MEETS THE PRIMARY JOB. THERE'S A WEBSITE CENSUS DOT GOV YOU CAN PLUG IN. COMPUTER MANUFACTURER.

YOU'LL GET THE SECTOR CODE FOR THAT. BUT GENERALLY YOU KNOW, WE'RE TRYING TO MEET WOULD SAY MANUFACTURING. UH, IT COULD BE TRANSPORTATION WHERE HOUSE. SO THOSE ARE KIND OF THE MAIN CATEGORIES, BUT, UH, YOU KNOW IF THEY FALL IN THOSE CATEGORIES THAT'S GOING TO BE A PRIMARY JOB, EMPLOYER. UH THIS NEXT SLIDE IS WHERE A LOT OF IT WERE. YOU ALL DO. A LOT OF ECONOMIC DEVELOPMENT IS INFRASTRUCTURE. YOU CAN DO A LOT OF INFRASTRUCTURE IF IT PROMOTES NEW BUSINESS OR EXPAND EXISTING BUSINESS. I DIDN'T SAY PRIMARY JOB DOESN'T DOESN'T HAVE TO BE A PRIMARY JOB EMPLOYER, BUT IT HAS TO BE BUSINESS AND NEW BUSINESS OR EXPAND EXISTING BUSINESS. AND IF SO, YOU CAN PROVIDE EXPENDITURES THAT. UH THAT ARE RELATED TO THE STREETS AND ROADS. RAIL SPURS WATER SEWER ELECTRIC DRAINAGE SITE IMPROVEMENTS FOR THOSE ALONG THE GULF OF MEXICO. YOU CAN DO BEACH FOR MEDIATION, BUT. THAT THAT'S THE LIST AND IT DOES SAY, LIMITED TO ITS LIMITED TO THOSE THOSE ITEMS IN 12 AND THREE BUT THAT'S WHERE A LOT OF ECONOMIC DEVELOPMENT GETS DONE. YOU HAVE A NEW BUSINESS COMING TO TOWN.

YOU CAN DO A LOT OF INFRASTRUCTURE. AND SO THAT'S UH SOMETHING Y'ALL CAN DO MASS TRANSIT. THIS WAS ADDED NUMBER OF YEARS AGO. THANK SENATOR FLORENCE SHAPIRO YEARS AGO AUTHORED THE BILL. TO ADD MASS TRANSIT FOR MOST CITIES. UM IT'S LIKE DALLAS, UH, THEY HAVE THEIR OWN SALES TAX FOR DART. THEY HAVE A ONE CITY HAS ONE CENT. DART HAS ONE SET. SO THEY CAN'T DO TYPE AIR BEE BUT YOU'RE WITH THIS ADDITION YOU CAN DO YOU GOT TYPE A AND TYPE B, BUT YOU CAN ALSO DO SOME ASSISTANCE WITH MASS TRANSIT FOR THE OPERATION OF A COMMUTER RAIL, LIGHT RAIL OR MOTOR BUSES. THIS ONE IS WHERE YOU DO PARKS 505.152 ITS PROVISIONS OF APPLICABLE ONLY TO TYPE B'S. AND SO THERE'S A LOT OF THINGS YOU CAN DO. THIS WAS ORIGINALLY WRITTEN FOR THE CITY OF ARLINGTON. WHERE THEY DID. THE BALLPARK IN ARLINGTON THAT IS

[01:10:02]

NOW CALLED GLOBE LIFE FIELD PARK, SOMETHING. UM BUT THAT'S THIS STATUE WAS ORIGINALLY WRITTEN FOR THEM THIS WHERE YOU GET TO KIND OF DO THE QUALITY OF LIFE PROJECTS I MENTIONED.

YOU CAN DO PROFESSIONAL AMATEUR SPORTS, SO SOCCER FIELDS DO ATHLETIC ENTERTAINMENT IMPACT IS WHERE IMPACT THERE WAS ASSISTANCE, YOU KNOW, TOURISTS CONVENTION IN PUBLIC PARK PURPOSES. AND SO YOU HAVE TO MEET THOSE CATEGORIES. AND THEN THEY LIST A LOT OF STUFF YOU CAN DO THERE SO THAT'S UH, WHERE YOU CAN ASSIST WITH RECREATIONAL OR COMMUNITY FACILITIES. AFFORDABLE HOUSING. UH YOU KNOW, AROUND THE STATE NUMBER OF COMMUNITIES SAY HEY, YOU KNOW, YOU KNOW, WE CAN'T DOWN AND AGAIN, THEY GOT A HALT CATERPILLAR FACILITY. BUT THEY DIDN'T HAVE THE ROOFTOPS REALLY JUST SUPPORTED. AND THE LEGISLATURE HEARD THAT SORT OF TESTIMONY. AND THEY SAID, WELL, YOU KNOW, WE'RE JUST LIMITING IT. AFFORDABLE HOUSING. WELL, YOU CAN'T DO YOU KNOW RESIDENTIAL YOUR TRADITIONAL RESIDENTIAL AFFORDABLE HOUSING.

YOU CAN ASSIST ASSIST WITH, BUT NOT ANY OTHER. RESIDENTIAL TYPE EGG CANNOT ASSIST WITH AFFORDABLE HOUSING AND THE SENSE TO MEET THE FEDERAL STATUTE FOR AFFORDABLE HOUSING.

SO IT'S UH IT'S A CAN BE HOMEOWNERSHIP RENTAL PROPERTY FOR LOW INCOME OR VERY LOW INCOME FAMILIES. UH WATER SUPPLY FACILITIES, WATER CONSERVATION PROGRAMS. THIS IS SOMETHING YOU CAN DO IS ADDED FOR THE CITY OF SAN ANGELO YEARS AGO. UH BUT YOU HAVE TO GO TO THE VOTE OF THE VOTERS IF YOU WANTED TO PURSUE THIS PARTICULAR TYPE OF PROJECTS, SO.

YEAH WE'RE JUST TAKING ADDITIONAL STEP OF AN ELECTION. HERE PROJECTS RELATED TO BUSINESS ENTERPRISE. UH NUMBER ONE THERE. THIS IS WHERE SOME CITIES WILL ASSIST WITH A PUBLIC SAFETY FACILITIES. THAT TERM IS NOT DEFINED AND SO IS IT A IS IT A FIRE STATION? I THINK IT COULD BE. BUT THERE'S A REQUIREMENT THAT CREATE OR RETAIN A PRIMARY JOB. SO FOR SOME COMMUNITIES THAT THEY PUT A FIRE STATION NEXT TO THEIR MAJOR MANUFACTURER, AND THAT WORKS, YOU PUT A FIRE STATION IN A RESIDENTIAL SUBDIVISION. DOESN'T WORK AS MUCH BECAUSE IT DOES HAVE TO CREATE OR RETAIN A PRIMARY JOB SO THAT THAT IS A PROVISION. THAT SOME UTILIZED BUT BUT YOU KNOW, NOT MANY SO THAT THOSE ARE PROJECTS NOW, THE APPROVAL PROCESS. I'VE PUT THE STATUTES UP HERE, BASICALLY. UH NUMBER LETTER A THERE SAYS USES THE TERM THE UNIT THAT CITY COUNCIL, THE UNIT WILL APPROVE ALL PROGRAMS AND EXPENDITURES. YOU'LL GET TO DECIDE HOW TO DO THAT. IS THAT DURING THE BUDGET IS IT YOU KNOW EVERY AGENDA ITEMS IT'S PLACED ON CITY COUNCIL AGENDA, WHICH IS NOT THE CASE HERE, BUT SOME COMMUNITIES CAN DO THAT.

BIT CITY COUNCIL GETS TO APPROVE ALL EXPENDITURES. THIS PROVISION STATES THAT YOU'RE GOING TO HOLD A PUBLIC HEARING ON PROJECTS YOU HAVE TO HOLD AT LEAST ONE PUBLIC HEARING. THIS PROVISION SAYS THAT GET PUBLISHED NOTICE OF THE PROJECT AND YOU HAVE TO WAIT 60 DAYS BEFORE YOU FUND IT. AND REALLY, I GUESS. UM IN PRECISION FOR THIS. IT DOESN'T SAY YOU PUBLISHED NOTICE OF PUBLIC HEARING. IT SAYS, LIKE FOR MOST ZONING ANNEXATION, THE BUDGET THE TAX RATE FOR CITIES. USUALLY YOU'RE PUBLISHING NOTICE OF PUBLIC HEARING FOR THAT ITEM. HERE JUST AS YOU PUBLISH NOTICE OF THE PROJECT, SO I WOULD SAY A NORMAL PRACTICE IS TO PUBLISH NOTICE OF PUBLIC HEARING ON THE PROJECT, WHICH WHICH YOU CAN DO. BUT SOMETIMES YOU MAY HAVE A PROJECT THAT YOU DON'T EVEN KNOW IF THE BOARD'S GOING TO PROVE IT. YOU DON'T KNOW IF CITY COUNCIL IS GOING TO PROVE IT. SO YOU MIGHT YOU KNOW, THEN PUBLICATION COSTS. KEEP GOING UP THAT YOU MIGHT WAIT TILL AFTER YOU GET THE APPROVALS TO PUBLISH NOTICE. BECAUSE THAT STARTS THE 60 DAYS AND WHAT DOES IT START THE 60 DAYS? FOUR. IN THEORY, THE VOTERS CAN GET A PETITION TOGETHER TO OBJECT TO THAT PROJECT. AND IF THEY GET A PETITION SIGNED BY 10, OR MORE THE REGISTERED VOTERS. THEN THAT PROJECT WILL GO TO THE VOTE OF THE VOTERS AT A UNIFORM ELECTION DATE AND IN THE HISTORY OF THE TAX ALL AROUND THE STATE. THIS HAS NEVER HAPPENED. BUT IT'S ON THE BOOKS. SO YOU KNOW, WE GOT TO PUBLISH NOTICE. SO THAT YOUR APPROVAL COULD BE LIKE THIS THAT YOU KNOW. I MEAN, YOU YOU PUBLISH NOTICE OF THE PROJECT OF A HEARING. TYPE TYPE ME YOU PUBLICLY GET IT ON THE AGENDA.

72 HOURS IN ADVANCE. YOU HOLD THE MEETING. HOLD A PUBLIC HEARING. TAKE ACTION. IF CITY COUNCIL NEEDS TO PROVE IT, YOU GET ON CITY COUNCIL AGENDA AND THEN FROM 60 DAYS FROM WHEN YOU PUBLISHED NOTICE, YOU CAN MAKE EXPENDITURES RELATED TO THAT PROJECT. HOW AM I DOING ON TIME? DOING GOOD? JUST HAD A CATCH MY BREATH IN YOUR ROOM. OKAY I GOT FOUR SLIDES LEFT. UH I THINK FOR PROMOTIONAL, SO THIS IS THE THAT'S PROJECTS. PROMOTION IS ADVERTISING. WHAT CAN YOU SPEND YOUR MONEY ON YOUR LIMITED TO 10% OF YOUR SALES TAX REVENUE THAT YOU CAN SPEND 10% FOR PROMOTION. NOW STATE LAW DOESN'T LAY OUT OR DEFINE WHAT'S PROMOTION. UH THERE'S AN

[01:15:06]

ATTORNEY GENERAL OPINION FROM YEARS AGO THAT SAYS THAT IT SHOULD PUBLICIZE OR ADVERTISE THE CITY FOR BUSINESS DEVELOPMENT. AND SO IF IT'S DOING THAT, YOU KNOW GETTING PEOPLE FOR OCTOBERFEST TO COME INTO THE YOU KNOW, DOWNTOWN AREA AND YOU'RE PUBLISHING NOTICE FOR OCTOBERFEST, SIR. SOME OTHER EVENT AND PEOPLE ARE SPENDING MONEY AND YOU'RE CREATING SALES TAX. THAT CAN WORK, BUT YOU'RE LIMITED TO 10% OF YOUR REVENUE PER YEAR AFTER FOR THAT SORT OF ADVERTISING. SO THEN YOU GET JOB TRAINING AND SO THAT YEAH, THAT WAS PROJECTS JOB TRAINING. UH BASICALLY, YOU HAVE TO HAVE A BUSINESS ENTITY THAT'S GOING TO COMMIT AND WRITING TO INCREASE THEIR PAYROLL OR CREATE NEW JOBS THAT ARE GOING TO PAY THE PREVAILING WAGE FOR THAT OCCUPATION IN YOUR AREA AND THE CITY. AND IF THEY'RE WILLING TO DO THAT, THEN YOU CAN PAY FOR JOB TRAINING. IT'S NOT LIMITED TO PRIMARY JOBS. IT COULD BE.

YOU KNOW A RETAILER IT COULD BE A MANUFACTURER. UH AND SO IF, IF THAT BUSINESS AND IT USED THE TERM BUSINESS ENTERPRISE IF THAT BUSINESS ENTERPRISE. IS GOING TO COMMIT IN WRITING TO INCREASE THEIR PAYROLL OR CREATE NEW JOBS THAT WILL PAY THEIR PREVAILING WAGE FOR THAT OCCUPATION. YOU CAN PAY FOR THE JOB TRAINING. I'M DOING. THANK YOU. THANK YOU. THAT WAS A RECORD NOW. THERE MAY BE MAY HAVE BEEN 20 MINUTES. BETTER BE HAPPY TO ANSWER ANY QUESTIONS.

WHEN. I WILL SEE YOU NEXT YEAR. I GUESS THE THIS FIRST MEETING IN OCTOBER. HER SECOND. WE ONLY DO ONE. THAT'S RIGHT. SO OCTOBER YEAH. THANK YOU. THANK YOU, JEFF. THANK YOU. DO WE

YOUR THOUGHTFULNESS IN EVERY AGENDA ITEM YOU'RE THINKING THROUGH QUESTIONS THAT I WOULDN'T WOULDN'T. WHEN YOU'RE ASKING SOME OF THESE. I THINK I SHOULD HAVE THOUGHT OF THAT. I THINK AS AN ALTERNATE, UM WE HAD THE BEST ALTERNATE WE COULD HAVE EVER IMAGINED. AND YOU WERE EXTREMELY UNDERUTILIZED IN YOUR ALTERNATE ROLE. I DON'T THINK I'VE EVER HEARD SOMEONE INCLUDE THE WORD VARIOUS SIMILAR TUDE IN A PRAYER. THAT WAS, UM THAT'S THE WORD YOU USE TODAY, RIGHT? NECESSITY ASSISTED TUBES. WOW LIKE I DON'T EVEN KNOW WHAT THAT MEANS. BUT THAT WAS IMPRESSIVE.

[01:20:07]

UM AND I ECHO EVERYTHING ELSE THAT HAS BEEN AND WILL BE SAID. WELL AND SO DO I. IT'S JUST SUCH IT IS SUCH AN AMAZING OPPORTUNITY TO SERVE WITH THIS GROUP, AND IT IS SUCH A COLLEGIATE GROUP OF PEOPLE. UM THERE ISN'T A ONE OF US WHO, UM, DOESN'T BRING SOMETHING REALLY SPECIAL, SO THE OPPORTUNITY TO BE MENTORED TO COME INTO THIS POSITION TO STEP INTO THE BIG BIG. FOOTPRINT THAT RICK HAS PROVIDED. I CAN'T THINK OF ANYBODY WHO HAS BEEN MORE DEDICATED TO ATTENDING ALL THE EVENTS TO GETTING TO KNOW EACH OF THE GROUPS THAT WE SERVE WITH OVER THE YEARS, SO I HUGE DEBT OF GRATITUDE TO EACH PERSON THAT I'VE BEEN ABLE TO SERVE WITH, AND I LOOK FORWARD TO. BEING A CONTINUATION AND, UM, MAYBE SERVING TO BRING SOMEBODY ELSE ALONG TO OUR NEW, UM, TO OUR NEWEST MEMBERS. WE ARE SO GLAD TO HAVE YOU HERE AND WE HOPE THAT YOU WILL STAY ENGAGED AS MUCH AS DEBORAH DID IN HER. ALTERNATE ROLL. IT WAS NOBODY SERVED WITH MORE DEDICATION THAN DEBRA HAS SO JUST REALLY GLAD TO BE HERE AND TO JACKIE. UM I HAVE LEARNED SO MUCH FROM YOU IN IN IN THE LAST COUPLE OF YEARS, SO I KNOW YOUR VOICE IS GOING TO BE HEARD AND CONTINUE TO BE, BUT. I'M REALLY PROUD THAT EACH OF US WHO HAVE STEPPED INTO NEW ROLES HAVE BEEN ABLE TO DO SO. AT THE GENEROSITY OF PREVIOUS OFFICERS TO ALLOW THAT CONTINUATION OF LEADERSHIP TO DEVELOP WITHIN THIS TEAM, SO THANK YOU. AND A VERY QUICK HABITAT. I THOUGHT IT WAS TIMELY WHEN WE GOT A NOTICE FROM HABITAT. SO LINDA.

THANK YOU GRACIOUSLY FOR PUTTING TOGETHER THE LIST OF ITEMS NEEDED IF ANYBODY WANTS TO HELP WITH THE SANTA EFFORTS FOR FAMILIES EACH HAVE AT YOUR SPOT THE LIST OF THINGS THAT WERE NEEDED AND WE ARE SUPPOSED TO HAVE THEM HERE BY NOVEMBER. 18TH BRING THEM TO THE BOARD MEETING AND THEN WE WILL DELIVER THEM. IS THAT CORRECT? LINDA RIGHT AFTER THE MEETING TO HABITAT, SO, UM, I'M NOT GOING TO READ THE LIST. BUT THANK YOU ALL FOR HELPING TO MAKE SOMEBODY'S CHRISTMAS A LITTLE BETTER, AND I THINK WE'RE SORT OF ON THE STOCKING STUFFER LIST SO NOTHING. NOTHING IS A HUGE LIFT. THANK YOU. READY. UH, START BY THANKING JACKIE. JET PROFESSIONALISM. EMPATHY. REAL. WORD IS LIKE DEBBIE, YOU'VE GOT TO HELP ME. LIGHTHOUSE I DON'T KNOW SOMETHING THAT IS JUST A GOOD MODEL TO LOOK UP TO, AND LEADERSHIP, PARTICULARLY FOR A BOARD LIKE. THINK ALL OF YOU TOGETHER. JUST GREAT TEAM.

GREAT PARTICIPATION. EVERYBODY'S ACTIVELY. ENGAGED WITH ALL OF OUR PROFITS. I APPRECIATE EVERYTHING YOU GUYS DID OVER THE LAST COUPLE OF MONTHS AS WELL WITH. THE UH, ANOTHER TERM, I GUESS, BUT OR HALF A TERM, SO THAT WAS IT WAS NICE THAT I THINK THAT SPEAKS A LOT FOR WE ARE, AND I APPRECIATE EVERYTHING. EVERYTHING. AND LASTLY, I SAID THIS ALREADY TO JOIN DAVID, BUT I REALLY BELIEVE THIS. I THINK THESE MEETINGS ARE VERY IMPORTANT AND. BEING UP ON THIS STAGE AND LISTENING TO PEOPLE OR WHATEVER IS VERY IMPORTANT, BUT THE MOST IMPORTANT PART ABOUT THIS BOARD IS WHAT YOU'RE DOING. OUTSIDE OF THESE JUST.

GETTING ACTIVELY INVOLVED WITH PERHAPS NOT EVERYBODY, BUT YOU KNOW, HALF OF THE DIFFERENT THINGS THAT YOU GET INVOLVED INTO REALLY UNDERSTAND, REALLY PARTICIPATE IN THIS BOARD. MORE THAN ANYTHING ALLOWS PEOPLE TO DO THAT ALLOWS US TO DO THAT. IT'S NOT A MEET ONCE A MONTH KIND OF A PLACE. PUT AS MUCH EFFORT INTO IT AS YOU POSSIBLY CAN, BECAUSE THE PEOPLE THAT WE ARE. HELPING OR OR. OFFERING FINANCIAL ASSISTANCE TO THEIR WORKING 24 7 TO DO. GIRL ME.

WE'RE ONLY SCRATCHING THE SURFACE HERE, SO THE MORE THAT YOU GUYS CAN GET INVOLVED IN THAT AND EVERYBODY UP HERE ALREADY KNOWS THAT THAT'S KIND OF WHAT I WANT. SO FOR ME, I'M

[01:25:08]

GOING TO START WITH YOU ALL. THANK YOU FOR BEING HERE. IT'S REALLY IMPORTANT. I'M GLAD TO SEE YOU. OFTENTIMES ALTERNATES DON'T SHOW UP ALL THE TIME OR ONLY WHEN THEY'RE NEEDED. AND THIS NEW AD HOC. I'M NOT SURE THAT'S GOING TO WORK. BUT. I THINK THE MOST IMPORTANT PART IS THAT YOU LEARN WHAT WE DO SO WHEN YOU STEP IN, YOU'RE NOT BLINDED. YOU KNOW? YOU KNOW WHAT TO EXPECT. YOU KNOW WHAT WE EXPECT OF YOU, AND I APPRECIATE YOU ALL BEING HERE AND CONTINUING TO BE HERE WHEN YOU CAN'T THAT'S REAL IMPORTANT. THANK ALL OF YOU ALL FOR LETTING ME BE YOUR LEADER, AND I'M REALLY EXCITED ABOUT PASSING THE TORCH ON. I THINK I DO THINK THAT IS VERY IMPORTANT. LIKE YOU, SAID CATHERINE TO ALLOW THOSE WHO. MAY JUST HAVE A COUPLE MORE YEARS LEFT TO GO AHEAD AND STEP INTO ROLES WHERE THEY CAN SHOW THEIR LEADERSHIP SKILLS BECAUSE WE ALL HAVE THEM AND IT DEFINITELY WOULDN'T HAVE BEEN FAIR TO ME TO HOG IT ALL UP, SO. UM I REALLY APPRECIATE ALL OF YOU ALL WHO HAVE STEPPED UP TO TAKE THESE NEW ROLES AND I KNOW YOU ARE GOING TO DO A GREAT JOB. THANK YOU, RICK, FOR ALWAYS BEING HERE TO SUPPORT ME AND FOR ALL LIKE CATHERINE SAID ALL THE TIMES YOU VOLUNTEERED. I THINK WE ALL DO A GREAT JOB OF.■ OF STEPPING UP AND VOLUNTEERING FOR ALL OF OUR SUBCOMMITTEE MEETINGS AND LIKE RICK SAID, IT'S NOT JUST DON'T WANT TO MEND THINGS FOR US. WE ALL DO OUR PART IN. AND SUBCOMMITTEES OUTSIDE SUBCOMMITTEES. THANK YOU ALL FOR PARTICIPATING IN ADOPTED SPOT AND THE BACKPACK DRIVE AND NOW PARTICIPATING IN THIS THAT CATHERINE HAS SUGGESTED. I REALLY APPRECIATE THAT. HAS JUST BEEN AN HONOR TO BE YOUR LEADER. AND I'M I'M HAPPY FOR ANGIE TO TAKE OVER AND I'M ACTUALLY A GREAT JOB. AND YOU AND I GO BACK A LONG WAY. I KNOW SHE'S GOING TO DO GREAT. THANK YOU.
