GOOD AFTERNOON, MR. MAYOR MEMBERS OF CITY COUNCIL AND STAFF.
I SPOKE A FEW WEEKS AGO REGARDING CHANGING THE CITY ORDINANCE TO ALLOW POTBELLY PIGS.
I AM HERE NOW IN HOPES THAT WE WERE MOVING FORWARD WITH THAT PROPOSAL AND TO SPEAK A LITTLE BIT ABOUT WHAT IT WAS LIKE TO HAVE A POTBELLY PIG IN YOUR LIFE.
HOWEVER, OUR LIFE HAS NEVER BEEN THE SAME SINCE HAVING LUCY MOST GOOD, SOME CHALLENGING.
WHEN PEOPLE FIRST HEAR THAT I HAVE A POTBELLY, THEY SAY, OOH, I WANT ONE.
AND I SAY, LET ME HAVE A CONVERSATION WITH YOU FIRST, BEFORE WE GOT LUCY, WE DID OUR RESEARCH, BUT I STILL WASN'T PREPARED FOR SOME OF THE CHALLENGES WE WOULD FACE.
THAT MEANS BABY GATES LOCKED CABINETS OFF LIMIT AREAS, CLOSED DOORS AND SUPERVISION.
YOU CANNOT LEAVE A THREE YEAR OLD CHILD UNSUPERVISED FOR MORE THAN A COUPLE OF MINUTES.
AND THAT GOES THE SAME FOR LUCY.
WE MUST ALWAYS KNOW WHERE SHE IS AND WHAT SHE'S UP TO.
THE DIFFERENCES THAT LUCY WILL REMAIN, THAT THREE-YEAR-OLD CHILD, THAT NEEDS SUPERVISION FOR THE DURATION OF HER LIFE.
I BELIEVE ALL PET OWNERS, NO MATTER WHAT'S HIGH, IT SHOULD BE RESPONSIBLE.
BEING A PET OWNER REQUIRES COMMITMENT AND RESPONSIBILITY, LOVE AND CARE.
IT REQUIRES TIME AND COST MONEY.
IN MY OPINION, IF ONE CAN NOT DO THIS, THEN THAT PERSON SHOULD NOT HAVE A PET.
EVERYTHING BELOW TWO FEET IN HER HOME IS PIG.
HOME DECORATION WILL NEVER BE THE SAME FOR ME.
MY CHILDREN ARE ADULTS, BUT MY TRAIN LOOKS LIKE A TWO YEAR OLD LIVES THERE BECAUSE THEY DID NOT PUT LIGHTS OR ORNAMENTS AT THE BOTTOM.
AND NO WRAP GIFTS UNDERNEATH PIGS ARE HIGHLY INTELLIGENT.
THEY LEARN QUICKLY AND THEY DO NOT UNLEARN.
THEY WILL REMEMBER WHERE YOU STASHED.
PIGS ARE EASILY TRAINED, BUT THE TRAINING IS NOT ENTIRELY THE SAME.
PIGS NEED TO ROOT IT'S IN THEIR NATURE TO AVOID DAMAGE.
A PROPER ROUTINE BOX SHOULD BE SET UP BOTH INSIDE AND OUTSIDE.
YOU MUST SPARE NEUTER YOUR PET, NOT ONLY FOR THEIR HEALTH, BUT TO AVOID AGGRESSION AND BEHAVIORAL PROBLEMS. THEY REQUIRE A SPECIALIZED VET THAT UNDERSTANDS THEIR ANATOMY.
THEY NEED THEIR OWN TYPES OF VACCINATIONS.
THEY ARE NOT AN APARTMENT PET.
THEY DO NOT SWEAT AND DO NOT REGULATE THEIR BODY TEMPERATURE.
WHEN OUTSIDE THEY NEED PROPER SHELTER AND A WATER SOURCE.
LUCY IS MOST PIGS HAS HER OWN INTERNAL CLOCK.
SHE GETS UP AROUND THE SAME TIME EVERY DAY AND EXPECTS FOR MEALS ON SCHEDULE.
WE HAVE A CALENDAR TO MAKE SURE SOMEONE IS AT HOME AT THE SAME TIME, EVERY NIGHT TO FEED HER EVERY SINGLE DAY, PIGS ARE SOCIAL ANIMALS.
THEY NEED COMPANIONSHIP AND SHOULD NOT BE LEFT ALONE FOR LONG PERIODS.
HOWEVER, DOGS AND PIGS HAVE NATURAL ENEMIES.
PIG STRESS AND FRIGHTENED EASILY.
A CALM PATIENT ENVIRONMENT IS BEST.
PIGS CAN BE THE BEST PET PET YOU'VE EVER HAD.
IF YOU UNDERSTAND THEM, I'M NOT TELLING YOU TO DISSUADE THIS FROM PASSING MY POTBELLY PIG ORDINANCE.
I'M SPEAKING IN HOPES THAT IF THIS MOVES FORWARD, THE CITIZENS UNDERSTAND THE AMOUNT OF WORK IT TAKES TO BE A RESPONSIBLE PIG PARENT.
I WANT THE PROPOSAL PASSED, BUT NOT AT THE EXPENSE OF A NEGLECTED ABANDONED PIG.
OUR SANCTUARIES ARE NOT FULL BECAUSE SOMEONE THOUGHT A FIVE POUND PIGLET WAS CUTE AND WOULD BE A NOVELTY TO OWN NOT UNDERSTANDING THAT THEY GROW QUICKLY AND REQUIRE A LOT OF COMMITMENT AND DEDICATION, NOT UNLIKE OTHER PETS.

SWINE IN GENERAL, IN OUR ANIMAL CONTROL ORDINANCE.AND SO AS A RESULT OF THAT REQUEST, WE'RE HERE TODAY TO BRING FORWARD SOME INFORMATION AND GET THE COUNCIL'S FEEDBACK ON WHAT WE WOULD LIKE TO DO MOVING FORWARD.
UM, SO BASICALLY HERE'S WHAT OTHER JURISDICTIONS DO.
AS I SAID, MCKINNEY DOES NOT ALLOW PIGS OF ANY TYPE, UM, ALLEN FRISCO PLANO DOES NO BELTON ALLOWS TO COUCH AND ALLOWS TO WILEY ALLOWS TO GALL INTO A FARMER'S BRUNCH, NONE.
SO WE, WE SORT OF STARTED OUT LOCALLY AND THEN WE JUST MOVED OUT A LITTLE FURTHER.

THE PROBLEM IS MOST, UM, MOST VETERINARIANS WILL TELL YOU THAT A POTBELLY PIG IS TYPICALLY UP TO 150.
THERE'S A COUPLE OF WEBSITES THAT SAY IT'S 200, BUT TYPICALLY 150.
SO ONE OF THE THINGS THAT CONCERNED ME IS YOU ASKED SOME OF THE ORDINANCES ALLOWED TO UP TO 75 OR 95 POUNDS, BUT THAT DOESN'T BODE WELL.
I WANT TO BE SOMEONE AND I DON'T THINK THE CITY WANTS TO BE AN ORGANIZATION THAT SAYS, HEY, YOU CAN HAVE A PIG, BUT IF IT GETS TO A CERTAIN WAY, WHICH WAS, IT IS WITHIN THE REALMS OF A POTBELLY PIG, YOU HAVE TO GET RID OF IT.
AND SO I THOUGHT, UM, HAVING ONE PIG UNDER 150 POUNDS WOULD BE APPROPRIATE FOR, FOR MCKINNEY.
THEY NEED TO BE SPAYED OR NEUTERED.
WE ENCOURAGE EVERY PET IN MCKINNEY TO BE SPAYED OR NEUTERED.
UM, I'M NOT EVEN GOING TO TRY AND TELL YOU WHAT THESE ARE, BUT THESE ARE, THESE ARE VACCINATIONS THAT PIGS SHOULD BE REQUIRED TO HAVE.
UM, SOME PEOPLE SAY, WELL, SHOULDN'T, THEY HAVE RABIES RABIES.
VACCINATION IS OFF-LABEL FOR PIGS.
IT'S NOT DEVELOPED OR APPROVED FOR PIGS.
SO WE ARE NOT GOING TO ASK THEM TO DO THAT, TO BE REQUIRED, BE REQUIRED, TO BE MAINTAINED IN A SECURE AREA, UM, IS THAT WE WOULD ACTUALLY ASK THAT THERE'S A TIMELINE PUT ON HOW LONG YOU WOULD LEAVE A, AN ADULT PIG OUT IN THE BACKYARD.
IF WE WERE TO BRING A CODE FORWARD.
AND OBVIOUSLY SANITARY CONDITIONS REQUIRED WERE NO OBNOXIOUS ODORS AND OUR RESIDENT HAS IT, RIGHT.
WE'VE NEVER HAD A COMPLAINT ABOUT HER PIG AND SHE'S OWNED IT FOR QUITE A PERIOD.
AND THEN WE TALKED ABOUT REGISTRATION, BUT WE THINK IT WOULD BE BETTER TO EITHER HAVE THE PET MICROCHIPPED OR AN ALTERNATIVE IS THERE ARE SOME, SOME NATIONAL REGISTRIES HAVING IT REGISTERED WITH AN ID ON.
AND THE REASON BEHIND THAT IS IF ONE GOT OUT, IF YOU HAD A NON-RESPONSIBLE PET PIG OWNER AND IT GOT OUT, MY ANIMAL CONTROL OFFICERS WILL BE ABLE TO SEE IMMEDIATELY WHO OWN THE PIG.
AND THAT WOULD BE THE REASON BEHIND THAT BECAUSE WE WANT TO REPATRIATE THE PET WITH OUR OWN.
AND WE DON'T PARTICULARLY WANT TO HAVE TO PUT 140 POUND PIG ON AN ANIMAL SERVICE TRUCK.
UM, I CERTAINLY DON'T ANYWAY, SO, SO THAT'S SORT OF IT IN A NUTSHELL, UM, OUR DIRECTION WOULD BE TO ASK YOU SHOULD STAFF MODIFY THE ANIMAL CONTROL ORDINANCE TO ALLOW SMALL PIGS AS PETS.
UM, AND IF YOU WERE OPEN TO THAT, WE WOULD BRING SOMETHING FORWARD IN A FUTURE COUNCIL MEETING.
SO I'M OPEN TO QUESTIONS IF YOU HAVE ANY THE QUESTIONS FOR CARRIE.
SO MY, MY ISSUE IS, I MEAN, WHAT SOMEBODY, WHAT KIND OF PET THEY HAVE IN THEIR OWN HOUSE AND WHAT IT DOES OR HOW IT SMELLS OR HOW IT IS CLEAN, OR, I MEAN, I DON'T REALLY CARE, I GUESS I THINK MOST OF US WOULD JUST CARE, I GUESS.
DO, DO PIGS MAKE NOISES OTHER THAN OCCASIONAL OIL ANCHOR, THEY CAN SQUEAL VERY LOUD OR THEY, YEAH, BUT PROBABLY NOT MORE THAN A DOG BARK.
AND, UH, SO I MEAN, SO THAT, THAT'S MY ISSUE IS, IS IF, IF IT'S GOING TO BOTHER THE NEIGHBORS AND BEING A NUISANCE TO THE NEIGHBORS, THEN I'M NOT SURE IT'S WORTH IT, BUT IT DOESN'T.
UM, I MEAN, WHAT, WHAT, WHAT KIND OF ISSUES CAN YOU SEE FORESEE THAT MIGHT BE WITH NEIGHBORS? I MEAN, YOU KNOW, W W YOU KNOW, MAYBE SMELLS OR SOMETHING LIKE THAT.
IF THEY'RE NOT PROPERLY, YOU KNOW, THEY ARE, THEY DON'T CLEAN WHEREVER THEY ARE GOING TO THE BATHROOM AND THINGS LIKE THAT.
SO I UNDERSTAND COUNCIL MEMBER ROGERS, I THINK THAT WE WOULD DEAL WITH IT JUST LIKE WE WOULD DEAL WITH PEOPLE THAT HAVE DOGS THAT AREN'T MAINTAIN, YOU KNOW, THEY DON'T PICK UP AFTER THEIR DOGS OR THERE'S DOG BARKING, OR, YOU KNOW, DEFINITELY, UM, YOU KNOW, RUNNING AT LARGE, IF THE DOG, IF THE ANIMAL GETS OFF PROPERTY, WE WOULD DEAL WITH IT JUST THE SAME WAY AS ANY OTHER ANIMAL.
IN FACT, IT'S KIND OF INTERESTING THAT THE COMPLAINT WASN'T, UM, ABOUT THIS RESIDENTS PIG WAS ACTUALLY ABOUT SOME CHICKENS THAT WEREN'T MAINTAINED IN AN ADJACENT HOME, BUT THE COMPLAINT CAME IN ABOUT SMELL AND IT WAS INADVERTENTLY SUGGESTED

SO THE OTHER, THE OTHER, UM, CITIES HAD 75 OR 95, AND YOU'RE, YOU'RE SAYING WE OUGHT TO BUMP THAT UP TO 150, BECAUSE I FEEL LIKE I'M COUNCIL MEMBER ROGERS, THAT IT'S UNFAIR.

BUT I DON'T THINK IT'S FAIR IF IT IS A CERTIFIED POTBELLY PIG.
AND IT GOES PAST 75 POUNDS, IT'S A HUNDRED POUNDS.
WE NOW GOING TO ALSO RESIDENT TO GIVE IT UP.
IT'S LIKE, IF YOU BUY A PUPPY AND YOU THINK IT'S GOING TO BE MEDIUM, AND IT'S A BIG PUPPY, WHAT ARE YOU GOING TO DO? AND I FEEL LIKE AS LONG AS IT'S A PIG, THAT'S A POTBELLY PIG AND IT'S WITHIN THOSE GUIDELINES.

THAT THEY'RE KIND OF UNDER NOURISHED.
I DON'T WANT SOMEONE STARVING THEIR PIGS SO THAT THEY HAVE TO SO THEY CAN KEEP IT.
SO I WANTED TO BE FAIR TO RESIDENTS THAT GO IN WITH EYES WIDE OPEN AND DO THIS CORRECTLY.
ANYONE ELSE HAVE, I MEAN, I DON'T KNOW HOW MANY PEOPLE, THIS IS GOING TO AFFECT.
CAUSE MOST OF THE HOMEOWNERS ASSOCIATIONS WON'T ALLOW PIGS AND THAT'S SORT OF, YOU'RE TALKING ABOUT HAVING CONTROL OF THAT.
SO I'M IN FAVOR OF HAVING, I DON'T, I DON'T EXPECT THERE'S GOING TO BE THIS WIDE RUSH OUT THERE AND GETTING PIGS.
AND, AND I, ESPECIALLY AFTER I RE READ THAT IT'S LIKE WORSE THAN THE DOGS COME ON AND VOLUNTEER FOR ME AS A PIG AMBASSADOR.
I WOULDN'T WANT TO HAVE THAT RESPONSIBILITY.
