FOUR CDBG COMMUNITY DEVELOPMENT BLOCK GRANT AND CDBG CB, WHICH CAME FROM THE CARES ACT. TO SAY. OKAY? SO THESE ARE THE ELEMENTS OF THE CAPER REPORT THAT INCLUDES OUTCOMES AND GOALS. WE CAME TO COUNCIL IN AUGUST. TALKED ABOUT THE ANNUAL ACTION PLAN, AND THIS IS THE SUMMARY. WE ARE REQUIRED. TO PROVIDE AT LEAST 70% OF OUR FUNDS, WHICH WE DO 100% TOO LOW TO MODERATE INCOME PERSONS. NO MORE THAN 20% OF THE GRANT CAN BE USED FOR GRANT ADMINISTRATION. OR NO MORE THAN 15% FOR EXCUSE ME FOR PUBLIC SERVICES. YOU SAY THE MINIMUM 70. WE DO 100% WE DO AND THE WAY THAT WE COUNT THAT IF THAT AT MINIMUM, WE HAVE TO USE 70% DIRECTLY. TO BENEFIT PERSONS OF LOW TO MODERATE INCOME 20% OF OUR DISTRIBUTION SUPPORTS THE ENTIRE GRANT. AS I MENTIONED BEFORE. 20% AND FORGIVE ME A LITTLE WINDED. 20% OF OUR FUNDS IS USED FOR THE GRANT TO SUPPORT THE ENTIRE PROGRAM THAT INCLUDES AUDITING. IT INCLUDES TRAINING SUPPORT. IT INCLUDES ALL THE RESOURCES THAT IMPACTS THE GRANT TO SUPPORT THE OVERALL ADVANTAGE OF ASSISTING THOSE PERSONS. WITH PUBLIC SERVICES THAT INCLUDES THE DISTRIBUTION OF OUR NONPROFIT ORGANIZATIONS. THEY IN TURN PROVIDES SERVICES TO THE COMMUNITY OF WHICH INCLUDES VERY THREE SOURCES. THAT WOULD INCLUDE ORGANIZATIONS THAT WOULD BE COMMUNITY LIFELINE FOR RENTAL ASSISTANCE. IT COULD ALSO INCLUDE THE BOYS AND GIRLS CLUB AND THE OTHER SEVEN AGENCIES THAT ARE PROVIDED AND WE'LL TALK ABOUT THAT A LITTLE BIT LATER. AND THEN 65% OF OUR FUNDS.

ALTHOUGH IT SEEMS LIKE A LOT IT IS USED FOR OUR HOUSING PROGRAM , WHICH WE PROVIDE EMERGENCY REPAIRS. WE ALSO PROVIDE REHABILITATION, WHICH IS MAJOR REPAIRS, SUCH AS ROOFING OR FOUNDATION. OR WE CAN RECONSTRUCT THE AND PRODUCT IN THE ENTIRE PROPERTY OF THE HOUSEHOLD THAT IS ELIGIBLE FOR THOSE FUNDS. SO THIS IS PROVIDING YOU WITH A SUMMARY. OF THE PUBLIC SERVICES THAT WAS AWARDED AN ALLOCATED DURING THE PROGRAM YEAR AND AS I MENTIONED WE HAD TALKED ABOUT SOME OF THE ORGANIZATIONS, INCLUDING BOYS AND GIRLS CLUB WE PROVIDE.

SERVICES TO DOMESTIC VIOLENCE. SPOUSES SHYLA PLACE ASSISTED AT RISK MOTHERS, THE SAMARITAN IN PROVIDED CASE MANAGEMENT AND SUPPORT SERVICES FOR SHELTER RESIDENTS. AND CASA PROVIDED ASSISTANCE FOR ABUSED AND NEGLECTED CHILDREN. AND FINALLYY PROVIDED ASSISTANCE FOR AT RISK STUDENTS THAT CALDWELL ELEMENTARY. IT IS OF NOTE THAT UNDER MCKINNEY ISD, THIS IS THE ONLY SCHOOL THAT HAS A DUAL LANGUAGE PROGRAM. WITH OUR HOUSING REHABILITATION PROGRAM.

WE DO HAVE FUNDS THAT CARRY OVER INTO THE NEXT PROGRAM YEAR, SO THIS ALLOCATION IS SHOWING YOU WHAT WAS ALLOCATED FROM HER DURING THIS PARTICULAR PROGRAM YEAR. AND AS I MENTIONED BEFORE THE TYPES OF PROGRAMS THAT WE HAVE IN TERMS OF REPAIRS, AND THEN WHAT WE ALSO PROVIDE FOR GRANT ADMINISTRATION, IN ADDITION TO COMPLIANCE, WE DO ALSO PROVIDE COMMUNITY OUTREACH.

THAT COULD BE IN SUPPORT OF PROGRAMS WHERE WE ARE SUPPLEMENTING ANOTHER PERSON'S PROGRAM. FOR EXAMPLE, WE ASSISTED MCKINNEY ISD WITH RESOURCE IS BY BEING THERE AND BEING ABLE TO LET PEOPLE KNOW ABOUT OUR PROGRAMS, BUT WE ALSO PROVIDE OTHER OUTREACH ACTIVITIES. FOR EXAMPLE, FAIR HOUSING. WE PROVIDED, PARTICULARLY IN THE FEAR ASSISTANCE TO BE ABLE TO SHARE WITH PEOPLE. UM. FORECLOSURE INFORMATION. THEY'RE FAIR HOUSING RIGHTS, THEIR TENANTS RIGHTS THAT'S ALSO PART OF THE HOUSING OUTREACH IN THE COMMUNITY IMPACT THAT WE HAVE FOR THE CITY OF MCKINNEY UNDER THIS PROGRAM. SO HOW MUCH DID WE RECEIVE FROM HUD? NOT ONLY DO WE TALK ABOUT WHAT WE RECEIVED FROM HER, BUT WE ALSO TALK ABOUT HOW WE LEVERAGE OTHER RESOURCE IS SO THIS IS THE ALLOCATION THAT YOU SEE HERE. UM WE DID HAVE A LITTLE BIT OF AN ADJUSTMENT ABOUT $131. SO THIS IS THE ORIGINAL ALLOCATION THAT YOU SEE HERE. WE ALSO HAD DIRECT CARES ACT OF FUNDING, WHICH CAME UNDER THE 2020 PROGRAM YEAR. SO AS WE IF YOU RECALL WE HAD QUITE EXTENSIVE. AMOUNT OF PUBLIC SERVICE PUBLIC HEARINGS THAT WE HAD TO HAVE IN ORDER TO GET THOSE FUNDS IN THE PREVIOUS YEAR . AND SO DURING THIS PROGRAM YEAR, WE STARTED TO REALLY UTILIZE THOSE FUNDS. AND THEN, OF COURSE, YOU'RE PROBABLY ALSO AWARE OF HOW WE LEVERAGE OTHER RESOURCES, WHICH INCLUDES OUR CONTINUING CARE PROGRAM, WHICH WE ASSIST UNDER RAPID RE HOUSING WHERE WE'RE ASSISTING 12. FAMILIES IN SUPPORT THAT IS REPORTED UNDER ANOTHER GRANT. BUT WE DO LET HUD NO ONE A NARRATIVE ABOUT WHAT WE'RE DOING . AND THEN, OF COURSE, HOW THE CITY CONTINUES TO PROVIDE SUPPORT THROUGH THE GENERAL FUND WITH THE COMMUNITY SUPPORT GRANT. THESE ARE SOME OF THE ACCOMPLISHMENTS. WE HAVE HAD DIRECT IMPACT OVER 600 RESIDENTS IN NEED. WE CONTINUE SINCE 2000 AND THREE BEING A FISCALLY FOUND RESPONSIBILITY, RESPONSIBLE ENTITY. OF THOSE FUNDS. WE ARE ALSO KNOWN NATIONALLY FOR OUR PROGRAMS. WE ASSISTED FIVE HOMEOWNERS WITH REPAIRS. AS I MENTIONED WE HAVE THE HOUSING REHAB PROGRAM AS WELL AS A RAPID RE HOUSING PROGRAM. AND WE HAVE BEEN RENEWED FOR THE COMING YEAR , WHICH IS THE CURRENT YEAR THAT WE'RE IN RIGHT NOW. AND AMID ALL THE CHANGES THAT TOOK PLACE WITH ALL THE DIFFERENT IMPACTS THAT WE HAD DURING COVID 19, EVEN THOUGH WE HAD WAIVERS, WE STILL MET OUR TIMELINESS AND OUR FISCAL REQUIREMENTS. LET'S TRANSITION NOW TO CONTINUUM OF CARE. WE KNOW THE IMPACT OF HOMELESSNESS, BUT WE ALSO KNOW THE IMPACT OF HOMELESSNESS PREVENTION. WE WANT TO ENSURE IN OUR COMMUNITY THAT WE ARE KEEPING PEOPLE HOUSED. THOSE THAT ARE NOT HOUSED. WE WANT TO FIND A WAY TO BE ABLE TO PROVIDE ASSISTANCE. THIS IS JUST GIVING YOU THE DEFINITION OF THE CONTINUUM OF CARE GRANT AS IT'S DEFINED BY HUD, BECAUSE IT IS A DIFFERENT DEFINITION. IF WE'RE TALKING ABOUT IT UNDER THE U. S DEPARTMENT. OF EDUCATION. BUT WHAT WE'RE MOST PROUD OF IS THAT THE CITY OF MAKENI SAW THE NEED . WE ALSO CREATED OR I SHOULD SAY THE MAYOR CREATED A TASK FORCE. WE HAVE HAD A WEALTH OF RESOURCES AND INFORMATION REGARDING ASSISTANCE WITH THAT. AND THIS IS JUST SHOWING YOU AGAIN SOME OF THE ACCOMPLISHMENTS EVERY YEAR IN NOVEMBER. WE COME BEFORE COUNCIL AND THERE IS A PROCLAMATION, WHICH WE ALSO FEATURE OUR PARTNERS, AND WE TALK ABOUT ALL OF THE RESOURCES THAT TAKE PLACE. SO WE TALK ABOUT THIS IN NOVEMBER, BUT EACH JANUARY WE HAVE A POINT IN TIME. COUNT WHERE WE HAVE ONE NIGHT WHERE WE WILL WORK WITH THE POLICE DEPARTMENT AND OTHER COMMUNITY.

AND EVEN THOUGH WE HAD AN OPPORTUNITY TO GO THROUGH THAT IN THE PREVIOUS YEAR, WE KNOW THAT THOSE NUMBERS THAT WE'LL START TO HEAR FROM WHEN WE GET THOSE OFFICIAL NUMBERS NEXT YEAR. IT WILL IMPACT CDBG. IT WILL IMPACT OUR INFRASTRUCTURE AND OUR RESOURCES FOR THE NEXT 10 YEARS, SO IT WAS VERY IMPORTANT FOR US TO BE ABLE TO HAVE A VARIETY OF SUPPORT ACROSS THE BOARD, AND THIS IS JUST A REMINDER OF SOME OF THE COMMUNITY COMMUNITY LEADERS THAT YOU POINTED TO BE ABLE TO HELP US IN THAT PROCESS. THIS IS SHOWING YOU BEFORE AND AFTER. OF OUR HOUSING PRESERVATION PROGRAM . THIS WAS A FAMILY WE EVEN THOUGH THIS DIDN'T TAKE PLACE DURING THE PARTICULAR YEAR. NEIGHBORHOODS OR HISTORIC NEIGHBORHOODS THROUGHOUT OUR CITY, BUT KEEPING IN MIND EACH AND EVERY DISTRICT THAT WE'VE HAD. THERE HAS BEEN A HOME THAT HAS BEEN TOUCHED AND BENEFITED. AND THE PROJECT'S SUCCESS ENABLING DEMONSTRATED BY THE BUSTLING COMMERCIAL ACTIVITY AND THE NUMEROUS REHABILITATION EFFORTS DOWNTOWN. CITY AND COUNTY GOVERNMENTS HAVE WORKED TOGETHER TO REVITALIZE THE OLD COURTHOUSE BUILDING AND ITS SURROUNDING SQUARE. FINALLY THE DECISION BY THE CITY'S PLANNING DEPARTMENT TO UNDERTAKE THIS SURVEY EFFORT ILLUSTRATES A CONCERN FOR THE PRESERVATION AND MCKINNEY'S IRREPLACEABLE HISTORIC RESEARCH RESOURCES. OUR COMMUNITY CAME THROUGH IN A BIG WAY WITH MORE THAN 3760 TOYS AND 88 BIKES FOR CHILDREN IN COLLIN COUNTY. THAT IS A RECORDY EMPLOYEES FOR DONATING MORE THAN 900 TOYS THIS YEAR, SO ALMOST ONE IN FOUR OF THE TOYS THAT WERE DONATED CAME FROM CITY EMPLOYEES SO BIG SHOUT OUT TO THEM. FURTHER I'D LIKE TO TAKE A MOMENT TO THANK EVERYONE INVOLVED WITH THE WEEK THIS WEEKEND'S IN DIVISION TWO CHAMPIONSHIP GAME. THANKS OF COURSE, GO TO THE SCHOOL DISTRICT WHO REALLY ORGANIZE IT.
