TO CONSIDER DISCUSS ACT ON A REQUEST BY THE CITY OF MCKINNEY FOR TERRORIST FUNDING FOR THE PROPOSED MCKINNEY NATIONAL AIRPORT PROJECT, A 2265 HE SAID . PROGRAMMING DOCUMENTS AND ACCOMPANYING RESOLUTION, MR CARLY THE FLOOR IS YOURS. GOOD EVENING. MEMBERS OF THE TOURIST BOARD ON KEN CARLY, THE AIRPORT DIRECTOR. HAVE A VERY SHORT PRESENTATION FOR YOU THAT I THINK WILL, UH, ARTICULATE THIS FUNDING REQUEST. SO THIS IS A DIAGRAM FROM OUR MASTER PLAN.THIS IS THE UM PREFERRED MASTER PLAN CONCEPT, AND IT'S REALLY CONSIDERING A VISION FOR THE BUILD OUT OF THE AIRPORT OVER 20 YEARS. AND IT BREAKS THE PROJECTS DOWN INTO CATEGORIES OF SHORT, MID AND LONG TERM WITH SHORT TERM PROJECTS BEING 125 YEARS MIDTERM 6 TO 10 IN THE LONGER TERM PROJECTS 11 TO 20. AS YOU'RE LOOKING AT THIS DIAGRAM. THE LEFTIST NORTH. SO EVERYTHING ON THE BOTTOM IS THE WEST SIDE OF THE AIRPORT. EVERYTHING ON THE TOP OF THE DIAGRAM IS THE EAST SIDE OF THE AIRPORT. AND AS YOU CAN SEE, BUT THE DIAGRAM IS PRETTY DETAILED OUT ON THE WEST SIDE. THERE'S A LOT OF LOT OF DETAIL ON HOW WE WOULD CONSTRUCT FACILITIES AND THE CONNECTIVITY TO THE MOVEMENT AREAS AND EVERYTHING. THE WEST SIDE OF THE YEAR CORRECTION THAT THE EAST SIDE OF THE AIRPORT IT'S PRETTY GENERIC. ALL OF THOSE PROJECTS WERE REALLY ENVISIONED IN THE 11 TO 20 YEAR TIME FRAME WHEN THE MASTER PLAN WAS COMPLETED. BUT WHAT WE'RE FINDING IS THAT WE ARE IN A POSITION NOW WHERE WE'RE STARTING TO CONSIDER PROJECTS ON THE EAST SIDE OF THE AIRPORT. TODAY WE'RE STARTING TO LOOK AT PROGRAMMING PROJECTS AND OUR FIVE YEAR CAPITAL PLAN THAT IT COULD POTENTIALLY BE ON THE EAST SIDE OF THE AIRPORT. SO WE'RE AT A POINT IN TIME WHERE WE NEED TO BE MUCH MORE DETAILED WITH THE PROGRAMMING OF PROJECTS AND HOW THE EAST SIDE OF THE AIRPORT WILL BUILD OUT AND YOU CAN SEE THEY'RE REALLY JUST BIG BOXES THAT SAY. UM AVIATION RESERVE AND OVER 100 ACRES OF THAT SHOWING ON THE EAST SIDE. SO THIS, UH, INITIATIVE IS TO REALLY FUND A PROJECT THAT WOULD LOOK AT THE PROGRAMMING OF FACILITIES FOR THE EAST SIDE AND HOW THE EAST SIDE WILL BUILD OUT LONG TERM. SO WHAT WE'RE PROPOSING. IS A FUNDING REQUESTED $2 MILLION FROM TOURS. AND THAT MONEY WOULD BE COMBINED WITH 1.5 MILLION FROM THE AIRPORTS FUND BALANCE. WE FEEL THE PROJECT IS CONSISTENT WITH THE MISSION STATEMENT OF TOURISTS TO DEVELOP A PREMIER GENERAL AVIATION AIRPORT IN THE DFW METROPLEX WITH FUTURE COMMERCIAL SERVICE GOALS. TODAY TURNS TO HAS A FUNDING BALANCE OF 4.7 MILLION. IT'S ACCRUING ABOUT 1.7 HOURS. PROJECTED CREW ABOUT 1.7 THIS YEAR. SO AT THE END OF THIS YEAR IF THIS $2 MILLION FUNDING REQUEST IS APPROVED, WE WOULD BE BACK UP TO ABOUT 4.4 MILLION THE SCOPE OF THE PROJECT, AND A LITTLE MORE DETAIL IS AGAIN TO JUST DEVELOP

HOW UTILITY EXTENSIONS WOULD PLAY INTO THE PROGRAMMING ON THE EAST SIDE.LOOKING AT THE NECESSARY SIZE OF FACILITIES DEFINING THE TOTAL SQUARE FOOTAGE OF BUILDINGS, APRON PARKING FACILITIES. WHAT THE CUSTOMER EXPERIENCE AMENITIES MIGHT BE LOOKING AT WHAT THE ARCHITECTURAL VISION FOR THE FACILITIES ON THE EAST SIDE OF THE AIRPORT WOULD BE.
PROBABLY ONE OF THE BIGGEST DELIVERABLES OUT OF HERE IS A REVISED AIRPORT LAYOUT PLAN, WHICH IS A TECHNICAL DOCUMENT THAT BOTH THE FBI AND TEXT GOT USED TO CONSIDER FUNDING REQUESTS FOR ANY PROJECTS WE WOULD LOOK TO GRANT TO FUND WITH GRANTS. SO THAT THE AIRPORT LAYOUT PLAN IS KIND OF A MORE TECHNICAL VERSION OF THIS. IT'S A IT'S A TECHNICAL DRAWING.
THAT'S THAT'S USED TO BASICALLY , YOU KNOW, PROGRAM PROJECTS, AND THAT'S ONE OF THE BIGGEST, BIGGER DELIVERABLES AT IT OUT OF THAT. AND THEN FINALLY TO. I THINK IT'S GOING TO ALLOW US TO REFINE THE COST ESTIMATES FOR THE PROJECTS WE HAVE, WHICH WILL ALSO AID US IN PROGRAMMING. WHERE ARE YOU IN THAT FIVE YEAR TERM WITH INTEREST THE WE ARE IN WE ARE IN 22 IS THE FIFTH YEAR I THINK THE SELECTION TOOK PLACE IN 2017. SO YOU WOULD BE EXTENDING FOR ANOTHER. ANOTHER TERM.
