LIAISON. UPDATES. WE HAVE A. VARIOUS BOARDS AND THE CITY MCKINNEY. THEY'LL PRESENT HERE FIRST, BUT FIRST CHAIRMAN COMMENTS. I JUST LIKE TO CONGRATULATE MR COURIER ON HIS WIN OF THE SPECIAL ELECTION OVER THE WEEKEND. IT'S GONNA BE A GREAT ADDITION TO THE CITY COUNCIL, AND ALSO THIS IS ACTUALLY ARE ONE OF OFFICIALLY WELCOME MISS JULIE WILLIAMS TO THE BOARD. WELL, HAVE YOU THANK YOU. THAT WE HAVE LOTS OF GOOD NEWS IN THE CITY OF WE'RE GONNA GET SOME PRESENTATIONS HERE FROM , UH, CHAMBER AND LIKE I SAID THE CITY MCKINNEY SO MOVING ON TO THE NEXT CITY MCKINNEY MR. PAUL GRAHAM'S GOOD MORNING, MR CHAIRMAN, MR. PRESIDENT MEMBERS OF THE BOARD. MY NAME IS PAUL GRAHAM CITY MANAGER. A FEW ITEMS JUST TO UPDATE YOU ON AGAIN.

CONGRATULATIONS TO MR CLOUTIER FOR HIS SPECIAL ELECTION VICTORY . HIS SWEARING IN IS GOING TO BE SCHEDULED FOR NEXT WEEK. A WEEK FROM TODAY WE HAVE A COUNCIL WORK SESSION, WHICH HAVE A COUNCIL SPECIAL MEETING AND HE'LL BE SWORN IN. NBC DID FOR THAT MEETING TONIGHT. TONIGHT'S MEETING WILL BE COUNCILMAN FRED FRAZIER'S LAST MEETING AS A COUNCILMAN. I ALSO WANTED TO WELCOME MS WILLIAMS. WELCOME WE LOOK FORWARD TO WORKING WITH YOU. THERE'S LOTS OF THINGS HAPPENING, AND OBVIOUSLY WITH THE IMMEDIACY IN THE CITYWIDE IN GENERAL WILL TOUCH ON SOME OF THOSE. UM WE KNOW WE HAVEN'T UM , UH, CHAIRMAN. I'M SORRY. THE CHAMBER OF COMMERCE PRESIDENT LISA HERMAN'S GONNA TALK A BIT ABOUT THE LIQUOR ELECTION. SHE'S GOING TO UPDATE YOU ON THAT WE DO HAVE A CITY ROLLING THEIR AND OUR ROLE. IS OF COURSE WE DON'T ADVOCATE FOR THE ELECTION IS ARMY. THE SIGNATURE PETITION IS FINISHED. AH AT ANY EVENT TODAY , BUT THEY WILL PRESENT THOSE IN OUR JOB WILL BE TO CERTIFY THE SIGNATURES. SO WE'RE GOING TO HAVE AN ALL HANDS EFFORT, NOT QUITE ALL HANDS, BUT WE'RE GOING TO HAVE QUITE A FEW OF OUR STAFF MEMBERS. ASSIGNED TO VERIFYING AND VALIDATING THE SIGNATURES TO BE SURE THAT THE THRESHOLD OF SIGNATURES IS REACHED BEFORE WE CAN PLACE IT ON THE BALLOT. IF THEY'RE CERTIFIED WITHIN, BRING IT TO THE CITY COUNCIL, THE CITY

[00:05:02]

COUNCIL, THEN CALL THE ELECTION . SO IT IS A COMMUNITY GENERATED PETITION. IF THE PETITION REACHES ENOUGH SIGNATURES, A COUNCIL HAS NO CHOICE. THEY HAVE TO BRING IT AND CALL AN ELECTION AND THAT'S WHAT THIS WOULD BE. UM WE HAVE AN UPCOMING STRATEGIC GOALS SETTING WORKSHOP. WE DO THIS EVERY YEAR. THIS YEAR. IT'S FEBRUARY. 11TH FRIDAY, FEBRUARY 11TH, AND THERE ARE LOTS OF THINGS TO TALK ABOUT LOTS OF ISSUES COUNCIL INCLUDING IS GETTING ON AT THE RIGHT TIME BECAUSE WE HAVE LOTS OF BIG DECISIONS THIS YEAR. UM WE HAVE DISCUSSIONS ON HOUSING STRATEGY WILL CONTINUE. AS YOU ALL KNOW, WE'RE MEETING WITH A DELEGATION . I THINK YOUR FINANCE COMMITTEE AS WELL AS THE CDC'S FINANCE COMMITTEES TO TALK ABOUT ROAD MAINTENANCE. AND HOW THE CITY APPROACHES THAT AND POTENTIAL FUNDING SOURCES. THAT'S A BIG DECISION THAT THE COUNCIL WILL HAVE TO BE JUST LOOKING AT THIS YEAR. WASTE HAULING STRATEGIC RESET IF YOU WILL OF OUR WASTE HOLLERING STRATEGY. RECYCLING IS NOT WHAT IT USED TO BE. THERE'S THE INDUSTRY IN GENERAL IS GOING THROUGH DEPRESSION. AND SO WE ARE WORKING WITH OUR CONSULTANTS AND STAFF ON TRYING TO COME UP WITH A BETTER MODEL FOR WASTE HAULING. AND SO THAT'S SOMETHING WE'LL BE TACKLING THIS YEAR, AMONG MANY OTHER ITEMS THAT THE COUNCIL AND THE COMMUNITY HAS TO ADDRESS. TRANSIT SERVICES SWITCH TO DART EFFECTIVE ON JANUARY 1ST OF THIS YEAR SO DART WILL BE OR IS THE OPERATOR OF OUR MOBILITY SERVICES. WE ARE A DEMAND SIDE DEMAND DRIVEN. MOBILITY SERVICES, AND SO DART IS NOW ADMINISTERING. UM, THOSE SERVICES EFFECTIVE JANUARY ONE. FIRE STATION NUMBER 11. WHY WHY IT'S MAY BE OF INTEREST TO USE ITS IN CRAIG RANCH, AND OBVIOUSLY THERE'S AN INVESTMENT THAT THE MAKING AT THE CRAIG RANCH AREA FIRE STATION NUMBER 11 WILL BE OPENING ON FEBRUARY 16TH. OPENING FOR BUSINESS. THAT IS A PRETTY IMPRESSIVE STATION. IF YOU'RE DRIVEN BY THERE, THERE'S ALSO A POLICE SUBSTATION LOCATED THERE AS WELL. AND WE'RE LOOKING FORWARD TO THAT GETTING UP AND OPERATING. OUR WEBSITE REDESIGN. WE JUST DID A SOFT RELAUNCH OR REDESIGN OF OUR WEBSITE WAS LAUNCHED. SOFT LAUNCHED. IF YOU WILL, IN DECEMBER. WE HAVE A PRESENTATION TO OUR COUNCIL WORK SESSION ON FEBRUARY, 15TH OUTLINES SOME OF THE KEY CHANGES AND SIMILAR SOME OF THE PRELIMINARY METRICS. BUT IF YOU TAKE A LOOK AT OUR WEBSITE, AND THEY LOOK A LITTLE DIFFERENT, THAT'S BECAUSE IT IS. WE JUST REDESIGNED IT. AND THEN FINALLY, UNDER THE G WIZ CATEGORY. OUR POPULATION ESTIMATE AS OF JANUARY. 1ST OF 2022 IS 6 206,054. AND IF YOU WONDER IF OUR POPULATION ESTIMATES ARE ACCURATE, I CAN TELL YOU THE PLANNING DEPARTMENT DOES THESE EVERY FEW MONTHS. UM AND WHEN WE ALIGNED OUR ACCURATE OUR ESTIMATE WITH THE ACTUAL CENSUS DATA, REMEMBER, THE CENSUS OF 2020 CENSUS IS AS OF APRIL ONE, THE POPULATION AS OF APRIL ONE OF THAT YEAR. WE WERE THINK 34 PEOPLE OFF. IT WAS THAT CLOSE 34 PEOPLE OUT OF 195 101 196,000, SO THEY'RE PRETTY GOOD AND MAKING THOSE ESTIMATES THEY IT'S A FUNCTION OF BREAST PERMITS BEING ISSUED THE TYPICAL SIZE OF HOUSEHOLD ETCETERA. AND SO THEY DO A VERY GOOD JOB ANYWAY. I WILL STAND FOR ANY QUESTIONS. HOW DO YOU PLAN TO CORRECT FOR THAT 34 DIFFERENT CONVERSATION WITH MR QUINTON. WE NEED TO TALK ABOUT THOSE 34. THANK YOU. MR GRAHAM'S MY HOUSEHOLD. THE AVERAGE. ABSOLUTELY. CHAMBER OF COMMERCE LISA HERMES. WARNING GOOD MORNING AND WELCOME JULIE TO THE BOARD. I WAS JUST LOOKING BACK AND WE HAVE UPGRADED BOARDS. BY THE WAY, JUST ONE MONTH, YOU KNOW? WELL SHE'S STILL ON BOARD TO ONE YEAR, BUT I JUST NOTICED AS I WAS SITTING BACK, WE HAVE TO PASS CHAIRS OF THE CHAMBER OF COMMERCE BOARD. ON THE KEYBOARD , GERMAN ASALI AND JULIE SO, UM, SOME FANTASTIC PEOPLE SERVING ON YOUR BOARD SO CONGRATULATIONS.

ALL RIGHT, SO IT'S ALSO A VERY GOOD DAY TODAY AT THE CHAMBER OF COMMERCE, AS PAUL HAD MENTIONED EARLIER, WE WE'VE REACHED SURPASSED THE NUMBER OF SIGNATURES NEEDED. TO PLACE THE PACKAGE LIQUOR STORE INITIATIVE ON THE BALLOT FOR THE VOTERS IN NOVEMBER. SO WE WILL BE COMING TO CITY HALL TODAY, WITH ABOUT OVER 23,000 VERIFIED SIGNATURES OF REGISTERED VOTERS IN THE CITY OF MCKINNEY. UM WE ONLY NEED 21,847 TO PLACE IT ON THE BALLOT . BUT OF COURSE, WE WANT TO MAKE SURE THAT WE HAVE MORE THAN ENOUGH. TO THE ONES THAT WE'VE VERIFIED AND ANY DUPLICATES HAVE BEEN REMOVED. THE WRONG NUMBER OF SIGNATURES ACTUALLY IS NEAR 40,000. SO IT WAS A LOT OF WORK

[00:10:04]

TO VERIFY AND MAKE SURE THAT WHAT WE'RE TURNING IN IS ACCURATE, SO WE'VE OVERCOME THE FIRST HURDLE. WE GETTING THIS ON THE ON THE BALLOT AND GETTING THIS MOVING FORWARD. AS I SAID, BECAUSE OF THE TIMING OF WHEN WE WERE TURNING IN THE BALLOTS, WE WILL BE ON THE NOVEMBER ELECTION , WHICH FOR US IS GOOD, BECAUSE IT IS A IT'S GOING TO BE A VERY HUGE VOTER TURNOUT WITH A GUBERNATORIAL ELECTION AND LOTS OF RACES ON THAT BALLOT. AND HISTORICALLY SPEAKING A COLLECTION FOR WHAT THAT IS A HIGH VOTER TURNOUT IS GOOD FOR ANY KIND OF A ALCOHOL OR LIQUOR.

UM, INITIATIVES SO WE WILL BE PLEASED TO GET THAT. GET THAT. GET THAT GOING AND BRING THOSE CELLS TAX DOLLARS BACK TO MCKENNY AND BACK INTO YOUR YOUR BUDGETS AS YOU ARE DOING GREAT THINGS AND BRINGING BUSINESSES HERE TO MCKINNEY. SO WE'RE EXCITED ABOUT THAT. A COUPLE OF THINGS I WANT TO MAKE SURE WE HAVE ON YOUR CALENDAR WE HAVE ON FEBRUARY 8TH. WE ARE CONDUCTING OUR FIRST CEO SERIES OF THE YEAR AND WILL BE INTERVIEWING DAN TINKER, WHO IS THE PRESIDENT OF SRS. IT WILL ACTUALLY BE A LUNCH INSTEAD OF A BREAKFAST. WE HAVE TO ACCOUNT WORK ACCOMMODATING HIS SCHEDULE. HE'LL BE COMING BACK IN FROM TRAVEL, BUT THOSE ARE ALWAYS A GREAT PROGRAM. UM, IT'S ALL OF IT. A GOOD. BEING ABLE TO INTERVIEW AND LEARN FROM SOME OF THE MOST SUCCESSFUL PEOPLE WITHIN OUR COMMUNITIES, SO IT WILL BE AT SRS IS LOCATION , WHICH, IF YOU HAVEN'T BEEN THERE, THEIR NEW I GUESS IT'S NEW. THEY TOOK OFFICE IN 2020. BUT IN THE CRAIG RANCH CORPORATE CENTER, IT'S A GREAT FACILITY, AND THEY HAVE SOME GREAT MEETING ROOM SPACES. UM WE ALSO ARE WORKING ON OUR NEXT BUSINESS DEVELOPMENT UPDATE. THAT'S GOING TO BE FEBRUARY 3RD AND WE'RE FINALIZING THE DETAILS. WE WERE GOING TO BE HEARING FROM THE CITY MCKENNEY. THERE'S A LOT OF CODE CHANGES AND THINGS THAT ARE HAPPENING WITHIN THE PLANNING DEPARTMENT THAT ARE OF NOTE TO OUR BUSINESSES, PEOPLE MOVING IN HERE, SO A LOT OF UPDATES ON WHERE THEY ARE IN THAT PROCESS.

AND HOPEFULLY SOME UPDATES FROM A D C AS WELL. FROM PETER. AND OF COURSE, YOU KNOW ABOUT FEBRUARY 25TH. IT'S OUR COMMUNITY AWARD CELEBRATION, UM , WILL BE HONORING THE BEST OF THE BEST IN MCKINNEY. OUR THEME THIS YEAR. WE'RE REALLY KIND OF DEVIATING AND TRYING TO HAVE A LOT OF FUN. ESPECIALLY SINCE IT IS OUR FIRST FULLY IN PERSON AWARDS CEREMONY. SO IT IS A KENTUCKY DERBY THEME. SO GET OUT YOUR HATS AND GET READY FOR SOME MINT JULEPS AND WILL BE HAVING A LOT OF FUN TOGETHER, CELEBRATING AND ALSO RECOGNIZING PEOPLE WHO HAVE DONE A LOT OF GREAT THINGS IN MCKINNEY AND THEN THE LAST BUT NOT LEAST. WE HAVE TWO NEW STAFF MEMBERS AT THE CHAMBER, SO HOPEFULLY WE'LL GET TO BE ABLE TO SEE THEM SOON. WE HAVE MELANIE WILLIAMSON. MANY OF YOU MAY KNOW HER. SHE'S BEEN IN MAKENI BEFORE SHE HAS A LEADERSHIP MCKENNEY ALUMNI. UM I THINK SHE MAY HAVE BEEN IN YOUR CLASS, JOE. I THINK SHE WAS IN THE BEST CLASS WASN'T TOO YES.

SO WE'RE REALLY EXCITED TO HAVE HER ON BOARD SHALL BE ACTUALLY THE STAFF LIAISON TO LEADERSHIP, MCKINNEY AS WELL AS MANY OTHER PROGRAMS. AND THEN JORDAN'S TATE HAS ALSO JOINED US AND SHE'S OUR NEW COMMUNICATIONS DIRECTOR SO EXCITED TO HAVE A GREAT TALENT ON OUR TEAM AS WE MOVE FORWARD IN 2022. AND I WILL TAKE NOTE THAT I DIDN'T REALIZE THERE WAS A G WHIZ CATEGORY THAT I NEED TO ADD TO MY UPDATE. SO I APOLOGIZE , BUT I WILL COME UP WITH SOMETHING. THAT'S GEE WHIZ, UM, STANDARD FOR OUR NEXT UPDATE WITH THAT'LL STAND FOR ANY QUESTIONS. SO LISA OH, WOW. I PROBABLY SHOULD HAVE ASKED PAUL THIS QUESTION. SO WHEN WILL WE ACTUALLY HABIT OFFICIAL FROM THE CITY. HOW LONG WILL IT TAKE TO VALIDATE A GOOD QUESTION? I DON'T KNOW HOW LONG IT'S GOING TO TAKE THE CITY SECRETARY'S OFFICE. IT'S A LOT OF SIGNATURES. TYPICALLY IT'S GOING TO TAKE 2 TO 3 WEEKS. WE ALLOCATE A CERTAIN AMOUNT OF TIME FOR THE ACTUAL CERTIFICATION AND THEN KIND OF REVIEW. WE INTEND TO PRESENT IT TO THE COUNCIL ON FEBRUARY 15TH.

THE COUNCIL WILL CALL THE ELECTION ON FEBRUARY 15TH. THANKS. THAT'S GOOD INFORMATION . I DIDN'T KNOW THE ANSWER ANY OTHER QUESTIONS. LISA I JUST WANT TO THANK YOU. THE CHAMBER.

YOUR BOARD. UM YOU KNOW, IT'S AN AWESOME PARTNERSHIP TO SEE THE CHAMBER THAT DOESN'T REALLY BENEFIT FROM SALES TAX. TO GO OUT, RAISED HUNDREDS OF THOUSANDS OF DOLLARS TO MAKE THIS HAPPEN, AND THAT'S GOING TO BE TREMENDOUS BENEFIT TO THE E D. C. C. D. C IN THE CITY. SO THANKS FOR YOUR DEDICATION TO GETTING US HERE. THANK YOU. THANK YOU. RIGHT. THANKS. THANK YOU. THANKS FOR COMMUNITY DEVELOPMENT. CINDY. MORNINGTON. GOOD MORNING. GOOD MORNING, MR

[00:15:12]

CHAIRMAN, MR. PRESIDENT MEMBERS OF THE BOARD. JULIE GOOD TO SEE YOU UP THERE. THANK YOU. UM THERE WAS A REPORT PROVIDED. I HOPE YOU'LL TAKE A COUPLE MINUTES. TAKE A LOOK AT THAT.

JUST WANT TO HIT SEVERAL HIGHLIGHTS. OUR MEETING ISN'T UNTIL NEXT WEEK ON THE 27TH. AND AT THAT TIME WE WILL HAVE PUBLIC HEARINGS ON SEVEN PROJECT GRANTS PROJECT GRANT APPLICATIONS THAT WERE SUBMITTED TO CDC. AND IT'S A REALLY DIVERSE GROUP OF APPLICANTS. SO BE INTERESTING TO HEAR A DISTANT INFORMATION ON THOSE LAST MONTH. WE HAD 13 PROMOTIONAL GRANT APPLICATIONS PRESENTED TO THE BOARD THOSE WILL BE ACTED UPON AT NEXT WEEK'S MEETING. AND. I GUESS IT'S BOTH GOOD AND BAD. THE AMOUNT REQUESTED EXCEEDS WHAT WE CAN FULLY FUND. SO THE REASON DIFFICULT DECISIONS FOR THE BOARD TO MAKE ON THAT FRONT. WE'RE CURRENTLY ACCEPTING RETAIL DEVELOPMENT INFRASTRUCTURE GRANTS, AND WE DID MAKE ONE CHANGE TO THE GRANT PROGRAM. UM, THIS WAS A PROGRAM THAT WAS CREATED PRIMARILY TO SUPPORT. LANDMARK BUSINESS, WHICH IS DEFINED AS IN THE CULTURAL DISTRICT, HISTORIC BUILDINGS AND THEN GATEWAYS INTO THE CITY. WE RECOGNIZE THAT ONE OF THE CHALLENGES FACING BUSINESS OWNERS DOWNTOWN ESPECIALLY IS UPGRADED FIRE SUPPRESSION SYSTEM , SO WE HAVE ADDED THAT TO THIS GRANT PROGRAM. IT IS A MATCHING PROGRAM. 25,000 IS THE MAXIMUM AMOUNT THAT CAN BE AWARDED AND HIS PAINT ON A REIMBURSEMENT BASIS IF IT GRANTS APPROVED AND THEN THE LAST THING I'LL MENTION IS A NUMBER OF YOU WERE THE TAPS GROUNDBREAKING AND WEEKEND GO FRIDAY, SO THINGS ARE MOVING FORWARD ON THAT FRONT AND PERMITS ARE BEING SECURED TO MOBILIZE ON SITE IN THE VERY NEAR FUTURE, SO WE'RE EXCITED ABOUT THAT MOVING FORWARD. AND I'M HAPPY TO STAND FOR ANY QUESTIONS. YOU KNOW, JUST ONE ON THE GRANT PROGRAM. SO YOU SAID GATEWAYS INTO THE DOWNTOWN AREA, SO THEY'RE JUST DOES THAT MEAN EVERYTHING ON 75 GOING INTO? OR 1 21? JUST THAT WORD FOR THE GATEWAYS? IT'S THOSE INTERSECTIONS THAT WOULD BE TARGETS FOR REDEVELOPMENT. SO IF YOU THINK ABOUT VIRGINIA AND 75 GOING UP THAT CORRIDOR ALONG 3 80 ALONG HIGHWAY FIVE, SO IT'S FOR THOSE AREAS. AS OPPOSED TO A RELATIVELY NEW CONSTRUCTION. THANK YOU ANY QUESTIONS? EXTENDED. VISIT MCKINNEY. MARIA GOOD MORNING. YES I GO BY MARIE FRANCES NOW AND THEN. AND WHEN YOU SAY THAT I KNOW I'M IN TROUBLE. OKAY MARIE? YES GOOD MORNING, EVERYONE, AND IT'S AN HONOR TO BE HERE TODAY WITH YOU.

WELCOME JULIE. WE'RE BOTH NEW, SO WE'LL JUST LEARN THIS WEEKEND WELCOME. UM VERY BRIEF. I WANTED TO LET YOU KNOW THAT THE NC DOUBLE A DIVISION TWO IS OVER. AND IT WAS ANOTHER SUCCESS, EVEN THOUGH WE HAD A LOT OF COVID RESTRICTIONS. THAT WE DID HONOR TO KEEP THOSE TEAMS SAFE AND HAVE THEM ENJOY COMING TO A CITY THAT THEY KNOW PUTS THEIR NEEDS. FIRST WE LOOK FORWARD TO WORKING WITH HIM AGAIN NEXT YEAR. OUR HOTELS AND RESTAURANTS DO REALLY GREAT BUSINESS. THE FINAL MEMBERS ARE NOT IN YET, BUT WE'LL SHARE THOSE WITH YOU AS SOON AS WE HAVE THEM. SO OUR NEXT BIG ONE COMING UP IS DRUMLINE AND THEY ARE BOOKED AND DEFINITELY GOING TO BE HERE IN JULY. I BELIEVE WE HAVE JULY 24TH THROUGH THE 26. AND AGAIN, WE WILL ENJOY HAVING THEM AT TOPS. THERE WILL BE A LOT OF FUN EVENTS AND WE TRUST COVID WILL BE SO FAR DOWN BY THEN THAT WILL BE ABLE TO GET UP CLOSE AND PERSONAL WITH THEM. ENJOY. ALL OF THE FUN EVENTS THAT WE LIKE TO PARTICIPATE IN. IN ADDITION, I'D LIKE YOU TO KNOW THAT EVEN IN THE WORST OF TIMES, WE'RE MAKING THE BEST OF THINGS. WE HAVE SECURED THREE PIECES OF BUSINESS. TWO OF THEM ARE REPEAT, WHICH AS THE SALES PERSON. THAT TO ME IS THE GREATEST SIGN OF SUCCESS. I CAN BOOK A PIECE OF BUSINESS, BUT IF THEY DON'T COME BACK, I'M NOT SURE THAT MARGIN OF SUCCESS. BUT WE DO HAVE FOR THE FIRST TIME COMING. THE MANUFACTURERS ALLIANCE FOR PRODUCTIVITY AND INCENTIVE. THAT'S A LOT, BUT THEY ARE A COMPANY BASED IN VIRGINIA. AND THEY ARE GOING TO BE COMING TO MCKINNEY AND THEIR EVENT WILL BE AT ENCORE THAT HAS A COMPANY BASED HERE IN MCKINNEY. SO WE'RE VERY PLEASED TO HAVE THEM. WE HAVE THE PICKLE BALL CHAMPIONSHIPS. THEY'RE GOING TO COME BACK. THAT'S A BIG PIECE OF BUSINESS FOR US, AND THEN WE HAVE THE TEXAS INDIAN

[00:20:02]

SUMMER CFO MEETING THAT WILL BE HERE IN JULY. SO WE CONTINUE TO REACH OUT FERVENTLY FOR ANY BUSINESS THAT WE CAN HOST HERE IN A SAFE MANNER. AND THEY ARE COMING. SO JUST KEEP THAT UP. UM AND IN CLOSING, I WILL SAY THAT THE SEARCH FOR THE NEW DIRECTOR FOR VISIT MCKINNEY IS UNDERWAY AND I WILL BE SERVING AS INTERIM UNTIL THAT PERSON CAN BE BROUGHT ON BOARD. SO YOU'LL SEE ME NOW AND AGAIN. AND IF YOU HAVE ANY QUESTIONS, I I'M AVAILABLE FOR YOU. PERFECT I KNOW. I'M LOOKING FORWARD TO THE DRUMLINE COMPETITION AS A FELLOW DRUMMER MYSELF, SO I'LL BE THERE. YEAH.

JUST THE OTHER QUESTIONS. NO, THANK YOU. THANK YOU. NEXT WE HAVE 22-0 TO 9 CONSIDER

[Consider/Discuss MEDC Monthly Organizational Report]

DISCUSSED THE DC MONTHLY ORGANIZATION REPORTS. EITHER LET YOU TAKE THAT. YES. THANK YOU, MR CHAIRMAN, A COUPLE. I DON'T HAVE ANYTHING IN ADDITIONAL TO ADD TO THE REPORT, BUT I DO HAVE A COUPLE AND KIND OF ANNOUNCEMENTS TO MAKE REGARDS TO THE ORGANIZATION. ONE WE WANT TO OFFICIALLY WELCOME MICHAEL TALLY OUR NEW SENIOR VICE PRESIDENT OF ECONOMIC DEVELOPMENT IF YOU HAVEN'T MET HIM YET, PLEASE TAKE THE TIME TO GO AND MEET, BUT HE'S HE FINISHED HIS FIRST WEEK WITH US LAST WEEK AND HE CAME BACK, SO THAT'S ALWAYS GOOD. GOOD SIGNS, SO WE'RE EXCITED TO HAVE HIM AS PART OF OUR TEAM AND LEADING OUR ECONOMIC DEVELOPMENT PROJECTS AND STRATEGY. UM AND WITH WITH THE WELCOMING OF MICHAEL, WE ALSO ARE SAYING FAREWELL TO JOANNE ISOM ARE EXECUTIVES. SHE'S LEAVING US TO PURSUE. GO BACK TO SCHOOL AND ACCEPT IT. DID YOU TRY TO DENY IT, BUT SHE'S SHE'S ADAMANT ABOUT GOING IN THAT TRUCK DRIVING SCHOOL. SO WHAT? NOW BUT DOING IS GOING TO BE GOOD. SHE'S GOING BACK TO, UM, PURSUES MOTHER CAREER INTERESTS. SO WE'VE ENJOYED HAVING HER ON STAFF AND WE'LL MISS HER. AND SO YOU HAVE A CHANCE. ALSO SAFE.

FOR WALTER JOANNE, WHO'S GOING TO KEEP THE TRAINS RUNNING ON TIME AROUND HERE. GOOD QUESTION.

BUT WE WILL BE LOOKING TO FILL THAT POSITION AS WELL. POSSIBLE. UM AND THEN JUST A ANOTHER ANNOUNCEMENT. ABBY IS ON KIND OF A THREE WEEK OF VACATION. SHE HAD HER SECOND GRANDCHILD. SHE'S OUT IN CALIFORNIA, ENJOYING BEING WITH HER, HER NEW GRAND BABY AND IT IS A WHAT? JUST.

REALLY HAPPY, RIGHT? YES SUCH AN EXCITING THING. NOW I ASSUMED HAVE GRANDCHILDREN A LONG WAYS AWAY FROM THEM. BUT BUT THAT'S THAT'S ALL. I HAVE AN ADDITIONAL REPORT. THANK YOU. ALL RIGHT.

ANY QUESTIONS FOR PETER? WORSE. ALRIGHT SECTION 22.30 CONSIDER DISCUSSED AT 2021. AND YOU'LL

[Consider/Discuss 2021 Annual Key Performance Indicators]

KEEP PERFORMANCE INDICATORS. UM, WE HAVE A YOUR NICE LITTLE HANDOUT HERE ON OUR DESK THERE, BUT. THE SCREEN TO WALK THROUGH IT. I'M GOING TO MOVE DOWN TO THE PODIUM FOR THIS. JOANNE, ARE YOU SERIOUS? THAT'S RIGHT. THE HELL SHE'S JUST NEGOTIATING. SHE'S AND THIS IS NO WAY, ACTUALLY, ACTUALLY, SHE'S JOINING THE COWBOYS HEAD COACH. I'D BE OKAY WITH GENERAL MANAGER WITH THAT. ARE YOU DOING THIS CEREMONY? YEAH. GOOD. SO WATCHING THROUGH OUR NARRATIVES HERE, SO. AH AGAIN, WE'RE REPORTING ON THE 2021 LAST YEAR'S KEY PERFORMANCE INDICATORS. AND KEEPING IN MIND . UM KEY PERFORMANCE INDICATORS ARE EXACTLY THAT THEIR PERFORMANCE INDICATORS OF KIND OF WHAT WE SET AS SOME TARGETS FOR OURSELVES DURING THE YEAR.

UM WE STRIVE TO MEET ALL THOSE TARGETS, BUT A LOT OF THEM ARE ALSO KIND OF A SCIENTIFIC PROCESS. YOU KNOW, IN THE LAST THREE YEARS, WE'VE BEEN EXPLORING OUR NEW STRATEGY FOR BUSINESS RECRUITMENT AND DEVELOPMENT. AND SO WHEN YOU'RE ENTERING INTO A NEW STRATEGY, YOU HAVE TO DEVELOP NEW PERFORMANCE INDICATORS. SO AS WE'RE GOING ALONG, WE'RE SETTING TARGETS AND WE'RE SEEING IF THOSE ARE OBJECTIVELY MEET ABLE . AND HOW DO WE ACTUALLY MEASURE THOSE? SO YOU'LL SEE IN MOST OF OUR CATEGORIES. WE DID MEET OUR PERFORMANCE EXPECTATIONS.

EXPERTS UH, PERFORMANCE INDICATOR AND THEN OTHER CATEGORIES. WE DID NOT AND THAT'S NOT A RELATIVE MEASURE OF OUR SUCCESS IS JUST A MEASURE OF OUR PERFORMANCE. SETTING IF WE MEET ALL OF THEM VERY EASILY. OBVIOUSLY WE SET OUR INDICATORS TOO LOW, AND WE NEED TO ADJUST THOSE FOR NEXT YEAR IF WE MISS ONE BY A GROSS AMOUNT, OBVIOUSLY THAT WE NEED TO LOOK INTO WELL,

[00:25:05]

WHY DID WE MISS THAT? AND HOW DO WE TARGET THAT FOR FUTURE YEARS , BUT GETTING INTO THEM ARE SEVEN. UH, PERFORMANCE INDICATORS WERE BUSINESS ATTRACTION, MARKETING, SOCIAL MEDIA BUSINESS INTELLIGENCE. THE GENERATION OUTREACH INFRASTRUCTURE DEVELOPMENT. UM INCREASED TAX BASE AND BUSINESS RETENTION AND EXPANSION. AND IF YOU REMEMBER FROM, WE JUST COMPLETED OUR STRATEGIC PLANNING SESSION FOR OUR 2022 KEY PERFORMANCE INDICATORS. WE ACTUALLY CHANGED SEVERAL OF THESE CATEGORIES BASED ON LOOKING AT WHAT IS THE BEST OBJECTIVES FOR THE M E. D. C. UM OR IF WE COMBINED SEVERAL THEM AS WELL. SO NEXT YEAR'S KPI REPORT WILL LOOK DIFFERENT FROM THIS ONE BASED ON HOW WE'VE EVALUATED WHAT WE NEED TO DO AND HOW WE NEED TO DO IT. SO APOLOGIZE TO EVERYONE OUT HERE. THE BLUE COLOR GOT A LITTLE WASHED OUT ON THE SCREEN. UM BUT THIS BASICALLY SO IF WE LOOK AT OUR FIRST BUSINESS ATTRACTION.

WE DID MEET ALL THREE OF OUR KPS FOR BUSINESS ATTRACTION. THOSE WERE MAINTAINED AN ACTUAL ACTIVE PROJECT PIPELINE OF 20 PROJECTS NOR THAN 40% BEING INNOVATION FUND PROJECTS. THE FINAL NUMBER FOR THAT WAS THROUGHOUT THE YEAR WE HAD BETWEEN 20 AND 36 AVERAGE PROJECTS. WE ENDED THE YEAR AT 20 AS WE CLOSED OUT 16 IN THIS PROJECTS AS EITHER WON OR LOST THROUGHOUT THE YEAR. AND THEN FROM THAT ONLY 35% OF PROJECTS WHERE INNOVATION FUND PROJECTS SO WE DIDN'T MEET THAT K P AH, KEEP YOUR NUMBER TWO WAS HOST AT LEAST TWO FAMILIARIZATION TOURS. AND FOR THOSE, UM, THAT MIGHT BE LISTENING. A FILM FAMILIARIZATION TOUR IS WHERE WE HOST A EITHER SITES, LECTURE GROUP OR REAL ESTATE GROUP OR OR A CLIENT ON A PERSONALIZED TOUR OF THE CITY TO SHOW THEM THE DIFFERENT ASSETS AND OPPORTUNITIES THAT WE HAVE TO OFFER THEM FROM A RELOCATION OR EXPANSION PERSPECTIVE. UM WE COMPLETED FOUR FAMILIARIZATION TOURS. ONE OF THEM BEING WE BROUGHT IN A GROUP OF SITE SELECTORS TO ATTEND THE EIGHTIES BAR NELSON GOLF TOURNAMENT, WHICH WAS A VERY SUCCESSFUL EVENT AND GENERATED A LOT OF INTEREST FOR THE CITY AS WELL AS WE BROUGHT IN SEVERAL SITES, SELECTOR CONSULTANTS FROM THE SITE SELECTORS GROUP. WHICH IS LOCAL HERE IN DALLAS, AND THEN WE ALSO DID TO CONFIDENTIAL PROJECT TOWARDS FORSYTE SOLDIERS COMING IN FOR SPECIFIC PROJECTS TO LOOK AT DIFFERENT PROPERTIES AND OPPORTUNITIES WITHIN THE CITY. UM, OUR THIRD COPY. MUST PARTICIPATE IN A MINIMUM OF FIVE INDUSTRY TRADE SHOWS IN MISSIONS AND WE GREATLY EXCEEDED THAT. UM K P WE PARTICIPATED IN PROBABLY MORE THAN 50 15 YEAR OLD. 12 WE'VE PARTICIPATED IN 12 DIFFERENT CYCLE EXCITES SECTORS. EVENTS AND TRENCHES AND MISSIONS . SO FROM A BUSINESS ATTRACTION , POINT OF VIEW, WE MET ALL OF OUR COPIES FOR THE YEAR.

MARKETING, SOCIAL MEDIA AND WEBSITE. UM, WE COMPLETED WE'LL SAY. 1.5 OF FOUR SO AND SO LOOKING AT THAT MARKETING HAS BEEN SOMETHING THAT WE HAVE BEEN IN TRANSITION WITH OVER 2021 WE FORMALLY KIND OF. BROKE OUR COUNTRY ARE ENDED OUR CONTRACT WITH OUR MARKETING AGENCY THAT WAS PROVIDING A LOT OF SERVICES AT THE KIND OF MID YEAR MARK. AND WE'VE BEEN ENDEAVORING TO HIRE IN HOUSE MARKETING DIRECTOR TO WHICH WE HAVE NOT BEEN ABLE TO HIRE THE PROPER PERSON YET, SO WE'RE STILL SEARCHING FOR A MARKETING DIRECTOR. BUT UM OUR FIRST KPI WAS LAUNCHED A MINIMUM OF FIVE TARGETED MARKETING CAMPAIGNS. WE DID COMPLETE THAT OBJECTIVE WITH A LOT OF OUR DIGITAL MARKETING CAMPAIGNS INDICATED IN THE REPORT. UM MAINTAIN KPI TWO WAS MAINTAINED A 40% OPEN RATE FOR ALL MARKETING AUTOMATION CAMPAIGNS, SO THAT'S ALL OF THE DIFFERENT TYPES OF MARKETING INITIATIVES THAT WE SENT OUT. WE SEEK TO HAVE A 40% OPEN RATE, WHICH MEANS 40% OF THE AUDIENCE THAT WE SEND IT TO ACTUALLY OPENS. IT READS IT ENGAGES WITH IT. THIS WAS A VERY NARROW MESS. WE'RE AT 38.24. SO TECHNICALLY, THAT'S A NO. BUT IF WE WERE TO ROUND UP, WE GOT IT. BUT THE NUMBERS ARE THE NUMBERS. SO THAT'S A NEAR MISS ON THE MARKETING AUTOMATION CAMPAIGN, BUT I THINK THAT'S STILL A RELATIVELY GOOD TARGET. LUNCH AT LEAST FIVE TARTED INDUSTRY NEWSLETTERS. WE DID NOT ACHIEVE THAT GOAL. WE LAUNCHED TWO DIFFERENT INDUSTRY NEWSLETTERS IN ADDITION TO OUR BROKERS AND COMMUNITY NEWSLETTERS. THOSE TARGETED ONES ARE DIFFERENT THAN THE TWO MAIN CAMPAIGNS THAT WE RUN FROM A COMMUNITY NEWSLETTER IN A BROKER'S NEWSLETTER. SO WE WERE ONLY ABLE TO LAUNCH. UM TWO OF THOSE THIS YEAR. AND THEY'RE AN INCREASE CONSUMER ORGANIC ENGAGEMENT ON MARKETING PLATFORMS BY 5% OVER THE NATIONAL INDUSTRY AVERAGE. WE PUT THIS ONE AS UNKNOWN AND THIS IS ACTUALLY A K P METRIC THAT

[00:30:02]

WE'VE REMOVED FROM THE FUTURE REPORT. YOU KNOW, IN LOOKING AT HOW FAST SOCIAL MEDIA CHANGES ALMOST MONTHLY, THERE REALLY IS NO INDUSTRY STANDARD FOR SUCCESS, BECAUSE IT'S CHANGING SO QUICKLY, SO IN OUR SEARCH IS TO TRY TO FIND INDUSTRY KIND OF TARGETS AND INDUSTRY. UM KIND OF BARS. FOR WHAT? WELL, WHAT ON THE AVERAGE DOES IS THE MARKETING SUCCESS FOR THIS INDUSTRY? WELL, IT'S CHANGING BECAUSE THE PLATFORMS CHANGED THE MESSAGING CHANGES. THERE'S REALLY NOT A GOOD BENCHMARK, EVEN GAUGE WHAT SUCCESS LOOKS LIKE FOR THAT, SO THAT'S ONE OF THE ONES WE JUST SIMPLY REMOVED. MOVING ON TO BUSINESS INTELLIGENCE. WE DID MEET ALL OF OUR BUSINESS INTELLIGENCE KPS FOR THE YEAR. UM. KEEP YOUR ONE BEING COMPLETED FULL BUSINESS INVENTORY FOR THE CITY OF MCKINNEY, AND THIS WAS A REALLY IMPORTANT HAPPY FOR US BECAUSE IT KIND OF DOVETAIL INTO SEVERAL OTHER INITIATIVES AND OBJECTIVES OF THE M E. D. C. ONE OF THE THINGS WE'VE BEEN TALKING ABOUT FOR SEVERAL YEARS NOW IS OUR BUSINESS RETENTION AND EXPANSION PROGRAM ON OUTREACH TO BUSINESSES. HOW MANY BUSINESSES SHOULD WE TARGET EACH YEAR FOR VISITATION? AND ONE OF THE QUESTIONS THAT WE'VE BEEN SEARCHING FOR THE LAST COUPLE YEARS ARE WELL. IT'S HARD TO JUDGE HOW MANY VISITS WE SHOULD BE DOING PER YEAR WITHOUT KNOWING A COMPLETE LIST OF ALL OF THE BUSINESSES WE HAVE IN THE CITY TO VISIT. SO WE'VE BEEN DOING MICHAEL APOLLO HAS BEEN DOING A GREAT JOB. DOING A DEEP DIVE INTO WHAT DOES THE FOOTPRINT OF BUSINESSES IN MCKINNEY LOOKED LIKE THAT WOULD BE PART OF A VISITATION PROGRAM FOR THE E. D. C TO PARTICIPATE IN AND THAT BEING THOSE INDUSTRIES THAT ARE AT ARE TARGETED INDUSTRY SECTORS THAT WE WANT TO LOOK TO HELP GROW AND EXPAND AND PROVIDE INVESTMENT TO FROM THE SEASIDE. UM AND THAT CAME OUT TO UM. RIGHT AROUND 95 , ACTUALLY, EXACTLY 95 SO OUT OF THE 1400 BUSINESSES THAT WERE NOT IN RETAIL, TRADE OR RESTAURANTS OR LOCAL SERVICE PROVIDERS LIKE HAIR SALONS, TAX SERVICES, THINGS LIKE THAT. OF THE 1400 OTHER BUSINESSES. 95 OF THOSE FIT OUR PROFILE FOR, UM FOR BEING A TARGETED INDUSTRY THAT WOULD MERIT. A VISIT FROM US SO WE USE THAT NUMBER TWO. SO NOW THAT WE HAVE THAT NUMBER THAT HELPED US WITHIN OUR STRATEGIC PLANNING SESSION, DETERMINE THE AMOUNT OF TARGETED THEM VISITS WE'RE GOING TO PERFORM PER YEAR NOW MOVING FORWARD, WHICH WAS IN OUR 2022 KPS. BUT WE DID MEET THAT ONE.

BUT THAT WAS A VERY IMPORTANT BUSINESS INTELLIGENCE 10.2 TO MEET KPI. NUMBER TWO IS COMPLETE TO COMPARATIVE ANALYSIS STUDIES WERE TARGETED MARKETS, KPL NUMBER THREE WAS COMPLETE TO COMPETITIVE MARKET STUDIES. SO E BEING COMPARATIVE VERSUS COMPETITIVE, SO ONE MARKETS THAT ARE LIKE MCKENNEY AND TWO COMPETITIVE MARKETS THAT WE'VE ACTUALLY COMPETED AGAINST, AND WE FIND THAT DATA THROUGH WHEN WE GET OUR FPS IN. THAT ARE OF A COMPETITIVE NATURE. UM SOMETIMES NOT ALL THE TIMES. WE WILL KNOW WHO ARE COMPETING LOCATIONS ARE AND SO IF A NEW LOCATION IS IDENTIFIED THROUGH AN RFP THAT IS IDENTIFIED AS A COMPETITIVE WHILE IT'S US VERSUS THEM, IT'S MCKINNEY OR THESE OTHER LOCATIONS. WE WILL. THAT'S HOW WE WILL TRIGGER DOING IT.

COMPETITIVE MARKET STUDY WITH THAT ADDITIONAL LOCATION, SO WE KNOW KIND OF WHAT THE PLAYING FIELD LOOKS LIKE FOR HOW WE'RE GOING TO PHRASE OUR OFFER WHAT THEY HAVE TO OFFER VERSUS WHAT WE HAVE TO OFFER. SO WE MET BOTH OF THOSE. ACTUALLY, WE COMPLETED NINE DIFFERENT. COMPETITIVE MARKET STUDIES. SO WE GREATLY EXCEEDED THAT. AND THEN K P FOUR IS JUST KIND OF A UPDATE OF OUR FAST FACTS ON THE WEBSITE BY THE END OF THE FIRST QUARTER EACH YEAR, SO THAT OUR INFORMATION OUR WEBSITE REMAINS RELEVANT FOR PEOPLE LOOKING TO DOWNLOAD INFORMATION ABOUT THE CITY, SO WE COMPLETED ALL ON ALL FOUR OF THOSE THEN MOVING ON TO LEAD AND BY THE WAY, IF ANYBODY HAS ANY QUESTIONS OR COMMENTS DURING, PLEASE ALASKA. MOVING ON TO NUMBER FOUR BEING LEAD GENERATION SO LEAD GENERATION. THIS IS KIND OF OUR OUTBOUND RECRUITMENT ARM. SO WE LOOK TO KEEP YOUR WAS GENERATED AT LEAST 10. NATIONAL INTERNET INTERNATIONAL PROJECT LEADS WE WERE ABLE TO DEFINITELY MET. THE 10 THERE, UM. K P. R, TO STAND UP FOR QUARTERLY NEWSLETTERS TO BROKERS AND SITE SELECTORS. THIS IS THE ONLY ONE THAT WE MISSED. AND AGAIN. THIS IS A FUNCTION OF , UM DURING OUR THIRD QUARTER WAS WHEN WE TRANSITIONED AWAY FROM THE AGENCY AND WE'RE LOOKING TO HIRE SOMEBODY THOUGHT WE WOULD BRING SOMEONE ON FAIRLY QUICKLY. AND WE HAVE YET TO BRING THAT PERSON ON SO JUST KIND OF THROUGH THE TRANSITION OF THE THIRD QUARTER NEWSLETTER WAS NOT SENT OUT FOR EITHER BROKERS OR COMMUNITY. WE DID LAUNCH A COMMUNITY SURVEY DURING

[00:35:01]

THE THIRD QUARTER, WHICH WAS AN OUTBOUND INITIATIVE, BUT TECHNICALLY, WE CAN'T COUNT THAT AS A NEWSLETTER. IT WAS A SURVEY SO THEY'RE COMPLETELY DIFFERENT. SO YOU'LL SEE IN BOTH THIS AND I THINK AND UM. IN R B R E SECTION THAT WE DID MISS LAUNCHING THE COMPLETE FOUR ACCORDINGLY.

NEWSLETTERS WE DID THREE FOR EACH CATEGORY. AND THEN PARTICIPATE IN A MINIMUM OF FIVE LOCAL BROKERS OR SITE SELECTORS EVENTS. WE DID THAT. WE ACTUALLY PARTICIPATED IN A TOTAL OF 17 SITE SELECTOR EVENTS AND 53 LOCAL BROKERS EVENTS. THESE ARE SOME OF THE HIGHLIGHTS OF SOME OF THE MORE PROMINENT EVENTS THAT WE ATTENDED. UM OBVIOUSLY HOSTING OUR ANNUAL BUSINESS REAL ESTATE CONFERENCE HERE IN MCKINNEY AT THE SHERIDAN, WHICH UM. EVERY YEAR THAT WE'VE HOSTED THE BUSINESS EVENT IN MCKINNEY, IT HAS BEEN THE RECORD SETTING ATTENDANCE FOR ALL OF THE BUSINESS EVENTS FOR THAT YEAR. THIS YEAR BEING THE EXCEPTION, IT WAS ONLY SLIGHTLY OVER 200 PEOPLE THIS YEAR. BUT BECAUSE OF COVID PEOPLE ARE ARE NOT COMING TO IN PERSON EVENTS AS MUCH BUT EVEN AT THE BELIEVES IN THE TWO TWENTIES THAT WAS STILL THE HIGHEST ATTENDED. EVENT OF ALL THE BUSINESS IS NOW EVENTS THAT YEAR, SO WE STILL HAVE KIND OF KEPT OUR WE'RE THE REIGNING CHAMPIONS OF THE ATTENDANCE FOR BUSINESS. UM ANOTHER GREAT EVENT THAT WE WERE ABLE TO HOST IN A NEW EVENT FOR THIS YEAR WAS THE NAT CAR ANNUAL GOLF TOURNAMENT. AND WHY? WHY WOULD I MENTION A GOLF TOURNAMENT? WELL, THIS ONE HAD HAD A KIND OF A VERY SPECIFIC IMPACT IN MCKINNEY. SO WHAT NAT CAR DOES WITH THEIR ANNUAL GOLF TOURNAMENT IS IT'S A CHARITY GOLF TOURNAMENT AND WHATEVER THE HOST CITY IS FOR THAT CAR, THEY PICK FIVE LOCAL CHARITIES WITHIN THE CITY. AND DONATE ALL THE PROCEEDS ALL THEIR CHARITABLE PROCEEDS TO THOSE FIVE ORGANIZATIONS IN THE CITY. SO FIVE OF OUR LOCAL NONPROFITS AND MCKINNEY RECEIVED FUNDS THIS YEAR. FROM OUR EFFORTS AT BRINGING THE NECK CARDINAL TOURNAMENT TO THE CITY , AND ACTUALLY, THEY HAD SUCH A SUCCESSFUL EVENT THEY WERE ABLE TO GIVE THEM MORE THAN THE AMOUNT THAT THEY HAD PROGRAMMED TO GIVE EACH CHARITY BECAUSE THEY HAD RAISED SO MUCH MONEY BY BEING IN MCKINNEY. AND THEY HAVE AGREED TO COME HERE NEXT YEAR AS WELL. SO THAT WAS THAT WAS A GREAT EVENT THAT GOT US EXPOSURE TO THE BROKERAGE NETWORK THROUGH THAT CAR, BUT ALSO PROVIDED A BENEFIT TO OUR COMMUNITY AS WELL. SO I WANTED TO HIGHLIGHT THAT ONE. MOVING ON TO INFRASTRUCTURE DEVELOPMENT. SO, UM, THIS IS OUR EFFORTS IN HARDENING OUR TECH INFRASTRUCTURE FOR THE CITY. UMD WIRELESS COVERAGE IN THE CITY OF MCKINNEY. WE PUT THIS AS ONGOING INSTEAD OF MET BECAUSE THIS IS AN ONGOING INITIATIVE. UM, WELL, I DON'T THINK ANY CITY ANYWHERE WILL SAY THAT. WE'RE DONE. WE WERE AT THE HIGHEST WIRELESS CAPABILITY THAT WE HAVE FOR ALL RESIDENTS FOR ALL PROVIDERS. SO AGAIN, THIS IS ONE THAT WE CHOSE TO JUST SAY IS AN ONGOING EFFORT INSTEAD OF ONE THAT WE MET AND SOMETHING THAT WE'RE WE LOOK TO REDEFINE 2022 KPS BECAUSE THAT'S NOT REALLY A YES, WE DID IT OR YES OR NO. THAT'S AN ONGOING IMPROVEMENT THAT WE'RE LOOKING TO DO. UM, YOUR REAR KPI TO COMPLETE AT LEAST TWO TECHNOLOGY PILOT PROJECTS AND KPI THREE COMPLETE AT LEAST TWO WIRELESS INFRASTRUCTURE PLANS FOR GREENFIELD DEVELOPMENT. UM WE MEET WE MET BOTH OF THOSE GOALS . PROJECT ONE AND PROJECT TO FOR THE TECHNOLOGY TO PILOT PROJECTS ARE THE FIBER INFRASTRUCTURE AND UM SMALL CELL NETWORK FOR DISTRICT 1 21 AND ALSO FOR THE CORE FIVE INDUSTRIAL PARKS THAT WE HAVE BOTH A MIX EAST DEVELOPMENT PARK AND A INDUSTRIAL PARK THAT WE'VE BEEN ABLE TO ENGAGE FOR. ADVANCED FIBER AND SMALL CELL DEPLOYMENT. AND THEN ARE TOO UM. GREENFIELD PROJECTS GREENFIELD BEING A UNDEVELOPED SITES, SO BASICALLY RAUL AND WE HAVE TWO PLANS IN PLACE. SO DISTRICT ONE TIME LISTED THERE AGAIN BECAUSE BEFORE DISTRICT 1 21 HAD STARTED CONSTRUCTION THIS YEAR, THAT WAS ONE OF OUR GREENFIELD. PLANS FOR DEPLOYMENT OF THIS NETWORK. WE ACTUALLY GOT TO REALIZE IT BOTH WE HAD WE GOT TO DO THE GREENFIELD PLAN AND ACTUALLY SEE IT COME TO FRUITION, WITH CONSTRUCTION, STARTING ON THE NEW KAIZEN BUILDING IN THE WHOLE DISTRICT 1 21 DEVELOPMENT SO THAT PROJECT KIND OF HIT TWO COPIES. AND THEN, UM ARE OTHER GREENFIELD DEPLOYMENT IS PUT AS A CONFIDENTIAL PROJECT THAT IS CURRENTLY A PROJECT WE'RE WORKING ON. WE HAVE THE PLAN IN PLACE FOR A PROPOSED DEVELOPMENT PROJECT ON A PIECE OF LAND AT 1 21, BUT IT STILL IS. CONFIDENTIAL PROJECT. FROM A COMMERCIAL TAX BASE PERSPECTIVE.

KPS SIX. SO HAVE AN ACTIVE CAPITAL INVESTMENT PIPELINE OF 200 MILLION FROM ANY IMMEDIACY

[00:40:01]

JANITOR PROJECTS ANNUALLY. SO AGAIN, FOR THOSE WHO MIGHT BE LISTENING. THE WHY WE SPECIFICALLY STATED THAT WAY IS BECAUSE THE PROJECTS THAT THE BRINGS TO THE CITY ARE A ARE A PORTION OF THE TOTAL DEVELOPMENT PROJECTS THAT COME IN. ORGANICALLY THROUGH THE DEVELOPMENT SERVICES OFFICE, SO WE DON'T WANT TO TAKE CREDIT FOR ANY PROJECTS THAT WE DIDN'T HAVE AN ACTIVE HAND AND WORKING ON. SO THAT'S WHY THIS IS SPECIFICALLY SAYS THAT THE MDC GENERATED THIS PROJECT SO THE PROJECT THAT COME THROUGH OUR OFFICE TO THE CITY AND WE. UM WE DEFINITELY HAVE MORE THAN 200 MILLION ENTER PROJECT PIPELINE PIPELINE AS WE STARTED THE YEAR RIGHT NOW CURRENTLY HAS A LITTLE OVER $2.4 BILLION IN POTENTIAL PROJECTS, WHICH IS THE LARGEST THAT I THINK PIPELINE THAT ORGANIZATION HAS EVER SEEN. UM AND SO, SO WE'RE VERY OPTIMISTIC ABOUT OUR GROWTH POTENTIAL AND THE STRENGTH OF OUR PIPELINE RIGHT NOW. AND THEN KPI TO INCREASE CAPEX OF AT LEAST 20% OVER PRIOR YEAR. THIS IS ONE OF THE OTHER COPIES THAT WE TALKED ABOUT. SO OUR GOAL FOR THIS YEAR WAS $252 MILLION. UM WE FAR SURPASSED THAT WITH ANY OF THE YEAR AT 445 MILLION IN TOTAL NEW CAPITAL INVESTMENT FOR ABC PROJECTS. SO THAT GOAL WAS WAS.

EXCEEDED BY A LOT ALMOST DOUBLE SO WE DEFINITELY MET BOTH OF THESE COPIES FOR, UM, COMMERCIAL TAX INVESTMENT. THEN FINALLY, BUSINESS RETENTION AND EXPANSION. UM, THIS. THIS IS PROBABLY THE COPY THAT SHOWS THE WORST, BUT IT'S PROBABLY ONE OF OUR BIGGEST AREAS OF FOCUS FOR 2022. WE. WRONG REPOSITIONED MADISON CLARK WITHIN THE ORGANIZATION TO OUR VERY MANAGER FROM A PROJECT MANAGER AND ABOUT MID YEAR AND SHE HAS COME UP WITH SOMETHING TASTIC. STRATEGIC OBJECTIVES FOR B R E MOVING FORWARD. AND A LOT OF WHAT WE WERE LOOKING TO DO WAS YOU KNOW WHAT I WANT TO BLAME COVID, BUT A LOT OF LOT OF OUR KPS WERE CENTERED AROUND IN PERSON MEETINGS. PART DOING COMMUNITY FORUMS THAT WE WERE NOT ABLE TO DO BECAUSE OF PUBLIC GATHERING.

UM SO WE'VE KIND OF REPOSITION SOME OF OUR KPS FOR 2022 TO ACCOMMODATE FOR SOME OF THOSE, SO IT DOESN'T LOOK LIKE WE MISSED ALL OF OUR OBJECTIVES, BUT EVEN THOUGH THE COPIES SAY THAT WE DIDN'T REALLY MEET ANY OF THEM. I THINK WE'VE HAD SOME GREAT PROGRESS AND B R E AND WILL NEXT YEAR WE'LL HAVE SOME REALLY OUTSTANDING THINGS ARE PRESENT. BUT AGAIN KEEP YOU ONE VISIT AT LEAST 100 MCKINNEY BUSINESSES ANNUALLY. THIS DOVETAILS RIGHT INTO OUR BUSINESS INTELLIGENCE COPY THAT HELPED IDENTIFY HOW MANY COMPANIES DO WE HAVE THAT WE COULD VISIT AND IF WE'VE IDENTIFIED THAT THERE'S 95. THERE'S OBVIOUSLY NO WAY THAT WE CAN MEET THIS KPI. IF THERE'S IF WE VISITED ALL 95. WE WOULD STILL MR K P. SO WE'VE ADJUSTED THAT ACCORDINGLY. BUT WE DID ACCOMPLISH 45 VISITS THROUGHOUT THE YEAR. AND THEN ENGAGE EMPLOYERS AT LEAST THREE TIMES PER YEAR AGAIN ENGAGING WITH EMPLOYERS ON AN ANNUAL BASIS IS HARD ENOUGH IT ALONE THREE TIMES WITH THE TOP 10. AND WHAT WE FOUND FROM FEEDBACK IN. IT'S NOT A UM WE DON'T LOOK AT LOOK AT THE EMPLOYER FEEDBACK TO THIS AS A NEGATIVE, BUT A LOT OF OUR TOP EMPLOYERS. WHEN WE'VE REACHED OUT TO THEM, THEY MORE THAN HAPPY TO MEET WITH US ONCE A YEAR JUST TO GET A CHECK UP. BUT WHEN WE SAY WE'D LIKE TO COME BACK THREE TIMES THE QUESTION KIND OF BECOME FOR WHY WE JUST TOLD YOU WE'RE DOING GOOD. WE DON'T REALLY NEED ANYTHING. WHY DO YOU AND WE DON'T WANT TO SAY BECAUSE WE'RE WE HAVE TO, UM SO A LOT OF THE FEEDBACK THAT WE GET FROM EMPLOYERS. THEY'RE HAPPY TO MEET WITH US ONCE JUST TO GIVE US AN UPDATE OF WHAT'S GOING ON. BUT THREE TIMES A YEAR, MAYBE MAYBE A LITTLE BIT MUCH IF THEY DON'T NEED ANYTHING. NOW, IF THEY DO NEED SOMETHING, WE'LL PROBABLY MEET WITH HIM. EIGHT OR NINE TIMES THAT YEAR. UM BUT THAT'S WHERE WE WENT TO ADJUST THAT TO JUST SAY WE'LL MEET WITH THEM AT LEAST ONCE MOVING FORWARD. AND THEN WE WERE NOT ABLE TO HOLD ANY COMMUNITY FORUMS KPI THREE HOSTS TO COMMUNITY FORUMS ANNUALLY. UM. WHERE THE AREA WHERE WE LOOK TO PARTNER TO DO THOSE COMMUNITY FORUMS WITH WITH THE CITY OF MCKINNEY NEIGHBORHOOD SERVICES AS THEY HOLD SEVERAL COMMUNITY EVENTS PER YEAR, BUT THEY CANCELED ALL THE EVENTS AGAIN FOR 2021. SO WE WEREN'T LEAVING PARTICIPATE IN THOSE AND THEN I GET IN THE LAST ONE DEPLOYED FOR DEPLOY FOR QUARTERLY COMMUNITY NEWSLETTERS AGAIN. SAME THING FOR THE BROKERS. ONE WE MISSED THIRD QUARTER, SO WE TECHNICALLY LAUNCHED THREE OUT OF FOUR FOR THAT YEAR. BUT THAT IS THE KPS FOR 2021. IF YOU HAVE ANY QUESTIONS OR COMMENTS THAT HAVE ANY ANSWER? I HAVE ONE COMMENT.

A COUPLE COMMENTS. FIRST OF ALL GREAT YEAR. UH, CONGRATULATIONS TO YOU AND THE TEAM. 2021 WAS

[00:45:06]

EXTREMELY SUCCESSFUL BACK. CLEARLY BY MANY MEASURES. UM, I THINK THIS REPORT IS. INCREDIBLY INFORMATIVE AND HELPFUL TO KIND OF RECAP WHAT WAS ACCOMPLISHED. I THINK IT'S REALLY LACKING HAVING THE NUMBERS OF WHAT WAS IN EACH KPU JUST VERBALLY GAVE THEM TO US. THAT SHOULD BE IN THE REPORT UNDER EACH HAPPY IF YOU HAD A GOAL OF FOUR UM OR FIVE TARGETED INDUSTRY NEWSLETTERS AND DID FOR VS TWO VS 10 THAT SHOULD BE IN ACTUAL PRINTED DOCUMENT. SO THAT'S MY ONLY COMMENT, BUT GREAT JOB ON THE AIR. THE OTHER BOARD COMMENTS. SIT UP STRAIGHT. THANK YOU, PETER. NO. ALL RIGHT, MOVING ON TO THE REGULAR AGENDA. THIS IS THE FIRST WE HAVE A PUBLIC COMMENTS REGARDING MATTERS NOT ON THE AGENDA. PUBLIC COMMENTS. OR COMMENTS. I

[BOARD COMMENTS]

WOULD JUST HAVE ONE THAT I WOULD , UM, WANT US TO DISCUSS IN THE FUTURE. BOTH AS A BOARD IN A STAFF THAT IS TRYING TO DO SOME SORT OF, I HEAR IN THE COMMUNITY MORE AND MORE ABOUT MM. HIRING AND FIGHTING EMPLOYEES, AND THAT'S WHERE STUFF AND I WAS WONDERING IF THERE IS A WAY THAT WE AS COULD HELP FACILITATE THAT AND MAYBE BE THE CATALYST TO HAVE A MCKINNEY WIDE JOB PAIR OF SOME SORT TO OFFER IT TO EXISTING IN NEW EMPLOYERS COMING TO THE CITY OF MCKINNEY TO TRY TO AGAIN JUST HAVE A ONE STOP SPOTS SO THAT ANYBODY LOOKING FOR EMPLOYMENT IN THE CITY CAN HAVE THAT SO AGAIN. JUST PUT THAT ON THE FUTURE THOUGHTS OF HOW WE CAN HELP. AND THEN ALSO MIGHT HELP WITH THE RETENTION THINGS AND AGAIN THE REASONS WHY WE'RE MEETING WITH OUR TOP 10 CLIENTS ON YOU KNOW, ON AN ANNUAL BASIS, IT MIGHT JUST DOVETAIL INTO THAT, SO THAT THAT WE AGAIN OF SAYINGS WANT TO MEET THE NEEDS ANALYSIS. IN THIS CURRENT ENVIRONMENT, EMPLOYMENT SEEMS TO BE HIGH ON THE NEEDS FROM THE WONDERFUL REPORT THAT THE CHAMBER DID WITH THE GENTLEMAN FROM THE DALLAS FED. EMPLOYMENT WAS A HUGE OPPORTUNITY FOR US TO HELP WITH DIFFERENT. THIS CHAIRMAN MAYOR. YEAH ECHO THE SENTIMENTS OF A VERY STRONG YEAR. I'VE ALSO BEEN VERY PLEASED TO SEE SOME OF THE RECENT PRESS COVERAGE WE'VE BEEN GETTING FOR OUR SUCCESSES IN MCKINNEY FOR COMPANIES THAT HAVE RELOCATED HERE IN PARTICULARLY THROUGH THE INNOVATION FUND. SO WE'RE IN THE DALLAS MORNING NEWS UNDER PRETTY REGULAR BASIS. IT'S REALLY PLEASED TO SEE THAT GREAT JOB. UM PROJECT PIPELINE CONTINUES TO BE MORE THAN ROBUST AND THE CAPITAL INVESTMENT ADD VALERIAN VALUES THAT WE'VE BEEN SUCCESSFUL IN CONTRACTING SO FAR. IN ADDITION TO THE PIPELINE THAT'S BEFORE US AND SOME VERY LARGE PROJECT OPPORTUNITIES BEFORE US. I JUST WANT TO REITERATE WHAT I SAID LAST MEETING. THE DEMAND ON OUR RESOURCES IS GREATER THAN EVER.

AND IT'S NOT GOING AWAY. OH, THANK YOU. BUT THAT WILL MOVE ON INTO EXECUTIVE SESSION IN

[EXECUTIVE SESSION]
