[Consider/Discuss/Act on a Resolution Authorizing the City Manager to Execute a Contract and All Necessary Change Orders with Archer Western Construction, LLC for the McKinney Ranch Pump Station Improvements Project]
RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT OF ALL NECESSARY CHANGE ORDERS WITH ARCHER WESTERN CONSTRUCTION LLC FOR THE KENNY BRANCH PUMP STATION IMPROVEMENT PROJECT.THANK YOU. MAYOR. PROTEIN ROGERS CITY COUNCIL, MR CITY MANAGER, NICOTINE ENGINEERING SIP MANAGER TODAY, AUTUMN BEFORE YOU WILL BE REQUESTING, UH, CONSTRUCTION CONTRACT FOR THE MCKINNEY BRANCH PUMP STATION IMPROVEMENTS. THIS IS A MAJOR INVESTMENT IN OUR WATER SYSTEM HERE TO ENSURE THAT
[00:05:01]
WE ARE ABLE TO DELIVER WATER NOW AND THE FUTURE AND RELIABLE MANNER. JUST A QUICK OVERVIEW OF THE SPECIFIC PUMP STATION, LOCATED ON MCKINNEY RANCH PARKWAY JUST WEST OF US 75. IT'S ONE OF ONE OF FOUR OF OUR WATER PUMP STATION FACILITIES AS WELL. OVERCOMPENSATION FACILITIES WE RECEIVED THE TREATED WATER FROM THE NORTH TEXAS MUNICIPAL WATER DISTRICT. THEY'RE STORED IN GROUND STORAGE TANKS AND OR WATER OPERATORS DELIVER THAT WATER TO RESIDENTS IN THIS CASE ABOUT 82,000 WATER CUSTOMERS. THE CURRENT CAPACITY OF THE MCKINNEY RANCH PUMP STATIONS 30 MILLION GALLONS PER DAY, THE CAPACITY OF THE PUMPING CAPACITY OF THE PUMP STATION BUILD UP CAPACITY IS 45 MILLION GALLONS PER DAY. SIGNIFICANT PORTIONS OF THIS PUMP STATION OR OVER 30 YEARS SINCE ORIGINAL CONSTRUCTION MEETING, THOSE COMPONENTS HAVE REACHED SOMEWHAT THE END OF THEIR SERVICEABLE LIFE HERE. FIVE PRIMARY COMPONENTS FOR THIS PROJECT AS FAR AS JUSTIFICATION IN NEED, OF COURSE, THE AGING INFRASTRUCTURE CONTINUE TO FOCUS ON THE CAPITAL SIDE IS MAKING SURE THAT OUR INFRASTRUCTURE IS MAINTAINED AND OPERATED IN A EFFICIENT MANNER.CAPACITY IMPROVEMENTS AGAIN, ENSURING THAT WE CAN MEET DEMAND OF OUR WATER CUSTOMERS HERE IN MCKINNEY ELECTION IMPROVEMENT. SO FOR THIS SPECIFIC LOCATION, WE'VE GOT SITUATIONS WHERE WE WANT TO IMPROVE THE SAFETY BY SEPARATING PUMPS THAT DELIVER THE WATER FROM WASHING COMPONENTS. OPERATIONAL IMPROVEMENTS BUYING USING VARIABLE FREQUENCY DRIVES. THESE ARE THE MOTORS THAT WILL LOWER ENERGY COSTS OVER TIME, UM, AND PROVIDED ADDITIONAL OPERATIONAL FLEXIBILITY AS WE MAKE SYSTEM IMPROVEMENTS THROUGHOUT THE CITY. AND THEN CERTAINLY RELIABILITY IMPROVEMENTS. UM YOU KNOW WHAT YOU'LL SEE IS THAT WE'RE GOING TO BE CLOSING SOME OF THE PUMPS WHERE THERE'S CURRENTLY SITTING OUTSIDE, IMPROVING SOME ELECTRIC COMPONENTS, SO REALLY, JUST AN OVERALL MAJOR IMPROVEMENT OF THIS PUMP STATION. SERVE FUTURE NEEDS. THE PROJECT HAS FOUR PRIMARY PHASES. THE FIRST PHASE IS GOING TO RECONSTRUCT RECONSTRUCT POPULATION NUMBER ONE. LET ME SEE IF I CAN ANNOTATE HERE. IN RED HERE, INCLUDING THE PUMPS MOTORS EQUIPMENT. THE SECOND PHASE IS POPULATION NUMBER TWO. YOU'RE IN BLUE. AND THEN THE THIRD PHASE WILL BE THE SITE IMPROVEMENTS. AND THEN THE FOURTH PHASE WILL BE A, UM MM. BACKUP GENERATOR IN A FIRE LINE AROUND THE EXISTING GROUND STORAGE TANK. IT'S IMPORTANT TO NOTE THAT THE MAGNITUDE THIS PROJECT WE HAVE TO KEEP THIS PUMP STATION IN OPERATION DURING CONSTRUCTION OF THIS MAJOR PROJECT, SO I WANTED TO GIVE KUDOS TO OUR DESIGN FIRM. OUR PUBLIC WORKS STAFF HERE THAT HAVE WORKED TREMENDOUSLY TO MAKE THIS PROJECT SUCCESS. WE DID ADVERTISE FOR COMPETITIVE SILL PROPOSAL BACK IN AUGUST. WE RECEIVED ONE PROPOSAL ON NOVEMBER 4TH FROM ARCHER WESTERN CONSTRUCTION. THE COST THAT THEY SUBMITTED FOR THEIR PROPOSAL DID SLIGHTLY EXCEED OUR BUDGET. AS YOU'RE AWARE, GIVEN THE INFLATION THAT WE'RE SEEING, AND THE COST AND THE RISK ASSOCIATED THIS TYPE OF PROJECT WE FEEL THAT THE COST IS APPROPRIATE FOR THE PROJECT TODAY. WE DID LOOK AT THREE DIFFERENT OPTIONS TO REDUCE THE PROJECT SCOPE. TO PROVIDE THE DESIGN RIBBIT IT AND FOR IMPROVEMENTS. ULTIMATELY ALL THOSE OPTIONS STILL REQUIRED US TO MAKE IMPROVEMENTS DOWN THE ROAD, AT WHICH POINT THE COST IS GOING TO BE SIGNIFICANTLY HIGHER THAN IT IS TODAY. THERE IS A BUDGET ORDINANCE COMPANION ITEM , WHICH DOES PROVIDE THE SUFFICIENT FUNDING THROUGH THE USE OF COLLECTED WATER IMPACT FEES TO SUPPORT THE BUDGET FOR THIS PROJECT. AGAIN THE WATER IMPACT FEES THAT THOUGHT IS THAT GROWTH IS PAYING FOR GROWTH. SO THIS IS A PERFECT EXAMPLE OF WHERE THAT WATER IMPACT FEES COULD USE AS WE INCREASE THE CAPACITY OF THIS PUMP STATION. WITH THAT WE RECOMMEND AWARD OF THE PROJECT CHARTER WESTERN CONSTRUCTION SCHEDULE FOR THIS PROJECT BEGAN IN FEBRUARY OF THIS YEAR AND BE COMPLETED BY AUGUST OF 2024. AND WITH THAT I AM HAPPY TO ANSWER ANY QUESTIONS. ANY QUESTIONS? NICK HOW DOES IT FEEL THAT ALL THESE PEOPLE CAME OUT TO SEE YOUR PRESENTATION? FORMAT? THERE ARE THREE HAD TOO SO. SO I'M CURIOUS , IT SAID BACKUP PUMP STATIONS, SO IF THE IF THE ELECTRICITY GOES OUT, UM GENERATORS CONTINUE START UP AND CARRY ON. YES SO, YEAH. SO THE BACKUP GENERATORS WOULD PROVIDE THAT POWER IF WE DIDN'T LOSE POWER. AND THESE ARE THAT WHAT HAPPENED IN LAST FEBRUARY? YES YEAH WATER WAS RISING ARE MASSIVE DIESEL GENERATORS THAT WOULD BE ABLE TO OPERATE. SO WE HAVE A WE HAVE A GENERATOR AND THEN A BACKUP GENERATOR JUST IN CASE. SO THERE'S NO THERE'S JUST THE BACKUP GENERATORS. JUST ONE BACKUP GENERATOR, OKAY? BUT I'M NOT SURE THERE MAY BE ABILITY TO OPERATE THOSE SIMULTANEOUSLY
[00:10:02]
BETWEEN OBSERVATIONS TO WHERE IF ONE GOES OUT, YOU HAVE ANOTHER BACKUP GENERATOR THAT CAN OPERATE BOTH UPON HOW MANY PUMP STATIONS DO WE HAVE? WE HAVE FOUR PUMP STATIONS. DO DOES MCKINNEY RIGHT NOW? UTILIZE ANY WATER TOWERS? ARE THEY ALL? JUST PUMP STATIONS LIKE THIS ONE? NO.WE UTILIZE THE PUMP STATIONS DELIVER THE WATER INTO THE TALKING ABOUT WITH THE BIG WATER TOWERS. RIGHT? YEAH HOW MANY WATER TOWERS DO WE HAVE? OH, GOSH. PUT ME ON THE SPOT HERE.
EIGHT OKAY. EIGHT WATER TOWERS, ASKING THE AUDIENCE THERE. AND HOW OLD ARE THE OTHER PUMP STATIONS? WHEN ARE WE GOING TO BE EXPECTING TO NEED TO DO ANOTHER RENOVATION ON ONE OF THESE, SO WE JUST WENT THROUGH SOME SOMEONE MAJOR RENOVATIONS AT UNIVERSITY, MAINLY FOR CAPACITY. YOU KNOW, WE JUST BUILT THE RED BLOOD PUMP STATION. SO THAT ONE'S BRAND NEW . WE HAVE ONE GARISH, SMALLER PUMP STATION, SO I WOULD ENVISION THAT THIS WOULD PROBABLY BE AT LEAST FOR THE IMMEDIATE TIME FRAME. PROBABLY THE MOST MAJOR RENOVATION IMPROVEMENT THAT WOULD HAVE TO ONE OF OUR FOUR PUMP STATIONS. THANK YOU. AND AGAIN, IT'S NOT JUST THE IMPROVEMENT. IT'S GETTING THAT ADDITIONAL CAPACITY TO SERVE THE BUILD UP POPULATION. MCKINNEY. THIS IS NOT A ANTICIPATE A NEED FOR FIFTH STATION, ESPECIALLY AS THE NORTHERN SECTION SECTOR DEVELOPS INTO IT. YOU KNOW, IT'S A GREAT QUESTION. AT THIS POINT. I DON'T THINK THAT THERE IS A NEED FOR A MAJOR PUMP STATION. THERE MAY BE SOME BOOSTER STATIONS IS DEPENDING ON HOW WE DEVELOP, BUT NOT A MAJOR PUMP STATION LIKE THIS WOULD BE WHAT'S A BOOSTER STATION LOOK LIKE? IT'S JUST BASICALLY A SMALLER, SMALLER VERSION OF THE PUMP STATION. SO DID YOU JUST BASICALLY BOOSTING THE WATER PRESSURE IN A CERTAIN PART OF THE CITY IN ORDER TO PROVIDE SERVICE? IN A SMALL AREA. OKAY? ANY OTHER QUESTIONS. VERY INFORMATIVE. I WILL ASK FOR EMOTION. PROMOTION THAT WE HAVE APPROVED THE RESOLUTION. I'LL SECOND IT. MOTION MADE BY COUNCILMAN PHILLIPS SECONDED BY COUNCILOR FRASER. AND MAKE YOUR VOTES. THIS ITEM PASSES. THE
[Consider/Discuss/Act on Appointing a Member to the Historic Preservation Advisory Board (HPAB)]
NEXT ITEM IS 22. OH 43 CONSIDERING ACT ON APPOINTING A MEMBER TO HISTORIC PRESERVATION ADVISORY BOARD. BELIEVE COUNCILWOMAN FELTUS AND COUNCILMAN PHILLIPS. OR ADVISE THAT OKAY, WELL, THERE WE GO. VERY QUICKLY. MAYOR PRO TEM AND COUNCIL THERE'S A VACANCY ON THIS STORY PRESERVATION BOARD. YOU HAVE THE OPPORTUNITY TO EITHER. UH IF YOU HAVE AN APPOINTMENT, I'M SORRY NOMINATION THAT YOU HAVE. WE CAN MOVE FORWARD THE MOTION OR WE'RE PREPARED TO DO, REFERENCING FOR ANY ADDITIONAL NOMINATIONS AS WELL. OKAY? IS THIS FOR THE ALTERNATE OR IS IT FOR THE REGULAR MEMBER? REGULAR MR VERIFIED. PHILLIPS WOULD LIKE TO MAKE A MOTION THAT WE PROMOTE AND DAVID ODELL FROM THE CURRENT ALTERNATE POSITION UP TO THE SEATED POSITION THAT'S AVAILABLE NOW. AND THAT WE HAVE POINT TOM PANTS TO THE ALTERNATE POSITION BEFORE THAT. DOES ANYBODY HAVE ANY HAVE EMOTION HERE. OKAY? DO YOU HAVE A 2ND 2ND? A MOTION MADE BY COUNCILMAN PHILLIPS SEGMENT BY COUNCILWOMAN FELT THIS PLEASE. VOTE. MOTION PASSES. WELL THAT WAS A QUICK CITY COUNCIL MEETINGS, SO I FINALLY GET IN CHARGE, AND THEY GAVE ME TOO LITTLE. QUICK ITEMS AND WE'LL ASK FOR ANY CITIZEN COMMENTS. ANY OTHER CITIES. SOME COMMENTS OUT THERE. SCREW UP. NOT A WHOLE LOT TO SCREW UP SO UM, ANYWAY, COUNCILMAN, OUR[COUNCIL AND MANAGER COMMENTS]
