CHAIRMAN OF HAVE ONE UPDATE. IT'S JUST AS OF YESTERDAY. VALENTINE'S DAY EARLY VOTING HAS STARTED, SO IF YOU HAVEN'T VOTED , PLEASE DO SO. AND IF YOU HAVE ANY OF YOU HAVE VOTED I ENCOURAGE YOU TO CALL A FRIEND. UM I SAY IT'S A MULTIPLE OF 10. EVERYBODY HAS ABOUT 10, PEOPLE FIVE OR 10 PEOPLE THEY CAN CALL. IT MAKE SURE THEY VOTE AND AS A COLLECTIVE WE CAN ALL GET PEOPLE TO THE POLLS BY THEN YOU CAN TELL THEM HATE TILL 10 OTHER PEOPLE, BUT WE NEED TO GET PEOPLE TO THE BULL. THE POLLS EARLY AND AS FAST AS POSSIBLE, BUT EVERYBODY TO EARLY VOTE OVER THIS WEEK AND THROUGH WHAT SATURDAY AND THEN, UM TAKE A LITTLE BIT NEXT WEEK. I'M NOT SURE, BUT I KNOW THIS WHOLE WEEK AND THEN SATURDAY WITH THAT. I'LL MOVE ON TO THE CITY OF MCKINNEY, MR GRIMES. GOOD MORNING, MR CHAIRMAN, MR PRESIDENT. MEMBERS OF THE BOARD NAMES PAUL GRAHAM'S CITY MANAGER. FORMATS A LITTLE DIFFERENT IN HERE. THEY'VE CHANGED UP A LITTLE BIT HONEST, LIKE LOOKING DIRECTLY AT ME NOW . YEAH, THAT'S RIGHT. DIRECT SO FEW ITEMS TO SHARE WITH YOU. THE FIRST ITEM ON HERE IS SO YOU MIGHT HAVE SEEN IT IN THE NEWS, BUT MCKINNEY NATIONAL AIRPORT RECENTLY EARNED ITS GATEWAY GATEWAY AIRPORT DESIGNATION KIND OF AN INTERESTING KIND OF BIG DEAL, ACTUALLY, SO WE'RE ABLE TO NOW TO FLY DIRECTLY TO D. C A, WHICH IS RONALD REAGAN INTERNATIONAL AIRPORT. WASHINGTON D. C WITHOUT HAVING TO BREATHE, PREPOSITION. AT ANOTHER GATEWAY AIRPORT FIRST. IT'S RONALD REAGAN AIRPORT IS HIGHLY SECURED, REQUIRES A DESIGNATION. THE ACCESS STANDARD SECURITY PROGRAM, THE D. C. AREA ACCESS STANDARD SECURITY PROGRAM. SO AT ANY EVENT NOW WE HAVE CORPORATE AIRCRAFT CHARTER AIRCRAFT CAN FLY DIRECTLY TO DC A FROM MCKINNEY NATIONAL WITHOUT HAVING TO EITHER TAKE COMMERCIAL FLIGHTS IF YOU WANTED TO GO THERE OR RE PREPOSITION ANOTHER AIRPORT, SO UM, KEVIN, NICE ACHIEVEMENT BY OUR FOLKS TO ACHIEVE THAT DESIGNATION. REMAINING ON THE AIRPORT. WE HAVE A HANGER. YOU ALL KNOW THIS BECAUSE YOU HELPED FUND IT, AS DID THE CDC, THE CORPORATE NINE HANGAR, WHICH IS THE 40,000 SQUARE FOOT HANGAR. WE ARE IN THE PROCESS NOW OF REVIEWING PROPOSALS, I SHOULD SAY WE ISSUED AN R F Q REQUEST FOR QUALIFICATIONS. UM, IT WAS DUE ON JANUARY 27TH. FOR ANOTHER 40,000 SQUARE FOOT HANGAR AT THE AIRPORT ADJACENT TO THE ONE THAT'S THERE. NOW IT'S BEEN HIGHLY SUCCESSFUL, THE CURRENT ONE, AND SO WE'D LIKE TO DUPLICATE THAT THERE'S DEMAND OUT THERE FOR SURE. AND PROBABLY SIGNIFICANT DEMAND. EVEN AFTER THAT, WE HAVE FIVE PROPOSALS, SO WE'RE EXCITED ABOUT THAT. FIVE COMPANIES SUBMITTED PROPOSALS WERE IN THE PROCESS OF REVIEWING THOSE AND WE'LL BE COMING BACK TO THE CITY COUNCIL SOON WITH A RECOMMENDATION BUT THE GOOD NEWS IS UNDER THAT ONE. THEY WOULD BE WHERE WE'RE LOOKING AT IS THEY WOULD BE THE FINANCE ER. THEY WOULD FINANCE THE DEVELOPMENT AND THEN EITHER LEASE IT BACK OR SELL IT BACK OVER TIME TO THE CITY. AND THEN THE REVENUES. OF COURSE WE WOULD BE THE LANDLORD AT LEAST TO HANG HER OCCUPANTS, SO THAT IS MOVING FORWARD. UM. COUPLE OF OTHER ITEMS TO SHARE WITH YOU. WE DO HAVE A LOCAL ELECTION PETITION, OF COURSE, THAT WE ARE IN THE PROCESS OF VALIDATING FOR THE LIQUOR ELECTION. AS OF YESTERDAY. THE NUMBER I SAW WAS 18,700 SO VALIDATED SIGNATURES. WE NEED TO GET TO 21 CHANGE. UM WE THINK WE'LL GET THERE. WE'VE GOT SOME . THERE'S STILL SOME UNREADY FORMS. IT TAKES A LONG TIME TO GO THROUGH AN INDIVIDUAL VALIDATE THOSE THERE'S A LEDGE, ABILITY, ISSUES AND ALL THOSE THINGS THAT GO INTO IT, SO IT IS

[00:05:04]

A VERY TEDIOUS PROCESS TO GO THROUGH, INVALIDATE ALL THOSE SIGNATURES, BUT THEY'RE MAKING GOOD PROGRESS AND WE ANTICIPATE IN THE NEXT WEEK OR TWO. WE WILL BE COMPLETED WITH UM SO STAND BY . AND THEN FINALLY, TONIGHT OR THIS AFTERNOON AT COUNCIL WORK SESSION, THE COUNCIL WILL HAVE AN ONGOING DISCUSSION ON THEIR CENSUS ON THE THEIR REDISTRICTING BOUNDARIES. THERE ARE IN THE PROCESS OF ADJUSTING THE BOUNDARIES THEY'RE LOOKING AT. FOUR DIFFERENT PLANS AT THIS POINT, UM AH TO DECIDE ON WHAT THEY WANT TO HAVE IS COUNCIL DISTRICT BOUNDARIES THAT IS ALL AS A RESULT OF THE 2020 CENSUS. WE NEED TO RECALIBRATE. THERE ARE ABOUT 48,000 PEOPLE THAT NEED TO GO INTO EACH DISTRICT, UH, WHICH IS DIRECTLY DRIVEN DRIVEN FROM THE 2020 CENSUS, SO THAT PROCESS IT WILL BE MOVING ALONG AND WE EXPECT THE COUNCIL TO A FARM MAKING FINAL ADOPTION SOMETIME THIS SPRING. I WILL STAND FOR ANY QUESTIONS. I HAVE A QUESTION ABOUT THE REDISTRICTING JUST CURIOUS SO AS THE POPULATION OF THE CITY CONTINUES TO GROW WILL WE NOT HAVE A NEED FOR 1/5 DISTRICT OR PERHAPS OR ARE WE COMMITTED TO FOUR? WELL YOU CAN HAVE AS MANY DISTRICTS AS YOU WANT TO THE COUNCIL ON WHAT THEY WANT TO DO. RIGHT NOW. THE FOUR DISTRICTS.

YOU KNOW, WHEN YOU HAVE A LOT OF DISTRICTS, THE RISK WITH THAT IS YOU END UP WITH WARDS AND, YOU KNOW AWARDS BECAUSE YOU'RE CHICAGO GUY. AND THEN YOU HAVE LITTLE FIEFDOMS, LITTLE LITTLE AREAS WHERE EACH MEMBER FIGHTS FOR THEIR WARD, BUT YOU CREATES A DIFFERENT DYNAMIC. THE DISTRICTS WE HAVE, AND I'VE WORKED IN DIFFERENT CITIES WITH VARIOUS DIFFERENT NUMBERS OF DISTRICTS, IF ANY WORK FOR CITIES THAT ARE JUST ALL AT LARGE. FOR EXAMPLE, FOUR DISTRICTS IS PRETTY MILD. IT'S A FAIRLY MILD WAY TO DIVIDE UP THE CITY WITHOUT CREATING TOO MANY PAROCHIAL INTERESTS, SO TO SPEAK. I THINK IT'S A GOOD BALANCE. BUT THE COUNCIL ULTIMATELY HAS TO MAKE THAT DECISION. AND THAT'S THE PUBLIC LANE AND WITH THE COUNCIL AND ASKING THEM TO CONSIDER IT, BUT I THINK IT'S I THINK YOU CAN STILL DO IT WHERE WE ARE. WHEN WE LOOK AT OTHER CITIES WE DO WE DO. LOOK AT FRISCO. WE LOOK AT PLANO AND SOME OTHERS IN OUR AREA. I THINK PLANO HAS PLACES THEY HAVE. I DON'T KNOW HOW MANY MANY PLACES PLANE AREN'T THEY ALL AT LARGE? THEY ALSO HAVE FOUR. VOTED VOTED AT LARGE OBJECTS IN YOUR PLACE. THAT'S RIGHT. SO THAT'S KIND OF AN INTERESTING DERIVATION OF THAT. SO YOU KNOW, DEMOCRACY IS A LABORATORY. IT'S THERE'S EVERY PLACE LITTLE BIT DIFFERENTLY, AND THAT'S ACTUALLY JUST FINE.

SO THANKS. APPRECIATE IT ALL RIGHT. ANY OTHER QUESTIONS? OKAY. THANK YOU. THANKS. NEXT.

WE HAVE THE CHAMBER OF COMMERCE AT LISA. GOOD MORNING. MORNING GOOD MORNING. UM, THANK YOU FOR THE UPDATE ON THE SIGNATURES. THAT WAS THAT WAS GOOD. UM ALL RIGHT, SO A LOT OF THINGS ARE GOING ON. WANTED TO MAKE SURE YOU'RE AWARE THE BUSINESS DEVELOPMENT UPDATE THAT WE WERE GOING TO BE HOLDING DURING AN ICE STORM WAS RESCHEDULED TO THIS FRIDAY. SO WE HAVE PETER TOCAR WHO WILL BE SPEAKING AT THAT GIVING UPDATES OF WHAT'S HAPPENING WITH THE D C AND SOME OF THE EXCITING MOVEMENT. THAT'S THAT'S OCCURRING AS WELL AS MICHAEL QUINN, WHO'S GOING TO TALK ABOUT THE OVERHAUL OF THE CODES AND WHERE THEY ARE WITH THAT PROCESS OF MAKING, MAKING IT EASIER TO DO BUSINESS AND BUILDING MCKINNEY. SO THAT'S GOING TO BE VERY INFORMATIVE.

IT'S THIS FRIDAY AT THE CHECK. UM YOU ALL KNOW ABOUT OUR COMMUNITY AWARDS, WHICH WILL BE HELD ON FEBRUARY, 25TH. AT THE SHERATON, SO I DON'T THINK I HAVE TO GO INTO GREAT DETAIL ABOUT THAT. WE'RE JUST EXCITED TO BE BACK IN PERSON, AND, UM, HONORING ALL THE BUSINESSES AND PEOPLE WHO DO WONDERFUL THINGS IN MCKINNEY. I WANTED TO GIVE YOU ANOTHER SAVE THE DATE FOR LEADERSHIP. MCKINNEY OPEN HOUSE , WHICH WILL TAKE PLACE MARCH 31ST. WE WILL KICK OFF THE APPLICATION PROCESS THAT WE'LL DO THE OPEN HOUSE THAT NIGHT IT WILL HAVE APPLICATIONS AVAILABLE WILL START THE PROCESS THAT IN APRIL, SO IF YOU'VE GOT SOME CANDIDATES WE HAVE A LONG LIST OF PEOPLE WHO ARE INTERESTED, BUT WE WANT TO MAKE SURE THAT WE BUILD A VERY, VERY STRONG CLASS AS WE MOVE FORWARD, SO THEY WILL BEGIN. WE'RE GOING BACK TO OUR REGULAR CALENDAR CYCLE WITH THE RETREAT IN AUGUST, SO AND WE'LL BUILD GRADUATE IN 2023. UM SOMETHING ELSE. THERE'S A THERE'S A COUPLE THINGS I JUST WANTED TO PUT ON YOUR RADAR OR MAKE YOU AWARE OF. I SHOULD SAY, UM, THE BYRON NELSON SO LOTS OF A LOT OF RIPPLE EFFECT OF WHY THE BYRON NELSON IS SO EXCITING TO BE IN THE CITY OF MCKINNEY. ONE THING THAT WE'RE WORKING WITH. WE'VE PARTNERED WITH THE SALESMANSHIP CLUB AND WE'RE HOSTING A VENDOR. UM UPDATE SO BUSINESSES WHO WOULD LIKE TO DO BUSINESS AT THE BYRON NELSON AND BECOME A VENDOR, THEY CAN LEARN WHAT THAT PROCESS LOOKS LIKE. SO THIS IS REALLY GREAT FOR A LOT OF OUR COMPANIES HERE IN MCKINNEY TO TAKE ADVANTAGE OF

[00:10:02]

THIS OPPORTUNITY THAT'S IN OUR OWN BACKYARD. SO THAT TAKES PLACE MARCH 2ND AT THE TPC. THEY ARE. WE ARE TAKING RESERVATIONS FOR THAT. IT DOES. I THINK WE'RE CAPPING AT IT. MAYBE UHH! MAYBE I SHOULDN'T GO ON THE RECORD WITH THAT, BUT SOMEWHERE BETWEEN 75 TO 100 INCAPACITY. WE JUST SENT AN EMAIL OUT YESTERDAY, SO IT SHOULD BE IN YOUR INBOX. BUT WE THINK THAT'S A GREAT WAY TO AGAIN. CONNECT OUR OUR BUSINESS . ANOTHER THIS AGAIN IS JUST SOMETHING, I GUESS. MORE INFORMATIONAL. UH, BECAUSE IT HASN'T ALL BEEN FLESHED OUT. BUT WE'RE VERY EXCITED TO WORK WITH THE CITY'S COMMUNICATION DEPARTMENT WITH CDC, UM IN REALLY MARKETING MCKENNEY AS THE 19TH HOLE, SO TO SPEAK. DURING THE BYRON NELSON TO INCREASE PEOPLE'S PARTICIPATION AND DRINKING AND EATING AND SHOPPING AND ENTERTAINMENT VENUES AND MCKINNEY AND WHAT'S EXCITING ABOUT THIS IS THAT IT'S VERY ORGANIC. I KNOW THE CITY WAS WORKING ON A PROJECT AND THEY GAVE US A CALL BECAUSE OF SOMETHING THAT WE HAD PUT TOGETHER THROUGH. OUR RESTAURANT COUNCIL, CALLED MCKINNEY MADE BACK IN DECEMBER. WHERE IT WAS. IT WAS A VIRTUAL EVENT, BUT TECHNICALLY, IT REALLY WAS A CAMPAIGN OF SORTS TO HIGHLIGHT THE UNIQUE STORIES OF OUR RESTAURANTS AND LIVE MUSIC AND THE ARTISTS THAT ARE HERE IN MCKINNEY. SO WE DID THAT BACK IN DECEMBER. AND WE'VE GOTTEN GREAT RESULTS SOCIAL ON SOCIAL MEDIA, UM WITH PEOPLE SHARING, LIKING, VIEWING, ALL OF THOSE KINDS OF THINGS WE ARE CONTINUING ON WITH THAT PROCESS, AND SO WE WERE GOING TO DO ONE IN THE NEXT QUARTER AND AGAIN, SO WE'RE DOING A COLLABORATION WITH THE CITY ON THAT, SO THAT WE KIND OF WE HAVE THE SAME MESSAGING THE SAME MARKETING AND WE'RE KIND OF TELLING THE SAME STORY SO JUST WANT TO PUT THAT KIND OF, UH, WE DON'T HAVE SOMETHING LIKE REALLY LINED OUT YET, BUT I THOUGHT IT WAS EXCITING TO KNOW WHAT'S HAPPENING WITH THE BYRON NELSON FROM MULTIPLE LEVELS OF AND IF YOU WERE WATCHING THE NEWS THIS MORNING, THERE'S A BEAUTIFUL SHOT OF THE TPC CRAIG RANCH ON CHANNEL FIVE WITH TIME OUT THE TICKETS GOING ON CELLS, SO IT WAS FUN TO HEAR MCKINNEY BEING MENTIONED. AND, UM AGAIN HAVING THAT GREAT PUBLICITY AND THE OTHER THING I WANT TO PUT ON YOUR RADAR IS THAT WE HAVE WITH OUR DIVERSITY EQUITY INCLUSION INITIATIVE. WE'VE HIRED A CONSULTANT WHO HAS COME IN. THEY ACTUALLY HAVE A LOT OF EXPERIENCE. THEY WORKED AT THE TULSA REGIONAL CHAMBER FOR A NUMBER OF YEARS WITH THEIR MOSAIC PROJECT. THEY'VE BEEN DOING THIS TYPE OF WORK FOR A VERY LONG TIME. WE'RE DOING AN ORGANIZATIONAL HEALTH ASSESSMENT ON OUR ON THE CHAMBER TO MAKE SURE THAT WE'RE VERY REPRESENTATIVE OF THE COMMUNITY OF MCKINNEY AND THE BUSINESSES AND A KENNEDY AND MCKINNEY. AND SO THEY'RE GOING TO BE GIVING US OUR FINDINGS AND HOW WE CAN IMPROVE AND MAYBE MAKE SOME RECOMMENDATIONS AS WE MOVE FORWARD SO THAT WE ARE A VERY INCLUSIVE ORGANIZATION. UM WITH THAT WE ALSO WILL BE MEETING WITH OUR MAJOR INVESTORS WHO HAVE. HAVE FUNDED THIS INITIATIVE. SO RAYTHEON INDEPENDENT FINANCIAL EMERSON ATMOS. THEY WERE VERY EXCITED ABOUT THE WORK THAT WE'RE DOING AND CAME ON BOARD BY WRITING CHECKS SO THEY'LL BE MEETING WITH OUR CONSULTANT TODAY AND FIGURING OUT WHAT THE NEXT STEPS ARE FOR THEM, SO I JUST WANT TO LET YOU KNOW THAT THAT'S OCCURRING AND THEN LAST, BUT NOT LEAST, I KNOW YOU'RE GOING THROUGH YOUR ACCREDITATION PROCESS. WE WILL BE STARTING OURS AGAIN. EVERY FIVE YEARS.

UM, AND IT'S IMPORTANT TO US TO KEEP OUR FIVE STAR RATING. UM AND JUST AS A TIDBIT IN THIS IS A BRAG ALERT. WE ARE HAVE A FIVE STAR RATING, WHICH IS ONLY 200 CHAMBERS IN THE UNITED STATES HAVE EARNED THAT RATING, SO WE DEFINITELY WANT TO KEEP THAT THAT'S OUT OF 7000. UM CHAMBERS ACROSS THE NATION, SO JUST LIKE YOU WERE HOPEFULLY BEGINNING YOUR ACCREDITATION THROUGH YOUR ORGANIZATION BECAUSE OF ALL THE RIGHT WORK THAT YOU DO, AND HOPEFULLY WE KEEP OURS. HE BARS UP SO WITH THAT ALL STAND FOR ANY QUESTIONS. QUITE A LENGTHY UPDATE. I APOLOGIZE FOR THAT.

OH, THANK YOU. FRIDAY IS STILL AT THE COLLEGE AT THE CHECK, SO IT'S AT THE THAT'S WHAT YOU SAID SO FAST. I DIDN'T SAY IT BEST. YES. TRYING TO GET THROUGH MY NOTES. HERE YOU GO. RIGHT. ANY OTHER. THANK YOU, LISA. ALL RIGHT. THANK YOU. NEXT COMMUNITY DEVELOPMENT CORPORATION, CATHERINE MCGILL. GOOD. TO SEE EVERYBODY. CATHERINE MCGILL, M C D. C GOOD MORNING, MR CHAIRMAN, MR PRESIDENT AND MEMBERS OF THE BOARD JUST A QUICK UPDATE ON SOME OF THE PROJECT GRANTS THAT WE'RE REVIEWING, AND EVERYTHING IS LISTED IN IN YOUR MATERIALS TODAY, SO I'M NOT GOING TO GO THROUGH EACH AND EVERY ONE OF THESE, BUT QUICKLY. PROJECT GRANTS BOARD. OCCURRED FROM SEVEN APPLICANTS. EARLY LAST MONTH, AND WE WILL BE HAVING BOARD ACTION SCHEDULED COMING UP

[00:15:07]

ON OUR NEXT MEETING ON FEBRUARY 24TH. UM, AND THOSE ARE FOR SOME OF THE LARGER GRANTS THAT WE DO EACH YEAR THERE HEARD MUSEUM, MCKINNEY PARKS FOUNDATION'S DIDIO MCKINNEY ENGINEERING DEPARTMENT. UM. HOUSING AND COMMUNITY DEVELOPMENT MAIN GATE. A PUBIC HORSEMANSHIP BADMINTON.

TRIPLE DOUBLE A REAL ESTATE PROJECT UNDER CONSIDERATION AND BOYS AND GIRLS CLUB OF CON COUNTY AND WE'LL BE DOING A SITE VISIT THERE LATER THIS AFTERNOON . WHERE ALSO, UM IN THE CYCLE FOR PROMOTIONAL AND COMMUNITY EVENT GRANTS. WE HAD 13 APPLICATIONS. WHICH WERE CONSIDERED FOR FUNDING IN CYCLE ONE FOR WHICH THERE WAS $100,000 . A SUMMARY OF THOSE ARE IN ATTACHED TO YOUR REPORT, AND THE NEXT APPLICATION PERIOD WILL OPEN IN MAY FOR ROUND TWO OF THE PROMOTIONAL AND COMMUNITY EVENT GRANTS WERE REALLY HAPPY TO DO THOSE AND WE'RE ONE OF THE FEW CDCS AROUND THE COUNTRY WHO DOES FUNDING FOR PROMOTIONAL GRANTS, AND IT'S REALLY GREAT TO BE ABLE TO SUPPORT SOME OF THE BUSINESS IS NOT FOR PROFITS IN THE AREA TO HELP GET THE WORD OUT, AND WE'RE REALLY FINDING THAT SOCIAL MEDIA THINGS LIKE VIDEO PROMOTIONS ARE WHERE A LOT OF THOSE DOLLARS ARE NEEDED. SO WE'RE HAPPY TO BE PART OF THAT. THEN ON THE RETAIL DEVELOPMENT INFRASTRUCTURE GRANTS. THAT THAT PERIOD OPENED FROM. FIRST OF JANUARY TWO, THE 30TH AND WE SADLY DID NOT HAVE ANY APPLICATIONS FOR THAT. SO WE WILL BE BACK. UM PROMOTING THAT , BECAUSE IT'S REALLY IMPORTANT FOR THOSE WHO ARE IN THE DOWNTOWN AREA BUSINESSES TO KNOW ABOUT ELIGIBLE EXPENSES, WHICH CAN INCLUDE, UM HORIZONTAL INFRASTRUCTURE EXTERIOR TO A BUILDING SITE. DRAINAGE SEWER, WATER UTILITIES AND, ADDITIONALLY, FIRE SUPPRESSION EQUIPMENT. UM THE MAXIMUM AWARD FOR THAT IS 25,000 AND REQUIRES AN EQUAL MATCH FROM THE APP FROM THE APPLICANTS, SO WE WERE ABLE TO DO A COUPLE OF GREAT PROJECTS LAST YEAR, SO WE'RE HOPING THAT WE CAN GET THE WORD OUT. FOR THAT, AND THEN LAST, BUT NOT LEAST, THE TOPS BREWERY EXPANSION. THINGS ARE MOVING ALONG FOR THAT WE HAD A WONDERFUL GROUND BREAK TOOK PART IN THE GROUNDBREAKING. ON JANUARY 7TH WITH A GREAT ATTENDANCE FROM LOTS OF PEOPLE IN THE COMMUNITY, UM, AND AMENDED LEASE WAS EXECUTED ON JANUARY 11TH. AND TOTAL PROJECT FUNDING NOW TOTAL 16 POINT 8,000,013 16.0.3 FROM THE CDC, 2.5 FROM THE STUDIO MCKINNEY AND A MILLION FROM TOPS. UM THE SITE PLAN APPROVAL AND PERMIT AND MOBILIZATION ON SITE IS ANTICIPATED FOR THIS MONTH OF FEBRUARY. AND WITHOUT ANY QUESTIONS. THANK YOU. THANK YOU.

LAST NOT LEAST OF VISIT MCKINNEY. MARIA WOODWARD. GOOD MORNING MORNING. THREE AM BEREAVED WITH VISIT MCKINNEY AND VERY BRIEF BUT VERY PAT. A BUNCH OF NOTES HERE FOR YOU. JANUARY WAS BUSY AND WE LOVE THAT. UM AGAIN. THAT'S TYPICAL SLOW TIME FOR SOME, BUT CERTAINLY NOT FROM MCKINNEY. THE AMERICAN BUS ASSOCIATION. THEY HOSTED 1 1600 ATTENDEES OVER IN GRAPEVINE AND OF THAT 447 WERE DECISION MAKERS. WE WERE VERY BLESSED TO SPONSOR TWO BUSSES AND BRING THEM OVER TO MCKINNEY WHERE THEY ENJOYED, UM. ONE GROUP WENT OVER TO CHESTNUT SQUARE. THE OTHER WENT TO THE HARD MUSEUM. AFTERWARDS THEY WERE BROUGHT DOWNTOWN AND THEY ENJOYED THE SHOPS, AND THEN THEY WERE PROVIDED A LUNCH AS THEY BOARDED AND WENT BACK OVER TO GRAPEVINE.

WE HEARD NOTHING BUT VERY POSITIVE RESPONSES. AND EVEN THOUGH I ALWAYS HAVE A BIT OF CONCERN THAT BUS TOURS, MAYBE, UH. A BUSINESS THAT MAY NOT BE AS ROBUST AS IT ONCE WAS. I DO THINK WE'RE SEEING A LOT OF SURPRISINGLY YOUNGER PEOPLE MILLENNIALS ARE GETTING ON THESE BUSSES NOW, SO WE'RE GOING TO BE OUT THERE CHASING THAT PIECE OF BUSINESS. WE PARTICIPATED IN THE BRIDAL SHOW THAT WAS HELD AT THE IMPACT BUILDING. THERE WERE 224 REGISTERED ATTENDEES, 55 OF WHICH STOPPED AT THE VISIT MCKINNEY BOOTH. AND LEFT US INFORMATION, SO WE'LL BE FOLLOWING UP WITH THE BRIDES AND BRIDAL LEX TO SEE HOW WE MIGHT BE ABLE TO HELP THEM FIND ROOMS

[00:20:03]

AND VENDORS HERE IN MCKINNEY TO MAKE THEIR DAY SPECIAL. UM BYRON NELSON HAS BEEN COVERED. THE ONLY THING THAT I MIGHT ADD TO THAT IS WE ARE LOOKING AT BEEFING UP THE WIDGET APP IN THE HOPES THAT THIS WILL HELP VISITORS MORE READILY FIND PARKING DINING WHEN THEY'RE ACTUALLY OUT AT THE FACILITY, WHERE THEY CAN EASILY FIND A VENDOR OR ESPECIALLY EVENT THAT THEY WANT TO PARTICIPATE IN WE THINK THAT WILL MAKE LIFE MUCH SIMPLER FOR THEM, AND WE'RE TRYING TO BE AS PAPER FREE IN THAT AREA AS WE CAN BE. UM I THOUGHT IT IMPORTANT THAT YOU KNOW THAT THE TEXAS RULE WATER ASSOCIATION DID COME IN. THEY DID ABOARD EVENT HERE AT THE SHERATON. I'VE KNOWN THIS GROUP FOR A LONG TIME AND TO DO ANY BUSINESS WITH THEM ON THEIR CONFERENCE OR THEIR LARGER MEETINGS. IT ALL STARTS WITH THAT VERY IMPORTANT BOARD MEETING, SO WE WERE ABLE TO HOST SEVEN BOARD MEMBERS FOR TWO DAYS AND THEY WERE VERY IMPRESSED.

AND WE'RE LOOKING FOR FUTURE BUSINESS WITH THAT ENTITY. UM THE HISTORIC WALKING TOURS.

THEY'RE VERY POPULAR. THEY ARE TAKING PLACE THE SECOND TUESDAY AT 9 30 IN THE MORNING AND THE FOURTH SATURDAY AT 11 IN THE MORNING. THEY STARTED THE VISIT MCKINNEY OFFICE ON THE SQUARE.

AND IF YOU HAVEN'T DONE ONE, I REALLY ENCOURAGE YOU TO DO THAT. I WAS VERY IN ALL OF HOW MUCH INFORMATION I PICKED UP AND TO HEAR HOW THESE BUILDINGS ARE. SO LOVINGLY RESTORED IN AND KEPT VITAL TO WHO WE ARE AND WHY PEOPLE WANT TO COME AND VISIT US. UM SINCE OUR LAST REPORT, WE HAD THREE NEW PIECES OF BUSINESS THAT HAVE BOOKED WE HAVE THE FRISCO HOME IS COOL. THEY'RE GOING TO BE COMING NEXT WEEK. THE TRACY BEARD CLASSIC IS STARTING THIS WEEKEND. AND THEN WE HAVE, UH, A BASKETBALL TOURNAMENT. THEY'RE NOT UNTIL JUNE, BUT IT BECOMES IMPERATIVE THAT WE, UH, KEEP THAT STRONG WORKING RELATIONSHIP WITH PARKS AND REC AND BRINGING THESE, UM THEY GO FIND THE BUSINESS AND WE JUST HELPED FIND THE HOUSING IN THE FOOD FOR THEM. AND ON A CLOSING HIGH NOTE. WE'RE VERY EXCITED THAT THE FAIRFIELD INN IS OPEN. WE'LL HAVE MORE ABOUT THAT NEXT MONTH, BUT THEY'VE ALREADY BEEN ABLE TO ASSIST WHEN THE ICE STORM CAME, AND THEY PROVIDED. I THINK IT WAS A TOTAL OF 50 ROOMS FOR TWO NIGHTS TO BAYLOR, SCOTT AND WHITE, SO THEY'RE ALREADY JUMPING IN THERE BEING A VERY INTEGRAL PART. OF OUR COMMUNITY. AND JUST ANYONE HAVE ANY QUESTIONS FOR ME? THANK YOU. THANK YOU SO MUCH. THANKS. WE HAVE A SECTION 22-103.

[Consider/Discuss MEDC Monthly Organizational Report]

CONSIDERED DISGUSTING BDC MONTHLY ORGANIZATIONAL REPORT. PETER THANK YOU, MR CHAIRMAN, A COUPLE COMMENTS ON THE REPORT. SO TODAY IS A LISA KIND OF ALLUDED TO IT IN HER COMMENTS IS A BIG DAY FOR ME. D C THIS AFTERNOON WILL BE GOING DOWN TO THE AIRPORT TO PICK UP THE EVALUATION TEAM FOR OUR ACCREDITED ECONOMIC DEVELOPMENT ORGANIZATION SITE VISIT. THIS IS THE FINAL STAGE OF THE ACCREDITATION PROCESS FOR BECOMING IT'S CALLED A VIDEO CERTIFIED. IT'S THROUGH THE INTERNATIONAL ECONOMIC DEVELOPMENT COUNCIL, AND IT IS A VERY LONG AND TEDIOUS PROCESS TO GO THROUGH. WE STARTED THE APPLICATION PROCESS ABOUT TWO YEARS AGO AND THEN COVID OBVIOUSLY SLOWED THINGS DOWN EVEN A LITTLE BIT MORE. BUT WE ARE AT THE FINAL STAGE OF THIS, WHICH WILL BE HOSTING OUR TWO EVALUATORS OVER THE NEXT 48 HOURS, WHICH I KNOW A LOT OF YOU WILL BE MEETING WITH THEM AND WE'LL BE HOSTING THEM. BUT IT'S AN EXCITING TIME AND IF WE PASS OUR EVALUATION HERE, WE WILL BE AWARDED THE ACCREDITATION AT THE ANNUAL CONFERENCE AND AROUND SEPTEMBER OCTOBER TIME IN THE FALL. AND JUST TO PUT IT IN PERSPECTIVES TO DATE. THERE ARE 65 COMMUNITIES AND ORGANIZATIONS THAT CARRY THIS ACCREDITATION OUT OF ABOUT 10,000 ORGANIZATIONS NATIONWIDE. SO THIS IS A PROCESS NOT FOR THE FOR THE WEARY AND IT'S VERY, VERY WELL WORTH IT AND WILL REALLY POSITION OUR COMMUNITY AND WHAT THE ACCREDITATION MEANS IS THEY TOOK THEY TAKE A LOOK AT OUR ENTIRE ORGANIZATION FROM TOP TO BOTTOM. OUR STRATEGIC OBJECTIVES, OUR POLICIES, OUR STAFF. OUR RESOURCES ARE, UM, FACILITIES AND OUR RELATIONSHIPS WITH OUR COMMUNITY STAKEHOLDERS AND WITH THE CITY. AND WITH EVERYONE INVOLVED EVEN DOWN TO JUST COMMUNITY. WE HAVE SEVERAL INTERVIEWS SET UP WITH COMMUNITY STAKEHOLDERS AS WELL. AND THEY LOOK AT FULL SCALE, HOW WE DO ECONOMIC DEVELOPMENT AND THEN

[00:25:05]

MAKE A DETERMINATION TO GIVE US THIS OFFICIAL ACCREDITATION OR NOT. SO AGAIN, IT'S VERY LABOUR'S PROCESS. STAFF HAS DONE A GREAT JOB WITH DOING ALL THE DOCUMENTATION, SUBMISSIONS AND REVIEW AND WE'VE MADE IT TO THE FINAL CHAPTER. SO WE'RE LOOKING FORWARD TO HOSTING THEM. THEY'LL BE IN LATER THIS AFTER AND THEN ONE MORE COMMENT. I'LL BRING UP AND, UH POLL. I'LL LET YOU CHIME IN AS WELL. IF YOU WANT TO ADD AN ECONOMIST, BUT I DO WANT TO GIVE AN UPDATE ON THE FEBRUARY 1ST WORKSHOP THAT WE PARTICIPATED IN WITH CITY COUNCIL REGARDING THE ROAD MAINTENANCE FEE. PROPOSAL THAT THE CITY HAS PUT FORWARD UM, WE DID PRESENT WE PRESENTED, UH, BOTH THE CDC AND EC PRESENTED TO CITY COUNCIL IN WHICH THEY MADE A DETERMINATION THAT THEY WOULD LIKE US TO CONTINUE TO WORK WITH THE CITY TO FIND A SUPPORT MECHANISM TO HELP WITH THIS INITIATIVE. IT'S A VERY IMPORTANT INITIATIVE FOR THE COMMUNITY ARE, YOU KNOW OBVIOUSLY, ROADS ARE VERY IMPORTANT TO LONG TERM SUSTAINABILITY OF OUR COMMUNITY.

THEY DID. CITY COUNCIL DID MAKE DECISION TO NOT MOVE FORWARD WITH THE VOTER REFERENDUM TO PUT THE QUARTER SENTENCE SALES TAX TO THE VOTE, SO THEY ARE NOT MOVING FORWARD WITH THAT OPTION.

BUT WE STILL WILL BE LOOKING FORWARD WITH THE OTHER TWO OPTIONS OF, UM SOME SORT OF BONDING CAPACITY PLUS AND CDC SUPPORT TOWARDS THIS INITIATIVE POLICY HAD ANYTHING TO THAT.

PERFECT AND THAT'S IT. THANK YOU, MR CHAIRMAN. THE QUESTIONS FROM THE BOARD ON IT. NEXT WE'LL

[Consider/Discuss MEDC Monthly Metrics Dashboard Report]

MOVE ON SECTION 22-103 TO CONSIDER DISCUSSED THE MDC MONTHLY METRICS DASHBOARD REPORT. THANK YOU, MR CHAIRMAN AGAIN. WE'RE STARTING THE YEAR OFF STRONG. WE UM HAVE A GREAT ACTIVE PROJECT PIPELINE. WE ALREADY HAVE A COUPLE PROJECT WINS UNDER A BELT FOR THE FOR THE YEAR. UM WE HAVE MORE ANNOUNCEMENTS TO COME. WE ARE OBVIOUSLY WE VOTED ON SEVERAL PROJECTS, BUT WE'RE WAITING FOR THE EXECUTION OF THIS CONTRACTS TO MAKE AN OFFICIAL ANNOUNCEMENT . OF COURSE, WE HAVE A VERY ROBUST PROJECT PIPELINE WITH SEVERAL LARGE DEVELOPMENT PROJECTS THAT WE'VE BEEN WORKING ON FOR A WHILE. UM WE'RE ON TARGET WITH R B R E VISITS THERE. ACTUALLY THERE'S A FEW WORKS. I KNOW I'VE DONE A COUPLE MORE THAT I HAVEN'T PUT INTO THE SYSTEM YET. IT'S JUST PAPERWORK TO DO THAT. UM AND THEN WE PLAN TO BE. WE'RE STARTING THE YEAR OFF. I THINK THIS MONTH IN MARCH GOING TO SOME TRADE SHOWS AND EVENTS I KNOW MYSELF AND. MR TALLY WILL BE GOING TO SITES LECTURES GUILD THE FIRST WEEK OF MARCH. WE HAVE ENGAGED WITH NEIGHBORHOOD DEVELOPMENT SERVICES WITH THE CITY AGAIN TO PLAN TO BE AT THEIR NEIGHBORHOOD FORUM THIS YEAR. ASSUMING THAT HAPPENS WE REALLY HOPE THAT HAPPENS IN PERSON THIS YEAR THAT WILL BE A GREAT CHANCE TO ENGAGE THE COMMUNITY. VISITOR TRAFFIC IS GOING WELL ON THE WEBSITE AND WE PLAN TO WE HAVE OUR FIRST ROUND OF NEWSLETTERS GOING OUT THE FIRST WEEK OF MARCH. SO WE'RE ON. ON PART WITH EVERYTHING RIGHT NOW. PETER. NEXT WE'RE GOING TO MOVE ON TO

[Consider/Discuss/Act on December 2021 Financials]

REGULAR AGENDA ITEMS. WE HAVE ONE UH, HAVEN'T DISCUSSED SECTION 22 THAT'S 1033 CONSIDER ACT DISCUSS. ON THE 2021 DECEMBER FINANCIALS. GOOD MORNING CHANCE. MILLER FINANCIAL COMPLIANCE MANAGER. WILL BE GOING OVER THE MONTH OF DECEMBER. TODAY. THAT'S THE THIRD MONTH OF THE FISCAL YEAR. IT WAS PRETTY QUIET MONTH FOR REVENUES. WE HAD 1.6 MILLION IN SALES TAX REVENUE. EXPENDITURES WE HAD 453,000 THAT WAS MAINLY JUST NORMAL OPERATING EXPENSES.

WE HAD A LITTLE OVER 50,000 PROJECT EXPENSES, BUT OVERALL PRETTY QUIET MONTH. AND WE WONDER CELLS TAX SO SELLS TAX FOR DECEMBER AS I ACTUALLY OCTOBER CLAIRE RELATED OCTOBER CELL STACKS. THAT'S THE FIRST MONTH OF THIS FISCAL YEAR THAT RAN, SO WE SAW A 21.6% INCREASE OVER LAST YEAR. WE DID HAVE A DECENT AMOUNT OF AUDIT COLLECTIONS AND PRIOR PERIOD COLLECTIONS ARE TRUE INCREASE WAS A SLIGHTLY OVER 20% THAT'S STILL GREAT FOR THE FIRST ONE OF THE FISCAL YEAR ARE GREAT FOR ANY MONTH. UM YEAH. ALAN SAW 16.2% INCREASE. FRISCO SAW 18 POINT ANDERSON INCREASE IN PLATO'S ALL 16.8% INCREASE, THEY REALLY DIDN'T HAVE ANY AUDIT COLLECTIONS OR PRIOR PERIOD COLLECTIONS, SO THOSE ARE PRETTY TRUE INCREASES FOR ALL OUR SISTER CITIES. UM YEAR TODAY WE'RE UP TO 18.2% ALLEN'S AT 16.4% FRESCOES 23.1% AND PLAY KNOWS THAT 15% OBVIOUSLY, DECEMBER SALES TAX IS COMING UP SOON, AND THAT'S GONNA BE THE BIG INDICATOR OF HOW WE'RE GOING TO PLAN OUT FOR FISCAL YEAR 22 BUT WE'RE STARTING OFF 22 STRONG AND I'LL BE ABLE TO STAND FOR ANY QUESTIONS. KEEP BRINGING THOSE GOOD NUMBERS. IT'S ALL ME . THANK YOU, SIR. THANK YOU. THANK YOU. SO. WITH THE FINANCIALS. EMOTIONS APPROVED

[00:30:11]

ALRIGHT, WE'RE GONNA MOVE ON TO PUBLIC COMMENTS AGAIN REGARDING MATTERS, NOT ON THE AGENDA. I DON'T SEE ANYBODY FROM THE PUBLIC HERE. BOARD COMMENTS. OR COMMENTS FOR FEBRUARY. WHY ARE YOU LOOKING AT ME LIKE I'M A COMMON MAN? I CAN THINK OF SOMETHING TO GIVE ME. YOU KNOW, I'VE GOT NOTHING ELSE WAS LOOKING AT ME LIKE I GOT TO SAY SOMETHING. I AIN'T YOUR TIME RIGHT NOW. ALL RIGHT IN ACCORDANCE WITH THE TEXAS
