UH THIS ITEM IS THE RESULT OF THIS YEAR'S FINANCIAL AUDIT, AS REQUIRED BY CHARTER. UM THIS WAS PREVIOUSLY REVIEWED BY THE AUDIT COMMITTEE ON FEBRUARY 3RD. IT IS A PRECURSOR TO THE ANNUAL COMPREHENSIVE FINANCIAL REPORT, OTHERWISE KNOWN AS THE ACT FOR WHICH IS ON THE CONSENT AGENDA TONIGHT FOR YOUR APPROVAL, WHICH IS JUST OUR ANNUAL FINANCIAL REPORT THAT'S BEEN AUDITED BY WEAVER. BEFORE I TURN THE PODIUM OVER TO THE AUDITORS. I WOULD LIKE TO EXTEND MY SINCERE GRATITUDE CHANCE MILLER, WHO THIS YEAR TOOK OVER THE ENTIRE AUDIT ENGAGEMENT ON THE CITY, STAFFING SIDE AND THE ENTIRE FINANCIAL SERVICES TEAM. WE LOVE THAT. THANK YOU. KEEP IT REALLY BRIEF. AND SO THIS IS JUST A LITTLE BIT ABOUT WEAVER, BUT WE'LL MOVE ON TO THE AUDIT RESULTS ITSELF. THE FIRST SLIDE FOCUSES IN ON THE FINANCIAL STATEMENTS. WE'VE ISSUED AN UNMODIFIED OPINION THAT'S A CLEAN OPINION. IT'S THE HIGHEST LEVEL OF ASSURANCE THAT CAN BE PLACED ON A SET OF FINANCIAL STATEMENTS. THERE WERE NO MATERIAL WEAKNESSES THAT WERE IDENTIFIED DURING THE COURSE OF THE AUDIT, NO SIGNIFICANT DEFICIENCIES AND THEN NO NONCOMPLIANCE. SO WITH REGARDS TO FINANCIAL STATEMENTS, YOU'RE LOOKING AT COMPLIANCE WITH LAWS AND REGULATIONS OUTSIDE OF FEDERAL FINANCIAL ASSISTANCE AND STATE FINANCIAL ASSISTANCE. AND SO WHEN WE TALK ABOUT COMPLIANCE, THAT'S WHAT THAT'S AND SPEAKING TO GOOD QUESTION BEFORE YOU GO ON. SO WHAT IS A DEFICIENCY. EXPLAIN WHAT A DEFICIENCY IS THAT WE DIDN'T HAVE. SO UM, DURING THE COURSE OF THE AUDIT, WE DO GO THROUGH THE INTERNAL CONTROLS OVER FINANCIAL REPORTING. AND SO IF YOU ALL HAD A DEFICIENCY, WHICH WOULD BE SOME TYPE OF UM, YOU KNOW, ELEVATION WHERE IF YOU ALL DIDN'T GO THROUGH THE CONTROLS THAT YOU ALL HAVE IN PLACE, SO WE WERE LOOKING AT THOSE CONTROLS AND THEY WEREN'T OPERATING US DESIGNED. YOU ALL COULD HAVE A DEFICIENCY AND THERE'S ACTUALLY THREE LEVELS. CONTROLLED EFFICIENCY, WHICH WOULD BE A LOWER LEVEL DEFICIENCY THAT WOULDN'T BE BROUGHT TO THIS GROUP BUT WOULD BE DISCUSSED WITH FINANCE AND OR THE DEPARTMENTS THAT UM, WE'RE INVOLVED IN THAT CONTROL AND THEN A SIGNIFICANT DEFICIENCY WOULD RISE TO THE LEVEL OF BRINGING IT TO YOU ALL'S ATTENTION BECAUSE IT WOULD BE CONSIDERED MATERIAL OR IT COULD BE A SITUATION WHERE HE WOULD HAVE A MATERIAL MISSTATEMENT BECAUSE OF THE CONTROL AND EFFICIENCY. AND THEN I'M MATERIAL WEAKNESS IS THE HIGHEST LEVEL OF DEFICIENCY. AND SO THAT IS WHERE WE ARE CONFIDENT THAT THERE WOULD BE A MATERIAL MISSTATEMENT OF THE FINANCIAL STATEMENTS IF THERE WAS A BREAKDOWN IN THE CONTROLS, AND SO THOSE ARE THE TWO LEVELS THAT ARE REQUIRED TO COME TO THANK YOU GREAT. THE SECOND IS, UM THE LOOK AT THE FEDERAL AND STATE AWARDS AND SO IN ADDITION TO THE FINANCIAL STATEMENTS, WE ALSO LOOK AT WE PERFORM A SINGLE AUDIT OVER FEDERAL AND STATE FINANCIAL ASSISTANCE. AND WITH THAT WE'RE LOOKING AT COMPLIANCE AS WELL AS INTERNAL CONTROLS OVER THOSE PROGRAMS, AND SO ALSO WITH REGARDS TO THIS REPORT, WE ISSUED AN UNMODIFIED OPINION AGAIN. LOW RISK ODDITY AND SO THAT IS IDENTIFIED IN THE REPORT ITSELF . AND THEN ALSO, WE NOTED THAT THERE WERE NO SIGNIFICANT DEFICIENCIES OR MATERIAL WEAKNESSES OR AUDIT FINDINGS, WHICH ARE GOING TO BE NONCOMPLIANCE WITH REGARDS TO THOSE FEDERAL FINANCIAL ASSISTANCE PROGRAMS. THAT WERE REQUIRED TO COME TO THIS GROUP. AND SO THE MAJOR PROGRAMS THAT WE TESTED AS PART OF THE AUDIT THIS YEAR IS THE CORONAVIRUS RELIEF FUNDS AND THE EMERGENCY RISK RENTAL ASSISTANCE PROGRAMS. CDBG AIRPORT IMPROVEMENT PROGRAMS AND THEN THE CUSTER ROAD PROGRAM. SO SEVERAL PROGRAMS THIS YEAR THAT GOT HIT AND THE MAJORITY OF THAT IS BECAUSE EITHER THEIR NEW PROGRAM OR THEY HAVE COVID. AND FUNDING THAT ARE ATTACHED TO THEM LIKE THE AIRPORT OF IMPROVEMENT OR HAS RISEN TO THE LEVEL THE MATERIAL LEVEL THAT WE HAVE TO TEST IT. AND SO THAT'S REALLY THE REPORT. THERE WERE NO FINDINGS AND NO ISSUES. I WANT TO ECHO WHAT TREATY SAID CHANCE . THIS WAS HIS FIRST FULL YEAR OF TAKING OVER THE AUDIT, AND WE REALLY DO APPRECIATE EVERYONE'S WORK. EVEN THOUGH TREATY UM DID YOU DON'T GIVE IT UP OVER SHE IS, YOU KNOW, VERY INVOLVED IN THE AUDIT AS WELL. AND SO WE APPRECIATE EVERYBODY AS PART OF THE FINANCE TEAM. OF THE NEW CITY OF MCKINNEY WEBSITE. LOOK VALERIE, MOSQUITO WEBSITE SPECIALIST FOR THE CITY OF MCKINNEY. WANTED TO TALK TO YOU A LITTLE BIT ABOUT THE WEBSITE REDESIGN. WE RECENTLY UNDERWENT WHAT WENT INTO IT, HOW WE CAME UP WITH A DESIGN THAT WE DID AND THE RESULTS SO FAR. IT IS THE INDUSTRY STANDARD FOR GOVERNMENT WEBSITES TO UNDERGO A REDESIGN EVERY 45 YEARS. THIS KEEPS THE LOOK AND FEEL OF THE WEBSITE CURRENT. IT ALSO ALLOWS GOVERNMENT ENTITIES TO REVIEW THEIR CONTENT AND ANALYTICS, ALLOWING THEM TO ADAPT THE WEBSITE TO THE WAY PEOPLE INTERACT WITH THE SITE. THIS IS PARTICULARLY IMPORTANT FOR US, AS THE WEBSITE IS THE HUB THROUGH WHICH THE COMMUNITY INTERACTS WITH CITY GOVERNMENT. UM, ANYWAY. THAT PEOPLE FIND INFORMATION ABOUT US. IT ALWAYS COMES BACK TO THE WEBSITE, EVEN SOCIAL MEDIA 98% OF ALL POST LINK BACK TO THE WEBSITE. SO WE'VE GOT PROCESSES. WE'VE GOT EVENTS. WE'VE GOT GENERAL INFORMATION. WE'VE GOT IT ALL. GOING INTO THE 2016 REDESIGN JUST TO GIVE YOU SOME BACKGROUND ON HOW WE GOT HERE. YOU CAN SEE THAT THE CITY'S WEBSITE HAD JUST OVER ONE MILLION SESSIONS AND JUST UNDER THREE MILLION PAGE VIEWS. BY THE END OF 2021. WE WERE UP TO 2.78 MILLION SESSIONS AND 5.5 MILLION PAGE VIEWS. THIS MEANS THAT KEEPING THE WEBSITE ON TRACK WITH THE WAY END USERS INTERACT WITH THE CITY IS KEY TO US CONTINUING TO BE EFFECTIVE IN THE COMMUNITY. WHEN WE HEADED INTO THIS REDESIGN, WE TOOK THE TIME TO EXAMINE THE DATA, TALKED TO STAFF AND GARNER FEEDBACK FROM THE PUBLIC. AS A RESULT, WE FOUND THAT WHERE THE WEBSITE WAS CONCERNED THE NEEDS OF THE COMMUNITY AND CITY HAD CHANGED DRASTICALLY. ONE OF OUR PRIMARY CONCERNS WAS THE SHIFT IN THE SHIFT IN THE WAYS IN WHICH PEOPLE INTERACTED WITH THE WEBSITE. SORRY, THAT'S A TONGUE TWISTER. IN 2015, OR WEBSITE TRAFFIC WAS ALMOST 90% DESKTOP TRAFFIC. THAT'S A LOT JUST THROUGH DESKTOP. AND THE RESULTING WEBSITE. TO A DOG. PUSH THE BOUNDARIES OF GOVERNMENT WEBSITE DESIGN. IT WAS THAT DESIGN. THAT WENT ON TO BECOME THE MODEL FOR WHAT FOR GOVERNMENT WEBSITES ACROSS THE COUNTRY. IT REALLY DID. OUR WEBSITE VENDOR USES IT. USED IT.

AS AN EXAMPLE FOR OTHER CITIES AND OTHER COUNTY GOVERNMENTS. WHAT THEY SHOULD GO WITH IT WAS A BEAUTIFUL DESIGN. BUT AS TECHNOLOGY CHANGED AND THE WAY PEOPLE ACCESS THE WEBSITE CHANGED, IT BECAME LESS AND LESS ABLE TO MEET THE NEEDS OF OUR END USERS. BETWEEN 2016 AND 2019 WEBSITE, TRAFFIC SHIFTED. WITH MOBILE TRAFFIC BECOMING JUST OVER 50% OF ALL WEBSITE TRAFFIC.

AND IN SOME DEPARTMENTS, THAT NUMBER WAS AS HIGH AS 90% MOBILE. SO THE MOBILE VIEW BECAME VERY IMPORTANT. NOW OUR LATEST WEBSITE, LET. LATEST WEBSITE REDESIGN WAS ORIGINALLY SLATED FOR 2020. SO IN 2019 WE STARTED TALKING TO THE DEPARTMENT'S ABOUT WHERE THEY'RE STICKING POINTS WITH THE WEBSITE OR AND WE FOUND THAT THE PUBLIC AND OUR CSRS WERE ALMOST SPEAKING A DIFFERENT LANGUAGE WHEN IT CAME TO NAVIGATING THE WEBSITE BECAUSE THE MOBILE VIEWS

AND THE DESKTOP VIEWS WERE SO DIFFERENT. IN SHORT. OUR ONCE GROUNDBREAKING WEBSITE WAS NO LONGER MEETING THE NEEDS OF OUR COMMUNITY. THEN. WE TALKED TO OTHER CITIES. WE WANTED TO KNOW.

AH, IF THEY WERE EXPERIENCING THE SAME ISSUES THAT WE SAW IN OUR COMMUNITY. WE LOOKED AT THEIR WEBSITES TO TRY AND IDENTIFY TRENDS TO FIND OUT HOW THEY HAD SOLVED THEIR ACCESS ISSUES. AND FROM THOSE CITIES, WE HEARD MANY OF THE SAME CONCERNS. THE DESKTOP AND MOBILE VIEWS WERE TOO DIFFERENT. UM LONGER PARAGRAPHS OF TEXT WERE A TURNING PEOPLE OFF THAT THE LARGE, BEAUTIFUL BANNER IMAGES WERE TAKING TOO LONG TO LOAD ON MOBILE AND THEY WERE JUST LOGGING OFF AND CALLING THE CITY RESULTING IN HIGHER CALL LEVELS AND THAT CAN BE AN ISSUE. WIN, 2020 ROLLED AROUND AND COVID HIT WE MADE THE DECISION TO PUT OFF THE WEBSITE REDESIGNED FOR A YEAR DUE TO LIMITED RESOURCES. BUT WE WERE ENTITLED DURING THAT TIME WE WENT AHEAD AND STARTED MAKING ADJUSTMENTS TO OUR CONTENT. NOW THIS WAS KEY BECAUSE WE HAVE WHAT'S KNOWN AS A RESPONSIVE WEBSITE. THAT MEANS THAT YOU MAINTAIN THE WEBSITE IN ONE LOCATION, AND IT'S THE SAME INFORMATION THAT PEOPLE SEE WHATEVER DEVICE THEY'RE ACCESSING THE WEBSITE ON. SO IF THEY'RE ACCESSING IT ON MOBILE THROUGH ACCESSING IT ON TABLET. DESKTOP. IT'S ALL THE SAME INFORMATION. BUT HERE'S THE HEAT. DEPENDING ON HOW YOU LAY OUT. THE INFORMATION ON A WEB PAGE CAN AFFECT ITS VIEW AND MOBILE. SO YOU CAN MAKE YOUR PAGES MORE MOBILE FRIENDLY JUST BY ADJUSTING THE CONTENT, SO WE STARTED DOING THAT DURING 2020. OR YEAH, DURING 2020. SO BASED ON OUR RESEARCH. UM WE STARTED ADDING WHAT ARE CALLED ANCHOR LINKS AND YOU CAN SEE THOSE HERE . THIS IS WHAT IT LOOKS LIKE ON DESKTOP AND THEN YOU CAN SEE IN MOBILE. AND THOSE GO AHEAD AND THEY JUMP PEOPLE UP AND DOWN THE SCREEN TO GET TO THE CONTENT THAT THEY WANT TO GET TO YOU. WE ALSO CONSOLIDATED INFORMATION WHERE APPROPRIATE TO CUT DOWN ON THE NUMBER OF PAGE CLICKS.

PEOPLE HAD TO GO THROUGH TO GET TO THE INFORMATION THEY WANTED. AND WE ADDED TILES TO CERTAIN PAGES TO GIVE PEOPLE A MORE APT LIKE FEELING. AND UM, BECAUSE OF THIS PROCESS, WE WERE ABLE TO GET OUR WEBSITE DOWN FROM ALMOST 900 PAGES TO ABOUT 600. SO IT WAS A LOT OF WORK TO GET TO THAT POINT, BUT OUR WEBSITE IS A LOT CLEANER BEHIND IT BECAUSE OF IT. AND THIS STRATEGY IS ALREADY PAYING OFF. WHEN WE PULLED THE 2021 NUMBERS AND COMPARE THEM TO THE 2020 AND 2019 NUMBERS, WE SEE THAT OUR PAGES PER SESSION RATES ARE DROPPING AS PEOPLE ARE FINDING THE INFORMATION THAT THEY ARE LOOKING FOR MORE QUICKLY. IN WEBSITE DESIGN. THE INDUSTRY STANDARD IS THREE CLICKS TO GET TO THE INFORMATION THAT YOU'RE LOOKING FOR. AND YOU CAN SEE THAT WE ARE JUST UNDER TWO FLAGS NOW. THIS IS GOOD NEWS FOR OUR END USERS BECAUSE IT MEANS THAT THEY ARE ABLE TO GET ON THE WEBSITE LOCATE THE INFORMATION THAT THEY WANT AND GET ON WITH THEIR LIVES WITHOUT HASSLE AND FRUSTRATION OF SITTING THERE TRYING TO DIG IN AND SEARCH FOR IT, SO REALLY KEEPING OUR END USERS IN MIND? AND IT'S WORKING. IN 2020. WE BEGAN THE ACTUAL REDESIGN PROCESS DURING THIS TIME WE WORK CLOSELY WITH OUR VENDOR CIVIC PLUS TO COME UP WITH A WEBSITE THAT WOULD PROVIDE A SIMILAR EXPERIENCE. REGARDLESS OF WHAT PLATFORM YOU WERE ACCESSING THE WEBSITE FROM. AT FIRST, THEY WERE SHOCKED AT THE CHANGES THAT WE WANTED TO MAKE TO THE 2016 DESIGN, BECAUSE, AS I SAID BEFORE, IT WAS GROUNDBREAKING. IT WAS A MODEL THAT THEY USED ACROSS THE COUNTRY AND HAD A LOT OF OTHER GOVERNMENTS. ORGANIZATIONS GO THAT WAY WITH YOUR WEBSITE, SO THEY WERE SHOCKED. BUT AS WE TALKED THROUGH THE ISSUES THAT WE WERE HAVING, AND, UM, EXPLAINED WHY WE WANTED TO CHANGE THINGS UP THEIR DESIGN TEAM GOT ON BOARD AND THEY NOT ONLY GOT ON BOARD, BUT THEY WERE EXCITED ABOUT THE CHALLENGE. THEY CAME UP WITH THE DESIGN. THAT BRIDGES THE GAP BETWEEN THE DESKTOP AND MOBILE VIEW. IT KEEPS LOAD TIMES LOW AND GETS PEOPLE TO THE INFORMATION THEY'RE LOOKING FOR QUICKLY. BEFORE BEFORE WE RELEASED THE WEBSITE. WE CONDUCTED USER TESTING AND FOCUS GROUPS AND THE RESULTS WERE OVERWHELMINGLY POSITIVE. ESPECIALLY FOR THOSE USERS WHO TOOK THE TIME TO VISIT THE SITE IN THE MOBILE VIEW. IT WAS A GREAT AFFIRMATION THAT THE RESEARCH TIME AND EFFORT WE PUT INTO THE REDESIGN PAID OFF. OUR VENDOR IS ONCE AGAIN EXCITED ABOUT THE CUTTING EDGE WEBSITE.

WE'VE RELEASED AND THEY'VE TOLD US THAT THEY ARE PLANNING TO USE IT. AS AN EXAMPLE GOING FORWARD

UM AND WHILE THERE HAVE BEEN A FEW SUGGESTIONS ABOUT THE IMPROVEMENT FUNCTIONALITY, WHICH WE HAVE PASSED ALONG TO OUR VENDOR UM, THERE REALLY HAVEN'T BEEN ANY COMPLAINTS. SO AS WE GET UNDERWAY, THIS IS A DIAGRAM I'VE USED FOR THE LAST TWO PRESENTATIONS JUST TO GIVE SOME BROAD CONTEXT INTO WHAT WENT INTO THIS INITIATIVE SPECIFICALLY, WHAT WE'RE GONNA SEE. TODAY IS SOME REVIEW OF THE CURRENT NEEDS CITIZEN CITY. ECONOMIC DEVELOPMENT AND THEN TOUCH BASED ON PROVIDERS LITTLE BIT SINCE I'VE LAST MET WITH YOU ALL, WE HELD A PROVIDER MEETING, WHICH WAS VERY WELL ATTENDED FOR SOMETHING LIKE THAT, OVER EIGHT DIFFERENT PROVIDERS CALLED IN WANTED TO LOOK AT OUR WORK. GENERALLY SPEAKING, PEOPLE CAN GET THE ACCESS THEY NEED NOW. UM BUT WE KNOW THAT THERE'S GOING TO BE KIND OF A POINT OF NO RETURN. WHERE JUST LIKE SIMILAR AND IT'S A IT'S A POOR METAPHOR.

IT'S A POOR EXAMPLE. BUT JUST LIKE A WATER LINE BEING UNDERSIZED, UM YOU'RE GONNA NEED A BIGGER WATER LINE AT SOME POINT AS THE DEMAND GROWS, SO UM WE HOPE TO GET RESPONSES FROM THE PRIVATE MARKET TO BOTH RECOMMENDATION, ONE THAT WE DISCUSSED EARLIER.
