ANYONE OBJECTS, I'LL GO AHEAD AND ORDER. THEY IS FEBRUARY 16 2022. IT IS FOR WHAT? IN THE AFTERNOON FOR 15 IN THE AFTERNOON WHERE 2.2 OR TENNESSEE STREET IN COUNCIL CHAMBERS FOR MCKINNEY URBAN TRANSIT DISTRICT MEETING. FIRST ONE OF BUSINESSES, PUBLIC COMMENTS.

ANYBODY THAT SIGNED UP. NEXT TIME, THEN CONSENT ITEMS, 22 0014 MINUTES AND MCKINNEY URBAN

[CONSENT ITEMS]

TRANSIT DISTRICT BOARD MEETING OF SEPTEMBER 22ND 2021. LIKE TO MAKE A MOTION ON THE OCEAN APPROVE. SECOND. FAVOR BY POST. REPORTS 220017 TRANSIT SERVICE IMPLEMENTATION UPDATE FROM

[Transit Service Implementation Update from Dallas Area Rapid Transit]

DALLAS AREA RAPID TRANSIT. OUR CHEMIST HERE WE CAN GET STARTED. GOOD AFTERNOON. MY NAME IS RYAN MCCUTCHEN. I'M THE PROJECT MANAGER FROM THE DARK LOCAL GOVERNMENT CORPORATION AND THAT TODAY I'LL BE PRESENTING TO YOU SOME KEY PERFORMANCE INDICATORS IN AN UPDATE ON THE MCKINNEY URBAN TRANSIT DISTRICT, COLLIN COUNTY TRANSIT PROGRAM NEXT SLIDE, PLEASE. TODAY THE AGENDA WILL FOCUS ON THE KEY PERFORMANCE INDICATORS INDICATORS FOR THE FIRST SIX WEEKS OF SERVICE WILL ALSO DISCUSS THE WINTER WEATHER SERVICE THAT WE ALL EXPERIENCED LAST WEEK. AND WE'LL TALK ABOUT A COUPLE KEY FEATURES THAT WILL BE COMING UP MAINLY THE LIFT SERVICE AND ALSO THE GO PASS INTEGRATION. NEXT SLIDE, PLEASE. SO JUST LOOKING AT THE KEY PERFORMANCE INDICATORS. I BROKE IT DOWN BY THE FIRST TWO MONTHS , THE FIRST MONTH BEING JANUARY 2ND THROUGH JANUARY 31ST AND WE HAD AN ASTOUNDING AMOUNT OF RIDERSHIP. WE JUST HAD FOUR SHY OF 1000. SO OUR RIDERSHIP WAS VERY STRONG IN THE FIRST MONTH OF SERVICE. THE AVERAGE WAIT TIME FOR RIDES WAS 19 MINUTES, AND THE CANCELATION WAS 9.7. SO THE AMOUNT OF NO SHOWS AND THIS IS GREAT BECAUSE IN THE FIRST WEEK OF SERVICE, THE CANCELATION RATE WAS HOVERING AT ABOUT 24.

AND I TRULY BELIEVE IT WAS A MATTER OF THE RIDERS GETTING ACQUAINTED WITH THE DART SYSTEM IN THE BOOKING ELEMENTS OF THAT , BUT OVER THE FIRST MONTH IT DROPPED DOWN TO AN AGGREGATE OF 9.7, WHICH IS ABOUT WHAT WE TARGETED IN THE PROCUREMENT PROCESS. THE AVERAGE TRAVEL DURATION WAS 17 MINUTES, AND THE AVERAGE TRAVEL DISTANCE WAS 6.4 MILES AGAIN. FROM THE PROCUREMENT STANDPOINT, THESE METRICS WERE EXACTLY WHAT WE HAVE BUDGETED FOR. IN THE INITIAL PROCUREMENT WITH DC TO SO LOOKING AT FEBRUARY FOR THE FIRST COUPLE OF WEEKS OF SERVICE RIDERSHIP IS STILL STRONG AT 417 . THE AVERAGE WAIT TIME TICKED UP TO ABOUT 21 MINUTES, AND IN THE PROCESS WE DEEMED 30 MINUTES . WAIT TIME IS WHAT IS TO BE ACCEPTABLE FOR THIS SERVICE AS IT EXISTS RIGHT NOW. THE CANCELATION OR NO SHOW FOR THE FIRST TWO WEEKS WAS 5.4% THE AVERAGE TRAVEL DURATION 19 MINUTES AND THE AVERAGE TRAVEL DISTANCE JUST UNDER SEVEN MILES.

NEXT SLIDE, PLEASE. SO ALL THESE NEXT COUPLE OF SLIDES. WHAT YOU'RE GOING TO SEE IS THE BOARDING AND ALIGHTING CONCENTRATION OF OUR HEAT MAPS. AND SO WHAT YOU'LL SEE IS THE HEAT MAPS ALONG THE CENTRAL CORRIDOR. THAT'S WHERE WE HAVE A LOT OF OUR ACTIVITY FOR ORIGINS . NOW WHAT ALSO CONTRIBUTES TO THIS ARE THE THREE DIFFERENT SENIOR CENTERS. THAT WE OFFER WEEK TWICE A WEEK RIDES AND ONCE A WEEK RIDES DEPENDING UPON THE ACTUAL SENIOR CENTER TO WALMART , TOWN CREEK, GOES ONCE A WEEK AND THEN COUNTRY LANE AND GRAND RESERVE BOTH GO TWICE A WEEK. ON TUESDAY, THURSDAYS NEXT SLIDE, PLEASE. SO ON THE DESTINATIONS, YOU'LL SEE A VERY SIMILAR SLIDE WITH REGARDS TO THE HEAT MAP IN THE ACTIVITY IN GENERALLY, THE MAJORITY OF OUR SERVICE IS OCCURRING IN THE CITY OF MCKINNEY WITH SOME OUTLIER SERVICE PRIMARILY TO THE MEDICAL CENTER IN FRISCO AND ALSO TO THE DIALYSIS CENTERS FOR CYNTHIA'S AND DAVITA AND ALAN. NEXT SLIDE, PLEASE. SO ONE OF THE THINGS THAT I'D LIKE TO TALK TO YOU ABOUT. TODAY IS THE WINTER WEATHER SERVICE THAT WE WENT THROUGH AS OF LAST. IT WAS LAST THURSDAY WHEN DART ACTUALLY SHUT DOWN ALL OF OUR SERVICE, BOTH RAIL AND BUS SERVICE DUE TO UNTENABLE SITUATION WITH THE WEATHER, BUT WORKING WITH THE CITY OF MCKINNEY MORE SPECIFICALLY, IN A IN A KIA. WE HAD MEETINGS ON A DAILY BASIS TO MAKE SURE THAT OUR OPERATIONS WERE IN PLACE, AND THEN I ACTUALLY REACHED OUT TO DAVITA AND FOR SENIORS TO MAKE SURE THAT THEY WERE ACTUALLY GOING TO

[00:05:04]

HAVE THE DIALYSIS CENTERS OPEN. THEY HAD AUGMENTED THEIR HOURS TO INSTEAD OF OPENING UP AT FIVE A.M. THEY OPENED UP AT NINE A.M. AND THEY ARE REDUCING THEIR SERVICE FROM 34 HOUR CHAIR SERVICE TO THREE HOURS. SO IN ADDITION TO THAT, I ALSO REACHED OUT TO ALL OF THE RE OCCURRING TRIPS JUST TO MAKE SURE THAT THESE TRIPS WERE ESSENTIAL THAT THE RIDERS ACTUALLY NEEDED TO BE OUT IN THIS INCLEMENT WEATHER. WHAT YOU'LL SEE IS THAT WE ONLY PROVIDED 43 RIDES BETWEEN THURSDAY AND SUNDAY, BUT WE DID PROVIDE ESSENTIAL SERVICE AND WE DID HAVE ALL FOUR OF OUR VEHICLES OUT PROVIDING SERVICE AS PEOPLE NEEDED IT. THE AVERAGE WAIT TIME. OBVIOUSLY IT WAS A LITTLE BIT HIGHER BECAUSE OF THE WEATHER. IT WAS AT 30 MINUTES, OUR DRIVERS AND OUR WEEKLY IN OUR DAILY MEETINGS THAT WE HAD WITH BOTH ECHO TRANSPORTATION IN IRVING HOLDINGS ARE KEY MESSAGE WAS SAFETY BUT ALSO PROVIDING ACCESS TO THOSE THAT NEEDED IT, SO THEY HAD THE VERY CLEAR MISSION OF GOING VERY SLOW. ONLY ONE OF OUR VEHICLES GOT STUCK AND HAD TO ACTUALLY RECEIVE SERVICE FROM A TOW TRUCK TO GET OUT OF THE ICY CONDITIONS. BUT ALL IN ALL, I FELT THAT IT WAS A SUCCESSFUL STRESS TEST FOR US TO MAKE SURE THAT WE WERE ABLE TO PROVIDE SERVICE IN SOME REALLY DIFFICULT CONDITIONS. THE AVERAGE TRIP DURATION FOR THIS KEY PERFORMANCE INDICATOR WAS 12 MINUTES, AND THE DISTANCE WAS RAISED SHORT IS ONLY FOUR MILES. NEXT FIVE. SO I'D LIKE TO SPEAK TO YOU ABOUT SOME SERVICE ENHANCEMENTS THAT WE HAVE COMING DOWN THE PIPE. SO THE ELIGIBILITY PORTAL, WHICH IS THE ONLINE TOOL THAT DART HAS BEEN IN DEVELOPMENT WITH WITH OUR TEAM WILL BE TESTED TOMORROW MORNING. I HAVE A MEETING WITH OUR I T DEPARTMENT AND WHY THIS IS CRITICAL IS BECAUSE WE WANTED TO OFFER A SAFE AND SECURE MEASURE. FOR OUR PERSPECTIVE WRITERS TO, UM JOINED THIS SYSTEM SHOULD THEY BE DEEMED ELIGIBLE. WE WANTED TO MAKE SURE THAT NO PERSONAL IDENTIFIABLE INFORMATION COULD BE COMPROMISED . SO THAT'S WHY WE HAVE THESE STRICT GUIDELINES IN PLACE TO DEVELOP THIS PORTAL AND WHAT WE HAVE DONE IN THE INTERIM, IN DIRECTION WITH THE CITY OF MCKINNEY IS THOSE THAT DIDN'T WANT TO SIGN UP. PRIOR TO THE PORTAL BEING AVAILABLE IS THEY COULD ACTUALLY MAIL THE OLD FASHIONED METHOD. THEY COULD MAIL ME THEIR SUPPORTING DOCUMENTATION, WHETHER THAT BE A TEXAS VALID ID THAT DOCUMENTS THEIR PLACE OF RESIDENCY AND ALSO THEIR DATE OF BIRTH IS THE MOST POPULAR WAY TO SIGN UP. AND AS I RECEIVED THOSE IN THE MAIL , I WOULD ACTUALLY CREATE A WRITER PROFILE FOR THEM. SO WE HAVE ADDED ABOUT 12 TO 15 NEW WRITERS SINCE THE BEGINNING OF A SERVICE AND ONCE THE ELIGIBILITY PORTAL IS OPEN, THEN I WILL ACTUALLY GO BACK OUT TO THE VARIOUS SENIOR CENTERS IN THE REGION AND WORK WITH VARIOUS MEDICAL FACILITIES TO EDUCATE THEM ON HOW TO GET PEOPLE SIGNED UP IN THE SERVICE. AND THE SENIOR CENTERS HAVE BEEN VERY OPEN TO THIS AND I SEE THAT THERE COULD BE A GREAT POTENTIAL OF GROWTH TO THE SERVICE THROUGH THOSE THOSE AVENUES. ANOTHER PIECE OF GOOD INFORMATION THAT I HAVE IS LIFT. WE JUST SIGNED A CONTRACT WITH THEM OR ACTUALLY, NOT US. BUT SPARE LABS. WHO IS OUR SUB RECIPIENT? THEY ACTUALLY SIGNED THEIR CONTRACT WITH LIFT THE OTHER DAY, THERE WAS A LITTLE BIT OF A HAD A SNAFU WITH REGARDS TO THE INSURANCE. IT TOOK US A LITTLE BIT TO SORT OF NAVIGATE THE ACTUAL LANGUAGE THAT CAME FROM THE PROCUREMENT PIECE AND SOMETHING THAT LIFT WAS COMFORTABLE WITH BOTH THE CITY ATTORNEY FOR ME OR FOR THE CITY OF MCKINNEY AND THE DARK GENERAL COUNSEL WORKED HAND IN HAND ON THIS WITH LIFTS GENERAL COUNSEL WERE ABLE TO COME TO AN AGREEMENT WITH THAT, SO I ANTICIPATE LIFT SERVICE TO BE TESTED IN MARCH AND FULLY ONLINE BY THE END OF THE MONTH. AND WHY THIS IS ALSO VERY IMPORTANT IS WE'RE SEEING SUCH A HIGH DEMAND FOR THE FOUR VEHICLES THAT WE HAVE PROVIDING SERVICE THROUGHOUT THE COURSE OF THE DAY , SO WHEN LEFT COMES ON, IT WILL HELP IT AND NON DEDICATED SINCE ALLOWED TO PROVIDE US GREATER CAPACITY FLEET CAPACITY BUT ALSO REDUCE THE AMOUNT OF DEADHEAD TIMES SO WE ALL WERE ONLY PAYING FOR SERVICE WITH REGARDS TO LIFT WHEN THERE IS AN ACTUAL DEMAND.

THE NEXT PIECE IS THE GO PAST INTEGRATION. THIS IS SOMETHING THAT WILL COME DOWN THE PIKE LATER THIS SPRING, AND WHAT WILL BE GREAT ABOUT TO GO PAST INTEGRATION IS IT WILL BE BASICALLY THE FINAL PIECE THAT TIES ALL OF THE 21ST CENTURY TECHNOLOGY THAT WE HAVE AND THAT WILL BE PRESENTED FOR THIS PROGRAM SO RIDERS WILL NO LONGER HAVE TO CALL THE CALL CENTER.

THEY STILL WILL HAVE THAT OPPORTUNITY SHOULD THEY NEED TO, BUT IN ALL THE INDIVIDUALS THAT I'VE BEEN SPEAKING WITH THE VAST MAJORITY OF THEM HAVE SMART. PHONES AND HAVE BEEN LOOKING FORWARD TO THE OPPORTUNITY. TO BOOK TRIPS ONLINE AND NOT HAVE TO DEAL WITH A CALL CENTER. A

[00:10:05]

LOT OF THE INDIVIDUALS THAT HAVE THEIR PARENTS ARE IN SENIOR HOMES AND THEIR KIDS BOOK TRIPS , THIS WILL BE ANOTHER GREAT OPPORTUNITY FOR THEM IN A SEAMLESS MANNER TO ACTUALLY BOOK TRIPS IN A VERY TECHNOLOGICAL WAY. AND THEN THE LAST THING I'D LIKE TO BRING TO YOUR ATTENTION IS THE MARKETING IMPLEMENTATION . WE HAVE A DRAFT OF OUR MARKET STRATEGY ON HOW TO GROW THE PROGRAM. OUR GOAL IS TO DOUBLE ITS SIZE BY THE END OF THE YEAR, ONE. AND WE HAVE MANY DIFFERENT MECHANISMS THROUGH OUR MARKETING DEPARTMENT AT DARK THAT WE ARE EXCITED TO SHARE WITH THE CITY OF MCKINNEY IN THE NEXT COUPLE OF DAYS AND GET THEIR INPUT ON HOW THE CITY AND ALSO THE BOARD WOULD LIKE TO SEE THE PROGRAM GROWTH OVER THE NEXT THREE YEARS. NEXT SLIDE, PLEASE. SO THAT BRINGS ME TO THE CONCLUSION OF MY PRESENTATION. TODAY. I'LL BE HAPPY TO ENTERTAIN ANY QUESTIONS THAT YOU HAVE. YOU SAID THE AVERAGE RESPONSE TIME. WAS IT WAS 19 MINUTES AND THE LAST YEAR 30 MINUTES. THIS PERSON WEEK. IS THAT RIGHT? SOMETHING LIKE THAT. SO THE 30 MINUTES WAS DURING THE WINTER WEATHER TIME. SO THE FIRST LET ME JUST DISMISSED THAT THE SEVEN IS AT 17 MINUTES OR 19 MINUTES. ON THE OTHER. IT WAS 19 MINUTES IN THE MONTH OF JANUARY, AND WHAT'S THE LONGEST TIME? THAT'S THE AVERAGE? WHAT? WHAT WERE SOME OF THE WORST DELAY TIMES.

WELL WHAT I WOULD SAY TO THAT IS THERE WERE CERTAIN TRIPS THAT WERE NOT ABLE TO BE FILLED BECAUSE THERE WERE NO DRIVERS AVAILABLE. SO IF YOU'RE ASKING ABOUT THE WORST OR THE EXTREME, THERE ARE CERTAIN INDIVIDUALS THAT I HAVE SPOKEN TO DIRECTLY WHO ARE CONCERNED THAT THEY DIDN'T HAVE TRIPS, BUT IT'S A FACTOR OF THE FOUR VEHICLES THAT WE HAVE OUT THERE CURRENTLY ARE TOTALLY BOOKED AND WE'RE EVEN PULLING TRIPS. AND WHEN I SAY POOLING TRIPS THAT MEANS THAT BASED ON THE PROXIMITY AND THE TECHNOLOGY THAT WE USE BASED ON SPARE IF IT'S SUFFICIENT TO PICK SOMEBODY ELSE UP, THEY'LL PICK SOMEONE SOMEONE ELSE UP AND THEN WE'LL HAVE MULTIPLE WRITERS, AND THAT'S PRIMARILY IN OUR MCKINNEY URBAN TRANSIT DISTRICT VAN, WHICH IS AN 8 TO 10 PASSENGER VAN. BUT AGAIN, THAT'S ALSO WHY WE WANT TO GET LIFT ON BOARD IS TO PROVIDE THAT GREATER LEVEL OF FLEXIBILITY WITH OUR SERVICE. AND THIS IS SOMETHING THAT ALSO WE HAVE BEEN MONITORING AND WORKING WITH THE CITY OF MCKINNEY ON LETTING THEM KNOW ABOUT. WE DID ADJUST. WE ADDED MORE VEHICLES AFTER THE FIRST WEEK OF SERVICE BECAUSE WE SAW SUCH A HIGH DEMAND. AND SO WE HAVE BEEN FLEXIBLE, BUT WE ALSO WANT TO BE CONSCIENTIOUS OF THE BUDGET THAT WE HAVE TO WORK WITH. HOW OFTEN IS THIS HAPPENING? WHERE WE DO HAVE FOLKS WHO DID NOT GET A RIDE? THE CANCELATION OF TRIPS. I'M GOING TO GO OUT AND SAY IT'S PROBABLY ABOUT 5 TO 7% OF OUR TRIPS RIGHT NOW. AND HOW MANY VEHICLES DID YOU START OFF WITH ? SO ORIGINALLY WE WERE GOING TO START OFF WITH TWO VEHICLE TO DEDICATED VEHICLES RIGHT NOW. WE HAVE FOUR DEDICATED VEHICLES IN LIEU OF NOT IN LIEU OF LIFT, NOT BEING ABLE TO PROVIDE SERVICE. ON DAY ONE. IT INCLUDES THE BUS.

IT'S. YES IT DOES. SO WE HAVE WHAT WE HAVE THE ONE M UTD VEHICLE THAT'S OPERATED BY ECHO TRANSPORTATION, AND WE HAVE THREE IRVING HOLDINGS VEHICLES. NOW THESE ARE THE IRVING HOLDINGS VEHICLES ARE MINIVANS VERY SIMILAR TO WHAT WAS USED OY DC TO, AND THE ONE THING I WOULD LIKE TO POINT OUT IS ALL OF THESE VEHICLES ARE WHEELCHAIR EXCESS HERBAL. SO THE IDEA IS THAT ONCE LIFT COMES ONLINE, WE WANT TO DO A MARKETING CAMPAIGN AND REALLY TRY TO EDUCATE THOSE THAT DO NOT NEED A WHEELCHAIR ACCESSIBLE VEHICLE AND STEER THEM TO USING LIFT SO THAT THE MOBILE THE WHEELCHAIR ACCESSIBLE VEHICLES CAN BE SPECIFICALLY USED BY THOSE THAT ACTUALLY NEED THEM. WE'RE GONNA SAW HIM THE AGENDA. WE'RE GOING TO HAVE A CONVERSATION ABOUT EXPANDED SERVICE AND STUFF. WE ASK YOU SOME QUESTIONS ABOUT THAT OR DOING RIGHT TO THEM. LIKE TO WIN . OKAY WE'LL DO THAT DURING. YEAH, THERE ANY OTHER QUESTIONS FOR? THIS REPORT RIGHT NOW. IS IT NOT WILL MOVE TO THAT DISCUSSION. SO CURRENTLY YOU HAVE AN AGREEMENT THAT'S COMING WITH LOOKED CORRECT. SO THE SO IT IS NOT AN AGREEMENT WITH THE DARNELL GCR SUB SPARE LABS WHO IS THE PRIME FOR THAT CONTRACT? THEY HAVE THE CONTRACT WITH LIFT ALSO ECHO TRANSPORTATION IN IRVING HOLDINGS, BUT THAT CONTRACT WAS SIGNED BETWEEN LIFT AND SPARE JUST EARLIER THIS WEEK. AND SO WHEN WILL THAT SERVICE BE AVAILABLE? TO OUR RESIDENTS, SO WE'RE TESTING IT AND IN MARCH, SO I'M THINKING THAT IT WILL BE READY TO BE BOOKED BY THE END OF THE NEXT BY

[00:15:01]

THE END OF MARCH. ARE THERE PLANS TO ADD ANOTHER VEHICLE THEN TO ACCOMMODATE THE FOLKS WHO ARE NOT? GET CANCELATION. SO THAT IS THAT IS AN OPEN DISCUSSION THAT WE WILL DEFINITELY HAVE WITH THE CITY OF MCKINNEY. UM WHAT WE'RE SEEING IS THE HOUR BETWEEN THE HOURS OF 11 AND THREE PM IS WHERE THE GREATEST DEMAND IS. AND THAT MAKES A LOT OF SENSE BECAUSE YOU KNOW WHEN WE'RE TALKING ABOUT DIALYSIS TRIPS, PEOPLE ARE BASICALLY BOOKING THEM EARLY IN THE MORNING AND THEN GETTING OFF OUT OF THE CHAIR. IN THE MID DAY , BUT THEN YOU HAVE THAT PM WAVE OF INDIVIDUALS THAT ARE ALSO BOOKING THAT FIRST TRIP TO GET TO THEIR DIALYSIS, AND THEN THEY'LL GO HOME IN THE EVENING. SO THAT IS SOMETHING THAT WE ARE MONITORING TO SEE IF WE WERE TO ADD ANOTHER VEHICLE. WHERE CAN WE STRATEGICALLY PLACED THAT VEHICLE AND ALSO LOOKING AT AGAIN? THE HEAT MAP THAT I SHOWED YOU? YOU KNOW, THIS IS A LARGE ZONE. BUT WHAT WE SEE CONSISTENTLY IS THAT THE MAJORITY OF TRIPS ARE HAPPENING IN THE CITY OF MCKINNEY, SO I DON'T FEEL THAT THERE'S A NEED TO PUT A VEHICLE IN, SAY, PROSPER OR SORT OF ON THE FRINGE ELEMENTS OF THIS ZONE. BUT WE COULD ADD ANOTHER VEHICLE, POTENTIALLY IN THE MID DAY PERIOD. BUT AGAIN, WE ALSO REALLY NEED TO LOOK AT THE COST BECAUSE WE DO HAVE A STRICT MANDATE THAT WE HAVE IT NOT TO EXCEED AMOUNT. WE DO HAVE A CONTINGENCY BUILT INTO OUR BUDGET, WHICH WOULD ALLOW US A LITTLE BIT OF CUSHION. BUT ONE THING I NEED TO POINT OUT TO THE BOARD IS THAT WHEN WE ORIGINALLY WENT TO PROCUREMENT PHASE FOR BASICALLY OPERATING THE MUTV VEHICLE ORIGINALLY CAME OUT AT $51 AN HOUR TO OPERATE THAT VEHICLE BUT DUE TO ISSUES WITH FINDING RIGHT OPERATORS AND JUST THE GENERAL THEMES THAT YOU HEAR IN THE NEWS THESE DAYS, THAT RATE SHOT UP TO ABOUT $74 AN HOUR. SO THERE'S ALREADY SOME CONSIDERATIONS THAT WE HAVE TO MAKE WITH THE BUDGET, AND ESPECIALLY THAT VEHICLE WHERE WE WANTED TO HAVE THAT VEHICLE OUT THERE FROM SIX AM TO EIGHT PM CURRENTLY THAT VEHICLES ONLY OPERATING FROM EIGHT AM TO FIVE PM AND THEN HAVING IRVING HOLDINGS PROVIDE THE SERVICE IN THE LATER EVENING, BUT WE'RE NOT SEEING THAT GREAT OF A DEMAND BETWEEN THE HOURS OF FIVE AND EIGHT. YOU CORRECTLY THAT A LARGE PORTION OF THOSE TRIPS ARE GOING TO THE MEDICAL CENTER IN FRISCO. THERE ARE SOME TRIPS. I WOULDN'T SAY A LARGE AMOUNT OF TRIPS, BUT THEY ARE THEY'RE GOING OUT. I BELIEVE IT'S THE SOUTHWESTERN FACILITY. ALRIGHT GOVERNMENT. IT MIGHT BE BAYLOR, SCOTT AND WHITE. I NEED TO DO NOW. BUT IT'S BEEN 10 YEARS, OKAY, BUT IT'S NOT AS MUCH TO BAYLOR, SCOTT AND WHITE HERE IN MCKINNEY OR MEDICAL CITY, GUINEA. NO, REALLY. AND SERVICE. THEY OFFER HIM THAT BUT THEY OFFER ISN'T THAT THEY HAVE A DIALYSIS. NOT PRACTICE, BUT A PATIENT SERVICE AND ASSOCIATED WITH THE LOCATIONS. UNFORTUNATELY THIS TIME I DON'T NECESSARILY KNOW ALL OF THE TRIP PURPOSES FOR ORIGIN AND DESTINATION TRIP PURPOSE. FOR THAT REASON, OKAY, IT WOULD BE EASY FOR ME TO PULL ANY OF THE DVD OR FOR SENIORS, AND WE COULD MAKE THE REASONABLE ASSUMPTION THAT THAT'S A DIALYSIS. BUT JUST IN MY, YOU KNOW, ANECDOTALLY SPEAKING, WOULD I SPEAK TO INDIVIDUALS THAT ARE BOOKING MEDICAL TRIPS? YOU KNOW, THEY'RE NOT DIVULGING WHAT THE RATIONALE IS OR THE EXACT TREATMENT THAT THEY NEED, OTHER THAN THE FACT THAT THEY JUST HAVE A MEDICAL APPOINTMENT. RIGHT? MOVED INTO TWOS YEARS AGO, 19 DISCUSSED TRANSIT SERVICE ELIGIBILITY

[Discuss Transit Service Eligibility Guidelines]

[Update on Non-Profit Partnership Pilot]

GUIDELINES. CAN YOU TELL A PATIENT SINGLE PAGE. HI, EVERYBODY. SO IN SEPTEMBER, THERE WAS A REQUEST TO DISCUSS EXPANSION OF ELIGIBILITY GUIDELINES. SO I JUST WANTED TO BRING THAT DISCUSSHAION TO YOU L TODAY IN 2017, THE COMMUNITY BOARD DETERMINED WHO THE CCT SERVICE ACTUALLY SERVICES AND THAT IS RESIDENTS OVER THE AGE OF 65 RESIDENTS WHO MEET THE FEDERAL LOW INCOME GUIDELINES AND RESIDENTS WITH DISABILITIES . UH CURRENTLY, IF YOU DON'T FALL INTO ANY OF THOSE CATEGORIES, YOU CANNOT USE THE SERVICE. THE AMERICAN PUBLIC TRANSPORTATION ASSOCIATION DEFINES TRADITIONALLY TRANSIT DEPENDENT POPULATIONS. AS THOSE WITH NO CARS, THOSE OVER THE AGE OF 64 THOSE WHO MEET THE POVERTY INDEX SCORE AND THOSE WITH PEOPLE WHO ARE UNDER THE AGE OF 18. SO WE MEET TWO OUT OF FOUR OF THAT LIST, BUT OF COURSE WE'RE STILL LEAVING OUT, YOU KNOW? PEOPLE WHO DON'T HAVE A CAR OR PEOPLE WITH KIDS. SO WE'RE GOING TO DISCUSS POTENTIAL PROGRAMMATIC IMPACTS BASED ON ANY EXPANSION. NEXT SLIDE,

[00:20:02]

PLEASE. HERE. WE JUST HAVE THE YOU KNOW, WE HAVE A MILLION PLUS PEOPLE HERE IN COLLIN COUNTY.

WE'VE HAD THEM SINCE 2019 AND THE COUNTY ONLY PLANS TO GET BIGGER. BECAUSE OF THAT WE MIGHT WANT TO CONSIDER HOW THE SERVICES USED BY WHOM UM. WE REALLY NEED SOME SORT OF MULTI MOBILITY OPTION, YOU KNOW, THINKING ABOUT NOT ONLY TRANSIT IN THE WAY THAT WE CURRENTLY PROVIDE IT, BUT OTHER TRANSIT OPTIONS LIKE REGIONAL RAIL. WE'RE CURRENTLY DOING MICRO TRANSIT. BUT OTHER. TYPES OF TRANSIT OFFERINGS THAT ARE OUT THERE. SO REALLY, WHAT WE'RE LOOKING AT IS $3.8 MILLION, SAYS COG IF WE ARE TO PROVIDE SERVICE TO THE REGION. FOR EVERYONE IN THE REGION, AND THAT'S AN ANNUAL FIGURE. UM THAT NUMBER IS FROM THE COLLIN COUNTY TRANSIT STUDY THAT WAS COMPLETED IN JUNE. I WOULD LOVE TO HEAR WHATEVER YOU KNOW DISCUSSIONS OR QUESTIONS THAT I CAN HAVE TO BRING FORWARD. OPERATING COSTS 3.8 MILLION. THAT IS FOR SOME TYPE OF REGIONAL RAIL. NO THAT IS PURELY IF WE ARE TO EXPAND OUR MICRO TRANSIT OFFERINGS TO THE ENTIRE SERVICE AREAS. AND THEY'VE DONE THE ESTIMATES ON ANYTHING ELSE. I'M SO SORRY. I CAN'T HEAR YOU. I'M SORRY. I'LL SPEAK UP SO THEY DON'T KNOW OTHER ESTIMATES ON ANYTHING OTHER ADDITIONAL SERVICE BEYOND THAT, JUST JUST THAT SERVICE. SO THEY HAVE LOOKED INTO WHAT REGIONAL RAIL WOULD COST. I DIDN'T PUT THAT IN HERE BECAUSE THAT'S SUCH A POLITICAL CONVERSATION. THAT IS REALLY A LOT OF DIFFERENT MOVING PARTS AT JUST PUT THE FIGURE THAT I KNEW THAT WOULD BE MOST RELEVANT TO US TODAY. PAST. PERFECT. THANK YOU. SO I BROUGHT THIS UP IN OCTOBER BECAUSE I WANT TO START PROJECTIONS OF DOUBLING RIDERSHIP. A YEAR AND. I THINK FROM A FEASIBILITY STANDPOINT. I LOOK AT OUR QUALIFICATIONS IS KIND OF LIKE A BOX THAT WE'VE DEFINED THIS BOX THAT PEOPLE CAN ENTER INTO IT. AND THEN WE PUT A BUNCH OF HURDLES OUT IN THE FRONT OF IT. AND IT'S WE KIND OF LIMIT WHO'S GOING TO END UP RIDING WITH DARK AND YOU'VE SEEN SOME PRETTY UM, GOOD. RESULTS IN YOUR 1ST 45 DAYS, BUT THEN ON THE BACKSIDE IT SEEMS LIKE WE MAY HAVE TROUBLE WITH FULFILLING IT. AND SO I GUESS MY QUESTION IS. WHAT WAYS IN WHICH WE CAN, WHAT WATER WAYS IN WHICH WE CAN REDEFINE THAT BOX THAT ELIGIBILITY BOX. OUR WAYS WE CAN BREAK DOWN. THERE'S HURDLES IN WHICH TO GET THROUGH IT. AND THEN ULTIMATELY HOW DO WE GET ENOUGH PEOPLE? HOW DO WE PROVIDE A SERVICE THAT IS SUFFICIENT ENOUGH TO THESE PEOPLE THAT THEY REPEAT AND RELY ON IT IN A WAY? I FEEL LIKE ALL OF THOSE ARE PLACES THAT KIND OF TRIP US UP.

UM FROM THE QUALIFICATIONS BOX. WE'VE KIND OF TAKEN ANECDOTAL. STEPS AND ADDED. YOU KNOW, WE ORIGINALLY. DIDN'T HAVE THE LOW INCOME. WE HAD IT ALL INCOME. WE CANADA PARTNERSHIP TYPE.

FUNCTION WITH NONPROFITS THAT THEY WERE, THEY WOULD WORK TO QUALIFY THE PEOPLE. AND I DON'T KNOW HOW SUCCESSFUL THAT HAS BEEN. UM WE'VE I THINK TONIGHT. YOU MENTIONED. IN THE HOMELESS CONVERSATION ABOUT AN AFFIDAVIT OF INCOME SO THAT KIND OF TAKE AWAY ONE OF THE HURDLES IN THE QUALIFICATION HURDLES. BUT ARE THERE WAYS THAT WE CAN KIND OF EXPAND? ELIGIBILITY TO ADDITIONAL NEEDS. WHETHER IT IS THE UM. YOU MENTIONED THE PEOPLE WITHOUT CARS, THE PEOPLE WITH TEMPORARY NEEDS. YOUTH AT THAT. MAY NEED IT. AND MAYBE FOCUS ON THOSE OUTCOMES THAT YOU WANT.

LIKE LIKE HEALTH. I MEAN, TALKING ABOUT ALL THE TRIPS TO HEALTH CENTERS, BUT FOCUSING ON THEM TO ENSURE YOU KNOW IF WE'VE GOT THE FEDERALLY QUALIFIED HEALTH CLINIC DOWN THE STREET BOARD. ONE OF THESE OTHER SERVICE PROVIDERS. THE AREA THAT ARE SERVING ON PROFITS THAT THEY'RE THE ONES HELPING. SIGN PEOPLE UP. BECOME ELIGIBLE SO THAT WE ARE. WE'RE TRYING TO GET GOOD HEALTH OUTCOMES, BUT OUR TRANSPORTATION STRUCTURE GETS IN THE LIGHT. AND SO HOW CAN WE INCREASE THAT BOX? HOW CAN WE LOWER THOSE HURDLES? AND ULTIMATELY, WHERE SHOULD WE BE FOCUSING OUR MARKETING EFFORTS SO THAT WE DO GET NUMBER OF PEOPLE THAT ONE OF THE THINGS THE NEXT PRESENTATION SPECIFICALLY TALKS ABOUT THE PARTNERSHIP WITH NONPROFITS THAT WE'RE DEVELOPING, IN ORDER TO HAVE THEM DETERMINE ELIGIBILITY. HAVE BEEN ABLE TO PUT PEOPLE IN

[00:25:03]

THE SYSTEM SO THAT YOU KNOW AND WHETHER THE NONPROFITS PAY FOR THE COST OF THE FAIR WHETHER THE M UTD TAKES PART OF THAT, AND THE NONPROFITS TAKE PART OF THAT. BUT YOU KNOW, REALLY THE CONVERSATION ABOUT EXPANDING SERVICE KIND OF TAKES US BACK TO 2017. WHEN WE HAD HAD TAPS A YEAR PREVIOUS WHEN SERVICE WE HAD FIXED ROUTES ALL OVER THE CITY, BUT WE COULDN'T AFFORD THE SERVICE AND THEY JUST STOPPED. SO THE CHARGE FROM THE M UTD FROM THE VERY BEGINNING HAS BEEN SLOWLY BUILD SERVICE. BUILD CAPACITY BE VERY, VERY CONSISTENT, VERY CONSCIOUS WITH THE SERVICE THAT WE OFFER SO THAT THE SURFACE WE PUT OUT THERE CAN STAY OUT THERE SO WE DON'T EVER GET INTO A POSITION WHERE WE HAVE OFFERED SERVICE AND HAVE TO GO. NO, NO, NO. YOU KNOW, WE CAN'T SERVE THIS POPULATION. SO THAT'S REALLY WHAT WE'VE BEEN DOING IN OUR BUDGET. NOW IS WHAT ABOUT 1.2 MILLION WITH DART AND, AS RYAN SAID, WE'RE KIND OF ALREADY BECAUSE OF THE ADDITIONAL COST WITH UTILIZING THE M UTD VEHICLE. WE'RE ALREADY KIND OF LIKE, OKAY, SO WHEN WE TALK ABOUT WE CAN EXPAND SERVICE WE CAN BRING IN. WE CAN DO GENERAL POPULATION FOR $3.8 MILLION. WHEN WE TALK ABOUT THESE THINGS , WE ARE LIMITED BY THE AMOUNT OF FUNDING THAT WE HAVE, AND WE'RE LIMITED BY THE FACT THAT WE DON'T WANT TO PUT SERVICE OUT THERE AND HAVE TO PULL IT BACK AT SOME POINT. ONE OF THE THINGS THAT THAT WE COULD DISCUSS. THE MUTV COULD DISCUSS COLLIN COUNTY IS A MEMBER OF THE M UTD. THEY'RE ELIGIBLE TO BE A MEMBER.

THEY DON'T HAVE A SEAT ON AND UTD. THERE ARE FUNDING SOURCES THAT THEY HAVE ACCESS TO FEDERAL FUNDING SOURCES AS THE COUNTY SO THAT YOU KNOW THERE ARE DIFFERENT WAYS DIFFERENT FUNDING SOURCES DIFFERENT PARTNERSHIPS. THAT WE COULD BRING TOGETHER TO, YOU KNOW, INCREASED SERVICE, INCREASED FUNDING, AND YOU KNOW IF THAT'S A CONVERSATION THAT YOU WOULD LIKE FOR US TO START OR YOU HAVE IDEAS ABOUT PARTNERSHIPS. THAT'S SOMETHING THAT WE'RE LOOKING, YOU KNOW, TO IMPLEMENTING. MY. CONCERNS ABOUT THE QUALIFICATIONS WERE REALLY TIGHT, TOO. THE THREE YEAR PRO FORMER THAT WAS LAID OUT THERE. FOR THIS RELATIONSHIP THAT HAD SOME PRETTY AGGRESSIVE RIDERSHIP. GROWTH BUT I JUST I DON'T THINK THAT WE HAVE I THINK THOSE THE WAY WE NARROW THAT BOX AND THE HURDLES WE PUT IN PLACE ARE GOING TO PREVENT US FROM GETTING SO THAT'S WHY I WAS WONDERING WHAT WHAT ADDITIONAL CAPACITY. DO WE ADD TO GET TO WHAT WE EXPECT? WE COULD ULTIMATELY SERVED BECAUSE WE LOOK AT THE COMMON COUNTY TRANSIT STUDY, OR WE LOOK AT DIFFERENT SURVEYS, AND WE SEE THAT THERE IS A DEMAND. BUT WE'VE LIMITED IT IN SOME WAY.

AND WE PUT THESE HURDLES THAT WE'RE GOING TO MAKE IT HARD TO GET TO THAT MAN. DON'T EXPAND QUALIFICATIONS, SO. I'M NOT SAYING YOU OPEN IT UP TO GENERAL POPULATION. I'M JUST SAYING MAYBE YOU. DEAL WITH SOME OF THE ONES YOU LISTED WITH. YOU KNOW HOUSEHOLDS WITHOUT VEHICLES OR TEMPORARY SERVICE TYPE THING. WHERE SOMEONE CAN. PAID ON AS NEEDED BASIS. CAR'S BROKEN DOWN SOMETHING LIKE THAT, SO WE CAN MAKE IT EASIER. PEOPLE HAVE BEEN KIND OF QUALIFIED AND THEN KIND OF START ADDRESSING SOME OF THE HURDLES I THINK I THINK KNOWLEDGE, I THINK THE MORE THE FASTER WE CAN GET MARKETING OUT THE DOOR. THE BETTER WE'RE GOING TO BE, BUT I THINK WE CAN TARGET AREAS LIKE ALL OF OUR LIGHT TECH PROPERTIES. ALL OF OUR DESTINATIONS THAT WE EXPECT PEOPLE TO GET TO SO WE CAN WE CONTINUE? WE DON'T HAVE. WE'RE NOT. WE DON'T HAVE SOMETHING.

WE'RE NOT ACTUALLY ECONOMIC. AND I THINK I THINK YOU KNOW. IF WE'RE IF WE'RE RUNNING A 5 TO 7% CANCELATION RATE, AND WE'VE DONE THAT BEFORE. WE'RE GOING TO HAVE A HARD TIME. HIM. REGAIN CUSTOMERS ON THAT HAVE HAD BAD EXPERIENCES BECAUSE THAT'S GONNA YOU KNOW AN ISSUE. THAT'S NOT A NEW ISSUE. AND SO I JUST WORK. THAT HIT THAT EXPECTATION THAT DOUBLING RIDERSHIP IN A YEAR. I DON'T THINK WE HIT IT WITH THE QUALIFICATION. RIGHT AND SO THAT'S WHY STAFF PUT THE HOUSEHOLDS WITH ZERO AUTOMOBILES AND THOSE WITH STUDENTS ON THERE, BECAUSE I THOUGHT THAT WOULD BE A REALLY, UM EASY GET TO, YOU KNOW, SLOWLY EXPAND PROGRAM. BUT OF COURSE, ANY TIME THAT WE'RE GOING TO EXPAND THE PROGRAM AND THERE'S STILL QUALIFICATIONS TO MEET THERE'S

[00:30:03]

GOING TO HAVE TO BE AN ADMINISTRATIVE PERSON WHO PROCESSES ALL OF THAT, AND THAT'S ANOTHER COST TO CONSIDER FOR THE BOARD. BUT IS THAT THE WAY WE WANT TO GO? OR WOULD WE? CERTAINLY BY MORE. WE EXPAND THE ELIGIBILITY THAT OR RIDERSHIP WILL GET JUST STATUS QUO NOT DOING ANYTHING BEYOND WHAT WE'RE DOING IN THE MARKETING. WHAT BUT THE. ON THE NONPROFIT PARTNERSHIPS. I'M CURIOUS TO HEAR YOU KNOW WHERE THAT HAS. GONE. I SEE THAT. CAPITALIZING ON THOSE AND EXPLOITING THOSE PARTNERSHIPS COULD BE A REAL EXPLOSIVE WAY TO INCREASE RIDERSHIP AND AGAIN WHEN I TALKED TO AND I'VE TALKED TO SEVERAL OF THE HEALTH CLINICS AND IN THE AREA THAT SAY THAT AGAIN. THEY. THEIR BIGGEST CONCERN, OUR BIGGEST NEED AS TRANSPORTATION. THEY STILL HAVEN'T THAT PARTNERSHIP STILL ISN'T IN PLACE SO THEY STILL DON'T KNOW HOW TO NAVIGATE IT. TO ME. I WOULD LIKE TO SEE US. START. THEY'RE EXPANDING. THOSE THAT TO ELIGIBILITY ARE ELIGIBLE. WRITERS THAT WE HAVE JUST GETTING EXPLAINING OUT TO THEM. YEAH. PRIVATE NONPROFIT PARTNERSHIPS AND GETTING THEM INVOLVED IN THE PROCESS OF QUALIFYING. YEAH SO I'VE MET WITH THREE AGENCIES MYSELF ON THIS TOPIC. WE WERE AT A LOSS, WHETHER OR NOT TO LUMP THEM IN THE SAME DISCUSSION OR NOT, BUT ESSENTIALLY, WE ARE HAVING CONVERSATIONS WITH AGENCIES. WE HAVE TO DETERMINE WHAT IT'S GOING TO LOOK LIKE. YOU KNOW WHAT? THAT MEMORANDUM OF UNDERSTANDING IS GOING TO BE. ARE THEY GOING TO DO ALL THE ADMINISTRATIVE PIECES AND JUST SEND US A LIST? OR UM, YOU KNOW WHO WHO'S ROLES AND RESPONSIBILITIES? THAT'S SOMETHING THAT WE'RE WORKING OUT RIGHT NOW, BUT ULTIMATELY THAT'S A DISCUSSION THAT WE'RE PRESENTLY HAVING WITH NONPROFITS AND REALLY? ONCE WE GET THE DARK PORTAL ONLINE, IT WILL BE, I THINK EVEN EASIER SO HOPEFULLY HOPEFULLY, THAT'S SOMETHING THAT CAN COME ONLINE WITHIN THE YEAR . I CAN'T IMAGINE THAT IT BE TOO DIFFICULT, BUT AGAIN WITH ADMINISTRATIVE PIECES. WE JUST HAVE TO GET THOSE OUT OF THE WAY. IT SEEMS LIKE EVERYONE IS REALLY ON BOARD. UM, AND THERE HASN'T SEEM TO BE ANY, UM LIMITATIONS OR RESTRICTIONS AS FAR AS GRANTS OR FUNDING GOES SO IN THAT WE WERE ALSO DISCUSSING ABOUT LIKE A SIX MONTHS, GIVING OR HAVING NONPROFITS CERTIFY PEOPLE THEY CAN CERTIFY FOR A CERTAIN AMOUNT OF TIME. WHETHER OR NOT THEY WOULD COVER ALL OF THEIR FAIR OR JUST PART OF THE FAIR IF THEIR RIDES ARE GOING TO BE RESTRICTED TO WORK OR IF THEY CAN GO ANYWHERE IN THE COUNTY. UM, JUST KIND OF THE LARGER CONVERSATION THERE. OH RIGHT. YEAH, WE CAN BRING THOSE BACK TO THE NEXT MEETING AND HAVE THAT CONVERSATION AGAIN. BUT IT'S DEFINITELY SOMETHING THAT WE'RE DOING LIKE RIGHT NOW. I THINK FOCUSING ON THE DESTINATION GROUPS WHETHER IT IS THE NONPROFITS, HEALTH CLINICS OR PLACES LIKE THE SENIOR CENTERS WHERE PEOPLE NEED TO BE YOUR WANT TO BE. IS A GOOD WAY BECAUSE THEY'RE GOING TO BE YOUR MOST. INTERESTED AND CAPABLE PARTNERS, IN MY ALSO THINK, FOCUSING ON THE ORIGINATING LOCATION LIKE YOUR LIFE TECH PROPERTIES LIKE JUST THEY'VE ALL GOT COORDINATORS. THEY'RE REQUIRED TO HAVE COMMUNITY COORDINATORS THERE. THAT CAN HELP WITH. UM IT AT LEAST MARKETING, BUT I WOULD IMAGINE, YOU KNOW THEIR QUALIFYING THESE APPLICANTS AND SO THEY'VE GOT ALL THE QUALIFICATION DOCUMENTS YOU WOULD NEED. IF YOU CAN FIND IT. PARTICIPANTS WHO WANT TO JOIN, SO I THINK YOU KNOW, WE'VE GOT 24,500 LIGHT TECH UNITS AND MCKINNEY. BETTER ALL POTENTIAL. USERS FOR THIS SO. I THOROUGHLY AGREE. THAT'S WHERE I WOULD WANT US TO START OUR FOCUS. YES, BECAUSE WE'RE ALREADY TALKING TO ADDITIONAL SENIOR CENTERS THAT WOULD LIKE TO GET ONTO OUR SENIOR CENTER ROUTINE, SO THANKS FOR THAT. THERE ANY OTHER QUESTIONS OR CONCERNS? I'LL TAKE THEM. HOW DO WE GO ABOUT ADDING AND YOU'VE GOT THE NEXT ITEM IS THE DISCUSSION WITH THE NONPROFIT AND I DON'T KNOW WHAT WAS APPROVED PRIOR TO WITH THE.

WHEN WE DID THE OR WHEN THE MUTATED. DID THAT PARTNERSHIP FOR NONPROFITS? BUT WHAT DO YOU NEED FROM? THIS BOARD TO YOU KNOW, EXPAND THOSE SERVICES LIKD NEED YOU ALL TO, UM YOU KNOW, EMOTION RESOLUTION THAT WHOLE THING, BUT AS FAR AS DON'T YOU MEAN EXPAND. EFFORT RIGHT? BUT WE GET HOW DO WE? HOW DO WE TAKE THIS DISCUSSION AND THE DISCUSSION PRIOR AND REALLY GET OUT IN. IN TANGIBLE WAYS WITH THESE ORGANIZATIONS, ALLIED TECH PROPERTIES HEALTHCARE FACILITIES

[00:35:09]

AND GET THEM ENGAGED IN PARTNERING WITH US AND FROM QUALIFIED ACCOUNT QUALIFYING.

WRITERS, TOO. TO HELP YOU BOOK. SO AS KIM MENTIONED SHE HAS BEEN MEETING WITH NONPROFITS. WE HAD A MEETING WITH CLC THE OTHER DAY TO TALK ABOUT. YOU KNOW HOW WE WOULD STRUCTURE THESE? OBVIOUSLY THE MUTV BOARD IS ON ON BOARD WITH THAT. UM THE SOME OF THE DECISION POINTS YOU KNOW, WILL IS THAT IN UTD WILLING TO SHOULDER THE ENTIRE COST WITH THE NONPROFIT TAKE THE COST.

WOULD WE SPLIT THE COST? SO THOSE ARE DECISION POINTS THAT WE CAN BRING BACK TO THE BOARD AS WELL AS LIKE A DRAFT MEMORANDUMS OF UNDERSTANDING THAT WE WOULD HAVE WITH THE NONPROFIT ONE OF THE CHALLENGES FRANKLY. THAT WE'VE HAD IS THIS IS OUR TRANSIT DEPARTMENT AND SHE IS DOING ALL OF THE REPORTING SHE WAS DOING REPORTING FOR THREE GRANTS, AND WE DON'T HAVE STAFF TO GET OUT AND BUILD THESE RELATIONSHIPS WITH THE CORPORATE COMMUNITY WITH THE NONPROFIT COMMUNITY TO GO OUT AND GIVE PRESENTATIONS BECAUSE SHE JUST DOESN'T HAVE THE BANDWIDTH. SO THAT IS SOMETHING THAT YOU KNOW, MAYBE COMING TO THE BOARD FOR APPROVAL AS WELL IS, YOU KNOW FOR A COORDINATOR POSITION SOMEONE TO ASSIST HER, TOO, SO THEY CAN DO THE REPORTING AND SHE CAN GET OUT AND START DOING THE MARKETING. NOW THAT I FEEL THAT WE HAVE A PROGRAM AND WE HAVE A BASE THAT IS EXPANDABLE, YOU KNOW, AND THAT IS VERY FLEXIBLE , WERE ABLE TO PUT IN DIFFERENT FARES, YOU KNOW, FOR DIFFERENT INDIVIDUALS, WHICH IS SOMETHING IF YOU REMEMBER THE CONVERSATION THAT WE WENT THROUGH TRYING TO DO THAT WITH IRVING HOLDINGS. IT WAS NOT POSSIBLE, SO THIS IS A MUCH MORE ROBUST SYSTEM, AND I THINK IT'S ONE THAT WE CAN GROW.

AND ARE YOU KNOW TO YOUR TO YOUR CONCERN, COUNCILMAN BELLER IF WE SEE THAT THESE MARKETING EFFORTS ARE BEING PUT IN PLACE, AND THE THEY'RE NOT THE RIDERSHIP IS NOT PICKING UP THE WAY THAT WE EXPECT IT TO, THEN WE CAN. CERTAINLY WE CAN CERTAINLY SHIFT GEARS AND, YOU KNOW, DO SOMETHING DIFFERENT. SO I MEAN TO ME. IT SEEMS VERY OBVIOUS IS WE CAN'T DO EVERYTHING BY YOURSELF. YOU NEED HELP. DISCUSSION WE SHOULD BE HAVING RIGHT NOW IS NO. WE CAN'T DO ANYTHING TODAY AND IT'S NOT ON OUR AGENDA. TALKED ABOUT HER, ADAM STAFF POSITION OR A COORDINATOR. BUT IT ISN'T THAT REALLY THE CONVERSATION WE SHOULD BE HAVING. I IT WOULD BE HELPFUL. I THINK TO HAVE HAVE THE ADDITIONAL THE ADDITIONAL SUPPORT. THAT'S SOMETHING THAT YOU KNOW. I KNOW IT'S M UTD ABOARD, BUT IT'S ALSO CITY COUNCIL AND GOING THROUGH THE BUDGET PROCESS AND ALL OF THAT IT WOULD BE A PODIUM. ACTUALLY CAUSE THAT HE'S LIKE, PULSE TEXTED ME RIGHT NOW GOING, YOU'RE IN TROUBLE. HE WANTS TO ADD 10 POSITIONS. OH, YES. WELL, WHAT KIND OF QUESTION BEFORE YOU GET THERE LIKE OUR BUDGET, THE MUTV BUDGET. UM, BUDGETS FOR AN ADMINISTRATOR THAT THE CITY WAS GOING TO PAY FOR IT. BUT THE IMMUNITY FOR THE LAST YEAR TO HASN'T BECAUSE WE HAVEN'T WE HAVEN'T USED THE MUTV BUDGET. NO, WE DO. M UTD. AND. DO WE EMPLOY COMPANY? YES SIR. I FEEL LIKE TWO OR THREE YEARS AGO, I SAW THE CITY PAID FOR ADMINISTRATOR. AND THEN WHEN WE DIDN'T GET THE BUDGET, IT COULD HAVE BEEN IN THE VERY FIRST YEAR, BUT I THINK WE'RE ABLE TO CHARGE THE FEES. ADMINISTRATIVE FEES GET CHARGED TO THE BUDGET.

I WAS JUST GOING TO SAY YOU CAN ABSOLUTELY TALK ABOUT IT. NO ACTION WOULD BE TAKEN TONIGHT.

YOU CAN DIRECT US TO PREPARE A BUDGET WITH THAT, AND WE BRING THE BUDGET BACK. HIS BUDGET REQUEST DO YOU IS THAT THE WOULD THAT BE? THE MOST. HELPFUL STEP THAT WE COULD TAKE IN FROM MY VIEWPOINT. I'M NOT IN THE WEEDS , SO I'M NOT CLOSEST THE INFORMATION, BUT I BET OUR FOLKS AT DART AND I BET KID WOULD PROBABLY SAY IT'S BE SURELY BE HELPFUL TO GET OUT THERE AND MARKET THIS. THAT'S WHAT EVERYTHING BECAUSE HIT THE PAGE . WE'RE TALKING ABOUT RIDERSHIP OF APARTMENT EXPANDING ELIGIBILITY WHEN REALLY, WE HAVEN'T EVEN BEGUN TO SCRATCH THE SURFACE ON GETTING THE PUBLIC EDUCATED AND EQUIPPING THEM AND EQUIPPING THESE. THESE LIKE, HE SAYS, LIKE PROPERTIES IN HEALTH CARE FACILITIES, WHICH ALSO WOULD BENEFIT IF THEY HAD PATIENTS ABLE TO GET IN BECAUSE THEY'RE OF COURSE NOT ABLE TO BY THE SERVICE IF THEY DON'T HAVE PATIENTS, SO WOULD THAT NOT? SHOULD WE MAKE THAT ARE VERY ONE ON OUR VERY NEXT AGENDA TO HAVE THAT DISCUSSION AND ACT ON I'LL MAKE A NOTE. STANDPOINT. THAT THE WE CAN PUT ON THE NEXT

[00:40:02]

AGENDA FOR THE BOARD TO MAKE A RECOMMENDATION. AND THEN THAT POSITION WOULD GO THROUGH THE SUPPLEMENTAL PROCESS. TWO CITY COUNCIL, LIKE OTHER SUPPLEMENTAL POSITIONS DO AS WELL BECAUSE YOU KNOW, THERE ARE A LOT OF DEPARTMENTS. THERE'S A LOT OF DEPARTMENTS THAT NEED ADDITIONAL STAFF. SO UM WHAT IT JUST HAS TO GO THROUGH THE PROCESS WITH EVERYONE ELSE. RIGHT BUT I M UTD DOESN'T OF COURSE, THERE'S WE'RE VERY LIMITED. SCOPE WHAT WE CAN CONSIDER INSTEAD, CORRECT WOULDN'T BE TAKEN AWAY OR LOOKING PAST OTHER. I'M NOT FIGHTERS, RIGHT RIGHT BECAUSE THE STAFF POSITION KIA WORKS FOR THE CITY OF MAKENI, AND IT'S A STAFF POSITION SO THERE, YOU KNOW. ALL OF THAT THAT GOES ALONG WITH IT, SO IT WOULD GO THROUGH THE CITY BUDGET PROCESS , BUT WE CAN PUT THAT ON THE AGENDA FOR A RECOMMENDATION AS WELL GOES THROUGH THE CITY BUDGET PROCESS, EVEN THOUGH IT'S FUNDED BY M UTD. DOES IT OKAY? YES OKAY, CORRECT. SHE IS A CITY EMPLOYEE. CORRECT DESPITE THE BACK END, THE FUNDING MAY COME FROM SOMEWHERE ELSE BESIDES THE GENERAL, CORRECT, RIGHT? RIGHT? DOES EVERYONE AGREE TO THAT? I DO. I'LL MAKE A NOTE. THAT'S AWFUL THAT YOU'VE BEEN DOING THIS ALL BY YOURSELF? YES, OLD GEORGE GEORGE. THAT WAS MY UPDATE, ALSO FOR THE NONPROFIT PARTNERSHIP PILOT. UM IF ADDITIONAL QUESTIONS FOR THAT I CAN TAKE THEM. THINK THAT. CONVERSATION AND COMMENTS HAVE BEEN IN A DIRECTION FOR THE NEXT MEETING RIGHT FOR THAT. DISCUSSION AND ACTION. THROUGH ALL THE PROPER CHANNELS. I KNOW I'M SPEAKING OUT OF. I JUST WANT TO SAY THANK YOU. YES THANK YOU. TREMENDOUS JOB. THANK YOU, DOCTOR ALONE, WHICH IS REMARKABLE, AND I KNOW PAUL ALWAYS WANTS TO MAINTAIN GREAT STAFF WERE HIGH PERFORMERS, AND CLEARLY YOU ARE BUT WE ALSO DON'T WANT TO WEAR YOU OUT.

THANK YOU. YOU DESERVE TO HAVE SOME HELPS. TRYING NOT TO CRY. THANK YOU, DOCTOR. I CAN'T TELL ANYONE. OKAY. ALL RIGHT. RIGHT, SO WE'LL SET UP YOUR GET OUT OF CALENDAR, INVITING. PABLO NAVIGATE THE PROCESS, I GUESS. YEP. THAT IS OUR LAST ITEM. OF THE PUBLIC COMMENTS REGARDING MATTERS NOT ON THE AGENDA, AND I'M GUESSING THERE'S NOTHING OR NOT. HERE. PUSH INTO A JOURNEY.

SO MOVED SECOND FAVOR. THANK YOU . THANK YOU. REALLY.
