[00:10:06]

TOPIC IS GOING TO BE ABOUT ENERGY AND THE OIL AND GAS AND INDUSTRY AS WELL AS OUR ELECTRIC GRID AND THINGS THAT HAVE BEEN HAPPENING SINCE WE ALL REMEMBER THE WINTER STORM OF 2021 THINGS THAT TRANSPIRED DURING THE LEGISLATIVE SESSION TO TRY TO PREVENT THAT FROM HAPPENING AND STRENGTHENING OUR ELECTRIC GRID . WE HEARD A LOT FROM BUSINESSES DURING THAT TIME. UM THAT IT WAE THE MANUFACTURING THAT GOES OFFLINE FOR A PERIOD OF TIME, SO IT DEFINITELY AFFECTS OUR BUSINESS COMMUNITY. SO WE'RE LOOKING AT FINALIZING THAT PANEL . WE HAVE AN ASK OUT RIGHT NOW.

SO FINGERS CROSSED. THAT THE INTERIM CEO OF ERCOT WILL BE ON THAT PANEL. SO VERY INFORMATIVE AS WE PUT THAT TOGETHER, SO IT'S GOING TO BE APRIL 14TH AND THEN LAST WEEK AT LEAST JUST WANT TO MAKE YOU AWARE THAT I'VE BEEN SELECTED TO JOIN A GROUP OF BUSINESS LEADERS IN CHAMBERS FROM ACROSS THE COUNTRY TO PARTICIPATE ON THE BUSINESS LEADERS UNITED ON THE HILL AND WASHINGTON D. C IT IS PART OF THE NATIONAL SKILLS COALITION, SO THEY'RE CONVENING A SELECT GROUP OF CHAMBERS AND BUSINESS INDUSTRY LEADERS. TO TALK ABOUT SKILLS DEVELOPMENT PROGRAMS, FEDERAL POLICIES P AROUND THAT R BUILDING OUR PIPELINE. SO IN PREPARATION OF THAT, I'LL BE GOING ON A LISTENING TOUR THIS MONTH. TO GAIN MORE KNOWLEDGE FROM THAT THERE'S MORE SPECIFICALLY DIRECTED TO OUR WORKFORCE DEVELOPMENT FOR BUSINESSES IN OUR COMMUNITY SO THAT I CAN SPEAK VERY CLEARLY ABOUT THAT FROM MCKINNEY STANDPOINT. AS WELL AS OUR BUSINESS EDUCATION PARTNERS LIKE COLLIN COLLEGE AND SOME OF THOSE A LITTLE BIT OUTSIDE OF OUR AREAS LIKE UTD T. SO I JUST WONDER. LET YOU KNOW THAT THAT WILL ALSO BE TRANSPIRING WITH THAT. I'LL STAND FOR ANY QUESTIONS. BRIAN WHAT'S YOUR FAVORITE COLOR? THICKLY KIM WAS LIKE KIM'S LIKE WHAT? SOFTBALL QUESTIONS? YEAH MONTY PYTHON. IT'S GOING TO BE SOMETIME IN MAY WE TYPICALLY HAVE THAT APPLICATION PROCESS OPEN FOR A MONTH, BUT I CAN GET THAT. THAT INFORMATION TO YOU, BUT WE USUALLY HAVE IT OPEN FROM THE BEGINNING OF APRIL THROUGH THE END OF APRIL. I'M GUESSING RIGHT NOW. YOU DON'T HAVE A SET NUMBER YOU'RE TAKING RIGHT NOW. YOU'RE JUST GONNA SIT CAPITAL 30 AGAIN ARE THAT'S OUR MAX LAST YEAR BECAUSE OF HELLO, COVID. WE BACK DOWN THE NUMBERS A LITTLE BIT. BUT NOW WE'RE BACK TO FULL FORCE. 30 IS A KIND OF A GOOD NUMBER FROM A LOGISTICS STANDPOINT FROM A GROUP DIALOG STANDPOINT. UM. AND JUST SO EVERYBODY KNOWS THE 30 FOR 30 STARTED WITH MY CLASS. THAT'S WHAT. OTHER QUESTIONS 34 30. THAT'S GREAT MINDS THE BEST COST EVER. BUT YEAH, CUTE. THANK YOU, LISA. THANK YOU. THE COMMUNITY DEVELOPMENT. I SEE. WE HAVE CATHERINE. ON THE EXTERIOR TO A BUILDING SITE DRAINAGE THROUGH OUR WATER, UTILITIES AND FIRE SUPPRESSION EQUIPMENT. THE MAXIMUM AWARD FOR THOSE GRANTS IS 25,000 AND REQUIRES AN EQUAL MATCH FROM THE APPLICANTS. SO WE'RE RESPONDING TO THOSE, AND HOPEFULLY WILL WE HOSTED A SITE VISIT AND FAME TOUR TO A SITE SELECTOR. LAST WEEK ON A FAIRLY LARGE PROJECT THAT'S CONSIDERING MCKINNEY FOR LOCATIONS. SO OUR PROJECTS TEAMS DOING A GREAT JOB OF GENERATING SOME NEW LEADS AND NEW DEVELOPMENT ACTIVITY. UM AS FAR AS ONE PROJECT WHERE WE HAVE A COUPLE IN THERE. WE HAVE SOME OUTSTANDING AGREEMENTS THAT HAVE NOT BEEN SIGNED. WE'RE REACHING OUT TO THIS COS FOR SOME OF OUR RECENT APPROVALS THAT WE'VE MADE TO DOUBLE CHECK ON THOSE CONTRACTS, EXECUTIONS BUT AS SOON AS THOSE ARE EXECUTED, MAKING SOME MORE ANNOUNCEMENTS BE REVISITS WERE ON PAR WHERE WE'RE WORKING. ON MEETING WITH AS MANY PEOPLE AS WE CAN. AND EVERYTHING ELSE IS GOING GOOD COMMUNITY FORUMS NEXT MONTH WILL BE MOVED TO ONE. SO WE WILL NOT HAVE A ZERO IN THAT CATEGORY

[00:20:03]

ANYMORE. BUT WE DID LAUNCH OUR FIRST QUARTER NEWSLETTERS ARE THE FULL. LAUNCH OF THEM THROUGH THE COMMUNITY, THE BUSINESS AND THROUGH SOME TARGETED NEWSLETTERS AND WE'VE HAD A 47.6% OPEN RATE ON THOSE, WHICH IS OUR TARGET IS 40% OR DOING WELL WITH PEOPLE BEING INTERESTED IN LEARNING ABOUT MCKINNEY. WE HAVE TO KEEP GROWING THAT UP AND UP AND UP, BUT BE HAPPY TO ANSWER ANY ADDITIONAL QUESTIONS. YEAH. THANK YOU, PETER. THANK YOU.

[Receive President’s Report on Accredited Economic Development Organization (AEDO)]

REPORT ON ACCREDITATION. AND ECONOMIC DEVELOPMENT ORGANIZATION. THE VIDEO YES, I THINK, MR CHAIRMAN. SO AS YOU RECALL LAST MONTH WE SAID WE WERE ABOUT RIGHT BEFORE LAST MONTH'S MEETING. WE'RE ABOUT TO HOST THE VIDEO. UM SO SELECTION COMMITTEE HERE IN MCKINNEY. THAT IS THE FINAL STEP OF THE CREDITED ECONOMIC DEVELOPMENT ORGANIZATION PROCESS. THIS IS A ACCREDITATION GIVEN BY THE INTERNATIONAL ECONOMIC DEVELOPMENT COUNCIL. THAT TAKES A FULL LOOK AT THE IT'S A VERY EXTENSIVE PROCESS WE'VE BEEN GOING THROUGH FOR PROBABLY ABOUT TWO YEARS NOW, AND IT STARTS WITH A DOCUMENT REVIEW OF OUR BYLAWS. OUR POLICIES. OUR STRATEGIES ARE KPI IS BASICALLY ALL OF THE FUNDAMENTAL ORGANIZATIONAL STRUCTURE, DOCUMENTS, GUIDING PRINCIPLES AND STRATEGY AND AS A PEER REVIEW AT THE HIGHEST LEVEL THROUGH THE INTERNATIONAL ECONOMIC DEVELOPMENT COUNCIL ON AH, BEST PRACTICES IN OUR WE A TOP PERFORMING ECONOMIC DEVELOPMENT AGENCY THAT HAS FOLLOWED UP WITH A SITE VISIT BY TWO OF THE COMMUNITY MEMBERS THROUGH I'D SEE TO WHERE THEY VALIDATE. BASICALLY MAKE SURE WE ARE WE ARE. WE WALK WHAT WE TALK AND, UM I WOULD EXPRESS A VERY HEARTFELT THANK. WELL, THANK YOU TO ALL THE BOARD MEMBERS FOR PARTICIPATING IN THE MEETINGS. AS WELL AS A LOT OF OUR COMMUNITY STAKEHOLDERS CITY COUNCIL CITY LEADERSHIP FOR BEING A PART OF THAT PART OF THAT PERIOD. YOU PROCESS IS A VERY INTENSE TWO DAY PROCESS WHERE THEY'RE INTERVIEWING, NOT ONLY ALL OF STAFF, ALL OF YOU, BUT EXTERNAL STAKEHOLDERS AS WELL. UM WE HAD A LOT OF EXTERNAL STAKEHOLDERS DON'T HAVE TIME TO NAME THEM ALL. BUT THANK YOU TO ALL OF THE BUSINESSES THAT PARTICIPATED IN THOSE INTERVIEWS. AND WE GOT WORD. UM I BELIEVE THEM TWO WEEKS AGO THAT WE HAVE OFFICIALLY BEEN ACCREDITED. SO WE WILL. WE ARE OFFICIALLY BELIEVE NUMBER 72 NATIONWIDE THAT HAVE RECEIVED THIS ACCREDITATION. THEY SENT US A ACCREDITATION LETTER IN ALL THE CREDENTIALS TO ADD TO OUR EMAIL SIGNATURES TO ADD THE BADGE TO OUR WEBSITE, AND WHAT WAS SO WHY IS THIS ACCREDITATION IMPORTANT? SO WHEN LOOKING AT? HOW DO WE SET OURSELVES DIFFERENT FROM OUR NEIGHBORS AROUND US AND FROM ECONOMIC DEVELOPMENT ORGANIZATIONS JUST NATIONWIDE. THIS IS ONE OF THOSE THINGS. THERE'S A LOT OF DIFFERENT ACCREDITATION PROCESSES UNDER LISA HAS GONE THROUGH THE CHAMBER ACCREDITATION PROCESS. THE CITY HAS MULTIPLE ACCREDITATIONS THEIR DEPARTMENTS AND WHAT IT DOES IS, IT JUST ADDS CREDIBILITY TO WHAT WE DO. AND IT SHOWS TO THE OUTSIDE WORLD TO THE BROKERS AND SITE SELECTORS THAT WHEN THEY DO BUSINESS WITH MCKINNEY FROM AN ECONOMIC DEVELOPMENT STANDPOINT, THEY WERE TOP OF CLASS. WE'VE BEEN VETTED. WE'VE BEEN PERIOD VIEWED AND THEY KNOW THAT WHEN THEY'RE COMING HERE, THEY HAVE A LEVEL OF ASSURANCE ASSURANCE THAT THEY'RE GOING TO GET TOP LEVEL SERVICE AND TOP LEVEL TREATMENT AND HAVE THE MOST UP TO DATE AND AVAILABLE RESOURCES THAT ARE AVAILABLE. UM THAT IS OFFERED WITHIN THE ECONOMIC DEVELOPMENT COMMUNITY. AND SO IT IS A BADGE OF PRIDE FOR US THAT I'M PROUD OF OUR STAFF FOR THE HARD WORK THAT THEY'VE DONE, AND, UM I THINK IT'S JUST IT'S A GREAT ACCOMPLISHMENT. WE WILL GET AN OFFICIAL PLAQUE FROM I D. C AT THE ANNUAL MEETING IN THE FALL. TO WHICH WE WILL THEN PRESENT TO THE BOARD AND TO HOPEFULLY TO CITY COUNCIL AS WELL, UM, JUST TO SHOW THE ACCOMPLISHMENTS AND, UM, JUST KUDOS TO EVERYBODY FOR HELPING US ACHIEVE THIS. GRADUATIONS WELL DONE AND STUFF. THE COMMENTS WILL GO TO 22-0251

[Receive President’s Report on Texas Economic Development Council’s 2021 Economic Excellence Award]

RECEIVED PRESIDENT'S REPORT ON THE TEXAS ECONOMIC DEVELOPMENT COUNCILS 2021 ECONOMIC EXCELLENCE AWARD. SO IT'S A DOUBLE AWARD SEASON FOR US, UM SO IN ADDITION TO WHILE WE'RE GOING THROUGH EIGHT YEARS, TEXAS THE TEXAS ECONOMIC DEVELOPMENT COUNCIL ALSO, UM HAS A ANNUAL ECONOMIC EXCELLENCE AWARD, AND I'LL READ THE GUIDELINES FOR THE THIS KIND OF A LOCAL ECONOMIC DEVELOPMENT EXCELLENCE AWARDS. SO IT SAYS THE ECONOMIC EXCELLENCE RECOGNITION PROGRAM PROVIDES RECOGNITION TO ECONOMIC DEVELOPMENT ORGANIZATIONS THAT MEET A DESIRED THRESHOLD OF

[00:25:02]

PROFESSIONALISM. RECIPIENTS QUALIFY FOR RECOGNITION BASED ON TRAINING TAKEN BY THEIR GOVERNING BOARD COUNCIL. AS WELL AS THEIR ECONOMIC DEVELOPMENT DIRECTOR AND PROFESSIONAL STAFF , CERTIFICATIONS, PROFESSIONAL MEMBERSHIPS AND ACTIVITIES AND ORGANIZATIONAL EFFECTIVENESS OF THE ECONOMIC DEVELOPMENT STAFF ALSO CONTRIBUTE TO THE STANDARDS FOR QUALIFICATIONS. THIS IS A BIT LIKE A MINIATURE 80. OH BUT FOR THE STATE OF TEXAS, SO THIS IS, UM THERE'S THIS SAME TYPE OF SOME METALS WHERE WE HAD TO SUBMIT MULTIPLE DOCUMENTS TO, UM TO SHOW DIFFERENT QUALIFICATIONS WERE GIVEN POINTS BASED ON QUALIFICATIONS BASED ON THE QUALIFICATIONS OF OUR STAFF THAT FOR CREDENTIALS THAT OUR STAFF HAD OUR STRATEGIC POLICY, THE DIFFERENT TYPES OF PROGRAMS THAT WE IMPLEMENT. DO WE HAVE DIFFERENT BASES COVERED LIKE BUSINESS RETENTION? BUSINESS RECRUITMENT, WORKFORCE DEVELOPMENT DO ARE WE WORKING WITH THE FULL TOLL BACK TOOLBOX OF ECONOMIC DEVELOPMENT PROGRAMS AND NOT JUST DOING BUSINESS RECRUITMENT OR THINGS LIKE THAT? SO WE WERE ONE OF THE ORGANIZATIONS THAT WERE AWARDED TO THE EXXON EXCELLENCE RECOGNITION AND HERE'S OUR PLAQUE FROM T E D. C THAT WE RECEIVED, UM, STATING THAT WE ARE AT 2021. ORGANIZATION OF EXCELLENCE BY TDC STANDARDS. TO A MULTI NATION NATIONALIZED CERTIFIED BY THE UNITED STATES AND TEXAS, RIGHT? OF PATIENTS. YEAH. ANY COMMENT FROM THE BOARD FOR PETER WELL DONE JUST WELL DONE. INTERNATIONAL AWARDS THERE. THANK YOU, PETER. AWARD.

[Consider/Discuss/Act on January 2022 Financials]

MOVING ON THE 22-0 TO 5 TO CONSIDER DISCUSS ACT ON THE JANUARY 2022 FINANCIALS. WE'LL SEE CHASE, BUT IT'S AS FRAGILE BIG BOSS MR HALLOWEEN, HARRY. GOOD MORNING. MARK HOLLOWAY, CHIEF FINANCIAL OFFICER FOR THE CITY. CHANCE COULDN'T BE HERE THIS MORNING. HE'S OFFICE FOR KIDS. HE ASKED ME TO STOP IN. GIVE THE REPORT AND I CAN TELL YOU THAT JANUARY WAS A FAIRLY LIGHT MONTH, FEBRUARY JUST CLOSED YESTERDAY FOR US, SO WE'LL HAVE THAT REPORT NEXT MONTH. WAS ANOTHER STRONG MONTH FOR SALES TAX. AFTER ADJUSTING FOR AUDIT AND PREVIOUS PERIOD.

COLLECTIONS STILL UP OVER 20% OVER THE THERE WOULD BE NOVEMBER COLLECTIONS FROM LAST YEAR. SO ARE FROM 21. SO 20 BECAUSE THIS IS 21 NOVEMBER, BUT SO 20% YOU HAD TOTAL TOTAL REVENUES JUST OVER ONE POINT OR JUST UNDER 1.7 MILLION WITH EXPENSES JUST UNDER 500,000 FOR JANUARY. WEREN'T VERY MANY BIG EXPENSES COMING OUT FROM YOUR DURING THE MONTH OF JANUARY FAIRLY LIGHT MONTH.

KIM ALREADY RUINED THE MARKLE WAS GOING TO SAY THAT THEIR BUDGET WAS BEGINNING SO BUT THOSE THAT. YEAH. UM BUT BUT WITH THAT, I'LL BE HAPPY TO TAKE ANY QUESTIONS UNDER JANUARY FINANCIALS OR ANY OTHER QUESTIONS THAT YOU MIGHT HAVE. NO DEAR SPEED VELOCITY, EVEN LEADING SWALLOW IS OH, YOU WANT TO START QUOTING AN AFRICAN IN AFRICAN OR EUROPEAN SWALLOW? I'D LIKE TO ASK THE QUESTION MORE GERMANE TO OUR MEETING, OKAY? I JUST NOTICED THAT THE EXPENSE SCHEDULE WE HAVE KIND OF RUNNING A FEVER IN THE SERVICES AND SUNDRY LINE LIKE WE'RE ALMOST $300,000 OVER BUDGET IN THAT LINE. WHAT IS THE TRUTH? WHAT TO WHAT DO WE ATTRIBUTE THAT I HAVE NOT GONE THROUGH YOUR CHECK REGISTER. YOU MIGHT CAN SPEAK TO THAT. BUT THAT COULD BE JUST ABOUT ANYTHING FROM ANY OF YOUR CONTRACTUAL SERVICES. I'M NOT SURE WHAT HAS BEEN SENT TO THIS POINT. WELL, LOOKING AT, WE'LL GET YOUR ANSWER OVERALL. OVERALL EXPENSES LOOK GOOD. THAT LINE JUST KIND OF JUMPS OUT AT ME. YEAH. IT'S NOT. IT'S NOT OVER BUDGET FOR THE FOR THE YEAR, EVEN CLOSE 33% OF THE YEAR. UM HAVING BEEN BEEN. DONE IN JANUARY. YOUR 16% EXPENSES IN THERE SO THAT'S REPORT. I'M LOOKING AT. WE JUST FEEL HONORED THAT THEY DUSTED YOU OFF AND BROUGHT YOU OUT THE BIG DOGS OUT FOR THE FOR THE SHOW TODAY, THAT'S WHERE WE'RE HONORED OUR .

THANK YOU VERY MUCH. YOU KNOW, THEY ANTICIPATE REVENUES OR MAKE SURE THAT QUESTION I HAVEN'T GOTTEN ANY PRELIMINARY NUMBERS FROM THEM CAN YET SO IT'S A LITTLE CONVINCED IT'S PREMATURE FOR ME TO START. SPECULATE. I WILL SAY THAT IT'S GOING TO BE UM, I WOULD SAY, PROBABLY MORE THAN 5% BUT LESS THAN 10% SOMEWHERE IN THAT RANGE. UM WHAT SCARES ME MORE THIS YEAR THAN

[00:30:02]

REVENUES COMING IN LOWER FOR ALL OF OUR UM, DIVISIONS, WHETHER IT'S COMPONENT UNITS OR OR ANYONE IS INFLATION 7.5% WE'RE TALKING ABOUT RIGHT NOW FOR THE YEAR. THAT'S GOING TO AFFECT OUR OPERATIONS. CLEARLY IT'S ALSO NOT MAKING HIRING AN EASIER WE HAVE A LOT OF DISCUSSION ABOUT THAT INTERNALLY, NOT TELLING ANYBODY ANYTHING THEY DON'T KNOW HERE, BUT SO I THINK WITH THE ADDED PERSONAL EXPENSES AND THEN ANYTHING THAT'S BEING PUSHED UP BY INFLATION. I'M AFRAID IT'S GOING TO EAT UP QUITE A BIT OF WHAT WE'RE ANTICIPATING WITH. SPLAINING REVENUES FOR THE YEAR , BUT I DON'T HAVE ANYTHING FROM CAD. YET ONCE WE GET CAD WILL SET BOND SALES FOR THE YEAR AND THANKS SO STILL A LITTLE BIT EARLY IN THE YEAR FOR THAT. THANK YOU. IN ORDER QUESTIONS GET EMOTIONALLY APPROVED JANUARY 20 TO 2022 FINANCIALS.
