I WANT TO SPEAK ON BEHALF OF CDC, UM I WANT TO MAKE SURE THAT EVERYONE UNDERSTANDS THAT. IN 1996 VOTERS APPROVED THE SALES TAX DOLLARS GOING TO EAT AND CBC. I BELIEVE THEY DID THAT WITH A GUARANTEE THAT WE HAVE CERTAIN RULES. STATE RULES IN PLACE THAT GUIDE US. PLUS WE EACH HAVE BOARDS THAT ALSO HAVE TO MAKE APPROVALS, AND THAT WOULD BE ASSURANCE TO THEM THAT THESE SALES TAX DOLLARS WOULD GO TO ECONOMIC AND QUALITY OF LIFE ITEMS. SINCE ITS INCEPTION IN 1996. CDC HAS SPENT 40 PLUS MILLION DOLLARS. WHICH IS 20% OF ITS EXPENDITURES ON CITY PROJECTS. 125 PLUS MILLION DOLLARS ON PARKS. WHICH IS ALSO CONSIDERED CITY. THAT'S A TOTAL OF 64% SO A TOTAL OF 84% OF OUR EXPENDITURES ARE ALREADY GOING TOWARDS CITY PROJECTS. THAT ONLY LEAVES 16% TO GO TO THE PROJECTS THAT ARE COMMUNITY PROJECTS. LOW INCOME HOUSING, RECREATION THAT'S OUTSIDE OF PARKS AND REC. MUSEUM ATTRACTIONS AND ENTERTAINMENT AND A LITTLE BIT TOWARDS PUBLIC TRANSIT. UM THOSE ITEMS ARE ALSO VERY IMPORTANT TO US. WE DON'T FEEL LIKE YOU WILL STOP COMING TO US FOR THOSE CITY ITEMS JUST BECAUSE YOU TAKEN ADDITIONAL FUNDING FROM US. UM.

IN WHAT'S GOING TO BE PRESENTED TO. YOU ALSO DO NOT SEE ANYTHING THAT HAS A YEAR SAID ON IT LIKE WE FUND PARKS AND REC FOR 5.5 FOR 10 YEARS. UM IF YOU WERE GOING TO TAKE THOSE FUNDS FROM US, WE'D LIKE TO SEE IT A TERM LIMIT. MAYBE START OUT WITH FIVE YEARS. THAT WAY, WE CAN SEE THE TRUE IMPACT ON A, D. C AND C D. C A REALIZED THAT ROADS DO CONTRIBUTE TO ECONOMIC DEVELOPMENT AND QUALITY OF LIFE DEFINITELY REALIZED THAT BUT I THINK THERE'S GOING TO BE SOME UNINTENDED CONSEQUENCES. THEY ARE GOING TO HAPPEN TO CDC IN CDC FUNDING. SHOULD WE GO IN THIS DIRECTION, ESPECIALLY WITH AN UNLIMITED TERM AND I WOULD HOPE THAT LIKE PARKS FOR THIS MONEY, YOU HAVE TO COME BEFORE THESE BOARDS AND MAKE A PRESENTATION SO THAT WE CAN HAVE THAT EXTRA ASSURANCE FOR THE VOTERS. BUT THESE FUNDS ARE GOING TO BE SPENT. PROPERLY.

SESSION. ITEMS 2 TO 0 TO 33 UPDATE ON EAST MCKINNEY PROJECT. GOOD AFTERNOON, MAYOR MAYOR PRO TEM AND COUNCIL KIM PHAM, ASSISTANT CITY MANAGER HERE TO PROVIDE SOME UPDATES AND OUR EAST MCKINNEY PROJECTS, SO THIS IS THE FOURTH TIME HAVE BEEN BEFORE YOU WITH THESE UPDATES.

WE DID I BELIEVE THREE OF THESE LAST YEAR AND I WILL START WITH A QUICK OVERVIEW AND HOPEFULLY THIS IS FAMILIAR TO WALL, BUT WE HAVE A LOT OF EXCITING THINGS HAPPENING ON THE EAST SIDE OF MCKINNEY. SPECIFICALLY EAST OF HIGHWAY FIVE. AND BECAUSE OF THAT, WE WANTED TO MAKE SURE WE HAD SORT OF A UNIFIED COMMUNICATION ENGAGEMENT EFFORT , SO THAT WHEN WE WERE ASKING RESIDENTS AND CITIZENS FOR FEEDBACK, ALL THE PROJECTS WERE CONNECTED, AND YOU DIDN'T FEEL LIKE YOU WERE BEING HIT. BUY IT FROM ALL SIDES. HERE IS A GREAT VISUAL. THAT KIND OF SHOWS SOME OF THE EXCITING THINGS THAT ARE GOING ON. THEY FALL INTO THE CATEGORIES OF INFRASTRUCTURE, PARKS, NEIGHBORHOODS AND HOUSING , REDEVELOPMENT, ARTS, CULTURE AND FESTIVAL AND OUR IMPACT GROUP THAT IS MCKINNEY GROUP. WE HAVE A LEADERSHIP TEAM THAT TRIES TO MAKE SURE THAT ALL THE CONNECTIONS ARE BEING MADE AND THAT OUR COMMUNICATION IS CENTRALIZED. THERE ARE COUPLE OF THINGS THAT I WANT TO HAVE IS TAKEAWAYS FOR YOU TODAY AND I PROMISE THIS WILL BE A BRIEF PRESENTATION. FIRST OF ALL, THIS IS A VERY SUMMARIZED OVERVIEW. AND THIS IS A MUCH BIGGER EVENT THAN THE EVENT THAT WE HELD LAST YEAR OLD SETTLER'S PARK. IT IS INSIDE THE RENOVATED ALL THE SETTLERS FACILITY. THERE ARE SEVERAL INFORMATION STATIONS, MANY MORE THAN WE HAD LAST TIME. WE ARE GOING TO HAVE A SEPARATE CHILDREN'S AREA. THE MCKINNEY LIBRARY FREE BOOK CART. THERE'S EVEN FREE FOOD AT THIS ONE, WHILE SUPPLIES LAST. THE GOAL HERE IS TO MAKE SURE THAT IT IS A FUN AND ENGAGING OPPORTUNITY FOR NEIGHBORS TO CONNECT TO CONNECT WITH EACH OTHER, BUT ALSO CONNECT WITH CITY STAFF AND TO GIVE FEEDBACK ON SEVERAL SEVERAL ADDITIONAL INITIATIVES, INCLUDING NEIGHBORHOOD PRESERVATION, STUDY MUNICIPAL COMPLEX, ETCETERA. WE HAVE DONE A REALLY COMPREHENSIVE JOB TRYING TO GET THE WORD OUT FOR THIS EVENT. AND AFTER THE LAST ROUND OF PUBLIC FEEDBACK NEXT WEEK AT THE COMMUNITY MEETING, WE WILL BE BRINGING BACK THE THROCKMORTON STREET PLACE. NAME CHANGE FOR YOUR CONSIDERATION. AND THE PARK SIDE . THE OLD SETTLER'S PARK PROJECT CONTINUES TO BE IMPROVED WITH SEVERAL DIFFERENT RENOVATIONS AND THE WATLEY PARK SIDE. YOU MAY REMEMBER THIS PROJECT. THERE'S SOME ENVIRONMENTAL REMEDIATION THEY NEEDS TO BE DONE. BUT THE PARKS DEPARTMENT HAS SELECTED A DESIGN CONSULTANT AND THAT IS MOVING FORWARD AND FINALLY, AND THIS IS A NEW ONE. THIS ONE WASN'T ON THE BOARD. THE LAST TIME WE TALKED THE HIGHWAY FIVE PARK FEASIBILITY STUDY, SO WE ARE WORKING WITH KIM LEE HORN TO WORK ON A FEASIBILITY STUDY FOR THAT DECK PARK. AND WE WILL BE SETTING UP SOME PROBABLY SMALL GROUP MEETINGS AND THEN HAVE A COUNCIL WORK SESSION LATE APRIL OR EARLY MAY TO GIVE MORE INFORMATION ON ON THE REDEVELOPMENT SIDE. HERE'S ANOTHER AREA WHERE YOU PROBABLY WILL SEE SOME BULLDOZERS AND CONSTRUCTION. ACTUALLY THIS YEAR TOPS IS ALREADY UNDERWAY AND THEY HAVE A TARGET COMPLETION DATE OF LATER THIS YEAR, PROBABLY NOVEMBER. AND THE MUNICIPAL COMPLEX, WHICH YOU'LL HEAR MORE ABOUT COULD BE UNDER CONSTRUCTION IN LATE 2022 AS WELL. AND THE NEIGHBORHOOD AND HOUSING SIDE. THE NEIGHBORHOOD PRESERVATION STUDY IS THE KEY PROJECT HERE THAT CONSULTANTS HAVE BEEN IN THEIR PHASE ONE, UM, BACKGROUND RESEARCH AND MARKET DATA.

SEGMENT FOR THE LAST SEVERAL MONTHS. THE COMMUNITY CONVERSATION NEXT THURSDAY IS KIND OF THE KICK OFF OF THEIR ENGAGEMENT PERIOD. SO WE WILL BE ASKING FOLKS WHO ATTEND THAT MEETING TO TAKE A PUBLIC SURVEY . THAT PUBLIC SURVEY WILL ALSO BE PUSHED OUT THROUGH SEVERAL

THAT WILL TAKE SEVERAL MONTHS, AND I BELIEVE HIS PLAN TO WRAP UP IN THE FALL OF THIS YEAR WITH SOME SPECIFIC RECOMMENDATIONS. EARLIER THIS YEAR, THE COUNCIL ADOPTED A STREET TOPPER PROGRAM AND WE ARE ABLE TO USE SOME OF OUR CDBG FUNDING TO PAY FOR HISTORIC STREET TAPPERS IN SOME OF OUR LEGACY NEIGHBORHOODS. SO WE WILL BE ASKING FOR SOME FEEDBACK ON DESIGN OF THOSE STREET TAPPERS NEXT WEEK SO THAT WE CAN GO AHEAD AND GET THOSE INSTALLED. HOPEFULLY THIS YEAR. AND THEN ON THE ARTS, CULTURE AND FESTIVAL SIDE. WE HAD A VERY SUCCESSFUL MURAL PROJECT KICK OFF TWO WEEKS AGO. WE ARE STILL IN THE PUBLIC INPUT PHASE FOR THAT SEEKING MCKINNEY EXPERIENCES FOR ARTISTS TO EXPLORE AND ENGAGE WITH WHEN HE IS IN TOWN. AND WE'RE VERY EXCITED FOR THIS PROJECT. THE RESTORATION OF THE CYLON SILOS IS CURRENTLY UNDERWAY AND THE MURAL, UM SHOULD BE INSTALLED PROBABLY LATER THIS SUMMER. THAT IS A VERY QUICK AND BRIEF OVERVIEW. MISS FUN. JUST DESCRIBED TO US SO TODAY WE HAVE A PRESENTATION TO THE CITY COUNCIL. WE, UM PREVIOUSLY ENTERED INTO A CONTRACT WITH LAKE HILL. I'M SORRY. LAKE FLATOW PLUS PARKHILL. IT FITS VERY NICELY ON THE SOUTH SIDE OF THE SITE WITH OUR ADDITIONAL FEATURES, INCLUDING OFFICE OPPORTUNITIES, LIVE WORK PLAY OPPORTUNITIES, AS WELL AS A PARKING GARAGE STRUCTURE THAT WOULD SERVE AT THE CITY. IN THE LONG TERM SCENARIO. WE'VE DONE ENOUGH INITIAL STUDIES TO DETERMINE THE SIZE AND THE SPACING FOR THAT GARAGE, GIVEN ITS LOCATION ON THE WEST PROPERTY BOUNDARIES. SECOND PRESENTATION GENERALLY FOCUSED ON AVAILABLE FUNDING SOURCES FOR ROADWAYS.

THIRD THAT THE QUARTER CENT ROADWAY MAINTENANCE SALES TAX WAS NOT A PREFERRED OPTION. FOURTH THE RAILWAY MAINTENANCE FEE COULD SUPPLEMENT OTHER FUNDING SOURCES. SO THIS WAS PUTTING THE FEE ON THE WATER BILL. SIT PHASING IN A ROADWAY FUNDING IS PREFERRED. AND THEN LASTLY COUNCIL PROVIDED DIRECTION FOR CITY STAFF TO GO BACK AND LOOK AT FUNDING SOURCES . THEY USED A COMBINATION OF FUNDS, SO THIS WOULD BE GENERAL FUNDS BONDS AS WELL AS M E D C M CDC SUPPORT AND SO THAT'S WHAT WE'RE GONNA TALK ABOUT TODAY REALLY? ARE THE THREE OPTIONS OR THE COMBINATION OF OPTIONS. UM FOR SEVERAL THROUGH OUR THREE SPECIFIC FUNDING SOURCES, SO THE FIRST OPTION IS A COMBINATION OF BONDS IN GENERAL FUND, AND THEY'RE ALL COMBINATIONS OF DIFFERENT FUNDING SOURCES. SO THE FIRST OPTION, WHICH IS THE BONDS IN GENERAL FUNDS, SO IF YOU'LL RECALL ONE OF THE THINGS THAT WE'RE STRIVING FOR IS TO ACHIEVE AN APPROXIMATE $20 MILLION AND ROADWAY FUNDING AND SO, WHERE WE GET THERE WITH THIS OPTION IS THROUGH A COMBINATION OF THE GENERAL FUNDS, EXISTING BONDS AND NEW BONDS. SO IF YOU LOOK AT THE CHART HERE, YOU'LL SEE THAT THE BLUE BARS REPRESENT THE GENERAL FUND AND THOSE ARE ASSUMED TO INCREASE AT 3% PER YEAR. THE ORANGE REPRESENTS THE EXISTING BODY LEVEL OF $5 MILLION IN THIS PROPOSED TO CONTINUE AND THEN THE YELLOW REPRESENTS THE NEW BOND, WHICH IS THE $100 MILLION BONDS, OR $10. MILLION ARE 10 MILLION FOR 10 YEARS AND YOU CAN SEE HOW WE GET TO THE APPROXIMATE AMOUNT OF $20 MILLION THE SECOND OPTION IS

A COMBINATION OF FUNDING OPTION THAT INCLUDES GENERAL FUNDS, BONDS AS WELL AS AN ENEMY DCM CDC CONTRIBUTIONS. SO WHAT WE WANT TO START WITH IS LOOKING AT THE CDC NCDC CONTRIBUTION ON THE SALES TAX. SO THE ORANGE AND THE BLUE REPRESENT THE AMOUNT OF FUNDS RECEIVED FROM THE CDC ON THE SALES TAX. SO FOR THIS PARTICULAR OPTION IN THE YEAR 2023. THE CDC AND THE CDC AMOUNTS THOSE SERVE AS THE BASELINE AND SO MOVING FORWARD BEYOND 2023. THEIR AMOUNTS INCREASE AT 2% PER YEAR. THE ADDITIONAL INCREMENT ABOVE THAT WOULD GO TOWARDS A ROADWAY FUND UP UNTIL THE POINT AT WHICH THE ROADWAY FUND REACHES WHAT WOULD HAVE BEEN THE QUARTER SINCE SALES TAX AND THAT OCCURS IN THE YEAR 2044. UM THIS MODEL ASSUMES THAT THEIR SALES TAX GROWTH OF 4% UP TO 2030 AND THEN 3% THEREAFTER. AND SO WITH THIS OPTION, HOW DO WE GET TO THE 20 MILLION, SO IT'S A COMBINATION OF FOUR SOURCES. SO AGAIN, YOU SEE THE BLUE AND THE ORANGE REPRESENT THE GENERAL FUND AND THE EXISTING BOND AMOUNT. THE GRAY REPRESENTS THE SALES TAX AMOUNT OR THE DCM CDC CONTRIBUTION THAT YOU SAW IN THE PREVIOUS CHART. AND THE YELLOW REPRESENTS A NEW BONDS. SO AS YOU CAN SEE, IN THE FIRST YEARS, UM THE CITY WOULD BE SHORT OF THAT $20 MILLION TARGET. AND SO THIS WOULD BE A CITY COUNCIL DIRECTED RODEWAY BOND OF ABOUT $50 MILLION TO FILL IN THAT GAP INITIALLY FOR THE FIRST EIGHT YEARS UNTIL THAT $20 MILLION IS REACHED. OPTION THREE IS VERY SIMILAR TO OPTION TO THE DIFFERENCE IS HOW THE DCM CDC CONTRIBUTION IS CALCULATED. SO AGAIN, THE BLUE AND THE ORANGE REPRESENT THE DCM CDC SALES TAX AMOUNT. THAT IS BASELINE IN THE YEAR 2023 WITH THIS OPTION, ANY AMOUNT ABOVE THE BASELINE AMOUNT AFTER 2023 IS SPLIT EVENLY, SO 50 50 BETWEEN THE ROADWAY FUND. AND THE MDC IN THE CDC. HISTORICALLY SOME. PROGRAMS THAT HAVE FUNDED OR HAVE BEEN FUNDED BY SALES TAX DOLLARS INCLUDE STAFFING INCREASES, ROADWAY MAINTENANCE, FIELD REPLACEMENT. CAPITAL PROJECTS AS WELL AS OTHER CITY COUNCIL INITIATIVES.

AND THEN LASTLY, UM, SHOULD THE CITY COUNCIL DECIDED TO FUND ROADWAYS AT A HIGHER LEVEL. HOW WOULD WE SPEND THAT MONEY? ON THE LEFT HAND SIDE. YOU CAN SEE THE CURRENT BUDGET OF WHAT WE SPEND, WHICH IS ABOUT $9.3 MILLION AND ON THE RIGHT HAND SIDE, YOU CAN SEE THE TOTAL OF $20 MILLION AND HOW THAT AMOUNT WOULD BE SPLIT BETWEEN OPERATIONS AND MAINTENANCE REHABILITATION AS WELL AS RECONSTRUCTION. ALSO THERE'S SOME DIFFERENT INSTRUMENTS WE CAN USE, BUT THAT'S ENTIRELY DISCRETIONARY ON THE CITY COUNCIL. YOU DON'T HAVE TO DO THAT. YOU COULD JUST SAY WE'RE GOING TO GROW OUR ROAD MAINTENANCE FUND. BY STICKING WITH THE GRAY AND BUILD IT UP OVER TIME, AND YOU KNOW NOT. WE JUST WON'T GET TO 20 MILLION RIGHT AWAY. WE'LL GET WHAT WE CAN. WE'RE SHOWING THE YELLOW.

THERE IS AN OPTION FOR YOU. IF YOU CHOSE TO KICK OFF KICK, START THE PROGRAM AT 20 MILLION AND GET A BIG JUMP ON IT. CLEARLY AS PAUL MENTIONED, WE HAVE AUTHORIZATION STILL AROUND $80 MILLION OUT OF 2019. UM BOND AUTHORIZATION WILL BE ISSUED OVER THE NEXT FEW YEARS. UM SO WE COULD START ISSUING FROM THAT , THEN WE'RE POSSIBLY GOING TO HAVE ANOTHER BOND ELECTION IN THE NEXT FEW YEARS, WHICH WE COULD ADD TO THESE IF YOU WANTED TO GO THE GEO BONDING ROUTE FOR TO CONTINUE WITH THE YELLOW PORTION THERE. ALSO IF YOU DIDN'T WANT TO HAVE THE ELECTION , WE CAN. WE WILL ALWAYS HAVE THE OPTION OF DOING A CERTIFICATES OF OBLIGATION. JUST CEOS, WHICH WE CAN ISSUE AT ANY TIME FOR ROADS, SHORTER TERM RETURNED. PAY A LITTLE MORE MONEY, LITTLE BIT A LITTLE BIT HIGHER INTEREST.
