THAT ITEM IS CONSIDERING ACTING RESOLUTION OF SUPPORT AUTHORIZING CITY MANAGER OR DESIGNATE TO APPLY FOR THE FISCAL YEAR. 2022 NATIONAL INFRASTRUCTURE INVESTMENTS DISCRETIONARY GRANT. AND FOR VARIOUS STREET IMPROVEMENTS IN EAST MCKINNEY AND ACCEPTING FUNDS AWARDED. YOU WANT ME TO START NECK? ALRIGHT WELL, I HAD SENT CAM AND PAUL AND CERTAIN MIX ON MY CONCERNS WITH THIS, I THINK PERSON FOREMOST, I AM NOT A BIG FAN OF THE APPEARANCE THAT IT CREATES THAT WERE PUTTING IN A GRANT FOR ROADS THAT WE WERE TRYING TO GET FEEDBACK FOR AND HAVING APPROVED SO IT MAKES IT LOOK LIKE YOU KNOW, WE WERE GOING TO DO WHAT WE WANTED TO DO ALL ALONG. AND THEN KIND OF SECONDLY TO THAT. IT PRIORITIZES KIND OF THIS DEVELOPMENT OVER EXISTING NEEDS THAT EXISTS AND IT WAS KIND OF I WAS TRYING TO KIND OF GAUGE. FROM A GRANT PERSPECTIVE. WHAT'S THE PROBABILITY THAT WE WOULD GET THE GRANT WITH THESE VERSUS IF WE WERE TO FOCUS ON OTHER ROADS? OR OTHER NEEDS IN THE AREA. SO THE KIND OF THE FIRST WAS THE APPEARANCE THAT IT SETS OFF. SO SOME OF THE POLICY DIRECTION THAT WE'VE RECEIVED FROM THIS BODY IS TO PURSUE THOSE FEDERAL GRANT OPPORTUNITIES WHERE THEY COULD PROVIDE VALUE TO THE COMMUNITY. SO UM, WE HAD THIS SPECIFIC GRANT OPPORTUNITY ON A RADAR AS A POTENTIAL CANDIDATE FOR INFRASTRUCTURE SERVICE IMPROVEMENTS TO OUR STREET NETWORK. OBVIOUSLY THE U. S D O T IS ADMINISTERING THIS GRANT, SO THEY SET THE CRITERIA AND THE GUIDANCE THEY HAVE A NOTICE OF FUNDING OPPORTUNITY TO ATTACH TO THE ITEM KIND OF OUTLINES ALL OF THE CRITERIA. WE'VE ACTUALLY BROUGHT ON A CONSULTANT THAT HANDLES THESE SPECIFIC INFRASTRUCTURE GRANT OPPORTUNITIES AND THEY HAVE KIND OF HELPED US EVALUATE OPPORTUNITIES SPECIFICALLY IN EAST MCKINNEY. THAT MIGHT FIT INTO THE CRITERIA HERE, OBVIOUSLY, AS THIS IS COMPETITIVE GRANT OPPORTUNITY WE WANT TO BE COMPETITIVE. WE WANT

TO MAKE SURE THAT WE'RE MEETING THE CRITERIA TO THE BEST OF OUR ABILITY. UNFORTUNATELY FOR US TO APPLY FOR JUST RECONSTRUCTION OF EXISTING STREETS, THE THOUGHT THERE IS THAT THAT WOULD NOT SCORE HIGH. ONCE YOU FACTOR IN THE BENEFIT COST ANALYSIS AND HOW IT'S ACTUALLY TYING TOGETHER ALL OF THE U. S D O T S STRATEGIC GOALS AS PART OF THIS GRAND OPPORTUNITY, THE PC I INFORMATION ON THE STREETS AND THE CONVERSATIONS THAT WE HAVE HAD REGARDING THE FUNDING OF STREET MAINTENANCE. THAT IS A CONTINUED DISCUSSION, SO I CERTAINLY DON'T WANT THERE TO BE A PERCEPTION THAT THAT THIS CURRENT OPPORTUNITIES, TAKING AWAY ANY KIND OF FUNDING FOR ANY STREET MAINTENANCE IMPROVEMENTS IN THAT AREA. WHAT THIS ALSO PROVIDES IS AN OPPORTUNITY FOR THIS PARTICULAR GRANT. UM IT'S A $20 MILLION OVERALL ESTIMATED PROJECT COST WITH A 20% MATCH.

THAT'S ABOUT $16 MILLION IN FEDERAL GRANT MONEY THAT COULD GO TOWARDS THESE NEW STREETS WHICH OTHERWISE WOULD LIKELY BECOME PART OF OUR PROGRAM, SO THAT'S $16 MILLION NOW CAN BE LEVERAGED FOR OTHER IMPROVEMENTS. IN THE CITY. UM SO AGAIN, TRYING NOT TO COMBINE THE TWO THOUGHTS TOGETHER, THE STREET MAINTENANCE IS STILL GOING TO CONTINUE OR ADVANCING.

UM THIS GRANT APPLICATION, OBVIOUSLY WITH WITH THE BODY'S APPROVAL. TO SECURE SOME OF THOSE NEEDED ROADWAY IMPROVEMENTS, KNOWING THAT IT'S GOING TO BE 3 TO 5 YEARS REALISTICALLY. YOU KNOW, ONCE WE GET THE APPROVAL TO WIN THOSE FUNDS WILL BE EXPENDED CONSTRUCTED. DON'T TWO THINGS. 11 THE COMMENTARY THAT YOU SENT BACK AND I GOT TO READ THROUGH IT QUICKLY. TALKED ABOUT HOW THE PROPOSAL THAT YOU'VE GOT. EMPHASIZES NEW ACCESS POINTS AS AS KIND OF ITS DEFINING FACTOR. THAT'S KIND OF WHAT I HAD MENTIONED BUILDING NEW STREETS WILL PROVIDE GREATER MOBILITY AND COMMUNITY CONNECTIVITY FOR THE UNDERSERVED NEIGHBORHOODS TO PARK SPACE COMMUNITY CENTERS AND POTENTIAL JOB OPPORTUNITIES AND ALLOW FOR BETTER ECONOMIC COMPETITIVENESS. BY PROVIDING ACCESS TO DEVELOPING DEVELOPABLE LAND. PROJECTS ARE EXPECTED TO GO BEYOND JUST REBUILDING AND RECONSTRUCTING EXISTING ROADWAYS THEY NEED TO BE BUILT FOR AND PROVIDE RESILIENCY SUCH THAT THE ADDITIONAL ACCESS POINTS TO THESE PROJECTS. WILL PROVIDE FOR THE NEIGHBORHOOD. THESE THREE PROJECTS WERE CHOSEN BEFORE WORD TO BE THE MOST COMPETITIVE FOR THE FOR THE APPLICATION IN THE CURRENT ADMINISTRATION AND THEIR GRAND OPPORTUNITY OUT HERE. MY FOLLOW UP TO THAT IS THOSE THINGS COULD HAPPEN. POTENTIALLY, UM THE. YOU KNOW, ACCESS TO ADDITIONAL JOBS ARE OPEN SPACE FOR THOSE SORTS OF THINGS. I DON'T PICTURE MANY PEOPLE TAKING THE NEWLY BUILT ROAD NORTH PAST WIDELY PARK TO GO TO SOME JOB OPPORTUNITY COULDN'T HAVE USED THROCKMORTON AS IT EXISTS TODAY. AND IT'S POSSIBLE REDEVELOPMENT WOULD BE OCCURRING DURING THAT TIME FRAME, BUT I MEAN THEORETICALLY, IT'S ALSO POSSIBLE THAT WE APPLY FOR A BUNCH OF GRANTS. GET A BUNCH OF THOROUGHLY FEDERAL FUNDS THAT WE MAY ULTIMATELY DECIDED TO TAKE DOWN ON ROADS THAT DON'T SERVE ANYBODY. I MEAN, IF THE DEVELOPMENT HASN'T COME AT THAT POINT, CAN WE PULL UP THE LOCATION MAP QUESTION INTERJECT AND JUST KIND OF THINK.

RESPONDING TO WHAT COUNCILOR BILL ARE SAYING, BUT MAYBE JUST EVEN CLARIFICATION. THE WAY I VIEW THIS IS TO PUT IT EVEN SIMPLER. THERE'S CRITERIA THAT HAS BEEN PROVIDED TO US AS TO WHAT THE CURRENT ADMINISTRATION GOVERNMENT IS GOING TO LOOK AT. AND WHAT ARE THE MOST FAVORABLE CRITERIA. THAT PROJECTS MEAT WILL GET FUNDING SORA OUR ATTITUDE AS A CITY AND AS A BODY IS ANY AND EVERY BIT OF FUNDING THAT WE CAN GET. AND THAT'S AVAILABLE FOR STREETS AND

INFRASTRUCTURE IMPROVEMENTS WE WANT TO GO AFTER AND GET KNOWING THAT, AS WAS STATED THIS MAYBE A 3 TO 5 YEAR. UH YOU KNOW, COLLECTION ON FUNDS THAT WE DO GET, BUT THEY ARE IN THE MEANTIME, ANY AND ALL MONIES THAT WE GET FOR THOSE PROJECTS FREE UP, OF COURSE, OTHER MONIES THAT WE HAVE AND WOULD HAVE SLATED FOR THOSE PROJECTS TO DO MAINTENANCE AND MAYBE EVEN A SHORTER TIME FRAME THAN THE 3 TO 5 OR SEVEN YEARS THAT WE MAY GET THE GRANTS, BUT REALLY, AT THE END OF THE DAY, IF THERE IS MONEY AVAILABLE, FEDERALLY WE WANT TO PURSUE IT. WOULD THAT BE IF IT MAKES AGAIN IF IT MAKES SENSE? I MEAN, I'M NOT CERTAINLY DON'T WANT TO PAINT A PICTURE THAT EVERY SINGLE GRANT OPPORTUNITY IS GONNA PROVIDE A BENEFIT TO THE CITY. OBVIOUSLY I MEAN, I HAD LEFT OUT THAT CAVIAR BECAUSE I FELT THAT WAS COMMON SENSE. BUT YES, I MEAN, IF IT MAKES SENSE FOR THE CITY, ABSOLUTELY EVERY DOLLAR WE GET FOR A ROAD PROJECT FUNDED BY A FEDERAL INFRASTRUCTURE BILL. IS A DOLLAR IN OUR COFFERS THAT WE HAVE RAISED THROUGH PROPERTY TAX BONDING OR WHATEVER ELSE TO DO OTHER PROJECTS. EXACTLY SO, JUST AS YOU KNOW, WE WERE TALKING ABOUT THE STREET MAINTENANCE DISCUSSION IN FINDING OTHER REVENUE AVENUES FOR SUSTAINABLE STREET MAINTENANCE FUND. THIS IS JUST ANOTHER WAY THAT WE CAN STRETCH OR LOCAL DOLLARS FURTHER ON OTHER PROJECTS. SO YEAH, EXACTLY. AND THEN THE THOUGHT WOULD BE THAT WE'RE GOING TO APPLY FOR GRANT FUNDING THAT WE FEEL WE HAVE THE BEST CHANCE TO QUALIFY FOR BECAUSE OBVIOUSLY, THAT WOULD OTHERWISE BE A WASTE OF POTENTIAL OPPORTUNITY. AND WHEREAS ANIMAL SERVICES OFFICERS ARE DEDICATED TO HELPING PETS AND PEOPLE IN THE COMMUNITY EVERY DAY WHEREAS ANIMAL SERVICES OFFICERS PROVIDE A CENTRAL COMMUNITY FUNCTIONS, INCLUDING THE ENFORCEMENT OF ANIMAL CONTROL LAWS PROTECTING THE PUBLIC FROM DISEASES SUCH AS RABIES AND EDUCATING THE PUBLIC ON THE PROPER CARE OF THE COMMUNITIES, PETS. WHEREAS THE CITY OF MCKINNEY JOINS THE NATIONAL COMMUNITY DEVELOPMENT ASSOCIATION WITH THE U. S CONFERENCE OF MAYORS, THE NATIONAL ASSOCIATION OF HOUSING AND REDEVELOPMENT OFFICIALS, THE AMERICAN PLANNING ASSOCIATION AND OTHER NATIONAL PARTNERS TO RECOGNIZE APRIL 11TH TO 15TH 2022. AS NATIONAL COMMUNITY DEVELOPMENT WEEK UNDER THE THEME BUILDING, EQUITABLE COMMUNITIES. MAIN STREET MCKINNEY ARTS COMMISSION, AND I'M REALLY EXCITED TO BE HERE THIS AFTERNOON TO GIVE YOU A LITTLE UPDATE ABOUT OUR SILO PROJECT AND SHARE SOME OF THE COMMUNITY INPUT. SO JUST AS A LITTLE BACKGROUND IN 2018, WE WERE DESIGNATED A CULTURAL DISTRICT FROM THE TEXAS COMMISSION ON THE ARTS. THIS IS A REALLY PRESTIGIOUS DESIGNATION. THERE ARE ONLY ABOUT 50 DESIGNATIONS IN THE STATE OF TEXAS. AND THIS IS THE STATE SAYING THAT YOUR DISTRICT HAS SPECIAL ITEMS OF CULTURAL IMPORTANCE AND SO OUR GOAL IS TO ATTRACT VISITORS AND TO PROMOTE ACTIVITIES THAT CELEBRATE OUR CULTURAL ASSETS. WITH OUR MCKINNEY ARTS COMMISSION. WE HAVE A PUBLIC ART POLICY THAT ADVOCATES CULTURAL, AESTHETIC AND ECONOMIC VITALITY . IN FACT, I JUST WANT TO SHARE FROM AMERICANS FOR THE ARTS, A COUPLE OF STATEMENTS ABOUT THE IMPORTANCE OF PUBLIC ART. SO HAVING A PARTICULAR COMMUNITY IDENTITY, ESPECIALLY IN TERMS OF WHAT OUR TOWNS LOOK LIKE IS BECOMING EVEN MORE IMPORTANT. IN A WORLD WHERE EVERY PLACE TENDS TO LOOK LIKE EVERY PLACE ELSE. AMERICANS FOR THE ARTS ALSO SAYS CAREFULLY CONCEIVED PUBLIC ART INSTALLATIONS AND ENVIRONMENTS RICH WITH CONNECTIONS TO OUR HISTORY, THE NATURAL WORLD OR THE EPHEMERAL QUALITY OF LIFE HELPED MAKE MEANING WITHIN A COMMUNITY. SO PUBLIC ART SUPER IMPORTANT UM, CULTURAL TOURISM. YOU KNOW, PUBLIC ART ALSO SUPPORTS CULTURAL TOURISM. THESE ARE INDIVIDUALS OR GROUPS THAT TRAVEL TO LOCATIONS TO ENJOY FOOD PERFORMING ARTS ARCHITECTURE. AND THEY SPEND A LITTLE MONEY AS WELL, TOO. SO THIS IS AN EXAMPLE OF ARTIST GUIDO VAN HELTON'S HOW HE TRANSFORMED A SMALL TOWN IN AUSTRALIA WITH HIS SILO MURAL.

SO WE ARE WORKING WITH ARTISTS GHETTO VAN HELTON. HE IS AUSTRALIAN. HE'S INTERNATIONALLY

HE HAS A MONUMENT SOUL SILO SERIES THROUGHOUT THE UNITED STATES WITH WORKS IN ARKANSAS AND KANSAS AND MINNESOTA AND SOUTH DAKOTA AND IOWA IN NASHVILLE, TENNESSEE. IN MCKINNEY IS GOING TO BE ADDED TO HIS LIST. SO HE SPECIALIZES IN COMMUNITY ENGAGEMENT. HE REALLY WORKS TO CAPTURE THE IDENTITY OF HIS COMMUNITY. HIS DESIGNS ARE SPECIFIC AND UNIQUE. IT IS GOING TO BE 100% UNIQUE TO MCKINNEY, AND HE USES INTERVIEWS AND PHOTO IN PHOTOGRAPHY TO HELP INFORM HIS DESIGN. SO JUST AS A RECAP ABOUT THE SILO PROJECT, YOU KNOW IN 2019, THE CITY OF MCKINNEY ACQUIRED THE SILOS AS THEY WERE ACQUIRING LAND FOR OTHER DEVELOPMENTS IN THE DOWNTOWN AREA. IN 2020. THE SILO CEASED OPERATION. UM, IN DECEMBER, WE HAD SOME INQUIRIES ABOUT A POTENTIAL PUBLIC ART PROJECT INVOLVED INVOLVING THE SILOS. AND THEN LAST YEAR I WAS HERE, AND WE HAD A COUPLE OF DISCUSSIONS ABOUT THIS PARTICULAR ARTIST ABOUT THIS PARTICULAR PROCESS AND Y'ALL GAVE US THE THUMBS UP TO MOVE AHEAD. SO AND SEPTEMBER WE HAD AN AWARD FROM THE TEXAS COMMISSION ON THE ARTS FOR $90,000 TOWARDS THE PROJECT IN DECEMBER. WE HAD AN INSPECTION.

UM, AND IN IN JANUARY, WE OPEN COMMUNITY INPUT BECAUSE THIS IS A COMMUNITY PROJECT. THIS PUBLIC ARTWORK IS UM, DEFINITELY PART OF OUR COMMUNITY. SO SINCE THE COMMUNITY SINCE THE SURVEY OPENED, WE HAD A LAUNCH EVENT IN EARLY MARCH, AND WE'RE STILL CONTINUING TO RAISE A FEW DOLLARS, BUT WE DO HAVE SOME CORPORATE PARTNERS THAT ARE STEPPING UP LOTS OF PRIVATE DONATIONS AND PLEDGES AS WELL. AND SO THE PHOTO SHOWS GHETTO. UH HAVING, YOU KNOW, A LITTLE CHAT WITH SOME OF OUR COMMUNITY MEMBERS THAT ALSO CATHERINE WAGNER. SHE IS THE HEAD OF THE BUSINESS COUNCIL FOR THE ARTS OF NORTH TEXAS AND KIMBERLY PAGE, ONE OF OUR ARTS COMMISSIONERS, ALSO PART OF DALLAS BLACK DANCE. SO THE COMMUNITY INPUT IN JANUARY WE LAUNCHED THE COMMUNITY INPUT. IT WAS OPEN UNTIL MARCH, 27TH AND WE ASKED THESE QUESTIONS. WE SAID, HOW DO YOU DESCRIBE MCKINNEY? AND WHEN YOU THINK OF MCKINNEY'S HISTORY , OUR CULTURE, OUR COMMUNITY ARE SPECIAL PLACES. WHAT COMES TO MIND? WHAT ARE THE ESSENTIAL MCKINNEY EXPERIENCES AND THEN WE ALSO ASKED FOR ADDITIONAL COMMENTS. WE DID ASK FOR RESPONDENTS TO LEAVE THEIR NAME AND THEIR EMAIL THAT ALWAYS HELPS PEOPLE BE A LITTLE MORE ACCOUNTABLE TO THEIR COMMENTS.

UM BUT AND WE ADVERTISE THE SURVEY THROUGH SOCIAL MEDIA. IT WAS DISTRIBUTED IN THE CITY'S EMAIL AND IN DOWNTOWN EMAILS. WE'VE BEEN TWO BOARDS AND COMMISSIONS AND TALKED ABOUT THE SURVEY. WE'VE HAD AT THE TOWN HALLS. WE'VE ALSO PROVIDED OPPORTUNITIES FOR PEOPLE TO PROVIDE INPUT. SO WE HAD 177 RESPONSES, AND THIS GIVES A LITTLE BIT OF AN OVERVIEW OF THE PARTICIPANTS. SO THE IMAGES THAT YOU SEE ON THE LEFT THOSE ARE THOSE ARE WORD CLOUDS. THAT'S A TOOL YOU CAN USE TO HELP KIND OF PULL OUT INFORMATION WHEN YOU HAVE LOTS OF DATA TO SEE. YOU KNOW WHAT WORDS ARE FLOATING UP TO THE TOP, THE LARGER THE WORD. THE MORE OFTEN IT WAS REPEATED IN THE COMMENTS SO YOU CAN KIND OF GET A LITTLE GLIMPSE OF SOME OF THE WORD CLOUDS THERE WHEN WE ASKED HOW LONG RESIDENTS HAD LIVED IN MCKINNEY, I THOUGHT THIS WAS PRETTY FASCINATING THAT , LIKE 39% HAD BEEN HERE 20 YEARS OR LONGER. SO WE, UH, YOU KNOW HAD HAD PEOPLE THAT WERE REALLY STAKEHOLDERS INVESTED IN MCKINNEY RESPOND TO THE SURVEY. THEN WE TOOK ALL THAT INFORMATION IN AND WE ASKED THE MCKINNEY ARTS COMMISSION TO SYNTHESIZE THE INFORMATION. WE HAD A SUBCOMMITTEE OF OUR CHAIR MOLLY BREWER AND LAETITIA. NANCE SHE WOULD THEY HELPED SYNTHESIZE ALL OF THE INFORMATION AND TO TRY TO IDENTIFY SOME OF THE COMMON THEMES. AND SO, UM, THE COMMON IMPRESSIONS FROM HER MCKINNEY ARTS COMMISSION PRESERVED, PRESERVED THE PAST AND WELCOME PROGRESS. THE HISTORICAL NATURE OF OUR DOWNTOWN DISTRICT. AND SO WHEN YOU ASK ABOUT THE ESSENTIAL MCKINNEY EXPERIENCES, UM THE SQUARE LOTS OF REFERENCES ABOUT COMING DOWN TO THE SQUARE.
