IS THE PICKLE BALL TOURNAMENT AT GAVE NESBITT AT THE TENNIS FACILITY, OR IS IT THROUGHOUT THE CITY BELIEVE THAT THEY WILL USE OTHER FACILITIES AS WELL TO ACCOMMODATE THAT MANY PEOPLE AND THE SCHEDULE THAT THEY HAVE COOL? [Consider/Discuss MEDC Monthly Organizational Report]

ORGANIZATIONAL REPORT. UM PETER IS A OUT TODAY. SO WHAT WE HAVE HERE STANDING IN IS MICHAEL TALLY AND READY FOR YOU, MR TALLEY. THANK YOU. PETERS OUT AT THE EMERGE AMERICAS THIS WEEK IN MIAMI. FIRST OFF. I WANT TO START WITH INTRODUCING LUCAS JARS ARE NEW MARKETING AND SOCIAL MEDIA MANAGER. HE'S BEEN HERE TWO WEEKS NOW. HE'S COMING IN FROM ABILENE, AND I THINK I SPEAK FOR THE ENTIRE TEAM THAT WERE REALLY THRILLED TO HAVE HIM AND HIS EXPERTISE ON BOARD.

WE'VE BEEN SPLITTING THOSE DUTIES AND AMONGST THE STAFF, AND I THINK THEY'RE VERY HAPPY TO SEE HIM OFFICE ACROSS OUR PROJECT ACTIVITY HAS BEEN STRONG OFF THE START OF THE YEAR. I DO WANT TO TOUCH A LITTLE BIT ON THE INDUSTRIAL PRODUCT, THE SPEC INDUSTRIAL. A LOT OF THAT'S GOING UP AS AS MANY OF YOU KNOW WITH DEVELOPERS, BUT OUR TEAM HAS BEEN PROACTIVE AND CREATED BY GOING AFTER USES WITH HIGHER PAYING JOB OPPORTUNITIES, BECAUSE A LOT OF THAT'S BUILT FOR DISTRIBUTION WAREHOUSING, SO KUDOS TO THE PROJECT STANFORD CONTINUING TO LOOKING AT THOSE USES OUR INNOVATION FUND ACTIVITY HAS BEEN STRONG AT THE START. AND WE'RE HAVING DISCUSSIONS WITH OUR SUBCOMMITTEE ON MORE INITIATIVES DIRECTED TOWARDS THE STARTUPS COMING IN AFTER THE BYRON NELSON SO A LOT OF EXCITING DISCUSSIONS WITH THE SUBCOMMITTEE RECENTLY.

AND THEN THE BYRON NELSON FINALIZING INVITE LISTS AND LOGISTICS FOR THE GUESTS EXCITED TO SEE THE ECONOMIC IMPACT OF A FULL TOURNAMENT CROWD THIS YEAR , WHICH COULD BE 3 TO 4 TIMES WHAT IT WAS LAST YEAR. AND THEN FINALLY, OUR STAFF CONTINUES TO WORK WITH THE CDC AND THE CHAMBER TO FINALIZE THE PLAN AND DESIGN OF OUR NEW OFFICE SPACE. THAT DISTRICT 1 21, WHICH SHOULD COME AND HOPEFULLY THE FALL OF THIS YEAR. I'LL STAND FOR ANY QUESTIONS. QUESTIONS FOR MR TALLY FROM THE BOARD. DESPITE MY TEMPTATIONS, I'M GOING TO RESIST , BUT GREAT, GREAT, GREAT REPORT , PLEASED TO SEE ALL THE ACTIVITY. PLEASED TO SEE US BACK OUT IN THE MARKETPLACE IN FULL FORCE AND GETTING OUT THERE AND SPREADING THE WORD. SO KEEP IT ALL UP. NICE CHAT. CAN NEXT. WE

[Consider/Discuss MEDC Monthly Metrics Dashboard Report]

HAVE 22.359 CONSIDER DISCUSSED THE M E. D. C MONTHLY METRICS DASHBOARD REPORT. TALLY AGAIN, SO KEY PERFORMANCE METRICS ARE ACTIVE PROJECT PIPELINES ABOVE OUR 2022 TARGET. 20 OUR CAPITAL INVESTMENTS CURRENTLY HAD 12 MILLION. BUT I DID WANT TO TOUCH ON THAT FOR JUST A SECOND.

HOWEVER WE DO HAVE MULTIPLE PROJECTS IN THE PIPELINE THAT WOULD MEET OUR 2022 TARGET OF 300 MILLION ON AN INDIVIDUAL BASIS. SO WE DO HAVE SOME MASSIVE PROJECTS. MASSIVE DEVELOPMENTS THAT ARE LOOKING HERE IN THE CITY OF KENNY, WHICH ARE REALLY EXCITING. R B R E VISITS ARE AT 17. OR TRADE SHOWS AND MISSIONS ARE AT THREE. CURRENTLY WE JUST MENTIONED THAT PETER IS 11 NOW IN MIAMI EMERGE AMERICAS. WE HAVE OUR FIRST FAM TOUR SCHEDULED DURING THE BYRON NELSON SO WE HAVE MULTIPLE SITE SELECTORS COMING IN FOR THE BYRON WHERE I THINK WE'RE CLOSE TO 10 SITE SELECTORS AND I THINK WE BROUGHT IN TO LAST YEAR'S WILL HAVE UNDERSTOOD THERE.

COMMUNITY FORUM BY MYSELF AND MADISON CLARK AT THE NORTH COLLIN COUNTY NEIGHBORHOOD CONFERENCE ON THE TOPIC OF ECONOMIC DEVELOPMENT YOU I THINK IT'S A GOOD STARTING POINT. WE HAD A SMALL CROWD IN OUR ROOM, BUT I THINK THE CROWD IS GROWING . WE'RE HOPING WE CAN GET A

[00:15:07]

BETTER TURNOUT NEXT YEAR. BUT MADISON, I DID DID THAT AT THAT EVENT, AND THEN OUR WEBSITE VISITOR TRAFFIC IS AT 150. WE EXPECT THAT TO INCREASE WITH LUKE ON BOARD TO SPEARHEAD MARKETING INITIATIVES. AND THEN OUR EMAIL MARKETING OPEN RATE, WHICH IS AT 47.6% ABOVE THE 40% 2022 TARGETS. WE HOPE TO SEE A CONSISTENCY AND INCREASE THEIR AS WELL WITH LUKE ON BOARD. AND SOME MARKETING INITIATIVES HE CAN HE CAN TAKE ON AND WE KIND OF THREW A LOT AT HIM THAT FIRST WEEK HE HAD TO, I THINK, ADD DEADLINES THAT KIND OF JUMPED ON. JUMPED UP IN FRONT OF HIM, BUT HE MET THE MET THE DEMAND AND WAS ABLE TO GET THOSE DONE. SO WE'RE HAVING AGAIN. WE'RE HAPPY TO HAVE LUKE ON BOARD AND I THINK WE'RE GONNA DO A LOT WITH THE WEBSITE, VISITOR TRAFFIC AND EMAIL MARKETING. AGAIN. I'LL STAND FOR ANY QUESTIONS. OKAY. MICHAEL. THANK YOU, SIR. APPRECIATE IT. NEXT. WE WANNA MOVING ON TO 222.360. UPDATE ON THE 2022 MCKINNEY

[Update on 2022 McKinney Board & Commission Member Appointments]

BOARD AND COMMISSION MEMBER APPOINTMENTS. THE EMPRESS. GOOD MORNING. GOOD MORNING, CHAIRMAN JONES AND THE REST OF THE ABC BOARD MEMBERS DURING THE CITY SECRETARY. THIS ITEM IS AN UPDATE REGARDING THE UPCOMING BOARDS AND COMMISSIONS APPOINTMENT PROCESS. TO APPRISE THE BOARD AS WELL AS THE GENERAL PUBLIC. ON TUESDAY, AUGUST 23RD . THE CITY COUNCIL WILL TAKE CONSIDERATION OF APPOINTMENTS TO THE VARIOUS BOARDS AND COMMISSIONS OF THE CITY. THAT IS A PROCESS THAT BEGINS AT ABOUT NOW. AS YOU MIGHT BE AWARE OF THE NUMBER OF APPLICANTS IS INCREASING EVERY YEAR LAST YEAR WE HAD OVER 250 CANDIDATES FOR APPROXIMATELY 50 POSITIONS THAT WERE AVAILABLE. SO WE WANT TO ENCOURAGE EVERYONE WHO IS INTERESTED TO REJECT THE CITY SECRETARY'S OFFICE AS WELL AS HIS THE CITY OF MCKINNEY'S WEBSITE TO LEARN MORE ABOUT THIS PROCESS AND HOW TO BECOME INVOLVED. ALL THE APPOINTMENTS THAT OCCUR IN AUGUST WILL TAKE EFFECT OCTOBER ONE, GENERALLY FOR TWO YEARS UNLESS SOMEONE IS APPOINTED TO FILL THE VACANCY. REGARDING THE CURRENT CDC BOARD AS YOU IF YOU LOOK ON THE TEXT FILE, I WANTED TO POINT OUT ONE CORRECTION THAT IS NEEDED. IT DOES LIST THAT BRIAN LOCK MILLER IS HAS EXPIRED HIS TERMS OF OFFICE, BUT HE IS ELIGIBLE TO BE REAPPOINTED ONE MORE TIME IN 2022. INFORMATION THAT I HAVE, BUT I WILL STAND FOR ANY QUESTIONS AS WELL AS TAKES THIS OPPORTUNITY TO THANK YOU ALL FOR YOUR SERVICE TO OUR CITY. IN PERSON, AND I'M SORRY YOU MAY HAVE SAID THIS WIN IS THE APPLICATION DEADLINE. THANK YOU. THAT'S A GOOD QUESTION. THE APPLICATION DEADLINE IS JUNE 17TH FRIDAY, JUNE 17TH. THANK YOU. AND MOST OF THE COMMUNICATION IS JUST THROUGH THE CITY WEBSITE. IS THERE ANY OTHER? YES THERE'S ACTUALLY THROUGH THE CITY OF MCKINNEY'S WEBSITE, AS WELL AS THE CHAMBER WHO HOSTS THE SERVER MCKINNEY EVENT, COORDINATING AN ONLINE COMPONENT AS WELL. SO IF THE CHAMBER STAFF ARE HERE, WANT TO THANK THEM AS WELL FOR ALL THEY DO TO ENCOURAGE PARTICIPATION.

ABSOLUTELY THANK YOU, EMPRESS. THANK YOU. ALL RIGHT, UM MOVING ON TO A REGULAR AGENDA ITEMS.

[Consider/Discuss/Act on the September 2021 Financials]

STARTING WITH 22-0361 CONSIDER ACT DISCUSSED ACT ON THE SEPTEMBER 2021 FINANCIALS. GOOD MORNING CHANCE. MILLER FINANCIAL COMPLIANCE MANAGER. WE'RE GONNA GO BACK TO FISCAL YEAR, 21. SO THIS IS THE YEAR THAT ENDED IN SEPTEMBER. SO WE FINISHED THE AUTO PROCESS. WE'VE GOT OUR KAFFIR ISSUED AND EVERYTHING. SO THESE ARE GOING TO BE OUR FINAL NUMBERS FOR YEAR END BUDGET. WE HAD ESTIMATED SALES TAX TO BE 16.98 MILLION. WE ENDED UP WITH 18.34 MILLION, SO THAT WAS A SURPLUS SURPLUS OF ONE POINT 3,000,002 IN THE FISCAL YEAR IN REGARDS TO EXPENDITURES, YOU'LL SEE THE 10.7 MILLION. I TALKED TO YOU AT THE BEGINNING OF THIS YEAR. SO WE HAD ORIGINALLY EXPENSE THAT AND LAST FISCAL YEAR THAT WAS RELATED TO THE OFFICE BUILDING THAT THINK PROJECT HANDLE IS THE PROJECT NAME FOR THAT THAT WE HAD ANTICIPATED, MOSTLY CONSTRUCTION COSTS BEING 21. IT LOOKS LIKE IT'S GONNA FINISH THIS YEAR. SO WE'VE MOVED THOSE EXPENSES THE FISCAL YEAR 22. SO YOU CAN SEE THE NEGATIVE THAT WE'RE DOING. WE'RE JUST TAKING IT OFF OF THIS FISCAL YEAR'S BOOKS. SO THE END OF THE YEAR. WE HAD REVENUES AT 18.4 MILLION AND EXPENSES AT 12.1 MILLION, WHICH WERE RESULTED IN NET 6.3 MILLION. UM THAT INCREASE YOUR FUND BALANCE

[00:20:06]

, SO WE STARTED FUND BALANCE AT 14 MILLION. THE ENDING FUND BALANCE FOR FISCAL YEAR 21. IS THAT 20.3 MILLION? I WOULD. OBVIOUSLY THAT 10 MILLION COMES OUT OF THE FIRST OF 2022. SO YOU CAN DEDUCT THE 10 MILLION FROM THAT, BUT JUST TO KEEP THAT IN MIND AND IF ANYONE HAS ANY QUESTIONS, I'LL MOVE ON THE FEBRUARY UNLESS ANYONE HAS QUESTIONS OVER 21 AT THIS TIME.

[Consider/Discuss/Act on the February 2022 Financials]

OKAY, OKAY. SO MOVING ON TO 2022 . THIS IS FEBRUARY'S FINANCIALS. WE HAD A FAIRLY QUIET MONTH.

REVENUES WERE TWO POINT LITTLE OVER $2 MILLION IN SALES TAX AND IN REGARDS TO EXPENDITURES. UM THERE'S NO PROJECT EXPENDITURES. ALS IS NORMAL OPERATING EXPENSES. AND I'M GOING TO GO AHEAD AND MOVE ON TO SALES TAX WITH OUR SISTER CITY COMPARISON. WE HAD. WE HAD AN INCREASE OF 922,000, WHICH WAS 12.8% INCREASE OVER LAST YEAR. THAT BRINGS OUR YEAR TO DATE INCREASE UP TO 17.9% LOOKING AT OUR INDUSTRIES. IT LOOKS LIKE IT'S FAIRLY EVEN ACROSS ALL THE INDUSTRIES. SO WE'RE CONSTRUCTION, RETAIL TRADE. I CAN'T REALLY PINPOINT A SPECIFIC INDUSTRY THAT'S DRIVING THAT IT JUST LOOKS LIKE IT'S FAIRLY CONSISTENT ACROSS FROM THEM ALL.

AT THIS POINT, UM ALLEN HAD A DAIRY DECREASE OF 8% FRISCO, HOW TO INCREASE THE TOP 18. PLANO HAD A INCREASE OF 9.1% ALLEN'S TRUE INCREASE. IT WAS ACTUALLY AN INCREASE OF 13. THEY HAD AUDIT. A NEGATIVE ARTICLE ACTIONS. I GUESS THEY HAD A TAXPAYER OVER PAY 1.2 MILLION OR COULD HAVE MULTIPLE TAXPAYERS. I'M NOT SURE SO THAT'S WHAT IT'S SHOWING A NEGATIVE 8% BUT THAT'S NOT TRUE. THEIR ACTUAL PERIOD COLLECTIONS WERE AN INCREASE OF CLOSE TO 13% TO SO I'M NOT SURE WHAT HAPPENED WITH THE CONTROLLER DURING THE MONTH OF FEBRUARY, BUT IT LOOKS LIKE ALL OUR SISTER CITIES ARE AROUND THAT 13% MARK. AND I WILL BE HAPPY TO STAND FOR ANY QUESTIONS AT THIS TIME. QUESTIONS FOR CHANCE. GETTING A GOOD NUMBERS. THANK YOU. THINGS WILL BE GREAT.

THANK YOU. AND SO. CHANCE THAT I COVERED 22-0361 AND 22. DASH 0362. UM CAN I HAVE A MOTION TO APPROVE BOTH OF THOSE MR CHAIRMAN I MOVE TO APPROVE BOTH REPORTS IS PRESENTED. SECOND ALL RIGHT. MOTION BY KEN AND SECOND BY THAT OH, NO, I DID NOT. PERIOD.

MOTION PASSES. NEXT ONE REVISIT AGAIN. DO WE HAVE ANY PUBLIC COMMENTS REGARDING ANY MATTERS THAT ARE NOT ON THE AGENDA. ANY BOARD COMMENTS. WE DO HAVE A EXTRA A WEEK BEFORE WE MEET

[BOARD COMMENTS]

AGAIN FOR OUR NEXT MEETING. I THINK WE'LL MEET ONE ON THE 24TH OR 25TH 24TH. SO OUR NEXT MEETING WILL BE AT THE END OF MAY. AND THEN SO WELL FURTHER ADO WILL WE WILL BE MOVING INTO
